e for let's do this all right we're going to go ahead and call the meeting to order at five o'clock and um we have an informational study session are you ready so so um we'll go ahead and um Dr Wyman you can yeah what we're what we're coming forward and I'll give you a little bit of background information just because I know uh Miss Tucker and Mr Beach were not here when we did this the first time this is a phase two of a of a potential three-phase uh project and so what you have uh allowable under State Statute is guaranteed energy cost savings contracts and it's just a way to go ahead and and find uh savings from energy efficient uh equipment uh and that savings that you're going to generate by the the

non-use of either kwh in terms of energy or it could be water uh gallons in water if you make enough of a savings uh that uh you can go ahead and pay for the lease of uh new equipment you buy the new equipment and you install it uh our first project that we did was back in uh my first year here I think it was my first year here right during coid uh we approved it Bary was the company that was selected and in that case we brought in $12 million worth of changes and so when you see the around the district you would have seen the lighting changed in all of the all of the buildings uh around the district the solar that's up was part of that project uh there was HVAC units

taking taking place in or replaced in Simington um and uh there were some water Center savings uh uh things taken taking place with low flow um around the district and then we also had um uh we put in the fmx system which allowed us to monitor when we're what the heating and the cooling was uh uh from uh externally so if someone called up and said hey we got an activity today someone didn't have to drive all the way out here and turn on the air air conditioning they could do it from home and so that was the initial uh look see when when they did the energy investment grade audit which was just an analysis of our district um they came back and said that this is what we can afford on the first

one but there's also a phase two and a phase three so what we want to present to you tonight is a potential phase two um because a couple of you were not here uh we wanted to have ver G uh come and and give a presentation so that your questions can be asked if there's any uh concerns or questions about this um we have present with us Randy Falkner from Bary Shannon Rey from barie and Jim Gil from uh gust Ros and felt legal council uh uh someone from steel uh may also show up um they will work within the bond with B Bond Council on the purchasing of the bonds um uh and so I'll turn it over to Randy that you can use the podium there's a uh slides or Shannon or Jim

or whoever and then just a short presentation from them and then um time for questions uh so that when we get to the the agenda item people are comfortable with uh with what's taking place all right thank you very much don't touch it as we don't touch it um I see you already have everything keyed up so we'll go through this if you have questions as we're going just feel free to go ahead and ask them as we're going or save them whatever you're comfortable with and then we'll address anything you guys want to talk about So Right Center or right all right perfect uh agenda we're just going to go through introduction road we've traveled through your District um with your District Personnel saving achievements that you've had from the previous project that you

did with us and then uh a review on the phase two that we're looking at currently all right we're looking at facilities upgrade as Greg did a good job of here earlier kind of running through everything we did on your first phase we've done hbac lighting solar water um Automation and then controls management here in the district um so we pretty much have touched every piece of your district and every piece of data that your District produces so we could run analysis on everything um pretty self-explanatory on which each one of these things are obviously hvacs your cooling and heating lighting changing it over to solar or LED all right this you want to jump on I'm a little I'm a little shorter than Randy so I'm G to move this down a little bit

but during the first performance period which you might be familiar with I believe Ben Madson was here not too long ago doing a presentation on that measurement and verification m&b which is required by Statute when you do performance projects so that you know what you're producing as far as energy and what you're saving as far as energy and operational costs so you guys exceeded that in your first performance period which is great you know it should be a round of applause to the district really you received utility rebates upwards of $70,000 from doing the project and your guaranteed savings overage is above that $122,000 Mark so Applause to you guys um you have reduced your utility expenditure by about 28% which is exactly what you need to be doing when it comes to to funding

your Capital upgrades through these projects okay I have a question I'm sorry you said it's okay to interrupt right absolutely okay performance period one what time frame is that so yes your performance period one was the last calendar year before between 2021 and 2022 so once 2023 is over within that performance period you'll have another presentation and another m&v measurement and verification report and the numbers shown here verified electricity cost savings how is that number arrived at from your utility bills our bills yes so you worked with Julie got our bills and looked for them one period over the next and saw reductions yes and and actually they're coming um directly from your utility company companies okay and the same thing with water I would assume for the low flow and all that stuff that's

going on yep okay yep you're correct okay so the phase two review really comes down to your mechanical needs so as you guys know that one of the biggest drivers for Arizona and Phoenix climate is heating and cooling so what we typically look at within your mechanical needs is beyond useful life and Energy Efficiency so if you have mechanical units on your home that exceed 15 years maybe even 20 years of age you know when something breaks down almost like your vehicle it's probably time to replace the unit versus a major expenditure within your units so we look at your useful life of your mechanical units within your district and determine worst first right oldest first and then create a capital plan across several years that states these ones aren't quite ready maybe in a

five-year plan they will be ready so you you want to tackle the ones that are ready now and leave the ones that aren't quite ready yet and so that's where phase two comes in with your mechanical units what's ready now and not quite ready maybe in the foreseeable future sure and so with this you're looking at a reduction in operational cost your energy usage and what I mean by operational costs is when you have a new unit typically they're under warranty and you have a mechanical contractor that installed them so maybe not just from the manufacturer but also from the the vendor that installed them all of those are cost savings to the district because it doesn't come out of your capital and in addition everything that's going to be installed and that is installed

from here forward is more energy efficient by standard so all of those factors come into play with the phase two uh project of mechanical upgrades we we take the data that we get from going through I mean obviously we already had audits we come back in we look at everything again and we still with Bob and his team and go through cuz we we know what things are getting old and so we can assume like okay this one's almost at the end of its life expectancy but those guys may have an issue where they're like hey this unit we keep on replacing compressors or whatever it may not be maybe it's a 16-year-old unit it's actually operating a lot worse than a 20year old unit and so we sit down with them too because really

the the goal here is going to be the comfort of your spaces is what you're driving for here so if there's a unit or units those guys are like hey we really need to replace this because this a big complaint area we have a hard time with it then those are all factored in we go through these as well right so the main focus here is really just to address the student environments we want to make sure that all of the learning environments as well as recreational spaces are addressed in the heating and cooling based on the age of the units address those District deficiencies what are the highest needs what produce or require the most energy consumption where we can offset that with more efficient equipment um safety is always the the main driver

