We got one minute. Okay, it is 5:30, so I'm going to call the meeting at 5:30 to order at 5:30. Um, I need um adoption of the agenda. I move to adopt the agenda as presented. I second the motion. All in favor? I I motion carries three to zero. Obviously, you see that we are small but mighty today and um we're going to bang this out hopefully. Let's get going. Um we're going to do the pledge. I aliance to the flag of the United States of America and to the republic for it stands nation indivisible with liberty and justice for all. Oh, sorry. I hadn't logged in yet, but I said I Okay, so um 4.1, we need approval of the meeting minutes for the last uh the regular board meeting. Does anybody have any
questions on that? If not, I'll take a motion. I move to approve the board meetings as presented. I second the motion. All in favor? I I motion carries three to zero. Okay. Um now we'll go to the approval of the minutes for the executive session. Does anybody have any questions on that one? If not, I will take a motion. All right. I move to approve the meetings of the executive session meeting on June 11th, 2025. I second that motion. All in favor? I I motion carries three to zero. Okay. Approval of minutes. The special board meeting. It was our board retreat. Um so how do you want to do this? How does this happen? Because yeah, she wasn't in there. So, we only have two. We'll go ahead and bring it We'll go ahead and
bring it back at the next. Just move that one and we'll bring it back at the So, you'll have to do it for both of those. Okay. We're going to table those two. 4.3 4.4 and we are going to move on to the superintendent report. Thank you, Madam President. Uh as uh this time of year as we're getting ready to start another year, um we There's uh u any number of different activities that are starting. We have them on the right side of the of the handout. Um just a couple just as a reminder. Uh we're actually on boarding new employees. Uh I think today was the first on boarding. Our new employees will report on on Friday. Uh all of our teachers, returning teachers come back next Tuesday. Convocation is next Wednesday. Breakfast at
0047. Convocation starts at 8 if you're interested in coming to that. Um, and then the kids are back on um on Monday the the 21st. I have a question. I have something on my calendar that says I need to be at the district office on Monday. Why? On Monday. Do we have anything? Friday. Check. Friday. Friday. It's the new employer and we just do that's th No, there it's Friday morning, right? This Friday morning is the new, right? The new orientation. Not quite sure what would be on your calendar for next Monday. Next Thursday is is convocation which you're welcome to come the 17th. That's Thursday. Yeah. Okay. And that starts at when? Uh 7 o'clock. So breakfast starts and then the actual uh uh ceremony or or stuff starts at 8. Okay. So Okay.
All right. Thank you for getting me straight. There you go. Do the best I can. Wow. Uh just a couple things going on this year is uh Combmes High School has got the Cogna engagement and review. Uh thanks to the team from last year led by Jess Ferman and uh Janna Eerando for a lot of the work and and Mrs. Loftess. Um they will uh kind of as part of the process you take a look at what's happening at your school. Um both the positive and in some cases areas for improvement. They've been doing that and they will have a a a virtual visit. I believe it's in December. Um so that's just something that's that's happening. We do have uh the schools preparing to come back. I do know that Harmon's got welcome from
head to toe and they've been working with um local businesses to uh renovate their staff lounge. So that's something that they're all uh looking forward to. Uh CTA's been very busy. They've had any number of students uh looking to uh uh enroll um 30 new students and and lots of tours. Um, we're still trying to figure out uh not figure out, but I think most of the the student count we will see will will be in the next couple weeks obviously uh now that we're past the fourth any new students that are that are looking to come in or quite frankly some that may leave us uh as they change around the different schools. We'll know more in the next um uh in the next uh couple weeks. Uh we'll give you the numbers. Obviously,
we try to wait until that first 10 days in terms of a drop. Um, so that we know that if there's any kids that that didn't show up and the parents didn't withdraw them and they don't show for 10 days, we'll we'll wait to get a real good number then. Uh, we are seeing some impact uh with some of the new housing developments, but it's still um hard to tell uh given the pricing, how many are coming in with with kids and some of those kind of things. So, we're hoped to have um a little bit more info. I will tell you that it's still competitive. I just saw that the land I Stephen, you'll know the school, but right there on Signal But the brand new elementary that Queen Creek um built a couple
years ago and the park across the side, there's a little 5 acre plot of land between on Signal But and Germaine just got bought up by a charter school. So, and that's going to be literally less than a half a mile away from that QC school. It's it's as close if you're in North Creek. What's that? What charter is it? Uh Santan Valley. And so it's closer to that charter as an example or to Queen Creek than it is to ranch. But that's the kind of competition that just continues to to grow and grow. So we'll continue to work on that. The other thing I will let you know um is that uh board replacement where we're at with that um is as of today there have till Friday. So there may be an additional
