But for the record, Dr. Gadali Gaddawi uh uh objection states that this application should not be approved because of the surrounding area includes several healthc care facilities that he believes form a cohesive healthcare ecosystem. He also notes that Milford currently has eight licensed package stores and questions whether there is a need for another one particularly of this size and the board always appreciates input uh as we take all written objections very seriously. However, there is an application uh evaluation that we have to go by the criteria that's set by the Commonwealth. Uh in that case, I'll give it Mr. Patel. 009was restricted just to 146. I'm sorry, just to 134. Correct. >> So, they couldn't move it to 146. So, what I then did is the town has an available license. So, what I've done is I've applied for them for a new license at 146. And if the board grants that, we turn in our license for 134, which the town can then put aside, not use or whatever, but it would then be the towns. It would not be ours. >> So, we're not increasing the number of active licenses within the town. They're the same number of licenses. Just one legislative license is going to go away. and the one remaining town license will now be uh approved for these folks. So what I was saying is we're saying is >> as far as public need, there's
010already a legislative license at 134 Main Street, which means the town needing and the select board have determined that there is a need at 134. The people who run a TD at 134 >> are now seeking to return that license and seeking a regular license at 146 Main Street, which is a stones throw from 134. And therefore, I would respectfully suggest that there is the same need except where 134 was small, the variety was limited. It will now be a new license at a larger place with a much better feel, look and and and the offerings will be increased so that it'll really be a nice liquor store where right now it's a very small cramped one. The second factor of our ballerans is existing dispensaries and this will be taking the place of the
011one currently held by what A&D liquor at 134. So there's no increase in number of licenses and and in location. It's almost the same place but slightly up the street. >> Right. >> As far as use, this will be a fullervice liquor store with now an excellent variety of products. With regard to traffic, 134 South Main Street has limited parking and it's right off the street. Uh we will now be going to a shopping center where it'll be well off the street with a huge amount of pocket and deliveries will also be able to be done much better in in in a way that will not affect anyone around the area. Great. >> As far as noise, there is no noise involved in this business. I suggest as far as size the propo the proposed
012location is half of what was the big lot store at this shopping plaza. The uh owners of the plaza divided the store. I'm not sure if it's equal but they divided in half. They have someone who's rented the other half and they offered us this off and that's what we're taking. There will be there'll be a separate area for borrow returns. There'll be a large storage area not part of the sales area but still a large sales area as sort as a sort of operation. This will be a well stocked attractive store with all the variety that the customers want. As far as reputation, these are the same people that ran A&D liquors and they will be running this store. And my understanding there's never been a violation or a complaint. As far if you

Sure. >> So, Attorney PM, we we received the letter from Dr. Kel Dawi um who I'm a patient of the eye doctor but he's a he's a wellrespected uh member of this community as well as uh he provides a vital service with regard to people's eye care as well as injuries to the eye. Um so he's well known, he's well respected. I think that in his letter and what I take away from it is he had the belief that this was a new license, meaning we're adding another
014liquor store to the community, >> when that's not the case, as you eloquently let us uh know and let the public know. Um, this is simply moving a package tour that exists and we're moving it down about four addresses uh to the plaza. And you're correct. There's more parking. Uh it's safe for people to get in and out. Um and the license, the reason it's a new license, as you um alluded to, is the fact that the license at the present site is tied to that site because it's a license that was issued as a result of going through town meeting in the legislature. So, um I I think Dr. Kawi raises some valid arguments um if this were going to be a second license along that corridor. It's not. This is we're simply allowing
015the Patels to move their license to get a new license and move their business um down the street. So I I I don't know that this has an impact on our decision making. >> Yeah. I just want to make something clear too where uh attorney Pearlman hit on a lot of interesting uh topics which convinced me where I go where when my research does say that there's a statutory criteria that is set by the commonwealth that those who would um give the license have to has to follow and number one is the suitability of the location which I think you hit upon the qualifications of the applicant and manager which you hit upon uh compliance with all state and local requirements, but you said there was no violations whatsoever since they started. And whether issuing
