we will be going by the correct time on my computer so we have five minutes okay lisa can you hear us now i'm with you so because we're not speaking yet chad okay i'm gonna call the meeting to order at six o'clock uh just so you guys know we are we're missing one board member and there's two of us present there's two on the line so to have a hold a board meeting you have to have at least three to have a quorum so at any time if they drop then we need to stop the meeting and wait till they get back on so that we can proceed but at this time i'm hoping that neither one of them will drop or whatever so anyway so we'll um i'm going to i need a motion

to adopt the agenda i move to adopt the agenda as presented i'll second oh no we need to make 8.4 we want to oh yeah oh yeah right okay remove that i'll withdraw my motion for the moment okay i'll make a motion to adopt the agenda with the exception of tabling 8.4 for next meeting i'll second all in favor aye aye aye chad looks like he's frozen okay so motion carries three to zero let's do the pledge one nation under god indivisible with liberty and justice for all so we have um the meeting minutes are there any questions on the meeting minutes from last time any questions uh lisa no not at this time okay so i'll need a motion i move to approve the board meeting minutes from august 11 2021. i'll i'll second

second oh lisa can second all in favor aye i i motion carry oh oh chad's here motion carries four to zero this is gonna be a fun meeting all right so we have uh we're down to uh current events so a superintendent report a couple different things madam president uh first uh asba's law conference is tomorrow and friday i'll be attending uh at least tomorrow i may have a conflict on friday and then saturday is the delegate assembly and mr ray is representing the district for the delegate assembly so he'll be there saturday for the delegate assembly just want to make you aware of voluntary i'll stress that word voluntary community vaccine pop-up opportunities that will begin this saturday district is working with safeway albertsons and bonds to provide opportunity for community members to receive

a vaccine the voluntary community pop-up events will take place on seven saturdays between september 11th and december 18th that will only change if we find that we're not getting a volume of of community members that would like the vaccines they will run at the high school cafeteria from 8 to 11 30 and then at the middle school cafeteria from 12 30 to 4 we want to make sure we hit both the north and the south end of the district at this point pfizer and moderna vaccines will be made available not johnson and johnson they don't have a supply at this point for the johnson and johnson individuals under the age of 18 may receive the pfizer vaccine if they so desire they do have to have a parental consent form the parents do do not

have to be present for the vaccination but they do have to sign off on the form and present the form and we will be providing those voluntary vaccine pop-ups on september 11th september 25th up october 16th october 30th november 13th november 20th and december 18th we will also be providing flu shots at that same time again this is just a service for our community for those that desire to have the vaccinations in terms of student enrollment we still are up uh in terms of student enrollment comparison to last year we have it spread out a couple different ways in this report i'm not going to go through all of it biggest increase or a couple of increases are with our online program and our alternative school which we didn't have last year they were the

numbers were buried into the increases um are buried into the numbers at the high school are online we do have 158 students that are that are online we're also seeing increases at ranch elementary and symington elementary and we would anticipate uh seeing some increases in a few of those schools and upcoming years as some growth takes place in the uh southeastern portion of our district uh the biggest difference when you look at from a cohort situation is we appear to get back the majority of kids that were maybe missing in the pre-k kinder first grade so if you remember last year we were talking about 60 percent of the loss of students was in those grades and if we look uh comparison year over year we're looking at about 50 percent of our gains are

in those areas so that that would be the area that we're we're starting to see the numbers uh come back in um do you want to let you know last year uh we if you remember the board approved the state seal of the arts proficiency and i think we provided a state seal for i believe it was five students i know mr smith's here you correct me so five students we received it again this year um and so that has been uh given to us by ade and so those students that qualify for that that state seal will be on on their diploma we'll honor those kids again at the end of the school year when we when we go forward we are looking at staffing in terms of some staffing issues within the district

we continue to hire people we do have some problem areas in several sites uh and no different quite frankly than most school districts across the country uh and so we continue to beat the bushes to to find qualified candidates um harman's got a two or three positions open i believe sampton has a position open those are the two that stick out at me there may be a couple others i think there's a math position at the middle school we're working on creative ways to get qualified people in there but again there is a tremendous shortage across this country and in the state so we continue to struggle with that the next thing that i'd like to do is uh do um legendary teacher day and what the concept of legendary just before you do that

i do have a question sure um the information on the vaccines is that all going to be posted on our website so the community can where we we're we're getting clarification from uh safeway today and so uh the idea will be to start putting it out tomorrow and then we'll do it on a regular basis that we go ahead and push it out through um through social media as well as through the principles at the different school sites uh and again in some cases you can even help us out bob part of the other reason to go on the southern end of the district was obviously ann quintara's right there and it may be easier for people to get to uh the middle school that living in cantera and so that way we we hit

