002matter of business is the public hearing at 7 30 on the operating budget the operating budget the proposed operating budget was in was online correct yes make a motion we open a public area any opposed all right public hearing is there anybody who wishes to speak in the public hearing christine i think you can do that oh this is something i'm sorry are we going to receive we're going to have another one first year you learned all right do you have something to say about yeah we're going to hear a report from the budget subcommittee um not at this time what would the if i may ask what would the purpose of because the public hearing is for the public who have any questions and what they see they have the right to speak and
003that's why we made sure it was in online this year because most of the time it's never been online i understand that the budget is a significant amount of money yes most of the general public probably doesn't see the budget online so i just thought it would be appropriate i don't know i just would ask that kent give a recap of the budget for those that are here so i think brad was gonna are you gonna do your presentation um i hadn't planned on it but um i can if you'd like thanks good all right so we have some modifications that come in later so well thank you all right a student representative reporter public hearing motion to close the public hearing all those in favor die the opposed bananas yeah okay um winter sports

007and what you've accomplished yeah so you've left you make sure you're proud a girl state champion and now you have much success in the future [Music] approval of bills in payroll which i have here which will go around in a minute approval of minutes of january 25th 2022. any opposed all those in favor look at you going what any opposed unanimous vote correspondence we have a couple of um bills from our lawyers would move for approval the payment of the howard greenspin bill dated february first in the nuttell mcavoy and joyce bill dated february 9th howard's in the amount of 33.40 in the metal bill the amount of a second all those in favor all right and he opposed unanimous vote it was also a letter i believe in correspondence from mass department of elementary
008and secondary education did you want to speak on that nope that's just in there for your information okay well it was good because it looks like we're doing everything right all right public comment do we have a um a sign-in sheet for anybody to speak today i think you skipped one item oh did i do that which did i one minute i'm used to slow what we're doing right according to the disney letter actually i'm missing my second page of this which is at the bottom of that one oh here it is okay um they evaluated desi ellie desi evaluated us on our la lea rubric and as a result they're not requiring lea to engage in any specific targeted and technical assistance activities so this has to do with our special education and i
009don't know what it means uh we meet requirements that was the thing we meet all the state requirements and uh on their rubric um on the second page i'm sorry um right below the chart it says the sharkeen valley regional vocational technical public school district earned 30 out of 32 possible points on the rubric for 93.8 so can i just i spoke to somebody who didn't want to publicly speak okay sure yes um so it was brought to my attention that there was some concern that there's um an over burden in in the guidance slash um special ed so a year ago it had been two separate positions now it is one position although um it is in in the things to discuss i did just want to bring it back into discussion based upon
010that conversation because it was two two separate entirely separate positions that were put together [Music] and possibly it does need to be separated back to where it was before this year um due to the fact that it it didn't work out um it was seen throughout the year and dr jackson was trying to correct for that by re it back to where he started from because it wasn't working so that's the public comment okay thank you all right superintendent's report so very briefly um just want to keep the committee and the community updated on where we are covet cases um spiked as we all know right after christmas winter break december break holiday break and um have dropped precipitously um last week which was school vacation week we only had one case reported to us
011um which actually took place the week before because this of thursday to wednesday so um we um we are um that's that's uh pretty positive um we are mass optional effective yesterday in addition the cdc lifted their mandate to wear masks on school bus effective that same day we are encouraging any students or staff who wish to continue to wear their mask we're encouraging them to do so and i am personally being very strong about stressing the aspect of personal choice and being clear that tolerance we expect people to tolerate anyone's decision whether to wear a mask or not and so far i would say that probably two to five percent of the students are wearing masks um that i see and um i think that the number of staff members that are wearing masks
012is a little higher but i think it's probably more situational for example i'm not wearing a mask tonight because i think it's hard for the folks who are at home to understand me when i'm wearing a mask but i do wear a mask when i'm in the hallways mostly as a sign of support for students and staff who wish to do that so that's where we are with that um the member district vaccination rates um has gone up um about three percentage points on both the 12 to 15 year olds and the 16 to 19 year olds although our five town total um actually the 16 to 19 year olds is actually approaching um is actually approaching 80 and the 12 to 15 year olds is about 67.4 we don't have any as just a
013reminder we don't have shashing specific numbers these are just the town-wide numbers that are reported um at the state level on the state database just quickly i really don't have a new update on recruitment we these are the numbers um as you know applications closed for the first pass of applications on february 1st so everybody who applied as of february 1st is in our first pass so there's eight 481 eligible applications this year um and um we are we did see um we in terms of numbers bedford's numbers are up as a percentage of the total that's unchanged but i think going from 16 15 to 16 to 21 is showing some progress um burlington's number again i'm i'm encouraged by um 59 um i get to um i get the pleasure of meeting with
014melanie and i have the pleasure of meeting with the wilmington finance committee on thursday night when you folks are conducting your second in your last the interview of your second candidate um and um and they're actually meeting in here with us and i'm going to get to um we're going to get to share those exciting numbers with them um this is not um this these are actually these are do not impact next year's budget these do not impact next year's budget or the assessment said you're voting tonight the assessment is based on the the numbers as of october 1st of this school year my so but my message is that the wilmington numbers continue to go up mostly as a percentage of the total to the point where wilmington is now the second uh highest
015district with their sending students here and um we shall see how the um application the remainder of the application process goes we are um um we are we have about 150 students applicants excuse me who have not yet been interviewed we have had some um we've been we've had a staffing challenge that and we're meeting as an administrative team tomorrow to figure out how we're going to divvy up those remaining students and get them scheduled allison camerota has been doing she's of the ones the interviews that have taken place she's probably done two-thirds of them um and she's really stepped up and i am very grateful for that um but um we have to figure out a way to get the remainder done and we will be communicating if you have if you've applied prior
016to february 1st and you haven't had your interview we will be getting to you either by the end of this week or next week um we are still hoping to have our first set of our initial decisions out to students um in the early 80s that completes my reflection thank you nice yes one quick question and also an officer um the staff has done incredible through covent period i mean it's it's so dominated the time that you've been here in everybody's time obviously so you know it's amazing how how well things have gone having said that um one thing i was reminded of both by some uh materials from our that i've been sharing in our agency and also a report i heard just a reminder maybe this is something that's already been discussed here
017as we're coming out of the period of one particular group and this applies to both students and staff that have concerns are people with immuno-compromised circumstances who now are in some cases are reporting they feel like oh we're going back to normal and as one one party said in a news report normal was never good for us to begin with and so hopefully for both students and teachers if there are if there are kids or if they're faculty members and staff who maybe have a particular need to continue masking or having people around them math that maybe that that be encouraged and usually people step up to the plate if they know somebody has a specific need and i particularly with you know the age of our teacher population the age in the age of
