team together of parents come up with ideas execute the ideas and bring our community together so that we can continue to have that we are one belief within coronado and she made it happen on very limited resources and gathering input from parents ms ewing you are an asset to our community you're an asset to our school and we thank you so very much we appreciate you hold on she she's going to go ahead and introduce who's here tonight so that we can recognize them as well who's here what do you mean there's like so many people here oh my husband well my husband but also all of the staff that's here at coronado we couldn't do what we do without them we rely so much on teachers and staff so thank you so much i'm
going to introduce our actually classified staff she's unable to make it um today she knows how awesome i think she is but i need you guys to know how awesome she is um so elsa arvado she's one of our paraprofessionals as coronado coyotes we have a shared belief of commitment to students being first we have a commitment to excellence and a commitment to each other elsa demonstrates that she is one that continually works one-on-one with students she is one that is even branches out into working to make sure that her students integrate with the campus as a whole she is one that does whatever it takes to make sure that students succeed and is what we expect of every coronado coyote and we're so proud of elsa [Applause] all right we're going to go ahead
and recognize our certified staff member who is miss alex dougherty come on down ms doherty is a third grade teacher on our campus and at coronado we have four core beliefs being student centered compassion commitment and integrity all four of those core beliefs are proven in class is shown by ms daugherty when we talk about being student centered she will do absolutely anything and everything for her students during contract time and outside of contract time when we talk about compassion ms dougherty's compassion for the care and the the well-being and social aspects of her students goes above and beyond and we cannot thank you enough for everything that you do at coronado being a part of the coyote nation you're an amazing teacher and we are so grateful for you thank you [Applause] and then
finally i would like to recognize our student ron l davis come on up ronnel [Applause] so this is the model of a coronado coyote so ronnelle davis demonstrates our pause so every morning we talk about what it means to be a coronado coyote it's that footprint that you want to leave it's the positive perseverance acting respectfully working a potential and staying safe it's the pause that you leave on the world ronald demonstrates that with that positive perseverance he is one that knows no matter what problem faces him he has the skills to be able to meet it head-on he is one of the most respectful students that i have ever met and and that's not just hyperbole that's not me just saying it right now every single day hello mr griggs how are you mr
griggs thank you mr griggs he is a very respectful individual i know that i'm not isolated in that many many teachers recognize your respect and he is definitely someone who is that model for other students so thank you for being that model i look forward to not only middle school and high school but how you're going to change the world for a positive difference nice job ronald [Applause] we want to thank all the points of pride for coming tonight we encourage you to stay if you'd like to stay but we also know you're very busy so if you'd like to leave at this time we do understand [Music] okay okay president kaler members of the board have a few more things for superintendent's report that i'd like to talk with you about um as you
can see um up on the screen we have several upcoming events this is the interesting time of year when there ends up being multiple things on similar nights and lots of events happening but as you can see we have several meetings visits opportunities that are scheduled for the month of january um in the superintendent's report today too i'd like to include just a little update um for some just some information for context of awareness of this past friday afternoon i was fortunate to have the opportunity to be one of a thousand superintendents across the entire nation um that had the that had that an opportunity to be on a zoom call i was on a zoom call with united states secretary of education dr cardona department of education chief of staff christian rhodes united states
surgeon general dr murthy public health advisor for education for center disease control for the education division john netherland and senior education policy advisor for the white house mary hall i have a picture of my screenshot it was kind of impressive i've never been in a zoo meeting with such high-ranking officials invited to talk directly not to governors not to um departments of education but to superintendents who are leading schools these national leaders and experts were speaking directly to school leaders and they warned that we are going to see a surge in the number of cases within our communities during the next few weeks and then the next few weeks ahead may be difficult and this is due to the variant of omnicron in this discussion they had with the leaders a thousand leaders from across
the united states they said do not panic please do not panic what is known about this variant is that it is usually milder and doesn't last as long and that individuals are usually feeling better within a few days again they stress this is not every case but this is what is being documented for a majority of the cases that they are seeing they reassured us that more testing is coming and this is a good way to help minimize spread we do have testing and obviously one of the things they cautioned is that this cannot become the next toilet paper issue do not hoard testing more supplies are coming use it as you need it and they are on their way we do have some we are we are distributing quite frequently but we don't have
