001percent you could do a six percent override if you wanted to it just depends on what it is you're trying to achieve and what the the board wants to do the capital override is 10 not 15 and it's limited to um two Capital items uh when you do it where you get the money to pay for the override is by an annual level of the secondary property tax for your taxpayers so this is why you have to go out for a vote because you're asking the the voters to allow you to exceed your limit on your RCL the revenue control limit and then you're going to pay for it with an increase in secondary property tax therefore the taxpayers have to give you uh permission to go ahead and do that when you do those

002overrides they are seven years but they're only fully funded for five years and then they're phased down in year six and seven most districts will go out for a renewal of your override in year four or year five depends on the situation in the hopes of passing before you phase it down if you get to year six let's just say you went out in year five and you didn't pass it you would have to in year six cut the amount that you're spending by a third you may turn around and pass an override in the sixth year and then you'd be back up to the full amount if you don't then in the seventh year you have to cut the remaining uh more portion of of the budget and um uh then you're you're back

003to starting over again um uh and so it's a November election only I only put that in because in the old days someone's been around long enough you could do uh these overrides multiple times throughout the year March May September uh November but they changed the law several years back and you're now Bound by a November election only Yeah question yeah so am I right in that when you have to um if you do not pass it in year six that when you cut that you have to cut exactly in the wordage of what the override was for yes because the override has to stay to what you're spending it for so if you said salaries then you would have an issue with salaries now you could theoretically if it was uh I would just

004use last year if the budget came in as a very good budget the employee may not see any difference because you just may trade out the cut with the increased money if it's Personnel then there's probably a little bit of latitude on which Personnel But ultimately if you if you put in a bunch of people there's going to have to be I'll just say cuts to personality you might in a situation reduce somebody down a little bit so if you said I'm hiring 10 people you wouldn't necessarily have to cut a third of those in one year you might take all 10 of them and say we're going to move you from a full-time employee to a three-quarter employee if you make up the monetary difference then you're still going to be okay because you

005met the intent of what you said you were going to do with the money which is to pay for positions but you also met in this case the intent of how much money you had available so so yes you do but but there's probably a degree of latitude depending on how the override was was written if you were in a K3 which tends to be a little bit narrower you may not end up cutting anybody because you may have also put in curriculum or something like that in which case you would you would maybe cut on the curricular area and not necessarily in the people areas so it depends on M O for curriculum for the K3 give you a little bit more latitude not not them and override but the K3 gives you a

006little more latitude okay okay right right it cannot exceed the five percent and it didn't used to be there they've added that since and if you want the uh the the specific language statutory language it's 15 481 and 15 482. for this is just to give some perspective in this District I just threw the unification election in there in 06 it doesn't really fit anywhere but you can see that in that same time frame frame we did pass an override at 10 but then we failed it in 11 and 12 and therefore we had to reduce whatever was purchased with that override had to be reduced because the renewals failed um and uh the the pattern is important because um as a general rule in this part I'll just say Pinal County in this part

007of Pinal County overrides have not tended to do very well bonds a little bit more mixed but overrides have not tended to do well for probably 20 close to 20 years we're seeing some of that same situation starting to bleed over into some districts more on the bonds right now the Neil rides but that had been successful for a number of years QC and Higley last year had problems so just doing their bond right they were doing the bond yeah but but so I don't know if that's a one-off or if it's Trend data I think right qc's going for and over uh has to renew their override this year next year and I think higley's in a similar situation so we'll see if this is a more permanent thing or just the one-off depending

008on on what's taking place right with the bonds so you got Capital bonds again in the case of bonds it's like a loan you once you get the authorization to sell the bond you're actually selling the bond on the open market and the dollars that you raise allow you to do the construction or the renovation whatever you're planning to do purchase of land or Vehicles technology and then you pay off the debt services on the bond um through the secondary tax rate so again you're going to need voter approval for that you must spend the bond Revenue within the six year period so it's not like I can we can pass a bond and then just just sit on it once you sell the bonds sometimes they'll sell them in phases so you may not

009sell the entire amount in one Fell Swoop because you can't build things fast enough you got districts out there with with hundreds of millions of dollars in bonds and so the sale of the bond may be uh delayed over time but once you sell it you have to use it within uh uh six years you also have the issue of the payback period most of them around 15 to 20 years but technically you got the one to twenty years depending again what you're going out for what type of type of District you are you might go out for a little Bond and therefore you might choose to to pay it off a little bit quicker you can see that and again for perspective the district itself over time has been very successful with bonds going

010back to the 60s again obviously the world was a little bit different in the 60s at twelve thousand dollars twelve thousand uh but even going to 87 where you only spent 285 000 um now you're not talking about Lots two classrooms restrooms couple storage rooms and lock areas so it's not a ton but 285 um probably wouldn't get one of those things done this year you know nowadays so um but so you're going all the way into you had one failure in oh six or excuse me in 15 but you came back in 16 and and if there's errors in here I was trying to do the best I could with with what we what we could uh what I could find but you're seeing that an 06 you had 48 000 and then you're

011going to go 40 and or 48 million excuse me then 40 million and 15 and that was reduced a little bit in 16. Shelley you probably know more of the particulars I'm just going off of the data that was there but again has been successful um the one thing you have to worry about if you're not increasing Your Capacity your secondary tax rate and assessment there's only so much you can only do 10 so if you have 10 out there issued in bonds you may not have any capacity to go out for a bond until you pay down your debt Services enough that you now have capacity to go out for a bond um I we have some capacity and obviously if if you bring in a bunch of homes and we go through uh

012you know not only homes but if when LG comes in that's going to increase our secondary assess valuation through the roof and so you could sit and go ahead and pass a bond it would cost very limited amount to the taxpayer because in essence The Lion's Share of uh of your tax rate is going to be picked up by LG and some of the other um commercial spaces that will probably be coming in so in the future and that's where you get high wealth districts in terms of secondary assess valuation pass bonds left right and Center because the overall hit to the taxpayer is nominal at best if you go up to Sedona and you see some of the facilities they have on a high school that quite frankly is losing kids so fast they

013may have to close it down they have state of the art facilities left right and Center because the tax rate is such that every time they pass the bond it was it was two cents on every 100 for the taxpayers so it was no big deal but if you're in a in a smaller Community uh the tax burden is picked up by the taxpayers more than commercials especially out here as an example until we had commercial you're picking it up by basically your your homeowners once commercial comes in that will change so that may change for our district in the next decade once you start to see like I say if LG's coming in and their their plant is now worth 5.5 billion you just change the set us valuation something significantly out here so

014just a couple things just to see what the upcoming elections are I put in obviously if you have presidential or governor election it creates a definition I'll get to that in a second but I will put in in 2025 right now is prop 123ns so there's a fiscal cliff coming in in January of 2025 and so that that may may have people take a look at whether you want to do an override or not do an override to offset the loss of the 123 and help me out Julian what the number is on 123 how much we get roughly right so it's it's it's decent amount of money that comes in off off prop one two three um just a quick timeline this varies a little bit from hold on hold on just one two

