okay i'm gonna start this meeting and call the order at six o'clock and um on the do we have any questions on the agenda um i have to i'm going to make a um i'm going to chain do i need a motion knit to it yes you do okay i'm in a motion to make a change to her agenda i'm going to do i want to take 9.1 and 9.2 and put it after 8.9 before we go into exactly you guys don't have to stay i'll second all in favor aye aye aye anybody on the phone yeah okay motion carries four to zero and are we going to note that mr ray is not here okay four to zero all right let's go ahead and do the pledge [Music] again okay um any questions on

the meeting minutes okay i i i quit question the corrections that i had i assume they're all okay okay so i'm gonna make a motion to approve the meeting minutes i'll second um all in favor hi hi hi aye motion carries four to zero okay um let's see superintendent celebration and recognition uh thank you madam president it's a couple things state budget if you're seeing anything on the state budget right now it is starting to move not extremely fast there's a little bit of gamesmanship going on and it may take another two weeks before that that budget gets done there was a budget you may hear some stuff in the news about a budget that was pushed yesterday i would just say that would be an ultra conservative budget and so you have the ultra

conservative budget that was pushed last year last week then you have a proposal out there from aaa which i would say is the ultra liberal budget and so now the negotiations will be to try to get somewhere in the middle so i still think that a lot of the conversation that's taking place and some of the conversations that we've had about the numbers and what they're going to be uh we'll get there it may be a a little bit less that'll be a little bit more uh it just depends on on how the negotiation goes and so you're still looking at a significant increase to the base support level the most important part about that increase to the base support level is it does mean that it's a little harder to get at when it

comes to cut time and you're gonna get annual inflation now just remember the annual inflation for our budgets is no more than two percent it can be less than two percent but it can't be more than two percent i just tell you that because the increase um when you come to for example the minimum wage increase that's the consumer price index and so right now that inflation is running at somewhere in a neighborhood of 8.9 percent so when you see what's going to be the increase for classified staff in january it could be upwards of seven or eight percent uh off the 1280 so the 1280 could go as high as as 1380 or 1390 so that's a significant increase um so we don't know what that impact's going to be but so even if

we get a massive increase to the base support level uh we're still running at a deficit just because we're getting two percent when other factors that we have to deal with are coming at eight or nine percent there will be more than likely uh a poverty weight or an opportunity weight which would mean more money would go into those uh schools that have higher rates of poverty you'll probably see an additional increase to special education weight we just don't fund uh what it takes to really educate those kids so those are two positives there will be something with cte whether it's formula or grant funded i think people are still arguing over that piece um you'll possibly get some additional one-time monies for district digital assistance or or capital items but there's also a real

big push to put inflation in the da right now we do not get inflation so it's a set amount that stays forever um that's not a significant increase overall given that it's that's factored off a two percent not eight percent uh number uh but it would be nice that over you know annually at least you're going to get some sort of increase for capital programs and then there is still discussions about how to fix the aggregate expenditure limit uh prop 123 and prop 301 if they don't fix those um then giving us all this money we may not be able to spend uh whether it's a short time fixer or a long-term fix that's part of the negotiations too so we'll just have to see now there's going to be some other things in there

because the governor has his pet projects relative to k-12 obviously he's pushing some bigger issues water and some other things like that but so this will not be all of k-12 and we'll just see how the negotiations go you'd like to think it moved faster but it could be mid-june meaning the 25th 26th 27th 28th against the deadline yeah and we will do a budget presentation on the 20th at a retreat but know that the the forms that have been released by ade represent a zero percent increase because um technically speaking the state hasn't approved even a two percent increase so um we will be doing our budget proposal and then we'll be adopting in july and then we'll have to come back in august or september with a budget revision just because um the

now that we know what the true increase is we're gonna have to modify uh the numbers so so that's more than likely what's gonna happen maybe something miracle happens and and we can make something by the 20th but but i don't hold out hope on that so we would look at a budget revision basically in in august or possibly september so i meant to look at this before i came to the meeting and i forgot was is it senator boyer who was looking at some kind of a grand design to fight up close to there's what's happening with that well that that's part of the problem um uh not to get too far into the weeds but let's just say that the senator is not one of the most popular senators down there and his

compadre and the democratic side is not one of the most popular senators down there either so it's how do you get to the middle ground which i just said you had far left and far right so the middle ground is somewhere in where he was at so how do you craft something that they don't get credit for but ultimately they get credit for it because they're the ones that are that put out the idea so that's part of the wrangling that's taking place right now is how do we give somebody credit without giving them credit but there's nowhere else to go but the middle and so how do we get somewhere to the middle so that's the issue that's really down there so trying to get everybody on the same page is getting difficult for

that reason i didn't let you know that once again the district uh was uh uh awarded by a health airs on the worksites program uh the platinum award which is our uh the highest award this is the second year in a row we've gotten the highest award for a healthy arizona or from healthy arizona worksite programs it's statewide and it helps to look at employees or excuse me employers in arizona and what they do for training and technical assistance tools resources to design implement and evaluate worksite and you're really looking at efforts of our health and wellness committee and what we do throughout the year to help our employees maintain a healthy workplace there's copper silver gold and platinum levels and for the last two years we've been at the platinum level we will be

receiving recognition uh with an award on next week on the 14th but again it's it's just through the hard work of dr duplessis and the health health and wellness committee that we get that uh that award so we're appreciative of that we also had an audit recently on non-criminal justice compliance on it basically looking to see from arizona department of public safety our integrity their integrity unit taking a look to see are we doing everything we are supposed to do in terms of users and and ensure that the agencies who use criminal history records so when we hire someone we have to check on their background are we doing it are we doing it properly are we going through the state and federal laws fbi regulations national crime prevention and privacy compact guidelines and as

part of their audit they found there were no findings and so we were recognized for our policies and procedures and practices and that we are doing everything we're supposed to be doing so again thanks to uh hr for that we continue to work on enrollment uh with kayla and just some numbers that if you have questions she can probably answer better than i can but the general enrollment campaign we totaled over a thousand students 1060 students that were enrolled if you really want to translate that into a dollar amount that ends up being over 5.8 million dollars our virtual kinder roundup campaign we had 30 students enrolled through that program the crm process that we've talked about in the past just is a way for our schools to reach out to our families more more

