003of the month for the month of May 2023. the reason this award is so special is a student has been chosen by the superintendent for their hard work passion for helping others and helping to make our community a better place this month's winner is Sheffield Alam congratulations thank you very much congratulations Shaquille is an eighth grade student at Glendale American School Sheffield is an asset to any school but we are honored to call him an eagle his nickname at school is Professor chafield many of his teachers have joked that if there was one student they would trust to drive their car it would be Sheffield oh wow something you might want to remember in the next few years so with that he shows he is trustworthy and can always be counted on to step up

004and help where needed he is an enthusiastic learner who thoroughly enjoys School Sheffield shows initiative and looks for new ways to get involved in any way he can many times you will find shafield tutoring his peers in various classes and this way displays good citizenship by helping other students he demonstrates his caring nature when helping his peers when they need assistance Sheffield is unfailingly thoughtful in interactions with others whether it be staff or another student during the canned food drive Sheffield could be counted on to be the one one of the first students to roll up his sleeves and get to work he is an exceptional athlete for the basketball team and as a captain he encourages his teammates with kindness and respect as a manager of the football and soccer teams he took the

005job seriously and demonstrated responsibility throughout both seasons through all of this Sheffield has never dipped below a 3.5 GPA in any of his classes which shows he's a conscientious hard-working student he is also incredibly self-motivated when it comes to the subjects he studies and even part of the an advanced algebra class which normally something taken in high school should feel readily grasped new Concepts and ideas avoids careless heirs to attention to detail and always exceeds expectations with the quality of his work congratulations we have a certificate to recognize your hard work we also have a 50 gift card to Walmart from the Kiwanis Club of Glendale to congratulate you and encourage you to keep up the good work [Applause] for any of you guys who want to know any more about the Kiwanis Club of

018Ms Bartels how do you vote hi and the chair of votesai thank you uh there are no reports and information items so moving on to our action items we're starting first with the asba political agenda priorities these are priorities uh sent out by asba at the beginning of every year or every term anyways with a list of priorities for that we would like to have represented as a board as part of the asba political agenda so there are a number of priorities here um asba asset we recommend five we asked earlier to recommend eight and we'll kind of pair them down from there and see where we can find consensus among the five items that we would like to submit to asba as part of our political uh yeah as part of our political recommendations

019we'll go ahead and start Mr Jaramillo did you have a list of items that you would like to see prioritized on the political agenda that's for items 1-15 right out of these ones the if you check out the yeah I think you have the colored listed spreadsheet so of the six areas and the items that were on there do you have any that are particularly impactful for you that you would like to see prioritized Matt can I just interject here yes please um is when do these have to be in uh the 20 24th 24th 24th sir could we like submit the ones that we you know to you and then maybe Liz could bring it all together and put the more we need we need to approve those items as part of the board

020agenda so and there's not another board meeting before then so we do need to go through these today so I will in order to get the conversation started I will go ahead and start off first um in looking at the agenda items I skipped over anything that doesn't apply to a K-8 District um as a k districts we have certain priorities versus you know especially um since we are within the greater Phoenix metropolitan area kind of also excluded the ones that were specific to rural areas and of course any High School matters um but looking at the agendas uh the OR at the um priorities my first one happened to be item 1.2 for revising the school uh School Finance Pro formula to provide a stable and dedicated source for us less reliable reliant on

021the general fund or Angela annual legislative appropriation also funding distant learning providing dedicated School Capital funding consisted with constitutional requirement that's almost that's almost tailor-made for gesd I believe and ensure the formula addresses unique financial aid of schools serving students in poverty and Rural remote schools so that's kind of part of that so that was one of my top priorities along with 1.3 and 1.4 amend the Constitution aggregate expenditure limit to reflect current education funding levels and priorities but be a legislative referrals to the voters since that has become a bludgeoning tool from the legislator of the legislature over the past several years kind of holding schools hostage because of that AEL I would like to see that referred off to the voters so you basically just when it comes down to it if you've

022approved funding for schools schools should be able to spend that money as opposed to holding us down with that AEL limit also to fully fund full day kindergarten and include kindergarten students in the override calculations amongst the other swans item 1.13 reform current year funding to assistant reference districts with appropriate stable annual budgeting ability and Technical reliability to help us especially as a declining District we need to be able to have more time to make adjustments to Staffing as needed if we need to make changes we need time to do that as opposed to current we have to make adjustments on the fly it as a as a public education entity and especially how difficult it is to find Qualified staff teachers and you know classified Personnel it makes it a little more stable for

023us to be able to provide provide for our students uh moving on in the next area I also chose 2.8 which is opposed legislation intended to or lessen it could tell the legal authority of locally elected school boards including your authority to approve curriculum I see I've seen a lot of micromanaging sometimes coming out of legislature which irritates me because when it comes down to it we're both elected by the same sort of people we were elected locally they were looking at the Statewide but we should be able to make those decisions at the local level for things that benefit our population our school district and then meets the needs of our community not the me that not the needs of a whatever the whim of the current legislature is uh and then I skipped

