001for the agenda. I move to adopt the agenda for as presented. Second. All right. All in favor? I I Lisa I. All right. Motion carries four to zero. Okay, let's go ahead and do the pledge. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay. Obviously, we have some um Mrs. Horn is joining us via um the internet. I guess she's phoning it in today. And then um Mr. Ray is not able to be with us today. So it's us three holding down the fort. Um so we have um some u the meeting from the last the minutes from the last board meeting. Does anybody have any questions on that one? If not,
002I'll take a motion. I move to approve the board meeting minutes for May 14th as presented. Second. Okay. All in favor? I I le Lisa. All right. Motion carries four to zero. We have the superintendent report. Thank you, Madam President. Uh closing up shop for the school year. Uh number of different things still happening, still exciting things are happening in the district. uh CCS had their graduation uh and and it's a unique path uh to success. Uh what you see the picture there is is the kids sign the door when they graduate. They had 86 students who completed uh their courses either at uh CCS um high school or the online program. um for the graduation ceremony. They had winners uh for their uh uh based on uh the different uh core um values. They
003had Braden Dunn for personal responsibility, Jennifer Barlo for academic integrity, B. Scragggins for community stewardship, and Haley Price for kindness and respect. They also honored 11 students with silver cords, which that means that those kids actually did 13 years in our in our district. Uh the Combmes Clay Crushers, our uh ski trap and ski um team was state champions again for the third year in a row. Um congratulations to Logan Bradford for the individual state champion. See, Road Runners uh over at Ranch closed out school year with pride, gratitude, dedicated teachers, and support of families and hardworking students created a positive inspiring um learning environment. At the Combmes High School graduation, they proud they proudly celebrated graduating 273 uh students. Special honors uh were given to valadictorian Logan Tuckfield and saludiatoran Ken Lee Clair. Uh
004they also recognized 72 students who completed their entire K12 journey within JL Combmes. So you're seeing close to 100 kids between the two that that put their entire time in with our district. So I think that's uh speaks highly of our of our district. Um, and it was uh probably one of the nicer ceremonies that I've been to in a long time. The kids were very well behaved, very respectful. So, I thought it was an outstanding job. Simington filled their finished their year with a lot of pride, including fun-filled Pete the Cat kinder moving up ceremony and a heartfelt heartfelt sixth grade clapout. And then they're promoting Dream the Dreambox competition this summer. CMS um hosted its annual awards assembly with each teacher honored their student of the year and the pre prestigious cougar of
005the year. Uh that was awarded to Mariana Montano and Hyram Moch. Uh congratulations to both. Uh they also conducted interviews for student council and house leaders for for next year and then they hosted the eighth grade formal with memorable memorable night in London theme. Harmon ended the year with celebrations and smiles. The annual Harmon's Got Talent show including 30 amaz 30 amazing student performers who entertained a crowd with singing, dancing, jokes, and more. Water day was a fun-filled event along with the kinderg ceremony and the sixth grade clapout. We also we've been having a lot of success at the high school relative to um uh our esports, but we also have a robotics team and they qualified uh for I got to figure this out because they got awesome waffles for everyone as their name.
006Put on a fast performance. We're proud of students dedication, quick thinking. They ultimately ranked fourth in the playoffs. Um, and so, uh, Aiden Ganglin, James Royce, Michael Al Abel, Alejandro, and Ernesto Verel, um, were all individuals that were part of the team. Did an outstanding job. We also had some, uh, students at middle middle school students, Laya Jane Bacon, and Joselyn Cumington were accepted into the highly competitive camp scrubs program at Bern Banner Iron, uh, Ironwood Medical. Um, that's a summer program. The Knights at CTA ended the school year with joyful celebrations involving student, staff, and families. They also had their kinder prom promo promotion. And the sixth graders who served as their reading buddies uh all year long, proudly escorted the kindergarteners in the ceremony. And for teacher appreciation staff honored their superhero educators
007with fun capes and wrapped the year with a spirited day of of um games and camaraderie. Uh let's see. Ellsworth, they went again with their clap out of the Kinders. Uh had joyful celebration and they they had their annual multicultural fair where students and families shared their heritage through food, art, and performance. Uh end of the year honors recognition recognized fourth quarter honoral recipients and celebrated our Eagles uh from the start students who've been with us since kindergarten. Um, sixth grade clap off also took place as they move forward into the next phase of their life and a schoolwide uh, morning meeting helped close the year with energy and gratitude. Big news out of FFA. I know he's been working hard for this, but our recent graduate Connor Morgan was named the state FFA vice
008president, which is a huge, tremendous honor uh, multi-day interview process. It's a leadership role in which she will travel the state next year uh representing uh the state FFA as well as ourselves. Actually puts everything off for one year um while they do that portion of it. So that was uh a a great achievement for Connor. Also, I'll take a moment just to let everybody know, I know the leadership team and and um board already knows this, but just so we can make it official. Um just want to let everybody know, especially those that um may see this later on, that I will be uh retiring at the end of next year, so June of 2026. So, I'll make it official. I have a letter here I'll give to the board um with my letter
009announcing that again, probably more than anything else to everybody in the audience as well as the board. Thank you. We still got a lot to do, but truly we've done a lot and it's because of your support that we've been able to do the things that we've done. I think we moved the district uh uh quite a ways in in many different uh areas and we'll continue to do that. But I just want to let people know so we can put an announcement out and move on with the search and do everything we need to do. Thank you. All right. Um I got Yep. Oh dear. That'll be like everybody else. So, this uh this month, what we do is uh choose to honor a couple of the leadership team. Um we have a leadership
010team of about uh 25 people. So, we select uh a couple people for honoring with the blue apple. Um, I don't have all the things that all the other people do because I'm a high school teacher and we don't do that kind of stuff. Um, unlike the elementary, but we do I do want to take a moment to say thank you to the whole leadership team. Uh, it's a thankless job to be uh in a leadership position, especially nowadays. Uh, but you see people showing up every single day u making a difference. And so when we honor one or two people tonight, the truth of the matter is there's a whole lot of people that could be honored. There's a whole lot of people that should be honored. Um and so irrespective of who gets
