And we're happy that we have one of our Kanians here, Pat Kaiser, who's going to recognize a student and then the school. But I want to take a moment right now just to say thank you to Kowanas. And Pat, um, thank you so much because each year in December, we do adopt a families here at GSD and many of the people sitting in the audience choose a family and, um, Kowan has picked up um, several families this year. Um, and we appreciate Kana doing that and the commitment. And I know >> we're happy to be able >> I know Pat, you picked up six families. So, thank you for doing that. >> We

are happy to be able to do that. So, also, if you're not in the Christmas spirit after that presentation outside, then you probably never will be. Good evening. My name is Patrick Kaiser. I'm with the Kuanas Club of Glendale. Tonight, I am honored to recognize the Kowanas Club of Glendale student of the month for the month of December 2025. The reason that this award is so special is that this student has been chosen by the superintendent for their hard work, passion for helping others, and helping to make our community a better place. This month's winner is Tatum Shanco. Come on up, Tatum. >> Congratulations. Now you get to hear all the nice things that people said about you. So >> Tatum is a sixth grade student at William C. Jack School. They love to read

and they always work hard in class. Tatum is kind, accepting of others, thoughtful, hardworking, and resilient. From the beginning of the year, Tatum has shown a positive attitude towards school and their classmates. Immediately volunteering to be a student ambassador, they welcome new students to Jack with a smile on their face. They're always on task, willing to help others, and consistently demonstrates responsible behavior across all of their classes. Tatum gets along well with their peers, making them a pleasure to have in the classroom. Ms. Ambon Tatum's fourth grade teacher describes describes them as having a cheerful attitude and contagious enthusiasm inspiring those around them. They truly demonstrate the qualities of a servant leader through their actions and the way they treat others. Mrs. Eber Eber's Tatum's fifth grade teacher describes them as one of the most

thoughtful kids she has ever taught. They never stop working hard and they try to understand the content. Tatum's current teachers describe them as an attentive listener who treats both teachers and classmates with respect and politeness. Excuse me. They do not interrupt and consistently offers constructive and thoughtful feedback during group discussions. Tatum takes responsibility for any mistakes and is eager to learn from them promptly. At home, they are constantly being helpful to their mom. Around the house, they pick up trash at the park next to the school when the family goes to the splash pad at the park. They also donate books in the neighborhood to the free library. And they also they are also responsible for their younger siblings as well. We are lucky that Tatum is a dolphin and we are confident that they

will continue to be a positive influence in the community. Congratulations, Tatum. We have a certificate to recognize your hard work. And from the Kowanas Club of Glendale, you get a $50 Walmart gift card. Congratulations. And we encourage you to keep up the hard work. >> Tatum and family and friends, can you come up please? Jack family, please. Everybody comes. Family. You have five. Congratulations, Tatum. Tatum, we have one more thing also. >> You can choose from the treasure box as well, Tatum. Congratulations. Thank you. Thank you, family. >> Now, we have one other award that we give. Last year, in collaboration with the GESD superintendent, we created the Kowanas Inspiring Change School of the Month Award. This award recognizes a school in the district for inspiring positive change in education and community through vision, action,

and innovation. This month's winner is Discovery School. >> Congratulations. I know we get to say nice things about you. The staff, students, and families at Discovery have worked hard to not only provide a rigorous learning experience for the students, but have continued to pro progress in their accountability points and keep their attendance rate up for many years. Discovery's signature program, digital media and communications, has taken hold schoolwide, inspiring students to not only produce the daily announcements, but to work on storyboarding, where schools debate one another and publish literary works. Congratulations to Discovery for balancing interesting projects and increasing student learning and achievement. Discovery will proudly display the traveling trophy for one month to recognize their hard work. Congratulations. Also, can we have Mattail come back up? You guys are from Discovery. Parents, come back up.

