Right, good Good evening, everyone. It is now 6:04 p.m. on Tuesday, May 19th. Good evening and welcome to the Disability Issues Advisory Board Meeting. My name is Teresa Smith and I have the honor in serving as the chair of the Disability Issues Advisory Board. For those unable to observe now, the meeting is being recorded and can be accessed on the PGCPS YouTube channel for later viewing. For members, as a reminder, please keep your audio muted unless you are speaking. And right before we start roll call, I just want to take a quick pause and highlight that we are currently in Mental Health Awareness Month. For the disability community, mental health awareness isn't just a calendar event. It is a daily reality and a core pillar of true access. This month serves as an important reminder
to elevate these conversations, foster deeper understanding, and ensure no one feels isolated in their journey. So, as we move through our meeting tonight, let's keep that spirit of awareness, empathy, and community support at the forefront of our minds. Ms. Vickery, can you please take the the roll? >> Yes, good evening, everybody. I'm sorry for being on camera. I'm just trying to move children from a PC PGCPS building to another activity. Um so, we're going to start our roll with um student board member Ajikaye. Board member Aliba? Ms. Blackwell? >> Here. >> Mr. Dwyer? >> Ms. Cantrell Ms. Payne >> Present. >> Ms. Torian Myers >> Present. >> Ms. Dorsey >> Present. >> Ms. Amaya Ms. Wingate Robinson >> Present. >> Ms. Doyle >> Present. Sorry for also being off camera. I am trying to get
home. >> Thanks. All good. Ms. Bowman >> Present. >> Chair Smith >> Present. >> Vice Chair Patrick Myself, Ms. Vickery, I am present. And I do know that we have um our board liaisons and some other board members, so um I want to recognize is um board member Brown present? >> Yes, I'm here. I'm getting off the metro, y'all. >> And board member Jackson, I believe has joined us. >> Jackson Saunders, I'm present. >> Jackson Saunders, I'm sorry. >> It's all right. >> And then um for our recording purposes, we have Ms. um Johnson, our um administrative secretary from central office. Um did I miss anyone? Just because I am not looking at the screen. >> Our board director Cindy Atlioun is here as well. >> I'm sorry, say that again. >> Our board director
Cindy Atlioun is is here as well. Miss Atlean, I got you. Thank you. All right, we have a quorum. Chair, we can proceed. >> Miss Vickery, I know that we do have one member that needs to leave early. So, could you just tell me the total number of those that are present so that I'll know if we still have quorum before the end of the meeting. >> Can I provide that in a little bit? I just need to go through and do my count. >> Sure, no problem. With a quorum present, the Disability Issues Advisory Board meeting will come to order. Adoption of the meeting agenda. If there are no objections, the Disability Issues Advisory Board shall adopt the May 19th, 2026 meeting agenda. There being no objections, the April 20th Uh, I'm sorry. There's
an error here. Um, there being no objections, the May 19th, 2026 meeting agenda is adopted. Approval of minutes. So, we are looking at Uh, we hopefully everybody has reviewed this, but we were looking at approving two sets of meeting minutes. That's the March 17th, 2026 and the April 21st, 2026 meeting minutes. If there are no corrections, the Disability Issues Advisory Board shall approve the March 17th, 2026 and April 21st, 2026 meeting minutes as distributed. There being no quiet There being no corrections, the March 17th, 2026 and the April 21st, 2026 meeting minutes are approved. All right, guys. We are moving right along. Um Ms. Johnson, I don't know if you have the ability to share the screen. If you do, >> Okay. Great. >> Yes, I'm sending out I'm sending out right now. >> Thank
you. So, tonight, we will be taking a look at the work plan that we plan to present to the Board of Education for 2026-2027. Um I cannot remember, Ms. Johnson, did you Did Did the plan Did the draft get sent to the entire board? >> Um to the board of to the app members or to >> Yeah, to Yeah, to the app members. >> I know I shared it with you. I thought I did. >> Yeah, you might have only shared it with me and Yeah. And And I probably should have shared it with everyone. So, my apologies >> But it's also on the agenda on the on diligent. The link is on there. >> Okay. Okay, great. So, it was posted. All right. So, uh Ms. Johnson is going to pull it up here
and what we would like to do is to take a vote um based on what is being proposed. If you all have any questions or concerns, by all means, we can get those addressed tonight. The other thing that I wanted to mention is that the topic areas are not set in stone. If we need to make revisions along the way, we do have that opportunity to do so, but we did need to at least present a plan. Can you Can you zoom in a little bit for me? I don't know if I have It don't look like I have the ability to do so. So, I'll I'll let it um give you guys about 2 minutes to just take a look at this and then circle back to see if we have any questions. I
will just write it in my notes. >> I just wanted to let you know that we we have a quorum of nine. Um if we drop down to eight, we will still be fine. Anything below eight will take us out. That's four. >> Okay, great. Thank you. >> Does anyone need any additional time? Are there any questions? Ms. Doyle. >> Thank you so much for putting this together. Um I just I I'm not seeing anything regarding staffing and I know something that our group has been concerned with is the length of time it takes PGCPS to respond to reasonable accommodations requests. I would love to see something somewhere related to that. >> Thank you for bringing it up. So, board member Brown, I I need to bring you to the floor here. So, there was
a meeting where it was mentioned that I think that there is an administrative procedure that is either in place or will capture uh reasonable accommodations for staff. And because of that, it sounded like this policy was going to be amended to exclude staff. So, I guess the question is whether or not we still should focus on reasonable accommodations for staffing in light of the policy not being amended just yet. >> Yeah, let me run that back. Can you hear me? >> Yes, we can hear you. >> Okay. Yeah, let me run that back with Dana Edwards because I was not a part of that um meeting, I believe, because you guys did have HR go on um and because typically administrative policies have to do primarily with the um administrative staff under the superintendent. So,
let me circle back on that one and get an answer for you. Um and just to kind of double-check and cross-reference so we we make sure that things aren't um we're not doing double work. But, I did see something that talked about hiring dedicated aides. So, I didn't know if that was also going to be a part of the practice as far as the conversation um and this is to Ms. Doyle's um point that she was making. So, when I saw the list on the agenda, I saw the hiring practices for the dedicated aide and maybe it's just me. Cuz I did I did check this out a while ago. >> So, we I think we view those as two different items. >> Got it. >> Yeah, so so to and Ms. Doyle, you please
