008as fun part of our meeting which is called our policy manual or dia and again I am just going to just go I'll read the letter but if there's an e or an R to that section I'm just gonna say ear R because it's just too many letters so we missed our Adama you're still there yeah okay all right so I'm going to start with G a I'm on G B G B a and the are some questions on this one so just for clarification so one two three fourth paragraph down if the person alleged to have violated policy as a teacher or an administrator due process provisions of the district's policy shall apply does that mean that that because there's always that confusion and you know at the legislature they've had that confusion of
009what Showell means something we do do it we do do it okay because I know this will come up in another policy for a different group of means two and then the next paragraph you've got the superintendent may follow due process so is that open to just the circumstances me depending on what the allegations are hey then I'm on the e G BB GBE a GB EAA had that question on this one second paragraph dependent of a board member so in the future if my daughter decides to come and apply here I need to not be part of any part of that discussion or vote would she still be able to be mr. beragon madam president members the board anyone that may have a spouse or family member and plugged by the district the best
010practice would be to recuse yourself from all discussion and or decision-making as it relates to that particular item okay all right and then there is a typo down in the paragraph about halfway in the district purchases from employees okay it has it just has an extra word in there it's a paragraph from under district purchases from employees it's the same line as our ARS statue highlighted at the very beginning it says under an award a contract contract let after public competitive bidding I think there's just that extra word of life ok we'll look at that thank you we're on the E g/b EB I actually have a question here oh no I'm sorry it was answered somewhere else nevermind and the are okay then we have the e I just have just a question on
011the format of this one like why is everything in boxes is this gonna be changed when it comes it's just the formatting how it comes to us it's just formatting yeah also on this one I put a question mark on this one so if we do have a staff member that there is an issue do we remove that person from the possibility of Student Conduct depending when the circumstance would be yes alright GBE ba then they are GE what I'm sorry GP e ba are is that we're we're GBE ba e ba are correct yes on regulation yes yes staff dress code regular yes I do would like to suggest that on this when we bring back the when we read the staff dress code it is different from what the practice has been and
012so it would be my recommendation that we have a dress code committee look at what is current in the regulation and then make any adjustments of recommendations that need to be made a fan GBE BB g b eb c BB e c a which is crossed out now the e a that's not crossed out okay we're on EI yes okay in the second bullet second sentence should the word exhibit be removed from that sentence yet there were not yes correct it wouldn't been exhibited okay it begins with all right gb e CA gb e CB DB e d gb e f i had questions on this one on the second page and the second and third paragraph after the I&J bullets it says that a proof technology shall be communicated to the board and employees
013prior to the start of every school year to newly elected board members prior to taking office and the newly hired employees I don't think we've ever seen anything like that I have this one also tagged online to bring back because we needed to define which of those what those technologies are make sure they're both in the employee in the stand and the student handbooks and do notifications to everyone that's mentioned in this so we can bring this back with clarification okay and then the same thing was in the next yes I have that marked on my as well G B G B then the are gbg see I have a question on this one so if someone happens to get hurt while on the job anybody in order to qualify for workman's compensation can they
014go to any medical place do they have to go to a specific one what's the policy on that miss American madam president members the board we specifically contract with a specific provider for those types of services there are times and they're on a case by case basis where there could be a deviation from that but specifically we've we've contracted with an outside provider to provide the district with workers comp assessment assistance medical assistance and so it's MBI in the closest one to the district's about 35th Avenue and Thomas and when the employee goes there MBI would all care from that point on need to go through MBI or at some point would they be able to go through their personal physician and still be able to use qualify for the workman's compensation Madame president members
015aboard it they're I think very specific circumstances that I think on the case-by-case basis that can and has been determined in the past but ultimately I would always the short answer is yes but it's on a case by case basis we try to filter everything through the MBI and then we were having conversations with various doctors various legal counsel as well to see what the best course of action and a lot of that because every situation is somewhat different there is some deviation from that so we try to go through MBI and then based on a lot of consultation with a lot of experts determine sometimes the next steps and appropriate next steps thank you so does this policy need to come back or you know I just wanted to know the answer and I
016got it thank you hey them on the G B G C and then they are the E there was a lot of information in that way mm-hmm G B G C a I had a question on this one because it asked including substitutes since sometimes our substitutes are through outside vendors did they verify that potential staff are already vaccinated I'm not sure I'm understanding the question so under the very first one measles the that shall be a condition of employment that unless exempted all employees including substitutes shall present proof of immunity to measles prior to reporting to work so my question is since some of our sometimes we have substitutes that we have direct contact with but then there's others that we get through a third-party vendor is there a process so that I'm unaware
017of a third-party vendor process miss Valdes or miss Barragan yes the board I think I feel more comfortable getting back to the board on that I would probably look and the on the procurement side some of those requirements are included generally but that's what I want to confirm and I don't feel comfortable answering that but looking into that yeah because I I mean if we've got it in here that our substitutes are out so it's supposed to be protected make sure we have that way of trying to address that all right on the are GB GCB then the e g BG d and the r and we're on the e it's a typo in there - undersea duties is it just has it under so it's on the second line yeah yeah did you see
018that on the exhibit duties they they're formatting and we're on GV I and then the our then G BJ and then the e and g BK and then the our then the EA the eb the ec the IDI EEE they're on gb p GC a GCB I had question on this one I think I know the answer to this but first two sentences salaries and district will be differentiated in relationship to duties and responsibilities and then also the superintendent will provide recommendation on salaries and fringe benefits to the board so I know that we've been doing our like reclassification studies over the last several years have we gotten that all to a better place and then the other piece of that is going to be that I guess the salary compression with minimum wage impacting
019us the way it is well each time there's been the reclassifications we've brought those changes to you and we continue to do that as far as the decompression of salaries that is something that we will have to look at that that is something we have slated for this year obviously we're going to have to look at with budget just to Incline declining enrollments and budget deficits and we have g c b a and then actually would just like to bring this policy back for a discussion within the board and it's pasta with that sentence about we will be given a maximum credit of 11 years for you know your experience i would just like to just have be able to discuss that more okay and I add that circle to because I thought it was
02010 years that we gave credit for is it 10 it's 11 years and then we have the R that's crossed out and then this one here the next one is G CBC is that part of meet and confer is that a conversation that comes up and meet and confer or I mean is it included in the manual for the extra pay schedule I don't think it's been brought in the past before and that would include for anything when we do a tutoring you know teachers can earn that type of thing but mr. beragon did you want to say something no our is each site given its a standard now to you no discretion at what they have they have their they have funds that they can use to do that a lot of them use
021their title monies for that and then some of those extra duties are paid at the district level so are the the money that's given to the sites for extra pay is that are there guidelines for that yes and there's a standard and what the hourly rate is and what qualifies for extra pay and when it can be when that when that duty can take place mr. beragon did you want madam president members the board the only thing I would like to add is they the rate is basically the starting rate so if the board has approved of that on an annual basis we take that hourly rate and convert it to comply with that extra duty pay amount so it's always contingent upon that starting rate for a new teacher yeah I think the superintended
022a great job of kind of outlining a little bit about how those monies how that is accomplished sometimes that is a grant fund or sometimes I believe we do a thousand dollars I think for every site first school but again in defaults to whatever the starting salary is and then we figure out what that hourly rate is so if you're approving on an OB so that's gonna change does that make sense so is there a place where we are shown what exactly gets what kind of positions can get that extra pay extra duty pay or I mean is it someplace in a manual for example the good example I'm thinking I'm sorry I think they wanted to speak to but the example I'm thinking of is for we give stipends for we there's several types