024down to 4-1 if you're following along at home feel free to the the documents or believe on board docs as well but um 4-1 established financial and academic transparency for all institutions and individuals that accept public funds as a public school district there is not another business model anywhere that is under more scrutiny than a public school district we get audited all the time we have reports due all the time we have testing all the time we have a ridiculous amount of reporting requirements for everything that happens in school finance and I would just like to see that if if you can't lessen the requirements then everybody should be playing by the same rules regardless of whether you're a public school or a charter school if you're getting the same funds from the same pool

025of money the taxpayers also have a right to know where that money or that money is going when you're talking about things like Esa vouchers yes benefiting and I believe today there was an email that went out I think I forgot where I saw it now but there was email that went out that there the esa vouchers now would qualify as the largest school district in Arizona current now outranking Mesa Public Schools is the largest number of student accountants so they should be held the schools that they go to should be held to the same requirements as everybody else um related to that 4-2 repeal any program that gives public funds for private schools vouchers or the esa accounts uh and prevent any future expansion as a whole the State of Arizona voters have rejected

026us multiple times and yet the legislature keeps bringing you back keeps bringing back and even going so far as to changing some wording of the law to try and get it fast and we have rejected they have been rejected every time I think that they should follow the will of the voters and then the last one I put on there because this seems to be a current I don't want to say trigger point for for some legislatures but 6-2 supports policy that promotes social emotional Wellness as a critical component of improving School climate safety and learning for all students and staff a kid is more than what they will learn in math class more than the the how well they speak write and type English they we need to treat them as a person and

027as part of that social and emotional learning is a huge part of that and if you neglect one then you are inadvertently neglecting to other we we teach kids we don't teach students so those are the ones I kind of picked off that that kind of resonated with me on the political agenda that any others that you see that like to talk about yes Miss Wilson I had circled uh 1-5 to Advocate to preserve and protect the voters original intent of prop 301 protect voters intent in funding K-12 education oppose legislation that attempts to supplant or divert additional voter approved funding streams which is kind of a little along the lines of where did I see that well I guess it's not all right I had circled that one and then I also um had

028circled uh though to provide full-time funding for preschool programs and the K-12 funding formula which number was that oh I'm sorry 1-12 okay yes I liked 1.12 I was also looking at that one just didn't happen to make my list I think uh I think that was it for me okay you had you had uh 4-2 right four dash yes those are the only two I had I'm gonna jump in here I I felt um in addition to what everyone else is saying uh 1-11 adequately fund the cost of student transportation including adequate maintenance for school bus routes um I don't remember the percentage and maybe somebody can give it to me of what our funding is for our sped students isn't that a majority of what our funding for sped is is transportation and

029it's it's huge and the transportation you would think it wouldn't be so large but it's immense so I would like to see that covered as well as uh 3-5 support policy that recognizes respects and promotes teaching as a profession our teachers are not being treated as professionals our teachers have not just bachelor's degrees but they have they have master's degrees they have multiple degrees and and it's not anybody here obviously that's treating our teachers as subpar it is legislators who are teaching them as babysitters and that's insulting to each and every one of them and their bank accounts that still have um everyone that still has their uh I can't think of the word they still have to pay money back for their their uh loans thank you um think of the word I know

030that well yes I also like 3-8 support policy that protects Stu School District employees and students from discrimination including on the basis of sexual orientation and gender identity that's a Hot Topic right now and I think we need to protect everybody especially any of our trans lgbtqi students and staff um and I guess one other one that really um there's two I guess 4.4-1 and 4-4 are similar uh 4-4 is enforce Financial requirements and seek recovery of improperly received and or expended public funds by Charter and private schools and organizations and that's all I have trust me if they changed one and not the other that's what would happen that's the one right kind of it it kind of threw me off because if there is like like a fraud level thing their legal recourse

031to get that money back they're supposed to doesn't mean they will follow through with it I've seen charter schools shut down for legal reasons and them going after the those charter schools just like I've seen public schools have legal repercussions for mismanagement yep did you finish your cross-reference there Brenda yes I did all right let's hear it so um one of the ones that I had different my circle of 1-7 I'm sorry no no students and staff should be in buildings that just have not exceeded their their health you know we shouldn't be sacrificing or potentially sacrificing the safety of of people because the state won't provide funding for it um and then the other one that I circled was 1-10 with regards to it's not you know it's not enough that they do a

032study on the cost associated with the the services for exceptional students but they need to actually fund us for that and then guess what that would free up our gen Ed dollars for our gen ed students so where um where are we overlapping do you have items that overlap well one I have 1-3 1-4 1-12 overlap between myself and Marianne another overlap was 2-8 and don't don't get me wrong I mean last time we went through this last year we kind of in the same decision like there wasn't anything on here that I disagreed with at all it was very much a puppies and rainbows yes everybody loves puppies and rainbows it's there's a no-brainer on on as far as I'm concerned on these things but um trying to pair it down on between the

033five of us which ones we can all agree that reflect our district and what we want to see as a priority for asba to service our community so how many do you need eight eight five oh five and you're five I I said eight so we have something to talk with and there's more likelihood of it oh well that's what screwed us all up now we got too big of a conversation going oh yeah Mr Jaramillo yeah I circled a lot but um 1-1-2 and 1-3 to me all C like you said like a lot of these seem related to each other but uh 1-1 I would I would like to see prioritize just because this state is uh uh lacks the well we know the the funding toward public education so I'd like to