jump in here if I miss speak in any manner, but when when >> you. They're two separate issues. Thank you. Yeah. >> Okay, awesome. So, so Ms. Brown, um one you know, we have our recommendations report and we were looking to see how we could or how the district could consider that review process when reasonable accommodations are being submitted specifically for staffing because of the length of time that it was currently taking. And we had a recommendation that was put forth, but based on the feedback, it seemed like you all or not you all, but the district was going to handle it via the via the administrative procedure route versus our recommendation being addressed under the policy. So, yeah. So, if you could get us some clarity on that, and then uh depending on, you
know, whatever the response is, we can modify our topic area from there. A- as well as the work that we do, cuz you d- d- these are presentations. Um but the work still need, you know, there may still be additional work that needs to be done under that sub work group. >> And perfect. And I was going to say, Tia, if you could send me that in an email or like the minutes at the end so I can make sure, cuz I am I'm currently driving, so I I do want to make sure that I address that um as soon as I get back. Thank you. >> Any other questions or comments? >> Um >> I have a question. I have a question. >> I see the hands now. >> Um will the committees remain
consistent for the 2026-2027 year? >> I don't think I have an answer for that. >> question. The reason I asked that is you similar to the last discussion, uh some of these topics kind of uh were generated as part of the committee work. So, I just wanted to know if we were going to have consistency with the committees. >> Yeah, I I it's a fair question. I don't think I have an answer because I uh quite frankly, I'm trying I I really want to know where we're going with the policy. What's the direction of this policy? I know that there were talks about consolid- possibly consolidating this group within another group or having a group and consolidating a lot of these council type groups. Uh but I don't think we've had any further commentary on
that item. But if we don't if the policy is not finalized before the school year starts up next year, I would say that we keep the same subcommittees in place because we're working off the current policy. >> So, I thank you. >> Ms. Brown, any thoughts there? >> Yes, so again I would have to double-check. What I can say is that I thought it was from my understanding that the policy was open for public comment at one point. Um so, let me double-check on that cuz it has to go through obviously a process for it to be published. Um but if we are operating for the time being, then yes, my suggestion and recommendation would be to continue with the committees until we have solidified. But what I can say also is the feedback that
we received just from multiple members of DI and just members of the community, we wanted to continue to keep DI as a sprint simply because over um that is needed for PGCPS. Uh we have obviously new buildings that are coming up. We have new additions that are that are happening. And so, that was the feedback that we took back to policy. Um so, I'll keep you all posted. Uh Amy couldn't be on tonight. She's the vice chair of policy, so she knows the ins and outs of a lot of the policies, but I will definitely find that out for you as well. >> Great. Thank you. Ms. Bowman. >> I just had a question. Should the topics that are listed here relate to the DIAB policy itself? So, like when I see um the implications
of peer-to-peer peer bullying, is that in the context of the workplace? And then when I saw 504 and mental health, I was just trying to align it to one of those three areas in the policy. And how those two topics relate to the policy itself. >> I'm pausing for a second, Ms. Bowman, because um I know I didn't pull that out of the thin air. Um So, the 504 discussion, that's very broad. And I believe there is a way to tie that in to the current policy. Um depending on the topic areas. The mental health piece and the peer-to-peer bullying piece, um I can't remember where I got those from. >> Yeah, cuz if I look at the ADA, it does do talk about you know, ADA and the Maryland Human Rights Act about the
discrimination against individuals' access to public facilities. And so, that's why I was just wondering was it in the in that context? Or is it a the student? Cuz I know DIAB really is broad around ABA, but it's kind of in the context of employment and access to public facilities. So is that what the topic That was just my wondering. Is that what that topic's going to focus on? >> I don't I don't have a I don't have a direct answer for you. >> Okay. >> What we I mean what we we can amend this right now and take Sorry, I got a double meeting up here. We can amend this right now and take mental health out and then we can we can do another placeholder for May. And then as this group gets together
next year if they believe that these two topic areas need to be addressed in the context of the policy, they can get re-added. Does any I know we have some other hands, but do does anyone else have some comment related to mental health and peer-to-peer bullying? >> Not necessarily mental health or peer-to-peer bullying, but more so if we need to put a placeholder there, we were looking to get feedback um from Mr. Oh gosh. I can see it his face and it starts with an H. I know that. Um and he was moving the EAO office out of his um office over to um HR. And I know that they might not be done with that timeline until probably May. So we could probably put that down as a report back out. If we needed
something because there were supposed to be an entire um administrative procedure that was going to change with that along with a board policy and then in the changing of titles for the provide for the staff member and then a build out. So that's kind of a large um you know undertaking. Just a suggestion if we need if we need to put something for May. And then I have my hand up for another reason, so I will wait um but that was just my suggestion for May. >> What are you talking about? I'm sorry. What are you talking about general counsel uh Mr. Henderson, Darnell Henderson? >> Yes, yeah. Yeah. >> Get to the building. Are there any objections with what Ms. Vickery is proposing for May? I don't hear any objections there, so Ms. Vickery,
how should we title this? I don't want to put Mr. Henderson's name um >> We could probably put a um an update on the EAO office cuz it was equity assurance office. >> Okay. Okay. >> Yeah, that was inclusive. It had a It had a It had a BP change. It had a lot of stuff going on with it, so. >> Gotcha. >> And then also there was supposed to be an um There's going to be a plan on offloading from the vendor, too. So, it would be it it It could take up a whole meeting. Um because they have to offload the stuff that the vendor's currently doing back into the EAO office once it's once it's started. >> Okay. I don't know um um It look like this might be a Yeah, this
is a PDF. So, we'll just capture it in the notes. Um so, Ms. Bowman So, we'll take off the peer-to-peer bullying and that would be replaced with the EEO update. And then for March we will keep that strictly to 504 and that we can narrow the scope um once once we get closer to the date. We'll strike off the mental health piece. Did you have any other items? >> No. Thank you. >> All All right, Ms. Vickery, I think you were next after Ms. Bowman. >> Yes. Yes, thank you. I wanted to see if we could potentially move um the district budgeting um discussion up. Um currently, I'm on the strategic uh advisory board for for um the budget for PGCPS. I know that we're looking at long-term goals across like the next 5 years.
