from our community so that we can have the activities before school we have parents that have reached out to me in the last couple weeks wanting to start some when we start a new round in January so we've seen um ontime students more on Tuesday Wednesday Thursday and um that was you know one of the things we were hoping to see from it and so it's nice to see that we're actually seeing students excited to be at school um but I have to also say that none of this would be possible if it wasn't for every single person at Simington so I always get emotional talking about my staff because I love them so much but um from the cafe who gets to go breakfast on Tuesday Wednesday Thursday so they have to get it
to go so the kids take it to their activity to the staff not running an activity but they handle supervisions so that everybody can go to those activities to the extra time and compassion that our staff gives to the students so they can have a choice and it's been a fabulous thing every morning to see happen so thank you thank you to our fabulous [Applause] staff and as tradition here at comes during these fabulous highlight meetings we celebrate and highlight a few staff members so tonight for our blue Apple Awards I have three staff members I would like to celebrate the first one is Kelsey Saint so Mrs Saint Miss Saint joined us last October and she immediately rolled up her sleeves and got to work she provided stability for a grade level that had
um quite a bit of turnover and she brought great compassion for the students she brought um exemplary teaching that has really made it a difference for our students we saw significant growth in student Ela scores we saw students no matter where they're starting with their learning they are making improvements they're taking pride in their work they care about what they do because of the environment that Miss Saint creates she's a mentor to teachers across the campus she's been a mentor to her team members she's also helped move them forward with student centered learning one of them is crying right now in the right here tears of joy because she's helped mentored her and bring her up on just doing like student learning plans it's so exciting to see the passion that Kelsey brings and her
dedication each day to Simington we appreciate everything she does she's a leader and we are grateful that she's part of our Simington [Applause] family I have two other staff members I would like to celebrate um Jennifer Portillo I always try to figure out how I can get people here and not tell them I didn't tell Jennifer I just said can you come celebrate with us and she said yes so Jennifer joined our front office team this summer and she had some huge shoes to feel in that front office and she has done an amazing job she um has the kindest soul and she has patience she is a wonderful go-to person the first person anybody sees in the office um and helps families help students help staff um she has been very quick to pick
up on the tasks that she has to learn but she also brings her own creativity to it let me tell you our office and the things around us are very well decorated with the help of her skills with that too and we appreciate that and the kids love coming in to say hi to her all the time so we are very fortunate to have she's part of our community her daughter goes to our school too and we're very fortunate that she is able to serve our community our school our students and very grateful for Jennifer thank you okay and then the last one so I do get in trouble when you don't tell the truth so Mrs wit Mrs wit who thinks she was going to have to talk tonight is she still here come
on up I did trick her a little bit I asked her to talk about um Battle of the books because she's doing so amazing with it and the kids are doing amazing with it and I'm so proud of them but really we could celebrate her for many things but I want to just say that we didn't know what we were getting when we hired her just like I think two days before school started we found Mrs wet and she serves our children in the library and has done an amazing job she's eager to learn all she can she's willing to step up and help anybody across the campus asking for feedback wanting to do better and let me tell you in the in the mouth from the mouth of a kindergarten recently I was talking
to Mrs wit has the best decorations in the library um but she really has taken the time to build um an understanding for the students to appreciate books and to have a love for reading and I appreciate what she puts into what she does every single day when she only gets to see this students once a week she still builds such an amazing rapport with them and helps us across the campus on a daily basis with lunch duty playground Duty filling in all the time across and like I said being a leader with our Battle of the book so thank you Teresa for helping [Applause] us thank you for letting us celebrate our fabulous Simington family I'm Gonna Leave the pickles over there in case somebody who's leaving wants to try a pickle because they
are pretty darn good um Miss Myers who's in the audience had the recipe and actually the staff was asking for the recipe and she always told everybody when we tried them she promised that kids hands were not in the process of putting them in here they're in the process of growing but when we serve them to everybody there have been gloves and things used with them so feel free to try them if you want thank you so much we have a volunteer we have a [Applause] volunteer uh as we started last month we do have a volunteer of the month I'm not sure if she's here but we want to recognize rockpoint church and Sharon Johnson is the Outreach director if she's there if she could come up if she's here um we have uh
we want to just take a moment to thank um Rock Point Church and Miss Sharon Johnson as The Outreach director uh she reached out to our school district during the summer back in 22 and since then has been a tremendous asset to our school district when meeting her and the staff they made a sincere effort to learn about the needs of our family they quickly offered support especially to our migrant Ed and mckin vento students the Mrs Johnson and The Rock Point Church have donated bags of food that have been used emergency Su uh sustenance for our families in transition or experiencing economic difficulties Rocko church has also helped to collect and gather hygiene kits socks and backpacks all which were shared with school counselor social workers and uh nurses and later distributed to students
when in need but perhaps most beneficial is that during the holidays Rocko has partnered with our family engagement liaison to provide Christmas gifts for our families in need um especially those in in migrant Ed and mckin vento all these resources help help greatly in meeting the needs of our families in unique ways and it really does take a community to raise our children and so we just want to take a moment to say thank you Sharon and thank you to Rock Point Church for us appreciate [Applause] it student of the month Madam president members of the board Dr Wyman all of our guests thank you for this opportunity as I say every month it's the best part of my day so thank you could I have Ashlin Tucker come up from Colmes high school I'm

we want to encourage that out there so we're going to move on to um governing board members sometimes we go to uh different things uh meetings and such so so we're going to let Bob talk about the meeting that we went to so um Dr Wyman Miss haras and I attended the uh asba panal County uh meeting it's a meeting that gets to have the opportunity to meet with other members of uh the panal County Schools whether they be board members or superintendents so we attended the meeting uh handful of oh more than a handful there are quite a few people there we had a report on the latest legislation that was passed and went into law regarding education and we elected a new County representative because the uh person who had held the job
representing the county on the uh executive committee for asba was termed out after a number of uh of uh elections so that was pretty much what it was about nothing Earth shattering just nice to get together and to share information and to meet with some of our peers at other school districts thank you anybody else have anything to share for the good of the whole okay um our next is public comments so before we start I need to do um a little bit of uh bookkeeping right here so I'm going to try to do this fast the board invites the viewpoints of citizens throughout the district and considers the responsib responsible presentation of the of these viewpoints vital to the efficient operation of the district the board also recognizes its responsibility for a proper governance
of the schools and therefore the need to conduct its business in an orderly efficient manner so we ask you to do the following one complete a form and uh present it to us two uh you will maintain um proper order and adhering to the three minute time limit and Bob right here is our official timekeeper questions requiring investigations shall be referred to the district the superintendent or District administration for a later report to the board questions or comments on matters that are currently under legal review will not receive response personal attacks on board members staff Personnel or other persons in attendance or absent but the individuals who address the board are discouraged policy K Keb keec Ked and other are are provided by the board for the disposition of legitimate complaints including those involving individuals
upon a conclusion of of the open call to a public individual members of the board May respond to a criticism made by the individual so don't be criticizing us um the the board also recognizes that many of these issues can create a great deal of disagreement the the expectation of the governing board in the district is that everyone treats one another with respect and that the speaker presents their viewpoints in a civil manner speakers are expected to adhere to these expectations or the call of public portion of the agenda may be halted okay so at this point I have only one is there any more okay so I'd like to call Michael lington is that how you say your last name oh look at me all right good evening I would like to start off
by thanking Madame President and all the members of the board for allowing me the time to speak the administration at Ranch Elementary School is broken The Bullying is out of control no one does anything about it it seems as if the kids understand that there are going to be no consequences for their actions it has gotten so out of hand kids are afraid to ride the bus kids are afraid to attend recess kids are afraid to attend lunch that is is unacceptable in my opinion a school is a safe place to learn a safe place to be with friends and a safe place to build community when we moved out here we thought we found that with Ranch Elementary and it has done nothing but let us down most recently a death note was written
in a notebook on campus many students name were on this list my daughter being one of them the note was taken by another student and turned turned into the sixth grade teacher in which time it was turned over to the principal of the school Mrs Cruz she called the kids into this office to discuss the situation and get the facts at hand at that time she threatened my daughter with a suspension for not fessing up not confessing to writing the note my daughter and all of her best friends were on the list why would they ever write this kind of note the boy that was in possession of the notebook followed up that day that night with text messages to the students on the notebook with threatening extremely graphic text messages that were so out