of this as well right Heating in Arizona Cooling in Arizona rather is is really the primary focus um so we want to make sure that we're maintaining um operational equipment throughout the life expectancy of your District best long-term value to the district and the occupants is really the purpose of this is to present a project with a not to exceed amount that allows the district to um pick and choose those units that best suit the district utilizing Insurance sfob energy and operational Savings in order to create a phase two of your uh energy performance cont contractor project to self fund these Capital Improvements which it would be your mechanical in this phase two any questions could you go back I can sure could you go back to the previous slide this one yeah and that

chart on the right property name ECM number one HVAC upgrade so those are what you're projecting so those would be ones that hadn't been done last time but Harmon had been done last time some of it there's units that were done and units that weren't when we go in and do these we're looking at if we if there's units on a on a facility and they're half of them are 17 years old and then half of them are 10 years old because they were replaced we're not going to throw the baby out with the bath water so to speak there's still good life from those 10-year-old units so those don't get replaced it's only the ones that are at the end of their life expectancy that can make the energy impact so there was some

left there that need to be replaced and approximately how many units do we have at each school I have no idea yeah so um Harmen would be a couple units so two units for this phase so we replaced a lot last time as you mentioned there'd be 13 over at the high school uh the the middle school right now currently is uh four units and those are the gym the gym unit so they're larger ones um Traditional Academy is just one right now um based on what was already replaced before and then the bulk of it is ranch so Ranch has 52 units that needs is set to be replaced I'm sorry how many 52 52 yes wow majority yes yeah but but you also just to interject uh if you remember last year uh

in August we had a Micro Burst and it hit Ranch and so of those 52 units 26 units and this is where this thing starts to get a little confusing when we start talking about insurance and sfob uh State I don't know what the O stands for in the old days school facilities board um they gave us Insurance to to when those got knocked over uh we were able to put them back on uh put them back up and they're working but they're they're they were damaged and so the sfob was going to come in and fix those and what we're trying to talk to the sfob it started with a conversation that says if if you will replace them rather than just fix them we will take the insurance portion and normally you get

you know 5% to sfob to help here we're talking about uh I think it's close to $180,000 and you guys pick up the rest and we'll go ahead and get brand new units because they're not quite at the end of life but they're pretty close so within that 56 please or 52 please understand that 26 are the ones that got damaged a year ago I tell you that a year ago because that is part of the problem though with the sfob if you have a an Emergency you're not going to get these things replaced um the next day by the sfob the process alone we've gone back and forth I can't tell you how many times trying to get this thing done and then when we started talking to to ver as a phase two

it lended itself to part of this part of this plan but so a number of those were going to be replaced IR respective of whether this takes place we're just trying to come up with a creative way to make sure that we can maximize the number of units that we can replace and not have to come back and keep going to the sfob because we have troubles getting a bond passed out here um if you're riing solely on the sfob to do some of this work um it's going to take a significant number of years I always tell a story I had a 30-year-old unit in PAC and that took me four years before the SF sfb would replace it because it wasn't broken um and so we're trying uh to use all the funding

sources we can but also take advantage of of the Energy savings component so it appears if I'm reading this correctly that all of these phase two projects are HVAC upgrades yes that's correct yep okay and then the cost not to exceed 3 mil7 is for the replacement costs not the lease costs yeah right right now what we have is the project that we have built is 2.8 basically um what we don't know for sure is how much that insurance money is going to come into it if for instance the insurance or not insurance but sfob if for instance sfob said hey we can we're going to give $400,000 towards this project then Pro to the statute because we can Harvest Energy savings out of it we could actually do another $200,000 wor the work we

can usually get about 50 cents on a dollar so we didn't know exactly where that was going to lie we just know where we are today so the not to exceed number is just something we worked with Jim on and just said hey let's put a number out there that we can operate underneath where we don't have to worry about exceeding it and then when when that number comes in from the sfob we'll know exactly where we where we are and then how many more units we can pick up and sorry if I keep asking questions it's phase two what does phase three look like at least now what's the vision for phase three that was my question well probably more hbac that's really most of these when we do them with school districts when

we get into phase four and five and six um you guys already have LED lamps their technology before that was like T8 so some school districts went T8 and like six years later went to LED you've done that so most of what we get into is HVAC replacement um there may be opportunities for battery on solar depending on how the utility company goes but we monitor that to find out if there's a payback on that so when they start their demand charges that they charge you on drawing power during the heat of the day when that increases to an amount where it would afford to pay for batteries from your utility bill then we would bring that to you um and any other new technology we're working a lot with fmx and orchestrate which is

the the platform that we're using for kind of the smart Building Technology that we use and there's pieces of that that we're pulling in here and there um also that start making sense on tracking and reducing power it'll watch the grid for you so it'll actually kind of adjust your unoccupied spots in your building um when that demand level is going to go up so it actually starts controlling that for you so as we get more in line with some of those things and we'll be bringing those to to you as well you won't see some people have asked me about well why don't we have solar out in this parking lot over here uh you you and they can probably explain better than me but you build out solar at 85% because at that

point there's not a return on investment if you overproduce your solar and have to sell it back to the grid so you probably won't see in something unless something changes you won't see more solar necessarily like out in the parking lot over here we've maximized the solar throughout the district so you're really down to HVAC as the primary piece that's not done because of all work we did uh back in in 2021 um and replace so much you're you're down to the last little pieces part of the issue with some of these other sites too is again life uh life of the units because the schools were built a little later your life expectancy is hasn't been met in comparison to some of the first ones and so so that plays into that mix too

any more questions think I've asked enough no I don't think so okay I I have a I have a question and it's just paint me a picture if you need to okay um you keep saying lease and I know I asked this to Dr wman you keep saying lease to me it's like if I get a Le I I get a car it's on lease when lease is up you take it back so explain to me how that works between lease and Loan like what what I don't quite understand actually just in this particular case with school districts when you say Municipal lease it's actually a loan okay all right I'm like are you taking everything back at the end of I I don't know I'm going to make sure yeah we after it runs

out we take it back right okay okay and and what's the payback uh on the Le on the lease is it 25 years 20 years yeah it's 20 it's 20 so when when we put everything together we can't go past the life expectancy there's a statute that we have to deal with um and we could actually do it a little less maybe than 20 but it gives us a little cushion for you guys to have better cash flow why it's going on as well any question come on Stephen let's hear it give me one please don't be offended by this question I like how we pref with that so I mean I'm if you're replacing these like we just get you the price from you and that's just one price right do other companies also

