001the [Music] next that is awesome that was good who made that I obviously they're exceptional in every way um also October is National principal month and I'm sure you've been seeing some messages on our social media they never had that month when I was a principal you know I'd be grateful for one hour now I think we can go back a little bit though he feels left out we we will have to do something specially for you Mr got to make up for a lot of lost time there Madam but I want to thank our incredible principls for not only their leadership in their schools but I always say that a principal is also a leader in a community why because they're responsible for that climate and culture and I see some of our principles
002right here in the house today they're responsible for the climate and culture not only of their schools but their community that Vision making it and becoming a reality it's it's leadership right so thank you to all of our amazing principles and yeah you can do this you can do this some of them are in here our absolutely amazing [Applause] principal most importantly I want to thank you for believing in our kids believing in our students and the level of dedication that you show each in every day nobody understands what it takes to be a principal unless you've walked in those and it's a set of responsibilities that never ever ever leaves your shoulder so thank you for your dedication also sat so sat it's October 26th and our eighth graders are 9th through 11th graders
003and our 12th graders will be participating I encourage all of our students to engage at least in 20 hours on C Academy where you're doing some practice assessments because practice makes permanent so boys and girls please make sure and also research shows that if you engage in 20 hours of practice that you're looking approximately 115% 115 points gains on your scores so that's pretty incredible and I think that's your number one motivation right there graduation dates I would like to thank our entire team but also two of our board members our chair and Miss Thompson who were part of a committee and you've worked with our team so we have the dates here for you and also it's on our website under Community Information vcsedu.org under Community Information this is the information that we have

007the the we've asked the team the committee the steering committee to reconvene and I see Miss Albert here in the audience so the steering committee reconvened they looked at the different methodology once again look at numbers asked many questions and after careful consideration I want everyone to know and again everyone has received an email to this effect but we have accepted the committee's recommendation and the vam scores will be adjusted so you've received in your emails that notification and I see some teachers here and in the audience is saying that they've seen it um in addition to that board I want to thank each and every one of you for allowing me and giving me the opportunity to relocate some resources so that way our teachers will receive the original amount that they were initially
008promised what was that I'm sorry to reallocate resources okay what does that mean I do well actually you know what we have we had a few positions several positions and I I we have the list that we will be cashing in so that we can allot that amount to um what our teachers were promised so even though we will have I believe close and I don't want to misspeak here but close to a thousand more at the shift that will go from effective to highly okay all right so I'm correct close to a th000 we wanted to make sure that the amount that they were promised that it Remains the Same so it's it's about 16 or 17 positions that we looked at into cashing in that will not be we will not be placing
009anyone in those positions so that we can deliver as originally promised to our teachers I hear Miss Albert back there clapping I she's going to do it officially Mr colong Wonderful no thank you for that Madam superintendent I'd like you know as as I said to miss Albert I said you know really it was you hurt our heart and they were collaborating the same way that our teachers do and our staff doing plc's and they don't know this but we do have a very very that's how we're going to end a very short video no more than two minutes guys um we get two to celebrate yeah you get two because for the past two board meetings I didn't have one it's because Mr Gomez is in here yeah that's right that's right uh go

016to ask them you know why do you teach why do you continue to teach why did you get into it why are you still doing it all this time later and they always just say I know I make a difference at the end of the day I live for those aha moments um when the light bulb clicks and the student realizes what they weren't getting before and that's the story that I really want to tell the stories of our students the stories of our teachers of our Educators our staff members our leaders um and our whole community and I know that I have a very strong Communications team behind me thank you all so much who have come out to support tonight um and those who weren't here we are much more than the people

025the door and I feel that you always learn something so yes you left South Daytona and you went over to Holly Hill but you had a chance to work with some different people and see how a K8 runs and so you learned something I'm sure that you know you didn't have yet in your toolkit but what's nice in my opinion is you're going back to a place that you have spent quite a bit of time where um the staff and the community trust you and they know that you're they already know what you're capable of doing and so I'm excited that you're returning Mrs Bernett thank you I um I'm very glad you're going back I'm glad for the students I'm glad for the staff I'm very happy for you um I always thought you

027me although this is a major milestone for me the accomplishment truly belongs to the village that stands behind me and alongside me Lifting me up in the good times and bad I tell my mom quite frequently that my world just would not spin without her she has always been my most fierce supporter encouraging me and pushing me to always shoot for the stars to the two loves of my life Lily May and JJ you know that you are my son and my moon I love you both to the moon and back and hope that each and every day you are proud to have me as your mom there are so many others that deserve to be thanked and acknowledged too many truly to be named I have been blessed to work blessed beyond measure to
028work work alongside and for some of the best Professionals in all of alucha County Schools I'm so grateful to the leaders that took a chance on me the colleagues that have worked beside me in the trenches and the mentors that have helped guide me and mold me into the woman I am today to my Holly Hill Knights family Although our time together may have been brief it didn't take long at all to see just how amazing you are you have a team of Educators and administrators dedicated to Student Success and the Knights are lucky to have each of you serving them daily I will miss each of you but know that you will all continue working tireless to push those Knights to their fullest potential to my South Daytona Dragon family I'm more excited than
029I could ever verbalize to return to Dragon Land and to have the honor to serve as your principal South Daytona is a hidden gym filled with students that want to succeed led by teachers that have servant hearts and backed by a community that wants to see their students SAR both academically and personally I'm looking forward to the work that lies ahead and the progress that we will make together thank you all again for this opportunity I will strive daily to make you proud thank you [Music] [Applause] but this time if we could have our three new appointees in their positions and anyone that's here with you to come forward we're going to get photos [Music] go over there with her [Music] communication [Music] camera come on this side with me all right's one if it
030doesn't work then use the phone oh there it [Laughter] is did not are they okay we have toile all right [Music] a dragon always a dragon [Applause] got you help her out always do okay Carl I know the good ones can't hold people back good she's gonna cook who's cooking she's gonna cook all right at this time we are moving right along to item 5.01 recognition of great people great Deeds Dr Balaban thank you madam chair and board members as you know this great people great Deeds this is a recognition that's really important to all of us so let's talk talk a little bit why it's so important we are one of the largest employers in valua County 8,700 Employees when you talk about vucha County you're not talking about a few walls and roofs
031when you talk about vucha County and you say either it's great or not so great we're talking about its people so let's let's go a little bit further we are in a business of teaching and learning where we're educating the young minds of the future community members of this great valua so it means that as employees and community members it's really really important that not only do we pay attention to what we say and what we don't say but also actions displayed by individuals because we're charged with the respons responsibility of being the role models as adults and community members and staff the role models for our children our students my daughter always said Mom I didn't really it was not necessarily what you said to me but it's what you did that I paid
032attention to so this is really important because these are staff members that don't even know we're laying an eyes on them or that they have been captured or that they will recognize both of these individuals that we are recognizing as you as you know we do it monthly instructional non-instructional they're nominated they're nominated by someone who all of a sudden caught them in a good act a good deed so this is really important to us as a board and to us as leadership to ensure that we are capturing these moments and collectively we are putting this at the Forefront and saying this is these are the examples that we need for our future community members this is how vucha County will continue to be one of the greatest county in the nation and if any
033of you thought for a second that we're good with average you can rethink that yeah you can rethink that so we're charged with the responsibility of collectively working together and being the exemplars for our students with that said are you ready our two winners were celebrated at their schools and they were pleasantly surprised um one at a school and obviously the non instructional in his work setting but we've captured some snippits on video so I'm just going to show you a short here you go a third short video and then we will recognize them they will we will ask them to come up Teresa Cameron she's a fourth grade teacher at Indian River and she's here with her principal Jennifer hreen Hol green and then we've got Mr Ron young the director of facilities and
034planning and he's here with the principal that nominated him and his wonderful team also Miss Jennifer Williams are you guys ready all [Music] right ask me why I'm here why so I'm looking for such good student her name is Teresa [Music] Cameron you oversee when it comes to the Thanksgiving the the basket Brigade every year you've been doing that yes ma'am in conjunction with with Miss halcom and ffea um every single year we participate in the Blu Thanksgiving basket Brigade where our ffea members um put out baskets um and boxes in the classrooms and the kids bring in all canned goods and food items non perishable items along with gift cards and then we build baskets and boxes for the needy families in our community and throughout fucha County so schooling is more than just
035providing an education to students right it's about car about our entire community you have really been diligent about your families and their needs they talked about a little bit about collecting gift cards they talked about collecting clothing and food and they said that basically you also go out to the families and you visit them that's is true in the communities we had severe flooding in our area severe many of our staff members and students lost their homes and um like she said she does partner with other associations in the community and the clubs on campus to be to make sure that those students had what they need coming back this school year in particular uh she secured donations of clothing items and delivered them to Children's houses to make to ensure that they were starting
036school dressed in the appropriate clothing shoes and supplies um I could go on and on we could spend all day talking about the great Deeds that happen from this great person every it's all about caring from the heart and you are the perfect examp example so I'm glad you were so you were chosen but I can't say enough great things about this school about Indian River about you thank you for everything you do um for the community and please reach out to us we're always willing to you know help you in any of the things you [Music] [Applause] need I'm looking for Mr R your facilities director that is Mr R surprise actually went to Citrus Grove you remember that day when you went to Citrus Grove and that student was took off yes ma'
037so principal Williams is here because she never had an opportunity she's great I know I know you she never had an opportunity to personally thank you so how did she thank you through the recognition for and you were chosen as our great people great beads so it was the first day of testing and testing gives everybody Jitters and this one particular student saw it on the computer and he just panicked and he took off running and he ran fast he's fast he's very fast and so we had staff members that followed behind him I was not as fast as he was so I hopped in my car and I took off with another staff member and we would pull up to him and we'd pull over and we would stop and we' try to deescalate
038and to calm the student down just to find out what was wrong and then he would take off running again and so we finally had caught up to him but he knew he was going to keep running and he was running to State Road 44 New York which is a huge intersection and so I was truly panicked and at that time night and shining armor Mr Young drove by and he just gave me the look as he was driving by he just looked at me and he just drove he turned around he backed his truck in and he blocked the sidewalk and ready to block the road if he needed and then a parent that had witnessed the event at our school also saw that and was ready to block the other intersection of um
039Minnesota and Hazen and so Mr Young came along at the right time and had he not come that student would have gotten to 44 so I'm just interally grateful for [Music] you so at this time we need you to come forward miss Cameron and miss hreen and Mr Young and Miss Williams and he has his here too and your team huh photo photo oh and your wife yes we're going to start with Miss Cameron and Miss H Green in the first photo huh all of them oh okay they have to come [Laughter] forward know wait one second one second uh [Applause] Teresa best part You' yes thank you Mr Young The Man in [Laughter] the how you doing sir just like the kids we have to show you fast Hospital Wars that's our pleasure meeting
040going all right we are moving on right now to item 5.02 recognition of Staff transportation and the stem bust Dr B thank you madam chair I know you're equally excited all of you about this project and Madame chair we do have another one um well M Madam chair we have to we have to give them another one and then we go from there right um but I want to share with you I would like to ask Miss Jen Taylor to join us as you know she's our coordinator for stem along with Amy Monahan and David Van Sleek they're going to help us recognize the team from Transportation who made this all a reality for us I will tell you that there has been several districts already they jealous very very jealous very jealous but I
041will say this to you I don't think I mean they have good teams obviously but we've got a pretty incredible team here so Jen take it away really do but Dr balaman you know I don't always play by the script so I have one recognition before we get started with Transportation achieving EX Excellence together that has not just been a tagline for our superintendent this year but an expectation that has inspired team belusa and why we are here tonight in a very short time very Dr balaman offered transportation and facilities and the stem team to a realworld stem design challenge working as a team she asked us to put our knowledge of science technology engineering and Mathematics to transform an old yellow school bus and she just didn't want any old bus she wanted a
04221st century mobile learning lab that will bring stem experiences to students all over the district and she wanted it this school year so together the stem team transportation and Facilities took and surpassed that challenge to prepare our students for present and future job markets just recently there was a national survey done of stem professionals and they asked them what inspired you to go into that stem career some said media influences like Bill NY the Science Guy Mr Wizard and even Star Trek others shared it had to do with some toy they got for Christmas such as a Legos kit or a chemistry kit or even a baking kit most mention a person or an experience though that they had in elementary school such as a trip to a museum a planetarian a certain lab or
043experience experiment participating in a science competition like science fair or Science Olympiad I'm going to make a bet with this board and with the superintendent that our current third graders when they walk across the stage to graduate they're going to add their Journey on the stem bus to that list our small But Mighty stem team has a passion for bringing stem to all students in belua counties did you check it out drones 3D printers Tesla coils a Vander graph Hands-On experiences for all students in malucha County this year Mr vanl who we are so fortunate to have stolen started with is starting with a third grade program that will be open to all schools in addition you will find the stem buus at family events science nights fact fairs science competitions for middle schools and
044elementary schools all across District finally you will find the stem buus at community events such as this Thursday um at Emery riddle for the career showcase and Saturday at the tortuga Stadium for the BMA robot bra we're on a mission our mission goes beyond inspiring our students and it includes building a community to support the growth of stem in conclusion I would once again like to thank our stem Village our amazing transportation and Facilities team who has truly used stem to transform an old yellow school bu to a mobile 21st Century Learning lab for our students our amazing stem team Amy and David continues to build each stem module by hand our school board who continues to value and support stem education and most importantly at this time I would like to present our superintendent
045for the inspiration behind it all achieving Excellence together thank you Dr FAL yay [Applause] [Music] you can be in the photo now I'm coming know I bet hey hey [Music] hey yeah yes talk so I'm gonna be short and sweet because this could not have happened without the tremendous transportation and facilities and this whole group behind us they really did uh we've heard from other buses in other um States and districts and three years to get a bus up and running three years and today we actually had the resource teacher from seminal and was just had wrote me just wow just wow and that is my new tagline is just wow the gentleman behind me did exactly that they took a vision and took it to the nth degree and said what about this what
046about this what about this and I went oh what a great idea the ideas that flowed from this department was unbelievable and unmatched and it it will never be matched except by us again so there so I do want to read this so because they got a plaque as well they didn't know that so to our transportation department this award acknowledges the incredible dedication and commitment that surpasses all expectations celebrating the talent of a great team in pursuing the stem bust Vision thank you from the valous stem and science departments for helping create extraordinary experiences on the stem buus achieving Excellence together thank [Applause] you notice all their shirts the stem buus team we're now the St team [Music] awes thank you again awesome [Applause] CP good everybody's in there smile big [Applause] go thank
047you cue the vi so I know our families were not able to see the full transformation you're going to see shortly what that looked like okay so we actually get three videos tonight we're making up for all the ones where we all the ones yes CH lost off make a note okay make a note make a note look around it takes a village this is the village right here everything we do everything we do it's about our students so when you talk about the reality it has so surpassed what the original Vision was we never could have expected a bus to look this good and have this much technology in it so that we can really springboard what the activities and uh the experiences are going to be on this bus Dr B's Vision was
048within 6 months we were able to deliver it in 5 months uh there's something that's a little out of our wheelhouse uh we've never built a mobile classroom before we really wanted students to understand their careers that they could do in stem locally and then nationally as well when you look around here you're going to see things like manufacturing you're going to see uh medical you're going to see those are areas that are strong in valua and so we geared it towards fua but also what is Cutting Edge in the world of stem we started with just a shell of a bus after we removed the seating and all the tracks in the floor um processes uh there were several hiccups I mean we've never built a mobile classroom from a bus I would say
049that this was probably the best team I've ever worked with as far as getting a vision to reality of something that we weren't sure where we wanted to take this originally and where it is today today it was a really a pleasure to be able to do this it was different from our day-to-day and our team really Rose to the challenge of building a mobile classroom and yes we would definitely Embrace building another one my first thoughts were like I was excited of what I was going to be doing I was amazed by the whole thing it was just like right when I went bu it's just like wow I thought it was pretty cool probably I thought it was going to be like a lot of technology and well 30 printers and I was
050kind of right cuz I got to make this thing my favorite part was looking in the microscope uh it was a pleasure working with the stem Department our team worked very well together and we were able to achieve this and turn Dr B's Vision into a [Music] reality [Applause] thank you so very much we appreciate we appreciate the vision and that they did turn it into a reality and went from what five months they exceeded expectations exceeded expectations and their willingness to give you three more Madam chair yes they said it's three more to start with so we'll have four and then ultimately we want six I I'm forewarning them M I listen there's 40 some elementary schools we we want kids to have more than one experience a year so I know Mr clone
051yes and and I want to point out thank you to our half cent committee and and the voters who approved that referendum this is where the funding is coming from to not only uh support projects like this but continue to support projects like this so again uh thank you to the halfon committee I know some of the members were here earlier uh as well as all the members of the community that also came out mayor uh cloudman from Dand uh mayor deu from Edgewater he's still here yes uh so again thank you to everybody who came out to support uh this project thank you all right this time we're moving right along to item 6.01 public participation concerning items on the um okay wait items of general interest because we're not ready to do the
052consent agenda so we're going to do the 6: PM which I know it's 6:15 it can't happen before six we're going to do the first five public input cards these are based on general education items not anything that um specifically that we are voting about so when I call your name I'd like the first person to come forward you will have three minutes and I will also go ahead and call the second person's name so that they are ready when the first person person ends so our first speaker for tonight for public input during the general education part is Mrs Elizabeth Albert followed by mayor diesel de okay welcome is it too is it too short for me yes but I'll I'll I'll adjust there you go I'll project so uh good evening Madam chair
053members of the board superintendent Dr balamin I want to start uh very quickly by just reminding everybody how awesome our teachers are in valuch County Schools I know David vany has walked out of the boardroom but I want to share just quickly Mr vanite uh taught my daughter at Holly Hill Middle School and it was some kind of Hands-On class elective I don't even know what it was called they did co2 cars they used dremel tools um but he sparked her curiosity in working with tools and knowing that as a female she can do whatever she wants in the world right and of course we support that Vision as well and I'm proud to say that I believe Mr vany laid the foundation for her to be a first year welding Apprentice working down at
054the cape making good money but thanks to teachers like Mr vany dreams do come true so I want to start by saying that so I also want to um also point out that Dr balabin and Dr Haz my goodness what a day wow so we're one Victory short of a trifecta here ladies we've got the great information that happened with the vam decision want to thank you all for doing that positivity right Mr pures Right um we have the wonderful appointment of our new administrators including Miss Lowry at South Daytona Elementary School I can tell you Tears of Joy are flowing throughout South Daytona the other appointments are phenomenal as well so one victory iory short let's see what we can do before the end of the meeting uh I do need to point out
055an opportunity for you to create that Victory though uh we have been receiving some uh concerns from some of our Middle School teachers um related to a PLC planning form that they're having to fill out uh it seems to be that every time they convene as a PLC they are required to fill out this planning form and it doesn't seem like there is any return on the investment of their time and energy to incorporate that as the lesson plan now if it was able to be utilized as a multi-purpose tool then of course we would be behind that because we want an efficient use of time we want everything to be focused on how we impact student instruction to increase achievement but it doesn't seem like that is the case it is a weekly requirement