011honored tonight, uh those that are sitting in the audience and always sitting in the audience need to understand that they have my grateful thanks for everything they do for the kids. I get to see what they do for the kids. A lot of it's behind the scenes. A lot of it people don't see. But there's a commitment and dedication uh that's that's bar none. And so for me to you guys, before I give those out, I do want to thank you guys because you do amazing job every single day. We thank you. Thank you. for our two winners this um year. The first one has been with the district for her entire career. Has uh worked to make her school that special place and that connecting point which is not always easy given the transition
012of the students that come to her school. There's that in between period between elementary and high school. And Laura's done a fantastic job in the way that she's brought her team together. So I invite Laura up here for leadership award. [Applause] No cookies. What? And I think I think the one thing I do want to say that that as I deal with people around the district, especially parents, um is to a person, they speak to her kindness, her caring, and her love for CMS and what she does for CMS and how much she cares about CMS. um and they go ahead and and it doesn't matter who it is, even those that may be upset with the decision still come back later to say, "I appreciate the way she cares about the kids, the way
013she cares about her community, the way she cares about her um uh staff." And so that caring is what we're really all about. So, thanks, Laura. Appreciate it. Good job. Just so you know, I'm in trouble for the second one because there's the belief in my household that maybe we shouldn't try to surprise someone, especially if someone's had to do a whole bunch of work because they think they're speaking tonight and they're actually not. It was just a way to get them here. This is really my way um to go ahead and say thank you. Um, so this next one, Yeta, if you could please come up. [Applause] It's really my way to say thank you because um back to what I said before, you have a a person who's been in the district approximately
01412 years and who's made a profound difference in in the lives of many different people. And uh even when I first got here, there was everybody talking about Yetta. Who's Yed? What's Yeda doing? But it's Yetteda because she cares. Yeta's just cares about everybody. And I'd go into a couple meetings and Yeta be there and everybody talking about Yeta and how much she cares. So you see a theme whether it's Laura or Yeta about caring and making a difference and truly wearing a heart on a sleeve to say this is who I work for. This is why I do the job that I do. And I think we forget at times in the world we live in today just the commitment and dedication that so many educators have. And I know that Yeta has demonstrated
015it so many different ways with so many of you. And so it was really I just wanted to take a moment to say we really really really do appreciate all that you've done and all that you meant for all the people in the district. We wish you the best of luck in your transition but also a heartfelt thanks for everything you've done. [Applause] Okay. And no student of the month. No student of the month. So, governing board members, um do you e either one of you have anything? Um I was able to attend the combs for success um graduation and wow that was beautiful. um those kids are just incredible and the stories and um I was able to um really get to have a little bit of insight through my daughter who worked with
016them as well. So, it was so awesome to see all of their faces and um the stories are just so powerful and it just I mean graduation is meaningful in itself, but just to have that a sense of accomplishment and and some of those stories that those kids hold are just incredible. So, it was beautiful. Thank you for inviting me and thank you for allowing me to be a part of it because it was awesome. Good. Mr. Beach, no. Um I have a couple things. I was actually at the state um trap uh shoot and they did not win it last year. They lost it by one. It was a very sad day, but this year they won it by 25 and um those kids brought it. I was entering scores because I didn't have
017anybody shooting and um personal bests were amazing. Those kids were strutting around like they were they they were so excited. It was just it was a really good um a really good um day. I don't know you guys probably don't understand but when you um keep score if it's a tie then they have to do reverse scoring and there were so many that came down to reverse scoring. It was crazy. Um so anyway that was super exciting. Um, I think they are designing buckles here soon, so it'll be great. And, um, Connor Morgan FFA um, state to get to be a, um, on the state team is amazing. It takes years of per um, getting your paperwork in and all kinds of awards. And, um, he's he's our first state leader out of this out
018of Combmes High School. So, he's our first. So, he um I think in in a couple weeks goes to Washington DC and he's does stuff out of the Department of Education on a on a a regular basis and then goes to all the FFA um places in the state. So, anyway, um those are some great it was it was great to be I watched him on TV. I didn't go, but it was it was in Tucson. Yay. Um, but those are things I had. Um, Lisa, did you have anything? I do. Um, even though I think this puts me at risk for being on the big screen. Oh, yeah. You're there. Smile. Hello, San Diego. Um, I was able to attend the Combmes High School graduation and it was amazing. It was the first time
019I had ever attended the Combmes High School graduation ceremony and I've been to a lot of graduation ceremonies and it was top-notch. It was um it exceeded all of my expectations and I was so proud to be there for Combmes High School. Um I've been working with a local church also to collect donations for Harmon and Project Bridge. Um, so we're in the process of gathering, I believe it's about 50 backpacks that will be filled with headphones and all sorts of items that local children will need to start the school year. And then uh attending some of the open gyms for girls basketball um outdoors of course for the girls flag football that is starting up. And that's really exciting to see the students get excited about that new sport that we have. um cheer
020has been doing an open gym and then also our boys CA CHS varsity and JV soccer has been competing this summer as well. So, it's just really neat to go out and see all of the amazing things that not only the students are doing and the families that support them, but our coaches that are working really year round in in this day and age where sports are so competitive that we've got soccer and flag football and basketball and cheer and all the different football. um you hear you hear all of them anytime you're around the campus or out and about. So that's neat. None. Okay. So we have um consent agenda. Does anybody have any questions on anything in the consent agenda? Okay. If not, I will take a motion for um the consent agenda.
