001do on good evening I'd like to call to order the quinsey school committee meeting for Wednesday June 12th 2024 um roll call please Mr presid present presid I'll stand for the Pres pledge allegiance pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation Liberty okay thank you so tonight for um open forum is an opportunity for Community input regarding the quiny public schools community in the context is defined as a resident of the city of quinsey a parent of a student who attends the quiny public schools or an employee of the quiny no Community persons not permitted to speak at open May submit written statements to the school committee after giving his or her name and address each speaker may make a presentation of
002no more than four minutes to the school committee an individual may not exceed their may not exchange their time or yield to others interested parties may also submit written statements to QSC open Forum at quiny publicschools.com is there anyone here who would like to speak at open Forum please come up to the microphone is that working oh yes okay all right good evening um my name is shreit Singh uh 511 Hancock Street um I'm going to start with quoting from the policy manual for the school committee which states maintain two two-way Communications with the citizen of citizens of Quincy the public will be kept informed of the progress and problems of the school system and the citizens will be urged to bring their aspirations and feelings about their public schools to the attention of the
003committee which they have chosen to represent in the management of public education in the last subcommittee meeting it was discussed to curtail public participation by not reading the constituent open Forum letters and to reduce the time for residents who wish to speak in the open Forum this feels very concerning and makes me wonder why there's a desire to be less transparent and to reduce public participation it may feel seem like a small change but it brings to mind the boiling fr frog Fable which describes how a frog when put in tepid water slowly bought to boil fails to perceive danger and is eventually cooked to death the story is often used as a metaphor for people in power chipping away public civil rights slowly but surely in conclusion I would like to make the following
004points four years ago we were not aware that QPS was home to 80 plus cultures we were scheduling open houses report card conferences on important cultural holidays we didn't have a calendar that acknowledged important cultural holidays we didn't have a translation line we didn't have family Leons four years ago many things were perfectly were working perfectly fine for many people but our system was not working fine for many other people the open Forum letters a great way to understand and learn from other families especially when many families in Quincy are new to the system of the education it shouldn't be but over the meetings it has become apparent that only couple of people are connected to their constituents and it's directly proportional to having kids in the system I do want to thank air k
005for his connection with his constituents and for adapting to The Changing Times change is the only constant in life and yet for many it seems change is very uncomfortable I close this by refering to the legacy of John Adams and Abigail Adams who would have stood with us today to protect the rights of the public to hold our elected officials accountable good evening Maria migan 21 winter bav um a few days ago I heard from a friend that this body was considering limiting letter reading from constituents during the comment period of the school committee meeting as I understand it the reason being was that the meetings were too long and that limiting the reading would somehow remedy the problem now I understand the um argument of long meetings um I actually agree that shortening the
006meeting actually makes it more effective um but I also know that the public testimony portion of the the meeting is cherished and it gives us a pathway to participate in our constitutional right to petition our government directly but then I thought why not use this opportunity to both enhance the school committee meeting focus and to enhance the workings of the public comment period to address this challenge bear with me while I share my observations a suggestion some homework and history lesson let's start with observations in the last two years of trying to offer the city guidance through petitioning on subjects that I care about I found the process of speaking to elected officials fraught with obstacles please understand that it is not easy for anyone to stand before you on stage and provide verbal testimony
007especially while being being videoed no matter the content this is hard work very hard it takes a certain amount of Bravery encouraged to testify and not all of us are cut out to do this without an incredible amount of AGA you know what that means right okay um for many folks offering letters is a more comfortable way to testify and it should be encouraged but what good is a letter if it isn't read aloud into the record and deliberated like the verbal testimony the city council I'm sorry the school committee um is the only body that has a regularly scheduled comment period and that is great all the other bodies should have the same when giving verbal testimony to elected officials I often feel like the practice is just simply being tolerated now the word
008tolerated is not very welcome when goog Googled what popped up was to be put up with are we just a checkbox we don't offer our feedback for nothing public comments are constructed feedback we share them with you so that you'll be able to make better decisions on our behalf without them you cannot do your job for us they simp they should be accepted in the expance in which they're given they are a gift of love for the city of quiny so rather than being tolerated we expect our guidance to be formally accepted respected and embraced by embraced I mean that feeling you have when it's truly collaborative between the city and the public to solve problems [Music] together for example when my son was at wallon elementary school I was looking for a way to
009help the school in some small way I was in encouraged by Laura and Kathy to join the PTO that was great advice and it led to six of the best years of my life Jeff Hennessy created a welcoming environment and simply embraced our ideas unconditionally and together we were able to raise a ton of money and make improvements to our school while having fun and building our community that was a great example of how embracing feedback leads to positive change and that's what I'm looking for for let's try this why not consider offering a formal listening session on Alternate Wednesdays to the school committee meeting the listening sessions could be open to constituents them giving ample time in space to provide comments verbally read letters without the barrier of unreasonable time constraints school committee would
010attend simply listen to constituents be present in the moment and hear them out then the wisdom learned could be brought to the school committee meetings on the alternate weeks for deliberation this solves two problems it makes the school committee meetings more effective and it allows more time and a more welcoming space for constituents to practice their right of petitioning now some [Music] homework just one more thing this this is really important okay I don't come here often it's very important please my ask is this how will you guys help us petitioners go from being tolerated to being embraced we're about to send students off for summer break with a reading list I'd like to offer you guys something to read over the summer as well I recommend uh a book that's called John Adam John
011quiny Adams a reluctant abolitionist now most of you know John quinsey Adams as a former president or was a lawyer who worked uh as a representative for slaves but as Jeff so eloquently explains in his book few realize the influential years um occurred after he was president when he was in the House of Representatives in that role he squared off against the powerful slave Lobby in continuous debate on the floor he did this by accepting and the many petitions being offered to him by that by the time by all the citizens who objected slavery and in doing so he gave them a voice in the house and he demonstrated the powerful practice of commissioning petitioning a mode that his father John Adams helped codify in the Constitution as a way for citizens to speak to
012their government we owe a Deb of gratitude to John quinsey Adams who is a fierce ADV advate of the practice of petitioning and on behalf of constituents out of their respect for the First Amendment right of free speech over the summer I hope you'll read this book thank you one sentence I'm sorry we're at seven minutes and four minutes is a time allotment thank you I hope you'll read this book and come back with ideas to enhance our right to petition thank you very much anyone else hi good evening my name is Kate Campbell I live at 37 cran street I'm here tonight to speak out against the proposed change to the school committee's open Forum policy I do not support shortening the time allowed for citizens to speak or that letters submitted by stakeholders
013not be read when they are are unable to attend school committee meetings it is obvious that some of the school committee members have forgotten the they are elected representatives of the of their constituents who are paid to listen to the public and make decisions based on citizens input a change in the current policy sends the message that as a committee you do not want to hear the voices of parents caregivers students and teachers who are engaged with their school systems every day the world is a very different place than it was four years ago during the subcommittee meeting a school Committee Member said we were fine before Co and it worked fine for many many years I'd like to ask for whom did this work fine perhaps for for school committee members not interested in
014taking time to listen to the public but not for those who struggle to shine a light on issues and have their voices heard I disagree limiting accessibility and time for community members to engage with school committee members is not working fine over the past four years QPS has working hard to make the schools more accessible transparent and Equitable there are many positive changes that have greatly improved communication and support for students and families we now have family lons to support new immigrant families translated emails from the district awareness of cultural holidays when scheduling events and a more userfriendly QPS website and digital presence limiting public input goes against the goals of accessibility equity and and transparency the QPS has recently been striving to achieve moving forward with the proposed change sends a negative message to
