001um okay we're gonna start this um right here so do we we don't call the meeting to order anything so we're just going to do a budget hearing yeah you did proposed budgeting so Julie so you're on good bad or indifferent right Madam president members of the board members of the audience um today we are doing our proposed budget for the 23-24 school year we are required to have a public hearing and we make sure the clicker is working I don't know I need lots of help there we go okay so a few things I wanted to go over the statutory budget deadlines just so everybody is aware no later than July 5th or 10 days before we adopt our budget we must hold a public hearing to publish our proposed budget we are satisfying

002that with today's meeting by July 15th we do have to have our expenditure budget adopted for the school year our board meeting is July 12th so we'll satisfy that requirement the annual financial report for this year's budget is going to be held by October 15th our meeting is October 11th so we meet that one as well in December expenditure budget revisions are required if Ade sends us a budget 25 report it's not it's not mandatory if we don't receive that so at that time I could be bringing a revision for the 24 budget then by May 15th we have to have all final budget revisions during the year we could come to you with a revised budget depending on any changes that are notified by Ade or if we see a difference in ADM that

003we think needs to be approved by the budget or I should say approved by the board okay so what does the 2024 budget changes look like for us within the budget that's been posted we do receive a new base support level we increased from 4775.27 to 4914.71 that's a 2.9 percent increase that's given to us by the state rfrpl or our free and reduced price lunch Group B weighted index will be changing from .0182.022 this year we received approximately a hundred and fifty eight thousand dollars in that group b waiting average alone so if we maintain the same we should see some increased Revenue under that now the ADM has been reduced to 4052.8903 students this is less than what I brought to you in May for the revision of the current year budget I

004did that because it is the closest in line to the ADM currently reflected by Ade and what we would be funded I would rather come to you and say hey our ADM went up and I can allocate additional funds I never want to come and say I need to take away funds that's not a fun meeting we did see in fy24 an increase to our classroom site fund we increased from 708 dollars to 758 dollars so the budget does include this increased pricing you'll also notice that on page four which is under our unrestricted Capital outlay we have a new column and it's called object code 6655 it is for short-term non-instructional software subscriptions any non-instructional software that we utilize that is 12 months or less now has to be itemized in this category it's

005a new code that came out this year but it was never included in any of the forms the forms next year just have a designated column and there is budget in those subsections for our software that we're currently using can you give me an example um non-instructional software could be our Visions software which is used for our accounting um it could be any other tracking software that doesn't necessarily imply instruction but maybe could be used by our CIA department for tracking our assessments things of that nature if it's longer than 12 months then we still have to record it to our regular designations under the 6800s okay okay and then the last change which is really wonderful page seven there is a new line item it's line 11 at the very very bottom but the

006state has given the school districts a one-time state aid supplement for the 2024 school year that designation we take our classroom site fund Statewide count which for us is currently 0.3789 percent we multiply it by the 300 million dollars allocated out to the state and our projected amount to receive is one million one hundred thirty eight thousand seven hundred dollars again it is one time but it is on the budget reports we are currently allocating 386 thousand seven hundred dollars to our mno and 750 000 to our unrestricted capital so if we look at page one of eight of the budget it will show you that we are allocating out 69 percent or roughly 21 million nine hundred thousand dollars for our regular education special education um is allocated 23 percent which is the same

007as last year this year though it will equal 7 million just over seven million three hundred thousand dollars our transportation we're projecting two million one hundred and sixty thousand dollars and our K3 reading program with two hundred twenty four thousand dollars these are all wonderful but most of the time everyone who wants to know how much is going to the staff so currently in this budget we are projecting to spend over 23 million dollars of our budget now our budget is 31 million six hundred and sixty four thousand dollars so 73 is going to go for our staff for benefits and salaries our purchase services are going to go up to twenty percent just under 21 and we're allocated out six million five hundred and ninety three thousand dollars we're projecting a little over a

008million seven to be spent on supplies and we have a hundred and just about a hundred six thousand dollars allocated for other other could be dues and fees subscriptions that are non non-instructional or instructional memberships things like that most of the time when people look at this sheet they look at the salaries and benefits I do want to point out and I think it's very important this number this percentage allocation has gone down from last year however we are using an outside source for some of our custodial work we also have several resource teachers that run us a little over a million five that we have to Outsource they're not internal and we also have a staff that are going to ESI for the return to work program taking all of those into consideration if

009you take those back and put them into our salaries and benefits our percentage goes back up to over 80 percent actually 81.2 percent are there any questions about the revised budget or the proposed budget for next year on the attachment that's labeled 2024 expenditure expenditure budget proposed so I'm looking at all those numbers on that crazy form yes sir there are a lot of them a lot of numbers there um just I know I've asked this in the past and I just can't remember the number where it says revenues and property taxation line one total budget or revenues for fiscal year 2023 54 million could you just refresh my memory as to what that represents um you mean on the cover sheet on the cover sheet yes yes sir those are what we project to

010receive in revenues for each of the different categories um the local the 1000s enter any minute these are within the usfr chart of accounts and how the state identifies Revenue in and we are projecting a total including our m o of 54 million that will actually come through the district next year and then if you go down below where it shows the 31 million 664 000 that's the number you've been talking about that we're actually budgeting yes sir for Eminem alone yes sir okay good thank you you're quite welcome are there any other questions okay well in the meeting we will actually have this agenda item come up where we will get you to vote and approve for us to publish this and satisfy that first requirement thank you thank you and also if there

011I know most of the public out here is actually leadership but this would also be a time where if the public had any questions they would ask so do you guys have any questions don't everybody speak at once come on yeah thank you Julie the way we've agendized this when you close out the proposed hearing we can go straight into the budget that's the way it's been agenda so we can start straight in the meeting I mean we can start it right away okay so I'm going to call the meeting to order at five let me see right I need um a motion to adopt the agenda come come on now I move to adopt the agenda as presented all in favor aye aye aye allegiance to the flag of the United States okay so

012we have does anybody have any questions on the meeting minutes from last time if not I'll take a motion to approve the meeting minutes okay second all in favor aye aye aye I need to abstain I wasn't at the last meeting okay so four zero and one abstention okay so we have current events superintendent report okay a couple different things not a whole lot uh you will see on the report I just put the numbers at the end of May in comparison for enrollment compared to the end of the last year and the pattern stayed for the whole year uh this is in part what we'll end up driving what Julie did to build a budget a reminder though these are enrollment numbers not ADM numbers ADM is average daily membership so I just provided

013for you a couple other things that are not on there today we had a summer job fair a very successful job fair where you got eight new Subs we hope to have onboarded I mean it was uh interviews and conversations and so everything you know all the teams have been crossed and eyes dotted so they may not all pan out but we had eight new Subs three Food Service staff two or three new teachers three pair Burrows and a psych intern so we're there's still a number of positions out there but everybody's been doing a really good job working really hard to get positions filled it's just that's the world we live in right now there's anybody you can talk to in terms of superintendents that don't have concerns about hiring at this point in

014time the the pipelines are just not very full right now and so they're doing a great job the principles and HR and Mark but it is still going to be a battle just because there is there's so many openings out there across the entire State and Country also just want to give you a real quick update on the legislature because there's a possible little hiccup in the legislature if you're not aware of the legislature I don't know if they um gavel themselves out they came in yesterday uh no what they were on Wednesday they're coming in for two days this week they're supposed to hear a few bills they're actually trying to address the transportation as much as anything else and then they're gambling back out and not coming back in until August the problematic

015issue that's there when you end this session it's called sign you die so they're not intending to sign you die possibly August possibly September possibly October the problematic issue is bills they're not that are passed do not become effective until 90 days after signing day so it also creates some problems with some of the bills that may be passed that technically do not take place that could include education bills as well as non-education bills I'm going to give you a specific example I'm not exactly sure where it is in the process but there was as you know there's a law out there right now that says you can't suspend kindergarten kids and it takes a lot to suspend first through fourth there is a bill that's being pushed to say give us at least you

016can suspend a kid two days just to get breathing room to figure out what's going up up to no more than 10 days and so it's been working its way through the system if it were to pass but they don't sign a die until August or September you may have because that means 90 days put you into November or December so you may be having half a year where you have to play by one set of rules and then another half a year where you have to play another set of rules most of the budget bills that affect us are not impacted by this one but there are some budgetary bills for other agencies and groups that is impacted so I just bring it to you to know that this is a little unique and

017if they do and I've been busy today so I don't know if they bounce back out and now they're not going to come back until August but if they do there's also a resignation today effective Friday for a republican in the Senate which now effectively means you have a stalemate in the Senate because you don't have a majority for the Republicans so that yeah Kaiser stepped down so that just means this delay may go a little bit longer because now you would just go back to the 400 in the transportation you cannot get anything passed because if you get the RS to roll it one way and the D's to vote the other way you gotta tithe vote and so it's creating some problems that we'll just have to work our way through and so

018I just tell you that because it's Unique territory that we have not been in before and we'll just have to see how it plays out okay then I have a couple Awards just a question about the legislature um sign you die don't they usually do that in June yes normally what they would do is normally what they do is they would sign a die as soon as the budget's done uh there's I would just say it's probably an issue between the governor and Leadership uh and so it's been played or portrayed a couple different ways uh one is this way we can continue to take care of the the department heads that need to be approved by the legislature Governor Hobbs others would say no this means we can sit here and if the governor

019does something we don't like that maybe we can come back in the special session and do something normally we just call a special session but for some reason they feel this is a better track it's never really happened before and I believe in the history of the state so there's a whole lot of people kind of scratching their heads saying what's this really mean and what's it going to do and then I think Kaiser's uh today because that was a that was a out of left field really confused things even more so I'm not even sure people are leadership sure what to do because I don't think they're anticipating if it was a d who cares because you got 31 votes to pass but now that it's an R you got you got yourself a