Um so, in thinking about that conversation that I've been in for a while, I'm wondering if having this budget discussion is too late in February um versus trying to push it up and having it sooner um so that we can potentially impact um like the legislative season. So, that that's that was just a It's a more of a question. And then if if you know, everybody's in agreement, I would suggest that we move it up um maybe before CIP and just maybe switch January for February. Um but I'm I'm thinking about because what they're currently doing that that advisory board is currently working on finding savings goals, finding new revenue sources, all of that. Um but they're not just looking at 1 year, they're looking at five, you know, in a row. So, I'm trying
to think about how do we make sure that we're in this conversation outside of me representing there, but you know, like how do we make sure we're in this conversation and we're not too late for >> So, I know that that group was formalized as like a special committee due to this current budget season. I think that you make a valid point in that I believe that the policy states that the budget is supposed to be proposed in December. And therefore, if we have if this particular board has any feedback that they want to put into that process February may be a little bit late. Um >> Exactly. >> for that discussion. >> We would be looking at um if we kept it at February, then we would be giving input for the uh 20
eight school year, I guess. So, cuz we're we're going in 26, 27. 27 Yeah, we would be giving input to the Yeah, the 20 28 school year. >> So, so the only thing and Miss Brown, um I might need you here. The only thing is I let me first say this. I don't think that there are any concerns with moving the budget discussion up in the uh the sequence of events. Um but a part of me wonders, do we have intentions Well, this might be a premature question because Ms. Brown may not even know, but if we follow the policy, that the anticipation is to have this information by December. So, So, I I almost want to say we we I Let me just say this really quick. I almost want to say that we
may want to move it to December because we need to be reacting to information. So, hopefully we will have it by December. I'm a little hesitant on moving the CIP presentation. And maybe Ms. Bowman or Ms. Brown, if you all know, when does the CIP um hearings usually occur? Are those in January? >> September. >> Oh, it's in September. >> Yeah, usually at the beginning of like the first quarter of the school year. I'm going to go check the website to see when it occurred this past year. Let me do that. >> Oh, it was it was always in December. Okay. >> And also, just a heads up before you continue, the board policy 1700 will be up for committee vote for public public comments at the June meeting, June 16th meeting. They're going to
vote to have it go out for public comment. >> Oh, great. But, um Tia, when is our when is our June meeting for for D-App? >> The next meeting, um is June 9th. >> Oh, shucks. So, we won't even see it before our last meeting. >> So, it hasn't gone out yet. It's going to be released to the public. So, you guys have We usually release it for about 14 days for community input. So, you'll have more or less the whole of June, the remainder of June to provide public comment. Then it comes back to the committee. >> But I I think I think I was just thinking from the context, if we knew some of the proposed changes, if we had if we knew some of the proposed changes by our June meeting, we
would know if we need to tweak this work plan in a major way. >> I will share the latest version with um Tia so she could have it um sent to the committee. >> Oh, that would be great. Okay. And then So, we're saying So, you you all are telling me that the CIP meeting is in September, which would be our very first meeting of the school year. >> Yep. >> Um Go ahead, Ms. Bowman. >> Yes, so on the actual website, um the proposed CIP is generally presented to the Board of Ed at each of their first August meetings of the school year. And so, if we're tracking that, and then they do a second reader that then occurs in September, and then in the month of September is also the timeline of public
comment and feedback. So, it is presented to the board in August, then there's a budget and fiscal affairs committee presentation, then it's followed by CIP public hearing where testimony and feedback can be given, and then it's approved usually in late September for submission to the County Council in October. >> Okay. So, here here are my thoughts based on the question that was on the floor. If you all do not have any objections, I think we should move the dish the district budget discussion topic area to December. And move the CIP I guess that has to be moved to September, too. Well, let me think about this. So, they will be Ms. Bowman, I have a question for you. It will be the CI the CIP will be presented at the September board meeting? >> Is
the August the first reader. So, I'm on the website according to the timeline on the website. They do a first reader to the board. And then after they do that, it then goes to the budget and a fiscal affairs committee presentation. Then it goes to the CIP public hearing September 17th. And then there is a board meeting in September where the board of ed the full body approves the CIP. And then it goes to the county council. So, it's basically presented in August as what they call a first reader to the board of ed. And then after that, it then goes to the board of education operations budget and fiscal affairs committee. Once it leaves that committee, then there's a CIP public hearing. Then the board of ed approves the CIP, then it goes to
the county. So, it's like four steps if that makes sense. >> All right. So, >> And clarification, just want to say that the website is incorrect because we no longer we no longer have first and second readers in the board of in the board meeting. >> Got it. So, it's just one reader. >> Yeah, it's going to be presented at the um about the meeting first. The about is going to represent it to the full board. Then we have the hearing and then we vote on it at the last meeting in September at for that full board meeting. >> So, will the hearing the public hearing be held at that September board meeting? >> September board meeting, yes. I think either the 5th or the 6th of September. >> And we wouldn't have even met
by then. Mhm. So, I welcome any commentary here. I think for me just as an individual, I'm not saying this as chair of this of this um board, this particular budget I think is is very critical for the work that's being done out of this committee, and as such um I believe that we need to have an opportunity to review what's being proposed and provide public comment um you know, should there be an agreement um depending on whatever is being proposed. The unfortunate thing is that we don't meet until September 8th. Um so, does anyone have any questions here because I guess what is coming down to is whether or not what type of presentation are we looking for at this point? Will it be to have um CIP just come to us and give