018our kids and the health so i don't know if that's being discussed but it's starting to be looked at a little bit more i think now that oh well some people we can't quite go back they don't want to go back to complete normalcy as we most of us define it so that thank you that's a great comment and question um we actually did have a teacher who expressed some concern as we were beginning to go on as we were transitioning and we worked with this teacher to create kind of a template of communication and this teacher communicated with their students sharing that they had some non-specific medical concerns that and asked them to voluntarily wear masks and this teacher offered to provide them as they came into the room um and um the teacher
019committed that they would not you know that your decision you know she will this teacher would honor whatever decision was made by the individuals but wanted to make their situation in general known and i visited that classroom both yesterday and today and i can say that probably 80 to 90 percent of the students were missed that's great and that is you know as opposed to two percent in the other classroom so there's a lot i mean i think particularly at this age um if the students are asked respectfully and this is a teacher or student issue but if the students are asked respectfully um and then um you know so far they've responded with a great deal of respect and um empathy which i think is very encouraging and we're going to use that template
020should other teachers because it is important to make it clear it is still voluntary because um it is not something we can mandate and um and that they and there would be no repercussions should they choose not to um but so that i think that template actually is i've already shared it with a couple of colleagues who were asking statewide about it that seems to be getting some traction thank you anybody else yes um a couple of things that have been those due to code that have not reopened yet are the pool and the granted dining room for in-house eating are there any conversations about opening those before the end of the school year or is that tabled at this point yes rams had we've had a conversation about um with um mr norfolk which
021he was going to go back to the culinary department and i basically you know they have to consult with the local board of health um and i haven't heard back as to how that consultation went uh our culinary department excuse me our cosmetology department is has been open will remain open the lessons i was getting a lot of push on the lessons um less push on the public um so i'll but i'll follow up with them thank you thank you thank you thank you so i have a question you know about the admissions so when books like shakespeare's percentage may have changed this year does that affect the number of seats we have or is it still going to be something that is allocated has wilmington taken some of the seats the once a community
022reaches the minimum number of seats it has it's allocated through the um regional agreement um students are accepted on a town-blind basis so while the numbers may work out as you describe it's not purposeful so in other words it may just be um you know the law of averages that causes that to happen but it is not but there are no quotas beyond the minimums does that make sense so those numbers aren't based on the number of applications no it's in the regional agreement okay all right thank you thank you it's in the emissions paul pardon me the admission is possible karen my it's in your admissions policy okay that's good thank you thank you okay all right anyone else okay subcommittee reports budget so can we brad is it possible just do it i
023think it'll be helpful for people when you get it sure my desktop is sorry for turning that off but i want you guys to see what mess my desktop all right so um this is the superintendent's recommended fy 23 budget um in um connect um off is it plugged in that was the first question they always ask right you know i know to come on camera you know [Laughter] can we step around can we do old business while they're fighting with stuff we could do all business does anybody have any old business what about the msba stuff are we still gonna do that or this year we will have something for the committee before the deadline yeah okay so that would be ultimately you folks have to vote for whether or not will that be
024on the april meeting or the march my plan was to meet with the facilities subcommittee and review the proposal well at least show you what uh uh um the um statement of interest of interest looks like i'm trying to do two things at once um and um and then um to seek their um their support and then bring it to the full committee it's due april 30th so we could so i don't see we start anyway um i don't see um so we'll what happened in the april um because it's going to take a little bit um did you want to do the school calendar whether it was is that an easy one or not sure i can't agree on that well i have i do have a little question okay so the first day
025of school is when the the freshmen show up right okay that's all i wanted to know i think there's one very minor error on the second friday of the school year it says it's a the 30th is that it's got an input we've got an m next to it which would indicate that it's progress report day september 30th and then that's listed at the bottom it says midterm yeah if you look at the list at the bottom it says midterm but that doesn't make sense for august september it's august that's september 30th so that's for all the assassins on the calendar august september reports at the end of the second 2022 2023 school calendar and presented okay i need a second all those in favor all right any opposed unanimous vote all right program of
026studies did everybody get my email that we're going to do it and uh at our next meeting all right so that the curriculum subcommittee can look at that does that interfere in any way with the school's ability to get it printed in time well i asked that question and they said we could do it on the 22nd so all right so someone has answered that question yes we need to make a motion of the table there can you just take it off you can do a motion until taylor to till the next meeting you can do that all right i'll make a motion that we tabled the program studies till march 22nd second all those in favor aye aye any opposed unanimous vote on subcommittee you know look out for an email from us yes
027that's nice how are we doing um it's rebooting sounds like it ended as well as it started was there anything else an old business that anybody else wanted to talk about i don't know every once in a while people mention things and it's kind of forgotten for last graduation yes we did we recognized that we never brought them together the original thing was to bring them here and because everything was so crazy okay um can i just tell everybody um brian myself patty and brian's wife went to the brookes scholarship trivia night a couple people donated to to pay for this the seats which we appreciate all the people donate directly to scott's information it was a fun night it was board games um we made it to the finals and then lost them finally
028but that's of course great job we didn't make it to the finals we did make it to the finals we had a good time um and i look forward to being there next year and we got the master of ceremonies or the mistress of ceremony you could say that uh is kim conway she is uh on the darkest side of the board and she's always there and she made a point of saying welcome and thank you and and all that so it was a lot of fun and i hope more of us can join next year and i hope that the timing will be such that maybe some teachers and administrators so that's funny we made it to the moment to the playoffs oh strategy [Laughter] so this is my recommended budget and then i
029will defer to kent to share the adjustments that the budget subcommittee is recommending to my recommendation the budget is really being driven up by um decisions that have already been made particularly in the area of contractual obligations both in the area of settled contracts and this budget includes an equivalent cost of living increase for your unaffiliated employees which are employees who are not represented by a collective bargaining agreement um and that's driving the budget up in and of itself 557 our health insurance primarily to the gic the group insurance commission which um fund which is the fund we pay our obligation for retiree health insurance and then middlesex county assessment which is retirement benefits for non for employees who are not part of the mass teachers retirement system those are both assessments that are being
030given to us so those that's up 234 thousand dollars our student transportation um has gone through the roof um and that is primarily because we are in a we're at the beginning of a new five-year contract so we had a three-year contract extended for a fourth year extended it for a fifth year and then when we you can't extend it any longer and then we re-bid and the transportation um vendor this is a this typically happens there's very little competition on student transportation um notorious across the state and so that's where we are vocational supplies and materials are driving the budget up 36 thousand dollars if you only have to go to home depot and see what the price of a two by four uh is um and sheet metal and all of the location
031a lot of the construction materials are going sky high our opeb which is other post employment benefits that's a set aside we put uh in the budget um for uh to build our um our trust fund um is the plan um through the actuarial um tables um is increased uh that by 19 000 athletics is going up um by 17 um 805 that is essentially transportation and the coach's salary increases and then all the other remaining line items all of them um i was just about to 32 000 so that so we are dealing primarily with a a budget that is increasing to fixed cost hopefully this is going to work for me now my computer do you want to hold questions to the end or you want to take them as you go well
