001All right, I'm going to call the meeting to order at 4:30. Um, I need um let's see a motion to adopt the agenda. I move to adopt the agenda of the governing board meeting regular meeting September 10th, 2025. I second. >> All in favor? I >> I motion carries. Um 4. Do we have a a prompt or no? >> There it goes. >> Doesn't matter. Okay. So, we're gonna I'm gonna make a motion to go into executive session. Um do I need to say both of them? Yeah. Okay. Executive session. Um uh per ARS3-431 um 03A3 and four discussion or consideration for legal advice with the board's attorney and are to consider the board's position on and instruct its attorneys regarding its position on a contract that is subjective of negotiation intergovernmental agreement with EBIT

002and the consecutive executive session um discussion and consultant for legal advice with its attorney and its or and or to consider a position of instruct its attorney regarding a superintendent search and related matters. >> Okay, >> I second that motion. >> All in favor? I >> I motion carries. is zero. Okay, we are going to we've already called the meeting to order since we were in executive session. So um we are going to what are we going to do here? The pledge of allegiance. >> Join me. >> I pledge algiance to the flag of the United States of America and to the republic for it stands. One nation indivisible with liberty and justice for all. All right. We got um 6.1 approval of meeting minutes for August 13th. Any questions on that? Those meeting minutes.

003All right. If not, I'll take a motion. >> I move to approve the meeting minutes for the regular board meeting August 13, 2025. >> I second. >> All in favor? I >> I motion carries five to zero. >> Oh, look at that. Popped right up. Okay. Move to 6.2 approval meeting minutes for executive session on o August 13th. I >> I motion carries five to zero. >> There we go. Right. So we we are now to our superintendent report. >> Thank you, Madam President. Number of different celebrations that we want to go through tonight. Uh first of all, congratulations to junior Riley Lucas and sophomore

004Isabella Horn. They were both uh earned recognition uh as part of NCA all-American cheerleader. Uh the title of the award is is individuals who demonstrate superior spirit, leadership, and skills at the cheerleading in the cheerleading at NCA camp. Um and the highest honor is being named this uh as a uh in terms of cheerleading. Uh Simon had a great start with a good August. Um, the teachers are using their data to inform instruction uh through our 15-day challenge, which all of our schools have been working on. They're very thankful for the donations from the community partners to help with the reset room. Um, they also uh had very successful parent teacher conferences uh uh in the last couple weeks. Um, and they're looking forward to finishing out September strong. It's amazing that we're getting that

005close to the end of the first quarter already. Um Jess Ferman, a math teacher up at the high school, has been selected to serve on the algebra 2 standards committee at the Arizona Department of Ed. Um and that's a chance for teachers voices to be heard and and influence um some of the changes to any standards in algebra 2. So it's very prestigious uh uh award for Jess or opportunity for Jess. And so we're proud to have her uh representing district at the state level. CTA hosted their first ever literacy family engagement night and had a fantastic turnout. Uh the families enjoyed interactive literacy stations, reading by flashlight and tents and special guest readers including members of rural uh the rural metro fire department to be there. In addition, they have their first PTO fundraiser

006which is which has been been very successful. CCS had a couple good positive things happen this year. They're proud to let everyone know that Jaden Bainter, who is a class of 25, announced that he'll be attending Vermont State University, uh, earning a spot on the men's volleyball team. He went to CCS, but also played volleyball at the high school. Uh, and probably more impressively is, uh, at the Combmes Center for Success High School for the class of 2025, they had a graduation rate of 94.44%. The online school had a success rate of 69.39%. And in totality, that means we had 98 students uh that graduated out of the class of 2025. And and I think that's uh nice because that's a new program that we put in several years back and it's captured some kids

007that might not had another otherwise had a chance to graduate. So that was very it's been very successful last couple years in terms of graduations um or graduates I should say. Ranch completed their conferences also. uh they had uh great success with the students doing a great job of leading the conferences, helping with goal setting conversations and taking ownership of what they're learning and how they can explain that to their parents, excuse me. Um and so the conferences uh were really positive overall and and uh provide some great momentum moving in. Uh community kindness and connections are what Ellsworth's about this month. uh first responders with a touch of their holding a first responders with a touch of truck event tomorrow featuring Panal County Sheriff's Office, Royal Metro Fire, and a K9 demonstration. They also

008had wrapped up their kindness challenge fundraiser uh spreading positivity around the campus. Um and families uh had great turnout for both the book fairs and the parent teacher conferences and again looking forward to some family bingo nights that they're going to have. uh on their h on the campuses and Harmon they're continuing their partnership with Kona Ice uh this year their extremely successful partnership partnership in the past um on the uh tomorrow on the 11th um they will host their second annual freedom walk so parents and families are invited to walk around the exterior of our buildings as we c celebrate patriotism through a strong sense of uh community and then they're also as part of the uh constitution day September 17th looking forward to um working with the kids in the class for that.