056I want to point out that to you um and they're feeling like it's just one more thing so tennis ball is now in your court let's see if we can get that trifect us but thank you what a great day today has been thank you thank you Mrs Albert next up is Mayor diesel Dew followed by Charlotte Gillis councilwoman for Edgewater well good afternoon school board members teachers and students I thank you so very much for this opportunity to speak my name is diesel Dew and I am the current mayor at the city of Edgewater I come to you to voice the concerns of our community residents and the Young Generation the concerns is over the population in our school and the concern of most of the talk across our community is a potential closer
057of R patello Elementary School located on us one the city of Edgewater and the words of our city planner is stated to double in size in the next 10 years 10,808 homes is what is currently stay in and in our development services office and let me remind you even with that we are nowhere close to being landlocked if this school closes Indian River Elementary School will be at 106% capacity and Edgewater Elementary School 98% capacity which to my understanding Edgewater just lost a teacher position class only voice to you that the infrastructure for these new amount of students is not present both elementary schools are in large residential areas one with a large business next to it that already attracts several cars a day at several times of the day at dismissal and morning drop
058off Mr perses I attended Indian River Elementary School when your lovely wife was my principal she made a wonderful impact on a lot of students lives including mine but I remembered Indian River being overcrowded nearly 14 years ago before Edgewater had any major subdivisions in only Florida shores please review this very closely as we really are already overcrowded in our schools in Edgewater as it is and please take public participation like Mr cologne's opinion as well please do keep keep in mind that the school board does own property at mango tree and 12 Street in Edgewater what I really would like to see you guys do and consider is building Venetian Bay it's always expanding and the City of new samna beach is expecting more growth to the West you a large portion of property
059somewhat over 40 acres to my understanding and if you want to keep an elementary school in new samna beach which believe me I would love and encourage a new one in edge water though you may want to consider building on this partiel I want to thank each and every one of you guys for all you do for the community and the service and thank you Miss Thompson for being so involved in Edgewater and throughout your District thank you guys thank you so Charlotte Gillis followed by Danielle sandhagen I came be come before you tonight with the concerns of a councilwoman of Edgewater and the pride of both the prior Edgewater bobcat and Chism Wildcat and the love of a step parent and an aunt even the slides been pulled I'm going to express my concerns
060about repatillo and my support of saving it some of these questions were addressed earlier but I would like to restate some for my own piece I would like to know why R patillo has been left to go to rot to the despair that is at at this point because isn't Stark Elementary being aided after they received it f on their fish report why was repatillo not offered similar help I've read many reports of unanswered pleas for relief from their faculty and staff alike online why were none of these repairs made after the last time the district tried to close repatillo 5 years ago if it was so dire I experienced firsthand the severe need of repairs at nsbhs before it was replaced by our half-cent sales tax money in 2006 why have we not use
061that for repatillo much like repatillo new suur Beach High School was on too small of a plot with not enough parking and suffering from too much facility breakage could we move repatillo to the Venetian property like you moved the high school to 10th Street could could you possibly even make it a K through 8 which would agid your overcrowding issues at Cypress Creek and Creekside why would you close a school when there's so many other options for it to grow and there's more options than closure if repe repatillo closed it would be proposed to send the 276 kids to Chisum 271 to Edgewater and rezone 112 from Edgewater to Indian River giving them a total of an extra 149 and that would add stress to all three schools putting them at borderline or over Max
062Capacity you may tell me it's with your allowable guidelines but we all know that full capacity is not good for our students and what about the families and the communities that love the school they're at and don't deserve to be up bruted and the parent pickup lines that are already brutal at these schools at their current capacity and I speak from experience with children and nieces and nephews at every one of these three schools in questions this proposed resoning as I've already said will put Chisum at 105% and the Edgewater schools at 98 and 106% when Edgewater already has 10,000 homes that are already approved to be built in the coming years which were already added to the overcrowded of the elementary schools in my city I would like to know why none of these
063rezone children are going to Coronado Coronado has empty classrooms and land to build on and should have been projected to take on students as well instead of leaving the other three left busting at the scams my next concern is now that my understanding you need 750 kids to Green Light to build a new school so unless you fix reptil's issues I don't with state requirements I don't see us for for us building anything else in South F Southeast fuchia to replace it for many years to the detriment of the kids in school now these schools will sit at Max Capacity and continue to grow and I've been a student in a pack school with 30 plus elementary kids to one teacher and it's more chaos than it is a suitable learning environment in all of
064my capacity speaking for my family and other families in my city I feel at the end of the day the focus for Valia County Schools needs to be building us more schools or at least renovating them instead of closing an already scarce commodity thank you thank you so Danielle sandhagen followed by Cindy Crandle welcome am I allowed to provide you with something before my time starts yes if you'll come hand it right here to um Miss Gilmore good evening Dr B chairman Haynes and school board members my name is Danielle sandhagen I'm a parent of a fourth grader and a VPK student at reptila elementary I also the PTA president I want to share a message with you although great teachers and involved parents and Guardians are the core to a Student Success the learning
065environment plays a vital role updating our schools improves every student's chance for success and these schools serve as centerpieces for our communities it's a great statement right I didn't write it I actually copied this message directly from the vucha County website from Dr B regarding the half cent tax but I can't help but feel like What's Happening Here is a direct conflict to the statement but Dr B you probably have no idea because you have not spent a significant amount of time at r patillo one of the inherent benefits of attending Reed patillo is our class size research demonstrates that students who are assigned to smaller classes in elementary school do better in every way that can be measured both academically and behaviorally these benefits are even greater for children from poor and minority backgrounds
066that's 65.5% of rep patillo's population understanding the implications that even two to three extra students in a room can have on teacher stress student achievement and classroom culture it is difficult to believe that displacing our students is beneficial to anyone but your proposal shows that Chisum and Indian River will be overcapacity with Edgewater only having 13 available seats leaving no room for the obvious growth newna in Edgewater are having the document that I gave to you this was approved by the school board in January of 2014 this is almost 10 years old it's labeled specific and significant Renovations there are eight elementary schools listed one of which is Reed patillo they were all slated for $100 million of importance every single School listed has either received a brand new school or significant repairs except for
067Reed patillo and to add insult to injury there are two schools that are not even listed here that have since received new schools please someone tell me how every single school has been rebuilt or improved except for Reed patello the current physical state of our school has been at the hands of the district and the school board members dating back to at least 2014 we feel that this is the intentional and direct neglect of the district and all of you and your predecessors you should all be ashamed of yourselves if Reed patillo is closed I can assure you that I am going to personally come after you all for the half-cent tax when that comes up for a vote I will raise funds print signs go to the media to show to ensure that the
068voters are aware that you all lied voters approved this half-cent tax assuming you would rebuild or renovate all of the schools how dare you try to close our school when you have never met our teachers our students and our staff it's unfortunate event that this has happened but we started a petition we have over 1500 votes and we were quiet for a long time but we're Qui anymore thank you thank you public input can use jazz hands thumbs up or thumbs down welcome Miss Cindy Crandle it's nice to see you I share this and could you please share this with the board no we I apologize but there's legislation and we're not allowed to take gifts in any form okay thank you it's not a gift but I will hold on to it okay maybe
069you can take one out of your wallet okay good afternoon Dr balaman Schoolboard members my name is Cindy Crandle and I teach read at uh teach kindergarten at Reed Patilla Elementary over the past 38 years I have worked very hard putting Reed on the map this school has won numerous local state and national awards we have hosted President George W bush uh Governor Jeb Bush even Governor Lon Charles I have represented reatil in Washington D DC at the national nutrition Summit I spoke to over 1,000 Health Providers teachers and dignitaries such as as Chelsea Clint Clinton and highlighted reapa till and luia County Schools focus on our initiative I have designed and taught thousands of parent engagement activities spoke at State conferences taught principles Community leaders and teachers while the the reading process looks like
070and have always been a cheerleader from my school in my district for the past 23 years I have walked the hallways with many superintendents from our district I began showing them the neglect of our school's facility five years ago I walked the hallways with superintendent Tom Russell God bless his whole Sarah morsy Greg Akens and Linda cubert I walked with maintenance leaders showing them the P the purposeful neglect I was told along with every teacher that our school would receive $4 million that was earmarked for repairs to this date Rea Tilla has not received one that was promised that being that said I have the philosophy that the broom handle fits just as well in my hand as anyone else's so over 38 years this teacher has mopped floors washed windows cleaned the bathroom taken
071out trash cut down grownup brushes removed poison oak from the school fences and students and helped and this summer I laid 75 bags of mulch so that our school would be more presentable for students as they walked on campus for school I am one and many of the teachers at re batilla that are passionate about teaching and they care about the children and families in our community the students that I have taught at Reed patiller are my kids kids for life four weeks ago I held the hand of a dying mother of a former kindergarten student I was an advocate for one of my students who was being failed by the Foster prison or excuse me the Foster system by the grace of God I was was able to put this child and help this
072child get adopted into a loving family we have watched our students Thrive academically while closing their academic learning gamps we've clothed them we have fed them we have cried with them we have La laughed with them and we have and we have and or those children who have and are attending Rea if you move forward with closing this school our students families and Community will be de devastated I know that you have not had much time since you have been in office to step foot on our campus many of you have never even seen our campus this afternoon I'm giving you a small token that's what this is I want you to remember this each time that you look at the face of the dollar bill I want you to see the face of of
073a student in vucha county and re batilla enough is enough there is a solution to this neglect it is not only re batilla but most of the schools in our district please stop picking on this Powerhouse School release taxpayer dollars and help fix this problem our teachers and students deserve to be respected by the school leaders we need to be able to work in a safe and clean environment thank you thank you okay at this time we are moving on to um the consent agenda you want a break what okay all right then we're going to take a break and we will be back in here at um 6:50 to continue with the consent agenda items which are items 7.02 thank you e welcome back at this point in time we are moving on to
074item um 6.01 public participation concerning any items that are on the consent agenda and we have no public participation so then we're moving on to item 7.01 removal of items from the consent agenda Dr balabin are there any items you would like to have removed from the consent agenda mam chair I have no items to be removed board members does anyone have an item they'd like to have removed or an item that they would like to ask a question about on the consent agenda okay hearing none then I need someone to make a motion to approve tonight's consent agenda as written move to approve thank you Mrs Bernett I need a second second that motion thank you Mrs Thompson any discussion okay then I will call for the vote all those in favor of approving
075the consent agenda as written with all of the items on it please say I I I any opposed it passes unanimously all right then at this time we are moving on to item 18.01 Safety and Security update Dr bovan thank you madam chair board members members of the audience we have with us here today Captain Smith our wonderful Captain but also the director of Safety and Security along with Miss Patty core who is our assistant superintendent for student services they're going to present to the board and to everyone here in the audience a safety presentation as it pertains to Valia County Public Schools thank you w welcome Captain Smith and Miss core Captain to he had to adjust your needed room for his uh additional uh yeah that didn't fit it was the belt it
076is I'm captain Smith the Safety and Security director good evening Madam chair board members superintendent this presentation aligns to the following goals as part of the vucha County School's 2020 to 2023 strategic plan goal three providing a safe and supportive environment since the start of the school year my team has been to multiple schools ensuring everyone is following the Safety and Security best practices I'm pleased to report that everyone is taking Safety and Security seriously thank you Captain in addition um we've been working very closely my team in the student services department with Captain Smith and his team and we're really excited about the boots on the ground support we've been giving um we're being very proactive looking at um some of the schools Based on data that will pull cessor data discipline infraction data
077uh time of day location Etc and then my team deploys and I have um mtss representation PBIS for our positive behavior support and um another group of people Craig Pender Nate Anderson Nick Prince are amazing and all have very different and extensive experience working at our schools and they're pushing out and they're walking with the school administration and the campus advisors and the teams um we're observing the arrival procedures transitions lunchtime um because we know when we drill it's it's great to drill during class time because that's a controlled environment but inevitably something could happen during dismissal or or arrival or during lunchtime and so we have to make sure that the procedures are in place in advance so that they can react naturally in the event that something were to occur um and so
078we're providing our feedback and best practices the nice thing also about us going out to schools is that we're also sharing some of the things we're seeing at one school that might work at another school with a similar physical plant so some of our schools have the same blueprint and in the Middle School Division especially there's five or six with the exact same blueprint so if something works to help with supervision and coverage in one school we can share that with another school um and again we're working very collaboratively uh to problem solve and be very strategic and surgical about uh what we're doing to to make sure everybody feels safe on our campuses that includes the adults and the children we've been training our employees that we're only as strong as our weakest link
079we have to all work together to achieve excellence and that is exactly what we're doing we have consistently been reminding our principles and administrators of the importance of building a strong culture surrounding Safety and Security additionally we remind them not to let up ensuring Safety and Security is an ongoing process that doesn't end we have to remain Vigilant and not let up we're also pushing consistency in the way we handle threat assessments and drills taking them seriously and ensuring we're doing them correctly regularly drilling ensures that we're ready in an emergency it affords us the opportunity to grow and improve with our Guardians SRO and srds we are pushing the mental mindset we expect to ensure they behave the way that we expect them to during a crisis the behavior in Uval and Parkland was
080unacceptable and we're working to ensure that our Guardians SRO and srds are mentally prepared we're also really pushing our mission to ensure our employees are meeting the needs of Luchia County Schools our mission is to provide a safe and successful learning environment for all students faculty and staff through respect cooperation and trust and we're making sure our employees understand the mission and then in addition from our side again we are using data analysis um we're digging in deep to the data it can tell us um everything from you know the location the the day of the week that a particular School tends to be more active the time of day um for example in a middle school we see a lot in the afternoon after lunchtime they tend to be a little more active um
081the on-site support with supervision we also are working directly with uh some side by side with some of our um some of our administrators at at some of our schools that have higher incidents where they're actually walking and and modeling um for the newer administrators you know what does this look like to be active supervision because all of our schools have a safety plan and a supervision plan and they turn those in and we can look on the map and see where people are assigned um but we have to be actively supervising we can't be static because things can be happening in one particular school we went in and what we talk about is when you have people that have been in a location for a long time sometimes they don't see because they're just
082so used to it and I know that Mr persus is always on his post by this gate but fresh eyes can give a fresh perspective and that's what we're aiming to do um the schools have been very receptive of my team coming out and offering support um and again we have mtss PBIS uh Behavior Support in the classroom we've got we've received multiple requests from schools and particular teachers who even want us to push in at the classroom level and model some Champs or some other classroom management strategies um we also work very closely with Miss W's Department um because a lot of our obviously in student services are it's all of our students and so sometimes you know we might have teachers that are newer that need some tools for their toolbox um working
083with students with disabilities as well um one of the data analysis things that I do every couple of weeks it's a very high level is we just pull a comparison from you know Day Day 40 of last year to day 40 of this year and how are how are we comparing and I keep a running spreadsheet on that um for elementary middle and high and and we're doing fairly well and I want to tell you thank you on behalf of the Middle School principles because I've spoken to almost all of them not all of them but the cell phone well I guess we should thank also the law but the cell phone legislation that we're enforcing here that you guys have allowed us to enforce we appreciate it it has made a world of difference
084from what I'm understanding on our middle school campuses and overall our Middle School referral counts are down conversely this isn't a bad thing we expected at the high school for the referral counts we talked about this um that their accounts may go up because they are enforcing it and so I would expect that if I wasn't seeing an increase in cell phone referrals and we have a separate code for it now so we can track it then I would be surprised but the the high schools really are enforcing that that new law and that rule and so when I'm analy when we're analyzing their data we're taking last year compared to this year and then subtracting out the cell phone because it could be over a hundred referrals just on cell phones and then looking
085at that comparison um so that really helps us and then when we see a school that's a little lot of whack um we were talking to a principal today and they started a new tardy initiative so when I look at the high school discipline and I see it's all level ones and then we dig further and we see wow look at all these tardy referrals it's because collectively as a school they they were tired of kids just kind of dragging their feet not getting where they're supposed to be on time and so they started initiative so if you only look at at the data from Face Value it might look concerning but it's not when you dig down in so that's kind of an example of some of the the work that we're doing and
086we're partnering with the schools um to understand that so we're really excited about that um again the the cell phone issue has really helped our middle schools and uh our high schools most of their top I look at their top three offenses or the top three referrals that are written and they're mostly level ones their their school rule their cell phone and then they're either tardies or um unexcused absences so wanted to share that since the summer we onboarded Sergeant Patterson he has 14 years of SWAT SWAT experience it is Our intention to lean heav heavily on his experience as we move forward he's a valuable addition to our team we also hired new lead Guardians we specifically pick new league Guardians to strengthen our weaknesses also every other month I send them a video
087where I speak directly to them about my expectations so that there are no questions on where we stand in relation to threat assessments we've worked closely with our teams at each school to ensure that they are following the correct procedures and have access to all the resources that they need specifically we've made ourselves available 247 to help with any concerns and tried to make them feel comfortable reaching out to us we understand some smaller schools don't do a lot of threat assessments and we've made it clear that we understand and we will help with that in mind we've created a judgment free zone when needing assistance we're regularly going to campuses and checking to ensure that they're utilizing single point entry and keeping their doors and Gates shut and locked this is important as it's
088our first line of defense against unwelcomed individuals we truly understand that the relationships we build can save lives we do everything we can to ensure children feel that they can report unsafe conditions when something happen happens our fortify Florida lights up our phones ring with parents and students reaching out to report what they know there's no doubt that this has helped ensure our schools are a safer place as I conclude my presentation I wanted to take a moment to speak directly to our parents there have been several concerning incidents that have occurred around the county at various schools we are working tirelessly to ensure your children are safe we've implemented the nation's best practices when it comes to hardening our schools this includes strategically using fences single point entry High defition cameras and door locks
089to help protect our children at the beginning of the year we rolled out our see something say something campaign it's working the vast majority of incidents have been a result of our children coming forward with valuable information part of the campaign includes the Fortified Florida tip system where students can report suspicious Behavior this tip system is available on every school device as well as our web page all students are taught on how to use the platform and are encouraged to make reports we have a crisis alert system so teachers can immediately notify law enforcement of a crisis occurring at their School cutting out all of the middlemen and directly alerting all law enforcement officers in vucha county of a crisis in real time in mere minutes of an activation we can have numerous officers at
090a school you may may see a large police presence at your school from time to time we ensure we deploy enough resources to keep your kids safe these schools are big they're on large Parcels of land it takes a bunch of law enforcement officials to secure a campus properly and I'm making sure it's done properly in every school we have a guardian school resource officer or school resource Deputy protecting our children from harm every Guardian has a background in law enforcement security or the military I assure you our team's the best in the business they are well trained and they are ready to stand between your children and a threat we have threat management teams at every school and a threat management coordinator to provide guidance on tough cases these teams are designed to mitigate