015the QPS community and signs a negative light on the committee's commitment to serving their constituents voting to change the policy contradicts school committee members obligation as stated in the QPS policy manual to determine and assess the citizens desire and act as truly representative body from members of the community in matters that involve public education communicating intentionally and mindfully listening takes time you can't rush through it if you if you do you lose the essence of what is trying to be communicated listening uh limiting this takes away your ability to hear the authentic voices of our community and that is your most important job I ask that the changes not be made to the open Forum policy thank you good evening public speaking is a challenging Endeavor addressing a panel of elected government officials may even
016be considered terrifying as my stomach tells me I can also remember seeing the anxiety many of you showed at your very first debates running for the positions that you now hold do you remember that feeling you appear comfortable in your positions of power now but please don't disregard that many of your constituents attending an official public meeting to speak is not feasible it may be fear or anxiety or work or family obligations or language or cultural barriers that steer concerned quiny citizens to submit a written statement this does not make their point of view any less relevant the impact of eliminating the reading of written statements and simply posting them online clearly indicates that they are less important the individual or group submitting a statement as zero evidence that their perspective has actually been read
017by committee members we understand that you leave very full busy lives outside of school committee I hope that the intent of your revision to open forum is to save time rather than silence differing opinions I believe changes from four to 3 minutes or 3 to 400 words is a reasonable compromise however I ask that your revision maintains the reading of a written shorter statement I very much appreciate that this body of government includes an open forum and I very much appreciate the time and care that each of you devote to quinsey Public Schools is Teachers staff students and families we have an amazing school system that we can all be very proud of and I truly thank you for all of your hard work I hope you have a wonderful summer and thank you anyone
018else like to speak okay thank you so much next on our agenda we have the super oh I'm sorry yes we do have some letters tonight we have eight letters that were submitted this evening um the first is from Amy senson aload my name is Amy senson aload I have two children enrolled in Quincy public schools I heard the suggestion that some of you made to do away with reading emails and letters just like this one as part of open Forum at school committee meetings the only reason I'm not at the meeting today to tell you this in person is because I'll be traveling out of state when the meeting takes place other times I've missed meetings because of work or family responsibilities it's impossible to be two places at the same time physically but
019being able to submit a letter via email allows me to still have a voice during these proceedings my voice and opinion and those of the rest of your constituents certainly mattered to you when you needed votes our votes put you in the seats you're occupying today in some cases seats you've occupied for many years perhaps some of you are getting too comfortable in those seats and you've forgotten that you were elected to serve as representatives of the QPS School community and our families your responsibility in that service is to hear us when it comes to issues big and small so you can learn about and understand what is important to us and represent us accurately if we can no longer submit letters and emails to you that will be readit open Forum you are closing
020your minds and your ears to your constituents you would be limiting our right to participate in due process public proceedings that have a direct impact on us and our families you will be eliminated our voices from the public record why would you do that because you think the meetings run too long when letters are read because you're tired of hearing opinions that challenge your way of thinking and present viewpoints other than your own well if that's the case my answer to you is this if that seat isn't comfortable for you anymore and you're getting tired of hearing from us we will remember that come the next election maybe we're tired of hearing from you two you certainly don't represent me and my family if you don't believe it's important for QPS families to have their
021voices heard through the letter reading process at open Forum please continue to let us participate whether we are there in person or not let our voices be heard the second letter is from Maggie mcke dear school committee members I watch the section of the recent meeting where changes to public comment policies were discussed the fact that school committee meetings allow public comment and allow letters from the community to be read aloud is something the committee should be very proud of it shows that the committee respects public input and will take the time to listen to and consider that input having letters read aloud during meetings help ensure that school committee members have heard them at least once otherwise the public just has to trust that the school committee members will read them on their own
022time and crucially it allows members of the public to see and hear school committee members reactions to those letters for example in 2020 current School Committee Member Mr boli said blah blah blah when a letter about Equity diversity inclusion was being read out if Community letters were simply posted on a website for committee members to read on their own the public would not have had that critical piece of information about Mr mol's views on that matter having letters read aloud also mean that parents do not have who do not have the time or money to be able to attend meetings in person can be heard by the collected committee that seems like an important way to ensure Equity diversity and inclusion in parent participation I celebrate the fact that this branch of our local government
023allows for public participation and an opposed to the proposed changes which would limit that participation the next letter is from Bonnie man to the quinsey school committee I am writing to express my concerns about the proposed changes to open Forum public participation at school committee meetings those changes discussed at the June 6th meeting would reduce the amount of time constituents have to voice their concerns during open Forum from four minutes to three as well as do away with the current practice of reading emails from those who are unable to attend that school committee meeting in person I am opposed to the suggested changes which would significantly reduce residents ability to participate in this area of our local government I call your attention to school committee policy section 11 School community community relations regarding Community involvement
024in decisionmaking which states in part the school committee endorses the concept that Community participation in the Affairs of the schools is essential if the school system and the community are to maintain Mutual confidence and respect and work together to improve the quality of education for students it therefore intends to exert every effort to identify the desires of the community and to be responsive through its actions to those desires the proposed changes undermine the stated goal to exert every effort to identify the desires of the community allowing four minutes for a resident to State their case and spending the time to read emails submitted to the committee to ensure those emailed concerns are heard by all members of the committee are not unreasonable examples of exerting every effort do not place an undue burden on the
025school committee and provide a valuable Avenue for constituent participation I urge you to vote against the proposed changes the next email is from Lindsay Robertson dear quinsey school committee I am writing to express my strong support for retaining the current open for open Forum format particularly the allotted time for community members to speak and the practice of reading emails at committee meetings as my family's primary caregiver and home man manager I am unable to attend school committee meetings in person and it is crucial for me to be able to send those emails to participate actively in our community how can parents such as myself be sure that the committee has acknowledged our emails if they are not readit open Forum I request Clarity on whether the committee will provide a response to every email posted
026on the website and how they plan to ensure that parent voices are heard although I support posting community members letters on a public web for it does does not guarantee that the committee has read those emails your word alone is insufficient Assurance the community that elected you deserves concrete evidence of your responsiveness if there are considerations to alter the allotted time for community members to speak I recommend an increase to five minutes providing adequate time for community members to express their perspectives as essential especially since these decisions directly impact our children I urge you to take these points into serious consideration thank you for your attention to this matter the next letter is from Alexis VI dear school committee my name is Alexis be and I have two children attending quinsey Public Schools last week
027I became aware of proposed changes to the open Forum policy in an effort to make meetings shorter these changes would include reducing the allotted speaking time to three minutes from the current four and discontinuing the practice of reading letters such as this into the public record I am writing while I still can to publicly register my strong disappointment with these proposed changes perhaps some of you feel that listening to members of your community is not the best use of your time I am curious how the majority of this body expects to learn how your policies actually affect families students and staff considering only one member of this committee even has children attending quiny schools maybe you think you can learn enough just by attending school plays and fundraisers and having everyone clap for you just
028because you showed up and took a picture for your Facebook page forgive me but I tend to think photo ops are a poor substitute for honest feedback and what Assurance do the parents teachers students and voters of quinsey have that future letters will ever be read by the members of the committee or that they will be read in their entirety once they realize the writer disagrees with them are we to take on faith that for example Mr viroli uh man who sneered blah blah blah blah into a live mic during a CO era Zoom open forum and once threw his pencil across the room in Anger during a different filmed meeting will read an entire email from a constituent who disagrees with him furthermore this board has decided to allocate money that should be spent