us some updates or do we want to and or do we want to be engaged in this process this budget process for CIP? You guys have any comments? >> I do. I think we need to be engaged. Just looking at the conversation that's going on with the total budget in general. Um there's there's a lot of um and I am one of the people, I will be very clear for the public. Um we're we're engaging in some really um different thinking because of what the budget looks like, because of the uh per pu- per pupil funding that we as a community are could potentially lose because of, you know, things that are happening locally in the government um and federally in the government. And so, I suggest that we we are engaged in this as
best as possible um because there are some changes um that are kind of floating out there. Not necessarily that they would happen. They have to be voted on and, you know, approved, but we need to be engaged in this conversation. This is not something that we need to like sit back on and just say, "Oh, it's going to be taken care of." You know, like this is something we really need to engage in. Chairperson Smith, you're on mute. >> Oh, sorry, Ms. Dorsey. Yeah, I I just want to piggyback. Um I I do think we need to be engaged in this one um with the the CIP presentation. So, uh I I think this is very important for us to be participating in. So, Ms. Brown how do we have to handle this? Yeah. If
you talk to her I think it's breaking up, Ms. Brown. >> So Cindy, let me let me ask you this question while we wait for Ms. Brown to reconnect. I know that we cannot conduct business um until September 8th. As individuals, we we will be able to engage in that process. Correct. It just won't be in the name of DIAB. >> Yes, you are correct. Every single one of you could speak at the CIP public hearing. >> Ms. Brown, did you reconnect? >> Yeah, I did. I'm using a different device now. >> Oh okay. So the question that I had asked Cindy was more from a procedure standpoint since DIAB does not start business back up until September 8th, we could potentially engage as individuals. Um But there's nothing >> Is that in the bylaws
that you guys can't meet ahead of time? >> So we don't have any bylaws, unfortunately. >> I just I know I just I was like, wait a minute. Yeah, so okay. Um It's been a long day. Yeah, so I I don't know Cindy, will we be able to put a meeting in place for DIAB in in August so at least they have something even if it's a brainstorming meeting of some sort? >> Yeah, we could call a special meeting for August. >> Okay. Okay. Well, maybe that resolves everything. >> looking I'm looking at the board calendar Well, it's already approved. But I'm looking at the SY27 calendar for the board and DIAB is meeting on the 8th and the CIP meeting's on the 10th. >> Oh. But if they sit down, they don't give us
enough enough time, right? >> Short answer, yes. You could call a special meeting in August. >> Could we Could we I'm sorry to jump in, Chairwoman, but could we do committee work if the committee stayed the same? Um and then have a potential special meeting before then? Is that an option? Or if Or even just do committee work, subcommittee work, everybody every subcommittee has their input ready for September 8th, that way we can present it for that September 10th or something to that. I'm trying to You know what I mean? Like I'm trying to work around what's already out there. >> So here here here's where a dilemma may may come into effect. Um I don't know what the application pool is looking like right now for DIAB, but if we don't come back all
as the same body, um we probably would have to hold a first meeting to find out who are going to, you know, which individuals are going to be assigned to what subcommittees. >> So um >> Chairwoman, this is Tia. Um We have actually um extended the application process. It was supposed to the season application deadline um originally had passed on the 15th, but due to um such a low uh number of applicants that were received, we've extended it through May 29th. I thought I had I thought the link was still up on the DIAB webpage, but it looks like it's been down, so I'm going to have to reach out to web support to have it re-added, but if any of you still have that link, you can certainly if you're interested, reapply. So, that
way we'll have your your application. >> Great. Great. Thank you for that update, Ms. Johnson. So, maybe um Ms. Vickery, I think it's a good idea, but I think we may not know an answer to that until we know what our application or what the who the select selectees are um in order to have a subcommittee meeting. So, I think the the best path forward is the special special meeting then is to have a special meeting arranged for August and then have the topic be the CIP discussion. Any objections there? All right, hearing none. So, right now January is blank. I mean, technically we can still keep the CIP presentation there. Maybe there are updates um that could be presented to this group. Um but because of the public hearing in September um we as
a as a body need to meet in August. So, these are the changes that I have. We are moving the district budget discussion to December. We are adding a CIP discussion for August. We are omitting mental health for March. And for May, we are striking out peer-to-peer bullying. And and that is going to be replaced with EAO update. >> Ms. Smith, where do you have a blank opening at still? >> We don't have one. I I I Yeah, first I was thinking we were going to have one for January, but um we can keep CIP there. Unless you have some thoughts about a different topic area. >> Do we want to hear back um from the And I'm not sure if CIP is part of this, but do we want to hear back from our
um Ms. Bowman, who What is the team that Mr. Washington manages? Um that's under his leadership. >> Um capital programs. >> Yeah, do we want to hear Thank you. Do we want to hear back from capital programs? >> Sure, we could. They definitely will have a >> that's what that That's January, right? That's what I I guess I was thinking that's what January is. >> I'm not sure why I was um equating CIP to blueprint. And that might have been a me thing. Sorry. I'm sorry. >> It's all good. It's all good. >> me. I'm sorry. Lord. >> It's all good. Okay. >> It's the last day of school. We almost there. >> Yeah, we're almost there. Um so I do have a question myself and this is for Ms. Brown. And I don't know