020problem so we'll just have to see how it goes okay I got a couple award things I want to hand out so I'm going to move up to the other podium so normally what we do during this time uh is due recognition of employee groups obviously it's summer and we don't have just the recognition of employee groups but we do have a group that we wanted to recognize that just did something a little special for the district as a whole and so just want to read a little something we'd like to recognize the ancan chair community service league for the support of our students schools and families Mr guy Shoemaker this is there and he can come up in just a second uh basically what happened is uh through their fundraising uh activities they provided

021a total gift to the district of twenty four thousand dollars six thousand dollars was was given to Combs Middle School six thousand Harmon Elementary six thousand the Combs traditional and then six thousand uh to our district Community engagement uh elfida and so uh Mr Shoemaker who's a Schumacher excuse me who's a former superintendent in Illinois recognized within their group that a great place to make sure their donations could go to is the school district obviously this group also works with CTA in in the wintertime at the Christmas uh when they bring in the Santa Claus event and so they've done a lot for our district and so what we just wanted to say is just take a few moments to thank them for their generosity how much they care about us it truly takes a

022village to raise kids and this is example of what we have in our community and so if Schumacher could come up we have a little golden or blue Apple for him that he can give to the group [Applause] the other employee groups group that we're going to recognize is the last group we recognize during the summer is leadership and I think people don't always realize but leadership matters and in tough times leadership Matters Most it's very easy especially in today's polarized world that we live in that we discount leadership and the impact of leadership we always want to make sure that we don't discount that there's some people sitting in this audience every single board meeting love to be able to recognize every single one of them because they all do an amazing job but

023as part of the leadership in the blue apples that would give out we'd like to recognize one school leader and one District leader now because they're always always here they don't know who I'm going to pick didn't have to trick him to get him because they had to be here so for the school leader this individual has been with the district for 16 years started out as a teacher in the district that moved up in the administration has been the Principal at Harmon Elementary for the better part of how many years I'm looking for how many how many so nine seven nine and she's she's moving on to bigger and better things but she has provided steady leadership at Harmon all that time she's grown as a leader she's done an amazing job and it's

024just it's a chance to say thank you on lots of different levels to Angie to wish her well where she's going and what she's doing but also let her know that she has made a difference in the lives of so many children only as a teacher as well as yeah as well as as a principal some people think you don't always get the connection with kids when you move up the administration but that's not the case so we'd like to bring Angie up here well deserved [Applause] why do I have to come this morning I'm done there's no reason for me to be here tonight for the district leader um was going to talk about what he does as a side hustle during these meetings but I'll just let that go everybody in the bathroom

025will probably know what I'm talking about um but we do have an individual that represents our kids and works with our community all the time and does a fabulous job with our community and that's John strongham part of CTE very nice run CT [Applause] or going to the chambers events he's on the Chamber of Education committee he's also future president and coming president of acova which is for the CT directors across the entire State and he's just one of those silent uh quiet leaders that does a fabulous job and so we just want to take a chance to say good job [Applause] lucky yes it is for those of us who came from the U of A okay governing board members do you have anything that you would like to share okay public comments happening

026at this time okay so any comments or questions on the consent agenda I do have a question on item A2 the financial report and uh this is for for Julie in the mno display that we have it shows the end of year Target our budget balance and I know that we still have one more month to post so I was asking if you would have an estimate for us of what you believe the m o end-of-year balance and fiscal year balance will be oh yeah I like the 803 million better but with the loss of AVM right now my target is 803 000. all right any other questions okay then I will take a motion to adopt the consent agenda to approve it um I moved to approve to approve the consent agenda as presented

027second all in favor uh aye imotion carries five to zero okay now we go on to our action items our plethora of extra items so um 9.1 discussion consideration approval the principle at Harmon Elementary School yes since Miss buchane has decided to move on we had to go ahead and replace her the big shoes she's gonna the new person to be wearing we have posted the position we received six applications and the process to interview uh selected five applicants one pulled out at the last second so we had four people that we interviewed it was a committee of primarily Harman staff but there was also a couple district office Personnel on there uh from that list of four three were selected to be finalists they interviewed with myself uh on the next a week later

028and then after that interview we went down to Harman and we had a two round interview process they sat with Mrs hargison myself and with the leadership team at Harmon uh in another round of interviews and then there was a community Forum probably about probably about 50 people showed up we had about 35 people that turned in slips but not all of them wrote on the slips I think we ended up having 30 32 people that gave their opinion and so taking a look at all things considered all the comments we are very very proud to go ahead and make a recommendation to give the new principal at Harmon to Miss Cheryl Pierce she's currently an instructional coach at Harmon in our district and so I would recommend approval as presented and if you approve

029her then we'll have her speak for a few minutes if we do we'll see any questions any questions or comments okay I will take a motion I moved to approve Miss Cheryl Pierce as the new principal at Harmon Harmon Elementary as presented second all in favor aye aye motion carries five to zero looks like you're coming up to say something I'm not gonna lie you had me sweating there for just a second Dr Wyman esteemed members of the board I am truly grateful for the opportunity to lead at Herman Elementary I've been so fortunate to spend the last two years working underneath Angie beauchaine and her leadership has been an immense help in the work that I've done I'm really looking forward to working with you all and getting to know you better and also

030working closely with our leadership team here at Combs because this group of people out here are absolutely amazing I'm excited to move into the 23-24 school year with an action plan and a positive mindset thank you again thank you welcome okay oh hold on sure no Cheryl if I could just say something I just want to say that you know we had an opportunity to look at your resume and it's one of the best resumes I've ever seen concise to the point it doesn't go on for many pages everything on one page it was a very nice job [Laughter] and then we'd also since we're doing a little bit of introductions because this is part of consent agenda and so and consent agenda we have a new supervisor for food services and we went through

031a process of interviewing some internal candidates and Karma Merkley was selected as the new supervisor of food services and we give her a chance to come up and just say a couple words and introduce herself I know she's been in the district a long time some of you may know her but it's come on you want to come up and say a couple words you'll be you'll do great [Applause] kitchen and two is thank you oh and that's hilarious so thank you Dr Whiteman and the board for giving me this absolute pleasure and privilege we have such amazing staff and they care for the students and we have some really good students they have had so many good interactions with so many kids over the years I've just touched my heart and they're just they're

032just beautiful and I'm just here to serve in any way that I can and thrilled to be here thank you good thank you [Applause] okay 9.2 discussion consideration proposed 2023-24 District expenditure budget Madam president members of the board as per the public hearing has anything changed nothing's changed I was going to say as per the public hearing I just need your approval to publish the proposed budget it will again be for 31 million 664 970 for mno three million seventy four thousand eight hundred and six for Capital any comments or questions that have popped up in your mind since then all right I'll take a motion I move to approve and publish the proposed 2023-2024 District expenditure expenditure budget as presented second all in favor aye motion carries five to zero okay thank you are

033you staying up here um 9.3 discussion and consideration of approval of a combined resolution affecting the County Treasurer transactions for the fiscal year 23-24. this is an annual renewal that we do with Pinal County Treasurer that allows them the investment resolution warrant resolution the warrant signatures fund transfers and any bank and verification of our data we just need to approve it again for this year and I will have signatures for you after the meeting if you approve any comments or questions okay I'll take a motion I moved to approve the combined resolution with Pinal County Treasurer as presented second all in favor hi I'm motion carries five to zero okay 9.4 discussion and consideration or approval of the Verizon installation slash equipment modification and field lights at the CMS yes uh Verizon currently has equipment

034installed at CMS on one of the poles they're basically asking permission to come in and uh replace it with upgraded equipment basically bring in 5G so this action item is designed for that equipment that speaks to the remote radio heads and some other things they'll be putting on but it's basically just upgrading equipment at the same time back uh several years prior to my time going back to about 2011. there was some discussion I don't know the particulars about it that evidently Verizon was supposed to fix some of the lights on one of the poles or a couple of polls that the field actually installed them well they didn't work they don't work and they were supposed to fix them at one point they did though okay then somewhere along the line they were so

035what they're going to do is fix them so that's the other part of this is is there to fix them though is that the correct Miss Ridge have they never worked Laura the um the field lights have they never worked they have been working oh okay so when they when they took the whole the lights worked before they came on and then put the salt pedal out so they took the old light pole down but the new cell tower up put the existing lights on the new cell power pole but the never ran power to it so from day one the man has a new cell tower that instead of lights that were on that pole were never energized oh the rest of the lights still worked but not that one fault oh okay so

036the condition was we'll take a piece of the board if you'll fix our light well yeah but for some reason I thought am I wrong in thinking that that they were the ones that put the lights in to put the cell tower up I thought that that was an agreement or maybe I'm losing it anyway okay um so this being done is it going to affect our kids when is it going to be done before kids go into school back to school and so they're going to get that work right away we've been bickering with them on several different issues for someone so they're they're very antsy to get in because they have a I'll just say a little dead spot down on that part of the community and so they're one yeah yeah I

037don't know it also benefits all of engineer because it's very poor signaling so in the agreement are we putting in there that if it that they are to maintain it at all times or just this once well they're to run power to it I mean if there's maintenance to be done on those on those particular lights on their Tower we'll have to coordinate with them those lights you've lost I still think there should be something in there that in writing that they have to keep it like they have to maintain it somehow if it's on their stuff then they need to maintain it if something goes wrong who's going to fix it well us we'll negotiate with them like usually we can't on the cell tower usually you have to work through them because you

038have to have special equipment around their arrays right special technicians but that would mean more likely that they would have to fix the lights because they're not going to climb up the Polaris the lights but we will talk to them there there's some negotiation going on with them with some other issues besides of this issue uh and so there will be there will be some additional work on this and so as we look forward we will look to make sure that the maintaining of the lights is addressed in the humans yeah okay anybody else have any questions just me okay okay so I'll take um I'll take a motion I'll motion to approve the Verizon's installment equipment modification filled lights at the CMS second whoa look at that all in favor aye motion carries five

039to zero look at you guys just coming right along um uh 9.5 discussion and consideration approval of the recommendation of the final payment of the school-wide student achievement and proposal 301 performance and pay plan 2022-23. this is an annual uh item that we bring to you uh the difference in in this one obviously is that if you remember when we made some adjustments last year we we moved the bulk it used to be that this would be worth four thousand dollars for the teachers we move move the bulk of that 3200 into the base salary to get us over fifty thousand so this year it's eight hundred dollars uh what you have is what we've done is gone through the list uh principles have done the evaluations on the um uh for in order to