of line I would I would be embarrassed to read them to anybody nothing was done about the situation at all the very next day this boy sends a picture of a gun to one of the students and says you better watch out that is a complete total utter disregard for life and that is just totally unacceptable in the unfortunately in the life we have today with elementary schools and all of the mass shootings around the around the nation at this point my wife who's an employee of Ranch Elementary School decided to call 911 and take the threat as seriously as it could when the deputy sheriff showed up to investigate the situation he had asked for the the letter which was turned over to Mrs Cruz The Notebook she said she threw it away why
would something like that be ever thrown away that is totally unacceptable these students need to be held for held accountable for their actions Mrs Mo who is the sixth grade teacher instructed her students to go home and not comment on the situation to her family or to their families or their parents based on the fact that they didn't have enough facts or evidence I have taught my children that if a teacher ever tells you yes sorry your three minutes is up thank you I appreciate your time thank you guys I hope to hear more from you and and maybe a one-on-one setting would be great [Applause] okay thank you all right um let's move we have the uh consent agenda does anybody have any questions on our consent agenda okay I'll take a motion to
approve the consent agenda I move to approve the consent agenda as presented second all in favor I I I I motion carries 5 to zero okay 8.1 discussion and consideration of approval of recommendation changes to the policy of asba policy advisory uh 748-7654 lative session um so they're just in compliance with the law the only exception to it is there was some conversation between uh the Arizona School administrator Association and asba regarding um uh the timeline for um superintendant and what's recommended in the uh policy doesn't really align with the way most districts handle the the evaluation of superintendent so I recommend approval of all the changes with the exception of the uh timeline for the superintendent valuation I would keep it the way it currently is in our uh policy manual any questions um
yeah in terms of the uh recommended action the motion is not to accept all of the policy just most of it with with the exception of the timeline for superintendent the motion is to accept all of what's presented with the exception of the timeline for the superintendent evaluation okay any questions on that any so other than the timeline that's the only thing that yeah everything else is everything else is generally based on statute and new statute so uh they're in law so we have to follow okay okay I I move to approve the recommended changes to the district policies as presented in asba policy advisory 748-7654 time frame or the timeline for the superintendent evaluation second second all in favor I I motion carries 5 to zero a point2 discussion and consideration of approval of
the 24 2024 support staff wage increase good evening Madame President members of the board remaining members of the audience as you know the fair wages and Healthy Families act or aka the prop 206 was approved in November of 2016 part of that proposition required minimum wage to be increased to $12 by 2020 plus give a cost of living increase required for every subsequent January 1st January 1 2024 that increase is 3.7% which changes minimum wage to $14.35 this agenda item presents three options all of which have been used utilized in the past to calculate and provide an increase to our hourly support staff the slide shows you the first option actually the first and the second option both use a tiered approach which we have used option one bases it on the current salary schedule
so whatever our range initial hourly rate is we would apply the increase that we have used in the past that is issuing a 1.7% in increase to ranges a through H 2% to I through n and 4% o through T doing this increase basing it on our current schedule this would cost the district for just the last 6 months of this school year 77,6 122 the second option is to take that same tiered approach however slightly different we would make the minimum wage 1435 and the increase es would be to each level based on whatever the rate was applied to the lower level so the 1435 would then get the 1.7% and then the 1.7% based on that additional level that methodology would cost the district for just the last 6 months of this school
year $86,500 the third option is one we've also utilized in giving everyone the same increase because our minimum wage was 16 or $13.86 the increase is only required at 49 if we applied 49 cents to every individual based on what they are currently making that six-month cost would be $2,114 with our reduced ADM and the resulting budget constraints The District administration recommends the approval of option one this option provides for an average aage increase of 1.9% and still allows the district to remain competitive with surrounding school districts as well as maintaining our integrity with the salary schedule structure the change date that we are recommending is actually December 28th this is the start date of the pay period scheduled by panal county school office um that holds the required increase if we don't do that
we actually are going to have have my sole payroll person Sophia doing payroll for two days for everybody at one rate and everybody a second time for six days or should say eight days so that's why we ask for it to go ahead and start on that pay period start date as a reminder that due to the pay increase during the school year the support staff will not receive an additional pay increase in the upcoming budget summer uh initiative are there any questions um yes I know we worked hard over the last last few years with the tiered schedule and the steps and to make it um Equitable so that way there would be a differentiation As you move through the different Steps From A to whatever the last number is um does option one
can do that or does option to do that more closely am I making sense with the question yes you are okay um they yes um both of them provide us to actually have that Gap in between between each of the salary ranges the only differentiation that comes to mind is really in option one in option one if we do the 1.7% increase tier two or or B range actually does not meet minimum wage so what we did is we took level C Level a found out the differential took half and applied it so that that still stayed within you could see very discernable steps between each of the salary ranges when we say 1.9% there will be some individuals that get three there will be some individuals that get a little bit less they are
within their salary range or will have exceeded we did make sure when we went through everybody whether we go with option one or option two will have that minimum range based on that new salary level does that make sense but yes we still keep the differentiation between the tiers so there is a gradual progression as um our staff start and maybe move through our different salary ranges and for areas where we're struggling to get employees such as bus drivers um how does this Option One affect the pay increase for bus drivers I knew you might have that question somebody specific um if I'm looking at our bus drivers give me just one moment not AIDS I don't memorize where everybody is on the schedule drivers ATT let me find my drivers so this won't be
compress the schedule that's the other thing that's what I was asking for okay okay so for instance our van drivers they're in tier a so they would automatically move to $14.35 that is actually around a 3.5% increase but that is mandatory right now I say that that is based on the current salary schedule that's not necessarily what our staff is making some of our staff could be exceeding what the minimum wage is in fact there's only 19 people in the district that will get the forced 49 cents everybody else W makes above minimum wage okay I think I think in terms of um how does it compare to everyone else won't know because it depends on how the other districts handle this had nless increase um uh given any number of different issues that are
out there you could go multiple ways we chose one and two because three really compresses the salary schedule which was what a concern was last year um can I say that we're making some progress possibly against some districts can I say we're losing ground against some districts probably without knowing what they're bringing to their boards and they may not be bringing them until de December I can't tell you what that is um but I would I would guess uh depending on where they're at with what's going on there's there's probably some districts are losing ground to and there's some districts who gaining ground to and it just depends on what they've decided to do and what they're bringing forward um to their um uh other districts I know we'll just leave it at that ju
Just as an aside do we know if any of our local um neighboring districts who are going out for overrides yesterday got them do we have any election results yet yes uh what you can say with if truthfully if you want to look at it from a very high level if you were in a democratic area of the state you passed if you were in a republican area of the state you failed um I don't want to simplify it that way but the East Valley I Queen Creek did not pass theirs Gilbert did not pass theirs Dear Valley did not pass theirs Mason did not pass theirs all of Pima County passed theirs um most of the West Valley and Central Phoenix out which tends to be more democratic they all pass theirs um if
you go up into uh uh uh Navajo uh two districts that are more Republican didn't pass theirs one District that's more Democrat did pass theirs so it seems to be like that it's not perfect I was looking more forward CEO maybe districts that would be pulling the same employee group that we were if they had extra money and apparently they do not and that's that was my concern no they won't okay they do not and their override did not extend either okay so now we need to vote on which option so you're recommending option my recommendation is option one anybody have any other questions with that no okay find where we are all right um I move to approve salary increases and changes to the support staff salary schedule beginning December 28 2023 and select
option one as the plan to use second all in favor I I I motion carries five to zero Steve discussion and cons 8.3 discussion and consideration of approval of changes to the 23 24 salary schedules uh the salary schedule presented uh for the support staff salary schedule would represent U option one which you just talked about in terms of the uh extra Duty uh Sal schedules there are certain areas within there that were at 1386 and have to be raised up to to the 1435 so that's the only changes there and on the exempt support staff salary schedule last year or excuse me last month you made a change for for an IT specialist to go on to the exempt salary schedule this would just as part of a job description this would just note
that they are now in the exempt uh salary schedule so I would recommend the changes as presented all right I move to approve the changes for the 22 oh we asking questions oh no I'm just say looks good I move to approve the changes to the 22 23 2023 2024 salary schedules as presented second all right all in favor I I I motion carries five to zero 8.4 discussion consideration of approval of changes to 23 20 no 24 or 25 District calendar yes we've had several employees ask us about the hashtag Ford conference days and so those are not on the calendar as it sits on our on our website right now so all that we're talking about with the changes is that we would add those days it really doesn't impact uh families uh