both ends of our district uh legendary teacher days is uh basically under the concept of we've all in this in this room we've all had that that teacher that made a difference in our life we don't always know who that teacher is and they don't always get a chance to uh you don't always get a chance to say thank you to that individual and so the idea that northern arizona university and um a professor there named nick clement who's who used to be a superintendent down in the flowing wells district in tucson was to go ahead and make the last thursday of of uh each september legendary teacher day and the concept is just as a way if you have that chance on that thursday to think back to that individual that made a difference

in your life it could be at uh uh during your k-12 experience or it could be at your university experience or it could be quite frankly just someone that made a difference in your career and it's just a chance to say thank you to that individual for what they did for you and so what we try to do in the district last year was a little bit confusing but we like to go ahead and uh there'll be a future agenda item here in just a second that's a resolution that adopts september 23rd as legendary teacher day and what we try to do uh at this meeting is take representative teachers from each of our grade levels across the entire district and have them represent all teachers and just take a moment to say thank you

for what you do for our students thank you for a chance to recognize those people that do make a difference in the lives of children and in your lives we will also participate in this campaign we'll start tomorrow we will have a url that will be released that legendary teacher is offering an opportunity for students parents staff members to go ahead and recognize the legendary teacher in their life where they can go ahead and give the name of the individual teacher and write a little something about what they did for them and and how they made a difference in their life and if they are still living and there's the contact information they will randomly reach out to those people uh this is a program that's that's spreading across the state but they'll randomly reach

out to people and say hey we just want to let you know that uh so and so recommended you as a legendary teacher and this is what they wrote about you and it's a way for them to say thank you to those people so what we try to do with this as we talk about the representative teacher we will also have a little gift for everybody uh nick and i've known nick for for many years wrote a little book called uh to catch a swamp frog and that book is really just his stories of those special teachers in his life so for all of our teachers that we're going to recognize today the representatives we've gotten a book asked nick to send us a book that the book that he's written and then we decided

to give you a little glass frog just as a reminder that uh there's a chance to catch a frog so each of the teachers that we come up we will go ahead and give them that gift again just as our thanks and appreciation not only for the job they do but for representing all the teachers in our district an amazing job that they do to make a positive difference one we call you up or read who that legendary teacher was in your life and then we ask you to stay up here because we'll get a group picture from everybody we have about 18 i don't think everybody can quite make it but roughly 18 teachers we want to recognize so we'll go ahead and get that set up from ellsworth elementary representing our kindergarten teachers

would ask laura lindstrom to come up and her legendary teacher was mrs patricia evans a fourth grade teacher at whitman elementary school from ranch elementary representing our first grade teachers joy befree and it's mrs parker green at medford high school for second grade at harmon elementary is mitzi pruer mr lacoste fourth grade teacher at ravina school in highland park illinois [Applause] our third grade representatives from cta christino carey cross white seventh grade history girls softball at queen creek middle school and chandler high school is the legendary teacher our fourth grade teacher from symington is stacy jury ms wrecker fifth grade horizon elementary in glendale arizona [Applause] fifth grade teacher from simonton renee ames mr burrell anthropology and archaeology cordova high school in rancho cordova california sixth grade teacher from ranch elementary steve frank dr silverman

probably do a couple there [Applause] and that's all i have for my report so we can go to uh for harmon okay yeah staff recognition yeah from harmony miss bushane can come on up oh thank you okay thank you hi madam president members of the governing board both online and in person and dr wyman members of the audience thank you for this opportunity tonight to highlight harman we are going to talk about just a sliver of our day our academic day this evening and what we're learning and what we're using in the classroom to support literacy instruction so i'd like to go ahead and invite mrs pruire up to the podium and then also a little miss mackie and eleanor if you guys want to come on up too okay so one of the programs

that we are using that was approved last spring was alexia program that supports literacy instruction for our students in the class and what we're doing during the school day during our ela in enrichment block and also during the block time is to obviously have a support with teachers teaching the ela standards during that instructional time but then also using a program called lexia to support students filling those gaps that we know that many of our students have just throughout the last couple of years and so tonight we're talking to you about that so one of the areas that we've really focused in on is using this program during the school day with our one-to-one chromebooks that we're using in the classroom where the kids are able to get on the chromebooks start working on the

program with lexia it really is supporting those literacy instructional pieces so students get on and they take an auto placement test and it assesses where they are individually and the students work at their own pace and at their own level and then as they're working towards it it provides data for the teacher to look and observe to see what areas the students need further instruction on and so it lets the teacher know that they have to pull that student over and provide some small group instruction for some of those areas uh that are gaps in their learning and so mrs purr is doing a really awesome job of getting that going and working in small groups with students to support their learning needs she piloted along with our second grade teachers this program in april