040achieve the dollars uh 33 of the dollars are related to your uh evaluation 30 percent is related to professional development 25 is really related to professional investment 12 is related to Says student achievement reality is primarily letter grades but there's a condition if you don't meet the letter grade component that it's related to student achievement so we've been working on those with the principals and with the teachers who have submitted all their documentation and the list that's provided to you uh the list of those that have met the criteria to a point so in some cases they may have not met all the criteria so you may see in there that in some cases they did not get the full 800 they got less than the 800 because they may have not met one of

041the can one of the conditions I would ask uh if you want to do make a motion that you give us permission to go ahead and if we find an error uh you know after the meeting then we can go ahead and correct the error with this many employees and all the different data we think we got it all we've been spending two days looking at it but if there is an error we'd ask permission to correct minor errors okay other um questions comments so I have one comment um because I think that we need to be focused on student achievement I'm wondering when this comes back to us again for the 301 if we can't get that student achievement higher than 12 percent yeah we can I mean what the way the uh the

042way the plan is is worked on is there's a 301 Committee in the district right uh primarily made up of uh teachings but I think there's some representative of administration on there too and so we've had that conversation over the last couple years about the makeup is it's changed a little bit if you're called during covid we could do letter grades and so it is something that they um uh can make any adjustments to but at the same time the way the statute reads is after those everything's done and the proposal is for next year's plan it has to go out to a vote of all the certified staff right uh now it's a 70 pass rate for everybody it's not a case where one school may not pass it at seventy percent and other

043school does uh it doesn't invalidate it but if all the teachers pass it so if the discussion of the teachers will raise your concern uh we'll bring it to you then you must vote on the new plan right no later than December so if there was concerns about the new you plan and you had concerns you could push it back if you're accepting of what the what the teachers and certified staff are recommending then you move forward well based on what you're asking we'll have to convene that 301 committee when we get back from school and so that means we'd probably bring it to you either in the August or the September board meeting depending on how quick we can get a meeting but again we have until technically speaking you have until December and

044then the other piece is we can still communicate to the employees that the expectation for what they need to do isn't changing the percentage or the weight of what they have to do is what I'm hearing a question of reviews so people can still be getting credit for the things they're doing to meet these requirements and then as part of the conversation we can see how staff feels and and then kind of go forward but we will present to them what your concerns are and then then the committee it's up to the committee to have that conversation so I'm just one I don't know how the rest of you guys feel so I mean well I'm in support of increasing the percentage for student achievement I agree okay all right but in this case what

045we're doing is what this year so let's um approving the existing correct criteria so I'll take a motion I moved to approve the final pavement of the school-wide student achievement portion of the proposition 301 performance-based pay plan for 2022-23 school year and allow Administration to make adjustments if errors have been made second aye motion carries five to zero so now so um nine six discussion and consideration approval of the spring 2023 stipend pay substitute stipend pay yes this is coming out of the board approval for increasing the substitute uh pay rate there was also request to look at those to try to encourage people to commit to our district if you stayed within 75 percent of the days that was roughly for this semester I believe 60 64 65 days somewhere in that range that

046you would provide a stipend form there was 14 people that met that requirement I will tell you up front most most of those people that met it were long-term Subs there are some cases where they they may have not done the whole semester's long-term sub but if you do nine weeks as a long-term sub you're going to pull out 45 of the 64 days without without even trying um and so this would represent the the people that met that criteria it's 14 of them and so I would recommend approval as presented again with a language for minor changes we think we caught all those but uh just as a safety net okay comments questions okay I'll take a motion motion a motion to approve the substitute stipend for substitutes working 75 percent or more days

047of the spring 2023 semester with needed Corrections if found or needed second all in favor aye aye motion carries five to zero are we bullying you into it now um 9.7 discussion and consideration of approval recommendations for final payment of administration performance administrative performance paid uh 2022-23. uh this was uh part of a budget recommendation from a year ago and the board approved in November the plan the plan is a mirror image of the teacher plan uh it does have some uniquenesses that we didn't think about when we approved it so for example you'll see that for the administrators of the district office how do you how do you figure out a passage of schools for the letter grade and so what we did is we took a look at all the possible uh percentage

048of of groups that passed and 9 out of 12 did therefore that 75 percent so the calculation for District administration was 75 percent of the student achievement portion of it so that's why you see some numbers different for some of the administrators there's a couple administrators that the school didn't meet at so therefore they would or met only half of it so they would have an adjustments so I would again make a recommendation to pass with the same minor adjustments at all I don't think there are any here and then I'm aware of the concern relative to student achievement the issue for us we'll try to mirror the teachers when I say try just because some of these uniquenesses for the for the District administration but there is no legal timelines because this is not

049there's not part of Statute for administrators but Our intention is to not do anything different for the administration than we do for teachers and so will mirror to the best of our ability what what's agreed upon by their plan uh in this in the fall okay good that's fair okay any questions okay I will take a motion Jason you're on a roll I motion to approve the final payment of administrative performance-based pay plan for the 22-23 school year with intermediate um adjustments second all in favor aye aye motion carries five to zero 9.8 discussion can discussion consideration to not allow online charter school students to try out for inner Scholastics Athletics and activities as defined and supported by the AIA this becomes an issue for lotza with so much Choice out there there becomes a

050lot of different issues what's occurring and in this district and other districts that I've been in we have our own online school so if you have someone that's attending a different online school and then they come and play your sports they'll have to pay the participation fee but the participation fee in no way shape or form covers the cost of what it really costs for them to participate uh in that Sport and since we have an online school our recommendation to those people would be join our online school it is covered in such because it's Ingenuity that it meets the double of the NCAA standards so if a kid were to graduate from our online school they could attend on a scholarship the NCAA schools and so this is an AIA function because you're not

051going to start to mix up the state statute which does not address this issue versus what occurs with AIA which does address this issue and so what I've done in many districts and would recommend this is to be the fourth year that we've done it here is to take a look and say no if if you're an online kid cool but if you want to play sports you go on our online online school otherwise or the generating revenue is not enough to cover the cost for what they get and uh one there's choice there are consequences and so if you choose to go with a different online provider no problem but then I guess you have to choose to play sports somewhere else The Savvy of my recommendation any comments questions um I do I'm

052in complete agreement I'm just a little concerned about the wording of the recommendation it says motion to only allow online students attending the district online school to be eligible to participate in District interest interscholastic Athletics it makes it seem like only those kids can play sports and not kids in our seven regular schools I don't know that's what I'm asking because it seems this way only those online students are eligible and everybody else is ineligible so I think I'm a little concerned about the wording well you can reword it any way you want so if we take out the only motion to allow online students attending the district's online school to uh to be eligible to participate to address it so just take only this the third word in right so motion to allow online

053students attending the district's online school to be eligible to participate yeah okay so just take out the only okay I have a couple questions just some fyis okay Mrs Loftus how many people that were on online school that wasn't on our online school asked to um to Super perform did our non-online students know that we're not ours okay and they ask to become they asked to participate in our athletic sports I believe we didn't have any online we did have homeschool kids homeschool yeah so not someone who's been doing okay okay but that's different okay so then how many of our online kids participate in our our Athletics well I include like band yeah yeah go ahead yeah we probably have with the online students and on Facebook public services [Music] in many activities at

054the high school okay all right I like that okay okay any other oh take a motion why don't you go ahead and do this motion oh wow online students attending the district's online school to be eligible to participate in District inter Scholastic Athletics and activities as defined and supported by the AIA second most uh all in favor hi hi emotion carries five to zero 9.9 discussion and consideration of approval of the 2324 board meeting dates so these are the dates for the the board meeting starting in July there's only two issues that I would bring up to bring to your attention normally when we come to March we're usually because of the way March Falls you usually have right and so you're usually able to sneak in the board meeting the Wednesday before uh spring

055break the way the calendar Falls this year the first week the first full week of March is also the first full week of spring break so I'm proposing that we go ahead and do the third Wednesday when everybody's back from spring break and then just as a reminder again we would look at Monday the 17th of June for the retreat that would be consistent with what we have here uh I don't want to go any later because if we go the Monday then it still provides at least two if you go three weeks with July Fourth week for some of the leadership team to get get a break otherwise there's the The Summer's so short anyway but we have to wait till the 17th because we're trying to collect data and we won't have all

056our data in from the state on testing and stuff so those are the only two things that that are uh things that I've heard in the past that may be issues so what I recommend approval as presented unless there's questions good all right I'll take them a motion to approve the 2023-24 governing board meeting schedule as presented okay that's what you've been changing those dates we just clear it now no I'm just as preserved yeah second all in favor hi I'm motion carries five to zero um 910 discussion consideration of approval of changes in the 20 to the 2324 District calendar this is just very minor change that we missed uh it's just changing the last day for preschool from the 14th to the 16th to mirror what we had I missed it on the

057last time you approved the updates and you you need to approve all the updates so uh just asking for that permission um uh to make that approval okay any any questions on that one oh my God Shelly's computer's giving her a hard time oh yeah laughs he wanted me to look at Taylor Swift I don't know okay any questions all right I'll take a motion a motion to prove the changes to the 2324 District calendar as presented second all in favor aye aye aye motion carries five to zero 9.3 discussion consideration of the uh of a consideration of approval and changes to policy recommendations from asba policy advisor 744-747 it's the second read so have you guys have any questions on the second read and Dr Wyman would you like to Point anything out no

058it's pretty straightforward it's it's just following some open meeting line investigation so recommend approval as presented okay all right I'll take a motion I move to approve recommended changes to District policies as presented in asba policy advisory 744 to 747 as presented second all in favor aye aye motion carries five to zero nine point twelve discussion and consideration or approval of updated 23 24 salary schedules there's just a few changes that little minor changes to some of the salary schedules I'll go through them very quickly on the extra Duty stipend schedule uh the high school is asking that link crew be added on as a as a stipended agenda those are the kids that help with the ninth graders transitioning into into the school there was a couple other errors where the formula was written