032since my computer's frozen this would be a great time sure well a question about transportation costs just curious and from a historical perspective have we have is the district always done one contract to cover all five towns has there ever been consideration given or experiment undertaken with breaking it into five contracts just to get the kids here no i i might put that as a suggestion for something that some other communities have have at least experimented with sometimes with good results sometimes with not so good results because um almost every time you lack a competition in school buses is rampant and we come nancy and i come from a town we've had the same company for 50 plus years now so we haven't done a whole lot in bedford to get competition um but some
033communities have looked and said wait a minute as long as we make the vendor do everything we're never going to get anybody break into the market and if we break this in a regional school is probably the is the best place to consider doing the five contracts it's a it's a pain from a contract management and a bidding standpoint under 30b but i can see where as a certain size vendor could handle getting the 40 plus kids from bedford over here but they don't necessarily need to be the same vendor that gets the number of kids over from bill rick or burlington and each of those towns already have a school bus vendor so i it might be something to look at because everybody around the state is trying to deal with the same issue
034um and that's why boston is sort of it's their we don't seem to match up with boston but what boston finally started doing to get a little competition is saying we can't have somebody cover the entire city we're going to go neighborhood by neighborhood and chop it up into smaller contracts and it had some benefits some years boston has other problems getting kids to school but anyways this might be something to look at melanie does our bus company cover any of the other five towns no they used to work times but i brought up with some community i was like shocked that in two years the transportation went up halfway dollars that seemed like a lot to me because i saw that number on like unless we were getting a great rate two years ago
035which i don't know well we were getting a great year rate two years ago and this year's budget which charlie you probably weren't here when we signed it but um we the the um la the current budget we're in underfunded the uh so this actually increase should have happened in the current budget so we're just kind of catching up um but um never to suggest that the small number of bus companies that now exist in the commonwealth would ever engage in collusion or deliberate manipulation except they probably do because they all know each other they all know who's bidding which towns they are incredibly territorial and sometimes you have to break up the contracts just to mix it up because i i used to do school procurement stuff a lot and they um they know
036that it's a really small pool so this is year two of a three year contract with two um the possibility for two extensions yes yeah so we're we have this contract for fy23 and fy24 at a minimum okay but i will tell you because i do the procurement for buses and even though even if you get 50 bus companies who respond to you get very few people that actually bid but and you're saying well because you aren't getting the smaller person but most of the smaller companies have been eaten up by bigger companies i'm not sure how many smaller companies are left right so i'm not sure that that would work you know no i mean i mean it's a thing to look at i think it's more the fact that each of these towns
037has a company that's already attached to them that has an add-on right might do it less expensively than the one company that's committing to do all five um yeah i'd love the reference i mean when we get to it i think it would be important to reference to the regional district that did that i would be concerned about a fall off service if you're the little if you're the the second thought you know if when you know when we've got two buses coming over here or four buses coming over here but they've got a fleet of 18 over there are we going to be the one who gets the short stick all the time so that that would be a reference question i want to ask that region that did that but it's a great
038opportunity to do that oh you go out and buy your own buses that's what some sounds do too that's what concord did about 30 40 days ago for themselves they maintain their own buses it's an issue that isn't going to come up for two years christine you have a question oh just the bus company that you that shashin has now is the bus company that was our bus company in berlin which did a really great shrinking marketplace all right so the budget development process basically is driven mostly by those fixed costs um however there are a few strategic improvement initiatives that i have added to that i'm recommending one of which the budget subcommittee is recommending one of which the budget subcommittee is not recommending um i'm recommending i'm recommending two one is to realign
039personnel in the engineering electronic shops and the other is administrative school-wide efficiency resources in the electronics shop the recommendation was to realign personnel in that shop we have had that shop has had a rebirth um based on a new project-based curriculum that they've developed on the concept of mechatronics which is an interdisciplinary engineering program robotics electronics computer science telecommunications and student interest has really returned so a couple of years ago we um before i got here our student interest waned we went from three teachers to two um but had to add a paraprofessional to cover um for related classes while the two teachers were um that run on the academic um this year we have um we saw 16 students um sign up the lab capacity is 18. next year we've done our surveys we
040survey students freshmen about two or three times so what's your first choice what's your second choice now what's your first choice what's your second choice third choice and 18 students have indicated uh kids in the last survey that this shop is their first choice so we see we see the the demand returning so my recommendation is to replace the paraprofessional with a certified teacher which would have a net budget impact of 68 000. the second one which is not recommended by the um unanimously so by the budget subcommittee um is around administrative support and i am going to give this a real quick pass because i can count to four and i know the difference between six and four is not that large so i may be um maybe thick headed but i'm not stupid
041so this is based on partial as you you've seen these numbers before our administration the number of administrators we have per student is compared to all of these schools is at a high level that is on one hand the sign of efficiency on the other hand in my view it's the sign of opportunity lost we have an opportunity with some strategic retirements or vacancies to realign three positions the supervisor of food service would be realigned to the director of school food services we would take a retiring guidance counselor and remove that position from the budget and replace it with a director of guidance and we would take the funds currently allocated to the in-school security monitor that is a vacant position due to the untimely passing of the incumbent and replace that with an assistant
042principal for students and the justification i wrote a pretty extensive justification in my budget message um that is at the beginning of the the budget that was in your packet the net budget impact of this would uh would have been only an additional thirty thousand dollars however this um this initiative um in its entirety did not receive um any support from the budget so my recommended budget um is uh would be um our based on our fy 22 approved budget adding the fixed cost adding the two recommended initiatives that i had would be thirty four million seven hundred and seven thousand ninety four dollars or a one point two million dollar increase of three point five nine percent um and now kent can share with you what the new numbers are based on the budget
043subcommittee's adjustments so the bud secretary met tonight um everybody was in favor of an initiative one and then initiative two everybody voted in favor to not observe that instead to keep the positions that are being replaced open and funded um so that was our recommendation to the entire hundred seventy seven thousand seven eighty thank you so much or is that after the budget sub-committee presentation we can do it now and then vote now you don't have to wait until you get to that point i don't know uh are you finished with your report yeah i mean we had uh melanie went through like the line item stuff like in the budget i don't know if anybody wants any further review of that or clarification just a quick question going back to you know the second
044um you know proposal i think the intention was with the new superintendent coming on that that would be part of something that they would do as part of their transition plan i don't think anybody's not saying that these areas shouldn't be addressed long term i think it's more that that that should be something that the new superintendent should take up as part of their review the entire school and the administration is part of that i think is what i don't think anybody is saying that long term none of those positions should be maybe come back or be reviewed i think it's more that should be part of the incoming superintendent's review [Music] the current position so there's director of support services can you clarify things to answer this question now but how that reports like