021I motion that the governing board approve the consent agenda as presented. I second. All in favor? I um Lisa I I motion carries. Four to zero. Okay. So um with that we will go to our action items. 8.1 discussion and consideration of approval of the spring uh substitute stipen. Yeah, this is just the stipen we give to u uh uh substitutes in the spring if they work more than 75% of the time. And so uh we brought it to you last month, so I'd recommend approval as presented. Okay, any questions on that? Okay, I'll take a motion. A motion to approve the substitute stipen for serve substitutes working 75% or more days for the spring 2025 semester as presented in grant district staff the ability to correct any minor errors that may be discovered during
022the release of content at ends. I second. All right. All in favor? I I Lisa I All right. Motion carries four to zero. 8.2 discussion and consideration of approval of recommendation for the final payment of schoolwide student achievement from Proposition 301 performance pay plan 202425. This is brought every uh June. Um and it's based on goal setting and and uh specific activities that staff must do uh throughout the course of the year. Uh there those that complete everything receive um $800. If you remember in the past, it used to be a lot more, but we took a lot of that and put it into the base. Um and so uh between the valuations and the different departments and principles, uh the areas that they would receive points for have been given. So, I would recommend
023approval of the uh payment as presented. Okay. Any other questions on that one? Okay. Um if there's no questions, then I will take a motion. I motion to approve the final payment of the schoolwide student achievement portion of the Proposition 301 performance-based pay plan for the 2025 school year as presented. And this is something that's on this is added, huh? And grant district staff the ability to correct any minor errors that may be discovered during the release of contract agenda. Okay. I second. All right. All in favor? I I Lisa I. All right. Motion carries four to zero. Okay. discussion and consideration of u recommendation for final payment of administrative performance pay plan 2425 and that pay plan is the same as the teachers but it goes to administration um and the the the correction
024of any minor errors is when you have so many people's names that way I don't have to bring them back to you and have a special meeting and all that kind of stuff but uh so it's the same as with the certified staff uh and so I'd recommend uh approval as presented Okay. Any questions on that? Okay. If no questions, I'll take a motion. I motion to approve the final payment of the administrative performance-based pay plan for the 2425 school year as presented and grant the district staff the ability to correct any minor errors that may be discovered during the release of contract addendums. Addendum then duh. Sorry. I second. Okay. Um, all in favor? I Lisa I right motion carries four to zero. Okay. Um 8.4 discussion and consideration of approval of the renewal
025of the intergovernal agreement between Panal County Sheriff's Office and Jolmes Unified School District for a school resource officer. I can talk or if Ya wants to come up one more time she can talk. This is just uh again something we have to do annually uh now that we have an SRO at the high school. There's a couple minor changes in there from uh previously but in essence it's the same thing and it's just our agreement with PCSO so that uh we can have the officer here. We are looking at some other options for some of the other schools but but it's kind of in limbo uh relative to the state. So if something comes through we'll bring it later on but this would at least ensure that we have an SRO again at the high
026school next year. So, I'd recommend approval as as presented. Okay. Any questions on that? Okay. I'll take a motion. I motion to approve the IG between Panel County and the Jails Unified School District for a school resource officer at CHS for the 2526 school year as presented. I second. All in favor? I I Lisa I. Right. Motion carries four to zero. discussion and consideration or approval of the amendment to the EVIT IGA. Right now there's ongoing discussions on the new EVIT IGA. The IGA runs out at the end of June. There are some concerns that have been raised on a number of different levels that you guys have been aware of. I've shared with you uh the last week or so. This amendment is to uh give all the parties another month to try to
027come to an agreement on the EVID. what you will see in the next agenda item when it comes to the special uh students with disabilities and special education. That portion of the agreement does not have uh concerns. It's the the main portion. Um what I will say based on any number of different factors that have occurred just in the last couple days um uh do not be surprised if if this amendment extends beyond July. Um, I think there's some issues that are um, significant in perceptions of how the member districts operate and how EVIT operates. And although EVIT may have the perception that they may be able to move through some of those concerns uh, fairly easy, I would suggest that some of the member districts don't quite hold that same uh, opinion. Um, and