091threats every team has a law enforcement officer on the team these teams must review the threat analyze the severity and come to a consensus on how to deal with it prevention is critical we train and drill regularly to ensure everyone is prepared and ready we have already done around 300 drills this year practice makes perfect this year our Guardians and Law Enforcement Officers went through solo response active shooter training to ensure that they're ready for any threat that may prevent present itself additionally we pump out training regularly to ensure mental preparedness for all of our safe School officers our technology has been integrated with the Sheriff's Office crime Center and the schools security operations center we have teams of professionals monitor monitoring our technology to help us solve complex problems quickly and efficiently we realize
092safety isn't just guys in uniform securing a school the safety team has partnered with the principles school-based staff and student services staff to ensure that we can identify problems early get ahead of them build strong relationships with the children and community and prevent issues from ever occurring we have been going to schools and developing staff plans on how to more more efficiently move kids how to prevent kids who aren't getting along from seeing each other how to ensure a kid is moving in the who is moving in the wrong direction is redirected with this plan and my partnership with law enforcement I've been able to grow my team to thousands of the best Professionals in the world this summer ate lunch with Max Shaker the father of Shor was skilled in Parkland following lunch he
093gave a profound presentation on where the syst the superintendent the school board our principes our staff our parents our law enforcement and even our students this support is grown our team to tens of thousands of people all working to the common goal of safety rest assured safety is our number one priority awesome than you thank you board members do you have any questions Mr colog so first of all thank you for that presentation uh Patty uh Excuse Me Miss core what is our capacity looking like in our alternative centers I'm I'm grateful that we are taking a tough stance on ensuring that uh students whose behaviors need to be addressed are being addressed and uh but I want to make sure that we have the capacity or that we are working on the capacity to
094expand our alternative sites for students who just you know we're we're we're cutting down on on some of the really really bad behaviors and so um I want to make sure that we are as a board supporting any expansion of these sites if need be in order to ensure uh because the longer our schools have to put up with some of these behaviors uh the harder it becomes to for everybody else to get an education for those who don't want to be in school so what are we looking like in our outs sites do you know if you don't have the answer I sent it to you today um but let me say it for the record we're at uh 40 something at high Bank secondary um 42 at high Bank secondary location and six
095at the elementary location so we have capacity room there uh Riverview on the east side secondary is at 54 and the elementary is at 8 so there's also room there but I would re be remiss if I didn't make sure I said for the record um that the alternative sites are fluid and so when students are assigned through the district placement process to an alternative site they're ass assigned for a certain amount of time so we have a group of students that were assigned at the beginning of the year or maybe at the end of last year through October 13 so they will return and transition back to brick and mortar on the 17th when the new quarter begins some students are there through the semester and it would have depended on the severity uh
096sometimes it's the severity of the of the infraction sometimes it's the timing of when they come to the placement committee so that that's an In-N-Out kind of thing but right now there is capacity where they tend to I know where you're going with this and that usually happens in the spring um when things kind of start to ramp up when we have longer quarters um not as many breaks and we start to see some of that heightened uh Behavior now when a student is sent to District placement committee several things could happen one they could be returned back to their school after they serve their suspension two they could be sent to alternative site like Riverview or high Banks or three they could go on what's called off-campus instruction and sometimes that happens when there
097are multiple people involved in the same incident on a campus and we can't send them together to one of the alternate sites and one may go on off-campus instruction so not every student that goes to the placement committee actually lands in in an alternative site um but we want I'm monitoring that every week I have the report of um who's going to committee and then as soon as they're done they meet every Wednesday by the end of the day I get an update on where the placements are um so I know that they're getting ready to send some students back and get more but every week they could possibly be getting more based on the number of students coming to committee awesome yeah I think like I said I think it's important that we have
098that capacity and and know that you know even as we expect that in the spring that you know we're we're not putting up with behaviors because we're full correct and so that that's one of the other things we did at high Bank Center is we had a couple of our district Personnel using classrooms there we moved them out this summer I was able to secure two um Portables at Galaxy that weren't being used for classrooms so those um Personnel that work in our migrant Department actually my department but they were physically there they moved out and that opened up two more classrooms there so I will definitely keep an eye on that thank you I'd like to add to that having um been on that facility prior to this position um we went up to
09980 to 90 typically in the spring and didn't have every classroom available because we had District staffs there so I would say they probably can go to at least 120 now so we're not even close and with that being said I think the work that they're doing at high Banks is amazing I haven't been to Riverview but uh High the the kids the kids that are there as a result of their behaviors actually feel loved they feel supported and there's there's really some good things going on there and you know again that's important because it isn't you know we're not in the business of jailing correct well we're not maybe but we're not there's another location for that but we're we're not in the business of that however you know ensuring that our students have
100the support where they can learn their lesson where they can be loved on it and the work that they're doing at high Banks is amazing and I'll even throw a plug they're doing donuts on Friday I just say drive-thru and so shout out to the principal assistant principal and and their counselor there who's just amazing uh and the work that they're doing there so thank you thank you for recognizing that and and Mr struther has done a great job of really making that a home and building that culture to the point that we do get calls from parents that say I know my child's supposed to go back but can they stay because they've been so successful at high Banks and they're not involved in the drama you know they're they're not involved in some
101of the other nonsense that got them there in the first place and we have had requests like that Mr persus thank you thank you madam chair um good good comments Mr cologne I wanted to ask you um going back now to May of 22 the the horrible massacre in Texas at I think it was Rob Elementary School in h valdi um the issue there seemed to be that when uh law enforcement everybody arrives there was that lack of communication of who was in in charge of what was to take place um can you talk about what systems are in place if that were to happen in valua County school yeah we have well- Tred safe School officers and good leadership and a great deal of that was a failure at the leadership level and it's
102my responsibility to ensure that that does not occur here so I'm hearing you say there there is someone at every school that would be oh we have a safe school officer in every single school um a portion of what happened in Uval was a failure at the leadership level though and that's that's my and my team's responsibility to ensure that we don't have that failure okay um thank you for that um uh I'm I'm concerned about the about weapons um being on our campuses I'm grateful that you all become aware of those uh incidents uh and uh the way you react so so quickly and keep everyone safe sometimes those are false alarms most of the time they are thank thank goodness but um I like the fact that uh um we respond the same
103way whether we think it's false alarm or or or not the whole Cal shows up and I am grateful for that um I must say maybe it's off off point but I I just see where a a Florida law maker has filed legislation to eliminate the three-day mandatory waiting period to purchase a firearm this was a measure that was part of the gun control law pass by state lawmakers in 2018 following the shooting massacre at marjerie stowman Douglas High School in Parkland so you know sometimes you just wonder you know what what what good is going to come from that but anyway it's it is just a bill it isn't a law um but I just want to thank you again the you and your team the Guardians everybody out out there uh I know
104they take their jobs seriously and I appreciate their dedication really to put their lives on the line uh to save our students and our employees appreciate it and thank you for that Mr persus and if I could just add especially for parents listening that sometimes it might be upsetting if they get a call that the administration had to search their child's backpack or something we just want to make sure everyone understands we're in an age where we can't can't just assume that everything's okay and a lot of what we find out is that's why we had to see something say something is is our students want a safe school and we're getting a lot of our getting our information from other students and and Witnesses who see it or the student was talking about something
105and we want to continue to encourage that because it's very very important um that kids feel safe coming forward and that's about the culture that Captain was talking about in the schools building that safe space on their campus for a student to be able to be able to report because we we just have the luxury of assuming it's it's not a threat we have to take every single threat as seriously as if it could happen thank you Mrs I'm GNA can I get Mrs sure thank you well I just wanted to to comment on that because I have to thank the parents too because you know the parents are at home telling their students if you see something say something because as a parent if my kids were still in school and I had a
106a School on lockdown I'd be terrified so but I'd rather you guys do that versus a situation turn into something we don't like right and so you have to thank the parents who are encouraging their students to speak up and say something so thank you so thank you yes thank you thank you madam chair um just want to share a couple things with the board in regard to our Safety and Security Department Madam chair you're you're going to receive a report from RSM the most recent audit that we've received received and actually one of departments that were truly commended and they said for the first time they have they have observed this in their audits in their numerous audit audits that they have done here in valua county is that the work that's being conducted
107through student services because student services numbers tell a story these referrals that tell a story right so the team is really taking the time to study and understand that story and make the connections and what they've outlined for us is for the first time in the audit it's been um it's been evidence that the work between student services and Safety and Security is interconnected and that's that's that speaks volume so when Patty has her meetings and and she's looking at her reports for each School Captain is included in those meetings and then they ask what's next what do we need to do Patty used the word surgical that's the level that we're looking at where what time what was there what was not there in addition to that we the office of sa safe school
108for doe they conduct random Audits and they will notify you 30 minutes before where there will be and we actually had a random audit conducted at our middle schools two middle schools were selected and both of those audits everything that they were looking for were in place um so again I want to commend the team also want to share with you that we did have a meeting with Gaggle as you know it's it's the it's the device that we use to um be able to determine um what we need to look into as it pertains to threats and so forth and the work that we did the most recent meeting that we had and the work that we did with gagle was the interconnect connectedness between different departments as well and what they've determined also
109is that the line of communication and interconnectedness with gagle the different departments that is in place so I wanted to put that out there and again thank the team again we're not perfect there is always room for growth and my message to all of our parents here in valua County the Safety and Security of our students and staff is our number one priority when I talk about student safety I'm talking about all 6257 that's how many are enroll as of today and that means that every single one of us every sing I don't know I don't know if a parent out there that don't want their child to do what's right I don't know of a parent but I will tell you that when it comes especially these days because you've got social media that
110wants to take the role of parenting and we have all these outside influences that wants to take the role of that primary teacher which is our parents so I'm asking all of our parents especially in in the area in which which we live in in these days we have to be extremely Vigilant and we have to really make sure that we are first and foremost the first teachers when it comes to our children the mentor the coach the parent everything at once and we're asking you to please do your part we will do our part and collectively our goal is to ensure that every single student in our under our care and all staff members are safe each and every day that's my appeal to you we can't do this work without you we need
111you you're important to this work so please we're asking all of you and again we're only as strong as our weakest link thank you so as I said um I was with Captain Smith last night at danan middle when he did a good job doing a presentation um so that parents could have a better understanding and I um what I'd like to ask Dr balaman is um Mr Dita the principal there had printed out a lot of the Safety and Security pieces you know the the photo where it shows the backpack and the things that should not be in your backpack the children should not bring that you know they're going against the student code of contact but also he had the form printed out in color that showed what each thing was what is
112a hold versus what is a lockdown versus what is an evacuation and things like that and I think um you know I'm not quite sure how we can get those two doc documents out to everyone you know can we get them out to them by email but I think it would it would be a good idea if we put it on the front page of our web page for a week or so and if we could even you know say to the schools so that you know because sometimes parents will log into the school website for their child and it be there you know on the front page and the interesting um question that came up last night was about we're asking especially at middle school you know Middle School is no phones from Bell
113to Bell their their phones are supposed to stay away so the parents said so you're asking though for them if they see something to say something so what I want parents to hear that are here tonight or listening at home is every child though has a device issued to them by valua County schools and on their device the app is already pre-loaded onto their laptop or if they have an iPad or what whatever it's pre-loaded matter of fact and I don't know if the board members have even looked at it it's it's loaded onto our district phones like you guys pushed it out to our district phones even so that if we see something we can even click on that so students don't have to have a cell phone to do the see if you
114see something say something they can actually tap on the app on their computer that's been issued to them and immediately it takes them to where they are and it's Anonymous they don't have to tell who they are you know and they can put the information in and as soon as they click enter or send it immediately goes to the principal at that school like that team is immediately alerted along with Captain Smith and everyone and that's the thing we need you to understand so if you talk with your children about if they see something happening that gives them a concern or they see someone with a weapon or with you know drugs please go ahead and report it that's the only way we're going to crack down because when you look at land high and
115University High and they each have over 3,000 students on campus there's no way we can put our eyes on every kid and know what they do or do not have with them but they don't have to have their phone in order to report it and I think we need to get that information out because I did feel last night um when the meeting was over I talked to some of the parents and the parents felt more comfortable understanding because a lot of them didn't understand the difference between a hold and a lock down so when they got the phone call they immediately assumed the worst and thought it was a lockdown and none of our things had been a lockdown yet there they had all been holds and I was actually present on that campus
116last year when a fight broke out and we went immediately into a hold and I went up front and helped um the young man that was at the front desk because he was a new employee and I'm like he's going to be inundated um yeah because everybody starts calling and everybody starts driving to the school and I will tell you um the administrators on campus their focus is on the safety of all of the students and the teachers and staff and that's where their focus needs to be and the all the Law Officers that arrive there quickly along with the ones that we already have there that's what their focus needs to be so from the fact that I was a former teacher I'm a mother and I am a grandmother I am in one
117way pleading with all of you out there please allow your administrators and teachers and the law enforcement that are on your campuses daily give them the opportunity to do the job that they need to do instead of trying to distract them from what they need to do on those campuses because this is what they train for to keep everybody safe and the other plea I'm making and the last time I made this plea was two years ago and what was interesting someone started a Facebook group over what I said you can that's go ahead all the time what we see on social media is I heard from my friend who heard from her friend who knows a teacher da remember the telephone game growing up okay we're not helping the situation because it's blowing up
118all over social media with inaccurate information a call now comes out directly from the district when something happens and that's why I need parents and everybody to know the difference in the language so that when they hear the word they know what it means and they know what we're basically addressing and then we need you to not go to social media and I you know my son tells me all the time he's 30 it's the whole keyboard Warrior thing okay I don't need keyboard Warriors I need people to be calm okay and know that everyone is working hard my heart went out to the administrators last night at Delan middle because you can just see in their faces because they've had a few holds lately no lockdowns but holds and they're taking a beating on
119social media why would we want to beat up the people that are on campus every day caring about your children to make a difference to be able to educate them because it's as Mr DeVito said he said he said to his wife when he became principal at Dam mdle which by the way he went to Delan middle as a student that's where he went to school their children children are grown now and he said but I have 1,00 children now that are really mine and he means that he cares about all of those kids on that campus but when something happens his priority is them and so all I'm asking each and every one of you to do is stop for a moment and put yourself in the shoes of the people on that campus
120please don't add stress to what they're doing please be a part of the solution instead of adding to the drama and the problem and I would appreciate it really if we could get that information out because I didn't realize how many people didn't know what the difference the difference was and you know years ago I was I was at a school where a bomb threat became the thing okay and we were the first school that took in a bomb threat years ago and it became a thing for two months because guess what there's copycats out there but we had to take it seriously every time that came in and we had to evacuate the students off that campus for two months those calls came in now it changed how the district handled things it meant
121that every one of us had a card by our phone and if we took the call because you never knew which line it was going to come come in on we had to answer those questions or ask those questions we had to work with a local church so that when we were moving the kids we had a place to take them because trust me after you stand out in the hot heat for three hours sometimes with medically fragile children we couldn't do that so I just need be supportive okay and if you've got time to volunteer please go fill out a volunteer form and I will because I can tell you our middle schools need volunteers they especially need them during lunchtime you can just stand outside of the girl girl restroom or the boys
122restroom so that if you hear something's going on in there you can alert an administrator because we can't cover every single spot at every moment but we just sometimes need just help moving them to the cafeteria like keep going don't stop because when they stop is when an issue arises so if you've got time please fill out a volunteer form find a local school in your area or your child's school and go and volunteer some and I think you'll have a better appreciation of how hard the people on campus are working to ensure your child not is not only safe but gets the academic education that every one of them deserves thank you and we appreciate you all right we are we are moving on now to item 19.02 I mean 19.0 one memorandum of
123understanding to establish the liand center of excellence thank you madam chair we have our G General councel Kevin pendley who will share with you what the memorandum encompasses and then I will share with you AC the academic aspect of it thank you Dr balgan Madame chair board members item 19.0 onequa to enter into a memorandum of understanding establishing the liaran center of excellence this is a partnership agreement with uh Daytona State College in food brings hope to provide an Afterschool opportunity for students um from 3: to 6 pm to receive additional tutoring in mathematics science reading and coding among other areas the memorandum would call for the district to provide transportation from the students uh Zone schools to Daytona State Daytona State will be providing the facilities U for the supplemented curriculum the district will
124provide technical assistance for the curriculum to be implemented and provide additional uh laptop computer support to those students um this is a uh minimal cost to the district to participate in this partnership and um happy to answer any questions that the board may have may I add something um that we have targeted 60 for this first um implementation 60 families 60 children so families are receiving um certificated cour work and their students are receiving um academic acceleration it's targeted acceleration because it it really it's it's targeting whatever is being taught in their classrooms for that nine weeks so our team our directors work very closely with their directors to ensure that the curriculum is in place and that what they're doing the instruction that they're receiving again it's supported and targeted to what's taking place
125in the classrooms in addition to that the areas that we plan for diligently are Ela math and coding coding has not taken uh start yet but it it will it's on its way also want to thank uh Mr lemerand who donated $500,000 towards this project um very thankful for him and his support along with the um Mrs hosini um our president for Daytona State College really it it takes you know a group of individual to come together and really say let's go above and beyond because it's needed um chair as you know we will have I believe I don't want to misspeak I believe it's the 19th it's in my head a ribbon cutting is coming up so that will be advertise and um it will take place at Daytona State College along as Mr
126pendley uh stated transportation we provide transportation to the students 5 days a week and they also receive a uh dinner in the families at uh Daytona State College yes Mr colog nothing oh Mr perses uh thank you madam chair I think this is you know just awesome I mean this doesn't happen everywhere you have a person that will donate $500,000 and uh to get this thing going it's just in incredible um thank you Gail laran I I uh I ran just randomly uh uh I ran to a parent who um sends her child to terity and she was made aware of the program and while she thought it was great to have this opportunity she said that you know we probably won't be participating because um she felt it was it made for quite a
127long day you know for an elementary student get there at 8:00 a.m. and not get home till after 6 and uh and my understanding is is that we provide the transportation to Daytona State College and the parents picked them up from Daytona State College their parents are there sure yeah and uh so I was thinking after she left because I wasn't even aware of the time frame and I was thinking well if if the parent is picking them up or if the parent's there couldn't the parent just leave some time between three and six or do they have to stay till 6 oh well a lot of the parents are enroll in certificated cours work as well so while while parents are engaged in learning the students are engaged in learning but if there is
