001um everybody Welcome to our budget hearing meeting do I adopt the agenda now or at 4.1 okay all right I'm going to do I officially open the budget hearing meeting yes okay we are officially opening the 2425 District expenditure budget hearing go ahead okay thank you Mr President members of the board Dr Wyman colleagues members of the community and a personal welcome to the business services staff that's here today um thank you for gathering at this special board meeting so that we can comply with ar ar5905 to publish our proposed expenditure budget and notice of hearing and this isn't on either there we go okay this is just a slide that gives you the statutory budgetary uh budget deadlines as you can see we do need to do a notice of public hearing at least

00210 days prior to our adoption so we will be satisfying that today as we will be meeting on July 10th to adopt this proposed budget we will bring any revisions necessary on our budget to you in December and any final revisions at the end of the year which would be May 15 in 2025 so reviewing how our proposed budget was developed this year our base support level increased 9829 which was a 2% increase so it brought funding up to $513 the legislature allocated an additional $23 million just over to our district additional Assistance or daa it equated to about a 4.6% increase to districts we received additional compensation for our transportation miles it's a little unique in that if you travel less than half a mile or over a mile you get $2.95 per mile

003if you travel between a half a mile and a mile you only get $242 I'm glad I'm not the one that has to calculate that one classroom site fund that was an increase of $34 for this uh upcoming school year and it will be at $7.93 the free and reduced price lunch the state allocated an additional 37 Millions to this particular student student weight count so for FY 25 alone that count will be increased to 025 it's normally 022 so not a large increase but overall Statewide it is yes sir just a quick thing I just want to be sure I heard you correctly on the classroom site funding increase you said to $792 or it says on the slide $792 yes sir wow let's hope it's not $7 I be in trouble um the

004one thing that I didn't add to this slide that I do want to make sure that everybody is aware of I know that Dr Ryman has mentioned it before but it is very very important and that is the Constitutional aggregate expenditure limit was approved by the two-thirds vote and therefore we do not have to worry about a retraction coming through in fy2 just so everybody is aware should that have occurred there would have been over a two billion that is a b um2 billion doll cut that the state schools would have seen so what we try to do each year is talk to you about our M budget that's page one of the report that you received and we break it down into the different sections the regular Ed special ed transportation and the K3

005reading programs that you see within that page the M budget um we are showing um we are going to be spending for regular education is 67% of our budget or just over $19 million special education a little bit higher this year than last year we are going to allocate just over $7 million transportation is going to be just under 2 million or 6.6% and our K3 reading program is seeing a slight deduction um but it's going to be still at a 69% now our overall budget for this year is going to be make sure I get this number right nope duplicated the page that's all right M budget for this year is going to be 28,9 66,1 N4 this budget was prepared based on the 108 student call uh student loss that we were projecting

006that we have brought to you in the previous uh previous meetings so that you are aware when you look at the dollar amounts those Dogo do go down for each category however you look at the percentages the percentages still remain true the other way we look at our budget is when we talk about what is the purpose not just regular education special education we look at our salaries and benefits our purchase Services supplies and then other other is typically your dues your fees possibly some travel again just looking at the M budget if you take into consideration salaries and benefits right now we're projecting 78% of the overall budget or over $22 million is going to be going towards salaries and benefits of our staff purchase Services is just under $5 million or representing 17%

007of our budget supplies did see a decrease again when we reduced the budget and it's just over a million dollar or about 4% and then the other again there's not usually a lot of travel that's coming out of M or our dues and our fees so it's only around $66,000 now one of the things that we have discussed previously and Industry standard that you'll see is that salaries and benefits are typically around 80 to 85% so we're just under that however there are several contracted services such as for our custodial staff some of our uh um psychologists and special education individuals that are not on salary they're actually contracted so if I take even half of the purchase service balance that's projected at 4.9 million and that is a low number taking half if I

008take that and move it up to salaries and benefits we're right at 85% so we're still in line with industry Norms so to speak that is the budget that we have prepared to propose um if you have any questions I'm happy to answer them um just to go back to the supplies certainly that number in this budget reflects that cut that we had talked about previously when we were going through all the different scenarios correct yes sir I'm very hopeful that we won't see the 108 student loss and that we'll be able to come back in December and I can tell you we're going to allocate some more and and and those numbers also reflect everything so the raises that that were given to staff are in those numbers so it's it's everything we talked

009about brought to you guys in previous board meetings are now just translated into this budget we're just waiting to make sure that the legislature passed it and we knew for sure that we're were getting our our 2% and the other the other things like that okay any other questions no thank you all right it's way to run a meeting so then I would like to officially adjourn the proposed budget hearing meeting and then um call to order at 308 our regular board weeting You all take a motion do we need a motion to do that okay everybody do need a motion to adopt the agenda correct okay I I move to adopt the agenda as presented I second have a first and a second all in favor I I any opposed do we have uh

010Jason okay all right motion passes 5 and we will stand and say the Pledge so if you can all join me with the pledge for the pledge of I pledge allegiance to the flag of the United States of America and to the for which it stands one nation under God indivisible with liy and justice for all all right 6.1 that is um I'll any questions or discussion or I'll take a motion to approve the published proposed 2425 expenditure budget I'm here in case you have any questions um I do I just I didn't bring my reading glasses so I need to make this bigger so I can read it you want ours no it's okay it's okay that's um I'm just looking the number that you said was the budget we should be able to

011see here was it the 28966 one is that it that is for maintenance and operations and we are projecting 1.9 01230 for Capital right okay that's what I wanted to verify make sure those numbers numbers were on the sheet and they are yes sir okay that's all just double checking that's okay I'm here I just have I know we already agreed with it and and I agree but um like in the surveys the teachers were already saying that they don't have enough money for supplies so that's a huge concern for me um so if we get better reten than we're thinking I would just encourage that we you know put that money back first that make SES absolutely we covered salaries and benefits that was our Target and any of the purchase services that we

012have to do first yeah um supplies is not something that we like cutting it was just the loss of students we had to um evaluate everything across the board so that would definitely be an area that would be increased but it's still hard yes ma'am all right any other questions or comments okay I'll take a motion uh I move to approve and publish the proposed 2024 2025 District expenditure expenditure budget as presented I'll second I have a first and a second all in favor I I I okay all right motion passes passes 5 and that brings us to adjournment is there can I just say one thing can I say something I'm gonna go I'm going to pull the go like the governing board um discussion just real quick okay yeah um the I know

013that there was some that you guys weren't some of you weren't here for the um our governing board retreat I think it went well I think the that the people that were here worked really hard and I think that we was very productive I'm I'm I'm a little I don't know cranky about the fact that there was a lot of staff not there but that's okay um the one thing that I'm requesting though before just I don't know when to put this in where to put this but and I I don't know when you're coming with our goals is um to make sure that we have not necessarily in the document but a supporting document of Baseline data okay okay all right that's that's all all right thank you anything else I mean we got

014to like nine so we got plenty of time to what oh no no no no we don't we can talk about all kinds of I make a motion to adjourn I'll second all right I have a first and a second all in favor I I I okay motion passes adjourned at 3:13 p.m. all right all right