059wrong and so on in the last one was approved the numbers were a little high in a couple spots so we fixed those uh those areas and then there's also a request for National Honor Society as a stipend we have a national National Junior Honor Society stipend down at the middle school but not at the high school so those would be the changes there uh when we made one we approved or when you approved the administrative salaries excuse me the administrative performance pay plan back in November the discussion was that we initially intended to give a performance pay plan to classified staff also but because of the the increase that they received on the state mandated minimum wage which was a dollar represented seven percent increase we had a discussion that said we can't afford

060that and you agreed we invert inadvertently forgot to take that out of the exempt support staff salary schedule so it showed that there was a performance pay plan when there really wasn't and that's what you had agreed to so that's a fix on that one and then in the certified salary schedule we give uh credit for National certifications like national board teacher certification and several others well when you move into special education in those areas there's any number of national board certifications so we just added some additional uh there's three of them at the very end that represent national board certification type standards and National certification standards for uh in different individual speech therapists or speech pathologist some counselors and some others so I would recommend those approvals as or those recommendations as presented no

061okay I'll take a motion so I move to adopt the updated 2023-24 salary schedules as presented second all in favor aye aye motion carries five aye motion carries five to zero okay I'm gonna make one like quick thing it the rest of these are all information discussions and if you want to bug out you're not going to hurt our feelings okay but you're more than welcome to stay and look it so yeah all right two point uh 10.1 discussion and information on the district marketing marketing plans this has been yes and he's been wanting to to see this for a long time I can see about a smile on his face that's right he's excited good evening Madam president members of the board and Dr Wyman I have the pleasure tonight of giving you a

062bit of an overview of our marketing initiatives for the past year particularly as it relates to student enrollment um for those in the room though who might be unfamiliar with the history of kind of the marketing department with this District it's a relatively new function um in 2019 with the growing competition of the schools in our area the district actually made a really creative choice to reorg what was formerly a Community Education Department so typically preschool before and after school programs and restructure that into a marketing department but doing that collectively without any impact on the mno budget at all so all of those added marketing functions when we came on board and reorg that department is paid for by Community Ed Revenue facility rental revenue and that times rooftop fees depending on the expense

063so in a time where budgets are more dire than ever I think it's important to note that that has no impact on the mno bottom line at all keeping in mind that the marketing function is again a relatively new one for the K-12 sector I want to explain a bit kind of how a Basic Marketing funnel is applied into the work that we do here in the district so looking at an inverted funnel this way you would look at that top layer of that General awareness of Geo Combs that's not even necessarily for people who are our target audience that is for the community at large people to know who we are and essentially what the basic surfaces we offer and as we employ that strategy the idea would be to refine down into a

064target audience and then that level of brand elevation so that would be conducting work that would make people associate then The JO Combs with a district of choice that might be as a place of employment that might be as a place of enrollment that might be as a potential client for a construction vendor philanthropic partner whatever that might be for the purposes of tonight we're going to focus mainly on enrollment and then to carry that down farther to continue to nurture that work and turn that into conversion so that would be taking that intentional interaction so beyond me recognizing what Combs is what that has to offer to me to convert me into a potential lead about to enroll my child to potential employee something of that nature um again that would be in the

065auspices of enrollment but that also might look like job recruitment building a robust calendar of facility rentals for the CPAC we do targeted campaigns a lot for free and reduced lunch Kinder Roundup things of that nature and then this last layer which historically is actually left off of marketing funnels is this notion of retention so it's not enough to bring them in but also important to keep and maintain them for the duration of their life cycle so it's not valuable to us if we're bringing new students new employees Etc into our organization but not maintaining them in fact it costs us money in terms of brand reputation and actual dollars so keeping that as your general idea of the strategy I want to go over just briefly some of the components of it and when

066you talk about this it's really around the idea of maximizing impression so when I entered this work 15 years ago the rule of thumb was it takes on average a user seven Impressions before they're motivated to take whatever action you're imploring them to make so I might see a commercial interact with a brand seven times before I'm finally gonna say okay yeah I'm gonna buy that or I'm going to book that in the last several years that's changed so rapidly that those Impressions now are upwards of a hundred because we're inundated with digital content and information all the time right so knowing that you're going to need that many levels of Impressions particularly in an environment that's highly competitive the components of this strategy have to be really comprehensive they have to be really diverse

067and they have to be really intentional so going through this first one earned media is exactly what it sounds like it is media coverage that is earned not purchased it is perceived by the public as more valuable and more credible because they know that you earned it it's not something that you paid to place that in the newspaper or on TV this is something that's cultivated through press release distribution relationships with reporters pitching all of these are very feel-good positive stories that's also all part of the proactive work that we're doing there's a big component too of the work that we're doing that is public records requests and crisis communication but for the purposes of this this is really that function of what that looks like for brand awareness and in certain instances enrollment background

068on every Arizona TV news station by the way so moving on to email campaigns and I included these examples intentionally so email campaigns aren't typically utilized as a brand awareness effort because you need you already need the existing leads or the existing contacts to execute them so as you look at these examples that CPAC newsletter that's a monthly brand awareness if you will but that list is built on an ongoing basis by Corey Lee at the CPAC by people who come in and attend events and she can share that general information with them on a regular basis but an idea of something that's targeted would be that second one on the list so during covid at that point we knew all of the meals for students were free that was fantastic but a consequence to

069that was many students weren't submitting their free introduced applications that has other impacts for us that obviously we need to address so we did a nurtured campaign where we took the students that we knew were eligible who hadn't yet submitted applications that year and really targeted and reached them nudging them through that funnel and we got an eight percent boost in numbers in seven days so that's a significant return for just an intentional effort with a lot of impact for the district that third example is a great example of retention so I think you guys probably are familiar with the fact that we do early Kinder testing every year obviously a great amount of those kids do pass and they're able to start but those who aren't we still want to bring them into the

070fold of our system we still want to keep them engaged as a family so we take that information we retarget them in an attempt to recapture and say hey we realize you can't do this maybe you want to enroll in one of our tuition-based preschool programs so we can at least bring them into our system sooner and share what those other options may be so again any of these respective platforms have super extensive kpis but I won't bore you with the data but they're all data driven in the work that we're doing this third one is what I think a lot of people in education are probably most familiar with just in terms of longevity how traditional it is we still do have direct mail campaigns usually about three a year and usually at very

071specific peak times when enrollment first opens usually a Kinder push and then usually a summer push however they are extremely difficult to Target they blanket large communities at a time they're extremely difficult to measure so even though all of our materials contain specific URLs so we can route how much traffic they generate to our website or our lead forms they consistently perform the lowest and then when you look at the demographics of who our prospective families are now and even employees they are younger they tend to engage more with digital content I couldn't tell you the last time I checked my mail and I think that's a tendency of the changing community and recognizing that this is a really expensive buy that people like to see we need to be visible because our competitors are

072but it's not the best use of our resources these ones are the one that went out this year some other more more traditional mediums which again we have to include that's part of the strategy they have their appropriate audience and they have their appropriate function um some things you might have seen lately so banners and signage the a rating signage for CTA we just finished some great stuff for John for major Clarity usage for banners for all of the secondary schools about their usage rates the annual report we have very specific collateral that we produce for HR for like targeted positions they're trying to hire um we still do pay for traditional print ads and things like explore QC and things of that nature they're just not very Evergreen they have short shelf lives and

073again they're very expensive and then all of those internal branding components so you see a lot of them here at do but a lot of that too is even as foundational as us setting brand standards which was something that didn't exist in 2019 when I started so that everyone has the same consistent polished look and that's really a work an ongoing work in progress but the value can't be understated I did notice the billboard hopefully we all noticed it oh yeah I noticed it even my son was like yes that looks good yeah he even as we drove by it he's like yep it's been fixed did you notice the edition of the directional slats um and I want to talk to you about these organic platforms for two purposes one as I go over

074all of these different components one we know that they are all ultimately routing users back to our website as the place to learn more take action submit a job application um and the website for a very long time was in need of updating it wasn't necessarily in accordance with best practice for user navigation um it wasn't dynamic or responsive on mobile devices that wasn't connected to Google analytics so we weren't tracking where our traffic was coming from how long they were staying on pages where they were clicking out to so last year in partnership with it we finished a website overhaul which has been awesome um again continue to evolve every day but now we have over 54 000 visitors each month and that's not including all of our internal users of students families we

075exclude their IPs from all of that data like that is actually 54 000 users each month which is significant given the size of our district same thing with social media platforms I think most of you interact on some level with us on our organic social media platforms um and US creating that content that we're sharing we're telling the great stories of the work that's happening in our schools we're sharing information with families that 47 000 Impressions again is a big number for eyeballs every month on that content that digital signage and Marquis mention um I think you guys I'm sure remember when we transitioned to digital Marquees at all of these schools not only a good source of improving curb appeal but that also helped us have centralized District marketing content visible all the time

076and it gave the school admins the ability to control their information and share more keep it more up to date and then just that mention at the bottom that content creation is part of not just the things on this slide but everything so we are creating tailored content for the platform in the way that that copy is written in the imagery we choose and the way that we capture video and leveraging it constantly the most important or most important most exciting thing rather that I want to share with you guys because I think this is probably the the newest or most unfamiliar to a K-12 sector is the use of digital advertising so I'm going to narrow it down to three primary things that we're utilizing one being Facebook ads which anyone who uses any

077sort of like Facebook or Instagram interface I'm sure you've seen them um the next being Google display ads so as you browse a website and you see that displayed at the top of the page or the side of the page um and then also Page search so you type in things into Google search and what is controlling the ranking or how high you're seeing something appearing on that page so we are running paid campaigns on each of those platforms all of the time and it really allows us to be intentional it allows us to Target so so specifically it'll allows us to be dynamic because we have access to their analytic tools that are giving us real-time data and saying this picture of creative isn't performing well this is converting a lot of clicks people