it just allow well it does doesn't impact families but allows our our staff to know when we're coming back for those dates so that if they're planning vacations they would know we would look to do the same hashtag forward conference that we did this year which is two days of training in one day of in classroom and then there was a typo on the Martin Luther King holiday got switched somehow from the 13th to 20th so the correction would just be to put it back to the 20th so minor changes but I recommend approval as presented any questions that those those hashtag forward days um the three days are the paid ones for this next year yes and and as a reminder next year will be the last year of those unless and the reason
there' be the last year is because esser's funding is going away the the only way they would continue in the future is if as part of the CCC process it was negotiated out to add those three days I'm not saying that's going to happen but if that does not happen then this will be the last year of those extra days okay any questions on that okay I'll take a motion I move to approve the changes to the 222 2024 2025 District calendar has presented 2425 24 25 is that what I said no you said 23 24 sorry I move to approve the changes to the 2024 2025 District calendar as presented okay second somebody I'll second all right all in favor I I I motion carries five to zero okay um okay 8.5 discussion and
consideration of approval of the mou with AARP Foundation EXP experience Court yes this is uh a a grant proposal or opportunity memorandum of understanding where we would actually have volunteers come in and work with our second and third grade students that are behind in Reading it's a program that has uh been started in the county and there's a couple three districts that have it they did not have funding to go across the the county at a year ago when they started this we actually talked to him a year ago I was at our presentation but we didn't qualify within our free and reduced lunch count to to do this they have received additional dollars from the governor's office um and so they are now trying to expand to 10 districts throughout the county uh and
so they uh came and talked to us um there is an 8020 ratio between the the pay uh for that uh uh between the uh the foundation and the district uh that funding would come from a grant that we received uh that's to be targeted for kids that are struggling uh with their academics so it makes total sense it's called the atsi grant uh and we have uh more than enough money to fund this um it's a great way to get volunteers into our school we've talked extensively about the possibility of volunteers maybe from like inanta where there's some uh a number of retired teachers but in truth they could be volunteers from anywhere in our community it's not going to be limited to a geographical area and so it's a great a great way
to bring uh people into our schools uh we would hope if it's passed uh we'll try to get it going sometime by the maybe after Thanksgiving and it would run until about April um uh and then stop from there so I would recommend approval as presentative but can answer any questions this is for all our all the elementary schools right it's for our our five elementary schools do I have an idea how many maybe per site that might um yeah let me see positively impacted by this um they're planning on four they're planning on about a 100 Kids 100 to 200 kids depending uh one person does four kids they come in tce day right they'd come in twice a twice a week excuse me and work for a half hour each with the kids
so they'd be here for two hours they don't know for sure because it's dependent on how many volunteers but based on their previous experience in in the C grand school districts that's what they're that's what they're targeting and that's what they build the program at we'll have to see uh what the issue is in terms of how many show up uh do we have too many do we not have enough wejust accordingly do you know what they're using to measure that deficiency in the reading skill uh it would be it no it' be us yeah US based on on our identification of kids uh on uh State State Testing uh as well as other exams uh to say these kids are behind obviously our teachers know which kids are behind too and so we would
identify I don't think it's exact science of they 1.36 months behind you get selected 1.35 months you don't it's really just trying to identify those kids then if you have enough volunteers pushing them out obviously you'd start at the the greatest deficit first in terms of getting volunteers and work their way up uh from that point but it is limited to second and third grade um do we know how the AARP Foundation selects its volunteers and what kind of training they get no I know they do get the training we've talked to the individual uh I introduced them to you guys at that meeting uh and there is a there is a training process that that's done even if you're a retired teacher you still go through their process I don't have the the specifics
of what the the process is but it's not like hey I raised my hand and I want to it and I'm in the classroom they go through a series of of um uh professional development to tell them what they want so and then they're allowed in and and I spoke to him specifically about the notion of teachers and he said even with teachers we're still going to put them through this process just to be sure that that we've had a chance to explain what ARP is wanting out of this it's a chief panal County what they're wanting out of this um so there is a process where the individuals have to go through and if they don't go through it then they don't participate and do they have to be screened like like any teacher
would be screen working with the kids that would not necessarily because it's a volunteer basis they're not necessarily going to be left alone if if you get into fingerprinting issues the fingerprinting issues for those uh those kids or excuse me those individuals that would be alone with kids uh if you have volunteers um you're not always going to be fingerprinted but but they may be I I'll double check on that okay okay any other questions okay I'll take a motion motion to approve theou with ARP Foundation experience corpse as presented second I in favor I I I motion carries 5 to zero all right discussion and consideration of approval of contract with graduate graduation Solutions of the J comes Unified School District so as we look at uh uh concerns about uh uh declining student
enrollment we're looking to be creative in terms of is there ways for us to get more kids into our system system uh there's been a new law that's passed that allows a district that has a alternative school to create a Dropout recovery program uh Dropout recovery program you can go to a third party you can do it yourself you can go to a third party to create the Dropout recovery program in the case with grad Solutions um the third uh uh there would be a third party and what would happen is if kids wanted to leave the high school their first uh choice would be we would ask them to go to uh the alter school cuz that's what the alternative schools there if they're at the AL alternative school and they're not being successful
and they're looking at dropping out then we would give their names to grad Solutions and grad solutions would work them work with them to see if they would come back sometimes they get kids to come back sometimes the kids drop out and they're not coming back if they do come back then they're back on our roles and we would go ahead and get uh if they graduated we would get the account for them to graduate as part of the graduation report the way this program also works though is there's a provision that allows for school districts with even though it's an alter so follow me with this it's an alternative program for face Toof face but it has an online component and you're allowed to take kids from around the state on online so grad
solutions would work with us like they are with other districts around the state and they would go ahead and say we'll just use panal County if we're the only uh individual in panal county that has this if they go ahead they do have contracts just to mine the W list for other districts um they could they would go ahead and get those kids to come in and then they would put them on our roles if those kids um graduate then obviously it's a benefit to us the funding is only 10% of the total funding amount for kids for the kid that comes in so you say well that's really not that much you know but when you add it up if you were to do 500 kids as an example which is a number we've
talked about it becomes in the neighborhood of $250,000 now the downside is right now now I know Dr Fountain is going to talk about letter grades a little bit later the alternative school and Dr gby alternative school did not get a letter grade this year and the reason it didn't get a later grade is because you have to have a certain number of kids take the test there wasn't enough kids to take the test at both the ninth grade level and the 11th grade level therefore there is no letter grade um but if you start adding these kids and let's just say they're from school districts around the county and now her end count cuz they're where they're added in our district is to the AL ternative school they would then grow in their number
but we don't have a lot of control over who these kids are and how well they do or don't do uh on the tests and so therefore there's a chance that all of sudden letter grade could go down if you take that another step further we now have District letter grades and the district letter grades are simple math uh your schools get points for being a b c d f and then divide by the total number of schools and then that's your ranking so if if we get a low grade then potentially that could impact our our letter grade so I'm bringing you both of that because there is the potential to think creative and outside the box in order to to provide more dollars to the district and more kids to the district but
it's never just a win win all the way around there is a potential negative that could impact us um my recommendation is still to move forward with this for a lot of different reasons related to the um uh to student enrollment but again I just want to make sure you're aware that that there is a potential cost and and if the decision is that cost outweighs the the monetary gains then we would go ahead and um uh not move forward with that so I wanted to make sure you knew both sides of it um because it like I say and it can go around the state the law allows you to go around the state so you could pick a kid from Mojave okay great I don't know what they're doing up in Mojave I
don't know what grad Solutions is doing up in Mojave and that's where it it it's if they graduate and if they go to to school it's good for us but if they don't um or they do pour on the test it could come back and hurt us do we pay them anything for this or do they get a cut from the no they they take they take the 90% off the students and we get the 10% and so then they go ahead and operate it they have some facilities down here in the valley uh that uh are are centers so to speak that kids from different parts of the valley could come to um I think out in the uh in the more rural areas they don't necessarily have have those so it becomes more
