001e e e everyone good evening we'd like to welcome you to tonight's board meeting we'd like to welcome our new board members Lisa horn and Missy Valenzuela and our returning board member Jason welcome um I'll take a motion to adopt the agenda okay I I move to approve the meeting agenda as presented all right I have a first a second and a second all in favor I I all right would you please um we stand and join me for the Pledge of Allegiance I pledge aliance to the flag of the United States of America and to the for stand One Nation God indivisible all right that brings us to approval of the more of the board meeting minutes for the regular board meeting December 2024 so I move that the board governing board should approve

002the December 11th 2024 regular board regular meeting minutes is presented all second second first and a second all in favor I I all right okay next um 4.2 approval of minutes for the executive session on December 11 2024 I move the recommend that the governing board approve the December 11th 2024 executive meeting minutes as presented I second that motion all right I have a first and a second all in favor I I I all right that takes us to our superintendent report and celebrations and recognition recog thank you Mr President uh coming back from school second day so uh a little quiet on this report uh our uh athletes up at CHS continue to have success the soccer team the boy soccer team uh was uh the champion tournament champions for the Battle of Ironwood

003and Logan PL Feller was named player the uh uh player of the tournament and then Senior golfer Alexis Vella was named to the Arizona Republic all Arizona team for the second consecutive year she was one of I think there was eight girls named across the state um uh to the All To That All Republic team so that's a real big honor for her our baz jazz band senior Mike Michael lzy rera got outstanding performance in alstate jazz auditions for uh Bas and one of the four top players in the state qualify for round two of auditions uh on January 11th so that'll be coming up it's the second year in a row he's he's qualified fight uh first year that he gets to travel to round two uh we also did secure uh we've had

004funding from the um state for several years for SRO at the high school but pcso has not had enough U uh individuals uh to fund it and uh at the tail end of uh right before the end of the semester we got uh communication from uh pcso that they did have an officer and so Deputy msow will be the first school resource officer at the high school um we're still uh he started on Monday um and we're excited to have him on board uh we do have a grant for an additional officer uh and at this at this point we're looking to see if we can um secure that it wouldn't be at the high school it be at at our middle school and alterntive school no guarantees uh we're just kind of working through

005it but so that's been a positive uh for us as we move forward um the HR department had started a 75-day holiday challenge so starting coming out of uh basically in October with Halloween uh trying to increase phys physical activity over the course of 75 days and Dr Middleton was uh wanted to report that we had uh 41 employees that uh worked on their own personal fitness goals and the reported mileage which is not for all 41 employees but for the ones that reported we're over 10,000 miles of activity completed so just a positive way to to get people up and moving Simington closed out uh 24 with a number of different events the band showcase holiday singal had gingi the gingerbread woman join the Grinch and Cindy L who to make an appearance um

006and they finished strong with their District assessments and their uh quarter grades uh at the uh professional development day uh on Monday uh we have many grants we gave out uh uh many grants to teachers based on funding from the Coles Education Foundation they were ,000 up to $1,000 for minig Grants and we ordered we awarded 13 minig Grant classrooms uh to teachers those winners included Renee baldenegro Jinger gon Heidi Bush Madison Gonzalez Nisha tahani Brenda scepter Joey beffy Heidi Fardo Santos Bagnal Lil Lil Guzman Sonia Bak chandani pea Elwood and Heather dad and that was basically what we tried to do with those Awards we had had a significant increase in the number of people that that applied for an award this year and we were able to basically uh honor teachers across the

007district at all of our schools as well as across uh multiple disciplines so it wasn't just core subjects uh Rene's a uh PE teacher as an example a couple special ed teachers Heidi Bush and and Maddie are are special education so it was a nice way to start the year put some pictures out on social media of them uh with their uh uh with their winnings uh all the uh equipment or most of it was ordered and so they were able to receive the accolades and then most of the stuff will be delivered to them this week if it's not already been delivered so that was real positive that started off our professional learning day and we had mark on us on us check from uh Solutions tree present putting it together and connecting high

008impact strategies for teaching and learning along with other breakout sessions and overall very high ratings I know that CIA will probably report on it in the next couple months but just initial uh looks that we got especially on Mark's presentation that they were very very positive so it's been a a very good start uh to the year so that's the superintendent report this month in terms of school staff recognition I'll take the first one what we normally do for those in the audience is we try to recognize um different individuals that work within our uh school system and we base it on uh those events that happen during that month so it may be a substitute day or or teacher week or something like that in um January what it is is uh School Board

009day and so we want to take a moment just to thank uh our school board we have two new members coming on we'll have a full board uh at our next meeting uh a person had to step down at the last section and so there were some interviews today for two candidates and uh it's done by the county school superintendent and we'll she'll name the fifth board member and they'll be here for the next meeting uh but these individuals the pay is phenomenal zero but they do dedicated us a tremendous amount of time uh to help your children have a positive experience in our school system uh and it is a a job that is very fulfilling but at the same time there's a lot of information um some people will say well that's just

010a school board um but if you're not aware we're a $30 million corporation that has 600 employees has a fleet of 15 vehicles that goes all over the area every single day we have uh just short of 4,000 students if you throw a parents in you're going to run another 10,000 people so it's not a small operation and for them to dedicate time and energy to understand how the system works and to be supportive of everything that's happening within our system truly we appreciate that so I'd ask you to give a hand and for the school board and I would now ask Dr ghouls me to come up to talk about col Center for Success good evening board president Ray members of the board and welcome new members Dr Wyman Miss snger and audience members

011I'm here as the proud principal of the com Center for success and believe it or not um we have now existed for five years and it's been a journey um since we started up right around the time of covid and it's been fun to continue to have our school grow and get a chance to share some of the great things that are happening on our campus um we serve three purposes in the district for those of you who are not amiliar we have two alternative schools a middle school and a high school and we also represent the online program for the entire district and so we have students that come to us who want to accelerate their learning and move ahead we have students who come to catch up on their learning and we have

012students who join us because they want a new start or a new school to go we are definitely a small school option and we serve grades 7 through 12 um this year we've had a lot of exciting things that have happened to our campus um we went through the accreditation process last year um with cognia and that involved having people visit our campus study the way that we work on our campus make suggestions for us and give us an accreditation so that we could stand alone and start handing out our own diplomas as a school and this summer we received our official accreditation last year we had over a hundred seniors come through our program and graduate and join the Colmes High School seniors as graduates from this District which is the most important mission

013that we meet and do um CCS was recently recognized I went down to Tucson because we have participated in a three-year project about developing schools of Distinction and what does it take for an alternative school to have exemp practices and this year we were recognized down in Tucson and I went down and received our award down there it was fun and that's a picture of me down there um com Center for success is now Title One school and we recently received a $50,000 Grant because we applied for a competitive Grant as a ninth grade success Grant which is designed to keep our kids grade level to get them back on track for graduation to improve our course completion rate rates and to increase graduation rates from ccshs and C OSS and it's important to note

014because we talk a lot about credit recovery at our school but we also have between five and 10 students a year that accelerate and graduate early so they're graduating as Juniors and we actually have two sophomores this year that are going to be awful close to finishing their graduation requirements and our kids go to evit our kids participate at in other programs besides ours and they are lucky enough that they also participate in athletics or other activities at comes high school so we truly are a family here in this District that meets the needs of our students um uh we are um a small staff and we continue to be a small a small staff we always will be and um I have um a blessing of having a staff that comes in there and

015each of them brings something to our students and Paramount at what we do with school is we build relationships with kids and we talk to kids about why it's important to graduate so I wanted to share one highlight that we recently had and I'm gonna invite two of my students up here so come on up Kiren and Ayana um we recently piloted a class that we called it get a job but but the class is geared towards workplace Readiness and career planning and our students worked in uity with the career planning classes but they also did a live Hands-On class where they had to do micro credentials and they had to practice interviewing skills they need to project budgets for themselves and what it's going to cost for them to live as a young adult

016they um did I call it speed dating they speed dated in interviewed each other to practice and some of the students that I brought here with me tonight um two of them in particular um they helped in the class because Kiren has a job already so she helped you know the other students in class and Ayana um is another student that I have in the class and although she wasn't old enough to get a job at this point in time she was instrumental in working with the kids in class and they're going to share a little bit about their story because it's an amazing thing so Kirsten come on up and Kiren is one of my juniors who is on track to graduate this year come on and I'm ask you just tell tell them

017about so Kirsten's gonna tell you a little bit about the class what she liked and what she learned go ahead um I learned that um I love that how Dr CH made us like feel confident about like interviews and we got to like know what we're supposed to say in interviews and be prepared when we get a job even though I already have a job it makes me feel more prepared for other interviews after I graduate high school because I am graduating this year as a junior okay what was what was an experience that you did in the class that you really liked doing like that you learned did you about the budgeting like for example um I like like giving my like giving advice on for the other students who because I do have

018a job I love giving advice to the other students of what to do and how to keep your job and what to do in an interview and make sure they feel confident in the interview and then how your paycheck look and you talked about all the taxes that come out of your paycheck and what does it really take to have your own you know your own independence so wanted you step up what was your experience in the class and what did you enjoy doing um um I think that what I liked about doing in class was being able to see what I can do for the my future on how to budget my money how to apply for jobs and what I need to look for in my future for a job and what are