one or two, but as of today there are three people that have submitted an application. Um, and so then there will be interviews on the 21st is what I believe. I've heard both 21st and 22nd. So, but but basically, uh, 21st, 22nd, there'll be interviews. Jill Brousard will do the interviews. And so, I would anticipate that we will have, uh, a full slate of board members at the August board meeting unless um, it takes a little bit for her to do background checks or something like that on the on the board member. But, I would assume that we'll have a full slate by the August board meeting. And that's all I got for right now. Sounds good. Uh staff recognition. Yeah, we this is a recognition this month as we do the district office. So,
I'll go ahead and step up and make a couple of recognitions. So, the first person doesn't know uh and is actually behind the scenes, but we want to recogn recognize him. So, if Kyle come out from behind the screen. This is just like the Wizard of Oz. Then we get Kyle to come out so the district office recognizes with our blue apple. For those of you in the audience don't know, we chosen the blue apple. Blue as our color. So we use blue apple to recognize staff uh throughout the year. And so in this case, it's for Kyle. Kyle in the board meetings always sits behind the scenes and does the things that people don't see that need to be done. Um I know we know he's there. Yeah. And I I will tell you
when you take a look if you're watching online to see what our meetings are like compared to a lot of other people, these are significantly better than lots of places. Um it's not a static screenshot from the back where everybody looks the same. They actually move as they as people talk, go from one board member to the next board member. Great. We've had lots of different compliments from different people who see the way uh the board meetings are run. But I would say for Kyle, that's pretty much what Kyle does all the time. Uh he is behind the scenes with um the district office and in terms of what he does in technology. He's one of those people that if someone needs something done, he's there to get it done. And so we just wanted
to take a moment to recognize K and say thank you very much. [Applause] The next one is not here. She managed to sneak out without even knowing she was getting recognized, but she had a commitment. So, just wanted to let everyone know that we recognize one certified, one classified uh for the district office and and this year we're going to recognize Jen Corey for all the work she's done with the special ed department. I will u embarrass her at another time with plenty of conversation, but no, she does an outstanding job uh working uh as you know in many school districts uh for lots of different reasons I won't get into, but the sped population continues to grow and trying to stay on top of all the different issues that are there. Jen's done a
masterful job. So, we just wanted to thank her for everything she's done. So, that would be district office recognition. Perfect. Thank you. So, we have recognition today or student of the month. Correct. Okay. Any board you board members, we have your um any reports? No. Um a couple of weeks ago, I was able to participate in some community service along with a local church at Combmes Middle School and assist Laura Ridge in moving a couple of classrooms to um help her get ready to assist in um making it better and easier for her teachers. Um so that was neat to see her make that initiative to as she always does go above and beyond for for her teachers and be a part of that. Um basketball open gym at Combmes High School as well as
Combmes Middle School. Um it's just it's amazing to see how much uh extra the coaches put in even during the off season. Um Heidi Bush, she just special shout out to her. she is really putting in a lot of extra effort even though she is a high school coach. Um she really loves and serves all of those kids at the middle school as well so that she can ensure that she's building up those children when they come to Combmes High School. And so that's really great to see. Um Coyote Days, I was able to attend that today as well um for StuCo and golf and some of the other clubs that they have there. Um a great success. There was tons of kids and and their families and siblings, future coyotes. Um, and everyone did
a really great job there. So, that's all I have. Okay. Job. Um, all right. U public comments? We don't have any at this time. All right. That moves us to the consent agenda. Everybody had any questions on that consent agenda? I did not. I had a couple, but Dr. Wyman was able to answer them. So, um, if there's no, um, questions, then we'll go ahead. I'll go ahead and take a motion. I move to approve the consent agenda as presented. I second that motion. All in favor? I I motion carries three to zero. So, that gets us to 8.1 discussion. consideration of approval of to procure a firm to lead the superintendent search. So, we have uh two uh individuals here representing Grand Canyon Ed Services and ASA Arizona School Administrators Association that have uh
