001foreign okay we're gonna call this me to order at six o'clock um I am going to make a motion to adopt the agenda I'll need a second all in favor aye did he say I yeah okay motion carries three to zero we have um we have one board member online and then we have another one that is out of the country because I'm going to be him when I grow up he's always gone so I'll go ahead and do the pledge okay is your mic on you can check it off yeah okay um any questions on the um meeting minutes from last time I'll make a motion to approve the meeting minutes a second second all in favor bye ooh look at him all right um I motion carries three to zero all right um

002we have we've got a lot to do today so we're going to just Boogie through this all right so superintendent report I'll take that as a hint um oh wait a minute we need to do special board meeting too um I need to I'll make a motion to approve the um special board meeting minutes a second um all in favor aye aye motion carries through to zero okay proceed please okay thank you a couple different things we do have next Wednesday night here in the boardroom the asba Pinal County meeting uh that's just the meeting that asba hosts for all boards in the county not every board in the county will show up we'll probably get a rough count on Friday of who's shown up uh registration's between 4 30 and 5 and then the

003program's roughly I'm saying five to eight I have not seen the agenda but it generally runs that five to seven thirty eight o'clock they'll talk about a variety of different issues including um probably uh some of the trainings they'll have for new board members so for you miss Ducker or we have another new board member coming on board in January there may be some things that we can do with them we'll let you know if you haven't seen the dirt north of uh Ranch on that property is being removed with a local contractor to need the excess dirt kind of cleans up the property we'll do some other things to help clean up the property but just also know there there's an agenda item tonight there's a section of the of that property that is

004east of what's already fenced off north of the tennis courts that is not fenced off and we will be making recommendation to fence it off just because there's a liability issue we have kids racing ATVs and and quads up there on the weekends and Etc and that's why we fenced off the regular property but now they've kind of made a little racetrack on the other property and so there will be gate access to it because I know for example that's where we do the bonfire but just know that that it's going to clean that area but we're going to have to fence off student enrollment pretty much the same trends that have been falling all year long we're about the same number down and so I won't go through all that all that detail we

005do have a lot of different things happening to the school so I'll take a few moments for that uh the booster club I want to thank them for their gracious donation up at the high school tactical Pest Control gave a donation to the booster club and that donation was in the amount of one thousand one hundred forty dollars and it's going to be used to cover all or portions of the 95 activity for those students in need who can't afford to pay for the fee so that's a very generous donation by tactical Pest Control uh to help those kids that that need help and again just another way that our um our community comes together to help us out we're very appreciative of that homecoming was very successful they had a parade and the Grand

006Marshal was our own Laura Ridge selected by the kids so I do think that speaks volumes for uh her connection with kids when they're down at the middle school that they would select her although the parade got moved to a shorter a shorter route I thought it was a very successful parade a lot of people uh involved including some of our other schools and so I think that's great the homecoming assembly during the day was enjoyed by all the kids and then the dance was very successful I know Mr hoagland's here the football team won two so it was just an overall good homecoming weekend uh the Combs clay Crushers Trap Team starts their census State Championship where they started it on the first that's their fall conference season they have a fall and a

007spring season and the state championships are held in June clue was very successful for the drama department and what I will tell you about the clue performance is they will be submitting it in drama you also have very similar to other sports and other activities a chance to to compete at the state level and they will be submitting that play to be judged at the state level they will actually act out to play as part of the as part of the judging and that'll be upcoming over the next couple of months and so uh they're hoping for Success there comb Center for Success also had a fantastic first quarter with over 300 finished courses through Edgenuity and we we did have three graduates complete their diploma requirements and I think that's part of what we're

008trying to do with that alternative school is that that kids that may be coming back as fifth years or kids that are trying to get out quicker in their senior year you can come and do a different a different uh way to to get their credits and this speaks to the success that they're having so appreciate that middle school middle school tournament big 15 this year so 15 years since it was built so they're celebrating all year long they started with a school birthday party dance on the 23rd of September the teams are doing well too we had um the middle the baseball team making the playoffs after defeating Legacy and we also had the if you remember we included a new um Team intramural team across country and they placed within the top 10

009at their at their meet over the break so again good things happening there uh you're aware of this but I did want to comment especially as a way to say thank you to the Simington staff the Friday before fall break um very early in the morning right the school was starting we had a contractor doing some work out there they had blue they had the Blue Stake but they probably just took uh Blue Steak took it off of the plans instead of actually coming out and and running the uh to see where the lines were and so this line was not staked and so with their second dig with uh bucket they went ahead and split the main line coming in so we lost uh water flooded that whole retention Basin out onto the road

010down through the middle of the campus and so we had to call School approximately 9 30 and the staff just responded tremendously uh in trying to coordinate it so we made sure that every student that left because you had parents that could come up so you had Guardians you had different people coming to pick up we were able to have uh the signatures done to make sure that every kid was picked up by someone we knew and I'd say 90 95 percent of all kids were picked up by 11. I want to thank Angie and her staff over at Harmon and the food service because then those kids that were not picked up uh some of some of the staff from Simonton went over to Harman and we kept them at Harman until the parents

011could pick them up so uh turned out a tough situation uh on the day before break into something positive and again just appreciative of the way our staff uh comes together on in situations like that and just did an amazing job so I want to thank them for that uh not really anything big just note on upcoming uh board meeting and and Veterans Day I will move into the other part uh every board meeting we try to um recognize different groups of employees what we do is we just ask for representatives from the individual sites or departments that will be called up and they're really representative of of individuals for all the people that work there so the first group that we would call up will be our custodians because during fall break on October

0122nd is actually National custodians day so I'll ask these people to come up and then I'll read a little bit for that so give me two seconds um okay so if we could go let's see so the first one if you could come on up will be from CTA Cannon scragum [Applause] and you can stay up here for just a second and then we'll get a picture uh from Ellsworth Jose Sanchez okay from Harman Angelique Angelica Molina [Applause] from Ranch uh Anissa Vaca [Applause] I'm Simonton John Lowman [Applause] from the Middle School Rosalia Munoz Figueroa and from the high school Sean Moorhead and and before they before they step down we just want to uh let them know again October 2nd is National con custodial uh recognition day and they are those people that are