009And then our two of our teachers were uh recently highlighted in the modern teacher national counselor on modern learning um monthly program that sent out. So we had um Heidi Bush and Mattie Gonzalez from Combmes High School highlighted for their work within special education. So a lot of positive things happening uh in the district. this list um as Judy knows when she makes it up keeps growing to three, four, five pages and that's always very very positive. Let's see terms of the other celebration what we have coming up. Uh this is a program that is unique to primarily the state of Arizona. It might have spread a little bit and it's called what's called legendary teacher uh day. And the whole concept of legendary teacher day was a concept that was um uh thought up

010by a former superintendent and teacher down in the flowing wells district in Tucson. And what he did was he went to uh his 20th reunion. He's much older than that right now, but he went to his 20th re reunion for high school. And when he was flying back, because he's from Michigan, he recognized and realized that really much of the reunion was about the teachers, not so much about what they did in high school. And he recognized just how impactful many teachers were on his life. And so he started a legendary teacher day as a way to just say thank you. And so what we do in this district is we just ask representative teachers of all teachers, not only in a district but across the country, across the world. So you could be a

011veteran teacher, you could be a brand new teacher, you could be in any subject uh matter and any school. And all we do is call you up, have read the name you have of um that special teacher in your life, and then we just want to say thank you with a little gift that we give. Uh it's held every uh the last Friday in September. So, next 25th of September in two weeks will be legendary teacher day. What we'll do um at the same time, we also ask the teachers to give us a little write up of that special teacher. Some did, some didn't. Uh and we'll post those on social media again more than anything else because I think we can all sit if you just sit take two seconds to think about that

012special person in your life that made a difference and helped you become who you are more than likely as a teacher. And so, it's just a way to say really more than anything else, thank you. Thank you for what you do. Thank you for the caring uh that you do for our kids and thank you for the caring that you do for your uh colleagues. So, I'm just going to read their names. Have them come up and they'll stand. And we have that uh book and we have a little frog. This the the book that Nick wrote and I won't let them read the book to see the story, but it's how to catch a swamp frog. I guess if you grew up in rural parts of this country, you probably understand that more than

013if you grow up in other parts of the country. So we gave him a little frog and Nick's book as thanks. So if we could have Tony Economo Middle School uh social studies and the legendary teacher in his life was Mrs. Neil at Ocean View High School back in 1985 uh in senior English. >> Nope. Stay up here. We're going to get the whole group. Uh, we also have from Moranch Elementary Preschool, Jennifer Curtis. [Applause] Her legendary teacher was Miss Coffler, a sixth grade science teacher in Cincinnati, Ohio. From Simington fifth grade, Sher Hustle. Her legendary teacher was Edi Ruko, a speech and debate and drama teacher at Apache Junction High School. From Harmon in first grade, Nikki Miller, [Applause] her legendary teacher was Mr. Hannah, a band teacher at Verdigris Public School near Tulsa,

014Oklahoma. From Ellsworth Elementary and Technology, Susanna Betaglia [Applause] Her legendary teacher was Mr. Arnett Adeka, distributive education club of America teacher from Globe High School. Uh from Ellsworth Elementary, third grade, Naomi Goodwin. [Applause] Her legendary teacher was Beverly Buset, a fourth grade teacher at Jo in the Jail Combmes Elementary School District. from Combmes Middle School in math, Darren Turley. [Applause] This legendary teachers were both his parents were both teachers as well as Mrs. Carol Hicks, a third grade teacher in St. John's Elementary in St. John's, Arizona. From Harmon Elementary, sixth grade, Julie Bryant. and her legendary teacher was her mother, Arlene Bryant, who is a longtime science teacher in high school science in Ma in Massachusetts. From CHS, the medical assistance program, Amy Stewart, and her legendary teachers, Miss Nancy Rosenthal from Coronado High School,

015freshman through senior yearbook and school newspaper. Uh, from CTA and kindergarten, Lisa Allison. Mr. James, fifth grade teacher at Little Lake Elementary School from Colum Center for Success, Mary Wyman. And her uh legendary teacher was first grade teacher from Harelson Elementary, Susan Kirkoff. Uh and from the high school a program, Riley Terry. [Applause] Her legendary teacher was Mr. Ty White from Willox High School, freshman biology, junior year chemistry, senior advanced cam. And I'll give a shout out to Ty. He was also the national uh uh rural school uh teacher of the year from Ranch Elementary, fourth grade, Madison Browning. Her legendary teacher was Jennifer Tubs, a fifth grade teacher at Wild Rose Elementary School of the Performing Arts in Monrovia Unified School District. And from Simington Elementary, second grade, Melissa Hobbs. And her legendary teacher

016was Miss Sniffen from Balls Elementary, 7th grade, covering all content subjects. So, let's just thank not only the teachers are standing up there, but really this is a thank you to all those teachers that make a difference in your lives and your children's lives. So, thank you very much. We're not for [Applause] Laura's up for um for her awards. >> Staff um is it staff uh school and staff recognition? That's okay. He's gonna do the first part and then >> Oh, now it's your turn, Laura. Madame President, members of the board, Dr. Wyman, and of course everybody out in the audience, I'm so proud to um present Col's Middle School and I feel like I talk more than absolutely necessary at school. So, one of the things that we build when your kids get to

017middle school is student leaders. And so, um, Mr. Redco, if you could play the video and then I'm going to have two of our students come up and tell you a little bit about our school. >> Hi, I'm Isabella Fishell, student council at CMS and head of Fernamore. I'm excited to share some highlights from the start of our school year. Our leadership journey began last April with applications and interviews with Mr. Palm and Miss Ridge to become head of houses. Over the summer, we connected with house leaders nationwide and even met with Mr. Ron Clark and his team in a Zoom meeting. On the third day of school, we welcomed all the seventh graders into their new houses on our sorting day. During picture day, we created special videos and pictures that play on our