016a license serves the public needs and does not create an oversaturation or public safety concern. And of course, you just said that it's it's not an addition of of of another package store. It's just moving it from one location to another. And like my colleague Attorney Olaflin said, it's only a several uh uh uh several addresses down from where from where it is now. So I believe you hit all the qualifications and all the criteria that the Commonwealth expects us to uh uh review. Michael, >> if I may, Mr. Chairman. >> Yeah. Uh but to me more importantly is that you want me to accept and vote on a license for a space that if I look at the application attorney, you you don't tell me where it's going to be. You you you tell me it's going to be roughly 10,000 ft, but I have no idea what it's going to Give me a second. I want to see you want to respond to me, but hold on. I don't know what it's going to be. So I'm going to ask the chairman. I'm not against it. I'm not saying that I'm against it. What I'm asking is, can we continue it this
018evening? Can we wait? The car wash is going to open. That parking lot is going to come under a lot of pressure. This store is going to open up. And honestly, you know, we don't have any layout of how the store is going to look. And not that I want total layout, but I like to know, are they going to take 10,000 ft? Are they going to take 15,000 ft? so that I can go in there and look and say, "Okay, this is what they're going to do." Right now, you're asking me as a member to vote to transfer a license on something that I really can't see. So again, not to be repetitive, I'm going to ask the chairman and I might get outvoted to continue it to another meeting when you can come
019back to us, Attorney Pearlman, and bring us more information that we can kind of solidly say this is what we should do. This is why we need because be honest with you, do we really need another liquor store in this town of that magnitude? And I'm not saying again I'm for it or against it. I'm just asking the questions. So as only one member of the board, I am going to ask the chairman to continue it. I'm going to leave it up to him. Uh we do have um some uh information from the building commissioner that he would like this uh this it is it is an allowable use uh group B use under occ and occupancy. The lot needs to be striped according to approved site plan and the number of cars displayed
026needs to be limited to those approved by license at the site. 26 total vehicles displayed outdoors as per approved by the site plan. Past business frequently violated this number and location of vehicles for sale, which we hope this doesn't happen again. But anyway, the town planner also has on record uh since 1981. A special permit was approved for non-conforming lot uh and allowed use limiting to no more than 30 vehicles for sale and no uh vehicle shall park shall be parked 20 ft from the edge of the pavement of West Street so long as the parking lot does not change. Next on the agenda is a set of uh endofear transfers prepared by our finance director Zach uh Zachary Taylor. Uh these transfers are traditionally handled at the annual town meeting in May. However, chapter 77 of the act of 2006, which amended general laws chapter 44, section 33b, allows municipalities to make additional year-end transfers after the town meeting, provided that that they are approved by both the finance committee and the select board. And these are routine adjustments needed to close out the fiscal year properly and ensure all accounts are finished and and in balance and in compliance with state law. the board members had a chance to review these um transfers. >> Yes. >> Okay. Um, one I just want to alert uh that there will be a national grid. Again, another planned outage. Uh, it's will include 2-21 Free Street and 142 Main Street. It'll be on July 8th. in order to make improvements to the electrical system. Unfortunately, for them to work safely, they need to interrupt power for approximately four hours, beginning at 8 am until approximately 12:00 p.m. All uh uh uh residents that are affected will be notified. Um, again, if we have extreme weather like we're going to have in the next few days above 90°, uh, or there's some unexpected events, they'll reschedule it and do
031it on July 9th. In the event of inclement weather, then they will reschedu at a later date uh, for the same 4hour uh, time period. So, if you want to alert the public, you can go on the town website and get all the information on that. Uh just a note that we want to congratulate Sue Edmonds, our library director. She's retiring. There's a reception for her on Wednesday from 4 pm to 6 pm in the granite and quarry rooms at the library. Uh so congratulations to Sue. A reminder, the town fireworks uh show and event will be held on Sunday, July 5th. Fireworks will hopefully commence around 9:30 p.m. The Lions Club will be at Lanes Park prior to and during the event providing food and music for the public. The rain date is July
03210th. One last item. I've been notified by the fire chief Mark Nelson. Due to the anticipated heat this week, the Milford Library and the Senior Center will be available as cooling centers during their normal business hours on Wednesday, July 1st and Thursday, July 2nd. and the fire department, specifically at Bert Street Fire Station, will be a cooling center on Friday, July 3rd, 2026 from 8:00 a.m. to 6:00 p.m. So, we'd ask the public to avail themselves uh of these locations should there be a need. Sandy has been a valued member for six years, always sparking new and creative ideas for the council's consideration with a mindful eye on the capability of the council to execute in conjunction with other projects underway. Um, next on the agenda is a um we'll hear from town administrator uh Richard Bani about the possibility of relocating inspections department to the water department building. As everyone knows, the
