001e e okay good evening everybody it's six o'clock we'd like to call the meeting to order um I'd like to ask for an approval for the adoption of the agenda I move to adopt the agenda as presented I'll second I have a first and a second all in favor I I motion passes passes 5 here we go so we will stand for the Pledge of [Music] Allegiance I pledge aliance to the flag of the United States St of America and to the for it stands na indivisible Justice for okay um next we'd like to have an approval for the minutes I move to approve the meeting minutes from May 8th 2024 um as presented I'll second we have a first and a second all in favor I okay passes 5 all right um next we
002have superintendent's report thank you Mr President uh a couple different things uh for the report uh I have some numbers for uh CCS both ccs and ch HS had very successful graduations uh nice uh events um CCS had 87 graduates as of um uh graduation however I know with summer school I believe uh you have had a few more that I just didn't quite make it to uh um uh in time for the graduation ceremony but they're still making it so summer school's still running and so those some there's a number of those kids that are just catching up so there'll be an excess of they're an excess of 90 right now um that have that have graduated um uh since uh graduation um and again both uh uh both graduation ceremonies were were uh
003very successful the valedictorian and the Salud atoran at CHS had attended the Colmes District since kindergarten um and 61 of the graduates have attended Colmes since kindergarten so that's always nice to see um we have a picture but we won't be able to release it because some of the students of uh have a uh CLA that says that we can't release their pictures so even though we had a picture taken for them and they all got it we won't be releasing on social media so if you don't see anything that said we had a gracious donation from American Legion um they uh went ahead and cleared $1,400 worth of unpaid lunch accounts for our students uh that is a common practice in in many areas that some group will come forward to do that um
004and so they they had stepped up uh um the wives one of the members of the Legion uh Works in harmon and so she arranged it so we had some pictures and took out some social media so that was uh very generous of them terms of some sports achievements uh chase the abold uh competed uh at the division three state meet uh and the 300 hurdles earn third place and second in the javelin and then those that uh finish in the top two or three go to the all the All State track meet so for all kids across any Division and so he went there and broke a personal best in in uh uh the javelin at 17505 um cheris Jones also was in division three state track meet for with two events 100 and
005200 and set school records in both um and then division 4 region first team honors for baseball uh Alex Bonita and Jaden banter for boys volleyball CHS fbaa business management chapter was named best marketing team award um and so again success in lot of different areas and the Esports ended the year on a very high note with their own tournament uh they um uh are looking to um work with both the middle school and the elementaries uh when I say Elementary more the fifth and sixth grade kids just to grow their program so uh Mr Testa is doing an outstanding job uh with all the kids in Esports uh what's not on here just so you're whereare um the legislature uh was back in session today they've only we been meeting once a once a
006week for significant amount of time and it looks like there's at least potentially a tentative budget um some data or some uh information's been leaked as to what's going to H what potentially could happen you're still in a negotiation phase they don't know that they have 16 and 31 votes yet to pass it um so there's some work that's going to be done what we're hearing from the leak stuff it's uh pretty much what we anticipated uh relative to how we built our budget in that we will get the 2% uh and then we'll also get the increase to daa the two things that have changed probably in the last couple weeks there was some concern I think if you read these Valley trib uh there was an article about a concern about the a
007again and whether they were going to pass it at at at that time the feeling was um they weren't going to give us the override that allowed us to exceed the a it appears now based on the leak documents that that is in the budget um I only do cautionary tail for that because unlike the regular budget which will be um 16 and 31 the AL portion has to get a two-thirds votes so you're going to need 20 and 40 uh they should get it um because it just takes one thing off their plate for next spring the other issue that we were hearing was uh the building renewal money was not going to come uh they would fund daa which is our Capital items and and uh that's a general part of the the
008Budget Building renewal you have to apply for um and so our concern when we were told they weren't going to do it is we have uh two RS uh that need to be done it's about a little over $2 million if they did not fund the building renewal then those would be off the table because we don't have that kind of money but uh in the leak documents as of right now they're looking to put the same amount of money into the um uh into the building renewal as last year which I believe is about 183 million so at least we're back on the table it's those two projects are in the uh in the queue and so we would we would hope that with that kind of money uh they wouldn't run out of
009money before they got down there um but we'll just have to wait and see my guess is based on what I'm uh hearing uh from down there that that uh they will probably be in session the rest of this week and this will be one of those things that they tug in go back and forth and it gets passed at 1:00 in the morning on Friday morning or Saturday early Saturday morning morning type thing Friday night early Saturday morning uh is probably the way it'll play out if it's like previous years um there is going to be a cut they had to cut significantly um but it doesn't look like uh per se it's going to impact US based on on what our initial projections are uh with that we are probably going to have
010to I sent out an email about who had what available the between the 25th of June and the 2nd of July looks like right now um it's the 1st of July or uh 27th or 28th of June I think is so far what I've seen is the most people available um otherwise there's people missing on those other days so as soon as we get it passed we'll firm up a date um the way the law reads is we have to uh uh have a proposed budget and the proposed budget must be adopted and then it must be posted 10 days um prior to formal adoption adoption must take place of the budget by July 15th um but you have to post it so you have to do it a day before July 15th well the
01115th is Monday so we would anticipate you know uh coming back depending on when we held it uh you could go as late as the second and then uh turn around and have a meeting our problem's going to be depending on what day we handle it we may have to have our regular July meeting and then a special very short meeting uh to get the budget so we're still waiting to see it takes once the budget's approved it takes um uh the AG auditor General's office um generally a week at least to get all the forms up that you go ahead and put in all the information so you have a true vision of what your budget is so there's some movement within this process it's not quite as easy as everybody thinks um but
012but that's kind of where the budget's going so I just want to give you a heads up uh again we're looking more than likely 27 28 or 1 uh July 1 one for a special meeting and as soon as we can get some things done at the leg legislature they'll be able to give you some more information that's all I have at this oh yep um the lawsuit that happened a while back I thought that for some reason I thought it said that they had to do a 3% is that not right no it's 2% it they have to what it is the it's the lesser of uh uh 2% of the GDP and the GDP is running above 2% right now so we'll get 2% um this is that's okay the problematic issue as
013we've talked about before is when we do the uh minimum wage in January they actually don't use GDP gross price deflator they use CPI Consumer Price Index which runs a lot higher than GDP so even though they fund us at the GDP level when it comes to giving a raise they fund it at a much higher level and so we lose school districts not just us school districts lose money on the deal because they're having to fund the increase for their employees uh at a cost that's greater than the raise that we get to run our business so it doesn't make sense but it's the Lesser it's the lesser of the two and right now 2% is the Lesser okay also um I I I heard some grumblings or some whatever you want to say
