001wondering okay call the meeting to order at six o'clock I will need to I'll need a motion to adopt the agenda I move to adopt the agenda as presented second on favor aye aye motion carries five to zero it's been a while um okay we're gonna go ahead and do the pledge and afterwards I'd like you to stay standing for our um Star Spangled Banner and to the Republic for which it stands one nation under God indivisible liberty and justice oh say can you see by the dawn's early lie was so proudly we held at the twilight's last gleaming whose brought stripes and bright stars [Music] we watched were so gallantly streaming and the rockets [Music] bursting in I gave proof through the night that our flag was still there oh say does the Star-Spangled

002Banner yeah or the land of the free and the hope of the bridge good job well that was an awesome job that's a hard song to sing good job guys and wait to it way to accompany her as well uh just so you can see we have a full board today yay and we'd like to welcome Mr Beach to the uh what is this called the governing board the dice that's right all right so we are going to go to uh meeting minutes do we have any questions on the minutes if not I will take a motion I move to approve the minutes from the last meeting as presented my second all in favor aye aye motion Derek can I vote what uh then you should assume hey I'm staying because I wasn't at that

003meeting okay so I have oh right you'll have to abstain too so I have three zero two motion carries three zero two all right um let's see here current events thank you madam president um just a couple things for the board legislative session has begun the the top officials Governor secretary of state attorney general superintendent Public Instruction and Treasurer we're actually sworn in a private ceremony on January 2nd and then a public ceremony last Thursday which I think would have been like the fifth uh Governor Hobbs gave her State of the State uh uh speech on Monday uh she also I was at the East Valley breakfast with the governor this morning and essentially she gave the same uh the same state of the state speech this morning she's she's doing a bit of a

004tour on the state with with that she has to by law release her tentative budget uh this Friday please understand that the way it works is the governor releases her budget uh or in this case uh she releases her Budget on Friday the first Friday after the State of the State and then the legislature House and Senate will release their own budgets that could be upwards of a month month and a half from now and then the negotiation begins between the governor and the house and the Senate as to what the budget looks like I will say that for public education the tenor and tone of the State of the State and the the the speech this morning was very very positive to public education um she used in both both cases probably the first

005after the initial introductions and and those kind of things uh probably the first 10 minutes uh with positive conversation about public education and supporting public education in the state of Arizona and has been noted in the in the papers and some other places that that is a change in in maybe the tenor and tone that that may have been exhibited before so it was a little bit uh a little bit different uh just in comparison to my career in some of the state of the states I've heard I have submitted uh in this report the governing board dates for this spring primarily just because Miss Tucker and Mr Beecher are new and that way I know we approve it in Jan in in July and I just want to make sure everybody had the dates

006you'll note that the March 1st uh board meeting is one week earlier uh than normal we normally have them on the second uh Wednesdays and that's just because of spring break and then you will note we also modified the June board meeting because we have a retreat and so we didn't go with with a meeting on Wednesday to come back with a meeting on Monday we we pushed it back a week earlier so there was a little bit of a gap between the board meeting and the um The Border treatment part of that would just be in case there's some items that come through uh depending on how long the the there's some people that would indicate the state budget could be done in 90 days there's other people that would indicate the state budget's

007not going to get done till uh July or August so there may be some things going on so that's why we stretch that one out enrollment we are down a little bit we lost a few more kids over the break um we are seeing a lot more we're starting to take a look at these numbers in a lot more detail we're starting to see a lot more of a transient nature within our district kids moving in and out on a fairly regular basis we track the kids coming in and then we see the kids going out the overall um Trend that is in the district's uh numbers whether you do it by by side or by grade level or by cohort isn't really changing percentage-wise the numbers are changing a little bit and we're continuing

008to have an evaluation of of why we think that's happening I will note that there's a agenda item on the agenda tonight that it appears I'll say in the next um six months that there'll be some significant uh uh projects that are going to take place in our district that would would suggest that the growth is finally coming we've had a couple stops and starts but I believe the growth has finally coming based on some meetings I had prior to Christmas with with different entities so no there are a lot of projects that are starting to take off and even some new projects that were projected to be pushed out a little bit in terms of housing developments and Commercial centers so we do anticipate that that starting next year we should we should see

009some different numbers um let's see in terms of Human Resources uh we are we do start right up with job fairson so we did have a job fair today uh we probably had more people that were in the support staff um so we continue to look at support staff it was not that we had a ton of people there but but again it's something that we have to do on an ongoing basis um uh with the increase in the minimum wage as of January 1st again it makes competition both for us against other uh entities and other Industries a little bit hard because everybody's moving up uh the starting minimum wage but we continue to do as many job fairs as possible as a matter of fact the district will be taking place at the

010Ade career Expo and job fair on the February 4th Dr duplicitous will be presenting to candidates as part of the career Expo piece so in the morning there'll be a career Expo and there'll be any number of things talking about jobs and and so we Dr duplicitous have been working with ad and as part of that so that will be beneficial for us to get our name out in front for all of the the all the individuals that are looking for jobs and then we will have the table for our typical meeting of any candidates and potentially offering jobs depending on on or at least pre-screening and asking them to come out and interview with our principals so so that's a positive uh Dr plessis will be doing his presentation on how to become an

011educator and alternative Pathways to teaching which is a critical a critical issue so we we will have other job fairs besides that and we'll continue to make you aware of them but suffice it to say job fairs and trying to hire people is a full-time job it's not like in the old days where you just did it at certain times during the year it's it's a constant uh if you remember for those board members that were here last spring we had uh brought to the board uh the emergency connectivity fund grant for 700 comb Brooks we were not sure that we would receive that Grant based on initial indications there were some indications that say we might not uh just based on a number of districts across the country that are applying whether we're applying

012for that this is a Federal grant so in July we came back with you and said we still need the computers so we'll go ahead and take it out of the federal dollars for for the American Rescue plan essers and you approve that well lo and behold and that was done because we were getting more indication that said we were not going to get the money from the federal government on the emergency connectivity fund and they'll all behold right around Christmas or right before Christmas guess what we got a little present under the tree and we did in fact get the dollars from the emergency connectivity fund for those so that just gives us more capacity in our esser's funds because we got this and so that was the intention all along was to was