019some of the things you had I had to make a res I had to make resume I had to well make a making a resume was hard like I don't have a resume right now but I can only put on things I volunteer for right now and I can I can see what I have to do to build a resume and understand what I need to put on there and how I it helps for like getting a job and everything else what my career I explored was nursing and nursing was one um etiquette was another one and then I think it was somewhere something software I don't know okay so um I'll let I'll let you ask them any questions but during the class they actually finished an Ingenuity course they finished their major Clarity

020which is their College and Career Readiness and in that they everybody chose and earned three micro credentials and during our class we beta tested it with the first group because we wanted to see how it would go and this aligns directly with the state requirements for workplace Readiness and career Readiness and um I IA won't say it but one of her experiences is that she volunteers next door at comes Traditional Academy where they love her and she works in the classes with um kindergarteners and she does an amazing job and Kirsten was my right hand um in the class because we brought in students that have jobs to talk to kids about what it takes to get a job and how they balance school and my third speaker who was going to be here I

021was gonna call him for you so he could talk to you unfortunately he's working right now so so but um we are going to offer the get a job class again in the spring going into the summer so that hopefully we can get um more students working because the work experience credit is a credit that students can earn in high school towards graduation so that's just something that we're really excited about on our campus thank you also at this time I am allowed to um share with you a little bit about my staff and to recognize some of my staff members who make our school unique but who also meet our students needs every day in special ways and I don't know if Miguel has Miguel gotten here yet he's coming okay um maybe I'll

022save him for last so I'd like to ask um Mr Joe rker if he could come up and join [Applause] me Mr reichart is my social studies teacher at the com Center for success and he has worked with our students for the past two years on working with them and he's also one of my senior Mentor teachers our students um when I talk to them about what teacher has made an impact on your life I got several quotes from students who wanted to share one of them was from Matthew who's not here right now but Matthew said that the reason why Mr rard has the most influence on him is because he cares about the students he cares about their learning he has individual conver Sation with them and asks them questions and never makes

023them feel stupid for asking a question and he also shares with them about real life and gives them real life stories and challenges about how are you going to handle that as an adult and for that and SE several of our other students wrote to say that his class is fun he shares with the students a love of Music he's absolutely wild about football and so he has that gift he's also the only male teacher that we have on campus so he is you know our our safety chief on campus he works with our seniors and over the past years you know he's always told me I'm always going to be the person that you can count on to build relationships with kids he's tough and fair and the kids know that he cares and

024that's why Mr reker is a teacher that I would like to recogn recogniz as one of our employees of the month thank you [Applause] I already have one on my desk that I've been trying to keep alive since August she's now be another one to try to keep [Applause] Al my second teacher that I'd like to call up is Mrs guest please join me Michelle guest is our science teacher at com Center for success and a lot of the kids know her because for years she substituted in the district while she raised her girls and actually one of her daughters was also a teacher at comes High School um where she taught mathematics and Michelle was also a teacher at Holmes high school before I begged and convinced her to join us she is a

025teacher that I recognize because of her Innovation she is tenacious about kids learning lab reports and about kids learning the material and she brings science to life in our classroom that's why we have chickens on our campus and the kids candle the eggs and we have gardening beds that we've gotten from Colmes high school and we grow things and her current um thing is that all of our seventh and eighth graders do Hands-On experiments in her class because she wants them to be prepared for high school Michelle is a member of my leadership team she has been with us and has continued to shape what we do at comes high school and I'm very very grateful for her being on our staff at com Center for success [Applause] thank you Melle [Applause] I'm hoping that

026Miguel will get here but Miguel Ibara he's coming is is our evening plant manager and he takes care of our building and our facility at com Center for success and also at CTA and I want to tell you that um he is a consumate professional he will help any teacher on our campus do anything and when he comes in in the afternoon if the kids are looking for something he will help out whenever we do activities he's always right there and the teachers are like oh I'm sorry I you know there's art supplies out or whatever but he steps up and does that and he talks with us um all the time and he comes by because a lot of times because of our school I'll be there at 7 8:00 at night working with

027kids that are testing and he will always come by to say to me it's time to go home now Dr gby so he has been amazing since he's come in to work with us and it takes every member on your school campus to give your kids the best place to go to and having a professional that works on our campus that cares about what he does that is kind and shows up every day to do the best job that he can is the reason why I wanted to say thank you to Miguel and thank you for being at com Center for success and for at being at CTA thank you [Applause] than [Applause] you and I'll invite right uh Mr Pierce up to do Harmon normally we have one school we have this month Mr

028President members of the board Mr or Mr Wyman or Dr Wyman and Miss Winger appreciate the opportunity to share some celebrations at Harmon Elementary I have a ton of things that I could share I'm going to kind of narrow it down for you tonight um this year we started a new intervention reading program at Harmon and we call it walk to intervention um we kind of made a decided effort as a team that we needed to take a deeper look into why our students were struggling with foundational reading skills and so we put this program together we're going to show you a brief video that's an overview and then I'm going to ask our reading specialist batina nuny to come up and share some additional information with you entes walk to intervention the bell rings

029at 8:45 each day to Signal 400 students that walk to intervention is beginning all students transition to specific reading groups at that time for 30 minutes this happens 5 days a week we started our schoolwide walk to Intervention Program when our data indicated a serious deficiency in foundational reading skills especially related to phonics our struggling readers were screened using a phonic screening inventory then we begin building groups based on student need this has allowed us to facilitate 11 skill specific groups in Reading to help students close gaps and increase overall fluency groups are small and specialized so that teachers can intensely focus on quality instruction not only does walk to intervention provide needed support for our struggling readers it also gives our on grade level students an opportunity to experience extension activities in reading some

030students are participating in book studies research projects gaming and more teachers get an opportunity to infuse the learning with fun engaging activities that students really enjoy 81 students receive intense intervention and 76 students increased in their overall skill scores tier one students get extension opportunities and teachers get increased creativity with opportunities to provide enrichment overall it's off to a great start come watch us sore at Harmon Elementary kids to move simultaneously to different locations throughout the room so we couldn't make it happen without the help of Mrs nunki so I'm going to ask her to come up and share some information with you I'll speak to these two right here it'll make me comfortable all right hi my name is Bina nki I am the reading specialist over at Harmon um and I've kind of

031facilitated our tier three aspect of the walked intervention um we actually the video said 11 we are now to 12 specialty groups um within our thing um So based off fast bridge at the beginning of the year we kind of just looked at where are our high-risk kids from first grade all the way to sixth grade uh when it came to like phonics and their deficiency and then those kids were given phonic screeners to then place them into areas where they needed that that part some just needed one little piece and others needed to you know start and kind of go back um after that was done we were able to then I was able to meet with the teachers that were going to take on these tier three groups and give them the training

032for the 95% group that we have gotten through the district um most of the teachers with the exception of me at our campus have never used 95% so I had to make sure that they understood the materials um and kind of became experts with it with their little groups that they're going to be getting um and then from there they get their groups our groups are usually around no more than seven kids for those specialty groups which gives those kids really good direct instruction into those skills where they need to be uh and then I also facilitate with those teachers about weekly uh we have a spreadsheet that they'll enter their progress monitoring data in each week um and then I kind of look at some datas and Trends and kind of talk with them

033do we need to shift some kids are we okay here and going through and then uh what's been nice too it's kind of left some pull some off of those teachers plates instead of giving them more so um this is a huge undertaking and for some it's like oh it's more that's on the teachers plate actually I do most of it for the tier three so it takes some of that off of the teachers plate for them um and gives them that opportunity to really focus in on the skill for those kids and I think that's good I think we're actually up to more kids that have moved from that video because that video is what September October so we do have some more growth than that I'm not exactly sure on the exact number

034uh but reworking that right now we definitely have more so don't let this lady kid you the amount of time and effort that she puts into this is absolutely astonishing she puts together all of the materials for the teachers so that they do not have to do that themselves so every booklet that a kid reads every fluency page that they go through Betina is the one that puts that stuff together because we did want to take something off of teachers plates and we also wanted to do something that was going to fuel into our EMP TSS system so that we could better find out what kids needs are so that if they do need to move towards an evaluation for special education we had data and things ready to go for that so 95% of

035what happens with this program happens because of Mrs nuny but we could talk to you about it all day long but we brought some kids to talk to you about it because I think it's important for you to hear how they feel about walk to intervention so I'm going to first ask uh David Patterson to come up and share with us [Applause] hi I'm David Patterson and I'm going to talk about walk turn event this is my first year at Harmon and it's my first time having something like walkter intervention it gets to like you get to know about more in depth of what you're learning and what you need because you could go higher or lower where you need to go but I wasn't with the sixth grade teachers for the first semester and

036in the first quarter we read articles about famous artists and at the end of the quarter we created paintings and in the second quarter we got to do a play and I was Pirates the musical and I was brown beard but it gets to go like more you get to get more more text and like more realization about what you're learning that's [Applause] it we also have a couple of twins here to present we have have a Mala and Milani that will come up and share [Applause] also hi my name is Milani and what I do in walk intervention is we read a passage and we track how fast we are are reading my favorite part of was doing a spelling be when we did vocabulary we would go in partners with partner and we

037would move around the library to work the fun part was using the DI the dictionaries and we would find the definition to words then on Fridays if we got all the work done for the passage we would get a candy I think walk through intervention is good because we get to learn new things the things I learned is how to use the dictionary then we get to experience more things and we get to [Applause] hi my name is Malia and what I do in walk to intervention is when I was in a small group I did a lot of reading and spelling words we read stories with partners and then we talked about vocabulary words and when I moved I was in a bigger group we did a play called Pirates musical and I had