018leaderboard to celebrate house points earned. So far is India has been leading but it's still early. One big project student council tackled this year was making sure every student received a house shirt to show their pride and unity throughout the year. We've hosted fun house challenges like rock paper scissors, water bottle flip, and house crest design. Spirit week is in full swing and the energy on campus is amazing. Highlights include anything but a backpack day and pinkout day. Our house of Amastad, the house of friendship, led the school in celebrating World Friendship Day, while Isabindi, the house of courage, helped students recognize ways to show bravery during World Lion Day. Our first pep rally packed the stands for the girls basketball game. Speaking of basketball, the team had a fantastic season and starts playoffs tomorrow

019with a home game. Our baseball team also earned a playoff spot, kicking off with an away game. Cross country runners have been outstanding with several first place wins. We're proud to host the conference championships at Combmes High School on September 20th. The house system isn't just fun and games. Students also earn points for academic excellence and answering challenging questions. Looking ahead, the drama club is rehearsing for Beetlejuice Jr. with performances on October 29th and 30th at the CPAC. >> Hey folks, begging your pardon. Excuse me. Sorry to barge in. Let's skip the tears and start on the you know >> bey [Music] is swinging. If I hear your cell phone ringing, I'll kill you myself. Next week, in honor of Hispanic Heritage Month, each house will create colorful papel picato banners for a new house

020challenge. And this Friday, we're gearing up for our first dance of the year, the glow on dance. Thank you for your continued support of CMS. Together, we're building a strong, spirited community where every student has the chance to shine. We're excited for all that's ahead, and we can't wait to share more success with you throughout the year. Thank you. So, one of the things is I always say, "Oh, it's so hard to be the first school to present because nothing is really going on yet." But as you can see, a lot of things have taken place at Combmes Middle School and we look so forward to our first dance on Friday. We will accept thoughts and prayers in advance. And um just really quick before I call the students up. Mr. Palm, will you stand

021up just really quick? He hates this. I'm so sorry. So, Mr. Palm is our official, I call him school leader of all things. And so, um, he's the person that heads up all of our houses and activities. So, right now, really quickly, I'm going to have two of our students come up, um, Ella and Hayden. And you'll just hear from them about um, some things about Combmes Middle School. So, come on up. [Applause] Good evening members of the Combmes District Board. I'm Ella Mlan, head of house for the House of River and alongside me is Hayden Tenny, the head of house for the House of Isabendi. We represent two of the eight h eight heads of houses who lead our student council here at Coms Middle School. I'd like to start by sharing the benefits

022of the house system. It creates a strong sense of community and belonging among students, encouraging leadership, teamwork, and school spirit. This system makes everyday school life more engaging and fun by connecting students across gay grades and giving them opportunities to contribute and shine. This year, the biggest change from our first two years is the house system has become much more studentled. Our student council has taken the lead in organizing events and activities that bring all the houses together and build excitement throughout the school. Some of the events we've led so far include sorting day where each seventh grader was welcomed and assigned to their house. We've also organized a variety of house challenges like the rock paper scissors challenge, water bottle flip contest, house creating, decorating, and our spirit weeks all designed to build friendly

023competition and school pride. Our sports program has had a fantastic start in the new sports conference. Both the girls basketball and the boys b baseball teams have had strong seasons and will be playing their first playoff games tomorrow. Additionally, our cross country team will be hosting the conference championship meet at Combmes High School on Saturday, September 20th. Both the boys and the girls teams have had great chance chances to compete for top spots both as teams and individually. Academically, the house system has also made classes more engaging and fun. Teachers are awarding house points when our students answer difficult questions, score explan exceptionally on tests, and participate in curriculum related house events. These this encourages all of us to stay motivated and work hard every day. One of the best events so far was the

024pink out day, the most school spirit we've ever seen on campus. Not only was it a fantastic spirit day, but we also held a pep rally after school in the cafeteria that led to a packed crowd at the girls basketball game. The energy and support from the crowd were likely the deciding factor in a very hard fog game. Looking ahead, we have many events, exciting events planned to finish this quarter and kick off the next. Our first dance, the glow on dance, is happening this Friday and our music program will hold their fall f performance on September 26th. Then our drama club will perform their their m musical Beetlejuice Jr. on October 29th and 30th. In addition to these events, our second quarter sports seasons will include wrestling, softball, and boys soccer. We're excited to

025see all of our teams continue to grow, compete, and bring pride to their houses in school. The house system really is bringing us all together through leadership, fun, competition, and spirit. It gives each student a chance to be involved and make a difference in our school community. Thank you for your continued support of Cumins Middle School. We're proud to be a part of this amazing community and look forward to making this school year our best one yet. >> Ladies, come back. Come back. Come back. >> Great job, ladies. Good job. [Applause] >> So, if any of you all remember middle school, it's a difficult time in everybody's life. So, the fact that we have so much student engagement and that we have literally turned it over to students to lead the events um leads to