quickly and capture them and they're not waiting around to come in and so again on 30 students you're seeing it at a dollar value 137 000. we are using that same crm program or a similar facility of it for hr recruitment and so we had 177 leads for prospective employees coming in so we're working on different ways to make sure people are aware of who we are and what we have to offer uh the the approval of the salary schedules last board meeting uh has generated some interest in any number of people looking for employment i would just say that we are now competitive your difference between neighboring districts as of right now is probably hundreds of dollars not thousands of dollars so we're at 50 070 and someone else might be at 50 200

or something like that so we've narrowed that gap significantly and i don't think as a general rule that dollars are necessarily going to be the deciding reason why someone does or doesn't come uh or doesn't come in particular it might be travel and some of those kind of things so that that's a positive um and then we did spend uh 8 500 on our digital ads but we're seeing good return on on the digital ads and and getting the information out to uh just to tell our story uh and what we're doing in the district so that's been real positive graduation was very successful uh any number of individuals commented on the quality of the graduation program and so that's always nice when that goes off without a hitch we have started summer school titled

summer school started last week high school online and middle school online started this week and so just to give you a rough idea we have 140 kids in the title summer school program we have 78 kids online and we have 552 face to face up at the high school and that's probably the biggest change with our summer school in the past we have not had the kids want to show up to the on or the face to face up with high school so we've done some online stuff previously and so that's probably the the best numbers we've had in quite a quite a few years so that's a positive uh we are starting some of our summer projects including uh symington at simonton and um harman we may have a little bit of an issue

relative to uh one of the projects at symington um and so you may may end up seeing a change order come across as we explored what we thought was a dry well uh to to get water off the area it wasn't a dry well it was it didn't go very deep so we may have to put some additional drainage in there to run the water out to the playground or out to the ball fields so uh you might end up having a change order that will bring to you either at the meeting on the 20th or the meeting in july because that's the whole point of what we're trying to do is get that water out of there but until they did some explore exploration and dug up some ground we we just assumed that

both schools were done the same way and had the drainage and it just turns out that that's not the case at this point um i also put just a ton of events because but it's the eighth so in uh basically a month all of our new teachers are reporting so there's more than a few people stressed out about how quick the summer's moving along but so i just want to give you an idea of of what we're doing with with the dates that are coming up and that's all i got question okay school and staff recognition i'll have dr goolsbee come up and talk about the alternative school madam board president and members of the governing board dr wyman and members of our learning community and families who've come to visit with us this is

my first time standing before you to talk about the three newest schools in the combs center for success we want to welcome everyone to the pack as you can see from our logo we have three coyotes that's our connection to combs high school but we also represent three distinct schools and so we have our coyotes at the combs center for success our motto is one pack one purpose student success and being a smaller campus we feel like we have that luxury to really be able to look out for our students and help them find success on our campus this combs center for success serves three purposes for our district we provide a smaller learning environment personalized educational opportunities that include self-paced learning kids can accelerate we had a number of students who graduated first semester

and started college in january we had other students who came back to us that can graduate at any point in time during the year and then they came back in may to be a part of graduation ceremonies so we offer modified scheduling and we offer a choice in learning modalities and we offer a big focus on credit recovery for students who are behind and want to go back to combs high school for their senior year so that they can graduate with their cohort as well as students this year from 2020 2019 and who came back to school and we are so proud of them to finish their diploma because they realized how important it was the journey we've been in existence since 2019 when you all approved three schools and each of our schools have

a distinct goal and we started in 2020 we were actually at combs high school in the 400 building while the old district office was turned into the combs center for success and in 2020 we started with five students three teachers a principal and an administrative assistant and by the end of the year we had over 120 students and we had 30 students graduate from us in our very first year this year the state facilities board came and gave us our approval and this year because of kovid also we had a large influx of numbers of students who came to us because of their choice for safety to be in an online platform so we really did see our numbers grow and by the time we finished this year we had 11 members at school including

seven teachers a part-time academic coach a part-time counselor a part-time receptionist and one full-time principal and our growth was around 250 but we ended up serving students because we're open entry at any point in time during the school year so kids can come to us but they can only go back to their home school at the semester point and so they were given the opportunity in january and you'll see in the numbers what happened to us the biggest thing i wanted to share with you was that we look at things as we're trying to build the schools that our students need so when we get a new student we are blessed with working with people all over the district to try to answer their needs so whether it's because they work 40 hours and they

need a modified schedule or whether they have a specific iep and with the elementary schools every single elementary principal worked with their special ed department to make sure that their kids still got their services because the kids go back to their home schools and it's important that those kids go back ready to resume where they left off and also at the middle school in high school it's not just about services but it's about extracurriculars it's about still being involved in your community so we had football players we had kids who played volleyball we had kids who played girls softball we had a girl that was in the dance concert and we announced it at school and we truck over there and we watch the kids at combs high school we had kids at the middle

school who were so excited because mrs ridge reached out to them and they participated in the 8th grade field trip and they got to go to the main event along with the other kids and nobody has to do that but they do because that's what it's about it's about having open house night and we don't have a regular bookstore but julie cook came to our open house to help parents with getting their computers it's about suddenly exploding and needing all these computers and everybody at the district and craig working with his team to make sure that our kids had the computers that they need and every time that we hit a bump in the road where we were like oh how do we do this now somebody stepped in and it was you know it's

amazing things like next door at cta um the principal shayna schaffner there she worked with us to have our kids be able to go over on her campus and be lunch aids and help earn students assistant credit and not only that but the community around combs has helped our students finding jobs so that they can earn work credit while they're trying to graduate from high school and so that's what you know it takes and i i can leave a million people out you know next year i'm excited because i just got done talking with john grogan cte and he has a teacher of mine that's going to learn to do coding for next year so that we can offer a face-to-face class but it's those kind of can do how can we help you this

is what's right for the kids that makes a difference and it's that teamwork that we're all encouraged to participate in so that's what i mean by building the schools this year we started out with 58 elementary students who joined us between july and september and at the midpoint you can see about half of them went back to their home school the middle school students that were online we started out with 38 in the first semester and we ended up with 22 in the second semester the high school numbers we have online as many as 213 students and now that we've had our graduates leave us and we have our kids going back to the home schools we have 90 and we'll do this every year because we're ready to start with new kids now and

