001Mr. Saniceros, >> present. >> Mrs. Barnett, Miss Mrs. Talard, >> present. >> Mr. Nielson, >> present. >> Thank you. Can we all rise for the pledge of allegiance? Ice to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [clears throat] >> Okay, I'm going to ask that we have a moment of silence. And if you haven't silenced your cell phone, this is a perfect time to do it. Is there any board member statements? >> Mr. Seneros. >> Oh, can I screw? Uh, good evening everyone. I hope you're all enjoying the holiday season so far and are getting ready for Christmas and the new year. As we approach winter break, it's important to spend time with loved ones

002and I hope each of you has a wonderful winter break and restful break. I also want to share that I have the amazing opportunity to visit Littleton's preschool campus and I want to give a special shout out to the incred incredible work that the team is doing there to support our youngest learners during such a crucial development years. Our preschool program has grown rapidly and the dedication of the staff and site leadership is truly inspiring. Amazing isn't enough to describe the work they are doing to ensure our children get a strong educational foundation they deserve. However, during my visits to Littleton campus since being elected to this board, it has become clear that we have failed that campus. The level of frustration and anger I feel when I see broken furniture, no trees, eroding playground

003equipment, broken benches, and barely any outdoor gathering spaces is overwhelming. The current condition of that campus is unacceptable, and we all know that. and the lack of basic amenities for our students there cannot continue. As a board and district leadership team, we must be willing to invest resources into that campus, prioritize its need instead of spending nearly $28,000 to remodel our board conference room, which was already in good condition aside from a single broken chair. We should be prioritizing every single dollar toward the needs of our students and their environments. And until those needs environments are perfect, we should not be remodeling conference rooms in the district office. I strongly urge the administration to continue putting our campus resources first, not themselves or their offices. Thank you. >> Thank you, Mr. Seneros. >> Okay. Um,

004I have had the opportunity since our last board meeting to attend a amazing event of a turkey trot while it was raining outside. So, I applaud all of our staff in the district that adapted um to the rain, which is not common here in Arizona, um and still host an amazing event for all of our learners. And then I applaud our food services because I got to participate in a Thanksgiving meal at Freeman Fine Arts Academy. And then I was able to attend the district's coffee talk where I loved that we had one of our partners talking about support for our community in filing their taxes this upcoming spring. We also learned about attendance and how to improve our attendance um with the district and a preview of school choice. I would like to take

005this time to thank all of our classified and certified staff that will be spending the next two weeks planning and hosting Christmas across the world, concerts, dress up weeks. I know that these last two weeks are stressful, but they are so important to our students to be able to celebrate the holidays and to bring our community together. All right, moving on to superintendence report. >> Good evening, Littleton Governing Board, staff, and community. Once again, I am excited to recognize all of the great things happening within the Littleton Elementary School District. And as I speak, you'll see some different slides pop up across the screen. Right after our last board meeting, Australia Vista STEM Academy held their first Friday event in November in which they officially unveiled their banner recognizing their achievement of being an A-rated

006school. So, uh, based on their student achievement, growth, and other variables, they were rated an A, and we are excited and proud of them. So once again, congratulations to Eevee on this great accomplishment and we look forward to seeing all of our schools reach this level of achievement in future years. With it being the holiday season, many of the events and activities happening at our campuses now include time-honored traditions as well as some new ones. Prior to going on Thanksgiving break, each academy held their annual Thanksgiving lunches, providing a wonderful opportunity to come together as a community and enjoy a delicious meal served by our partners at SFE. And as I went around campuses, the number of families, parents, loved ones there to support their children and and family was just amazing. So, we appreciated

007that. Um, also normally many of our schools also hold their annual turkey trot the week before Thanksgiving break, but with this year's unusually wet weather, only a few were able to still get there and get that added exercise in. Some other sites plan to have some holiday runs this month to make up for their missing turkey trot. I think some are going to call it their jingle jog. So, that's what we're doing now. Then when classes resumed after break, schools didn't miss a beat by holding holiday performances and activities. It is amazing how many talented staff and students we have in our district. Last week, our district also held a coffee talk at Freeman Fine Arts Academy. This event had its highest community attendance for the past several years and included great information from community