015three is that like yeah it's limited and has to go to teachers uh it's a little bit broader than the old definition of just teachers but it's it's limited in where you can put it okay um and it was passed uh during ducey's Administration I can't remember the exact year but it was scheduled to Sunset 25. now my guess is they will come up with a solution just like with 301 to not Sunset it but given the Dynamics in the politics there's no guarantee that's going to happen and so therefore you run the risk in 25 of having to cut salaries or cut positions because you just lost 285 or 290 000 and so so I just put that up as as a general reminder as we look out and say hey we don't want

016to do anything this year we'll get to some conversation about 24 well we don't do it 25 well then do we should we do it 20 or 24 should we do it 25 so those are some of the conversations that we just have to have and decide what we want to do just to give your perspective because there are some timelines if you guys decide to go out for one we would have to call it at the next board meeting January excuse me June 14th because we have to notify uh Pinal County that by early July that we're going for the election uh then there's a whole bunch of steps to go ahead and get Pro con statements and and statements of writing up we're trying to do so this is very simplistic in what

017your deadlines are but there's there's a number of different steps they'll have to take place there'll be resolutions that the board will have to to vote on and so all that in line for an end of September where you mail it mail the voter packets out and then you get uh voter registration and and early ballots out and election on whatever it is the second Tuesday after the first Monday in November so you got a pretty squeeze timeline and again in the old days you can come back in March or may but not anymore you you're bound by only November statutorily and so if you decide not to go out for it no big deal but then the conversation is uh we don't do anything until 24. and so some of the topics and then

018we can start talking about and I just there may be more than this but those are the ones that come up we've had lots of conversations about salary and the reality is everybody to the west of us is on a 15 mno there's an impossibility for us to remain competitive in all sorts of salaries we can dump more money into one employee group at the expense of another employee group to try to make them more competitive but that second employee group will be less competitive with neighboring districts so if you want to try and take care of of teachers that's fine but then there's going to be a problem with with classified staff if you want to take care of classified staff because we're losing bus drivers Etc that's fine but then you limit your

019funds that you need to go ahead and take care of your teachers and and the the reality is we can get creative we can squeeze we can make adjustments but there's no way we can continue to make up the ground with those districts to the west of us so that's that's a reality and that would be the rationale for a conversation um when do you hold this is it here in 23 uh there used to be you would do it uh in an off year because less people would come out you had a better chance to pass um sometimes they're saying no because in off year the people nowadays that come out tend to just be the high efficacy voters and if they don't like K-12 then you have a tougher time so if you

020go on a regular ballot more people come out therefore you have a better chance those people that might be favorable to to voting for it would come out problematic for 24 is with everything going on if you if you I'll just keep it simple if you have a trump Biden ticket that's going against each other uh it's going to be a crazy turbulent election section or a session and then you're going to have lots and lots of people participate that may be beneficial that may not be beneficial if you're not strong proponents of public education then it's probably hurt you a little bit in that situation talked about out here we've had trouble with overrides bondsmen a little bit better but I'll just say historically around this part of the valley uh it's been a

021bit of a struggle uh the further out you get I don't think AJ's passed their overrides and so six nor have I believe they passed the bond since about five or six four five or six I know Florence hasn't gone out the last couple years because they've failed two or three in a row and then our bigger issues too is traditionally you've got 75 percent of all communities yeah people in communities that aren't part of our system so you're counting on the notion that if our employees would just get out and vote it would pass is really a fallacy it's about the people that don't have anything to do with with the district coming out vote our problem is compounded by 50 of the family so of the 25 percent of families that have kids

022we have over half of those families that are not in our system so now you're going to someone and asking someone to go ahead and increase their tax base or their their tax rate for right for a school that they they go to a legacy or they go to Ala or they go to wherever doesn't mean it can't be done in some cases people will vote for it but obviously it's a unique challenge here in comparison to some other places so I know I've talked quickly I want to leave time for conversation and so really we're at the point of what is the discussion about um what are questions and then more importantly what is this discussion about the notion of the notion of coming or moving forward uh with with some action again uh

023I just we can't make this is not a action item but the discussion could be based on whatever we want to think about going out a year from now we need to do some research or the discussion could be in order for us to stay competitive what the heck let's go take a swing of the fences and let's go this year it will be different to go this year just because you need to have a pack in place so some of you may say so why are you bringing this to me if it's going to be difficult this year because I want people to understand that the notion of trying to remain competitive is getting to almost impossible and so we can't keep having people have an expectation you know everybody's upset because somebody down

024the street is paying more for bus drivers or for custodians for teachers or for administrators you're right and and without a bond excuse me without an override that's not going to change if we're saying we're not going to go out until 24 that's okay but the next budget cycle we'll talk a little bit about the budget in my report probably going to be a little bit tougher of a budget cycle in the state for a lot of different reasons I would anticipate that there's going to be a plethora of money coming in that somehow gives us an opportunity to close the gap with those of us those districts that are to the west of us and so that's why I'm bringing it Forward just so we're all very crystal clear that if we decide to

025go to 24 or 25 or that's direction to research that cool but it will have an impact on next year's budget with that and and then we just have to understand that and then move forward the best we can so open up for questions discussion comments or whatever we need to to just talk about a little bit more when's the last time that we did um a survey on I thought we had a we put out a feeler at some point right we put out a feeler right before um we I think we went with um went with Paul bence who's with high high ground and we got the data if I remember correctly decemberish or January pre-covered and then when we got the information back from them they did the I think they did

026the their calling survey in in that time frame and they got came back to us uh it was okay favorable if I remember correctly I think their cutoff is 60 62 percent and based on the way they were the question they felt like we were in a position that at least we uh we should consider it whether we decided to go out for or not but then when covet hit and then when we had some of the concerns relative to the start of the school year uh that one went by the wayside and so we never put it out if if the decision excuse me if the decision were to push out for another year let's just say then I would come back to you probably again November December to go ahead and go back

027out to do another another analysis of um of where the where the public how the public feels about uh voting in in this area so so that would be part of it you guys have any questions um so if you were to say I think this is a good idea for this November what what your what would be your recommendation you know I from a budgeting standpoint I think it's a good idea because we're just struggling so hard to keep up from a practical situation that makes it a little more difficult because that we don't have a pack in place we would have to go ahead and move quickly to get everything for the June 4th uh board meeting and then the question is what do we really need to raise from the pack to

028get the word out and we just did a survey of our staff and I don't remember the numbers but those people that in our staff that live in in our in the community is less than 50 percent uh it might be 45.55 so it's not tremendously less but but so that alone creates its own set of issues because we don't even have a majority of our our staff that's there now that's going to not change by next year I think that there so why would you bring it for the 23 if there's concerns because the prevailing feeling is that 24 is going to be very very difficult because of the politics that are happening in our country right now so then that means you're all the way out to 25. and again that's okay but