045who that report's up to and if you were to split long-term guidance and special ed can you provide some type of i i can buy you know probably the next year yeah that's fine yep just to clarify like you know with the current role and then with the appointment if we were to go that long term like what how that report of the superintendent and then the georgia okay thank you i do have a question to the budget subcommittee or to melanie or to someone i mean if you look at it's only a one or two people but like the academic director there's a price that says their approved budget salary and that is not the salary on the contract i'm on page 14. so where did that figure come from so that was just
046on budget historically the budget has been a budget and you have voted the non-union separately so as you'll see some of the percentages for different people are not at 2.75 because the previous budget year was not actual if there were any changes made or through a retirement or changing in staff you might have you know budgeted one salary and then you hired somebody less so that was um that was based on budget not now okay do we ask i mean i i just looked at like the contract said this is what this person started with for fy21 and that's not the number in the budget i mean fy 22. as of july 1st you suppose that person was supposed to make a certain salary and it's different than what's in the budget can i ask
047questions what is the um what is budgeted in the fy 23 budget and non-contractual it's your price and that's what the teachers are getting in the last couple years the committee has asked me to put the same so does um have any questions about the percentages because that's what we did in detail like i mean for example if you have the same fte like the audio stating and it's over dude anybody need any clarification because when we met from the third that's what she went through and details is there any particular line items like if it has the same fte in that department and it's gone up like you know over contractual rates does anybody any clarification any of that stuff i do have a concern um so initiative two was changing three things food
048service the gentleman in the current position is retiring so has to be replaced and as i understand it the change is sort of just shifting where they fall in the budget and it will save us a little bit of money to shift them is that correct correct and historically it was able to be a teaching physician and a school nutrition position but because of the changes in desa they really transitioned into a full-time so we had done it the current school official and i had done an analysis and that's where we came up with the salary we put in we believe that would be a fair number to replace him with the director of food services so they will not be teaching at all but that's okay we don't need them to be teached correct
049and they won't be a member of the union they won't be on this schedule right next question but that change is not no i know these three things that i'm asking about i know are not recommended by the bunch of subjects the second one is the guidance section and so last year we took special ed and guidance and i apologize for making quite the right term putting them together and i'm hearing that it didn't work for whatever reasons i haven't asked for details but it's not working and we want to split them um and by members of the subcommittee are hesitant to split because timing wise they have to be hired now with input from the superintendent elect but in order to have them in place july 1 they have to be the job posting
050has to be now we can't wait until july one if the new superintendent elect was like yes i want this and and and say ask for the amendment the budget and we did that july 1 they're kind of out of luck because there's not going to be anybody they can hire the hiring period is for the most part now has anybody asked dr al doctor mr albert mr albert has anybody asked him can he do both jobs for another year because he did both jobs for a year and is saying it's not working i i'm saying you're saying it's not working i would assume trust hope you've spoken to him yes and he agrees and now we're going to turn around saving them yeah guess what you have to wait another year you have to
051do what to me seems it's two jobs and then i said i probably should have asked about this more last year when we put them together and i'm going to blame it on an experience and water under the bridge and can't do anything right now but i'm hesitant to just say okay we don't like that idea trash it without finding some way to support mr albert if we're not gonna split them if we're gonna wait and let the superintendent superintendent-elect decide if they want to make that split we need to do something for him because i think he is too much on his plate and feel free to disagree with me i don't know we did pretty well in the uh in the lea determination didn't we we did but i would like but has
052anybody i would like to hear from mr albert and i realize that's kind of impossible because we need to decide but i i wish we could get his input on that um because then the other part is the um assistant principal um students and the address to solve the the dean's department has been without a person for a while he was in poor health and then he passed away and he's very missed but what are we going to do are we going to actively fill that position before july 1 because otherwise are we again leaving the dean's office a staff member short for another year i don't know i wasn't in all the budget meetings i i'm inexperienced but i'm concerned i do have a question i have a question to you dr jackson um
053the person who is elevated in the guidance department to kind of take some of the pressure off of student services director did that not work out at all it hasn't worked out to the extent that it makes the job doable by one person um the quantity of 504 plans that are overseen by by the director of guidance now the director of student services um is very high um higher than it is in most comprehensive schools so that workload um that workload was not is being assumed by mr alder and is not part of the i mean i understand the budget subcommittee's concerns about say here hi mr new superintendent elect his three new employees but can't we give them small shorter contracts and that that person make their changes in the year two yes i
054just want to come i actually support the budget subcommittee uh i think from the moment that the guidance department and the guidance department and the student services were combined it was doomed for disaster anyway it was the student services department in my opinion it was the most overburdened department in this building and now you combine it with guidance keep in mind taran that the salary for the guidance person that's retiring is in the budget uh if your new superintendent wants to recommend that those positions be bifurcated in july he can do that and i think that is the way to handle that uh i think there are just as significant issues uh in the dean's office i think that that's come to our attention on many many occasions uh to throw 121 thousand dollar assistant
055principle at that problem in my opinion doesn't solve it um i think that the new superintendent has to come in here and look at that department and find out how he wants to overhaul that deposit so if he if he wants to overhaul by by making a new administrative position in overhaul an entire department that's a decision he should make now and i think what i'm saying about all all three of those positions would apply to audrey so for those reasons i would support the budget subject keep the money still there it just means that those decisions aren't going to be made until after july 1st and i think that's the way it should be i'm sorry yes i share a lot of the concerns uh taran uh has has articulated and i think partly
056what we have here is a difference between substantively agreeing with many of the um the goals that the superintendent laid out as to why he was i think many of us support substandardly some of the issues related to student discipline and different approaches to that the need to unburden a couple of different divisions and were we making this decision in a dif in a different school year different budgeting year than one in which we have a new incoming superintendent anticipated and i and i think having listened to the budget subcommittee again your concerns were more about timing that and maybe the fact that we're making we're trying with doing policy in the middle of budgeting which is not a great situation to be in this is these are some very substantive important changes to the
057school and yet i i think one of the things that tara is getting to is that sort of crucial issue that kids only have four years in a given high school and there's certain services we want to make sure that they get throughout those four years and how many things can we put on the incoming person and then in terms of the hiring cycle and it's sort of like looking at the venn diagram of new person budgeting the need to get people in place to serve students better and i think again a lot of i think even some people on the budget subcommittee substantively agree with a lot of dr jackson's intent and spirit so i don't know if there's a way to compromise those things around timing i think partly what some of us