008partners as well as a performance from the Freeman Fine Arts Choir. Thank you to every community member that took time out of their busy schedules to join us at this great event. As we move closer to winter break, there are still a lot of great activities, events, and performances taking place across the district. and we invite our families and community members to take an opportunity to visit our campuses to see why the Littleton Elementary School District is such a special place to work and learn. In closing, I hope everyone has a wonderful holiday season with friends and family. We look forward to all students and staff coming back in January to continue the success and growth that was started in the first semester as we build tomorrow together. That is it for my report. Thank

009you. >> Now he's right I think he's right there. >> Oh, okay. Okay. Um, moving on to item number seven, district highlights. Good evening, madam chair, me members of the board. So monthly, as you all know now, we've started providing our showcase of students and staff. So, with the support of the Littleton Education Foundation, we now have our Littleton Education Foundation Kid at Hope of the Month and our Littleton Education Foundation Treasure Hunter of the Month. The Littleton Education Foundation's mission and purpose is to expand opportunities and enhance education for Littleton Elementary students and community in the areas of science, technology, engineering, arts, and math. Their mission is achieved by funding teacher mini grants and enrichment programs providing multiple pathways to student success. So I'd like to have Dr. Manahan if you could come on

010up and to the podium. Thank you. Absolutely. [clears throat] >> Yep. Oh yeah. No, he has it. You want this or you got it? >> I think I got it. I think I got it. >> Uh thank you very much for having me here tonight. I'm Rob Manahan, president of the Littleton Ed Foundation, and I appreciate all the support of the board and Dr. Lefit and, uh, the Littleton Elementary School District. So, tonight, uh, we do have a Littleton Ed Education Foundation, uh, Kid at Hope today. So, I'd like to, uh, read this little, uh, um, readout of this individual. It is my pleasure to introduce Jose uh, Jose. Are you here tonight, Jose? Come on up, Jose. How are you tonight? Here he is. This is Jose uh Aguilar from Trace Rios Service Academy.

011He is the LEF December kid at Hope. Jose is an incredible student that loves to contribute to class discussions with his peers. Academically, he has become so much more confident in his learning with it directly being seen in the growth of his reading skills. Congratulations, Jose, on all you have accomplished already this year. And we know that Trace Rios and the entire district is looking forward to what you will continue to accomplish in the future. Congratulations. And here's what we have from the [applause] Littleton Ed Foundation is a $25 gift certificate at Walmart. Congratulations, sir. Thank you very much for everything you have done. We've got people here. We've got certificates. We've got thank yous. Okay, make sure that All right, everyone look right here. Smile. Perfect. One more smile. Perfect. Congratulations. >> One more.

012>> Yes. Okay. Mom, do you want me to take a picture with your phone? [laughter] Ready? One, two, three. All right. Got it. [applause] thing. There we go. The LAF treasure hunter introduction. It's my honor to introduce Miss Shannon Fitzgerald from Countryplace Leadership Academy. She's unable to make it tonight, but she is our Littleton Education Foundation December treasure hunter. Miss Fitzgerald is a vital member of the C uh Countryplace team, taking pride in the work she does with her students and staff. She is knowledgeable in her content area and her teammates go to her for support and guidance. Miss Fitzgerald values the connections she has made and fosters them daily. In the words of her administrative team, she's a rock star. Congratulations, Miss Fitzgerald, for being a shining example of what a treasure hunter is

013for your students, Countryplace Leadership Academy, and the entire Littleton ESD community. All right. So, [applause] thank you. >> And thank you again, Dr. Manahan and uh the Littleton Education Foundation. And that is it for our highlights. >> Thank you. Moving on to item number eight, we have call to the public. So before we start, um the governing board welcomes public comment and values community input. Each speaker is limited to three minutes to to help us maintain an efficient meeting. At the conclusion of an open call to the public, individual members of the governing board may respond to direct criticism of themselves, may request follow-up from the superintendent, or may ask for future agenda items. However, the board cannot discuss or take action on items not listed on the agenda in accordance with a Arizona law