128a circumstance or a situation that will need for the parent to leave with their child obviously they can't because they will be there with their child okay well well that's what I hope that you were going to say so maybe that would need to be explained uh to everyone just so they know that they there would be some flexibility within the three hours if the schedule is flexible in the aspect that when students get there the first thing they get is a break it's a stretch break yeah where they're able to engage in some type of play activity with their with their other fellow students and then it begins where it's a rotational model so it's not like students seated there just doing Ela for an hour and a half or just doing math it's
129rotational every 30 minutes and then they have a a dinner time built in also so if you were to look at the 2.5 hours you're looking at approximately about an hour and 15 of additional um instructional or targeted instruction so to speak again it's it's amazing and I'm I'm sure the and I hope that the that the students and and and their parents take full advantage of this um just wonderful opportunity y thank you Mr perses Mrs brunette thank you and and I wanted to touch on what you just said Dr b um because I thought that the part of the program was is that the parents had opportunity for some um education as well and I think that that's really important especially in the areas that we're dealing with and um giving people hope
130it really does and um think it's a great opportunity and I hope it's a success so that we can do it again I agree thank you thank you all right so board members this is a board action item I just need to ask is there any public input on motion that we enter into this memorandum of understanding to establish the liaran center of excellence move to approve thank you m second and Mr colone all right so is there any further discussion then I'm G to call for the vote all those in favor please say I I I any opposed it passes unanimously I am so pleased T kids all right and we do have a representative from food food brings hope who is here with us oh well please come hiding hello come up for
131a minute we want to thank you I'm Mary Cortez I'm a special projects director with FB Community overseeing the laran center of excellence well thank you because it it does take a whole Community working together and um I I too appreciate what everyone is doing food brings hope um Mr lemarand and everything and even you know the district in order to provide this for the children so thank you yes Mr get your photo so when does this start I should shouldn't even when does it start it started started I thought it already I thought you were gonna say tomorrow at 7 a.m. yesterday no you so I refrained from that today it it started already with the soft roll out Mary is it the 19th when is the ribbon cutting uh it is November nov
1326th it's a Monday why am I so off today usually on point yeah November 6 and you'll be getting an invite okay we have 11 students currently enrolled um and then we also have a parent from t t who's already signed up for the CDL course since his son's been in the program for three weeks nice wonderful that's good okay we appreciate that we appreciate everything you're doing and I'm hoping Thank you very yeah thank you and I'm hoping by November we can just get an update you know of how many students you're up to at that point and how many parents have chosen to take advantage of it all right thankk you all right then we're going to move on now to item 19.02 annual Florida safe schools assessment tool so let's call the
133man of the hour Captain Smith director for Safety and Security [Applause] welcome back Captain Smith thank you good evening Madame chair board members superintendent tonight I'm here to present you the annual Florida safe schools assessment this is a statutory requirement where we come before you and present our findings from our assessments this is in alignment with Goal three safe and supportive environments specifically 3D enhancing support around school safety here's the background information regarding the Safety and Security Department in 2001 Florida established statute 106.0 7 regarding the Safety and Security best practices Senate billt 7026 related to establishing a guardian program and Senate Bill 7030 related to training requirements followed in 2019 in 2021 alysa's law was added which requires a panic alert system the Florida safe schools assessment tools part of the Florida State Statute
134106.0 7 I'm here today today to present the results each school has gone through a detailed assessment currently all schools are staffed with safe schools officers which is either an SRO s Rd or School guardian we currently have a total of 90 School Guardians six lead Guardians a guardian commander and a security operations coordinator in addition to Lieutenant Tucker and I Who oversee Safety and Security of Lucia County Schools we have 24 school resource officers or deputies currently on our campuses each year as a result of our findings from the fstat we identify ways to improve our hard the hardening of our schools this could range from door locks to surveillance cameras or fencing School hardening is something that is physically attached to the school last year the recommendations for hardening were for door locks
135fencing and bidirectional amplification this year we're recommending the camera installation be finished door locks be upgraded and the installation of bidirectional amplification some schools have a higher need for locks cameras and amplification based on the way that their schools were built and how far along we are in the hardening process this concludes the presentation on the Florida safe schools assessment thank you Captain Smith Dr Balaban do I have a recommendation yes Madam chair I recommend approval of the Florida safe School assessments to ensure the district complies with the safe passage Act of 2001 section 1000 6.07 of the Florida Statutes District best practices assessment for 2324 board members you've heard the recommendation of the superintendent um there is no public input is there do I have a board member that would like to make a
136motion to approve this motion to approve thank you colone thank you Mr persus any discussion all right then I'll call for the vote all those in favor please say I I I any opposed it passes unanimously thank you Captain Smith we are now moving on to item 19.03 School attendance boundary changes um for the school year 2024 2025 Dr balamin thank you madam chair I would like to ask our C Chief Operating Officer Dr ARL Johnson along with Ron young our director of planning and construction along with Lisa deine our coordinator for planning and Dr Hazel you may join as well our Deputy for operations um um they have a presentation for you this evening as it pertains to School attendance boundaries Madam chair school board members superintendent Balaban it has been a fantastic day
137so far hasn't it um I I I want to start out by apologizing for the misunderstanding with this presentation um and maybe when we um submitted this we should have worded some of the things differently but in no way was I trying to get in front of the board or predetermined what your decision would be in regards to resoning so um they asked this evening would be looking at the data that we would like to present to you regarding resoning and um we we want to move forward if it's your will in terms of having meetings with the community members and the schools so that that is what we're asking this evening it's not to actual rezone okay and um at the end of this presentation I will uh present the timeline for you those
138are some beautiful pictures there um the um in regards to the Strategic plan and all actuality this um this resoning will touch each one of the areas is go one through goal five um I want to start out with this slide right here and um talk a little bit about the proposal and as we move forward in this presentation we will go into more detail so one of the things that we're looking at or we're asking is that um we're looking at moving the current Riverview which is um in a building right now that is was built in the 1920s and another part of a river which is on the beach side years ago it used to be called um sebr Elementary North because those students who attended that school live north of Main Street
139also the elementary portion of Riverview is over at Herbert Street over near Silver Sands then um the school year 2425 also the new t t will be built it will have student stations um for 850 students and what we're gonna ask that we can't look to rezone students from Beachside Horizon Long Street Spruce Street Elementary Sugar Mill and Sweet Water as we know um Holly Hill K8 um it was built as a K8 on an elementary school site um and essentially it is an elementary school with no room to grow um and right now we have looked a number of times and see if add additional wings or Portables there we were able to add one portable for classrooms this year but that school has no more growth in it so we're going to be
140asking the board if we can rezone the Middle School portion of Holly Hill School to Campbell and Orman Beach Middle Schools and there're going to be some students that currently attend Campbell I mean I'm sorry um Orman Beach Middle Creekside Silver Sands and we're going to add as that they be reson to Campbell and then some students that attend Campbell and we're asking that they be reson to Silver Sands um the last piece um is off the table at this moment and then when we look at the west side of the Dr Johnson can I stop you for just a minute yes ma'am okay so um because I just want to make sure people understand that maybe listening at home that have missed some of the previous meetings about some of this so when we're
141looking up the list of the kids that are going to be rezoned to T te this is something we've been talking about for more than a year like we've had workshops and presentations and things on it and I just want everyone to realize that we had we were busing kids out of their neighborhood from t t to all of these schools and and I thought there were even more than that at one point because I think at one point it was almost like 11 schools we were busting them out to we've already been able to bring some of them back in but we are bringing these kids home because when your child is sent all use one of them your child is sent to Sweetwater out of their Community to Sweetwater we had Parents then
142that could not get there for parent conferences they could not get there to see their children perform you know in plays or things and kids could not stay after school for tutoring so we were not doing what was best for the children so we're bringing them back back into t t into their community so that into a brand new school that was way over the 50 years and was way over the 50 years when Betty Powers was promised a new school and she's been retired for how many years yeah so um I want parents to realize that and I want them when you say that there's no growth I want them to understand Holly Hill Middle School is landlocked there's no additional space that you can build on at Holly Hill Middle School and there
143was a middle school at one time but we shut the middle school down and we moved the middle school kids in and so this is a way of bringing them back out and allowing for the growth that's happened in that Community because we don't have any place to put the additional elementary kids and my understanding is what we're doing between Campbell and Silver Sands is you know until you sit down and look at how they have drawn some of these zoning lines it makes no sense when a kid lives across the street from Silver Sands and could walk we bust them to Campbell okay why like you know I I don't and and trust me the person sitting here on this board that's been here the longest is Mr persus okay and he's only been
144on the board since 2016 but you know I he's been still longer than me and I've been around 37 years but you know when you look at this and you sit down and you finally see what someone's doing I have never understood why you bus a kid from a walk Zone area of a school they could walk to and bust them out to another area so my understanding is on this part you're putting kids back closer to the school that is in as close to their Community or neighborhood so we're not busting them across paths right yes ma'am um all the students that will be attending or that we're requesting to rezone will that will be attending t t are in The Walking Zone and then those students that are um attending Campbell from cers
145s some of them do live most of them live um in walking distance or they can ride their bike so yes ma'am to answer your question okay and that and that's what's best for kids I mean if we want kids to be able to participate at the middle school level in any type of sports activities we want them to be able to stay after for tutoring and things like that and we want the parents to be able to get to them you know for parent conferences and events it's best that we keep kids close to where they live so thank you all right you can continue yes ma'am and we we have some maps Mr persus has a question I was just wondering just U matter of uh procedure here as we go through all
146this uh uh your comment um when we started the meeting about uh we need to do this ge geographically you know East and Southeast and West and all that so if if if uh I think we're about to leave the East Side here um on this at least the Northeast so can we ask a question right now rather than wait till yes end the midle so the I have U I have two two comments on on this so so far the first one is in regard to the moving of the Riverview uh Learning Center to the Oola campus uh Madam chair superintendent knows that that property over there that 13 acres um is uh is is very valuable land and not month goes by where Realtors are not calling about what are you GNA do
147with that land after tamoka gets built what what are you GNA do with that land um and I just say the school district hasn't decided what we're going to do but I said it'll probably be some kind of educational purpose so don't get your hopes up uh to build a condo there or some something um however uh uh I do think it would be wise for the school district to um look at all of the needs that we have on the beach side uh let's say U rather than just kind of tunnel vision right into well Riverview is the best best use of that property um when we talk about landlocked facilities Holly Hill comes to mind of course cbr's high school if there's ever a School site that is landlocked and has almost now
1482,000 um students no place to park no athletic fields uh doesn't have a stadium doesn't have I could go through a list of what it doesn't have compared to Atlantic or Delona or Spruce Creek or any other High School Mainland you name it you list the facilities what they have and list what CBR not because we didn't want to do it at CES just because there's no space there's just no space and it's a good problem to have that you have a lot of students that want to go there which is great but no there's just no place to park they don't have the access to the facilities in a in a convenient way that some of the other schools have so I do think it might be prudent to look at the Oola site
149to see is there any relief that could be provided uh for seab bre to use part of that land or some part you know to do something there and I don't know what that is but maybe a conversation with the principal and with facilities to say okay well what are your needs and you know what can we do here I'm just throwing it out there I know at one time we talked about um maybe having an early learning facility because there aren't many Early Learning facilities on the whole whole Beachside I mean I'm talking even private there was just there's just nothing there and uh that might be a a good use for for part of that property too uh and I'm sure there are others so I just would like to put some people
150you know smart people together smarter than I but get together and figure out you know what are some other potential good uses for that property rather than just in sing Lin on the one that's that's just my my comment on that and the other thing I just wanted to say about Holly Hill was that if I haven't said it be before but the city Commission of Holly Hill um and the city manager the police department First Responders uh they are all in favor of the elementary U Holly Hill re reverting back to a to a prek through five uh school because of it's just so it's so crammed in there which leads to issues so um that they they think that is a in in the long run that would be a a good move
151to to to do so I know you're you haven't met with a community yet but um I I I'm sure that you will be and I think the word is out as far as staff goes because you know anytime you're going to you can imagine Miss haes if you're at that school and you're teach in seventh grade and you're hearing the middle schools going away it's like what happens to me you know so where where am I gonna go so I think it's a two-prong thing someone needs to address the concerns of staff and then someone needs to address obviously answer the questions that parents are G to have but I think it's it's it's a positive I think it's a positive I have a question for you because I noticed you did not mention
152when you were mentioning the high schools you never never said a word about thean higher University you didn't include them and I think you didn't include them because we all know that they don't have those items either no I well well you you're so smart you picked up on that Madam shair I didn't I didn't pick up on that but here's my question so Dand high plays off of their property yeah you know isn't that what sebres does now cbes plays at that L LPGA Stadium yes you know which is like on the other side of the world uh for them I mean it's I mean d land plays you know where D land plays and it's much it's much closer it's a the land and I've got I've gotten a lot of emails once
153again already this year from University because University opened without what I mean they were told this is what you'll have and they opened how many years ago I mean yeah my kids were supposed to go there and it didn't open on time should have built a should have built a stadium there yeah I think well we weren't there nobody asked we get all the things okay all right so um Mr cologne you have questions about this section I do and so I appreciate your comments on Oola what what really strikes me is the argument for Beachside was the conditions and everything at aola that were no longer favorable and so we made the decision at the time to build a new school because that school and I remember visiting the school much like I did
154Reed patillo because I'd never been there before um and that was a good idea and we did that the thought that we would now say that that school is good for something else without spending a lot of money to update the reason why we closed the school down because it was old and just wasn't a suitable facility that was the argument so I don't know that it's in our plan we knew it would help us with tamoka and that move we knew it would probably help us a little bit with t te but that ended up being okay um to think that now all of the sudden it's good for anything that involves having students with in it without the proper reasons why we did all of the original move is is is boggles my
155mind right now the other thing when I look at this here is I'm GNA ask a really open question and is can Campbell take another 200 students that's a lot of kids that is a lot of kids you know and you know Creek side's not getting hit quite as much obms is going from is going 121 and these are estimates these are estimates yeah so I trust you you know your area and you know I don't know your community other than seeing what's on this map um but I I question you know Ken Campbell and it's not just cheeks and seats it's infrastructure it's vacancies it's all of that can they truly and and that's really what you're going to hear a lot of me say asking tonight can they truly take and I get
156it you know they may have the SE the seats but can they truly take another 200 kids and be successful so everybody is successful and that's my concern so you know we're we're it's a big jump all at once and I'm a little bit concerned because we're doing the moves with ter T and Campbell at the same time that's gonna add a lot more people cars all of that to that Community really fast down two streets I don't know if it's a good idea to do it that fast and that's my concern so thanks Dr bman would like to share something Miss F if that's okay ahead of you oh no are you sure yeah thank you um I was just going to reiterate what you just said Mr cologne and that was um about
157Oola and how could we close it for students and now it's okay so just want to be on record that I have the same thoughts about that and concerns and it just it doesn't seem logical to me thanks okay then I'd like to add something so actually when we were looking at this the discussion was about taking two schools that were very close to each other that were very low in attendance and putting them together and building a brand new school for those kids okay and when we were looking at the properties and they did all of the the um water samples the soil samples they looked at the layout we we went to Orlando and looked at schools that were built in Orlando and and on similar amount of acreage and things like that
158we made the decision to build the new school on the piece that came back with the best information about water and soil and things like that because we knew we were going to to be building a twostory or possibly three-story school on the piece of property that we had in order to do it so the real discussion was which piece of property was best suited to build a plan and be two stories and meet the needs of what we needed and Oola which is already built okay and is in better condition than what parts of ortona were the older parts of ortona um we're not looking at knocking it down I mean because let's be honest we housed all of ortona and Oola students there while Beachside was built okay we are housing all of
159tamoka there right now while tamoka is being built so it's the decision was made based on all of the information that was given to us for which was the best piece of property to build a new school on because when you start adding more levels as we know let's look at University high as an example if you're going to build a school on a sinkhole you have to build a structure for it to sit on who would who would do that people prior to us okay so let's be honest so that's not what this is projecting this is saying taking Oola which has never been empty okay it h the Oola people stayed the ortona people joined them then they left and the tamoka people moved in and we've said all along that when tamoka
160went out that we were going to have some intention of what to do with that property I I actually thought first Mr persus was going with let's just put it on the market and sell it um well I mean that's an option too I mean that's always an option yeah but try buying a piece of property right now well you got to get a lot of money for it yeah so um um taking a building that is still working that you're not knocking down to rebuild on is a whole different thing than when what we were trying to decide that so I want that to be clear okay because I don't want this to I don't want anybody thinking that well you know oio is no good well then why did we keep kids there
161all this time and why do we have the Tomoka kids there if the building's not in that condition but what we also learned during all of those studies was about the pipe running through a certain part of it and it was going to take how much money to move the pipe and do all of that well if we're leaving the building there and we're going to repurpose it for another purpose that we need for educational that's different than knocking it down and rebuilding all right Dr baban so a couple of things Mr par says going back to seab breze um I want you to know that I went out there at the beginning of this year year I met with principal Tucker and we talked about the parking situation that he has so Tucker got
162into my vehicle we drove around and look at what he had and what we did see in one of his suggestion by the way is that that practice field that they have they adjacent um I forgot the name of the road but it's a practice field where they do practice l and a um oand yes so that practice field he was talking about maybe utilizing a part of it for parking so I I met with Dr Hazel and Dr Johnson there and they were going to do a study so they can update us and let us know where we are to see what that feasibility is now I know you asked chair for the presentation to be done in chunks and and so I'm going to remind Dr Johnson what was shared with me as
163they were debriefing with me about some of the proposals or uh suggestions tonight if you look at riverv viiew from what was shared with me from operations it's not just about being built in 1920 it's the current condition and there are some details there that maybe he needs to share with you and the board so because of that in addition to there is an elementary component as you know yeah to that program that's out there at Harbor right so those students also if this were to be the recommendation those students would be able to we will be able to bring them back and where they would be actually in the same facility as Riverview the elementary component along with the secondary component so both will be able to house at the same location but in
164addition to that it appears to me what we share is that Silver Sands I believe needs uh um I don't know how many classrooms they need an additional wing and we have it on our front an entire Wing yes so which means that the the taking the students out from Herber treat that Wing we will be able to give that back to Silver Sands and we won't have to bill which it would be a couple thousand dollars to do so so I I know it's interconnected what I'm sharing with you and and you ask for it to be chunked but I remember those details if if I'm incorrect correct me but that's what you guys shared with me yes ma'am you are 100% correct and uh I I will have Mr Young and what we'll
165do is we'll just go ahead and go through the east side and then we'll just go to the west side if that's okay with the board okay okay um one of the yes ma'am okay so to add to what Dr Balman just said for anybody that's never been to Herbert Street Herbert Street is a modular classroom building that's permanent and it's very nice that sits on Silver Sands campus so it's already on that campus and we and it would be a couple million actually like maybe 20 like what just cost it Woodward to build them another Wing which would make no sense because we already have a permanent structure there that was put there not that many years ago that would give them an entire wing of classrooms because there are one two 10 there's