register new kids for next semester the face-to-face group this year we had 13 middle school students either by their requests or by placement and we also had 104 kids who came to us during the day at the high school face to face to finish their credit in 2021 as i told you we graduated 30 out of our 60 seniors and that might seem kind of strange with a 50 maybe low to you but a lot of the students that come with us have four credits out of 22 have five credits and then we have the lucky ones that come to us with 20 credits and they just want to get done as quick as possible but this year we had 62 percent of our seniors graduate 70 out of the class of with 42 out

of 60 kids coming to us and those first five students that started with us the very first year we started they're all graduated and this year we graduated another group including those eight seniors from the class of 2021 20 and 19. and in total our students also who work in edgenuity last year they completed three whole it's a whole year course of 391 of them courses finished and this year and i included for you some edge annuity data but our kids completed over 750 courses that they needed to do our first through sixth graders are not included in that because they do grade level work in florida virtual school and it's not a course by course thing but it's a content curriculum and a grade for their efforts in the class so um we are

proud to be the combs center for success and i wanted to have you hear from one of our seniors because i think it's important for you to hear from our students as to the impact of what we're doing so i would like to introduce you to recently graduated senior mr thomas lamar [Applause] hello i am thomas lamar and hey hello my name is thomas lamar i am 18 and i am a first year graduate my life story isn't like most trump wouldn't actually know that i would existed if unless they went to the meeting or watched it online i before i came to san tan valley i lived with my dad and i lived in to live with my dad i lived in north phoenix with my mom in 2027 or 2000 2017 my parents

separated and ultimately ended in a divorce that took a toll on my mental health after the divorce came after the divorce i became extremely behind in school and wasn't and was in and out of facilities four times and became heavily dependent upon marijuana by the end of my junior by the end of my junior year all of that happened by the end of my junior year was in and out of the 30s i became extremely behind and i was heavily dependent on marijuana and the week of my 17th birthday was a great one but ending pretty badly the day after my birthday i got into a huge fight with my mom over the phone and later that day i wrote i oh i'm sorry i called my dad and we ended up moving out here

and yes and decided to come to comes but i wasn't i was going to originally go to the original homes but when i was in there i they told me i if i wanted to graduate i would my best chances would be at ccs so i went to ucs i was told that i have 25 semester long to complete in order to graduate i was terrified not only not only did i have the 25 classes but i also worked 35-40 hours a week at prize i didn't think i was going to graduate i didn't think any of this was possible i thought i was another year as a senior well after my first going to homes and after a while i had a really bad time i broke down a lot went down and i

did not want to do anything completely unmotivated well with the incredible help from dr g um miss golden miss wyman miss um wooton and ms v hill they all incredibly incredible who oh my you're good i'm super nervous an incredible amount and i made it i'm now i i had a goal to graduate or finish all my schoolwork before i day before i i finished my last year and i also had a gold manager a prize what a manager i just bought a smart decision yeah okay thank you guys thank you good job so i'd like i'd like to thank thomas for sharing his story and i think as most everyone knows that every student's journey is a little bit different but we were so proud of thomas and what he did this year and

the kids don't really say it but it means working at home it means working at night it means coming in on saturdays and it means giving up a lot of things to get to that finish line but he was determined and he did it and we're very proud of him and one of the best things about working with seniors is you get to see them grow up and they're amazing so this is a picture of thomas and a friend at the pack we value personal responsibility academic integrity community stewardship and kindness and respect because we're concerned about the kids academic progress but even more so we're considered about them as human beings and this is a thank you to our staff who never says no and who worked really hard with the group that we

had this year and i get to as part of my presentation give a blue apple and my blue apple is going to someone who couldn't be here this evening because she's in disney world because [Laughter] she's off and running but um our counselor mrs julia godin who is incredible with the kids both virtually and in person and created a virtual counselor's room for our kids and is also the counselor at cta so she did double duty but even more special about mrs goden is she is an example of how homes grows their own she started out at home's high school as an intern where she worked with some of the best counselors in the business who prepared her and then at the end of her internship they suggested to her that she take a job

as a classified administrative assistant while she finished her coursework and get her certification so she became my admin assistant and then she applied for our counselor's position and became the counselor at the two schools she is a member of this community her kids attend home school and miss julia godin is my recipient for the blue apple and everyone at our school and our students truly appreciate her dedication her kindness her attention to detail and making sure that their transcripts are correct and her ability and willingness to do anything thank you thank you you did a great job on your presentation just let me know that there's many parents that come up here and they do the same thing and i think anybody that comes up and talks is always nervous but you did great and

congratulations on graduating and and i'm coming up here to do another group too but um before that sits down and comes that's why we started the program uh when you take a look at those kids that were falling through the crack um in this area when i was hired we were asked to go ahead and make sure we program and help those kids and so um that's why we did what we did uh the last group of people if you know we recognize people throughout the year um with different employee groups in the different departments and the different schools but there's a group we wait till the very end to recognize and that would be leadership we try to recognize them with with uh certificates throughout the year which is what we do with a

lot of groups too but we also want to make sure that when we do the blue apple award that we do it across the board for everyone so they don't know who i'm gonna talk about today um purposefully the people that sit in this room that you see at every board meeting uh do a tremendous job for our district they do it quietly uh they put in tremendous amount of hours and they don't always get the recognition that you need um or that they want uh but this district couldn't function without them i've said my entire career leadership matters but in difficult times leadership matters most and the last two years have been very difficult and so the leadership that these people have exhibited over the course of the last two years is tremendous i

know there were stressors for everybody whether it's parents whether it's kids teachers classified staff but if you're in a leadership position and you're trying to keep an eye out for everybody under you in your department or in your school it's twice workload and these people out here did that and just did a tremendous job and so we can only recognize two of them and so what we've decided within uh the blue apple program is to recognize one as a classified support staff and then one as uh certified uh and so with the classified support staff this is an individual that when we went ahead and started this whole culvert journey um back march of 2020 he was coming on board right around that time or a little bit after that and the way it was