of last year and we have it started obviously for the beginning of this year with students in her class so she's going to talk to you a little bit about that and then the students are going to share a little bit about their experience so i wrote a few things down i know ms bushane wanted me to talk to you as a teacher that piloted the program last spring so we completed the online training last spring and we jumped right in and i have to tell you that the program's really easy to use which is huge that's a big bonus it's not just another training with a binder that you put on a shelf and you say okay i'll get to that when i can so it's huge um this is an online program that

mr shane talked about which is now that we're one-to-one it's fantastic to help build our ela to help build and fortify our ela curriculum so not only does it support our ela curriculum i feel like it's a double dose in our phonics program foundations the students begin the program that fits with their needs and engages them on online activities throughout the week in our classroom we've been utilizing it like ms bushain said during our enrichment time and intervention time the online lessons include include direct instruction with immediate feedback on skills for each student another huge benefit is if the student's progress and performance is reported to me on my dashboard immediately like in real time i'm alerted when a student is struggling on a skill such as suffix endings vowel teams anything like that and

i can print out a lesson that morning right away and pull them to my table for direct and targeted instruction when students complete a lesson we celebrate the girls are going to talk about that and i have to say the program keeps the students really engaged and then in turn then i can pull groups to the table and really target my instruction where i need it students are talking about lexia and although we don't really talk about our levels students are excited for each other and the progress they're making and as a teacher i'm noticing the the buy-in which in in turn will produce results so i know that probably bored you but i know this is what you want to hear the girls talk about their progress so i have two of my they

were my first graders last year and they're my second graders this year and so they were with me when we piloted and they're continuing on as second graders so they wrote this all themselves okay yep i'll be right here lexia is a fun exciting way to learn about reading and writing it is also like going on an adventure because once you finish one level you move on to a next word of things to learn in the classroom each student has their own computer they log in and they use the drop down menu to select lexia core and they have to login to alexia they have to pass either a fast find or a super sort task once that is done they move on to to other reading and writing games each level gets harder once

they level up mrs prewar gives that student a treat and lander to wear home for the night that says ask me about the girl i met today she also gives him or her a certificate and a packet of more lexia games to do at home if they finish it and turn it in they get another treat i feel that lexia has helped me uh learn to learn more about vowel teams and how to spell and read bigger words [Applause] lexia core alexa core to me we open lexia core on the computers in our class i sign in with my own username and password after that the screen shows me what i can work on like sight words where i make words or sequences sentences which is putting sentences in the correct order i love lexia

court it is so much fun and makes me feel even more smarter than i already am and makes me happy i love every time i pass levels because then my friends and my teacher miss brewer gets to celebrate me when someone passes a level to celebrate we get to cheer for our friends we get a certificate and here's the certificate and we get a yummy treat we also get a thick packet and once we finish that we turn it in and get another treat lexia court is my favorite at school [Applause] okay so thank you so much so i just wanted to highlight some of the academics that are happening at at school and i will say that it's not just harman it's all of our elementaries that are using uh this program and we're

not just doing using that program for small groups but it really is a a great way for us to target some of those uh and needs that our students have so really excited for us to continue using all of the available resources that we've been afforded this year to support students and their academics so i just wanted to highlight that tonight and so i want to do a couple of recognition items as well so i'd like mr to come right back up so i know many of you in here know mrs pruer she has been in the j oklahoma school district since 2005 2005. and she's been at harman since 2005 and she has taught first grade second grade and then a one-two combo went to combo for quite a few years now and so

she is a teacher who is dedicated to this profession she works hard she's there most mornings the first one i think you're the first one there almost every morning so she cares for her students really gets to know her students and is a member of this community so she has been at harman for like i said number of years she's been involved in so many different activities events ptso the list and the accolades that i could say tonight would just go on and on i appreciate all of the feedback that she provides and things that are working well in areas that we need to continue improving she supports all of the all of the things that we talk about so when we start working on hashtag forward and creating a classroom vision classroom codes she

really reinforces that with her students she creates standard operating procedures so that her students know how and where to go in the classroom and the procedures that need to take place in the classroom she supports and celebrates students when they accomplish things she is an outstanding educator and tonight i'm going to give her some flowers and a blue apple but she deserves so much more so let's give her a big round miss pr you're going away with a lot of hardware tonight good job okay i have one more i'd also like to recognize shannon oakes if you could come up please thank you so shannon started working at harman last year yeah during yes during the when the pandemic was in full swing she works as our kitchen manager and sees students on a daily

basis as they come into the cafeteria for a lunch she had to learn a lot of things in a very quick time and process and she's always there uh being positive with kids and reinforcing uh positive uh manners in the class and the in the cafeteria uh is very accommodating when students need things and so i really think that she deserves a lot of recognition for just being the positive person that she is in the kitchen and she does a lot of things for our kindergarten students as well and we really appreciate that so thank you shannon thank you so much thank you and now we'll have uh dr duplicus to recognize our students of the month madam president board members esteemed guests and students tonight this is the as i mentioned every time i'm