You're from Discovery. >> This is your award. Come on up. You are discovered families. Come on up, >> Matt. Go hold the trophy with her. >> There you go. Wow. >> Thank you, Discovery. Congratulations to everybody who won awards tonight and merry Christmas and happy new year to everyone. Thank you. >> This year a focus in Glendale Elementary School District has been student attendance and so each month we run the attendance to see which school has the best student attendance. And this month the award goes to D Smith. This is for everyone. >> Would you like a chocolate exhilarating? Um, for those of you joining us the first time, it's very exciting for Smith, but u since we've been doing this over a year, Discovery has won every single month and ex except there was

another one, but they've won uh Horizon won first, then Discovery took over and Discovery held it all last year and Now it's um Smith. So we'll see how long Smith hangs on to it. So >> All right. And >> on Discovery. >> So So now, um moving from the Academy Awards, we'll go into we'll go into the regular board meeting. Thank you all. At this time, parents and families, you're welcome to stay, but if you'd like to go home and have dinner, we understand. Okay. Thank you so much for coming out. Oh yeah. Well, I think everything after this just doesn't seem as exciting anymore. >> All right. Uh, we are moving on in our agenda to we have we do have some calls to the public this evening. So, let me read this really

quick. The public is invited to address the board on any issue within its jurisdiction subject to reasonable time, place, and manner restrictions. Governing board members are not permitted to discuss or take legal action on matters raised during open call to the public unless those matters are properly noticed for discussion and legal action. However, the law permits board members to do the following at the conclusion of open call to the public. A respond to criticism by those who have addressed the board. B ask staff to review a matter or C ask that a matter be put on a future agenda. Those wishing to address the board should complete a call to the public form and submitted to the board secretary prior to the start of the meeting. Each speaker will be provided three minutes to address

the board unless provided other direction by the board. At the outset of the speaker's remarks, the speaker should state his or her name. Miss Amber Johnson. Good evening, Superintendent Sigota Jones and board members. I'm Amber Johnson and I represent the Glendale Education Association. We wanted to update you on a previous issue from August when the district removed our classification as a tier one organization for facility use. Thankfully, we have continued to be able to meet on campuses, but we have been charged for every single site visit and member meeting. We think it's highly questionable to charge your own employees to meet after school in their own classrooms. is that the kind of relationship the district wants to establish with its employees. This change after decades of being able to meet for free on campuses seems

to be a needless bureaucratic barrier. We wonder if the other organizations have to do this as well. For example, when Grand Canyon comes to recruit during our lunches or during PED PD, do they pay? They're private religious university and yet they get more official access to employees than we do because we're not allowed to talk to our co-workers about the union during contract times. However, GCU is allowed to come and recruit during work hours. This raises the question, why does the district treat our organization so differently? Why does a private religious university get to talk to employees more often than we do? Similarly, we wanted to let the school board know that we have repeatedly requested to be involved in district events like the welcome back ceremony and the resource fair, but we've been repeatedly

denied. This is disappointing because the district only works with many out other outside organizations, but it treats its own employee group differently. For example, when we asked to participate in the resource fair, we were told that legal counsel had reviewed Aea's website and that the objectives weren't fully aligned with our district, so we could not participate. However, there were 50 other organizations that were invited and we would just like to know, did they face the same level of scrutiny? Did legal counsel review all of the other other organizations and determine their level of compliance? If that didn't happen, why are we being treated so differently? Is that the kind of relationship and rapport that the district would like to foster with us as stakeholders as employees who care about the direction of the district? Furthermore,

if the district doesn't agree with AEA's objectives, why are they working with them on the capital funding lawsuit? Overall, we would like the board to reflect on what our role is. We have tried to have this conversation with district leadership a couple of times this year, but we have different perspectives. We see GA as a valuable employee representative group, a stakeholder. We have more members than any school or district department. We advocate for the voices of staff to be included in all decision-making in a collective way. We believe our primary role is to work together in a process of continuous improvement to help Glendale be the best it can be. So ultimately it comes down to should we be treated like outsiders with suspicion, scrutiny and distance or are we the official employee representative group.

Thank you. >> Thank you. >> Next, Robert Gil. Look at my name there. I'm sorry about that. >> Like, is it hyphenated? Like, >> corrected. >> My spelling is terrible. My writing is terrible. Uh, good evening, Superintendent Sagata Jones and schoolboard members. I'm Robert Gail, and I'm representing the Glendale Education Association. We are here tonight to start a conversation. We know salaries are not on the agenda, but we believe it's time for the district begin clearly communicating to staff what they can hope for compensation in the years to come. We know that the district is putting a lot of time and effort into creating a comprehensive, detailed plan for potential school closures or consolidations. And we asked them to do the same in regards to creating a plan for increased staff compensation. As you probably