we don't have enough to hoard but we do have enough to use and we have been reassured more is coming they have shared that we've learned a lot over the last uh past two years we are now on our third variant of coven and our collective knowledge allows us to be more precise and allows us to reduce the number of days and work that is missed because of what we know and are knowing about this variant this is why the most recent cdc guidance was changed to allow for isolation to be reduced when when symptoms allow the caveat being when symptoms allow the maricopa department of health and the arizona department of education have also supported and shifted to this recommendation they discussed the importance of keeping kids in school and they acknowledged that this
can be challenging with increased illness the impact this has on everyone particularly staffing when we think about higley i want to thank everyone who is stepping up to help sub and cover as needed so that we are able to ensure our students are able to learn we have a good team and we are appreciating everybody's flexibility currently we are aware that there are increased cases within our community as a whole and we are closely monitoring this situation while we work with the health department on each and every case that's reported within our schools as we have previously shared in our mitigation plan if we see increased and sustained cases at a campus we will work with each site administration to determine if or which mitigation strategies we need to add back if we begin to
see concern at any given case and of course we work directly with the health department and will do as directed mostly the most important thing we need to remind everybody is to please stay home when you are not feeling well one of the things they shared in this call was that because it is milder people think oh i probably just have a cold or or it's not it can't be that big i don't feel that bad they said stay home wait test sometimes people test too early and this is one of the things they said is if you can stress to your community stay home if you are not feeling well we are going to need everyone to be vigilant to stay home to the greatest extent possible so we can keep this off campuses
we also encourage please reach out to your schools if you have individual concerns or questions reach out so that we can work with our health department we can work with our our team to answer questions explicitly as possible so that was information that was shared with me on this call and again more information is continuing to be circulated we are continuing to include this in our communication with our families and we'll be rescinding a reminder at the end of the week about the importance of yes this is happening yes we are aware please stay vigilant by staying thank you that concludes the superintendent's report thank you dr foley appreciate that extra information for everybody to ponder we are going to move on to board comments president taylor yes mrs wilson um before break which seems
so long ago i was able to visit uh two different schools for their jingle jog both hta and gateway point and hta brought back coach um to run that and i just wanted to spend send a special thank you to him to come all the way down to you know he's been retired but he came down to help and uh just help that new coach get her feet wet with that um and then last night i was actually able to also go to hta and view their abandoned orchestra concert which was fabulous hearing those fifth and sixth graders perform on their instruments um some of them who have only had an instrument for six months or less so just thank you to both those schools thank you any other comments mrs kaler mrs reese last
week we had the opportunity for the grand opening for the williamsfield athletic center and um i wanted to thank mayor peterson for joining us it was really exciting to see the athletic center and there was a lot of conversation on making sure that we were forward thinking and that we were not just doing things for today that with some of the um direction that they went was for future based on what they predict will happen how it will happen things like that so um it was it was great to be there i finally got to to see the facility it's amazing and i look forward more to come as we continue to expand thank you mrs reese i know i was unable to attend but um did talk to mayor peterson as well and she
was so impressed with everything that was shown to her so thank you anybody else this is anderson oops sorry i just wanted to say thank you for sharing that bit about your conversation and what you learned in the meeting that you had and you made good points about how everybody's going to be affected by this and um first day back in 2019 2020 i can't remember when we went back into person or when we were trying to teach over in queen creek and what we needed to remind each other was have grace and it's not i don't think anybody's not stopped giving grace i think we remind ourselves because in the classroom it's hard i'm averaging probably four to six students out every class um i was telling dr foley that we had 24 teachers
out on monday and we've been covering every during our preps uh all this week and we keep telling each other it's probably only going to get worse and so it's it's grace with the students they're the ones that are coming back from being out for a few days or those that are showing up with what they think are allergies or whatever they have they're they're not thinking well they're tired they're not performing well in class they're turning in assignments late i'm sure their families at home aren't able to help as they can they're staying home from work so it's just a rough time and for every every staff member in the district and everybody in the homes out there so thank you for reminding us about everybody involved in information thank you mrs anderson anything
