it's like stacking these for a couple of weeks by then you usually have snow and everything else he's online everybody's here everything will have to be roll call though tonight yeah all right welcome i see you at 6 30 according to the spectrum timepiece i carry around line so our time to start i will call this meeting to order you please all join me in the pledge of allegiance to our flag i pledge allegiance thank you thank you all for coming out on this personal follow the season tonight uh any agenda adjustments i have done this evening i will move on to his consideration well first of all i want to welcome our new board member and wayland we've been in this school system for quite a while but 37. wow so now seeing it
from the other side so it would be nice to have her perspective uh on the board so moving on to consideration of the minutes i'd like to uh have a motion to approve the minutes is in november 10th 2021 and november 17 2021 board of directors meetings been moved by okay second joe and joe second yep any corrections no corrections or conditions or omissions then i will call for the vote all votes tonight because we have remember the attending on you must be by roll call so uh superintendent will go down the list all right uh vicky yes uh christy yes dory yeah robbie yes diane yes jen yes joe yes bob yes and scott yes motion carries thank you thank you all at this time we have uh the floors open for public comments
as usual i uh caution everybody to try and keep it short we have an awful lot tonight but i don't want to necessarily stop anybody from having a short period of time to go and bring up any issues that they have please do not mention any students by name don't make derogatory comments about students or staff even the board members coming to me to the board chair and it's what it is it's your opportunity to make comments it's not a back and forth so if there's anybody first we'll open it up and just ask for in-house and then we'll open up for zoom so those on zoom who might want to make a comment you can raise your hand so that the superintendent can see that your hands raised and that's using the icon to
raise your hand all right so is there anybody in the room here that would like to make a comment i don't see anybody willing to jump up right now so we'll open it up for those on zoom who might want to make a public comment uh yep i have one person okay uh laura go ahead lauren can you can you hear me yes yes hi good after evening um i just wanted to um just briefly mention how we there there's a lot of chatter going on about the email that came out today from the superintendent about the middle school um and you know we know it's being looked at and investigated and stuff um and it's just was disappointing i seem to say that a lot i think um with the amount of information and
i know it's probably not a lot to share at this point but it's pretty concerning and i think it would warrant kind of a review of a resource officer back in our district i know that we don't have one currently haven't had one for a little while but um you know there's there's been a lot of movement happening at the middle school and it's just with another grade there and where everyone's kind of at with covid and it's just it's a lot so um and then i so i i think you know it kind of points back to a resource officer being available in our district and what cost does that incur um and then the other thing i just wanted to mention is we're really worried about this bus situation in this winter so
i didn't see anything on that but maybe it will be in the superintendent's report and stuff but it's just concerning trying to stay on top of bussing our own kids place to different schools and everything that entails and trying to prepare for that as the winter is coming so that's it all right thank you very much um i saw a look of puzzlement on the superintendent's face about the bus issue i'm not sure what particular item that you're talking about as far as busing goes so you may want to reach out and get a hold of either our transportation director glenn or call the superintendent's office to be able to ask the direct questions about what the issue is so that it can be addressed and we can we as the board even could be
informed of what the issue might be but thank you for your comments uh any other individuals that would like to make a comment i have no one all right so we're not seeing anybody so i thank everybody and we'll move along petitions and communications so 4.1 we have a notification receipt in negotiations with rsu number four administrators association collective bargaining agreement so that's has been received by the board and he will act on that appropriately uh do you have any other i do not i'd like to mention the slew of emails i received today from seventh graders i appreciate them being involved and reaching out to the board uh unfortunately their request to get something on the agenda night would be not be appropriate it's not in our policy that we put things on that
are brought up the same day as the meeting it doesn't allow us to publicize it and allow people from both sides of an issue to be able to have their say so unfortunately we have not been able to add that to the agenda i would be more than happy to come as a pert not as a board chair because i don't represent the board other than we're here but as a as a member of the board to speak on my own behalf to the to the class if they would so like to just go over the the things were talked about unfortunately there won't be any time to address their requests but i do appreciate you becoming active and active participants in the community and that's it's a good start and i thank the teacher
