Welcome to the Greenfield Public Schools Policy Program and School Committee Handbook Subcommittee Meeting. It is the 8th of June, 2026. So we're meeting online. We will do a call to order. Um I am the chair of the subcommittee, member Janiva, I'm here. Member Childs? >> Here. >> All right. We're uh member Dietman is not here, so we do have a quorum of two, so we will get started and maybe he will jump in. All right. First up is public comment. Looks like we have one member of the public interested right now, so um I will turn it over to you. If you

002could state your uh we have a policy change on this, so I'm going to say what it is now. Um we ask that you state your name, your relationship to the schools, and what town you live in. We no longer uh need address information, so no need to provide that. And you have 3 minutes. >> All right. Uh my name is Paul Jablon. I live in Greenfield, and I guess my closest relationship to the school is that I have a step granddaughter who goes to the middle school. But I also have a son who teaches at the middle school. Um and I'm here uh because uh I've spoken to Elizabeth a little bit before this about the issue of create creating a curriculum for a lasting positive school climate. Using the word curriculum, thinking of

003this the same as you would about English or math or social studies or art, but it in the sense of it is something that goes from K to 12 and um permeates every subject because uh how comfortable and how accepted and um the students and the teachers feel in the school affects all the other subjects. And so I'm suggesting this that there be a And this overlaps into policies that affect things like what are called discipline because many of these things would create a climate where discipline would not be needed as much. So I think it fits into policy on the school committee, but I think it takes a a whole literally community to put this together. So I have sent each of you a uh one-pager with some opening ideas about this. I've given

004example curriculums to Elizabeth um that she can share with you and you can keep um and uh except for the fact that I'm going to be away for the next 2 weeks, if you would like any assistance from me, since I've done this in school districts for the last 40 years or so, um I might have some help I can give you. Okay, Article 5 is an update on the resolution style PDF um from the administration, and they did not send me one. So, it's not in the materials. I was hoping that um Superintendent Joyel would be here tonight to tell us about that, uh but he is not, so um I think we are going to have to postpone until next month. So, uh I make a motion to postpone item five until the July meeting. >> Seconded. >> Okay, any discussion?

Okay, um moving on then to uh Article 6, update on how to implement policy JIB, student involvement in decision-making from telephone conversations with legal counsel. I included the email that I received um, from our counsel in the materials. Um, and then I included it because I wasn't sure if I was going to be able to have a conversation with him and we had decided as a subcommittee to make sure to include um, these conversations as materials, but I did get to speak with him. Um, and I have some information regarding that that is going to clear

007up the materials. It um, from the email in the materials. That makes sense. So, I spoke to him and JIB says I'm going to try to get this exactly right. JIB says that we will have a non-voting student member sit with the school committee, but not in executive session, and they will come from the student advisory committee. We've already reached out and talked to um, the student advisory committee through uh, member Diamond. So, I was hoping to get a little update from him on that, but we'll have to put that off to next month. Um, but here's how it goes. We originally thought we could um, delegate one person to meet with them every other month because the policy says um, the school committee will meet with the student advisory committee every other month, but

008what it actually means is the whole committee must meet with the student advisory committee every other month. And we cannot delegate one person. So, we need to bring this to the full committee, I think, so that they understand what this means and I thought, "Oh, no, that means an extra meeting." And that might, you know, really be a heavy lift for us as a group, but um our legal counsel said, you know, most school committees just schedule their meeting with them on the same night as their school committee meeting. And so, you can do it ahead of the main meeting so that um you know, cuz they're they're younger people, they probably don't want to spend all night doing this, so we could meet with them before our meeting. Um and that would satisfy the

009policy. So, I'm thinking at this point, I wanted to talk about it with you and Jeffrey and then write it up in my report for Wednesday night and see how everybody feels about this. What do you think about about this? Ann? >> I I think we might have some logistical troubles because we do have people who might have more trouble arriving cuz what would we need? Just an extra half hour so? And then my other question is is this a public recorded broadcasted meeting? I would think it would need to be because of the quorum that would be there. And speaking of quorum, is it enough to just have a quorum of school committee members as though it were a regular meeting? >> Yeah, that Yeah, we just have to have a quorum. We just