013to at least go out after the the dollars for the Chromebooks these are replacement Chromebooks for our students um and uh we just like I say initial indication said we weren't going to get it and then we were shocked when we got it but it's it's a positive Arizona Department of Ed uh wanted to do their recognition of both the CMS and CHS choir for their holiday performance they were invited to and attended the the performance and were very very complimentary of the efforts of our students and especially the hard work of Mr Pennington and Mr Griffin at CHS and cams and again our continued commitment to the Fine Arts noticed by the students from Harmon this evening the Arts are not something that we don't take lightly in this District we continue to celebrate

014them on a regular basis and we have kids that are doing amazing things in the in the fine arts department we also had a student in student government Merrick Bowles was a freshman he we were just notified this week on Monday that he had successfully completed the requirements to be named a distinguished student leader within the national student council and the National Association of secondary school principal said it's a fairly prestigious award that Merrick was able to go to get we also had at the Middle School Miss Guzman received a grant from the Arizona Farm Bureau select the recipient of the grant for the Arizona Farm Bureau specialty crop and the classroom Grant 40 applicants and 20 were funded by the American excuse me Arizona Farm Bureau and so she was able to receive one

015of those grants for either using the the grants for teaching with specialty crops through cooking in the classroom or others were incorporating a school garden into taste testing in the classroom so it's a rail specific Grant but it continues to demonstrate whether it's our teachers or our students we continue to Excel on the state the local and the national level so we're very very thankful for those things they're a couple a couple upcoming dates I think there's some students in the classroom or excuse me in the room that'll probably disappointed that I have to tell you that on Monday you do not have to come to school but yes on Monday there is civil rights day so there'll be no school for Monday so that's the upcoming holiday that we have and now I would

016like to do a couple employee recognitions I'm going to flip this out of order I'm going to ask three people to come up and then I'm going to read something and so if we could have I don't know if they're all here but Miss Cindy Andrews so District content coach in Math Miss Jess Furman a math teacher at the high school and Miss Krista England a sixth grade teacher at um Simonton come up the reason we're recognizing them [Applause] people may not know that there's uh teachers across the country can get What's called the national board certification and in many ways it's like going for your for your Masters or your doctorate there's an intensive program that's uh a year or two years of work on there and outside of the normal classroom day that

017they received this award um or they get the certification districts across the country do provide additional stipends two individuals receive it because it's so prestigious Miss England is uh getting just received hers and so it's going on the agenda to tonight but we recognize that we haven't had our chance to say thank you to these individuals for the amount of work that they put in in making sure that their craft as teachers is professional and that they're willing to put in the time and effort and this is the stuff that people don't always see the after school work the weekend work the night work The Summer's work to go ahead and and move themselves to become better teachers and so again or the most prestige just National certification that occurs in this country is the

018national board certification and these three teachers teachers and Ms Sanders is now coach receive those and so we just wanted to congratulate you and thank you for everything you've done truly amazing job [Applause] I can attest to the fact that Ms Furman does a lot of after school work then we also want to know that that this month of January is School Board recognition month these individuals up here I know a couple are just joining us but you have school boards across the country that go ahead and run for office and at no pay this is not a paying job so we can give them a raise if we want because a raise of zero is still zero but they come out and what they do is actually out of the goodness of their heart

019to do what's best for our teachers to do what's best for our students to do what's best for our community and our parents and it's a thankless job most cases people don't understand what they do but then when the topic is very hot then everybody comes in to tell you what you're doing wrong and so for them to continually come in and devote the time as Mr Beech will find out Ms Tucker's finding out there is a lot of information about school districts it's a very complex organization it's not as easy as people think it's going to be it's not one classroom that you worry about uh we're talking about 600 000 square feet we're talking about 4 400 kids every single day if you add parents into that mix you add probably close to

020another 10 000 people that are involved in this situation we have our community we run our buses around the district we have kids going across the state across the country to different activities and so it becomes a very Monumental task and again they just quietly do their work and we just want to let them know how much we appreciate yes even you do Shelly quietly in your own quiet way but we do want to want to let them know we have a little gift for them to just say thank you for the job that you do to make sure that our kids and our staff receive the best possible education and have the resources to the job that they do and it reflects in our community so again thank you so very much and let's

021give you a little bit of a gift [Applause] ah all right thank you nice good sweets thank you very much and that's all for my report so now it's up to the uh staff recognition we will do uh Harmon first no but but all right so uh Madam president members of the governing board Dr Wyman members of the audience uh thank you so much for allowing me to have a minute to present uh Harman so a minute ago you just heard um a really nice musical performance by some of our students so if you guys want to come stand over here in front [Applause] so Mr lavarotta a couple months ago maybe sent a video of a couple of these guys playing The Star-Spangled Banner and so I thought it would be a really great

022idea to have them come perform for everybody here at the at the board meeting so Savannah is right there in front of Savannah horde and I just want to say thank you to The Horde family I see you guys all right there uh thank you guys for all that you do to support Harman and the district you guys uh Savannah's been in the district since she was a kindergartner and at Harmon so thank you for all that support and great job Savannah you're an awesome kid we also have Stephen Holm and I know Mr Holm is here somewhere he might be on the hallway there he is so again a student who's been in our district since Kinder and as a fantastic Kiddo he just got third place in the spelling bee actually today so

023yeah so and then Sienna Davis and I think Mrs Davis is in the hallway so another sixth grade student all three of them are sixth grade have been here since Kinder so just great students I really want to highlight respectful kind good kids so got a little treat for you and then Mr lover I just want to say thanks for bringing them and preparing them for the musical performance and I know they've been with you for a couple years so thank you for that so if you guys want to stand right there I just have a little little cookie for you [Applause] she had to guard those all before the meeting because there are a lot of people in the crowd that want to take those okay and now I'm going to recognize some staff