029on educating our children to pursuing a legal decision against the city council for stepping in to do your job after you failed spectacularly to do so apparently the crime of respecting our City's Asian Community is so egregious one member of this committee with even moved to tears add in the recent adopted change in policy language that directs QPS teachers and staff to address all concerns to superintendent mby instead of speaking candidly with individual members of this committee and it certainly seems that the overwhelming majority of this body is desperate to avoid interacting with or hearing from the people they were elected to serve and willing to spend our children's money to avoid the consequences of their poor policy decisions if the members of this body don't care to hear negative feedback about their performance they
030might consider doing a better job of representing us rather than looking for ways to keep us quiet and if people if other people stepping in to do your job better Mak some of you cry you should probably stock up on tissues before next election season this is email is from T Ty Leong dear quinsey school committee members I am writing to express my deep concern and disappointment ointment over your recent vote to stop reading Community emails impose a 300w limit and set time limits for speakers at meetings these measures blatantly create barriers to civic participation and undermine the Democratic principles that should guide our community posting emails on the website is insufficient it further distance our voices it further distances our voices from being heard directly by limiting emails to 300 words you are effectively

033a good purpose articulating the why behind this proposed change there only seems to be annoyance that some letters are too long or that four minutes to make a speaking point is too long which seems rather Petty when we are talking about policy and change that impacts our students and our teachers or did I miss something else I heard members propose that instead of reading the letters out at the meeting they could be posted online before the meeting and would be required to be received by 4M the day before which reduces the time residents have to share their thoughts on a topic for example this letter would not be accepted I'd argue that posting letters online isn't truly making them accessible to all quiny residents as there are still some who do not have internet or
034a computer in their home and they may not even have a smartphone yet they may be watching the P public access station and hear them I know a number of elderly residents and some others who fall in this category you can't make the assumption that the web is a sufficient source of information for all of the constituents you represent Additionally the world is striving to make materials in multiple formats to be accessible to wider audiences so ideally you would both read the letters at the meeting and post them online afterwards those who may have hearing impairment can see them and those who may have eyesight impairments can hear them you could even add translation in multiple languages for the transcript of your meetings to be truly accessible the way QPS newsletters are now doing I
035worry only having letters available in the electronic format is an unintended form of information suppression because even those with web access aren't likely to go hunt down the website to go read the letters I wonder if you all as committee members will have the time to read these in preparation for your meetings with other prep you must be you must be doing and with what I'm guessing are already busy schedules for most of you I heard someone note that the city councilors don't even have an open forum and it sounded almost like you'd prefer not to have one here too I'd argue you should be proud to be offering a chance to engage with the public who elected each and every one of you to represent us how can you do so without hearing what
036we your constituents have to say on various matters kindly reflect on the above and vote to keep the open Forum with the active participation it allows today perhaps even enhancing the accessibility but please let us not go backward here we don't want that thank you for your consideration PS this letter is longer than 300 words but I just read it out loud in three and a half minutes not sure what points I would need to cut okay and the final letter is from the EDI subcommittee of the Citywide PTO and it's co-signed by Heather McDuff grace young J Terry Rodriguez Scott alandro Janna malar Tama Odin shiv Singh and Phoebe Chan attention school committee members the EDI subcommittee of the Citywide PTO are requesting the changes to open Forum that are being considered by the
037school committee be revised and re-evaluated we have considerable concerns that such changes prohibit parent caregiver student teacher engagement do not support an equitable approach to providing equal opportunity for parent caregiver student teacher voice and moves backward rather than forward in making changes that support the fundamental tenets of diversity equity and inclusion in quiny public schools the current changes that have been brought recently brought forward forward and will be voted on seem arbitrary and unsupported for for instance the average person reads 500 words in approximately 1.7 minutes it does not seem that this was researched or taken into consideration when 300 words or three minutes was proposed by drastically changing the current open form process you are sending a clear message that parent caregiver student teacher involvement voice and engagement is not a priority or frankly
038warranted we would be remiss if we did not remind the school committee that they were elected by voting parent caregivers student teachers and should in turn be encouraging and creating space and opportunity for those constituents to be welcomed and encouraged to have a voice creating such limiting and restrictive policies and procedures prevent such an opportunity for engagement why would we want to restrict opportunity when we can create more and encourage participation we challenge you as the elected members of the school committee to rationalize how this would demonstrate equity and inclusivity now is not the time to move backward in quinsey public schools in the community now is the time to move forward embracing and providing opportunities for current and new voices to be heard the changes to open Forum being voted on do not do
039that we are asking the school committee to recognize that thank you for your time and consideration of this request okay thank thank you um let's move on to the superintendent's report thank you thank you and good evening everyone hope everyone's doing well um the first item on the superintendent report is student recognitions the Scholastic art and writing awards were recently announced with quinsey high school senior Nathan Doyle being awarded a silver key in two honorable mentions for his writing quiny High School senior Ibraham yakui received a gold key for art while North quiny High School senior Natasha Jang was awarded a silver key in Soph Mill Lily Chen in senior Galia Willis received honorable mentions for art so congratulations to all of these students and next is the staff recognition Atlantic Middle School English learner
040educator T Newen was named the recipient of the Massachusetts Association of teachers of speakers of other languages and da award for excellence and creativity this award recognizes exceptional Educators and a nomination let us submitted by Miss new Miss new's colleagues cited her outstanding dedication to her students success in her close to 30 years of service with the quiny public schools so congratulations to to Newen for this great honor and for continuing to educate our students here in quiny uh next is our recent and upcoming quinsey public schools and city of quinsey events the class of 2024 High School graduations we celebrated 740 graduates earlier this week in ceremonies at f Memorial Stadium thanks to Maya Koke the quiny school committee and the city council the State Legislative delegation the high school staff and administrators for
041being a part of this important milestone for our students and their families thanks also to the public buildings natural resources departments and quiny police department for their preparation and support for these events as you know uh there were two great nights weatherwise and everything else the students did an amazing job on the speeches and it was just um it was just two great events so thank you to everyone that made that possible on May 20th both high schools hosted the first ever future educator Signing Day ceremonies recognizing six 16 graduating seniors who will be pursuing careers in education each student invited an educator from the elementary middle or High School career who played a significant role in influence in influencing our students career aspirations so of course we look forward to potentially welcoming these students
042to the QPS staff in the future so that's great and the students were excellent uh fly up days are underway for students who will be moving to new schools for September today both high schools welcome the members of the class of 2028 if you can believe it it's amazing uh providing building toys and giving students an introduction to the administrators guiding staff Deans and teachers uh middle schools have also hosted or will be hosting similar events in the last few days of school and lastly on Saturday June 15th the 73rd annual Flag Day Parade will begin at 700 p.m. in quinsey Center will continue down Hancock Street and marry Mount pway ending at padon field there will be a flag raising ceremony at 8:00 pm in pageon field followed by fireworks display at 900 PM

049pleased to be part of the team that work with the school department commissioner Hines and others to prepare for this week's graduation and want to uh congratulate all the families and students that passed through the fantas ftic quiny public school system this week uh I do also uh want to uh uh mention that I'm here on behalf tonight of the hard workking men and woman of the uh natural resources department um all of the work they do uh is done primarily uh by folks that you'll never get a chance to meet but deserve as equal recognition uh as I tend to get so I thought it would be fair to mention that uh you know I stand on the shoulders of others when I come before you so and one of those people uh we