058have thought is the money no no incoming superintendent is going to be unhappy to have more money to allocate among administrative roles but how he presumably he based on the current pool how he chooses or prefers to do that based on his own experience and based on the input he gets from dr jackson during this transition period um may vary depending on who the incoming person is so i don't i i would hate to see us take a vote that makes it look like we're rejecting the substantive goals and objectives um or not funding it we know we need to come up with bottom line numbers to present to our town's finance committee and town meetings um but the details about where the positions go how they're allocated um i heard bob's comment about an
059assistant superintendent a certain number and some people will disagree with that and yeah i want to hear what the new superintendent's preferences are too but i i i also know that a lot of us have conversations with parents and christine's comment earlier on the public comment period reflected this where people we've talked to people about changes we think we see coming that were referenced in dr jackson's proposals that people seem to think we have a need for whether it's breaking apart the dual roles that jeff albert has had um dealing with new approaches to student discipline to take into consideration a broader range of kids parents and teacher needs all of that so we don't we don't want to have take a vote that and then i also heard and i don't know if this
060is what what brad intended i said an implication that you were going to see we could get six of us to vote over our four budget okay i just wanna clarify count to six i knew that already coming in here tonight so but if i may be sure one thing to keep in mind other than the assistant principal's position which i wouldn't have supported anyway the money for those other positions is a very very small difference financially between what brad had proposed and i'm not even saying brad's proposal is is wrong i just think the timing is wrong uh you could the new superintendent could very easily implement those decisions in june by moving with your commission a very small amount of money around the budget but will there be okay if if we've hired
061if okay so we have we have guidance council retired so like all right we're not touching the budget we're not changing anything we're gonna hire a new guidance counselor are we gonna do that because we're not changing the budget we're going to hire a new guidance counselor for june 30th and then what happens if july 1 mr superintendent alex is yeah i don't want another guy to come so i want a guidance director and now we like did we hire this guidance counselor and if we don't hire this guy's counselor now we're down a position because somebody's retiring like can we gonna be if we decide to wait in either direction higher guidance counselor or hire a guidance director until july one we gonna find anyone i don't know and i don't think the timing
062is really the issue the money might be issued i don't think timings from what i've heard is an issue in regard to the hiring for positions for schools so for accountants you gotta hire before tax season starts from what i've heard now right now is the time that we would hire so the people that we would want to be interviewing will already have have switched into where their positions are going to be and we'll have who's left which might not include the people that we had wanted i mean maybe we get one i think that's the thing that's interesting that's a i think it's a catch-22 it's like if you go and you basically do with the new superintendent that's what i think people are saying it's basically like you don't want to saddle them
063with positions that they may not necessarily want because when they come in they're going to review the whole school including the front office the problem in them but that's what i mean that's a catch-22 because that's that's that's one issue and i don't think the bryant's point nobody's denying that they disagree with dr jackson points it's just that it's you know it's you either go one or the other it's it's it's just the timing of bringing a new superintendent and with that that person has anywhere you go with structure they have the ability to re shape the school as they feel is the best direction long term so the guy coming in hopefully he's going to be here 10 years or more hopefully and that will be part of his first year ideas to restructure
064especially the front office how he he uh used that and how he wants to do it so it's like that's i mean nobody's denying that basically the hiring cycle or you know that some of these positions probably are not needed i mean that's not the but it's that's the problem this is you this person may come in and decide that they may not want that position and that's if they're under a new contract you give them a three-year contract and they're styled with a person that they may not necessarily want so i think that's i think i agree with brian's point that basically it's not you're saying that it's flat out no you're just saying that the timing is you got to get superintendent in and that person should be their long-term vision of what
065the school should be working in you know with all the stakeholders yeah but they may want to change there's other positions that are not up for discussion right now okay cheryl did you have something to tell you i just you just talked about me somehow could compromise our meat in the middle would it be a possibility to take that 30 000 and kind of you know add that to the salaries that are in the positions that are on hold and then also you know you think about in may and june you're going to have a lot of students graduating from school i know they're not going to be you know qualified to have some of those top positions that maybe perhaps you know they could be hired for you know one of the guidance counselors
066and maybe someone that's already here maybe be moved up to one of the other positions and also you know we talk about timing if someone really really wanted to come to sheen whether or not they'd be in next month or july 1st if they really wanted to come here they'd apply for the job so i think i agree with that and my questions to expound on your question to miss hagrid is you've been doing this longer than me if if we had to find 30 000 in that budget to increase the salary between the budgeted guidance position in a potential 40 000 between the gadgeted the budgeted guidance position of the person retiring in a proposed director would it be possible to do that i think so i mean we've got you know we've got
067estimates in there now for retirees right so we're you've got a 34 million dollar budget i find it hard to comprehend that you couldn't find 40 000 if you had to find it between the two positions after july first simply by recommending that money be shifted by the school committee and how much money annually do we shift fiscal year end to surplus to avoid returning it i suspect that money that's been there every year that i've been here is also the issue so i i think that answered the question show the money is in the budget i mean there's always unexpected contingencies in every budget so and at the end of the fiscal year we use it so that money is in okay um can i ask a question first about the guidance position i'm
068going to real we have more students and so how can we because the guidance counselor retires how do we get rid of that position i mean is it not needed it truly is not needed we're not getting rid of the position that would be filled no it won't be no if we get [Music] asking if we followed dr jackson's original suggestion yeah and hired a guidance director and reduced the number of guidance counselors how are we going to cover that student wise right yes exactly is this did you get an answer mr albert i posed that question to him and he felt that the existing staff could absorb that workload and he prioritized the director of guidance over replacing the guidance counselor all right i have an issue with that but okay uh nancy well
069it's i mean it's not it that excuse me i didn't mean do you know how many how what part of the case load would be covered by the guidance counselor who's leading that would have to be distributed among the others how many people are we talking about i have no concept well there's six there's seven guidance counselors now and that would be reduced to six so what would that work right right so it's that part it's divided equally well it's not the the guidance staff isn't divided equally like one guidance counselor serves like most of the freshmen okay so and then it's divided by shops well that's a good amount so um and yeah it is and and to be fair to mr albert and to to your point uh that um i gave him
070an either or okay option i had told him he had to pick one right because i didn't think the i can't even get i can't even get the committee to give me thirty thousand dollars for three administrators i didn't think i could get you to give me a hundred and thirty thousand dollars for free administrators so i gave him an either or uh option of he was either a guidance director or a guidance counselor does that presume oh i'm sorry does that presume that the guidance director has no student caseload no major case law the guidance director mr albert has a small case load itself right there then but instead shouldn't the full-time guidance director be able to take a little well again that would be a decision for your new superintendent but i would