bid on this or is it just this is your company and that's how how does how does that work yeah so we use one GPA for procurement on this so we already had to respond to them so we have set pricing and everything there's multiple companies who have responded to them so all the pricing and everything is locked in on that um so you have competitive pricing already on it it's not like we can just kind of charge it what we want the other side of that is this is a savings project so the work that we do has to pay for itself with savings so with mechanical savings is pretty thin so that actually is in your favor um our goal here is deliver the least expensive most efficient product that we can bring

to you guys because it has to fit within that statute and that's the guaranteed part so when when Randy was talking about um it has to pencil out is if they don't hit their projections and they have to pay us a check for the difference so it's it's not a case where you're trying to say this meets the the numbers because if it doesn't meet the numbers then by law they have to pay what we did on a competitive bid process so you're aware when we went out back in 1920 uh we went ahead and had a a bid that went out we had seven vendors that came to us uh we went ahead and had a committee that reviewed the seven vendors they reviewed the seven vendors they made a presentation over what they

could offer for us and then we selected vary off the seven vendors so there was a competitive process uh back in in in uh 19 and20 when we when we did this um and then because they had a phase one in and a phase two and a phase three we've just uh gone to use with phase two of this because it'll become an amendment to the contract that we currently have with them uh relative to the project so that's why we're we're using ver in this particular project I do have one more question in terms of timing um I I see it's on the agenda for tonight um if we for whatever reason decide not to move forward tonight we want more information whatever it might be is there any time frame when this expires

and when we can no longer take advantage the only I mean we're all aware what interest rates are doing right now obviously interest rates are the inhibitor on these because by Statute we have to we have to cover the expenses associated with this that includes the interest on the money so as that goes up um that means that we have to guarantee more and there's only so much that we will guarantee we usually hold to that 80 85% range of what we find it's just a it's a safety Factor much rather tell you you save more than saying hey here's a check um but it's it's really the interest rate so the the pressure that you would be under currently is 100% to do with the interest rate it's gone up considerably since we first

started this and can't you give us that interest rate from the first time yeah I know wouldn't that that would be great would it and and and part of part of the reason we're bringing it this month we were schedule to bring it last month uh we had anticipated that with the one-time funding from the governor's office uh in the state budget this past year that we would contribute $700,000 to the project uh when we had the student enrollment issue that we're having in the district here I had to call up bergy and say we can't we can't uh contribute the 700 most of that that all of that 700 in fact is going to go to to helping resolve the the budget issue the majority of the budget issue and so therefore they said

well let us run another another number we were weren't sure that we'd be able to come back with any project whatsoever until they ran the numbers when they ran the numbers they came back with this one and that's why it was put on on November because of of that delay but then also the interest rates uh but but that's why we didn't have it last month because we had to pull the 700,000 contribution away and this had to be a it's technically a zero contribution from our budget uh there would be some contribution obviously uh potentially with the insurance money that would be contributed and any money from the S so sfob is coming to us that would be part of the project uh but there's no money coming out of our out of our

M or our Capital uh to fund this and and that's the other issue for why we're bringing it back this month when it was originally scheduled for last month okay you have any questions Jen no are you are you good I think I'm all out really what any questions okay I think we're we're good then we'll we'll just kind of stand and recess until 6:00 when the regular meeting is supposed to start um for the board there's some okay dinner back there U and we'll kind of go from there thank you thank you everyone thank you for is it fun isn't that oh it's so much fun my mic is hot what talking about pickle ball don't care not don't care didn't care seconds to spare okay six o'clock we're going to I'm gonna call

the meeting to order I need um a motion to adopt the agenda I move to adopt the agenda as presented I need a second second all in favor I I motion carries five to zero go ahead and do the pledge I pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation indivisible liy and justice for all I heard yes okay uh we have approval of the meeting minutes oh we need a no board okay meeting minutes any questions on there well I wasn't there for the end of the board of the executive session executive session so I'll just refrain from that but you can do the regular minutes is there any questions on the in the minutes do you have any issues okay then

I'll take a motion I move to approve excuse me the September 13th 23 regular meeting and executive session minutes as presented I second all in favor I I I motion carries four to zero um with one abstention did you get that hun St okay um so then we have uh some current current events with the superintendent report yes thank you madam president uh a number of different items happening as we go into as we went into fall break uh you can see the Esports team had success uh at uh a recent competition the Sundown ex exhibition they placed third uh and only lost to the state runnerup uh Team by a single point um and the varsity Captain Ethan salinus Rios managed to get third out of nearly 40 players again this is just one

of those unique sports that we offer the the um Esports uh gaming sports uh it's expanding uh they've done a great job with it our drama club uh or drama Department uh at their latest uh production of A Midsummer Night Dream had an admissions director from the New York Conservancy of dramatic arts attend and he was impressed enough to offer scholarships to any number of the cast members to attend their summer uh in intensive and degree programs the scholarships given to this to the cast uh are in varying amounts from1 15,000 to $1,000 uh so we just wanted to let uh Nick Smith and the entire PL cast uh give them congratulations um there the the um Department was also selected as part of the New York Conservancy Rising Star program which seeks out Talent

at the high school level much like uh Athletics um and so again you're starting to see a variety of different things happening throughout the district CTA are doing fundraisers with uh Mrs Fields and chees CAG Factory uh SRP is providing free uh presentations to their fifth and sixth grade students to look at energy transformation electricity generation solar power and energy conservation again a good partnership with uh someone in our in our community and then uh another partnership that cta's always done is working with enanta community members to plan kids cringle which is a Christmas program that ensures all the kids uh at CTA get at least two Christmas gifts for someone special in their life you'll also see some recognition that uh marketing put in in terms of some uh newspaper uh uh stories that

talked about some of the things that are happening uh in the district um Cindy Andrews was chosen uh to be the um vice president of the East Central Region uh for the board of Arizona associations of teachers and Mathematics um it's a organization founded in 1920 that is there to uh advocate for high quality mathematics and so we have representation at the state level on different committees uh down in col Center for Success uh they have already guided their ninth student to uh complete the courses and graduate and that's what the whole uh purpose of the alternative school was was to take some of those kids that uh maybe didn't quite make it the previous year or were uh coming as fifth year seniors and get them graduated as quick as possible that's the beauty