16610 classrooms there along with um restrooms and uh and also an office area so like you could you know depending on what group that they put there they could also put a school counselor an administrator everybody there but it's on the same property it's on the Silver Sands property and that that would save us a lot of money not adding a wing to Silver Sands because it's already there so that's another re and that's where that's holding the elementary portion of Riverview right now and and and that that Wing we have allocated 14 million dollar for that Wing So that that would be cost avoidance for the school district um right now I'm G have Ronan and talk about the conditions of Riverview and uh we looked at the cost of renovating re Riverview and
167it was in excess of $5 million just to renovate that my team walk went out to acola um a week or two ago was it a week ago last week to look at and met with the principal of Riverview to walk it and and see what was best to meet the needs of the students so he will have a um discussion about the conditions of Riverview in good evening Madam chair board members superintendent Dr Boven I'm losing my voice you can see from the pictures that are on the screen right now these pictures were taken most of them were taken from the basement and uh the rebar that is in the slab is what we call Spalding that's where the rebar expands and it cracks the concrete and the concrete falls off uh so the
168picture above in the restroom you see the window is open this building has wooden sashes uh so when they get wet they they won't open they won't close as a result water has come in and is the tile is separating from the wall um as Dr Johnson said Riverview was built in 1926 that makes it 97 years old as a matter of fact the school that was was built to replace the school has been replaced so um it's our opinion that it's uh Beyond reasonable repair and the property does not lend itself to uh building or replacement so as Dr Johnson said we did meet on the Oola site with Mr Soley and uh with some of the guys by the way I have a outstanding team I mean just some really good people and
169um so we met on site with Dr soy and it was determined that building one and building two are the oldest and most needy buildings so those two buildings would um would probably have to come down the uh other buildings we talked about Mr soy using building three building four building five building six building seven the administration building and building 10 and some I think of building 11 so that would leave one classroom Wing I believe 15 and the media center and Portables available for district or and I believe there was a freezer cooler there that needed to be replaced but they would also need obviously the cafeteria and this would obviously put the kids from River view in a much better situation and Mr soy was very pleased and when we look at the
170administration at Riverview of if an issue occurs at Herbert Street it takes about 45 minutes to go from Riverview to Herber Street in the event that there's an issue so this is just being more efficient with um our resources and um our school so it's 45 minutes basically for the administrator if he's needed at Herbert Street to get from Riverview to Herbert Street so that is back in the days of when we thought we could have one principal cover two elementary schools and we learned that that did not work when a principal had to cover champion and get to orand Orman Elementary orand so um I will tell you right now that's a number one safety concern right there for me because I don't think we should have students 45 minutes apart under an administrator
171and think that that administrator can be doing what they need to do that far apart so do we want to so the what we're facing tonight is to say are we voting to move forward with communication to start having communication with the community and and I understand Riverview is a little different but so let's look at t t t t additional communication about the rezoning of when t t opens that the kids that live in around t t are going to leave the schools they have been bust out to and they will come back into TTI so we're voting on opening we're voting to approve that you guys can go out and set up the communication to have the communication with these families to bring us back the information of what you learn and also
172for to hear them and what their feelings are on it correct yes ma'am okay go ahead Mr col your mind no so what you're saying is we're ultimately saying go out gather the information and bring it back to us or are we making the decision on these boundaries tonight no I don't think we should make the decision last speak please the um what we're doing is we're going to have communications for between now and then January in January we will bring it back to the board the information that we've uh received and the uh and the board members will be invited to their respective areas um to have a discussion with the community members in January we're going to bring it back to the board um and ask that we are able to advertise because
173we're going to have to advertise it for 28 days once we do that then we will be back in February to uh ask for your permission to whether or not we can um move forward with the results voting so I'm good Mr person yeah I was just going to say this is just a starting point these boundaries will likely change based on the input that you get from the community meeting so I think we need to get the Public's involvement before it comes back for us to advertise but the second thing is and I think we just got to say say the word um segregation it it it is you know we it it could be perceived out there that you know the reason why these these zones were created after we were under a
174court order you remember Earl 1968 1969 you know we were we were under a court order to in integrate our our our schools of course where the populations were back in in the late 60s early 70s is a lot different than what it is now and that's why it it seems so strange that kids are bust so far away and over here and over there but you know we were under a a court court order and we had to have a certain percentage of a of a my of a a black population actually at each at each school and and that's in the the judge just kind of did it they're going here here here that was that so we put some kids on a bus for I mean okay long time for an hour
175an hour one way yeah because I was principal at some of those schools and I I remember I mean I just remember it so uh you know that's why it is and so I don't want um I think it has we have to have a a a very um um you know careful solid argument about because then the children that were attending the if you will the the the black schools they were in such poor con condition to the schools that the white children were were going to that it was it was just terrible I mean it was it was just it was just terrible so it was in the best interest of of the students even though it was a long ride to be in a better school if you will and but now
176that that is that is not the case now we have certified teachers in all of our schools and all of our facilities are really built up to the same standard and we're making it even better with a brand new Terry chry T small school which will be one of our newest schools in in the whole in the whole district and I think those I just think when you go through your community meetings I mean those are the kinds of things that obviously we want to say and and uh and because I I mean I feel I I I I wouldn't be in support of this in any way shape or form if I thought that we were going backwards you know we we're we are saying now that in the best interest of students it
177would be better them to be closer to their home because parents can be more involved and you're going to have a brand new facility newer than the facility your child's currently going to so I think there's there's going to be a a whole lot of pluses but I think we you know we just want to be careful in our message and make sure we're getting the right um the right points out there yes and I think to Mr clone's Point um he brought up um at one point in regards to looking at each individual student and looking at what their needs are and so we've had uh a number of meetings with teaching and learning to look at those students and we've given the principle the information about the students that they receive and I
178know Dr Balaban is looking at creating um some type of additional supports for those students who will be leaving these respective schools going to trt so we are putting additional layer of supports in for those students so um and then once they get the trt we're looking and Campbell we're looking at providing um additional supports for those students through tll and and and Madam shair then the same argument prevails with the Holly Hill Middle School students uh they at Holly Hill Middle and Earl knows this those students in the middle school they don't have the opportunity to have the electives like they have at Orman Beach M middle school or at Campbell they they just don't have they don't have enough students they don't have the teachers so they may not they don't have the
179band of a big chorus or the El the uh the tech classes or some of the other things that that the bigger schools you know have so it's like you know why shouldn't they have what all the other kids have so I mean I think it's it's again just putting the students what's best for the students first I think if we continue to you know have our decisions Guided by that we do the right thing and Mr persus I absolutely agree with you for the Holly Hill because in my former um District position you know you go there and their classrooms are just attached they're they're part of the gymnasium you know that building and they there's just a few classrooms and all they're doing is rotating between those classrooms and they are missing out
180on opportunities that if they were at one of the midle like there's no culinary classes either you're missing chorus band culinary all of those the stem Labs all the things that we offer at the larger schools because you're only talking about a very 200 200 students that's it and so they are missing out on that piece yeah and and it's not a criticism as you know I mean the teachers there are doing everything they can I mean they just they go all out I mean they really do so what I'd like to do because as I said Mr Wolf said that we could chunk this so I'd like to start with the first line which is having communic ation this does not mean we're doing this but having communication about Riverview moving to Oola so
181can we go ahead and can I have someone make a motion that we will move forward with opening lines of communication with Riverview possibly moving onto the Oola campus but that would not be until after tamoka opens and the tamoka students move off of that campus to the new tamoka my my only thought is what Mr cologne said though was uh absolutely uh true uh and I know um what Mr Young just said um however that Oola school it it may not be as old as Riverview but it is not in in great shape it's we are making it work we have great pod buildings in there where many of the students from Tomoka are in now I think we have two two big pods there or is it one one big building I'm talking
182about what's at the Oola site for the yeah we have n two Wings back there two wings of port and they are like really nice those those pods kind of like what you're talking about at what they cost are you leasing them or did we buy theming okay the ones that we're going to put in Orange City Elementary to do that it's $5 million okay and all all I'm saying is is that those are nice but the the Hub of Oola not so nice it's okay they are making it work it's a temporary thing all right if I don't have anybody that wants to make a motion on this piece then we will skip this piece I would rather but understand we that at some point we're going to have to talk about what we're
183doing with Oola so even though we're skipping it tonight right if I can't get a motion or a second we're going going to move on okay okay I'll motion to uh have conversations of what to do with the current Oola and possibly moving Riverview okay I've got a motion and I've got a second all right then we're GNA vote on that piece I have a motion in a second public comment huh public comment okay but just for this pce is any of the public comment on Riverview and oela okay all right then we're going to move forward is there anybody here that wants to talk about Riv Riverview and Oola here we go all right please miss Albert come up you can have three minutes just because we chunked it up and we're chunking it
184because it didn't make sense when we looked at it to I understand and I certainly didn't plan on this um but the conversation that I'm getting text messag about because you're teach teachers who are now at Beachside that formerly were at aola are listening to this and they don't understand this they uh some of the comments here um it wasn't it wasn't good enough to restore for us but now it is I mean they are they are looking for an explanation about why this is happening and I think they absolutely deserve one are they in a beautiful facility sure they are but they had a home that they loved and now they've been moved so they deserve an explanation and to be respected that much thank you thank you that's fair all right um so
185I'm good with her motion okay let's discuss the possibilities and yeah I'm gonna call only a discussion yeah all right I'm going to call for a vote all those in favor of opening up the lines to have a discussion about Oola with the thought after tamoka moving off of it and a discussion about Riverview because they are in a building from the 1920s um please say I I any opposed all right that part we're moving we're moving to the next part the next part is t t small Elementary School which we've had a lot of discussion workshops presentations I think every one of you had time at some point to talk with them individually about so they could explain to you where the all the kids were being busted to out of that community so
186I'd like a motion and a second to bring up to open up the lines of communication to now go meet with the community that is going to be impacted to bring our children back into the t t small Zone motion to approve discussion for for these conversations of rezoning the children in Terry te um Zone all right thank thank you I have a motion do I have a second I'll second that motion thank you Miss Thompson all right any discussion about the T children coming back into their community so just as you said we've been talking about this for years my question is is there a potential based on the conversation and I want to be clear with folks that something may change it with these Maps is that what I'm understanding once the feedback
187is gathered another words it's not set in stone until we've gotten that feedback and it comes back in January these this feedback has been presented at Community meetings already many of that's my generic question for all of them no we're more than welcome to hear it like they're going to go out to the areas impacted but they've already done several Community meetings on this this is phase two of the tier T move phase pH one was last year and so phase one and phase two was presented last year um and and this was um we're just bringing it back to the board so um to your point could it change absolutely based on the discussion um all these students that we're looking to reone are in walking distance there are the um Jean Street students
188right there that you see that 115 students um that attend Horizon they live less than a quarter a mile from school you know um and as I was the principal of Oola I received a number of students from um right there by the oedc they were busted to acola when I originally got there those were the students who could not stay after school for tutoring and I had to be very creative and getting those kids to stay after I think that um continue to work with tll that you know this could potentially if it's the will of the board be a good thing but we we we're just going to have um Community meetings as we did last year with TR T and uh Beachside and and tamoka so we already moved one group back
189to CH this year correct so that they wouldn't have two moves so I if I may Mr persus you're still on are you hi Mr colog go go ahead I think we're saying the same thing this is just going out there so one of the things that I see in this map is is I believe that's Nova that's where the students are coming across do we have crossing guards there now and is that something that we are going to need to petition to the city or county I in all actuality that that is Jean Street Nova that is soul City yep um not um Nova Road those students that live west of NOA Road are already zoned for CH te those kids live on Jean Street Street runs almost par the parts you're looking at
190that's being zoned Mr clone are the ones with the the striped lines everybody that's already in blue is already zoned for CH te we're bringing back in the kids that are right there by CH te that are being bust out so where you see the the striped lines those are the kids look at where the arrows are pointing at there's ISB yeah be South sou just want to make sure again that we look we need to get any safety School uh because these kids are now going to walk to school where they've been taking the bus and again I'm these are literally they are it's it's I'm looking at the part down here bottom left that are already they're already zon for I'm just trying to look at the map okay and those are within
191between gotcha okay Nova and international okay so they're not crossing any road okay they're already by the school you you remember before Horizon was built those students went to Long Street yes Elementary School they did so we bust them across across the bridge bridge and down about four miles or yes yeah okay so can we move forward with phase two of t t I have a motion and I have a second all those in favor please say I I any opposed all right that part passes unanimously now we are at the part and if it would be okay no we'll just do the Holly Hill part separate the next discussion that is open is to take the 200 middle school students off of the Holly Hill K8 property Zone them back out to their closest
192Middle School that they live by and turn Holly Hill back into Elementary which is what it started out to be in the first place so this would be opening up the discussion to take the middle school students off of that campus put them into the middle school that they're zoned I mean where you know they're closest we're not going to bust them across you know middle schools um do I have a motion approval Madam chair thank you Mr persus do I have a second I'll second thank you Mrs Bernette all right any further discussion about this piece to open up for lines of communication I have concerns with Campbell and taking Campbell to 103 and Creekside to 103 that's a lot of kids not so much for Creekside but Campbell 200 kids is a lot
193that's a lot okay that's just my concerns all right anything else um I share U Mr cologne's concerns have we looked at the um the growth in that area um because I mean that's I know we're we're moving kids but then we also have to keep in mind like the growth that's happening around it as well is that going to increase that from 103 up to you know something higher those areas are are there's not really land there to purchase to do any growth in that area that I'm aware of and do we have the room at camel because I know sometimes we look at how many students there are versus how many many classrooms we have but does it take into account rooms for testing or Specialties or anything like that um based on
194the chair's suggestion um I think she suggested this uh last year my team and I started looking at a level of service um so the utilization of the campuses not just the student stations so um the chair and my team have walked a number of schools to look at the utilization so the uh when we looked at at the Los for middle schools the um it's 115% is capacity and that's the interlocal agreement that was written I don't know how long ago 2007 so the level of service is 115% and we look at utilization not just the number of students so we do take account special programs thank you M berett thank you may I say this also the the 103% are includes the 100 130 reservations okay so that is actually less than the
195103% that we're projecting and we also have to look at this because when we we give you we don't give you the net we give you the students who are zoned for the school that we're moving those students from but a lot of those kids are already sitting in Campell school so that net will be different than the hund and or the 204 it could be 130 so so what what I'm saying there the kids who are living in the zone that we're rezoning could already be sitting at cample so the net is different than the 204 when when you start having these Community meetings I'm assuming that we're going to have more than one per area and would would you be able to have a couple of different options for the community to look
196at especially for the middle schools because we have not done anything with the community in the middle schools at this time so remember when we were having the other ones we had a couple of different options if I remember correctly of boundaries um where you know what could happen um and that would address some of the concerns with with the numbers of students going to Campbell or going to Creekside yes are you following me yes yes yes I I had those meetings actually with the chair um and DeBerry you know we looked at that and we will work with the board members in the respective areas because you know your area and I'm just thinking back to the meetings that we had with the elementary schools and the suggestions that were given in order to
197get the community involved due to maybe some limitations of Transportation or hours we we used a few different facilities and different time frames what and what I'd like everybody to do is if you don't have that slide pulled up I want you to pull it up and I want you to look at where Orman Beach Middle School is which is up on your North End and look at where Campbell Middle School is and then look further south to where Silver Sands Middle School is now for whatever reason we've had a approximately 122 I'm going to start at the South End we've had students pass Campbell going to C going to Campbell when the bulk of them are closer to Silver Sands and I think M brette you experienced this yourself with your own children then
198and we're looking at the you know the striped or whatever lines then we have 35 students that right there in that piece right above Campbell they've been going to Silver Sands and driving past Campbell to Silver Sands so we've had people he we've had kids here next to Silver Sands being driven North to Campbell and we've had kids on the North End by Campbell being driven to Silver Sands so what this is doing it's saying put the kids back to the closest area or the closest school where they are at then if you look above that we've had 95 students um zoned for Orman Beach Middle that are now going to go to Campbell that are still how far south of Orman Beach Middle but they've even been driven past Holly Hill to go to
199Orman Beach Middle so where Holly Hill is if you find it we're taking the Holly Hill kids and part part of them are going to go to Orman Beach because they're on the North End and the others are going to go to Campbell because they're on the south end I mean it's not really hard to figure out what are we doing when we've got buses picking up here and driving here and picking up here and driving here right and we're taking once again middle school kids that keeps some of these kids out of the inter murals keeps them out from being able to have the tutoring makes it more difficult on the parents you know because they're where they could walk to their school they can't because they got to get on a bus and
200now go how far away and why and if we we all know if we put middle school kids on a bus for a longer period of time we tend to have more problems so this is opening a discussion and it's about and and here's the thing I think Carl and I are the only two but I've experienced it the most being on the west side of the county 37 years ago I started my career at Enterprise Elementary the first year I was there they opened Delona lakes and took a portion of the kids rezoned them okay the next year year and a half they rezoned us again and took a group and went to Discovery and I mean every school in Deltona that's just what happened we just kept getting rezoned they build it another
201they built another school and they rezoned us and they rezoned us resed and rezoned yeah delt Junior it was Deltona Junior High got flipped to Deltona Middle then they opened Galaxy and reson then they opened Heritage and reson I mean I guess I've lived through this so much because that's what's happened I mean I I helped open to berry Elementary and we went up to the point that we had to put two teachers and 36 kids in every prek through third grade class classroom okay until they could open manate Cove and we rezoned then the next time the numbers went up they built 12 classrooms around the Elevator Shaft because there is no land it's the most it's the most landlocked school that's why it's two stories to start with and they're back up over
202a thousand now and so we had to bring Portables in so I understand those of you that have never lived through this but I I need you just to think about here's my feeling my children are grown but if you're going to put my well I'm not even allowed to say that because I'll get an email about it I'll use your kids use her kids yeah Jesse if you had to put your kids on a bus and they had to drive past one or two schools to be taken to another school is that the best thing for your children no it's not but for the record jaxley would love that so that's not really a fair example but I get what you're saying and you wouldn't love it because he'd be in trouble because that's
203what would have happened to my Drew my Drew would have been 45 minutes on a bus how many things can I do on here I agree and Granny's 30 now um but I mean come on guys so can we open this for discussion it's yes or no yeah absolutely yes I have a question do I have a motion I'll motion we had we had a motion I I made a motion and you second I have a question Madam chair yes what's the capacity at Hinson and because if you look at this map they're actually closer to Hinson than they are to or Beach you don't want to tell them the answer on that one Henson is at capacity at this time and we have um the reason that we didn't consider that is because we