028there's some political things that are happening and comments that are being made um from I'll say EVIT that are not helping the situation out to be totally honest. So, I believe we need to uh approve this, but do not be surprised if we come back in July and have to extend it because there's some significant issues that are going to drive a wedge uh between member districts and EVIT. So, we're just approving an extension. We're just approving extension for one month in hopes so we can negotiate something. Okay. All right. Any other questions? All right. I will take a motion. I move to approve the amendment to the EVIT. Second. All in favor? I I Lisa I. All right. Motion carries four to zero. All right. So then we have 8.6 Six, discussion, consideration or
029approval of the amendment to the I EIT IGA regarding the participation of students with disabilities. Uh in this case, this came about several years back because of a complaint filed uh against EVIT for not uh providing services for special needs students. Uh this was negotiated. Um there's no substantive changes. There's a couple minor changes. Um and so it's pretty much what's what's been happening for the last few years. So I'd recommend approval as presented. Any questions on that? No. Okay. I'll take a motion. I move to approve the amendment to the IG the EIT IGA regarding participation of students with disabilities as presented. Second. All in favor? I I Lisa I motion carries four to zero. Okay. 8.7 discussion, consideration of approval of the IGA with the Panal County Community College District. Um, John, you
030want to come on up and kind of give an overview so I don't screw it up? So we are adding a an elective class. It's a dual enrollment class with Central Arizona College. It's um automated uh excuse me automated I lost my words. Oh, automated industrial technology AIT. Um, sorry about that. And it is uh it is not a CTE program. It's just an elective. I shouldn't say just, but it is an elective program. Um, it will be taught by a uh CAC instructor. CAC will provide all of the equipment and materials necessary for the class. Um, on our end, we are providing the space and helping with the enrollment piece uh of filling the class. Um in that agreement as well uh CAC would like to offer adult level classes dual not dual adult
031level classes in the evenings and so uh we've agreed that um if it works out for both parties that we can provide space for them as well uh for them to hold those classes for the community. So is this just um like a one class or they going to be teaching multiple classes? It starts with one year because it's a it's um multi-level. So the first year will be a it's actually worth three credit classes at the college and it'll be taught uh the first year and then there's a second level that will be offered to those students after they finish the first level for next year, the following year. Okay. I'm not explaining this right. Okay. So are they going to are you just going to have one session or are they going to
032Oh, I'm sorry. Like one section during the day? Yep. Yes. Um there there'll only be one. Right now we I think we have as many as 10 to 12 um okay that are willing to that are wanting to take the class right now. And of course we expected kind of low numbers. Uh because of the size of the equipment um and the space that we have they can't go much larger than that. They can probably go 15 students in the in the room at one time. Um so we're kind of right in that nice sweet spot to start the program and then build it slightly over the next couple. Where will this be at? Where are they going to go? Uh I think the 500 building downstairs 500 building, correct? The old sports med route.
033And that'll allow access uh through the back parking lot for their evening classes if that's if that's what we decided to do. So then it'll be a two-year thing. So they have this and then they go on. Correct. And and just so you know, the program is aimed to prepare students to go into things like the LGES plant. So, it's um they're learning to operate and fix machinery, hydraulics, pneumatic, those kinds of things. So, that that's what the training is all about. And that's exactly what we're seeing going up on the the 24 and down that corridor for those types of jobs. So, it's it's a great leadin for um a certificate through CAC as well. And it's not going to be under CTE. It is not. Now, it it is a CTE program for
034the college. Um, where we get a little bit sketchy, I guess you will, is that because it's a college course taught by a college instructor, um, it's really on them to decide, you know, if they want to jump into the the high school CTE piece, which involves a lot of additional things like the CTSOs and things like that that um, we weren't quite ready to jump into that. Now, it doesn't mean it can't grow into that. Um, but that would be further discussion with the college. Okay. Do you guys have any questions? Lisa, do you have any questions? My only question is um by pursuing this or moving forward with it, it does not create any sort of conflict of interest with any agreements that we have with EA already. Correct. It does not. No.