026better attendance, more engagement in classes. And so we're just really excited because it's hard for me to give control up of anything, but I've managed to do it with student council this year and we've had a great time. Okay, so I am amazed that people still believe me when I tell them stuff. So I told a couple of fibs today. Um so here they go with the first one. So not only do I have my legendary teachers here, they're also my people of um the year. And so Mr. Economo, I'll start with you really quickly first. Um, so this was kind of a setup, but intentionally, um, I told him he was here to speak about something else later. Um, so he was prepared to give you guys a a talk about something else that

027we won't talk about now. So, Mr. Economo, will you come on up? [Applause] And Miss Dunker, you have to take pictures for his wife. Okay. It is always so hard to shop for guys. So, not only are you going to get this apple, do not break it. Do not drop it. Okay, so we're going to set it right here for real quick. And then I don't know if you made it to Zach's yet, but it's a gift card to Zach's and I tried to make it look cute. So, there's actually a gift card in the chicken nugget box. So, you'll enjoy lunch at Zach's piece. So, really quick, um I got um Mr. Economo by way of a charter school and so someone made a call that knew a person that knows a person and

028I was like, "Sure." You know, he sounds like a great guy. I'll I'll take him. One of the best decisions I've ever made as a hireer at Cols Middle School. Um Mr. Economo shows up in the best ways for kids. Um he's an advocate and a champion for kids and I couldn't imagine our campus not having Mr. econom on there and when our kids become old enough to be teachers, I'm sure they will name you as one of their legendary teachers. So, thank you so much. >> Okay. >> I I just want to know, do you have your speech written out that you were going to bring to us because we'll we'll go ahead and look at it later. No. >> Oh, we take a picture together. Okay. With the apple. >> Don't drop it.

029Thank you. All right, there you go. All right, Mr. Turley, you're up next. [Applause] >> Did he have a speech, too? >> Wh Why did I tell Yeah. So, Mr. Charlie was even hard to get here. Um he initially told me he wasn't going to come and I was like, "Mr. Charlie, like you have to come. It's our night and I need people to represent Cols Middle School." And I was like like you have to come. So I've sent him reminders. I kept reminding him to be a teacher. He's extremely shy. He's not shy with kids, but he's just kind of really down low. But um Mr. Turley um joined us in the math department about two years ago. And this last year he has just been on fire. And I just want to recognize

030that fire that he's been on. And Mr. Charlie, I again am just so thankful. Um math teachers aren't easy to find. um that you work at our school and you continue to do all the things. Just let me give an example. Mr. Charlie stays after school unpaid um to tutor math kids and I think this past week how many kids came? >> Probably about 15. >> So 15 kids he stayed with after school on his own time. So those are the things that speak to Mr. Charlie and the things we do for your your students in the community. and last year um we have group homes in our neighborhoods and last year he volunteered to go tutor kids in group homes on his own time. So these are the great things that are happening for

031your kids at CMS. So Oh, give them two apples. We're ready. >> Here's your Zach piece. And there you go. >> Thank you. All right. keep the ball rolling. Where's my baseball moms? All right, come on up. Because I lied to them, too. So, I sent them a text because it is baseball season. And I said, "Hey, so the board wants to ask you questions because we started a new league and I was like, we're going to be talking about baseball and they just might throw some questions out. So, I need somebody to represent baseball." So, that is the Don't tell people that I be telling fibs. Um, so that's how I got them here. So, um, Miss Coronado has been, um, sending kids to us for a long time. I had her son in

0328th grade, um, when I taught at the middle school, and now her son is the baseball coach for the middle school. So, I have one of my old kids is now a man grown with a wife and two kids, um, coaching baseball. And so I'm just so appreciative that she continues to send her kids to us and is willing to do everything to support not only the baseball team, but the entire um school community. So Cali is new to us. Her son is now in eighth grade. The two years go by so fast. I can't believe I'm going to leave her, but she promised to still help us out. So everybody is a witness to that. Um so Kelly just came right into the middle school and was like, "How can I help?" And so

033she helps us with fundraisers. She helps with baseball. Um she calls and texts me and um gets on me like, "Did you send the flyer out? Did you D?" But I'm always happy to see that check coming. But so I am so thankful for these two women because for some reason parents check out a middle school and just let them be. But these parents checked in and I'm forever grateful. So I got stuff for you, too. >> Good job. We can come up with questions if you want. >> Yes. >> Well, the baseball team is doing really well. We're headed to the playoffs like you guys heard. And cross country has come in first place in every meet that they've run. So, we've got the top girl and the top boy. >> Don't break the

034apple. >> Oh, they do. We'll switch it out. They're heavy. >> But also my guys, I bought flowers for your wives to give because um when you are a teacher, it's not your time, but your family time that you also give up. So, this is for your wife. >> Nice. >> All right. Student of the month. >> Good evening, Madam Chair and members of the governing board. And to our audience tonight, I don't know how you feel, but uh you know, June, July, and August, we don't have students here. and we have missed recognizing students during this time. So, welcome tonight. We have a number of students to recognize and tonight we are focused on collaboration and how these students have demonstrated this over the last 37 days. So, I'm going to call students by