071i would think that would be part of the calculation um i don't know if i can get this out in response to what cheryl said about trying to find the middle we're not fighting about the money you know we're gonna put around the money one way or another the hiring seems to me to be the obstacle is it possible to start looking now and let the new superintendent do the ultimate hiring i mean is it possible to start shopping so to speak send out postings now if you send out postings then in people respond they're going to expect some kind of conclusion to that and we're not ready to give that you know by the time somebody responds wouldn't we have our new person in place why of course the superintendent is going to be
072involved in the hiring what do you have input is my point yeah okay occupy the office yeah i think part of the and this is going to come up on a couple of the other issues later on the agenda i think we we've gotten into this july 1st now uh unnecessarily is this this um there are two choices and i think and out of respect to both dr jackson and whoever is our superintendent-elect i anticipate uh because i have confidence in both him and in confidence in whoever we picked this week and if if if they can't do this we shouldn't be picking them that they will be spending parts of march april may june on a transition period this this isn't going to be like that trump biden fiasco you know where the two
073of them don't talk to each other and you know brad says i'm not i'm not speaking to you i was about to say but sincerely if there's going to be a meaningful transition where i assume you're going to be giving input and that person is going to bring their own background knowledge experience i don't think some of these things are going to take that person a year to figure out if presented information about how the guidance student services combo has gone this year i expect that he presumably will say yeah i think i think dr jackson you're on to something we got to do that and i think similarly with some of these other positions so i think this this idea that it's nothing will happen here until after july first is a misnomer we
074don't have to be thinking that way um that some of these things can be worked out and we have a a superintendent will have superintendent authority up and through june 30th but he'll be interacting with and getting input and the new person is going to be providing input and attempt probably attending some meetings or watching meetings so i think there's a way to get a little closer to what cheryl was describing here um but a lot of it it's relying on on brad and it's relying on whoever we pick to to communicate for the best interest of shawsheen and i have full faith that he'll do that um and i have the poor picky better be able to do that so um i don't know i just think we're getting too into this like nothing's
075gonna happen the july first and somebody's gonna have to come in here and spend a year figuring out how to figure out the building i i don't think that we're picking later this week we think hopefully we're picking among two people who bring a lot of skills and abilities and knowledge of schools so can i i'm and again i'm not um i'm not looking to be the patron saying of lost causes here but um just to remind everybody we had melanie and i had a transition and on sometime in may i met i joined a school committee meeting and i presented a timeline and a hiring process for the director of special education who was the position was vacant and we posted that position in may when melanie was the interim superintendent and i was
076the superintendent of schools in holliston based on the um work us working together and then the by the time i became superintendent there was a there was a search committee in place that had done um preliminary interviews and that person and mr albert started august 11th so that trend that hiring process took 11 weeks and it took place over the cour over the terms of two superintendents and so it's not unheard of and it's not um but it does require folks to recognize to trust the professionalism of your incoming and outgoing superintendent now ultimately that it's not the process that i mean the difference between the two is that there was no question we needed a director of special education that was not a debatable issue and um it wasn't a question it wasn't a
077choice that i had as incoming superintendent not to have a director of special education that's where brian that our argument is is less connected them some members of this committee are saying that they want to give the incoming superintendent the decision the ability to decide if we're going to have a director of guidance i you know it seems to me that there doesn't seem to be a lot of disagreement around the table that we need one but you know but that's you know what we'll do is you know we will ultimately follow the school committee's um direction i my intention would be if the school committee votes the budget subcommittee's recommendation that i would not post a guidance counselor position i would not post the in-school position the in-school super uh supervisor security and i
078would not post the director of school food services and that just and leave that posting decision up to the then superintendent on july after july first after he he perhaps you know takes takes his seat so that is good question that would be how i would implement yes most contracts are two-year contracts some three-year countries some three let's say two yeah so whatever what happened if we did if we did not follow the budget subcommittee and we did hire someone and gave them a two-year contract you know they worked with dr jackson and the new person worked together she was on the news of july 1st as director of guidance and a year from now the new super new superintendent hates it this isn't working i need to completely take these iphone offers and rearrange
079it everybody he's not like fighting against a 10-year contract everybody's got you know a year or two left in their contract so he has the and again he because that's who our finalists are he has the ability to make major shifts if he needs to including and not limited to director guidance and assistant principal director being a student whatever he wants to mess with right like what would if we do something today it's only a two-year impact really right today and post and have a co-team hiring so that on july 1st somebody was in place whether it's a guidance counselor in place or a guidance director in place somebody was in place july 1 if it doesn't what whichever way we go it's only a two-year decision i i think not doing anything until july
0801st is the worst idea of all right um cheryl this is the last thing okay so brad when you talked about your transition with melanie you mentioned that the process started in the may time frame now a minute ago you said that if we followed the subcommittee's recommendation we would start to july one would you is that etched in stone would you be able to start the process earlier if you collide but that presumes no because that takes the decision of what you can't post position and start hiring process on both positions so the the example i used was and again where the analogy breaks down is the example i used was in a decision was i didn't have a decision to make about whether or not we had needed director of special education okay
081as the incoming superintendent that was that was an assumption it was a clear enough um can i ask a question in this little oh you said one but why did we not hire an in-school security person we have posted that position oh you have tried yes because is that the same as the sro no no no that's the this is the position that um i'm just wondering why that's even in question right now yeah i mean that's really shouldn't be in this mix because that position should be there and be posted and that's that's yeah all right so get that out of that all right i'm sorry just to kind of add to what brad was saying about he's done you wouldn't post voting with the subcommittee asking the thing that i'm looking at is
082like i'm going to sing the same time it's like but i just think we should let that person get in here and if we vote the subcommittee's approval right now we're going to have the hopefully like you said the new superintendent in a few days he could have a couple of weeks to look at it he can come back and ask us and like i said we can find the three thousand dollars say if he decides in the middle of april oh and then that would give it plenty of time so i don't see it being quite as worrisome as i was looking at right because he could come back in two months after he's been here and looking at everything he'd been doing double duty still working really working but i think there was
083still time to you could say yeah i think mr jackson right on this one but i don't think i need the assistant principal who knows but you know by july if you start posting sometimes yes one is um is there you seem like you want us to not ask any more questions well we're getting towards their reason why i think most questions have been asked but do you have a different question about something else or what well i want to ask all the questions they need to ask okay because i think there's a lot of questions by all of us at this point i want to be limited in that way what i want to say is um during our subcommittee in regard to the food service um i guess i had forgotten and that's
084on me what about that change going from the the um one to the other can you explain that to everyone what the purpose of that was because i don't think that you it's easy to see here and it was much more clear to me when you explained it so the the position and this is for the other people less so for me but i think it's important the position that is that we have traditionally held originally started as a teacher who also had a reduced workload correct me if i'm wrong because this is history before i was here it had a reduced teaching workload and supervised the cafeteria that worked that teaching workload has been reduced to zero over the years and that person is now not teaching and uh and has no student interaction