if you're going to have to answer the question. It's really for Ms. Olivo. Um last year Well, let me say this. Prior to last year the legislative discussion for the district, I think was held in that February time frame. And last year, it was moved to September. And at that time DIAB had not been one of the bodies that was invited. And I did raise that as a concern. And the feedback that was given was that because the peak because PEAC had been extended an invitation. And one of the members on PEAC also was a member of DIAB, DIAB was being represented. I don't know if that is going to be the case next year. And for that reason the first question I have is does the board plan to have the legislative session in
September again? And the second question is will DIAB be invited to the discussion? >> So, obviously great questions. Uh and yes, that is definitely a question for uh board member Olivo. However, {comma} please be mindful. This is election season. So we're going to have new people in new positions pretty much it it's going to be everything is going to be pretty brand new. And so, what I can tell you is that all of us as board members put in our um our bids or what you could call it as far as what committee we want to represent in the next school year. And so, a lot of that is going to be focused on who's going to be in charge for each committee. Um we we switched it that time from August or from from
January to September um because that the the delegates and the senators were like, "Hey, you guys need to get us ahead of time. Don't wait till we start." Um we need to know these things ahead of time. And so that's why it was originally moved. Um I can definitely give feedback um to and and that's that's the positive thing about her being on this committee with me as well, right? Is because she's able to see the importance and so um that is definitely something that I will continue to fight for um so that there's equal representation on on everybody's side and so everybody has the opportunity. Um but I can tell you this right now. Um yeah, I can I can just follow up with her. >> Okay, that'll be great. So I I think
for me as it relates to this plan let's leave the legislative piece in September, but just for the record we need to follow the the calendar from you know, whatever the policy and governance subcommittee does at the board level so that we're aligned there. Um because this body I I strongly believe that this body needs an opportunity to know what is the legislative plan of the district and if we would like to provide any type of commentary to that, we need to be able to meet as a body to discuss that. Um so I would just say that and then um the strategic goals as well, like I assume that the Board of Education is meeting with the superintendent over the summer and >> So the board is on vacation The board does take a
break and also be mindful and I didn't mean to cut you off. I'm sorry Chair Smith. Be mindful we are voting for a superintendent. So it's depending on who that person is we have to you know obviously we have to see what their strategic alignments are as well. So I know this is a lot of changes that's kind of coming at all at one time but I can tell you that the board is is on vacation and Cindy could could kind of speak to that for 6 weeks. Um and so we don't meet with anybody for 6 weeks. >> Will you all know the goals by that I guess that first week of September cuz if not I think we will need to we would need to move that piece maybe to October. >> We
should and and Cindy she can chime in we should cuz we typically meet at the end of August or like mid-August mid to end of August. >> Okay. Okay. >> Okay. Yeah. >> All right. Awesome. Okay. So then I guess the only piece there is possibly moving legislative the legis- once we know the legislative agenda um is intact we just want to be able to bring that discussion item to this body. Um Miss Vickery. >> Um I think my I think my question got answered with that discussion so I'm okay. >> Okay. All right. Awesome. Thank you. Okay guys. So are we ready to take a vote on the the work plan as it has been discussed. I don't hear any objections. So, Ms. Vickery, I don't know, do you have to do I don't
know how you need to do this vote. Ms. Brown. >> I'm sorry. I meant to say this just for a situational awareness. Um I did apply to go back onto Diab so that we can kind of keep the ball rolling um and keep the momentum. And so just an FYI, I'm here. I'm on the team. I'm going to make sure that things are getting done um the way that it needs to get done. But if anybody does step into the liaison role, I'm here 100% that's going to be there to coach and and guide them for the next steps and and the expectations moving forward. >> Awesome cuz you know what we got to write a letter. We coming to GET MS. BROWN. BUT NO, AND I MEAN ON A SERIOUS NOTE, WE do appreciate
the work that you have been doing with us here. And you know, if it a new face needs to come, we will work with them as well. But we we also want to maintain some of the um efforts that have been put forth so that things don't die pretty much. So, I appreciate that. Um Ms. Vickery, I don't know if you need to do a roll call vote or not. >> So, I I actually have two questions. Um so, that was my second question. But my first question um for the record, who and this is just because my specific district is not on the ballot um this year. Uh who is on the ballot um from the Board of Education? I I know that we have um an election in District 9 and I think
a District 6, but I am not sure. So, I'm just that's just my district is not on there. Um so, I'm just wondering um what districts are we looking at? >> As far as um for the Board of Education um the the seats, um who is up for >> But, I'm just saying like the the relationship to >> to D I'm trying to >> Well, I know it's this >> I'm sorry, go ahead. >> So, district district one, district two, district six um district and district nine. Ms. Brown, did did I get them all? >> You missed three. So, it's two >> Okay, district >> six and nine. >> Two, three, six, and nine, not one? >> Not one. Okay, two, three, six, and nine. Thank you. And then my second question, um do we
need to since we have no objections, do we have to do a roll call vote or >> Maybe Sandy can you help help us here. >> A roll call Give me the question one more time. Roll call vote for >> For the um work plan. Do we need a roll call vote for the work plan since there's no objections? >> No. No. >> So, we just need a we just need a motion and a second. >> How many members are on your committee? >> I believe we have 13. >> Okay, then yes, you need a quorum. According According to OMA, anything less than 14 less than 10, I'm sorry. Anything less than 10, requires a roll call vote. >> Even if we have less than eight >> We had nine. >> Yeah. >> We You