038so much fun and I think walk to intervention is good thing a good thing we do at school one of my everything was playing a giant game of Uno it was fun and it was good to learn new things and get to meet new people we don't [Applause] know so overall we were really nervous about implementing this program to be honest with you because when we first started talking about it teachers were like no way we don't want to do it it's going to be a lot of work it's going to be too hard and I just said just give us a couple of months we decided we would meet after a couple of months and if it wasn't working out we would change it and we would do something different but within that first

039week the response from the kids was just so overwhelmingly positive like these kids were so excited to go to walk to intervention and they were coming back to class and they were talking about the things that they were doing and then once teachers got in a week or two and they started getting more comfortable with the skill groups they were leading and the tier one groups they were leading overall everybody was like why didn't we start doing this a long time ago so we are going to continue to refine walk to intervention but our hope is honestly moving into next year is to do the exact same thing with math and we're already seeing a transference of what we're doing um and the data that we're receiving so we're feeling really positive about it so

040that's just one of the one of the great celebration that we have to share with you about [Applause] Harmon we are also going to take an opportunity to celebrate staff members this month so I would like to ask Carrie Forest to come up [Applause] please so when you think about a Workhorse that is this lady she is the first person in the parking lot in the morning and she is the last person to leave not even kidding I have left at like 6:30 7:00 at night and I'll think nobody's going to be there and she is still there she just works tirelessly to make sure that she is prepared that she is meeting students needs and that she's also communicating effectively with parents she just does such an amazing job of connecting with parents all

041the time to so that they know how their kids are doing she's just really a mentor in her building and we're super lucky to have so thank you Carri [Applause] Erica Rodriguez if you could come up so you've probably all worked with that person that like never says no that is this lady she literally never says no she's never anytime I've asked her to do anything she'll do it she is our register or she's our register our attendance clerk she's our itm specialist she is our sound system specialist um she just she can set up a buffet like nobody's business like she literally can do it all she does everything um Harman has had a lot of success this year with itm which is fantastic but it is largely in part due to Erica's diligence

042and making sure every single week that that information gets put into Synergy and that um she is checking in with teachers like she's just such an incredibly valuable person on our campus we are so lucky to have her so thank you Erica [Applause] Antonia Thompson just stand up right on up here she said earlier I'm getting a blue Apple I said I I don't know are you so many of you might know Tanya she is quite a force in our community um T and I spend a lot of time together she is our social worker at Harmon and she just brings in so many resources into our building like you I'm astonished uh she helps families during the holidays um she has gotten us donation after donation after donation um she just works endlessly to

043make sure that our families students and staff have things that they need um you're going to hear her later tonight talk about uh project Bridge which is a resource part of a resource room that is not only for Harmon families but for families across our district and the items that are in that room are largely due um in part to her work that she has done to reach out to community members she's kind of my right-hand gal like when I um have kiddos that are struggling she's is the lady that I go to um if I just need an ear to bend she's my person so we love her and appreciate her and she's just an amazing person so thank you Tanya [Applause] and our final recognition tonight is our volunteer recognition for Christina Moran

044so Christina come on up so Christina is the treasurer of our ptso um and we did go through a period of time where Christina was the only member of our ptso so Christina would come to meetings every single month even though she knew it was just going to be her and I sitting at a table looking at each other and talking but she just is always available anything that I need um any questions that I have if I need support if I need her to come in and help out she will take time off from work she just always is present um and I just think especially over the last two years like I I would have had a really hard time doing the things that I needed to do to support our kids and

045families um with activities I couldn't have done it without her so we so appreciate every single second that you spend helping us at Harmon [Applause] thank you so much we'll have Dr Fountain now with students of the month uh Dr Middleton had a family situation had to deal with so Dr uh Fountain is going to take over we're like the NFL you know next man up so happy to do it um and as one of my former colleagues would say this is the best part of the day is getting to uh to recognize kids so um this is one of the best pieces we get to do our first winner this evening is sent to us from Colmes high school and his name is Bo Steinbach is Bo with us tonight all right looks like

046Bo could not make it but we'll tell you a little bit about Bo he is the senior class treasure and he recently went to a promotional event at Legacy School advertising Colmes High School counseling department complimented him on representing the school well and um Mr Smith said that he feels like this is indicative of both personality and his overall school spirit so they wanted to recognize Bo as their student of the [Applause] month I feel like you've heard this name tonight and I'm not sure if he has yet made it because Matthew SoDo was part of the com Center for Success presentation and I don't know that Matthew ever made it but is Matthew here he's still at work so that probably tells us all we need to know about Matthew that he's dedicated um

047but let's hear a little bit about Matthew um and he was um nominated this month from com Center for success and this is for work ethic and the nominee said that a strong work ethic is invaluable for high school students helping them stay focused organized and motivated to achieve their academic and extracurricular goals at CCS Matthew has shown these qualities demonstrating remarkable ownership of his learning and growth as a student as a senior Matthew has become focused and driven balancing his coursework with the demands of a job outside of school case in point all right um since joining CCs in 2023 he's pursued his goal of returning to CHS and earning his diploma there as Matthew prepares to head back to CHS his presence will be greatly missed by all of us at CCS congratulations

048Matthew all right how about from Colmes Middle School Olivia Garcia Gonzalez I got really quiet so I'm assuming that Olivia is not here all right um so a little bit about Olivia Olivia is an amazing student she always gives her best when something seems challenging she tries to be positive and work through the problem or challenge she's also willing to help others when she can I am so proud of what she's accomplished this year another person said Olivia is a very kind and helpful individual I love having her in weight training she always tries her best every day and never complains whenever we have a new student she jumps right in to help guide them in the right direction another teacher said Olivia is an excellent student in the math classroom she always perseveres through

049the material that is challenging for her and asks questions to make sure she understands what is being taught she always comes into class with the biggest smile and I greatly admire how hard she tries every day Olivia never gives up and has been a joy to have in math for the past two years and finally Olivia has been giving in all giving it her all in science class she seeks help when needed and she has been turning in quality work so even though you could not be here congratulations [Applause] Olivia all right I know this one's here because I got to chat with her earlier Elanor suich come on up Elanor was practicing with me we're going to turn and face smile and wave that works too all right so Elanor shows her work ethic

050every day in class through her ability to stay focused on the task or assignment she's responsible for getting her work done in a timely manner and always turns in her homework I can count on Elanor to help others and to have a great attitude doing it Elanor is a great role model and an asset to the class congratulations Elanor her mom said I could congratulate her as Ellie Belly but she told me not to all right next up from Ellsworth Elementary Brooklyn Maloney is Brooklyn with [Applause] us all right Brooklyn is a teacher dream she's one of the hardest working students that I have had the pleasure of teaching she knows what she needs to to do to complete all the assigned tasks and very rarely is she not busy Brooklyn knows what it takes

054um for work ethic um which is a component of our portrait of a graduate and one of the skills that we're trying to instill in our students so congratulations to you all for all of your hard work we will take about three minutes to five minutes to transition if you want to get a picture with a teacher or some like that and then we'll go on with the rest of our meeting of course you don't have to stay if you don't want to e e e alrighty that brings us to 5.5 is there anything from any any of the governing board members I do um in December the comes high school student council held the winter formal also known as winfo and as the vice president of their parent booster club I was able to

055work with them um as they decorated planned and did everything that they needed to do to make it a success and so I just wanted to share a few of the success bullet points that Mr Smith shared with me um stuco students went above and beyond to petition for our first ever winfo dance they hired non-stop entertainment a professional DJ company that they used for homecoming they received great reviews from all who attended they partnered with CHS band to run concessions they sold popcorn candy and soda and band left very happy because they also left making uh money through that as a fundraiser so it was a great way to bring together different groups within the school as well um there were a total of 250 students in attendance for their first ever CHS winfo

056so it was a great success awesome thanks anything else all right that takes us to 6.1 any public comments no all right that takes us to um item seven which is the action item um the consent agenda and we can take those individual or I can take that in in whole are there any questions about that section all right there are no questions I'll take a motion I move that it is recommended that the bo governing board approve the consent agenda as presented a second have a first and second all in favor I I motion passes 40 that brings us to hold on let me get down there 8.1 discussion and consideration of to approve 25 26 new courses my apologies speaking NOA bar for dinner caught me um so part of our ongoing process

057every year excuse me is to update the course guide um very few changes for this year um at the middle school we are we adding to the course guide um an option for a robotics 2 not 100% sure yet that that course will fully make um but it's been a popular option so just sorry was coding to I said robotics coding to um and so we're trying to give an option for students to have a little bit more of an in-depth course on that as we expand those offerings and then at the high school um we have a couple of additional pieces on there um unfortunately one of them is for CTE and and Mr scrogum couldn't be here tonight John told me not to call him out for not being here tonight I just

058did so sorry John um so we're adding a a course um that's done in partnership with an outside entity at the the community college level um and then we're adding I think a new PE uh combined PE class so just a couple of minor adjustments on there um and I'm happy to answer any questions but it's pretty minimal so the hope with the college composition is that it's going to be that dual enrollment situation correct um one of our goals in the next couple of years is to increase the dual enrollment options the caveat to that is always that it's very teacher Centric right we have to have teachers who have the qualifications to do that um so we started with the English piece because we do have some teachers who have the appropriate credential