for getting the class motivated in the humanities class to become active citizens to say so just wanted to address that but probably some of those seventh graders online that are wondering what the response were and i didn't respond to any because there was so many and they were all individual i thought i would just address it quickly at the meeting tonight which i just did and we go on from there so report superintendents report all right i get quite a few things uh first of all i'm sure on everyone's mind is the incident happened late yesterday afternoon at oak hill middle school i sent out communication this morning regarding that the sabattus police department is involved as is the androscoggin county sheriff's department um i need to make it really clear at no time was
there a threat made to the building or anyone in the building um however you know it was a scary situation for everybody i really can't say much more with regards to that due to confidentiality and and other issues but i do want to thank principal ben wilson uh ben did a fabulous job last night into the early i don't know pretty late last night um investigating things and again this morning he was quick to make sure that things were taken care of diligently so thank you to ben and his team at the middle school for sure thank you to the sabattus police department as well and the anderson county sheriff the sheriff did come one of the deputies came this morning wanted the building stayed in the area you know just as a for everybody's
peace of mind so um you know somebody on laura brought up the uh the sro you know i've had many conversations we still have that position in the budget uh to work with sabattus to do it uh it's they don't have enough officers at the moment and they're having trouble recruiting i did have a conversation recently with the androscoggin county sheriff's department about that possibility um there is a significant financial cost to that but something we should talk about come budget time should sabbatis not be able to provide us one so um i do i do agree that an sro is a is a necessary thing um for for our school district we had it for quite some time and it was very very well um well received and the both people that were in
the position did good things so um just as an fyi for all of you every per the rpc which is the document that found you know put together the rsu every time there's a decennial census i must recalculate the makeup of the board and the weighted vote of the board which is all based on population numbers so the census numbers are out i have done that so the rpc is really clear it doesn't change the number of board members but the population could change the makeup of the board and the weighted vote um so you know with this um we will we remain at nine um for the rpc and per the population numbers that came out the makeup will not change litchfield was three thousand five hundred eighty six savannah's five thousand forty four
uh wales 1608 so uh i did the calculations um they will change the weighted vote will change slightly um to uh currently we're at 122 for a member from sabattus 119 for a member from litchfield and 76 for a member from wales for the new population numbers sabattus will be at 123. um litchfield 117 and wales 79 so it actually altered a little bit the number of votes we went from 997 to i think a thousand one we have to be plus or minus five in a thousand so i will notify the towns of that change and the department of education i want to make you all aware people are tired really tired our staff is really tired and we are incredibly short staffed on a daily basis between sickness with um with people's families
uh and things like that it's just caused us to be short staffed daily case in point tonight here at high school we have one custodian on when we typically have three um you know so consequently it's it's having a huge impact on people we have teachers that are losing their prep periods daily to cover classes we have had to move food service staff around to cover just to be able to put minimal meals out in buildings and our custodial staff is thin our administrators are working a ton of hours and our nurses are stretched incredibly thin i mean if you think about our nurses not only are they dealing with their regular things but they're also having to you know deal with the things related to kobit 19. um i can't say it enough i
can't stress it enough our staff is amazing uh they just are they band together um but i'm worried about all of them and so i just would ask that people be gentle um with them with all of them you know with our administrators with our teachers with our nurses with our custodians everyone because it it is a pretty stressful time right now people are tired um you know i walk around buildings i can see it in faces um and so we just i just ask for some some kindness to come come their way because they are working incredibly hard um just so you're aware um and i will share this i'm gonna put this up on my screen here for everybody else if you want to pass that down here is the uh fy it's
hard to believe but it's oh you got it in packets didn't you yeah so did you guys on zoom get get the budget timeline in your packet yeah good yeah okay i don't need to do anything with it then i will include it with the board with the minutes though um so it is that time of year um where it's time to have a budget timeline it's hard to believe that this budget is coming but it is december um so i've asked the administrators to submit their budgets to scott and i by january 14th we will then meet as an a team and individually to review them we'll start our work here in march march and april hopefully by the end of april we'll be able to adopt the budget the district budget meeting would
be may 11th and the referendum vote would be june 14. there is a potential we may need to schedule other meetings in there to work through the budget um you know scott and i have started on the budget you know it is what it is there are some things that need to go in the budget this time around i said it to robbie the other day the chickens will come home to roost to some degree we have some things we need to do so those will be in my first draft of the budget i do have on the agenda tonight a special recognition for our nurses um so um kathy kathy works with our nurses pretty closely and we had a conversation about nominating them for uh maine school board associations uh distinguished service awards