of a uh online even though it's related to the alternative school technically these kids will be doing online work so the upside could be additional monies the upside could be increased graduation rate the upside could be additional um students in our enrollment numbers the downside could be if they don't do well our grade our school grades or our district grade could drop those are basically what I'm that's basically what we have yeah so what is their track record right now do they have a school a letter grade no because right now this because this law just technically went into effect on October 30th because we just passed by the legislature this spring they have they have mind I use the term mind so what happens currently prior to the law taking effect is they work
with the school district but the school district just says okay we've lost these kids they've dropped out we don't have a program for you can go ahead and come and get the kids but there's a minim minimal uh impact because it's it's they're just trying to give the kids one more chance to graduate so there's really not they then pull the ADM meaning grad Solutions pull the ADM ADM on those kids the schools are just saying hey we wanted to give you one more chance to graduate parents your your child hasn't made it so far so we'll give you one more chance so there's no Financial benefit to the district um there's just a financial benefit to them this new program gives you where you you get a financial benefit for us but that it
just started so what if we're not the only school that has this right the the potential is if enough people joined on there's no extra kids to give out um based on their experience at this point in time uh they're not seeing uh a point where they believe they're going to have an issue where there's so many schools joining uh some schools don't I've talked to a couple superintendence and they're like I'm not interested in that when they're done with us we just want to give them one more chance but we don't want to at something new and different or some of the schools many of the rural schools don't have an alternative school therefore they can't take the kids anyway so you have a number of districts that will never be ever be able
to do this so you won't necessarily get to the point where there's no kids left to share Statewide um so there's a couple different factors that will probably never get you to that um if we start to see it let's just say we're going to say 500 and they only give us 300 then we probably come back to you guys with a conversation to say do we want to continu this relationship or do you want to to stop this relationship because we don't find it beneficial so we track it is there any minimum amount of time that we're committing to um let me I'd have to check the I can't remember if as ask if this is an annual approval it will be no no matter what it is it's an annual approval and and
I I don't have it right front of me to take a look at I and I can look at it real quick but just like with any of contracts we have there's an out provision that you know that you have to give X number of days it generally tends to be 30 to 60 days i' have to look to see what this is and so even if you said I'm going to do this for 5 years you actually have two different scenarios number one you bring it back each year even though you're committing your the way the the contracts read is you're committing for one year up to five therefore if you don't want to commit year two or three you don't have to and then even if you did commit if it wasn't going
the way we wanted to we just have our 30 or 60 day out and then we would just have to notice them and then we would be out of the contract yeah okay I just in uh section 11 duration of a agreement uh it it uh commences on the execution of the agreement which I guess is when we vote and then sign it expires on June 30th of 26 unless the agreement is extended or renewed either party May terminate this agreement with a 45 day written notice right so again but even though it says till 26 you still we still have to bring it to you every single year in June for approval and if there was a problem with it you could deny it at that point in time we'd have give him 45
days but but you would deny it we give him 45 days notice okay so you're going to bring it back to us in June this year yes we have to I mean we bring all of our contracts in June and this would be just one you remember you get that whole list and consent agenda that says here's all of them so they would be brought back at at that point in time okay but and I and I will uh just let you know that we probably won't have 500 kids between now and June I mean this is going to be a slow ramp up as they work out so so I don't know when we'll see the full the full extent of that but the belief is that they could handle 500 kids for us
at some point if we need it so is there any estimate of how many students would participate in the first year based on information that grad Solutions has right now um I don't know because I didn't ask him that question I'm sure they have a mo a model that says this is what we think we're going to get uh to be truthful from the process that use in any ways it's the same process as any other alternative school if you're aware of kids that are no longer in the system um you're just going on and saying hey would you like to come back uh they go ahead and do a process that they believe were works for them um they will go ahead and and contact or attempt to contact the individuals as the names
that they get I can't remember if it's four or five times over a twoe period uh and then if they don't come in at that point in time then then they move on if they come in then they start started um but I don't know that they have because it's so new in terms of this new program I don't know that they have an idea they believe based on mining the W list um that it's going to be successful but I don't have a specific number so if we like let's say that we waited a month and came to this again what would be the consequences of that there's no I mean technically there's no consequence to us we would have have to just get the the agreement again they may or may not have
the data um the one exception but I believe it's open all year based on my conversation is you do have to fill out a Dropout uh recovery program application with the state uh it is not it for this year it's open all year because the because it didn't start until October 30th in future years I think you're going to have to if I remember reading it correctly you're going to have to do it by September but this year you couldn't do it by September because the law wasn't available um so we'd have to go ahead and fill out that there's no Financial impact to us positively or negatively because we wouldn't have these kids anyway they may have numbers of what they've done I do know that they uh did uh get um uh Maricopa
um uh the County Schools office as a client I know they've gotten the Puma County Schools uh office as a client uh but they've just signed them up as we speak so I don't know that they have the numbers to see what what that's going to mean um uh but can check and see if we were to delay this till till December if they have numbers and I could give you numbers I don't know what they'll have but I can ask for it I have any other questions okay no other questions um I I have a question for for Stephen um are you suggesting that we delay action and table this or are you suggesting that we move forward with the information we have I'm just not sure I guess I'm not sure either I
mean I guess so when I'm not sure I just like I wait I mean that's just what I'm saying I'm not saying it's a bad thing I just you know I mean I don't know it concerns me that it might bring down our letter grains that's my biggest concern right now doeses did do does our alternative school get a letter grade at this point they would if they had you you have to have a a certain number of kids take the test and so since they don't have that number um and anticipated you would not probably see it because you remember as an alternative school and Dr gouby can speak more to it but basically as an alternative school you tend to have seniors or fifth year seniors as your predominant number of kids you
have very few ninth graders I think this year we have like two nth graders and so so you're never going to have enough nth graders to take the test um you also tend even with Juniors you start to get a few more Juniors but your predominance is seniors and fifth year seniors who are not part of the testing process so there's a chance we wouldn't have that but you just don't know what the numbers are going to bring in who the kids are and where they're coming from and so till this plays out a little bit to see what the numbers are um I just didn't want you to think that there was no downside to it I wanted to make sure you're aware that there's the potential it may not occur there may not
be enough ninth graders or 11th graders that we Cho that we get out of this but um there's also the possibility I've been in certain sites where where you get more than you think you're going to get at that at that grade level but does it affect the testing percentage Yeah I see a lot of these kids maybe not taking the test right you offer it to them but they probably don't come to take it right if if you if they are your students then irrespective of where they live then they're they're going to be in your numbers for the for the state testing process so we'll just use the 95% tested if you have a bunch of kids in there and they don't show up and don't take the test then you may not
make the 95% um tested requirement you may only make the 70% testing requirement so they become your students so you have to think of them like they're your students um and so uh whether it's testing grad rate report Dropout you know all those kinds of things um they become part of yours and and again that's when you're going to get more kids when you get them then they are yours and so uh again I'm I'm just trying to bring you options but but they may be that the the negative outweighs the positive and you know letter grades and the dropout rate and all that stuff May outweigh the potential uh increase in in kids and dollars no I I mean I guess guess I'd rather see some more information on Pros versus cons like maybe
that I can see you know I mean and we're discussing it but you know I mean I don't I don't know what the testing right here is you know but if we could say what if we got 50 students none of them took the test we could probably come pretty close to figuring out how that might AFF you know affect the 95% test rate right right what I what I can tell you is our testing rate I mean I'm going to generalize but our testing rate across if you just look at the uh at the letter grades and that data our testing across the district is at somewhere between the 92 and 95 percentile uh easily that percentage of kids that we testing there's not anybody that's not within the realm we're supposed to be
or maybe it's 95 and 98 but we're not we meet and get the points for the number that are tested on our letter grades um and and have since I've been here so we have never had a problem in some cases quite frankly we've had 100% of our kids take the test uh on different years and so we're above what we're required to on this on the testing that could raise an issue with these kids because they I mean how do I control a kid in mve coming in to take a test um no so I'm just saying if we say okay if we get 50 kids we think this is what the impact will be right and we're not worried about that as far as our percentage of kids taking the test you know