014it um about the esa was there going to be some stipulations on that do you know no from what I saw today I got a couple different emails uh there is one minor stipulation um but this tells you you how but no I won't I won't do that I'll just there's one little minor thing that right now the way it's set up I could be a uh a parent who could actually double dip on an Esa because I could go ahead and pull money on an Esa during the summer and um so I'm pulling my regular Esa and then I come back and pull different Esa in the summer or if I don't get an Esa in the uh in the regular year I could come back and and say I'm going to now want
015an Esa for the summer and then go back to the regular school district in the fall which is an unanticipated uh uh function so that's the only guard rails uh that the uh Republicans would would agree to with the governor to tighten up anything else of any substan of is is not there but but they might do a little thing to just tighten it up a little bit okay all right thank you okay anything else you have school and staff recognition okay sorry sorry don't have it I'll go up here just like the principles do and everybody uh when we recognize uh students and or students and staff throughout the year generally what we do is we um choose as a school and principal comes up or Department uh what we wait until the end
016of the year is to choose the leadership team and who who we recognize there and so this is a opportunity to say thank you for the work that they do um and recognize a couple people the first person I want to recognize is ironically enough based on the conversation I just had an individual that works tires tirelessly with our budget works all the time to make the corrections and try to make something out of nothing um it's a very very difficult job to be in business section when it comes time to the State of Arizona and how we're funded with all the different things that are taking place um the conversation about what we do and if we take this year as an example we talked about as you remember back in uh December with
017our first budget revision that we had to reduce our budget by $2.3 million and that is no small feat um Julie was able to work to reduce that budget and I think the key piece there was it was about making sure that however we reduced it we didn't harm our staff and so in some ways that comes back to hurt a little bit because nobody realizes the amount of work and effort it takes to do that adjustment because nobody saw or felt any pain uh but I think it speaks to her dedication to say what we do is to try and make sure that whatever we do with the budget we take care of our staff first then as we prepare for next year's budget we had additional 2.1 million that we had to address
018and again we addressed it with uh minimal impact to staff looking at being creative looking at outside the box uh and trying to make sure that uh we meet the statute uh but that we go ahead and utilize all of our funds to the best of their ability so I just wanted to thank Julie for all her hard work and pro uh provide her with blue apple as [Applause] thanks not to mention answer all Bob's questions for the principal um anytime you start a new program there's always a little bit of concern of what's that program going to look like uh you always have an idea in your mind of what can happen with that program but does it always come to fruition and so for this individual Dr Pat gouby that idea that was
019in mind was an all- term school and was also an online school and when we take a look at the idea when we first started it was to say how do we go ahead and give all kids in this District another option maybe the options we have right now aren't working for us the program we were using before we kind of felt like maybe they were taking advantage of some of our kids and taking some of our kids away from our system and so it was like well then let's start our own and so Pat was the first principal that was hired and I think if you take a look at this year and see some of the things that have happened she's been able to go ahead and get the com Center for S
020success accredited through the advanced Ed a cognia some of you may remember it called North centrals it's changed names over the years um our graduation rate in the past year has been raised 25% from roughly 50% to 75% these are kids that would normally not make it these are kids that are frustrated and tired and don't think the system is working for them and yet we're getting through 75% of those kids an option where those kids might not have gotten their diploma the dropout rate decreased for our online kids by roughly 10% so when you start to take a look uh persistence is very big when you get to letter grades uh given our the size of that school I'm not sure we'll ever get a letter grade just by the way the the formula
021works but persistence is a very big indicator for letter grades for alternative schools in the state of Arizona and persistence is about those kids because they're so far behind can they make up credits to get them closer to graduation and so in our case when we look at at the persistence rate uh it Rose at the altern school high school from 86% to 95% and at iron uh line school from 80 to 84% so by the markers that we talk about within this program and the desire to make sure that all kids have an opportunity and that we work to make sure that those kids not only have an opportunity but they're successful and so under Pat's leadership the staff at that school has achieved that and it hasn't been easy because some of these
022kids are severely deficient in in credits when they come and so for that I'd like to thank Pat and Ward her blue Apple for all she's done so we also uh like to take a moment to volunteer of the month uh recognize different people in our community uh for all that they do uh in terms of helping us uh out and this month we'd like to recognize Nona Manson for her investment in the well-being of our students and her dedication to our students College in career planning she's with uh Banner Health and community relations coordinator and she's been a tremendous asset to our district she has graciously volunteered a time to our District's migrant education program passed uh Ellsworth Elementary career fair by coordinate group of banner employees to talk to her students surrounding stem
023and career exploration including physical therapist hematologist nurses security guards medical laboratory science Specialists each professional provided an interactive presentation to our students detailing what it takes to work in the medical field these opportunities provide an eye-opening experience to our students and allow them to dream about their Futures she also works with us and banner uses this facility for meetings I don't know if it's quarterly meetings for their staff and she's out there working with us to make sure that we can be good Community Partners obviously Banner's been very supportive of the district over the years so it's a pleasure to work with nona true professional and ask her to come up so we can give her a blue Apple all right that brings us to 5.5 governing board members anything from the governing board all
024right do we have any public comments this time all right that takes us to our consent agenda have any questions you want to take those one at a time or the whole thing I'll take a um I have two questions the first one is on item 7.7 agreements and contracts um in the verbage there is what I believe is just a simple typo 24,000 and there's only two numbers that follow the comma I believe it should be 24440 or 400 something do you see yep because if you multiply that by three and then times the 10 you get to the 737,000 so I think that was just a little typo in there I'm looking at the uh agenda item real quick to see if the dollar amounts in there yeah I was I was looking
025for that myself and I didn't see it unless I just went over too quickly now it might not be in here is this what Shel was talking about about about me asking all these questions um what what's the number I'm on a different from pagee what's the number um 20 7 oh 7.7 it's 24,000 trying to see it I went to a different page it's 24,000 comma 44 dot or decimal point so there should be three numbers after the comma instead of just two I'm on I'm reading s 7.7 and I'm just reading the verbiage in in the general right where it says public content I would say because I have a number in in the in the attachment but I'm not I haven't read this completely that shows 20340 so there's a slight different