078are scrolling past this it also allows us to retarget so the same way that you might Google a blender and look at it but you don't buy it abandoned cart you don't buy it but the next day you see that blender appear on your sidebar of your browser right our ads do the exact same thing they're set up the exact same way to retarget those audiences that we Define so it's helpful particularly with Google and Facebook because we are able to geofence them so specifically to new subdivisions that might be being built we can geofence them so the schools that are supposed to go to Simonton or I'm sorry the homes that are supposed to go to Simonton see specific ads for signing 10 attributes we can specify a certain radius we can specify users

079who have shown an affinity for Education people who explicitly are parents of kindergartners teenagers who have dropped out of high school and we build those Target audiences and we watch those behaviors to have them be dynamic and perform most effectively and they are truly dynamically charged where we essentially bid a total amount on a given basis and our ads then perform under that price point that last notion of paid search I touched on it a little bit um and the same goes with with the reporting mention of those dashboards it could be pages and pages of intricate data about these these ad sets and this really is like a technical expertise that a lot of districts quite frankly Outsource to digital marketing firms just because of the given the nature of how technical it is

080but the numbers don't lie and I won't make you go through pages of data but these ones are significant so keeping in mind I'm actually going to do this in a different order the total spend just on our digital ads just on those three things that I mentioned on that previous slide about four grand that is less than one of our postcard mailings and it has 170 000 eyeballs on those ads almost 6 000 of those eyeballs chose to click it they were engaged enough with the content that when it said hey be part of our district learn why enroll your child they clicked it and of those six thousand sixteen hundred of them became leads and when I say that that means that they completed the lead form so when you click or interact

081with some of our content and say it's not even a digital ad say you followed the URL that you got on your postcard we build designated landing pages for each purpose of that campaign that we're trying to do so it's measurable you complete it with your basic information your students information you indicate if you know what school your level of Interest and that then becomes a lead at that point you become a prospective family for us that it's our job to nurture you through the pipeline until you matriculate and become a student so those bottom two metrics that 68 cents per click that is just fantastic in terms of Industry standard and when you think about cost per click the general sentiment would be you want the cost per click to at least be manageable

082with how much you're going to make from that click and when you look at an annual revenue of a student at 7 500 compared to a 68 cost per click that's astronomical and then that landing page conversion is also astronomical the fact that most of our audience that is landing on those pages is completing the form and entering our system is great and I want to remind you too that those leads that 16 17 up there that just represents leads for enrollment for new students so when we run separate targeted campaigns for that's just for new students that's not for potential staff nope that is just new students the potential staff campaigns this year I would say generated 188 leads and then Kinder Roundup is counted as a separate lead set too before you leave

083this page uh when I was looking at how do you measure success so do you measure success by the number of leads in terms of what we're looking at now it's the perfect question to segue me to the data demonstrating success okay well but before you go there because when I look at 170 000 reaches that only only from my point of view gives you 6 000 clicks and that only gives you 1600 leads to me we're not getting a big bang for the buck so that actually would represent a really high click-through rate that would be called a CTR so again give going back to that idea that we're just inundated with so much content that's high as an industry performing standard that can be typically less than two percent hmm click-through rate especially

084if your audience is is only going to fulfill a designated purpose you would expect to be very low but click-through rate on an email should be something like 16 to 20. so before I talk about that measuring success um I just think it's helpful at a glance to see this so now that knowing this overview of the various strategies this is really just a breakdown of how we allocate that spend full transparency as big as that digital ads chunk is the other big purchase that comes out of that is our annual contract with fat cats to do a video PSA at the nearby movie theater again super valuable but it belongs in that category and then that right side that licenses and subscriptions um obviously isn't indicative of one of the platforms I mentioned but

085instead that those are the tools that make all of this this work possible so email campaign software graphic design stock photos video I could go on and on with success exactly so is it working how are we measuring if it's working it would be futile for us to do all of this work without implementing things on the back end to properly measure it and make it adaptable so we added a new tool in 2020 called and it's called a CRM it's a type of software the private sector has typically utilized it for years and years as a mean of managing any sort of sales lead or customer relationship management system but this CRM was essentially set up with all of our other software tools to allow for consistent tracking consistent experience making sure that there's

086Automation and streamlines as these families are nudged through the funnel so in the past when we had prospective families each of our school sites and those admins might have a different approach with how they schedule a tour of what paperwork they might give them how they involve them in that enrollment process this replaced all of that with the goal of simplifying their job and allowing for a consistent user experience which is so important when you're trying to establish brand identity and credit to the admins at the school sites because they embraced this in 2020 which was a really challenging year for a whole host of reasons and they did it incredibly well with a positive attitude so when you look at if you were to compare it to the private sector for instance your marketing

087department obviously it's their job to generate interest and bring you these prospects but typically in a private sector you would have a sales team for the instance of enrollment our front office people at our schools are our sales team they know their site better than anyone else they know that Community better than anyone else so they were set up to work in this CRM tool where all of those leads come in so as those leads come into the system it has all of their information everything is automated in real time it doesn't wait on any of us they get notified when they have it all of the messages the links the registration process is already set up for those families to make it as easy as possible and because of the way that it's built

088up we can also track where they get stuck in the funnel if families are ghosting after a certain period of days if they're hung up on the step because it's too hard to provide documentation when they're trying to complete their enrollment if the early Kinder testing dates are such a long wait that they end up enrolling elsewhere we capture all of that through the CRM so using that I want to show you just some visualizations of the past year so this first slide is the reflects the status of leads for the school year that we just finished that pie chart you will see the number of students enrolled the number of 922 that number not enrolled which would represent students that they did enter the pipeline and then whether it was for a different reason

089they chose to go somewhere else they didn't like what they saw we never heard from them again they chose not to enroll with us and then that already enrolled is actually kind of more of a technical glitch that when we annually ask families to reconfirm their information some at times accidentally land in the CRM and we don't want to miscount them as new leads they're not so that's what that purple is so looking at that number for last school year the enrollment team enrolled 922 new students so would it be fair to say that without this process we would not have gotten those 922 correct and let me add too that the numbers that you will see reflected on all of these dashboards are numbers that come through the enrollment process as a result of

090our marketing endeavors so if someone walks into the school office because they just moved in and they want to register that way that's not reflected in the data I'm showing you today this is data that is inherently connected to the marketing initiatives that we've been employing since 2020. does that make sense yes okay so next to that number that 5 million number represents the annual value of those 922 students again a pretty significant Roi and then the next box over would represent the life cycle value of those students and that is specifically tailored even to what grade they are in when they enter our system so we know a life cycle value student of a kindergartner is going to be higher than that of a 10th grader and that number takes all of that into

091account um and if anything emphasizes how important it is this notion of retention and keeping them for the duration of that life cycle and then that second row would give you those same metrics for not enrolled um that first row represents a lot of success but that second represents a lot of opportunity that the more we can refine this process which we're in the process of doing all the time um to drill down and find data about why they're not enrolling how can we try to re-engage them we want to minimize that number because that's also lost revenue for us this is a breakdown of those enrolled for the school year that we just finished by school and by grade I know you guys look at the reports from Dr Wyman every month broken down

092by cohort and broken down by these in some ways um again these are just representative of the new students enrolled through the marketing efforts not the bottom line data of the district as a whole but you will see that some of the trends do reconcile that's something that we're in the process of doing right now with these year-end meetings is looking at those things and seeing where might those targeted enrollment needs be we know that we always see a nutrition between Pre-K and K always between sixth and seventh and always between eighth and 9th but then certain schools certain instances certain criteria we might we might see other challenges but obviously you see that Kinder cohort being the biggest which is what we would anticipate it's what we like to see moving forward to this

093current year now this dashboard is going to look a little different to you because this isn't closed year-end data this is very much in flux we're very much in the throngs of this campaign right now so now when you look at that pie chart you'll see there's some other other fields there and that really reflects what the CRM does so each of those tags indicate specifically where they are that they've been given the enrollment packet they haven't completed it yet they are on hold because they are waiting for an early Kinder date or they're waiting for an open enrollment confirmation they've indicated that they need someone to contact them because they're they're running into some sort of issue and need help so that's really more representative of what the system looks like on a daily

094basis so again looking at that top row we have already successfully enrolled 206 new students for the upcoming school year with that annual value and that life cycle value underneath instead of not enrolled those are in process so certain days I see 30 New Leads come in so that number is constantly in flux but those in process mean that they might have just today said hey send me an enrollment link I'm ready I want someone to contact me we're waiting for the parent to back to us but 150 of those that ideal goal would be that all 150 of those enroll is that realistic no but that is in the process so that total number is impressive and then to dive it just a little deeper is that breakdown of where we stand right now

095of what those role what those enrolled leads look like for the coming year and again it's important to keep this look at this through the lens of this is just one data set because it is not the net loss or gain of the district as a whole but it has been one of the most emergent trends that we've seen since employing a system like this and looking at the data which is why are we reporting a net loss in our overall student count when we are actively and successfully enrolling this number of families is it possible that there's always been a significant retention issue in this District that it's been to this rate that it's never been addressed are there things that have changed what data sets are available to us as a leadership team

096to look at that like that would be the most significant Trend that has emerged and revealed itself that needs addressing and ultimately it's more expensive for us like I had said to be constantly recruiting new students that may or may not be leaving because of a negative brand experience than to not interact with them at all it we need to retain them as the most urgent priority because if we retained those 922 we would be at a significant net gain any questions on that so before I kind of close and open it for more I would be remiss to not mention some other celebrations in my department so I mentioned a ComEd Department became a marketing community relations department and they do a fantastic job and it actually truly like I said makes the marketing

097efforts possible so this year alone we generated over 138 thousand dollars in revenue from running our facilities to churches sports clubs Community leagues our community ed program serve over 300 kids a month that is with tuition-based preschool as well as before and after school care Tammy Carly receives a significant amount of Federal grant money from Child Care stabilization quality first and literally Awards 276 000 a year in early childhood scholarships for preschool and then that green box just indicates all of the other things related to marketing and com that we also do on the daily so this focused so much on marketing and Lead gen but those 441 requests are marketing support for sites fools projects strategicom crisiscom the list could go on and on and on so very proud of the work that we're