029that back to the point of that does mean we have a couple years where it's going to be uh probably a little bit tighter so um I would hesitantly say let's give it a shot my other concern though to be honest I watched it uh quite frankly when I was in AJ if you start the snowball rolling downhill and it's not a positive snowball it starts to gain Steam and you fail at one time and then you fail it a second time and then you fail at a third time that's happened in Florence um several years now and that's why they haven't gone out the last couple years so and I don't want to sound wishy-washy and that's why I want to get your perspective too because it's not going to be an easy it's

030going to be a tough Hill to climb if we do it in 23. there are some districts that still believe in 24 it's okay but I am reading stuff that says there's people concerned uh 24 would obviously give us more time but we run the risk of a large number of Voters coming out just by the nature of the presidential election and that again for some districts their belief is that will help them and they're all for it others are saying ooh that's a bad idea so it just just depends there's so many things happening right now politically with some things even this week that that that everything could change in that political climate for the presidential election by by next year so what is on the 23rd is there anything else that's going out

031on a ballot or are we going to be it um I'll say for the most part we're going to be at there may be I don't know I have not seen it if other school districts you know are planning on going out I'm going to guess AJ's not to my knowledge I don't believe Florence is so so you're going to have a a very limited uh number of ballot issues in in 23 so that's the other issue that I didn't put up with them we're responsible for the The Lion's Share of the um of the ballot piece do you even know how much that is um I want to say when I was up in a Payson you were running in a at a 30 or 40 000 clip right um and so I'm guessing

032down here the other issue that's out there there was a report that just came out I think this weekend or maybe this week that of some of the problems that Pinal County had with their elections and it was a pretty blistering report and so you're running six months after a pretty blistering report about problems with the way they handled the last election so so it can go a couple different ways to be totally honest I think the whole state did um so um I just noticed that like being throughout the years that our community was very when we were out talking to people it was like they wanted it to be specific on what was where the money was going they just didn't think that they're they didn't want to just give money to to

033whatever you wanted to do with it does that make sense they wanted to be specific that's how the we got the bond pass for the pack because they knew exactly where it was going it was going for buses that were on the side of the road all over there it was going for technology so I think parents were on board the community was on board with that so I think that we had to be strategic into making sure that like our community knows exactly where their dollars are going right they're pretty sensitive about that and again if you we have to differentiate between Bond and overriding right um You can do that you have to be specific in both but obviously the bond is saying I'm going to do this this and that to the

034to my buildings um or I'm going to build a new building or whatever where's the the override obviously becomes an issue because of salaries and even if you're specific in where the salaries are and even if you go ahead because you have to and go ahead and do your report annually about where they go there's still a perception out there that oh it just went to and it didn't go to it got siphoned off type of thing uh the other issue was you know six and six the growth was coming and there were no charters right and so when it passed the kids only had one place to go in 11 and 12 you started to see the charters out here and so where the kids could go started to change radically different and therefore

035that's the more problematic issue right here right now is 57 percent of those families uh do not have kids in our system uh that may change a little bit over the next decade but I don't think you're going to also have you know 85 percent of the kids in the area going going to our schools that's just not Statewide you're lucky and you're on your best school districts only have 75 percent of their kids in the district there's no school district in the state of Arizona with more than 75 percent of the kids living in their districts attending the the those schools their schools My worry is that they're I understand what you're saying about the budget issues and I totally agree with you my worry is that that those four months really you don't

036even have four months because those those early ballots go out in September and if they don't know aren't educated in exactly what it's for that's going to be doesn't be difficult no it is because you're right your election your election is effectively over October 1st uh then the majority of people that that get early ballots turn it back in within the first week so those people that are going to go Beat the Streets the month of October like the old style was in many ways the election's already over and so so you really have to do something between August and September if you want to have um uh success and so again if we say we think we want to move forward with um 24 that's okay gives us more time but at least we

037want to have the conversation even if you say go 25 or bring it back uh next January and we can talk about 24 versus 25 that's okay but we just need to get direction and again also understand the impact when we say no just because um uh and there's nothing wrong with that trust me but but it but when we start having budget discussions which is what we're in the middle of right now we just need to understand that that it's getting harder and harder to squeeze dollars and dollars out I will tell you right now you'll get the confidence of the surveys that we've done you'll get all that information but pay in compensation is is very low rated by our employees and so so there's a thing here that says you're not paying

038us well enough but absent us doing this over here that's not going to change so we just have to recognize that not only the board and administration but also employees that absent this piece over here that you can wish one hope and pray all you want but it ain't going to happen without an override and so that becomes part of that conversation in part to also let the public understand what that means and so parents you can be upset with what our pay scale is but the everybody to the west of us is on the 15 plus and if I had 15 extra Julie can we do anything with 15 more money yeah and so we could go ahead and become more much more competitive and so we just have to recognize that if we're

039going to push it out to 24 or 25 and and that's okay I just want to make sure we're all having ongoing conversations about it so I think it'd be oh go ahead I think it'd be helpful to see uh you know what what will it cost to get it back going what what do we think we need to raise um what so the pack we can't do anything with that um no I know that but I'm saying you know who would who would we get to lead that who do we get to run it you know who their because there are Consultants out there you know how much would it cost I would like to see you know if we were to do this what what's the cost of the district and what would

040they recommend and all that kind of yeah I don't I I will suggest that the cost will be but I'll get I'll get the particulars but based on what's been done in other districts I've been in I'm guessing we would probably need to raise in in the in the range of 40 to 50 000. that'll be hard I know that in a bond is easier to raise money just because those Builders have a vested interest right and an mno it's not as easy right so I yeah no but I can get you that number I'll make some calls and I'll share that information do you want do you wanna do you want this on the board agenda for June with those numbers and yeah I mean I think we should Vote or what or decide

041make a decision then well I I wouldn't want to make a decision without real numbers in front of me but I think it would be important to look at it and I would say that even if we don't pass it for this one we could we would know you know hey this is what it's going to be and if we wanted to really prepare for 2024 I think that'd be helpful okay so I think yeah you know I I would just like to see that okay Jason I'm just thinking of the amount of time to educate the voters let me mention that is a 20 2023 enough time for us to educate the people that we relying on to pass it we had two months we have two months it doesn't seem like enough time

042to I mean if they don't if they're not educated then right how can we be hopeful that it would pass versus right we'd have a better chance of passing if we beat the pavement and had a chance to talk to people and and the actual people that lived in the district were excited about the bond or the which whichever direction we're going and then I mean I think if there was I think at the next board meeting if we had numbers and and like a plan of like how it could work within two months I mean I I would it does seem quick um but in all reality it only takes one person I mean you just need to talk about it once right like to somebody and they know I I just I'd like

043to see the plan of action and if it's plausible okay what do you think yeah I would like to you know certainly see it I think as far as letting people know it is a short timeline but I would say I think there's enough time but is that where social media can be maybe a asset to us and yeah it'd be social media between June just getting the posters the Billboards out like that takes a long time too like to get them printed and get them put up and you have to pay somebody to put them up you have to you you have to meet somebody in a parking lot to pick them up and so anyway um yeah I would like I I'm I'm not opposed to it I would like to see that