they all four of our nurses were awarded those um they couldn't be here tonight um but i just can't say enough i have certificates for them i can't say enough the work that they've done um they they take some pretty heavy punishment on a daily basis um you know and so you know with with what they have to do with their regular work on top of the work related to covert 19 it's just been tough so i applaud them um they have been awarded maine school board association distinguished service awards i will give those out to them but i wanted to make sure that we did that um one thing to note we do have some appointments i mean no appointments we have a resignation john rompery a social worker at the high school we
do have a retirement uh gail rodriguez is an art teacher at the middle school ben how long has she been here do we know 17 years gail's been with us for 17 years she's done a lot of good work with our students you know we wish her well in retirement you know she certainly earned that um one one last thing of note i i did i did want to mention um and i i'm sad to say it but i understand um glenn glenn reynolds our director of operations has accepted a position in another school district handling just operations if you think about it glenn has been with us for seven years glenn has done some amazing work in this district if you think about the amount of work that we've done facility wise transportation wise
in food service it's just been amazing glenn will be missed we wish him well in his new endeavor because certainly it you know i always say this bob and i have had the conversation numerous times i always wish that you know we want people to to aspire to things and you know we want them also to do the right things for the families and and we wish glenn well for sure um in the interim scott and i will be handling a lot of those duties we'll be advertising soon uh well actually we'll be having an advertisement go out tomorrow so we we wish glenn well um we will certainly miss him because he is he has been an integral member of what we do here in rsu4 so other than that that concludes my report
any questions all right i hear then director cai report mrs martin it was working now i don't think it's turned on i don't see a red light there you go all right so i just wanted to kind of give an update on our probit 19 uh since monday we've had 25 new faces for sunday and 209 that's about 234 uh phone calls that are just for those cases and we have taken out about 150 other phone calls our family members reporting that they're um either the parents or other members of the family have coveted in their homes so it is a lot of phone calls uh during during those days as randy has said the nurses and the secretaries are answering the lectures um we have started cool testing we have done four weeks of
pool testing we've done 64 pools uh we had four positive pools which means on the next day um we have to retest all of those individuals in that pools um because we are not full testing during uh the winter break the pool uh testing exemption does not apply when we come back so until we actually test them that january 3rd that full floor which will affect some of our uh athletics we're going to have a conversation because we can use finance now testing um so we'll have a plan with the mission tomorrow regarding we've got designers from the video this week um one of our biggest concerns right now uh is lack of weight on home tests um so the ease and the frequency of people using uh the home test because it is now
for most of them um it's easy for them to identify positives however the city students doesn't recognize home tests so there is some lag time to then get people to then go get either a rabbit or pcr in order to get the 90-day exemption so if you're unvaccinated and you take a home test we technically don't have to report that um because the cdc is recommended for right i recommend it so we've been uh looking for some guidance in the cg from the voice um to other areas and others that are in my position and it seems that everyone is doing very different things with contact um so we just want to encourage that yes if you get a home test it's important um um you know just it kind of to repeat what andy
said is that our staff are doing amazing um you know i think as seventh graders recognized we are all doing other jobs than we are normally doing um today i was an administrator a nurse i did a teaching my own individual testing we're all like we're uh trying to approach pen together and do the best we can if we continue to have at this rate i'm not sure how we're going to get through the next nine days so just uh just a consideration that we're all kind of doing our best um so i just i applaud my staff because all right we don't have administrators reports tonight uh adult ed mr palmer good evening i want to start by recognizing two individuals here i'll start just by introducing our season so our girls soccer team
uh season 12 which in itself is pretty impressive but the 12-0 record was unscored so we shout out everything [Music] you know the reason that happened was two individuals tonight first one that i recognize is uh coach jeremy young who received coaching your honors for for what we accomplished this year on the field and next is uh besides coaches uh paige dania do you receive player of the year honors from the conference like i said uh 12 shout outs she was the goalkeeper so a lot of that was because of her efforts and we were doing some stats over the last couple nights between coach her parents and myself this is an unbelievable stat but she in 50 games in her high school career four years one of the really things that sticks out about