204had to build another Wing if we grow I don't know I'm ask that's theity is 115% or higher at no what is it now at Hinson oh Sho just asking because we you know your your point is well taken Madam chair but the kids are closer to I I thought that too but the growth around Henson is just there are Apartments coming out of the ground every other week they are at uh currently at 110% and then if you look on at on LPGA Williamson they're they're building it's crazy apartment complexes all over crazy crazy there's there's no place so we're going to do all of this now and Henson's GNA blow up next yeah but it's going to need to be something to the West which we already know on 40 they're putting 10,000
205homes in on 40 so what we're going to need is not anything sitting on the east side of Daytona Holly Hill and we're going to need something or or the Northport in Orange we're going to need something on the west part of that Community because that's where the growth is happening yeah all right that was my question all right can I call for a vote Yes okay all those in favor of opening up the discussion of the rezoning pieces dealing with Holly Hill Campbell Middle School Orman Beach Middle School Creekside Middle School and Silver Sands Middle School please say I I I all those opposed okay at this point we're going to stop and we're going to take all the public comment that is here for the part that we pulled off I will take
206it no okay all right so we're going to do public comment I have one two three four five six I have eight cards so when I call your name please come forward to speak you'll have three minutes to speak and I'm going to call the first two individuals that way the SEC um the second individual is ready so my first individual is going to be Charlotte Gillis councilwoman for um the city of Edgewater followed by Christy France all right this one's goingon to be quick I reserved myself this extra few minutes in case I had more questions but I didn't but because I had a speed read my last I wanted to take the time to thank the board for pulling the item and bringing up the need for more discussion on the impact for
207all of this and also for bringing up the half cent sales tax and the need for repairs I truly hope the maintenance staff will be able to be sent there soon to address some of the more immediate issues as it was brought up I think the rotting wood that's visible at a minimum could be addressed and I hope and if it's true that some members have not been to the school that they will take the time soon to do so and I also really wanted to express my appreciation for all of the many repatillo parents and staff that are here tonight because four and a half hours plus is a very long time for people with children to take out of their week night away from their families and I appreciate all of their Community
208involvement and I'm going to keep following up on this for future meetings and be back to advocate for the southeast valua area schools thank you thank you so up next is Christy France followed by Dale France welcome all right good evening superintendent and board members I am app parent to a first and fourth grader who attend Reba Tilla Elementary and a ninth grader who attends NSB High School finding out through social media about the plans and timeline is the worst way to learn your child school is closing that caused a lot of unnecessary stress I am an advocate for public schools there are amazing things that are happening in all our uh Southeast fuia schools because of the amazing teachers who are committed and have a passion for teachers are teaching coaches who put in
209hours with their teams and supporting them and principles who are leaders guiding and pushing their teachers to be better the information each of you have shared with me through emails all Express that you all that you knew nothing about the slide that was included in this agenda I don't trust any of you you've apologized but someone did research created the slide and then shared the slide there have been talks among people then to create information like this this is not politics people these are children families and the future of our scary world it's hard enough raising children but living and a society who is constantly fighting against them makes it so much harder you have lied to us before then lie to cover those lights how are we as parents to parents supposed to trust
210you with our most precious children the plan to disperse Reba Tilla students that was in your agenda is a horrible idea I am heartbroken frustrated angry it has infuriated parents and community members and I know the pictures that you shared of our school's roof in fascia is backfiring those pictures represent your intentional neglect the disarray reptillus fascia is in is not because of its age and it didn't happen overnight it is a direct result of years of lack of care and ignored request it is our leaders who are failing now parents and community members who are watching and listening the lack of maintaining is not just at re batillo there are other schools with broken water fountains air conditioners that leak for months and years with no fix leaking roofs bugs mold and the list
211goes on and on they you are letting or I'm sorry they are letting our SCV schools slowly become rundown is this what we pay our tax dollars to teachers we know you don't have a voice and aren't respected by our school board but let me tell you there are thousands of parents who do support you parents and community members ask your teachers what's happening in their schools we need to know teachers don't be quiet anymore parents and community community members have more power to get things fixed than teachers do I'm asking that our maintenance department be investigated and find where the process is failing who is following up on the repairs and who is handling the quality of the repair please research and find out if documents are being deleted when a repair is marked
212complete how do you know the repair is complete hash achieving Excellence together let us help you thank you Dale France followed by August alombro I hope I'm saying that correctly welcome good evening my name's Dale Fran that was my wife um she wanted me to uh finish what she couldn't say in her three minutes but honestly I condens that because I'm not going to come up here and attack because my philosophy as a business owner and a local community member and a sack member um involved in band boosters and that sort of thing we don't attack we kill people with kindness we can all be kind about this um in my business when something needs maintenanced we maintenance it we just don't look at it and say you know what forget it we'll get it
213on the next round and that's where I feel we have failed as as Belia County Schools um some of the neglect that I see there on the campus um could have easily been fixed by just a simple board member walking around spending some time and that's where I wanted to lead into this um uh I've donated a lot of money to the school as well as the middle school and the high school I've sponsored uh volleyball teams football teams baseball teams um and in the last 10 years with the banners and the fundraising we've raised over $50,000 for for the schools um that's that's a a huge accomplishment but guess what my daughter still at repatillo we still got 11 more years before she graduates so there's going to be a lot more funds available
214to donate to our community um one of the things that really disturbs me is I see a lot of photo ops you know we just had one earlier today uh or this evening um with recognitions with there's nothing wrong with recognitions but um I'd like to see board members as well as a superintendent maybe being there on field day or or water day catching kids at the end of the slides picking up their shoes giving them some towels unbeknown to to cameras being around you know um the smiles are great like I said recognitions are great but um really need to be blocking out some time in our schedules to really be involved in our local schools and there's many of them there and I'm not faulting you know you guys have a very uh
215uh tough position you answer to us because those are our T tax dollars and um the maintenance it's very disturbing um even to look at some of the the other schools in in the northern part of uh the district um it's it's very disturbing so I just wanted to encourage you guys to really block out some time in your schedule and spend some time on the campus I I for the first time saw uh Mr cologne there day when I was dropping off my children uh at the at the parent drop off it was cool to see him but that's the first time I've actually ever seen him besides you know on TV here or you know within uh school board meetings but miss cird spent a lot of time at the school um she
216was involved in a lot of different functions and I really encourage you guys I know some are re you know been in the school system and been teachers for a long time um but you you know then that how important it is as a leader to be involved in the schools um so I just wanted to um really get that off my chest and head home thank you thank you so August alombro followed by Melissa Smith this one's not here can we make Melissa Smith here okay then Ryan o Conor Kelsey moscovitz not here that one's not here either welcome welcome Kelsey my name's Kelsey moskovitz um I was born and raised in New smna so was my brother and my dad and uh my mom moved to New SP when she was in third
217grade so she counts but uh she attended re till Elementary School just like the rest of my family and um I don't have kids but uh when I graduated from new high school and um moved away did some traveling I moved back I was lucky enough to actually buy a house right around the corner from new from uh re batillo and it's actually um like four houses down from the house my dad grew up in so when I was little going to R batillo my dad would tell us stories about this fence he used to walk on to get to re batillo and uh me and my brother were raised on those stories and um now that I own a house just down the street stre I look forward to one day bringing my children
218along the same fence to attend an excellent School in my neighborhood and um I'm here because I'm concerned that our school board um is not holding people accountable appropriately in our facilities Department um I also teach in valuch County schools and as a teacher and as a coach I've witnessed firsthand the failures of our facilities Department um our athletic department across high schools are in disrepair uh and um many of our facilities are uh but the issue here is Reptil and I'm here to support this school Community because reillo is not the kind of school we should be looking at closing they're high achieving they have really high um teacher longevity so really low teacher turnover rates uh they serve a population that's not easy to be high achieving so almost title one uh historically
219they're a diverse school and bigger elementary schools are not better right we we see all kinds of studies that show keeping small community schools open are what's in our best interest as communities and I want to live in a kind of community and work for the kind of school board that supports those kind of schools so so that's why I'm here tonight even though I don't have kids that attend rello and I don't teach at Rell but I know a lot of these people who do because that's the kind of community new spart is you know we have each other's back so anyway I hope you guys really consider the importance of reill it's a pillar in our community the history of the school and how truly it's very important to people who live live
220in newna thank you thank you the next person is Stephen gold welcome Mr Gold hi my name is Steven Gold uh I'm a teacher at Mainland High School uh I also was lucky to attend rillo elementary school from 1999 to 2004 uh I just wanted to come share an anecdote uh with uh you all uh my uh wonderful School Board um I was actually lucky enough I I believe I heard uh Mrs Crandle speaking about it while I was waiting to come in uh uh about the attendance of George W bush at uh uh repatillo Elementary School all those years ago I was lucky enough to uh get to listen to him and his wonderful esteemed brother Jeb Bush uh talking about uh the successes R patillo and how it was a a model school
221not only for our community in in in vush County but for the entire State maybe in the entire country um the thing that sticks out to me in my mind is is not standing next to my mother who was a teacher at Rola Elementary School for 34 years um as she should George W Bush's hand and he kind of used my head as an armrest um what sticks to me in that moment um was standing next to uh two people that uh I actually haven't talked to in quite a long time Jennifer white and Jake Tingler uh Jennifer white was the daughter of our media specialist and Jake Tingler was the son of uh the person who ran our after school activities um I was not zoned for repatillo neither was my sister but my
222mother brought us to repatillo as as a teacher for what she explicitly said was the family atmosphere I can say specifically that I feel that the reason I became a teacher and and and the reason that I feel that I I am a Effective Teacher I've been ranked highly affected the last several years thank you uh it it was uh uh honestly uh in those formative years seeing the um dedication the the Zeal the kindness uh the family aspect I mean I can name so many teachers off of the top of my head uh uh Mrs Nelson and Mrs Perkins and Mrs Cran and Mrs Martin inspiring my my my knowledge uh and and my passion and my Zeal for reading uh I owe my ability to write to Jan Pasa my fourth grade teacher
223Mrs Peterson Mrs jurgenson uh Mrs Anderson uh so many kind people that inspired my creativity and my ability to laugh Mrs Fernandez who uh put up with my lack of an ability as an artist uh but but what I would like to say is is that um the thing that uh I carry in my heart when I think of my time at repatillo is that sense of community and I know that uh the reason you guys got in this business is also because you care and and are passionate about these communities and and wanting these communities to be uh uh well served so I just when we take into consideration repatillo I just want to emphasize the family atmosphere and uh how influential it was on me now um returning that favor to students at
224Mainland okay thank you thank you um Mrs do we have any other cards once that one speak at the very end okay so nothing else about this all right then at this time we're moving over to um what oh we're only on read okay we're we're still on this board action item is that okay late okay all right all right then we're moving now um over to the west side of the county um where we have DeBry enterprise Enterprise and Forest Lake we'll take that as a chunk and then we will do a chunk on Timber crust Deltona lakes and friendship and finish it up with Citrus Grove and Woodward so Dr Johnson it's back to you and your team or Mr Young yes I'd like to talk about some opportunities in the DeBerry area
225U present some proposed changes to the DeBry area to level out the level of service somewhat in that area uh DeBerry as we know is at7 if you look in the chart on the right hand upper right hand side you can see that de Barry is currently at 117% Enterprise is currently at 94% and Forest Lake is at 65% so we're proposing that we take 169 students from the two areas that are cross-hatched in green and move those students to Enterprise and then take 110 students zone for Enterprise and move them to Forest Lake and if we do that the level of service for de Barry then is at 108% Enterprise is at 103 and Forest Lake is at 82% so I know there's some concern about um moving kids twice at Enterprise but if
226we are able to build on a green site then we would only have to move the kids once as a cohort go ahead Mr Clen so I know for a fact Enterprise can't take 60 children they don't have the capacity the school is infrastructure wise uh they they just can't and I think we've heard those concerns uh from the folks in that school and so to take them from a school that while overcrowded its facilities are better until we build rebuild Enterprise I don't believe that we can put 59 kids there as the building stands right now and that's my bigger concern with that I don't think this is a doable thing without really putting a strain on folks who are already strained and so that's my initial thought thank you all right um we've
227my understanding is we've put in we've pulled in every portable as I said we already built 12 classrooms around the Elevator Shaft we've pulled in in Portables at DeBerry the only the only thing I know to do at DeBry this time is what we did years ago where we start doubling up classrooms and putting 36 kids in each classroom with two teachers um because there there's no more space if you pull there there's one thing that they need still there um because when we pulled the additional Portables in and we put all of second grade because what I need you to understand is like fifth grade alone and remember fifth grades are classes that can be a little bit bigger than what our primaries are I mean we've got eight fifth grade classes all right
228and we can't when we get to the bigger kids we can't put 36 of them in a room with two teachers all right but we've put all of second grade out into Portables and I wasn't made aware until recently and I apologize that I didn't know this um but when we had Portables at DeBry before each time even though we doubled classrooms and then built 12 classrooms around the elevator we always had a portable restroom out in the portable world so I didn't know that we didn't have a portable restaurant so that is my one concern right now as far is on the campus of DeBry Elementary is that we have all the second grades and I don't remember how many there are now in Portables but we the closest restroom area for those students
229is in by the cafeteria okay and you know Safety and Security wise it's a little difficult to send kids off to a restroom that far away now if we look at this map every okay so what's in the dark or green is already going to De Barry Elementary what's in the lighter green is already going to Enterprise and that's all De Berry guys cuz Enterprise where the school sits Enterprise itself has a small number of kids so the other kids that are coming in are kids out of Deltona so my first thing that I would like to suggest is I would like to suggest that we take more of the Deltona kids because you're looking at taking 110 of them and putting them at Forest Lake which is only going to bring Forest Lake up
230to 82% because Forest Lake is sitting at 65% right now I think we need to take the other part of the Delona kids and they need to go to Forest Lake so I think the first thing we need to do is go back and look and get accurate numbers on how many kids live in Deltona that can go to Forest Lake okay because the fact that Forest Lake is sitting at 65% we can't build anything because Forest Lake is sitting at 65% correct because it is a school and and see that's what I think people don't understand and I meant to say this earlier tonight there are so many laws and pieces of legislation everybody thinks it's simple and it's not like even when we want to build a new school the first thing you
231have to start with is is the building 50 years or older you have to and and some of them you don't when you get to the thing that they're 97 years old you're not going to have to have a castal report for 97 years old because trust me a school at 97 years old doesn't meet any current code on the book okay so we know that it's going to castaly out so we shouldn't have to pay to have a castaly report done but if it's close you know if it's at 52 years and then there's a building on campus that's only 30 you know eight years old then that's when we have to go in and get the castal report which we have to pay for and then you still have to send it to
232the state to get the state to approve a plan of what you're going to do but the state doesn't just take the castalia report the state goes well here's your school sitting here and where are the surrounding schools to it and what's their capacity at and that's part of why I have been walking the campuses over here on the West Side so that we can get accurate capacity because right now we can have a cality report that says you can take out six buildings but you have to leave three because let's be honest we just built Beachside and still had to leave a building there we weren't allowed to take it down but we can't even build there because Forest lak's capacity they'll they'll send it right back to us and say no you cannot
233build because Forest Lake is not even near capacity I think that's that's a that's a good point and what we need to understand is that Enterprise is only on 6 point something Acres when Enterprise was built there was no such thing as a St John's Water Authority correct so to build on 6 point whatever Acres there's a lot of retention that has to be put in there so now you're at what five acres so it's it's just not a site that lends itself to reconstruction codes it's a whole different ball game than when we built this stuff okay but I I personally think if we're going to make a move we have to get Forest Lake closer to capacity because even at 82 we're not going to get approval what's ost's capacity with reservations I'll
234get that I'll I'll get that for you here in just a second but the reason that we didn't take that ripple effect to oin is because of all the green space out there and and what's coming in that area I hear you what's their capacity now in o they're not at capacity I know that 81 81 81 so I I would like the opportunity just like when we made our maps to sit down and map out because I think we can move some of forest lake to oin without oh you got all those homes going in and oting again they're at 80% and that's with reservations correct yeah butes at 65% I get it but we it's a shift so we're saying if we're going to move some kids from Deber to Enterprise then you've
235got to shift this way and we've got the capacity at both ostein and Forest Lake whether we choose to tap in or not but I think we've got to start moving because right now we've got kids who are so look look at what we're proposing here we're moving kids who are right down the street from Enterprise to Forest Lake this is what we've been talking about all night that we're not trying to do okay Ruben so so I just want the opportunity realizing that we need to evacuate some from DeBry to relook at the map and say okay what can we shift going toward Wards Forest Lake thankfully we have capacity there I agree osin and and I know our reservations are sometime very extremely uh conservative we'll call them um but look at that
236and see okay what can we do because right now I know Enterprise can't absorb 60 kids it it that'd be bad and so I I'd like the opportunity to play with this a little bit more uh so that we can properly accommodate the students from DeBry as we shift folks in a way that makes sense that's just my thought so I I think this one probably requires a little bit more looking at okay so you want to meet with them and look more at because because what I need you to know Enterprise is sitting over on Main Street okay so the piece that they're pulling from what I can tell of the map and gred I can only make it so big to see it it's the part there off of Providence you know um
237no it's off of Howland so they're off of doy so you have doy so basically every yeah you have doy but it's doy where the Providence piece is going down the road which Doyle whether depends on which part you're on because it's called DeBerry at one point it's called Doyle at one point it's called what was the other name there's three DW and it depends on which little piece of the it's Sol same road but I think it may end up being a bigger piece because of the fact that I don't think that Enterprise can take that many kids so I think we need to shift more towards Forest Lake which is what I said yeah and so that we can absorb the kids but I think this will take some more looking at I
238don't I'll personally tell you I don't know that I would shift any more to oin though right now because the the building in oin already was approved right but that's with reservations so those kids are not there right now that's with the future reservations that are already on the books which I believe are always very extremely conservative but again they're still sitting and that little area there I mean it's they're on the same road so it's either you're going this way or you're going that way the other thing is um yeah so that that's just my thought I think this could be accommod at it a little better to lessen the impact on Enterprise who's struggling now that's my thought so I would rather we take this one back to the drawing board before we
239we haven't closed any of the buildings at Enterprise have we no I mean like there there's been no buildings or classrooms lost at Enterprise right no um right now uh without reservations um that uh if we were to make this move they would be at 98% of permanent capacity um and I know that they have at least one portable that's empty there um if we choose to do that not in good condition and the other thing and uh look at DeBerry so that area that we're bringing that's where the growth is so we're saying we know our estimates and reservation are extremely conservative because we're looking at 10year growth maps not what we're seeing right now with a formula we're with a formula that's incredibly outdated but that's okay it is what it is so
240we're figuring 60 kids with an area that's a that's booming and extremely booming right now it's 169 kids right but that's including reservations but this area back here in at Fort Florida back there that's all booming those are zero lot line houses that so we understand our our our estimates are conservative that may end up being another let's just say another hundred kids if we're off by 40 then what hey look I got on this board and not this group but the group that was in these positions previously as soon as I got on the board I said what are we doing about DeBerry because deberry's already approved the apartments across from the Sun Rail and that was that was like what 800 and some apartments and they're like oh that'll generate seven children 7.4