034see more uh advocacy work uh working toward that and then also 1-4 and 1-12 uh I mean 1-3 no no 1-4 1-12 sorry providing full day kindergarten and preschool um so that way working people are able to bring their kids to school earlier and they're able to provide for their families um in a less restrictive way and then I let's see here um I also circled 4-1 but more I lean more toward 4-2 with repealing any program that gives public funds for private schools through the esa's just because we know like you said like the amount of money going towards ESA is exceeding what 500 million dollars now and it's expected to go much more over that and it's going to take a lot of our state budget away and um you know we saw

035the budget that passed there was no cap on this and it's going to take a lot of our funding away so that to me if we don't address 4-2 then uh the other policies that are advocating for maximizing funding for schools just I don't know I don't know you can do you can do that without supporting 4-2 um and then also 5-2 which equitably investing in technology and reliable internet access for all students I think is also extremely important um you know with in the modern world everything we rely on technology and there's less opportunities and less equity for those without that access to the internet you know there's business done online you look for jobs online you do your homework your research online so making sure students have that internet access that access to

036knowledge and classes and um you know the ability to turn in better work is is important for me as well and then there's 6-1 which providing funding to districts to uh to school safety programs such as student mental health and well-being initiatives is you know that that's important to me as well especially as we see all across Arizona and everywhere the violence um you know if we're able to take a preventative approach as instead of a reactive approach to to violence I think that would do a great uh that'd be a great benefit to to our district making making sure we prevent something horrible versus reacting to it 6-1 I like a lot and then I also added 7-1 you know four board members suggested supporting policy that protects lgbtq plus students and stuff uh

037that's important as well especially because we're seeing attacks on those students and staff um even here in Arizona next door it's getting very ugly and um you know I'd like to make sure we protect our students and staff ahead of time rather than wait for I don't know someone to come in here and try to shake things up in a bad way so that's what I have okay all right so looking at the list here I'm going to go through the ones really quick that we have at least three board members voting on and we'll just kind of Auto promote those to our top five uh we're gonna looks like 1-3 the discussion on the amend the Constitution aggregate limit to reflect current education level levels in priority via legislative referral to the voters also

0381-12 provide full-time funding for preschool programs in the K-12 funding formula uh oh I skipped it 1-4 fully fund all full day kindergarten include kindergarten in the override culture calculation and 4-1 establish financial and academic transparencies for all institutions and individuals that accept public funds so with those with those four I'm sorry which one did you say four two four two I have I only have fun yeah we don't that's that's the point I got I got four of them that that were on three or three at least three of our lists so I have three because I didn't I didn't list all this oh okay okay yeah one day who else had I had Mike had 1-2 who else like me and Hector okay and then 1-4 one two so there was so I

039have I didn't list each one I did in addition to what everyone else had said so uh for for three I have um 1-2 has three 1-3 has four 1-4 has three 1-12 has three two dash eight has three uh uh 4-2 has three 2-8 you included me right 2-8 yes has three okay so give me a second let me go back through here so we have of the items that we have here the items that have at least three votes on are going to be 1-2 1-3 1-4 1-12 -8 4-1 4-2 does that sound correct yes so that gives us seven so we need to pair down to you can't you can't put those in as a okay ask for five we will deliver five so because if I had to deliver you know

040if if we had our way we would have just here just do all of this all of this sounds good Mr Martinez remember to the board if I may be concerned about about cost or astronomical for us where you cannot find special education teachers we are Contracting out um also miss Pimentel you had mentioned about Transportation costs our transportation costs for Gen ed students is not the cost it's transporting our children with special needs because they're not adequately funded so I just wanted to 1-11 no 1-10 okay no 11 11. it should be 11. no 1-10 I'm asking to look at because that addresses exceptional children oh and with exceptional children is a high cost for transportation they need to fund the transportation adequately we are sitting with 20 vacancies for children with special needs

041right now okay 20 vacancies of teachers that we need and if you go to a contracted service some of those are 500 a day to put somebody in and then outside placement is astronomical yeah I agree because I work with exceptional students uh in my day job and I you can see the lack of funding for these students these kids need a little bit of extra help and more resources and they're just not there and sometimes I have to do a lot more than what I should so I agree with 1-10 okay so let's take a let's take another look at this so if we add that to our list that's at eight so let's take another look at the ones we have and which ones of of these eight that we've talked about affect

042gesd as a district or as a community more than others obviously Mr God of Jones uh suggestion about 1-10 is going to be very impactful for us so of the rest of the remaining items um which ones and maybe um maybe someone from our finance team or Mr bet again you can maybe speak to one of these as to as as a um as a district are you seeing any of these that may be more impactful to us than something else Mr President members of the board uh what we talked about internally was really I think to the point that you just made which of these specifically impact Glendale Elementary uh 1-4 is important for Glendale Elementary uh one seven is important for Glendale Elementary I think as the superintendent mentioned you know special education