paige is her workout she travels all across the moon on a regular basis and she's a two-sport athlete which i i always her but the most impressive is she's still number one so that goes to show you that you can play sports you can you know do the work in the class and you can join as many travel teams as you want and still you can still be successful in all those areas so um i'll let coach come up and talk about something so uh [Music] a couple of things just uh you know as a freshman um [Music] in our first year um helped this to the champions a very long cold night where she had to save some people [Music] she's a three-year captain a four-year nbc all-star this year we were at nbc
what's up a three-year state all-star award during the world center [Music] uh recently of the year um incredible accomplishment that she definitely deserves but it's worth noting as part of that to organize an offender um [Music] about [Music] said for the past four years we have gone uh earlier season 43 six and one [Music] but um to have uh an 811 uh [Music] um all right well well done thank you very much are you uh getting any of this scholarship offered yet okay well good luck to you whether it's academically or soccer either one best of luck to you uh operations report glenn glenn is online hi yes uh good evening everyone how you doing um i just got a couple things to to kind of bring the board up to speed on uh first
off the lighting project up at the high school i'm sure everybody's seeing the containers up there um the materials are still coming in uh so that project is moving right along uh the ventilation um the the slab for the new air handler that we're replacing in the gym is not going in until april and the purpose for that is some of the ductwork is going to go underground and then up into the school um so they're going to lay the slab in april and then the removal of the existing air handler won't start until june so this will actually be a summer project um so that's kind of where we're at with any high school projects and as far as the generator uh the generator at oak hill middle school is set in place uh
i talked to the vendor uh yesterday and they are going to be on site tomorrow morning and they're going to run the wires and we're scheduling up a time they have to get the shutoff date from cmp so they can uh load test the generator so i'm my i'm thinking it that's going to happen over uh christmas break but once we get that data i'll certainly let everybody know i also want to take this moment i'm not sure if this is appropriate time or not but i just wanted to thank the board uh for all their uh for the opportunity all they've done for me to give me this opportunity to come to work for rsu4 i also want to thank all the administrators it's been a pleasure working with elite all right thank you
and well well-deserved promotion best of luck to you and i andy and i spoke earlier today about your decision and promotion like i told them you know my many years as leadership positions in the navy that have one of our primary jobs is develop our people so that they can get advanced and move on and we try to encourage everybody to the best they can i used to have somewhat of a model is it's it's always best to be the junior or something and the most senior or something less so um best of luck to you going forward and uh and thank you for what you have contributed to our issue for thank you uh no student rep report no other reports we do have a special ed report and a technology report that over
yep oh i see oral page why would i want to leave those out special ed report yeah hi good evening everybody um thanks for this opportunity um just to address the board and everyone i know i've said this before but special ed can sometimes seem like a mystery world to people and maybe how anybody would go about auditing a special ed department maybe even more so but we're just now closing in on the first phase completion of the first phase of the department of ed's uh audit of special ed in rsu4 and i was hoping you could indulge me just a few minutes and i'll talk about that process and how our district is shaping up in terms of our early feedback so far so i think i said this before but the last audit
for rsu4 for special ed was about four years ago and as i know most of you are aware our federal funding for special ed is pretty closely tied to the results of that audit and our compliance with the procedures and the paperwork involved this is my first audit as a director i've been through it as a special ed teacher but not as someone sort of in charge of it and it continues to be an interesting process so how it works is given the number of our special ed students in rsu4 we were asked by doe to select 30 ieps which is that document of the plan that represented a cross section of buildings teachers grades and disabilities and this included the rsu4 students who currently are special purpose private school students not attending in our
one of our buildings so teachers and i were given a large number of really strict criteria to self-assess those ieps using an electronic tool that provided by the state i won't go into each criterion but what basically it's looking at represents whether or not that individualized plan of goals and services for every student makes sense given their disability and we're asked to assess if we've been intentional in considering opportunities for students to be with their typical peers we have to ask ourselves have we measured a starting place for a kid's programming so that as the year-long iep cycle unfolds we can also measure if that student's moving forward in progress with their goals and as the student moves enters their final phase of being an rsu 4 student meaning high school years are we aligning
our efforts and opportunities with what that student has expressed and their parents have expressed as an interest in aptitudes so basically is this student's educational plan telling a logical story in a measurable way of what that student's gaps are and are we describing how we're going to address those gaps in a way that makes sense to parents and i think the state's intent is that we have a very data-driven process for building an effective plan but at the same time we're representing the whole child in a really humanistic sort of a a narrative kind of way it's really no small feat the other thing that doe asked us to do is to put a spotlight on our referral and eligibility process in terms of are we meeting timelines are we being responsive to parents concerns