remember, back in January 2023, the school board voted on a bold plan to dramatically increase staff wages based on a detailed market study. The rationale was to raise wages to be competitive with other districts in the FE or excuse me, districts in the Phoenix area. But there has been no change since. Are our salaries still competitive despite the lack of raises in the last few years? With spiraling costs and flat wages and no plan released yet for next year, many staff are beginning to wonder what are they going to do when contract time comes? Are they going to sign up for year four of stagnant wages in hopes it will be better in the future? What about year five? What does the financial future look like for your employees? As we all know, low salaries

lead to high turnover, which leads to increased costs for recruitment and training. Ultimately, this negatively impacts our children's education. Uh I'm I'm a resident. I'm a parent personally. Uh my kids are alumni. Uh I live here. I want the teachers to stay here. I love this district. Um American is filled with excellent teachers who are passionate and I want them to be here next year. I will do anything I can to make that happen. But if there's no plan for future pay increases, we are concerned that many people will start to look at nearby districts or consider moving or leaving the profession altogether. Ultimately, we know that planning for the future is a tricky balancing act. How do you balance the four Ps? Pay, premium, people, and positions. We know that it's a difficult challenge

that we face. How do we keep our people in the positions that suit them best with highly competitive pay and low healthcare premiums? Though this is a challenging question, we believe we can rise to the challenge. We believe there is a robust future full of flourishing Glendale staff and students. We want to help partner in bringing that vision to reality. Though it is not on the agenda for tonight, our members and co-workers have raised this topic repeatedly with us, concerned about what next year will bring. I am here to advocate for the interest of our members and staff. Based on their input, we are asking for a clear, comprehensive plan regarding compensation before contracts are due. Thank you for your time and happy holidays. Thank you. Our last call to the public, Miss Teresa Wulmarmac.

Good evening, Superintendent Saga Jones, board president Martinez, and members of the board. Um, I want to take a moment to express my gratitude uh to the district's partnership with AIOU, which is the um I'm going to American Intercontinental University uh to bringing the master's education in educational leadership program to GSD staff. As a single mom who put herself through school while raising three children in my late 30s, I carry the weight of significant student loan debt. For a long time, I truly thought that earning a master's degree um would ever be never be a realistic possibility for me. But then the email came out this summer announcing this program. I felt something I hadn't felt in a while. Hope. I immediately began reaching out to Miss Debbie Valades and she was incredibly patient and supportive

through all of my emails and my millions of questions. I started classes in July along with three other Challenger teachers and 10 other GSD teachers in my cohort. Um, and it has already been a transformative experience. I'm deeply grateful for this opportunity. It has renewed my drive and strengthened my commitment to this district. I look forward to continuing my career here, graduating in July, and hopefully stepping into a leadership role where I can serve our students, families, and community on an even greater level. Thank you in for investing in us and believing in our potential. >> Mr. President, I just like to make a request. Um, thank you for speaking up. Uh, just according to open meeting law, we cannot discuss what is not on the agenda, but what I can do is make a

request for a future agenda item based on your comments. Um, we just like information about classification of organizations that come into our district and how much we charge for each uh each organization or how much we don't charge and if we can have a discussion about um involvement um with GA with district events as well. Thank you. And thank you. Okay, we're moving on in our agenda. Moving to the consent agenda. Are there any comments or remarks on the consent agenda items? >> Is there a motion to approve the consent agenda? >> I move to approve the consent agenda. >> Second. >> Mr. Harmio, how do you vote? I. >> Miss Pimementel, how do you vote? I. >> Miss Bartell's, how do you vote? I. >> And the chair votes I. All right. The next

item we have future meetings and agenda items of Missagata Jones. >> We don't have >> Yes. For future meetings. Um if you look at January 8th I mean yeah January 8th organizational meeting uh we will have that employee and student discipline hearing procedures still on track miss uh hearing officer list is still on track employment contracts and agreements miss Valadez and then executive session for direction to representatives for employee salary and negotiations still on back. I thought we did that. You already got their interest, right? Okay. Yeah. All right. So, then that one will be removed and then January 2nd is a special meeting if needed um >> on January 22nd. I'm sorry. And we will need the 22nd and I'm going to ask for an exe um for a study session on January 22nd.