014ARS 38431.01. So, we are going to have a timer up to allow you to know how long um you can speak. >> Okay. Oh, uh thank you for reminding me, Dr. Luffy. If any parents would like to leave because they need to do dinner or things like that, please take this time to leave, but you're always welcome to stay. All right. Um, first up, I'm going to have Beth Blakeenship speaking as a community member and parent. >> Betsy, you got to be quiet while you do that part. Good evening, Superintendent Lefy, members of the governing board, and others in attendance. I'm here tonight to express concerns regarding the cancellation of this year's signature field trip for eighth grade students in a Littleton Elementary School District. Please read the initial communication I send as well as

015Dr. Haye's response, which you are receiving as I speak. I implore you to start planning for a smaller scale field trip for the eighth grade students in the Littleton Elementary School District. They deserve it. One of my biggest concerns regarding the issue is the lack of promotion of this trip and a lack of fundraising opportunities for students. In my initial phone call to the district, I was told it was due to delays because of a new superintendent and him having to reapprove things such as this trip. I scoured board minutes online and could not find any record of this. Is there a record of this in a board minute somewhere? The poor communication, while it was at least acknowledged in Dr. Haye's reply, is unacceptable. I have been part of the district since 2006 as

016an educator, parent, and currently parent and voter. While I believe there are some strengths within the district, this poor communication is one of many weaknesses. While I now work in a neighboring neighboring A-rated district and my youngest child is an eighth grader, I will continue to be a voter in a district for the foreseeable future. Also, why are students not allowed to do fundraising for this and other signature field trips? So many simple fundraisers are out there. For a district that claims that they are about caring for kids, they need to start acting like it from the top down. Thank you for your time. >> Thank you. Okay, moving on. Patty Paty Blankenship. Um, student of Freeman Fine Arts Academy. Good evening, Superintendent Lefit, members of the governing board, and others in attendance. I want

017to tell you how mad I am that my trip to DC got cancelled. It isn't fair that my sisters both got to go and I don't. My friends and I were looking forward to having fun on this amazing trip. If more people knew about this trip, then more kids would have signed up. It should have been blasted on Instagram and all of their social media that kids and parents actually see. Instead, there were just a few random parent messages and a couple Facebook posts. I also want to know why we couldn't do any fundraising through the school to help pay for this trip. I love seeing things and I love talking. Why not combine the two? My friends and I at Freeman Fine Arts Academy have not had a chance at a regular field trip

018since at least fifth grade. We have had chances to go to Camp Way and Camp Serve, but no lower cost options. Please give us what we deserve, a field trip to celebrate our time ending in the Littleton Elementary School District. as a current member of the principal's honoral NJHS accent choir, state honor choir, enrichment club, and past member of art club, dance, student council, sounds academy, violin, and being a helper in kinder and other classes. I've shown involvement and leadership in the school. I would love to help organize a field trip and help plan and lead fundraising for it. If we truly are a district of leaders in learning, caring, and growing, then start showing it. Thank you. >> Thank you. >> [applause] >> And lastly, we have Hillary McKillip um speaking as herself. Good

019evening, Dr. Lefy and governing board members. I was upset when parents received notification that drug dogs had come onto Collier's campus. But after spending a de after spending a delightful two days chaperoning the Collier seventh and eighth grade Ja Bistown field trips, I'm now livid that the district administration thinks it's okay to sick drug dogs on these babies. Have you actually spent any real time with these kids? Because if you did, you would know that they are not drug dealers. And any teacher or adult on campus paying any kind of attention would figure out pretty quickly uh if there were drug dealers because middle K middle school kids absolutely cannot keep a secret. In the notification that parents received, it said that the dogs came for student safety and well-being. I can tell you from