of alternative schools because you they're the quickest way to get someone graduated versus a traditional High School where you have to go through a whole semester to read credit is that ninth student this year yes oh okay because I'm like we've done more than nine no no nin student this year that's graduated already and and and basically in the first quarter uh of school they got they got them through so um that becomes uh significant they've also completed 550 semester courses uh and so as a result of that they had students celebrate with the chili cook off in a movie Harmon uh earn earned over just short of $4,800 doar from the game on fundraiser partnership with comes kids allows uh Harmon to purchase an ere covered seating area in the field next to the

basketball courts as well as additional table seating with umbrellas near the playground and the first ptso sponsored event Harmon Bingle KN had an excellent turnout again just a way to connect the families with our schools uh working with another partnership the drama club is also working with Mains and miracles for the annual trot treat Fall Festival um Mains and miracles is a nonprofit organization dedicated to improving the lives of those in East Valley who have physical mental and emotional disabilities they will perform uh donate their services to provide a haunted house at their Fall Festival on the 23rd of October again just another way that our kids reach out to help our community Ranch Elementary was notified that uh they uh applied for the A+ visit from the AR Arizona Educational Foundation and they are

one of the schools that are going to get an A Visit H what happens is you have up to five judges come and visit a school and they make a decision on a number of schools across the state who who would qualify for A+ and so we wish them luck uh that site visit is coming up let's see uh probably in the next couple weeks uh the district is only one of only 30 approximately 30 school districts in the state that's working with three state universities Department of Ed and Helios uh that's uh Helios is a nonprofit dedicated to increasing Student Success in the State uh what this program is all about is to go ahead and take those kids that maybe don't realize they they can make it in college uh and so maybe

have not um uh thought about that uh we share data with ad which we haveed anyway in the summer so we share the data with the junior class uh with ad and they take a look at it and if they meet specific criteria so there's two groups of students students who completed 14 of the 16 core credits needed to to go to college along with the 3.0 GPA or students who have 12 or 13 core credits with a 2.8 GPA and a letter comes from all one or all three of the universities depending on how they choose it um and inviting those kids to apply that they've already made it into the college and they they would be accepted now the kids still have to apply uh what they're trying to do is do this

very early on in the game so that we're sitting here in September October so that if those families are realizing maybe their child can go to college when they didn't think they could um that they can start working with that particular University on uh f ASA or or financial aid um or just the process in general because obviously sometimes especially if you've never had a child go through the process of of applying for college it can be overwhelming and so this is a a kind of very cool thing that's happening we would hope those letters going to come out pretty quick um and then we'll see now some kids who have already applied don't get the letters because they have already applied to the university so they're not going to send a double so if

we send out 20 letters that doesn't mean that's the only number of kids we have it's just those kids that have not applied at this point in time HR continues to do recruitment they've been to three different uh job fairs uh so far since the start of uh the school year August 8th September 25th and October 4th um and we're looking at both traditional um like the Neu career fair and then non-traditional like East Valley job fair and the veterans job fair where they're targeting specific different groups of individuals so a couple of those the East Valley job fair and the veterans job fair dealt with as much uh support staff as they did certified staff whereas the na one would have dealt much more with certified staff uh so we continue to work on

that down at CMS uh over fall break the girls crost crunchy gam finished second in the AHA Riverfront uh Invitational in Cottonwood only their second season for the team uh so they're doing very very well and then the fall music performance was a big hit the CPAC was full to capacity for our musicians and so it's just the way to see a lot of good things happening in the district across all of our schools and we'll continue to celebrate them every month month go to the next one yeah so this is a part of the program where we go ahead and take that an opportunity to call some people up and they're representative of employee groups throughout our district throughout the school year you have um or throughout the year actually you have different months

and and days and and weeks that recognize uh different portions of our um of our employee Basin so we' like to just get some representatives from each of the um areas and call them up and recognize them so the first group that I'm going to call up um will be uh custodians and so uh I'll call him up and then I have a couple things to read about him uh Adrian Nava from CTA I don't know if he's here because I think he may be ill Angelica Molina yeah from Harmon Jose Sanchez from Ellsworth and have them have them wait up have them wait up here because we'll take a picture get picture Dustin clling bill from yeah Dustin King bill from uh CHS and the student service center no Dana juwel from Ranch I

know Dana was here yeah I own heasler from uh Coles middle school and Dorothy Outlaw from the do and what what we have in front of you is is October 2nd of every year is National custodial workers recognition day um it's a day just set aside to to say thanks to many of these people who quietly do a job behind the scenes um that make sure that our facilities are the way they need to be you'll see up here both those that are employed by ourselves as well as those are employed by our contractor group SSC um and uh all of them do a wonderful job um it's it's a thankless job at times uh but you sure notice if uh the facilities are not clean and so it's just our little way to say

thank you so much for everything you do for our kids thank you so much for everything you do um for our staff uh it's when those emergencies happen in the middle of a day it's always nice to have someone that's going to come and clean things up so we just want to thank all of our custodians in the district we also would like to call up some coaches so that we can recognize them Craig palm cross country at CMS Anthony Coronado baseball at CMS Angelique Flores or more commonly known as Q volleyball at [Applause] CMS Marco migao volleyball at CMS Josiah Graham boys basketball at CHS Linda Collins cheerleading at CHS and Robert Testa Esports at CHS and in this country on October 6 and both of the custodians and the coaches uh it was

during our fall break but October 6 back in 1972 President Nixon issued Proclamation 4157 naming October 6 as National coaches day uh and it's just a way again for another group of people that go out of the way to help your kids uh they put in nor am hours to help the kids um do what's best many many many hours uh many weekends uh those of you um I was a coach so I know I what would I put my wife through the number of hours the late nights um the weekends uh it's all there for your for the kids um and it's another group of people that go unnoticed uh it's after the school day is over and so you don't always see what's taking place after everybody leaves the campuses there may be

some particular sports that are more high-profile than others but then you don't see all those other sports and all those other coaches putting in so much time so again it's just our way to say thank you so very much for what you do for our kids uh you make part of a comprehensive School District what it's all about so we appreciate that very very much thank [Applause] you and now we will have if Tanya lus could come up and uh Pat gouby Laura Ridge shanon schner come on down don't be shy Santa dunker Cheryl Pierce Sue Cruz and Su [Applause] Pascal the month of October is is prin the month of October is principal's month and so uh we just want to take a moment to to thank these uh the principls um need to

