007wanting to come into belush County to teach the job fair this year was outstanding and we had so many wonderful candidates that they were here and they were excited about wanting to work in belush county and that was a great opportunity and I loved every moment of it but I also want to give a shout out to some of our Junior SE Junior students that are moving into being seniors next year that just finished up their Future Leaders of Tomorrow we had the opportunity the other night to thank thank them and to encourage them and just to kind of award them and honor them for what they did this year during a pandemic to still be able to earn that honor and what's encouraging is as you talk to some of them which some of
008you will be Juniors and seniors before we blink that's going to happen moms and dads but talking to them they're already they have plans of how they're going to give back to the community and that's what it's about it's about us providing an academic foundation for our students and them growing up and being able to come back and also be a part and give back so I just both of those events were wonderful and it's just exciting to see you know those young people that are going to go off and come back one of them actually said her goal is first to be a biology teacher but then she plans on being a superintendent so that's wonderful lofty goals thank you uh Mr Ruben cologne and so there's so much to talk about but I

037my exciting time it gives me great pleasure to recognize an amazing group of six students that excelled this year in science and engineering research being selected to the Florida state science and engineering fair but first a little about their Journey after they completed their research they competed for only five spots provided to each school to be selected for the regional competition the amazing science teachers and my school-based science fair facilitators are absolutely critical in the process of getting those students ready for unprecedented Fair these students were judged virtually in live interviews on January 30th by our judges that are comprised like Jennifer said of professors and professionals from all over especially from our local college and universities and businesses if you would like to see a sample of their presentations that's why I passed around
038the QR codes because their presentations are amazing and I'd really love just to take a little bit of n Go through each one that you should see them and you just scan the QR code and you can see all their presentations I like to provide that for you the six amazing students all received first place in their respective categories but that alone did not secure their selection to State the judges scores and their recommendation is the way they got to State this is what provided them the next opport opportunity the vucha county schools has been part of the tamok regional science and engineering fair and the state Florida the Florida state science and engineering fair for the past 54 years I myself am an alumni of the tamoka and Florida State science and engineering fairs

045am I what a great team you've given me thank you so much um good evening once again Madam chairwoman cubert school board members and superintendent Fritz once again I would like to introduce you to another group of science teacher leaders and future scientists who took on the challenge challenges of Co and one Environ if you didn't already know this it's a multi-level environmental and natural resource education program and competition that encourages students to think critically about the natural world and their place in it it includes class curriculum learning with Hands-On outdoor field experiences where students can learn natural resource management techniques from natural resource professional professionals Environ is designed for high school students and takes place across the United States Canada and China Environ requires students to work in teams of five to prepare for
046five events that are judged by Community experts in their fields and those topics include aquatic ecology soils fish and wildlife current events and Forestry Environ teams from across our district began preparing for competition in September and the competition actually took place in February most student teams this year only met online which is really different because in the past they'd meet every day after school in someone's science classroom they meet online and they practice problems and they prepare for competition some of the students who came to this competition have not actually seen each other face to face all school year um I actually had the privilege of being at Environ once again this year and it was amazing how many kids would come and say I didn't realize you were that tall because they hadn't actually
047sat side by side so this year I was so pleased with our blsh County school science program we had 11 teams from seven different schools including V participated this year and I would like to thank I would like to publicly thank our regional Fair director Lise Chapman the district environmental stem resource teacher who needs no introductions as well as will Hopson who assisted her this year from Atlantic High School l Chapman has been doing just this event for 15 years and single-handedly raises funds for the supplies the student awards and recruiting voluntary expert judges for each event and she refuses to take any type of stien for leading this competition she's absolutely amazing so at this time I would like to welcome Louise once again congratulations for such a great event and I would love
048for you to in introduce our wonderful team that made it to state so I first of all have the pleasure of introducing a phenomenal teacher Josh Platt who is at Spruce Creek High School who has um I can't sing his Praises highly enough we're a small Regional Fair um we came in second at State first in the oral presentation and we were like this close to being first which would have been the third year in a row um but we're really proud the kids did well they won $300 in a medallion Josh has been meeting at Paneras with them this year is that where you wherever he can because they aren't on campus so um uh we have five wonderful students who are here four are here the fifth one uh is taking an exam