050have a new hire in our natural resources department who's going to be working very closely with the school department you may have heard Michelle Hanley has moved on from uh the recreation department to the Council on Aging uh Christopher Rooney is the new recreation uh director appointed by the mayor I'm very excited to have him on the staff he has hit the ground running and we are very excited uh for a summer chalk full of exciting uh clinics uh activities that the Lincoln Hancock pool um as well as our free summer playground program which is really unheard of in today's day and age and I want to thank the mayor and the city council for their continued support of those Recreation programs that we provide that many others uh do not so uh just a
051few uh projects that we're working on uh particularly the ones that um interface with the quiny public schools uh we have been working recently with the uh folks both the principal and the PTO at Athen house school to improve the playground amenities at aen how um install uh shade structure down there plant some additional trees down to playground uh it has been a pleasure to work with them uh Marshall school we are planning a relatively significant expansion of the playground there uh you may have heard unfortunately the grandson of Clifford Marshall Mike Marshall Jr um uh expired in a plain crash he was a Avid Aviator and we're working with both the Marshall family um and the Marshall school to pay tribute uh to Young Mike Marshall um by adding uh playground equipment um with
052an aviation theme so that's a project that we intend to be working with the uh school team down there for the next number of months probably installing it um in accordance with the school schedule so probably not until the summer of 25 at wallison school we just finished an exciting project Mr Hennessy and uh the PTO down they received funds to the community preservation committee uh to do work uh in the playground we've installed a number of amenities including a series of picnic benches back there uh with the help uh of Mr Hennessy who uh is a former neighbor and a wonderful principal in the system uh bernazani school been working very closely with Mr Dion we did um a project back there with troop 42 an Eagle Scout project behind the school we built
053another Garden back there as well as uh we work with the city's new invasive species management committee very exciting stuff I know um to uh rid the back of a lot of the growth that tends to creep uh from the backside of the golf course uh into the playground and clean that whole area up uh it Broad uh we're working with Mr Hearn in the PTO you all remember the floods of 2018 did quite a number down at the school uh in up to including the landscape down there we've never really fully recovered down there so this summer we'll be working to make some improvements down there that you'll see um in the fall um we had the uh pleasure of celebrating auor day with two of your schools aled and house school and Lincoln
054Hancock we did ceremonial tree planting and all of the fifth graders received a uh seedlink that they got to bring home and plant in their own yards and hopefully develop into another probably 150 trees for our city um we've been working cooperatively with the athletic uh director Kevin Mahoney on Spring scheduling spring spring tends to be the most challenging because you have softball and baseball and that's when the rain outs occur you don't have a lot of soccer and football across games that get rained out but baseball and softball season tend to be the most challenging and my staff Paul D Works hand and glove with Kevin um and it's not easy um with some of the spring weather we get but uh we appreciate the work that Kevin does uh managing their way through
055the rain outs I do want to thank the school team and commissioner Hines they have allowed my department to participate um in the planning process for the new squantum elementary school there are a number of signature trees on that property that they taken great care to protect during the construction uh as well as planning on adding amenities on the backside in the park and we're very excited about that as well too so um outside of directly working with the schools um you know the golf teams play up at the Furnace Brook Golf Course we've seen uh an explosion in the amount of junior members that we have at the golf course which is great news um you know we have uh we continue to grow that the clubhouse building should be completed in January um
056and why that's important is the golf coaches who sometimes are at the whim of Mother Nature will now have simulators um when their practices get rained out they'll be able to use the the simulators in the clubhouse so that um our combined girls team in quinsey High boys use Furnace Brook as a home now could practice even on those uh bad weather days so very excited about that and I know the superintendent mentioned it but I would be remiss if I didn't give a Shameless plug for the Flag Day parade this Saturday uh greatest event on the school calendar so um those are the main issues that uh we're working with and I'm happy to answer any questions that the committee has any I have a question but before I go there I just want
057to say uh how beautiful the city looks I mean really I'm so proud to roll throw through the city with an outside friend somebody from another town one of my family members from other town it's I am so proud of how the city looks it really is beautiful so I want to thank you and the mayor it's just beautiful it really is almost everywhere you go it's beautiful the flowers are wonderful um the trees are looking great they're all coming back so I'm just thrilled I just want to thank everybody in your department for that because it is it's well uh appreciated thank you and my question is I'm so glad that we have somebody new not that Michelle wasn't great but coming on to the um Recreation Department because we really would like to
058Mrs hu and I have asked before and it's our fault for not following up but we really would like to get to that with that person with the special U parents advisory Council they have a couple of concerns they would really like some more adaptive programs um there's one in particular they want which is an Adaptive bicycle program to teach students with disabilities how to ride bikes and also maybe to understand that when we have a recreation program for students with disabilities those children in our schools are sometimes four years old to 22 years old and it's difficult to mix them so they would like to have a younger group and aot older group so those 18 and 19 year olds feel comfortable going out to play when they're not there with the elementary school
059students so those are the two main concerns that's the only concern actually so if we could get together Mrs Hy and I have been asking for this for a while with the CPAC the special uh parent advisory Council to meet with Chris when he has when he has time I'm sure he's just on boarding and getting a lot of stuff done so um but when if you could work on that for us we would really appreciate it we' be happy to no no I'm good thank you I just want to say that Dave we get calls and emails on a range of different issues but it is a rarity that we get complaints about the parks or or the playgrounds or the school properties and that's tribute to you and your team and and all
060of the work that they do at all of the schools and uh I know that you know Emily just said it but enormous uh gratitude for all the work that's done year in year out and I agree with Emily the city looks beautiful the flowers planted everywhere I me you have a good incredible team so and thank you for all the the capital upgrades and and I'll Echo what Emily said about wck as well thank you thank you thank you um first time I've gotten to say it the grounds echo my my colleagues look fantastic um school grounds always look amazing um and not only do they look amazing if anything does happen to come up um I just hear how responsive you are how your team is they just get out there and they

062that might be a really good forum so that we can I'll speak on on that um and also the the last thing I wanted to bring up um recycling uh recycling barrels outside I know uh I think I'm going back two years that I remember there was supposed to be a special truck that was like a combined recycling composting truck I'm going back a few years now I think um so still don't see any recycling barrels out there on the ground so I'm just wondering if there might be an update on what our plan is for better recycling on the grounds so we definitely have recycling Barrels in some of the park the parks to get the most use uh We've you've seen them at the stadium you'll see them at Adams you'll see them
063at pageant and other locations um we don't have them deployed Citywide because we often see more mixing of trash and recycling than anything else um I will say one of the neat programs that we've done uh in partnership with the free Jacks uh We've developed a program with the scouts um which is built the fundraiser for them uh as it relates to the amount of cans I'm not sure what's in them at the free Jack games but there's a lot of cans that are uh at the free Jack games um so the amount of recycling we're doing continues to increase we're not obviously at 100% um because I do think there are a number of practical issues um that we don't have solutions for right now as it relates to um how the barrels are
064used quite frankly even the recycling barrels we have out um you know we find um that there's a fair amount of trash in them so we'll continue to try to do better um but I think we've made some important strides at the main facilities some way yeah for sure definitely at the parks um just definitely at the playgrounds and stuff it's heartbreaking to see just bottle after bottle going into the trash can when we're uh you know picking up kids and stuff like that so it' be great if we could find I I know some solution but um it's challenging for sure so thank you for continuing to look at it appreciate it thanks May Co thank you madam chair uh thank you Commish I know that um you've taken on a role that covers
065a l a lot of territory in the city um I don't know if any of the members were here a number of years ago when uh it was a quite a discussion whether to turn over the grounds to the to the park department at that time uh if you remember those you drive around the city in the summertime the grass was 3 feet high at every school they' hire people at overtime that nobody wanted to do it to cut the grass for school opening with very little trimming Etc so uh you know aside from the schools and what happened inside it wasn't fair to the neighbors around those schools to what those school buildings look like at the time and we've come a long long way so I appreciate your work I appreciate the work