that's a big delay i am so sorry guys all right so now we have an 8.1 discussion hold on here discussion and consideration of approval adoption of the uh fiscal year 21-22 district expenditure budget good evening madam president members of the board dr wyman the few members of the audience that are left the 2122 annual expenditure budget was adopted on july 14th but as we mentioned at that time due to the legislative session not concluding prior to the release of the budget some weighted averages were not finalized per arizona revised statute 15 905 q a revision to adopt these measures or these values must be presented before september 15th so that's why we are here tonight we do have the previous powerpoint that we can pull up but if it's okay with you i'll just

summarize the five changes those changes uh revising the budget were the newly appointed weighted averages the current adm the anticipated carry forward and our anticipated expenditures for the 21-22 school year the group b weighted averages that use um that are listed on the agenda items were exactly what was presented in july and those did carry forward our adm or our estimated student count is slightly down it's about 36 students this is using the adm execution date of july 20th we have submitted new adm numbers exactly it was yesterday actually they pulled that and those numbers will be going up our enrollment has been going up since that july date this is just to make sure that we are in line with the state numbers the balance carry forward we originally projected one million three hundred

thousand six hundred seventy one dollars at this time we are projecting one million five hundred and forty three thousand four hundred and one which is an increase of two hundred forty two thousand seven hundred and thirty dollars those numbers will be finalized once the afr is completed and i'm back here with you in october so that we can finalize that report for the state the last item was just the budget our maximum mmo had to be adjusted down by ninety dollars are there any questions oh wow i do not have any i think bob had his that was previous okay okay so um questions for chad and lisa lisa says no chad says no okay thank you all right motion so i'd like to move to approve the adoption of the fiscal year 2021 2022

district expenditure budget revision number one as presented well second all in favor aye aye chad says yes i and i from lisa motion carries four to zero this is working out much better all right uh number two 8.2 discussion consideration or approval of resolution for the legendary teacher day the follow-up to uh what we just did with the presentation of the teachers so i would recommend that we approve the resolution to make uh september 23rd thursday september 23rd as national legendary teacher day in our district uh and then we'll go ahead and push the information out to everybody to see if we get people to recognize their legendary teachers in their life sounds good okay okay i'd like to move to approve the resolution recognizing legendary teacher day in the j.l combs unified school district

as thursday september 23rd 2021. i will second that all in favor aye aye i have two other eyes motion carries four to zero eight point three discussion and consideration oh discussion of approval of of the acceptance of rooftop feeds withhold by with by w holding yes um this agenda item is actually tagged to the one that you uh uh tabled till next uh until next week uh next month excuse me uh now that we're getting some growth in the southern end of our district uh the w holdings group is the group that's uh has the where farms uh uh property and that's a property that's south of uh combs road between kenworthy and uh schneff and so basically it's it's next to uh incanterra there originally and i want to say originally going back probably

to the early 2000s or mid-2000s had set up an agreement with the district for a school site in looking at our capture rates and the new formulas we used to determine how many kids come into a subdivision it became evident that both that holdings and wales ranch which is north of combs mirrors the same way that between the two sites we'd only use we only need one school site and so working in agreement with both of those individuals they're looking at providing the land north which will come in october but both entities will provide uh the money for the land uh there's an agreement that they worked out amongst themselves so normally when we get a land uh agreement uh what would be a normal 850 per roof top goes down to 550 so the

recommendation for the rooftop fees for wear farms is 550 um and then we'll bring you back the detailed information uh in october on the other one and it's really just a case of they've asked to delay it because they're looking at possibly changing where the school site would be in the property and so that's why that one's delayed but this one the agreement would be for w holdings to be charged 550 per home i believe that is the one i get the two mixed up so but i believe that is the one that's going to have 1600 homes and the other project will have 2 000 homes so we'll bring that next month so i'd recommend approval as presented any questions yes i do have a question i'm looking at the map that's one of

the attachments and if i'm reading it correctly this is the property that's adjacent to encanterra yes south of combs and east of uh kenworth right and we did have in the original plan a school site right there and that's the one that's been eliminated that's the one that's been eliminated and they're just going to contribute to the northern the northern side uh for the school up there okay just wanted to be clear any other questions okay let's make a motion so i move to approve the donation agreement with w holdings as presented i will second all in favor aye aye go on record she has two eyes i have two eyes one uh motion carries four to zero so eight four has been tabled so we will move down to eight five discussion consideration of