about their child's progress are we using state mandated forms and procedures to make sure we're making good decisions about eligibility for special ed so at this early point the only feedback we've received so far is about that last part about referral and eligibility and department of education has said that rsu4 is 100 compliant in this area so given that kovid worked against us in a lot of ways in terms of meetings and timelines and evaluations and kids being remote it's a pretty big feather in the in the cap of rsu4 and i really hope it's a sort of a harbinger of the rest of the audit feedback um a lot more feedback will be starting to come in in january i'm having doe do a customized training based on what i saw using their tool
for monitoring ieps and we'll be having that sometime in january so that's really all i kind of wanted to talk about tonight um i don't know if anybody has any questions about that process questions i would just like to say you know having done two different an audit twice once as a special ed director in another district and once when i was covering special education here it's a pretty heavy undertaking and nancy has really dove in i mean she said this is her first time but she's really done a fabulous job and and the staff that she works with for this have done a fabulous job so it's a ton of work um you know we're pretty kid focused unfortunately in special ed land uh we have to the required forms and laws and things
like that so nancy has done unbelievable work i mean just the if you think about probably what was it six years ago we were having some struggles um with our referral and testing processes um we really cleaned that up and a lot of that has to do with the work nancy's done so i appreciate everything she has done with this thanks andy i also just want to give a shout out again to tammy deaton my i guess you'd call her an administrative assistant she's she's lifted a lot of of this work in terms of getting everything ready for submission and due actually commended rsu4 in the way we um completed our information and presented it to them and that's a kudos to tammy nancy what is the documentation system that um rsv4 is using for
our special ed the computer system i know there's like a couple of different ones but sorry i'm having a hard time hearing what are what are we using uh nancy for our our documentation system so for our special ed forms yeah uh i guess i'm not totally sure so the state has has specific forms that we have to use when we're identifying certain disabilities we have to use certain forms to demonstrate that not only does this child have a disability but it's actually having a significant impact on education we certainly track all the evaluations which we have to do every three years we expect a lot from gen ed too so kudos to them in terms of providing classroom data and star assessment data mea data so we're tracking all of that as well so
and i think nancy we're using acuity correct oh in terms of a platform we are using a dory which is really a it's a new hampshire-based uh organization organization edms um it used to be msb but edms sort of provides an electronic platform for all of our ieps all of our evals all of our meeting minutes called written notices acuity is the 504 arm of that yeah all right thank you any other questions all right thank you technology report good evening everyone i am i'm actually watching you on zoom and i'm on my phone can you hear me yes yes we can okay thank you technology issues i tell you um so i just want to say good evening everyone um i just want to let everybody know that technology staff is busy assisting teachers
as they're trying amazing new techniques in their classroom to support both in-person and quarantined students we're currently preparing to support vacation school and also the january assessment window that begins right when we get back from vacation we're working on with administration and teachers to build the um the port the technology portion of the draft 2223 budget i also want to give you a quick update on the cpt camera project and and also the camera project for the high school and the middle school along with the sensors we're continuing with that this coming weekend and hoping to complete at least the inside portion of everything over december break um and just a little piece of fun tree for you and i sent all of you an email to the the board list is uh the elsa
michelle is is a fun thing they do at a lot of the schools this time of year technology staff we like to get involved in that and so we were asked by one of the teachers that carrick or if the elf could take over the lobby teacher on the lobby tv tomorrow which it is doing and so i sent a few screenshots to your email it's just a fun way to engage the kids and that have a little fun but he's actually trapped in the tv and he's taking over all the slides so it's kind of a fun little thing for everyone so i'm just going to share that and happy holidays to everyone and do you have any questions for me any questions all right thank you all right now i guess we can
hold business old business the whole business 6.1 entertain a motion to approve the second reading of following policy jkaa use the physical restraint and seclusion have a motion please second movement all right this is one that we viewed a month ago it's our second reading so many comments or corrections that were requested that time have been included any other discussion seeing none all those in favor again a real call lovely scott yes bob yes joe yes jen yes diane yes robbie yes dory yes christy yes and vicki yes motion carries thank you thank you 6.2 entertainment motions approved the second reading of the following policy jka procedures on physical restraint and seclusion motion please second moved in second again this is from the second reading any other discussion thing that was found in the review