068team of people and working with PCA 360 um we wanted to give you a project update um the last time we had presented was with the community uh meeting um this was earlier in the year um so we've made a lot of progress we've had a lot of meetings a lot of discussions um great feedback um that really um had shaped um the design of the new school um let's see I think y um there we go um I'll turn it over to Brian to to begin well we'll keep it brief because the night has already gone long uh but I wanted to give you uh an update of where we stand in the project schedule uh we just are at the very end of the schematic design phase of the project and this is
069a very important phase for our project at this point uh at the end of next week we're going to be uh providing the formal submission to the msba uh for the schemat SCH schematic design package and in there includes the total project budget and everything that lays the foundation for the future project uh during the summer the msba staff will be reviewing the project we'll be receiving some feedback from them uh and will result in a uh project scope and budget agreement that will be formulated with the mass School building authority so in the month of September uh we'll be going to the city council for an appropriation of funds for the project so at that point um the project will move full bore into the design uh and lead up into uh the construction
070drawings and then the bidding uh the team has worked uh very hard uh from when we presented to you last till now we about about three months ahead of schedule from where we were um and it just reflection of how hard everybody at every level the city uh Arrow Street and and uh the project management team as well uh to get the project here we're doing our very best to move things along we're happy to report that we now have the project designed in sync with the school year um the project when it first came out we're sort of beholden to the msba board of directors timeline um and it just didn't quite work with the school schedule so by advancing some of the work that's been done over the last few months we're now
071in sync so by the end of um the school year next year uh our plan is to be working on site beginning the enablement work in preparation for the new school which will be beginning in the fall of next year so we're very happy to report that uh so with that I'm going to turn it over to the design team to show you uh where we're at with the design thank you Brian I i' like to begin with the slide just so that you um are very familiar with the site but also be able to just Vision um what's there currently and what will be upcoming from here I'd like to um talk through this is an illustrative uh landscape plan and site design um as we have worked really hard to to plan out
072um the building the site um working with the landscape architect but also the entire team with civil and our Engineers um most importantly what you start to see here is that the building sits on the current existing site um there will be some phasing that I'm going to talk later um in this slide um how that would work um but what what you see here is that there's parking on site um there are trees that we are planning but importantly we are also preserving as many trees as we possibly can including the two large pin OES that are on Huckins um additionally there is the memorial tree that we are very careful in understanding and knowing that it's important to the neighborhood to the community and that tree will be relocated and there are plans
073that um commissioner Hines um have more details for um but you'll also notice that part of the improvements for the school property um includes the park um behind the school um we are um providing some additional trees along Winslow we're actually realigning the Winslow Road but also expanding um the existing playground um and making improvements there what you'll also notice is there is a rectangular um area there which is geothermal Wells and that feeds into the school that is all below ground um however as a goal for the school to be Net Zero um the geothermal wells will uh assist with that with that goal um I'm going to go into the plans a bit um but not too much detail but this is really where it's starting to take shape um the color coding
074um I won't get into any of those details but we are also keeping the 1919 building uh we made some adjustments where we felt that that was very important to maintain some sort of community use um within the 1919 building um so we've located the library the media center as part of that space um and then there are large areas such as the U the gym and the cafeteria that becomes part of also Community use um not just part of the school um a a third piece there that um has become integral to to the design is the courtyard which is um serving the school but also for Community um that's a space that is internal um it's outdoor classrooms but also areas where um kids can um be able to um have sort of
075some um fresh air and be able to really um bring in some of the daylight into the school um and then wrapping around Windslow and Mayflower are are the classrooms um this is a two-story um building building um so the second floor really just continues the classrooms up onto the second floor um and then this is really just shown that there's a little piece of a basement area there that is mainly some mechanical and custodial and storage space um from here uh we have prepared um a number of um slides um but first actually I wanted to talk about how we or I come to some of U what you'll start to see as a 3D rings of some of the exteriors that we studied carefully what the the the neighborhood the community the contexts
076um also materials that really play into the architecture and some of the the decisions that you'll see that we made um for the school um also historic references just understanding what was there before and what is there now um as you can see the the 1919 building sits um alongside with the new addition so these are some views these are up close these are really meant to give you a sense of how this is starting to shape up um but creating an entrance um to the school was important um but while maintaining a balance and respect to the 1919 building uh so that was a bit of a challenge we went through many iterations and very good feedback um from the working group and um we'll continue to develop these um as we move on
077to design documentation this is actually looking um from where we have the F and Bus drop off and the parking looking back at the building as you can see scale and material with sloped roofs is very important as part of the neighborhood feel just for your Vantage Point you are standing with the fire station at your back you be looking at this this view yeah no that's perfect thank you yeah um so it is it is um really a four-sided school so this is actually standing on the park side looking back um we are actually um making some adjustments to Huckins and also to Winslow really trying to move the parent drop off that happens on Huckins now onto the realigned wins road so that is a very um important move that is um part
078of the design so what we're showing here that there is a prominent entrance um that is part of that pickup and drop off for parents um that feed into the school and this is what we're calling the north entrance that really faces the park um it really has a great view it's actually probably one of the best views really um um from the school and now um just to orient you this is standing on Windslow and U Mayflower um looking at the at the building um same thing in terms of materials scale and having the SL roofs is very important um to to Really um blend into the character of the neighborhood now this is actually looking back so if you can imagine this is where the gym currently is um now that the gym
079is gone this is the two-story classroom Wing um standing on the corner of Huckins and mainl flower looking back at the building actually smaller than is the current gy further back from Huckins and further back from oh sorry sorry that was generous and gave it up I'm surprised you're saying that um I'm sorry so this Vantage obviously as Tina said is from the corner of of May flower and Huckins looking towards where the gym currently stands um this rendering of this building has the building set further back from Huckins than is the current gym and further in from Mayflower than is the current gym uh even with the widening of Mayflower there's still Green Space Between the building and the street thank you um these are some views of the Interior this is very much
080in development but we wanted to start to understand spatially um how the building um the Ed program is is bringing shape to the interior spaces and this is really standing in the lobby as you come in um one of the the driving designs is having this Main Street that um really connects you from the from the main entrance on Huckins to the north entrance which is where um the majority of the the um parent um drop off and pickup would be for students so this is meant to be um the circulation space that really connects the whole school together where you get glimpses of the courtyard to the left um to the right is where you have your cafeteria and your gymnasium where you have those communal spaces um I'll also point out that the
081you could see the door there that we're actually salvaging from the 1919 building and implementing it as part of the media center that is um that leads you into the 1919 building this is sort of stepping um into the school um through through that Main Street um and taking you up to the second floor where we have additional um classrooms and really creating this um connection between the floors was really important having this um big open um area where you could see the circulation you could see the activity happening and then we'll have quiet moments like this as we as we move through the academic wing and through the classroom Wing that you'll have your arts in your library and These Quiet Moments where um students if they needed to find um a quiet um
082time as they move through the school day um there are these um sort of respit spaces where um students can find um a bit of quiet time if they needed and this is a view uh into the cafeteria or the cafetorium um sort of off the off the the page there is um the stage but this is really bringing nice light in from the courtyard as well um so these are areas where we'll continue to study um as we as we begin to really create a concept and the theme for for the interior uh and this is actually in the 1919 building so this is the media center um we are opening up the roof and really creating this big space um that doesn't exist now it is carved up with um with classrooms but
083we we thought to really appreciate the 1919 building and the structure of the roof uh we wanted to have this um as part of the media center and this again also as we begin to design the interior spaces and creates a um a theme and a concept throughout the school um this will start to evolve um just a quick glimpse of the classroom as this also begins to take shape it's it's really just a white box at this moment but the things that we're thinking about as we speak with teacher and staff to understand their needs um it's you know a lot of times they say storage um so we will be PR providing that um type of um those types of needs um but also in terms of the students um how does that