approval of 21 22 j.o combs proposition 301 performance-based pay plan that's right thank you madam president governing board members dr wyman every year the hr office presents the prop 301 performance pay plan to you for possible approval normally we bring this to you in may or june to the governing board meetings then but however because of covid and the committee didn't meet as much as we had hoped last year this information was taken up to move forward recently and specifically on august 24 2021 on august 24th the district prop 301 committee comprised of all site committee members met to review the final draft of the district 301 plan that we originally worked on throughout the 2021 school year during that meeting we came to the consensus that the draft plan would move forward to the

staff eligible staff to review at their sites via the committee members working with their site leadership from wednesday august 25th through wednesday september 1st this was taken up at all sites within the district with the eligible employees to vote and for the most part with this 21-22 prop plan there were only minor edits and date changes that needed adjustment no large-scale changes took place this plan has been reviewed by cabinet leadership and with the staff during the remainder of the week of august 30th with a due date back from all sites on wednesday september 1st as a reminder to you the board members and the audience this needs to have needs to pass through eligible staff to you with a 70 staff approval rate we have close to a 97 pass rate thus this is

before you for possible approval our next meeting will be wednesday october 13th and we ask that possible approval of this this evening any questions yeah i have a question i know that every year we have to go through this approval process have there been any changes from the last year of plan to this year's plan the only changes that were done that were made were dates and that's page 9 and 10 i believe of that document i could be off a page or two but only the dates were changed and those are to align with our current calendar yeah very good pages 9-10 okay any other questions no questions from either okay all right let's go ahead and do a motion then so i moved to approve the j.o combs unified school district 2021 2022

proposition 301 performance-based pay plan as presented i will second all in favor aye aye i have two eyes motion carries four to zero thank you you're welcome thanks for putting in the time and everybody else that put in the time on that one um 8.7 discussion consideration of approval of contract with 8.6 8.6 oh okay oh we have a second read yep and so this is uh just asba asba policy advisory 680-711 uh it's what was presented last year or last month nobody uh came to me with any concerns the only issue i would remind you of on page 120 of 122. there's optional language uh that's related to the district's parental involvement policy um the the governing board must prove this language in whole or in part my recommendation would be just to to

approve it in whole and accept all the changes that aspa is putting forward there isn't anything in the it's a through k there isn't anything that we're not actively doing as we speak so i would just adopt all the policies as presented see i think it would be fun if we went through each page i think it would not now [Laughter] do they have do they have any questions comments concerns no questions comments or concerns okay i move to approve the recommended changes to the district policies as presented in asba policy advisory 680-711 as presented i'll second all in favor aye aye two eyes motions carry four to zero all right so now we can do 8.7 i'm really like getting on this discussion consideration or approval of a contract with applied economics we've used

applied economics in the past they do a demographic student enrollment study i think we did one my first year here and then another one previously that was about two years earlier they go ahead and do an analysis of what the growth looks like taking out 10 years obviously things have changed since their last one in in 19. we utilize this data in part to fill out the capital facilities plan that the sap requires you have to have that filled out in order to qualify for for new schools and so we use the mojave contract for for the amount of twelve thousand three hundred forty dollars for this um study it'll take uh roughly until uh december and i don't know if we'll do a presentation of the board in december or january but we'll do

a presentation of the board those numbers will then be used we have rough ideas of what the numbers will look like one of the biggest issues that we'll have with these numbers and i will i'll be talking if you approve this i'll be talking to mr browner tomorrow the next day the issue that's out there will be what's our capture rate we currently use 40 capture rate uh given the ability to get a school site on the southern end of the district there's no other property on the southern end of the district that would support a school site given the way growth is so that may lead us to a a uh capture rate that is higher than than what we would anticipate and so we will have to look at what's it mean if

you have a fifty percent capture rate a sixty percent capture rate even sixty five or seventy percent uh that will also hold true quite quite honestly for both middle school and high school also uh the location of of those subdivisions uh in in uh conjunction with the middle school will be obviously probably more kids would go there because it's within a fairly short distance you also have current charters at the elementary middle school that do not have growth capacity therefore that may limit the number of kids that could go to an la or or a legacy or even happy valley high school wise i still think we'll have a higher capture rate it's just easy to run a sniff road farms road as it is to go the closest high school will be the new

high school down combs that they build uh at uh uh queen creek but i think you're gonna run into crowding issues there so i believe we'll have a higher capture rate uh but we'll talk with with mr brammert on that and then as we get into next year this will start to be critical uh we've already started to play out what the numbers look like on 40 50 and 60 capture rates and so when does that potentially necessitate a new school or a request for a new school we will probably be looking at issues related to the middle school and high school prior to any issue within elementary school just based on the capacity uh that are that's available but that'll be part of what this report would be so i'd recommend approval as presented