085other than been in the cafeteria because he was originally it was originally a culinary arts teacher um the um the proposal because that individual who has who is fabulous and has done an incredible job particularly during cold bid where our the lunches we're serving are tripled in quantity the that individual was retired so without hurting that person and it is it was my recommendation that we because that person no longer had that position no longer has teaching it has um no head no longer has a teaching assignment it belongs it did not no longer it could be transitioned to an administrative position which would be outside of the shushing teachers association contract because the supervisor of food service is in your recognition clause of the sta contract is a covered member the director of food
086service which would be posted as an administrative position i have met with the sta president and he and i agree would not be covered under the teacher's contract which would allow the administration and the school committee more independence in setting the wages hours and conditions of employment of that person so like for example you can say you're going to start your assist you're going to pay your assistant principal whatever you can make that same decision with the director whereas with if someone who's part of the sta you have to pay them according to the contract the sta contract so if they had n number of years of experience you'd have to pay them on this scale based on their education so you have less control over their wages hours and conditions of employment if i'm
087doing your job over here please uh please correct me if i'm pointing to howard you're you're you're your attorney but that's my understanding and that was the reason why i proposed that piece but again it was part of a package of three opinion that the director of guidance never should have been absolved and that it's too much of a burden on the director of special education i don't even know why there's a discussion about whether or not or when we should be hiring a directive guidance if you're going to be looking at potentially you know hiring somebody on thursday as a superintendent so start the process now as i think brian was mentioning start the process now because as brad was mentioning you're going to have both the upgrade and the incoming superintendent working together
088really from two days from now until july first so as other people are mentioning you want to get the greater you know candidate pool so get that started now i mean everyone is unanimously saying that removing the director of guidance was a colossal failure and i can say that because well i can say that because i have a student in special education all right we didn't say classes okay i'm sorry let me rephrase that i apologize it did not work i don't know what the terminology was but it didn't work and i have i have a child in special education who has not received some services because we're still waiting so that's all that's all i know you okay quick second thank you very much right thank you anyone else have any more questions about
089this budget can we break it up and say we support one part of initiative two and not the others if say we all agreed on the food service part but we want to wait and let the next guy decide on guidance and assistant principal or is it null or nothing can i mean i don't think that's a big deal that was already included the budget no subscribers budget subcommittee didn't support that either right the only thing they supported was the shock but i forgot about the the reasons why to be honest on me and i had i was over hearing it in the break and realized that i needed to reassess that and look at what he was saying in regard to that sure timing right now without an officer on site without or what
090like uh we have a full time that's it and that's on the budget the school resource officer by per the memorandum of agreement does not do day-to-day discipline they're not here as a disciplinarian they're here in their role as a school resource officer they're not supposed to do student supervision they don't think they um they're not supposed to be assigned cafeteria doing those things by by um for the memorandum of agreement so if there was an emergency if there was an emergency that all bets are off thank you and then the school resource officers is extremely flexible about that but um we can't use them in place of a of a of a suit of students their job is not student supervision so there's not a real so there's a super urgency to hire someone
091right away for that okay well that's i would they have been looking to hire them so that's not part of your thing right okay that's i think i misunderstood that yes ken has some numbers but okay okay those are the numbers i was going to suggest reuse we'll try we'll try if we move remove the budget as recommended by the budget subcommittee with the request expectation we can play with the words that at the meeting of the swashing school committee on or about whatever date in april we're meeting we will revisit the allocation between essentially between the superintendent's proposal and with the budget subcommittee that would give a month for new superintendent to talk to old superintendent not everything's going to be figured out but i think that's what a majority of people are looking
092for a little breathing room on um but the budget that we would vote on tonight would be as recommended by the budget subcommittee doesn't have all of the second phase of dr jackson's proposals but i think we've we've talked about how there's a there's an opportunity to come back and see where we're at in a month or so and we have the flexibility for adjustments if there's something wrong with this suggestion let me know but i i think we can do that i think um we have to vote a bottom line budget figure the other thing can come as maybe new business for another meeting or something that you want bob has alluded to there's enough wiggle room in our budget that we can reallocate some line items but we're going to accept the budget
093committee's recommendation if you wish that's the motion is to accept the budget though are you still comfortable with the food service i mean the other one's actually the food services director but that's already in your recommendation no i know i'm saying you want more we're doing the bottom line of what yours is yeah right now and then later if we want to discuss it at another meeting you have to amend that's my think you have to make an amendment to if you want to include the food service director the first motion should be to approve the subcommittee's recommended budget that should be the main motion then there's a potential for an amendment to amend the subcommittee's budget to include the food service director and then in a month or two you you don't have to
094put this in the motion in a month or two you can come back again generally discuss the whole situation okay it seems like some people want that in the future i i'd be okay with that but it has to be too tight but does that change the bottom line yeah okay be a meeting in a month and a half to adjust right because within the budget itself where if if say the new superintendent says i want to change the food director are we gonna we gotta find ten thousand dollars what do we find somewhere else in there so we don't have to change the bottom line them okay we'll leave that for you yes absolutely thank you for clarifying that because that way it becomes one thing the budget subcommittee's recommendation that's what we go
095with but we are revisiting but that's that's our recommendation it seems like some people are in interested as hard point in the food i think we can service with all three of those positions that could be a second that's an amendment yeah so right now we're voting on the bottom line right what is the bottom line the budget subcommittee's recommendation of whatever the term number is 34 million right 677 thousand seven hundred and eighty four dollars with the staffing as recommended by the budget center i would move that question [Music] we have a second second all right all those in favor all right uh do i have to do a voicemail okay miss kim yes okay that's the first one yes this gillis no okay spideloni yes mr fiore yes mr o'donnell yes it says
096median yes yes and the chair votes yes it's a nine one vote based on that um vote can um can we do to can't have the assessment so i ask that you can't make a motion to assess the member well this the motion is in front of you right yeah but that's we're saying are we cabling the food service we got the bottom line or we decision yes yes based on that number you have to assess your member community so the projected assessment by town is eight hundred and seventy thousand eight hundred thirty seven dollars for bedford 10 million 885 dollars for bereka 2 million uh 667 thousand 214 dollars for burlington 7 million 369 uh 366 for texbury six million three hundred and nineteen dollars that's right six million three hundred and nineteen thousand
097eight hundred thirty one dollars for wilmington can you just can you just clarify like yeah and the changes that we make that we're going to discuss and may do later don't affect these overall assessments is that correct they cannot right once you assess your member communities you cannot change our towns to contribute yes we are assessing them based on that this is what they have to do um yes i have a second yes um mr fiore mr madame mr muppet yes and the chair votes yes that's 10 nothing okay all right we have already gone through old business where are you gonna explain this lesson just some people know you think what you need you like the five-minute version oh what are your names like you would explain the assessment yeah i mean it's [Music]