uh provided proposals uh for um doing superintendent search. And so, we'll invite them up to to give a a presentation or a short talk and then any questions you have. I don't know. Did you guys do rock paper scissors? But yet, we'll go ahead and ASA first. Okay. Mr. Paul Tai. All right. I don't know if your microphone is on. There we go. Try that again. Good evening once again, Madam President, members of the board. Dr. Wyman. Thank you for having me here and giving me the opportunity to uh speak with you this evening. So, I'm Paul executive director Arizona school administrators. A little bit about me. I grew up in Vermont. I was a teacher and principal there. Moved to Arizona in 2001. Continued as a principal, an assistant superintendent, then a superintendent for
nine years. And now I'm actually into my fourth year as executive director for Arizona school administrators. So why ASA? What about ASA? I mean, you may know us a little bit, but um little story behind us. It's a nonprofit 501c3 organization formed in 1971. We're member-based, member-driven, representing over 1500 school administrators from across the state. Few years ago, we started getting approached by governing boards actually asking if we would help with superintendent search services and being serviceoriented and and interested in helping our members and ultimately helping kids across the state, we naturally said yes. And since then we've engaged in 19 searches and um we've helped maybe three or four districts behind the scenes not not formally but helping mainly with interim searches things like that and um you know quite frankly I think we've
had great success all of the superintendents who are in those districts are still in those jobs. So they're knock on wood they're they're having success and um we've had great feedback from our boards and and the staff involved. We've done searches everywhere from um globe to Paradise Valley. So small rural districts to large districts and you know quite frankly our approach as a nonprofit is we're doing this as a service to try to help districts and help our members and ultimately help kids and communities. So um it's one of many services we we provide, but certainly wasn't something we uh we engaged in aggressively. So, we uh we try to help and that's that's what we're here for. So, we do have an expert team. I've been, you know, 35 or so years in education
and I am the least experienced member of our team. Our our primary four search consultants have uh even far more experience. They're all former superintendents and um in fact, Um, one of them, Dr. Tim Ogle, also was the executive director for Arizona School Boards Association for almost nine years, and it was a former superintendent, and they've um they've got a lot of experience to uh to bring and um so I'd like to say we have the A team or the ASA team. Um but anyway, we've uh we've had great success. We've brought in a lot of uh candidates both internally as in in the state as well as externally. We we've um had a couple districts that have selected out of state candidates. We recently helped Liberty District like literally um a board meeting to
approve a contract is tomorrow. So, it's not really finished, but their candidate is from out of state and moved to Arizona, but um we brought them 14 candidates in two weeks. So, it was a very accelerated process. But just using that as an example that we've got a national outreach and we're able to uh to quickly mobilize and our quite frankly our team pretty much knows every superintendent in the state. We've launched a future superintendent academy this year. So we had a cohort of 31 um striving or aspiring administrator spiring superintendents and so we're working on the front end too to help grow a pipeline of candidates. So, we're well um immersed in working with existing superintendents as well as, you know, trying to bring in new ones and and we uh have a a
formal mentoring program that we offer in partnership with the department of ed and with Grand Canyon University at no cost to the superintendent or the district. In fact, that's where I was today is the the day one of our um mentoring program. And that's been this is the 11th year we've done that and had great success with over 250 superintendents being mentored across the state. So, um I'll go over the process what it would look like a little bit and I've been told to be brief so I'll try to stick to that. You know, our goal is is just to get you the best uh guess best leader you can. We've got some big shoes here to fill with Dr. Wyman and he's been very active with ASA and appreciate all he's he's done to
help our organization. And a couple things we value is just transparency and a collaborative process getting stakeholders engaged. So a typical uh search process we we kind of break it into to six phases and this looks pretty general and it is because we we customize it to the needs and desires of the board. So up front that's what we try to do is is match the types of activities and provide options for the board to take it the direction it wants to do. For example, some boards want to engage in community surveys to help define the profile of the leader they want and we have a a template and we certainly customize that and and can administer that. Some boards want to skip that step. They they want to get a shorter timeline. Right now,