059to be able to do that you have to have a master's in that content area um it's something we would love to expand beyond that but again it tends to be um directed by by the teacher component um but again what we're trying to do in the course guide is to start to build some of these courses in I always Des but is kind of like being a menu at the restaurant you know sometimes they're out of the dish you want or sometimes they're not serving it that night but it's still on the menu so we're putting these pieces on the menu so that if we do have the appropriately certified teacher we can offer that to students and and try to get them some of those college credits so um that's a a goal

060of of the high school moving forward is to build a few more of those in all right any questions okay there's no questions I'll take a motion and I apologize again for having my mouth full I motion to approve the new courses for CHS ccshs ccsms and CMS in school year 2025 2026 as presented I'll second have a first and second all in favor all I motion passes for o all right and that brings us to 9.1 permiss of possible Capital bond election as an introduction uh what we're doing at this point in time uh this very first presentation uh Mike's Mike Lali from stea will be here to to go over the details the very first question we had and we have any time to say are we going to do a bond or

061an override the very first question you ask yourself is what's the tax implication for our residents and so that's what Steve will uh calculates and so we asked uh steel and and Mike uh to run some numbers to see what it means for us um just so you're aware there's no cost to this the cost is absorbed um if the bond passes uh if you decide to go out for the bond so the first step is to say what's the tax rate had we had a different number we might not have come out with this uh but based on the information that that Mike shared with us it was something we felt we needed to bring to you guys uh there are other steps to it Mike will talk a little bit about those steps

062they're they're they're uh consistent with what we're doing and so but the detail of of the tax rate is beyond my pay grade so we'll turn it over to Mike and Mike can go ahead and explain and answer any questions that you have so Mike thank you for coming we appreciate it very very much thank you Dr Wyman Mr President members of the board it's a pleasure to be before you by way of background my name is Mike lavali I'm with steel been working with your District since it was an elementary school district in the late 90s so I've helped with all the bond elections any override discussions um our firm also helps with school the school facilities board funding now school facilities oversight board they change their name every 10 years or so um

063but we help we've helped out the district with advice as it relates to that as well so we're really we've really partnered with your district for gosh 25 plus years on anything related to school capital building schools buying buses building this admin facility anything related to financing so we're please be back to you this evening I also work all around the state I work with the largest districts in the valley to the smallest rural District districts out in Arizona I love driving the state so I'm a native of Arizona and that's my introduction so thanks for having me um so this evening uh before I talk about tax impact related to a bond or an override I want to touch on a few slides that uh help us get to how you calculate tax rates

064and so the very first one is your assessed valuation all tax rates are based off of your assessed valuation and the this is a 10-year history graph there's a blue bar and a red bar there uh the blue bar is what we call your net full cash assess value that is not what we base your tax rates on anymore used to be a long time ago uh but now it's uh just a number that's closely aligned with what's happening in terms of your economy it is tax value related it's not your Market values of all your homes it's your for starting tax value if you will but you can see how your district has grown uh considerably over the past 10 years um it is how we determine the bonding capacity of the district and

065so I have a calculation later on that will that will show you how we calculate your bonding capacity your ability to borrow and it's based on this blue bar the red bar is what drives your your tax rates uh both your primary and your secondary rates so primary rate is your general fund tax rate funds your maintenance and operations um and anything related to teacher salaries and everything else else operating the schools um and then your secondary tax rate is anything voter authorized so that would include your bonds or overwrites if you have if you have one or either you have to have an election for any of those um and then you can see over the past 10 years I have some um uh tenure averages if you will up top and and to

066the far right there I added a placeholder 2526 that's not yet that's next fiscal year but we're going to know that value is in February every February you get an estimate of next year's values so we're plugging that in right now as a placeholder and so for the Blue Bar we're estimating 10% if you look at the previous year blue bars you grew at 26 49% 14 so you've had some historically amazing uh growth in that bar uh over the last two or three four years we're just putting in 10% in hopes to be conservative you'll probably outperform that we're going to know what that is in February ahead of any election in November of 25 and then likewise for the red bar we just plugged in 9 and a. half% again we're going to

067know what that really is in February for next year uh you see that's lower than any of the previous year values going way back and so with that the 10year average up top in that far right box for 2526 in the red the bottom one 10e average is 10.6% growth in your tax base related to property tax collections uh if you look at the net full cash assess value again what's really happening in the economy in this District you've been growing at over 10 years 177% growth on average so again the the Red Bar because I want to come back to this when I show you bonding capacity I'm going to be referring to the Blue Bar net full cash and the Red Bar will be for taxes first uh here's a 10-year look back

068of your property tax rates in the district for the last 10 years the Orange is your primary tax rate again for general fund um spending and you can see how that's looked over the past 10 years what I'm going to focus on is the blue uh that's your secondary tax rate you don't have an override in place the last one you had it looks like was in May of 2007 and it ended in 20134 that's down below history of overrides but the blue the blue uh part of portion of the bar is your bond tax rate you'll see 10 years ago uh was around a dollar uh it probably came down a little bit because your assessed values grew and then you see how it jumped up in 1718 that's because you had a bond

069election in 2016 and when the voters decided to take on bonds to fund important projects schools and buses and everything else they they approved a tax increase in your in your District boundaries it went up to a161 uh to set around a160 to1 62 for about three years there from 1718 to 192 20 as we sold those bonds down so you asked the voters for a certain amount and then we took down smaller chunks over three or four years as your all those Bonds were sold and and then spent on projects you had no more bonds to sell now as your values grow you can see how your bond tax rate has come down off of that from a162 high down to where we are today around a19 do10 you can see last year was

070a buck 25 the year before was a142 so in the last five years taxpayers have been paying anywhere between A110 and a155 for the bonds and because your assess values have been climbing so greatly and again largely because of new home growth right not just in uh Market values of your current homes property tax values going up in your current homes but new home growth those you'll see tax rates have been coming down considerably so we're going to show you a scenario uh actually three scenarios for bonds a 40 60 and 80 I believe million dollar scenario all where we can structure in such a way where we keep it at a dollar n or lower where where current taxpayer where taxpayers are currently paying on the on their bonds at a buck n110 there

071and so I'll show you that that math here shortly before I get to that this is just what you have outstanding in bonds um from the 2016 election you see what what the second column School Improvement bonds that was series a from your 2016 election we sold Bonds in 17 came back in 18 and then came back in 19 to sell the rest of your bonds from that from that election and the First Column is a refinancing we refinance debt when it makes sense kind of like refinancing your home mortgage when interest rates go low we refinance old debt at higher rates with new debt at lower rates to save taxpayer dollars and so we refinanced previous year debt at lower rates at that time uh all this to say is you have a principal

072and an interest rate here but here is your debt service Debt Service is like your mortgage payment principal plus interest the principal is the blue the interest is the red and you can see that the next uh you're almost finished at 2425 you'll have that paid off on July one so you have two more years or just over four million bucks and then it drops down considerably to about 3 million and then below 3 million for many years it's it's here where we can structure any new Bond issues uh in such a way where we don't really need to increase it too much over the current $4 million range or we're able to keep your tax rate constant if that if you CH if you have Capital needs and you ask to voters to vote

073it in and they approve it and we sell debt we can layer in in such a way where we're not increasing the uh the debt over the current estimated tax rate of a dollar1 doll9 and and before I get to that that page here's how we calculate your bonding capacity um that First Column there that says current if you could borrow today you can't borrow today because you don't have voter Authority but if you could the statutory formula is right here in that current uh column it's 20% of that blue bar from the first slide $779 million and you subtract out what you have in debt that you currently have that you have unpaid so far and so your bonding capacity today is 121 million in change but bonding capacity can grow over time uh

074so on 7125 we have that middle column you make a principal payment you pay off more debt as a district on every July one so your bonding capacity then grows to 24.6 million and then on 9125 it's actually the third Monday in August when all your levies all your tax rates are adopted and approved every August but I just put 91 um we have a project in there of 10% growth on that blue bar again if you get 20% it's going to be a lot higher here but right now we're projecting on 91 of 25 before a November 25 election about $140 million of bonding capacity that's not to say that you will ask the voters for that much I'm just showing you that's how we calculate bonding capacity for school distri districts all across

075the state your needs may be half of that I have District clients who have 40 million of bonding capacity and 80 million of needs and that's how jmes was over the past 20 years you never had enough bonding capacity so you would ask the voters for you know a certain amount but you could only sell smaller chunks so that let me go back to that real quick that's why we did these three sales 7 milon 380 that middle that second column there in 17 that's all you could sell you were capped at your bonding capacity limit back then and then we came back a year later based on growth in your assessed value all the new homes sold 14 more million of your election and then final finally in 19 as your tax base grew

076we sold the final amount and that's how a lot of districts are but in your case if your needs are less than 140 million you can sell all of it at once I'm not suggesting you do because you may want to spread it out based on your project needs and when you when when it's scheduled but you have $140 million of bonding capacity not to scare you because I don't think you'll be asking the voters for that much we did three uh scenarios for you here and this is the summary page there's a lot of detail Pages after this I'm not going to go through every one of those pages uh but all of it leads to this page so I'll I'll spend some time here the first scenario is in blue $40 million scenario

077if you ask the voters for 40 million and you sell the 40 million in two chunks $20 million each year 20 2026 so if you have no November of 25 election you'll probably sell the first Chunk in the spring of 26 come back two years later in 2028 to wrap up your your projects with another $20 million sale now in scenario two likewise 60 million we just add on a third Bond sale going out two more years to 2030 and then lastly in scenario three we add on one more Bond sale going out to 2032 um for another 20 million so it totals 40 scenario $60 million scenario $80 million scenario the total tax impact including your old debt is in the summary here of blue orange and red or pink or whatever that color