else no request to speak this is reach okay we're going to move on to six point one and i move that we approve the consent agenda items as presented second any comments or questions i do want to notate the um generous donation from i believe it's williamsfield blackhawk band boosters did some very large donations for their washington trip and their dc trip also coronado was able to get some window graphics for beautification and also um coronado received from aaron floman academy mortgage company corporation some money for snacks for the staff so and staff always love snacks so thank you for those generous donations all those in favor aye aye motion carries 5-0 is it too late to make a comment i just wanted to thank hr i noticed there are quite a few new bus
drivers hired and para jobs failed so great job i can't imagine the work that took that's unexpected thank you vice president anderson mr crosby is also very happy about that was that part of the um referral program is that what drove good evening president kaler vice president anderson board member schultz i think it was a combination of a number of things so not only did we have the recruitment incentive we had the increase in pay as well as we did do a mini job fair for bus drivers and transportation department only so we got two to three individuals from those areas which was great i will say we're still struggling and having challenges for a variety of reasons of which you're all familiar with that's happening across our state and nationwide but hey more employees
we're excited to bring on and continue to bring on wherever we can thank you very much we're going to move on to 7.1 and this is going to be a an update from mrs martens thank you again and good evening again president kaler vice president anderson members of the board this is an update in relation to our educational services inc which is our vendor in which provides district-wide permanent and certified substitutes as well as classified subs in our custodial and health aid area if applicable primarily more in the health aid area when we can find it so you'll see on their expenditures this is second quarter where we've spent and where we're at and what the board approved back in july of 21 21 2021 in terms of the larger 1.2 million dollar budget you'll
see that we're trending um in terms of about a little less than half you know we look to probably think that some of that's because of the fact that we are having low sub-fill rates but i will say that we are seeing that the benefit of our increasing to higher rates on mondays and fridays has helped us and has been helpful for a number of individuals and they've been excited and have come back and said appreciate the increase just even at that 20 dollars so i'll entertain any questions if there are i was going to ask that very question mrs martens if our monday and fridays we're getting a little more attention so thank you for sharing that and i echo what mrs anderson said vice president anderson said is that we just have to
be so thankful to our staff right now they're filling in everywhere and anywhere including our district office our coaches everybody is pitching in so i'm very grateful for all the help that everybody's putting forth right now any other questions or comments for mrs martins thank you very much next step i believe we're going to have an information video 7.2 for a first review of the 2022 bond proposal and i believe that because mr moore's not here he's going to president can share with us president kaler members of the board this evening mr moore is unable to join us however he has recorded the presentation that he had hoped to deliver tonight in person so that you have an opportunity to hear it is important to know that this is a high level overview this is
going to be a conversation that we will be having with you for several meetings now as we as we begin to seek some additional information from our community which we will outline in this presentation tonight as well to kind of discuss a why why are we having these conversations and why would we be bringing these topics uh to you for the next several meetings as we discuss this for higley so we will watch the video and then at the end have any conversation and discussion good evening board president and members of the board this evening i will present the first review of the 2022 bond proposal this first review will take a high level look at the why higley is proposing to go out for another bond and outline the next steps of this bond
cycle as noted this presentation will discuss why italy is proposing to go out for another bond this year first i will briefly discuss why school districts ask taxpayers for bonding authorization a lot of that has to do with the state and which we live in as i've noted several times arizona is one of the worst ranked states regarding education funding second i will discuss why does higley need a bond i will review the elephant in the room the middle school lease obligation higley currently has as an obligation each year i will discuss the current facilities and what the next five to ten years of projected maintenance needs are i will review the district's historical and projected enrollment over the past 10 years higley is one of the fastest growing school districts in the state and