say um I can tell you the most important thing that people don't realize is leadership matters and Leadership matters most when you least expected but these people put in we talk about hours and hours and hours uh weekends evenings early mornings uh in order to make sure that all of your kids have a wonderful experience uh the time that they put in the time that they're not home with their kid their own families is is enormous uh what we do in our district and what we're able to accomplish in our district is directly related to these individuals um and so they deserve a whole month to say thank you for everything that they do so to our principles thank you so very [Applause] much and now I'd ask Cheryl Pierce to come back up and

recognize the Harmon uh staff and what she's going to do one moment it's been a while since I've been up here so president harus members of the board Dr Wyman distinguished guests I appreciate the opportunity um to be up in front of you tonight to present on behalf of Harmon I apologize that I don't have a formal presentation put together for you um for tonight but I do want to highlight um some of the things that have been happening at Harmon um since I took over as principal this year um so one of the initiatives that we decided to take on as a staff this year was to increase our invisibility within the community um and so I kind of took our Facebook page under my wing and made a decided effort that we would

post regularly we started with Daily Post to increase our visibility and then we've kind of started turning that into two to three maybe four days a week um just having that visibility with parents um has really helped helped us um to increase communication it's provided clarification on activities um in the past uh We've really utilized just Blackboard primarily to communicate information out and so now we're trying to push across actually five different types of platforms so posting on Facebook has been um really successful for us we are still continuing to use Blackboard but we are also um direct emailing um we are Tex Tex in um we make phone calls we actually still send some paper Flyers home but anything that we can do to communicate what's happening at school with our parents um and

so far um the response to that has been really really positive so that's just one of the the ways we're trying to increase visibility another partnership that we have actually started this year is with penel County um we have them coming in to do classes regularly with a lot of the students um at Harmon and it's on topics from bullying to vaping um all sorts of different topics that they're coming in to talk with students about and we've also partnered with the panel County Sheriff's Department um they are also coming in um to talk with a couple of our more challenging grade levels um to increase that visibility as well so those are just different ways that we're trying to kind of get Harmon out um and more visible amongst the people in our community

so just wanted to share those highlights with you all right we're going to move on to some special recognitions I'd like to ask Elsa atondo to come up so I don't know if you have ever worked with a person that never says no she comes to work every day with a smile on her face and they always put kids first and that's Elsa I can tell you I have asked Elsa to do many many things that probably fall outside of her job description she has never once told me no she always accepts to do anything that she can to help out for whatever we need at Harmon she worked previously with our resource students mostly in grades K through 2 but she knew that we had a need in our Rise program which is a

very special program at Harmon um she knew we had a need in that program and when I approached her about making that move um she didn't hesitate to tell me yes and she said that she would do whatever was best for the kids um she definitely leads with a servant's heart and we are so lucky to have her at Harmon so thank you Elsa so much for everything that you do thank [Applause] you those are heavy yeah you're welcome you well deserved all right next I'd like to call up Rebecca Silvers so Rebecca actually started at Harmon as a paraprofessional and then she transferred into a first grade classroom um as a teacher as a classroom teacher nice how fun and I do think that Rebecca might be the first to admit that that first

Venture into first grade presented some challenges but I will tell you she faced every challenge had on she listened to her coach she listened to her Mentor she spent endless hours preparing lessons and activities and things for her kids her her work ethic is unlike any I've seen um she's now this year taken on a leadership role in her building um joining our PBIS team she's also on our 301 committee and she has taken our math curricular resource to a whole new level she is mentoring not only with people in our building but with other first grade classrooms across the district so she is definitely growing as an educator and I can't wait to continue to watch you hone your craft we're so happy to have you at Harman Rebecca nice all right our last

award goes to batina n so most of you are probably familiar with Betina she is a force to be reckoned with she makes herself known she's a jack of all trades she is definitely Ely knowledgeable when it comes to just about anything we need at Harmon so Betina moved from a fourth grade position into our reading specialist position this year and I'm not going to lie I was hesitant about losing her as a classroom teacher because her performance in fourth grade was absolutely amazing but I also knew she had a lot of talents that we weren't utilizing and bringing her into that rating specialist role we've really started to see just how many talents she has she worked really diligently this year to screen all of our first through fourth grade students and then some

um then taking that data sharing it with teachers so that teachers could actually begin to provide interventions for those students on very skill specific needs um and that is something that we had not experienced previously at Harmon she is also the person that will step so far out of what her role and responsibility is that she cares about preparing fun things for teachers and providing special rewards for kids um she works endlessly she works weekends she works nights she is there all the time when we did not have an instructional coach I will tell you right now as a principal I could not have survived without batina she stepped in to help me with everything that we needed so we are so appreciative patina thanks for everything that you do thank you so much thank

you that was awesome I am not sure if Gil nlet and arene baser here come on down let's see if you could grab that that the remaining blue Apple what we're starting this month we've been working with Alita TZ is to go ahead and recognize some of the volunteers that work with uh our with our district and we want to recognize Gil and Arlene there at the Central Christian Church in in Queen Creek um they have been instrumental in making our holiday support initiative successful for the district every year through their fill the slay Outreach the members provide hundreds of toys to many of our community's families they also provide funding to support our holiday meal give away their backpack drives have provided literally hundreds of backpacks and sets of school supplies to our students

which can be remove which can remove a burden from their families Central Christian helps to beautify our community schools by offering access service during Easter season many of our schools have had Teachers Lounge improvements and gifts for our Educators additionally Central Christian has provided a link to outside resources that our community offers without them the needs of our community so would not would be so much greater their commitment to our community represents kindness than inspires our community to come together to help Empower schools Educators and families these kinds of volunteers they always say it takes a village to to raise children and this is just one example of of some of the volunteers that help us out and we're so so appreciative and we'll be coming back every month with some volunteers and what we

what a ch I real by the way than you okay we're going to go ahead and um get started we'll give you about 30 seconds if you want to vacate oh no some of you guys don't get that opportunity so sorry so um governing board members do you have anything to report no yes Bob would like to report um I had a very interesting experience this past week about a month ago our former superintendent Dr Gail Blanchard contacted me she teaches um PhD level courses at NAU um some of them most of it is online but every now and then the class gets together for an iners meeting and typically she has other superintendents come in and speak to the perspective or some of our actual concurrent superintendents in her class well she thought it