078is um you'll see in scenario one because you're not borrowing 80 million you're borrowing 40 we can keep your bond tax rate below that doll10 which is where it currently is to doll eight for about four years and then it'll start to go down if you ask the voters for 60 million and they approve we can expect the tax rates to look the dollar eight to go out a little bit longer see how it goes out about uh nine or 10 years maybe and then if you ask the voters for 80 million um that we can keep it at a doll eight but it would just go out uh looks like call it 15 years and then it'll start to go down after that so our goal at least for this evening was to just

079show you how you could uh ask again it depends on what your Capital needs are what your what you what you real and stick to your needs not your wants you know if you want to pass anything these days but if you have 60 million of real needs or 80 million of real needs we can structure it in such a way that keeps the tax rate the same going forward compare the same as the current year now that doesn't mean there isn't a tax impact every bond election has a tax impact it's just that we're layering it in in such a way where we're keeping it at or below the current year the tax impact is at the bottom there and so for uh the project we call it the projected average annual tax rate

080of additional bonds so just for the new $40 million election in blue it'd be a 42 Cent average tax impact over the life of the program um for the 60 million it'd be 56 cents and for the 80 million to be 69 cents what does that mean for the taxpayer for $100,000 tax value home which I know is low but it's it's good it's easy math you just move the decimal over two places it's $42 a year $56 a year or 69 bucks a year depending on what you ask the voters for and I'll show you that the math on that here here shortly but this is the basically the summary of three different Bond sizes and and we're structuring in such a way to keep that tax rate the same as what taxpayers are

081currently paying for bonds now this gets I apologize to the audience gets tougher to to read these slides as the uh as we put put more numbers on a page but this is the $40 million scenario which was the blue in the summary all we do is we project your assess value in column two and column three by what we're showing the growth projections in colum three of your tax base um and then in columns four and five that's your old debt service that's what you're currently paying so if you don't have an election you can expect your tax rates in column five to drop considerably at because your tax base is growing considerably so you see it be about doll eight and it's going to go down below a dollar it's going to go

082to 64 cents and that sounds great if you don't have needs but if you have needs of as a district um to fund projects to fixed roofs or whatever it is that the the state won't pay for you you have an you have an opportunity to layer in new debt without raising your tax rate not all the districts do like your last election you actually had to raise your tax rate most districts had to do that back then you actually had to lift your tax rate up now you don't we can structure it where you would not have a tax rate increase over the previous year so you can see this remember the scenar the $4 million scenario we did two Bond sales 20 and 20 that's column 6 through1 principal and interest estimates again

083we're estimating interest at 5% interest right now on bonds is around four so we hope to be conservative here and then hope hopefully you outperform this this is what we would put in a voter pamphlet um but that total tax rate including the old bonds the new bonds is in column 14 there's that dollar eight that I brought forward to the summary page that tax impact for just the new Bonds in blue is at the bottom of column 12 it's the average of all those years of the 40 million 41 Cent 42 cents rounded remember that number I'm going to go this is the footnotes I kind of covered most of that uh that 42 cents on a $100,000 tax value home uh the math behind that is you again you move the two deciel

084over two places for a home it's $41.98 a year or $33.50 a month now your average home value tax value not market value okay your average tax value is 190,000 right now and that goes up a little bit every year and you may say that's even low right compared to market value well there's a distortion right now remember it's that red bar that people are paying their taxes on not the blue one that red bar is restricted by formula and the way that works is if you have you know all the residents or commercial property anybody who owns land in the district if you have a home that you paid uh $400,000 to buy a home um and it's uh it grows 10% in market value year-over-year a tax value can only grow up to

0855% tax value is capped at a 5% growth on a residential or business property and so that's why that red when you aggregate all the properties in the district that's why that red that on that first chart is so much lower than the blue the blue is unrestricted the red is restricted so what does that mean here that $190,000 tax value home right there that could be a $400,000 market value home so so could be a $450,000 home you know whatever the home is selling for in the market it could be in the 4450 it could be 350 to 450 let's call it the tax value is substantially lower and when you're talking about Bond tax rates or even override tax rates you really want to focus on the limited value because that's the tax

086value that's actually going to be used to to pay taxes and so on $190,000 home that's about 80 bucks a year or $666 a month we also and this is all information that would be reported in the voter pamphlet so that's scenario one scenario two is very similar except we add on a third Bond sale I don't need to take you through the rest of it it's a doll eight though we're keeping that total tax rate at do eight the key Point here is that that is 56 cents 56 a. half cents on a $100,000 home it's 56 bucks a year $471 a month and then the scenario 3 80 million we add on another Bond sale uh out in 2032 two it's still a doll eight it just goes out longer in column 16

087uh the average tax impact at the bottom of column 14 is about 69 and so that is about $69 a year or $5.70 a month again that is the tax impact of those bonds but we are structuring in a way to keep the overall Bond tax rate basically the same or declining uh you're in a good position for us to to do that so that is related to bonds I don't know if I should pause or just I have a couple slides Ono overrides and a couple slides on daa overrides I would say pause for a second for questions but also I have a couple comments but I don't know if there's any questions that you guys have currently in Santan Valley there is an incorporation effort underway and along with that um there's a

088lot of concern about taxes and if this were to go to the voters at the same time as the incorporation effort how would the incorporation effort or vice versa affect one another or would it do you think what what would great question and I'm I would I would suggest you talk to an expert which would be a political consultant which we would talk we would be able to there's I call them the Pauls either Paul B or uh Paul Paul Ulan they they actually help strategize but they're they're they would be helping you decide if that's a pro or a con or if it's best to wait a year or not or not go the same year as that's going is that going here in November of 25 the corporation effort I believe that they're

089trying to get it on get on or not and so you guys know the reason we're even bringing uh Mike forward uh I'll be honest with you Julie and I went into the meeting not anticipating these numbers and so when we went out for an override back in 20 right before covid um uh the the political consultant and we have a quote we have a request for quotes out right now they're due on Friday uh but but we anticipated uh that we would have this type of capacity and therefore we wanted to make sure um I think Julie and I both after our Jaws hit the ground uh Mike was able to tell us what was going on a couple and that's why we decided to move forward with you a couple considerations or a

090consideration that's not factored in that is a positive is from what our understanding is is that the LG plant the one that's going to come on board which is scheduled to come on board in 26 there's an 18-month lag time before that um hits the rolls the tax rolls that is not calculated in here uh the cost of that one building there alone will have a tremendous positive impact on tax rates because it's going to take the assess valuation significantly higher and they're going to be one of the largest if not the largest um tax pair in our boundaries and so we don't know what that impact is so as as we show you 108 uh those numbers may change based on that we would figure on 18 months that if it comes in in

09126 you're going to talk about mid 27 if my numbers are right that that's going to hit the tax rols and so we don't know what that impact is as LG continues to add to that plant depending on how long it takes for them to build that increase will continue to come into our District we will be a property Rich District uh most if you're not aware of how uh the budgets M Equalization formula is done in the state what's done is everybody's equalized and so there's some districts that can't raise enough taxes to pay for their needs and there's some other districts that raise more money than their needs are so the scotsdales of the world and so what happens is the excess money that's raised goes into the kitty and is distributed equally

092across the um state a district like Scottdale is called a non-state Aid District because they don't get any state aid because they raise enough taxes when LG gets done we will become a non-state we'll become a state aid District non-state Aid District we will not need state aid to pay off our our debt and so or to raise our taxes excuse me so there's a bunch of things that are happening um to Mike's Point about the Pauls that's what we will get in the February you'll have an agenda item that says here's the political consultant we put out this many requests we got this many quotes back we're now recommending you go with company X whoever that is and then sometime probably in um uh March possibly April they will go out and do a

093survey of our residents to see I can tell you right now based on the last time if it doesn't come back with uh 60% uh positive rating on a survey they're probably going to recommend you don't go out so that's a determining Factor but you got to take it one step at a time in terms of his talk about what are our needs uh Mr Anderson and the principes and and everybody at the district level have been looking at what are the needs of the district and we will put a committee together uh invitations will go out Friday uh and we'll have a series of three or or excuse me four or five meetings that we will review exactly what we believe our needs are at this time and then we would anticip ipate depending

094on what our needs are what does this political consultant tell us what does Mr Lali tell us from Ste that come around may we probably do a presentation in April or May and then come back in May or June with okay do you want to go out for a November election the answer may be no um but we have to kind of go through a series of steps one at a time to see how does it play out for you guys to make a make a decision um and so that's kind of the timeline line of where we're working on so we're working on multiple things I'm bringing you this so that you have an understanding of why we even decided to do this because a lot of people say why given some bonds that

095failed um in any number of Parts especially in East Valley and it's only because the diff differential is so great that we can hold the tax rate um I'm guessing if you ask a person would you would you approve a bond if your tax rate was increasing and then the second question is would you approve that same Bond if it didn't increase you might get a different answer and that's kind of what we're trying to figure out and again I may come back to you uh and something may come up and let's just say the the survey says 40% would support it well you're not going to see me come to you because we're not going to waste the time effort and energy when that's at low but if it comes in at plus 60

096then then we would start that whole process other questions we'll move got a question Jason just thinking for most people I think you ask them we're looking to help the schools financially comes but we're not going to raise your taxes I think to most people is be like yeah let especially if we can say herey there's some things we're going to look to improve here's how we're going to grow oh and you're not raising my taxes so I think most people in issue will that being able to present it in that way will be truly helpful for people to be like yeah I think I would be I think I would approve that probably one of the things we'll just have to account for is the fact that 70% of the kids don't attend our