what I'm saying yeah yeah we can can give you some scenarios on that um uh from what I'm hearing it sounds like we have some hesitancy and we'd like some more information yeah I don't think it's a bad idea I think it's a great idea yeah but so maybe yeah talk about it more next month is there any way that you can get some more information on that bring it back yeah no I'll call I'll call the person so I I'd like to move that we table this agenda item and have it on the agenda for our next meeting so we can get some more information okay second all in favor I I motion carries 5 to zero okay 8.7 discussion and consideration of approval of resolution regarding recent executive director appointment process conducted by
the executive Boards of the Arizona School boards Association so effectively I'll try to summarize it very quickly um uh there was a process to replace the executive director at asba uh there was a concern raised that uh one of the candidates uh may have not been totally truthful on what their um uh their history their history of of classes completed and whether they completed a degree or not uh it became a bit of an issue because it was raised to the the board and when we talk about the board we're talking about the members from throughout the state that are on the board that are sitting up Gover board members um and I as I understand it uh the board itself was split pretty close to 50/50 one person had one site had one more
than the other and so they chose uh not to uh listen to advice from the legal council for asba and go ahead and still name this individual as executive director uh the uh the president of the board quit um two members of asba quit uh and uh uh then the attorney is no longer working for asba uh so as a result of that there was concerns raised by Boards throughout the state about this process uh they seem to not want to listen to some of the concerns so in Pima County they created a resolution that um raised that could be raised raised concerns by governing boards about the process that was used and whether it was uh above board and what we would expect out of school districts and and Boards in Pima County they
all signed it I will tell you that given the nature of it in this County there was concern that maybe was too aggressive so some of the other school districts I've talked to in both Maricopa and here have softened the language a little bit while still having concerns about the fact of the Integrity of the process and how they selected this individual um and so I have taken and modified the original proposal out of Puma uh uh based on uh a couple other districts and what they did the intent is still there but maybe some of the potential inflammatory language that was in there is not in there but I think the the point is still there that uh the point is to say as a board we have a concern about the integrity and
fairness of what took place and we believe that school boards are held to a higher standard and therefore uh asba should do something about investigation uh in into this matter and if necessarily make appropriate change or in some cases I will tell you some districts boards have just said we're not going to get in the middle of it and so you don't have everybody that's not across the board like I said Puma County did across the board but I have not heard of any other counties that did across the board I think it's uh it's up to you guys as to what you think and again it's varied from District to District uh just based on any number of factors within the board uh I I would say there's even some boards quite frankly that
may not even have brought the resolution so it just varies depending on the position of of members of the board or whatever so uh that's kind of this the framework and then as you'll see in my motion I said approve or not approve because I didn't want to speak for you and I'm not taking a stand on this position I'll leave it up to you guys to decide what the stand is um as a school board we rely on asba for a lot of things for our policies um support and hiring a new superintendent to represent our views to the legislature um and we pay them as I recall we pay them dues um so I think my personal opinion is we have a vested interest in how they operate and we need to vote
on this I have an opinion of how I want to vote but before I make that known I think this is something we should tackle and I I'd like to hear how everybody else feels well I have a problem with it I just you know want everybody know a you know ASB isn't the only option I me there's other options available you know so and for Clarity on that um what what I would say is there's a division here uh Mr Ray is right in terms of policies you have asba or you have the trust so there's a couple different options when it comes to some of the other ones ASA is picking up some searches um there is some training taking place but but the trust doesn't necessarily do relational training between boards and
superintendant there are more limited there this is really a in my mind more about the the trainings and the and this not the policy because because Mr Ray is right there is other policy out there that you could go to um uh and and still be fine um uh with that yeah so I mean I don't have a problem with it I'm just saying that you know if we don't like them so of what they do we have other options too actually I've been on some of their executive I don't know if they're executive committees right we but on some of their committees and I've seen how they've operated and I've been involved in the scholarship Committee in the budgeting committee and I've always liked the way asba operates I just am not happy about
how this process unfolded yeah that's my personal I've been to the the you've done the things for four years the the legislative delegating delegate thing I mean so I think they're not a bad group you know I think they made a bad decision here I agree but that's all do they really need I mean if we said no I don't want to sign this document does that mean we're not saying we support them or is that saying I I feel kind of silly saying I'm giving you permission to do the right thing to the way that I'm interpreting what's being said here I mean you don't need my permission go do the right thing and show us you can do it and then we'll support you but I just feel kind of silly saying I'm
GNA yeah please do what's right I don't I don't know well I read as more I read as more like giving them a slap on the wrist saying you didn't do the right thing and we expect you to perform better and maybe you need to investigate what's gone on right give a slap on the wrist and maybe we'll look other way you know so I I well maybe it's I would just say I don't know if I want to sign it I think the issue is if we just switch it and say it's me and you guys you're saying to the me that oh by the way do something about it well if I put myself in the position to do it the first place why would I do something different and so absent someone
from the outside the executive director of asba if no one says to do anything different he's going to raise his hand and say I'm gonna do something different no because he doesn't believe he did anything wrong so that's the issue at hand is that if nobody says anything then nothing's going to happen if everybody says something there's no guarantee anything's going to happen but at least people have voiced it but if you're asking you know the fox in the hen house to do something the fox probably isn't going to do it and so that's the real issue and why I think they're asking for that is because absent anybody doing anything then we'll just keep doing what we're doing because I don't think I did anything wrong and we'll just continue to move on well
I think if other people see they've done something wrong we're just moving on right I mean they should recognize if they've done something wrong they don't need again I feel like I'm they're asking for my my approval to say yeah we did something wrong and we're only going to fix it if you sign this letter that shows to me it shows a lack of Integrity right well the the the letter is not coming from asba the this the letter is coming from outside entities saying we have a concern with what's happening and so we're going to circulate the the resolution throughout the state asba is not stepping up because the current board doesn't doesn't believe they've done anything wrong and so therefore and they have enough votes so therefore they're not doing anything this is
from other sitting boards who say whoa whoa time out this isn't rights we need to get your attention therefore we're sending it to so so asba really has nothing to do with this at this point I believe there will be some conversation at the ASA asba winter conference is what I'm hearing but it's really being generated by Boards across the state who are saying we have a problem with this therefore we want to raise the issue it's not being generated by asba in any way shape or form so we signed this everybody else whoever wants to sign this and all the other districts and nothing happens then what nothing you keep doing like it is but and that's the issue is is if you right if you sign it well if you sign it enough
people do it it may be a a a wakeup call that says they're going to do something if you don't sign it but is there a guarantee that if you signed it and even if all 225 districts signed it is it a guarantee that things going to be done no now you do have elections for the board uh for ASB that occur in December so if if those people that run for that board are aware that there's a majority of the boards that are not satisfied with what happened and the flavor of the board changes then your position may change no different than the school board if if you change over members of the school board positions at the old board take may not be the same as new board so that's the thought process
but Shelly the truth is it could mean didly and nothing may change so we sign this and they don't do anything and then we leave well again you you yeah I mean if they're Integrity is that bad then we can take our business someplace else right right your your your issue that's there is number one having a conversation about policy I I have my own opinions about the two policies and then the second part is you're correct but I believe there's a chance that we may have new board members next year and so we need to make sure that there is an availability to train people as as board members and so but you're right if you wanted to we would step away from them and then we would uh more than likely go with
the trust for policies and then we'd deal with the trainings and any of that stuff in a different way uh the concern step the the concern the concern that I have if too many people step away from uh asba or from a a general organization is that you are elected officials and as elected officials when you talk to legislators legislators look at elected officials because they're similar different than they look at superintendent so when I go down and talk to the legislature I'm just a superintendent and that's that's what they expect me to say when the boards come down and talk to them they look at them different because you're elected officials just like they are and if you lose the voice of uh school boards across the state I think it will have a
detrimental impact on what happens in public education because there will not be a voice for public education and those other entities that are out there will have a high a louder voice than ours and that's the concern so I'm not saying you shouldn't walk away but I'm saying there's a bigger picture here that if people step away from asba and we dissolve asba then there is a voice of silence for public school governing boards that does not have anyone to take it up and therefore Public Schools uh will be silenced in many ways from a governing board perspective so I I would just caution on that piece we would have a longer discussion on that but but that's the flip side of that is if you lose asba you lose a significant voice right or