023of stipend to give whether it's athletics or whether it's for lead positions for ellipse those types of things those would be steppings that we use and then there's the extra do you also when we do committee work as well so that's not something we noticed we knew that this was not being brought so that is something that you will see starting with us yeah just wondering like somebody who was to do maybe after school choir or something would they get paid for that you know I just mean is is that listed somewhere where we could just see it going Madam President members of the board I think to the superintendent's point and if you look at the salary schedules that were brought earlier in the year we're trying to improve that and provide you with
024information that should be coming to the board this would be another one and I think you're referring to some of the additional stipends that moving forward we're working on that as well to bring that to your attention and that would be another schedule or so to speak all right so if there was going to be a choir then it would rather that would be a step in which we would obviously consider and want to but then it would be what would be the funding source whether because sometimes funding source for example that would have to be perhaps an M&O or one of our grants where it's with the related arts that could be used and instead of it perhaps a title one so it just depends where that is so is that is that a
025part of that that is a discussion during meet and confer we we've not do that's not taking place during meeting comfort to my knowledge it has done in the past those type of things they brought them to us in the past I know that those type of things about I know that it's some time in my past that I've seen okay mm-hmm good evening madam president members of the board and superintendent this past year I mean confer the extra duty pay and the positions did not come up during meet and confer now during this past year and then I just also wanted to say that they you're probably thinking you did see a stipend list now that came through with all the salaries which were the stipends which is is different than the extra duty
026so that was approved last month yes so though the stipends came through with all the salary ones but I think like we were just all saying the extra duty is the one that we need to to make sure we start bringing back as well about the one like RAAS that's the one that came through yes mm-hmm so it's just something in the past so it should be or in the future should be on our consent agenda or is it just like a one time report I mean that we should be happy would be able to it would come through as it's actually it's yeah because it's an extra day pay schedule each year has to review and take action by the board so we'd bring that dr. Peterson you have something sorry one Madam President
027members of the board one of the things that I know sometimes confuses us as well is the word stipend and so when we brought the stipend list to you last month that was very specific things like if you have a reading endorsement you get a stipend that's automatic into your salary at certain times of the year but then there's stipends like if you're a yearbook adviser you get a certain amount of money for a stipend and we actually have all that but I don't believe since I've been here that that has come to the and then we have the extra duty pay which some people think of it as a stipend but it's actually an hourly rate so I think there's three different pots or just write your schedules that we're talking about right and
028I think maybe condensing that and making it more easily understood would be something that we would have wanted yeah that's probably good because I'm just used to hearing the stipends referred to as extra extra duty you know we can bring that all right then we have the next one is G CBD could we get some clarification on exactly what what fringe benefits what what what that refers to yes then I my question on this also besides the fringe benefits it says during the budget process like what process or at least I mean I know that the I believe that fringe benefits come to us so it's gonna have to come together like what are the fringe benefits and when when is this process okay alright then you can go to GCC then the are then
029the GCC a I had a question on this one somewhere but I've got to find it now okay the next to the last page all right letter D says an employee may use earned paid sick time as it is accrued except that an employer may require an employee hired after July 1st 2017 to wait until the 90th calendar day after commencing employment before using a crude earned paid sick time unless otherwise permitted by the employer it's that a practice that we do or no me Madam President members the board if I remember correctly that's actually to comply with prop 206 and so I know that we spent between HR and Finance we spent a lot of time tracking that that process is a little foggy to me but we're happy to bring that back but
030but paragraph D in particular is as a result of what I believed was prop to a sick claims a couple years ago Madam President members of the board let me just kind of clarify prop 206 required what I'm gonna try to summarize is it was the increase of minimum wage in our presentation later you're gonna see from 11 dollars to $12 on January 1st of 2020 but it also required employers and there's a criteria to provide sick time sick accrual to employees if they had been employed by like 90 days so paragraph needs to comply with prop 206 and I don't like I said I'm a little foggy with that but we did create a process and I just ain't good if it couldn't tell you what that is off the top of my head
031right now all right we're on the RA the RB the RC something I'm a little paper at home I think miss Wilson is going to probably email some questions after this meeting could she have won because she loved him she left her notes show me to go on GC C B then the are then G si si si then the crossed out ei crossed out EB crossed out you see and then we're on the e a the eb GC CD and there's a II just had a typo on the very bottom of this first page should say you have the right to be re-employed only on Thursday my iPad just crazy my on GC C c/g CCG and there's an R there's an R a there's an e a it's an EB you see maybe
032GCC H wait did we get Edie we did Wow I had a question on this one on 93 on BCC GED this has to do with donated sick leave I understand that my donated leave if issued becomes the permanent property of the receiving employee and will not be returned to me if use so does that mean that there is a possibility that like maybe the employees got what they need and they don't need it because I think this is just stating that I know that I'm going to give my donated leave it then becomes other receiving and it's not going to be given back to me so once you give it up it doesn't come return almost seems like if issued almost needs to not be there we can ask but it's you're giving it
033up so you can't it can't be returned back to you so once you give it to that employee let's say you my understanding miss Bella days would be let's just say you have an employee that you're going to donate to thing is that employee is ill and a lot of times employees donate at that time so you let's say together that person receiving it has 15 days let's say that person only needed 13 days where we're not going to take determine who's two days didn't get used and give them back it goes through that one receiving okay so that's that's what I'm wondering if if there's had occurrence where like the employee donates time but then it's not needed but it didn't get used yet so I mean that's what I'm curious about from my
034understanding we have a sick leave Bank so then employees can request to time out of the bank so sometimes it may be allocated to a specific one but there's a form you can fill out that is donated to the bank and so the time will sit in the bank until it's used by an employee when you donate into the and in order to receive from that bank you've had to have donated into that bank as I believe is how our policy rates yeah but we've got two different things we have the bank but then we also have the means of somebody who has gone above and beyond and there's a general request put out to all staff saying you know this person we don't do that so we can look at the oh that's well
035we've got a policy in here for us it's an exhibit it's not a policy okay so we can pull the exhibit we need it yeah so I'm on GC CH then G C D then the our GCF then the our the crossed out ei crossed out EB now we're on the EA and the EB them on G CFC and then there's an e G C F E and then each of those GC g now question on this one and it comes up in another policy as well bullets see basically if there's a substance a substitute in a supervisory position in this case its administrative and then in another policy it's a supervisor and I don't think I think I've seen that hit-or-miss like I think it's come every time that I've been here for example
036if you have when someone out on leave and we're going to do a temporary we've always notified board that we're placed in there as in as a temporary position sometimes we call an interim position but we have them covering or we they're acting as that person because that person is out I think we brought those yeah we've also had substitutes and you know standing in and not necessarily being an interim assistant principal I think those have been through the board updates we can make sure they are but I I know that that's been my practice okay because it also in another policy it's going to be in your classified staff as well I didn't understand your question with the superintendent will detail the circumstances that created the need for a part-time employment of somebody stepping
037into a supervisory position so if we have like an assistant principal that's out you know then we're getting a substitute you know somebody temporarily in g cg b then the r GC GC and then there's an r GC h g CI GC j GC k r there's an EA we have to correct landmark and Smith schools in there yeah they're great spins on the exhibit yeah there's an EB GC l GC m c GC m f GC o does this comply with changes said this session that legislate and okay because i thought there was something that changed with regards to if you've got you know the teacher that you did not have to do an evaluation on its this is this is an this is just a newest one miss Valdes you know we don't
038have a newest one yet okay yeah they're still it's not even been sent to yeah so this one definitely will be coming back that's on that second list after we do on the RA now the RB then we have GCP I on this one mrs. candidates will be considered both from within and from outside the district can we bring it just bring it back for discussion GC q GC QA g c QC g c QE j c QE a GC qf and there's an e GC r d GC r GC s GD a GDB GDB a then that crossed out GD BC and then we're on g DB d then this is the same as before right so bring that back GD c GD d g DF G of the are of that one crossed