Yeah, I think you said we had nine, so I guess you got to do the roll call. >> Well, no. We As long as we didn't go below eight. One, two >> Just for clarity, am I understanding that because we I thought I just understood that if we didn't have 10 members present, we have to do roll call. >> So, it's the majority of the committee. So, how many are >> goodness. Oh, we have nine present. We have nine present right now. >> The quorum number for this for D app is eight. >> It's more than eight. >> The committee is a total of how many? >> There are I'm going to have to stop sharing the screen for a minute. I believe there's there's 15 There may be 14 cuz I know we did
a member >> to do a roll call vote. >> 14. >> If the committee was less than 10 members, then you wouldn't. But because it's more than 10 members, you need a roll call vote. We can't use without objection in this in this case. >> Okay. >> We need to add a parliamentarian training for our subcommittees. >> Requested this. >> We will I've already added it to my list. I'll add it to my list. >> Thank you. >> Okay, just give me 1 second. >> Okay. Um Sharice, do you have the Do you need me to >> Yeah, I was just going back to >> Okay, hold on. Let me Let me get my files and I'll I'll send it to you. >> No, I have it. I have it. I just needed to open
it back up. Cuz I'm working on a um iPad and not a laptop. Oh. Are you going to let me open? Oh, it's in view only. It's Johnson. I think that's >> Okay, do you need me to send you the um emotions sheet so you can do the roll call? >> Yeah. >> Okay, give me one sec. >> Thank you. Ms. Bowman. Um while they're while they are pulling up the um Oh, Chair Smith, I think you froze. >> I'm so Sorry, I got kicked off of here for some reason. >> It's okay, you're back. Um I know that there's a storm passing over. >> Okay. So, I don't know how much was caught in what I was saying, but um but to the I don't know >> Bowman. You froze right after you said
Ms. Bowman, and that's it. That's all we was Ms. Bowman. >> Okay, you guys didn't hear anything. Okay. So, Ms. Bowman, I was >> I'm sorry, Chair Smith. If I if I could just uh to to uh Sherice, um I just sent you an email. It's basically the roll call of the members, so you can use that. Hopefully it it displays correctly. All right, do you Did you get a Sherice, Ms. Vickery? >> You can go ahead, Chair Smith. It's coming. I can see it it's trying to load. >> Just ignore the present absent. It's It's You can label that yay or nay or abstain. All right, Ms. Bowman, um to the item that was on the work plan dealing with the peer-to-peer bullying presentation, um it just came back to my memory that that
was added on there because according to the data uh that was presented with the bullying advisory council, there was a uptake in students who received accommodations um as it relates to bullying incidents. So, so that's why that was added there, and I know your question was in the context of the policy. So, if a I think in my mind if a student has a 504 plan and they're part of that that captured data, that may be something that this that this that this body may want to take a look at. So, I don't know if you all have any thoughts. >> Um Chair Smith, if that was the um route that you were that we were going um I I would be interested in understanding and breaking down that data for sure um and trying
to um see what's going on with that um specifically I'd be interested in what's the um outcome and what ends up happening um either whether they are the victim and or the um aggressor um for lack of better words I can't even think of a better word um and so yeah I would be interested in actually keeping that on um on the work plan in some some way. And maybe that can go underneath the 504 um the 504 discussion section um I would also and I because we were kind of started these discussions while I was driving I'm sorry for that um I'd I'd like in the when we get to the 504 um month like that month it would be really important I think um if we can have I know we were supposed
to have Dr. Faison come and speak with us this school year but if we could have Dr. Faison come out um for sure next school year just as full transparency being a 504 parent um and having worked in the um disabilities and special needs liaison in DC and not really understanding the difference when coming over to PGCPS um you know I think it's quite daunting um just even experiencing and realizing that like if your um child is a straight A student or you know they're doing well academically they're never going to qualify for an IEP essentially unless you know they're not it's impeding their their access you know to you know like their actual ability to to obtain education versus the access to education right and um I think that that's a big nuance that
our counterparts in the area, like our our counterpart school districts do not do. Um, and PGCPS just kind of looks at um, 504s and IEPs in a a vastly different way than what even DCPS and some of our like our Alexandria City Public Schools and things like that, like our our literal neighbors do not look at them the same way. So, I I would like to see what that looks like. Um, because I think that we just kind of look at things a a little differently. Um, >> That's okay. Okay. Um, so thank you for that feedback. So, since we didn't make any Well, since since the 504 piece was not removed from the plan, um, we can just make note in uh we can just capture this in our notes that the data related
to peer-to-peer bullying can be part of that discussion. So, now I think you can take the the vote. >> Um, we actually need a motion on the floor to um, accept the um, the work plan um, as discussed and I was saying as a as amended and discussed and then we're going to need a um, second for that and then we can go forward with the roll call vote. >> Yes, thank you. Sorry. >> a motion to accept the work plan um, as stated with the changes that have been discussed. >> Second. >> It has been properly moved and seconded that the school year 2026-2027 Disability Issues Advisory Board work plan be approved as presented. Is there any discussion? All right, Sharice, can you please take the roll call vote? Ms. Vickrey, sorry. >> No
worries. Um okay. Board member Askey A. Ms. Amaya. Ms. Blackwell. Ms. Bowman. >> I'm here. >> Ms. Dorsey. >> I'm here. >> Ms. Doyle. >> Yes. >> Mr. Dwyer. Ms. Kittrell. >> Yes. >> Ms. Torian Myers. >> Yes. >> Ms. Payne. >> Yes. >> Ms. Patrick. Chair Smith. >> Yes. >> Ms. Vickrey. Am I I? Ms. Wingate Robinson. >> Yes. >> Okay. Uh with nine members present and all voting in the affirmative, um the motion has passed. I do have just one point of clarification. On the second, I Ms. Bowman or Ms. Torian Myers, which of you were the ones who seconded? I was looking at the form and not at the screen and I just want to make sure I didn't mix the the voices up. >> Chanel Bowman. >> Thank you, Ms. Bowman.