013are behind the scenes doing something quietly every single night or every single morning to make sure that the schools are ready for our kids and if there's little issues on our campuses during the day they're the ones that come in and help clean things and and fix some things and so you don't always see them uh but oftentimes uh they're the ones that make sure our schools run as well as they do and they're the ones that have day-to-day contact with kids on a regular basis and can make a huge difference in life difference in the life of a kid and so we just wanted to really take a moment to say thank you so much for everything you do for our our district and for our schools it's very very much appreciated thank you

014[Applause] we also have again some representative because also this month on the um sixth of um October is National coaches day so we asked some representative coaches for all of our coaches in the district uh to come down so we can um uh recognize them so I'll ask them to come down and then uh we'll say a few words and this is both from CMS and CHS so Madison uh we're asking I've said it wrong and I know it Braxton is she okay that's a lot of different things Anthony Coronado for baseball Angelique Q Flores for softball try it so I know Levi Hoagland from football is here Darby Pyle from badminton Leah Patterson from Cross Country we'll only get two of them but again and I think uh Miss Rich pointed out very similar

015to with with the custodians these people do a lot of different things in their in their job and one of them is just to coach your kids uh and again they put in countless hours for the love of it to be quite Frank and they're doing what's best for the kids and so uh there's probably those of us that were involved and this is coaches but you can get an any extracurricular sport those that have those individuals make a difference in their lives and that's what these coaches do every single day um often not recognized in many of the different sports a lot of long hours a lot of bus trips to a lot of far away places but always with the best intentions for the kids they're working for and so truly a chance

016to say thank you for all they do then our third group we'd like to recognize in the month of October let's see if I could have Shawna Schaffner come up foreign [Applause] come up Santa and are you there [Applause] Angie bechain [Applause] Sue Cruz [Applause] Sue Pascal Laura Ridge Tanya Loftus and Pat Goolsby [Applause] this is where I checked to see if they actually read the agenda and if they're surprised that they're up here that means they didn't read all the agenda uh October October is National principles month and again we want to take just a moment to thank them for the job they do um again you don't you don't know a lot of times they're the visible pictures up for the school but they're also the behind the scenes there's countless hours if

017you go to a school on a weekend if you go to school early in the morning if you go to school late at night you will see these people if you see Middle School and High School in particular you will see that they will take one or two nights a week where they're out supervising events with all the things that have happened in the last couple of years you can't even begin to realize the number of hours that these people put in uh to go ahead and make sure that their staffs get the the quality instructional time that they need and their kids are taken at uh taken care of and looked after um and so again these are jobs sometimes that nobody takes a moment to say thank you and since October is uh

018uh National principal month I do want to say to these principals thank you so very much from the bottom on the heart the job that you do for our kids the job that you do for our staffs the job that you do for a community is beyond reproach what you do in the professionalism you show is unbelievable so thank you so very much for everything you do now we're here we're going to wait on that one I think we're going to do stuff recognition first deaf recognition is it Miss Pascal s no I don't know good evening Madam president and board members and our lovely Community we are so excited that you allowed samington to be here tonight so that we could share a little bit about what we're doing on campus we want to

019share some of the information or I guess some of the things we're doing to support our children not only socially but also academically um this year we are very excited that we are part of Arizona's PBIS Grant Cadre for um moving forward with the PBIS positive behavior interventions and supports We are following other schools in our district in this comes Middle School comes Traditional Academy and Harman have already started this journey and I wanted to invite one of our teachers up Deborah Willoughby who's a second grade teacher and also part of our PBIS team to share a little bit more about what we have started to put in place with PBIS at Simonton so we are in our first year of implementation for PBIS and as Mrs Pasco said PBIS is positive behavior intervention support

020and one of my favorite quotes from the training is from Tom herner and he says if a child doesn't know how to read we teach if a child doesn't know how to swim we eat if a child doesn't know how to multiply we teach if a child doesn't know how to drive we teach if a child doesn't know how to behave we teach we finish why can't we finish the last sentence as automatically as we do the other so PBIS is teaching positive behavioral affections it is used school-wide and it emphasizes prevention PBIS is a behavioral recognition recognition system for doing the right thing and at Simon 10 we use stallion medallions to recognize behavior that it exemplifies being respectful being responsible and being safe my students know that I'm always on the lookout for

021exemplary behavior so if I see a student cleaning up a mess that they didn't make I quickly reward them with a stallion Medallion if I see a student going out of their way to help someone I reward them with the stallion medallion if I see a student that keeps trying especially hard even though what they're doing is frustrating to them and they want to quit but they keep trying I give them a stallion medallion and the students have quickly figured out the behavior expectations one day we were doing math and there was one student that was just struggling and kept saying Mrs Willoughby this is too hard I don't understand how to solve this problem I can't get the right answer and she kept trying and trying and she was just getting near tears and

022then finally she solved the problem and when she solved it she yelled out Mrs Willoughby I've got it I got it right and someone else in my class said I think we need to give her a stallion Medallion because she kept trying even though it was hard so they have quickly caught on to that they're also highly motivated by stallion medallions when things are getting a little noisy and the students might be a little off task all I have to do is give out a couple stallion medallions and everyone who's quickly back on task and working hard so the students write their names on the stallion medallions and they put them in a large barrel and at the end of the day I pick out three or four names each day and those students get

023to come they can either pick out of the treasure box or they can pick a coupon and right now the coupons for special privileges are their favorite things to pick they want to sit in the comfy chair they want to eat lunch with the teacher sit by a friend for a day choose who the Teacher Calls on so those are their preferred things that they'd like to do they look forward to this special time each day when we pick the names and they've learned to pack up and clean up really quickly to make sure we have time to at least choose three people out of our Barrel and they're always excited to see who's going to win and they applaud each other they're so happy even if they don't win they're clapping and they're excited

024for the person that did and Miss Mrs Pasco comes around once a week with her prize Patrol wagon and she lets them pick also we pick about three or four students each week and they get to pick something special off of her prize roll back so I think that PBIS has helped me to look for more positive behaviors and focus on the positive instead of looking for the next and I love the positivity that it's brought into our classroom and I'm glad that we've been given the opportunity and we have a short video showing the prize laughs probably oh there's a lot foreign one other piece we want to share tonight is what we're doing with our reading um this last spring looking at and having lots of discussions across our campus and looking at