039out EA crossed out EB crossed out EC Rostow TD and there's an e a now run g DF a and then there's an e e DF e GD G GD j g kt g DK g dl and the r g dl b GD n GD o GD o b GD p GD q GD q a GD q b + g DQ c GD q d GD r non HD and they just I had some concerns on HD in the second paragraph we have that the superintendent is authorized to establish a meet and confer Committee of recognized non-administrative certified personnel representatives and recognize non-administrative classified personnel representatives to meet with selected administrators acting on behalf of the governing board and participate in a negotiation process and then we have that Gea is recognized representative for non
040administrative certified and non-administrative classified staff so who's representing administrative staff who's representing other groups that exist in the district they're not represented a couple things one remember that we're not required to have this policy but we do and the governing board when meeting confer met and they presented this and it was proposed that this is what how we were going to conduct meeting the first aisles so those other representatives would didn't be as you see the one statement that says that they're doing classified like the any administrative positions whether classified are certified then that would go through the superintendent would make those recommendations for those benefits or those salaries all right and then because we we do we have classifying we have certified so we don't have anything in this policy that even says how
041you know we do have something with regards to the superintendent's five-member committee representing but should we have something in this policy so that we do have some of those extra those other voices well on the superintendent's five-member committee you do have administrators sitting on there that are both certified and classified what happens if we have different associations come forward and want to negotiate administrator administer - traitors could have their own Association or another teacher organization could have another Association come through that would then come to the company board but right now the way the policy reads is we're only using GE to do that discussion again just to make sure that we are prepared for you know whether it's you know other groups stepping forward or make it better that would require a change in
042policy we've changed obviously to do that if it's not what policies that the GE a is the recognize representing and that that doesn't say anything about other groups so if you want to include other groups and you're going to have to change the policy just bring it back for a discussion then some other time so that ends the policy part okay so down where it says parameter is the scope and the interest based negotiations processes to discuss salary and benefits for employees so is there a conflict there and what it says in the and the previous one yeah I'm and I questioned this one I had the question on this too that we need to look for because it says in here it's interest based negotiations and we're not really doing interest based negotiations so
043I think we need to just get clarification I think this is in the past it was I believe interest base is done and the regulation just hasn't changed all right let's prepare ourselves on the back so we're done with another section what would you say the last one it's elastic that was it we need just to bring back any that words revisions that were needed discussion or what we've been doing is if there was questions or discussion needed we would do we're doing that we haven't done it for the last set that we've done it with I do it through the board update and then if there isn't if it doesn't if everybody satisfied we don't bring it back so we'll continue that time for celebration well let's go on then to the board self
044evaluation and in here we have the results from our last board self evaluation which we which we've never discussed and so I think if you had looked through it you know there were some like red areas that mr. Powell did a good job of highlighting where we had said as a board but I can't that we should work work on like focus focus areas if you went down to there so it the red areas would be like the board makes an effort to keep and informed about instructional programs by providing for periodic reports is deemed necessary and by periodic visitation in our schools so we had we as a board that we need to do a better job making sure that we get reports on you know like PLC making sure that you know these
045things that we're doing or happened with what you know and dual-language that's right it hasn't so and then the other one down here was the board attempts to gain information from the community pertaining to instructional program needs so so maybe those could be board goals stick to I think you know I would I would err on the side that because you did have it's the majority in those two red areas I would always just use where your majority was I wouldn't necessarily develop a goal in one area based on one when members but these could be something you could if you wanted to work on definitely would when was the last date of last that we did this it was done in October October yeah so we're gonna come up it's on our in our
046agenda later that it's that it's gonna come up again that we have to have it done by October thirtieth and then so but you know for now you know if we want to just you know save for this upcoming years it could be something that we make a goal to make sure we we have these reports and so are we good and then we could have further discussion on you know how do we gain information from our community well we do we do parent surveys and those surveys but also I think some of that takes place when you as board members are attending some of the curriculum fairs or the arts fairs or I mean I think it's those types of things I know that we will definitely bring you the presentations on all of
047our innovative schools this year as we've done so you'll get that but then also it's when you're you know we have schools have so many things going on with that promote their curriculum and instruction that when you're in attendance and that it's having those conversations with your community as well in addition to that I can give you the report when I meet with the superintendent's Parent Advisory Council and we talk about those and get input that can be given to you I think I did that in last year is what our topics were and what some of their their concerns were too so that's a good venue to do that I think as our as our goal comes up I would like it says periodic visitations in the schools I would like to go visit
048and see the the the new programs that are at our school so I can see what's going on it and you know promote it not really on board with school visits either looking at it from a teacher's point of view I didn't appreciate a bunch of people walking into my room and it kind of throws you off your game and kind of and it shows the kids off too so you know maybe a you know report we can definitely do reports and actually bring it would be our intent just to bring we went to one of the things we want to focus on we've talked about as leadership is really bringing obviously we want to show the great work that's happening in those schools but actually have the kids come and present some of those
049things let's say what do and we've kind of done that we're dealing with what about was steam what's happening in steam and then actually doing hands on display for board and for community to see online when we do our verizon schools I think that would be a good way we could bring kids and we've talked about wanting to have more of our community at an attendance that are at our board meetings and then again we would still want to do conduct those I can imagine we will do steam fairs and those hands-on things that the board would have access to community that way as well you just need to develop what we want to list as being our goals and then just have that so that we remember we're watching for them so then it
050comes with it will could be just maybe we can bring that back because we're talking just about the evaluation right now so we talked about goals that would be we could probably bring that into a conversation with goal board goals at the same time we come back for the timeline in I believe it's August with a strategic plan and the goals and are actually the priorities and pre-sentence from leadership as well that would be a good time to have that conversation since it's just about our evaluation right now know that whatever we're talking about is actually in alignment with the whole system just remember your goals are on governments all right so we good with our self-evaluation all right let's go to the consent agenda do we have any items that would like to hold
051this time I wanted to I want to pull 6d yep he isn't David okay so we can get a motion I'll move to approve the consent agenda omitting item I was second that Mister Aldama how do you vote I missed him until I miss Wilson miss Bartos no I really even our last study session about our governing board goals I think I'd mention that those governing board where it says governing board goals up here where it says increased student and achievement that those words are supposed to be changed to like should be either strategic goals or district goals where it says governing board goals up here where it says increased student achievement and sure because those aren't these aren't governing board goals I think the conversation if I misunderstood but I thought the conversation was
052we would do those changes when we got into the discussions about trustee strategic planning and then make the distinct distinguished distinction between that because you would give your we would bring to you what we believe through leadership the focus areas for the district and then the board would look at those and at that time would be a time to consider looking at definitely what are your governance board goals compared to what the goals are the district that you also support as well well then I would just make a motion that we just postpone this because it's already our governing board goals and that are here are already there so just wait till we have our discussion just post upon it so I would need a second or a second a second hey mr. Aldama how
053do you vote I miss Wilson all right miss Bartos all right and then I vote aye okay let's go to seven reports and information a principal and teacher evaluation ratings yes good evening Madam President members of the board at this time miss Valadez will share her presentation on teacher and principal evaluation performance updates this is something that should be presented to the governing board annually it is when we went through policies realizing it had not been presented so we are going to do that this evening and continue to do that thereafter good evening again Madam President members of the board and superintendent I am going to be presenting the teacher and principal evaluation performance update the teacher evaluation has the two components 67% of the evaluation is based on the teacher's classroom performance and then