241yeah seven yeah 7.4 children don't even so that's again that's my other concern is that area back there that's where everything is booming right now and we're zoning that for Enterprise as well and and a piece there that we thought was going to be Industrial in business is now just turned into another apartment complex so I think this one probably needs going back to the drawing board so you don't want to move forward with any discussion yet in the community I would rather not if that can I just ask a question really fast and I do want to take a field trip since you came over to read I do want to go see Enterprise um two questions one how far of a distance is it because I've been to oin how far of a
242distance is it from Enterprise to oting and I don't even know if I want to open this question up but I just want to what's the the capacity at Discovery Elementary because I see it right there but you got I know that's one of your schools discoveries at 100% 100% okay because it's a very dense neighborhood around Discovery yeah that's what it looked like I was just curious because it wasn't listed what is the um capacity at Spirit hang on 117 wait wait wait and sorry that was in Spanish that can't be right 117 what you have to understand is um Discovery was the second Elementary School built inside of Delona yes it's at 117 it was the SEC so in all right 37 with 60 new houses that they're building right now right behind
243it 30 like right there behind Discovery no behind Spirit oh okay hang on all right um 37 years ago all the kids in DeBerry and Deltona went to Enterprise that's all you had like everybody there went to Enterprise all right and Enterprise went up to 1,00 kids or so and they opened Deltona lakes that was the very first Elementary School opened in Deltona then Enterprise went back up and they opened up Discovery Elementary that was a second Elementary School opened because Discovery Elementary is sitting in the part where the mie brothers built the first phase of Deltona and they are typically two bedroom one bath little block houses and they are like reach out and touch your neighbor and Discovery is surrounded by those and the other um homes that got built and it's landlocked
244in a neighborhood and Deltona Lakes has a little bit more um property space but they built homes around it too and it just moved on from there Spirit though is actually in a landlocked area um it is oh you're right and because pulling into it you don't see these schools you have to pull into neighborhoods to get to the school Sunrise like you miss Sunrise you're going down the road and if you don't know where to turn you miss Sunrise because it's back in a neighborhood so here's the thing there's only one small school on the entire west side of the county that's an elementary school and it is Stark but what's happened in the land which we're going to get to this is the land has continued to grow so we are going to
245have to rezone but we are building a brand new school in order to reone because on the west side of County we just we the only time we stopped for and paused for a moment was during the recession and otherwise it's just constant building and there's land on this side of the county to continue to build now DeBerry soon is going to be tapped out but Orange City still got property D's got property Deon Springs is open for fair game and you know you grew up in Pearson you know still and well cille and you know what's up there so all right so we don't have a consensus to move forward yet on this Mr clone would like to sit down and meet with you after you meet with him I would like to meet
246with you just I'll let them meet with you first huh I'll let them meet with you first no because you're the one that is the most I already told them what I think needs to happen we need to take we need to look at I already asked them to run numbers okay so they know how many more kids live in Delona and where they live I I could tell you where I think the piece needs to be that lime green or light green piece that is right there tucked into the corner of where the striped part is that's the first part I'd start with so solve it and then I'll meet with them what solve it and then I'll meet with them you want me to solve it and then you'll meet with them all
247right I will meet with you first thank you I will meet with you since I know where you know the area as well I know the area all right so we're not going to move forward on this but feel confident that yes we are going to move forward on this because we cannot leave Forest Lakes sitting at 60 some perc capacity very busting at the scene with DeBerry busting the seams but I'm going to put a request in before we move forward on this can you please please look at a portable restroom at DeBry so in the portable land out back because I and I know what you're going to tell me and what it's going to take but it's a safety issue I truly believe we have one in storage we'll look at it
248you have what we have one in storage we'll look at it okay because there and you know like I said I didn't realize there wasn't one there because when we got big before and you put Portables there there was one there so maybe the maybe the plumbing lines are still there to work off of all right we're moving on now to the timber Crest eltona Lakes friendship attendance Zone options okay again uh Timber Crest is overcrowded uh draw your attention to the chart on the right hand side Timber Crest is currently at 123% Del tunnel Lakes is at 80% and friendship is at 7 9% so what we're proposing to give Timber Crest some relief would be to take 1007 students from Timber Crest to Del tonel lakes and then 50 students from Timber Crest
249to friendship that would change those uh the level of service at Timber Crest to 91% Delon Lakes to 88% and friendship to 84% Mr colog what's alucha Pine's capacity okay I'll tell you just a minute 107 okay that was my question 107 and there is growth taking place because what Lake Helen did Lake Helen absorbed some of the UN Incorporated and brought it into the city part of Lake Helen and we only have one school look I I'm just I have to throw it out there I shouldn't have a city with 26,000 people that has one Elementary School in it and nothing else I agree thank you this one I am okay with moving forward with all right then do I have someone that'll make a motion motion to move forward to open discussion for
250the resoning that would take place between Timber crust Del Tona lakes and friendship to bring down the overcrowded capacity at Timber Crest and level out the capacity at Deltona lakes and friendship mov thank you do I have a second I'll second all right any discussion all right then all those in favor please say I I I any opposed it passes unanimously we are now moving into a part of the Dand piece knowing that this is not the only part but we're not ready yet to move forward with the other parts because we can't move forward until the new um school is built at Stark okay so we have citus Grove and Woodward that we are looking at to start with so what we have done is we have increased by um adding the brand new
251classroom wing and administration at Woodward we've increased space at Woodward and citus Grove is over at this point and so here in case you don't know to land we've got whether you want to call it 1792 or Woodland Boulevard running down the center so we have an east side to the land and we have a west side to the land on the North End on both sides we have Citrus Grove on the West Side George marks on the east side coming down from that we have Blue Lake and freedom on this side and on this side we have Stark and Woodward so we've got six elementary schools three on this side three on this side we will eventually have to talk about um Stark which is a little bit you know more Inland because citus
252Grove and Woodward are more out on this side but not until we're ready to we have a date for open you know we know when Stark will be open opening and we will be resoning because What's Happening Here is the growth now in the land has gone out to the east for the whole Victoria Park area which there is still plenty of space to build there it's gone out to the West past where Citrus Grove is and also behind Woodward even headed out towards the honton area but we are also going to have to start looking at the north end because it's moving up north North you know because we we already rezoned Highway 11 back to George Marks when we opened up the new building but it's moving North into the Deon Springs area
253because we'll be having a ribbon cutting soon we're finally putting water out there it's a lot so anyone go ahead Mr Madam chair I trust that you know your area very well but I looking at the map we're moving kids from across the street from Citrus Grove to Woodward seemingly that's because we're having to bring them from the north down to Citrus Grove so it's a matter of when it was built and where the growth is taking place and where the growth taking place now here's I I mean I've looked at it but I cannot say go to the north and put those kids on a bus and bring them past one Elementary School to another Elementary School it it makes I can't do that does it make sense to you I'm good it just
254seems that the kids are actually a few blocks away M the distance between Citrus Grove and Woodward is two miles uh Citrus Grove's walk Zone pretty much lands on top of Woodward right so I mean again I trust you know this area well see if we leave if we leave that part there then we're going to have to go north of Citrus Grove and then we're going to have to bust those kids down to Woodward and we're going to pass an elementary school I it just doesn't make sense to me it it brings additional cost piece in and everything all right so do I have someone that'll make a motion that we move forward on opening discussion with families regarding move approval that we open up discussions concerning the rezoning of Citrus Grove in Woodward
255thank you do I have a second I second that motion thank you any other discussion okay then we'll call for a vote all those in favor please say I I any opposed that part passes unanimously so we have now chunked all of this and we know where we stand and I'm sure you reach out and I will continue to tell you that if you need me to walk any more schools to assist with capacity I'm happy to do that to get accurate capacity so that we can move forward for the record Madam chair these are to begin discussions this will have to come back to us in January uh for approval formal approval to advertise to advertise approval to advertise correct then it would come back in February for whether or not to approve all
256right so anything else your team needs to tell us okay then we are moving on to the final item of the night that involves public participation we are at item 20.01 and I have a stack of cards okay we have nine cards all right we will start um each of you will have three minutes I'm going to call I'm going to call the first three so that you know the order it'll be Pamela Crowell followed by Jeffrey Ferguson followed by Jordan is it Haley all right so um Pamela Crowell welcome okay good evening superintendent balabin chairman Haynes and school board members I'm a 45y year resident of Luchia County a retired teacher of 36 years and currently a grandmother of elementary school students here in valua going to refer back impressed with the subject matter
257at this meeting it was super duper important but first I would like to say that the last meeting the changing and reinterpreting the procedure regarding reading sexually explicit passages during that meeting was very confusing and then Printing and providing objection forms to these speakers to me in my opinion certainly showed a bias towards censorship in our schools thankfully we also heard from many parents Teachers Community par community members and even students themselves that supported keeping these books on the shelves even advocating their use in providing awareness of Life Experiences yes even sex violence and abuse awareness enables kids to learn how to avoid situations how to confront them and even talk about them to assist in their healing books and curriculum should provide us with exposure to different beliefs and perspectives such as lgbtq all
258kinds of races and religions and truthful history I'm going to say that it's especially important at the elementary age kids should be able to read books that portray lgbtqp people and their families as part of the fabric of their communities not marginalized or erased secondly can we at least agree to keep our students in schools free of bullying violence drugs and weapons I was so glad it was addressed thank you Captain um this was a lot of talk chairman uh that you put in you know asking for parents to Please Please be aware get involved with your kids talk to them yes yes yes I I kept looking for the word and to me it it was parental responsibilities we've we've heard a lot about parental rights sometimes our rights get trampled on by some
259others but I think we need to look at it as parental responsibilities and we do need to look at a way to keep weapons out of the school and drugs third keep teaching truth in our curriculum and with certified teachers refuse to allow extreme far-right course materials such as supplemental materials from Prager U and push back against this notion that slavery benefited black people or that whites shouldn't feel uneasy about our history our students deserve to be taught the truth warts and all and my time is over so thank you for listening Jeffrey Fergenson welcome and then it'll be Jordan H yeah so I think that works all right good evening good evening board members um I mve used to land around one year ago and since then the fine people of this city have
260inspired me to become more involved in local events like politics well suffice it to say once I heard about the recent decisions of this uh State Legislature I was very disappointed I felt compelled to make my voice heard and to ask the local community to stand behind me on this matter specifically I'm talking about the recent changes to house build 1069 I'm sure you're familiar and I focus my attention today on the portions that I feel are most destructive to discourse and governance over our children's education a new paragraph in HB 1069 allows for individuals wishing to have a book banned to read sections of that book before the school board and if the school board stops that person from finishing that section because they feel it's too crash or distasteful the school district must
261immediately discontinue the use of that material this is a clear rejection of the democratic process and I would argue a malicious use of strategic inefficiency to achieve the goals of of a small minority of people in the community there is an existing process for raising objections to books and schools that is subject to review comments and appeal the additions to HB 1069 subvert this process and allows for the books to be immediately pulled from school shelves without public review the immediate action to remove the offending book is a drastic and alarmist approach and what it fails to consider is that governance is not supposed to be fast it's supposed to be deliberate and thorough these changes introduce nebulous poorly defined criteria for what books our children should not be reading it also goes against all
262the rules of reading comprehension that I was taught I was taught to consider the entire context of a work cherry-picking the most inflammatory sections of Kurt vonet discussing sex and speaking to them until someone decides they've heard enough and plugs their ears is not considering the entire context of a work there was media that I consumed as a child that contained sexually explicit themes death destruction assault in justice of all variety and they were used as examples of how not to be these examples are essential in a child's development and the belief that children are not able to discern for themselves which actions portrayed in a novel are representative of a societal good and which are bad is laughable give these children more credit I ask in whatever capacity possible you help me convince the
263people responsible for changing this bill to remove this egregious loophole and as a final note I want to bring to light an unintended consequence that the proponents of this bill may not be aware of these school board meetings are in fact recorded and uploaded to YouTube if you check the page for the fuchia County School Board you'll notice that these live streams are coded to show up on the YouTube kids app for some reason what this means is that by reading these explicit sections of books aloud you are inadvertently placing these exerpts in their entirety on a video platform populated exclusively by young children now I believe the likelihood for a third grader to sit through four hours of a school board meeting in order to hear them is very slim but nevertheless the irony
264is very strong thank you for your time thank you Mr Ferguson Jordan hle followed by Ryan Foster and then Heather McAn good evening um this is a a box of Naran I would like if each one of you took a box and maybe opened it up to check it out um so first I'm a person with lived experience of a survivor of Overdose I've been revived from Narcan 18 separate times um in the last 10 years um I'm a certified peer recovery specialist and uh the Naran chairman of the committee that we have have at the Valia recovery Alliance and we're recognized by Sheriff Chitwood as the recovery uh the leader of recovery resources in Valia County more importantly than those things um I'm a parent of a nine-year-old boy and a one-year-old boy in
265vucha County Schools um so I'm here to talk to you about the concern for fentanyl poisoning in our schools and the fact that we have a solution that not only valua recovery Alliance we can equip you um through DCF with the Naran and all the schools but properly train um all of the staff and the Guardians as well um on how to administer and the safe practices that go along with this um we're not talking about people with substance use disorder right we're talking about our kids and you mentioned um safety being a number one priority and I've heard things like being a part of the solution and not the problem and those are things that I um Carry as a father and a person who is in recovery like those are the type of
266principles that I like to carry on myself on a day-to-day basis and we're talking about kids who are not knowingly uh using fentanyl so in the packet that I've um put together on the left side is statistics from the national um Institute of drug abuse from a survey of 31,000 um kids that they've interviewed out of 308 schools Across the Nation those statistics say that 20% of 10th graders and 27% of 12th graders use nicotine alcohol and cannabis within the last year all right last week Deltona High School we found um there was four Vapes that contained Fentanyl and upon the search of the kids home there was six more Vapes that found that were contained with fentanyl right so we're not talking about kids who are knowingly use Fentanyl and I understand that there's
267a lot of stigma around Nar can and and very a lot of caution um you know as you guys have to take when you're implementing new things like this but I want you to think about something so we have EP epip pins in a kid's protocol if it if necessary right and a kid is not because there's an EpiPen in a nurse station going out if he's allergic to peanuts going to seek out a peanut butter and jelly sandwich right the EpiPen is there in order order to uh save the kid if he happens to come into contact that he's have something allergic or abnormal reaction to that we could possibly save his life so I just want to urge you that a school should be a safe place and these kids um it's protected
268under the um it's protected under law that anyone trying to administer Nan or save someone's life is protected right so if a kid is at a Walmart and he can receive this thank you for your time thank you Mr Haley Ryan Foster oh okay all right hang on then let me get that in my notes thank you all right then we have Heather McLean followed by all right Nick help me with your last name I want to say it the correct way the okay all right Heather wel welcome good evening superintendent and board members um my name is Heather mlan I'm a resident of Luchia County and a parent I serve as volunteers with many organizations in our community but this evening my comments reflect my own opinion only um during the last two weeks
269since the September 26th board meeting I've found myself caught between a rock and a hard place I don't want to insult the intelligence of the board by implying that they do not understand that according to the Florida state statute cutting off activists who are reading excerpts from books alow during during the public comment they would potentially be removed immediately from school libraries without going through the established process however I also don't want to accuse members of the board of being activists themselves by knowingly cutting off the readers because they knew it would circumvent the process and result in the book being removed immediately from school libraries in valua County we have a wellestablished process for parents to challenge books it's been around for a while the public entrusts the board to ensure the best of
270to the best of your ability that each challenge goes through that process without exception an elected I'm sorry as elected representatives for a community Schoolboard members must take into consideration the rights of all parents and students and not cherry pick to align with your own personal beliefs ideolog ideologies or political affiliation uh these positions are nonpartisan and the people who elect you should not have to question the ability of the board to act appropriately thank you thank you so Nick followed by Christina Quinn welcome good evening I'm Nick duar I'm a current vucha County resident and lifelong Florida resident um frankly I'm appalled by the thought of being held hostage for hours at the epicenter of a manufactured culture War we need to delegitimize the extremism that has disrupted Public School Systems Nationwide under the
271guise of protecting children most of the following passages are from the website of a civil rights Watchdog the Southern Poverty Law Center at the Forefront of this hard-right mobilization is moms for Liberty a group with vast connections to the GOP that this year the splc designated as an extremist group they can be spotted at school board meetings across the country the group hijacks meetings preventing officials and parents from conducting their normal proceedings galvanizing galvanizing supporters around supposed parental rights and family values is nothing new similar rallying cries were adopted by those who opposed School desegregation during the Civil Rights Movement but moms for Liberty activities make it clear that the group's primary goals are to fuel right-wing hysteria and to make the world a less comfortable or safe place for certain students primarily those who
272are black lgbtq or who come from lgbtq families a Tennessee chapter of moms for liberty for example claimed that the state's second grade curriculum which includes a book about Martin Luther King Jr and another by Ruby Bridges was anti-white one of the most notable connections to the is the association of several chapters with the proud boys a white nationalist group pictures have circulated around social media of moms for Liberty leaders and members posing with proud boys in their full regalia moms for Liberty also teamed up with a controversial group gays against groomers to host an anti-lgbtq protect the children rally in Florida which also included proud boys flashing white power signs as reported by the Space Coast rocket moms for Liberty's Bard County Florida chair owns a wedding venue that refuses to host weddings for
273same-sex couples as reported by the Post and Courier a school board member in Charleston South Carolina affiliated with moms for Liberty allegedly threatened to show up at a teacher's house with a gun if they came out as transgender here are some social media quotes from moms for Liberty and their leadership gender dysphoria is a mental health disorder that is being normalized by Predators across the USA California kids are at extreme risk from predatory adults the children are confused because of these insane agendas that are being shoved down their throats even the oval shooter what an 18-year-old transgender boy trying to be a girl if I had any mental issues they would have been plowed down with a gun by now oh and last one is from someone uh in chapter leadership indicted for terroristic threatening
274toward the faculty and staff of cabat school district in Arkansas she was recorded musing about gunning down a school librarian perhaps you think I'm cherry-picking like what they do with passages from books while ignoring broader context well unlike them I encourage you to look deeper I know what you'll find countless examples of bigotry harassment and threats of political violence that have no legitimate place in a school board meeting thank you thank you Christina Quinn followed by Trish dudak and I do have one that doesn't have the person's last name on it it just has a first name it says David you think you left okay all right welcome hi guys I you probably remember me from two weeks ago I'm sure um I had a lot of things I wanted to say at the last
275meeting but it got kind of disturbed thanks to another group that attends Here I Am the organizer the leader and the president of central florians for social equality I wanted to introduce myself to you because you will see more from me you will see more from my people as well we are going to be more involved in valou County Schools we are going to be make sure that our voices are heard and that moms for Liberty does not overtake this school's School Board here so I'd like to start with what I wanted to talk about last time I want to say three words for you demons mutants imps representative Barby was honored here on September 26th that same evening one of my people in the very this very room was one of the individuals he
276disgustingly called demons mutants and imps how can you honor such an individual for anything do you not think that trans children or children with transparents not attend our schools what do you think honoring an awful human being like Barnaby says to these individuals the only other thing I wanted to mention today asides introducing myself and talking about how you guys honored a bigot is the fact that um I thought about asking for a form today actually myself to challenge the Bible is that possible you can you print me one you printed it for the last group I'm just asking for the same can we can we print a print a challenge form do Dr Hazel will print a form thank you very much I appreciate it okay so while she's getting that I'd like to