098doing very proud of the opportunity ahead of us and with that I'd be happy to answer new questions first of all thank you so much for doing this I'm the one who asked for it so I appreciate it um I do have some questions and some observations first of all do you need more money in your budget in order to be successful just hit me with the one right up front you know I'm a numbers person more money would always like with any function more money would that help us leverage and amplify the reach of what we're doing yes very candid with hesitant to Simply Infuse more money at the problem without first addressing the retention issue I would not Advocate that we continue to bring new new interactions with our system if we can't

099really drill down and figure out what about that interaction or what about that engagement is making them leave so yes but secondarily to addressing the retention issue so that would be the primary focus retention okay um also in terms of a lot of the messages you're getting out to the community um I don't see a lot of them obviously because that's why I was asking about this but in terms of the message we give every month when we get the superintendents report we get a lot of information about what our kids are doing how successful they are how proficient they are in different things how is that message getting out to the community so they say I've got a kid who wants to join the shooting club they're going to go to Combs because they've

100got an excellent club for my student yeah so as that content gets shared with us that also then gets designed or created for those appropriate platforms so that might look like an organic social media post for certain things that might be taking some of the imagery from a band award and updating one of our digital ads to show all of the Fine Arts offerings it might be including it in an email blast but that's always embedded in all of those strategies at the beginning of that presentation and that's on an ongoing basis and we keep all of that content um especially at that year-end interview too with annual with the annual report and all those accomplishments we are constantly pushing those things out because I think it's important for us to push out that positive

101message not just to our existing families but to the larger Community one of the things we're going to be discussing is whether to go out for an override and of course you need not just the families of combs but the entire Community to support the override in order for it to pass so we've got to get that positive message out and keep getting that positive message out and I just want to be sure we're doing that the most effective way that we can sure and very much would apply to that that top level of that funnel that I opened with of that brand awareness funnel that that's exactly that that's not just our families that's not just our employees that is our community at large and wanting them to have that recognition with us as

102a premier K-12 choice and that is that is part of the work I would say a challenge that presents itself with that work is as much positive storytelling as we might be putting out we are also faced with negative storytelling which is inherently harder to combat and I think that addressing some of those challenges with retention might also just organically lessen some of that negative storytelling because no matter what you're gonna believe your neighbor if they want to tell you about something negative that happened with them over something that you know I paid to mail to you right and so it's really making sure that those authentic organic connections are also positively representing our brand which isn't necessarily always the case um I have two more things one is I know a lot of people

103don't read the actual physical newspaper but there are online editions like with the Arizona Republic and um in the Arizona Republic they have an insert a few times a week called the Chandler Gilbert insert and they just had an article about all the school districts only in Maricopa County now we're right next to Maricopa County as a matter of fact they talked about the Queen Creek School District the community I live in was addicts and we're part of Queen Creek now even though we're in the jail home school part of our district is in Queen Creek so so we need to get into that newspaper so they talk not just about Maricopa County but Apache Junction Combs and possibly Florence because we're so close we're part of that larger community and we need to make

104those kind of things happen absolutely we do pay for ad space in the East Valley back to school Tribune School ad series every year so I'm guessing it's something similar to that so I'm happy to look in but it wasn't to pay it was just a reporter doing a story on when schools are going back into session oh I see and we were not part of that story neither was Apache Junction neither was Florence so we need to be part of those stories when they think about it don't just focus on Maricopa we've got there's this part of canal that's very tied into Maricopa and we need to be included in that okay right and then and then my last thing is and I hate to end on a downer note um if if we

105didn't have those 922 students and the 250 we lost we would be down 1172 students this school year and that's not a very good picture is that what I'm saying I think the interpretation of I just want to make sure we're interpreting the data to say Okay so the net loss right now that would reflect 200 and what not 250 proximately yes that would mean that we lost 200 plus 900 that is your interpretation correct yes because we would not have had those 900 correct yes so we would actually be down over 1100 students yes yes and no yes and no because what's happening in the the retention issue is an issue but what's happening that people don't understand now because of choice the movement between schools not just ours I was in a meeting

106recently with with principals and superintendents from around the area the movement between schools and between districts and Charters is something we've never seen before kids are coming in and out where you had I can think of an experience I was talking with one of the principals it's the fourth quarter I think I'm gonna take my kid to another school if they don't like it I'll come back that's not the best for the child but that's what the parent wanted to do so understand because this is talking about leads we would have to sit there and tell you what are some of these other people that just that just come in so we're seeing in movement of kids that's that's numbers I've never seen before in my career so it wouldn't necessarily mean all loss because

107what about the kids we gained that just walked in that didn't go through the lead process that were coming back in because we had a long discussion about the notion of of not only capture but retention uh and so that goes back to what you said earlier retention becomes a critical issue so we don't lose those 250 kids we could lose them to another school within our district but that's not losing them that's not redeeming them right we don't want to lose them to Ala or Queen Creek or to Apache Junction or somewhere else but but just note that that in today's society of instantaneous um need and want of things if I come home and I had a bad day at the office I may go somewhere else I don't sit and say I

108have no other choice matter of fact within a very very narrow radius I can come up with 15 different high schools between about Power Road and Apache Junction and Santan right and so if I get upset with the principal the teacher the coach I'll just go try something else I'm not going to wait around to resolve my issues so I don't think that's symptomatic of jail Combs I think that's symptomatic of society that says if I don't get instantaneous reward for what I want I agree then I'm going to leave and so we have to fight that but we also have to understand that that's a different unique animal than what we had before the other piece that goes back but I agree but it also goes back to the fact that not only is

109the message important it's the way we handle our business of educating students that's important the way we run our schools the way the principals lead the way the teachers interact with the students is the whole thing right that's going to retain the students it's not just a marketing message is going to retain the students so we've got to be good at all of that so Kayla so tell me is so we got we you got you tell me that you've you get the the lead we actually get them enrolled you said 900 were actually enrolled is that right 922. okay actually enrolled yeah well hey that 22 is times 4775 is a lot um so then how do is there a way to collect data on how many of those stayed how many of our

110careers how many stay and then leave I mean is there a way to figure that out I think that's probably where the biggest challenge lies and that's not something that's unique to Combs or K-12 we ran into the same issue even when I worked in higher ed being that you utilize one type of tool to conduct marketing business right to generate leads and and bring in prospects but then once you hand that to a company or an organization the way that you manage those customers are really a different animal that that is kind of under the preview of other people so once they enter or enroll in our system they at that point are in our sis and K-12 sis systems aren't traditionally very Innovative or Cutting Edge so the functionality to say we're going

111to really track the student through this life cycle and recognizes this data it's not it doesn't even quite generate like that I wouldn't say that it's not possible but with the tools that we're using as a district right now we aren't able to track that life cycle longevity our our knowledge and our data set stops it we gave you this money this was the status of where they ended with us and then once they get to Synergy that's a different reporting but perhaps Mr Redcoat might know more than I do I think retention's gonna we're gonna wanna know so I mean about that right I get I mean I get what Dr Wyman's saying about it's it's so fluid but it's it goes both ways they could they could be fluid to come to us

112at some point um uh yeah student retention is is an issue I mean in October we were down 206 and now in may we're down 290. that's a lot that's like what 401 000 dollars so I think we definitely need to make that an objective that we need to do something about it we need a plan some sort of plan and I think part of the issue that we have within the district to be ought to be totally honest we're going to have a conversation is that's the problem in the district going back probably a decade because if we're pulling if we're losing 57 percent of the kids that attend our our zones and we've been losing 57 percent of the kids for the better part of a decade we have a pattern here and

113I could go into what I've heard and we can check but that is part of the problems with the district is the district has consistently lost over 50 percent of the kids that should attend here to the charters and other schools for the better part of a decade which creates its own self-fulfilling prophecy based on communication that takes place with the neighborhoods and and families and we have to overcome it but I'm just going to tell you just so we're it's not going to be a simple thing when you've lost for so long to turn that around we want to and we need to and it's going to turn to some degree with the growth but this is a long-standing problem that that's going to take time to fix just so you just so we're

114very clear I'm very clear of that I mean so yeah so then we need to start making some sort of plan to do something about it and you you put out a survey right for the parents maybe we should look at some of those things that they're saying and maybe if we address some of those things that they're saying that we might actually make something out of it right and and just for clarity we look at exactly what everybody's saying and going back to what the covid surveys and the pandemic surveys we we've looked that and tried to respond one of the issues that this district is to give example and not the district but the community has talked about is uh bonds and overrides which we're going to talk about we made 17 million

115dollars worth of improvements to our facilities without ever once going to the community for a bond or an override in in part to start to show the bond the community that we are responsible with our dollars and we will find every way to fix the dollars so we have to do a better job I agree with you 100 but I also want to know that there's many things some of the stuff the stuff that Kayla's talking about those have all been targeted plans to try to get more kids into the system and to keep kids in the system so there's lots of different ways that we've tried to do that our branding relative to hashtag Ford and National District of Distinction part of that process and so there are lots of those things we need

116to do a better job and we can get more focused but anytime we put something out as a survey we are we are looking at the data to see what do we need to do differently some of the it's no different than teachers the teacher's concern that's been raised up here on the dice about a time for them to do some stuff and not just a PD we've made adjustments in how we're doing PD this year to give them more time so we do look at the stuff and try to respond to it based on what we're hearing from uh any number of different employee groups it could be kid groups it could be parents it could be Community some of our work with the foundation some of our work with business Partnerships all all

117designed to do that and and it's going to continue and there are portions of the Strategic plan that work on that but we can delve into a little more even on next Monday when we talk about what are the next steps for the Strategic plan I'm just thinking that maybe in leadership that should be like your number one topic at all times so all right do you guys have any other questions thank you for putting all this that was a really good I like that my pleasure thank you guys okay discussion and information about portraiture of a graduate Readiness feedback from the class of 2023. thank you good evening Madam president members of the board Dr Wyman hello um Kayla I feel like I just took a master class in marketing so thank you for