024members can I have Cheryl Pierce please come up she's Harmon's instructional coach [Applause] stand right here face everybody so um I sent out an email tell the staff members asking them to vote and give feedback on who we should recognize tonight and Cheryl's name popped up many times and so Cheryl came to Harman last year from Kansas Kansas I remember from Kansas and has really made a serious impact on the harman campus a lot of the teachers have about built really positive relationships with Cheryl as she goes in and she helps with the instruction she spends a lot of time in the evening planning with teachers she as part of our mtss team she supports PBIS there's a long list of things that Cheryl does on the harman campus but really is a go-to for

025teachers and so and it really showed by all the votes that came in and all the feedback that came in for her to be recognized tonight so her and I uh have a lot of meetings together every week and we talk about a lot of planning pieces for the for the school and so just wanted to take a minute to say thank you to Cheryl and all the hard work that she's put in [Applause] she also gets a cookie okay and then um thank you and then a lot of Staff members supported the rise team I had a lot of feedback from different staff members in the rise team and so instead of selecting one person I asked the rice team to come today so if I could please have you guys all come up

026to the podium [Applause] all right yeah okay so um I've known some of these ladies for quite a long time I was trying to think of how long so I'm going to start on the end I'm just going to say a quick thing about everyone here so miss Chelsea Mo on the end over there uh is also a Harman parent she started with us last spring I want to say last spring and has been a huge support in The Rise program she was very dedicated person worked a lot of time supporting all of our students especially in the three six so she's a rock star and we're really glad that you are still part of the rise team so thank you for being her Erica bajarano is next to her and Erica I'm trying to

027remember you and Becky you guys have been here for 13 years 13. oh oh gosh okay so 12 and 16. okay so they have been in the Rise program for many many years uh since before I was at Harman and um so Erica has done a fantastic job she's very dedicated person has been her eyes she cares about the kids a whole lot she also really supported during the circle time in both classes when we were struggling with personnel and really having support in the classroom for all of those little little kiddos and so just wanted to say thank you for your dedication to the rice program um and then Becky right next door is 16 years so 16 years but maybe 13 in Rise yeah 13 rise so again super dedicated person her kids

028are now graduated they went through um this district and so um she is someone who's super reliable and as really cares for kids too so thank you for being a part of rise next we have Laura Brewer who's another parent at Harmon and so she was recruited I think by Chelsea so um so just wanted to say thank you to her as well she's been part of our K2 rise classroom we have two classrooms K2 and three six so I want to thank you for being there and putting in as much time as you're able to so um Avi I just wanted to say thank you she is our rise teacher she started with us in October yeah October and so she is overseeing both classes right now and so just want to thank her

029for putting in all the time and dedication that you have with supporting all of our kiddos in that program so thank you and then we have Melissa next to her Melissa Stevenson and so I actually recruited Melissa on the sidewalk during dismissal she was one of she's a parent Harmon too and I said hey we really need a crossing guard do you have a little bit of time before and after school and so then eventually she made her way into rise and was working part-time in rice and then now she's full-time as of January so I just want to thank her for her dedication too and she would come in as much time as she could just to support kids so I appreciate that and then Carol is right next to her so Carol's been

030with the program for a few months as well and has been a paraprofessional in there and supporting the program and shows up every day and so thank you Carol for being there as well and then we have Pat here on the end Pat arrives so Pat arrives prior to I'll pull into the parking lot and I see custodial Tony was there and I would see her because lunch staff and then I would see another car and at first I thought who's getting here this early I don't even know who this person is and it was Pat she was getting there early before way before seven she comes in and she does all the schedules she starts cleaning and organizing she is puts in a lot of time and dedication and so I hope that I

031am as active as you are when I'm your age I really do so I appreciate all the dedication so these ladies have put in tons and tons of time there's there's so many things I could say but uh we do have two blue apples so I thought we'd put one in each classroom and I also have a certificate and a cookie for you guys so thank you so much [Applause] laughs thank you so much for the opportunity Dr goosby with comb Center for success foreign president esteemed board members superintendent colleagues in our Combs community I stand before you a grateful and very proud principal of the comb Center for success this is our third year that we've been in existence and we are extremely grateful because as we've gone about building a new school in

032the district we are so grateful to every department and every division in this District who has reached out to us and helped us we are honored to be the district's alternative school and we continue to grow and evolve this year we're really excited this semester we have some Hands-On classes we're doing creative writing and we have an art class where we're doing a mural we also are expecting some chickens to come in so that we can do our life cycle in biology and have some other fun things so that our kids aren't just on computers learning but they're doing Hands-On learning as well and we love the challenges and rewards of being a small school where everybody knows your name and we do know the names of all of our kids but I could not

033do this without an incredible staff of Educators who are the right people for this work my teachers are creative compassionate Innovative and unselfish and focused always on what is best for our students and I'd like to just take a moment to be able to share with you one small program that we do at our school advisory and Mrs Gratz as it is often at our school Mrs Jody Gratz is our English teacher she's our social studies teacher she's our creative writing teacher and soon to be our Lifetime Fitness teacher so she's going to talk to you about advisory and her team team graph so stop thank you um actually it's a perfect job for me because I could turn my hand in a lot of different pots and and I like that there's no boring

034time um we're gonna I wanted to talk with you a little bit about what we're doing with advisory at at Combs Center for success and we take our advisory time with our students very seriously um a lot of the students that come to us have not had a lot of success in a traditional educational environment they've struggled and so we believe that it is important to empower our students by helping them to understand all their strengths and weaknesses so that they can work to fill in the gaps and really get down to brass tacks and let's get them across the stage and our advisory we we concentrate on goal setting for the for the students and it's not just Pie in the Sky you know oh well my goal is to graduate it's not just

035to graduate it's how you're going to do it and how you're going to be held accountable for that and I think that the reason that we're part of the reason that we're so successful right now is because our kids really have skin in the game they really are putting themselves out there and they know that we are too okay um we keep data notebooks for our students it's an evolving thing we we come up with new ideas and changes and that kind of thing for the for the students and we really utilize this program called major Clarity and it's this year is the first year I've ever had an experience with it and I'm like holy cow I could sell the crap out of that in the industry but um it's a really really good