097system so if I have a child in the charter school do I approve that or not approve that based on the fact that I'm not necessarily going to get a potential benefit of it as compared to the reason we're in this building is because of the 16 Bond the reason we have a CPAC is because the 16 Bond well that was a Carro that was a carrot for the whole Community we probably won't have the same kind of carrot um this year doesn't mean they won't go for it but that'll be the over that'll be what we have to overcome certainly that'll be what you have to overcome although property values maintaining property vales you know having good schools in the district boundaries is always us um okay real quick I'm just not I'm not

098going to spend much time on overrides uh but there's two types there's the maintenance and operation override and the district additional assistance override the maintenance and operation override is for things like you know hiring new teachers or teacher raises uh new programs things of that nature anything related to your general fund and and so it allows you to override your current M budget by up to 15% which is your Revenue control limit 15% of your Revenue control limit so there that's a that's a formula if you will and so we have a calculation there on this slide 15% of your current uh Revenue control limit equates to just about 4,457 um in the first year there now uh m&o overrides are good for seven years it's just an annual payment there's no interest it's not

099like a bond it's not like you're paying you're borrowing anything here it's just an annual Levy and if you you can ask the voters for 15 the full 15% you can ask them for 10 you can ask them for eight you can ask them for a flat amount whatever you want but the max would be 15% of your Revenue control limit you ask them for the full 15 this is approximately how much you get each year we growing your budget a little bit and and growing your tax base a little bit to come up with estimated tax rates the estimated amounts you get about four and a half million a year and it grow you can see that now in year five is the last full year you would need to go out and ask

100the voters in year four or five to renew it to continue the override uh for the next seven years because if they don't pass it by year five you'll see in year six it goes down by a third and then in year seven it goes down by another third and then year eight you're at zero so these overrides were designed so that it didn't kill you it just didn't Lop off Cliff it phases down but if you want to keep it going at the current first of all passing one a new one is your most difficult challenge because it's a new tax rate increase it's a doll1 12 see that there in the middle column it's a doll 12 tax rate increase to ask the community for again important reasons you'd have to sell them

101on the reasons right but it is it is a complete tax increase it's just down the road what if you do get it P you're going to have to renew it every five years or so to keep it going that's a little bit easier so you hear about districts around the state that have overrides and they pass overrides relatively easily well they're really passing the continuous ones the new ones are tougher to pass so just as a heads up and we also calculate the the tax impact on an average home that's that oh well we have the average home there 210,000 we're growing that as well each year so it's about $237 a year the start then it grows a little bit will phase down as well so that's the M override the diser additional

102assistance override is a little different that's for capital projects you can do you can have a bond election or you can have a daa or you can do both I mean I wouldn't recommend you to both in this District some districts are able to do that but certainly out in East Valley it's probably one or the other but this is though it's not a bond you're not borrowing uh money there's no interest payment it's just an annual l just like your M up to 10% of your RCL so we have a calculation on that and they can be used for any Capital project um that you desire but it it's a seven year it's for seven years now unlike the M which phases down in years six and seven this doesn't phase down you get

103it for the full seven years but then it just goes away and so we just ran we estimated that roughly 10% of your Revenue control liit right around 3 million we we're ballparking about 3 million so we're just showing you a $3 million daa override and then the green box is a$2 million you got supps for two million or one million and you can see though that any any override ask including this dis conditional assistance override is a tax increase because you don't have one it's not like you're continuing it and so it' be a 75 76 Cent uh tax increase on 3 million 50 Cent 51 Cent on two million 25 cents on a on a million dollars so you can see the impact there um for daa overrides um and that would be

104my summary on overrides any questions related to those two if not oh I just have a sample capital projects list don't look at the tax impact this is for a different District but on $2 million you would have to show the voters what you intend to spend the money on for a daa override so out of that two million you know some would be in this case the district did technology and curriculum and some some money for the admin facility admin purposes technology so you're going to have to do a capital projects list like this for even Bond Bond elections or for anything Capital related so that's just a sample there and and that's what what we've done is is Bob's calculated by talking to everybody here's all the different things that we think we

105need and so whether you're doing the override or you're doing the bond part of the committee work would be to say so if these are all the things that we need do you as a committee believe there should be a recommendation to the board in favor of going out for a bond or a daa and what for and so if we say we have security or we say we have transportation or we say we have curriculum those are be the types of things and and we would have to say we're going to spend this much in curriculum or this much in in TR we're going to get 10 new buses or whatever it is and so for the voter and as well as you it's going to be a recommendation that says we believe we

106should go out for this much but just as importantly the committee is going to say and this is what we should spend it on so this is not like a blank check that if it's passed by the voters you get to do whatever you want with it whatever you decide to to take out to the to approve you have to spend it on that whether it's a daa override or Capital Bond so that's the committee's work is to try to get an idea that says we think you ought to do this or we think you ought to do that uh the final decision of the committee will be not made or the recommendation of the committee will be not made until after we get the political consultant back with the uh with the uh the

107survey data of the high efficacy voters in the district so so keep that in mind this presentation has many other pages except I'm not I only have one more slide for you and that's this one the rest of the pages is if you have trouble sleeping at night feel free to open it up and read it's all you want to know about bonds and overs um but anyway important dates Dr Wyman touched on this he did a great job talking about kind of your steps but all of it points to if you want to go forward calling for an El having an election resolution before the board in May or June it says here may through July in your county you can call for it I believe in July but I don't recomend that you

108have the Fourth of July week in there you have people on vacations it's tough to get boards I'm just and then on the back end of that if you wait till July then getting that voter pamphlet finished in like three weeks is very difficult so we recommend that districts call for it as late as first or second week of June maybe the third week Max latest um so work backwards from there and Dr Wyman kind of talked to you about all the steps that he's uh taking you through but it kind of follows this this timeline here and you could theoretically you call for an election today but what that does is is that places limitations on what can be said and not said um uh the issue you're trying to balance out in the

109old days you were sitting there saying well we're going to do this and November first Tuesday and November is going to be the election so we backtrack it here's what we got to do but now with early balloting and some of those kind of things you you've crunched that schedule so even if you call in May in effect with early balloting uh you may have the determination of it by October because most people turn back their early ballots within a week of receiving the early ballots and so so it's a little bit different of a of a of a system than maybe in I'm old enough to say the old days um but but that's a function of what we do too is trying to how how long do you take to if you decide

110to go out set up the pack and get out and communicate to people what you need to do so that so that becomes a real determinant but but until we get further on down the road you don't have to worry about that because if you don't ever go out it's a move point so we just trying to give you the information and then over the next few months we'll we'll give you more more and more information and then a final decision any other questions for me water from a firework or good okay thank you and thank you Mike appreciate you coming out and sharing all this with us like I say once he gave us that that piece that says we don't have to um we can keep the tax rate the same that's when

111that changed Julian mik's decision and we kind of accelerated some of the conversations had it been a different scenario like Mike was describing back in 16 um we might have not even pursued it past that so that just kind of gives you an idea what we're doing and why thank you all right that brings us 9.2 discussion and information on student achievement all right good evening Mr President Dr weinman board members illustrious colleagues and audience thanks for allowing me to um share some wonderful things with you tonight so we'll start with some data and then we have some information on grants and federal programs that we have going lately um let's see if I can make clicker work tonight there we go Okay so for assessment I um will let you kind of look through

112the the spreadsheets and the charts as we talk here and I'll give a little context to some of what we're seeing here so um what we have three times a year is called our practice test and so that is aligned to the aasa assessment at the end of the year it's designed to be a predictive assessment of potential um student achievement on that assessment at the end of the year so um we take it at the beginning at the middle and the end of the year and then um use some correlated bands to kind of get an idea of where our students might be performing so this is comparing this middle of the Year test to what we saw last year on the middle of the Year test um versus this year on the middle

113of the Year test so um typically in the past we see a little bit of a dip um in that middle of the Year assessment data for um a variety of reasons but um this year we're definitely seeing some some positive Trends in some grade levels we're seeing some some places that definitely still need some some attention um and so that is one way that we kind of looked at this information this is specific to the El test on these first few slides here the um assessment is just given in third through e8th grade also just kind of put that context there um then we looked at it compared to the beginning of the year assessment so um where students were performing at the beginning of the year to where they are performing now so

114like I said in past years we typically see a a dip most grade levels in this middle of the year um where you can see here we're seeing some positive growth in lots of um spaces there so that is definitely something we are looking to continue and then we look at the cohort data so we take a look at those students um from one year to the next so we match those students to say are they still growing from one year to the next um so when we look at that cohort data and those match students most of those cohorts are showing some progress um we definitely are continuing to look at that Middle School um 7th to 8th grade um area to see how we can make some improvements there um one of the

115things with this assessment that I will also make you aware of is that they just recently did a new correlative study to the aasa so they are going to be releasing new bands um new proficiency levels that our students um might fall into what we've been told so far is is that most of those bands have had a decrease um so um in in the requirement to reach that minimally proficient or proficient level so what that could look like for us um is that we would see an increase in students that are performing at what they would consider a uh predictive proficient level that's what we're waiting to see those new bands for specifically um but that is something that they have redone recently throughout the State of Arizona when we look at our math