i do have a question um when we were considering building this facility and the transportation warehouse we already own this land so we didn't have any land issues are there other parcels of land that the district owns that we could build schools on yes there's actually obviously the land north of ranch my understanding is that was targeted to be middle school and that's probably what the conversation will be uh the district actually uh well i don't know if that district still owns a parcel land that's part of the parks and the metal subdivision uh by where la is uh there was a piece of land there and it's still a vacant piece of land that was initially targeted for school there given that ala came in i don't know the dynamics but i'm assuming that

we decided we didn't need to build it i don't know what the arrangement was i know the arrangement working on with with wales ranch will be a 20 year you have to build a school within 20 years otherwise it reverts back to um to the developer i don't know what the arrangement is for the land in the parks or the metals i'm not quite sure which one of the two division subdivisions it's in but that piece of land is there other than that there is not land available um and so therefore uh if we look for other pieces of property uh i.e if we have a conversation about a high school then you're probably going to be moving to state trust lands and a question of of what's the arrangement with the state trust lines

and the school facilities board i do know that there's been at least some districts that have struggled most recently with uh securing state trust lands maybe not as easy it was in the past but that'll be part of our conversations as we move forward early in the game to figure out what it takes to to get the land they have designated the new north-south freeway coming off the curve at aj where the 60 dies out and goes from subdivided highway to no divided highway and so that actually comes down and then takes a kind of a curve back inwards towards the bottom half of the district uh more of a westerly uh split not and then works its way down to uh to picacho that may drive conversations about especially high school where the 24

is going to come in and where it's going to connect to the north-south freeway will probably result in some conversations about possible sites on the other side of the canal but we're probably 24 24 25 where before we're going to have that that real conversations we're going to have to do some work with our community as to what they want especially in high school um comprehensive 25 2500 kid high school goes for 100 million dollars uh and so there there has to be some conversations uh relative to are we going to go and expand the current high school to a large high school like a mesa or chandler or are you going to stay with a smaller high school like a peoria but then that means you're still going to have to build another one

and you're going to run 75 to 100 million easy with without breaking a sweat okay thank you okay any other questions no questions no no no all right we'll take a motion then i moved to approve contract under igpa contract number 17-17 p-01 with applied economics in the amount of three hundred and 12 dollars as presented i'll second all in favor aye aye two eyes motion carries four to zero so now we have 8.8 discussion and consideration of ratification of contract with brightview for landscape services for 2122. uh this is a ratification only because uh we the board had previously approved unique landscaping to do the work unique landscaping indicated to us that with their 30-day notice they would be done september 1 2021 so we went out and although we used vendors on mojave

in a safe contract we went above and beyond to get three quotes uh we could have used any one of those without going out for additional quotes but we felt it was best to to get quotes and take a look at uh uh other opportunities that are out there uh based on the uh the committee meeting on the responsive bids the decision was to move forward with uh uh brightview as our landscaping service it is for this year and renewable forex for the next four years uh be truth told we're going to look at at what point do we move to our own grounds department uh just based on a number of different issues so that will be analyzed uh over the course of the year but we need we're not ready to do that

at this point time so brightview is going to have to go ahead and cover through the rest of the time we're pleased with what we're hearing about brightview uh and in terms of the pricing it's a slight reduction from what the other uh pricing was but but i'll call it a wash more than anything else we just think this is in everybody's best interest to move forward with this so i would recommend ratification as presented did unique landscape give any indication as to why they pulled out of the contract we'll just say there was a difference in opinion on several different issues uh and we attempted to work through those differences in opinion and it got to the point where we they felt and we would concur that it was best to move on from

that relationship and go to a different relationship i do have a question for you okay from chad he wants to know what the frequency of their service is do we is it weekly or uh yeah now the frequency of their services is they're on our sites every single day they i don't know exactly what their schedule is bob had a family situation he had to take care of so he's not here um he's been working with them but they're on all our sites they go from site to site depending on the schedule of the day and uh we believe that with the new agreement we will get increased services in the rfp or in the agreement with them that are above and beyond what was in the previous agreement and so we would hope to

see some some significant changes in uh what our properties look like uh and again this took place there their first day on site would be on friday that's why it's a ratification because they've already come on site um but they're just getting ramped up as we make this transition uh last thursday and friday okay i have any questions okay i moved to ratify landscape contract with right view for 2021-2022 under the city of peoria save contract number p19-0049 as presented all second all in favor aye two eyes that is uh two eyes from them motion carries four to zero we have um a information and discussion item with mr berkshire good to see you again marcus good evening president hargis members of the board that are here in person as well as online i'm here

to talk to you about our student achievement data do i get to it advance it all right we'll try this um so our objectives tonight is uh the state uh came out with the public data file two weeks ago uh so we're going to look at how we did in comparison to other schools and districts and then we're also going to look at how our subgroups performed on the state achievement test so just to remind you our comprehensive assessment system we're looking at the district summit uh state end of year summative tests and so pinal county how did our schools do against other schools in pinal county in ela you can see cta top performing public school in the county in third grade harmon outperformed ala happy valley east and the florence schools in fourth