118that my head is spinning with acronyms that I'm gonna have to look up later um and with that you will see an example of her internal branding in the slide presentation so I appreciate her help with this this school year I have participated in the castle the collaborative for academic and social emotional learning fellows Academy it was a 10-month virtual program and part of the expectation of being a fellow in the program is to come up with a project that impacts student learning but is Meaningful and a direct support to your school district or if you were with a state outreach program that supported your entire state so my focus with this Jay Oak home school district since 2019 we've had a portrait of a graduate but in discussion with leadership at the district and

119my own journey in the district I'm not sure if we've ever stopped to ask students how do you feel we're doing with helping you reach these indicators the results show that for the most part students are self-reporting they feel ready to to move on and to meet these indicators and we'll go through what that looks like although the survey was narrow to the class of 2023 student self-reports and parent feedback we do not want to lose sight of the journey that students take through our elementary middle school and high school so this slide represents Hunter Clarion valedictorian but you did a great job yes did um every campus has the potential to positively impact those skills knowledge and characteristics you see reflected in our portrait of a graduate around collaboration problem solving critical thinking communication

120Global awareness adaptive adaptability Integrity work ethic and Technology use but do it in a way that's age-appropriate for their developmental stages they move through our campuses to be clear social emotional learning competencies and quote include those interpersonal and interpersonal skills as connected to self-awareness self-management social awareness relationship skills and responsible decision making all of these competencies are echoed in our portrait of a graduate and all of these competencies are what we want to see in students in our classrooms but more importantly what we want to experience with co-workers in the workplace whatever that may be I'm actually going to go back a slide so my project focused on will our senior students who report participating at committed levels and career path electives academic courses clubs teams and other extracurricular activities also report a higher rating

121on their self-scoring of the district portrait of a graduate indicators I'm going to use Kayla I wrote down a phrase you used authentic and organic connections because I would encourage us to pause a moment think back to our high school careers all of us can Envision a teacher a coach participation in club or organization some type of connection we had that we fondly remember there's countless research that speaks to a student's sense of connection and belonging leading to their level of Engagement which also leads to their achievement levels so by committed levels in this wondering we looked at students that were CTE course completers students that participated in AP courses students that not only were in clubs but held leadership positions in clubs Arts competition participation Varsity Athletics and out of school out of school

122belonging with clubs or teams that were our community based for the survey we use qualtrics as the platform and I thank again Kayla for helping me learn qualtrics and navigate it we chose to survey parents in addition to students due to the vital importance parents have in providing those foundational skills at home for the interpersonal and interpersonal skills the parent survey was first sent out in mid-February and then the student survey followed at the end of February before spring break and was facilitated through government and econ classes we had 35 parent respondents it was sent out through Blackboard to email addresses of those parents connected to our senior students we anticipated that that would be a low response for student responses we had about 221. this slide shows the chart comparison between the parent response

123and the general student responses and so you'll see the mean response number and then the number that were included in the count they were asked to rank each indicator between one meaning I am not ready or my son or daughter is not ready and four being very ready the student felt very ready to meet the indicators or the parents felt it was a four um that their son or daughter was very ready to meet those indicators I want to highlight some key findings that came about from student belonging as they went through because we first asked students about participation in courses and clubs and activities and teams then we asked them about portrait overgraduate indicators here are some findings from the 221 student responses of the 221 students 154 participated in a CTA course or

124a CTE course 79 of those students completed the mic the major clarity micro credential course of employability skills and 96 of those 154 students were completers so they did the at least two years in the CT program and then were considered completers 90 students of the 100 I'm sorry 90 students of the 221 participated in the AP course with 67 sitting for an AP exam 118 students participated in the visual arts course and 98 participated in a Performing Arts course roughly 50 percent of those students in a Performing Arts course also participated in a local state or national competition 58 of student respondents participated in at least one club or student organization and 51 of the respondents participated in at least one sports team 34 percent of respondents participated in a non-school sponsored club team

125or youth group and 70 percent of respondents were employed during their high school years of those students 51 worked 21 or more hours each week these key findings speak to the live students are leading in our community outside of our campus Gates and these findings also provide some baseline of what we can grow within our existing programming structure at CHS so to the wandering affirmative not statistically but there was a higher rating once we pulled the data for those committed level students and they we looked at their indicator rating so it was higher but we definitely cannot say it was statistically significant hmm the data speaks for itself this indication from this survey and the satisfaction survey we'll speak to in a minute speaks to the fact that the programming at CHS the framework seems

126to be working but we can strengthen those opportunities within the framework of courses and extracurriculars and clubs the lowest rating across parent and student groups and in conversation with groups in the district and leaders in the district we saw in the data that the lowest rating across parent and student subgroups was critically evaluate complex information through analysis and open-mindedness I'm okay with that because when I think about what is something that you can impact cross-curricular at any age group you can work with students and talk with students about critically evaluating something that they're learning about or talking about or discussing and help them to do a good analysis through open-mindedness so I feel like that's something that can definitely be impacted and in conversations with different groups I believe they would agree if I have

127any Bob Ross fans in the room a happy accident was that the survey senior survey was done in March I'm sorry end of February before spring break then in may we did the student satisfaction survey and so that was students in grades 7 through 12. once we pulled the data of just CHS students because keep in mind this pilot project for Castle was just CHS their highest rated areas of satisfaction or course offerings and classroom support we know that the framework is there for us to keep building on and strengthen the interpersonal and interpersonal skills students need to be successful and be able to more confidently say they're ready to meet the portrait of a graduate indicator results were shared with multiple stakeholders throughout the district to include Dr Wyman Dr Dukes Dr Fountain principal

128Loftus John scroghem just to name a few leadership got this presentation previously the conversation with principal Loftus and Jolene Peterson their department chair for counseling brought into focus of next steps in order to continue the work of helping students be prepared for their post-secondary path be it enrolled employed or enlisted so this just highlights a few of those things we'll be supporting CHS and strengthening additionally I reached out to Dr Goolsby to support her team and to develop a survey for their senior students to get a better idea of their feelings for preparedness to meet the portrait of a graduate skills knowledge and characteristics our school direct School District recognizes our graduates need to be prepared for a multitude of post-secondary paths some of which we don't even know exists yet the work is Guided

129by our instructional model and the portrait of a graduate the professional competencies highlighted in the portrait of a graduate are direct connections to the social emotional and behavioral skills parents introduce and build at home and that we hope to reinforce on our campuses you've had a lot thrown at you in the last 40 minutes what questions do you have about anything so is this an ongoing effort where every year we'll be doing the same thing and just in comparing results from year to year yeah that would be our hope and that has been our discussion that this is something we would want to continue as our instructional model and the portrait of graduates stay in play and that's also what drove us reaching out to Dr Goolsby at ccs and the online school that has

130seniors to say how can we continue hearing our student voices and how we're helping them or where we're not and then take that feedback to grow okay I have one question yeah um I think this is great is there have you thought about doing like any postgraduate any of those that like they're in college and they thought oh what what what what made me ready for this and what should I have done different like what could have helped me a lot more yep that's a great question because you're speaking to um what's being talked about nationally right now and I only know that because of conversations throughout these last 10 months of doing a fifth year survey to so that when they've been out to say what did we miss and what did we do

131well for you so um I would love to explore that with our district team um I do know correct me if I'm wrong marketing or anyone else that there is a way to capture students that graduate from us that stay within the state and go to our colleges and universities that we could potentially do that um I don't even know if you have like for example of course I have three and two of them are out and I can talk all day about what they I mean my oldest one is like the best thing he ever did was take the business math class because it got him thinking about real life um the ones that's in college says the best thing she ever did was take Mr Robinson's class because it had him it had

132her ready for what what she needed to do in math um so it was it's interesting to listen to them so I mine aren't anomalies of course so uh it would just be interesting to see what they feel was and and to compare what they thought before they left and then they left and like what was I right or wrong you know or yeah and Madam president as you say that I am thinking about um having been in the district close to 10 years now I'm paying attention to um new employees hired on I'm starting to see names that I had at the high school that it may be that this is something we can explore with Combs graduates that come back to us right and maybe reach out to them so I will definitely

133take that into consideration we have a great Foundation though it looks thank you okay thank you thank you all right so one more 10.3 discussion information on the capital bonds and uh mno overrides on the discussion from uh last month uh there are some slides I'm not going to go over in great detail I just put them in their case Bob you had some questions because I know you weren't here so I included those but but it's I'm not going to rehash all the stuff that we talked about last month um again this is just the uh what applies to an override again it's more of a reminder of the types overrides that are there um the lengths of the overrides and taxing Authority again it's it's was in the last month's slide um and

134the same with bonds but I put it here just as a reminder this is what we're talking about if we're going to talk about this particular topic um uh going forward we talked about why would we even consider going out the competition for salaries um is probably the biggest issue when we start to talk about uh if we're talking about retention that kale was talking about relative students we also talk about retention uh relative to employees no Ms Tucker you asked me to get you some data which you'll get which is about a retention and part of that's driven by salaries to be totally honest there's other issues besides salaries that someone may leave but that's that's a ongoing issue so when we talk about what happens with pro and con or pro and con

135for why we do this there were the competitiveness is is a big deal we talked a little bit about election Cycles again depends on who you talk to I did talk to a pollster uh this past weekend that I went out of conference I was at and he had he particularly has concerns with the 24 election others may not have quite as much concerns but that's just because of the potential polarizing nature of the 24 election and then historically Eminem overrides I'll just say you're talking about that dividing line or trying to get the media to come across Meridian and pick up the information that's over here while that there is a dividing line there relative to the passage rates and what's occurred to the west of Meridian as compared to the Eastern meridian so