044yeah your timeline what we think how we how how how you can make it work within those those parameters I'm not opposed to it but I don't want to do it halfway right either and then us fail right because you're right then if it fails once the next time is more than likely going to fail to right so well let me let me do some work on it and come back um depending on what we find out there may be some things that I come back and tell you that that here's you know here's the information but I'm going to make the recommendation that we not go out for it or not so not even put it on the agenda but let me do let me find a few numbers I just want to get

045a feel for the board because I'm not going to do all this if you guys are saying like 23s way way too short let's do 24 and then then it's a different plan if 24 is out there then it's a different planet if it's 23 and so so but let me work together with the plan I'll talk to some of the people I know that have worked on these numbers and a few things like that and then I'll bring something back in June we'll see exactly what it is based on what I find out I'm not I'm not a hard no so right okay yeah no that's and that's why this discussion is to see and it's really just coming up as a result of the budget and some of the concerns and issues out

046of the budget so so it's not a problem okay okay all right so we'll take our recess about a 10 minute break yeah okay thank you a regular session at six o'clock um so I need approval we're going to have to do these oh well fine we'll do the pledge now are you guys ready okay so we're gonna need to do these um separately so I need approval for the meeting minutes for our special board meeting March 29 2023. I moved to approve the board meeting minutes for the special board meeting as presented a second all in favor aye three to zero I'll make I need a motion for uh approval of meeting minutes regular boarding meeting March 1st 2023. I moved to abort to approve the minutes for the March 1st regular board meeting

047minutes second all in favor aye aye aye carries um I'll need a motion for approval of minutes regular board meeting April 12 2023. I moved to approve the board meeting minutes for the April 12th regular board meeting a second all right motion carries three to zero so we have current events um so a superintendent report thank you madam president a couple different things and actually one's not up there but I'll bring you up to speed today the state budget was passed out of the house last night was passed out of the Senate 17.9 billion dollar budget I believe is what the what the number is although there's a lot of conversation about esas and capping esas which are vouchers for students to go ahead and go to private schools or home school there was no

048cap on the esa's the votes weren't there it's actually very simple math down at the legislature if you have 31 and you have 16 you win if you have less than 31 you have less than 16 you're not winning and that's just the way it is right now there's 31 Republicans and 16 Republicans in the house in the Senate therefore they're in favor of vouchers and so there wasn't going to be a lot of action on the voucher despite some of the rhetoric you may see in the papers but overall the budget still came out pretty good for us on a normal year we would have gotten a two percent increased tour and that's what we built the budget so the the budget recommendations we gave you at the last board meeting was based on

049the two percent increase to uh to our mno and actually by the time everything got said and done it's actually 2.93 percent depending on how you calculate it and we won't know the process will be they will transfer it to the governor tomorrow and then she'll have however many days it's I think it's five days to sign she'll sign you know right away because it's a bipartisan budget then Ade will get us out the forms for next year's budget that we have to have adopted by you guys by early July and so when we get those forms we'll know the numbers for sure but we would anticipate that the addition uh the addition of the of some of those dollars uh could be in there in the range of an additional eight hundred thousand dollars

050so is that for salaries it's Ramin oh it can go for salaries now it covers I'll talk about what we plan to do with it but it covers we we know that the increased raise or the total cost is 800 000 dollars The increased raise was six hundred thousand dollars so it gives us two hundred thousand dollars extra so so there's an eight hundred thousand dollar total it might be a little bit higher but but already spoken for the proposed raises to all the staff members is uh six hundred thousand dollars so about a two hundred thousand thousand dollar extra I'll talk about a couple other things then we'll come back to that that piece um they also went ahead and increased District additional assistance which is basically Capital items in that particular situation they

051don't apply inflation to it but inflation would have been 10 million dollars Statewide had they put it to the inflation number they actually gave 20 million dollars so it's a little over four percent increase uh to your to your numbers that will go into our daa which are capital items and so we would anticipate approximately an initial 200 000 there also and so now we start to have a conversation about what needs to be done and not done the bigger one that was out there was that um they gave us a one-time funding only for districts of 300 million dollars um again that could be somewhere between 800 000 and a million for us but it's one-time money so you wouldn't automatically put it into salaries because you can't cover the salaries the next year

052with the money so we will have to sit down and talk about our initial anticipation is to be a little bit cautious with it primarily because we don't know what our numbers are going to be next in July and if we're down numbers again uh not spending some of that money will help us absorb the cost the loss of ADM if we're flat or increasing in numbers then we can have discussions now over the summer we'll be talking about possible options but we're probably going to go just a little bit conservative because it's so much of one-time money and we don't want to commit ourselves to something if we're in effect going to have to turn around and make some budgetary Cuts with it and the other thing that was done that's a positive is

053they did pass a one-year fix on the AL therefore we're not going to go through the drama that we've had the last two years about whether they're going to pass it or not they're by Statute allowed in the budget to go ahead and pass it for the next year that just gives us the authority to spend the money that they just allocated and we don't have to play the game of are they going to come back later in the year and actually make this vote they they made this budget contingent on the AL being passed so we can get more details I shared some stuff and if you have a quick question I can answer but I just wanted to kind of give you an idea because that's breaking as we speak the house just

054got done probably about three o'clock this afternoon that million dollars that we were allocated for a one-time fund is that it have to be spent in a certain amount of time is it like what do what what is it we're not sure in terms of time it can be allocated to either m o or Capital items um I'm assuming that that if you don't spend it you can carry it because there's an unlimited carryover so I believe we'll be able to do that but um the devil will be in the details uh it will be money that will be allocated through Arizona Department of Ed so until we actually see what it says we have an idea of the way they're going to distribute it and what's the calculation going to be but we don't

055have all the particulars that say actually this is what you can or can't do with it so once we get that we'll be able to make a better determination what to do with it okay okay a couple other things we have going on a lot of things happening this time of year didn't want to make you aware of this personalized admissions pilot that we're working with ASU Arizona Department Ed and the Helios Education Foundation they have a program where they go ahead and take a look in in June they come to the districts and they ask them for their information on the upcoming seniors and they take a look at the seniors transcripts we have to report that information to Ade anyways to the relationship with Helios is basically they take a look at it

056and it was designed to get into districts at maybe had kids that were not thinking that they were college-bound and so they worked out a relationship with ASU where they would actually based on what they're seeing within the kids transcript release a letter to the kid in September saying you've been accepted to the college the kid has to still follow through on some particulars like making sure you pass out your classes during the school year but it was designed to set those kids that maybe didn't think they could go to college to put them on that path so if they needed to look at financial aid or some of those kind of things they'd start to do it it's been so successful they're expanding it out and so we asked to be part of that