043is a big one that should not be overlooked by anyone and there was one other one that we talked about 110 and really 111 when you look at Transportation I think the superintendent mentioned you know not only the cost to provide special education education to students but also the cost in transporting students when we also have to do contracted service that is a big expense and I think as a superintendent has mentioned that's an area where it's not funded adequately and 40-ish percent of our total expense in transportation is related to special ed so I think for the the um the sake of Simplicity I think 111 to me feels like it should be a subset of 110. Transportation yeah there's several that yeah Transportation should be included in a cost study like that so

044I I think we will stick uh with one time definitely one for um if we find that that impacts us uh Mr gotta Jones and Chevy when you when you try to look at which or some of them are embedded in others and I you know I'm a supportive full day KN uh preschool but when you look at when dash 10 it says including early intervention if they would just provide the funding funding for early intervention that's going to automatically place into preschool right you know so yeah okay so could we combine somehow 1-4 full day kindergarten with 1-12 full day preschool and sprinkle in some transportation in there I don't think we can submit it I find it I think to come pick well I think to to whittle down what we have here

045we really need to I mean look at at um conducting except for student services cost study to ensure students receive adequate funding for the actual cost of services if early intervention is part of that then we just kind of wrap uh one four and one twelve kindness into that covered in one because yes portion is covered or that's the argument we make if anyone asks us about it yes and president Martinez I agree I'm a full supporter full funding full Decay currently we do fund that so we're able to do that I am really concerned I'm going to say that again about special education I'm very concerned about that okay some of those numbers signing the vouchers and it I know why we have to because there's a legal requirement but that means that money

046has to be pulled from somebody else children need services and we need to provide them the best services and and they're not funding children with special needs needs to be addressed at the state level yep okay so let's take another look here so we have so right now we have a top six if we include those items that are corrected so we're looking at one two one three two eight four one four two and one ten say that again wait I'm so sorry 1-3 I'm sorry 1-2 1-3 1-10 2-8 4-1 and 4-2 let's see Mr Bergen uh Miss Martinez if you don't mind Mr Bergen will you share your thoughts on 1-3 Mr President members of the board you know when we look at these we really look about you know what's the current makeup

047of the legislature who's in the executive branch what has happened this legislative session you know yesterday with bipartisan bipartisan support uh there was an agreement to lift the AEL for next year so you know that that's technically won't be a problem going into next year you know the question becomes is how do you address that in a subsequent year depending on the make of the legislature you know you can pivot what your priorities are so maybe you might consider that as you're trying to narrow down your five but at least for next year it's not an issue it would be an issue for 25 but perhaps in that next legislative session if there's a makeup of the if the make up the Ledger changes then you pivot based on who's there that way we're not

048screaming into a void of people not listening anyways that AEL always you know popping back up as being unresolved it just is a slap in the face to anybody that works in education and at least with the AEL fight it is it is a Statewide issue and it's it's not one we have to take up the mantle of by ourselves right so that puts us down to five are there any thoughts on discussions or are we good with these five and I'll renumber them again just make sure we have so I have 1-2 revise the school Finance formula 1-10 which is the conduct and acceptable exceptional I just can't say that word today exceptional student services cost study 2-8 opposed legislation to legend or curtail the legal authority of locally executive school boards 4-1 established

049financial and academic transparency for all institutions that accept public funds and 4-2 repeal any program that gives public funds for private schools or the esa vouchers are there any final thoughts on these five did that include the five that admin discussed it kind of wrapped in there a lot of them came under 110. and yeah we talk about the cost study and that transportation and Pre-K and early intervention okay give you a little moment to digest once you've had a moment to take a look is there a motion to adopt these five items so list me the five again all right the five again are 1-2 2-8 1-10 4-1 4-2 all right I understand 2-8 and I know that's important but I feel like 3-5 in place of that would be better just because we

050do have a teacher shortage I don't think we have elected School Board member shortages but teacher shortages and this is support policy that and I just thought of this right now support policy that recognizes respects and promotes teaching as a profession no we we got to make sure we have uh teachers coming in and you know people that go to school and look at teaching and they see it as a position that is respected and I don't know I feel like that would be a better policy to the support than 2-8 okay so my only disagreement with that is that when you talk about legislature policy legislative policy you want something that does something cannot legislate respect there are certain things you can you can put respect on a profession all you want but you

051can't how do you write a bill that legislates you have to respect the teaching profession you either do or you don't as opposed to 2.8 which is there there is a an act a specific thing that you can do this is you know school boards should have control within the community that elects them to do that job I mean that's why we're here when I see when I see like policy that recognizes respects and promotes teaching like when I see respect I also see like making sure we guarantee like rights and you know increased pay and make like for me like I I don't see just like uh just the word respect but I also see like actions that go along with it you know so to me like when I see support policy like

052it's making sure we are giving teachers the respect they deserve the pay they they deserve and it kind of goes hand in hand with 1-1 with uh the way I'm connecting it is making sure we have competitive salaries to attract recruit and retain teachers and to me that's part of that respect uh you know making sure they're taken care of we celebrate them things like that so that's my little rebuttal don't don't get me wrong I have all the respect in the world for for teachers and and what they do but when I when I look at a list like this and I have to pair it down I have to say how how do we show respect to a teacher other than you know we we make sure that they're well compensated for their