136there is a factor of canal versus Maricopa and again the percentage of families with kids in the district if only 25 percent of the kids or 25 percent of the families are connected to school and 57 percent of those families are not attending her school then we're running about a 12 percent margin of what we're going to move forward with some additional information because I know Mr Ray had asked me a question and I did not give an answer last uh month but I am prepared to give an answer this month but uh normally Pinal County would not want to give us the numbers um until after you call for the election uh but in talking with them they did give us a number for us to run the election this year be 125 000

137again that's not factored into this year's budget doesn't mean we can't afford it it just means that's a significant cost Associated and I know it's one that has to be taken into consideration some cases where people have run the budgets on a regular basis they have a line item for elections even if they don't go out they fill that line item on and off here just so that they have the dollars available in the future year when it comes time to go out so I when I was in Tempe Union they had very much success with overrides and bonds but every year they made sure that that line item was filled so when it came time to run the election on year three or year four depending on what it is they had money in

138in a line on them I don't believe that's something that we've done in this District we can but that's where that 125 becomes a significant impact in comparison if we had the money available so that 125 is for this year an off year if we were to proceed in 24 an on-year election year it should be lower because you're splitting the cost against me against the number of entities that are doing it what what's that number it depends to be quite honest honest the conversation if you're going to hand count votes I'm going to guess that number's gonna go through the roof and so you may not see a decrease if you're going to maintain the way it's been done in the past then you're probably going to see a decrease so so there are

139some factors of play out there that that could change it but but traditionally you should see a decrease on uh on a major election gubernatorial or presidential the other issue is able to look and find if you remember back in 20 those uh you that were on the board we went with high ground public affairs Consulting to survey of Voters to support a modern override and the indication was a little over 50 percent I reread the report and actually what we got was they asked the question of likely High efficacy voters and they asked the question of before they explain some things so part of the survey when you get into the survey data they kind of ask question would you vote for uh mno override to support Chrome District then they had a whole

140bunch of questions that kind of explained some things and then they came back and said now that we've told you this would you vote in favor and so it was a little bit above 50 percent at the beginning it was actually below 50 percent 49 when they asked the follow-up question and so because of that the recommendation is generally you wouldn't go out unless you're pulling around 60 percent we don't know what we're pulling we could be pulling 60 we're not going to be able to pull a community service we're not going to get high ground or Paul Ulin hired before July so that means you're not going to get a survey until August which means you're behind the eight ball before we even start those two pieces of information I did not have at

141the last meeting but I purposely wanted to go out and find it based on the questions that were were provided now I was asked by Mr Ray what's happening around the East Valley you can see what's going out I don't know with AJ I know they're not going out but I don't know what their the conversation is Chandler is going out 24 Florence to my knowledge is not going out Gilbert 100 million Bond and key a continuation of 15 override therefore it's not a tax increase for Gilbert Higley is having some issues with superintendency right now and and so I don't know that they are going to go out for anything but I'm not quite sure if they did it beforehand you see Kyrene I didn't get the amount from the bond of the bond

142from the superintendent but again a continuation Mesa 500 million and a continuation Queen Creek 98 million and a continuation Scottsdale continuation the two Tempe Schools aren't going out only because they passed both of them last year so they don't have to go out so that's kind of what's happening in the East Valley again those that are definitely going out are on the other side of the dividing line of Meridian Road they're not on this side of the drive hiding line of Meridian Road good or bad right or wrong that's just to keep in mind in the case of Mesa they are advertising the largest bond in the history of Arizona there's a fight because Phoenix Union I think is trying to get out to be the highest Bond so a Phoenix Union might be going

143for 600 million but you can see that the monies are going north and North because of the cost of what it takes to to build things so if we were to look at a 24 timeline I would anticipate something starting after the election so the beginning of November is the election and this would be a rough schedule of what you would do you'd start the planning in November you'd look at a consultant in February or March you get a con Community survey it could be April could be may you probably start to do a pack especially if you thought the community survey based on the initial return was good and then you'd call for the election in June now the truth of the matter is didn't call for the election in November if you wanted

144there's no time frame that tells you when you call for the election however once you call for the election then the election laws come into play and you are bound and you're kind of restricted in what you can talk about or not talk about so most districts will call it a May or June but I've seen districts call it in February and March because they think with their pack they can do more work through the pack for a longer period of time you have to have a cult by using the second week of July so you say June just to take care of everything because you have to get Pro con statements and there's a whole bunch of timelines to follow this kind of gives you that timeline from July through to November okay so

145again this was on the slide last year if you wanted to go at 25 instead of a 24 because of the politicization that's taking place then you would just modify you might give yourself more lead time to Kayla's uh presentation into Ms Hargis some of your questions you may start with an action plan that is really a two-year action plan that speaks to retention uh and selling the district and what we're doing and then you may do a dipstick of what is the community and in May of 24 and what is the community in May of 25 to help you understand whether that is effective and then we go on 25 I'm not suggesting 25 or 24 I'm just saying if you do a 24 timeline it's one way if you try to do a

14625 timeline obviously it changes a little bit because you have more time to do some things okay you know I was looking at the plan that we put together for the 2016 bond election and when we were organizing all of this is it was in July and then we really hit the ground running in August and I've got a whole page of all the activities we had to do and and the monies we had to raise and the contacts we had and it's a lot of work and with only a 50 percent positive or 49 percent I don't know that the atmosphere is right right now but it goes back to where to Kayla and the work she does if we can keep pounding out positive about Combs within our community and turn that perception

147to a very positive perception and maybe if we say we don't go this year but we go next year and in the meantime we just get the word out about Combs and change the perception then do a survey to see if that's worked it almost seems that that's a more logical approach to trying to force something through this year in my opinion right and that's why I believe so this background information I'm just I'm just gonna I just shared it like you say in case you had questions but I'm not going to speak to it um but that's why I'm putting a recommendation Mr Ray asked me last time uh and I was non-committal but based on the research and based on what you're just talking about uh my recommendation would be we do not

148go out for an override or a bond this year I just don't think I think it's a setup to not be successful and then we can do the work as you spoke of and others to look at 24 but then quite frankly we'll be here next year maybe it's May instead of June and based on the information it might be no it's not worth it in 24. let's go to 25 or maybe the information maybe there's a 65 percent uh rate of support within the community and so then we'd say yeah let's go ahead and do it in 24. just because we have the support but I would just say that just given the cost just given what the last survey told us uh and just given the time frame especially when you you look

149at nowadays we're receiving 16 on terms of early ballots and uh uh turning ballots in you you really only have until about October first and and then everything's done yeah so and open to any questions or and then what we're looking for is just if everybody has the same kind of feelings as as Mr Delano then that would be the direction that tells me what to do next and we can speak to this if you decide to push it off even on Monday on the board retreat about some of the things we're talking about relative to some of the goals there but I'll take any questions or comments um it was mentioned about how um people in the community talk to each other so you know it's not just a coma's parent talking to a

150coma's parent it's a Coleman's parent talking to an ala parent talking to somebody else um if we could somehow get people into our schools Community open houses or whatever just to get them to and those who don't engage with us right now get them to engage with us and I don't know the best way to do that but that would be another thing that we can look at some some kind of Engagement activity there are there are some things that I'm that some of us went to uh this spring and that I'll bring some information to the retreat about a possibility I think some of the work and the reason why we're recognizing uh encantara tonight and we'll be recognizing there's a church group I'm sorry Sue what's the name of the group Central Christian

151that's done a tremendous amount of work we're up we will give them the same kind of award in July as as we did to encantara again for the thanks for their really their getting into our schools and they have people through lots of different circles and that's part of that building processor you're talking about so there's a couple different things we're looking at I think that if we're going to do that I think that we should call for the election before July because it's it's a long process there's a lot of work to be done um also um can we get that Community um survey done or whatever they do the or the Consultants yes that done before we call for an election yes you can you can get it done at any time that's

152why in the in the 24th timeline I suggest we go out for it around March or February and then it's just a matter of when would you like to run it the the as I recall from reading the survey results the actual run time of the survey itself is usually just three two or three nights it's just a randomly we're going to pick April 23rd 24th and 25th and then they give you results again you could bring them on board in January and you could run the result you could run the community survey in March if you wanted to um I just randomly put those based on your direction we will tighten that up but we would I would try to get results in your hands no later than April board meeting so that there's

153a time to decide you want to do something in May or something in June in terms of calling for an election next year so we would kind of back our way out of that and figure out when do we need to go for because we have to put a bid out because there's two or three different players out there that may want to be participating in it and so we would put a request for proposal from the companies and go forward but we could easily we could request it in November and talk to them about what came out of the November election and even look at when we be the best time to actually do the survey so what do you guys think about putting it on like having it put on a certain agenda

154like in January we revisit um I think we need to have the results of a survey first in order no I'm saying to say whether we should even have the survey correct like let's say January we say okay let's move forward with with with somebody or should we do that in December to move forward with it in January I think I think December is too close after the election I I agree people are going to be still saying that we can at least say we're going to move forward that then they can get their quotes so it'll still that still takes time right if you told us to do something to December with the Christmas holiday right you're probably gonna to have the recommended person at the February board meeting um yeah if you go

155in January you might get February but depending on how long you have to do it might be March so so I wouldn't disagree with you Ms Hargis to say that that December at least to start the process right so that we can then say you know and and truthfully depending on who we talk to they may have a varying strategies depending on their belief system of what the 24 election is going to look like so you may have someone telling you to do a couple different things because they believe it's more polarizing or it's less polarizing based on the number of things that are currently happening and could happen in the future okay that's good so the next one um discussion and consideration or approval of superintendent agreement so we're going to go into executive

156session yes all right um can we do that in like 10 minutes okay that'd be great wait we can have the discussion yeah we're gonna go yeah can we go in there no and do it in 10 minutes can we can you give me a 10 minute break oh no I'm like I think it's gonna take a little more longer than 10 minutes to have that discussion sorry I didn't I didn't understand you can have a 20 minute break no no no I might not even eat him but anyway okay do we need to move to take a break and move to go into executive we need to move to going to Texas sensor do we Okay um I'll make a motion to go into executive session I want to say at eight o'clock yeah

157okay all right you only have eight minutes it's all right all in favor all right motion carries volume to zero six minutes okay not me