we are still projecting enrollment growth over the next five to 10 years i will also discuss the projected bonding capacity and show how the continued growth within higley has affected the last four years of total property third i will talk about how the district is committed to listening to our stakeholders and providing them an avenue to provide feedback and input into and lastly i will discuss the next steps for the bond and highlight some important dates along the way why bond typically school districts that ask voters for bonding authorization have large funding needs such as major cap multi-year capital projects and programs these can include new construction additions and or improvements to new and existing schools general facilities and grounds improvements safety and security technology furniture and equipment and people transportation now that we have
discussed why school districts go out for bonds let's discuss why higley is going up for bond again in first the elephant in the room is the middle school leases as noted in almost every budget conversation the middle school leases play a large role in the district's financials as a reminder the district does not own the two middle schools under previous administration husd agreed to a charter school lease structure to fund this construction of the two middle schools sasebo middle school and cooley middle school husd does not own these schools nor writes to the lease as it is managed by a third party for the agreement now looking at the graph presented on the screen the green bars starting from fiscal year and continuing until this current fiscal year indicate husd's lease payment obligation every year
and the amount of 4.4 million dollars the red line indicates the total payments compounded year after year to date husd has paid an approximate 44 million in lease payments from its state allocated capital budget husd has 31 more years of payments remaining totaling approximately 168 million so why is this a bonding problem first the district annually receives approximately six million dollars in capital funding from the state as noted the district has a 4.4 million dollar lease payment obligation every year that legally must be paid from its capital budget doing the math approximately 73 of the district's capital budget is spent on the annual lease payment as a reminder the capital budget is intended to support the annual upkeep of the district's facilities as well as technology and furniture and equipment among other things so for
the last 10 fiscal years husd has operated with only 26 percent of its capital budget and has been forced to rely on transferring maintenance and operations funding which is funding used to pay for salaries and benefits of our district employees with less capital husd is forced to prioritize capital dollars to the highest need this in turn has already started to create a long-term financial problem where preventative maintenance on buildings facilities and equipment cannot be funded due to the need to prioritize what little capital funding is left after the annual lease payment in summary while the district is still in the research phase to determine if the middle school leases will be proposed as a category the 2022 bond what is clear is that the middle school leases will continue to play a large role in
the district's annual budget until they are paid off which is currently set for fiscal year 2053. outlined in the bond proposal in 2021 the district conducted a facilities condition index study in partnership with orcott winslow this study outlined what the current and future facility needs of the district are highlighted here on this slide is a summary of the study first the average age of our school buildings is 14.9 years as with any building that continues to age the cost of maintenance rises inefficiencies such as lighting plumbing and hvac cause an increase in the operating costs of the building school building exteriors become worn down and areas such as roofing become risk to failure such as water leaks it is clear that if preventative maintenance is not done in the near future we will start to
see building failures second husd has a need for a comprehensive school safety and security system upgrading aging video cameras is one step towards assuring school safety and security of students and staff third as husd continues to grow the need for additional classroom space is warranted currently the remaining 2013 bond authorization is being utilized for a classroom edition at higley high school demographic reports indicate husd will continue to see student growth for the next five to ten years on the next slide we will analyze both the historical and projected enrollment of the district looking at the district's enrollment from 2011 all the way through 2028 we will notice a continued growth trend first looking at the historical average daily membership of the district we can see from 2011 to 2014 the district realized a 16 growth
in average daily membership or adm also from 2014 to 2017 the district realized another double-digit year in growth with 10 increase in adm from 2017 up until 2020 the district continued to realize growth but at a lower percentage increase 2021 was the initial year of coven and while the district did realize a loss of enrollment at just over a percent it was far less than the neighboring districts who saw anywhere between 5 and 10 15 percent in adm declines that brings us to the current fiscal year 2022 where we are currently realizing a two percent increase in adm capturing last year's losses plus additional growth finally projecting over the next five fiscal years we are estimating the district to continue to grow at a modest 1.6 percent per year for a total of 8 over
the next 5 years as the district continues to grow additional funding will be needed to support these students finally as we look towards a potential 2022 bond i want to review the estimated bonding capacity the tax rate trend over the last four years first the statutory bonding capacity is calculated by a formula outlined in the state statute the formula as outlined on the left table and is calculated by taking the estimated net full cash assessed value nfcav growth rate for 2021 which we are estimating at nine percent this growth rate is typically released mid-february so when we receive the update we will update this table with those numbers you apply the percentage growth rate to the current district net full cash assessed value and that totals 1 billion 177 million 741 dollars the district just