036program and it really helps students to be able to track where they are where they want to be and really Empower them to take charge of their life thank you [Applause] so in our process at Combs Center for Success we run three different programs we have an in-person middle school and high school we also have an online program and we usually serve around 200 students it kind of fluctuates as students graduate first semester we had 12 students graduate and leave us so we're currently taking new students in and continuing to grow our program and I'm very honored to be able to honor two of my staff members tonight and we got together as a staff all eight of us and kind of talked about what happens at our school and who we are really truly

037grateful and I'd like to ask Mrs cambites if you'll come up here the prize [Applause] I know um Mrs Virginia cam bites has been with us for the past year and a half she came in because I tricked her into being our receptionist because I told her that that's what the job was but she's the only person in the office so she's everything she's the records Clerk she talks to the cafeteria people and orders the lunches and hands them out to our students she does all the filing she calls parents for attendance and attendance at our school is a bear because you have to put in the minutes and stuff and we're so grateful this year that our technology department helped us make it more streamlined and we're still working on that but Virginia is

038a breath of fresh air she has great professional customer service treats our families terrifically she knows the name of every kid when they walk in the door and when they're missing and she calls the kids and you know like when we have a student that goes home sick she calls and makes sure that they get there and that's what you need at every school and we are so blessed in this District to have employees who care that way about students and the blue Apple represents the blue of our district but it also represents that Apple for the teacher because it's a way of saying hey as Educators we really respect and appreciate you so for Miss Virginia cam bites our blue Apple for our staff and a small gift thank you [Applause] okay the fun

039part about doing this is [Music] um oh we get we get to surprise people and um all of us kind of trick them into coming to the board meeting and they don't know what to expect so I also get to recognize one of my teachers all of my teachers are rock stars but tonight I would like to have Mrs Mary Wyman come up she is our elective teacher [Applause] she's our electives teacher on our campus and she is also our supervisor for our online learning students and our connection to our students who are online um Mary is amazing at building relationships with students she is the student Whisperer she is also someone who reaches out to every staff member on campus whether they're from the cafeteria if they walk into our office she's like how

040can I help you what can I do for you she's the first person there in the morning if I don't beat her there but that's very rare along with Mr gourd and they're like the first they open the doors for our kids they open the gates they open the bathrooms because as a small staff like I said we do everything she is adaptable in her time at home center for Success she has been our first second and third grade teacher she's been our high school math teacher she's been our electives teacher she's currently teaching Spanish and working on a mural with the kids in art and she's our online Guru of Edgenuity she's a Visionary because she sees always what can happen and she's always saying to me Pat how about if we do this

041and and she'll tell you all the time what do I say Mary [Laughter] or maybe later you know but okay but I'll tell you two things and then um she makes peanut butter and jelly sandwiches for the kids every day who don't have a lunch and I'm not talking about one or two sandwiches I'm talking 12 to 15 sandwiches and the kids line up to get her peanut butter and jelly sandwich and if I don't if when she wasn't there and I volunteered the kids didn't want the sandwiches laughs and then the other thing which just really touched my heart was um she had this idea of gingerbread houses because some of our students had said that they never did that so the kids at in our advisory um with all the teachers had the

042option to come in and try to build gingerbread houses and I won't tell you all the stories about them but they had a blast and a lot of kids had never done that and honestly a lot of the staff members had never done that and we went ran out to the store and bought them and took them home to our own stop so for all those reasons Mary Wyman is our blue Apple teacher this year thank you and you know I don't like attention it's amazing now I'll cry to work there she's a phenomenal leader I'm very blessed to work there our team is great we all work together really well and it's those kids are amazing so I appreciate it thank you very much [Applause] doctor will do student of the month you're on

050we found that expenditure Corrections were required so we re-reconciled with the Pinal County school office and we need to obtain your approval to submit a revised budget to or revised annual financial report to Ade so we ensure correct compliance in our reporting the completion report actually only impacted three funds two of them are federal projects that's our title 10 and our migrant Ed East Valley Consortium sub Grant and then our indirect cost attached to the agenda I provided you with a detailed listing of each cell that was changed on the annual financial report that is a requirement for Ade to summarize we moved 10 422 dollars in extended and expenditures from our title 10 Grant to the migrant Ed subgrant both Federal projects the changes were reflected on page five of the annual financial report

051when we made that change it reduced our allowable indirect cost by 484.94 we reversed that entry and that impact was reflected on page six of the annual financial report these are then rolled up into the summary report page and you'll notice that since title 10 and the migrant Ed are both Federal projects the expenditure change for the actual entry was a zero impact however we do see a change in lines 27 and 45 for the indirect cost now with that being said Mr Delena and I both hate all the rounding however you'll notice that online 45 the amount Changed by 483 dollars line 27 Changed by 484 dollars that is because the page is a forced rounding and it depends on the additional items that were within that category it is just the same entry

052though when we were doing this we also found that there was a 270 dollar duplicate entry in our auxiliary operations fund so we took the time to make sure that we were in compliance accurately reported that and you'll notice that that change only appears on the summary page and that is on line 36. to avoid these in the future the business services department and the grant management team are meeting on a regular basis so we can review each of the reimbursements and ensure that we won't have to worry about this next year are there any questions about the change okay well with your approval we will submit to Ade that just takes us contacting them they'll take down our current annual financial report I'll load the signed one that you signed tonight up tomorrow as

053soon as they take that down no question yeah okay I'll take a motion I moved to approve the 2021-2022 revised annual fund financial report as presented thank you all in favor aye aye motion carries five to zero faculty a youth agreement lot north of ranch January 15 2020 through 23 through August 15 2024 Hayden building Corps yes Hayden building Corp came to us uh they have received a contract for the widening of the roads uh specifically the road Germain from Kenworthy to Meridian add the extension of uh Kenworthy north of Germain so there's going to be a new road that goes north of Germain up to where it will line up with Pecos uh and then it'll go Pecos will go from Kenworthy over to Ironwood they'll also be increasing widening parts of Ironwood for