All right. All right, we'll move on to our summary of current events. Miss Sagata Jones. >> Uh, yes, I do have a just a PowerPoint. Um, is it there? And do I have a clicker? It's a lot of things happening so I put it in a power point. Um GSA timeless traditions and that's just to remind us that um we have our parade this Saturday and our theme this year has been connect for students, staff, families and communities. So, we've done that into our theme for the the parade. So, that's why that's there. I just want to go over um where we are. It's our update. We said we provide that quarterly for our staff with phase one school and department efficiencies. This is what was presented back in um the June uh study session

and we'll have that another study session as I said in January. And these were the bullet points that we that we had uh during that time. You can see the timelines. So in summary, an ongoing staffing audit, service streamlining, HR collaboration on potential reductions and alignment of department and school site support are underway to enhance the efficient needs and the efficiencies that meet student needs. So that all is some of that's completed and some of that continues to go on as we progress through the year. On phase one also the facility of optimization and school closures. If you'll look at those bullet points that was pres presented in phase one and then present school closures andor consolidation recommendations January 2026 and we'll have a a study session for for that. Remember these are just present

uh certain um recommendations um only at that time and that's those recommendations um will come for the 2728 school year. Okay. In summary, a comprehensive demographic study, strategic marketing for under enrolled schools, um resource alignment, attrition based adjustments are underway and guiding recommendations for future closures or or consolidations come in January 2026. Um what I want to say here is you know we um are currently in as you know we are involved in the capital but also with uh schools facility board and we just met on Um, Wednesday, Mr. Bergen and I attended SFOB. We were on the agenda. We were on the agenda prior to that last week and then we were on the agenda on Wednesday and we thought perhaps we would get some type of um indication there during that meeting of

what the next steps were. Uh, they went into executive session. We don't know what was discussed. They came out and what they simply did was appointed two of their members, their board and then their legal council who will be a part of a settlement hearing. The settlement hearing is scheduled for four days in January. Those days have have not been confirmed but u four days in January. So we'll go through that hearing. The reason I talk about this at this time is because we're asking for uh new facilities, replacement schools, and so that would um impact any uh future projections of of rec of reconciliation or um any school closures, what we would do. Uh you have to remember though with SFOB, even if we're awarded replacement schools, we're looking at least two years out.

However, they did say during that meeting that some schools were going up within a year. Uh so that's something that you know we are hopeful for and so um I wanted to bring that point up at this time. Also in phase one was a lease or repurpose of vacant properties. Those were the bullet points that we discussed back in June. And then the assessment of the current vacant property has been completed and market interest is underway. The analysis includes consideration of a lease structure with an option to purchase while legal and compliance review of the lease terms and district requirements is ongoing. We just met on Tuesday with ROI who we use and those things are already in progress. Okay. What we do know with that is you're looking at from the inception which we've

started 10 to 18 months for that to occur as well to get through the legal hoops. Uh, I do want to share current enrollment as of week 18, we're a negative four and four students. With our K8 students, it's 8,53 students. That equates to 3,181,870. That's a loss in the basic funding formula. That's what that decrease means. And so, those are things that we have to discuss about what happens during the 26 27th school year and what that means for us. I want to say for the past eight years the district under my tenure the district has utilized the 20 by20 plan decompression esser funds and onetime stipens as fiscally responsible method of providing employee compensation for all employee groups. Um following the 100th day and the review of current year expenses the district will

determine whether any compensation adjustments for the 267 school year are feasible or not. And um so we will continue to have those discussions. The hundth day is on January 21st, I believe. And we hope that um we will see where enrollment is. We hope that we can stabilize so that we can be able to look at whatever that compensation may or may not be able to be. I want to do some celebrations. Uh many things that have happened and just a lot of gratitude to go out to the Glendel Strong event if those of you that attend and you can see there uh what has happened there. We have um over 445 families that were serviced. There was close to 2,300 people, 1,000 codes give and you can just see everything that happened during that

time. Uh we have the 800 Thanksgiving meals um that were we did at Landmark and Challenger. We had a My Christmas Wish um event last Saturday at the system of care where 32 families were re um benefited from that with lots of um just Christmas toys and things for their families. Bitsy Mamas did the other night a toy drive for us and they always donate that to the system of care and then we add those to the adopt a family program as well. And then we do have an adopt a kid um participants 124 students and 3 u five families participated in that. And then again I want to do special thanks to the parade committee um in particular the maintenance department and Joanna uh who have been helping us get through through that. So