057program we will be getting more information in the future but it's just an opportunity it's now been expanded Beyond ASU to NAU and U of A and then there is some discussion of potential future expansion to our community colleges so it's just a way to let kids know or families know that maybe they were not aware that they might be able to be successful in college to go to college and if you get it to them in September then they know their senior year that maybe they can start to do the things they need to do to get scholarships or or get financial aid and those kind of things so there will be more information coming but at least want to make you aware of that in terms of student enrollment the pattern stays the

058same as it has all year long and it don't anticipate it'll change so we're still down a little bit from last year about 200 250 students uh again we can't we receive recognition for major Clarity that's part of the College and Career Readiness Platinum power uses status meaning we're typically top uh 10 percent uh our of our students are using it we have it fourth through 12th grade in the district um and major Clarity becomes important if you don't remember that they've been bought out by paper and so we have been working with both major Clarity and paper uh to go ahead and do some things with learner profiles to help our students and take some of the workload off our teachers in terms of getting kids ready for for post-secondary uh start them early

059in in third and fourth grade to at least give them the exploration and then move on up through the junior high and the high school and so uh our our staff is doing a great job to get our kids to to go ahead and use major Clarity but there'll be some additional benefits on down the road that we're still meeting with major Clarity and paper to figure out what this learner profile looks like so this is a positive a lot of Kudos go to John scroghem he's kind of spearheaded it and got out and done the training with uh with the elementaries this year because we'd already put it into middle school and high school so just overall a very good program see we also had some success for the Pinal County Community Advisory Board

060character accounts essays so we had two students three students excuse me at Harmon Place William Hill on K-2 first place and then third through fifth honorable mention for Nevada Sanchez six through eight third place for Estelle Mercedes and then at CMS we had first place in sixth through eighth grade for Caitlin Andrew and so they will be at a presentation here and next week the winners will get a read there essays so uh just a good another example of our kids doing well not only in the on the field but in the classroom we also want to thank I know I believe it was Simonton and ranch with Central Christian Church came out on the weekend of the 22nd to help fix up the schools and clean things up I know that the two principals

061were very very appreciate initiative of all the individuals that came out I believe the church came out to lots of different schools to help out so it's just a positive partnership by the school and with the district so we're appreciative of what they've done CMS is having success in their sports teams are making it to finals now this was I can't remember when Mrs Ridge gave it to me but I believe in the last week week and a half so they haven't very much success down there also there was uh going back to paper National math competition for using paper and some review of math especially as we move into testing season and CMS uh did an outstanding job to get 10 different spots from the paper competition so uh just a a good use

062of a resource that as more and more families get to understand it is an area that can help with homework and and do well and then they're also looking at their upcoming Washington DC trip uh when we get to the high school lots and lots happening on with the high school I'm not going to read every single one but the Esports team made it the state playoffs so some people may not be aware of Esports but that's gaining in popularity and we do have at the high school a couple different teams there and so uh both the varsity and junior varsity team I believe it's their year and a half chance time working with us I don't think they've had two full years but so it's it's been very very successful Fine Arts the jazz

063band had a successful State jazz festival you see the highest honors for outstanding soloists for Alex Nathan Stanton Sasser and again the Jazz combo red also was very successful combs in indoor percussion or in third place in the Arizona division which moves them up next year to a higher level the high school band earned a superior rating at the state festivals again more success for those students we had in CTE early childhood education program these students passed the national parapro Praxis certification what that means for those of you that may not know is that these kids could now get a job as a parapro in any school district in the state so it is an opportunity even though I believe four of the six are Juniors so they could we could employ them as parapros

064in our classrooms if we wanted to in sports the girls a senior tennis team I had two students Kenley Nichols and Emma Ricks make it to State and in track this past weekend it's a little bit different they had a divisional meet with a combined state meet this upcoming week Hunter Claire uh was first place 300 intermediate hurdles so division champ and then he will also compete in the 110 hurdles and Mr beech's son Mack will be competing in the 400 uh he placed there so the kids uh did an outstanding job relative to track and then for a couple upcoming events tomorrow night we've switched Mrs Loftus has switched the CHS academic night before it used to be on a Friday in the gym and they switched the night event so that's tomorrow night

065at seven if if you can make it and then we're getting down to that time of year with our activities the CCS graduation the center for Success graduation is Tuesday the 23rd 6 30 and then CHS graduation is Wednesday the 24th at seven o'clock and so invite you to both of those activities if if you can make it then the next thing we would like to do is best part of the day and we'll ask these people to come up yeah and so we try to recognize different employee groups different employee groups as they have National day week month it just depends on on the employee group and and what's happening in the um with the celebration we have right there so first we'd like to it's actually National School nurses day today um and

066so we would like to call up uh we'll call some uh our nurses up and then we'll I will read a little something about them so we would like to call up as a district nurse Wendy Cabanas not sure if they're all here uh Carolyn Iker from Combs High School Holly blazer from Harman Jessica Moffett as a district nurse and Krista Claypool as a district nurse oh um and so with the district uh or within school nurse day um the first school nurse was actually uh employed on October 1st 1902. her name was Linda Richards she was employed to prevent absenteeism by Consulting with kids and families regarding health care that led to the adoption of evidence-based nursing practice in the New York City schools and from that uh it has grown and and truly

067what you have with uh Nurses Day is really a thank you to some people there are any number of kids that these are a Lifeline for them every single day there are kids that need that Connecting Point or may have health issues where they have to come into the nurse every single day for help in some cases you have nurses that are doing feeding for kids that are tube fed you have cases where nurses are given dispensing medication every single day for kids that need it and so they just provide a valuable valuable service they're there if somebody happens to get hurt on our campuses and so we can't thank them enough for all they do for all of our kids so thank you so very much [Applause] on uh Friday last Friday was the

06811th annual uh school lunch hero day so we want to recognize some of our the individuals from our Nutrition department and then I'll say a few words about them from CMS Rocky Stevens from the high school Martha meloda from Harman Victoria Garcia from Ellsworth Michaela favor from Simonton Kerry Ian color [Applause] from CTA Jan tisnatto [Applause] from Ranch Maxima Flores and from the district darcene kishba again this is another group of individuals that do an amazing job every single day and for some many of our kids not only in our district but across the country this is the only meals they get every single day breakfast and lunch and so the cafeteria and the job that these people do for some of our kids is is quite frankly life-saving it gives them a warm meal

069twice a day and they do it with love for kids go out of the way to make a difference I know there's lots of comments about school lunch but I've eaten in a lot of districts and let me tell you what the food is good food and the kids appreciate it and again it's just one more way for all the quiet people behind the scenes that make a tremendous difference in our district every single day making a positive difference and so we thank you so very much for all that you do for our kids it is very well I very much appreciated for all all of you so thank you I like the shirts good job on the shirts now the last group we have this is uh there's two parts to it it's actually