[Music] seeing and hearing then and i'll call for the votes vicki yes christy yes dory yes robbie yes diane yes jen yes joe yes bob yes and scott yes boston carries thank you 6.3 appointment of a school board member to the collaborative planning team and it's over to andy yeah so uh as part of what you all decided as the board advisory committee the uh the collaborative planning team it has not met yet uh because we still don't have a forum team yet um one thing to know kathy and i had a long conversation today uh you know i think i talked about this earlier in my superintendence report i don't see how right now this is going to meet during the school day i i just don't i mean i can't we can't take
any more people out of classrooms so we'll be you know classrooms if we have support staff that are in administrators things like that we are just short staffed right now so i think this is going to have to be an evening meeting um i see no choice with that because we just don't have the coverage i can't ask you know our teachers are do and our administrators are doing so much right now i just can't ask them to come out of the classroom uh and cover for each other any more than we already do um so that being said as part of that this is a board advisory committee and so the board advisory committee must have a board number um you all had decided that it would uh be a non-voting member but we
do need one and so i look to all of you to appoint one so suggestions on who might attend so um it's i served when it was a working group but i was in a working group i wasn't the member of choice for some but for others i was so i i it doesn't matter to me who the member is as long as they represent the board and primarily the job is to make sure that things are discussed do not violate any board policies and if the board has talked about issues that um that they're aware of what the board's position is so that they can make the best recommendation to the board member again they are only going to make the recommendation while they vote they vote on a recommendation any action that's going
to actually be implemented it was done by the board you know it's like every committee we have have board members on them sometimes they're the only members of board members and they vote for recommendations to bring to the board so this will actually be no different except that this board member will not even vote on the recommendation would just be there and i guess somewhat take up space and make sure that what they're discussing doesn't violate the policies and procedures of the board so is there anybody that has a strong desire to serve in this capacity i would be interested okay who was that that was christy christie yes is there anybody else that has a desire all right so in keeping with board policy the board chair appoints members to committees there's no real
objection and i will go ahead and appoint christie to serve as the board representative on the collaborative planning team okay thank you all thank you christy you're welcome 6.4 appointment of community members to the collaborative planning team so um i i put out a survey a google form last week people that would be interested to join this committee i think we said we wanted i can't remember the number up top of my head um six uh to represent the schools and the great spans and and two from each town um so i i got 19 actually i think i have 20 20 responses i thought about thinking about how we actually go about choosing this um you know i think this is a hard thing i mean i've got i've got all of their responses
in a packet for you if you like it but i wonder if it makes sense to kick this to the personnel and policy committee to make that decision i'm not sure the entire board can go through all of these things i don't know that would be my recommendation we need to have a policy and p personnel committee meeting anyway um a smaller group makes good sense but i i leave it up to you i think the amount of time that it's going to take to go through 19 or 20. first of all split them up so that we have two from each town so we have them by town and then we have to break them down by buildings so that the buildings are that that work would best be done in a committee which
would bring us back our recommendation at our hopefully first meeting in january although that means that the personnel committee's got the work to do over the holiday season that's all right we should meet anyway but i will leave that to the personnel committee because each committee runs their own agenda is there any strong feelings against doing that i will say you know i've gone through the responses i was pretty impressed with the thoughtfulness i actually asked in the survey why would you want to serve on this committee and it it's pretty impressive you know we've got some people that really want to dig in and do some work with us so it's nice to nice to see all right so that's what we'll do defer this to the personnel committee and await their recommendation i
don't think that you were hoping to probably have a meeting of this team during the end of january anyway and somehow that much not much has changed in what's going on and there'll be some new things going on that will make things better in the new year well and we will have we did hear from the commissioner recently that there should be an updated sop coming in early january so it's about time um so i'll i will be in touch with the members of the personnel and policy committee um to schedule a meeting here pretty soon all right very good thank you new business we have a number of first readings 7.1 entertain a motion to approve excuse me this isn't a to policy reimbursement of fingerprinting fees to substitute applicants retroactive to july 1st