035Um in fact, it's it's just another avenue um potentially with maybe some less restrictions involved that will allow us to grow the program the way we want to grow it. and and so the board understand and so the board understands um part of the discussion relative to even in CT classes we are looking at multiple paths that give us a chance to expand what's available to our kids be besides just the traditional CTE route in this case it's dual enrollment class so that we do dual enrollment in several areas and so uh it won't it won't violate anything with the EBIT agreement because EVIT's not providing this these types of courses. So for those areas that EVIT does not choose to provide for whatever reason, not necessarily negative, we are just looking at opportunities to
036expand opportunities for our kids. And so that this would be an example of it. I think it's a great idea. Okay. So um any any other questions on this? All right. I think it sounds like an amazing opportunity. Yeah, thank you for sure. Okay. I'll take a motion. I move to approve the IGA with Panal County Community College District as presented. Second. All in favor? I I I um Lisa I I perfect. Motion carries four to zero. Discussion and consideration of approval of of updates to the 2526 school year fee schedule. So, we provide for you the whole schedule, but really all you're looking for is the three points that are down there that are in red. That would just be reflective of the agenda that you just passed. Um, uh, which is we now
037have a fee associated with that those classes. There's three areas. And so, we're just updating the course fee so that the kids know that there's a fee associated paid to CAC for the course. And so, I'd recommend approval um, as presented. Well, it just says fee paid to CAC. It doesn't say what the fee is. Right. What is that fee? Do we know what the fee is, John? Oh, okay. I have another question. Do they So, do they have to apply to CAC? Like, do they have to be accepted by CAC and then to be able to take this course? Right. Okay. Okay. Any other questions? No. Okay. I'll take a motion. I recommend that the governing board approve the 2025 fee schedule, 2526 fee schedule, and authorize the principles to wave the assessment of
038all or part of the fee assessment if it creates an economic hardship. I second. All in favor? I I Lisa I I All right. Motion carries. Four to zero. Um 8.9 discussion consideration approval to not allow online charter school students to try out for intercolastic athlet athletics and activities as defined and supported by AIA. So this is a couple things real quickly. This is an AIA generated requirement. It's not statute. It's not in the law in any place uh uh that we have. Um the issue that comes up to to play with this is you could have a kid as an example that's in an online class uh at premium vera let's just say who wants to play on our sports teams and what our stance has been in the past is don't go to
039premier vera come to our online school and then you can play on our sports if you want to go to prima sounds good to you that's your choice but then when you make that choice you don't get certain things it's a little bit different than homeschool if you're homeschooled the law specifically allows you to play sports if you're homeschool students. Um because of the amount of movement that there is available to kids at high school, the AA's came come down and said, "Hey, you got to take a stand one way or the other." We could allow them to play in some districts, too. Um but we're just asking to take a stand. My position has been since I've been here as well as other districts, is it a since we have a viable um online
040program. It is NC 2A clearing house approved, which means kids can uh go to college on a scholarship based on those courses. then they can go ahead and come to our school if they want to play in our sports. So, I would recommend uh denying kids that are not in our system from playing sports. Um if they're not uh on in our online program. Okay. Any questions on that? Feel like we've approved this probably three or four different times. We have to approve it every year. An agreement. We have to do agreement. Yeah. All right. Any other questions? All right. If not, I'll take a motion. With that, I'll motion to only allow online students attending the district's online school to be eligible to participate in district's intercolastic athletics and activities as defined and supported
041by the AIA. I second. All in favor? I I Lisa I I Right. Motion carries four to zero. Okay. Now we have a bunch of second reads. All these awesome policies. Um uh 8.2 discussion and consideration of approval changes to policy GCC. Second read. This deals with bereavement and we've just expanded. Currently we have a thing that the policy only allows you 5 days. Um we've had several employees over the course of years that might have multiple unfortunate deaths in their family and they would only be able to to take five days. Uh and so we've just expanded uh what's available um for um our staff in in the situation where they might have uh direct family members and what we've tried to do is define those family members. That's what followed a lot of
042the changes. This is defining the family members. So I'd recommend approval as presented. Okay. Not to be sarcastic, but I hope no one really has to use this policy. Gosh, that's Yeah. Okay. Rough year. Um, any other questions or comments? All right. If not, I'll take a motion. I motion to approve the changes to the policy GCC as presented. I second. All in favor? I I Lisa I I Okay. Motion carries four to zero. 8.11 discussion and consideration or approval to of uh changes to policy L no JLCC second read this is just uh a minor change relative to students that that have lice and uh rather than um not being allowed back until they've been treated uh the change in policy would say they would be excluded at the end of the school day
043so they'll be uh uh placed uh not in the general population so to speak you know taken another classroom with a nurse till someone can pick them up and then once they start a treatment they're allowed to return to school. So I'd recommend pres uh approval as presented. Any questions on that? Okay, I'll take a motion. I move to approve the changes to policy JLCC as presented. Second. All in favor? I I Lisa I I motion carries four to zero. Okay. 8.12 discussion and consideration or approval of changes to the policy recommendations from ASA ASBA policy advisory 866-875. This is just their update to section C. You've looked at uh A and D just based on the way it came out. And so this is going to continue through the rest of the sections. I
044will let you know um that I've been asked to review a couple of the sections. So, I'll be able to give you some heads up on some of the stuff. Some of the bigger sections, G&J, I was asked uh the other day to if I would review them. Um unless there's any big questions, I would recommend approval as presented. It's just a streamlining into uh streamlining of some different policies and regulations exhibits. Okay. Any questions on that? All right. I'll take a motion. I move to approve the changes to policy as presented in ASBA policy advisory 866-875. Second. All right. All in favor? I I Lisa I Okay. Motion carries four to Okay. Um discussion and consideration of approval of the 202526 board meeting dates. So you have the uh calendar in front of you.