098yeah we did but just explain how we come about the assessment sure so we took the assessment together the first number we start with is the minimum contribution and we received that from the state government budget come out and there's a whole formula i actually have a packet put together for all of you if you're interested in my town that gives you that information we then add to it the fy 23 approved capital budget and if you recall that's part of our regional agreement that each member pays a minimum of 10 so that specifically affects medford in burlington so even though they don't have ten percent of the student enrollment they're still required to pay ten percent of capital so in that column we deduct we give them each ten percent we deduct the two
099hundred thousand on ball parking off the one million take the remaining 800 000 and we allocate that amongst the three in town based on enrollment again once you take those two towns enrollment off the total so that you reallocate to come up with your capital budget assessment combine the two for your minimum contribution plus capital and the amount allocated by regional agreement is i estimate about seven million dollars should we take the total budget you voted today up to 34 600 we reduced the million dollar capital because we've already have an assessment category for that we deduct any amount of money we anticipate getting the chapter 70 from the state regional agreement deduct that and then it's going to be another seven million dollars to get us to fully fund our 34 million budget so
100we take that 7 million and that's strictly allocated by enrollment by town add that plus the minimum capital to come up with that fy23 projective assessment okay now one of the things and like i said i do have something quality if anybody wants it but yeah when you go through it and you'll see if your town lost a enrollment in your own school and you're sending more students to here the state takes all that into consideration and they say okay when we attend lost kids again and they keep sending more to sashimi they take money from wilmington and give us more money so it is interesting you know so i don't know thursday night's gonna be fun so wilmington's going up a million dollars out of that million dollars the state is telling us telling
101wilmington you have to give shaoxing an extra 567 thousand dollars regardless of what they do that's what we're saying that you have to give them a moment so that's no that's both wilmington wilmington happens to be the highest as you know for the past five years wilmington has seen a continuous increase in assessment but that is something that i always look at too so when we're questioned on it i can say listen the state is telling us you have to give us this amount of money so out of a million increase half of it is directly the state saying oh no you have to do that so that was very quick i'm sorry but i do have more yes does anybody have any questions for her thank you very much and that the updated budget
102once available will be on the website new business we went through most of it um we can have a quick discussion regarding superintendent interviews um i did send everybody a million questions if you wanted to take one of those or make up your own question we did all the school committee members were given the questionnaire that was sent out to anyone who attended the meetings with the superintendent elects or um candidates and i'm sure all of us read them i did compilate all the questions the last question was asked if there was a question po if there was a question you didn't get to ask the candidate you know what would that be and so there was 15 questions i sent that out to all account to all of our committee so they could look
103at that to see if they wanted to use one of those questions uh so there's different ways to do this what's the allotted time for each candidate i would say between an hour and an hour and a half so what do you have ten members one thing one question remember one and maybe a follow-up question i know that's the way we did it the last time you know and if one of if like nancy asks a particular question and you say wait a minute i got something to go with that then you can ask that question ah i know brian had a different idea i was thinking that we should have all the questions ahead of time but ryan disagrees and you know and i i don't care how it's done i think we can
104like have that form that you had but with no questions actually on it just the like question one and a blank just so we can write things maybe yeah i don't know is everybody okay with that i just wanted to make a comment i actually appreciated brian's email and i think that they did as well i think freewheeling is the way you should be doing it okay um and i also think it keeps the candidates off guard because the interview is going to be live streamed so mr mcintosh is certainly going to be watching mr morgan yes that's true right they'll have an opening statement and a closing statement and then each of us gets to ask a particular question yeah we just let it right like that right and if you have a couple
105of questions so if you know somebody asked the question you were going to ask then use the next questions i think it well i don't know i think it should go around i would rather use the email that i i thought the way when i watched the monthly tech ones i liked they did it all online right it's no i think they were there physically i think them i think yeah and the members were no one else this is their first question okay each school community remember got their first question it was like the first round yeah and then there was a second round and that took going to tarrant i think it was an hour it was like an hour and a half yeah an hour and a half for each candidate but they
106were there both of them were there the same night and they took a little intermission uh for everybody's sanity um between the two but it took about an hour and a half but people a couple people said by the end of the rounds and they have more i've got how many school communities but then some people said hey my question already got asked yeah okay it seemed like about nine or there was at least nine i think people you can just go to the next person well you might get to that point after you do your first round but time gets the second round just in case another school committee member asks one more question right or you can just pass or you could pass or you could pass which some of them did just
107kind of feel how it's going right and it's going to be in the library yes it'll be the library all right it is for the at 6 15 for us to get there and then the candidate will be there at 6 30. okay and bring them down to the library yeah that would be a good idea yeah all right thank you very much but uh mr mcintosh could peacefully watch the whole thing get the feel of our interview well it does well like he could but it doesn't mean maybe we won't ask a conflict there's a reason why oh yeah he's not going to be there we're not joining the same night because one of them had a conference they're on youtube we're not locked down to ask them the same questions right says that
108the meeting was tomorrow night but there's already an interview up on the website i know we already saw it yeah i saw one of the interviews i think there's getting to vote this week oh is that what the two days i don't i thought we thought yeah i thought originally they were scheduled they they were scheduled to vote sometime this week okay okay ryan how many um how many finalists were there they only had two they only had that's a whole subject the whole issue of how many superintendent candidates you get i believe of the three schools that had procedures going on in the last few months we got ten monty tech got nine minuteman did more advertising than anybody only got six so there was a broader issue about people not applying minuteman got
109six applications three finalists monty tech had nine applications two finalists we had ten applications two platforms there's a whole set of issues about people applying or not applying superintendents of folk right okay um next daughter of business i think we should i think for because of the folks this week of the budget and with the superintendent interviews the next couple of days i think we should table 13 i agree 13 and 14 go together well i guess you can make a motion to do that i'd like to make a motion of table 13 and 14 to the next second anybody want to speak there's no debate alone on emotionally no that's true i'm not a town meeting i got it from my kid [Laughter] no we don't always listen to your kids all right we
110have a motion in a second all those in favor all right any opposed i am i am posed i'm opposed three opposed oh and four opposed four opposed yes six sharon yes cheryl yes charlie yes brian yes nancy kent yes bob and she votes no so six four and four against it is tabled to the 22nd and [Music] therefore there's no executive session and future agenda items uh msba yes okay that will probably be anybody else have anything for future agenda items yes a going away present can we have an update on the uh half a million dollars we spent on the security room the war room that we heard nothing about in three years that way when we we did the main office security oh yeah oh has anyone stepped up to take your
111position from yes there is a young lady who's got a son okay so i guess i have he's made a motion to achieve so moved exactly all those in favor all right any opposed to see everybody tomorrow night folks good luck dude thank you