time is on your side and you have lots of options, but these phases kind of show what it would kind of look like with ultimately phase six being um your approval of a a new superintendent's contract. And in a different format which this is also I don't I think you have attached to the agenda item our our formal proposal but it it has um a timeline in there that has a lot of these components and then the times are blank because that would be something that the consultant would work with the board to determine what your timeline is but this is just another way of looking at those six phases and um we tried to outline here a little bit just our responsibilities and yours And um ultimately, you know, I'm not going to read
this stuff to you, but ultimately we want it to be what you want it to be. So, our role is to help facilitate your search. It's not our search and to um customize it to your needs. We have all the tools including national outreach, an electronic application portal. We um have formal background checks and all that, all the pieces behind the scenes. We have all those tools and then um you know customize things to your liking including the interview or excuse me the application questions and interview questions scoring rubrics. We have all those tools and you know certainly provide them but don't dictate what content is. And then um we also have an outline here what we ask of the board. pretty simple stuff that you already do and probably know is like following open
meeting law and confidentiality and you know not violating any laws. We we uh are well verssed in what the boundaries are and we'll help steer the board in that direction. I'm glad to hear Madam President you've been through the process before so you have an idea of what that might look like. We'll try to make it fun for you though please. Um and you know a couple things that we've run into just um point these out some of our recommendations is uh you know some protocols that that kind of channel communications through ASA and not through um the board like contacting candidates and things like that just so you have a very clean process. So I've spoken fairly quickly and want to keep that short and hopefully sweet but I'm certainly happy to entertain any
questions you might have. I don't really have any questions. Do you have any questions? No. Do you have any? No. Okay. Thank you very much. Okay. Thank you. Madame President, members, ladies and gentlemen, uh Mr. Superintendent, uh good evening. I'm Tim Carter. I have um had the privilege to create a LLC uh in retirement and it's called the Grand Canyon State Educational Services. And let me share with you that in my opinion, this little activity that you're going to be embarking on here shortly is the most important thing that any governing board will probably ever do in their tenure because it will uh hopefully outlive many of you. and it will have such a huge impact within your entire community and certainly within your school district. So, let me share a little information about myself.
Um, I have uh been raised in Arizona, uh, grew up in southern Arizona. Um, I have taught for many years. I coached for many years and I was a building administrator and a site administrator in other venues plus at the district office I think I've sat in just about every seat there is uh with the special exception of the special ed director 30 years and at the end of that 30 years which uh was in 2023 I uh was asked to run to be the county school superintendent in Yavapai County and I served five terms So 20 years um as a county school superintendent working with 26 school districts, 24 charters um and several hundred homeschoolers. One of the interesting things that you're going to find about this evening is that what Dr. Tai just
showed you is almost exactly what I'm going to describe to you. Um, almost all of this needs to be decided by you folks. The process, the procedures, uh, what you do, what you choose not to do, and obviously the ultimate decision of who your next superintendent will be is going to be yours. And so, whoever is doing this job of assisting you with that, that's exactly what it is. We're assisting you with the job that you have in front of you and we'll do all the things either more or less than whatever you might identify for us. So where ASA has a list of six items um I have a list of 20 each of those six items are identical um with groups of my 20. And so again, no matter which of the two
groups you choose to make use of, you're going to find that those are the types of things that we're going to be uh working through. At some point in time, it's going to be very important for the board to determine how actively engaged you're going to be. We have some boards that want to be involved in every single step of this process. We have some boards who nope, we don't want to be involved in the process. We want to be involved at the end of the process. And how you folks choose to do that is completely up to you. And the processes that we both have will get you to that point. You know, you can do this process in 30 days if you need to. I know I've done several of these. I've probably
done 20 of these and we've had some that we've done in 30 days. You can take a full year. You could take 18 months if you wanted. And I realize that you've got a superintendent that's going to be leaving and so that obviously is going to have some impact on your timing. Um the items that that the board needs to direct us on are the details of the six items that Dr. Tai showed you and the 20 items that I have outlined. Um my particular fee is determined on which of those 20 items you would want to be engaged in. If you want if you only want to be engaged in 10 of those, then that fee that I've listed on my proposal to you is probably going to be just about cut in half.