054turn Lanes into Germain and into Pecos and they will be adding some utilities both sewer and water and so that contract there looking for a drop yard and since we have that yard uh to the north of that land to the north of ranch that's already fenced off they approached us to see if they could rent that from us as a facility agreement we looked around for what the the cost was for that by looking what other contractors put out and then work with them on agreement and this is the agreement I'm bringing to you the gist of the agreement is during that time they will pay us 1650 bucks a month for the use of the land but then they'll also we reduce the price a little bit because they also were willing to

055do a donation for the 23-24 and the 24-25 year with our foundation in the amount of 7 500 each year which would be the highest amount that we have and so we felt this was a win-win for us where we could go ahead and build some scholarship dollars for our kids but also at the same time would get Revenue which because it is property we would we would want to rent it out so I would recommend a approval of this agreement with the Hayden building Corp I have a question okay um the income from that the 1650 where does that go uh correct me if I'm wrong but I believe that would go into rooftop into uh donations it would be part of our rooftop fees uh and it has uh it can be the

056well let me back up the 1650 would be for that and it could be used for any number of different uh uh areas that we wanted to use in the future we have a significant amount of money in that right now because of other donations uh for the buildings uh as as homes are built so it'll just be put into that same bucket of money okay and I I just would like to compliment whoever did the negotiations on getting money into the uh into the foundation I think that's pretty amazing a little bit of a tag team approach but I do want to thank Mr Anderson he he did the initial discussion with Hayden and then I'm looking at the attachment that has the map of the um of the property that's going to be

057leased I assume it's the one in the yellow outline that's the gray shaded that says 1.5 AC I'm assuming that means Acres yes that's that's so it's not right up to the corner it's a little bit south of the corner right they they went ahead they're going to fence off some area they will put some millings down to knock the dust down because they're under dust control uh if we don't want the millings after the project is over then they'll remove them we wanted to make sure that the entrance was still available because we do have special events like graduation where we need to have some parking uh and then there are if we look at the FFA area there is some access that's needed for the FFA that's why they're fencing it off because

058we may have some kids that need to get into the FFA area on a weekend to go ahead and take care of the animals so they were very amenable to work with us and they had originally come out with one big lot but worked with us to split it in half what you will see if people are driving is you will start to see initially some some pipe that's being dropped that would be the water and sewer that they'll be storing until they're ready to they're ready to put it in we will meet with them on a regular basis uh We I Wouldn't anticipate any impact to Jermaine and anything with our buses or Transportation probably into the next school year because I believe they're going to be doing some other road work to create

059an alternative pathway for people to leave the area and so you're probably going to see some work that's that's related to Kenworthy and the new Pecos so that if they have to do anything on Germain well as they widen it then people have access routes out so we will work with them to make sure our buses are not impacted so they're going to I think one of the things you said is extend Kenworthy North to Pecos he's in that state land currently is is there some issue with that no that's that that land has been um that land has been annexed by the town of Queen Creek so if you look at the town of Queen Creek the town of Queen Creek takes everything from Pima so across the street from Iowa Crossing goes all

060the way up to our boundary which is just short of the um 24 at Meridian and it goes all the way across past the canal in past schnepp Road and then curves back down and stops right about where Ranch is because the land after Ranch becomes BLM land and so the majority of that up to the canal up to snap has been designated by the town of Queen Creek as urban employment which means it's no homes it's all commercial development and so that they are then within that plan for the LG plant they had also put in this road system and so Hayden is the one that's going to start to do the road system that's aligned with the work the LG plant there's been no official announcement on the LGA plant but I'm assuming

061that that's probably going to start to to pick back up because you wouldn't be putting this road if if you weren't bringing in some other industry thank you any other questions no okay I'll take I'll take I moved to approve the facility agreement for Hayden building Corp to use a lot north of Ranch Elementary from January 15 of 2023 August 15 of 2024 as presented okay all in favor aye aye aye motion carries five to zero okay 8.3 discussion and possible consideration of action to approve the board organization this is like the funnest part ever not so now so um I have to ask this though whoever becomes president next are they going to take over right now or take over at the next meeting they can take over right now or we can move

062to the next meeting either way it just depends on how the motion is how do you guys figure what are we going to do take over now or take over the next meeting depends on who's the president [Laughter] it may be a moot point there's a train I can hear and and so yeah and so everybody understands the way it works under the law the law requires that this organizational meeting be taken that take place directly after an election so next January we technically don't have to do that we do do that most districts do but legally you only have to do it off of an election year Okay so so the next president will take over at the next meeting okay all right I will uh take let me see here I I I'm

063gonna take motions to nominate for a board president I would like to nominate Shelly Hargis for boy president I second any other any other motions I would like to close nominations for president [Laughter] can we vote yeah all in favor aye do you have to use some type of acceptance speech or something like that it does not matter if we have the president take over right now or at the next time so we have we have okay um motion so that uh all right motion to nominate for uh position of clerk so I'm just gonna motion to nominate Bob for the clerk second all right all in favor oh no any other motions any other motions okay Let's uh okay all in favor aye aye motion carries four four to zero to one he's going

064to abstain all right so that's it I think we've taken care of all right okay okay let's go congratulations okay so now we're gonna go to um information and discussion items we have 9.1 discussion information on student achievement the January report from our CIA slash CSI Santan Valley that's right I'm gonna do this bring your briefcases well good evening Madam president members of the board Dr Wyman guests colleagues everyone out there in the Multiverse I am going to discuss with you some of our assessment results from Quarter Two so as you know we are following our um our instructional path for hashtag forward and so in assessment we have done the evidence collection and we have reviewed our data and so now we're going to talk a little bit about what that data looked like

065and then what our plan is for moving into the third quarter so our third to eighth grade students took the aasa mimic and the mimic as its name suggests it's a sampling of the year's worth of Standards so students will be exposed to that whole Year's worth of Standards to see where they lie every time they take this as a predictive test for what's coming at the end of the school year so this is great for our students because it gives us areas of focus standards that are showing that we need to strengthen some instruction it also works in some ways as a pre-assessment for those standards that have yet to be covered but will be covered before we take aasa the proficiency bands are very unique because proficiency is obviously based on the previous