010can't delegate one person to do that. And so, I guess how it would look based on what he said is that they would come at 6:30 or maybe we slot them in at 7:00 and we do like um call to order and public comment first and then meet with them. And I don't necessarily know that it's like an open sort of brainstorming thing, like maybe it's that they bring us specific information because the student representatives when they bring us their report every month, it's more events. But the point of this is that this the students have an actual voice in what they would like to see occur, and they can make policy recommendations or you know, requests or be able to tell us things that um they normally wouldn't be able to do to, you

011know, how the ladder of administration works. So, I think that that's how this would pan out, but I feel like there needs to be a lot more voices in how this would fit. >> Yes, cuz I think I would prefer it as attached before the meeting rather than as part of the meeting. Um I I want the student reps to have to sit through as little as possible because they're busy. And I also don't want the process to be so formal and so intimidating that they don't speak freely. >> That's a really good point. That's a really good point. Um yeah, I don't know how it would go. I I I guess we all need to really think about like try to visualize how how it would go, but it is >> Do we know

I could make a call to MASC and just ask our district rep, Liz Lafond, if if she could point me to that and then we could watch a little bit of somebody else's committee meeting and see what it looks like. Or send them an email or get some information from that district. That's a great idea. I'm going to make a note on that really quick. But, we had talked about it being baby steps to implementing this cuz this is um a legal requirement that we haven't investigated. >> [clears throat] >> Okay. So, then moving on to number seven, academic integrity policy discussion and recommendation. Uh member Dietman sent me quite a few materials and did write a motion for

015of the following policies, Policy JICH, ADC, GBEC, GBED, and IHAMB. All of them are the tobacco policies. And the reason that I brought them forward is because at the Yello Conference, the students, the high school students, told me that they would like to have um better information around vaping, and we looked up vaping in the policy manual, and it does not appear anywhere. You have to search tobacco or vapor, so um I was thinking we could look through these policies together, and at the very least add vaping, because that is the more common >> That's the word that >> That's the word, right? >> Yeah. That's the word. >> So, um but I also had some questions about this that I wanted to talk to the superintendent about, but he isn't here. So, I move

Um the other day um Assistant Superintendent Sullivan sent me a well, I think he sent it to all of us, but um I opened it and read it and it was about their desire to create a um com- a sort of community engagement task force on this idea that involved um including parents and community members and students. And so I think

017that that sort of puts a real halt on the policy and may have we need to recommend to the full committee that we pause the reading on this policy and vote on whether or not we wish to empower uh the administration to create this um this group. What do you think about that, Anne? >> I think that makes perfect sense. I think this is reasonable and rational information gathering that would need to happen before a policy is voted on. And I did screen share the memo just so that it is >> Yes. >> Thank you. >> So, yeah, I would happily move So, how would we phrase this? Uh move to endorse the AI advisory group and hold off on a policy until that group has presented recommendations. >> That sounds good. So moved. I

Okay, um any discussion on that? >> Um the only question I have is the advisory group does not actually include a school committee member, and don't we usually stick a school committee person on? Or is this just really that would be stepping on toes and getting into the weeds of daily operation rather than oversight? >> That's a really good question, and I don't know. I think it depends on what the charge of this is, like what their plan is. If it's just collecting information from community members and then making a making recommendations to the policy subcommittee based on what they find, I don't think that we need to be present, but it might be a really good idea for one of the members of the

019policy subcom to be part of it. >> Well, and that's the other question. Will they be presenting to us or to the full committee? And yay, we have Jeff. I mean, hello, Mr. Eidman. >> Hello. So right now we're on um this memo that we received from Assistant Superintendent Sullivan about Let's see. Can you Ann, can you make it bigger? >> can read it. I'm looking at it. >> it. Okay, great. So we were just looking at it um and thinking that this memo kind of puts a little bit of a