025scores we're like we need to start looking differently at what we're doing to help students progress um and grow in their reading because we're not making the right progress our data shows that so I would like to invite two of our staff members to share how we're thinking outside the box and looking at reading in a different lens with our reading interventions so Mandy shama our reading specialist and Jolene King our instructional coach are here to just share a little bit about what we're doing differently so last year um in the spring we were looking at our scores like Sue said and we decided we've been we've been doing the same thing for quite a while and getting the same results we know if we keep doing what we've been doing we're going to keep

026getting what we've been getting we didn't like what we were getting so we came together as um a team Mindy myself and Sue and then we involved some of our leadership team and decided we needed to make some changes we needed to look at our personnel and the the programs and the things that we have Lexia bass Bridge all those pieces that we have and use them in a little bit different way so um we decided to start to think outside the box so when we came back this year we started looking at our fast bridge data because that's where we get our reading data um at the very beginning of the year and we identified our tier two and our tier three kiddos who were who are at risk and targeted those kids and

027we decided what we needed to do from there is um do a phonic screener and dig a little bit deeper into what their needs might be so Mindy's going to talk a little bit about that because she did a lot of phonic screeners good evening Madam president Dr Wyman members of the board we the first thing we did upon completion of those Universal screeners like Jolene was saying is we decided we it was going to be really important for us to drill down even more into that data and try to find some specific skill deficits that we could work with and help our students the best we could so we were able to complete phonic screeners on k-6 students myself Jolene supported and even classroom teachers were trained in doing that and we were able

028to use part of our PLC planning time after that to create some common groupings how can we efficiently meet the needs of our students using the data that we had so and I think our goal our ongoing goal throughout the years to continue that data cycle and using our resources to help students progress through those reading skills another one of the things that we changed was how Mindy met with students in the past we had used a pull out model for our tier 3 kiddos and we decided that that was not really efficient or being effective so what could we do differently to use personnel and people in a different way to try to meet those needs so as we we talked about we created common PLC times in which Mindy is a part of

029that time every single week so that we can have those conversations so she has that period of time set aside that she meets with each grade level the other thing that we did was we looked across the grade level and went okay they have two little kids here two little kids here they need this skill we're putting them together and then we decided is that Mindy that's going to teach that small group or is it going to be the teacher or is it going to be this teacher so we were we were concentrating our effort and spreading that wealth so that we were touching more children with those small group interventions so that's what we've been doing for about three weeks it's again we're just getting started we're working through things and as we met

030with our um Lexia rep the other thing that we're doing is getting really um good about how we're using Lexia and using the skill builders and the other things that Lexia comes with to help meet those needs as well as we talked with our rep this morning we were super excited when she started talking about how well things are going we have some students who have made two years of growth already so that is really huge we're filling those gaps and helping to move those kids forward and that that's what our goal is is to try to help meet those needs to move students I have a question oh sure are you planning on redoing the phonics um testing again at the end actually next week is our week that we're going to meet in

031plc's look at our progress monitoring look at our groups and have discussions about where kids are and do we need to make adjustments and do we need to to um what's what's the next skill that they might need if they've already met this goal or what we're doing isn't working for this group what what do we how do we change it what do we do differently so that we're not waiting too long to change those things as well well I'll be interested so I'll ask you about it foreign good I'm glad while they're working with other students at a time and we're getting to meet with more students than just when we pull them out for the for the tier three we're getting to use some more that would be tier two so it's kind

032of nice oh yeah great that's that's awesome thank you thanks for letting us share a couple of great things happening at Simonton if I could I would have invited my entire staff here because they are amazing but tonight we're going to celebrate Three that are a year but our staff has um been very blessed with um Miss Lily Ramirez in our health office for the last few years and we love everything that Lily brings to Combs she is part of the Combs family as a family with children in Combs but we are blessed that she is our health office assistant she's a very caring giving compassionate person who steps up and helps whenever needed across the campus in the front office all the time she is a communicator to families about everything because she knows

033that as a parent herself she wants to know if something's happened on campus for their child she is knowledgeable timely um the sweetest kindest words that she says about people and how she interacts with students is just a blessing for our Combs family so we really appreciate her and want to recognize her with a blue Apple award [Applause] foreign [Applause] we also want to recognize Deborah Willoughby Deborah Willoughby come on up if you want this is a lady that I have never ever seen rattled I have no idea what she would look like if she was upset so I have no idea um her calm demeanor her patience her understanding her ability to take new learning and implement it in the classroom right away and create a love of learning in her classroom for all

034students is phenomenal she creates an environment that um students flourish in and families appreciate what she gives to them so we appreciate Deborah for all she gives to Simington and very glad that she continues to be part of our family so she get a stallion medallion she'll get a stallion medallion [Applause] okay and one more person we want to recognize is Mindy shamal our fabulous reading specialists she didn't know I was doing that I was trying to sneak it into so when I started at Simonton Mindy was a second one two teacher this is her second year as our reading specialist and we just every kid remembers Mindy we have students from high school that have recently come back to say hello to her and is she on campus and they remember her so she

044the minor modifications that you spoke about as well as the work of a variety of different groups and so I recommend uh approval as presented okay does anybody have any questions on that no no okay Jen's gonna try her hand at emotion here I'm most oh I motion to approve the jocom school district's strategic plan 2223 District goals as presented all in favor aye motion carries three to zero uh 8.2 discussion and consideration approval of 2223 jail Combs proposition 301 performance pay base faced a plan Madam president governing board members Dr Wyman every year the HR office presents the prop 301 performance pay plan to you for possible approval little history as you know the eligible staff are outlined in Arizona statute and they can receive performance pay through the voter approved proposition 301 funds

045this voter initiative had been in place has been in place since 2000 year 2000. the funding that the district receives varies from year to year based on the sales tax revenue from the state and additionally the number of teachers that participate and earn this compensation changes from year to year we are proposing the performance pay compensation be set at 800 for the 2022-23 school year pending state revenue sources the 301 performance pay plan a component of the classroom site fund and must be reviewed annually approved by the teachers and adopted by the governing board the district proposition 301 committee met throughout the spring and summer to make significant adjustments to the performance pay plan some of those committees are members are still here in the room these this committee is made up of Staff members