020the feedback that I received from my kids that neither they nor their classmates felt safe with those dogs. Um, I have heard budgets referred to as moral documents. They reflect the values and priorities of the person or entity creating the budget. And this district has revealed its morals and just exactly what you think of the kids in this community by choosing to spend money on drugs. Every campus deserves a gifted program and the eighth graders deserve an amazing signature field trip. But instead of putting money into quality gifted programs and lowering the cost of the signature field trip or offering more scholarships, you've chosen to spend that money on treating our kids like criminals. It's disgusting. Just because something is lawful doesn't make it right. If you want these dogs on an elementary school campus,

021then you need to have a spine and go onto each campus, look these kids in the face, and tell them you think they are addicts and dealers. Shame on each of you who approve this and thought this was a good idea. Thank you. Moving on to item number nine. Is there a motion to approve the consent agenda? >> Mr. Nielsen, is there a second? >> I second. >> Miss Stallard. All in favor of approving the consent agenda, please say I. >> I. >> Any opposed? Consent agenda passes 40. Moving on to item number 10, information items. There's none. So now we'll move on to item number 11, discussion items. >> Good evening, Madame President, members of the board. This evening we have roughly 30 policies that we'll be bringing forward. And as we go through,

022you'll notice how they're set up a little bit differently. now than previously where there's a number there'll be a number one under certain letters that typically means that that policy is absolved and it was then rewarded and absorbed into the previously read policies. So I'll go ahead through these. So um first one is policy EA support services goals priorities objectives in policy EA original language in A and C was updated and original language in B regarding transportation was removed as student services which includes transportation is noted and revised. B, regulation EBR, environmental and safety program. The title of regulation EBR was revised to align with the related policy safety program headings within the regulation were adopted and the following language was added under the subheading students. A. Avoid behaviors that jeopardize the safety of self

023or others including but not limited to Next item C, policy EBAB and regulation EBAR, hazardous materials. Policy EBAA and regulation EBAR were recodified as policy EBA and regulation EBAR. The subtitle remained the same. Headings were added, content was reorganized, and language was updated to enhance clarity. The posting of notice portion in the regulation was removed as this information pertains specifically to emergency pesticide applications and the requirements for the certified applicator, not the district. Information regarding where to locate certified applicator requirements and exemptions for non-residual pest pesticide and emergency applications was added to the end of the regulation regulation. And remember the policies and regulation l listed under item one are recommended for deletion because their language has been recodified into the policies just presented. So we'll go to item D, policy EBB and regulation EBBR,

024accident reports. In policy EBB, headings were added, content was reorganized, and language was updated to enhance clarity. For example, information regarding employee reporting in paragraph 3 was moved to the regulation under the heading employees and district reporting requirements per ARS 23908 and the industrial commission of Arizona were updated under the heading district responsibilities in regulation EBBR. The subtitle student accidents was removed as the revised content pertains to employees and students headings were added and the following phrase report the matter to their supervisor immediately was added regarding employee reporting to enhance clarity. 11E policy EBC emergencies and regulation EBCR emergency emergencies response plans and school closings. Policy EC was revised to include response plans and school closings in the title as language in policy EBCD weather related and emergency closings was moved to this policy under

025the heading emergency school closings headings and subheadings were also added and content was reorganized to enhance clarity. Newly created regulation EBCR contains information formerly in regulation EBCDR. Content regarding delayed opening and school closing was combined into one paragraph in the revised regulation and language relating to information dissemination was updated to enhance clarity. And again the policies and regulations listed under item one. So 11 E1 are recommended for deletion because their language has been recodified into the policies just presented 11F policy ECA and regulation ECAR security language in policy ECA was expanded to include additional security related content example preventing unauthorized visitors fingerprinting volunteers complying with works workplace occupational safety and health standards and complying with sex offender notification requirements. In regulation ECAR, the subtitle access and keys was added as well as headings to enhance

026clarity. Next item 11G, policy ECAC and regulation ECACR, vandalism. Information on reporting suspected crimes or incidents previously found in policy GB. Staff conduct has been relocated to policy EA ECAC. The policy and regulation titles were updated to vandalism and reporting suspected crimes to better reflect the revised scope and content. Additionally, the heading reporting was added to regulation ECACR for clarity. The regulations content remains. Item 11H, policy ECB, building and grounds maintenance. Minor edits were made to policy ECB, including the additions of oversight to school facilities board and legal reference. Next item is 11 I, policy ED, materials and equipment management deletion. Policy ED was removed from the model manual as a district warehouse is not statutoily required. Districts may retain this policy if the information is applicable. Um, so this is just a standalone deletion.