277address Miss Thompson who who said that we should not be turned on by by the Bible I would also like to say that we should not be aroused by people being raped so you got to equate them both right you said that these things were pornog some people are iterating that these were pornography rape is not pornography just like the Bible is not pornography so I want you just to keep that in mind for next time um now that she's gone to get me that form and I seems like a really a whole move honestly is I want to say one thing an eye for an eye leaves the whole world blind so on that note you can give that to one of moms for Liberty because I refuse to play their games thank you
278thank you Trish dudak welcome good evening I'm Trish dudak I live in danan I'm obviously mom's for Liberty and I guess I'm here to spew terroristic threats I am up here before you this evening to strongly encourage you to move swiftly into having access to Naran at schools in valua county for over a year parents and the sheriff's department have asked that Naran be available in light of recent events that time for review and discussion has passed beyond the shadow of a doubt fentel has made its way into our school campuses I hope I am wrong but it could be only a matter of time before somebody overdoses at school Narin can save lives and the sooner it can be administered the better those chances are some of you like to refer to the CDC
279and the Florida Department of Health so review of their website shows that both agencies encourage the use of Naran if you think a person is overdosing the CDC says that Naran is easy to use and medical training is not required if Naran is administered to someone who is not overdosing it will not hurt them fact sheets and demonstration videos are available on the CDC website the CDC also says that medical training is not required it means that Naran is simple to use it is so simple in fact that a um Prince George County School District in Maryland allows the students on campus to carry Naran with them we need not only our sro's to carry an AR can but we need our School nurses teachers who are willing to volunteer to be allowed to use
280it again quick access is the key um here's some Florida department of health fua statistics um in 2021 383 uh fatal overdoses narhan was administered 679 times in 2002 so far this year Naran has already been administered 1,7 times 240 of those times were before EMS arrived on the scene um the following school districts already have an Aran uh Leon County Miami Dade orange Palm Beach Flagler clay and citrus counties all have it available to use um I am of the philosophy it is better to have it and not need it than to need it and not have it um I also would like to point out that on school campuses we have AED machines that are to be used I think they're a little bit more complicated than the Naran is to use but
281I think the machines also talk you how to use them and they're there to help save people's lives if they're having a heart attack or something like that so I think we should have Naran available thank you thank you my final card is David is David it's still here then at this point in time we are moving on to item so I offered to read it on her behalf um it reads hi my name is mallerie Snider and I am 6 years old I am a student at Reed patillo and I love my school I feel happy at my school I like that it is small my school feels like a home and the people are like my family I like that I see my old teachers and can't wait to have the teachers my
282older brother had I am worried about how crowded a new school will be where will all my friends go where will my teachers go where will my mom go if you close Reed Patilla then I will lose my school family when things break at my house we don't just throw them away in the trash we try to fix them first please don't throw away my school it is so much more than just a building to me thank you for your time and I hope that she's in bed but um I want to thank mallerie for writing this and for spending as much time as she did I know we had quite a few Littles out there so just thank you for doing that that's all thank you Mr cologne so I appreciate everyone who's come
283out uh voed their opinion regarding the Naran uh one of the things I requested not having been at that meeting because we were in Gainesville is an understanding of which ones of our schools have Naran available and which ones don't and my what the report came back was every every high school has an Aran on campus the middle schools I believe there are one two three four five six out of 15 that don't so then we looked at okay so the ones that don't what could we do to help bridge that Gap and one one of the things that I asked was what's the proximity to the fire station so Creekside point8 and so on so I think as a district you know and I know the superintendent and Chief and everyone is working at
284seeing how we could bridge that to ensure that every secondary school has it but one of the things I spoke to Dr B and so arguably we're if if all we're talking about is checking a box box the school has it the school doesn't that's one thing while I have some concerns with uh Naran because it is not 1,000% safe or safe for those around um I also believe that this is a community issue and so ironically I think we should and and I have a meeting set with the recovery Alliance because we've been throwing a lot of daggers I'll share with you I haven't received one phone call from anybody from any of these organizations or folks who are advocating to say hey let's talk about this we've gotten daggers we've gotten letters we've
285gotten letters from municipalities who haven't even put it in their Parks libraries and so they're asking us to ask lay folks to do this and they haven't even done it in the municip IP alties where there is a high probability that somebody may be uh overdose at the park Etc well what are they going to do well they're going to call 911 So and I've had those conversations with members of our community uh regarding that but nonetheless we still have seven schools that we probably need to consider finding a way to bridge this Gap but I think that this is a community issue and I think that just the same way this gentleman came today arguably most of us probably some people don't even know how to use this or how it works or anything
286else but I'm glad he gave it to us I think that we should welcome the recovery Alliance to come and offer if folks want to receive education and Naran because if it isn't your and mind you Narcan isn't just for the druggies okay Grandma Grandpa Grandma took two of her pain med it's an opioid and grandma is not breathing well because of it what do we do we give them Naran I think I would welcome them to come to our faculty meetings and talk about what's important in our community because whether it's in their classroom whether it's out in the community whether it's in their house and I think we could extend the reach Beyond just having the one dose on campus while somebody is there available to get to it if you go to
287a campus and there's a hundred teachers and 50 of them say you know what I'm GNA take two with me and keep it in my purse in case my mom my grandmother somebody at the supermarket that's more powerful than saying yeah we've got one and our school SRO carries it and that's it and so check we could get 50 doses into our community different aspects that way and so um I'm hoping that we could have those conversations I think we could open the doors and and that would actually fall under Samaritan cause which is the appropriate place for it to fall because at that point that person is not doing a Duty or job they are truly working as a Samaritan and arguably if you think some about some of our bigger campuses having that
288dose closer to the classroom maybe is probably better than all the way in the front office or hopes that the deputy is not busy at that moment to stop what he's doing and so I we'll have further conversation and I know that there's other conversations going on but I would encourage us to encourage and have these opportunities for our community to uh to be able to be educated to be able to receive a doses of Naran to know what to do with them and to be ready to go I'll be honest with you I never in my life thought I would say hey I'm glad this guy brought this box with Naran because I don't carry Naran but it's a good thing it's not a bad thing uh and so I think that working with
289our partners rather than you know shooting daggers across the way because I I was at an event just the other day with the sheriff he didn't say a thing to me and so I'm I'm hopeful that we'll be able to not only solve a a a an issue as it relates to our schools but also be able to have an impact in our community because we are the largest employer so that that's kind of where I'm at there and I know we're doing some work superintendent having conversations uh to see how we can better uh serve the schools that are still gaps it's not to say that Elementary is not a risk probably mostly for accidental but right now I think the middle school high school is and and mind you this conversation could not
290have been had more than a month ago because it hadn't hit home yet and it's not a matter of if it's a matter of when I also believe there is a legislation uh both nationally bipartisan uh both nationally to require schools to have Naran and so it's not a matter of if it's a matter of when I I just think we need to do it in the safest manner possible um but I am open and you know again that's not on us that's on the superintendent but I think we should join those efforts to get an Ouran out there uh in our community thank you Mr persus uh well thank you uh Madam chair um so I am you know how I feel about it I think we should have it and I've said it
291twice um so I called the sheriff and I said I don't even know what naram looks like he goes how would you like to attend the training I said what does that mean he goes 30 minutes you and a a lieutenant I said sign me up so I went yesterday one o' I did not know this but you went at two o'clock and I did not know we we didn't see each other because you know it was over mine was I left at 1:30 uh it's so interesting what you learn in 30 minutes this saves lives it's as simple as that and it's so simple to add Minister that even I can do it I mean it is a nasal spray One n one nostril push it goes in that's it I mean and there's
292no harm if you if you uh give it to somebody that wasn't suffering from an opioid overs so uh you know I just think it's something that we should have in all of our schools and I really don't know if a teacher did bring it did have it in her purse or anything I don't think she'd be breaking any any school school policy I'm not sure about that but I don't see any rule that would prevent someone from from carrying it it is over the- counter you can get it at Public's I think now it's around $40 um there are two doses in this one one box uh the other thing is you can get it for free from the bua county health health de Department um uh so my feeling is um if we're
293not quite there yet I think at the very least we ought to all learn more and maybe Madam chair schedule it for a workshop in the next couple of months or three or three months and have some people if they want to argue both both sides but um I think we just need a little more information uh so that we can make a wise decision that's all Mrs Bernett yeah um Dr B do you have anything to share with us about it yet yeah well I'm going to share it's limited what I'm going to share because I these are individuals that I will be meeting with so it's a two-tiered approach and out of respect for these individuals and the meetings that are scheduled I'm not going to prematurely sabotage those meetings but I do
294have meetings that have been set up where I'm looking first and foremost at the secondary level those particular seven schools to ensure that we have an SRO or an SRD at those schools so that's in so once we could have an SRO at SRD at those schools then they will be carrying Narin like the others are that's first that's a first step then there's another layer where I'm looking at another group of individuals and again I it's limited what I can share at this point in time because first and foremost you have to put a plan of action together a communication plan discuss with those individuals but I have looked at the um job description for a particular group category of employees where they will be protected by carrying the uh Naran and because you
295have to look at the training you have to look at the um availability of of that product not just for a year but years to come you've got to look at the overall the training mechanism you have to look at the liability piece and I do want to put this out there because there is a misunderstanding that with the Good Good Samaritan act that it's covered fully and really the Good Samaritan Act only covers that individual not the organization and if you go and you read a statue it's very clear there but needless to say again I wish I could share more with you but again these meetings are on the books and again you know I want to be respectful to those individuals that we're meeting with by not publicizing and putting and stating
296who they are and when the meetings are just it's the decent human thing to do but I would I at the next board meeting I can probably give a little bit more of a detail update but we are working a to pronged approach thank you thank you you're welcome okay then um I'd like to um EST do you have anything okay I'd like to um just add my final thoughts on this we never want anything to happen to any child on campus um however I do appreciate the fact that all of our SRO and srds are are um fully trained and covered to administer Naran in the in the event that it is needed to be administered but when we start looking at other employees we have to look at what their job descriptions include
297and we have to look at what their responsibilities include but having spoken with several medical doctors um their first thing to me and you know this is what I've even asked of everyone is they said immediately if you see a child in stress um especially let because let's be honest we we'll just take Delan high for a moment we've got over 3,000 kids on Delan High campus there is no one on that campus that knows every kid they don't know every kid they don't know the kids's medical background or anything and you know Mr persus you've been a principal before and even as a principal you didn't know every you know the medical background of every child on your campus so what several medical doctors have said said to me as you've always done the
298first thing that should happen at any point when a child is in stress okay is dial 911 because we don't know if that child's diabetic we don't know what if they have taken something what they have taken and we could even though everybody here's the thing everybody says it won't hurt anybody oh no it will okay there are people that have allergic reac reactions every day to something they take there are people that you don't find out that they're allergic to something until that is administered to them I mean I have been very fortunate in my lifetime I do my very best to stay away from the doctor's offices or anything but I had a surgery I don't know 10 years ago and until they injected um a medication following the surgery into my IV
299we had had no clue that I was allergic to it and in moments you know it became difficult to breathe so I hear everybody but here's also where I'm at our teachers jobs are to teach that is what they're hired for they are hired to teach and they already we hear from teachers all the time they don't have enough time to plan they don't have enough time time to do the paperwork they lose instructional time we talked about all the testing and assessment earlier today which you know was eye openening on what counts and what doesn't count but I am not going to put this responsibility I'm not going to mandate this on anyone okay and I'm not going to add another responsibility to them because I understand the other night and I think Mr
300cologne and I will have to make sure that one of us always will be at a meeting especially if the person that's going to come speak goes off topic and takes over the meeting and goes a different route but I understand there was someone that spoke that night that said oh look you know I administered the CPR to someone and broke their ribs and they ended up dying but I was able to use the Good Samaritan piece well I'm not so and and obviously that person handled it but I got news for you I don't know how well I would handle it if I killed a student administering this because where is all the research on this like how many people have they tried it on and I and I'll say that Mr clone told
301me um go watch waking the dragon real thing yeah um and and and I my understanding is there was a medical person there the other night that stated yes this is a twin pack but four milligrams is absolutely the maximum amount well in times of Crisis you don't know what people are going to do and it takes a medical professional to know and have the medical equipment around them in the event somebody's going to administer more than 4 milligrams and I'm not so sure 4 milligram is the right amount to administer someone based on their age and their weight two doses here yeah it so it's just Madam chair all of you are saying things and that's fine that's why I said we should have a workshop with professionals talking to us not anecdotal stories
302that you all are saying now been in health 23 years working in the emergency room not 23 years of administering Naran before let's be honest and let me finish let me finish my my stat I take offense I asked that we should have a workshop with professionals dealing with this with this I'm not I'm not criticizing your health background or anything anyone else is saying but when we just talk like that you know we're just re repeating usually what someone else said to us and so forth and so on I would love to and if you want to have you know I just want to get a balanced a balanced educational um um opinion about this and information so the board can make a good decision because when you say Miami Dade County has this
303with what five times the population Police Department that that we have I mean my I need any other school did but when somebody says Miami dat we don't know who in Miami D it could be Miami D is using it and it could be their Police Department that they have in the school system and their nurses and nothing beyond that so or it could be everybody I mean we don't know that's what I'm just saying we don't we don't know I I I just feel like it would help the board if we just had people who were trained professional people are in the field to give us information that's all Dr baman since we had school um districts thrown out because I wasn't aware that I mean because we've had other people come and tell
304us that there's not all these school districts using it and I did bring it up at my board of director's meeting last week which had several districts represented there to see if any of them were using it and it that was not what I heard so I would like to know and it's going to take some research on your team's part if it's being used and administered on campuses in any other districts I need to know who are the people administering it and what the expectation is so I think the team has already looked quite a bit extensively I will share with you that I have researched also on my own I will tell you that in Flagler County where they have an approximate I believe nine schools total in the district it's it's in
305lock keys and it's for the nurses so all of their nine schools have nurses and it's behind so they they added that to their nurses job description correct but they have nurses in every school right um I've called some of my counterparts and I know that Captain has also and we met with the office of safe school so for example in Orange County their schools their schools it's carried by the sro's um srds in their schools every single one of their schools that's carried by SRO SRD and I know I slipped out but Mr clone I know shared every one of our high schools has SRO and srds and all but a few of our middle schools do okay I looked at um contacted Marian County which is slightly smaller than than our district it's
306by sro's srds I check with seminal it's by SRO srds so and I know that our team also has cont contacted many many I think there was like almost all of the districts Captain has done research also and it's by law enforcement and we contact though the ones that were stated tonight to see if Miami day you mean was Miami Dade Palm Beach Glade and Leon if I caught them all uh thank you we please email us I'd like to see because I don't have a problem with SRO and srds carrying it and if and if our nurses are willing to come to the table and have their job description changed um and they're willing to have it you know available and that's the thing you want to move forward I can support that but
307I do not support at this time teachers par professionals office Specialists carrying this I I don't I'm just telling you where I stand on that one so okay but we can find out and we can bring it to a workshop I'm good Madam chair so Mr persus uh when someone is overdosing they can't breathe I'm a respiratory therapist of 23 years worked in acute care my entire life there's a lot that I can't contribute when we talk about Ela math assessments and all of that however when someone comes to the hospital and they are of Overdose guess who they call now I've done that my entire life I have G when someone on the floor overdoses they take a medication they get too much pain medicine grandma doesn't do well with it guess who they
308call I if somebody passed out here right now my heart rate would not go up by 10 I would save their life the way I have my entire life no Naran has impact Naran when you wake someone up someone comes in overdosed okay when we are giving Naran typically we give it IV okay we usually give 02 at a time 02 milligrams at a time now if we want them to find Jesus really really quick and we want to give them two milligrams which is what comes in the vial okay we secure that person so that they don't harm themselves and others okay this is four milligrams and it's when you when you pointed that out it's like that's a lot of Naran mind you the training says give two there's only one wow the
309halflife of Naran is very low so what happens is you give the Naran if the drug that they've taken or the amount that they've taken exceeds the half life of Narcan which is very low we start them on what's called a Narcan drip where we Infuse Narcan in them so when we give Narcan the thought that someone is going to be put in their job position to give naren who doesn't have the ability to to subdue someone who's upset that you've taken them out of their high can potentially put someone in danger it can I've seen it my entire life they fight they yell they scream they call for Mom then at the end they cry and say I'm sorry it's it's a cycle it's no different than the person who wakes up who's drunk
310who's belligerent and then passes out [Music] so to say that there is no risk that is not accurate everything has risk to say that someone can't get hurt from administering Naran because the person wakes up and starts fighting that's not true if that's the case for 20 years of my life we wouldn't go get the soft restraints to put on someone so that we can wake them up I'm doing that my entire life so I'm not speaking from a place of hearsay I'm not speaking speaking from a place of what I read or what I saw on YouTube I'm speaking from 23 years of serving patients who couldn't breathe and like I said it's not just overdoses this happens all the times in hospitals we give Grandma the one milligram of morphine that's what the
311doctor ordered we come back in the room and Grandma's and how do we fix that we give her an Aran and she wakes right up so I agree yes we should have and I think again I have no problem using our Avenues to educate our folks the public Etc our our influence our abilities I think that's a great idea but as Dr B said there are more considerations than just the Good Samaritan side of it and if you if you discuss where did we say words it's behind lock and key that's only there while the nurse is there on a high school campus that's pointless Elementary a little bit better because usually the nurse leaves when the kids leave Middle School there's inter mural Sports there's all of that so all we're saying is there
312may or may not be someone there in the after hours to give it or it's locked in a cabinet way on the other side of the school and and again I don't just want to check a box if we're going to do it let's do it in a meaningful fashion and I think that again using our you know I have no problem if we offer our schools for the alliance to invite people we do it at the hospital we do drive-throughs with this stuff we give it away okay hospitals that didn't have prescribing licenses because most hospitals don't have a pharmacy we can't send somebody home with medicine we can only administer medicine we started a few years ago actually giving families a dose to take home this is before it was over the counter
313so that they can keep their loved one who came in overdose safe so there's a lot to consider it's not a matter of just hearsay and I'm good with having someone come but what I'm afraid of is we'd only get one side of the story and as we saw okay it can get really hot when somebody says you know what I'm a nurse and I've done this and that's not accurate well guess what they get eaten up they get eaten up it happened and so I think that you know again every life matters there's no question about that but I don't want someone to get hurt from trying to do something good so those are my my two cents and I and I don't speak it out of hear say I speak it out of
31423 years of actually more than that goodness of of experience serving folks who can't breathe because they're overdose so thank you well I I want to uh make sure you understand I'm not saying anything and if I offended do I I'm sorry I apologize for that I'm just trying to do the right thing I agree and I think education is always the right thing so the more educated we can become and again um uh if if if if I make a mistake and I save someone's life then you know I will take that risk um I'd rather error that way than to say well I wasn't sure I would I didn't know what to do um you know I would no I I I think I think it's worth the risk that's what I'm saying
315so would you like a workshop is that what the board is asking for okay Celeste pick a date for a workshop Dr Hazel and if we can get both again I I think we need all the information and so if we need any assistance getting anybody from EMS or you know I I think that would be helpful because we need the whole story because it it sounds really good on paper and it sounds good from a humanitarian standpoint but from a school district wise who's not covered by Samaritan law there's a lot to consider thank you all right is there anything else then at this time it is 10:33 and this meeting is adjourned thank you