wrong good or bad you lose a significant voice at the legislature so then if but if more people did it maybe they would be forced to change and do what was right they might they might um or if enough people leave leave they will become insolvent because they're not getting the pay and and the issue that's out there right now there's not not for policy I'm taking policy off the table for this other piece there's not an entity out there that is doing that right now there may be one but as of right now there is no other entities besides asba so if if asba goes by the wayside right now there's no entity so it it creates its own set of problems I figure they're creating their own set of problems at this point
well see I I think since that's an organization that we right now rely on and pay money to they need to know if we're unhappy with how they're operating to make that displeasure known and by passing this resolution that's one way to do it it's the first step I guess yeah yeah yeah okay any other questions you don't have to vote Yes if you don't want to you can vote no I you have that choice us not signing this doesn't mean asba is going to fall off the cliff you're right and and we know that another group would step in because of the public need I mean do we agree with asb's I know they've done some good things but do we agree with them do we believe that that other places could give us
a better service are there sometimes it gives another group to step up to do it better you know I think those are really good questions but I think that's taking it beyond what this resolution is asking us for it's just to voice our displeasure over the process they used in selecting their new executive director okay all right I'm going to take motion I move to approve resolution regarding the appointment process conducted by the Executive Board of the Arizona school boards Association second all in favor I all opposed n okay so that's Shel how'd you vote I all so four four to one one Z all right so then now we have a discussion of information on student achievement the November report all right uh good evening Madam president members of the board Dr Wyman and
Miss wner uh we have some curriculum instruction and assessment updates for you this month I got to find the clicker it's all right it's going to cost you some pickles all right um so just a um reminder of the the various branches there and we're going to start tonight uh with our professional learning and share with you some updates from our October professional learning session so I'd like to bring Christine Murphy to the podium Madam president members of the board Dr Wyman and audience members uh thank you for this opportunity to share about our professional learning day in October um we continued our focus on datadriven instruction and how we use data to improve rigorous learning environments in our district and we wanted to Showcase a different campus this time so instead of um having
our PD day on holes high school campus we moved it to the middle school campus and we had some positive feedback from some teachers who've actually been with us for many years who had not been on that campus and they enjoyed being there and seeing the the different classrooms and the setting there pictured on this slide here are panel discussions that we did continue this time we had teachers on the panel and uh our audience members thoroughly enjoyed hearing from their peers who are living and breathing the work that we're asking teachers to do in our district so our PD day flowed in this manner where we began with a Campus Learning Experience where we did focus on day data collection and interpretation where staff explored the various resources that we have in our district
that we use to gather data and their feedback was they had a better understanding of where they can gather data and how to use some of that data that comes in illuminate which is our assessment platform then we moved into those panel discussions we had 10 total panels um goal one is our learner Center culture we had seven focused on that we had two focused on our goal two elements which is moving into into that rigor piece and we had one on assisted technology which is an area that we're growing in exposing our teachers to so that we can make improvements with our student services department uh people really appreciated the samples that our panelists provided they liked being able to see products that teachers are using in their classroom and then again listening to
their peers we moved into a learn about it session where we had some Choice sessions for all staff and then we had four sessions for specific work groups based on needs that they had asked for um teachers were able to come in gather a bank of templates for Learning and creating those learning plans in manyi lessons and they actually had some time within that learning session to start that implementation process after lunch we moved into practice it sessions where we have Workshop time we had eight workshops we did end up splitting four of them into Elementary and secondary groups because they were so popular we had four for those specific work groups and the staff were able to complete and walk away with products around learning plans mini lessons and our constructivist inory inquiry lessons
and our end of the day we had teachers in role groups and we adjusted our work groups based on feedback from July where some groups really wanted to work together that that didn't feel like they had that time so we put them together in a work group they appreciated that collaboration with other schools and the time to work as a team as well as sharing those ideas and learning together we actually have had some grade levels specifically move forward in their progress because of that work time where they were able to gain resources and then move forward in their fluency and we've had teachers meet fluency based on that collaboration so it's been a good process for us are there any questions around professional learning I have a question so how many staff members that
do we have that have been here for a number of years that have kind of like gone through all of of this what do what do what do you have for them to like help them move forward yeah so actually we have new sessions each time where we add on to what we've already put in place that kind of build and forward move forward their knowledge um based on some things that my co-worker Nancy will share we've actually even moved forward for J January's PL where we're introducing even more new topics and bringing some panal County representatives in to instruct our teachers in some needs that we've seen based on some instructional rounds so we are offering new sessions every time we have a PL day any other questions I don't okay thank you Madame
President members of the board Dr wman and Community after our October PL day we had the opportunity to take teachers content coaches instructional coaches and administration through instructional rounds they were able to participate in excuse me sorry in these instructional rounds where they could see the valuable lessons and insights gained from the various workshops and learning sessions during PL day in action within our classrooms the instructional rounds in particular provided an opportunity for a structured PL and purposeful and intentional conversation about what best instructional practices and rigor looks like within that classroom setting and this collaborative approach not only enhanced our professional growth for our teachers and administration but also strengthened the commitment to delivering the highest quality learning opportunities for our students by using data from the rounds to be able to create individualized
approaches to Student Learning So within the process we went through identifying the the problem of practice this is what we're using with all of our instructional rounds to observations where we kept all of our staff on campuses so that they could go into classrooms on their campuses and then went through a debrief where each of the school sites were able to create two short-term goals that we implemented an action plan for and then we're going to be looking at those um at what the action plans look like for our next round coming up in December and then that next level of work we were also with uh next steps all of these components really work together to connect our professional learning and our teacher support and really creating that culture of learning for our staff
any questions that was easy thanks all right all right members of the board Dr weinman guest thank you for being here we are going to now move into talking about some of our assessment data um one of the first things we're going to talk about are the high school uh quarter 1 benchmarks for our 9th through 12th graders and then we're going to talk a little bit about our third through e8th grade mimic data um from our form a we are currently working on form B in the second round so we'll have more um information for the next meeting um this is a comparison of our Ela data from um first quarter last school year to first quarter this school year of that um Benchmark assessment so as you can see um we have definitely
identified some areas of growth and some concern um some of the data is trending in the opposite direction of what we'd like to see one of the things that we have put in place is um setting our coaching staff over to the high school to work with some of the teachers in the ELA Department um to work on some of their practices in their classroom to hopefully get these scores up one of the things um about these scores is that the uh proficiency rate is set at an 80% so that is how we are gaining uh these percentages and when we look at our math data um from the high school again quarter one of last year to quarter one of this year we are also kind of seeing um the same Trend we're um
not seeing such a dip uh as in ela but we are working with our coaching staff to work with the high school to um get these percentages up as well when we look at our third through e8th grade mimic data um so we have a few new things happening here um this First Column is our uh 2022 scores the second column is our uh this year scores from the first form uh the change there is the increase or decrease the trend that we're seeing in uh both math and Ela is that our students are performing better from the beginning of last year to the beginning of this year that last column is uh something we've just added the illuminate platform has come up with some aasa correlated test bands so what they have provided is
um correlation to how well our students do on the mimic versus how well they will do or are projected to do on that aasa assignment or test at the end of the year so when you look at those percentages and we adjust those performance bands we see that more of our students are prepared um than we had previously thought so that is moving in the right direction as well and we see the same for our cohort data when we look at our cohort data of students from one year to the next we are seeing some positive gains um from the first year 2022 to this year and then some more positive gains with the newly correlated bands when we take a look at our math data um again we are seeing some positive Trends they're