02711J, policy EDB, excuse me, and regulation EDBR, maintenance and control of materials and equipment. Policy EDB was revised to include the instructional materials in this title as language and policy EDBA maintenance and control of instructional materials was moved to this policy under the heading instructional materials. Therefore, policy EDBA was removed from the model manual. Additional updates including headings include headings and the replacement of furniture with materials in paragraph 2 and second with replacement in paragraph 6. Regulation EDBR was also updated to align the title with the revised policy EDB. Information regarding donation of surplus was added to regulation EDBR to enhance clarity and the following terminology changes were made. unit was replaced with district site in paragraph one and business manager was replaced with superintendent in paragraphs 1 and three. Again, uh for 11J1 policies

028and regulation listed under item one were recommended for deletion because their language has been recodified into the policies just presented. Item 11 K. [snorts] Minor edits to policy EDC include the addition of materials in the opening sentence and the removal of information regarding competition from local business firms. However, districts may retain this portion if preferred 11 L policy E transportation services. The final paragraphs regarding student transportation and policy EE were moved to newly created policy EA. Student transportation under the subheading students with disabilities information regarding statutory requirement and heading responsibility information pertaining to operation and safety. Legal references were also updated. Next is 11M policy EA and regulation EAR student transportation. Newly created policy EA student transportation incorporates language from EAA walkers and riders e transportation services EAF special use of buses and E A

029student transportation and private vehicles as these policies relate specifically to student transportation. Therefore, policies EA, EAF, E A were removed from the model manual. The list of eligible student categories who qualify for transportation services was also updated and information regarding transportation and student detention was added under the heading extenduating circumstances. Newly created regulation EAR contains language from the former regulation. So again, uh 11 M1, the policies and regulation listed under item one are recommended for deletion because their language has been recodified into the policies just presented. 11 N policy E AE regulation E AER and corresponding exhibits bus safety program. policy EAE was revised to include and and student conduct in the title as language policy EAEC. Student conduct on school buses was moved to this policy under the heading student conduct. Arizona administrative code

The titles for exhibits E AE EA and E E AE EB were revised to align with the policy bus safety and student conduct and exhibit E AE EA updated C under the heading prohibited items to include the service animal exception and again the policies and regulation listed under item one are recommended for deletion because their language has been recodified. into policies that were just presented. 110 policy E AEA regulation E AE R bus driver requirements, training and responsibilities. Statutory language regarding certification and training was added to policy E AEA

031and language in policy E AEA was moved to policy E AEA headings and subheadings were also added and information was reorganized to enhance clarity. Newly created regulation E AE A R contains language from regulation E AE A R and again U policies and regulation listed under item one are recommended for deletion because their language has been recodified until the policies just presented 11P policy EA Eeb bus purchasing and maintenance Language in policy E AEB was expanded to include bus inspection and maintenance information contained in statute and Arizona administrative code. The policy title was revised to align with the updated content bus inspection and maintenance. 11 Q policy EEB business and personnel transportation services and records and reports language and policy EED was removed to policy was moved to policy EEB under the heading transportation records

032and reports 11R policy EF regulation EFR A and regulation EFRB B, food services. In addition, minor language updates were made under the heading competitive food sales to align with the Arizona Healthy Schools Act and headings were added to enhance clarity. Regulation EFR was updated to EFRA due to newly created regulation EFRB. And again, the policies and regulations listed under item 11R1 are recommended for deletion because their language has been recodified into the policies just presented. 11S policy EFD, pricing of and payment for food services. Newly created policy EFD contains language from policy EFDA which was recodified, reorganized, and updated for compliance and enhanced clarity in policy EFD. And policies and regulations