0512021 august 1 22 august 20th august 1st 2021 so moved second we moved and seconded the discussion on this who was the second was that you christy yes right so it you know i i will share you know one of the things we're trying to do is be creative in how we um we uh recruit subs lisbon's done some interesting things lately kathy and i have talked about that i think we're gonna add some things to this that we can do in-house to make it more more um attractive to come sub with us chival did raise the subpay but this is one of those things as we talked about that that might be a barrier to some people wanting to sub so we can help them with the process in the office we have quite
a few times but it is it is costly 55 i think it's 55 for their other registration so it's it you know it's a 70 70 cost when you you know you come in to sub um it's one of those things so i think i think this is a good thing for us um moving forward i have a clarifying question so will these fees be covered every time because i understand that fingerprinting only lasts for three years correct five five years okay so every five years they would be reimbursed yep this would be this would be uh this would be part of what we do moving forward so yep so if we had subs that come due now um we would cover that for them fantastic any other questions all right i'm hearing that and
then i'll call for the vote scott yes bob yes joe yes jen diane yes robbie yes dory yes christy yes and vicky yes kerry thank you thank you we went on the first reading of policy 7.2 entertain a motion to prove first reading of the following policy bcd board of director member conflict of interest have a motion please second and second discussion i'll be honest i did not get around to reading any of these so i'm not gonna prove any input to provide let me i can provide you with an update the change so we have this policy on the books um however there was a change in the law in the last session that will allow spouses of board members to volunteer and and in another policy hold a stipend position so in the
law that hasn't been allowed in the past um but that the law has changed now i will say this law does sunset in 2024. however it was the recommendation we didn't have to put this in this policy but it was a recommendation of the personnel and policy committee to put it in there so that would be the [Music] was changes it directly correlates with the additional funding that we are getting because it was really looking at the fact that we needed all hands on deck for various things and that way it opened it up to be able to allow people to do those type of positions but we didn't want it to be like that forevermore okay any other questions comments thank you hearing and seeing that then i'll call for the vote vicky yes
christy yes dory yes uh robbie yes diane yes jen yes joe yes bob yes scott yes welcome carries thank you 7.3 to approve the first reading of the following policy bcc nepotism and emotion please second moved and seconded discussion comments on the changes i know this policy has been around yeah well it addresses the same thing um so the conflict of interest policy and the nepotism policy kind of go hand in hand both require policies but it addresses the same the additions are the same thing that we just talked about okay any questions comments seeing here and then i'll call for the vote uh let's see vicky yes christy yes dory yes uh robbie yes diane yes jen yes joe yes bob yes scott yes motion carries thank you [Music] 7.4 entertain emotions approved first
reading the following policy beb board of director member use of social media all right changes in this policy this is this is actually a new policy for us not a policy that we have had on the books yeah this is a policy that a lot of with the advent of social media that a lot of um school boards have adopted um we took a look at it uh at the policy and personnel committee and thought it made good sense with the advent of social media to have some things to hold us all accountable to any comments i don't so i'm speaking for myself here but it may apply to others i'm not saying it does or doesn't but if you haven't had a chance to read it like i haven't and since it's a new
policy please i'm going to try and make the time to go and do it and if there's any questions or comments please get them to the superintendent's office yes please so that they might be able to be addressed before we bring it back for a second january 7.5 oh he didn't get a vote you gotta vote sorry i wanna get it done i know you do i can tell all right uh are we ready roll call vote real quick all right scott bob yes joe jen yes diane yes robby yes dory yes christy yes and vicky yes mr terry's thank you very much 7.5 entertain a motion to prove first freedom following policy gbgb workplace bullying who moved dianne okay thank you all right questions comments so this is also a new policy this was
brought out of the last legislative session uh this this policy um that we need to have on the books so it is a brand new policy all right so my same comments the last one i would make again remind myself any comments i'll call for the vote vicky yes uh christy yes dory yes robbie yes diane yes jen yes joe yes bob yes and scott yes motion carries thank you very much like bob said if you have anything in there um that you'd like to take a look at please let me know ahead of time i would appreciate it 7.6 to approve first reading in the following policies gbi staff participation and political activities so moved second moved and seconded discussion comments this this is also a new policy new policy yep okay no comments
suggestions again i'm going to have to read it and i'll get back so with no other comments then i'll call for the vote scott bob yes joe did we lose joe joey there he's muted he's muted oh we lost him now he's gone okay uh jen uh diane robbie yes dory yes christy yes and vicki yes motion carries thank you very much 7.7 in a motion to prove the first three in the following policy jb transgender and junior expansive students second move in second discussion who's second vicki yes right so this is also a new policy um you know i think i don't want to speak for our administrators but we need to have a policy like this on the books um we've had you know something to guide our work as we work with