049online right as we speak which is a shame but you know they're very dedicated students um and they may tell you a little bit about um what they did and how they did it because it's quite a large competition um so we have Liz Greenberg and Eric Chen and Jacob fredman and Ahmed LD um and meril Lou is the one that's missing she's testing so um I will tell you that the Environ state director sent me a beautiful email which I'll try to forward on about how their oral presentation which came in first was the best they'd ever seen in the history of Environ and I was quite impressed and um how amazing it was because we're the only Regional Fair that just does fuchia County literally we have as many teams from our high
050schools as schools as as the Regionals that are five or six different counties and um and most the winner this year was from my Miami day so if that gives you any idea of the size and the the competition that they've got so we appreciate um all the support they just um we have a great set of supporters we have Futures and Duke and Riverside conservancy and Soil and Water Board and everyone who helps to get us our shirts get us us going because like I we do not have any funding for it we just raise it every year and so it's an honor and a privilege to turn it over to Mr PL and his principal is also here come down and I I want to commend him because he supports our science in
051so many ways so so I just wanted to um share a few words about the team this year and then they're going to speak to you guys a little bit about the competition that they actually took part in so when at Creek andiron has been a a kind of long standing Legacy it's a pretty serious uh process for the students they have to try out to get on the team um we actually have three different teams so three different levels and so we have a like main competing team and then we have other teams that are kind of in the process of working forward um the students this year we had you know three seniors on the team that competed um one of them has been there since her sophomore year the others competing since
052junior year so there's kind of a Legacy involved um Jacob this year is a freshman and he was all the way on the competing team which was pretty awesome um ahed is a freshman as well and he was an alternate for us um but he competed on a team of alternates at the state level and they actually won one of the categories outright partially due to his contribution which was pretty awesome as well um so these students work very hard at this in terms of the knowledge that they're required to know the questions on the test I mean they rang the full gamut of the disciplines the kids are responsible for so if you're responsible for soils for example like Liz is you know she has about 300 pages of material that she's supposed to
053be an expert on and that's just kind of the written content she has to be able to identify soils in the virtual environment it becomes super difficult because now you're looking at pictures of soils and things like that um but it's just a very comprehensive process for all the students and the amount of time that they put into this the lack of sleep that they had at least the night before uh if not longer is really impressive and they are to be commended for their efforts so as much as I'm here and Dr spar's here um and Miss Taylor and Miss Chapman it's the kids I mean the kids are putting in all the work [Applause] so hi my name is Elizabeth um I'm a senior this year and this is my second year doing
054Environ um before Environ I was in Mr Platt's um environmental science classes and I was also lucky enough to go on uh a bunch of field trips with Miss Chapman and through that I really just grew a deeper appreciation for the environment and I wanted to learn more about it so that's why I joined viron last year um and my topic is soils which I mean when I first joined I thought okay how much can you possibly know about soils like how much information is there and I did learn that there's quite a lot um so I really through envir on I've met um some really close friends and like we said earlier this is actually the first time I've met like Jacob was today um so obviously with you know the challenges this year
055um we had to do our entire oral presentation online so we um met various times online which um presented its own challenges and that we weren't able to be there and Hands-On collaborating but we did get it done and I'm you know just really proud of my team for how we did in that respect um and even though we didn't get you know the best result we wanted at State I think we did really really well um and it's definitely um an OED to Mr PLA and you know how well he prepares us um and just the rest of the team for coming together and collaborating and so even though this is my last year it's definitely one of the things that have had such a profound impact on me throughout my high school career
056and something I'm just really glad that I've done and hopefully I'll continue on to do something in college um with it because I just I'm really really grateful for everything I've learned and for you know this amazing team and competing together so thank [Applause] you uh I'm going to Yale okay so hi um my name is Eric and I'm a junior at um spr Creek um probably not going to give as long as a speech I list it but um so yeah I this my second year in naron and it's definitely one of the most um influential and um like pivotal competitions and experiences I've had throughout high school so far and I definitely um look forward to competing again next year and for anyone who is watching right now any underclassman middle schoolers um
