Before we proceed with our agenda, I'd like to have a moment of silence for the passing of Paul Mina, who was president and chief executive officer of United Way of Tri-County. Paul's unwavering commitment to the youth of Milford helped shape generations of lives through the Milford Youth Center. For more than two decades, Paul and the United Way of Tri-County stood beside Milford Youth Center as steadfast supporters, advocates, and partners. Recognizing the critical need for a permanent home for this invaluable program, Paul worked alongside the Milford Select Board to successfully lobby for the historic Milford Army to be donated by the state for just $1. That is a milestone that made today's Milford Youth
002Center possible. His commitment to our young people will will be felt for many years to come. And may you rest in peace, Paul. Thank you for that, and continue with our agenda. And our first one is a CI Milford located on 513 5-13 Cape Road has filed for an an amendment to its Chapter 148 Flammable Storage License to install one 1,000 gallon propane tank. All required paperwork has been submitted and it appears to be in order. Uh the fire chief did review the application and provided a letter outlining the conditions and safety requirements that
004must be met for approval of the amendment. And as long as those conditions are satisfied, the chi- fire chief supports that amendment. Um is anybody here to uh respond? Oh, sure. I got here where it was dated May 1st, 2026, and it was addressed to our town administrator, Tony Bellone. And what of course, you know, the the the basics in paragraph two was the installation has to comply with you know the with the with the basic fire safety regulations and installation of a propane >> Right. >> and whatnot. The other things he had mentioned too was the minimum of a 6-ft high industrial
006chain link fence or similar >> Right. >> in accordance with the NFPA 58. Um Yes, appropriate safety signage shall be mounted and a vehicle barrier protection shall be installed by utilizing any of the following such as a guardrail around the tank steel bollards as like you just mentioned and the or a Jersey barrier. There's also a substantial He he recommends substantial barriers because the tank will be near parking stalls and large vehicle trailers. It's the official hazardous materials response framework for our region. It's prepared under the federal and state law. Our role tonight is to acknowledge that the the plan ensure Milford's departments are aligned with it and confirm that we remain in compliance with all emergency planning requirements. I just want an update you on the benches to be added to the bus route here in Milford. The MWRTA has volunteered to paint benches in scarlet to match our town school colors. There will be three of them that have been donated by them. They're currently at the highway department. They have decided on three locations along with a backup as one is subject to another entity approval. The locations are at Kohl's along Route 109 at the current bus stop sign, Town Hall here on North Bo Street at the current bus stop sign, and at the Milford Hospital on Route 140 at the current
018bus stop sign. We would require Milford Hospital permission to install that. I'm assuming they will, but for some reason if they didn't, then the fourth one would be Rolling Green. If we were able to get another one, we would install there at Rolling Green. Benches will be installed at a cost of $1,200 by the Highway Department. The funding comes from the Commonwealth Transportation Fund. And money's we get from that fund can only be used for these type of projects. So that's that. And I want to thank Brian Long. He's a been a one-man show here on this committee. And doing an exceptional job. And the second item I have tonight is I'm very pleased to report that Senator Becca Rauch has secured an earmark in the fiscal year 2017 Senate budget for the town for
01925,000. This is to be used for accessibility improvements here at Town Hall. The budget bill next proceeds to conference committee, then hopefully to the governor's desk for a signature. I want to thank the governor and her aides in helping secure the earmark for the town. >> Very nice. And and thank you very much for that, too. 029It's really nice to see you June 13th. Especially the Milford Police Department. Thank you, Josh. >> Next on the agenda is the, Board of Health. We've got to have the the director of public health for us, Amanda Wilson. And just a little brief what's going to be happening there. Uh We have before us an interim municipal agreement submitted by the Board of Health Director, Amanda Wilson. This agreement allows Milford to participate with approximately 30 other municipalities in securing shared legal services for the ongoing contract work with Wheelabrator Innovations, which is our regional waste-to-energy disposal provider, which went under the name of Wheelabrator at one time. Uh, just recently. Uh, we've been using this facility for the past 40 years. Um, I remember being on the board as the agent, we signed that contract in 1986.