05433% is based off of the data on the evaluation on the performance the classroom performance part there are five domains facilitation engagement environment planning and professionalism on the data portion these are the components the school letter grade the parent survey the e ll reclassification the AZ mayor of % tested and in the classroom or the school AZ merit growth and or proficiency data those are then compiled to come up with the overall classification ratings and here are the aggregate performance classifications and as you can see we had 53 percent of our teachers highly effective 40 percent effective five percent developing and two percent in a active the principal evaluation components it's the same breakdown as far as the 67% and the 33% the principal one goes off of the P cell standards which are the
055professional standards for educational leaders and then again the 33% is based off of the data portion for the principal evaluation performance part there's six domains and they're all listed here the school vision mission values improvement the equity and cultural responsiveness the curriculum instruction assessment the professional capacity of school personnel the engagement of families and community and the managerial leadership and maintenance and operations then the data portion of the principal evaluation is this part here school letter grade the survey the reclassification the percent tested and again the growth and/or proficiency and then based off of that is the final classification ratings here of 40% of our principals highly effective 53% of our principals effective and that concludes the performance of updates questions thank you very much all right I guess we can go to the 2019
056state assessment data yes madam president members of the board we will be presenting dr. Jerry Peterson occur via the Arizona management educational readiness to inform teaching we know it as demerit as well as the Arizona English language learner assessment we know it as is Ella and the Arizona instrument to measure standards aims science this evening Madam President members of the board I am excited to share some really great celebrations with you and some lessons learned during our process with each of these assessments tonight so when we talk about celebrations in curriculum instruction assessment we actually talk about it in a couple ways one is progress toward and one is lessons learned because it's not only about the test score it's also about the process so that said some of our progress towards in terms of
057the test scores and so I'm not going to read all of them to you guys you have them in front of you but we have some really great celebrations with some really high percentage growth in our district for AZ merit specifically but first we're going to talk about the 100 percent as you can see in 2019 spring 2019 we had 92 students who scored 100% on either the math or the ela or both I believe we had at least one or two that actually got it in both this year and you'll actually see a little less than ela this year but definitely a lot in math and well how exciting is it that we have two kids in geometry get a perfect score in geometry is something that we've never had before and I know
058my high school letter grade in geometry was not so great so I'm really excited for these students I was one of those kids who got algebra but didn't get a geometry so this is what it is by school another celebration is that every school is represented with 100% so this year so we're really excited about that we typically do our one hundred percent Club celebration with the governing board in September and that's what we'll do again this year a prettier calendar that you'll see at the end of today here's some specific celebrations these are kind of the big celebrations per school you can see those we have anywhere from you know you'll see a k3 school not always having as large of a percentage only because they only have one grade level to choose from
059Frazee merits so that's why we Wyatt sound it looks like it's a little lower but still exciting nonetheless we have some schools that had double-digit increases in proficiency and highly proficient a huge celebration at the very bottom I want to celebrate Glendale Success Academy the program next door the students at Glendale Success Academy do not stop learning when they enter Glendale Success Academy thanks to their principal and their staff recommend increases it says there in all grades in math it was also that in ela as well so there's a huge celebration for them here's some more ela and math celebrations when you start to get you know in the 20s it's pretty remarkable percent increase so that's really really exciting for us and some more of the schools signs specifically we're going to talk about
060sign in a little bit with their ALL data as well with their targeted a focus on that and and you see some more there not only do we celebrate the increase of profession and probably highly proficient you'll see through this presentation that we're also celebrating the decrease of minimally proficient and partially proficient but it's especially with the minimally proficient because that's where you get zero poins is minimally proficient but if you have partially proficient you still get points so that's why we want to celebrate that as well so some diverse populations allow students that was a target for us this year we really focused on that district-wide and you'll see some really great increases there with a proficiency in our ela data typically and typically what's consistent with our ll population is that they do
061in general terms really well on the math portion of AZ merit and that is well on the ela portion so it's really great again that these percentages are where they're at gifted students look at those amazing results some of them have 50% increase in their diverse population proficiency now what's I do want to recognize that those are also misleading in some cases because I'm talking about percentages and not numbers of students so 50% a times is different than 50% at North just because of the pot the number of population of students in the grade a get a given grade level special education again some great increases as well and we actually can break it down by their disability as well so if they have a speech just a bit there's a speech-language disability you know
062they should be doing well in some things but maybe not in other things and so we really actually break down the data as you go with that far in the data some math I ll students proficiency and highly proficient in math there's gifted and special education with math so some really great again progress toward the as many students to get proficient as possible because obviously that's where you get your most points and we want our students to be grade level ready so as Ella if you remember two years ago as that ain't well I think it was three or four years ago as Ella changed and they made it a little more rigorous so the whole state went down in as Ella because they changed a lot of it two years ago they changed his
063Ella again in that it was placed online so I think I we've presented to you two years ago that get ready as Ella's going online for a language proficiency test cuz and I'll save sarcastically again because that's the best way to test somebody's language ability is to do it online thank you we actually reclassified higher than the state this year we went from 13% to 15% this year 14 out of 17 of our schools reclassified at a higher percentage than last year and to sign elementary blue kind of the district out of the park a little bit with twenty twenty percent more students reclassified than in 2018 so that's a huge celebration of first sign and they they know exactly what they did and we're gonna capitalize on what they did and make sure that
064everybody understands kind of their system they put in place to support that aims science has been around forever named Sciences in place as part of the accountability system one more year and then you know they say what's going to happen but you just never know what's really going to happen yet but you'll see some of the increases there in our fourth and eighth grade science data something to remember with a in science though is in one of the board updates we've talked about the science standards have changed but yeah Ames science hasn't changed it's still built off of the old standards so we have we have kind of like when Common Core came around and we still had ames science but we had teach common core is kind of the same thing going on for
065a couple years so that more updates will be coming about how we're dealing with that AZ merit specific data I won't go through everything in detail but you'll see what you'll notice is that we did plateau in some areas and we did go down in third-grade dad and I'm going to tell you about the lessons learned from that and what we're going to do about it because we do need to have a plan in place about that as you can see third grade data did go down especially in mathematics and in ela and we actually know exactly where and maybe not so much all the whys but we know the where's and so we can start to create systems to support counteracting that fourth grade data and you can see on these tables it goes
066from 2015 at the very bottom to 2019 at the top of each of the content areas fifth grade data sixth grade sixth grade data seventh grade data and I should mention because this isn't in the presentation but what we talked about in our data dig is that almost all of the data actually I think all of it to tell you the truth all of it parallels the state data so and we've always done that we've always been parallel to the state so when the state goes up in an area we go up in an area when they go down we go down when they're plateaued they were plateaued and we that the third grade data statewide went down as well and so did it in like ela seventh grade it went down statewide too so
067not saying that that's okay and that's the reason but it is I'd rather parallel or buck the trend positively then go against it in a negative way and then our eighth grade data district wide this is a very lots of information all on one slide but what this is is we looked a little bit deeper in our data because we don't just get like I said we just get points for students who are proficient or highly proficient we also get gross points and so we started looking at the difference between quartiles within each proficiency level so if you take highly proficient in effects okay I'm going to walk over here I'm a pointer and I talk with my work my hands so this is 2018 this is 2019 and in each in the red area
068this would be all minimally proficient percentages of students but it's also then broken up into quartiles in that of the hundred of the hundred percent of students in minimally proficient thirty six percent of them were at the highest point of vanillin proficient whereas only whereas ten percent were at the very bottom a minimally proficient so what you want to do year by year is shrink the lowest quartile of minimally proficient and in every single grade level and in almost every diverse population in every grade level in every content area we're shrinking this so although we might not be getting proficient where we want proficiency because that's what we want we are growing our students and I think and to the testament of all of our principals and our staff members our faculty our teachers they