might be interesting to get a board member's perspective so she asked me to come in and speak to her class for about an hour which I did that my old teaching habits came out and I put together a 12 page PowerPoint presentation my God you did not and I think it went very well because I got very good feedback from her after the class so I just want to let you know that I I did that and she has um suggested that I might be interested in doing that in the future semesters and I said I definitely would oh that's so nice yeah okay um is he gonna give that presentation now sure did you have something Jason no mine was from what Dr Whitman had said on his with okay the conservatory there seeing

the play yeah that was awesome yeah kogniz for their efforts I don't know if the kids knew that they were there um yes probably performed better not I do think that they did know I do think that they did know but that's fine he does very good I'm he's he's a good one okay so any public comments no okay and now we need to do our consent agenda yeah any questions on the consent agenda um I do have one on item 8.7 contracts okay um that's to expand our contract with the cleaning service that we currently yes because we're still having problems uh uh finding staff and so we've lost several people down there and so sorry I don't have my microphone on um my question has to do with I heard and I I

didn't hear this firsthand so I don't know if it's true but I thought I would bring it up that there have been some issues with cleaning our Performing Arts Center well we're we're working through some issues there been several meetings on that and it's just clarification of what expectations are I don't think that there's an issue with the with uh the cleanliness that overall it's being done there may be some uh issues relative to scheduling uh and having the appropriate people to the right place and we've had several meetings and we're contining to have meetings we're looking to what you'll probably see in November we're actually looking to expand and have one individual up there dedicated just to the the CPAC um and we're in a process of of working on that and that came

out of the meetings that we had um I think when we looked at the at the building as a or excuse me as the campus as a whole the high school campus as a whole we didn't account for uh how much more we were going to start to use the CPAC than we were before and so so there have been some issues but we've been working through it and we have a plan and and that'll be you'll see that in the next couple months good thank you any other questions on consent agenda all right then I will take a motion I move to approve the consent agenda as presented second all in favor I I motion carries five to zero and on the consent agenda was the new uh director of assessment we'd like to

have her come up and at least introduce herself Jennifer Ryme hello um Madame President board members uh Dr weinman uh my name is Jennifer hyam and I'm thrilled to be joining jmes um at this time as the assessment and accountability coordinator uh thank you to Dr Fountain um and his team for the warm welcome I am uh spent a few days here so far and I'm very thrilled with getting to know the staff and everyone here um I feel very fortunate so thank you very much for this opportunity and I look forward to working with you all this year welcome welcome thank you thank you okay we'll move on to some action items 9.1 discussion consideration of approval of the 23 2223 J Coles Unified School District annual financial reporting Madame President members of the

board Dr Wyman colleagues community members someone stayed yay um here's what we are going to cover under 9.1 it's the annual financial report and school level reporting what everybody's waited all year for all right we are here because Arizona revised Statute 15904 you know I love to spout those things uh requires us to submit and file our annual financial report by October 15th of each year a summary of the report that is attached to this agenda item shows that our budget for maintenance and operations was 30 m785 109 we spent 29 million $624,500 6,667 I say projected if there's an ADM fluctuation that will come to us and we'll have to make that slight adjustment but right now we are targeting to roll over our projected million doll budget I would like to point out

that this is 96.23% of what we received from the state did go to our students and our staff so we are utilizing the budget that we receive each year this carry forward is approximately 3.77% that's approximately right approximately I try to only carry to two or three digits okay the next question that we n normally get is well what did you spend it on salaries and benefits is our primary focus and you can see we spent over $23 million of our budget on just salaries and benefits that equated to Approximately 80% of the total amount spent our purchase Services were almost $5 million our supplies were just over a million and then other could be fees or uh other charges that we might have incurred and that's only $53,000 what I did want to point

out here is normally we like to see these salaries and benefits in mid 8s which is what it has been in the past so I think it's prudent to note that $1.2 million out of the purchase Services actually is attributable to resources resource teachers occupational therapist psychologist Nur nurses speech language pathologist and speech language pathologist assistance that we contracted out because we were not able to hire internally if you take that amount move it up to the salary and benefits our ratio goes back up to the mid 80s at exactly 84.1% we also try to identify on page two of the AFR what we spend in regular education special education transportation and K3 reading those are the state um allocations that are on the report these numbers slightly or they vary slightly from the prior

year less than a 1% variance on any one of the levels so they're pretty consistent in what we did in the prior school year how do we do in other funding our classroom site fund we spent just over $3 million our unrestricted Capital we spent approximately 1.4 million our federal and state projects were over 6 million and our other funds were just shy of $7 million in expenditures those other funds within that category on page six could be your auxiliary operations your Civic funds your community ed funds your Student Activities which is Club money um and gifts and donations that's where all of those numbers come from if you were to look on the summary page of the AFR our total expenditures to benefit our students and our staff was 54 million 8884466154 report that

is required by the state um it is attached so that you can see each one what it does is it takes the annual financial report and it says what did we do to benefit each specific site those are loaded to the agenda item for anybody that would like to see them the AFR uh site breaks it down versus student counts square footage meal served FTE and ridership when it does those projections for us now there is a brand new page to the annual financial report and I'm going to read this just so it is very clear what this page does it's called the fund balance Reserve this tab presents information on the amount and planned use of the district's fund balance reserves to increase transparency and provide decision making other state decision makers other stakeholders

and the public more complete financial information it also presents information about policy policies and guidelines used to establish Target Fund balance Reserve amounts our response to this other than identifying the different allocations within the categories listed on the sheet is to indicate that the district will continuously monitor the fund balances to maximize the benefit to our students and staff while considering the future stability of the district within our current changing enrollment and Community all of that being said at 451 last night we received an email from the Arizona auditor general letting us know that this page is now optional for FY 2023 and they've issued new annual Financial reports for all of us to fill out and speaking with Dr myman we've decided we're going to go ahead and list it and we're going to

submit it the information we are being transparent we are answering all of the questions the auditor journal's office has indicated that they will engage in stakeholder feedback back process to clarify the Reserve balance policy and process questions later this physical year so as you see the form as it's presented we are going to post it so we are being transparent to the best of our ability but know that this form could change um because apparently there were a lot of questions that came up the third attachment that you have is in regards to our food service they have their own annual financial report and what we do show is we rolled over as last year we indicated the ending balance our starting balance was just over $2 million we received approximately $2.2 million we spent