026number what I would suggest that we know that it's not going to be above the 21,000 and we'll be okay with that okay and then the second thing is um how is that is that coming out of m i or where's the how's it being paid learn it program budget Source it says budgeted yes M and no Source uh budget Source M and no M and no okay I missed that thank you Craig could I have you I have a little issue over here I hit something and I screwed it I messed something up I can't figure out how to get out of that oh thank you oh wait then how do I get back to the agenda thank you you're welcome all right all right any other questions um yes uh 7.8 trying to
027get this so I could read it again how come I don't have the how come I don't have all the information here there's not an attachment on no it's just the verbiage right yeah this tells you there's attachment yeah okay um um request yeah I don't think there's anything oh there's nothing there there oh okay then I've got the wrong number sorry all right then let's keep going all right so there's no any other questions I'll take a wait are you keep going because you have more questions Bob no um I just I thought there was something attached with that I guess I was wrong oh I'm trying to see what my notes say I I have a little I have go ahead Charlie a comment on 79 with the landscape I noticed that that
028was it there there are six people that are going to do all of the district they have six people that are going to man the entire District huh okay that makes me feel better no and and actually just so everybody's aware on the robot the reason I say that is is is our Sports lines and the amount of time that people take to to do all the lines there's a a product called Sports track I believe that we're purchasing that you go ahead and download and it it'll go ahead and do all the paint for you someone can be out there doing other work but you set it in and if you're going to say I'm going to do the main football field and I need is a football it'll go ahead and just automatically
029do it that we're purchasing that yes we've been we've been looking to purchase it for the better part of a a year um and if it's going to do soccer then you just switch it into soccer and it does it and so someone can be out there obviously someone's got to be out there but they can be do doing other things and for both the middle school and the high school um that will take off a significant amount of time and and amount of money for the amount we're paying the the who do we use right now Sports lines is a significant amount there's a savings by us purchasing this uh device it's it's cheaper than what we're currently using so we're anticipating that's going to save uh dollars in time with us and I
030just kind of feel that six people is not a lot and one of them is a supervisor so that means that they have to do two two of those in one day if they're going to hit every site once a week I he's still not a yes yeah okay we'll see all right whatever I have one other question about this I was I was confused earlier I'm looking at the cost sheet and it says the lumpsum cost for the first year is 68 18, 603 um do we know what we're paying now and how it Compares so this is less than what we're currently paying so it's a savings when we're building our budget probably because there not as many people okay because what there's probably not as many people there's not as many people
031and and I believe it's a I believe it's they're very efficient they should be hope one doesn't get sick uh I believe it's a it's a 50 75,000 savings if if I remember correctly I mean it's it's it's significant okay aren you the something want give get no all right now maybe Jason will do it yeah writing all right any other questions on the consent agenda no okay I'll take a motion uh um I move to approve the consent agenda as presented okay I'll second we have a first and a second all in favor i i v passes 5 all right takes us to 8.1 discussion and consideration and approval of new principle for assment and Elementary we we're very pleased to go ahead and recommend the new principal to replace Miss Pascal at Simington
032Elementary we went ahead and did the the normal process that we would do within the within the hiring process and you'll see there's multiple steps a large committee that did the initial interviews um of candidates and we had a fairly um fairly strong pool uh for this particular um interview uh several people asked me how do you get this strong of a pool when it's June versus let's say a different time that we um went ahead and hired and it's it's just all the way the cookie crumbles sometimes there's a bunch of people looking for a job at different times and uh but it was a very strong C or candidate pool based on that three candidates were recommended for a second interview with myself uh and Dr Fountain and Dr dupus so we had
033the second interview and then um those three candidates also went over to Simington for a community night uh prior to the actual Community event uh there was they rotated around to meet with a a leadership team of of Staff members at um um at Simington uh they also met with the PTO uh uh students and student government uh excuse me PTO parents and student government kids and then Mr Ray and myself talked to the candidates um after that they were in a community event in which they answered some questions and after the questioning they uh went to different parts of the gym and community members could come or or staff could come up and talk to them uh and so uh it is my pleasure uh and we are very excited to go and go
034ahead and recommend Mrs Melissa Lopez to be the the new principal um at uh um at Simington um more than well willing to answer any questions but after you approve she can also come up and maybe say a few words and introduce herself but again my pleasure to make that recommendation all right I'll take a motion I move to approve Miss Melissa Lopez as the principal of Simington Elementary School all right we have a first and a second all in favor I all right motion passes passes F this is your first recorded speech as an employee for com School District um I just wanted to say that um I've lived in panel County my whole life so I'm super excited to be able to stay here and to serve within this County that I've grown
035up in and I'm super excited exited to meet my team and to um have this experience I'm looking forward to the school year and I'm looking forward to all the growth and getting to know the community and the students and the staff and the families and I'm just excited to get going congratulations all congratulations welcome all right that brings State point two discussion and consideration of approval of the new Human Resources Director slightly different process with this in the sense of uh we didn't we don't have a community event when we go to the director level um we had uh I believe six uh applications for this one um and uh two candidates the initial committee reviewed uh interviewed five of the six uh and then made a recommendation to me uh for a second
036interview that was conducted I conducted a second interview uh in this particular case we're very uh pleased to go ahead and recommend Dr Josh Middleton uh Dr Middleton is actually uh retiring as a superintendent in the state of Washington he's in Granite Falls which is a little bit north of uh Seattle uh he's been a superintendent for uh 22 years throughout the Northwest and Idaho and Montana so three different areas he has a home down here and has been looking to retire down here for about a year uh but even though he's retiring he still wants to do something but he he's decided to step away from the superintendency and do a uh a lower position um and so we're extremely pleased uh to have someone with the breath and knowledge that he has and
037the experience that he has I believe he's uh somewhere in the neighborhood of 38 years in public education uh in his career uh and has been in large districts and small districts in a variety of capacities um and we're just excited as all get out he is still running a district up there because their actual graduation there's no kids in here so they W wor think about it but in Washington graduation is like the 17th and 18th of June so he's uh still closing up shop and as soon as uh he's done with that he'll be moving down here um uh relocating down here and we anticipate that he will be in in the district uh the week before the whatever the week 24th 25th of June just a kind of quick meet greet and