069really work on the students who really need to get to grade level readiness and sometimes it takes a lot to get there and so we are moving them and we do get points within this for growth but if they were just stay here and stay here we wouldn't get any points but within it as long as we're going this way we'll get points for it hope that makes sense so that second one were at 16 and 16 percent is that any points or is that no points well it's interesting it's by student so it depends on the student and about their growth percentile between the two years so in general I would say you know it doesn't look like it but it depended on where that student was and if actually even within the quartile
070you could actually quartile the quartiles because if that makes sense because all these are scale scores so it might be 2100 here 2300 here and if you went from 2100 to 2200 you might still be in here but your your scale score went up so it really depends on that so going from 10 percent down to 4 percent in that lowest court quartile yes even me that says so as as those kids are moving up so that 6 percent that moved I'm guessing went up to that somewhere it went somewhere up so even though those numbers may still be the same above it it may be because it's a new group of kids that have moved up to it correct okay correct so anyway we were excited about this because we haven't actually looked at
071it at this deep of a level before and and it's it's good for us to do this because again I'm not saying that I'm trying to create reasons for us to celebrate it it really is a celebration when somebody grows and so and that's what we always want is some sort of growth hopefully it's a year's worth of growth but sometimes it's not but we do need to celebrate the small wins as well so here are five year trends they look really positive this is our ela 5 or trans AZ merit has been around for five years already in the news and in aboard updates you've heard probably that the they have decided the state has decided to go with peers for the next two years they've extended the contract for and I'll call it
072a Z merit the way they've gotten around it is said it's not going to be called AZ merit anymore but it's still gonna be a Z merit for the next two years and then we don't know what's going to happen after that but a AZ merit will be around for two more years they just won't call it that supposedly but we are as you can see it's definitely a positive tread trajection over the last five years that's was la this is math really great trajectory with math yay geometry yay for those kids who didn't get a D in 10th grade geometry so that's really a positive celebration for us aims science data a little flat light is completely flat actually it's fewer to average that obviously it's 0 we so we have a plan to
073help with that for next year could any of that be the difference between the standards changing but the test not change a little bit I think more so next year because the standards officially change this year so 9a would they weren't all implemented this year but next year so we need to have another plan because we're doing the dual systems so we have a little a little bit of a change with our benchmark for that to help izella data this is our izella data there was positive reclassification percentage growth in every area except 5th grade and we actually are now getting down to the students and why that is and where it happened so we do have that data and we're and our site administrators are looking at that right now and creating it yellow
074action plans to help support that to change that around so here's the for your information accountability timeline which always makes me giggle a little bit because you think it would be a little bit quicker by now after five years but we validate our data until the probably the end of August and that's because one of the assessments which is the special ed assessment MSAA it's not in yet the data from that's not and it's a one on one assessment so that needs to still get in and triangulated with all this other data October the State Board of Education has said that they're gonna set the cut scores not into October which means pull Emory letter grades will not happen till November which means because then there's an appeal process with that which means that December
075January the final letter grades will be released which is you know almost nine months after taking the assessment which just makes it a little harder and I said on there will no longer be titled AZ merit but it will be in place for two more school years here's what we're gonna do about it to accelerate our progress I won't read everything to you some of it may make sense to you some of it's not because this kind of curriculum ease verbage but what we found out to tell you to explain to you what we found out where the gaps are writing is a huge gap for us our writing scores are not where they probably should be and and it influences the ela score overall and so we're gonna make sure that we are focusing
076on writing as well as reading because they should go in tandem and isolate them from each other some other things that we're going to put in place is we have something called rolling assessments in kindergarten through second grade and what we found with them is that they some campuses do them really well some don't find maybe the value in them yet and so we need to be better about communicating about that and being transparent about that process and lupiba that data and with that we need to do a couple check-ins with our reading data and our writing data and our math data before third grade because what's happening is that all this like all of a sudden you get a benchmark at the at the end of quarter one of third grade but before that
077there was a benchmark in second grade but it wasn't really you know I would say it was it I think we created it and we implemented it with the best intentions but we didn't go maybe about it the right way and so we're gonna redesign that so that it's usable and it's more based in what the what teachers need the data that they need in order to make instructional decisions and so that's what we're gonna do with that we have something called the balanced literacy literacy framework in our district and a comprehensive math framework and we're going to work on really making sure we provide some strong professional development for that in the parts where teachers have asked for a professional development or targeting that professional development for them by grade level and in content
078areas and the big thing with the science our science benchmark used to be given at the end of February and they take aim science at the end of March and think of March marches parent-teacher conferences Spring Break there's not really a lot of time to do anything with data and so we're backing that up too before even as Ella begins so at the end of January because it is a comprehensive assessment anyway do it at the end of January so that we can use the data and have at least two months to do something about it and so that's what we're we're putting in place for next year that would be the first time that we've done that secondly edge services will work with three collaborative teams that six identified schools for next year and
079their site administration throughout the school year to help build capacity about doing as you said like what are our PLC's doing so and we call them collaborative teams so how those collaborative teams are doing to make sure that we're on the right page with that with with each of those schools and then the professional development calendar has added some district-wide professional development days by content area and grade level back into the calendar for next year based on teacher survey data about what they want and need and we've placed that back into calendar for next year with them for them and we will obviously continue our after school and Saturdays professional development I have to tell you there was a misnomer maybe that teachers don't come on Saturdays and after school and we kind of bucked
080that last year they came in droves to Saturday professional development and after-school professional development better on Saturdays than after-school as you can imagine but they they were they were they were we never had to cancel because there were always teachers who wanted to learn more and and tighten their craft so that's really really exciting also we're going to do a continuous improvement cycle with our site leadership what we're finding is that we might be doing some really great stuff in collaborative teams but then what happens after that in the classroom with like teachers might need like if we decided that we're gonna do this strategy during last week's PLC or collaborative team time I might not know how to implement that and so how do I do that so we need to get better about
081the and then what and how to help support that so those are the things that we're going to do district-wide to help support kind of accelerating the progress toward success so any questions or comments do you see because we had the legislation legislators change our dll for our block do you see that as being a positive thing you know language like you said it's not you know you don't learn it on doing a test on a computer but you also you learn language especially academic language and on what yes board member tells they it's it's kind of a happenstance that they created the it's mostly like a 120 model 120 minute model for k5 and then it's a hundred model 100 minute model for six eight was so kind of magical about that for us
082is it completely parallels our balanced literacy framework for all students so no longer are we having to isolate grammar and isolate writing and isolate speaking and listening and isolate reading but we can actually combine it in the way that we know students learn language and they learn how to read and write and become literate in a language it allows us to do that and so I think I like to believe that it's a good thing for us and we can really capitalize on that because we have a strong balanced literacy framework in place in our school district so when I looked at you know where your quartiles yes things like that I know that there was legislation that is going to compare this to other districts and that would give us you know like your