066years aasa performance and the previous year's worth of mimic data as it's taken throughout the State of Arizona by the illuminate the districts that participate with illuminate so what we're seeing is we're seeing a lot of growth and Improvement and that's exactly what we want to see as a predictor every time we take the assessment we see a little bit of a jump we have chosen to set our predictive measurement at end of the year guidelines so we didn't change it every time you know so at this point of the Year we'd see one and another we decided just to set it for end of the year so we could get an idea of where we're heading and the growth that we're looking for so our proficiency bands are a little bit different than they

067were last year because last year we set them more on a traditional grading scale which would be 90 to 100 80 to 89. now we're just doing it based on what all of the student population looks like in Arizona as they made their way towards aasa unfortunately when we do that we do understand that every year it's a different group of students who are taking the test and so the predictive the predictability of those numbers will change every year so that is for our third to eighth grade so that's our mimic we also have our Quarter Two High School benchmarks and these are a little bit different because we've worked with the high school on a quarter by quarter Benchmark so many of the standards Loop so students are exposed to the same standards we're

068just upping the rigor and the application process so what we're looking at here is percent passing so we're looking at it more as a grade scale than a proficiency band so when we do that we see that there is work to be done in application and rigor so when we started these benchmarks we see that students have access to those foundational level skills and they have access to the learning what we're seeing is how we translate that into application and rigor so we're looking at three areas of focus essentially after we look at this data so our first area is curriculum and instruction so we want to make sure that all of our teachers have access to the aligned materials and resources so once we know I'm sorry go ahead could I just slow you

069down for a second absolutely back up to the previous Slide the three eight yeah three to eight so um if if I'm understanding you correctly if I look at third grade ELA quarter 113 Ela Quarter Two twenty percent so we're looking for quarter three and quarter four for continued Improvement yes what percentage would we like to see at the end of quarter four we would like to see above 50 percent Above So above 50 is where the state had set the aasa Benchmark for last school year again like we say it's a changing number right because we're using previous year data but we'd like to be above 50 so if we look at sixth grade for ELA they're at 54 already so they're doing pretty well look at it from that point of view yes

070absolutely if we look now at the math numbers yes those math numbers don't look so hot yes so that tells us we've got some work to do yes absolutely and that's kind of what we're talking about when we look at a math adoption and making sure that we have the appropriate curricular materials aligned to what we're teaching in the classrooms and it also goes to those instructional strategies are we utilizing the appropriate instructional strategies to get students to use the information and and to be able to apply it to those tasks instead of just being able to you know tell us wrote what's happening instead be able to apply it to something else and then it also looks at how we work with teacher plcs and how we get them to work together identify areas

071of strengths in one classroom compared to appear across the hall who may have shrinks in another area and they're able to compare that data and that's something that we're working through and also we're working on this through our professional learning and I know that Dorsey is going to come up and speak a little bit about where that path is going but that's what we started with our January 4th DL is giving teachers this information and the the um and the education around how to bring it into the classroom to do that application and rigorous tasks and then if you look at the next slide which we were on the uh High School benchmarks so if I understand you're right this is a little bit different in terms of how to interpret it so could you

072go over how to interpret these numbers absolutely so what we're looking at here is percent passing so high school standards tend to Loop so we see the same standards pop up each quarter it's how we apply a task to that standard so in the first quarter for example if we look at 10th grade ELA we see that the students had that skill to use that standard on foundational or beginning level tasks what we need to see Improvement is is taking that same standard and now applying it to a more rigorous text or an application that asks you to cite references to compare and contrast to infer those are the things that we're working towards and so that's what's coming up next so instead of just maybe feedback what you've had or do a simple calculation

073and you're looking for something more complex right and multi-step that's another that's another area that we're focusing on for our teachers is that idea of translating one skill then that skill moves to a Next Level because many of the questions that we see in standardized tests aren't just asking for an answer they're asking for throughout the process explain where you were in that process are we still looking for the 50 at the end the high school benchmarks are actually on a on a grade scale so this is on the graded scale so we'd like to see 60 and above for our high school students yeah but unfortunately we don't have a mimic that's aligned to act and that's the state test so we don't have that same so we're looking at providing information on standards

074and being able to use those standards thank you any other questions all right well then I'm going to pass this over to Dorsey okay um as Denise said I'm going to talk about some of the things that we do in response to the data in helping our teachers get the skills knowledge and strategies they need to respond to students to make sure that we are supplying everything that we can for our student population so one of the missions of our professional development crew is to support that responsiveness and help plan for instructional Improvement in the classroom and so today basically what I want to do is not just describe that but also give a bit of an overview and a bit of a debrief of what we did for our January peel day and give

075you a sneak peek on how we have grown in the district and what we're doing in professional learning and how we're taking that data analyzing that data and then responding to it with our adjustments and what we're doing with our forward movement so um here is our professional learning day timeline we started off with a little bit of breakfast and then we went into the sea backpack for celebrations and we started with a message from Dr Wyman and we celebrated our pioneers and um their application and fluency of forward and that transparency of learning peace and then we also kind of gave our um our participants a little sneak peek that their classes were going to look and feel a little bit different for that session then people broke out into their learning sessions and

076then we had lunch as was mentioned earlier and that was awesome I'd like to thank core for our as our sponsor and then also our cooks that are in the room we had some amazing cooks and I'm really disappointed that no one was wearing hats also a really big thank you to miss Acosta for helping us set up all of those things and making sure that we had the food and all of the tools to make that happen after that we launched into learning sessions again and then we closed the day with our student services department presenting our mtss framework and and that is also what we do to make sure that we're responding to all students for all of their needs in the classroom so our next piece kind of Dives a little bit

077deeper into what we were thinking about when we were planning so as you know student ownership is key to providing students that voice and choice and it really is the pathway to student engagement and then empowerment so as we develop our classes we don't just look at the standards and our assessment results but we actually take the the assessment and the items and we break those down to see where we are with student performance so initially when we start looking at some of that data we can notice that the data will say like a student an item is on our assessment could be a dok-1 which is really a knowledge level feature but then we're starting to look at some of those DK2 and dok3 pieces those are the higher thinking levels that are asked