038then he'll officially start on January or EXC July 1st so yeah January R row yeah we're in July 1 so we are very pleased to I'm very pleased to recommend Dr Josh Middleton right questions all right I'll take a motion I move to approve Dr Josh Middleton as the Director of Human Resources second we have a first and a second all in favor I I I motion passes 5 so congratulations Dr Middleton okay 8.3 discussion and consideration and approval of the newk marketing director uh and uh again very pleased um I'm going to apologize to Mandy because it's been Mandy all through the interview process and I'm not sure I'm going to pronounce your last name correctly so my apologies up front but we went through a very similar process uh with um uh with
039the director of uh marketing Community uh relations as with the Director of Human Resources at a at a director level so there was no obviously Community Forum uh there was a committee that went ahead and we had I believe uh in this particular won uh eight eight or nine candidates um and uh interviewed an initial set of five uh and then passed along three um finalists for an interview that myself um Mr Anderson and Miss Corey conducted uh one of the in finalist had to step out because of a a personal emergency within his family uh in the midwest uh but the part of the process was to come up with a marketing plan and present a marketing plan uh there was a writing assignment in the first uh uh interview and then a marketing
040plan where uh an example of this is what's going on in the district uh what ideas do you have uh Mandy shown uh quite a bit in what uh she presented uh with some ideas uh and so we're excited for her to get started she'll be starting July 1st not January but July 1st um and so uh it's with great pride that I recommend Mandy Pascal Pasa uh for the position um and so uh we're very excited all right any other questions all right I'll take a motion okay I move to approve Miss Mandy Pasqua I say it right all right as the director of marketing and community relations I'll second all right I have a first and a second all in favor I I I motion passes 5 congratulations Mrs so it's an honor
041to be here tonight um and I'm really excited about serving the combes district I've lived in Arizona for the last 12 years so it's really exciting to be serving the uh families and ultimately the students of the district and I'm so excited to get started so thank you congratulations right [Applause] welcome all right that brings us 8.4 discussion and consideration of approval of recommendation for final payment of schoolwide student achievement from for 301 this is an annual requirement uh we have a 301 program uh in the district as do all other school districts uh we go ahead and bring it before the board generally July August possibly September depending on on the situation um and uh uh based on the approval of that plan at the end of the year um we go ahead and
042and check to make sure how people did on the valuation portion professional development professional investment and student achievement I know last year there was some conversation about making some Chang an adjustment but based on the vote of the of the staff uh the plan was was kept the same way and so this particular if you remember it's $800 because we we used to give significantly more but we removed most of it into the base uh and so the list that's attached um provides you with the individuals and the amounts that they um would receive uh the one uh caveat I would say it's in the motion is that that we be allowed to if there's any errors or emissions that are minor that we would go ahead and be able to take care of them
043as an administrative team we've gone over this several times but it gets a little confusing at times and and we're having some issues with front line in terms of loading up some of the um uh evaluation uh uh pieces so uh we believe we have it accurate um but I would just reserve the right to fix any small eras so that people are paid correctly all right any other questions all right I'll take a motion I move to approve the final payment of schoolwide student achievement portion of the proposition 301 performance-based pay plan for the 2023 24 school year as presented and Grant The District staff the ability to correct any minor errors that may be discovered during the release of contract addenda I'll second okay we have a first and a second all in
044favor I I I motion passes 5 all right that takes us to 8.5 discussion and consideration of approval of 2024 substitute stien again a couple years back the board asked that we do a stien for those uh individuals that substitute within the district uh at least 75% during a semester and so this is that agenda item uh the individuals are listed in the uh in the attachment um and so I would recomend approval as presented okay any questions just curious how many did we give stiens to first semester do you recall no but I'm going to say it was a similar number it might have been a couple less or a couple more but I know that the number was I think a little bit less than it was last year uh and I believe
045the number was a little bit less than it was last year because the hiring was a little bit better this year therefore we had in many cases these individuals end up doing long-term uh subs and so I think we we ended up uh taking care of a couple issues that did need long-term Subs so it was a little bit less but I don't have the exact numbers off off top of my head all right any other questions all right I'll take a motion go ahead I motion to approve the substitute stien for substitutes working 75 75% or more days for spring 2024 semester has presented and Grant District staff the ability to correct any minor errors that may be discovered during the release of contract Enda I'll second all right I have a first and
046a second all in favor I I motion passes 5 all right 58.6 discussion and consideration of approval of recommendation for final payment of administrative performance pay plan uh this plan mirrors uh the teacher plan um and uh is also $800 and so it's also a plan that you approved again we approve them in the summer I can't remember was July or August of last year um and at the end of the year we calculate the same as we calculate the teachers and so I would go ahead and recommend uh as presented all right any questions all right I'll take a motion I motion to sorry I motion to approve uh final payment of the administrative Performance Based pay plan for the 2023 24 school year as presented and Grant District staff the ability to correct
047any minor errors that may be discovered during the release of contract denda I'll second all right I have a first and a second all in favor I I all right motion passes 50 all right 8.7 discussion and consideration of approval for 2024 2025 board meeting dates um attached is the the uh recommended dates uh for our board meetings they are on the second Wednesday of each month the only exception uh uh to that schedule is March because of spring break it ends up being the uh the first um Wednesday that month just uh just because the we we went this month or excuse me this year at the end of spring break and it seemed like it was a little late and it kind of bumped right up into the April uh board meeting so
048I pushed it back uh into the into the beginning um of March but other than that everything is pretty consistent with uh the standard uh second uh uh Wednesday of the month so I would recommend approval as presented all right any questions all right I'll take a motion I'll make a motion to approve the 20242 governing board meeting schedule is presented I'll second all right I have a first and a second all in favor I I I motion passes five nothing 5 88 discussion and consideration of approval to increase athletic fees at CHS and CMS this is uh coming back from uh last month's discussion and information uh you look you asked for some options and so the options that that are brought forward is the 15% or excuse me the $15 increase uh that
049we discussed last year at both um at both schools uh another option would be to just to increase the fee at one of the school but not the other school or the third option would be not to increase um the fees uh uh either way uh uh the memo is uh uh the same Memo from before um the difference the the differential uh between the cost for CMS versus uh and the increase or and the current fees is is about $4,000 um although I would say that in in in talking with Laura uh she's maintained that differential um due to the fact that she hasn't bought large items or many items like uniforms and things like that so had she purchased some of those the differential between fees and what the cost of the program