057this definitely comid ition that I highly recommend everyone to try and you will learn a lot through it and not only about just Decor academics um like Wildlife forestry soils but um more about like the world and you'll definitely feel a sense of interconnectedness with environment and um gain a sense of appreciation for it thank you hi my name is Jacob fredman and I'm a freshman on the team and it was definitely a learning experience um uh I'm planning on taking AP environmental science next year but before I've taken marine biology courses and um different things of that nature but as Eric mentioned I would have to say that this definitely broadened my understanding of the ecosystems around us and the environment and I specialized in Marine um biology at the region Regional and Forestry
058at the state competition and um there like the dendrology which is like the tree identification that was extremely fascinating and um it was just an incredible experience especially the oral presentation um doing research on like all these doctoral reports and um like finding different invasive plant species such as like melaluca I mean that was just incredible and I'll definitely take this knowledge um with me for the rest of my life thank you hello my name is amidal and I'm currently a freshman at SP High School uh I did compete in Environ uh I didn't compete with the competing team at States but I also competed at as an alternate at States and I specialized in soils and it was a really fun competition I got to I I got to meet so many amazing people
059at the competition and we did place at the soils at States and I had a great time thank you so [Applause] much ready one two and three there's not that [Applause] orange okay thank you yeah we at the 6:30 we apologize we were supposed to have um public participation certain at 6:30 but I certainly didn't want to interrupt the success of Spruce Creek High School 6.01 public participation these are items concerning um uh for for for the good of the order in belush County School we have a total of almost uh 25 26 participants going to um call a little out of order at first however so we're going to have um this is consent okay so this one miss um sches this one is for the consent so you want to do consent right
060now consent participation okay so we're doing time certain right now so uh well we can go ahead and do it we'll just go ahead and do yeah they should all be together okay sounds good okay we're going to what I'm going to do is call you up going to call the first one to come up and then also the one who's going to be coming up afterwards so we have a steady flow to help uh reduce the time in between speakers when you come up please speak into the microphone we're glad you're here the board will not be responding to any of your comments uh superintendent will be taking notes we will be keeping track of of what you've said um what you have to say is very important to us please have your uh
061phones muted we also would like for you to state your name in the area from from our County in which you are from you will have 3 minutes in which to speak at the end of 3 minutes our agency clerk will be timing you because of so many people speaking I will not allow you to speak beyond the three minutes I will I I'm sorry but I will have to cut you off so I apologize ahead of time as well as if I mispronounce your names so Kathy nolles will be speaking first and then Elizabeth Albert will be after Kathy good evening good afternoon school board members and Dr Fritz my name is Kathy n some of you know me by name and face and some haven't got the opportunity to meet me yet so
062I am here tonight I'm representing as I'm as me president so during the counil committee me and Mitch Mor of Transportation had ask the count under the committee to um take in consideration spring break and Bike Week well we got out voted so I sent y'all some information we are ranked number fifth in the country of pedestrian fatalities and number and number one in the state so um with that being said as this year we had a fatality involving a school bus this year the bus drivers really do not want to drive during this week it is a very hectic week um with these children on the bus this year you know some buses wasn't as full as normal next year you know we're hopefully anticipating for the buses to kind of be back to
063normal with the number of students on the bus um we had you know the buses were late at a lot of the schools picking up it was just it's Transportation Nightmare and I'm sure if you have any more questions you can contact Mitch moreat so I'm here asking you to post send this back to the committee or as y'all can y'all can make the recommendation to change it yourself um and that's what I'm here asking you on behalf of Transportation so as and we get on with the calendar um so then we're going to look at the sko cafe in January when the school is out so like the next coming year is January the 3rd and the following the calendar is in the 2223 is January the 2nd that is a Clos date I
064had asked also for that to be maybe a teacher Duty day instead of the the day before the kids get out for Christmas because that day schoolway cafe for the last 10 years that I've been here we are on campus by ourselves there's no security for the managers they come on at 6:00 in the morning they unlock the gate and they are there for eight hours that day to receive deliveries for the children to come back the following day we all know it's got to happen but we're there by ourselves we have no one else we don't have any assistants coming in with us nobody I've asked for that and we don't even get that so I'm just saying so where's the security for these people you know we talk about security we bought lots
065of stuff for security but then when it comes to our employees it's it's diff you know it's it's a two-sided way so I'm asking for on this consideration for that day to be more of a to day because we even have the maintenance people and everybody out doing that we force them to take a v take their vacation day then they you know y'all force them that that's a day you the schools are closed that's a force day for them but schoolway Cafe we're mandated to come in so that's what I'm hearing today is on the transportation for y'all take in consideration some of the things that happens during this calendar um I know you know during the calendar committee the bus the parents you know all the traffic I understand the traffic it's bad