So, it can be substantially less than what's on that proposal based off of what you want to do and potentially what your staff could do. For example, I think everybody knows we probably will have a brochure. We may even have a video that would be shown to prospective candidates. Well, if the district wants to do that and we don't have to do that, at least in my case, that's certainly going to save you some funds. So, this is all a discussion about how actively engaged you want to be and whether or not staff from your campuses can be involved or not and to what degree. We've had situations or I've had situations where instead of the board wanting to meet with me rather uh regularly during the process, they wanted to establish a designate that
the board actually voted on. And so that design is actually my my relationship through the board is with whoever that designate is. And if you want to do that, we can. I don't prefer that. It's always nice to be working directly with the board, but we've done it and it has worked uh and it has been successful. the the searches that I have done are different than the one Dr. Tai talked about. His association does it on behalf of their membership. I have never charged a fee for any of those 20 searches that I've done. I did that as a service that I provided to my schools at no cost in Yavapai County. And I've done some that I also didn't charge anything for to help other county school superintendents out in their counties. Now,
most of those are going to be smaller school districts, but some were pretty good size as well. So, I think you folks have a really difficult decision to make. Um, knowing Dr. Tai and um Dr. Jornstad who does many of these searches, um, we've known each other. We've been friends. We support each other. Um I have great respect for both of them and I know they do for me as well. You're you're going to have an interesting time. Um it's a very important job and no matter which of our entities you choose to work with, we're going to shake hands and we're just going to continue to support each other as we go forward. So questions for me? Do you have any? Okay. Nope. I guess we don't have any questions. Thank you. So, my
question to you guys, are you ready to make this decision or would you like to table it and make a decision at another time? Um, you you tell me what you're thinking. I'm ready to make a decision, but if you would like to table it, I'm open to that as well. Are you? I'm ready. Are you ready? Sure. Okay. Well, then do you guys want to talk about it? Do you want Are you just What are you gonna do? Do you just want to make a motion? I'm ready to make a motion. Okay, go for it. I motion to approve Grand Canyon Educational Services proposal to conduct the search services for the superintendent position. Second. Okay. All in favor? I I motion carries three to zero. All right. just uh for a little bit of
direction and and for Mr. Carter. Again, thank you Dr. Ty for being here. Um we do have a board meeting August 9th. Mine may be off. It's a fairly light agenda. So if there is what's that 13th there's a fairly light agenda as of right now. So that may be something that over the next couple weeks we can discuss. Um but but right now the agenda itself has one or two items and so it may be something that if you guys want to go into exec session or something like that that can be a starting point depending on your schedule. So I just throw that out before you leave just so everybody's aware of what that is. If we wait till September I think we're probably running about September. We could do a special meeting
in between. We don't have to do the 9th or 13th but that's our next schedule one but we could do a special one if we needed. What's that look like for you? That would work. um before or after the meeting. Meet our meeting starts at 5:30. I I would prefer after because I don't know how long I'll talk. It's up completely up to you. Okay. So, I'll build the we'll build the agenda and I'll work with Tim and we'll get an agenda going and we'll I'll meet with you two at the beginning of the month. Make sure you're comfortable with the agenda and then we'll proceed like a normal board meeting. Um and then go into executive session so the everybody can leave for the executive session. You guys can do what you need to
do. Oh, I would like to have some like uh questions that you would like us to answer um so that we can all um think about that before the meeting. That way um we're we're not just sitting there that we have some actual guidance and figure out what we want to do. Absolutely. And you'd like all that to go through the superintendent? It it'll go to Judy. Judy can put bring it to us. It's fine. She's our point person. Okay. She's gonna be our girl. Thank you, folks. Thank you guys. I appreciate both of you coming. Um okay. Um 8.2 discussion consideration or approval um to appoint a represent representative as the district delegate to the ASBA delegate assembly. I know that um Mr. Ray has done it quite a few years. So um would
you be interested? I would not be interested. I think she's not here, so I think it would be best to wait for her to be back, but I I think Melissa might be good and interested, but I think we should ask her. Do we have to do it now, though? Yeah. Oh, do we have to do it this time? When does it have to be done by Let me see real quick. There's an early bird registration before the end of uh July if we want that rate. There is also a free virtual option just to do the delegate assembly only. I'm I'm happy to go. Why don't we just have I just didn't want to. Okay. Why don't I would say Stephen um Yep. Let's do it. And then if she decides that she wants
to do it, she can do it another time. All right. Okay. So, I motion to approve Steven Ray to represent Jio Combmes as the district delegate to the Arizona School Boards Association delegate assembly to be held on September 6th, 2025. I will second that. All in favor? I motion carries three to zero. Um 8.3 discussion and consideration approval of the qualified evaluators for the JO Combmes Unified School District for the 202526 school year. This is an annual thing we do. This has all the individuals that would be doing evaluations in our district. Uh you will note that the that one through 20 are people that all these people have been trained either through ASA or through AD. We have two people there that will be completing uh in the near future the the qualifications to