over the past couple years has entered into the billion dollar range which shows the continued growth with our dish within our district boundaries next statute limits districts only to 20 percent of the net full cash assessed value when calculating capacity so you multiply the district's net full cash assessed value by 20 to come to a calculation base you subtract the outstanding bonds the district currently has and that determines the district's bonding capacity as husd enters into this bond cycle we have an estimated bonding capacity of 157 million up from last year and as another indication of the growth within higley on the right you will see a direct correlation between the district's growth and the declining total tax rate over the last four years the total tax rate for the district has decreased over a
dollar and with this upcoming bond proposal the district is committed to maintaining and we're continuing this trend now that we have discussed the why higley is pursuing a bond again in 2022 let's discuss the next steps first in an effort to gather input regarding the 2021 election the district started a phone survey in which they contracted with primary consultants to conduct the survey was conducted via telephone and when was not well received so the district stopped the phone survey we have since switched gears and are moving towards a digital survey much like we did with gathering esr3 input the survey is planned to be sent out tomorrow january 13th to all staff parents and guardians as well as posted on our website for community members to provide input the survey is anonymous and will be
open for a two-week window to gather feedback and input into the 2022 bond proposal the district will summarize the results at the february 9th board meeting as we look towards the next steps and the calendar of the 2022 bond proposal i will outline several important dates first as previously noted on february 9th i will present a second review of the 2022 bond proposal during this review i will have summarized the results of the bond survey and we will also take a look at the proposed spending categories february 23rd we have tentatively scheduled a third review of the bond proposal if needed finally we are looking at bringing a resolution early on march 9th in part to allow for political action groups to have more time to organize efforts we are also bringing this resolution early
because a lot of the district needs from the 2021 bond proposal are still the same as outlined in the presentation thank you mr moore if you're watching any questions or comments for dr foley at this time vice president anderson thank you president kaler um dr foley my question um goes to regarding the survey i've seen questions out there about the cost of the survey um the cost so we went by phone and is it the same company that's doing the um the other the the so are we handling the the survey and they handled the phone and stopped doing the phone is that correct so um president kaler vice president anderson one of the things that that districts have historically done when you don't pass it as you work with agencies who do the calling
things you have to work with the have to work with the elections office and and those in individual things we contracted with this company but when the negative feedback we canceled again they aren't charging us because we literally within the second and third day ended that so one of the things that we were concerned about was tone and tenor one of the things you cannot you cannot control when you work with outside individuals is the way that they ask the question or how the information is received and the thought is offending people trying to get feedback and if you offend people you're not getting the feedback the reason why they typically do a call survey is that it's not been associated with the district it's not district following up it is not you're calling individuals
who may not even have children in the district but they are voting we happen to have communities retirement communities perhaps that are in our that are in a voting that may or may not have children and so that's one of the reasons why school districts typically go this way but when our feedback is negative in other words don't don't want to answer don't want to call don't like the tone and tenor we were able to actually listen to a few of the phone calls and agreed that we felt like um information you know we want to be able to hear from the community to have it reflected in the proposal that we bring to you if the feedback is skewed because people are offended by what is asked or how it's asked that's not any
good so we decided to switch gears and ask more open-ended questions and this is a survey we're doing ourselves this is a survey monkey survey that we created the questions for and one of the things you saw in the letter that will go to families is that what this is going to our this is going to our families and whether you voted or not we are informing you this is these some simple questions here was what was on the original bond proposal to what extent do you agree or disagree and there's links to our web page that answer that um and if if if these things were on the next one to what degree do you agree or disagree that way you have an opportunity to hear from parents whether they voted or not in