045There's just two things to take a look at. Uh based on the way the calendar breaks out, we would move uh the March meeting to the first Wednesday instead of the second Wednesday because of spring break. Then uh the board retreat, you'll see a note. So when you make your motion, you have to decide what it is you want to do. We talked a little bit about um one of the issues we have during the summer is how do people get vacation time and stuff? And so some even for board members, I know we have Mrs. Horn calling in tonight, but I know Miss Valenuela is going to or Dr. Valenuela is going to be gone in July. And so just in order to give maybe people a little bit more space within their calendars,
046uh leadership team requested and and we added a third option from what they requested. So the three options you have for the board retreat are um to go ahead and and option number three, I'm going to go backwards would be like we do it right now, which is we have a meeting on Wednesday and then next Monday we have another meeting. Option number two is that uh we would go ahead and um have it the day after the board meeting. So we'd have the board meeting tonight and then the next day we would have the retreat. That way it's all squished into one week and and people have an extra week to take vacation. And the option number one that we uh came up with I think after the leadership team actually met was do
047we start uh the board retreat a little bit later on the day of the um board meeting. So, like today, start at 11:00, run the retreat from 11:00 to 5:30 or 5:00, take a quick meal break, and then run right into the U meeting after that, and then that way everything's done in one day. And then people don't have to worry about coming back, and it just frees up that much more time that potentially, whether it's board members or leadership team, has a chance um uh to take vacation time. So, you'll have to decide which one of those three you want. Everything else is pretty straightforward based on our policy with the exception of the one change in March. So, I'll leave it up to you guys to decide. Okay. How do you guys feel
048about that? What do you think? One long day and we do it all. We bang it out in one day or you have to split it up. I'm okay with banging it out in one day. I'm good with that one. I'm pretty sure that they're the ones that came up with the long day. Am I correct? Am I correct in saying that? They they actually did the the Wednesday, Thursday was a conversation, but after that meeting, we had more conversations. We thought we'd give another another conversation of another time frame. So, which one do they prefer? Which one do you prefer? Speak now or forever hold your peace, man. Option one. The one day. Yeah. Okay. Let's do the one day. What do you think, Lisa? What are you good? Census of leadership is I'm
049happy to do that. All right. Looks like it's uh one day option one. All right. Which option is that? Option one. June 10th. Option one. Yep. Okay. So, whoever wants to make that motion with that option one yet. Okay. Oh, I I move to approve the 2025 20226 governing board meeting dates as presented with option number one for the board retreat. Awesome. I'll second. Oh. All in favor? Second. Sorry. All right. Lisa, I I All right. Motion carries four to zero. All right. discussion, consideration, or approval of the proposed 2526 district expenditure budget. Oh, we haven't seen you for a while. I know you you've been whipping through these so fast, I'm going to slow you down. Oh, great. Madame President, members of the board, colleagues, too slow. I promise to speak fast. Action item
0508.14 is the discussion and consideration of the approval of the FY26 proposed annual expenditure budget. See if this is on. It is per Arizona revised statute 15904. We have to adhere to a financial reporting timeline. This timeline is usually set to say July 5th. We must have an approved proposed budget by that date. We usually come to you in June like we are tonight. Between July 5th and the 15th, we have to do a notice of public hearing. That public hearing notice um has to be at least 10 days before we adopt. We have copies that are out in our lobby at this time. Miss Wgner is going to also load those in our bulletin board and we'll have copies up front so that everybody knows we will be doing our adoption in July. We
051must adopt a budget no later than July 15th and submit it to Superintendent Horn. By October 15th, we will do our annual financial reporting on FY25, the current school year. Any budget revisions are usually done in December and then a final one done in May. I'm going to caveat that for you in just one moment. This budget was built based on preliminary and I want to stress that school district annual expenditure budget reports. The forms were incorporating any changes that were made by the legislative body through May 22nd. However, they are still in session and they have not taken action on all items that are needed quite a few of our our internal items. So, Arizona revises statute 15905 which I said gives us our timelines also gives us subsection Q which allows us to
052revise our budgets in September for any um budget impacts that that are due to the changes in the laws. We will have those and I will probably bring you the revision in September. But what did we build this proposed budget on? Well, the Arizona student base support level is usually determined by what the current rate is plus the lesser of 2% or the annual inflation rate. These preliminary forms did not increase that number. So, they were still factoring on the rate of $5,13 per student. I overrode that number, did the 2% increase, and I factored our budget based on $5,11326 or 26 per ADM. That's $100.26 additional dollars per student. As of March 25th, the special board meeting, um we discussed with you that based on the applied economics report, we needed to reduce our
053ADM projection for the upcoming school year. So, this budget does take into consideration the 138 ADM loss with K8 and 912 each receiving half respectively. So, what is our budget? Our M budget is $29,68,686 for next school year. This chart we give to you every single year so that you can see where we've allocated the funds. And as you can see, consistently the majority of all of our money goes to our staff and our administrators. That's 74%. We do have purchase services which are a little over 19%. With that being said, I would like to point out that there are several million in purchase services that we outsource for our grounds, our custodians, and things of that nature. If you rotated that number up and we brought all of those people back in house, our