084begin to feel so we'll have um go through color concepts and theories and and understanding um how that can best um serve the students and the staff um from here I'd like to talk through um a bit of the phasing so I think there might be some questions like how can we how can we build a school um on an existing site where the school lives currently um so first I'd like to begin that it is important to maintain the park and the playground um that that's open during construction and remains um accessible um to the community um some of the few steps that are here is that there's going to be some early work um some of the early work would be um in the park where um we need to drill the G
085uh the geothermal Wells um some of that will be done early as part of the uh early enabling work uh once that is in the ground um it returns to um to a surface that is usable um as commissioner Hein had mentioned some of the street widening work that will begin to happen as well as part of the early work and then to prepare the school um for the students for the school year and to maintain um the use of the 1971 building um so that the students and and the families can continue to stay on squantum um as part of their school year um for a couple years is that the 1971 building will uh remain occupied um additional classrooms would be provided um with module classrooms that are connected as part of the
0861971 building uh and will serve um as the thequantum school for a couple years while the new school gets built and while that is happening um uh there will be um some area of of the playground that will be maintained construction laid down um but there is a good portion that will remain open to the public and then finally um once the new school is open this the um the entire School moves into the building and the rest of the site work begin um will be completed which includes the the Stop Parking um um bus and Van drop off as well as restoring the park and enhancing the park um from there um Brian had alluded to some of the next steps and U as we're submitting um our schematic design um we'll jump right
087into design documentation um and in in the meantime um in the fall there will be city the city council funding um in and soon um by the end of the year we'll be starting construction documents yep just keep it at that because I know we're already running one y thank you and I will thank you for having us um any questions so I have a bit in my presentation about this point school project but I think it's probably more appropriate to say it right now uh first and foremost I want to say that there is a another public community meeting scheduled for Tuesday June 25th at the squantum school gym starting at 6m uh it's being hosted by councelor Harris and mayor kooch uh the topics of that meeting are both an update to the
088community of of these wonderful design plans but also to advise of that early work that is happening um we've done the geothermal well testing pits have been happened this summer starting July 5th is underground uh storm water pipe construction is happening so we want to advise everybody as early as possible and frequently as possible about the potential impacts so that's the initial part of it another matter on this Monday's Council agenda is uh the request for an appropriation of a million dollars towards this Quantum school project which will be part of the eventual funding and reimbursement calculations with the msba U but that funding allows us to continue with this early work um for instance we've already taken out the underground oil tanks that were abandoned in place many years ago the geothermal work all
089of that um we need funding for that and one of the things that Brian had mentioned was the accelerating this schedule one of the ways we did that is to uh anticipate approval with the msba and to engage Arrow street now to begin now the next phase of documents the design documents right now we're just in schematic uh we can shave three months off the schedule by anticipating that and getting them rolling now uh and with the cost of goods and materials and labor three months believe it or not will be a significant savings and the end of this project uh and it also helps as Brian mentioned to align the construction schedule and the early enabling work more align with the uh the school calendar so I anticipate success there I've spoken to a
090number of counselors who are supportive of it I have no reason to believe that they would uh not support the project at this point um I also want to thank commissioner Dave Murphy he's not a here so you'll have to tell him because he won't believe me um he's been great to work with as has been the park board um as we said between the school property and the in the park is Winslow Road everything north of that uh is under the jurisdiction of the park the park board they have reviewed the plans they've had a presentation done to them they are supportive of the temporary impacts on the park uh they are supportive of the underground geothermal system remaining in the park uh it will be loomed and seated over it will have no
091impact on the park going forward additionally we're coordinating with commissioner Murphy and his staff about the expansion of the existing playground and the likely construction of a new Tot Lot further away um to help to avoid the during school day conflicts of public and school use uh beyond that I just have to give kudos and many many thanks to the people next to me and their teams PCA 360 is keeping on me keeping on everybody um to keep this accelerated Pace up we are far ahead of many of the other communities that were voted in at the same time as Guana project was um and arrow Street has just been phenomenal they have been receptive professional will pivot you know the little trip one day on a design flaw we went ah they were back
092two weeks later with a substantially better one um the redesigns the re the reboots the listenings were all our nuance and getting what we're looking for they've been amazing um the I will say this PL you see now the elevations are not 100% finished where there's more work to be done in the out out side or the exterior design of the gym it's a large massing and we need to address that um but they're definitely up to the task and I really think we couldn't have had a better partner to fit this project in that neighborhood as we have so thank you thank uh I will mention the tree that was brought up the memorial tree uh particularly or specifically that uh was a tree planted back in the day by the classmates of Patrick
093white it's down near the 1971 building it quite likely would not be impacted directly by construction but it runs a great risk of being harmed or killed uh I have spoken with Patrick's father directly on the phone um and he is completely supportive of uh uprooting that tree and transplanting it U regrettably the the parents are now divorced I've have not yet spoken with the wife um he has U assured me he will do so and we will follow up uh to get her blessing as well uh I've also put the word out to you know San can be very close at times we put the word out to a number of Patrick's friends so everyone's aware of what's going on and uh they know we're mindful of that tree y yes thank you for
094the update on this I've uh been wondering where it's at and I'm really glad to see um all the work I really uh enjoyed seeing the inside uh view now that you kind of know where some of the rooms and the spaces are going to be um so that was really great to see I think the exterior is looking fantastic it looks like a home you know on the outside and that's I can only imagine in the neighborhood it would fit right in um and I love that as um Mr Hines mentioned you pulled it back a little bit from all the streets so there's some green space um which is phenomenal and the drop off off of Huckins um where it kind of currently is is um much safer for those kids so that's
095um those are some really great things that I was watching for that I'm I'm glad you guys have addressed uh a couple questions I had um at the and you mentioned the community meeting that that's happening and you knew I was going to ask so thank you for saying when that was um has the public yet seen um the interior views that you have yet okay that is if yet the last community meeting we had when they saw renderings did not did not include anything near what the interior currently is okay um I think that the uh from what my just initial kind of look at it um the community spaces of those quiet spaces you mentioned seem super appropriate for a middle school I'm not sure in an elementary school how those could be
096used and I'm just wanting to make sure that um you have some teacher input on that too just to be sure that you know it's great to have some some window window seats and that type of stuff but just to be sure that I mean those kids that age can't really be you know we're not typically leaving them uh at a space like that which in middle school maybe we could um so just to be sure that they're appropriate um for the age age levels of them and the scale of kind of that Lobby you know for a tiny little you know kindergartener might be pretty overwhelming so just you know making sure that I would that would be something I'd be concerned about getting some input on just the scale versus the size of
097the kiddos that are going to be coming in but like I said the um classrooms looked you know and the media center looked very small you know the bookshelves small and that type of stuff but I think that could be kind of overwhelming for a kid kind of coming into a big space like that so address that before please sure yeah um we have weekly or bi-weekly project team meetings depending on how busy we are and how how quick Arrow street is uh at each one of those meetings both Dr Perkins I got it right and uh superintendent mby and principal Steve syvia are at those meetings they've had a number of listening sessions with the faculty in the building and out of the building um it's very much a collaborative effort and planning and
098design so I appreciate your question but those those uh conversations have been had okay that's great um just to be sure we're we're thinking about that um and then my uh last thing um so two things actually one was a question so you said the expected construction start would be um around July of next year um when and then that kind of Blue Line extended like forever off that uh slide is there like a date that you're expecting to have students be in the new building is there do you have that date yeah uh fall of 2027 is uh for the students to move to the new building but work will continue because we have to remove the 1971 building and then we have to restore the parking area so there's some things that will