033listed under 11S1 are recommended for deletion because our language has been recodified into the policies just presented. 11T policy EG, office services deletion. Policy EG was removed from the model manual as office hours may differ throughout the district. The legal reference pertains to hours of labor, not hours of operation. 11U policy EG a copyright compliance. Policy EG A revisions include simplified language while retaining the fair use guidelines. 11 V policy EG AE mail and delivery services. Policy EG AE contains minor updates. 034procedures for electronic Now 11X policy EGD, use of technology and office services. Newly created policy EGD. This new policy outlines expectations for the proper use of technology and electronic communications to ensure compliance with the open meeting law, OML, and public records law. The policy states that mail, email, and electronic messaging may be used only for sharing factual information, not for discussions or deliberations, and electronic messages on any devices used to conduct district business may be publicly disclosed. Item 11 Y policy EHB and regulation EHBR data records retention headings were added and content was reorganized to enhance clarity. Regulation EHBR added general information regarding transformation transportation employees retention requirements for alcohol and controlled substance testing. 11 Z policy FA facilities development goals priority objectives legal references have been revised to reflect current law repealed statutes ARS

No changes were made to the policy content 11 AAA policy FCB retirement of facilities. Policy FCB was reorganized to enhance clarity with updated legal references and added headings. The section outlining the process for closing a school facility now includes more specific statutoily required information to better guide districts. Additionally, the policy title was revised to more accurately reflect its content and a new section addressing boundary changes resulting from a school closure was added. Item 11AB, policy FEA, educational specifications for construction headings were added to policy FEA and legal references were updated to enhance clarity. The original language in B, D, and E was removed to better align with statutory requirements. 11

036AC policy FF naming facilities. The following sentence was added to policy FF. The district may consider community feedback in this process. And item 11 D or AD, I'm sorry, policy GB, staff conduct, information pertaining to reporting suspected crimes or incidents was removed to policy ECAC, vandalism, and reporting suspected crimes and legal references were updated to reflect this change. And that is it for our policy. Our first policy reads. That is it for that section. >> Thank you, Dr. Leafy. Mr. Seneros. >> Oh, I was just going to say you rock, Dr. Lee. That's a lot. [laughter] >> Thank you. >> Um, yeah, thank you. Um, I I wanted to follow up on naming facilities. Yes. >> Pull that up. >> AC. >> Yeah. Second to last. >> Yep. Um, so this whole document being recommended,

037is that our current progress of is that our current process of naming our facilities? This whole document as is. >> Let me I need to double check the previous policy. Let me see. >> I know it says underlining will be added in there, but I just wanted to know if the whole process as is is our current policy, >> right? You going to check that one? Okay, give us a second here. >> Any other questions while we get that exact current language? >> No, no questions. FF No, because mine's about that, too, because it says have made unique contributions to the district and have been deceased for at least 10 years. >> I'm thinking it should say and or. So the current policy states current policy states in naming facilities the district will consider uh

038names derived from significant geographic locations historical events or events of community significance as well as worthy individuals who have made unique contributions to the district. In this policy, the word facility refers to any school building, administration building, gymnasium, stadium, athletic field or playground. And that was the that is the current policy. This is the new this has been recommended as part of the model policy by ASBA. So there are some differences in this one to the compared to the previous policy. >> So now they have to be dead. >> Well, if we change if if it's voted to change this policy. So what we could do in discussing this, you might decide we prefer the previous policy. When we come back for the second read, we'd bring back with the previous policy in play or

039we'd continue with this current policy moving forward. >> Okay. Thank you. Thank you, Dr. Leafy, for sharing that. I just wanted to make sure this is our current policy. And yep, >> obviously I think the previous one just doesn't have the B section. >> So basically, our new policy would have everything except except the B section. >> Correct. than adding in the community may consider the district may consider community feedback in the process. Um yeah, if we if we could bring that back for a second read this policy as is >> the current one >> this one as is the one right now that we're looking at. Yeah, just bring that back >> with section A and B. And then I don't know how you guys feel, but I don't I don't want to say