054numbers would be in the 80 percentile. Most district budgets you see salaries and benefits are between 80 and 85%. So, we are still in line with that. We've just outsourced a few of those resources. Our supply budgets are running just about 5%. We have the other category which usually is our dues and our fees. But one thing you will notice on these forms, they now are asking us to identify on a specific line item what our rollover would be. They want to know what portion of the budget we will not use this year and we plan to carry forward. At this time, I've just projected $500,000. I know that our target is between $800 and a million, but knowing that finalized budget forms are going to be coming, I wanted to wait until we had
055a more accurate depiction of the new hires and their contracts and salaries and benefits so that I could accurately report that number. Typically, we will have expenditures. We have the rollover. We just allocate it out to the different areas. these new forms just ask us not to do that. And I just want to step up and say something about the projected rollover. This is an issue within the EVIT and I think it's symptomatic of stuff that's going to happen statewide. Um I'm a just dumbfounded. Um which isn't hard for me, but I'm dumbfounded that we sit here in that 500,000 or million. That's less than a 3% carry forward. If you're in a private sector, you'd be probably running about a 10%. What's happening? What my concern is, and this is what's happening within the
056EVIT structure, is they're looking at the additional dollars that we have, and they're going to collectively suggest what the additional dollars are statewide. And the legislature is then going to start to say, "You guys are are we're overpaying you too much because you got too much money saved." And we're going to start going after that money. If it's using that same philosophy that there's extra money that's not being spent and so we're sitting on $500,000, even if it's a million, which is a million is about 3%. And yet we're going to sit here and be told that we're stashing money away and we're hiding it and it's not accessible to anybody else. And then what are you supposed to to to do if you have an emergency? So I would be very um conscientious of
057that number as it rolls forward in the next legislative uh session. uh because I believe they're going to start to attack that number because they're going to collectively put it together statewide and say we've over uh allocated to traditional school districts by x number of million dollars so we need to go ahead and cut. So just be very cognizant of that because I think it's going to come into play significantly over the next year. It doesn't mean that we can't roll over more. It just earmarks an amount that we're saying we will not spend in the money that they give us. And what if we do spend it? I mean, what if we have to? What if isn't that like a rainy day fund? Is it I mean like if something happens and we need
058it and we and we spend it then what do we what would happen is we'd probably have that determination by the budget final budget revision that I have to bring you in May and we bring that number down to zero and we'd allocate it out to the area that we specifically identified needed those funds and then more than likely what would end up happening is next year when we built the budget we would go ahead and have to either overcut to pull back a contingency because really that's just a contingency that for a for a major impact. So, if we took it down to zero, then you'd have to build back into your budget a specific number that you wanted to be a contingency for the next year just to be safe if uh something
059happened that that you didn't have access excess funds to take care of. So, I think relatively speaking, most of the districts I've been look at that three or 4%. So, you would try to build in maybe 2%. I've been aware of some districts due to financial issues may only carry 2% or 1%. Um, but you try to put at least a number there because we never know what's going to happen. And if all of a sudden a bus breaks down or something, we have to allocate money. You have to come from somewhere. So, so we would probably have to build that into our into our budget in future years to try to build it back up. To me, it's a double-edged sword. We have our district spending reports that are issued by the auditor and
060the state, and they identify if we don't roll over enough money that we may not be as financially sound. However, to me, filling these forms out and saying, "Thank you for the money, but I'm not going to spend this portion makes it a little bit of a double-edged sword." So, but yes, we can use that money. It is errormarked for us and we will take Can we put it on there due to the fact that you didn't give us what we needed that we had to use it in this one? Yes, we will. May Yes, we will allocate it where we need it. Okay. So um the last thing that we usually present to you is how the M budget is presented on page one of the report and that is it breaks down into
061sections. These sections are consistent with what we've done in prior years with regular education receiving 19 million of the 29 million. Special education receiving just over 7 million, transportation just over two. our K3 reading program 205 and then again we had to airmark the rollover so that takes into consideration that amount. Just of note the classroom site fund um will have a budget this year of 5,857,147. Our unrestricted capital is working with a budget of 1,639,29 and our federal and state projects are estimated I'm going to stress that at $13,870,000. That number is rounded because we are restricted to spending only what we can budget. So these numbers are a little high. That is twofold. one because we don't know exactly the dollar amounts that we will receive or the carry forwards or what we
062will have in every single one of those funds. And in addition, if a a federal or state project came up, then we could apply for it. And this gives us a little room until we can bring you a revised budget and be able to use those funds as well. This is again the proposed expenditure budget. This will be presented to you for formal adoption at the July 9th meeting. And again, once state issues the finalized forms, if we need to do some sort of revision, we will bring that to you in September. Are there any questions about the proposed budget? Anyone have questions? Okay, I'll take a motion. I motion to approve the proposed 2526 district expenditure budget as presented. I second. All in favor? I I Lisa I I All right. Motion carries four