053time for their expertise and for the uh uh everything that they've given our students in our community and there are other areas within that priority list that we had laid out we talked about you know cost structures make sure we have adequate funding make sure that we are all playing by the same Financial rules and transparency guidelines that everybody has to that everyone should be on the same level um that that to me sounds is is a way to um demonstrate respect as opposed to a broad more feeling like I I've res you know I respect and don't get me wrong my day job and that's their thing is you know increase respect for the teaching profession there are organizations that do that you know we have a foundation here that tries to show that

054respect and appreciation for the staff at gesd but I I want to make sure I would like to focus on those things that there's a definable endpoint this is how you do it this is how we want to see it done yeah well I think I think funding is you know the key right there and so if they can um you know pass policy that's going to adequately fund then you can start giving you know better raises and and uh and I I don't think I don't think asthma has ever not pass anything without the teaching profession in mind it's a huge part of their you know thinking process so um I mean it's it's this is a you know it's I had it circled as well but when you're looking at the others I

055think we have to you know look at the the ones that we have right now and that's not to say it's not important our audience feature and our teacher is here in the best interest of not just herself but of our students and so I mean we can look at all of these and it's it's like like where the president said it's not that we don't feel all of these are important because we certainly do um but the ones that are going to impact us we have to push forward and there are some that are extremely important to me just as a person but for the best thing for our district I think that where we're at is where we need to be and I think that there's one that um we're almost forgetting and

056and board member Bartels mentioned it and it's 1-7 and that's been our big thing for the last six seven years just a little bit I mean and that's um maybe with this Administration taking a look at things it's going to change I don't know but it all comes down to funding bottom line it everything that we're talking about comes down to funding and I think when we're choosing 1-2 1-10 uh it's it's definitely funding yeah but at least we're reminding them at the same time when we do Focus so that people because you know they hear over and over again oh you just want more money for schools but when we put the specificity in there and explain why this is negatively impacting you know when we are not adequately funded for the current cost

057of um a high need Student when you have to get that outside resource that costs you an absorbent amount of money it does impact our funding for other expenses in the district and everybody says more money more money more money but if we can really pinpoint this will make a significant difference in our reality if we have the funding for those High expenses it actually frees up those dollars we do get in our funding formula traditionally for those kids that it's meant for right now right now I can't because of legal requirements Mr President member of the board if I may uh board member hadimio I couldn't agree more with support policy that recognizes respects improvements teaching as a profession I agree with that I think that we do have a local responsibility for that

058as well and we do have Miss actors in the audience and I think we as an organization have to be able to promote that and believe in that I believe we do in GSD so last night we did our Mosaic Marvels and you know I do it you know I I joke about it I say go put your sign in your front yard I'm going to drive around and honk and but when I do go through communities and I do look Miss safter was the first one that sent her sign in her yard last night that went out on Twitter so thank you for that and I think that's how we help and get the message out we're our worst enemies our own enemies at times right and I think we need to put those

059signs in our yards where you don't hesitate to put who we're going to vote for in our yard but you know we put those signs in our yard and let our neighbors and Community know that teaching is a serious profession and take it seriously and if we ourselves can't promote it then shame on us so it's even though like I say I do it with some humor but it really is to promote the teaching profession and we talk about just not the teaching profession but public education is more than just teachers you saw our Marvels yesterday we and those Marvels are nominated by their colleagues they were across the boards in what people do you had educational assistance you had food services you name it every area was covered and so that we had students

060we had business Partnerships we've come a long way with that and I think we have to Advocate and understand ourselves too that teaching is a profession it should be taken seriously you know we run Azure superintendent in the business world I'm not known as a superintendent unless I'm in construction I'm known as a CEO and I have a multi-million dollar budget I'm responsible for and people need to take this organization and public education just as important with all of its employees as they do Microsoft and Apple and every other big organizations because we run multi-million dollar organizations with quality staff people we've got 1100 or so employees under 9 000 students are responsible for what is it 280 million or something 2 Min 2.1 100 million 100 million that we're responsible for in budgets across

061the board um I think that number is higher than what Valerie gave me but I mean my number is better than your number I think I'm going to argue that but it's it's important it they don't see public education is that they see oh well it's you know teachers in classrooms yeah it's teachers in classrooms working very hard and um but sometimes because we've all gone to school we all think we can teach and um you know I can tell you right now I can't fly a plane but I respect those Pilots but um you know I do think we have some local control that we can do to promote those things I'm convinced yeah all right Dad so going back to the five is there a motion to approve these five items as our

062asba legislative priorities to submit I'll make a motion to approve items 1-2 1-10 2-8 4-1 4-2 is there a second all second Mr haramio how do you vote all right Miss Wilson how do you vote aye Ms pimento how do you vote aye Ms Bartels how do you vote aye the chair votes aye thank you all right moving on to our second action item governing board goals Norms commitments Communications Styles uh these are the items that we talked about over our study session um do you have something we did talk about them in the study session and oh I just lost my internet sorry about that please ignore that the file attachment attachment says gourd Norms instead of board Norms we are not all pumpkins right these it's amazing are the ones that were that