116data math is definitely an area where we are still continuing to work um again this is comparing just that middle of the Year assessment so last year to this year and how our students are doing um our math adoption has been in effect now for just a couple of years and as you can see those grades that are at the lower end that I've started with it are starting to show some of that positive growth so looking to continue but definitely looking to focus on math um and see what what other things we need to be looking at when we look at our beginning of the year test to the middle of the Year test um similar things some small areas of growth fourth grade is definitely an area of concern that we are looking

117uh more deeply at currently and then this is again that cohort data so as you saw more with the ELA we had more of that positive growth happening with our cohorts this one is not um showing that currently so one of the things that we have begun to work on and I it's at another slide at the end but is really starting to analyze any and all factors that could be contributing to some of these things so we've look we're looking at our curriculum Unit maps we're looking at alignment of those to the asasa blueprints and to the assessment blueprints to see if we are missing something um making sure that we are in fact instructing students on the things that um they need to be instructed on and that those are aligned we are

118speaking with our instructional coaches about those tier one instructional pieces um and really working through the PLC process to continue to analyze um and find those areas that we can refine this year was the first year we implemented the a science practice test and so um we give that in the tested grades so that's Fifth eth and 11th so um you can see some positive growth there our 11th graders didn't take it at the beginning of the year they were taking the New Horizon assessment right around that same time um and so that's um something that we will look to see their growth with this next assessment and then we have the ACT Horizon assessment that is a new assessment for us this year as well that one is designed to be predictive of student

119performance on the act so the ACT is taken by 11th graders however we have all of our students participating at the high school in this assessment um in hopes that um It prepares them our ninth grade students also would take ACT Aspire so a similar assessment um but slight slightly different so you can see um the average score there at the end of last year for our 11th graders and then our predictive score in August they took it again in November and then they will take it again in February before um they take it uh in April some of these steps we kind of already talked about and I can I can let you look those over but really we're continuing to work through our PLC discussions talking with coaches with leaders um really trying

120to analyze what has been going on in our data where we need to make different decisions and how we can do that and I will pause and let you ask any questions surrounding that data that you might have on some of the cohort change where it's more dramatic for example the ELA practice test cohort comparison data 7th to 8th grade that was over 20% um do you have any kind of hint at what you might think it is can you elaborate on that a little bit more and then when will you be able to report back to us on some successes that you might have had or implemented yeah we can definitely report back at our next meeting um because this data happened right before the break we just started some of those anal analyzing

121conversations with some of our um coaching staff yesterday at their meeting and then our leadership team meets again next week and so some of those ongoing conversations will continue to happen but we have asked um our content Specialists to dive into those curriculum units those Blueprints and give us some information and let us know what what has happened there so we can definitely report back on any findings that we have there um this assessment is um a little bit unique in that all of the the pre- skills that we work on with our fast Bridge or those walk to intervention sometimes we see growth there faster than it shows up on this assessment this is um a very heavily comprehension based you kind of have to put all those skills together so I can definitely

122give you some more context on some of those other assessments and how that is looking and contributing to some of this as well if that would be um helpful for you also we can do that too thank you yeah absolutely back to that 20% I hopefully you're putting some emphasis in congratulating the teachers yes because the curriculum by itself does nothing it's the teachers the good teachers that put that bust their hump to get that going there so that would be up to the principles to be sure that they are congratulating those teachers because that's what they need that's the only way you're going to increase that we can get curriculum after curriculum but it's teachers that make this happen and they have to be recognized by their principles to know that's what's happening absolutely

123we definitely had a lot of those celebration conversations too when you really break down um the data into sites and C campuses and teachers you really find those pockets of Celebration and um I'm happy to share that information with you too if that's helpful we definitely have that also so um if you want to let Dr Wyman or or um Judy know what you want I'm happy to put it together for you absolutely oh yes I was gonna say that but I didn't want to steal Christine's Thunder um but I will I will steal it so um along the lines of celebrating teachers one of the things that we're looking to um um do differently for our March professional development day is have um our teachers present to one another the things that are going

124well in their classroom we notice that your data says this what are you doing tell your friends let's all get on board with those great practices so we have um our leaders our coaches out um inviting people personally but we've also put it out to every staff member to say is there something you want to share with your colleagues that that's going really well in your classroom um let's bring that forward so we're definitely looking to um do all of those things that you were just mentioning Mr Beach and and sharing those celebrations so we will transition to some federal programs information so we've recently received a few new grants one of the grants that we received is the K3 dyslexia design Grant um it's a $1,500 Grant and this aligns to the move on

125with reading program and what the the law says is that we have to have a dyslexia design at all of our schools that serve K3 students so in the past year we were able to U meet that requirement and get at least one person at every campus trained and um through the letters program is what we used this grant allows us additional funds to get another person trained at every site so um this grant um was awarded to us just before the break so I think our leaders this is some news for some of them too but we will be putting together a plan and asking them to give us that design so that um in the event of turnover in the event of anything happening we still have that person in place um and

126we can take advantage of the funds that are available to us um we have the ninth grade success Grant I'll just briefly touch on it and I will invite Dr gulsby to tell you a little more um earlier she told you it was $50,000 and I don't know if Dr GS be realizes it's $100,000 it's $50,000 per site so it's quite a um a wonderful opportunity for us um and for for those schools to um have that uh Grant it's a competitive Grant there are are certain requirements and the biggest one um to make you eligible is that you have to have less than an 85% graduation rate and so both of those sites qualified for that um there's some another criteria that goes in that gives you a priority rating and most of those

127we don't actually qualify for so the fact that we received this grant that it is competitive um is pretty exciting so Dr gouby will you come share with us Dr Wyman sent out an email and suggested that some of the schools that we might want to look at this and we grabbed a hold of it because that's something that we're Focus fed on at our school um part of the grant is that we're connecting with a School in Colorado it's called the colorado high school for success and they have actually worked with schools in the Phoenix Union district the Tempe Union district and they're focused on is how to build student achievement because they know that the ninth grade year is so important and when I talked to them about our grant I told them

128our whole school is important you know and it's hard to look at it and any skills that we can get for our nth grade kids we can apply and working with the Colorado school they have a data system they have action steps that they're taking they're focused on improving attendance and they're focused on building things that connect the schools back you know the kids back with school and focus on them owning their own learning so some of the steps that we're doing is we're going to um adopt a character strong tier 2 curriculum that we're going to be doing with our social emotional things for our kids kids and providing training for our staff for that we're doing a check and connect program where you actually set up a one-on One Mentor for students where

129you're calling them to find out why they're not at school and you're sitting down with them and finding out what will help them with learning more we're also meeting with the Colorado school that's going to Mentor my team on how to look at our kids and what's the best bang for our buck to get our kids um going and we're really focusing on data at every grade level and saying where are they at what do we need to get them to graduation and things along that line and then the third part of the grant was to create a connection between the eighth grade to the ninth grade so that we make sure that we cover that and involve our parents in presentations and doing more things with FAFSA and things like that that let our

130kids know that college especially with the wonderful Grant with CAC that our kids should move on to community College too if that's their plan and a big part of a lot of our kids want to do the technical skills and CAC is offering some amazing programs where the kids can go there and then step right into a job of significance for their desire and also for them to have a great living in life so we're really excited to have the grant it was just um you know like Yay money so and and the other part of it which I wanted to mention too is my staff volunteers we're there at 7 o'clock at night and people aren't getting paid so we're going to put some money into paying the teachers for their time when they're

131testing students at night because we have kids that work all day and they got to come in at s or 8 o'clock I have kids that graduate at 10 o'clock because I have crazy teachers that stay there and finish their tests so that the kid can cross the finish line so that's kind of what we're into and and we're looking they have programs in Colorado that we're going to look at and see how that transitions to us so thank you um so thank you Dr gby and I I will say um we we did the Grant in the 11th hour and and she was amazing in getting me all the data and the information that we needed for it so um she worked really hard and it is well deserved and the last thing we're

132going to highlight a little bit are some successes within our mckin vento um migrant programs um one of the things that you heard kind of mentioned earlier from uh Miss Pierce was our project bridge and so one of the things that we applied for last year was a homeless um Youth and education minig grant um it was a $5,000 Grant one of the things we noticed was that we had um a significant underidentification of our mckenny vento students um we know they're here we just weren't aware of who they were and so we wrote the grant um as a way to get some initial items for a community room a space that we could be um meeting with families helping them meet their physical needs but also some of those other community resource needs helping

133get their kids enrolled in school um just kind of have that place previous to that we were doing it Here There and Everywhere and we were storing things Here There and Everywhere and so really look to make um a bigger impact and and part of that comes as um this school year every one of our schools has been identified as Title One and so we know that with an increase in that identification our students that have needs are out there our families that have needs are out there and so we wanted to make sure that we were supporting those um and as they mentioned we have some wonderful ladies who are going to share with you about how that is working so far um we're excited to kind of launch this second half of the

134year as we were working to get everything set up so I snuck in a few extra pictures uh since this was posted um they finished organizing a lot of the room and so you can see um this was a pictures from our resource space so we have everything from um home needs hygiene needs food needs clothing shoes um our goal is that if the student or the family has the need it doesn't prevent them from coming to school so we want to um have that available to them and I will let the ladies speak um a little bit more in just a second and then um just some pictures for you here um Miss Thompson will will share with you that this is housed at Harmon but as we said it is a community resource

135for everyone and so as such uh Miss Thompson has organized involvement from every one of our schools in providing things um through their student councils for this so there's a few pictures here this one is from the high school uh these are the adorable friends at Ranch um who work so hard to collect some items um so I want me to keep going and then turn it over to you guys I can okay um and then we also have a second space so we have more of the the resource room space and then we have a second space that is really more of a community meeting room so this is actually um a migrant family event that was held right before the holidays um so the students were able and families were able to come