078and demanded of students so when we are putting together a professional learning day we're really looking at where is our student performance in any of those areas when we're looking at that blooms in that thinking demand so what did we do we actually focused ourselves on what are we doing for our students we want to prepare them for workplaces we want to make sure that our 21st century Learners have the soft skills the thinking the habits and the learning that they need to be successful in the workplace so one of the things that we also did was make sure that our teachers had that connection in their sessions because we want to imp we want to employ or implement or embed all of that learning within our teachers learning so that they can mimic and

079mirror that into the classroom so we have a roadmap what I've done is taken our instructional model pieces and kind of broke them out into the boxes that we have here so for a while we've been focusing on nurturing cultures and that really is developing that safe place in the classroom where students have voice they start having that pathway of choice and then we started to launch in taking that nurturing culture and transitioning and embedding that into our purpose of our learning well our purposeful learning piece is all about rigor rigor is that higher level thinking taking some of those knowledge pieces and escalating them into analyzing and evaluating and our most difficult standards really ask students to do those pieces when you put those goal one and goal 2 features together it asks our

080teachers to foundational take that standard and deconstruct it identify the floor of that standard and the ceiling of this standard as far as thinking is concerned and then our classes really help our teachers design a scaffolded approach to all of that learning and what the learning in the classroom would be designed for so it's taking that scaffolded approach that's really important for students because that in standard that end goal doesn't change but where students start is different for every student what they bring into the classroom and where but where they need to go is the same where they start is different so those are the first places that we begin so what did we do we took our sessions and we divided them into two types our teachers have been asking for an opportunity to

081work and have some guidance with that so we had some Workshop sessions and then we also had some class sessions each one of our sessions were collaborative they continued to support our pedagogy our instructional application and understand where students are and in their behavior there was a group of people that really put this PD day together and I want to recognize and show that we worked in collaboration with bringing that so we had our departments on the CIA or the CSI departments were um were working together we had our coordinators our director and our coaches putting teaching and providing support we also had our student services department the director coordinator and Specialists working providing classes and instruction as well and then we also partnered with our technology group and our integrated technology Specialists worked with

082our new teachers that started the day of PD and offered sessions on how to use Synergy in Google and some of the other features that we have in the district so we had 282 participants we had 21 classes that stretched over 47 sessions we tried to differentiate for our teachers just like we asked them to differentiate for our students okay um just as before I just kind of wanted to keep that structure in place with looking at how we divide or really categorize the learning so we have some programs and tools you can see the classes that are listed there in support of our teachers and and using those tools to meet students needs we also have a backstage craft which I described before and I want to kind of reiterate that is really growing

083our teacher skills knowledge and toolbox so that they can move that into the classroom so those are the sessions that we had there some of those are directly related to our forward goals and we have those classes listed there and then we also want to make sure that we are attending to our instructional and learning environment that is student-centered we had a session led by Dr fountain for our instructional leadership group and then um we have some of the other pieces there listed from our Student Services Group we asked our teachers what did you like most out of the sessions that you had and so out of almost a thousand lines of feedback that we had from our teachers we just selected some of these that are coming out so I have one from the

084workshop model that you can see there our teachers appreciated being able to work through the standards on their own and at their own pace and receive help when needed because they had a guide in there uh identifying the differences between the different question types to increase thinking levels in the classroom for students is one of the people one of the feedback pieces that we had and then our last piece which I find extremely meaningful was learning how to provide meaningful intervention and what to do with the data so we have next steps we can't just learn and then not do anything with it implementation and then supporting that implementation is key and it's most important to success of our teachers and students so we have him we'll be supporting plc's and then we'll also be

085collecting and analyzing the data from our teachers not just from the feedback but from the implementation process through qualitative discussions as well and then designing the next session in March March 20th so with that we have future topics with the CIA that I'd like to go over but before I do do any of you have any questions okay yes I have a question yes so just uh would data suggest that there is there might be a misalignment between the current curriculum and the current test being given the curriculum in the tests so current data suggests that our students are working on elevating those higher thinking level pieces the multi-step processes and the the items and the texts that are of higher rigor so we do have curriculum and instructional materials that support that what we

086need to do is offer opportunity for our students to experience what those are get guidance and and um practice within those and then also one of our classes was about productive struggle allowing that opportunity for students to struggle and learn through inquiry okay thank you thank you any other questions well if I know how to ask my so as a teacher I find that when the district comes in to bring new and I'm familiar with with hashtag forward yes um I find that the district ends up putting such a load on the teachers that it's hard to have the energy or the ability to enforce the rigor and maybe enforce is the right word what is the district doing to maybe lighten the load so they can focus a little more on the student if

087that even makes sense so let me see if I can clarify what you're thinking I just know the rigor or the the load that teachers feel whenever the district comes with a program because that's usually what happens the district has a program and it ends up putting more load on a teacher right and so I think what's really important for us and what we've really tried to do is make sure we're not going to do an exception the reason we're moving forward with hashtag Ford is so that we have a consistent program across the board for all teachers and we're not uh jumping from from Panacea to Panacea to Panacea and so I do like that the gym is right it's been a few years now yes and then it's been since 16 17 around

08820 when we turned it over to the whole staff and so I think that becomes the biggest key is is you have to take a diff a direction what I use the analogy all the time uh you know we're a team and this is the offense we run if you want to if you want to run the offense we're running then you come work for us if you want a different offense then go work for somebody else and so I think that becomes critical because it is very easy for districts to keep finding the next Silver Bullet that's not out there we hope based on that we will get people that are more cons become more ingrained into what we're doing and so therefore it becomes uh part of what they're used to doing and

089therefore there is less taken off their plate by the fact that we are not introducing new things all the time the exception of that is it's a little bit to Mr Ray's question is when we bring in new curriculum and update new curriculum then we do obviously have to to have to bring in the new curriculum and make sure the staff understands that so so it's it's charting a Direction staying in that direction a lot of times with uh new superintendents I use myself I come in and we just Chuck everything we did before we're going to start on the next PATH the way I want it to go um and we're trying not to do that we've said there's a commitment to hashtag Ford and we want to move move and use that framework