035um by name uh one at a time. When you come up, come stand right here. We have some nice things to say about you to share with the audience. And when I'm done, you'll proceed across the room and you'll receive a medal and certificate I think um on behalf and that's from the Combmes Education Foundation. So let's start with Combmes High School. Marian Horrison, are you here? All right, we will celebrate him at the high school. I know Ella is here. Ella, come on back. Come on down. [Applause] Come on over here, Ella. There we go. We have a few things to say. So, Ella truly shines as an outstanding student. Her dedication and kindness set her apart. Always the first to lend a helping hand in photography class, she effortlessly supports her peers. She

036selflessly volunteers her time committing to causes and school initiatives with genuine enthusiasm and heart. In her role as house leader, Ella leads with integrity and compassion, inspiring teamwork and school spirit among her peers. Her dependability, leadership, and generosity make her a remarkable role model and beacon of positivity within the school community. Congratulations, Ella. [Applause] Next from Comb Center for Success, Evan Baka. Evan, are you here? All right, we will celebrate Evan at CCS from Combmes Traditional Academy. Madison Madison from CTA. Okay, from Ellsworth, Harper Smith, come on down, Harper. Let me tell you about Harper. Harper goes above and beyond to follow the rise code every day. She shows respect by being kind and supportive to everyone and shows integrity by always being honest and standing up for what is right. Harper helps keep our

037classroom safe by making sure others feel included and comfortable. She stays engaged by part by participating in discussions, working hard, and encouraging others to do their best. Harper, congratulations. Right across Harmon Elementary School, Elelliana, Elelliana, are you here tonight? Yay. Hi. So, Elelliana has been selected for the collaboration award because she consistently demonstrates what it means to be an outstanding team member. She works well with her classmates in group settings, always listening carefully and contributing thoughtful ideas to discussions. She shares responsibilities and makes sure everyone has a role. What makes her shine even more is the kindness she shows to others. Leiana, congratulations [Applause] from Ranch Elementary. Franchesca, come on down. [Applause] Let me tell you about Francesco. A hard worker and a role model. He is always willing to help a classmate or a

038teacher and is a trustworthy helper. He loves cheering for his classmates. That's that's great. That makes me really proud of you during the daily activities. and he's so proud of his class family and acknowledges the good that they do. If a student is sad, he is the first to go alongside to comfort them. He works well and makes sure all are welcome to join in. He's patient patient, follows directions, and is such a positive influence. Congratulations [Applause] And finally from Simon, Claire. Claire, are you here? Yay. Hi, Claire. So, let's share a little bit about Claire. Claire is our student of the month at Simon because she demonstrates exceptional collaboration skills. She is always ready to help her classmates and they know they can rely on her. When working with others, Clare listens attentively to

039their ideas and contributes her own in a thoughtful, respectful way. She values everyone's contributions and ensures that all voices are included. Her cooperative spirit and leadership enriches our comm our classroom community. Congratulations, Claire. And let's give one more hand for all of our students of the month. Okay, we're going to go ahead and um take a short break. you have this time to take pictures or whatever and then we're going to um and then you can also take this opportunity to leave if you want or you can stay whichever one you want and then we'll reconvene in about five continue. So, we have governing board uh um reports. Does anybody have anything to report? >> Just really quick. >> Okay. >> Two really quick. I ha I'm very proud to say that I have a

040ranch roadrunner in first grade living at my house now. I'm super excited about and I'm super proud of well I'm not excited about this but I had a water leak and um the person who came to fix my water leak was a Combs graduate. He owns the business. His name is Christian Watkins. So if you need a plumber, Christian Watkins owns his own business. Was a Combs graduate in 2014. So very proud of him and um very professional and so if you need a plumber, let him know. >> Nice. I like that. >> So proud. >> All right. Anyone? Okay, >> let's hear your list. >> I just have a couple. I I love athletics. if if anybody hasn't picked up on that yet. Um it has been extremely exciting and fun to see uh

041Combmes Middle School and the new copper conference um seeing at the high school level and the middle school level in the past um going up against schools that are just not quite uh a level playing field, if you will. And now with this new co copper conference, seeing them um just kick the pants off of the other teams. I mean, they are doing an it's it's so exciting. Um and even when we have away games, there are it's rare that parents aren't all there to take their kids home and the bus might go back to the school almost empty. Um because there's so many people there supporting them. Um the girls and Mrs. Ridge could could correct me if I'm wrong. I think the girls basketball team, they won every single game, I think, except

042for maybe two and I want to say they're number two seed uh going into tomorrow. So, that's exciting. The baseball team, cross country, they've all been doing amazing. And I mean, it's just it's fun to win, you know, it's simply just really fun to win. Um, and hopefully they'll carry that excitement to the high school. Um, where I know there's lots of connections and it's really, really cool to see the high school coaches coming in frequently and taking that extra time out of their day that I'm sure they don't get paid for that extra time to go to the middle school and build those relationships with those middle school students that are going to be their future athletes. Um, so lots of great things happening at Combmes Middle School and then also with the uh

043Combmes High School football team. They have been slated by several um entities around the valley as number one in our division and so far they've held to that and they're two and0. So that's again it's it feels good to win. It's really fun to be a fan right now. >> Good job, Levi. >> Yeah, Levi Hogland, hats off to him. He's been doing amazing. So that's all I have. >> Okay. All right. We're going to go ahead. Um public comments? >> None. >> All right. Um any questions on the consent agenda? Okay. If there's no questions, I'll take a motion to um accept the uh consent agenda. >> I move to approve the consent agenda as presented. >> I second. >> All in favor? >> I motion carries. >> Uh five to zero. >> Okay.