066for everybody but these bus drivers don't make a lot of money to be put with you know de that nerve-wracking and the kids on the bus with the buses in the afternoon the morning is not so bad it's just mainly the afternoon but I mean we can't just have school during the morning thank you very much thank you Miss Elizabeth Albert okay thank you Mr hayatt and then Jody Hinkle Mr Charlie hayatt good evening my name is Charlie hayatt I believe I've earned a PhD in AC that would be actual classroom experience of for 40 years and I'm here to make a request a couple of years ago it was decided that middle schools all needed to be on the same schedule so the top five middle schools had a who had a common denominator
067a remediation period were told to take on the schedule of those middle schools without remediation being on one schedule isn't a problem but we put the middle schools on the same as the ones without remediation instead of those without remediation on the same schedule as the higher performing schools that doesn't make sense teachers are told to raise these subgroups however when we do that when do we do that lower quartile low socioeconomic El L Ese and Etc the 30 minutes that was built into a school day gave us a chance to help remediate and catch up kids that owed us work these same kids are the ones who get here at the start of the school day and leave right away they can't or they won't come in early and stay late if I could
068put them in my remediation I would be able to assist them but we put middle schools on the same schedule without remediation and putting the lower performing schools on the remediation schedule would help them also somehow this looks like we did things backwards I don't want to say how many failing kids I could have saved this year if I'd had my remediation time I've spoken to other teachers guidance counselors administrators and support persons and they say the same thing we wish we had that 30 minute remediation time back I get it some didn't use it correctly but once again let's not punish those who did you can't be in a district when you handcuff the schools that are your higher performing schools the higher performing middle schools are a big reason why we're a b
069District in fact I believe a couple of years ago that all your a schools were middle schools I have a projection of which if you'd like a copy there are tremendous achievement losses in the four academic areas check the decline in these achievement subject areas the struggling the unsuccessful the needy the low performing the ones you want to help you have shut the door on them is that what you want do you want the Lesser to get even more less I'm asking that you look in your heart and soul and reinstate the remediation period back in the middle school or unfortunately you may have to accept that you missed a chance you had I know we will blame and drop in the achievement scores on would you please leave those with um Miss um leben
070over here on the side so we can get a copy of what you brought in thank you we appreciate you coming Miss Hinkle and then Christine McClure good evening I'm jod Hinkle I live in um newna Beach thank you for the opportunity to speak with you tonight schools throughout the nation have been charged with the daunting task of adjusting the delivery of Education amid a global pandemic personally I applaud the effort of the valua County school board and the school department that that the sorry the effort that the valua County school board and the school department has made I believe our society has come to rely on schools almost as if they are an extension of the family and many children lost access to the consistent stability that comes with the routine structure and oversight
071schools provide where else can children access an environment where they can learn to believe in themselves how to ask questions and discover the answers and how to invest their time and attention in ways that support their personal growth and results in making a personal contribution to Society at this time the nation's leading authorities the CDC EPA FDA and ashr which is the engineering Authority that is referenced by the Readiness and Emergency Management of schools all agree that covid-19 can be transmitted through the air we breathe fortunately this infection prevention guidance has guidance has resulted in substantial school funding from the corona response and relief supplemental Act and the elementary and secondary Relief Fund in order to address indoor air quality in schools as a local resident and a business owner in new SMA Beach I
072had the pleasure of sharing a public comment with this school board and meeting with valua School administration last year to discuss e disinfection units that have been in use in the hospitals since 2016 the operating system uses a three-stage disinfection process that is a precise match to the A disin infection process recommended by ashray a blend of ultraviolet disinfection combined with a prefiltration process which is he HEPA filtration to protect the UV lamp and downstream mechanical filtration of carbon to remove the microbial particles from the Airstream efficacy and efficiency testing of these air disinfection units was completed at microchem laboratory under EPA and FDA compliant conditions achieving a 99.9995% reduction of risk of Airborne transmission and a clean clean air delivery rate of 400 cubic feet per minute the FDA uses five guidelines to demonstrate
073the validity of air disinfection units and these units have already been proven to meet each of these guidelines ashray has public recommendations already made for future regulation of a dis infection devices and this device already meets these guidelines if the funding had been available last year I feel confident a decision to add air disinfection to the valua county schools would have been made Jody I'm sorry to interrupt but you've you've had your few minutes I apologize thank you thank you very much we're appreciative of your attendance thank you thank you uh Christine McClure is next and then Jude sari good afternoon my name is Crystal McClure and my kids go to school in the Del land area um we've been fighting the mass policy H for several months now um I just wanted to give