041building department has been working in very high and very tight uh quarters at the town hall. And this space uh gives us an opportunity to improve workflow, public access at no additional cost to the town. And also mentioned too that Rick outlined a a very detailed uh letter uh in our agenda packet. All of the details on the space, the operational benefits, and the reasoning behind this potential relocation have already been thoroughly explained. Uh his memo gives us clear picture of why the building department is a strong candidate for this move and how it would benefit the town. Uh Rich uh Ricky. Yeah. Um, basically in the memo, we did tour the space, I did bring uh the facilities director, Carlos Benjamin, the building commissioner, John Ericson, the building inspector, Tim, so they could do
042exact measurements that I'm not capable of doing. Um, basically, you have two options uh that I could see if you're going to make a move at all. One would be to move the entire building department. The other would be to move the the board of health andor um IT andor uh and engineering. The attraction with the building department is there's eight employees and you also have contractors who obviously need to get in get permits and the like. So from a standpoint of helping the parking situation here would greatly improve that situation here. The space would work for the building department. Um, without question, if you were to do that, then I would probably at that point recommend the board of health move into the building department space, which is plenty enough for them. I don't
043know that you even need to do much addition or anything there. And you could move it into, at least for now, into the smaller uh, border health space. And then I would like to make the additional room where it is now um, some storage space to maybe clean up upstairs. um which upstairs being upper town hall. So that's the choice in front of you. Um whoever you move down there if you do uh parking won't be an issue. I don't think customer access will be an issue. Uh given the nature of the parking lot down there, both front and back. I'm sure all of you have been down there. You were well aware of the space. Um the space for that the prior salon was in uh is a good size space. It's bigger than
044I thought it was uh when I walked in. There'd be some modifications there. There's kind of a not a real wall, so to speak, that could come down. The flooring may need to be adjusted a little bit. So Mr. Vani's recommendation to move that down away from town hall to free up the parking spaces and many times you you go to get a parking space and there's a big truck from a contract or whatever makes perfect sense. So I would definitely recommend that we accept Mr. Valani's recommendation that we move the inspections building department down to the space at the water company where there's plenty of room and um and open up town hall for a further expansion. >> Um this is something that we've been looking at for many years. Um in fact on the capital plan we have uh the prospect of buying another building in town um which would be several millions of dollars. um to try to take some of the pressure off
046of town hall as far as um space for departments uh to be able to operate and for residents to be able to come and conduct business, >> right? >> To include those contractors who are representing uh residents of the community that they're doing work for. So, I commend the water commissioners uh for their willingness to listen and their willingness to open the door uh at the water department uh to allow us to move a department uh down to that location. I think that the building department for the reasons Mr. Vani was speaking to uh is the prime candidate without a question. Um, you have eight people here in the morning and that's eight vehicles >> that are taking up spaces that residents of the community come in to pay their taxes to go to the
047town clerk's office for, you know, a wedding license or a marriage license or any other business there as well as uh coming to the town administrator's office. Um, so there's eight spaces right there. And then as you mentioned, uh, Michael, the contractor's vehicles. Um, it also opens up space, as Mr. Lani said, for other departments to kind of take a deep breath and exhale because some of the space here is really, it's packed. >> Yeah. Um, so I think they're the prime candidate. I'm glad that we're looking at moving that one department. The primary focus of their business is um more to its contractors than residents. 049and I and I appreciate that and it's again it's going to improve working conditions it's going to be a minimum will cost better public access. Uh what more can you have to make it more better for the town? What I want the public to understand too is not that the town hall is overburdened with employees. People are going to understand that this town hall was built right around the Civil War time, the mid 1800s. Okay? And um when we did the renovations in 1986, we just renovated the interior. We never added to the footprint of it. So the town hall space never grew with the services that we needed to grow to for 160 years, right? >> You know, that's when this town hall was built a little over 160 years ago. >> Um it

I myself will be giving the welcome and introduction on behalf of the select board.