044>> All right. So, we that brings us to 10.1 discussion, consideration, or approval of the resolution of the legendary teacher day. >> Yeah. This is just a res resolution uh so that we as a district just do take a moment to say thank you to our teachers. So even though we honored them up here and I said all I said this is just one more step to say uh thank you by saying as a district we recognize the importance of them. So I just recommend approval as presented. >> Any questions? If not I'll take a motion. >> I move to approve the resolution recognizing September 25th 2025 all legendary as legend legendary teacher day in the Jcom Unified School District. >> I second. All in favor? >> I motion carries five to zero. Well deserved.

045>> Uh 10.2 discussion and consideration of approval of the MOU with Dignity Health. >> Yes, this is just uh this is ongoing approval that we have and what it is is uh we partner with Dignity Health uh for backup really as our athletic trainers at the high school. uh we only have one and he puts in tons of hours and so if there's times where he can't be there or something uh that we need help then we have a agreement with dignity health that they would go ahead and provide uh trainers they do it very reasonable rate comparison does some other districts I've been in so I would recommend approval as presented >> any questions okay I'll take a motion >> I move to approve theou amendment to extend the agreement with dignity health to

046continue to participate in dignity health sports medicine program through August 3120 26. >> I second. >> All in favor? >> I motion carries 5. Okay. Uh 10.3 discussion consideration or approval of the K5 ELA adoption process and the 612 world language adoption process. This is just the process, right? >> This is just the process. >> Just the process. >> Process takes a long time before you have to get to approving the >> correct >> the actual vendors. But >> good evening, uh, Madam President, members of the board, Dr. Wyman, and of course, >> Miss Judy, who makes this all function. >> Yes. >> Um, >> very much so. >> Glad to be back. I know it's been only a whole month, but we're we're back to kind of take this to the next step hopefully.

047Um, just a reminder, this is the tentative timeline that we've been working on with our adoption schedule. So, we are up um at the conclusion of the 2026 school year for world languages and ELA for K5. Um, this is our overall adoption process which we shared with you at the last meeting. Um, tonight we're going to highlight those first two pieces um and the work centered around that. Um, starting with developing a timeline following those procurement guidelines. So, um, lots of information on that page, I know, but really it kind of breaks into three overall phases. Uh, the first of which is that committee formation and planning. Um, we went ahead and got started on generating interest. Uh, because that's one of the most important pieces of the adoption process. Um, so we've been working

048on getting that advertising out in a variety of ways u to try to generate interest. I'm happy to say that um to to date we have about 22 people who have expressed an interest. um seven of those or six of those, no, seven of those are parents in the community, which is great. That's usually our biggest struggle is getting parents who are willing to sit on that. So, being able to share that timeline in advance in the commitment, um we've got some folks who've expressed interest um should you approve the adoption process tonight, we would then formalize um their involvement with the committee um set up and establish those dates with them and kind of get that ball rolling. So, but we wanted to start to generate interest for folks who wanted to participate in

049adoption to make sure we had plenty of time to get the word out. Um, so tonight, obviously, we're September 10th. That's the board meeting here to approve the adoption process. Um, should you approve us moving forward tonight, we would send out those calendar invites in about two weeks, right around September 25th. Um, and then we would begin our meetings after the fall break. Um, because we're coming up on that. So, again, that's the second piece there, that solicitation of committee members. Our goal is always to get folks from multiple grade levels. We make sure we have special education at the table. Um we invite principles, specialists, um district folks, parents. We really try to make sure we have a broad array of folks um so that we have all of the stakeholders at the table

050to be able to share their different perspectives um within those needs. Um, so if you were to express an interest, for example, in the adoption process, um, it's going to ask you some questions just to kind of help guide and make sure we've got all of those different stakeholder groups, um, involved in the process. This is the work that we've been doing since we met last. Um, just getting that email out to com staff, um, community members by way of site newsletters. We've got it posted on the website. There's a QR code in the lobby if they come to the governing board meeting. Um, so we're just trying to get that word out there. Social media district website. Uh we send out a Blackboard message. So trying to hit up um as many different ways

051as we can um to get folks involved in the process. We made some adjustments. You might have you might note um we made some adjustments to the overall timeline based on your requests at the last meeting. So we kind of made a few strategic shifts to ensure that we could um have some progress updates at each of these meetings. So this last slide is just to share with you that this is kind of how the breakdown would be. Those dates should be familiar on your calendar because those are the next couple of board meetings minus the January one because we'll meet late enough in December. Nothing will change between December and January. But um so the goal would be should you approve us moving forward with the adoption tonight, but on October 8th, we would

052share with you our selected committee members and be able to give you that breakdown of how many parents we have, the various different staff members that we have, what that looks like. Um then those folks would get would be getting started on that work. Um putting together the rubric. That's the first piece of the equation. November 12th, then at that board meeting, we would come back to you with the draft scoring rubric to share with you how we're going through and evaluating each of our potential um vendors. Um and then we would give you the list of vendors who have submitted materials for review. So that part takes a while for folks to get in. So, that's a piece that um should you approve us moving forward, we would get started on between now and