083opportunity for more funding in our schools you know you know by performance you know when you look at this do you know how we can compare to two other districts I mean I know that they're comparing us to you know districts that have 60% you know free and reduced which really isn't real close to what we're at but whatever yeah I we haven't been able to do all the districts yet because they haven't all presented their data like like this yet but we are working on that definitely because I think you're talking about the not the opportunity way but the performance-based compensation and from the districts because I tend to go on board Doc's from other districts to see what's going on and I've noticed that those who have presented of our like demographic we're
084doing pretty good we are I use the phrase bucking the trend I think we are bucking the trend I think we're in a better place than some others but I don't know for sure and that's where we have to get down into even though I can say this it's really the student growth percentile and the student growth target per kid that really starts to affect things and so until I get into the data to that deep and be able to compare it with other districts who can share that information then I just don't know yet but I think we're on it I think we're in a good place with compared to our like demographic districts yeah I've been told like when their comparisons will even no no it's a secret I'm sure I'm really happy
085to hear about the Saturday PD in talking to some of the teachers that do the specials the music teachers aren't teachers band teachers that's I know been a concern of theirs because it's one of them at a school and it's difficult for them to go to the other schools on their PLC days so I think this is something that I know that they're gonna be really happy about Thank You Anne to add to that there will be I might get the number wrong off the top of my head but it's about 12 times during the year that instead of being at their school site they will be together as a Content area and not just not just talking about the Fall Festival or the spring performance or anything we are actually bringing in professional development
086for them as well is there a administrator then that sits in on those meetings yes so there will be a district administrator at those meetings and if you remember his name John Morris will be coming back into the district and he will be part of that and coordinating that and being at those meetings as well to support that they actually we're going to have administrators that other content areas as well as related arts just so that people start to understand other content areas as well like music thank you thank you very much everybody for letting us present this it's like I said it's progress toward and lessons learned and we're doing that and when we know better we always do better so we're gonna do better it's encouraging thank you alright I guess we can
087go on to action items and we have a Nazi revision first reading yes madam president members of the board it is recommending the governing board approved the first reading of a revised policy manual section is G personnel and age meet and confer as presented get a motion I'll make a motion to approve first reading of revised policy manual section sections G and H as presented second mister Aldama how do you vote aye mr. Minto I miss Wilson I miss Bartos I vote aye okay we are on 8b employment of director yes madam president members of the board is recommending governing board approve the employment of miss Jacqueline her Ryan as Director of Human Resources salary and benefits commensurate with other administrators I have a motion I'll move to approve the employment of miss Jacqueline Ryan
088as director of Human Resources I'll second that mr. Aldama I missed him until I miss Wilson aye mr. Bartels i novo today congratulations all right we are uncie proposed 2019-20 expenditure budget founding president members of the board this evening we're happy to present to you the proposed expansion budget for fiscal year 2019 2020 and that will be done by mr. beragon and miss Cara veo thank you Madam President members of the board I believe when we did the final revised revision for last year we tag-teamed and so we're gonna do that again she'll do the most of those most of the presentation I'll just give my commentary more likely at the end so I'll turn it over to good evening madam president members of the board I'm excited to present this FY 2020 proposed budget
089so we'll go ahead and get started so the last budget that we brought forth to the governing board was our revised to budget and that was brought on May 9th and with that the base level of support was four thousand and nine dollars and 57 cents we did see an increase to the base level support it increased to four thousand two hundred and two dollars and thirty one cents that was an increase of one hundred and ninety two dollars and seventy four cents per weighted student count so even with the decrease in student count our mo no budget remained fairly flat and our projections for student count are two hundred and twelve fewer students than what we based the revised budget off of unrestricted capital that also increased for fiscal year twenty the state gave
090us an additional 1.2 million dollars and compared to our revised and all cuts to district additional assistance will be eliminated by fiscal year 2023 so we're looking forward to getting back to full funding average daily membership continues to decline as I mentioned fiscal year 2020 we're projecting two hundred and twelve fewer students Madam President members of the board what I I think that's important that we point out that this is really an estimate based on the Democratic Democratic study that we conducted I believe last year we're in the process of updating that here shortly so I just want to be clear that this was our best attempt to try to figure out what that decrease would be when we did the demographic study it did not include the additional two charters that are currently being
091built if you will and or moving into the district so this will be a moving target and so this is what it's very important that this number may fluctuate throughout the year and again I think it's always been important number Smith the president Smith that talks about courier funding and so we're really hitting a moving target this was our best attempt to try to figure out what that enrollment would be and so when we potentially revised in September or in December those amounts that Valerie just presented both in the maintenance and operation fund and also in the end of resurgent capital could increase or decrease just based on that enrollment our district additional assistance was calculated at 5.1 million the estimated legislative reduction was 32 percent and previously we they had been decreasing it by
09265 percent so that is additional monies given by the legislature and DAA available is 3.4 million the overall reductions from 2009 to 2020 have been approximately forty 1.1 million thirty-eight specific to capital our truth and Taxation notice was published in the Glendale star this afternoon or morning and the truth and taxation noticed on the left is last year's amount and this year in 2020 the amount has been reduced and part of that's attributed to the increase in assessed values Madam President members the board the reason that we always want to have give you this visual you the community and anyone watching on YouTube is because this language in particular I believe is very misleading and so the way that the language reads that there's an increase but in reality when you're comparing apples to apples
093and that's why we pointed out fiscal you're 19's notice which is the 41:27 to what's going to be what was published today of 38 26 but if you just look at the notice in isolation if you will or in its notice just for fiscal year 20 it implies that there's an increase and so I think it's important that at a minimum everyone have the information available said at least they can come to their own conclusion I personally believe it's misleading and that's why we wanted to provide you apples to apples versus just the way that the actual language reads sadly it's a requirement in statute that we can't deviate from the way that the languages were in the font size and everything so again we felt that was important and I believe we've we've been
094doing that pretty consistently the last five or six years side-by-side comparisons when we proposed and adopt a budget madam president was the board for the purpose of this presentation in side by side we don't do that in the paper but that's not a bad idea Wow and with our luck they probably will enact some legislation that doesn't allow us to do that but but at a minimum for the record we've tried to show that side by side because again the notice itself is in my opinion very misleading and so to the point that Valerie made you are looking at it I believe if I remember correctly there was an increase in assessed values by over three hundred and ten million dollars within the district boundaries which is a good thing because it helps everyone go
095ahead and just bring them all out just a reminder there are no legislative safeguards as a relates to current your funding so as that enrollment decreases we have to make reductions downward if there was an increase in enrollment we would make those reductions upward the second point into the vet the point that Valerie made earlier in her presentation and we did get about sixty eight million dollars more in capital funding than was originally proposed I believe last year to restore capital funding so it's being accelerated which you'll see or you saw that there was an additional 1.6 million dollars more if the formula had just stayed true to the additional only 68 million just divide that by half and that would have been the additional increase so I think that was a great move considering
096there's been a surplus in the state budget and so hopefully we can at least restore the formula sooner than later enrollment must be a priority we have to market you saw our kids today and our parents with the t-shirts that say a proud parent and students a proud student and I think that's important I know that I've seen the superintendent in the community passing those out and so she's been she's about in the you know out in the field attending the various meal programs and so really engaging the community to where those and and be really proud of of what we are who we are and who we're gonna be the updated demographics that we've been working with Applied Economics you're gonna see a presentation of some form of a study session I believe in
097that first board meeting in August and that's going to be very telling and I just want to maybe get you to jog your memory about the conversations we had in February on that Saturday you know that's gonna remember those conversations and discussions and then as that presentation occurs in August if those are hopefully kind of connect the dots and really put things in perspective and perhaps the direction of this board and this district has to move forward for long-term sustainability in the board policy we briefly talked about prop 206 as that minimum wage increases from $11 to $12 on January 1st of 2020 that's also going to show assuming that everything's equal a decrease in classroom spending just that alone and again I think it's important I think it's important that committee understand that that