099have to happen in that fall while the students are in the new building okay so work will go on till pretty late into that year okay that's great again I'm going to inject if I might uh part of that phasing uh was shown with the modular classrooms um and we studied that option early on and it really is the most economical solution for us uh particularly with a strong desire of the community to stay on the peninsula um the team's done a great job of field trips and educating people who would be impacted by the modulus uh they did uh site visits in actual deployed locations with the PTO and staff and faculty in parents um who loved them uh they are Standalone they meet the fire code they meet the building code they meet
100the department of education requirements um they are themselves a conditioned which the current school is not uh the teachers were very very happy with the option uh and kind of colloquially the joke was they're going to fight over who gets to go into the mobile classrooms so uh they've been well received um um and we're thankful for that that's great um have you worked out the issue with um not having a gym yet for the um those pods I know there were some talks with the Kennedy Center or something like that have you had any further development on that yes um so it's more of a gross motor skills I mean we don't need a gym for basketball games things like that we need it for the the uh physical fitness type of thing of
101the students um and since our earlier conversations there has been a change in concept on the interior of the 1971 building wall it remains um so that the large Central current Media Center type thing will be a shared C cafeteria and motor skills space for the the uh physical education program um and that necessitated subdividing some of the existing classrooms to accommodate this the breakout uh sped in OT rooms and things like that uh but on paper it all works uh principal Sylvia is in support of it so that is the primary focus and of course in good weather there'll be out ofd doors at the uh at the park out back there'll be continuous access to the students to the park um and if that should not work we are still keeping open the
102options for perhaps the Kennedy Center with block scheduling to work around the the educational program and the programming of the community of the senior center okay that's great I'd like to it's two-year period so definitely having those kids not um you know have that place to have that that physical kind of outlet for the day is great for that age so i' suggest it'll be better better accommodated than we did for self West to be honest with you yeah um and then lastly the geothermal work that's going to be happening right along the property line sort of there's I was noticing a lot of the abutters are kind of grayed out in that area are the abutters aware of all that work that's going to be going on right around that property and I might
103have misread the lines on that slide but looked like it was pretty close there's a lot of lines so yeah not chalenging uh not a not a compromise or questioning your abilities um the field is not the geothermal field is not going to impact any neighbor or butter directly uh it is pulled in from the property lines I think the entirety of the area was was grayed out and highlighted to show the during construction like lay down area and all um but there is no no negative impact no new uh nuisance created by the geothermal field itself all piping is underground piping to the building is underground um it it'll look at least for a little while better than it does today I mean that's a lot of work that's going to be going on
104right in that neighborhood and those abutters are going to be I mean you know for as well as you're going to try to you know mitigate it and that's going to be a big impact to those abutters and they're all fully aware of the construction timelines and the hours and all that stuff that you guys plan well respectfully that's one of the purposes of the community meeting yeah again that impacts such this summer not 2025 right so we do want to share that um we've made people aware of it um but there's direct mailing going out it's on the social media it's on the city website it's on the school social media it's in the school newsletter and I believe they're also handbilling the immediate letters so they get it even in a more timely
105way that's great thank you y thank you couple quick questions how high are the ceilings in which area um cafeteria in the cafeteria yeah that's a great question thank you yep the ceilings in the cafeteria is approximately we usually aim for about 18 to 20 ft so we have um basically a floor and a half um of higher ceiling in the cafeteria the gym is technically usually around 28 and so with structure 25 23 ft is what you want um to clear balls and things like that um but your floor to floor I'm going to answer a little bit Beyond here of your typical classroom is 14 ft now is is all the lighting natural lighting are there electrical lights there there are electrical lighting yes so how do to replace a light uh with
106a ceiling that high yeah uh so with with the technology uh many of the LED lights have a longer life so they will um are expected to have a longer life so the replacement U frequency is less um but there are uh we are planning a a lift um some some level of a lift that will be part of the school equipment um and it will live at the school so that will allow for changing of lights and will the custodians be responsible for that yes much like today and all of our other buildings including high schools in that very large U volume space of the cafeteria Southwest uh we have the lifts currently we'll have more lifts but it yes light bulbs are the custodians responsibility um some of them are a little more
107antsy about the heights um but it's it's it works out and getting up to the second floor handicap accessible yes there's a there's a passenger elevator an ADA Compliant Mass Massachusetts architectural access board compliance and where is that located uh right off that Main Street to closer to the park by right off that Main Street you were shown Huckins close to Huckins it well the the entrance on Huckins the entrance of the staff Park in the entrance on the park side of the north entrance all join that Main Street and that's where the elevator is approximate to all three have we figured out if something breaks down um with some of these components we were going to access the uh replacement parts there was a question I asked a couple months ago um I I

112the best at the table so I think that's awesome uh as you've picked up on this we've had some issues around this site with flooding issues and some other with so this is a civil uh Works project as it is a building project um and it will resolve some of those challenges that we've had over the years um so I'm certainly grateful for that and as far as the rest of the the work and know you gave us an update um commissioner on all that's going on in the schools um again I I like to do this i' like to remind it was controversial when I proposed a number of years ago we go to a public Buildings Department and um the beauty of it is it we're able to grow that department it's not
113in competition with education in the classroom so uh in the end uh work ORD as the principles have everything it things are happening much faster the work's getting done more efficiently and and effectively so uh I think I think we've uh as a city we're operating on all eight cylinders and public buildings is doing remarkable work work because it's uh we get more than 80 municipal buildings that that you guys maintain but forget the biggest ones of course are the schools particularly the high schools and uh they're a they're a project than themselves you could have old team in the high schools full-time for that matter with all the systems that you deal with so I just want to say thank you for the leadership thanks for the collaboration with all the city departments those
114old days of silos are gone and I think that's just tremendous for for everybody so thank you thank you I will say I I I did acknowledge commissioner Dave Murphy with the par Department of Natural Resources I have to equally thank um commissioner El grazioso and his team Larry penville um because as as the mayor did elude it is a multifaceted project it's a park project it's a it's a street wiing project it's a drainage project we have partners and National Grid and all the utilities that uh we're trying to move a little quicker but we're all sitting at the table together uh for the undergrounding the electric to allow us to wide on the streets and all that so there's just it's so many moving Parts but it is really gone smoothly thank yeah

120ask about um Point Webster carpeting I see it's on schedule for the summer that actually happening the meia told me get it done excellent um principal Barrett will be very happy to hear about that um and the uh is there any way you could just because the high schools aren't on here is there a way you could just kind of speak to some of the work that might be happening at them just jotted they in the public F right it's cuz you knew I was going to ask probably the biggest of them all is North quiny High School again with the support of the city council and mayor we just completed a $1.8 million boiling replacement without participation in the msba um it needed to be done um I will say and you'll seen the
121listing that the Parker school is scheduled to have an msba accelerated repair program boil a replacement project it's underdoing all the workings and the mations for the msba now but it's being bid for the summer 2025 Construction that will likely be the last Boiler Room the msba does um their resources are limited the cost of everything is skyrocketed uh and they've elected to put their money in other other areas which they're certainly entitled to do um so we may have we may have across uh or an acknowledgement on the door that is the last one they're going to do um so the North quiny High School boiler uh that Boiler Room it was substantial project done in one summer is done excellent we're doing another one this summer at Point W middle school again not
122msba uh no participation um but in addition to the boilers of North quiny High School we had to replace the main power components to the building we couldn't shut the electricity off and if they popped we couldn't have turned it back on that was significant uh that's what caused the interruption in food service out of North quinsey last summer U but it was it just had to happen uh we replaced the carpeting in dozens of the classrooms in North quiny High School um not only just the original rate of red there's other colors that were done for the years that have just won out uh in addition because of ADA and IEP compliance requirements uh we did sailing tiles and sound panels and I think 12 rooms last year 12 rooms the year before and