053October because it takes a while for we have to give those folks a while to get those materials into us and then we'd be able to share with you what vendors have come in. Just as a reminder, just because a vendor submits does not necessarily mean it goes anywhere. We are obligated by law to put out that proposal. So, sometimes folks send in stuff that's not even close to what we're looking for. Usually gets tabled pretty quickly. Um that's why historically we've tried to do the rubric a little sooner. We're not going to be able to do that because of our time constraints. It's nice when we can send the rubric on the front end so they don't send us materials we don't want, but that would put us behind. So, the rubric will follow

054behind, which is is okay. It won't hurt anything. Um, and then we would share with you on December 10th which vendors were selected using that rubric um to go through the review with. Um and then we would come to you in February with a first read um of the committee input, share with you what the committee had to say, what they liked, what they didn't like, what recommendations they might make. Um and then come back to you of course in the following board meeting ideally in March hopefully for your approval so that we can get the purchasing process going because that that also takes some time. So that is our update. Questions? Okay. Um, when will you be doing social media? >> So, that's gone to, and of course, Mandy's not here tonight. That's gone

055to our social media team. I don't know exactly what the time frame is, Christine. Do you know? >> I think we were >> to solicit for community involvement, >> right? We went ahead and and did that via campus newsletters and those pieces, but we were um doing the social media, I think, in part because we got the golf tournament at the same time this week. So, we're trying to nuance those social medias, but those are ready to go. We've worked with the the marketing team to get those out. Again, that's why we wanted to give ourselves plenty of time to get give folks an opportunity to respond. >> And what would be the deadline for them to respond? >> Um I believe it's it's on I thought I thought it's September 25th. Okay. they'll have

056a couple of weeks to to let us know and we share in that solicitation we give them the the proposed meeting dates so that they can check in advance and know you know what their availability is like. >> Okay. >> Thank you. >> And one other clarification you had it on one slide but on the last slide at the October meeting we'll also have approval for you guys to put the RFP out for the vendors. So that will happen on the on the October meeting. You had it on your one slide but not the other. >> Okay. Any other questions? Okay. Um, I will take a motion. >> I motion to approve the curriculum adoption process as presented. >> Second. >> All in favor? >> I motion carries. 50. Do you have your mic on?

057>> Okay. >> Thank you. >> Sorry. >> You're good. >> Okay. All right. Uh 10.4 for discussion, consideration, or approval of uh the 202526 JOME strategic plan goals. >> We brought this uh a couple times now, talked about it at the June board meeting. Uh made some adjustments uh to goal number two in particular uh based on conversation and then added a component on an AI committee in in goal number four. Uh but it's not substantially changed from what the the conversation was previously. Um, so I'm more than uh willing to answer any questions, but otherwise I would recommend uh motion to accept it as presented. >> Okay. Um, any suggestion, any any comments, questions on this one? >> No. Okay, I'll take a motion. >> I move to approve the Jcom Unified School District

0582526 strategic plan goals as presented. >> I second. All in favor? >> I motion carries five to zero. >> Okay. Uh discussion, consideration of approval of the 20 202526 Joe Comb's Prop 301 performance based pay plan. >> Good evening again. Last month we shared the proposed performance plan for Prop 301 and I shared at that time that our 301 committee would be meeting and if they were in favor of those uh limited changes that were made we would then take those to the teachers for their approval and as shared in the packet we had 96% approval by the teachers for the 301. So, it would be my recommendation that the board put the final approval on this for the 2526 school year. >> Okay. Um any any um questions or comments on that when >>

059No. Okay. I'll take a motion. I move to approve the JL Combs Unified School District 2025 2026 Proposition 301 performance based pay plan as presented. >> I'll second. >> All in favor? >> I I motion carries 5 to zero. >> Okay. Uh 10.6 Six discussion consideration or approval of the 202526 JO Combmes administration proposition 301 performancebased pay plan. >> This really mirrors um the 301 but it's for administrators. The one exception that it's not technically prop 301 money. This is comes out of Money, but it's to recognize uh this group with their performance pay. And as you review it, you'll see that it's the sim similar criteria. >> Okay. Any um any questions for him? No. Okay. I'll take a a motion. >> Oh, you >> I move to approve the JL Combs Unified School

060District 2526 Proposition 301 administrative performancebased plan as presented. >> I second. All in favor? >> I motion carries five to zero. >> Okay. All right. Discussion, consideration or approval of the changes the policy as recommended by the ASBA and policy advisory 9009-914 and this is our second read from last time. >> And this is just changes uh to policies based on changes to the law in the last legislative session. So um pretty straightforward. nothing uh huge in in any of these. Um but uh obviously we want to be in compliance with the law. So unless there's a specific question, I would uh recommend approval as presented. >> Okay. Since our last time, have we had any more questions? No. Okay. Um I will take a motion. >> A motion to approve the policy changes as

