Uh up until now, the the club has been operating on a seasonal license. >> Right. >> Uh recently, it entered into an agreement uh with Powerless Inc., the former operator of another long-standing institution in our community, The Tradesman Lounge, uh by which uh by which the club agreed to
007purchase the assets used formally by Powless Inc. in the operation of the Tradesman Lounge. And as part of that transaction, we're here today seeking transfer of that license on all liquor license to the club. 016evaluated the intersection improvement project at Route 109 and Beaver Street and I-95 Southbound bound off-ramp. Um and it is eligible for federal aid highway funding. The committee's understanding that the estimated total federal participating construction cost of this project is $2,775,000. This consists of bid items, police details, construction engineering, contingencies, and reimbursable uh utility relocation um aspects of the program. They will be fully programmed on the tip or transportation improvement program. So, I want to thank Representative Murray for his work and help securing this funding. So, on the new business, we do have a um On uh June 8, 2026, Governor Maura Maura Healey signed an act authorizing municipalities to opt in to a temporary pilot to extend the hours of liquor license and to allow for public consumption in designated districts in the summer of 2026, which permits the local licensing authorities to temporarily allow its on-premises licenses to sell alcoholic beverages for an additional hour, not to exceed 3:00 a.m., as well as the ability for on-premises licenses located within public alcohol beverage consumption areas determined by local licensing authorities um the authority to sell uh alcoholic beverage for off-premises consumption. The law took take took into effect imme- It takes into effect immediately. The boards need to decide what is when to opt for. My comments
018is this is this evening our task is to simply determine whether Milford should participate in this pilot program at all. If so, under the conditions uh that uh the decision to be made should not should reflect public safety, fairness, and our licensees, in the best interest of the of the town of Milford. We need feedback from our public safety, uh licenses holders, and the community before any decision is made in in in in opting in or opting out. And I'd like to ask also my board members, especially uh Tom, who's the former police chief, what they think of this. >> may, I did speak with the police chief cuz obviously we did get to it. He would not be in favor of either of the items. Thank you for that. >> On the legislation. So,

Um in our case, it would allow our based on our liquor licenses, um the exception of Saturday, uh excuse me, Friday, it would extend it to 2:00 a.m. cuz it's presently 1:00 a.m. Friday, it would extend it to 3:00 a.m. Presently, it's 2:00 a.m. Um keeping in mind that as we know from other licenses, that there's an hour after each of those times in order
020to clear out the premises. Right. So, people are actually consuming alcohol in that case till almost 3:00 a.m. and in the case of Friday till almost 4:00 a.m. >> 4:00 a.m. >> Um I don't know that that's something that's uh conducive to the town of Milford. Um and then as far as public consumption of alcohol, um we would have to designate a specific area. So, would that be the whole town or we would designate where based on where establishments are, which in and of itself would create a sense of unfairness. Um and I I don't know that the people in Milford want people legally walking about consuming alcohol. I think this legislation is geared more towards the seaport and the downtown area of Boston. Um I know there are other communities that are having watch
021parties and things of that kind, which were funded by um FIFA, the World Cup organization. Uh such as Foxboro. Uh but [snorts] I I me personally, I I I I don't see that this legislation uh is helpful to the businesses in Milford. I don't think it's helpful to the community at large. And I do think that it does create a public safety concern as well as we heard just from the chief uh through Rick Valente. That's my sense of things. >> Thank you, Tom. Thank you for that. I don't see any benefit to the businesses as Selectman Alaughlen made reference to. Anybody that presently can be open till 1:00 is going to be allowed
022to be open till 2:00. Anybody that's presently open at 2:00 on Fridays and Saturdays now can be open till 3:00. I don't see any benefit at all by adding 1 hour, you know, to to the establishments for the consumption of alcohol. And as you know, every time that somebody comes before us for a 1-day license, we extend the license by 1 hour to allow them time to clean up, >> close up, >> to get people together and and and get people on their way. If we allow the businesses to stay open till 2:00 and 3:00, well, they'll be cleaning up until 3:00 and 4:00 in the morning. And also we know that we already had one incident in this community that didn't go very well. And we don't I in my opinion, we don't need

Like uh Selectman Alaughlen was saying, too, you get your your C pod uh district in in Boston and Cambridge and Watertown and whatnot, where they have this type of nightlife districts. We don't have that in town. And And it wouldn't serve our town any any any any benefits at all. Uh in other cases we haven't received any any input at all. For those appointments where there is no communication and has come from the chair or from the committee, I believe uh if if the board is in agreement, that we should wait to be to hear from the committee before we make any decisions regarding those appointments. Um they they need