063to zero. Go. I didn't go anywhere. This is the one agenda item that I bring to you multiple times during the year and I apologize. This is the one with all the legal ease on it. As per Arizona revised statute 15905 subsection G and governing board policy DBJ, this proposed expenditure budget adoption will be subject to the authorization that expenditures of money budgeted within the M section of the budget for any subsection within the sections in excess of amounts specified in the budget. However, the total expenditures of the M budget may not exceed the total budget for fiscal year 2026. So, in non-legal terms, what that means is the 121 cells you see on page one of the budget, we are not restricted to just what is in each of those cells. If we need
064to have money in a another column, one category or the other, we can exceed or you know borrow from one of those other cells as long as we don't exceed the total budget. That will hold true until May when we bring you the finalized budget and then we will be locked into those numbers. Are there any questions on this item? I don't have any any other questions. All right, then I'll take a motion. A motion to authorize the expenditure of monies budgeted within within the MO section of the budget for any subsection within the section in excess of amounts specified in the budget for FY 2526 as presented. I second. All in favor? I I Lisa I motion carries four to zero. Some of this stuff you can't make up. I'm just Okay, the last
065item and then I'll go sit down. Action item uh 8.16 is to renew our combined resolution with Panal County Treasurer so that they can provide resolutions for our investments, warrants, warrant signatures, fund transfers, and our transfer agency services. as they continue to provide these services and ensure that our paychecks get processed. Are there any questions on this one? I don't have any any questions. Okay. I motion to approve the combined resolution of Panel County Treasurer as presented. A second. All in favor? I All in favor? I I Lisa I motion carries four to zero. Okay. Action items check. All right. So, we have dis information discussion 9.1 discussion information regarding hearing officers for Jolome's Unified School District for the 2526. This is just an annual list we bring forward. It's very broad. Uh and some
066one of the people in there is an attorney in case we have a real uh dicey situation. myself and Miss Corey are in there, but that would be a unique situation we would use, but we just try to place everybody or place the district in the best situation possible to deal with um issues whether it's student or uh employee. So, we'll bring it again next time. And 9.2 is very similar. You have to prove who the qualified evaluators are. And so, it's a list of administrators uh and other individuals that do evaluations that have gone through training as required under law. So, we'll bring those forward for approval for that one. And then first reader policy 876 to 905 and 906 to 908. Um the only thing I would say with with that uh 876
067to 905 might be section D. I have to double check because we've got so many of these coming down or it might be related to changes in in law, but 906 through 908 are related to changes in the law. And just so you know, those are related to three different bills that were have already been passed. Even though they will not take effect until 90 days after the end of the session. So the way the session's going right now, the best bet we're going to get is the end of June. So technically, they would not take place until September. Um, however, they are the ones that involve the cell phone uh furpa and um drawing a blanket my right moment on the third one, but those are ones that we're already working on to make
068sure that we're in compliance. And so administration as an example on the cell phone policy has been working on that. they will be getting something from me uh tail end of this week, beginning of next week uh that they will review for comment and we'll also review with parents and kids just so they they can see but that'll ensure that we're in compliance with these new laws. It would be crazy for us like with the cell phone policy to try to start it after the first quarter. Um does make sense. So we're working on that piece. So, if you look at that 906 to 908, just note that those are laws that are currently just approved, but even though they technically don't start until September, we'll start with them from uh the beginning of the
069session. Okay, you guys have any questions on those right now? Okay. So, um 10.1 uh or 10, we need to go into executive session, correct? Okay. Um, I need to make a motion. I'll make a motion to go into executive session. Second. All in favor? I I Lisa I All right. She's coming, right? Yeah. Um, And um yeah. So um 10.1 discussion and consideration of termination of actually should be 11.1 10.1 was executive session. Oh okay. 11.1 discussion and consideration of approval to ter uh to terminate uh Elizabeth Camp administrative assistant one at Ellsworth Elementary School. Does anybody have any questions? Okay, I'll take a motion. I motion to approve the termination of Miss Elizabeth Camp, administrative assistant at Ellsworth Elementary School for the cause as presented. I second. All in favor? I I All
070right. Motion carries four to zero. We heard her. Okay. Okay. Um Okay. Any requests for future agenda items? Let's hear it. Jason. Well, I know Lisa brought up some things they wanted to add. I thought those were good things. I just wanted to put my support in those items she had brought up last meeting. Yeah. And we're we're working on all of them. I've talked to her and and Miss Hargus about it. So, they'll they'll come at different times depending on a number of different issues, but they'll be coming. I think they're good things to cover and show that we're involved and care about those issues and they're important. They're very important. So, anything for you? No. Okay. At any time, you know, you can um email me. Okay. Um Lisa, do you have anything
071that you want to add? Nothing further. Okay. All right, then. Um, I'm going to make a motion to adjourn the meeting at 6:35. I second. All in favor? I I gotcha. Motion carries four to zero.