tackled was what do we need to do to help how do we go ahead and make sure that we provide for everyone what do we make sure what do we need to do to make sure when the federal government said everybody gets the meals how do we make that happen how do we make it happen for those kids that are not in school versus those kids that are in school where we put this program where's the best impact and then how do i stand out in the hot sun every morning and deliver the meal and not complain about it and rally the troops and make sure someone's always there so for our classified support administrator i want to call up jessica hostetter and recognize her for the certified staff um again there's a lot of

things that are going on uh and i could pick any one of these um the individual that i've chosen is someone who brings a wealth of experience to the job a desire to see change positively in the district a willingness to look outside the box and take a look at things see if we can do them just a little bit different but always mindful of what it means within the budget um and how do we make change without necessarily adding more to and then how do we go ahead and and make a difference so that we make the difference that pat talked about with our kids um and has brought forth a component because we know kids have struggled with it and how do we make sure that those kids that we give them the

resources a lot of people talk about uh what needs to be done but this individual was the leader that brought all the work together so when we bring the social workers and the counselors together we hire an sel coordinator this is the percent provided uh what was needed for that program uh to make sure that our kids are being met on every single level and is always willing to do whatever it takes to get that job done so far certified administration administrator i'd like to bring up dr cherry duke [Applause] very world dessert um any board members got anything nope i wanna i would like to add two things one the homes high school trap and skate team are doing their state this saturday they're shooting their state this saturday so um first time we've

had state so that'll be great um second i saw the video that the black the black moods did and they released it and with our high school kids it was a really cool thing so i thought it was cool i know that they posted on their facebook page so you can look at that if you want but it was kind of cute um take a good look at the janitor at the end kind of cute so that's all i have all right let's um move to um well do we have any public comments uh um okay uh consent agenda any questions on that no questions does chad have any questions no okay so i'll take a motion for consent agenda i move to uh accept the consent agenda as presented second all in favor i

i i motion carries five zero four to zero oh whatever four to zero um okay i even put four to zero i just said um 8.1 discussion consideration of approval of the new coordinate coordinator of curriculum yes we would like to go ahead and bring forward a recommendation uh as you know mr berkshire is moving to another district to advance an advancement for himself and and where he's moving within his career so we're uh replacing that position and we've had it posted uh in the course of the posting we had 12 applicants and from that list we we picked up five individuals who were interviewed uh dr fountain and and dr duplessis were part of the team along with ms middau cruz bates and uh as a coach namisha tajani they did the interviews and

they went ahead and looked at resumes and took a look at what the departmental needs were and so we're very pleased to move forward with the recommendation of denise dunwoody uh for the position she was an administrator in the tempe elementary school district um and i'm sure after your your um vote she can come up and give you a little bit more of her history of where she comes from you have any questions i want to know if they told you how many questions you have to answer from us and how how often you will be up there just okay okay make it sure okay um what about chad does he have any no okay i'll take a motion i move to approve miss denise dunwoody as the new coordinator of curriculum instruction and assessment

for j.o coleman second all in favor aye aye motion carries four all right uh eight point oh yeah come on up or we can just cruise right by i'm i'm on a mission if you don't i usually get this going [Laughter] i like that enthusiasm so madam president member board dr wyman thank you so much um this is an incredible opportunity something that drew me to this district is your unwavering support of success and i am beyond thrilled to be a part of the forward movement i am excited to bring outstanding educational opportunities to students here in this community um i'd like to thank my family they came in a little bit um i'd like to thank my family and my mentors who helped me get here as we all know last few years have

been an incredibly scary roller coaster ride and they're they're here and everyone's bored and i'd like to thank dr fountain and the cia department for welcoming in and of everyone in this district everyone sitting in this room who i have had the pleasure of working with and meeting it's just been a great welcome and it's been such a fun and warm environment to be a part of so again i say thank you so much and i look forward to working with well welcome thank you [Applause] so then now we'll move on to eight point discussion and consideration approval of the revised 2021 food service annual financial report members of the board dr wyman members of the audience um today we're going to review the afr for last year we approved it in october but in

may ade asked us to make a couple of minor changes we've not reflected this information before but we'll continue to do it going forward they asked us to reflect the usda commodities we received it was a different two hundred and eight thousand hundred and twenty six dollars we actually show it as revenue and an expense so it's a wash it has no better impact the bottom line we updated the form to also show that we did work 12 months for our food service program and then there were some minor adjustments to the meals served in section b once the numbers that we had at the end of the year there was something that was done none of the impacted our bottom line as far as the afr but they did ask us to make those

changes so we'd have to bring it is there any questions yeah i'm looking at this worksheet and it's kind of tough to follow what are the things we should focus on when we look at this line six and line 17 should reflect the 208 626 dollars that we had to take in his revenue and an extent then um second item a line 12 shows that we do have word it should show item a should show 12 months and then in the section about halfway down those numbers were slightly changed for breakfast blend a la carte and snack to match what we actually reported those numbers changed slightly after those were the number of deals served yes sir and then in terms of expense impact was this the no impact no impact no impact the uh

the u.s commodities has a revenue and an expense same numbers it actually just washes out all right um i'll take a motion okay i moved to approve the 2020 to 2021 revised food service annual financial revision number one report as presented a second all in favor aye aye aye motion carries four to zero 8.3 discussion consideration of approval of a combined resolution affecting county treasurer transaction for fiscal year 2223 back should have just stayed up there i don't think you're next either this is the standard report that we do every single year it merely uh reviews the it reviews the investment resolutions the warrant resolutions the warrant signature resolutions fund transfers and the list of our banks with the county office as they provide these services for us here the details out in the agenda

item all the services the same contract we sign every year just to have them continue our service any other questions all right take a motion i move to approve the combined resolution with now county treasurer as presented second all in favor aye aye motion carries four to zero 8.4 discussion consideration or approval of recommendation for final payment of school-wide student achievement from proposition 301 performance pay plan 21 22. so every year you guys approve the plan that teachers will use uh and then they work on that plan throughout the course of the year uh and then at this point in time uh after their evaluations are done and all the work has been uh completed the administration goes ahead and make sure that it's uploaded those that have completed everything and if they've met all