020halt on the um um, on the digital empowerment >> Mhm. >> policy because they would like to create an advisory group to gain more information from community uh, members and students and building administrators. So, perhaps we need to bring this to the full committee and see if they would like to charge the administration with doing this work. >> Yeah. >> So, we were just discussing that and Anne Anne had some really amazing questions. >> Mhm. >> Anne, do you want to repeat your amazing questions? >> Okay. Well, the the first question is if it would be appropriate to have a school committee person on this advisory group as well or if this is strictly operational. And then the other question is will they be be presenting to us as a subcommittee or presenting their recommendations

021directly to the full committee? >> Yeah. Yeah. Good question. Um, and it's also missing from this proposal is a timeline. Um, but uh, yeah, it's a the those are good questions, too. Yeah. Um, uh, what do you what do you two think about the idea of having a school committee member on such a an advisory? Do you think that that would be possible, plausible, useful, or does it have precedent? >> I think that if we're adjusting a policy that we should have somebody from the policy subcomm on there just to kind of >> Yeah. >> not to influence it in any way, but just to ga- like gather as much information as possible about what they're thinking, because we have to then try to make sure that all those things are translated into the policy.

022>> Mhm. >> Um and we're the ones that have to do that, so I sort of feel like we either have to have really good recordings of these meetings that we're willing to watch, or we need to like receive a report from them, or minutes, or we attend them in person. But it might be a real heavy ask to go to these meetings, so I guess if we received really good minutes, that might be I mean, that would be enough for me, but I certainly wouldn't feel comfortable with it going directly to the full committee without coming to the policy subcommittee first. >> Mhm. >> Cuz that's our job. >> Yeah. They will just gum up the works and make the meetings longer and like like we're supposed to do that. We're here, so. >>

023Yeah, I'm liking the idea of at least one of us be there more to listen than to speak in order to report back. >> Mhm. >> [clears throat] >> Uh member Childs, you've uh taken a strong interest in this topic. Would you be willing to be that person? >> I would, but I do have a reservation in that I'm probably the most strongly biased person on the issue on the committee. And while I would do my best to be unbiased in presenting, um there is the risk because I do have a very strong bias that some of that bias could leak through. >> Mhm. >> [clears throat] >> Okay. Uh what about you, uh member DeNeef? Would you be willing to be that person and serve >> It entirely depends on what the time requirement

024is. >> [clears throat and snorts] >> Um if they're talking about meeting once a month or something, that would be totally fine, I think. But if this is a [clears throat] more fast-paced thing, then I probably could not, but I would be willing to like listen and and do minutes, you know. If it was once a month. I just don't have a lot of extra time, especially in the summer. That's actually like the the busiest time for me. >> Okay. >> Um so >> Well, especially if it's a Zoom meeting, one of the other things we can do is I believe if we hit either show captions or transcript, we could even get the written the the That's fine. That's a use of AI technically, but I'm okay with that use. >> Yeah. That sounds

025good, and often times I will tune in to Zooms or like catch up on other subcommittee meetings if it's a virtual, you know, so I can like cook dinner at the same time. Like I can I can do double duty. Yeah, I think that virtual space, so >> The biggest issue is making sure that only one of us, because if two of us were to go, then we'd have a quorum for the subcommittee. >> Right. I think it depends on what everybody's subcommittee uh duties are for all the other ones that they're doing. >> Mhm. >> [clears throat] >> Jeffrey, how many are you on? You're on >> Uh so I'm the representative to CES. I'm on engagement. Uh and I'm on this. And then um we are proposing an ad hoc subcommittee on literacy