070um the month of May and first week is Teacher Appreciation week but there's also Teacher Appreciation Day usually the two fall within the same week but this year just goes away the calendar Falls actually teach appreciation day it was last week and the teacher appreciation week is this week we have recognized our teachers to several different ways including with our staff excellence awards and a number of others but what we wanted to do was something a little special for them this week and this is just a a short video we're going to play for any second but it's a way for um students and parents to just truly say thank you and we did this for all of our teachers and we ended up gonna make sure I got all the right data we ended

071up having 100 264 different submissions from parents and students that celebrated 109 different teachers across our site we'll show you we uh I think there's a proud mom up here but someone's daughter Sarah Hargis helped us with this and it was to make a little video from each of our schools that is the notes that were written to the teachers by the parents and or the kids and although this is I think a two two three minute video we actually have a video for every single one of our schools because we had enough recognition from all of our schools that we're able to do recognition for each of the schools it's on our website and then we also are going to take each of the slides and the pictures of what the kids or parents

072wrote to the teachers and we will give each of the teachers a copy of what was written and it's it's again it's that little special thought that says thank you for what you do you make a positive difference in my life and this is how you make a positive difference in your life so we like to show this video and then go from there foreign [Applause] sometimes a written note from a parent or a child goes far great far farther than anything else she can do for anyone and that's why we moved with this um plan this year and thanks to Kayla for her work in coming up with the idea and a way just to thank all of our teachers for the job they they do again many times they don't hear the thanks

073but this is something they can take with them no matter how long they teach no matter where they teach and so it has been shared on social media we'll continue to be shared and it's just our way to say thank you to all of our teachers during teacher appreciation what's that so the next group and when we need and we also have Mr Dr de blissis can you help Mr Beach we got little things to give them this time of year we also have an opportunity to recognize those individuals that have decided to retire and I'll call them up and then say a couple words about them but we do have some individuals that have been with us that are retiring this is the amount of time they've been with us in some of these

074cases like the very first individual the career is a 40-year career just so happens they've only worked for us for six years so in many cases they're they're much longer than what's going to be read here but with six years in the district Dr Sherry Dukes [Applause] you can stay up here we'll get a picture yeah with seven years in the district Dorsey Meadow [Applause] with eight years in the district Stephen Jackson nope and also with eight years Allison Jackson bus drivers for us with eight years in the district Gail Brimley [Applause] and the one that's been here the longest was 17 years in District Mr Aaron Irwin and truly um this is just a small token for us to say thank you uh and like I say many of those people have been working

075for much longer than what we have here in our district but in every single case they've made a positive difference in the lives of children their entire life this is a calling they say the windows to the eyes of the solar and the heart and when you look in the heart of a teacher you just see one big huge heart that makes sure that there's a difference in the life of a kid and that's what they've done throughout their career and so although they're moving on to other endeavors truly we're not in we're indebted not only for what you've done for our kids but what you've done for kids throughout your entire career you've passed on a legacy and you've given a love of learning for those kids that not everybody can do it there's

076an art to teaching there's a lot of people to think they can teach and then those that know they can teach you can teach and you made a tremendous difference in the lives of kids and so truly from the bottom of my heart I've been doing this for 38 years I'm lucky enough that I get to work with people like you every single year so thank you for all you've done and the difference you made in the lives of kids you're a tremendous group of people thank you we're now on to uh students of the month yep you have to do this too there we go Madam president board members Dr Wyman and of course all of our guests good to see you all it's always my pleasure to introduce our student of the month

082anything for governing board remarks um I would just like to say that we did Bob and I did go to the staff Excellence award um it was very nice I think that um it's it'll be great going Bill be pretty well attended in the future too uh but yeah it was it was a pretty nice evening so you guys should come um okay do we have any public comments no we do not so um in the consent agenda I'm gonna pull um an 8.12 I'm gonna pull um one two and three out because those are 9.1 9.2 and 9.3 so okay so um you're going to go ahead and make that motion Mr Ray yeah so I moved to approve um the consent agenda as presented pulling items one two and three as they are

083also on 9.19.2 and 9.3 right okay all right all in favor aye aye motion carries three to zero so there we go um we'll go to 9.1 then okay um as we just got done uh recognizing Dr Dukes for her upcoming retirement so we're in the phase of now doing a replacement so there was a process to take place in in the district um in terms of uh posting for the position the district received 15 applicants and then six individuals were selected for first round interviews interviews one of those uh was internal and five were external and there was the committee's uh in the back in the backup there was interviews conducted and then the second round of interviews with three finalists and we are proud to present to you as the new uh director

084of student services Miss Jennifer Corey so if Jennifer wants to come up and say a few words she's more than welcome to come up and just say a few words introduce yourself [Applause] good evening nice to meet you um I just want to say thank you this is a tremendous opportunity and um I'm really honored I can never fill the shoes of Sherry and I know that um but what I do pledge is that I will come and serve the students and the staff and the community and continue her mission in the foundation and the structure that she has set into place and I'm just very honored thank you thank you yeah we did get on backwards but it's okay okay so I'm gonna make a motion right you want to want them I moved

085to approve Mr Jennifer Corey has a new directors director of student services as presented a second all right I 9.2 discussion and consideration or approval of the new coordinator of teaching and learning um Dr Wyman do you have anything to add we will have Dr Fountain come up and make a quick introduction first I moved to approved NCD app Scott as a new coordinator of teaching and learning as presented okay all in favor aye aye motion carries 3-0 Dr fountain come on up we'll keep it short and sweet but first of all thanks for uh approving this hire we did go through an extensive process in searching for this position and I just want to remind the board and the community that as was as was previously discussed when we were proposing this position one

086of Nancy's biggest roles will be supporting teachers who are new to education and new to jio Combs we really feel like that's an area that we could use that additional support for and so that's going to be a huge Focus for her and she has a great background in K-12 education throughout the East Valley and I know it's just going to be a great asset to our district so I guess we'll follow the same procedure and let her come up and say hello [Applause] he's much taller than I am Madam president members of the board Dr Wyman in the community I would like to express my heartfelt thanks and honor and it is an honor to be given this opportunity to work with this amazing team as someone who's deeply passionate about education and its

087transformative power I'm thrilled to be able to serve the community in this role and I'm eager to bring my skills experience and enthusiasm to this position thank you so much thank you thank you [Applause] 0.3 discussion consideration of approval of the new coordinator in professional development so um Stephen you want to make a motion I move to approve Christine Murphy as new coordinator of professional development as presented my second all in favor hi hi motion carries through to zero Dr Wyman turn it back over to Dr fountain all right one more time I'll go Nancy height um so thank you for approving this position as well um this position is directly related to much like the very first one on Arjun today uh to dorsey's retirement um also very big shoes to fill but when

088we went through the process and I think the statistics are up there but we had somewhere in the ballpark between these two positions of right around 35 to 38 applicants total we did multiple rounds of interviews sorting through those so it was quite an extensive process um some really exciting interests in our in our school district and our community um through that process for this position Miss Murphy Rose to the top is a really nice balance of understanding the work that was done and having a solid vision for what the future may look like and reimagining some of those pieces and so we're glad to have her in this position and remaining with our team in this role Miss Murphy [Applause] I like the hustle I don't want to don't want to delay um so