grade ela cta and ranch fifth grade top performing public schools chs was our top performing public high school in the county and then uh cta and ranch were in the top 25 percent of county schools overall math very similar we've got third grade at cta top performing public school our fourth grades at cta harmon and ranch were all all did very well compared to the other public schools in the county um cta in ranch fifth and sixth grade we're also very highly performing our 8th grade math was a top performing public school in the county and then again chs was the top performing public high school in the county and cta and math was in the top 5 of all schools and ranch in the top 15 percent in the county overall those are excellent

results comparatively yes um they are you'll notice that i said the public schools are our charter school brethren um did do very well as well um but in terms of comparing us to florence aj um maricopa casagrande uh we did very well so um here's how i we did as a district in terms of ela passing percentage you can see here um mary c o'brien is a unique school yeah um they have like 30 kids so they're the highest performing but the reality is we as a public school district we are the top public school district in pinal county the legacy you'll see is up there multiple times it's because legacy charters it's each of its schools is a separate entity um ala charters the whole state is all combined into one entity so ala

is not in this list as because of that because we'd be looking at ala schools not only here but in other locations um champion does the same thing um so they're not in this list as well math again top performing highest uh top performing district public school district in in pinal county as well dr wyman identified a number of districts that he'd like us to compare to and i'll let him speed test why he chose those starting when i first got here you had the ag's report that we would get annually that talked about classroom spending dollars at that time they had three uh specific peer groups that we were rated against on that on that test that's on that report it's since as of last year actually moved down to two problematically is there's

there's a criteria that's given on each of those uh comparisons and so when you look at the comparison schools or who are compared against on the on the ag's report it can be at times misleading uh part of it would be transportation as an example it's based on a number of rot miles and rot miles per student so in some of our comparisons against a mesa or a peoria or a gilbert the the dead on test scores is based on poverty rates and so then again you have any number of different districts that are in that that probably most of us would look at and say that seems like an interesting comparison so we tried to do is take a look at districts around the state that were similar in size to a similar number

of students to us you can't get exactly the same number of pi you know in terms of poverty or or all the other characteristics you look at but it gave us as a really good flavor and so what we started to do is take these districts with the exception of florence and maricopa to be excuse me florence and queen greek most of these districts are right around our size uh we obviously put florence and queen creek in there just based on on where they're at the rest of these schools are are give it give or take six to eight thousand uh school districts with generally speaking one high school there might be pushing into a second high school like sarita because sarita's starting to grow down down south and so we're just trying to get

a consistent look at different schools uh our school districts around the state then we can start to compare on a more regular basis as a way to look and see now if we start to grow over the next couple years then we may make some adjustments to this because we wouldn't tank verdi as an example is on the very bottom edge of this they're not really growing where they're locked in in tucson so if we started to get to eight nine ten thousand students then we would try to look for those districts that are are uh more in line with us but that's what these next couple slides are gonna talk about comparison against these schools so you can see where we land in terms of our ela passing percentage compared to those other districts

and then our math passing percentages compared to those other districts so when you look at it against these select schools it's not quite as impressive as against the uh but i think it's critical for us to i think the issue that's that's for all of us is and it's not unique to combs nor is it unique to powell county is trying to make sure that you're looking at uh relative competition um that challenges us to make sure that we're doing a better job sometimes some of the data is tough to swallow at times we can take covert and do whatever you want with covid but i do think it becomes critical for us to take a look at how do we compare against some of some of these other districts uh because of their likeness

in comparison to us and it gives us a target to say we we need to step up our game uh across the board and we'll start to break this out on a much greater level than just the the the district level but this is our initial uh uh swing at this comparison one of the things did you consider was the percentage of students on free and reduced lunch yes i think that's yeah that's and again uh obviously if you look at cave creek uh calf foothills tank verti their free and reduced lunch is gonna be significantly different than ours if you the ones that come most close to us quite frankly would be prescott humboldt and sierra vista are the closest you look at the flowing wells uh for those of you from the no

tucson uh their frame reduce count would be significantly higher than ours so again it's it's a combination of trying to look at about i think i looked at a neighborhood of seven eight different criteria and tried to come up with something that was fairly reasonable for who we're at knowing that no matter what uh you're going to have some that are above or below you depending on the criteria that was used another thing i want to point out what you don't see here is the percent of students that actually took the tests um unfortunately the public data file that we have access to only identifies that at the site level in an aggregate level so so i can look and see combs traditional academy had of their students take the test i can look at