040may, I want to say will because I think naming a school facility is a really big thing for a community. Um, and the community should be involved in the process, not may be involved in the process because it may just gives us the option not to do community feedback. >> I agree. I think that the community should be involved in the in the process and I have a concern about the person have having to be deceased. >> Okay. >> So, I'm hearing a couple things. So, I'm hearing from two voices an agreement to bring this back, but modify the word under in the underline section from may to will. And I'm I'm hearing mixed on if we can get a couple more voices on that letter B. I'm hearing one say bring it back as

041is with B, one saying I don't like B. How do we want How do we want me to bring that one back? Um for me I know that I have been on the board when we have named two schools um Freeman Fine Arts Academy and Leaken and in both instances we did take community feedback. We got three name options given to us and we as a board picked from the three and the three came from community groups. I do 100% believe that we should continue that practice or continue the practice of reaching out to the community for feedback. I don't believe that a person has to be deceased at least 10 years before we name it after them. If they've shown a commitment that warrants this from the community, I'm okay with changing that to.

042I'm I'm okay with taking away the word and from the a portion and just say like may or will or whatever. >> And or >> andor. That's I'm okay with that, too. Yeah, because I know I did I did work and I know it's very common practice. Again, I come back I don't know what we do here in Littleton. We just somehow have very unique policies compared to uh compared to a lot of other districts. Um section B is included in all of our almost all of our neighboring districts. Um and I know it's a common practice for a lot of districts in the valley to have A and B included. Um I think two other districts don't have B included. That's because they changed it to name it after a superintendent. Um, so I

043think I I get what you guys are saying, but I think it becomes like favoritism if somebody's like currently a superintendent and they get a school named after them, just removing that policy to make it for them, you know. Um, but I do think that it also gives other people because if the superintendent is in the naming process and the governing board's making that decision and they have a relationship with the board, then that superintendent's going to get that name of the school after them rather than having other people have the opportunity. So, I think I get both sides, but I also want to be fair to other people whose names may be involved. >> Yeah. Not just a superintendent because I know in the Witchfield district there are schools named after a teacher that

044is still alive but had a huge impact, you know, so it doesn't I don't think it has to be a superintendent. >> I'm just going based on our district. We only have schools named after superintendent our district. >> Yeah. Quinton Little Freeman Fine Arts. No other school is named after anybody except it's a trace river and then Lincoln family. So majority of our schools have been named after a community. >> I was going to say CER is named after FY Collier because they owned all that land. >> Yeah. Because Yeah. So either it's either a group of people or it's a land contribution that get the school name or a superintendent. I'm just going based on our names names of our schools right now. Yeah. I don't think any of our schools have had a

045name that is either not a group or a farm. >> What do you want them named after? >> No, I'm saying but I want to make sure that the community has an opportunity because of common practice. If somebody gives up that land, they're probably going to get that school named after them. Or if they're a superintendent and they haven't been deceased for 10 years, then that superintendent is going to get that named after them. if they haven't been deceased for 10 years. So it doesn't give opportunity for other people to be involved in the process because it's kind of favoritism right away because they are the ones who have the influence or donating land or the superintendent influence over the governing board. So I just I just want to make sure that that is not

046always a common practice just for all of our school namings because just looking based on our previous schools that that is a common practice of our district. So, so coming forward, what what I'm hearing and then you you guys can decide how you want to when we bring it for as a as an item uh next board meeting. Um again, under that underline, the district will consider community feedback in the process. I did add slashor after item A and then during the discussion you guys can the board the board can decide to keep it that way or to remove the word or or to remove be all together. It it would be up to the board in that case. So just as you move forward think always think through different scenarios. uh board member Senos

047actually brought up a great point about sometimes those land naming rights. If land is donated, make sure the make sure whatever is decided with the policy, it doesn't lock us out of a of someone saying, "I'm going to leave you 20 acres of land, but whatever is built on it has to have my name." Make sure we don't lock ourselves out of something like that. So, just keep those kinds of things in mind. Okay? Okay, >> thank you Dr. Lefit. [clears throat] Um, any other questions or comments about any of these policies? Okay, moving on. Um, we have I I'll just do it. I move that the governing board convene into executive session pursuant to ARS 431.03A1 3A1 for the propos purpose of a discussion of the 25 2025 2025 2026 midyear evaluation of Dr.

