So this evening, I'm happy to report that as the Senate continues to deliberate on the FY27 state budget, there have been no changes to our expected revenue from Chapter 70 for Chapter 70 for fiscal 27. So, the only changes, if you'd like, I'll go through the PowerPoint presentation quickly. The only changes I would refer you to would be on page 17. Sorry, page 13. I apologize. Page 13, you'll see where we are in the budget process. So, in January, the governor released their budget, and you'll notice the chapter 70 increase for fiscal 27 was 4.175 million dollars. When the house approved the budget, there were again no change to the budget. So, the
018differential remained at 4.175 286 4.175 million. And in May, uh where we where we just came out of, the Senate, uh their budget of 4.175, and right now we're in June with the committee conferences working on the budget. So, again, no changes to FY27. So, we are still looking at an appropriation request of 135 million 231,802 dollars from the city. We are proposing expenditures in the amount of 140,277,587 dollars. The appropriation request of 135,231,802 dollars plus uh the use of circuit breaker from FY26, which we have not applied to FY26, we will roll that into fiscal 27. Uh we have a balanced budget of 140,277,587 dollars uh no cut no cuts in services and no layoffs to staff. So, I commend the committee for their outstanding work uh starting back in January with the release
019of the governor's budget, and going through the budget workshop, and going through that process, and going through the multiple meetings and the budget hearing with the city council, I'm very proud of the work that you have helped support this administration, and I'm very proud to say that we are one of the few communities in the area that are not suffering drastic cuts to services or drastic cuts to staff. So, unfortunately, we had scheduled to have the new director of finance, Kevin Almeida, with us this evening, but unfortunately, he's still closing out the fiscal year in his current capacity in Fall River, and they had a meeting scheduled this evening, but I am happy to report that we will begin the transition as I'm scheduled to meet with him tomorrow and the business office staff to begin that transition to uh to begin officially on July 1st. So, I want to begin by
024again introducing Kevin Almeida as our new director of finance for the Taunton Public Schools. Kevin brings extensive public sector finance experience, most recently serving for more than a decade as a CFO of the Fall River Public Schools. His background in budget development, financial reporting, grant management, procurement, payroll, collective bargaining analysis, and DESE compliance will be a tremendous asset to our district as we continue to prioritize responsible budgeting and strategic investment at schools. Mr. Almeida's experience will strengthen our financial operations moving forward. So, I'm very excited to welcome Mr. Almeida to the team. I'm also very excited. I couldn't wait to share this news with the committee. We We have received our second early college designation with UMass Dartmouth. So, I want to highlight a major accomplishment for Taunton High School. Taunton High School has earned
025its second official early college designation, this time through a newly approved partnership with UMass Dartmouth. This built upon our early our existing early college work with Bristol Community College and further expands college access to our students. This designation represents more than dual enrollment. So, dual enrollment and early college a little different. Think about dual enrollment like a smorgasbord of offerings that kids can select from. Dual with early college being a specific or an aligned pathway. That will That will get students on track to a to a career. Just for those of you who may not understand the difference. It reflects a structured pathway with advising, student supports, and intentional exposure to college and career opportunities. I want to recognize Dr. Harrison and Kalamboukas No and the entire early college team for their leadership. What I'm
026truly proud of is for our students who are underrepresented or students who are first generation college, these program or this program saved an estimated $415,000 in tuition and fees at UMass Dartmouth. And when this program is fully up and running, we're looking at about a savings of $1.5 million to families in our community. So, not only are we doing an excellent job at the high school, you know, to encourage and prepare our kids for college, we also appreciate the work that the universities are doing to make our students, you know, stronger students when they arrive there even if they have some gaps or they need some additional supports. So, it's really a a wrap-around approach by the high school and and the university. And then last but not least, again, so we're doing some amazing
027work at the high school level with our older students, and I commend the committee again for having the vision and the foresight to provide free pre-K to all our 4-year-olds. So, I just want to give you a quick update when we rolled out the lottery, so thank you, Mrs. Hoy, for your work as well as Mrs. Moynihan. When we rolled out the lottery for 120 slots, we had 176 applications. So, we're we're already over capacity. So, the lottery went really well, and we're in the process on onboarding all the students and the families with the paperwork. And for kindergarten registration, we've already had over 408 students register for kindergarten, and 184 students have already been onboarded through SchoolBrains. I cannot commend enough the work of Tracy Heather. That's a one-person army who's onboarding all these
028students through the registrations and the and the paperwork. So, again, the sooner we get the students into the schools and better and prepared to learn how to be students and expose them to what it means to be a student, the better they'll be the more successful they'll be when they transition to kindergarten and matriculate across the school system and eventually graduate from the top public schools, hopefully with an associate's and a diploma. That motion passed unanimously. Next up, we reviewed three bid awards. The first was a cafeteria supplies for groceries, and that bid was awarded to Thurston Foods Inc. in the amount of $7,195.80 as a unit price, which was the lowest bidder. That vote was passed unanimously. The next item was cafeteria supplies for paper. The lowest bidder was W.B.