of their requirements and this year you'll see there's four components to the performance pay plan evaluation which is 33 professional development 25 parent communication 17 professional investment 25 you do not see letter grades uh if you recall back in the in the fall uh when we approved the plan we had to take the letter grade component out because the state was not used letter grades this year therefore another staff could earn those uh in the performance pay plan they uh able to receive up to four thousand dollars that four thousand is divided out based on the percentage of the four areas and so if somebody did not complete a specific area then they would not have received the four percent or if they uh didn't receive at least an effective rating and evaluation they would

have received less so i would recommend approval uh the individuals are noted on on the attachment and that's just the result of again legal counsel recommendation that we provide specific dollar amounts for the board to know who's getting paid what the payment will actually go out on the june 24th payment uh with with vouchers so i'd recommend approval any questions all right motion okay i moved to approve the final payment of school-wide student achievement portion of the proposition 301 performance-based pay plan for the 2021-22 school year as presented second all in favor aye aye motion carries 4-0 okay 8.5 discussion consideration of new course approvals cms coding over the last year or so you have approved our work with techsmart to look at coding courses and it's work that eventually we eventually like to get

four through 12 right now we have an agreement with evit in terms of how we provide the coding course for the high school and uh we're doing it at the middle school and we did coding one but we want to make sure we included coding two uh as part of that program uh we're continuing to talk with them about the lower grades and so this is just to clean up to make sure that we have voting too if there's specifics uh mr scroggin talk about it but it's pretty straightforward it's just a continuation of what we're already doing so is this like yeah you're going to get questions no you don't have to i can hear you from there but he would but his back's killing him no don't if your back's killing you stay

there um so this when they finish this is this equivalent to high school um things or no high school courses okay okay and we're looking at a 412 program just because as we talk about the elliott road corridor and some of the new developments that are coming out here we start taking a look at coding as one of the hot job markets out there uh you can step out of a 18-month program after high school uh into an 85 000 a year job in coding and so it's just something to expose kids to what's the possible potential of what can be done uh and since there's a ton of uh high-tech stuff that's taking place out in this part of the valley uh we just believe it's something that over the long run will be

good for kids to get interest in and possibly pursue on down the road as a square how many did you have in coding one like two to need a coating too you see what i'm saying like oh laura now so you had a coding one if you need a coating too how many are going from coating one to coating two right oh nice nice good right very very limited yes no that's great okay that's great and i have a question do we have a teacher for this class good okay that's important i think it's great any other questions okay i'll take a motion i move to approve the combs middle school new course offering of coding 2 for the 2022-2023 school year as presented a second all in favor aye aye aye motion carry support

is zero we have 8.6 discussion consideration do not allow online charter school students to try out for interscholastic athletics and activities as defined and supported by the aia this is an annual thing we bring forward to the board of the situation we have it's it really kind of confuses online kids and what school you're in with online uh versus aia which is who's eligible to actually play sports and so kids can take whatever online class they want they don't have to be enrolled in our program that's a choice issue all right before when we did not have an online program you would say yeah they could play in our sports because the law allows for them to to be enrolled in an online program and play sports at local school since we now have an

online program what we'd say is well then that you become part of our online program then you can go ahead and play sports uh to be home uh to be online with a different entity and then just come and play our sports you pay your two hundred dollars uh or whatever the the going rate is for pay to play uh that doesn't cover the cost of the program uh and so in this case we're saying you come get uh your education with us and we'll let you play sports yeah with us and so this is what we've done for three years now and so i just recommend approval as presented um i'm definitely in favor of this but i think i last year when this came up i said the same thing and we were

reworded so it's not two negatives just because you know we're trying to teach english and we're violating the rule here with two negatives not allow students not attending if we could just reword it so it's a more positive fashion for the next time is presented don't worry about it for tonight i think it would be a little bit better i've given me a hard time i do think i remember you saying that too okay is it you have anything else no that's it okay i'll take a motion i will read the motion as presented i move to not allow students do you feel i need to do this to not allow students not attending the district online school for participating in districts into scholastic athletics and activities as defined and supported by the ai hi

second all in favor aye aye aye aye motion carries four to zero way to be a sport okay um discussion and consideration are approved by iga between uh joe combs unified school district and maricopa community college for dual enrollment this is just a continuation of what we've done in the past this is the program that is for the uh athletic training program uh cac does not have that program uh therefore we we're allowed by law to go out to a neighboring junior college community college to to put the program in so that it can be a concurrent enrollment program and so we are working with uh chandler gilbert if i'm correct and it allows the kids to get both college and high school credit and so we just need to do an annual approval of

this program questions okay i'll take a motion well i move to approve the iga between the j.l combs unified school district and the maricopa community colleges for dual enrollment for 2022-2023 as presented a second all in favor hi motion carries four to zero where we're at um 8.8 discussion and consideration approval of changes in the policy gcd professional staff vacations and holidays second reading yeah so this is a second reading of the staff vacation and this is for the administrators last year you asked me to come up with different ideas and ways that we could benefit administrators as we uh struggle with financial issues and so and talking with what occurs in other districts one of the ideas is to give administrative days those administrative days would be days that they would use first prior

to using sick or personal days uh they would get seven a year they must use them in the year if they choose not to use them then they'd lose them so it's not anything to roll over there's nothing in this particular policy that would allow them to to get paid for those but there will be a cost associated because depending on what their years like they may not use up all their vacations and if those days rolled and at the end of their time in the district they would get paid for that but it's just a little bit of a perk again to thank them for everything they do because we can't always do that with pay scales so i would recommend approval as presented any questions all right promotion hey i moved to approve

recommended changes to district policy gcd professional vacations and holidays as presented i second all in favor aye aye aye motion carries [Laughter] i think we should reconsider after that scare me they scare me okay um 8.9 discussion and consideration approval of uh igas with with with between um the east valley institute of technology and the j.o comes unified school district okay that's the way it's going to work tonight i can see that's fine um this is uh all the attorneys uh representing the different uh school districts uh that are that are part of evit and the evid attorney have just been looking at some minor modifications to the um to the two different uh igas that we have the first iga is the overall iga that that factors in how we work with them and

what the pay is and and and how we deal with satellite campuses and campuses or classes on on their main campus either the one out here on power or the one downtown and the second one just addresses some issues relative to special education students uh if you recall i think it was a year ago but it might have been two years ago there was on audit and there were some concerns about some of the special education uh protocols that were being used relative to working with those students that were part of uh eve it and so this is the second agreement that i think is the second year in place i listed the different um there are the changes that the attorneys made um as for the most part they are beneficial um to the