be evaluators. So to make it simple and not have to bring them back, we're recommending the the 20 that are already uh uh approved and then the other two that once they get the approval and we'll we get uh certification to show that they've done it then they're all approved to go ahead and do the uh evaluation. So I representative I would uh make the motion to approve as presented. Actually not a motion because I can't do that. recommendation. There you go. There we go. Okay. Um I am good with these. So you guys have any questions? All right. I move to approve the uh qualified evaluator list as presented with you know including the ones who will be qualified upon completion of the training. I second that motion. All in favor? I I motion
carries three to zero. brings us to 8.4 discussion consideration of approval of changes to the policy per per policy advisory 876-905 and 906-908 second reading. So what we have is 876 through 905 are uh part of ASBA's process where they are going through the different sections of the policy manual and collapsing things down. Um and so there's any number of them that have been deleted and and only because they've been put in other policies. Uh be more than happy to answer them. There's no any questions about that. There's nothing that's um really different. It's just a rearrangement uh of the same language. So there's not uh really substantial change to them other than placement. Uh 8 or excuse me 9006 to 908 those are uh proactive moves by uh ASBA based on some language of
bills that was p that were passed. Uh the bill in the case of the state legislature bills do not go into effect until 90 days after they close the session. They closed the session on June 27th. So 90 days actually puts it out to about the end of September. But given the nature of 906 to 908 and those bills, they are fairly substantial. I'll give you an example in a second. And so they've been proactive in bringing forward with the changes. Um and so in the case of I'm not sure which one of the three, one of them, for example, is the telecommunication device for cell phone policy. So the law that was changed that requires um that school districts that do not have regulations relative to or policies and regulations relative to cell phone
uh use. It's actually telecommuni telecommunication devices. So it can also be cell phones, Chromebooks, uh smartwatches, all of those kind of things have to put both a policy in place as well as regulation. What you're proving tonight is the policy. The policy is in effect the same thing as the law. Um what really goes on is the regulation is meat on the bones. We are working and have been working on the regulation for uh the cell phone telecommunications policy. After your approval, you'll get a copy of a proposed uh regulation that we put in place. The one thing I will tell you that's different if you look at that policy advisory. Given the interest level that people will probably have about this, uh, I thought it was easier to go ahead and take instead of
trying to take their recommendations for regulation R, I made it RA and then I'm proposing a second regulation that specifically speaks to what are the guidelines for how kids use um, telecommunication devices in our district. And so what you will see probably on Friday but maybe Monday would be the regulation. We're working through it. Uh uh the issue that's come up and what's happening across the state so that you're aware is the the discussion that most districts are having is not using a cell phone. Is it going to be bellto bell so the time you walk onto campus until the time you leave campus or can there be times during the day that you can use it? What we're seeing is a lot of districts, uh, some of the bigger ones, Gilbert, Mesa, Phoenix Union,
have made a distinction between K through 8, 9 through 12. K through eight tend to be, um, no cell phone from the time the bell rings till the time the bell's over at the end of the day, unless the teacher, for some reason, would be using them. Again, you need to keep in mind it's telecommunication device, so Chromebooks would apply because there's issues related to social media and stuff. So, it's a little bit more complex. But those same districts are saying for high school kids because they're older, they will be allowed to use their cell phones in passing periods and at lunch. So our recommendation on regulation is going to follow that suit. There are some districts out there. So don't be surprised that you you don't if you don't hear some stuff from some
districts that are saying no, you can't use it at any time during the day. And that just becomes the way the law is written. You can go either way and it just becomes a a district decision. But this is for the recommendation of the policy. But I wanted to give you the background on the regulation because that's going to be the issue. Um we would look to start letting our community understand on Monday. So a full week in advance that based on this law, this is what's going to happen starting the 21st of um of the of the July 21st. So, I just want to give you that background so when you see it, it's in it's the regulation is in alignment with the law, but there is some additional language to help people understand
exactly what we're talking about. And just know, I'm going to go on record right now. Uh we'll be chasing this tail for the next two and a half to three, four years. Um, as soon as we put this thing in place, I'll be I'll absolutely guarantee you I'll be back talking to you guys at least twice this year for all the different things that someone didn't think about or some kid was smart enough to get around or someone's really upset about. And so, we're going to be chasing our tail on this one. With all due respect, there's a whole lot of things in this world we ought to be solving. And I'm not sure cell phones are it, but it is the law. So, we'll go ahead and uh move forward with uh the regulations.