136in to do um some fun things together they they received some uh holiday support and Gifts um a lot of our our migrant students which Miss alfo will talk about um are working through a tutoring program um and it's virtual so they got to actually meet their tutor who was there in person so it was a really um fun event and it's wonderful for us to have that space and they'll be able to share more with how they use that space so ladies will you come up and share with us please um going back to our excuse me sorry Dr Wyman members of the board um going back to our mckin vinto numbers have increased significantly um last year we ended the year with about 90 students identified as n mckin vinto mckin vento are

137students that are considered homeless um lacking fixed regular or um adequate sh and so we're predicted to meet those numbers again this year um we one of the reasons that I feel like I advocated so um intensely for this for this resource room is because I was meeting parents in the front office and I didn't felt I didn't feel like it was very dignified so this resource room has allowed the capability for me to meet our families face to face um other than pH interviews meet them face to face we have internet connectivity uh Chromebooks were purchased with the grant as well and so meeting with the families I'm able to have a more um intense conversation to identify their needs and U making connections with Community um community supports I have reached out to

138the um to Cara which is our Community Action Agency here in panel County um we have a Community Action Agency and then Maricopa we have um a housing Hub so car would be our equivalent to the housing Hub and so making that connection has led me to understand more of the the process and help help coach our families we've been able to assist um families that are undergoing domestic violence and meeting with families the children have a safe place to play while mom is being coached and supported on her journey of finding those those supports that she needs for shelter um most importantly though I feel like this um having my migrant Ed families have a place to meet and um and like Jennifer said the the students got to meet their teacher for the

139first time and the students got to meet their besties that they have been communicating with in a virtual classroom for tutoring um again we we strive every day to meet the needs of all students so this is open to to the community and um you know it's they they can just call and we will'll open up the door and I'll I'll modify my schedule to help the families um but you know just having a safe place where families can meet with dignity was was the most important uh gift Jennifer help me with and getting resources um we're very appreciative of the The Dr Wyman was supportive and and we're very appreciative of the team everybody I'll hand it over to can can I ask you a question absolutely so my lens is I was a

140counselor for mckenny vento so in Mesa um but my question to you is so are you not identifying students at registration yes absolutely we are that's that's our our gatekeeping process our registers do a phenomenal job of identifying students but but being able to serve their needs after they're identified is a Paramount so that's why the resource room was so so helpful to us okay and so um do you cuz I just had this conversation with someone else in the community and I was saying you know I would love to donate clothes or you know something to do we even have that and so I was looking on the website and I I found a little bit but advertising that may be through our community and unfortunately I don't have any kids my kids graduated

141already from Colmes so so I don't have that connection but like something that I don't know I know it costs money but like little flyers or something and I can share with you what we've done but um before was just letting the community know hey we have this resource um and so if you'd like to give because I know I would I would love to donate and give to that to that resource and absolutely this is a this project is evolving and so I think that's what that's our next step is making sure that we're sharing this with the Community I plan to have an open house and so I have a pocket full of of people that have supported me and so have them together and then just share our resources of community leaders

142Church churches organizations food banks and then have invite the public to see what what we have to offer but yes that that is actually on our to-do list awesome thank you right for sure and it it's baby steps right I mean you you know so um but that is one of my passions and so I'm excited to hear that that you're doing that and that you know I would love to help in any way I can thank you so um I'll just piggy I'll start off with and piggyback on that um we will be uh this tus and I will be contacting the social workers and the counselors at each school and letting them know uh we were talking about creating the flyer um to get it out there um also it's a great uh

143tax donation that people can make in the community um too um as Miss Pier said earlier um that's one of my things that I love to do is go out into the communities and um if I could click back to the the majority of the food that you see there um came from different um Community um agencies um I've been been able to reach out to like Gold Canyon um RV um park right um the Vinland um salera at Johnson Ranch right and these um they're retirement communities and they love to help out so I take a board a foam board and um so for example at um for Thanksgiving um I made little leaves so it's a tree with leaves and I asked for three cans of corn um four cans of this and

144the residents would come take the leaf right and get it and bring it back and then I would come pick them up right so there's a lot of community um retirement communities that love to do that and Cana is really a big suppor of of us too right um and then there's some local businesses that I have um uru AO has did a a really great thing for us for teacher appreciation um last year um and so that is something that I think going out and trying to uh get the room started right and to have stuff in there and then along that we want to include our school right so um we I went to student councils um and ran um that's the little kids they did the hygiene drive and so they did

145a remarkable job on it and then the high school went way over and Beyond because I was just asking for um Sue socks and underwear um for their age um size and they included food in that so um there's a lot of togetherness with this right um and this is for families in in our whole Community um we saw the need of kids coming and their sandal have been stapled so many times that you could just could staple it again right or their shoes had so many holes in it that they couldn't really enjoy you know PE are I'm so hungry Miss Thompson um because I came to school late and I have any breakfast at home and so that's the need um for the project Bridge we named IT project Bridge because the bridge

146we're Bridging the Gap you know that the student has um we want to take the worry off of basic needs being met so the kids can come and be ready to academically grow and learn um so my role will be the food and clothing room and Mrs P's role will continue with the mckin vinto and the resources of helping families come in and get where they need to get um we appreciate your time um on this um and your support with this is there any questions that y'all have that you would like to ask us about the program um as opposed to a question more of um some hopefully helpful feedback um it I do agree that it would be great to see some flyers and other things out there and that would cost money

147um but social media is free and that would be a tremendous opportunity for our district um and the other schools to support you in this endeavor by sharing it on a regular basis on our social media um the other thing that I thought of as I was listening to you is the Church of Jesus Christ of Latter Day Saints has a program called just serve and you can put opportunities on there there's several other schools in the area that have put their opportunities on there um I know the woman that runs that and she's been looking I'm familiar because I I am LDS I am very familiar with that yeah she's been looking for ways to connect with the school district as opposed to some of the charter schools she specifically wants to reach out

148to com's District so that's another thing um that I I think would be helpful for you to be sucessful do you have her contact information I'll be right on that yeah I can give it I can give it to you um and then the other thing is I know just from some of the meetings that I've attended and watched online there are lots of activities such as the uh comes High School trunk or treat where there was about 4,000 people in attendance that would be a great opportunity for you to have a tent or a booth there um and they could advertise in conjunction with you that you're accepting donations and things like that so good luck and thank you for everything you've keep them coming I I will my my email is t Thompson

149atoles I I welcome any any help any at all thank you so much so as we we mentioned we we are in the beginning soft launch stages and and those are all such amazing suggestions we'll continue to grow with um we have our community Cafe coming up where we're hoping to connect some more with some of those community members really take advantage of those opportunities but continue to look for ways to bring things to our families um by way of those physical needs by way of um our Volunteers in our community coming in and presenting on academics and how to support your kiddos at home or there's some parenting skills you need some support in let's bring someone in and do that let's facilitate the some of those things so really trying to meet those

150broad needs um and now we have a space to do it so we're really excited um to see where we can take it um these two ladies are amazing they're very humble they work very hard they care very deeply about our community um so I know this is going to take off and and continue to grow and be wonderful so if there are no further questions I will put the clicker down and let our next uh item happen thank you so much for your time this evening all right thank you that brings us 9 point two any questions or on student achievement no that was I mean I'm sorry on uh student enrollment that I sent you the report last week so if you have anything we more than happy to answer okay all right

1519.4 this the first reading and this is this is just uh us bringing forward uh we're working with t telecommuting uh there is a uh a regulation and a exhibit that goes with it you're only responsible for the for the policy uh this has been done in conjunction with our attorney uh there is no just so you're aware there is no um either through asba or through uh the trust uh there is no telecommuting uh policy per se there's different districts that are working on things across the country but they don't have one so this would be our policy it would not be copyrighted uh please take a look at it if there are any particular questions you have in between now and and the February board meeting let me know um but otherwise we

152we'll come back in February for a uh approval but that's something that you're wanting to do yes this this is a recommendation to come through and so what will happen is we will bring forward the the telecommuting policy um for a second read in February uh if you approve that then we would put forward uh the next day I would share with you the um regulation the regulation's got all the details so whereas this is a two-pager the regulation I believe goes eight pages because it puts the meat on the bones of this is expectation this is who qualifies who doesn't qualify the exhibit is then the form that would be used uh that um a person who if they qualified would go ahead and fill out that form to say I would like to

153be considered for tele telecommuting I will tell you up front that obviously the telecommuting is not open to everybody bus driver can't telecommute you either got to drive the bus or not drive the bus and so that's kind of what the regulation starts to address which which people would even qualify and and what are the qualifications uh we have three different levels so so that would be presented to you guys I mean that would be part of the after the policies approved okay that brings us to Executive session so I'll take a motion to move to Executive session 10.1 and two which one the recommendation actions there so so what you would do is just make a recommendation and go into the executive session I would look the black part the part move to Executive

154session yeah pursuant to the two up in the black where it says pursuant to the to A1 uh 15 iight it's not good enough just read that top part of the black got it got it pursuant to as ar51 1841 and ARS 3843 10 0.03 a public body may go into executive session for discussion or consideration of personal matters in the pupil dis disciplinary proceedings student expulsion remission I second that motion all right have a first and a second all in favor all right we're going to pause for executive session for