026or ad hoc committee on literacy see. Um that I am I'm planning to be quite busy on that if that gets approved. Uh so that would be my only hesitation about also serving on AI. So it it would also it would for me it would depend also on their their planned frequency of meeting. >> Mhm. >> Things do lighten up for me in the summer. That you know, that said, I I I can afford more time in the summer cuz I am an educator. Um but if if it plans to go into September and things like that, then you know, I'm back in the same like I'm I'm already spread very a little too thin. Yeah. >> Um So, that's where I'm at. >> I chair the budget and finance, which does meet twice a

027month generally because of the warrants meeting. But also, we might be putting the cart in front of the horse. Maybe we should find the structure that they plan on doing first, and then we don't have to have it just one person does all the meetings. It could be like the way budget and finance does the meetings with the various schools and SEPAC and uh the other one, ELPAC, where we one person will attend each meeting to get the budget priorities. So, it could be that if they're having multiple meetings, we get the schedule and just make sure we've got coverage for it. >> Yes, that's it. >> Okay, so why don't we just wait to hear what um Steven Sullivan says uh on Wednesday night about this and we'll bring it up in the report.

029with the legal counsel about it and she had some advice about not putting that in the policy manual, but it rather lives in the handbook for students and families. So, we may wish to talk to the superintendent about that and get really in-depth into what is in the handbook. Um because it may or may not be in our purview. So, we need to maybe have a conversation about that and see what's there. We don't even know if it's in there. So, we got to do a little bit of homework on that and then talking about it next month. So, I just wanted to catch you up cuz you had that motion. >> Yeah. >> but we didn't want to address it unless you were present and you could get questions answered. So, are you okay

030with that? >> I I'm definitely okay with postponing it. I'm definitely okay with taking the necessary time with legal and everything like that. Um I would like to weigh in a bit about um what I know. Uh which is that um there are two districts public school districts in Massachusetts that do have AI policies. I mean that do have academic honesty policies in their um in their policy manual. Those are uh Provincetown and Somerville. And um So, it seems that it is a possible thing to have in a policy manual. Um and I have also observed that it it usually seems to live in like more detailed documents. I think that there's a rush now for having it in the policy manual. I've made that rationale part of my motion. Um >> [clears throat] >>

031And then the other question is, let me think. What else did you say? Um Is it in our purview? Uh Did Did you have any details from legal about that question? Like, why do they doubt that it's in our purview? >> Um They said that they believe that it was specific to this family student handbook because if it is violated, it involves discipline. I I'm not saying that I agree with him. I think personally it's our purview. Like, if we can have an AI policy, we can have an academic honesty policy surrounding that. Like, I agree with that personally. But he did say that he's written a number of them and that they always belong in that handbook. So, my thought was we needed to talk to the superintendent and find out what his history

And then the other day the uh legal sent me a copy of the academic integrity policy that he wrote for Orange. >> Mhm. >> So, I have it and I can forward it to you all uh for the materials for July. >> Great. I would love to see that. >> Yeah. And um what I observed in the student handbook is that our high school student handbook does does have a brief mention of academic honesty. Um it is quite outdated in terms of the technology that it mentions specifically and it is cursory, is what I would say. Um if if such a policy is going to live in the student handbook, I was I would recommend making it much more robust. Uh >> Mhm. Yeah. I I agree. And then we also talked

033about we we postponed the vaping discussion, those policies also until July because I wanted to talk to the superintendent cuz really like those policies don't even have the word vaping in it. So like at the very least um it's outdated. 034told me was that he would have a lot more time in the summer months to work with us on writing new policies if we wanted to. Um and I was also thinking that as this as the summer break starts we only really have maybe two meetings during the summer, but it might be a really good time to tackle some of our um goals that we thought about where we're searching um the policies of other districts to see where we stack up. So maybe maybe we could think about which ones we might like to look at because we wanted to make it bite-size. So we could choose AI, we could choose the vaping, we could choose something else. Um I'm just thinking that it might be a good idea to do that before things get busier.

Maybe see what other districts are doing cuz we did talk about looking at what other districts are doing um regarding that earlier before you came