this um where they feel about these categories because it may have an impact on what we include or not include in the proposal moving forward that way you have had a chance to hear from your constituents we're also putting it on our we have a new um fun landing page which we can work with our retirement communities and others outside saying come to our website take this survey we have a short window here give us your feedback so we're going to seek feedback so the one thing we cannot be accused of not doing is attempting to seek feedback whether we called you or sent out a survey let's give you your feedback these are simple questions that are basically asking to what to what extent do you agree with or disagree with perhaps you've had
a chance to take a look at it um but it's a letter is going to go out basically just saying we kind of want to hear we need to hear from you and give us your thoughts on this we also have some open-ended questions in that survey so that people can respond as well thank you for clarifying so i'm going to say it again this is just going to the families within our district this is this is how you're getting their emails i guess right well this will go as an email with a link but we're also putting it on our website so basically anybody can respond to this survey so whether you have a child in our district or not but but in in this case it wasn't whether you voted or didn't vote
this is anybody can give us feedback in this on this survey and i don't i don't want to speak i don't want to say the language i don't want to put out there what's not out there but reading one of the questions because you mentioned whether you voted or not but one of the introductory questions is did you did you initially support so if they didn't vote then is it just would you would you would you if what is your opinion what what degree do you support these categories or not um it gives us some input on what we just did and it will give us some input on additional categories that we're exploring as you know we've been looking at all options we're looking at all information so that your team brings to you
as much information as possible and an opportunity to hear from the community as we approach this bond conversation and the categories okay okay i i just if i were to take it and said i don't want to read the language but if it had said if what if i hadn't voted and asked whether or not i had supported it um and then later it asked do you support these things it's kind of redundant you know what i mean so i'm just kind of i think there was some word smithing done on on in the drafts and so if you would like to stay after for half a second we could show you the wording of that but we've had multi this was an in-house in-house survey we've worked on the wording multiple times again our
attempt here is not to offend our attempt here is to say this is this is what was on the previous bond and these were the categories to what extent did you support or not support this because as you get ready to approve this if you have a majority of people who wouldn't support a component or a category we may choose not to include that in again i think more information from your constituents will allow you to get a sense to what extent do people support or not support the other positive about this is is that by going to our families you know voter turnout in this election was very very low right and people may say i didn't even know about that or there was other there were other bonds that were also happening in
our community that there was confusion is that the town of gilbert bond or the higley bond or and so this is a really good way to begin to get people no surprise we're talking about bonding in fact we're seeking input we've done a survey um a phone one yeah that didn't go over well so let's let's go to you and allow you to an opportunity to give open feedback whether you voted or didn't vote we're going to allow an opportunity to hear from you so from families who currently have students in our system they'll get this communication with the link we're also going to be sharing the link for others who may not have children in our system to be able to respond to our survey okay i see where you're coming from now thank
you president kaler um i just want to thank you for sending this out to the community so we have some more information and to see where there may be a rub where they didn't quite like the original bond and where they might want to see us bond for more money or less money so thank you for that uh and i've heard a lot of the apartment growth that's happening in the north is that affecting our growth in our schools i think that this would be a great time for you to share but how maybe how full those northern schools are getting because of the apartment growth up there okay president kale or board member wilson one of the things that we can do is we can in our next presentation when we go deeper we
can talk to the extent of that but as you know we are growing and if you drive around our community and you drive in the north you see construction everywhere and obviously we when you saw in our demographic study what our capture rate is the reality is is that um schools are going to begin to get larger and capacity and we're going to either need to to we're going to address that that is a huge component so additional components and specific details about where and how we'll talk about in our upcoming bond but the bond proposal so that we can go specifically but as you saw our enrollment continues to grow and as you saw last year when we did that demographic study we literally walked every single square footage of this district to figure
out where we have space where do we have programs because we also have programs that we're adding um higley virtual academy it wasn't just an example and again while you have no students who are in that program you actually have staff and you have um you need to have room and space for that so trying to figure that out so our our programmatic growth and our grade level growth in all of our classrooms are being impacted as you saw our trajectory one of the things i think is important in that graph when you look at that graph you see that hingly's little orange bar continues to grow one of the things we were worried about on that slide is you see there's the blue line above that that's the percent of growth you think oh