050would be would be significant the other issue with the middle school program uh has been uh Transportation uh and as a result of us having to move to the to the White Fleet to transport kids our teams have actually gone down in terms of the number of kids who participate uh so that has cut down on our cost uh changing this would not necessarily increase the number of kids because the shortage of drivers uh forces us to use um White Fleet and so therefore we can only take so many kids on that bus uh you can't have any more than 15 total on the bus so therefore your teams are limited in size uh if you have one coach uh at one level one coach to the other level you get 15 on each uh
051and and that's what you uh are committed to um so there is a little bit of a difference in the revenue projection that was given last month uh there's ways that she's kept the cost down but in in some cases there's some issues we're going to have to take care of relative to some uniforms uh there's not a regularly scheduled uh uh replacement of uniforms at the middle school like there is the high school so we're going to have to get on that schedule it's not going to be obviously as expensive we don't do tackle football as an example so you're not looking to replace uh football uniforms the same way down at down at the middle school as you would at the high school um but but there is that fee that was not
052really accounted for last month so I wanted to bring it to your attention um but I'm open for discussion and and the options that are presented I do have a question about the gate fees that are collected um I know that during Co we went to like an online thing where you did it Are We Now open to collect cash at the gates I don't believe we are but I'm just thinking that I think you probably would get more money if you collected cash at the gate as well I mean I I'm just I don't know maybe I'm wrong um um so CMS does not collect any fees no and I think that's prettyy normal for the middle school at at anywhere including everybody else in in the uh in the league we're in right
053now um so that I I'm not aware of any Middle School anywhere that collects gate fees okay any other questions so are we saying that wait a minute so so there's three options you guys just have to need need to decide which one of the three options you feel is the best based on the conversation last month and any other questions this month and so um uh it's just a matter of which one whichever one you're comfortable with and and gets three votes but even if we increase fees we're still either less than or in line with all the other schools that we've done the comparison yes there's there's a couple like like Higley uh I believe we're still going to be behind because I believe higgle is at in the 150 range for high
054school um so there's a there's a couple exceptions but you're roughly in the ballpark um uh you might be $5 more on more in one area than another um but you're in the ballpark okay so what what am I looking at here when I when you say District comparisons is this what we have now or is this what you want to to to increase it too let's see this is what we have now the 90 is what the high school and the 75 is what the Middle School currently charges so by adding 15 we're going to go higher than Florence Queen Creek and Chandler and we're already at the middle school we're already higher than everyone but Gilbert and Higley right but Chandler for clarity is that's per season as we're understanding it so theirs
055is is on a four on a four season it's $100 because it's not 25 for just for the the whole year it's 25 per per season so a kid could end up paying a 100 bucks if they were to play Four sports but it's per sport anyways yeah that's true you're right you're right you're right my apologies I don't I don't really like going above the other schools I would suggest to go to 100 so it's the same as Queen Creek and Florence and Chandler for for high school for high school and we're already quite quite a bit higher than everybody else for the Middle School the program costs that are shown here um and the fees collected that's with the current fee schedule and the current program cost not with the any increase yes
056Jen I like your idea about $10 increase for the high school and not sure about the middle school can we not go I mean can you do can't we do a $10 increase on CMS as well oh we could yeah it doesn't have to be 25 right 15 yeah well whatever doesn't have to be that no could be whatever we we we wanted to to but still that would be 85 where Florence is at 50 Queen Creek is at 70 Chandler is at 25 I don't know that seems like a lot more so Jen you're thinking about $10 increase at the high school but no increase at the middle school is that what you're leaning toward that's what I would say I mean I understand the collections we don't want students to not be able
057to participate right I I also think I don't know just seems like middle school should be cheaper than the high school that's my opinion but any other questions can I make a stab at a motion go ahead I move that we increase the fees at the high school by $10 and not touch the fees at the middle school okay I have a motion anybody want to second that I'll second it okay we have a first and a second all in favor I I I you it's okay you don't have to say yes you don't have to say I I know um I'm gonna I'm gonna say nay all right okay we have it passes for1 so a $10 increase at at high school Queen at CHS only all right 89 discussion and consideration of IgA
058between Pima County Jed and J School District so this is an agreement that we've uh we enter into annually with the p j Ted uh the curriculum connection provides us with uh curriculum for all of our CTE programs uh everything from uh lesson plans to uh blueprints um which really helps our our teachers align what we're teaching with uh what to expect on the state uh assessment um so there's a lot of opportunities there we pay for this out of our grant fees uh so there's no cost to to the district and I'm correct it's the Puma County one correct okay all right any questions all right I'll take a motion I move to approve the IGA between the Puma County Joint technical educ ation district and the Jes Unified School District concerning the Arizona
059CT curriculum Consortium I'll second there you go all right I have a first and a second all in favor who did the second shell Shel okay I I all right motion passes 5 okay that brings us to 9.1 discussion information on student achievement we will uh push that off for the retreat and some of the information I'll be presented The Retreat uh will cover uh uh student achievement okay 9.2 discussion information on District student enrollment numbers I don't know if you have any questions uh I sent it to you I believe about a week ago I did comment on I know uh Mr Beach and and Mr Delena you had a concern about some of the numbers but I just kept it consistent for the year we will look over the summer and starting in
060August we'll fine-tune that that particular report to address the the concerns that that you guys had at the last one I have a question does that report go to the staff as well no it's I mean it's available to them but it's only gone to you guys and uh and the and the U Administration it has admin what it goes to admin yes oh yeah I mean in the case uh uh the principal is the one that fill out that that information so therefore uh it's a working document that they have access to that they can see the entire document okay any questions on any of that all right 9.3 discussion and information of combined resolution affecting County Treasurer transactions for FY 2425 good evening Mr President members of the board wow we have a
061good audience tonight the next three uh discussion items are merely reminders that allow you the opportunity to uh get any questions answered before we bring these to you as action items in July discussion item 9.3 in each year we renew our agreement with panal County Treasurer's Office for all of our financial services we bring this renewal to you in July for acceptance um on that particular agreement we do have to account your yays and nays so we want to make sure we answer any questions you might have the services that we will continue are the investment resolution which authorizes the panal County Treasurer to invest and reinvest any surplus of the funds our warrant resolution which appoints a representative to provide warrant information to the treasurer's office the warrant signature resolution naming the person authorized
062to appear on the checks which is the um County Superintendent miss brussard the fund transfer resolution will also allow Dr Wyman or myself to authorize on behalf of the district any wire transfers we've never done that but it is an option and we also need to list all of our our outside Banks where we hold our clearing accounts Flex accounts things of that nature and also the verification of agency for users and contracts that use the treasury agency Services it's what allows us to access our warrants it also access allows us to give access to certain vendors who are providing uh Bond disclosures and things like that that we need so that would be one of the agreements that we would bring to you next uh month are there any questions about the agreement is