All right. Thank you, guys. Thank you for that in-depth discussion and for passing this motion. Our next agenda item is related to the 2025-2026 annual report. So, as you all are aware, board policy 1700, which governs this advisory board, states that DIAB shall report annually to the board providing information on the following issues as well as other related issues which may arise during the course of the advisory board's work along with any recommendations to address compliance matters. Implementation of board policies regarding access for individuals with disabilities at Prince George's County public school system facilities to the extent feasible, proposed new school construction, and employment and hiring issues. In fact, here we established a work group to prepare the report. If there is a consensus, we can continue with the approach. If there is a consensus,
we can continue with the approach and appoint members this evening. Once the group is formed, it can establish its own timeline. The chair will automatically serve on the work group, so we may appoint up to six additional members. Is there any discussion? I actually have a question here. For miss uh for miss Brown. My question is or I don't know if this question is actually because the policy states that we are to do a annual report. Are we able to act are we able to request discretion with submitting a report this year? >> Um that might be a Cindy question. >> Yeah, I would um say just send a letter to board chair letting him know that you guys are unable to provide what yeah, unable to provide a report this year and you like
this at least to push it further like maybe later in the year. More or less. >> Okay. Got you. Um are there any objections with us moving forward in this regard? >> Um Chair Smith I I don't have a objection. I have my hand raised cuz I wanted to actually just point out that we had asked the question last meeting um about this and we were advised by board member Olivo that we should be asking for a um for relief, I guess, for this year since um the board BP 1700 was under review and change. Um so I'm glad that miss Adeline was able to provide us with the steps to take. So I if there's any like formal documentation other than a letter um if we can get that template, I that would be
my only question, not necessarily discussion. But we were advised at our last meeting that that's what that was the step we needed to take. Is that we needed to ask for relief this year. Since there were supposed there were proposed changes. >> Thank you for that reminder. You are absolutely right. So it sounds like we will move forward in that regard and I will work with the board office to get this letter drafted submitted to the board. Before we adjourn, I need to bring up I think it's just one or two items. I know one item. There was a request that came from a PGCPS student to be involved with this particular board advisory board. But from the context of mentorship. I did respond back to the individual informing them that we do have a
student board member that is assigned. So I guess I'm curious on what are you all's thoughts. It's the first time that a request like this has has come through in my tenure being here. But it seemed like this individual is very interested in advocacy work. I don't know. I didn't ask any questions as it relates to how they may or may not engage with the current sitting student member. But wanted to to to let you all know that that inquiry did come through. Any initial reactions? >> So cheers Ms. Um I will say this. So, Ari, who is the current student member of the board for and also on um the app, so um as you may or may not be aware, she is graduating this year. So, she will be transitioning off of the
app. And the um right now, the assumption is that the next uh student member of the board or I believe it says it's two in the um BP 1700 or their designate, they cannot believe actually appoint someone um another student to serve in their place. Um but the assumption for now is that the there would be the the student member of the board would transition um to the app once Ari um leaves. So, I'm not really sure right now as far as how do we move forward with this. Um again, this I want to defer to uh my board office director, Cindy, or even board member Brown. >> Um Ari's term doesn't end until June 30th. >> Okay. >> So, she serves until June 30th and he takes over July 1. >> So, I guess
the the bigger question is, do we believe that the request is mentorship? So, I'm wondering, do we believe that this student will gain what they're looking from looking for by engaging with the student board member? Or should it be something should it should you know, should should we pursue fulfilling the request? Should that connection be between a member of this body other than a student board member. >> Does anyone have any, I guess, any experience with such a request? I I think it's I I really love the request, but you know, I don't know what that commitment looks like and I would I think for me personally, I would want to ensure that the student is gaining what they're really looking for. >> Is there a way that we can refer that student back to
their um their board member office um for mentorship? My concern is that um as an advisory board, right? While we are um public board members, we're also private citizens at the same time. Um and if they are looking for mentorship, especially around advocacy, I believe that their board member would be able to um link them to the right advisory boards within PGCPS. Um I'm thinking of um my own board member um Dr. Moss, who has Actually, I have two board members cuz I kind of straddle two districts. Um Dr. Moss and um Ms. um Gladys Mickens. Like I think about their offices and they have um representatives that work for them that kind of reach out to constituents when there's issues. Um and those there are people um I see board member Brown shaking her
head. Yes, like I'm thinking about um what's his name? You know who I'm thinking about? Um that works for Moss. Um but I'm thinking about them and like they would be able to help with the advocacy. Like I think that's the um best route versus coming to an individual advisory board um in in in that section. I I do agree it's kind of usurping the student board member at the same time. Um but if you take out take that out of the picture, I think pointing a student back to their individual board member might be best. >> Okay. Um which I wouldn't I wouldn't have a problem doing. I would also like to add that it seems like this individual is truly interested in the subject matter. Um hence why they came to. >> Yeah,
and I think I think under that I think under that advisement of like this person is like really interested in this subject matter. It would We are interested in as a as a you know, advisory board of them learning. Um but not necessarily us as an advisory board being the mentorship vehicle. More so the board member being the vehicle, but if if they need to like you know, if they want to attend subcommittee meetings, but that's up to their board member to you know, make that connection. If if if I'm saying it right. Board member Brown, you're shaking your head yes, so please help me where I'm like messing this all up. >> want to speak out of turn. I wanted to wait till Chair Smith allowed me to talk and you know, you finished.