089I'm glad someone else brought their phone because I was like how do I do this so Madam president Dr Wyman members of the board thank you for the opportunity to be here tonight uh Dorsey has led our team and it's an honor to be here today my goal in the coming year is to continue the important work of student-centered learning with a focus on rigor in the classroom in the classroom sorry pardon me our team is already working on opportunities for teachers to collaborate and plan for rigorous learning throughout the year at each of our professional learning opportunities and I look forward to working with our leadership team thank you thank you [Applause] okay 9.4 discussion consideration of the adoption of the 2223 annual expenditure budget revision number two Madam president members of the board

090Dr Wyman and remaining members of the audience action item 9.4 presents the revision number two of the annual expenditure budget for physical year 2023 Arizona revised Statute 15 904 requires the district to submit their final budget revisions for approval no later than May 15th and we must post it to the superintendent of Public Instruction by May 18th that's why we're here tonight revision number two reflects a decrease in our ADM of another 37.5567 students however we finally were given the revenue for our group we B weighed-ons for gifted and frpl which is the free and reduced priced lunches the total change to this revision increased our Revenue control limit by 146 680 which is going to give us a total mno budget for the fiscal year 2023 of 30 million 785 109 dollars page one

091of the m o budget contains or I should say page one of eight reflects the m o budget and it contains most of the changes that were made there were minor changes that occurred throughout the budget workbook updates to the various subsections in the workbook were made to align with what our FY 23 projected expenditures are however we should note that not all the changes were Financial you'll notice that on page two our district contact page has been reflected to add our newest governing board member Mr Jason Beach so he can sign tonight this final revision to the FY 23 extended your budget and will be reflective until the encumberance period fin finishes around the end of August as per ARS 15905g this is that language you love so much governing board policy dbj and

092governing board approval on July 13 2022. this revision is subject to the authorization of the expenditures of money budgeted within the mno sections of the budget for any subsection within the sections in excess of amounts specific in the budget however the total expenditures of the mno budget will not exceed the total budgeted amount for the physical year 2023. and you all look forward to that language I know are there any questions about the budget or the changes okay well with your approval tonight I will make sure that this gets loaded okay all right I moved to approve the end and adopt the 2022-2023 annual expenditure budget revision 2 as presented all right second favor I so she carries three to zero 9.5 discussion and consideration of approval of the 23-24 salary increases so this is

093just the list of individuals uh back in February we approved the initial rehire list and then in April you went ahead and uh approved the increases to uh for staff based on the projected budget so this budget item just reflects those increases that's why you're seeing a teacher or a person's name and then just the amount of increase over the budget that they already received anybody that's hired after uh your initial approval will have the four percent reflected into their overall contract so that it's not needed there the only thing I would ask we've looked this over several times but you'll note in the motion that does ask that we have the ability to make any minor Corrections if there was an error made but it should reflect for the most part the accurate increases

094for procedurally it'll go out tomorrow as a a portion in there uh in my learning plan and in front line that they'll show the increase that they have I don't know that they have to sign for it Mark now but will they'll be notified of the increase to their to their contract all right many questions sorry no I don't have any questions but thanks Steve I moved to adopt the 2022 2023-24 salary increases for All District employees as presented and Grant The District staff the ability to correct any minor errors that need to be discovered during the release of contract addenda five second all in favor aye aye discussion consideration of approval of math curriculum adoption I assume that's Dr Fountain I think he's got some others coming up to talk okay all right see

095if I can outsmart the clicker and away we go all right good evening Madam president members of the board Dr Wyman and Mr Costa we're glad to be here with you this evening to share with you uh the work that's been done for with the math adoption Committee in just a moment I'll be sharing the podium with two of our committee members um and that is Dr selvi Peeples who's currently a sixth grade teacher over at Ranch Elementary and will be their instructional coach next year and then um what's your name and then Cindy Andrew from our team as well um who serves as our math content coach and was instrumental in this process as well so just a reminder that the curriculum of course fits under the curriculum instruction and assessment department and that

096a rigorous curriculum is essential to the modern learning and our curriculum is intentionally aligned to the Arizona academic standards with clear learning outcomes focused assessments and relevant learning experiences to achieve our desired outcomes for student learning and this is the the same process in terms of those key elements that we've been looking at in our previous IT options to make sure that we have again that academic rigor aligned to standards clear learning outcomes relevant learning experiences one of the big pieces that I want to focus on and that Cindy will talk about during her part of the presentation is the level of rigor in the adopted text particularly in relation to what we currently have in place we've talked a lot over the course of this year as we've presented some of our student data

097about those elements where we feel like our students are really strong in their foundational skills but those higher rigor activities are where we're struggling this is one of the ways that we're seeking to address that is with this adoption just a reminder of the adoption schedule which you've previously seen we are working on developing and getting in place an eight-year adoption cycle so this one for 2023 being math will align with that and you'll see those numbers and that time frame later in the presentation I want to of course take a moment to recognize those members that served on our adoption committee you can see their names posted there not all these folks made it with us to the finish line but I want to recognize them because they did play a role at some

098point in time you can also see that we gave it our all to get a relatively equal distribution of different folks from different sites so that we could have many different voices at the table to be able to share what they thought were the best pieces for us to consider for our math adoption this process takes about six months to get through with all of the statutory requirements so it's quite the commitment from the committee to be a part of that we began this back in October and just finished up recently in April before bringing this presentation to tonight so I'm going to turn it over to Dr Selby peoples and she'll share with you a little bit about our process hello good evening um our first meeting was held on October 24th um and

099we got together as a committee and we set our vision for our committee our vision read as follows as a math adoption committee we will ensure teachers have tools for Success so they will have a plan to better track student data with consistency and time dedicated to meeting student needs during this meeting we also came up with a rubric and we set the criteria for what we are expecting in a good curriculum and from there on our next meeting around February 27th we in um I'm sorry hold on we were able to decide and finalize based on the rubric some of the choices that we wanted to invite over for vendor presentations um later on we were able to meet with those vendor presentations and utilize a agreed-upon criteria rubric that allowed us to narrow

100it down even further and I'll hand it over to Cindy okay so we started with a whole bunch of choices narrowed it down to six and then from there um we looked at all of the data that we had collected from reviewing the materials and listening to the vendor presentations and also introduced cost for the first time so up to this point we had asked the teachers just look at the resource just choose the best materials and resources for teachers and students and so from all of that data we narrowed it down to these three finalists and these are the three vendors that have been on display in the boardroom here and we also created the digital access and both people who came in person to review as well as the digital access all submitted