districts uh and an import a portion of that is uh quite frankly related to um how they distribute the money and what's needed for evit to run their programs and so i think it's in our benefits with these changes and it's positive there are also some modifications with whose responsibility for transportation there are some issues with transportation because the further kids have to travel the harder it is within their schedule and so this has gone back and forth several times but i think everything that's in here is something that we can support uh relative to the main agreement and then the sped agreement had real minor changes that were not necessarily significant per se um but it was tied to the audit and so it's not something that that it's tied to law into the

audit so i'd recommend approval as president i do have a question in terms of is there any financial impact to our district as a result of this new agreement it would be a positive uh impact over time because you can see the percentage of the satellite funding to the home districts where the home districts coming from evit will now increase one percent over the next over years two and three so ultimately that will be more money uh towards us um and there's also additional assistance attributed to the satellite adm that will be paid to the home district and it's gonna increase from 50 to 100 i don't know the exact dollar amounts for what that is but in both those cases those are benefits to us and would allow us to to potentially uh expand

or fix up uh additional dollars for our programs that we offer at high school not not at the eva campuses any other questions okay i i moved to approve the three-year iga between the east valley institute of technology and the j.o combs unified school district as presented my second all in favor motion carries four to zero okay so this is where we're going to skip what we're going to move to nine right right um 9.1 and then we have um discussion and information madam president board members dr wyman and of course all her colleague audience i was asked to present information regarding our homes uh performing arts center our attack of which i'll do tonight i'd like to recognize mrs corey lee our cpac director here this evening uh she'll help us with any specific

questions but our intention is to quickly show you the year in review and then also share with you a little bit of what's going on 2023 um so we've done is we've given you some yearly uh comparisons obviously uh with 2021 we had over that we were dealing with so you can see that the numbers dropped off a little bit there but we bounced back this year when you look at the capacity uh increasing and then the number of uh school and district events rentals total events and revenue you can see that bill we were building back up this year moving forward to 2223 you can see that we have a full array of events going on and i'll share a little bit more of that with you total revenue will probably be higher than

that there because we picked up a couple other events just recently as of um so um we'll add that to the presentation the next time we just as um you can see the the total number of uh rental client began in 2021 and then moved forward some have come some have paid we've added so some of the events that i'd like to kind of touch upon that many of you here in the audience as well as board members came to are some of the following pad management continues to be a great client of ours and they bring forth some great opportunities in particular the garth live went very well and that was a an event that was talked about uh this event also is one of our larger events of here nutcracker of course uh

was a great event you heard great vibes our theater program our high school drama program continues to put on great events the most recent was beauty and the beast but of course center stage academy continues to put on events with us as well and the summer camp showcases july as well so you'll hear more about that for social media middle school was active this year in the cpac tennessee pictures event the date very proud of the middle school and how they're utilizing the cpac we also put on the arizona cinderella pageant and showcase that members of our communities and young ladies in that program we also are bringing in music promoters um the shine on floyd has been a great void event but brought up a lot of great buzz in the community which has

been wonderful we also put on the inferno dance competition which was an award-winning dance competition for our students as well as the community and that garnished some great awards there with our staff the high school is utilizing the cpac for their events and so a little bit about what's coming up in 2223 following a parent university will be taking place and topics will be brought up and discussed there for that coming up right now currently is the summer uh camp showcase performances see those dates it is free admission we're very proud of middle school orchestra and band concerts are scheduled again those are all free admission events which amazing for the high school dates are set as well lloyd pink floyd is back and we're excited about that high school middle school choir concert are

scheduled we have curtin call theater coming back with clue builder great opportunities center stage academy will be coming back with some great additions musicals our high school orchestra and guitar concerts are scheduled bringing back arizona cinderella again also back scholarships that are involved in that for the community excite for music nutcrackers coming back about that dance concert and of course our holiday shows exciting overall we're really proud of the work that's going on in the cpac this is an important part of our community that was needed for this community and it's being utilized full schedule throughout the year and corey lee is very active in regards to the recruitment of that of course we're moving forward question um i have a well first i want to say i've been to the uh cpac for two

shows one was the journey tribute and i just can't remember what the other one was and the uh the sound there is incredible so i'm really happy about that um there are a couple of concerns i do have um one has to do with publicity um when i talk about that to people in the community in which i live they know nothing about it so i'm concerned about how the word is getting out that we even have a performing arts center and then the shows that are available um the one time i went to our website i went on google and did a google search and it said j.o combs performing arts center i clicked on it and it took us to our homes district home page had nothing to do with the cpac so

the the publicity and the communication and getting the word out i find to be difficult um the other thing is buying tickets i find to be difficult because you have to go to i think it's i'm not sure if it's facebook i don't remember how i did it but trying to get tickets was a problem as well so i'm finding some of those uh more administrative type things to be a little bit hard to navigate uh the last thing is um right now it's general admission and i'm wondering are we gonna go to a situation where we will have reserve seats yeah so for the first point of publicity i think we we can do a better job of that moving forward and we'll continue to work with our social media and of course kayla's

team for that i think that that's something an area that we need to improve on um in regards to tickets i i do believe that we're going to have to do that eventually as as the popularity of this in the community and as our community continues to grow and i think that the cpac is an amazing it was an amazing opportunity for this district and will be an amazing opportunity and we don't utilize it enough to promote our schools as well and that's an area of concern that i have and you work with cory and first so along with the website and the connection point fixing that up a bit i believe well and i appreciate that and i'm just wondering it would be possible just to have corey come up here and say a

few words if we're not putting her on the spot absolutely corey would you like so very quickly to just to address your concern to about the reserve seating we're actually working on that as right now um since we've general admission was just another way to get us started and up running so now that we've got the x platform that we're working with for at least our events here within district we're actually uploading a seating chart and so we're looking forward to having reserve seating at least for our musicals and our plays depending on what the instructors at least and so um as for social media um i do manage the cpac page and we do have a web page in our district a little buried but i do maintain that and we do have that