063this the treasur office is where we get our pay the district gets their paychecks yes ma'am so did we figure out like if they figured out a plan if what happens again if it happens again what happened absolutely Miss Garcia and I will be camping out in the lobby like we did this past time and we will stay there until we get our checks I'm not worri about what we're doing I want to know what they're doing well we will we will definitely bring food again if we need to um so that we can cut in line but they do they do have a they do have a new plan in place uh they've worked with the the trust there was a uh a couple questions or concerns relative to the the conversations with the
064trust so I do know that uh uh Miss brousard has talked about uh the pl the the things that they put in place to ensure that it doesn't occur again um and so they still also for for the previous one uh they had a a credit check that's was good for I think it's two years in case someone someone were to someone were to have a problem within their within their checking but but they've been working with the trust and they have a new Cyber uh uh cyber security that will take care of that issue they also did purchase new printers so that in the event we have to print checks again they're ready for us [Music] okay okay any other questions all right 9.4 discussion and information regarding alteration of expenditure monies in excess
065of M funds f subjection for FY 2425 this is the one you guys love so much um so at the July governing board meeting we will bring you the proposed expenditure budget for adoption so I'm going to pause for just a minute and I'm going to say thank you very much for working with Dr Wyman on scheduling something later this month we should have brought you the proposed at this meeting without having the accurate forms we could have brought you something that would have been our best guess and then we still would have had to make changes so thank you for working us in your schedule later this month um we do have our fingers crossed that we'll get that pretty quickly but this discussion item just covers the expenditure budget adoption where we ask
066for ar5905 G that allows us or allows the board to authorize here we go with the legal terms the expenditures of monies budgeted within the M section of the budget for any subsection regular education special education and transportation within the sections in excess of amounts specified within the budget however total expenditures of the m&o fund may not exceed the budgeted amount wow okay so what that means in non-legal terms is page one of the budget has 135 cells which tells us exactly where we are anticipating our expenditures to be this provision allows us to exceed any of those cells at any time we find that we need to make a change prior to us bringing you the revised budget which usually occurs in December and in May are there any questions about this provision for
067next month so just to follow up on what you said if you are able to exceed one sell you then have to reduce some other celles so the whole budget is still in Balance absolutely we just wouldn't have to bring you the budget before we had that expenditure this just allows us to do it during the year all right any other questions all right 9.5 discussion and information regarding intergovernmental agreement for data processing services for FY 2425 this is another agreement that we will bring to you um this one will be signed Again by the governing board and we also will have a legal represent representation signed on our behalf as well this agreement is with data processing services this is the visions that everybody is familiar with this is where we actually run the
068payroll this is where we submit for the vouchers we get the checks for all of our accounts payable so the service agreement will continue to provide our bi-weekly distribution our district payroll it will provide accounts payable warrants it will maintain all of our budgets revenue and expenditures it will help us with our financial records necessary for calculating and projecting amounts for State County Equalization assistance revenues calculations of tax rates for the district and any other Financial records and information that we need to maintain are there questions about this agreement that we'll bring to you next month all right 9.6 discussion and information to not allow online charter school students to try out for interner Scholastic Athletics and activities as defined and supported by AIA so this is uh to begin with this is an AIA
069provision not a statute statute is silent on this issue the confusion occurs in that students that are homeschooled true homeschooled students under this law are allowed to go ahead and participate in the sports program for their local schools um however when it comes to online and generally those to be Charter Schools when it comes to online schools you have the AIA requires the governing board to make a decision is whether they can or cannot participate because we have an online program uh Dr gsb's uh uh Coss our position would be be in order for you to participate in sports if you're doing an online schooling you would join our online program and then you'd be eligible to play in our Sports uh that way they're not generating uh income elsewhere uh and the the um
070the fees do not cover the cost of them to play the sports for us we you guys just approved the fees that that dollar amount per sport uh does not in any way shape or form come close to covering the cost especially at the high school level and so therefore uh as long as they're in our in our district and we're receiving ADM for them uh then that in combination with the fees would would cover it so we've uh the last uh the five years I've been here the recommendation's always been that we would not allow those students um to go ahead and participate uh in our sports program again this is different than uh if a h homeschool student is taking a voucher uh and in my book that's a private school student not
071a homeschool student but that's not what this is part of so now have three different iterations of what we're talking about we're just talking about truly those kids that are online who would like to play our sports but they're not in our program they're another program the reason why we say you don't you can join our program because we use Edgenuity uh a key component of Edgenuity is it is NCA Clearing House approved what that means is any students that's on our online program when they if they were to go ahead and graduate through our online program and they were an athlete that would receive a scholarship uh at the NCAA uh they would not run into a problem because the engineuity classes have already been approved by the NCAA uh to allow them to
072play sports if it was not approved uh then they could be uh not allowed to participate once they got to the Collegiate level uh and so because we have the NCA clearing house and we have a free online option I would still recommend uh for the AA that we do not allow those individuals to participate in our program so if that's the recommendation and this is in the information section do you need to bring this back to us for yeah I'll be bringing it back next month I just if there's any questions I want to just um answer the questions but this is consistent what we've been doing for the last few years correct yes it's it's been consistent since I've been here I'm not sure what was done before all right 9.7 discussion information
073of qualified evaluators this is just you need to approve uh all the individuals in the district that will be do evaluations next year or uh next year so next month I will bring forward to you that everybody that's uh that will be doing or potentially doing evaluations uh we we put some extras in there it's technically the requirement is for Teacher evaluations because the way the law reads but we just bring all uh individuals that that may at some point in time have to do an evaluation um and so I'll just bring it forward next month or next month for approval um prior to the start of the year um it looks like all the principles aren here so we'd have to add Melissa to this list right we the requirement is to make and