101their feedback through the same form so all of that came in to the same spreadsheet we had 24 responses as of this afternoon still to our public review the majority of those are teachers so our committee members went back and encouraged the teachers on their sites hey go check those out give your input um there's a mix of both Elementary and secondary responses in there and we did have one parent that reviewed all three of the finalists so we had three responses from a parent I know there have been other public people from the community but they didn't submit a response through the form so I don't know their thoughts only that they came and reviewed uh some of the in addition to giving a score using the rubric they had the opportunity to give

102written feedback and so some of their comments on each of the three different vendors were kind of revealed that they were looking at what kind of supports will students have when they're not in the classroom what kind of supports will teachers have to offer that differentiation how soon did they introduce the different Logistics of the standard does it align so there were really good things that people were looking at and commenting on um but above and beyond Envision kept rising to the top most people chose to review that it had the highest score and it had a lot of positive feedback including from people who have used it in other districts and then have joined our district in the past year or two so uh we met one more time on the 24th of April

103and we looked at all of the data including the public review data and um felt like the resource that kept coming to the top was enVision Math the nice piece of this is that it does offer that K-12 Continuum so we'll have a consistent resource across all of our grade levels um we also looked at Ed reports to see what does an outside Source say about this and there are three different levels of review that resources go through and so the first one is looking at focus and coherence and if the resource passes that then they move on to the second Gateway which is looking at rigor and mathematical practices and then the final Gateway is okay so if it's a quality resource how usable is it um and so in looking at Envision at

104the K through two it has really high ratings in all three of those gateways and then we looked at okay what if what if all resources that are out there look really good well this is the one that we have right now so in comparison you can see that there is that focus and coherence at those early grades but it's lacking that rigor and more specifically the mathematical practices so um we were happy to see that that is something that is solid in this new resource that those things are built in um and the teachers aren't going to have to go do extra work to look for those pieces um same thing holds true for the third through fifth grade and again our current resource is lacking in some of those areas um it's even

105bigger at sixth through eighth grade that we see that um where we know that our resource is really lacking in that rigor and then our high school resource didn't get past the first gateway um I don't think that it's a bad resource but it is lacking that next step of having students create some of their own understanding it's a little bit more driven for students and so the the shift to more student-centered and inquiry is going to be a nice shift in order to make sure that we're meeting the expectations of the standards so with all excuse me with all of that information in mind what we are bringing to you tonight is a request for approval uh to move forward with the enVision Math adoption this would be an eight-year adoption at a total

106cost of 778.84 if I did my math correctly that would be 89 472 as a yearly average I put up there for you the average cost for the ELA adoption just so you can see that this is on par if not actually a little bit cheaper than that so this is about what we would expect we're finding that as we did with the extension you previously approved with the science adoption for eight years we're finding that that eight year piece is is giving us some nice cost savings so that's good for us and gives us enough time to work on it this is I would say the the mid-level adoption of the resource we did not go with the cheapest option we are getting some additional pieces with this um we had some feedback from

107the previous adoption with science that there were some components teachers really wanted to make sure they had one of them you'll see up there the teachers always like to have is that hard copy teacher edition so that is included as part of this they also get worksheet Masters so the kids get the the consumable piece to work through and then we purchased at the high school level student editions as a classroom set not student books to go home but student editions as a classroom set everything else is digital courseware so that it can stay updated over that time in addition to that I just want to point out that we do have some supplemental resources that we utilize as with any core adoption there's always some pieces we want to make sure we fill in

108there's also always a desire to have those outside entities that help us verify that our Core Curriculum is being effective you know sort of that idea that when you assess your students you want to make sure that it's not the same company that the core adoption comes from because of course they're going to tell you that their product is working really well so it's nice to have that outside entity these are some of the um some of the supplemental resources that we are already using ST Math DreamBox learning Delta math and then we do utilize an alternative geometry curriculum and so I just want you to be aware of that that part of what we would be approving is the core adoption but we will continue moving forward with these supplemental resources that we currently

109use as well any questions so I guess my question is explain to me the average yearly cost and how that works so I'm assuming we don't pay the full now we we pay the we pay the cost up front um so would they they get the the 715 I just put up there the average yearly cost so that we can see how that breaks down over time um it is it is an upfront cost and we're using we're using esser's money that's going to run out anyway so it's it's positive for us to be able to expend that money while it's available to us and then have that eight-year support in place thank you great presentation it was very thorough thank you I appreciate that of course any other questions all right I moved to

110approve the math curriculum um do I need to say it enVision Math as presented a second all in favor aye motion carries three to zero okay 9.7 discussion consideration of the Arizona State Board Association asba delegate assembly political agenda submission so if you go down to and click on the open that up so these are the I assume these are the one two three four five six things that they that they feel that they're the six major areas that over historically um for both for for political agendas have been uh areas of focus within um Within asba are we supposed to pick like specific things from each one section or they just yeah we did that last time right they just said you have to do your top five priorities I would keep them at

111the higher level because I get down into the specificity and I think you know as well as anybody about the um the delegate assembly at what level they get with the delegate assembly sometimes someone might want to I'm just going to let me say I got to take a look at this you might have put um on one of your uh top areas someone might have said that they they want a total area just for anti-voucher as an example and so you might say our top four are these and then we would like to request uh fallout movement on vouchers but I would stay at the high level because even within the voucher movement there may be maybe levels underneath that that you may take as a possible agenda item uh once the session goes

112in next year all right so we are to reaffirm our top five of these six all right so how about we remove the one that we think is least and then we go from there yeah well probably not I mean that's not even I don't think we it doesn't even qualify to us right it doesn't apply to us at this point no so I say we removed that one okay and go with the rest you want to remove the one that doesn't apply to us correct okay any questions on that one nope okay so then we're good with the other all but that one okay so and then you can decide now about a delegate or actually there is time you can you can do a delegate on down the road there's a train moving

113on here I just want to give Mr Ray a chance to jump out off the tracks but there's a train moving I'm going to hit you back of it all right all right so you want to make a motion on that one all right I moved to approve the uh five areas which are all about Arizona Alba Arizona's Rural and remote schools as our top five areas that we would like to approve for our 2024 asba political agenda wait a second all in favor I I motion carries four to zero okay so um ten one we've already addressed um with Dr fountains um presentation so we're going to just go ahead and move on to 10 2. unless you want to add something Dr fountain okay you're good um all right discussion consideration or approval

114of changes to policy recommended recommendations from asba policy advisory 744-747 first reading so it's our first reading so that means we read through it and then next meeting will be our second reading and we actually take a vote on that so you have this whole time to read it over right of course yes I know you guys are gonna go home and study um so Dr Wyman is there anything that you would like to address like if anything you want to point out on this one no the one notes there's the uh 744-3746s is based on attorney Arizona attorney general for open meeting so uh because it's coming down from the attorney general we can have a philosophical conversation if we like but last time I checked a lot of Trump's philosophical conversations so uh

115there's nothing there and then the other one is just a change in law so it's a similar kind of situation to make a vote a no vote on that one so request for future agenda items anybody have anything foreign all right so I will um make a motion to adjourn second at uh 7 10. all in favor aye motion carries four to zero seven ten