But um no, these were this was definitely a great idea. I was going to say again, you guys have the advantage of the small member being in our in my district. And so we are like this. Um and so one of the things that we are I'm looking to do with him is try to do some sort of task force as part of his group. And so he'll have somebody for die out. He'll have somebody for policy. He'll have somebody for just different groups. Um and then he'll also be working very closely with P Grass. Um which is the all PGCPS. Um and so it is an opportunity for that student to obviously get mentorship just from all of us as board members. Um but also kind of get segueing and understanding um how governance
looks like, how advocacy looks like. Um so it's not only just one way. Um and so yeah, I definitely encourage you to if you want to CC me on there um and then I can kind of get this mob going cuz you know, teens talk to teens and so they can kind of get each other excited about certain things and then I can step in or whoever can step in um if need be. But I definitely wanted to I was going to raise my hand to say that but you got it Ms. Vickery. >> Well, awesome. This is really good to hear. So um board member Brown, I will indeed um CC you on the response to the inquiry and you know, we'll go from there. Um that is it for today's meeting. Um so
I'm looking forward to seeing you all in June. I'll have my action item. Uh Ms. Vickery. I see your hand. You don't never WANT US TO YOU HAVE THE FLOOR, MS. VICKERY. >> I was so sorry. I was like I'mma raise my hand. These people going to roll their eyes. Jesus. Um Uh I just want to um let you all I'm so sorry, y'all. We getting out of here. I don't have a I don't have a list of questions today. Um and we do have some outstanding data requests so I'll I'll send those in. Um I don't think I got a chance to do that last time. Um but I'll make sure that I I get those uh data requests in and then I had one other question but it's it's gone. Perimenopause has taken
it out of my head. So it is it is okay. Um Yeah, but it's gone. It's fully gone. So thank you. >> All right. And so yeah, you send those send the data requests and we'll make sure you know, it gets to to Ms. Brown, board member Brown. Um and then I hope you guys encourage if you all don't plan to reapply for your position, I hope that you encourage others to apply. Um this body of work needs to continue to move forward, and I I would rather we have the members in place prior to that next meeting uh or prior to the first meeting of the school year, hopefully in August. So, please please encourage people to apply. Believe Ms. Johnson said by May 29th. >> Yes, and the link was um I'm going
to I'm going to reach out to web support services to get the the link restored back on the D app webpage on pgccps.org. So, hopefully by tomorrow it'll be back up. >> Awesome, Ms. Payne. >> Okay, so the link will be a reopened cuz that was going to be my question. >> Yes, and the link um are we open it so the link that you have um still works. So, just use the link. >> I just wanted to invite uh everyone to our CCAC meeting, which is uh on the 26th from 6:30 to 8:00, and we will be having Superintendent Joseph in a family forum. So, uh please um come out. Uh we'd love to see you. >> Thank you, Ms. Payne. Can you repeat that date again? >> It is Tuesday, the 26th. Um
Ms. Bowman, am I I think I have the right date, right? The 26th >> Yes, Tuesday. >> from 6:30 >> to 8:00 >> p.m. >> Mhm. Yeah. >> All right. So, next Tuesday, guys, mark your calendars and encourage others to join that CCAC meeting at 6:30. Board member Jackson Saunders. Oh, sorry, Cindy. Was you trying to jump in there? >> Yes, quickly. Um and I should know this as much as I know all the policies. Do we know the board policy 1700 has any language that speaks to current members continuing this continuing in their role until someone else is selected? The reason I ask is I'm thinking if we do need to have current members reapply. >> It It does not and in fact we as part of the recommendations because of this gap we
made a recommendation yeah to you know to have that that overlap but we don't know how the policy is going to be rewritten so yeah it's not currently captured. >> Got it. Okay. >> All right. Miss board member Jackson Saunders. >> Thank you Madam Chair. >> Welcome. >> Thank you very much. Always like to be here listening and learning as always. If you don't if it's okay with you I'd like to simply remind everyone here and certainly please invite others to join the listening session on Thursday with the superintendent search committee members. I think it just came out and I know that our director Cindy sent it out as well. Just want to encourage people to join. I'm really big now on this engagement family and parent engagement. We've got to continue to push people
to come to the table asking the questions they need to ask and listen to the information that they need to hear. So we could just continue to do a great job of spreading that word and then on top of that I had already scheduled to have a webinar. Miss Bowman is going to be there on the 21st as well. Mine was scheduled from 7:00 to 9:00 and I have now pushed mine back to start at 7:30 and the topics will be special education the update on the realignment work group as it relates to the budget, family engagement with Dr. Jackson, and there's a little bit on transportation mainly because the following Thursday the 28th, we will have a 1-hour webinar on just transportation with Dr. Coleman's team there answering all and any questions that stakeholders
have about the current system we're using, the grows and the glows of course. And so that I just want to make sure that we can spread that information out. I'm going to ask Tia who created the flyer certainly to share it with you Miss Smith and that way we can get it to parents. I just think it's important to encourage folks to always continue to come to the table to hear this information. It's good information and you're hearing it directly from the folks who are doing the work and asking questions directly from the people who can share the correct response. And so just want to encourage that. Thank you Miss Madam Chair. >> And thank you board member Jackson Saunders. I do appreciate that. So again, she had two items, the community listening session in
relation to the superintendent search. That is being held Thursday, May 21st from 6:30 to 7:30 and that is being sponsored through the county executive. So please, please, please. I know a group of people that was pushing to make sure that this happened. So please do attend so that you can be well informed. And then as it relates to the District 9 updates, attend that. Look, she said 7:30. So for folks who can't get out and it's open. It's not just for District 9, it's open to everyone. So if you cannot get out on a Saturday morning, look, 7:30 next next Thursday, you know, the place to be is in front of your computer. So, thank you for sharing that. >> Thank you. >> Uh-huh. All right, guys. So, let's adjourn this meeting. The chair would
like to inform the public that the next meeting of the Disability Issues Advisory Board is scheduled for June 9th, 2026. Visit the pre only Board of Education web site for meeting details and any Good night.