not as large as in ela currently um but one of the things we are verying hopeful for is with our new math adoption that our teachers have now had some time to work with it and our students have as well that we'll start to see these percentages increase um proportionately to some of our Ela percentages and again in our cohort data for our uh students we are seeing a general Trend moving forward um but again we would like to see some more growth there and are hopeful that on this next round when we finish it next week we will see that um increase so one of the things we're working on doing is refining our practices utilizing that data um as we talked about with our instructional rounds and in our PL days and we
will continue doing that um through our next assessments we are also preparing um for finishing those benchmarks as I have mentioned we're going to be talking um to staff and preparing for our screeners coming up in December and we are also planning to begin the aella administration in January and then our leaders will be getting a professional development on the DreamBox platform that we have been utilizing for math um coming up next week any questions on any of that information for me okay thank you all right our last piece for tonight um feeds into the ad School letter grades um I know the governing board was provided with a a board brief but I want to share publicly uh the results from our last school year uh so to start with Coles Traditional Academy unfortunately
principal schner canot be here tonight but a big congratulations to CTA uh they have continued to come in with an a rating uh Coles high school harbon elementary and Ranch Elementary uh all came in with a B rating and included in that group um with a a very strong performance assignment in elementary who moved from the d-grade last year to the b-grade this year so I'll share with you a little bit of that data in a moment but uh we'll take take a little bit of a moment to say yay simonon great job and of course Applause for all of our other schools as well um comes Middle School was a c grade last year maintained that grade and we are currently at a d for Ellsworth Elementary um and I'm going to get into
some of the specifics on that data in just a moment so these are the uh current cut scores that are utilized for the eth through fth grades as you can see the K8 campuses have one scale the high school has a different scale and although I know it's a lot of numbers on the page um this is a breakdown of where those grades come from for our K8 schools it's hard to read there's lots of lots of data um I think this was emailed to you as well so hopefully you have that that copy as well but just a couple of pieces that I want to point out um so first of all the the growth score is 50% of the overall score so that's a a starting point to look at is to look
at that growth score score um so to give you some examples within there um when we see those scores um with some of our schools such as Ranch and simonon they're in that 43 44 point range that is solid uh you can see that CTA at a 50 points is the maximum score that they can get that's an awesome score there so generally speaking we want to be in about the 35 to 40 Point range on the growth score that's a good Target um for that piece the next highest category is that proficiency which is the top category um you can see the range of scores there we would ideally like to be in the 13 to 15 range at a minimum that's kind of our Target point that piece looks at that rigor component
which is what you've heard us talk a lot about over the course of the last nine months that's our big Focus uh so president Hargus asked the question earlier about the professional learning and what looks different for folks that have been with us a while that's the piece that looks different um a lot of our professional learning right now has moved from those goal one pieces which is really about creating a student centered learning environment so what does rigor look like in the classroom that's why we have our teachers out on instructional rounds visiting other classrooms to see what those best practices are because that is really our our emphasis is working on that proficiency score then you get into some of the subscores the El proficiency and growth score and the acceleration and Readiness
score those each make up 10% um you can get some bonus points for a variety of things such as our performance on the a Science assessment and then you get your total score there the total score gets you a percentage um so like you'll notice for example CTA um they they don't have enough students in the El score so theirs is calculated out of 90 instead of out of 100 so it just looks a little bit different um so in terms of the couple of these pieces I want to point out when we look at Simon and Elementary as as a starting point um the reason that their score changed so much is really directly related to that growth score um so the work they did with their students last year showed a significant change
in Pre prior your performance lots of points come into that growth score um you can see they also nudged up in that proficiency score but as we work with principal Pascal and her staff on our plan for this year it really becomes about maintaining that and a lot of that centers around that proficiency piece um I always say the growth score because I I have an analogy for everything the growth score is kind of like me saying hey you know um I I came in and I lost 30 pounds and you're like that's really great can you can you lose 30 pounds a in that's really hard to do you know so that growth score becomes kind of a yo-yo effect that when we see a big growth score like we see at simonon the
way that we want to maintain that is to make sure we're attacking the proficiency score as well so that's a big Focus for that campus um I also mentioned with you that we are currently looking at uh a d-grade at Ellsworth Elementary School um a lot of that if you look at the overall score um you can see in the growth score they actually grew 2.49 points from the prior year so that's awesome because that's half of what the score is calculated on a negligible difference in the proficiency score so when we look at that we say 80% of their overall score grew then what happened well we look we look at those subscore pieces that's really where we took the hit at Ellsworth um so there are a couple of pieces within there being
the El proficiency and growth and the acceleration and Readiness components um as I mentioned in the board brief we are currently submitting an appeal for Ellsworth Elementary um they are 2.26 points away from maintaining the C letter grade that they had in the past um that comes primarily from two areas one of them is that the state gives us points for having our schools be at or above the state average for inclusion in our special education population um Ellsworth if I can't remember the number off the exact top of my head it's something like 32 points um from being at that threshold mathematically that that works out to about one and one quarter student so if one and one quarter student more was in an inclusion setting then we would have gotten those bonus points
and we would have had 10 points there in that acceleration Readiness we've identified some students that were not calculated correctly and so that's part of our appeal is we're submitting those to the state to show that those students actually received a change in services last year that would have put them in an inclusion setting but the data didn't get to the state properly so that's a big piece of that equation the second piece comes from our aella scores um which is our El student population how we measure our aella our El growth um an interesting component within that is that in 2019 they changed the elel standards so the ELP standards changed in 2019 however they did not initially change the aella assessment which is how we measure growth until last year so what we're
seeing is a change in the instrument that was used to measure students and for um some reason on that campus specifically are students performed poorly in the listening portion so we're taking a look at that data and asking for a review of that data as part of our appeal um so that score will be pending a a final decision on that that is that window closes on November 15 and then in the coming weeks we hear from them um about whether or not they'll hear our Appeal on that one so it could stay a d-grade if they choose not to look at that data um or it could return to a c which is what it was previously either way some of the same pieces we're working on on that campus look at that student
growth score and the work we're doing to build higher levels of rigor in the classroom setting um I know Miss hyim is new to us so this was her first chance to present to the board but if we were to go back and take a look at those previous slides with the AAA mimic I would tell you that looking at our Trend data that is much better than we have performed in recent years so the trajectory looks really good I don't want to get too far ahead of ourselves because I want to see the second assessment that we that will close on the 17th um but seeing all those positives in there is is really a good sign for us that the work we're doing is starting to gain traction and and share some positive
results any questions on the K8 schools before I share the high school just the uh the appeal for um Ellsworth um you said it's based upon some students being mischaracterized is is that part of right so our appeal will be based upon two things one of them is to ask them to take a look at a couple of students that were in a special education setting and had a change in placement last year meaning their level of service changed and they would have moved to a level of service that would have counted them as an inclusion student thereby meeting meeting the state average which gets us points um that one should is is a a pretty solid piece of it's just a data correction error and how we're processing data um done some work with
Miss Corey and her team for how we're going to be able to look at that this year so we don't have that mistake happen twice but really it's a it's a data calculation error um the other piece then comes from that aella data and asking them to take a look specifically at what happened with that test um a lot of that is really founded on the grounds of are we really saying that a school is a d not a c because of one student two students when we have a population of you know 500 students on that campus um truly there's a great example on that campus like we have a student who was a first last year second grader this year that student scored a 999 on the aella assessment I bet you can
all guess what score you need a 1,000 so that student was literally one point away um from being proficient and thereby being that one student that shifts so I mean we're talking T of points here um and it and so part of it is is asking them to take a look at whether not we really want to label a school as a dchool because of sub data and and minutia in that um I did meet with the director of assessment or director of accountability for the State uh Dr Wyman was in on that conversation as well I've actually met with him twice to go through our data and better understand it and then uh we met with the aella um state director on Friday as well just trying to best understand our data so we
can Target it better but that's those are the grounds for the appeal um they can look at that and tell us too bad so sad um which is a super frustrating piece especially when we know data is not correct at the very least that special educ a piece to me should be a slam dunk will the state see it the same way it's always a question mark for us the E piece is a little bit more open to interpretation do both need to be successful or just we would need both to be successful any other questions all right taking a look at our high school data um very similar setup here where we get um a proficiency score uh and we get an El proficiency grad rate so the the category are a little bit