so i appreciate your feedback and your comments and have any other questions oh i have one question the tad management system is that when i when i read that it do we pay them do do you pay them no we don't okay they are actually um other than our shows that we produce in-house such as our drama our high school middle school drama programs our music program these are all renters that are okay so they're producing revenue now um to bring up your concern about the ticketing right now all of our renters come in with their own so we i explored the opportunity um when we first opened with the business office um about maybe being a pass-through and we decided that that at the time that that was probably not the best idea as

we were getting started and becoming a pass through because it becomes additional burden on the business office now as we grow and we're increasing events this might be something we're going to need to revisit so we have one centralized location but it does pose some additional concerns for money passed through possible audit issues and everything else and so we're award-winning on our audits we don't want to mess that up we want to continue congratulations so we want to make sure that we are doing everything on the up and up and really researching any possible method i do talk to other performing arts center directors to see how they approach that as well including queen creek higley and the maps and have we run into any problems issues that you can share with us from any

of the performances that have occurred what kind of issues well i think production issues lighting sound uh people some of the performers not being happy i don't know just anything we you know that's par for the course for any production sometimes sometimes like our technology here works great and then other days we it's just not there so we do run into that occasionally and we do find ways around it we're also very good about using our cte students and our stage production classes so they get the opportunity to come in and work with these professionals so like tab management comes in they bring a sound engineer and we have students following around the sound engineers learning how to troubleshoot this stuff on the fly so and learning how to patch in lights and run lights

so our students get the opportunity to run professional shows so they also learn to troubleshoot a lot of our technology issues or bugs that may come up um even mid show that they're cause it happens we know what happens in any production so right now some of our concerns are um we're trying to recruit volunteers and we're struggling to recruit volunteers we'd like to see some more community volunteers come in and work as ushers um we were starting to build that pool we were working within quintara ovid hit and people weren't really excited to come back yet from that community we're hoping that'll change this year so we're actively recruiting there as well any other questions thank you for letting me put you on the spot my pleasure i appreciate that thank you for allowing

us to present tonight no problem okay so now we have uh a 9.2 the footsteps to brilliance thank you i'll go ahead and run through this presentation alfre elfida's on vacation so i'm in charge and if there's a typo yes i typed it up so just put that out right in the beginning are we gonna find them i don't know i look at them three four five times but yeah you know they seem to slip in okay just a couple things we want to do with this quick presentation is just give a little bit of an update on the progress of footsteps of brilliance it nes hasn't necessarily moved the way we had anticipated when we first came on on board but we do have uh what we thought was a phase one or what

we have is a phase one which did not take off as as well as we like but we are moving to phase two which we think is going to have uh uh greater impact and and some of it is out of our control if if you remember uh over winter of 19 and and uh the early part of spring at 20 was when we went through the agreements and what hit in spring of 20 was cobot and so our initial plan with this program from the get-go was to take a look at running it through the community and putting it out to the community as a program to help with reading and we were looking at focusing on three three-year-olds through five-year-olds we had made a conscious decision not to move it into the schools

initially because of some of the other programs that we were putting on board that year it was a synergy issue coming on board we also knew we were in the middle of a selection of changing from galileo to illuminate and we just felt with everything on on teachers plates we would start in the community uh based on our conversations with the um with footsteps to brilliance and the strategies to put it in the community uh we felt that that would be a a good first step we did get approval for a general licensing fee or contract we paid over five years um and this it did allow us to pay it off early we weren't necessarily thinking that way when essers came along what the reason we came forward with that program when we did

was because of we were the last license that was in perpetuity so once we paid it off it's now ours so there's not an annual fee so this is not a case like other districts if they want to keep the program they keep paying and paying and paying this was a case where we would get a license in perpetuity and so we felt that was beneficial esther's dollars came along as part of the covet funding and we just felt that was a good way to pay off that bill because it's a one-time bill uh we weren't going to have a reoccurring cost after the five years anyway and then that way we didn't touch the m o portion of the budget to pay for this and so so that's what we uh that's what we

did uh and so we now own the program and we can use it as the best our ability uh probably one of the biggest issues uh let me back up but again for those that might not be aware especially if you're online it is a literacy software program uh and it was uh utilizes a variety of different um modalities to to to use it can be your phone could be an ipad it could be a chromebook um it is in english and spanish so those families that may have had difficulty uh in terms of kids reading uh if spanish is their primary home language we felt this was a good program that would that would help with that we were looking to improve reading and vocabulary skills um and so that was the the the

intention um a thousand books available songs and games uh seeing good results from our research-based practices in various communities again as with most programs it's dependent upon the community and how the community embraces or doesn't embrace a particular uh program and that'll be really in important for us um as we take a look at it uh what happened and and and the gist of phase one was we thought we'd move out into uh our um our day cares and uh they weren't quite as excited and energized by a supplemental program coming into what they were doing and so we reached out to 15 different daycare programs a couple showed some interest but then backed away some were not interested because of what the way they were offering the programs that they were offering within their

own program and so that was a little bit surprising and then again due to covid um it wasn't quite as easy to get in talk with with individuals that's why we did have elfita uh re-engage them again this year and we got very similar response this year as we did last year and so we're trying a different tactic as we move into into phase two and so what we're looking at is is focusing on our district young coyotes and kinder prep kids uh kids that are in our system uh and then we're also uh reaching out to the inbound kindergarten families um this is all starting up this summer so we don't don't have the specific numbers or how well it's going at this point in time and then we marketed it to our k3

students as just a summer school type program uh just to help out with learning loss we are going to look to expand over the next year um uh next couple years once we see how some of these go well i'm sure we'll continue to reach out to uh the various day cares but again those are independent contractors and so therefore they do what they want to do and and even though we thought this would be something that would be beneficial uh for a variety of different reasons they they may not see the same benefit that we see we're working with head start too we've we've had some outreach to pinal county in general but part of the problem is it's it's limited to our zip code and so as we work with pinal county and

some of the different entities and agencies in pinella county it is still limited to our zip code we can't go into florence and and just automatically sell the stuff there and so there are some limitations and and again just uh like with everything there's a ton of software out there and depending on who you are you you may or may not uh like what we're doing or you may or like better what you're doing and therefore you're not interested in our program so didn't quite kick off as well as we liked but we believe this next phase uh will generate more uh a better result and then we'll continue to build on that um this just talks about uh the what we did this uh uh with the marketing outreach and you can see that