students who identify uh differently than traditional gender roles um and so this policy will guide that as we work through those things so [Music] where [Music] and i will also get a legal opinion on that as well um because a lot of this is straight out of the main human rights commission um and the main human rights act so i'll make sure we have a legal opinion too any other comments yes i do on uh section d2 halfway through it says at the request of a student and consistent with the student's gender identity um should it say at the request of a student and parent or guardian actually it can't it's not it's out of the law yeah the main the main uh human rights act is very clear on this one um i this
one i know to be factual um i can certainly get our lawyer's opinion on that as well um but under the maine human rights act the student a student has that right on their own i can also add that i decided to work with and this there's a lot of conversation and discussions this sort of information also requires legal pieces to be um tied with the school so there's a any other comments seen in here now and then i'll call for the vote scott no right bob yes joe yes uh jen yes diane yes robbie yes dory yes christy yes and vicky yes motion carries thank you and and like i said i will get the legal opinion on those two things thank you all right thank you committee reports finance facilities did not meet
no no personnel policy committee no gai technology committee not meeting until january all right enjoy the holidays board member comment board members have any comments yes so i was commenting to andy as we were walking down the hallway and i'm happy to hear that um the head of the dle is going to look at potentially doing different uh sobs um but the reality is that we're looking at an endemic at this point it's not a pandemic and i think that we all have to recognize that some changes in adjustments actually support everybody involved and that's just my thoughts with that thank you any other comments um [Music] uh thank you others i just want to mention oh go ahead go ahead chrissy i just wanted to echo bob's stat um sediments to the seventh graders
that we received emails from today i thought it was fantastic and it was great to hear from the three young people that took time out of their day to really not only just email us but give us some great references and some great um critical thinking skills of why they believe their opinion mattered and i hope that our students continue to do that because i think this was a great exercise and using your voice to try to make a change i would say i got 25 15. yeah i have i received 15 emails one of which had said it was a joint email amongst four or five students so uh again it was you know a lot of students there's a there's got to be a lesson out there about plagiarism but um and how
you address a member of the board by calling him robert instead of mr something i just think so but the the effort that they put for is to be applauded uh and i hope that they continue to pay attention to what's going on and be involved so if there's no other comments and i just have one i want to go make and it's uh to the high school mr alberti and the staff here i talked with a freshman week or so ago and i asked him how it was gone and he said it was going good surprisingly and i said surprisingly and he said he said yeah he didn't no he didn't think he'd be able to adjust the high school routine but he found it a much more relaxing atmosphere than the middle school
and and that he he complimented it on mr alberti's enthusiasm and i think that's something we've all recognized that he has so i just want to for any of our high school staff that's out there or here uh and mr alaberde if he's uh online i imagine the information get back to him anyway um things good things are happening yeah that's really bad things to say about the middle school just that he thought high school [Music] i know he was very worried about going to high school in the summer so there's no other board member comments the next item on our agenda is an executive session this is this is closed to everybody except board members and the business manager that we're including in the motion um when we come back there is anticipation of
absolutely no other business to come before the board except to adjourn if you want then it has to be done in public because it's emotion and action if you want to hang around for whatever period of time it takes us to discuss this administrator's contract uh negotiations if you're willing to do so we'll open the door and announce that we're back in session you can come in and watch us adjourn if i was you i would get out of here and enjoy the rest of the evening for those on zoom we're going to move i guess i don't know how you're going to do it but we've got to get rid of everybody but i will enable the waiting room and put them in the waiting room okay so if you hang out in the
waiting room we'll call you back when we uh when we're ready to come back in the session thank you all for attending be safe out there stay warm tomorrow sharon i'll stop by tomorrow i'll come have coffee all right we do need to vote okay so at this time i'll entertain a motion to enter to executive session with the business manager first of one mrs a40560 negotiation rsu number four administrators association moved in second any discussion ain't none all those in favor well i gotta we gotta roll yes uh christy yes story you're muted dory yes uh robbie yes diane yes uh jen yes joe yes uh bob yes and scott yes all right so we will be an executive session at what time is it let's see 7 34 7 34. all right let
me just uh turn the recording off here oh we are out of executive session at 7 47 let me just check to see if there's anybody in the waiting room there is not all right at this point at this time with no other business to come before the board i will declare this meeting adjourn 7 48. thank you all you're welcome bob you were pretty pretty streamlined tonight yeah i didn't think we'd be out of here much before night i didn't either
