Okay, we are recording and I'm going to go on mute. >> Thank you. I would like to call this meeting of the Naraganset Regional School District School Committee to order. It is now 5 5:37 p.m. If you could all please rise for the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right, that goes much more smoothly in person. Thank you so much for being here tonight, everyone. And I know that this was an extra meeting on your calendar. Um, as you know, we're troubleshooting getting Shawn access and Susan, let me know when you've been able to reach him by phone. Um, so I did want to start before we
get into um the vote. First of all, this meeting is being recorded. It is not being livereamed. So, it will be placed on YouTube um after it's recorded um in the meeting. Just FYI, >> Sean is in the meeting. Excellent. Thank you, Sean. Well, we could troubleshoot that. So, Sean joined at 5:39 p.m. Um, so, oh, it's a remote meeting and I forgot. I'm sorry, everyone. We will have to do roll call um for presents. Um, so Heather >> here, >> Bill, >> present. >> Henry, sorry, Hank reading names. Yeah, here. Sean >> present >> I thought it was my mother for a minute so >> sorry >> I'm here in the car >> Sylvia >> here and I am here uh so that makes quorum all right it's been a minute a minute all
right so first before we get into the voting and the rule of necessity etc um I did want to give everyone a very quick update that is budget related, so very relevant to what's on the agenda here tonight. Um, I do know that uh Chris and Molly were present to present to the Philipston Select Board last week. Um, and I was made aware that during that meeting, the Philipston Select Board um made a vote on what their portion of the budget should be. um and they voted for a 2 1/2% increase only. Now, um I wanted to make sure that folks understand what does that actually mean in relation to the vote that we're taking tonight. So, a select board voting on the budget is advisory only. It has no bearing on the vote that
we certify. Now that said, we of course value input from our towns and a 2 and a half% increase could absolutely become one of the scenarios that we look at just like what we're looking at various scenarios with Templeton. It is absolutely within the purview of what we can do. Um but we really would have to evaluate that input against the need of our district. What is our job in the certification of the budget is certifying a budget that is grounded in what it takes to meet our obligations especially to our students. And you know this really represents one scenario among several that we're looking at. The other thing that I want to recommend to folks is I do understand the desire to restrict to two and a half percent. I need everyone to remember
what Dr. Civant presented to us when we were all sitting around the table, which is that a 2 and a half% increase from our towns would make it impossible for us to function as a district. That we would not be able to meet our legal obligations when it comes to our students. and the very real scenario that not only would it cause all of the layoffs of staff that we already reviewed, but even adding in removing all extracurricular activities, we still would not be able to meet that amount. Even with renegotiating with teachers, we would still not be able to meet that amount. Like I need everyone to understand that that two and a half percent does not allow us to meet our legal obligations and that there are no scenarios that we've been able
to find for any cuts to the budget that allowed us to reach that 2.5% and still serve the needs of our students. Okay. So, I wanted to be transparent with everyone about what happened to help them understand that absolutely we are more than willing to look at scenarios with our towns and we will continue to do that and we invite Philip to have a voice at the table with us um just as we have with Templeton. Um but it is one piece of information. It is not an obligation for us to adopt it. Okay. All right. Speaking of that, um, as a reminder, if you have forgotten between our last meeting and now, the rule of necessity only needs to be invoked if we have a significant conflict of interest and we are unable to
make the numbers um to secure a vote. Um, because we do not have any conflicts of interest that need to be considered um nor do we need to invoke this rule in order to have the necessary quorum for a vote. We can move on. So, for the FY27 budget certification vote, um I do have new numbers from Anmarie and I do want to acknowledge that if you were to compare this to the sheet that we looked at previously, there would be changes in part because um we got the official numbers. Oh, Ann Marie, help me here. We got the official numbers related to >> the roof borrowing. the roof borrowing. So, >> so the numbers that are reflected on the new income sheet that will get sent out to towns is the actual cost for
FY27. >> Right? So, please reference the sheet that is dated March 30th, 2026. Do not reference any of the previous sheets because this new sheet ref represents the updated and corrected numbers based on that change. Everybody clear? >> I have a question. >> Sure. Um I don't know what the numbers are. The only number I see is the um first number to certify the total amount. Um what is the number the the debt change? I don't have it. The new number for Philipston is 22,876 for your portion of the roof. Did it change for Templeton or only Philip? >> No, it changed for Templeton too. Theirs is $129,530. Sorry. >> So for Templeton it is 129130 and for Philipston it's 22876. >> 22876 and 129530. 5:30. Okay. Thank you very much. >> Okay. All right.