074I haven't had a chance to talk to Melissa but also uh with Dr Middleton is that they've had the the proper training um they may have um so we'll if I bring this list back next week or next month she she may be on it I just haven't had a chance to talk to her about it okay all right 9.8 discussion information of hearing officers for geoms Unified School District uh very much a similar type of situation uh in the event that uh there is a student hearing or even potentially could be an adult hearing but this is primarily at student hearing level uh these are individuals that have been trained through the risk retention trust uh and are consistent within their training the one exception is Mr Ben Hufford he's a former attorney uh
075I place uh Mr hufford's name on this list only in case we have a situation that's uh very uh difficult that may include uh more of a legal issue uh then he's there um but all the rest have have been approved uh through the trust and so this year was the first year that we used one of the individual on the list Mr Young we had a long-term suspension and so he came in and heard the case and made the decision uh in terms of uh the student and so that's the purpose of this so I'll bring this list back to you uh at the July board meeting I assume when you come back you're going to take off Dr dupus No actually Dr dupus has been trained and therefore he we could use him
076and and what you're what you're trying to do is just have enough at your at your because if Mr Young's not available or someone else is not available so so he we just in talking with him he said yeah he he's been trained he's more than happy to help us out as we if we need him so I went ahead and left him on would Dr Middleton be be added to this list if he's been if he's been trained he could be added is it a conflict of interest that you're on the list not necessarily it depends on the situation uh I I would be the last Last Resort but again we're just trying to give ourselves as much flexibility as possible um and so uh we just do it as a safety net but
077I don't see a time uh that I would be doing it but uh since I've been through the training myself uh with the trust we just go ahead I just go ahead and add there all right any other questions on that all right 9.9 discussion and information on auditor general December 2023 School District Financial Risk analysis you love us so much you keep coming back I keep coming back for more you know I love to talk numbers with you okay discussion as long as they add up as long as they add up let's hope right um discussion item 9.9 is to provide a quick over riew of the Arizona auditor general schools District's Financial Risk analysis as of December 2023 seems like that would be a long time AO but this is when it was
078finalized and it was recently emailed out to the governing board and it is available on the website so each year the audit Arizona auditor General's office Compares financial data and statistical data for schools across the state the an uh analysis is published for public review and is available on the website it's very hard to see on this one but the website is linked on every single one of these slides if anyone's interested in looking at it it is available for public review the analysis Compares expenditure budgets student counts tax rates Federal impact Aid voter approved overrides desegregation the number of schools anything you'd really want to know not all areas do apply to jcbs but they are part of the analysis so we we did come back with three areas that we are identified as
079high risk we are not in the top school districts so we're not in the highest risk category however there are three indicators looking at these you will probably understand that when we consider our reduced ADM over the last few years these are not a surprise so our high-risk indicators are change in weighted student count our financial position and capital monies that were redirected to operations the next three slides this data is taken right off the website cut and paste so there's no manipulation of this data the change in weighted student count again this makes sense when you consider our weighted student count is based on our ADM you take our ADM you multiply it by the applicable factor for preschool K8 and our 912 classifications and that's where we get our weighted student count with
080the reduction that we have seen over the last few years and is Illustrated on this chart our weighted student count went down 616 weighted students not our ADM which represented approximately 4% over the last year we've seen this and we've discussed this within our budgets so not really a surprise the second indicator is the financial position our general fund operating margin ratio for math people we love these technical terms so our operating reserves are calculated by taking the revenue minus our expenditures we divide that by our revenue and that gives us our operating margin you'll see that in fy22 and 23 our expenditures and our revenues are listed I'd like to point out that yes in fy22 we did see that our expenditures exceeded our Revenue most people would go how did you budget your
081balance well I'll tell you in fy22 we were coming out of covid and we had new grants that were available to us and in none of these calculations is your rollover balance considered so when you take into consideration we used our rollover balance which was higher than our normal targeted 1% we used these funds to benefit our students and our staff and we also saw a 200 student increase that was students returning back into the district from Co so our expenditures were slightly higher in this category you can see that we're right back on track with 2023 where the revenue that we receive from the state is maximized to our best ability to utilize all of our funds for our staff and our students the final category that we indicated at high risk is capital
082monies redirected to operations as you can see in three of the five years we had allocated 750,000 out of our daa which is our district additional assistance allocation that we receive I'd like to point out that the daa our allocation is 100% up to us it's not mandated by the state there doesn't tell you how much you have they say here's how much you have available how much do you want to place in M how much do you want to place in capital we happen to spend 7 $50,000 and I'm going to say in two of these five years because you'll notice that in fy2 24 or the 2024 year it says that the amount that we directed was $750,000 in December we came to you with a revised budget and for us to reconcile
083that budget we actually moved over 1.3 million of that budget so that number although at the time it was reported is correct it wasn't correct by the end of the year so when we see next year's indicator I'm 100% sure that we're going to have this indicator for this specific category next year but again what we choose to allocate into M or capital on the daa is at our discretion to balance our budget um the one thing I don't like about this report whether it's this category or any other category there's never a why you don't get to explain why you chose to do something or made that maneuver we could also look at it and say well we had Bond money it's not that we don't have Capital needs we just have fewer right
084now so we're using that in m to maximize our um benefits to our staff and students we put a little bit more in there so that we could make sure that our salaries are competitive with other areas but again in none of the categories are we allowed to say why so let's end on a high note a better note let's look at what we didn't qualify as high risk our budget limit rev uh reserves for both operating and capital we not or we're within the Norms of the state the financial position both the general fund operating and the change in the fund balances were also acceptable there are three other indicators small school budget limits Frozen tax rates and receivership they don't apply to comes but they are out there if anybody does go to
085the website and wants to take a look the website is listed here a little bit larger but you can also just go to Arizona auditor general and you can quickly get to that link are there any questions about the data that was published or the information okay you are done with me tonight thank you thank you all right 9.10 discussion and information regarding portrait of a graduate Readiness feedb feedback from the class of 2024 good evening board president Ray school board members Dr Wyman Mrs Winger colleagues Community we are in year two of our portrait of a graduate um student self-reported reflections of how prepared they feel they are to meet the indicators that we see outlined in our um portrait of a graduate so I just want to Anchor everyone to that again before