063we discussed in the study session and um we ask that we would bring them back so that everyone could look at those and agree to those and then we'd have a motion to I'm sorry mine is clearer in the wrong thing I lost it for a minute so these are all items that we talked about during our study sessions take a moment to kind of review the document if you would I I'm really proud of this document I think it's something that we the the one we had before I think was kind of new and I don't know that any other board has it and when when I talk about that we have this and and we adhere to it it's a lot of work that we've done and this one I think is an

064updated one I think it's great as I'm looking at it I see a typo where is that at I'm sorry my iPad has decided to uh where it says respect uh it says uh where'd it go oh speak form all your experiences my brain saw from oh yeah I'm I apologize okay so speaks from yeah sorry about that all right I'm back up no problem I've never typoed in my life but the content is a show no pity for you Mr gotta Jones I use artificial intelligence the content I think is amazing so the intent is um we will get these printed off and we will get these stationed up here um along so we'll have always something to refer to and these would be the guidelines by which we operate on um keeps going

065a lot of them so are we looking for an emotion okay so we did bring this as an action item just so we can have it on a record that this is something that we have all agreed to at a board I know we talked about it during our study session but this is sort of the Consolidated list that we talked about um that way we can always say hey if we one of the things we talked about was holding ourselves accountable so yes and yeah holding your feet to the flyer if something's going on then we need to be able to you know it's it's either a learning moment oh I didn't know or just call you up hey you should have known um that that's what it is if we demand that kind

066of responsibility from the people we work with we should demand that kind of responsibility from ourselves so with that is there a motion to uh prove the governing board in arms I'll make a motion to prove the board's goals Norms commitments and communication style is discussed at the April 15th study session one second all right Mr Jaramillo how do you vote aye Ms Wilson how do you vote aye Ms Pimentel how do you vote aye Ms Bartels how do you vote aye and the chair votes aye thank you I'm glad we had that discussion yes yes all right moving on to our last action item the 2022-23 expenditure budget revision two it is the time of year for May revisions yes president Martinez aboard I'll turn over to Mr Bergen uh Mr President members of

067the board I will I will be brief but I do want to spend probably a little bit more time really on this chart it's really the ADM previously historically and then kind of what we're seeing I think this is perhaps going to be an important slide especially as we kind of go into next year and just kind of the thought and the approach over the next year or two I wanted to point out the arrow that you see there which was last year's adopted budget so back in June July we initially built that budget with using 10 248. and in reality we ended up decreasing the ADM to 92.46 which was very significant and I just kind of want to take you back to when we were having some of our public forums and we

068were talking about declining enrollment a lot of the feedback that we had whether it was in this room or at the five communities that we went into to do the presentation there was a lot of feedback that it's the pandemic kids will return and it's kind of a temporary thing but it's actually the opposite we're actually seeing the decline declining at a faster rate than what we projected and I think that's that's Troublesome that's a concern and so I think that's important because we should be looking at how to handle over the next couple of years because I believe the next three years will be some of the bigger declines over the next 10 years and then it's their smaller declines and so just to give an example had the pandemic not occurred we believe

069that the ADM that we would be working off of today would be ten thousand two but in reality it's that 87.58 and that's that's a significant difference and you can just kind of see what we've done to give you an idea of pre-pandemic numbers to what we think is that Trend and I'll just tell you the decline is about two percent faster for this year than what we originally projected give or take I think it's really 2.2 more than what we predicted I think overall it's about a 5.2 percent decrease and the reason I point that out is because when we were looking at this the revise number two for 22 really stood out that RCL of 55 million and it just took me back I'm like hey why is that like four million dollars

070less than what it was and so you know just looking at the data and just it was a good refresher for me and so I didn't want to lose sight of the importance of this is how we built the budget but in reality it declined at a faster rate than we projected I'm just going to really jump and compare revise one to revise two in the end the biggest difference or the difference is just roughly about 210 000 uh really some of that gain is in the override percentage calculation uh you can see that actually on the RCL it slightly decreased uh but in the end the bottom line the difference is just about 200 000. Capital just remained the same in the end uh District additional assistance was fully restored in 22. I we

071can't lose sight of this figure especially as we you know continue to litigate the capital lawsuit issue of the lack of capital funding but to put it in perspective about almost 40 million dollars is what what was cut or has been cut specifically up to Capital alone uh just again just final thoughts something to be fully aware of as we go into you know prop 206 and the minimum wage increase currently it's 1385 we don't know what that's going to be it's going to be you know based on inflation but decreased enrollment's a decrease in non-classroom spending yesterday I attended and I spoke at asbo uh and some of the presenters were members of the auditor General's office specifically on the classroom dollars report you know and and it's interesting people like to talk about