But don't be surprised if you also see when you get your um discipline reports that technology violations have gone up substantially because we now have a a thing we have to do. So I'll just give you that and then I'll be open to answer questions or we can move on. Hopefully their grades will go up too. We would hope. So I have a question. How does that look for comb center for success? It would be so you gota you got to separate out the two different things. In terms of the phones, it would apply the same as you would at the high school. They don't have the passing period, so you're probably not going to be using it during the passing periods the same way. But if they had a lunch break, it would apply
at the lunch break the same way. The middle school kids this year were not housing down at at the at the Center for Success campus. We're housing them on the middle school campus in a in a a different setting. And so those kids would follow the same process. In terms of the computers and using the computers, then we have in the regulation expectations for when you're using your computer or whether you go to social media or you don't go to social media. And if there's a violation of those kind of things, then then the the policy or excuse me, the the handbook already has consequences for what happens if you misuse technology relative to cell phones or relative to Chromebooks. So we would just put that in place. So I don't think the teachers at
the middle or excuse me at the center for success would be any different than the teachers at the high school in the sense of um in some cases they they use it a little bit more because online but the expectation is still you're an egeneuity you're not bouncing to social media you're not bouncing all these other places. If they do then they would face consequences as appropriate. Okay. Thank you. All right. Um, any other questions? If not, I'll take a motion. All right. I move to approve uh the policies advisory. I second that motion. All in favor? I motion carries three to zero. played bingo over the last couple days. So now I feel like I have to call it like they she was very very fluid. She's really good. Okay. 8.5 discussion and consideration
of approval of hearing. Did we already do that? No. No. Hearing officers for J Combmes Unified School District uh for 2025 26. We just bring to you every year a list of people that could potentially do hearings could be either uh students or uh uh staff. We've used them very little. I think once in in my six years here, but we'll bring them bring them forward the way our gives us a little bit of latitude. Mr. Huffford isn't a former attorney, so we do have attorney in there in case there's a situation that's that we need we feel we need attorney. So, I'd recommend approval as presented. Okay. All right. A motion to approve the 2025 2026 Jomes Unified School District qualified evaluators as presented. Second. All in favor? I I'm sorry. It should say
hearing officers. That's my We'll redo that. I'll fix it. No, that's okay. I motion to approve the 2025 2026 Jomes Unified School District hearing officers as presented. Second. All in favor? I motion carries three to zero. All right. 8.6 discussion and consideration of approval of the adoption of the FY district expenditure budget. Here we are once again. Madame President, members of the board, Dr. Wyman, esteemed colleagues, and members of the audience, the moment you've been waiting for all night. I know. The FY26 proposed annual expenditure budget was presented at the June 11th governing board meeting as public hearing and action item 8.14. Tonight's agenda item satisfies ARS5905 that requires you to adopt the budget no later than July 15th. No financial edits were uh made to the proposed budget that is being presented tonight. The
only change was to remove former uh board member Mr. Beach name off the cover sheet. The budget was prepared using a projected ADM of 3,515.1340 which resulted in an M budget of 29,68,686 with unrestricted capital budget being 1 million639209. If you adopt tonight, no, when you adopt tonight, we will post these on our website and uh upload to AD in time to meet the statutory requirements. But I do want to point out that the legislature was still in session at the time the proposed budget was prepared. The session closed and the auditor general did issue final new uh new final budget forms for us last Tuesday, July 1st. the new forms will impact the our budget. The there are two actually two different uh calculations that we have yet to receive from AD. So I
was not able to try to do any kind of amendment. Once we get those, we will comply with the new requirement, but subsection Q gives us until September 15th to make those adjustments. So once we receive that information, we will have it to you no later than the September 10th regularly scheduled meeting. Are there any questions about the budget? Yeah, it's going to impact us positive or negative in a positive manner. Sweet. All right. We uh will receive a little bit more for DAA. Free and reduced lunch price will change and then we also had uh prop. Okay. So all of those will come into play. All right. Perfect. All right. Any questions? All right, I'll take a motion. I move to approve the adopted of the budget of the FY25 2025 2026 district expenditure
budget as presented. I second the motion. All in favor? I I motion carries. Oh, three to zero. At this point, um we don't have anything for information discussion right now. Okay. So, I am going to um let's see. Call for an executive session at 6:17. Uh I need a motion. Well, I'll make a motion to go into executive session at 617. Second. All in favor? I I And if we get signatures on the budget and everything before we go in there, just so that three to zero. Okay.