074some tidbits on maybe what you don't see in the classrooms so I have three kids I have two in middle school and I have one in elementary school um my elementary schooler they the teachers follow the rules the school follows the rules they give them their mask breaks um they don't have a problem my kid does not mask 100% of the time nor does he have a problem it works it works well my middle schoolers um not so well well they both have medical exemptions they both don't wear a mask now um through lots of trials and tribulations but honestly it would probably boil down to if the school followed their own rules um I don't believe in Mass period I don't believe that children should be masked at all but even though when you're
075trying to follow the rules that you don't want to the school is not doing it so for instance my daughter was told um she went to the bathroom she had a bathroom pack and she was alone there was nobody in the hallway and a Gentleman asked her where her mask was and she goes oh but there's no one out here it's 6 feet apart and he says I don't think you heard me clearly you need to go back and get a mask I mean what's the point no one's in the hall she is more than three or six or 12 feet whatever you know rule was at that particular time um but things like this are happening every day every single day um and it just really depends on the school and sometimes the classroom
076we have studies that I know I've forwarded all of you showing that the masks don't work that well with viruses anyway especially in children and it's not even really affecting our children we do football 5 days a week we are not masked we are not social distanced we are all still fine the whole city of debber where we play is not mass or social distance and I know there was a comment made about we can't control what the kids do outside of school and that's true but outside of school we are living our lives and going on um you know I I believe in God and I believe in a higher power and you know if God's going to take me out with a virus and so be it but I refuse to live in
077fear I refuse to have my kids masks where they can't see facial expression where when they have an asthma attack they're told to put their hands over their head and no one called the school nurse or the mom or 911 that did happen um I refuse to do that so regardless of what you decide and I really urge you decide to go to mask Choice all of my kids are not wearing masks next year and there's a bunch of us that will be doing that so they'll probably be in the office every day and I will fight for them for their safety for their breathing for everything two of my kids that have medical exemptions have increased their meds twice twice I have one child on five meds I have the second child increased in
078dosage and there's just there's no reason for it there's no use for it so thank you thank you so much we appreciate you coming [Applause] we will respect each other's opposing views please there is no clapping inside what it does it takes away from the value of what the person has said please thank you uh next person up is Jude sari and then after Jude is our two people which Kinley Irish and Lydia sari yes good afternoon or I should say good evening young man make sure the microphone is next to your Mount there you go because we'd all like to hear what you have to say thank you you have three minutes to speak just state your name in the area of the county from which you live hi my name is Jude SAR
079and I live in Port Orange I would I I want to present some important issues to consider first we must ma make maske wearing optional but regardless of if it is I will no longer be participating in masking second I will be going to middle school next year and I have heard lockers have not been available to students in some schools I will have I have many heavy books and I I will I know it will hurt my back to carry those all day please make sure lockers are available to all students students are close together at all times at all other times so being close at the lockers is no different third we need to be sure there is no quarantines for healthy students because some someone close to them had become ill I
080was quarantined twice this year missed out on the class Christmas party science fair and Middle School reg registration when I was on vucha live they were behind they were behind where my class was so I got behind my class next year valua live will not even be an option so sending kids home to quarantine will impact their education in a big way this is very stressful to me I do not want to be sent home and not allowed to come to to school please address all these as we plan for the remainder of this year for school starting in the fall thank you thank you very much next is Kinley and Lydia and then after them will be Victoria durgers good evening ladies make sure the microphone is next to your mask or to your
081mouth so you can speak we'd love to hear what you have to say okay please say who what your names are and the area or town you're from and then you have three minutes to speak my name is Kenley Irish and and I'm from Port Orange 1256 Robin Drive I would like to say first of all I've been tired of the Mask every day at school they've been giving me headaches and it has really been making me a not chi I would really like to be breathing fresher than having a dirty mask on my face all day long also I'd like you to please open the playground for all kids I've been only getting to play on it every seven days a week and the water fountains I have been trying to bring my water