why do they need more space their little number one down no that's just percentage of growth over time one of the things you'll notice is haley's continuing to grow and our demographic study and capture rate shows that we're going to continue to grow over the next several years and space and classroom space is going to be an issue for us as you know we're moving forward with classroom space at higley high higley high is your largest student population at this point if we don't build classrooms in that at that campus we'll have problem that will continue to be that will continue to be a problem and as you know that it takes time to build buildings it takes time to have construction it takes time to be ready so beginning to build when you're out
of space is too late um that has an impact on the quality of education across the board you know once upon a time schools were doing things like double sessions changing boundaries the reality is is that we will feel a we will feel an impact to our schools if we don't address classroom space for growth that is anticipated to come so everything when we talk about bond is future focused it's not just for today it takes time to get us there but if we don't start talking about what our needs are today we won't be ready for tomorrow president keller thank you for bringing that up and actually there was the first of several meetings at higley high school last night that although our bond didn't pass this last year they're running out of space
we have to do something our team is trying to be very creative with the funds that we do have to create more space so that our funding will limit how much we can do but we are doing something to address that issue at higley high school so there were there's several meetings planned to get our public input on the building that will occur at higley high school the other thing i wanted to note is mrs wilson talked about the growth in the north our boundaries go all the way to warner and i don't know it seems like a lot of people don't go north of the 202 if they go that far and there on warner and higley and then east to power is all building i mean that's been vacant land and it is
building like crazy we do not have a school over there we are furthest north elementary school i guess you would say it's probably gateway and that's north east and our furthest northwest school is hta from an elementary standpoint and so all those multi-family housing single-family housing all of that that's building right now for the town which is great that means families and kids are coming and so those are other areas we need to look at where can those kids go what can what schools can they filter into um and things like that so that's also you know i appreciate the district those are conversations the district's already having we're aware of that but a lot of people don't realize our boundaries do go all the way to warner and that's where a huge part of
this growth is and as mr moore showed on the presentation the the more people we have in our district the less taxes we all have to pay individually because there's more people paying the same pot so with that growth that's why we've been able to see our tax rate go down and so that with being able to bond has little impact on the tax rate because people still come in and it's continuing to reduce at least for right now so i i appreciate mr moore pointing those out and yeah we we need to talk about this again so i appreciate him in you know addressing these and we're still moving forward and we're we're trying to do what we can with what we can but it's it's limited and i'll say it again with no
other district has 77 percent of their capital funding taken off the top and so we have to make up our capital needs out of mno and that takes from our students that takes from our staff that so again higley is in a a very unique situation with these middle school leases so i appreciate the conversation and and the information he continues to bring forward and thank you for reviewing the phone survey i was one who received a call and was concerned by it and i appreciate the immediate and i mean immediate action that the district took um and i know i wasn't the only one who brought concerns so and thank you for acknowledging our retirement community and that will make sure that they have this information their voters too and we want to make
sure that their voice is heard so thank you very much president caleb memories thank you for acknowledging that i would be remiss if i did not acknowledge mr moore and his team and his work with our entire team you have a dedicated leadership team who is exploring every potential financial option information out there so that we can bring you everything that is potentially legally possible uh to make sure that we do the best that we can for our students in higley um we are we we have lots to do um and you have a team who's working really hard to bring information forward and so we will continue to be diligent and thoughtful and thorough and bring those in that information to you and we do want to hear we are listening we are hearing
feedback when we receive criticism or or constructive feedback positive and or negative we are listening and adjusting and responding within the scope and scale what we are able to do and so um thank you for acknowledging that and just know your team your team is working really hard and i appreciate tyler and his work um and dedication to this one quick follow-up if you could also mrs reese brought up a great point with warner and wrecker and that growth that's happening i know the north side is not us technically in morrison ranch but those kiddos could easily come to our school if you could address that in the next in the next presentation as that one corner i believe is still maybe both corners are still kind of growing but the one is going to