different here what you're going to notice is going to stand out here in that data is that minus 9.79 points that comes out of the um the dropout rate Improvement the grad rate Improvement and the subgroup proficiency um that's a different categorization this year than it's been in the past if I were to show you the previous year's data that 20% would have all been clustered together as subgroup data um so we've had to dive a little bit deeper into looking at that it's very simp similar to what I shared with you about Ellsworth we just have to do a better job targeting some of our subpopulations part of what Dr Wyman shared with you with the ARP group that is who we would Target with that partnership is some of our students that are
a little bit more underserved what it really comes down to is a game of math it's very small Inc counts it's very small groups of students so when we say that that and I'll go back to Ellsworth as an example when we say that ellsworth's El score changed I'm talking about 21 to 23 students total in that program so if two kids reclassify versus don't percentage wise that's roughly 10% of the overall population that didn't shift um similar things exist at the high school we have some subgroup populations that are so small in number that whether or not one or two students go to the right or to the left of the line makes a huge difference so we just have to be more strategic with that um we're also doing some work with principal
lofas at the High scho to take a look at that CCI piece because that's 20% of our overall score the CCI is the College and Career Readiness that's a self-reported piece and so we have some control over that um one of the things that you're going to that you've seen I I didn't see I don't if I didn't check the agenda but the the high school course guide has this in there um so one of the pieces in the high school course guide um is going to be a shift to um for example putting within the course guide some more dual enrollments and some opportunities for dual enrollment in there because that's a way that we generate points in the CCI so there's some ways that we can do that the max score on the
CCRI is 20 points we think we can get in the 18 to 20 point range this next year based upon previous performance we just got to play the game a little bit better and that that is what is I mean it is it is a little bit of a game but but those are the pieces that we're working towards um and trying to balance out those dual enrollment with those AP courses and make sure we're providing opportunities at students are able to take advantage of so uh you'll see in the course guide we've added a couple for next year um we're also taking advantage and partnering um with the helos Foundation they're providing some funding for students to both get their dual enrollment covered as well as teachers to get trained um and get the
certification they need to be able to be a dual enrollment certified teacher that's our biggest issue is we have to have the teachers to be able to teach those classes which typically means they have to have a master's degree in that content area um so those are a couple things we're working on the the score overall at the high school though stayed pretty similar you can see their total score dropped about three points again a lot of it comes out of that subgroup data and that's what we're targeting um and taking a close look at to make sure that we we have some plans for that taking a look then and comparing us you know the question is always okay what about everybody else how do we look compared to everyone else so you can
see that our district rating is a b um and when we take a look at the the schools in color or the districts in color around us um those are our most direct in proximity Andor competition districts so you can see we are right in the mix with everyone else um Apache Junction and Florence both at bees Ben Franklin and ala also at bees Happy Valley is a c and coolage is a c as well um when we take a look at some of the larger districts those are on the ancillary of the slide there in the gray out colors uh you can see some of our those larger districts are at A's ma is at a b um and so you can kind of get a sense of where we're at in that mix
but um still staying staying very competitive and again I think that the the trend data we see is positive we just have to continue to to focus on those efforts so any questions about that um no question but I have a suggestion yep if we look back at for example the uh high school scores yep and we've got the amount of points that they actually earned if you could put in a column of the points that are available because I don't remember what they are for each of those categories and that way we could say 20's available they got 16.8 so yeah it it aligns to the percentage so the proficiency is 30% it's on 100 point scale so it's oh so it's okay yep and that takes care of that and I and I
typically um you'll see if you were to look at you know if if you really want to be a data geek like me and you want to go through all of the uh state level data you'll see plenty of districts that get close to that 50 points out of 50 on the growth you don't see a whole lot that get that high the 30 out of 30 in proficiency again that's why that's one of those areas that we're really targeting is how can we up the rigor for our students our students grow as much or more as any of our surrounding districts where we fallen short is what are our expectations in terms of the rigor that we're providing and so that's really been our focuses how do we continue to ratchet that up then
the growth comes simultaneously with that but it puts them growing from I just like to say growing from a five to a 15 instead of from a zero to a 10 you know so that's really kind of the focus there but that's how those points work out any other questions tons of information I know I just have to say I love the Dual the increase of dual enrollment that's great right uh next month we'll have the quarter 2 aasa mimic data um that window for our K8 schools closes on the 17th so we'll have that update um I'm super excited to see because if that trend data that we saw on the slides tonight play continues to play out on the second then we'll feel really really good about um where we're headed in terms
of predictions on success with the aasa and we'll have some updates from the CTE team next month as well thank you okay so we have discussion and information on the 2324 District student enrollment numbers again this is what we bring forward month and so I'm here to answer any questions that you guys received the report um I believe on Monday I sent it out um and so I don't know if there's specific questions or concerns or or anything you want me to address in in particular try to address some of the issues relative to the numbers and why we struggle in terms of ADM versus uh versus enrollment um in the in the email but uh be more than happy to answer any questions I guess the uh one of the concerns that I have
is in terms of the uh year-to-date withdrawals and if we could prevent that from happening we certainly would be in a much better Financial shape obviously uh we're getting new enrollments and they're almost kind of one is you know balancing each other out but if we could figure out a way to cut down on the withdrawals and I don't know what the answer to that is I mean I think the principles are working and talking to families but again it is it is a Family Choice um uh I had a conversation with a uh a parent just yesterday I believe it at the end of the [Music] conversation he was comfortable with with what we're doing um but um his position uh based on our conversation I would disagree with and so I was respectful
in telling him that but at the end of the day if he if that's what he believes how much I can explain to him as to why I think that's wrong doesn't necessarily change his mind and I think that's the issue where we're going I think we're hearing not just in our district but in many districts the movement of kids is is is much much greater than it's ever been and continues to grow and not and I've had talked to other superintendents kids are just moving all the time because they have so much choice and so we talked to them but again you have so much Choice it it is it is very difficult at times to convince them depending on what the issue is to stay but we continue to work on that NOP
thank you for sending it I did take a look at it so we appreciate you sending that okay um information on future agenda items you guys have any requests I had another question I'm sorry I know it's late would you you just briefly read the statement when people talk to the board we read that again real quick well here you can look at it thanks but I I skipped some things too I didn't do it all so we're aware so you know where that came from as a result of some of the issues related to co and some of the issues with individuals um at some of the meetings we had that was the language in working with the attorneys that we would come up with it's fairly wordy compared to what was done before
we can modify it but it was based on coid and some of the issues related to the number of called public that we had with with Co I think it' be good you know if you have some suggestions on how to improve it I think that would be wonderful thanks you want to keep it yeah okay you can keep it was there a certain point you were thinking St no I just I just wanted to look at it I I mean I was just thinking as they spoke I mean I think they left here thinking we didn't hear them and we definitely heard them you know but I think they left thinking we didn't hear them right they voiced they felt like they W you know and I that's all you know we're not supposed
to comment necessarily but right we can add an agenda item based on what they say right and I think it would be important to reach out to them and just make sure that you know we we heard them you know and that we heard them and that we don't think that what they said is not important because anybody in that situation would be concerned and and it's important that they know that we heard them you know so I don't want them leaving think that you know we didn't hear them I guess that's what I wanted to say yeah you know that we heard them I feel like the student enrollment has a lot to do with um with discipline they' in every one of the the survey things last year it talked about discipline I
think that we are not holding our teachers and our students um accountable enough and it's showing through the numbers that's my opinion probably not wrong okay anything else no future gend items not at this point for me okay all right okay I you want one yeah okay so um the district puts a lot of money into um things for the schools for extracurricular activities for you know cameras um video like all kinds of stuff like that how are we using those that equipment are they just checked out and they can use them for a project for school or for personal use and you know do they have to rent it is it just checked out can we have a you know presentation on how that works and and you're specifically speaking in in CT areas
yeah CT okay yes I mean it's something that if if uh cia's given a presentation next is as part of uh next month they're talking about CT I'll talk with Mr scrogum and we'll we'll make sure we provide the process for some of that stuff as part of that report okay okay thank you anything else okay all right so I'm going to make a motion to adjourn at 8:24 I'll second all in favor I I motion carries 5 to zero 824m motion carries 5 zer