046from throughout the district all of our sites core and elective teaching positions the reason for the adjustments to the plan was due to the modifications with the funding of the plan and the desire to increase the base salary for certified staff as part of the budgeting process last year the changes resulted in the district receiving a teacher base starting salary of fifty thousand zero seven zero which when combined with the performance pay will provide the new staff base salary of 80 I'm sorry 50 870 50 870. these amounts make the district much more competitive with surrounding school districts the district proposition 301 committee met on August 25th to review the proposed changes to the existing plan and make any final revisions and during that meeting it was decided by the committee that the proposed changes

047still needed more substantial work done prior to being brought forward to the certified staff the consensus decision at that meeting of the committee was to make minor modifications to the current plan and spend the rest of this year making more substantial changes to the plan on September 21st 2022 the district proposition committee met again and came to the consensus for the following changes that are before you this evening School sites voted during the week of September 26th and per state statute approval the plan is based on total number of votes in the district not by individual schools voting the approval rate in the district was 91 percent the new plan increased the percentage of points received as part of the professional development and the removal of the communications log which was part of it the

048new increase in professional development is aligned with the professional development provided by the district as part of hashtag forward the recommendation from The District staff and the committee Administration and Leadership is that we approve this plan for implementation are there any questions I don't have any questions no hey uh go ahead I motion to approve the Joe Combs Unified School District 2022 2023 proposition 301 performance-based paper a plan as presented I'll second all in favor aye aye I got a text that he said aye thank you question Aries three to zero 8.3 looks like he's going um like out of range in and out of range that's what it sounds like so um okay so 8.3 um discussion and consideration or approval of changes and policy recommendations uh from the asba policy advisory uh 716

049and policy advisory 717-736 it's the second read so I know I had a couple questions just um nothing big just uh clarifications that's but I'm that that's all I had do you have anything no okay I don't think Stephen had anything Stephen are you there he's there all right so um can you make go ahead and make a motion I motion to approve the recommended changes to District policy as presented in aspa policy advisory 716 and 717-736. um I'm gonna go ahead and second that does he have do you have him I just have them on you don't have them on it's still showing is in the meeting but I'm texting in between as well okay I wonder I wonder if we call them I mean is he on his computer he did log in

050on his computer because it was a better connection call on it I'll be calling your friend dude hey can you hear me okay I'm putting you on speaker man okay so we have the asba did you have any questions on that no I do not okay so uh Jen made a motion I second all in favor aye motion carries three to zero okay eight point four coveted mitigation plan yes uh we're required by uh on here we're required as part of uh the American Rescue plan that the policy or excuse me funding that was provided by the federal government uh to have a covered mitigation uh plan the only and we're required uh through ad who uh monitors it uh to go ahead and make modifications every every six months uh those modifications those modifications

051are due as of November 1st and so what you'll see with the changes here are just alignments with new state laws so the policies you just passed there were several laws uh that were in those policies that were reference for example uh wearing a mask you can't mandate wearing a mask based on a law that was passed so that's that's just some of the the guidelines and updates that are are to this plan uh the way we've worked as you guys will approve it we'll have it posted for two weeks for public comment very similar what happens with Federal and and state grants if there's any substance substantive information that's brought during those two weeks then we'll come back to you what changes otherwise we'll take the changes and and push it Forward uh to

052the 280e on on April or excuse me November 1st so I would recommend approval as present no I have one question how long will it how long is it expected that we have a mitigation plan uh this for uh uh essers 3 has to go through to June of 23. so our La I think it's my date may be off if it's June or September of 23 it might be September but you'll have to come back one more time I believe is what it is and then and then we're done all right you want to make a motion yep a motion to approve the update to the district 2022 2023 coveted mitigation plan as presented I'll second is he on yet calling him back all right all in favor aye aye all right the motion

053carries three to zero this is painful all right um discussion and consideration of approval of the 2223 J.O Combs Unified District emergency response plan so we have two things going on with this plan again on Emergency Response plans uh what's uh what's provided to the public is not the complete plan just because of the sensitive nature of there so what you'll see is the response plan that's at a very high level that speaks to the overall aspects of our emergency response plan what I would really focus for you on this plan most of it is what I know uh Miss Hargis and maybe Mr Ray have seen before but at the same time we are working a behind the scenes support part to really expand the emergency response plan for our staff members if you

054look at the last two pages of this plan you're going to see that the new one will be a online plan that will be available to staff members that they can click on these buttons and give all the information they need to do it it has a lot of detail pictures of for the uh for Emergency Services where if they were to come to one of our sites and want to see Hey where's the shutoff valve or we got a picture not only a location but a picture of where it is and so much more detailed plan what we will do is have you guys approve is it blue State the plan the plans are Blue Stake but I don't know that the ground is blue state which seems to be the problem um and

055so uh what we'll do is we'll approve this high level plan that you've seen and then when we seat the new board member in January because of the sensitive nature of the plant we will run a an executive session whether it's January or February and Mr Anderson is is creating this he's created this in other districts we will come in in an executive session we will show you how this plan works these uh both both this front this back will be tailored for every single site in the district so if you want to see something in harmony about where's the shutoff Alvin Harmon then you click on that yeah you'll find out how long they'll take you to get through but it is it is uh it is unique for each individual school that is

056just about done um and so we've shared the initial run with leadership and we'll continue to share as we finish they'll have a chance to to understand what it is um but for for tonight we're just asking this high level uh Plan B uh approved a lot of work very much appreciated yeah yeah all right do you have any questions on that I motion to approve the 2022-2023 Jo comes Unified School District emergency emergency response plan as presented I will second all in favor be there all right eight points that discussion oh uh discussion consideration or approval of the land lease agreement between Combs Unified School District and the cctmo LLC yeah what this is is we have a dish has installed uh uh whatever I'm trying to say now let's see down at CMS

057we have a number of towers what happened is this needs to install some ground equipment and because of where they need to we went met with them uh Christmas time or summertime excuse me and uh where we need to locate we have to go across the bus turnaround that we use for special education we're going to put it up against the uh gymnasium but because we're going across that property we need a uh an agreement for um uh it's one of those nights sorry guys we just need an agreement for we're almost done yes uh to put that to put that equipment in because it's going across our property so that's all this is is just agreement to allow us allow them to go across our property so we recommend approval as presented it doesn't