048Lewis Luffy Jr. district superintendent and B discussion of the 2024 2025 performance goal attainment of Dr. for Roger Freeman, former superintendent. Is there a second? >> I second. >> Miss Stallard, all in favor of going into executive session, say I. >> I. Any opposed? Right. Thank you. We are going to move into executive session. There may or will be action items when we come back. I am going to call us back into general session at 8:20. Um action items number 13. Um superintendent midyear evaluation. Is there a motion? Yes, >> I'll make the motion move the governing board approve the midyear evaluation of Dr. Lewis Lefit Jr. as discussed in executive session. >> Mr. Nielsen, is there a second? >> I second. >> Miss Stallard. All in favor say I. >> I. >> Any opposed?

049Okay. Um, item A has passed. Item B, is there a motion? I move the governing board. >> Where's the motion at? >> Miss Stallard. >> Here. You on my glasses? I move the governing board's determination is that former superintendent Roger Freeman met the performance goals established for the 2024 2025 school year as required to determine eligibility for performance pay under his contract and that he should be paid 3% right 3% of performance pay pursuant to his employment agreement. I'll second that. >> Um, can we change that motion to be 3% per goal? >> 3% per goal. >> Okay. >> Of performance pay pursuant to his employment agreement. >> Is there a second? >> I'll second that. >> Mr. Nielsen. All in favor say I. >> I. >> Any opposed? >> No. Okay. >> Motion passes

0503 to one. Okay, moving on to item number 14. I'd like to remind everyone that under Arizona open meeting law, this portion of the agenda is limited to briefly suggesting topics for a future agenda. Discussion, debate, or direction to staff of matters not listed on the agenda is not permissible. We stay within these legal boundaries to ensure transparency and compliance with Arizona statutes ARS 38431.02H. Is there any future agenda items that'd like to be brought forth? >> Uh yes, I have a couple. Um so going into next year, u I would like to see a study session on our bond needs and in to get input from board members along with facilities um and strategic input plan for our strategic plan for the board. Um, and then I also like to see another study session

051on our district's communication practices. Um, more on a work study session so that the board can learn more about the process and give input. >> Can I get can I get clarification? Communication practices. What specifically? What are you meaning like internal, external or >> from parents to staff to the board? Just communication protocols overall. >> Okay. And then I just wanted to make sure that uh member Barnett's um discipline request review was in the document for calendar of board um member request. I didn't see it in there. I just want to make sure it was in it gets added in there so we don't forget her request to review make your day and discipline system in our district. Um, I would I think that we had two calls to the public today about signature field

052trips. So, I would like to see a discussion about signature f field trips in the future and what that could look like that may be more sustainable. I know I have my own opinions which I will not express now, but I would like to be able to express them in a meeting and have a discussion about it. I don't know if we can come back to it that soon, but I would like to come back to the naming of the facilities to decide what we're going to do. And I would like to concur with um Miss Barnett in regards to the maker day um discipline. It's not a discipline but to the maker day responsibility program to see how it is at each school. And then um if I may add for for the bond

053just for additional clarification for the bond that would be at a time for board members to give input on projects and procedures that um they would like to see and to be a part of the bond process as we go into that next year. And I also want to just ensure that the administration also presents the information on how they plan to go about the bond. So more or less of a work study session to go about our facilities needs something like that. And then obviously Dr. Le you can follow up if you think f further clarification is needed. >> All right. Thank you. Um is there a motion for adjournment? >> I'll make a motion to adjurnn. >> Mr. Nielsen, is there a second? >> Go ahead. >> All right. I will second the

054motion for adjournment. All in favor? >> I. Any opposed? Meeting is adjourned at 8:26.