090for everything we do and that's what that's what we're working on I don't know not looking for it I'm not I'm not thinking detailed plan but I think it's something to be thoughtful about because the teachers receive the shovels to do the work where as The Visionaries were like we have this great idea and I know that your hearts are into it just I don't just in the back your mind think are we helping the teachers still have the energy to help the students that we care so deeply about to have the energy to do that and I just wonder if that's a respect level that teachers need to have for that with districts have this for the teachers I wonder if it's something that helps teachers want to stay with with all the stuff

091about teachers leaving education is this something that we can do are we looking at are we overloading our teachers unnecessarily or have we found ways that we can light load and still accomplish the goals that we have are you referring directly to forward and the items with forward just all teacher work it's all of it it's all of it and I I think you're asking a great question in um this Tucker got to be there for our instructional leadership conversation but this was a piece that we were talking about with our building level leaders um and that's always one of the topics of conversation like what are we taking away anytime we put something new in place and um I always call it the Sesame Street mentality you know what is this brought to you

092by the letter a and the number four and that's it like that's what we're doing you know and so that consistency piece is certainly an element of it um and then the scaffolded support for that um I think the hard part that we're always faced with in education um and I'm an educator married to an educator who's child of Educators so like I've lived and breathed this my whole life um you know sometimes we're at the crossroads of um which educators are we holding on to and and where is that commitment and dedication level um and I think what we're finding is the folks who really do have the foresight to do what's best for kids um are grabbing on to these pieces and really developing and we're trying to scaffold that I would love

093to answer a couple of previous questions as well I'll be direct to my answer to Mr Ray's question and that is uh yes I I think that curriculum is one of the components that we're looking at you can see it in the math data it's pretty clear there we have some updates to do in that math is an area where the standards have changed significantly over recent years in terms of the depth and complexity of what we're asking students to be able to do and it's one of the beautiful pieces in the modern teacher framework which is to have that modern curriculum we have to make sure that our curriculum is up to date with the what the standards are asking students to do so the teachers can do that the other piece of that

094equation and Mr beaches mentioned that now is the teacher piece and what are we doing to help our teachers develop the skills to teach that it's one of the hard pieces about education that what we're asking teachers to do today is not what we were asking them to do 10 years ago so teachers who are not new to our system who have been with us for a number of years are being asked to continually learn and grow and that's why the pl the pdps is such an important component and why we have to keep a narrow focus on helping them develop those skills so that it's not just an Ask without the support we spend a lot of time thinking about how we're supporting them and their learning in growth so your point is very

095valid in always thinking about you know making sure we're not asking for too much we have that conversation amongst leadership on a regular basis so but I'd also point out the one thing that we've done and this you may Mr Ray and and Mr Beech may have different experiences I'll just use my experiences the one thing that is different in this District in order to help combat some of the discussion about uh what what teachers learn is that there are six identified days of PD above and beyond so the three days that we put in before the school year starts is using Esther's dollars and it's designed to make sure that we can help them grow as teachers with this uh and that's is it's it may or may not go beyond essers uh depends

096on what the funding is at the state whether we choose to to continue to pay for that but then the a lot of places would come back after the two-week break and they would just start school right away we give the kid the kids one more extra day three times a year so that our teachers can get continued professional development so I do think that's another way that the district's looking to say okay how do we make sure that teachers are feeling comfortable with what they're teaching and we're going to dedicate six days throughout the year that are full days to allow for that some they may do work on their own others I mean we buried it as Dorsey was saying but that's something that's a little bit unique at least in my experience

097with other districts I've been in there was not the three days the three extra days before school nor is there time built into the school year some places or maybe but but in the five or six districts I've been in That's Unique to hear that's another way to try to make sure that we're giving them the training that they need questions I'm just kidding I'm just kidding bring them on well I'd like I just want to say one thing is that I know that we've been sitting I've I've been here for 14 years and we've been looking at data and it's it's not where we want to be so at one point or another I know as a board we look to you guys to figure out what you're going to do about it so

098I know that you guys are diving in and trying to figure this out and I think that it has been coming up so I think what you guys are doing is working so we just need to get it back up to get it to the next level thank you doing our best we're doing our best we're also trying to make sure that we are preparing our students for an ever-changing unpredictable world that they're going to be in and that starts with some of those soft skills and also analyzing those standards and hitting that rigor I also have been into your when you go to the new teacher and stuff like those things um I've sat through those and they're they're pretty intense so I mean I think that you you do give some great information

099I think that you do also give some uh support and with our uh curriculum with our what are their coaches yeah yeah our coaches and induction yeah okay thank you I appreciate that thank you so upcoming events uh from hosted by the CIA uh on for the next board meeting we'll give you some information around our spelling bee it will be at the CPAC on January 24th um we will get some more information on major Clarity um updates on the usage of the major Clarity platform we'll be looking at our K-12 screener data provided by fast Bridge um and brought to you by probably miss Dunwoody yes and then also we'll be giving a little bit of an update on the math adoption oh wonderful thank you okay so we have a 9.2 discussion consideration

100and approval the changes to the policy recommendations from the asba policy advisor this is our first read so is there anything Dr Wyman that you would like us to that you'd like to point out so that we uh make sure we pay closer attention to no this is just an update based on U.S Department of Education guidance and so therefore it's something we have to do and so unless somebody has a real concern it's just based on foster care and it's just updating the policy so I don't think there's anything major in there you will see after you after this some regulations and Exhibits that will be shared that are also part of this I pulled it out because it was just one policy but there is some additional stuff aligned that they're tied to

101this that you will see after you guys approve it in February any questions on that one not yet okay all right so I'm going to um go ahead and motion to go into executive session yeah if we could just as we motion to go in I know that uh Miss Cook needs to be have some signatures and stuff so so we may just do a little delay and we'll go into the back room because of the nature of the executive session but there may be a little bit of stuff so because I'm going to excuse everybody because those two people but yeah I'll excuse everybody else and so I know Miss Cook has some signatures so let's get the signatures before we go into executive session but you can call for it now okay but

102then we'll sign I'll call a motion for executive session a second um all in favor aye all right motion carries five to zero make sure you sign before you go in thank you yeah I know it would have been nothing I would have had to do it because foreign