the the three apps that we're really focusing on pre-reader i can read in footsteps to brilliance so it hits all the different uh areas for the the kids uh based on their age uh and again the the key component is it can be on uh any number of different platforms uh and because it's in english and spanish it can help out kids throughout the community and so we're just going to continue to reach out um if there's other ways for us to reach out we will but like i say we we assume the day cares would be more enthusiastic than than they have appeared to be and so we're going to have to strategize differently so questions um back when we first signed up for this i remember i was having difficulty i was trying

to register two of my three grandkids and then we had a presentation i remember the gentleman's name who came and explained how you get in and log in so i did all of that for for two of my three grandkids and yet i still find the program a little hard to navigate so i don't find it um intuitive like some other programs educational programs that i've i've used in the past um so if we're going to do it i think we need some more um instruction on how to use it appropriately how to navigate and then when i a little bit i do understand when i try to introduce it to my two grandkids um they seem to not be interested so maybe it's because i don't have the knowledge to show them what to

do or i didn't explain it right but i just find it if i'm having difficulty and i'm trying actively to learn to use it i would think maybe others are having difficulty as well and we will work with footsteps one of the issues that came up obviously with covid was uh when we had our discussions prior to them coming in was the notion of the amount of work that they would do coming in to meet with our uh with our community just like they did in other communities well obviously with covet uh that next a whole bunch of that meeting nobody was comfortable with we weren't allowing visitors on our campus and so was we moved forward and and things loosen up we will go ahead and take a look at can we get footsteps

back in normally they have a night where they work with the families they help them sign up they help them explain what the program is and they do a whole a whole event we just haven't been able to do that due to covet and so we're looking at a at a different workaround but we will reach out to them and see about the notion or the ability for them to come in and provide some more services uh to help families that may be struggling and we'll also reach out to those families that we have that do sign up and uh check to see uh are we having are they having difficulties what are the difficulties and see if we can come up with ways to to maybe get out a fact sheet or something like

that that that just helps people with it and footsteps of brilliance may have a a pre a pre-done fact sheet or something like that yeah to navigate so i will reach out to them and then when we offer this to other day cares like i mentioned earlier is that cost to those daycares it's not a cost but the issue that comes up one of the major issues that comes up is is you have to create a class roster for the kids and so then you start to get into uh so in some cases they were not they didn't they had their own program in other cases there was some concerns both uh on all ends about how does this roster get created and what kind of information is in there again it seems to be

depending on your community the flow of information it seems to work better in some communities than others i know looking at several communities in in the san francisco bay area have been been very successful with this and i'm not sure why they why the exchange is the way it is with the class rostering but in our case we had several that that did not feel comfortable on that part others just didn't feel comfortable with the curriculum so that has been a barrier uh it's it's something that we have to work on but it but there has to be a way to track who's in the program and how is the success taking place in terms of kids becoming better readers and so we have to work to overcome that piece for those that are maybe

hesitant in that area i have some questions so in our district who is like who who is in charge of this it's it comes out of cia and right now it's alfita is is who our key person has been that's been reaching out uh in this particular phase two um uh marcus and elfita worked with marketing uh uh kayla and her department to figure out how do we get the how to get the word out but it ultimately uh falls with within cia and uh uh marcus and elfita okay so i just have a couple like maybe suggestions i don't know um any way that it could be brought up during parent university yes it could be i mean again um we this was our our outreach for this summer then we're going to come

back and talk about next year again with the change in the way that uh covet is and and we're moving away from cobit the notion of having somebody available now are they going to be available to each site each night well that might be a little i don't know that they have those resources maybe they do but we can definitely look into it as for parent university and or for open houses or other nights that that that we may have a community coming up maybe like local food programs if they have flyers especially in the summer time if they're doing summer school i don't know if that if that if that would work i don't know if the fact that you have to have a class roster i don't know well that's where i'm a

little confused because he can log have a class roster so why is it that a daycare because you have a collective group of large group of kids i don't know all the specifics to it i just know that there's there's an issue there that if you're going in to try to get that group of kids versus individual parents that are signing up because you're going to come because then as an example part of this issue becomes how do we track the actual data and if we know we have uh 30 kids out of a particular day care and another 30 kids out of a different day care you may want to be looking and we'll use head start looking at the relative merits of how this is helping those kids with reading if i have

an individual person come in and become slightly different situation because it may be just supplemental what they would normally do with their children but when we sit here and have a defined program where they're going to want to collect the data to see how well the kids are doing and what the what the return rate is you can get the individual data from from those but not in the same way that you would try to pull for uh for a whole uh a whole group of kids in a daycare setting and so that's what they've asked for that that information and i'm gonna assume that because we own it that when he logs on then we have his information regardless we own the like we own the perpetual licensing right you're still working through the

the company so if i said there was a thousand uh books and and songs and games well if it becomes 2000 it's not like we're housed in the 2000s so there's still a relationship with with the company that that they're having to make sure that they're going to push out the information we're not pushing out any anything in terms of the back end right i'll work with all that but when it comes to tracking or looking at what is this progress um do we have access to a portal of some sort we have we have 25 people in the meadows have signed into this or yes we have access to the information that tells which groups are doing well um where they're getting access from when it goes into our classrooms which is one of

the phase two phase three we would have access to that same information and so currently we would be able to easily know how many people are utilizing at this point yeah yeah i don't have that in front of me yeah i didn't think you did but wondering um so when you say we have a relationship with that so we own the licensing but do we still have to pay them no what we've paid off we've paid it off that's where it's about anything no that's where it's perpetual that was one of the deals for why we chose to to move forward with him with them is that the research based and showing what the results were but then also as we took the perpetual license we knew once we paid it off we get continual

updates continue advances in the program but we're not going to have to pay anything else it just worked out even better that we had the esters dollars so in this case it had no impact on the mno budget uh because we were able to cover it so any updates as part of the the contractual agreement with them we would get access to all of that stuff so it's a relationship [Laughter] um okay any other questions i would be interested to know like how many people are actually using it like the actual data we will we will get that data and take a look all right then um i stay here i'm gonna yeah i'm gonna make a motion to go into executive session okay all right all in favor aye aye motion carries at what