061outlined in policy advisory 909-914 as presented. Second. >> All in favor? >> I motion carries five to zero. Okay. Discussion and consideration and adoption of the 202526 expenditure budget revision number one. >> What you've been waiting for all night. Madam President, members of the board, esteemed colleagues. Um, agenda item 10.8 is the adoption of the revision number one to our annual expenditure budget with primary or preliminary forms available at the time of our proposal in our adoption. The ARS1595Q allows schools to revise their budget no later than September 15th utilizing the finalized forms. This is what we're doing. Revision is based on our projected ADM. We did not change it. We are projecting 3515.134 students. But what the adopt or the revision, I know we got to get technical here. The revision does include the

062state aid supplement, the one-time DAA supplement, and the one-time free and reduced lunch supplements, which contributed $368,748 to our maintenance and operation and capital budgets. The specific amounts for each of the supplements that we received are located on page seven under question 10 A, B, and C. Just as a quick reminder on budget revisions, at the end of October, the Department of Education will issue what they call the budge 25 letters, which analyze our physical year, and they indicate whether another revision will be due. If one is issued under that mandate, we'll bring it back to you by December 15th. Anytime there's a sub a substantial impact or significant impact on our budget, I will bring you a revision, but all revisions will be due for this physical year no later than May. Are there

063any questions about this revision or the revision processes throughout the year? >> I don't have any questions. Do you guys have any comments, questions, concerns? Okay, I will take a motion. >> I move to adopt the 2526 annual expender budget revision number one as I will get your signatures right afterwards. >> I'll need a second. >> I'll second. >> Okay. All in favor? >> I motion carries 5 to zero. Okay. So 10.9 possible action to authorize legal action regarding the CATED funding statute and related EVIT IGA matters. So if you have any other questions of about that I guess at this time or ask but we just we're just taking a vote. So all right um I'll take a motion. I move that the district retain the services of Osborne Maladon PA as special legal

064counsel to the district regarding the EVIT satellite intergovernmental agreement and related matters and to authorize Osborne Maladon to initiate legal action on behalf of the district if needed. >> Second. >> All in favor? >> I motion carries five to zero. Thank you. Um all right, so we have some information and discussion items. um 11.1 discussion information on the 2526 district student enrollment numbers. >> Yeah, I gave you the report uh a week or so ago. Uh we're on projection for what we think we're going to occur based on what uh Julie just talked about. So unless there's specific questions, um we'll continue to give that report and continue to track it on a on a regular basis and and see whether we're gaining or losing students. >> Okay, any questions? >> No, thank you for

065continuing to do that. >> All right. Um 11 uh.2 2 discussion and information on capital bond expense report >> and she's back. >> Madam President, members of the board, we are going to talk about our capital plan. As you know, pursuant to ARS statute 15481 and 491, we need to bring to you our expenditures of any bond money. Last year, we did not visit with you because we had no expenditures in the prior year. Ever. All of our bonds were expended before. However, there is a stipulation that says in these statutes, you also have to talk about any future initiatives, which is why we're here tonight. What I do want to take time in doing is thanking our community members and our residents for the support in our prior bond election. These are just a

066small few items that we did. We had AC unit repairs, a land labs, bell systems, buses, carpeting, athletic storage, uh, auditoriums, classroom technology, the Combs Performing Arts Center, copers, custodial equipment, fencing, furniture, instructional software, irrigation pumps, kitchen equipment, mares, parking lots, uh, playground renovations, sand volleyball courts, security cameras, stage structures, textbook transportation equipment, and weight room equipment to must name a few of the items that were expended in the 2017 18 and 19. >> Wasn't the transportation building built and the district office? >> Yes, they were. >> Okay. >> There there were so many things. I tried not to go too long, but yes, there there were a lot. In fact, there's a picture that shows the transportation in the district office, but yes, there were quite a few things that um the constituents helped

067us with. So, that takes care of the past. Even though it wasn't done last year, it is a worthy reminder in my opinion. But what we do want to talk about is the proposed bond summary. Now, Dr. Wyman has been giving you information since April of April of this year, so I won't go into a lot of detail, but just reminding you that through the surveys, um the staff and the community engagement and your governing board approval, we will be seeking bond approval from our property owners and community members in November. We are targeting to uh spend money in health and safety, facility upgrades, student education support, transportation, sports and land improvements, debt refinancing of the ESCO, and then just having a small contingency um of anything else that should arise. Are there any questions

068about what the bond will be going for or what we did in the past? Thank you for your time and thank you to all of our constituents who have supported us in the past and hopefully in the future. >> Thank you. Um all right. Um 11.3 discussion consideration of changes um to policy as recommended by the ASBA and policy advisor 915-916. And this is our first reading. So, are you going to give us some highlights there? >> Yeah. No, it's there's it's just minor changes on bus driver requirements. And actually, as I read this, my mistake for putting on the this the second one is for accommodation schools only. And that would be at the county level. We don't u um if you know Panal County, they have an accommodation school, Mary C. O'Brien. That

069would be applicable to them, not necessarily to us. And so, I'll pull that on the next one, but it's just a minor some minor changes to the bus requirements, training, and responsibility. Nothing major. Uh so you can take a look if you have any questions but it's just uh updates with changes in in statute. >> Okay. Do you guys have any questions on this right now? >> Okay. Comments. Okay. All right. So then we are on to um requests for future agenda items. Do we have any requests? Anything any burning questions that you have? No. Do you have any? Okay. Um then I'll make a motion to adjurnn at 640. >> Second. >> All in favor? >> I I motion carries five to zero. >> Yeah.