058change anything that the towers there this is additional equipment that they're adding to for the tower to make it more uh efficient it just it couldn't be located next to the ball next to the uh dugouts because kids could get in because it ends up having I think a six foot uh six foot uh fencing around it or or wall around it so we moved it over by the gym and it just made for a better location but it now means they're going to have to dig up our property and so we needed a utility Amusement that's what I wanted utilities meant across that part of our our campus are they when they do that are they putting back all the asphalt all that that's on them yeah that's on them okay oh they're gonna

059just pour it yeah yeah okay and that will probably they're blue staking that too that's where they look at the plans or right okay uh I'll take a motion a motion to approve the land easement agreement between jail Combs Unified School District and cctmo LLC as presented um I will second all in favor I all right 8.7 discussion and uh consideration and approval of uh retention stipend if you'll remember back in the spring as part of um the budget we had made a recommendation that we would go ahead and move with a retention one-time retention stipend of two percent using esser's dollars um it was based on rewarding those people that had stayed with our district and come back last year we did one percent but we gave out some other uh another one percent

060stipend and the discussion and budget was to rather than give out the two in order to reward uh those staff that have come back uh to just do one and then just increase from one percent to two percent so this action item is to go ahead and approve that for uh for our staff members the way it works if you were with us at the end of last year and you were with us as of the end of this quarter then we will go ahead and give them the two percent of their base salary so if someone has additional dollars associated with coaching or something like that that's not calculus related in it's just their base salary it goes to certified staff support staff and administrative staff it's for everybody and it's just a way

061to thank those individuals that have been with us obviously if this is your first year here then you would not be eligible for it so I'd recommend approval as presented any questions on that all right Steve questions no go ahead I motion to approve a one-time retention stipend of two percent of the base salary for all eligible staff as presented I will second all in favor aye motion carries three to zero um let's see 8.7 discussion consideration of approval what 8.8 8.8 well whatever I'm still reading the same discussion and consideration of approval for fencing upgrades at the high school Under um one GPA is that like the that's a Cooperative that's their thing yeah it's not their GPA no um contract number 22-12 P again this is what we were talking about earlier as

062we remove the as we move the dirt on the North Lots North of ranch uh there is a portion that was not fenced off um we fenced that area off really because of the dumping which which we're trying to stop people from dumping on our property uh the secondary reason was because uh the kids were riding ATVs and quads on the on the dirt and we left open that one area but it just meant they slowly moved over to that area on the weekends and they use it as a racetrack and so just for our own liability we've decided to fence it off we're only going to go with a four foot fence they'll have a gate access that's in part to keep costs down and so I would recommend approval as presented I motion

063to approve additional fencing upgrades at the high school as presented utilizing the one GPA contract number 22-12 I will second that motion all in favor I motion carries three to zero number 8.9 discussion consideration or approval of the fiscal year 2023 Capital plan good evening Madam president members of the board Dr Wyman colleagues members of the audience Bob's not here foreign action item 8.9 is our Capital plan ARS 15 20 41b requires that you review this and approve it each year what it provides is an oversight for the Arizona school facilities oversight board or sfob in regards to new requirements or requirements for new schools in upcoming years the projection is based on October 1 enrollment ADM projections for the next 10 years and then any residential developments that we put in or that are

064going in in our divisions with the assistance of arcadis we prepared the projections based on K5 6 8 and 912. I point that out because our facilities are not k568 however that is a requirement but a sfb and that is how we have prepared the calculation so if the numbers don't look like our enrollment that's why based on the projections elementary and middle will not need a new facility in the next 10 years however the high school is projected to meet capacity in FY 32. now we know that our developments are expanding we have growth within our boundaries so we will be monitoring this on an ongoing basis so that we can make sure we report to sfb and we're ready when we need new facilities are there any questions I I don't have any

065questions I don't think I I assume that Mr Ray does not because he didn't say them before so you can go ahead and make a motion okay I motion to approve this fiscal year 2022. 2023 Capital plan as presented I will second all in favor I I motion carries three to zero eight point ten discussion consideration of approval of the 2122 Joe Combs Unified School District um annual financial reporting you are so lucky I know he's waiting for this all year long you've been waiting I know okay so action item 8.10 is the Arizona revised or Arizona financial reporting and our school level reporting it also provides you covid reporting as well as to think of the fourth one totally drawer blank oh Food Service AFR Okay so let's see if this works does not

066maybe if I turn it on there we go Arizona revised Statute 15904 does require that the governing board review and approve the annual financial statements we have to load these to the Arizona Department of Education by the 15th so thank you for all for being here tonight all right let's do a really quick recap of the maintenance and operation this is the funding we received from the state and the county our budget was 29 million 263 dollars and we spent 28 million 437 323 dollars so the nice thing is we are going to be able to carry forward the one million two hundred eighty thousand and yes I wish Bob were here when we break down how we spend that money I think it's a really great thing that we can actually show that salaries

067and benefits equate to 83 percent of all the money that we receive we make sure that this is getting into the hands of our staff that's 23 almost 24 million dollars out of our budget of 28 million dollars you can see Professional Services I will make a note that some of those services are for OTS pts or resource teachers that we've had to pull in because we didn't have them on our staff our regular education received about 68 almost 69 percent of the budget this is in line with what we've had before maybe a little bit lower our special education is a little lower in our transportation is a little higher but if you take into consideration the fuel prices during the last school year that accounts for some of it our classroom site funds

068show that we spent two million eight for our teachers and certified staff unrestricted Capital we spent a million five federal and state projects we had five million three and other funds would be six million five now other funds could be our Esser dollars that's where we're seeing a lot of that money being categorized those are really in line with what we have spent previously in those categories our bond expenditures I'm not going to spend a whole lot of time on this one because I do have a presentation in the discussion on our bonds that you have to see but basically we have spent all of our first and second uh series of bonds the 2019 we have about a million seven left our school level reporting takes all of our AFR data and basically breaks

069it down into school levels those are attached to the agenda item it takes and allocates out based on student counts square footage meals served the number of ftes and then the ridership so that we can actually see what the expenditures are by sight we try to make sure that all of our accounting when we're doing procurement distinguishes a specific site and not a district level account so that we can make sure these are reports are as accurate as possible our food service AFR we started with a million basically a million dollars we had revenues of 3 million our expenditures were roughly 2 million with an ending balance of two million dollars with this grab my number you can see we served 166 000 breakfasts lunches were 510 000 then they're all a carton and the