030And we were one of the first, call call us a charter member of of that waste-to-energy plant. And now this is our fourth a that we would be visiting in regards to the waste disposal. So, I'd like to have Amanda speak with us and she has done a tremendous job in a lot of work coordinating with other municipalities, so she can walk us through this inter- municipal agreement and what benefits we're going to have. >> Sorry. Thank you. So, our contract for our the ultimate disposal of our waste that's picked up by Harvey is is up December of 2026. We have that contract with 30 other communities. Um and the benefit of having a multiple community contract, certainly the more um communities you have we have more bargaining power and essentially we have with higher
031participation we have better negotiations and our last contract was for was signed in 2014 and for operation and beginning in 2015. So, it's been it's over 10 years that we've had a contract negotiation. So, we're looking to the town of Walpole has volunteered to be the host town and do all direct communications with KP Law. It's the same uh uh legal firm that did the contract negotiations in 2014 as well. Um and so we'll you know, essentially with the better numbers we have higher tonnage will lead to a essentially a lower disposal cost. Um current and really our our cost of have have only gone up a about $11 a ton since 2015. So, um the hope is that we're able to continue to uh recognize some uh at least some uh significant savings with
032by being in this uh collaboration with the other communities. Um and essentially the um in order to move forward to agree to be part of the negotiations, um I would be looking for the solid board's approval today um to sign on that we would agree to pay uh 1 30th of of that um legal bill when it does come to fruition. >> Mhm. >> Jus- just to add a little bit to that uh >> a memorandum to uh the uh board members. When we had that uh negot- that negotiation in 2016 with the other 29 uh municipalities, our tipping fee was $96 a ton prior to that meeting. With months and months of negotiation with the attorney and and and with the other members, uh you got to understand when you when you were a
033waste-to-energy plant, you need as much tonnage as you can because they convert that waste they when they burn it to energy and they sell that energy to various um sections of Mil- Millbury which is where they're in, such as a an industrial park or something like that. And uh and they they need as much waste tonnage as as as as they can get. So, when they when we were we're renegotiating, um they felt as though they were going to lose some of the municipalities at $96 a ton, which is excessively high. After the negotiations, believe it or not, that went down to $64 a ton. Hundreds of thousands dollars of savings for the town of Milford per per ton. What do we do a month per ton or a year per a year for for
034waste? >> Uh the well, the tonnage right now is 75 >> 75 and and and and how many tons do we actually approximately? >> Um two I have the the actual tonnage. Um I think the last time we were >> Just close. >> About 30 ton. >> Is it Is it 30 30 30 a month? 30 ton a month? >> Yes. >> So, you can see you you can see if you know, if if if it goes up a few dollars times 30 that's that more money that that's that's so this is extremely important, you know, that we do this. >> Excuse me for interrupting. All the trash that gets picked up in the town of Milford for a month only weighs 30 ton? >> 30 ton. And that includes your curbside. Don't forget we
035have a full-scale recycling program as well, which is not included in this tonnage. That's a whole 'nother one. >> That's amazing. I would have thought it'd be a lot more. >> So so we have not only the curbside, but we have all the all the containers for all the municipal buildings, including the schools. >> And it's included in your taxes. >> Right. Right. And we're we're probably the only three or four municipalities in the state of Massachusetts that has this program paid off the tax base. There's no user fee, there's no bag fee. >> Don't charge you for the new barrels we gave you. >> We're extremely lucky, I'll tell you. But but anyway, that's that's that's my like I said, and and if we negotiate collectively we can you know uh properly with with

040the Historical Commission. In his letter that he sent to our town administrator and to the select board. Um A dedicated and valued member of the Historical Commission, Mary J. Valani, has decided to retire from the commission. Mary has been a long-time member serving for 25 years as an associate commissioner and as a commissioner dedicated to keeping the Historical Museum pristine for visitors and exhibits. And we thank her for uh her commitment uh to the historic preservation. She also wrote a letter to Mr. Andrewola. Um uh effective effective today, I am announcing my retirement from the Milford Historical Commission. I've been it's been an honor serving with you and all my colleagues. I gained a lot of knowledge of the town. I enjoyed what walking working in the uh yard um with with you all and
041will uh miss you all. Uh the best and good wishes, uh Mary Valani. And it's been an honor for to for us to to know her and have her serving with that committee for over two two and a half decades um for the Historical Commission. Her passion and dedication to bringing local history to life for visitors to the Historical Museum is apparent in in in the work that she has been doing for the museum. The commission seeks to maintain ongoing continuity in order to better preserve and protect the historical and archaeological assets of our town. Uh unfortunately, we didn't get the quotes we thought we'd get. Nobody bid. Uh we reached out to a fourth cuz you can continue to do that. We did that. Called Tally Floors who did this building, uh so we know they do quality work. I did submit a quote. The only reason I'm bringing it forward tonight is it's time-sensitive. We want to order and try to get the floor installed in July when the Youth Center is going to be closed for brief period of time because it is the entryway and the kitchen area. So, it'd be very difficult to operate and try to install flooring. So, that's the reason I'm bringing it forward.