086we start those skills knowledge and characteristics um and I do want to share that when we were talking about this last spring we had just surveyed CHS and at that time um really principal lus and her admin her leadership team there talked about the survey results and what they were going to do differently this year based upon the feedback and so some of the things they did this year was they held a next steps Expo um an evening event to invite not only CHS students and families but CCS students and families to come um and you'll see a picture of that later on in the presentation and additionally they recognized that they needed to do more marketing and intentional placement of the portrait of a graduate around the high school so that kids saw it
087and staff saw it and conversations could happen more naturally the survey this year again was for students and parents at CHS students were asked to speak to their um courses and extracurricular activities in addition to their Readiness to meet those indicators we started it at CCS at the beginning of second quarter and in their survey they were asked about what drew them to the options at CCs in addition to their Readiness for parents we just asked about their portrait of um graduate Readiness that they felt their students were ready to meet for CHS we had 149 of our students respond that's about a 55% response rate and 20 parents responded at CCS we had 18 student respondents and 13 parent respondents I do want to mention the CCS survey is a rolling survey and so
088it's when students that are in that senior class whenever they graduate or withdraw the very first question they're prompted with are you graduating or are you withdrawing and then the next question is are you a CCs in person high school student or a CCS online student based upon their answers to that they then go down a logic quest of other questions um to ask them about the benefits or the challenges things we can do differently here's a response comparison with CHS students CCS students CHS parents and CCS parents that far left hand side speaks to those indicators I'll let your eyes Linger on that there isn't a great deal of variance across the indicators um and we didn't see a lot of difference in mean responses this is the mean between one meaning not ready
089for being very ready here's your mean responses for um all the indicators there wasn't a lot of change between last year and this year I do want to say that integrity was shown as a strength by all parents um when they thought of their graduating students one highlight um that I do want to call your attention to is that the critical thinking continues to be an area where we know not only our students telling us but parents are telling us that's something they can have growth with that is something they know they're not quite where they are with the other indicators when we looked at the CHS student experiences these numbers are student responses not percentages so out of the 149 CHS student responses 108 students in that said they were working during their High
090School careers of those students 65 students work 21 or more hours per week of those 65 28 students were working 30 or more hours per week please keep in mind this is only a 55% response rate of our graduating seniors so I would anticipate we have higher than these numbers here listed across these categories 45 students completed a work study or CTE internship you'll see the sports team participation and of those participated on at least one varsity team performing arts and visual arts um on the high school campus has higher participation of those 50 students participated in local state or national showcases the other thing I'd draw your eyes to is that again of the 149 responses 61 students said they were engaged involved or in leadership roles in community based clubs or teams so
091it's speaking to not only their engagement and responsibilities at CHS but then what they were also involved with in the community at CCS um when we asked them about things that they liked about the campus the highest rated benefits by students was uity the ability to take to online classes and the staff parents said uity again that ability to do online coursework and then the campus size and then graduate students that uh reported they were graduating they were asked about their length of time at ccs and so were they six months or less and then grad graduated over 6 months up to one year or over one year and we had split responses pretty darn equal between those three areas of all of our graduates all the raw data um of these um feedback surveys
092have been discussed and shared with principal lus and Dr gby and we've had conversations about what the data is telling us because the conversations really are the Catalyst of what are things to be considered to done be done differently to benefit our students so the center for Success want to continue that rolling facilitation but have it started um at the start of the school year they also are going to do a student QR code available at their final transcript check before they get their um graduating transcript at Colmes they're going to move it back to a February facilitation this year we did a April facilitation and we feel like we'll get a better response rate if we move it back to February before Spring Break um to just capture um that senior intentionality when they
093do the survey they also want to do the parent survey QR code at extracurricular events the parent survey was pushed out through email but then QR code was also put in a newsletter we want to get more parent feedback so they're going to do the QR coded extracurricular events also both campuses are going to continue working to intentionally reference those portrait of graduate indicators during instructional time which is a good connection to those critical thinking skills we want to build um because critical thinking is a skill we can can build cross-curricular um and so that is an intention there both campuses will take Plan time for major Clarity academic and career plan development so at the high school they are looking at their weekly scheduled conference time to build in um opportunities and then at
094CCS during their um advisory time and Dr ghouls be and principal LOF this is I'm messing up the terms of that I apologize but they will have weekly scheduled time to grow this and then the continuation and strengthening with College and Career readiness opportunities on campuses that again they are working with their leadership teams to do the photo on this slide is a picture from the next steps Expo that desert Financial was there to speak to um financial literacy with any students or family members that came through that evening I just want to um end with we know um the bulk of the work is going to land on our secondary campuses um but the charge would be that all of us in this School District from preschool on can start building those scaffolded skills
095age appropriate skills to help students practice be exposed to those indicators in the portrait of a graduate so that when they land on our secondary campuses they've got that Foundation to really grow the skills that they need in those young adult years what questions do you have okay thank you all right thank you okay 9.11 discussion information of changes to um policy policies this is just coming from asba it's a response uh to uh Ai and the impact of AI and so in um uh in the policy it it just adds some language referencing AI it also has an exhibit uh we have a technology agreement that uh kids sign and our employee sign it references AI in that um uh if there's any questions uh happy to answer but it's pretty straightforward language that
096just brings it to the Forefront uh for your knowledge I will be bringing the second read to the board retreat because um we want to make the changes to the technology agreement before people come start July 1 and start signing it so it's an updated one versus trying to wait till July 12th and then try to catch up anybody that signed it so uh the second read will come at at the board retreat uh but if there's any specific questions but it's pretty straightforward uh and uh it's going same kind of language that's going across the country as as we move into AI this is the first precursor to get into some policies that are very generic initially and we'll probably get fleshed out over the next uh couple of years as we get into
097more deals with AI okay all right all right that brings us to 10.1 um and we would uh make a motion to go in executive session move to go into executive session so okay I move that the governing board move into executive session for the purpose of discussion of superintendent performance goals and performance pay I'll second have a first and a second all in favor I I all right you are all welcome to stay but I wouldn't recommend it