070snacks we served about 23 000 each so the Food Service people were very very busy this year they like to snack this is from the covid report it's just one section of the quite lengthy report that we had to fill out this year but it does a really good job of summarizing what we received in sr1 sr2 sr3 Greer we did not participate in our enrollment stabilization and then other funds some of those other funds are benefiting our community ed our preschool programs but as you can see we have received approximately 12 million dollars just under in 2021 we spent four million of that in 22 we've spent almost 3 million so we have about five million dollars left it is basically sitting in ss3 I got to the questions section and uh you know

071I was looking at some of these numbers this is my first year to complete the full year with Combs and so I looked at some of these numbers and I was actually really surprised when I looked at it and said we spent 52 million dollars last year that's a lot of money 5.8 of that dealt with our bonds principal interest things debt services that we have to pay so that breaks it down to 46 million dollars that's a lot of money so I started looking at it because the question is always are we getting this into the hands of our kids and if you look at just the instruction goes directly to the classroom fund one thousand you look at our transportation to get our kids to and from the school and our food services

072which make sure that all of our kids get fed 61 percent of the budget was spent on those three items alone if you add in our support services our OTS our pts the any student services nursing health aides our curriculum staff eighty percent of our budget is spent that's directly impacting our kids the other highest percentage after that is ten percent for operating the plant well when you look at utilities or over a million dollars and we have to have safety we have to have the security we have to maintain all of our vehicles we have to do all these things I think it shows that that comes is doing a really good job of allocating and getting the money into the hands of the students or where it's going to best impact the students

073so that's my little personal opinion based on my first year are there any questions about any of the financials I was wondering um I don't want to throw you off and you don't have to tell me right now if you don't have the numbers but how are we doing on when we um brought in and we redid All the like um our state our our energy costs Energy savings yeah um I don't have that analysis but I can prepare that for you and get that to you well we've had a couple meetings with uh uh it's now Verity it was Mid-State when they first came on board and we're meeting uh all the projections that they're coming you know that they had planned ahead of time um and so again 700 000 a year in

074Energy savings uh that's offset by the debt services to pay for the least of the of the equipment but at this point in time we are supposed to have and actually it's gotten away from me because I think we've met in August we will try to get a report in November but there was no red flags or anything like that they were very comfortable with because remember there's a guaranteed savings there if they don't meet the savings and they're gonna they're gonna have to cut us a check yeah and so in that initial conversation that we had in August uh there was no concerns about them meeting or you know not meeting uh the targets they set so overall I'd say it's it's doing very well that's all yeah it's do you have any questions

075all right Mr Ray no questions okay I'll take a motion hey I'm motion to approve the 2021 2022 annual financial report School level reporting Food Service AFR and covid Reporting as presented I'll second that all in favor imotion carries three to zero all right um 8 11 discussion and consideration of approval of the jail Combs Unified School District hearing officer list of 2020 22 23. uh yeah this is just a list of individuals that we could call upon to in the case of a hearing we have not had any hearings in my time in this District that's not on uh totally unique to this District several districts I've been in have had that we put the list just in case something comes up uh you'll see Mr hufford's name on there he is actually a

076practicing attorney we put him on there just in case there's a a more complicated situation that may be involved Dr duplicitous myself are trained we would not necessarily be used it could be a conflict interest I just put those on the name to give us flexible as much flexibility as possible given that you don't know what different situations could arise and so I would just recommend approval as presented and then that just gives us flexibility if we ever get in those situations to call on people to run the hearings and then it becomes more of an independent uh situation all right any questions go ahead I'll take a motion a motion to approve the list of hearing officers or student disciplinary hearing for 2021 22 as presented I will second and um all in favor

077aye I know he's he just texted me and said aye so we're good it's the five for the next two all right um a12 a motion carries three to zero um 812 discussion and consideration approval of the aggregate expenditure limit AEL resolution yeah this is a resolution coming from asba the gist of what's happening right now just the same as last year on the aggregate expenditure limit uh school districts in the state of Arizona will exceed the aggregate expenditure limit this year again it's the aggregate expenditure limit because unlike cities and towns or community colleges where individual cities or individual community colleges can go ahead and go to the voters to ask to exceed their expenditure limit school districts in the state of Arizona are aggregated together aggregate expenditure limit and if they exceed the

078only way we can get the go past the expenditure limit is uh to have the legislature uh vote by two-thirds majority to go ahead and let us succeed this is money that was allocated to school districts as part of the budget last spring and now they have to take the next steps dude if they do not go in and do this then they have until March 1st uh we would end up having to make the cut of approximately 70 percent of our budget uh up by April 1st there's some requirements for for public meetings uh it'll be a tremendous uh it'll be devastating for any school district I have to have it the resolution is asking the governor to go ahead and call a special session before the end of this current year uh the

079issue that comes up is since we had a legislature that passed this budget the belief is they should be the ones that would vote to give us the all school districts the ability to exceed expenditure limit and so that's why it's a special session before the end of the year because we'll see a new governor and a new legislature in January we believe that there's a very strong chance that that's what will happen but the continued pressure placed on by different boards and different individuals to try to get them to call that special session is critic Circle I can't express enough this is money that is already allocated to school districts it's just a matter of we can spend it if they do not approve it it does not go back in the general fund

080it can't be spent 1.3 billion dollars will just sit there it's not increasing taxes it's just a situation of because of a 1979 1980 uh the funding formula that was developed back then they put this cap on school districts as well as cities and towns and community colleges were just a little bit different than them and so now we have to do this exercise Mr Delaney had asked that that this resolution be put on and so I would go ahead and sub to the board but I would recommend approval of the resolution as presented yeah only thing I'm asking is that the letter B signed as the governing board as opposed to just the board president yeah I'll go ahead and make that change all right so if we don't have any questions you can

081make a motion a motion to approve the a resolution asking the governor to call a special session to address the aggregate expenditure limit AEL before the end of the year um all in favor I'm I'll second that all in favor hi hi and he has eye on this one he said Lex too so uh motion carries three to zero all right next items are information only um just discussion items so 9.1 information and discussion of the capital Bond expense report good evening once again so um ARS 15 481 and 15 491 requires us to bring you the capital Bond plan and this is just a review of our bond funds what I did is I prepared the bond series The 2017-18 and 19 sales and I summarized them in support of how the pamphlet went