$2 million so we're going to end with $2 million we were not very creative on that one our breakfasts you can see the meals served to our students and staff you will notice that those are down from last year but that's not surprising considering in fy22 we were still under coid protocol and everything was free meal charges did go into effect this last year so these numbers did go down just slightly are there any questions um regards to any of the reports or what we presented or the dollar amounts indicated next time could you add a few more slides lots of numbers I I will numbers some of the categories that they put on this annual financial report I believe it was page seven it's in categories that they did not indicate as a change

to the usfr chart of accounts until effective July 1 and they did tell us that this was to prepare us for the new accounting and the new breakdowns that they want to see a lot of that has to do with teacher salaries is it the base salary is it a sttip that they received for doing extra duties is it a stiping that they received to not perform extra duties but could be a a site rooll so there going to be a different account codes for all of those yes sir there are now a new account codes and uh worked with Sophia to get all of those changed so that we can account for everybody under the new parameters yes that's crazy yes it it made preparing the AFR this year a lot of fun and

just a procedural issue at the end of this meeting do we need to stay behind and sign these forms yes sir okay and then um once I have your signatures I will submit it to to the county office and get their um get their stamp of the acknowledgement receipt and we will load it to the ad website we will also then load it to our own JC's website so that we are fully transparent to the community and to the officials downtown okay thank you any other questions no all right we'll take a motion I move to approve the 2022 23 annual financial report School level reporting Food Services AFR and coid Reporting as presented second all in favor I I motion carries 5 to zero so now we have about 9.2 discussion consideration approval of

the 2324 joles proposition 300 performance base pay just a quick note Julie thank you always do a good report so good job Madame President governing board members Dr Wyman and all of our comes colleagues here every year uh the HR department um office presents the prop 301 performance pay plan for you to PO for your possible approval in this summer The Board asked us to go back to the prop 301 committee and propose an increase in the percentage attached uh to the student achievement the committee took this charge seriously and we uh are here or I'm here to share the outcome as you know the eligible staff as outlined by Arizona statute can receive performance pay through the the voter approved proposition 301 funds this voter initiative uh has been in place since 2000 and

the funding that the district receives varies from year to year uh based on the sales tax revenue of the state Additionally the number of teachers that participate and earn this compensation changes from year to year we are proposing the performance pay compensation to be set for $800 uh for the 2023 24 school year pending State re uh Revenue sources and for clarification this is the same amount as last year the prop 301 performance pay plan a component of the classroom site fund must be reviewed annually approved by the eligible participants and adopted by the governing board The District 301 committee started meetings August 30th to review proposed changes to the existing plan and to make final revisions during this meeting it was decided by the committee that the proposed changes still needed some minor work

done to bring a new format to the eligible certified staff and I say this is mostly editing and if you remember over the last seven years that document has been edited each year the consensus decision of the committee was to make minor modifications to the current plan meet to finalize it and then present it to the staff on September 12th the district committee met and reviewed a draft plan and then came to consensus for the following changes to the performance pay plan number one to vote to provide an option for staff to increase the value of student achievement the committee recommended the value to be at 12% current 15% or 177% the committee felt that the student achievement was a component of the letter grade portion of the plan and therefore the total value currently

was greater than 12% second to add the increase in the scores on standardized science tests to the the third option in the section of the letter grade this provides the potential for the school to meet a proportion of the section with growth in two or three of the following tests Ela math or science and you can refer to page four of the document to see that and number three to make Minor Adjustments to the list of activities and professional investment sections of the document and these changes could reflect changes in activities not part of the district and additional new activities as a reminder to you all the committee is made up of Staff members from and throughout the district sites core and elective positions as well as an administrator committee members then met at the

school sites with eligible employees and voted during the week of September 25 through 29 that was right before fall break per state statute approval of the plan is based on the total votes in the district not by individual School sites voting the approval rate in the district for option one which is listed there for you was 85.8% option two 10.99% and option three 3.15 with a total of 109 eligible and certificated staff participating in voting with the plan reviewed discerned and voted upon it appears that the eligible staff wish to move forward to you the governing board with the consensus of of 33% evaluation per ARS 15977 of which we can't change 30% professional development 25 professional investment 12% schoolwide student achievement this is the same plan and percentages as last year with edits met

um and as you know governing board approval is necessary take any questions so in the uh percentages uh of the votes on the the different options they were just to choose one option not a second choice or a third choice correct one option and then overall um approval of the plan and it was 100% approval of the plan so really the thing that we need to vote on is which of the three options we want to approve in addition to the overall plan no you're you're you're approving what the board what the what the employees voted on by law by law the the the employees select in this case certified staff select the plan they want we're approving option one with the rest of the plan yeah in essence it's a uh it's not really

a vote to change it's it's just required under law yeah it's almost an approval vote so the teachers felt all that this was required is up to the $800 NOS like no all that's being asked to do this listed all the things are being asked to do they have to do that in order to achieve the 100% of the performance pay right yes just doesn't seem to match for me right that the 800 like you're asking for right thousands of dollars of unpaid work to give them a me amount of so seems it it seems like it could be a little bit better right but the difference and the reason why it's $800 is because when they changed uh prop 301 uh when it sunsetted and the legislature brought in the new 301 um uh

it no longer required in the old days it required a specific breakdown of the buckets within three one 40 40 and 20 uh it now no longer requires that and so the decision was made a couple years ago to take the majority of the dollars in 301 and move them over into the base salary so that we could remain competitive with uh with um uh other neighboring school districts uh since we're not on an override therefore the only dollars that were left were $ 800 and so they've kept the same plan but um that's the reason it's 800 it used to be 4,000 but they chose to put 3,200 into the base salary so that we are competitive with neighbor districts sounds good any other questions all right I'll take a motion I move to

approve the J comes Unified School District 2324 proposition 301 performance-based pay plan as presented I'll second Jason all in favor I I I motion carries five to zero okay discussion and consideration of approval of the 2324 J com's performance did we already do that no this is for administration Performance Based okay and and that one uh if you remember last year uh we brought on the administrative based performance pay uh and it was set up exactly the same as the um teachers with the exception obviously the Investments uh were a little bit different because the administrators do different things um but everything else was the same and so as soon as the teachers voted on this then we made the appropriate changes to the administrative want to to mirror it so I'd recommend approval as

presented any questions is there a typo could be i' you looking which one it says a dollar amount are you looking on the agenda or the attachment my details cost of the plan that one yeah 25 25,000 is that what you're looking at okay it's it's 800 it's 800 for the number of Staff members so you're roughly in the 25,000 range if not all of our if not all of our administrator administrators make that then obviously the number is less but I just trying to give you a ballpark of what it could be if all the administrators yeah if you fund the full thing okay any other questions no okay I'll take a motion I'll motion to approve the joms uh Unified School District uh 2324 performance pay plan for administration as presented I need