072what we should and shouldn't be doing and then there's this narrative that really does not explain what's really happening perhaps in individual districts and so the public doesn't really have a good idea of what's happening and so there's a lot of discussion about the 20 by 20 and how school districts aren't doing the 20 by 20. well first of all it was never enough to just fully fund the 20 by 20. but the other thing and this is what I asked them I I was one of about three people that asked them the question in the in the full audience setting and it was tell me if a school district is declining year after year how does a district actually get to be what they like to see of a 60 40 split in other

073words for every dollar that you're spending 60 cents goes into the classroom because when you're declining year after year you'll never be efficient as they like to see it and if you don't understand that issue the public doesn't understand it and then it's the district is being inefficient it's not spending money in in the right places but when you're declining you'll never in my opinion be in a position to be quote unquote efficient and their response was you know we don't tell all the story uh you know districts need to address that on their own we don't give advice on how to uh get to that I was taken back by that but I didn't argue with this thank you but that's that's important piece especially when you're declining we've declined for 10 consecutive years

074we're going to continue to decline for the next 10. obviously with decreased enrollment to increase competition you know I think marketing is important more than ever and for some of the reasons that you stated as you were trying to discuss which priorities you should send over to asba if the mno override is not extended it does Reduce by a third so that 9.5 million dollar figure that you saw on the second or third slide decreases by three million dollars you know the capital daa override that might be necessary that's something that you'll have to make a decision on in the future Bond authorization Capital lawsuit because of the new Administration was delayed in other words trial will be set for next year those federal dollars had it not been for the federal dollars and I

075don't care if it's sr1 sr2 or now sr3 without those federal dollars we would not have been able to continue the operations of our district and we're going to be continuing we're going to continue to be fiscally conservative in budgeting and in expenditures because without that in our opinion we won't be able to get through the storm and so when we start getting ready to build next year's budget we're going to talk a little bit about well yesterday's budget means for Glendale and we'll walk you through that I think I was a little surprised I think we were surprised about the budget um about perhaps you know the repeal of results-based funding going into the base so now every school district that educates kids will have that in perpetuity and then just an infusion of

076about 300 million dollars is one time and what that does and a district that's declining like ours is going to be really important that we use those Monies to weather that storm in the next three years and so is how do you become how do you provide competitive wages but also how do you make sure that you're saving enough to weather that storm knowing that extra money is also going away and as you saw in that first slide declining enrollment will be an ongoing issue for us and the next three years this year was a tough one a decrease of about 5.2 in ADM from last year this year and then we'll see where next year really is but I think it's projected about three percent but if that's understated then you know that could

077be four and so with that we want to be cautious but also be competitive and continue to address the needs of our district Mr President members of the board with that that does conclude my presentation I'm happy to answer any questions that you might have any questions no it just always sucks I know well they say it's just staying somewhere along the line of being poor costs money so if you're in dire times and hard straight you know hard times it costs more than if you were in good times and and you know flows are overwhelming so uh Mr Bergen uh thank you for for putting together that revision uh we appreciate us being able to adjust as much as we can um thank you again for pushing for the capital lawsuit I'm sure when

078you're ready to retire from gesd in about 26 years or so when we when we build one of the when we build that new school in 2045 we're going to name it the Mike Berrigan Memorial Suite school you know Mr President I appreciate the humor I think that is something that we're really committed to is really making sure that replacement schools is something that our students and our community receive and so I think what we talk about in here is those are the that's the one sword that we're willing to die on is making sure that our kids get those replacement School tools and you know there's a lot of moving parts to that but we are committed to that so I appreciate the comments but we're all committed to that and it's a team

079effort and I think as you heard the superintendent mentioned uh the last couple of functions um you know something that we do we all do side by side with her leadership and you know she's a tremendous leader and I have the most respect for her and it's because she cares about what happens and what you know what do kids get and that's always our Focus yeah and we've had those discussions before that as a district sometimes we play the long game and there may not be a new school next year or the year after that but we look five ten years down the road and that's how we make our plans so long long after all of us have moved on from the board and we've all you know Administration has retired that there'll be

080something that we leave behind for that next generation of gesd students all right thank you sir with that is there a motion to adopt the expenditure budget revision number two I'll make a motion to adopt revision number two of the 22-23 expenditure budget is there a second second Mr Jaramillo how do you vote aye Miss Wilson how do you vote aye Ms Pimentel how do you vote aye Ms Bartels how do you vote hi the chair votes aye thank you uh moving on in our agenda future meeting and agenda item requests Mr gotta Jones what do we have coming up yes Mr President reward on May we have um our special meeting will also go into executive session and talk about call for elections and then we have authorized signatories in fact so many signatures

081as well okay set our first meeting that begins at four yes it is okay four o'clock meetings from here on out yes I figured I'd throw that out there so everybody gets it on their radar and it do we want to talk about things oh and then on June 8th the most are traveling or we'll be attending uh the conference and Flagstaff so we will need to have that meeting because we'll have employees that need to be hired and we have some things that need to be on there as well so the recommendation would be we could do it earlier in the day so that allows everybody to travel um so maybe do it in the morning we could do a morning is June 7th an option seventh miss that again my interfering with data