082out to the voters so it talks about the renovations and improvements technology furniture and Equipment Transportation new construction at the high school new construction of the auditorium which is our CPAC and then the maintenance and transportation facilities as well as the new District facilities you can see that we've had a total budget of 36 million eight hundred thousand we have spent 35 million of that so far in each of the different categories you can see the balances remain in basically our Renovations improvements technology furniture and equipment I have a question isn't the technology doesn't the technology part have to be paid within a certain amount of time the furniture fixture and Equipment yeah we have to have done by the end of this year by December okay so the 156 000 has to be spent

083by December I thought it had to be paid back before like before the rest of it or it has to be spent by then we have the five years to be able to take care of FF e okay gotcha it's more it's more the spending than the payback the payback is part of Debt Service okay so it's a 30-year pay all right I knew there was a five year or something yeah any of the series there was three series that she spoke of before each of them once you sell that series of bonds you have a specific number of years to spend it uh uh within and that's the time frame of the five years okay okay so and just FY 22 every site received some benefit from the bond thank you to all the

084voters who passed this before I got here um but comes traditional received several things for their food service area their cafeteria new ovens new register stands fire head for the safety in the kitchen we did topography studies over at Simington and that also occurred at Harmon for the uh drainage issues that we are dealing with right now it comes Middle School we developed some or we worked on their cafeteria and gym floors Carmen we also had some concrete improvements Ellsworth we put in some air handlers the high school we added fencing we were repaired some bleachers and we also repaired it and upgraded some restrooms in the football and baseball area calm Center for success with the building of this building we were able to dedicate that specific site to them so we needed to

085make sure that they had furniture for their students and their staff we also need to make sure we renovated the water fountain over there one of the bigger things is the double-sided Marquees that the board approved that are at every single site and the electrical service as well as the fast Bridge software those are just expenditures from last year alone some of the other benefits from the bond I wanted to make sure that we highlighted we did get a new and larger facility for our transportation Fleet but we were also able to improve 20 new vehicles for the safety Safe Transportation of our students we received six 84 buses all the way down to two seven passenger Transit vehicles um I will note in there that two of them are also our special needs buses

086and buses are not inexpensive so I was really glad to see this number for the Combs Performing Arts you know we want to make sure that the bond not only benefits us but it's also a chance for us to give back to the community and the comes Performing Arts Center has had 123 days of internal performances alone that's our band dance drama Opera and it has presented presentations by not only the elementary schools but the middle school and high school as well we've had our online come Center for Success graduation there CTE nights there our Battle of the books njhs and Dr Wyman holds our convocation there as well in FY 22 we had 39 different rentals that totaled 92 days from outside organizations this allowed us to bring to the community and our own

087individuals ballet dance music and drama presentations district-wide the bond is also of course presented us with this facility our transportation facility but has also benefited many of the buildings in our own District the projections for this year with the remaining 1 million seven right now stand to be applied to our Bell systems to ensure that all locations are compliant and running and smoothly our camera systems which I know that there was a question in regards to safety previously we're going to make sure that that's taken care of with a good portion of the funds the drainage resolutions at Simington and Harman we've also added some weight room equipment and seating over at the middle school we've got some floor work over at the high school and then ctea has some Fiber work that's going to

088be done that leaves about a hundred and some odd thousand dollars I will tell you I've already received requests for those so we will be finishing the bond in this school year are there any questions about the bond okay thank you okay so we'll go to the next uh discussion let's see here discussion information on student achievement the October report all right good evening Madam president members of the board Dr Wyman and Mr Costa we have a couple updates from the curriculum instruction and assessment team for you tonight uh the good news is that they are relatively short and the better news is you don't have to listen to me so um I'm going to turn it over to Dorsey to share a little bit about our October professional learning opportunity and then uh Miss

089Dunwoody also has a little bit of our student achievement data to share tonight good evening my name is Dorsey Meadow I'm the professional development coordinator for the district and we're just going to go over a little bit of what um we do in professional learning and then hit a spotlight on the latest PD day which was actually Monday so if we can just advance that where's the so great turning it on there we go okay the professional development department actually serves the CIA and the school district and we help support many areas in curriculum instruction obviously professional learning we lend a hand in assessment as well and um we try to fit the need of everybody across the district the best that we can so in our department we seek to the needs of most

090of our certified staff and our team actually develops and facilitates most of the learning that we have there although every now and then we do bring in an outside facilitator we provide multi levels of support and we start with the beginning of the year with onboarding and welcoming new people and then we continue the 10 the trends throughout we try to make sure that any of the learning that we offer in our PD sessions are connected from one event to another streaming that golden thread all the way through for our Learners our adult learners so this is just a broad view of a small snippet of what we have with professional learning with the district-wide professional learning days we have six a year where the certified staff come together and they learn together in professional

091learning days and those professional learning days might have a little bit of professional development inserted in them and what does that mean professional learning is when professionals come and they learn together with each other in professional development might be a little bit of information around a product or a process in for instance how how to use fast Bridge versus what to do with the data in fast bridge then we also come down to a smaller learning piece with our site PL our site PL might um it's one it should be about one day a month it could be driven by our professional learning or our coaches as well as our principals and what their goals are there and it's typically related to The District goals and then our coaching is a smaller more concise view

092it's targeted it's daily our instructional coaches on our sites help with that as well as our content coaches and as you can see there it's around classroom management PLC teaching and coaching with best practices of instruction and planning today we're going to focus a little bit more directly on our district-wide professional development day that we had on the 12th so just to kind of give you an understanding of the structure of this slide and how we've been running our professional development days for the past couple of actually for the last two years is we launch with our teams together and then they go into breakout sessions kind of like in conference style and then they come back together and we make connections with what we've done from the beginning of the day to the end

093so I that graph there is actually current so a big portion of the day 60 of the day is actually spent with our teachers being able to go to classes that are related to the district goals but they actually have a choice of the classes that they're going to attend so this gives a little bit bigger of a breakdown of what we have with the choices that we had we tried to break it up with a little bit of a balance of what we're offering our teachers because our teachers kind of have to be um masters of everything right so how do we use some of those programs and tools and then how do we help them get even sharper with their with their craft their of being a practitioner of practice and then what