033Mason at $74.14 unit cost on high volume items. They were the lowest bidder. And again, that was voted unanimously to award to W.B. Mason. Overtime was $191.25, and there were no other fees. What that means is they don't have transportation fees to bring the the service folks onto campus, and that vote passed unanimously to award to Janco Sales and Service. The next item on the Finance and Law was special education expenses, and we reviewed the March bill from the Lions Law Group in the amount of $13,539. Collectively through March, we're a little bit over budget at $76,915.84. We met earlier a month ago, I believe
034it was, and made appropriate adjustments to cover the overages. So, that was passed unanimously to pay the bill in the amount of $13,539 to Lion's Law Group. And last on the agenda was bills payable. The full amount of the warrant was $2,285,993.91. We split that out into two. The reason being cuz I had a conflict on one item. So, the first motion was made by Mrs. Shaw's to pay the warrant in the amount of $2,270,377.91. That was passed unanimously by both members. And a second piece of the warrant was the amount of $15,616 to Pride Inc. And I had to vote present because I am a board of director and also a co-treasurer. And that vote was passed 1 1 0. 1 to present, whatever you want to call it. Passed unanimously to include that

Cuz I believe this item uh there was some additional
036information that was requested regarding the school committee's involvement and dues as being a member with MASC and what the dues cover. So, what we I probably provided you with more information than than you need, but we currently pay Mask $7,785. You'll also notice that there are some services that that those dues cover. And I also explain what are some services that Mask does not cover. And one of the items that they do not cover that is an additional charge is the policy manual review. So in order for it to conduct a policy manual review, we would be assessed an additional $10,500. I think as it was mentioned at the last meeting, this this act was not conducted I think almost 10 years ago was the last time that this this was conducted and I believe
037the fee was the same around $10,000 or $10,500. I think there was also some questions as to how they calculate. So Ms. Johnson provided me with some information in on the in the fifth paragraph. You notice how you notice how Mask uses function codes in our line item budget. And then they apply a percentage. That's how we they come up with the fee of $7,785. So that's how our our membership dues are calculated and that's this methodology they apply to all their member districts. So there's the backup information. You know what they services they provide and what services they don't provide. Now it's at the now the purview of the committee to decide if they want to take on this action or if they don't. And again, I would just preface by saying it's been
038over 10 years. So you're talking about $1,000 a year. And the other option we could do is we could the subcommittee could go through the entire process of updating the manual and then we could turn it over to legal counsel, uh Kobe Bryant, to review. But they're also going to charge us an hourly fee to conduct that work. So one way or another, um the committee would pay again. I think it would be advantageous as somebody mentioned at the last meeting that we want to make sure our policy manual is compliant with all the laws and so that if there ever is a question, a legal question, that we're not taken to court. And then on top of that, you're going to be paying legal fees again. So, those are the two options I would