circle cross ranch and see the percentage of students that took all took that that took tests at that site but they don't have it at the district level um and so one of the challenges is i don't know what the percentage of students that took azm in these other districts was um and that that's something that you need to consider as you're looking at these numbers is we don't know we know that statewide the the average was about in the 80 percent that took the test whereas us as a district we're closer to 90 percent and i will and i will say that the districts around us in the county tended to be about the same number of a percentage of a passage because they all tended to be open just like we were all

last year when you start to get into southern arizona you start to get up on yavapai you had different things going on and they may not have had their schools in as much and therefore they may not have had uh as many kids tested those kids that then test as the data will tell you in many cases where those kids were falling through the cracks to begin with and so hard to peel it out of this right now but just keep that in mind too that that it depending on where you were in the state uh what happened last year with covet and when you opened up schools and didn't open up schools there are several of these districts that did not open up their schools until the until the fourth quarter of last year

and so that would potentially skew the percentage uh passing and therefore could skew their data maybe just be a little bit but this is a problem with this data what's the true story and how do you get to that true story now we're going to look at our subgroup performance um so for federal and state accountability purposes we uh look at subgroups that we have at least 10 students in so these are not all of the subgroups that the the state and the feds look at but these are the the subgroups as a as a district we had at least 10 students take the test so for for example they also look at migrant they look at military families um and we just don't have enough kids in in those categories to to pull out

data on um so what you see here is how do our subgroups perform compared to the county as well as to the state so we are the blue line anywhere that you don't see a blue line that means that fewer than 10 students passed the test district-wide so and unfortunately the way it was uh formatted it cut off some of my words or did not pass did not pass so in all of these we had at least 10 students take the test oh okay but fewer than 10 past and so in the the data file there's an asterisk um and that's because it becomes very easy to identify who those those kids may be the lower the numbers so the third one across that's american indian and then um the students with that would be

students with disabilities that column and so you can see the limited english proficient students those are english learners not only in our district but also the county and the state fewer than the the percentage of passing was was less than 10 kids passing in those groups and then here's our math percent passing of of our subgroups so one of the things that i i will say our new assessment platform um one of the reports that we get to see actually is a comparison of our subgroups and their performance on each assessment and that no matter if it's a teacher created assessment or a district one they get a report that in the overview that shows how different subgroups perform in relation to each other so one of the the nice things with that platform is

it's going to be a lot easier for us to have those conversations at the site level as well as at the district level about what are we doing for our subgroups and how and how can we narrow those um those gaps uh in performance so is that part of our grade or our like district our a through f does yep for accountability purposes the uh a through f actually looks at our subgroup performance and impr we get points for how if they improve their performance um and um right now this year if we were getting letter grades we would not be getting a lot of points in the subgroup performance now just just be aware they're not going to release letter grades they have pulled out one piece the letter grade but but you do

have and the public has access to the point totals within the letter grades therefore you can add up the point totals as they're there and so you can very easily do a comparison against any schools you want to in the state without having the letter grades the formal letter grades there's no cut scores so you you can count up a number and say hey we scored 83 points this year well what's 83 mean this year in comparison look at what it meant last year or two years ago but i'm sure there'll be any number of people that will start to uh compare themselves or others against each other but no it's it's incomplete data uh and the cut scores may have varied this year differently than other other years because of uh the number of

kids passing due to the percent taking and any number of different factors but they are available and it is a public record so any individual or any media that wants to take a look at it can't take a look at it they caution you against it because of the impact of covet but the reality is if you wanted to and you thought you were in a school and you felt you got 95 points you might go ahead and sell yourself as an a school even though there's no ratings they're going to go up do they have any questions i'm sure chad board member chad mcloyd says thank you for the information marcus i know there's a monumental effort happening every day across our district we have lots of things in place that will help those

numbers increase i think with we will have lots to celebrate by the end of the year i believe so too so thank you very much chad i'd like to make one comment that first of all i appreciate you doing all of this because i'm the person who asked for this update so thank you um number two i know the results probably aren't what we would consider to be ideal but i think this information is critical because when you have this you know where to focus your time and your efforts and your attention and what needs to be done to improve scores and to get kids to the proficiency level we would like them to be at so i see this as as being very useful information thank you very much any other questions good job

all right so uh future agenda items does anybody have any requests uh there was just one that i had uh talked about at the last meeting which i think is going to be put off to the next meeting about right the utility the utility study will be at the next meeting we're setting up meetings with uh mid state to make sure that we have all the accurate utility data so we'll have it on the october meeting okay hold on so utility cost basically we want to see what the esco is doing and are we getting the savings that were anticipated that we would get on the savings so those meetings will take place the next couple weeks i know pinal county sheriff is enjoying our covered parking we aim to please every way we can

right it's always nice to have them on our campus anyway so any um do they have anything that they want to add neither have anything okay well then i will make a motion to adjourn at 7 18. second bible second all in favor aye aye i have two eyes motion carries four to zero thank you