be built out i think this year as well as their they've closed record and it makes my commute a little harder so um if we could yeah that's why i know my commute is a little harder so if we could address that um corner as well when you talking about the growth in our district even though that might not be technically our district since it will be a border that might be a great place to go thank you thank you all oh go ahead this is just a quick note um i know that the survey is going out and i look forward to the feedback i think the online information and being able to calm that and combat that as super important with this election so i look forward to getting the feedback and seeing
exactly what it was but being able to get the information and combat the misinformation that's out there it will be super important moving forward thank you all for your comments i echo many of them including i know trilogy did a huge gift um for our schools at christmas time they've always been a huge supporter of higley school district so shout out to them for that but also that you know taking the time to explain to them exactly what's happening in our schools too is uh super important so i appreciate the good conversation and um also mr moore okay we're going to move on to 7.3 this is a policy revision that came from asba um as the doctoral members of the board as you know asba policies are one of those things that we are
doing enrollment is a big one and there were some changes this year legally and actually this one took a while because legislatively evenly there were components that were added in taken out contested modified and so one of the things that's important obviously is this policy so this is an alignment legislatively there were some changes as well as procedurally there were some changes and so as you can see we have updated this uh so that it's legal it's compliant it's been reviewed by our attorneys and team but it was essential that it be updated to align with the changes legislatively any questions or comments on this open enrollment policy okay we're going to move on to 8.1 i move that the governing board waves the second read and approves the amendment amendments to policy jfb open
enrollment as presented second no comments or questions all those in favor aye aye aye aye motion carries five zero okay we're on to future agenda items as you can see we have some good things coming our way we're going to talk about our world language the end of january there'll be more code of conduct updates in february along with our bond professional development update in march we have strategic planning update in april and may and of course we're still working on our portrait of a graduate and our wellness initiative is there anything else that our board would like to see coming up mrs reese did you no vice president anderson president taylor um on the uh fiscal year 2022 2023 budget calendar timeline that was given to us at the last meeting we had uh
information related to medical benefits uh listed for this meeting is that getting bummed um uh president caleb vice president anderson i will get it down perfectly one of the things that one of the things and we will make sure i think it was included in status but i'll double check one of the things is is that we needed to move and update that timeline because of the fact we're working on getting quotes with those companies to bring to you and they hadn't had it yet done in time so one of the things too that that is not encompassed entirely on here is that there are annual things that are coming in addition that are part of those timelines that aren't even included here these are additional like um study session topics that we're adding or
that are part of the work that we are doing so that is coming um the um benefits and all of those things but we are waiting for those quotes to be finalized i have to think in my head too but for president taylor and vice president anderson um yes it's a matter of you know we're going out and getting information from some pooling areas and they just weren't um ready unfortunately just given to a nature a number of things that are going on so we anticipate that we'll be able to do that in early february instead our understanding is they're having staffing issues too of course they are okay yeah go ahead please go um forgive me if this oh thank you this has already been brought up um so the online school is its
own school there are physical students and physical staff correct are we including them in the points of pride yes okay okay now i think do you know actually at our next meeting they are included now they may not have because of the size the same student volunteer and employee but they're acknowledging who they feel they would like to acknowledge at this point so they are included and they will be here so yes yep good question go ahead mrs schultz i just want to say i'm very excited for next week the update on the emerging and language program so i'm looking forward to that i mean two weeks not next week okay time does fly yes yes we were just talking about that president i just got to mention how queen creek got a police department
now and they are now able to help with society and cortina i forgot at the beginning so thank you to queen creek for uh being able to assist us in that area and i'm sorry that i didn't take note of it earlier oh and i did they did go tour the schools and meet everybody and so we're very grateful for um the town of queen creek and the relationship we have with them as well okay anything else before we wrap up this evening all right i move that we adjourn second all those in favor aye aye motion carries 5-0 have a good evening you