a second second all in favor I I I motion carries five to zero okay um discussion and consideration of approval of a lease purchase of energy conservation measures so this is uh just the agenda item for uh the um special session or this study session we had at the beginning um and so I would recommend uh approval as presented uh obviously um both myself and or would answer any questions I would just make sure that when you uh make the motion you please read the motion as it's presented uh in the in the format that it's presented with that's the longest motion I've ever seen just trying to test you guys the motion is bigger than the paper reading skills any other questions on this hang I'm still looking you can figure out a couple

more questions I think there all and this is based on information we received earlier today correct okay are we good all right I'll take a motion who's going to read that bad boy I'll do it go ahead I motion to approve the resolution excuse me authorizing the lease purchase of certain energy conservation measures within the district from help me say that ver ver ver LLC or an affiliate through tax exempt equipment lease purchase agreement with the bank or financial institutions as determined by the district with assistance from a placement agent authorizing the execution of various documents related to such energy conservation measures and the financing thereof it's cool to say thereof right and and delegating to the district superintendent and Director of Business Services the authority to select the Lesser and escrow agent and complete

such documents within the parameter set forth in the resolution oh you got the easy job all in favor I I motion carries 5 to Zer good job and then we have um correct yes all right um so we'll go to the discussion um items apparently there's no report from um student achievement um so 10.2 um discussion and information of 23 24 District student enrollment numbers we have that report do you guys have any questions on that um I just want to be sure that that I'm reading it right when I was looking at the report for the entire district and I look at the August um 2023 numbers total we're under 4,000 for the first time in a long long time that's correct okay so and I'm not going to point out I looked at

the different schools and I saw what appeared to me to be schools that are driving that what are we doing to try to retain students in the schools where the enrollment is dropping off significantly so again uh where there's any number of different things that are being done within the within the schools uh Miss sparce was talking about the um uh with Facebook or or LinkedIn or or uh Instagram and those kind of things we're doing that at most of the sites uh we're also going ahead and talking obviously as people are looking to leave us um or looking to join us we're we're meeting with those those families uh we're in the process of uh developing some additional video videos um that will start that um uh work uh this month uh I think

the first two schools are going to be filmed uh there will be a series of different types of videos that are designed to go out um and so we're there's a lot of different things that are happening as I've said uh before part of what's Happening not just in this District but but throughout the district or excuse me throughout the country is um the declining birth rates and so in some cases it's there's a declining birth rate issue that's significant um as I shared last month uh ma is down 2,000 kids Chandler's down 1,000 kids gillard's down 600 kids Scottsdale's down 600 kids Hick's down 400 kids uh and a lot of it uh there's also North End of the valley has the same thing I don't know the numbers are quite as well off

top of my head so that's a portion of it I think the other thing this report shows you is just the constant movement because you're seeing kids coming in and you're seeing kids go out and so the movement back and forth is probably more significant than at any time in my career uh and I've been doing this for 25 years at this level and it's just as parents uh we've had a couple over the last couple months upset with discipline so they take the kid somewhere else uh we've had others that come back that they were at a different school and we're not satisfied with um uh with what was going on in that school and they come back so we're doing lots of things but there's also a I'll just say a consumer issue

with parents that's a little bit different than maybe has been in the past because there so much Choice um that they're moving we'll continue to work on uh continued strategies uh we will get a uh a demographic study uh that I'll come to you in I'm hoping in November uh that will go out and have it take a look uh we are seeing uh I noticed in one of the schools I think it's Simington you saw four or five families coming in from different states so we're anticipating that you're going to start to see um occup occupancy of some of the uh home developments uh Wales Ranch and North Creek up here uh starting probably in January some of the parents aren't going to move their children until the break I don't know that that

means they're all going to come to our schools um but but we're we're tapping into those places and and sending the information to those home developments so they know about our our sites um we've tried to increase the visibility relative to um like why we did the volunteers uh today and while we're going to continue to volunteers we're trying to increase the visibility with with different a entities and agencies uh throughout the the community not only this community quite frankly but also Queen Creek um so there's a lot of different things we're we're trying to do uh to get there but there are some things that are outside of our control and so parental choice right now in this state is is alive and well and it's not unique to Combs um I've shared this

before my understanding over at Queen Creek their their capture rate is is 50 to 55% but when you have 12% growth the capture rate gets lost in the shuffle because you have 12% growth we don't have 12% growth if we do get 12% growth which I believe we will in the next few years as we grow um it'll be curious to see what does the capture rate change or not and I don't know what the answer is uh I think in some ways it will because there's not capacity in some of the charter schools in our neighborhoods so there's going to be limitations on how many kids they can go but the other issue is how much do parents uh want to drive and if they want to drive and take their kids you know

on on on down Road uh I think the other thing we're starting to see is the voucher movement I saw more homeschool uh comments from the principles of kids stepping out from home school uh and I think you're starting to see uh the home or the the home school numbers in the voucher issue uh starting to creep up and I think that's going to continue yeah no I I understand all of that um for years I've been advocating that combms needs to be more aggressive forceful in getting the word out about our district what we have to offer the successes our students have had I'm beginning to see some more of that but I don't think it's enough and I still think we need to whatever the means are um when I get in my

in my email my personal email every day and I get these reports or or flyers or whatever and I'm reading about other school districts and I don't read about Combs as often we need to do more because I don't think the word is getting out of what we are what we have and what we can do and I it's better than it has been but it still I feel needs to go even further so I'd like to just give you that observation anything else okay uh 10 three discussion and information of changes to the policy recommendations from asba policy adviser 748 8- 762 it's the first read the only thing I will point out there is a slight there will be a recommendation uh when you go to adopt it for a slight change in

what they're recommending versus um uh what has been the norm uh it's relative to superintendent evaluations um it's it's a minor change it's just some dates but but I'll put that in next month's uh uh as part of the agenda item okay all right so um ohe too bad they can't make these any longer um 55 Pages that's crazy okay so then we need to um make a motion to go into executive session I move to go to Executive session is that easy it it is that easy um okay all second and so we will go into executive session at 709 to vote all in favor I I I motion carries at 7:09 yeah let's do signatures do that