123we're slated to do them again this year so I think behind the scenes a lot of the teachers are asking for those students so they get renovated classrooms um but they come in the rooms look great uh we did the science lab in room 430 in collaboration with principal Gilbert um and some funding that he received uh and funding from the the Housing Development Across the street we got that done um some of the stuff that quite frankly and honestly and I apologize but never would have been done in the school department was still doing the building the ornamental entrance on Hancock Street that beautiful cast stone entry in the pillars and all had water damage for years and hunks of stone were falling over the entrance um so we didn't just take it off
124and throw it out we took them off we recast New pieces and re rebuilt that to the original specifications um so that Stoneworks all in it looks beautiful uh the roofing is supposed to happen I believe this Friday so U things like that is great uh there's almost coner painting going on there seven teacher and staff kitchenet have been completely got it out and renovated um Plumbing upgrades over every faucet in every bathroom flush armors bubblers you know we've cured original construction 19 79 1980 plumbing problems we're just resolving now um because there was a focus on doing that um trash trucks crashed into the building at the loading dock that's all been repaired LED lighting Replacements uh throughout but there's many many those buildings are huge quinsey High School is number one at 10%
125North quinsey High School is number two at 9% of the entire City's energy use Quincy High School is 10% of it North Quincy High School is 9% of it so everything we can do in those buildings for energy conservation me measures really pay back it's huge and both from the green sense but from the from the pocket book as well um I think that's what I'll hit on North quiny High again that could go on forever Quincy High School design flaw with the haac system in the gymnasium because the two-story gym with the mezzanine level and the tracks was selting hot up up top uh We've designed and have awarded the contract to install D destratification fans I think I talked in the in the past we're going to do this this fan product called
126Big Ass Fans um but we elected not to do them we thought that might be Target for the basketballs and volleyballs and everything else uh so we're going into a different thing that we had uh mechanical engineers design U that will be done summer of 24 same thing we did LED replacements and Lighting in there um I just got word from Keith zagala today about some Grant funds that he had to update and modernize the automotive Technologies uh area we're going to work with them to implement all of that uh there's it's a huge building it's getting up there in age believe it or not there's ongoing ventilation issues and fan burnouts we do that constantly I made reference to it earlier the plumbing system of the building is fine the users of the building
127are always fine they're flushing things they should not be flushing and it's causing repeated backups in the administration area um so we we have engineers in there trying to solve for that problem and it may well be digging up the floor and putting in Grinders um like the doing ships to grind up what gets flushed um there's another issue original design and it's one of the Energy Efficiency uh undertakings people do where they like they they spring-loaded or they or they sense in motion uh hand washing and sinks underneath there's the hot and the cold water and the little L that that combines them like everything else they made of plastic they wear out the hot water wears them out so the cold water at quinsey high school is you turn on most anything you'll
128get hot water uh so it's a waste of energy certainly and it's a challenge for people that aren't expecting hot water it's not hot enough to to scald you but if you're not expecting it you're not expecting it um but the fix for that is replacing everyone in them every one of them in that large building and the code requires we replace them with the same product so it's going to be a repeat of that project uh that problem so we're actually going to go and try to get a waiver from the code requirement it's a long long stretch I doubt we're going to get it but we have to at least make the effort it's just going to be a forever issue there that's right and it's not just there it's every building a
129lot of the things that are designed to save energy actually cost you money we can't shut the lights off at Central Middle School right now the lighting control system is fried it's a proprietary system nobody else can fix it and that company is out of business so we have to spend thousands of dollars to be able to shut the lights off when you can do it with the lights switch andem motion sensor but the code requires that whole fancy system right um now what about the auditorium lights in the high SCH SCH I know um and we have a lot of prestigious um events in there and they blink there's no dimming it's either all on or it does this wicked annoying blinking all the time at Quincy High yeah quiny high so again with
130they the May support the $775,000 and the current funding from the CIP uh to replace those lights and when will that be done we have to get everything else everything's so expensive now you can't do anything without like full uh closed seal bids um so we have to have specifications for it we can't just say hey S Electric change those lights those days are gone um so it's a timely process but the engineers are working on developing the specifications and the design and picking the fixtures and all that okay and you you know you don't want to just go in and put any run-ofthe-mill cheap fixture e you knowledge is it's a very beautiful space there's all different types of events in there you know you don't want to just go up and put a
131full foot florescent tube in that space you want to do appropriately so there's that consideration about uh taking a step back and doing it properly as well so do you think it would be like a whole another school year before that kind of gets to I mean I would hope not honestly and because that's actually one of the things that can be done during the school year um you know whether it be evening hours or or somebody with uh you know to get the C and the fingerprint and working the auditorium when the students AR in there so it doesn't have to be delayed till the summer it's not going to interrupt the use of the school but I can't say when the specs will be done and the bid will be awarded okay thanks

133location for the charging stations and those buses was the the St the former St Mary School site uh we looked into it uh I met regularly with the group from Boston and other users of it um we're not convinced that the electric is our best option up front um we took a step back we're going to look at hydrogen we're going to look at compressed natural gas other other areas um from what we see there are many advocates for the electric buses um but many of the people that have The Fleets report a significant downtime with repairs and other issues um so rather than jump into it uh and and for the Feelgood of it uh we just want to take a step it's a lot of money for them you know words federal and
134state money that was put towards doing it but there was a significant city outlay as well required um we didn't want to rush into it and do it wrong so it currently on hold so you're analyzing which type of where we should go which would be the best way to go because I I'm very interested I know and I've spoken to Mr drao about this but we still have our buses idling at the schools we do they pull up and they idle out in front of the schools and and the fumes are terrible in front of the elementary schools and you know they they'll stop doing that if you remind them but it's just it's it's not it's really noxious smelling um and so I'd love to see us not only for the environment but
135also for our students health and safety trying to look at some alternative yeah so I'm hoping to continue on that we will and been working with Chris Walker and the mayor staff on that as well I I you mentioned it I would like to take the opportunity I should have earlier uh to thank my staff and the entire department of public buildings crew uh the maintenance crew the the the the Blue Collar the the plumbers the electricians the painters the mainous guys if I miss anyone I'm dead the administrative people the project managers it's a great team the mayor's assembled and uh they really uh enjoy it we've got so much going on we're really challenging them they're not just hanging boards or changing faucets they're doing renovations they're doing new construction they're really showing
136their skills and their level of skills and confidence that they have and they're proud of it um so it's a great opportunity for them it's a great opportunity for the city um I keep saying it when they look at my overtime line but the cheapest labor we have is that crew on overtime U with prevailing wages and everything in the outside world so um Dave Scott his knowledge of the buildings and the HVAC systems and Brian hul who helped them uh would really be in a world to hurt particularly during the whole covid years put out those those people on board um so I I absolutely want to thank them and my administrator staff and everybody I can't believe it July 1st I stopped my ninth year in this job and I thought that fig

139funds available we look at uh spending those funds uh if possible uh we find ourselves this year in a situation where we're really just addressing the deficits uh to get us through the year and these are the same areas that we touched upon um on the uh quarterly report uh for March uh 31st and April uh so what we're uh suggesting we do is make a transfer uh to the following two line special education TR tuitions $1,469 th000 special education Transportation $800,000 that'll handle the deficits in those lines uh and we're requesting the monies uh transferred from uh the salary lines $1,580 translation services uh$ 205,000 and then again goes to that uh reduction in that line item uh in the current budget supplies 100 $1,000 natural gas 42,000 uh and we're not looking for

145to read very good thank you Mr gutro meeting policy meeting June 6 2022 summary yeah there were two items both of them were discussed today on the full city council agenda one was the public participation the other was subcommittees of the school committee both of those will be further discussed on September 11th and um so remove the number 11 is that going towards do we need a v voice vote to remove number 11 revision of the policy section 1019 so I I move I make a motion that we uh remove um the concussion policy from subcommittee all in favor I and now we need to vote on Voice vote we just pulled it out of subcommittee right so that Voice vote was to take it out of sub committee now we have to affirmatively pass