098if those dollars aren't being fully restored or inflation isn't consistently being funded and capital isn't being funded that you're just gonna show any district as being inefficient in those areas right so transportation maintenance or plan operations determinant to use you're gonna see that and as a roman decreasing it's also gonna make us look like we're being inefficient and to some extent that is true we must understand the various competing interest and the impact of those decisions in order to be competitive this is a very competitive market more than ever if you look at the enrollment trend over the lot on the hundredth day over the last 10-15 years you can see that we're decreasing and in the 2020 that was our projection once we get a 40th day account obviously we'll update it to a
099true a true number but we're gonna have to make decisions and really think about how do we operate efficiently overall with a declining enrollment because every year there's more competition so reduction in operating expenses is gonna be critical difficult decisions addressing our capital needs self-insurance obviously I think we're doing great work there the declining enrollments gonna be it's gonna be a problem it's it's an issue and we can't shy away from it and you know obviously the rating inches in the impact to our taxpayers I think we need to be mindful of that as we kind of go through this next school year and Madam President of the board I'm happy to answer we're happy to answer any question that you may have as it relates to the presentation itself or any detail in the
100budget what I would want to add is that this year the budget forms specifically the expenditure budget and the worksheets were completely changed than what's been established or formatted over the last 15 20 years or so so the format is different some of the sheets that you're that are in your packets tonight are completely new because it's a new format and in temp to streamline those worksheets so if they look different it's because they are and with that I'm happy to answer any questions you may have I just have a comment that I you know the declining enrollment is definitely the big problem and you know Glendale is a very beautiful city I think I moved here 25 years ago and I moved specifically because of the district but you know if we could encourage
101our staff to move into the area by homes in the area you know that might help a little bit but we definitely need to you know have more younger people move in that are going to start families and you know but it's definitely going to be a challenge and you know it's pretty scary really you know Madame president was the board to the point that you just made the other piece is not just obviously competition but also we're still feeling the impact of low birth rates and so that's going to kind of carry on and in future years it's a combination of those two have have been the reasons why there's a decline or decrease in enrollment I have a few questions actually not on the presentation but actually on the budget itself and miss
102bartels sent in some questions and one of the questions was on page 1 of 8 line 11 and it was about school sponsored athletics and then in the answer that was given to her it said the actual expense for fiscal year 19 is 177 thousand but that amount isn't shown so I'm just wondering like you know when we look at the budget and is that just based on numbers you had given us as your estimate and then you don't change it to act Jules is that why the number is different Madam President members of the board I think what's important to understand is that prior if you look at the prior year I believe that number shows as a ninety 90 thousand three hundred ten dollars that's just a budget and so when we get
103to the AFR you're gonna have actuals to budget and to me that's probably going to be the most telling piece is because this is a guesstimate of what we think we're going to spend the annual financial report which again has to be approved prior on October 15th is a true reflection of the expensing heard in the various line items so to answer the specific question is the budget is the budget actuals you will not see until the annual financial report is completed I believe we're going to try to shoot for that September the last meeting on September because the October meeting is after the statutory deadline but you would then see the actual to the budget and that's where you're going to have an idea of what was budgeted compared to the actual expense okay
104and then also just at the bottom of this is page six of eight there were a couple errors that were that were noted that we're in there and I I think you've done a good job saying but this is just a budget and that this is you know you're your guest iment but you know in the answers that says that it would be corrected in the next revisions I just want to make sure that you know that it's noted that we want line 12 has an error there and that line four of the internal service funds it's for extended day and it's just not in the budget so I just want to make sure it's it's noted publicly Madam President of the board thank you for pointing that out and you know sadly were humans
105in the work there are errors there but as I pointed out it is a budget and overall obviously with every revision we try to provide you more current and accurate information whether it's a roni projection or an expenditure so that we see those trends you know as you get closer to June 30th those numbers definitely become Macker and I know during the trust boards we talk about experience and again as you get closer to June 30th numbers become more accurate and again that was just we were eager to get this together but again we'll noted and we'll have that changed should that please the board at the next revision I think this is gonna be my last question for you I just want you to refresh my memory so money that goes into our DAA
106can go be transferred into our mo no but it can't go vice versa madam president members aboard if I could actually get you to turn to page seven of your budget and I'll just give you guys a minute to look at that it'll say page seven of eight on the bottom right corner the famous babysit I'll give you guys another second or two they want to share in the week page seven if you look at there's a column E and a column B and then there's four lines to the to the left so for example there's sixty three point three million dollars sixty one point two million of that is budgeted in M&O and I won't even complicate things by telling you how that all gets put together but the simplest way that I can
107explain it is sixty one point two million of that sixty three point three is an Emma no the difference is in capital if you look at district additional assistance the five million 109 four eighty what we're saying is that there was a reduction of one point six and there's three point four million dollars left available the law allows you throughout the year to move monies between columns a and B whether so in other words what was the revenue control Amman a portion or of that into column a or b so you can do that as long as you do that by the May fifteenth revision but once those monies are there so for example if we have capital monies I can't use capital once it's truly in capital for my salary so the law does
108give you the ability to transfer money but once it's in that specific column you can't you cannot use it for anything other than what's intended consistent with the US so far so for example if we took a portion of that seventy two million dollars on the bottom there I couldn't use that to buy a laptop or furniture and equipment the law doesn't allow you to do that but it does allow you to move monies from column a to column B as long as you do that by May 15th so it's it's a technical and we're probably kind of getting a little bit in the weeds but that's why it's important that we understand capital can't use B for mo and no can't be used for capital but within the funding mechanism you're allowed to budget
109a portion or all of it or whatever is in the interest of the district in capital or M&O and I'm happy to answer any questions if I lost you in that explanation oh yeah you did it would have been easier not to say anything I think this is very important considering that the district is a plaintiff in the capital lawsuit I do think that it's extremely important that money's in district additional assistance which historically remember there were soft capital which was which was intended to buy textbooks transportation vehicles for kids so soft capital was initially intended for those things that are capital but are for our students and then there was the capital outlay revenue limit which was capital for anyone else and you could use that for kids but I couldn't use soft capital
110for for staff they took those two and combined them to be consistent with charter school funding formula terminology and created district additional assistance and so district additional assistance this intended for capital related items so I think it's important that as we get monies and that funding mechanism is restored that we put all of it or as much as we possibly can in capital now what what I will say is there are contingencies so the concern about decrease enrollment if we had to end only as a last option what do we transfer what would we reduce that three point four if you look at column B some of that a portion of that back into M&O to sustain us but that would be a last option so while we're decreasing an enrollment we're trying to protect
111the district trying to protect the board the staff so that we don't overspend if enrollment decreases beyond the 212 or so students that we've accounted for so again that would be like a last paid there's an emergency we got to become solvent and then we would move it back but that would not be the ideal situation but if it if the situation arises we have a plan to protect the district I hope that made sense that did thank you alright those are those are my last questions anyone else have any more questions mr. Aldama have any questions alright well at this point we just need a motion for our expenditure budget mr. Aldama how do you vote aye mr. myko miss wilson i miss Bartos I know but I thank you getting close to the
112end you have nine future meetings and agenda item requests yes madam president members of the board I think at our last meeting we asked to it was the wish of the governing board to have more detailed information on to the upcoming agenda items so we placed that on there so you can see we will need to meet in July we're asking as we stated before only to do it in on July 11th and July 25th we would vacate that meeting just because it's that first week back and things are very busy at that time I would like to make a recommendation respectfully to the governing board that if perhaps on August 8th or August 22nd that the superintendent be allowed to report the 1819 superintendent's report so that in either on August 22nd or September