082Dix that I need to be at am I good you're good okay so June 7th is let me pull mine June 7th is on a Wednesday Wednesday we could do a Wednesday or yep I'm good I could do the seventh the seventh at four yep okay June's uh yeah four o'clock okay that'll do it June 7th okay sounds great so we'll get a new invite yes go back to my agenda all right uh if there's nothing else we can move on to the summary of current events Mr gotta Jones it's been a busy time of year tell us what's going on please oh it's been busy time of year so many events um that we've had as I mentioned we had our marbles we had our retirees we've had um our superheroes teachers um we've

083had a teacher of the Year Awards administrator support staff we've been out giving the GSD 10 to 20 year generation Awards to our staff as well there's been so many programs we've had schools performing from band concerts to Desert Spirit performing Gammage just so many things going on teachers working really hard still with all these events happening we're now anxiously waiting for assessment results to come in but that's pretty much what's been happening is Event Event looking forward to promotion and um then we will get ready to begin preparing for the next school year it has been busy Mr haramio do you have anything to share not much um I'm just excited to be part of the graduation ceremonies that are coming up I have two in one day and that's going to be you

084know a squeeze I'll be running from one school to another but it'll be worth it and to see all these smiling faces so I'm excited for that coming up all right Miss Wilson to reiterate what our what after event and I was able to participate not participate but to go and be part of I guess you know the art uh show or the the exhibit was really interesting and um but I thought you were gonna we were going to put some of the winners up on the back there the are they going to be displayed or did they go with the students where are they I believe they want what the students okay all right good yeah um congratulations to the men's and Dick boys and Horizon girls for their softball win and um just

085happy Teacher Appreciation Week um we you know we really uh admire you and we we thank you for everything that you do and uh just um you know it's just great to have each and every one of you with us and everything you do for our kids thank you Miss Pimentel it is one celebration after the other for this month and I just want to say a big huge shout out to Food Services because when it comes to the food that we have we are the best in business and um I mean mac and cheese bites come on SO and and I saved two sugar cookies because they go perfect with my coffee in the morning if I can keep my husband away from him but um the gesd Marvel's amazing we have a marble

086sitting here in the audience and uh the Challenger band and choir concert I'll tell you I recorded that and I sat and smiled and watched it over and over and over because it was so great the retirees I'm jealous I can't wait to retire and and who was the one that had the longest was it 36 years I mean that's amazing in one place and um like board member had a meal I look forward to the promotions and the families and just how quick they walk by and how cold their hands are because they're so nervous but it's it's a great time and uh looking forward to everything all right thank you Miss Bartels it truly has been a joy to attend all the special events in the last several weeks the energy level of

087our staff just being able to come and celebrate each other um but I don't think that will that would be very mild in comparison to the promotion ceremonies the energy from the families and the kids and um and I wish I'm wishing them all Positive Vibes as they enter the world of Freshmen next level thank you um again thank you I know we had and I want to mention you had mentioned uh teacher appreciation week not only thank you to all the teachers but thank you to all of our community vendors that there was so much stuff that was donated so much food they talked about all these the different vendors and local local businesses that chipped in to show teachers our appreciation and we had talked we had a nice long conversation earlier about

088respect for teachers there's your respect right there I mean that that is respect and action and then being able to do that um so thank you thank you very much to all the vendors that chipped in for that um congratulations to all the retirees I know that is that is my goal I I think it's everybody's goal in this room to hit that point where you retire I mean if you've been in the if you've been in the system long enough you look at that magical 80 points and you have a little countdown on your phone it tells you exactly when you hit it and that's when you're walking on the door right out the right after that day as work is done you know um especially I want to point out we talked about

089Margie who has been here for 36 years um I remember walking past Margie in the office at Iams when I went to go pick up my kids from his preschool there that's how long and that wasn't even halfway that was that was she had been working there for more than half the time already so that's that's how you know it's amazing that you see the staying power and seeing her earlier you know she's going to miss it and I hope to see her back at volunteering it at lots of events um and I think you know we had all our retirees if you ever want to volunteer some time and come back and help you are absolutely welcome to do so we will we will take everything that you can give us and more and

090more and more president Martinez also it was and I felt to mention last week well we had our we celebrated our nurses and then our lunch Heroes as well there's just been so many of them but those as well I I uh I have uh Nurses Week on my calendar because my uh my ex-wife my kid's mom is a nurse and so I have to mark it on my calendar because if I don't remind the kids just tell your mom happy birthday's week I hear about it at some point so you know this and uh my wife used to be a school nurse at I'm so that's um that was my first introduction to sort of gesd she was a school nurse over there for several years so um and after oh I want to

091say Mr haramio I am very excited for you to do your first promotion ceremony I will just give you a heads up they will give you a script to read but like Mike Tyson famously said everyone has a plan until they get punched in the face so when you get up there and you're in front of all those people try not to forget the words that are on the page there because I do it every single time I think I have it memorized and I look at it in front of me and I every other words just blink out of my head and like Mr God of Jones says sometimes you go off script a little bit so I'm excited for you enjoy every moment of it I'm telling you those kids that will be

092more excited than you've possibly see in a long long time it'll be fun with that is there a motion to adjourn emotional to adjourn I'll second all those in favor aye have a great evening happy Mother's