those are you know all the things that are currently going on. Um the reason you know those are great things that we do within the district and we're able to to do that because of you know the strong organization. Um we are as you'll see in the January study session we are faced with some challenges and those challenges really are the decline in enrollment and what can we do uh about that and we will continue to do and make fiscally responsible uh decisions and and we will do that every time with the best interest of our students and staff. I do want to say though that it is difficult work and you know that as a governing board uh when you have to close schools and we've had to do that and we've done that

with without having to riff um staff. What I want to say is for the 2627 school year I do not anticipate any radical changes for 2627. I do want to say there are some things are out of our control. For one I don't know what SFOB is going to do. We hope that will be in our favor. We know the capital lawsuit is still years out, but also um with the decline in enrollment, we do have our entitlement grants and that is based on student enrollment. Those fluctuate a little bit. I don't anticipate anything there. There are some grants though that are out of our control that are specific to um programs and to employee groups. So, we know that our P3 coaches is a separate literacy grant and they are working to change their

deadlines. Typically, we don't get that allocation until February um if that's going to come through. So, there's talk of that coming through in in February. The other one is the SSO grant. That's a a grant that we don't know whether that will continue or not out of our control. The other grant that we also get is for our counselors. We do um have outside agencies at all sites with except one and we're working on getting outside agencies for that. That grant is out of our control as well. So those could be changes that we see. The other change that we may see is um as you know this year we've experienced an increase in special education population in particular our students with autism and we've had to make some shifts um moving some of our

programs as we did from Horizon to the preschool because of numbers. When we do that we've also seen an increase this year in some other other of our programs. we will more than likely have to shift those programs among other sites just because of the numbers increasing and the space that we have. So that's what I see in the future. I do not see anything that is radical for 2627 nor in any of those phases um did you see school closures until phase two and that's in 2728. Okay. I want to also do a recognition at this time with that we are able to stay afloat with you know our fiscal being fiscally responsible for the decisions that this governing board makes but also we have one of the top assistant superintendent in the state

recognized for his work in business. He was just named to be through Asma International one of their legal advisories. That is a national international recognition and because of that we are able to do very well with our financial decisions and we will always do what's best for employees based on what we can and you know I just want to say Mr. Beran thank you and thank you to your team that constantly are looking at that. Not only do you do that, you also do that with the trust board and we know Miss Wilson sits on that. And so again, thank you for your work and um that is one of my gratitudes that um is not listed up there, but I wanted to say that publicly to you. Um everyone else, thank you for the

work that you do. We appreciate you. Have a wonderful, wonderful holiday and we'll see you back in 2026. Thank you. That concludes my report. All right. Thank you, Mr. Gota Jones. Uh, moving on to the governing board report. We'll start down on the end. Mr. Hario, you have anything to share with us today? >> Not really. Um, happy holidays. Uh, hopefully I'll see you all on Saturday. And I love the reaction from Smith. Um, let's see if you can hold on to it. >> Thank you, Miss Pimementel. What a performance from Landmarks kids. I was singing along and I was sitting there chair dancing and uh when the kids are that excited, how could the rest of us not be infected with that happiness that they have? So great, great performance. Um and again, congratulations

to Smith. Just wow. I I I mean you're the rabbit. Someone's going to tr. They're coming for you. So she's gonna hold on to it. Um, happy holidays to everybody. It's that time of year where uh this is just, you know, Christmas is what exactly two weeks from today and it got here fast and there should never be less than four weeks between Christmas and Thanksgiving, but here we are. Uh, I've missed a lot of your events this year. I apologize, but I've been seeing the pictures and it looks like they've all been wonderful and amazing. And congratulations to everybody that puts their love, blood, sweat, and tears into the kids and it shows. So, happy holidays to everybody. Stay warm and we'll see you next year. >> Thank you, Miss Bartell's. >> Um, there's

several of us that are hurting up here right now physically, but um, we've seen the pictures of amazing activities from our students. Uh, we got to have that performance tonight. Um, you know, Christmas is coming and I don't even have my tree up yet, which is not normal. Um, but I would like to remind everybody, you know, I do help with the the food box distribution, you know, each each month at our district and even with a cracked rip. I did it yesterday. But I would like to remind everybody that there are so many in our community that are hurting right now. And I can honestly say that they come through that line with the most gratitude and are so grateful for everything that we do for them in this district. So, you know, just

please, you know, keep an eye out for your neighbors and your co-workers and your family. You you just don't know what somebody is going through right now. Thank you. >> All right.