11312 the governing board would agree to go and do the superintendent's evaluation for the school year of 1819 my rationale for that is that we are starting the new school year and completing my first year I would like to know what those improvements may be that I can begin the year with those and not wait until mid-year and and and continue to do the wrong things mid-year all the way you know for five months so I would ask that consideration so which month did you want to move it to we could before the evaluation could take place we would have to do the superintendent's report so that could take place on either August 8th or August 22nd and that would leave September 12th for the actual superintendent evaluation I would like that much better than
114in December we all good with that yes yeah I did notice the details are getting in there and appreciate that on the 11th I see there that there was a study session for community involvement can I was not here last time so could you tell me a little bit about that I think the governing board at that time wanted to talk about ways in which they could engage and community involvement is my understanding and there were lots of committees when we were going through the policies to they said you know that the you know how the community should be involved in it so you know we should discuss the different like policies that that we've just spread and make sure that that were you know all together on the community involvement on committees that was
115part of it also being the board being involved in not necessarily I mean but it could it could be that you know that we might need a committee you know that maybe does have a board member on it no it's not ideal but you know it's just a discussion perhaps we could bring if I may madam president bring back the policy about committees and governing boards roles whether you know because there's a specific policy about that you know and then we can do do that yeah that's a tricky area there yeah so perhaps we should just have the conversation about policy mm-hmm anything else on there any agenda item request ten summary of current events yes Madam President members of the board I do want to recognize our administrators that are here I know it's
116summer and vacation I know you're working I know I require you to be here but thank you for being here but also we do have some teachers in the audience tonight would you please stand thank you so much for coming appreciate you spending this afternoon with us and learning about some of the things that are happening right now and Glenda so thank you for taking time and please take time for yourself this summer because it's almost over I hate to say that it's coming really really fast as far as my update I do want to do a little bit of update if I could have that in just one moment please as you know we spent 1819 really concerned about declining enrollment what are we going to do to help you maintain students are our
117students and Families but also something that has been really we've had lots of conversations about and we had study sessions about was simply our what are we going to do to keep our students all the supports and found all the support students and families need due to them coming from you know situations perhaps that are in crisis mode at times and one of the things that has always been hard for us is we've talked about bullying and what does bullying mean and and what do we do to prevent bullying because those things we don't want our children to feel not safe so I would like to really my focus we've attended many professional developments on social-emotional learning as you know you so graciously approved that new Department for dr. Jerry Pearson inter bio-ink revived that
118we're excited about so next year the message will be from me at the opening day is really talking talking about kindness and not just being kind but really radiating kindness and what does kindness mean and not just kindness too each other here in our schools but out in the community because it's really something that I think we can say across the nation we worry about what is happening and we want to be kind to each other and truly what does radiate kindness mean and it's it's not saying a nice word to someone it's actually some form of act so we'd like to tie everything into this launch tonight we put in here going in Glenda elementary school district we are a mosaic of minds weaving our story into the community by using our unique differences
119to construct a diverse foundation for vibrant futures in the school's classrooms and throughout the heart of Glendale a mom a mosaic of minds encourages us to share our story through kindness and leave a lasting mark on our community please join a mom in radiating kindness today so if you see my little mom he's sitting in that chair isn't he cute he's cute gives a little card he's mad at Stanley he's he's going to travel around mr. Cummings has taken in some places because it's not just about radiating time this here and in Glendale is out throughout our nation and we want our art we want Glendale to be on the map because we are a community as Miss board member Wilson said you know she came here because she loved the community I'm honored to
120be the superintendent in Glendale Elementary School District and I want it to be a community where we all are just kind to one another and we do things so for those of you that are there you know I know we always like to sit in the back but sometimes when you sit in the front and good things happen you know if you want to play musical chairs and that's okay with me but what I'm going to ask if you would look under your seat and if you have a card like this hey gotta run to the front you are the proud recipient you're the proud recipient of a mom a little special sweet treat for you and for those of you that are going to need workmen's comp for looking for them we have enough
121for everybody oh who said board meetings are boring we have the camera doing a 360 days to come to a board meeting yeah if you will notice that you have a little pin the pin says Glenda Elementary School District and then it tells you what the purpose of a mom is this pin will soon transform into a little mosaic pin and that's what we will use to radiate kindness in in Glendale so I truly am honored to be your superintendent and thank you so much for allowing me to do this job did you make things remember Wilson of course I made well mr. Aldama you missed out on the fun do you have any reports mr. Aldama no reports just I'm superintendent Thank You Pimentel I guess you're gonna have to I do have to
122follow and I guess this was last week and Alejo in Miami and that Leo is the no Layla education fund is a group called it stands for the National Association of Latino elected and appointed officials they have a track for learning for school board members they have things for municipal and for legislative and I just there's a couple things I wanted to bring back briefly out I'll be quick but the big focus on the classes that I took war on mental health and and exactly how much not just our children need but our teachers and our staff and there's so much that affect our children that I think we worry about the children so much that sometimes we overlook so we don't want to I don't want a bit about them but one of the
123staggering numbers that I heard was that 80% of the children who need mental health don't get it and that so it's one in six children that is getting it and in our neighborhood and our children I mean that hurts my heart that's where our kids go to school our grandkids and and and I know that with what dr. Peterson korvia is gonna be doing he's going to make that difference for our community so one of the one of the top one of the one of the statements somebody made that really impacted me and that kind of segues into the next thing that I really learned a lot about was children do better when they feel safe and secure so another big thing that that we discussed was of course school safety and and I'm really
124proud so that every time that they were talking about the things that we do we're doing it glendale's doing it and joanna morse is and from what I'm hearing she's she's kind of above the bar the bar might be here she's gone above the bar of what she's doing and I'm really proud of the the lead that she's taken in our administration here and I have a lot of notes here I have some information the census was a big thing I'll pass these down for the other board members that are here but just today in our community again I've been kind of pushing the census because as we know the census helps bring monies into our community and so we really need to make sure we get an accurate count when we have problems getting
125an accurate count due to a citizenship question we're not going to happen we're not going to get that and just today that was ruled out so I think that's something that we really need to consider and I know that that superintendent Sagada Jones had included the census talks with parent talks and different parent meetings so I think that's important and I and I really commend everyone for participating in that but I have some more things here I'd like to share later I a lot of great information but that's my part and enjoy the rest of your summer as well all right well I was gone for a while so I didn't really keep up on too much but I did keep up on the tweets and I have to say I was impressed with the
126world refugee day that I read about and also I got a glimpse of the new banners and then firsthand the other day I was able to come in and take a look so they're really they're really nice looking and you know they're just the the colors are just very attractive and I think they're going to work very nicely other than that yeah there's not too much time left for summer vacation so enjoy and you know just have a good time congratulations again to our authors it does garden also I read today that Miss clear work was there's a finalist in another national recognition and I'm excited about that and congratulations again to her on that had fun volunteering with some of our summer school students the last couple weeks and as well as the shirts
127and seeing all our refugee kids that was just mind-boggling but they were so excited to be participating in that picture and you know getting the shirts and wearing them they were there had a fun time but enjoy the rest of the summer yeah next year starts in just a couple weeks well I want to just thank our superintendent for her innovation this has been fun for me to see the marketing that were that were happening in our district and the kindness cookies here and I'm so impressed that you made them all - I mean that's just really impresses me and okay and I guess we need a motion to adjourn motion to adjourn second favor go forth and multiply Jamie did you say I to adjourn