So, we will proceed with our votes for the budget certification. I would entertain a motion that the Narroaganset Regional School District School Committee vote and certify the amount of 28 million27,675 for the FY26 budget. >> So moved. >> Motion by Danielle. >> Second, >> Jen. >> Second by Sean. >> Is it supposed to be FY27? >> You're right. FY27. >> Sorry. >> Thank you for that correction. Any questions or comments? Seeing none. Sylvia, >> yes. >>
Heather, >> yes. >> Bill, >> yes. >> Hank, >> hi. >> Sean, >> I. >> Danielle, >> I. >> And I say yes. So, that is unanimous. Can you tell that you're all finally in one order on my screen and not moving around anymore? >> I have a question. Excuse me. Did we skip over one or am I losing my place? Um, did we do number four? >> Yes. >> The 62,1004. Yep. >> You skipped over number three, the transportation. >> I knew there was one of them. >> And Marie, you're supposed to yell at me. I would entertain a motion that the Narrogates at Regional School District School Committee vote the estimated income of $733,82 for the FY27 budget, which is based on the chapter 71 aid from the governor's House 1 budget submission.
So moved. >> Motion by Danielle. >> Second by Hank. Any questions or comments? >> Seeing none, and you've all moved around on my screen again. >> Heather, >> yes. >> Bill, >> yes. >> Hank, >> hi. >> Sean, >> I >> Sylvia, >> yes. I would entertain a motion that the Narroansit Regional School District School Committee vote the estimated income of $145,000 for the FY27 budget which is based on the FY27 Medicaid receipts. >> So moved. >> Second. >> Motion by Danielle, second by Sean. Any questions or comments? Seeing none, Bill? >> Yes. Hank, >> hi >> Sean. >> Hi >>
Danielle. >> Hi >> Heather. >> I >> Sylvia. >> Yes. >> And I say yes. So that is unanimous. I would entertain them a motion that the Nargates Regional School District School Committee vote the assessment amount to Templeton in the amount of 10 million86,982. Second >> motion by Hank, second by Sean. Any questions or comments? >> Seeing none, Sylvia? >> No. >> Heather, >> yes. >> Bill, >> yes. >> Hank, >> hi. >> Sean, >> I >> Danielle, >> I. >> And I say yes. So that is six yes votes and one no vote. Any questions or comments? Seeing none.
Sylvia, >> no. >> Heather, >> yes. >> Bill, >> yes. >> Hank, >> I. >> Sean, >> I. >> Danielle, >> I >> and I say yes. So that is six yes votes and one no. I would entertain a motion that the Naraganset Regional School District School Committee vote the debt service of $152,46 of which $129,530 be Templeton's assessment and $22,876 be Philipon's assessment. >> So moved. >> Second. >> Motion by Danielle, second by Sean. Any questions or comments? >> Seeing none, Sylvia? >> Yes. >> Heather? Yes, >> Bill. >> Yes, >> Hank. >> Hi, >> Sean. >> Hi, >> Danielle. >> I >> And I say yes. So, that is unanimous. And that concludes our certification votes. Um, as a reminder, we are anticipating that there will be additional information coming in about the
budget, different additional scenarios that we are looking at with our towns. Um, and we will absolutely, you know, consider any requests that come in from our towns in terms of scenarios to look at and have conversations about in our upcoming meetings. Um, but, you know, we'll we'll figure out our path to having a budget that is, you know, is close in alignment with meeting the needs of our schools, but also without crippling our towns. I know that this has been a particularly difficult budget year and I really thank everybody for showing up around the table and having good discussions. Um there were no items not ant reasonably anticipated. Um I would open it up for school committee comments as it's on the agenda. I just want to share it's unfortunate I asked the town clerk
um this afternoon and uh there are no candidates for the um town election in Philip at this time for a school committee in Philip. >> I'm very sorry to hear that. Um we'll continue to push out through the school newsletters and see if we can attract any parents, but certainly we want our Philipston town members at the table with us. It's it is very important to us all that Philipston have a voice at this table. >> Yeah. And uh the newsletter is going out. The Philipston newsletter is going out. Um should be hopefully in the homes tomorrow. >> So there is an article in there an ad in there for that. >> Okay. Thank you. >> Thank you. >> All right. Well, our next meeting is on Thursday, April 2nd, 2026 at 5:30m. Um, so