094do they do with those so our program and tools session those are the classes that we offered in that area around ST Math which is a program that we use in the district with our k through eight students and then also using data in illuminate which is essentially finding that data in illuminate and then looking at that data closely and then looking at what we're going to do with that with students our backstage craft piece is actually geared to developing what our teachers are doing giving them skills and knowledge around unpacking standards identifying success criteria and um foreign goals and then also introduction to rigor and relevance which is going to be a series that we move forward with which was really a focus on what the cognition or the development is around blooms and

095then what that relevancy looks like for kids and that was actually the first of a three-part series and then we also had sessions around rceu planning which is around um which is classes that we offered for our speech and language Pathologists and helping them sharpen their skills around their areas so that that backstage craft piece is really essential for our forward goals which you can see the classes that we had um offered in those areas and those forward goes are directly related to um what we're doing with modern teacher and elevating the opportunity for our students to own their learning so this piece offers the transparency of learning for our teachers that are new to the district or any staff member that's new to the district and understanding those eight essential elements of creating a

096culture where students own what they're doing and takes them from compliance all the way to empowering what they're doing in the classroom packing standards with students is sharing that learning so they understand what they're going to do and then that building learning plans and advanced learning pieces offers an opportunity for students to enter the world of Blended learning where they can have choice and voice around how they take content practice that content and show what they know and then that final piece there is another area of an um instruction that we offer for our teachers where that is essentially around the learning environment and creating a optimal learning environment where we're using that time and space well whether it's effective pedagogy high level practices or structuring that learning block or trauma-informed practices we offer we

097try to offer a lot of variety for our people so kind of breaking down with the key data did you have a question real quick when you when you're asking when you break out do you already did they sign up for these classes like you know how many people are coming to those classes or do you do it the day of we actually um have them register for the classes and if they don't register we send a reminder and then if somebody doesn't get the chance we try to register for them okay okay that's a great question so here's our data um so these are all the classes and the populations that they took so if you guys will see in this chart the first number is the number of people who took a class

098and then the class title so we had 285 participants 17 classes over 34 sessions for the day foreign most of our sessions were 180 or were 180 minutes so that's a really long time no more like 80 minutes and then we had two classes that were a little bit longer and they were a deeper study for 160 minutes and then our participants came together at the end of the day where they had the connections piece and this connections piece was geared towards taking the first item that we had for the day which was a guest speaker for trauma-informed practices and taking that SEL piece and then connecting it with the learning that the teachers had in the middle of the day and then looking at what is their role in being a champion for kids

099and so now we're looking at our participant feedback and we're and we're seeing what we can do to offer support on our campuses in in a smaller setting whether it's with plc's in small groups or teachers as individuals and helping them Implement that stage of I just learned something new how did I I Implement that in my classroom and feel successful about it so those are our next steps might you have any questions for me no okay there's more information in your in the slideshow if you want to look at some of the classes and descriptions that we offered thank you good evening today I'm just going to be briefly discussing some information we have on our gifted testing so what I was able to do a few weeks ago is I was able to

100get recommendations from our sites and in some cases from parents who are interested in having their children gifted tested so here in Arizona we are required to identify students who have giftedness and apply appropriate educational opportunities to those students so we tested about 56 students this go around we'll do it two more times in addition to a screener for all second graders so that is separate from our two additional times that we'll be providing this and of those students we were able to get about 12 percent of those 56 students were identified as gifted so they will go into the gifted cluster and they will receive those gifted educational opportunities at their sites with other students who are gifted in those classrooms they'll have some chances to do some extension work some rigor in what

101they're working on in their classes so as we move forward we will again offer these more opportunities hopefully we'll get a little bit more involvement now that we've done it once and people know what it is we go out to the sites and do the testing and then in spring when we do our screener for second graders then that will move into a full testing for those students who pass the screener so any questions about gifted testing all right I will wrap us up here for the CIA updates um just really want to complement all of our coaching staff and the work that was done for that PL day I think you get the gist of how complex it is to put together a day like that and how long it takes um and then

102in terms of the gifted testing I do want to share that that's an area that we're focusing on right now um the acceptable Norm usually for for giftedness is around eight percent um we're not at eight percent as a district so we're really trying to seek out ways to identify our gifted students to make sure that they're getting the services they need so it's a piece they're looking at a couple of upcoming topics for next month we'll have some updates with major Clarity and some data that's coming out of that next time high school Benchmark testing results will come in the next meeting I will do our high school and actually probably our Middle School course guide presented to you next meeting as well to get that approved for registration and then we'll be launching

103our curriculum adoption for math we'll have some updates for that next time there's anything we've missed that you want to hear about please let us know so we can put together for you but any other questions for teaching and learning good luck okay so um last 9.3 discussion information of changes on changes to policy recommendations asab asba policy advisory 737 first reading so the first reading I guess I'm going to ask you what we think what you think highlight right this this one this one I I could have squeezed it into the second reading but it would have been really complicated what you're going to find with this one basically they placed out some changes within one of the one of the policies um uh in the in the ones that you approved tonight uh

104it was brought to their attention that there were some concerns about the way it was being presented uh it's really the the policy jail CB which is is based on required immunization so they basically did an overhaul so you approve something tonight to turn around and make a second read to change exactly what you did tonight now the changes in the formatting perspective and and for some clarification um so it's not like there's substantially anything wrong with that policy but they've decided that they felt that it it aligned more and some of the detail was moved to the regulation which you do not approve again from a Stucker who's new the board is responsible for policy uh changes and approved policy changes Administration is responsible for regulation and Exhibits we have to share them with

105you matter of fact you uh all the leadership team as well as the board will get a memo from me tomorrow morning with all the regulations and Exhibits that were changed as a result of your recommendations this morning or this evening so I just tell you that because just note that you may look at it and say well wait a minute I thought we did something in the last one and now we're making a change and it's really just a moving of things around uh substantially the same but more in the regulation and and pulling the policy down but I kept it out just because that would have confused everything so we'll do first read and then second reading in November perfect any questions okay does anybody have anything that they want to request for

106future agenda items no I have nothing at this point so um I am going to make a motion to adjourn the meeting a second all in favor I mean leave okay he texts me I we're done motion carries three to zero at uh 7 41.