082bottle to school as much as I can but when I forget I don't have any water for the whole day and I'm really getting tired of that my name is Lydia I live in Port Orange the number of my house is 1121 harms way my name is Lydia and I am in second grade at Horizon this is my best friend k we have been friends since we were babies we have not gotten to be in class together since we have been at elementary school but at rees's the classes would be out together and we got to play this year all the classes have to be separate and we don't get to play together and see each other at re says however at parent pickup we can sit on the bench together also the playground equipment
083is only allowed to be played or by our class on days we have Media Center about once every six days I am asking for playground equipment to be open every day for recess and classes to be able to play together I am also asking for the water fountains to be open sometimes I forget my water bottle and then I go all day without drinking please also I ask that you get rid of masks I do not want to wear a mask and I will not be wearing a mask anymore thank you thank you very much ladies you very brave to come tonight we appreciate it Miss ders Victoria ders and then Adam sarry good afternoon good evening hi my name is Victoria Driggers and my daughter attends Taylor High School good evening Schoolboard good evening
084Schoolboard members I want to invite everyone to look around the room at the people around you these people are not your enemies these people do not wish harm by breathing and these people are not responsible for your health if you believe they are responsible for your help take back that power it does not belong in the hands of others and if you wear a mask because you feel responsible for the health of others unburden yourself from this obligation it is not yours to bear and it certainly is not the burden of our children what we are teaching our children with this Mass policy we are infering them inferring to them that their breath is dangerous to others we are creating paranoia about people in germs treating others like bioweapons we are hiding their smiles and
085the smiles of others we're removing the ability to read important facial cues necessary for social interaction and communication the psychological side effects of these are unknown and yet you have been willing to make our children a a part of this massive uncontrolled experiment we are ignoring the anxiety the children are feeling and maybe Untold side effects that they are not able to understand or communicate to us but we are telling them it is better and healthier for them anyways we are discouraging kids from being close to one another we are discouraging genuine human connection all under the umbrella of fear all all under the notion the kids have to protect others this is a farce we will no longer accept and we reject the lie that circulates in society right now people are important not
086just their health as far as preventing Illness but their social mental and mental and psychological Health as well we cannot segment Health in this way we cannot ignore the vulnerable state of our body and immune system when we live in fear we cannot ignore and silence int intelligent voices and think critically and question the Science school board members you are an educational institution and should welcome questions in opposition as we think critically and question through this crazy time let us not lose sight of our fellow human next to us as a valuable individual worthy to be respected which includes their choice to wear a mask or not wear a mask thank you thank you very much we appreciate your view please there is no clapping if you would if you more than welcome to clap
087you'll have to sit outside um Adam SAR is next and then Elizabeth Hall [Music] good evening sir good evening uh my name is Adam SAR I live in Port Orange Florida also on Harm's Way a couple of those kids uh thank you very much for giving me this time uh today I wanted to share with you some information uh information that I believe is more than enough for the removal of the Mask policy first as you know the commissioner of education has advised maske wearing be optional for the next school year this should remove some of the burden from the school board to have the blessing of the commissioner corkran second as a parents a parents Bill of Rights just passed in the Senate which is instrumental in a parents rights over the health decisions
088such as masks in schools for their child solidifying parent rights above any other authority to make Health decisions for their own child third Governor DeSantis signed a new law removing liability from schools for the threats of lawsuits related to co mask mandates are not needed because the CDC does not mandate masks they recommend them they don't mandate they recommend if you make masks optional but the board's position is that they also recommend them as a CDC does then you have followed the CDC in relation to masks fourth our children are citizens of Florida giving them the same rights in this state our children are also citizens of this country and protected under the Constitution which all board members took an oath to defend and protect our children are at the mercy of a policy that
089is not serving them or honoring them or their rights we have shared with you countless resources of experts in research that would be counter to the CDC recommendations educated parents have shared this with you to give you confidence that there is more than one source of information to weigh in and lastly many counties in Florida have been masked Choice all school year and have fared no worse than our County and some have fared better several school boards across our state and others have lifted existing polic IES and you would not be the first to do so and so please don't be the last you should feel encouraged and supported by all the the good information that we're reminding you of because it should remove some of the stress and burden about making Mass optional I
090hope that you feel a great deal of support in advocating for choice for mask Choice the argument for maintaining a mask mandate is very weak in comparison to the argument for choice we are advocating for Choice then everyone can choose for what is best for their own family this honors everyone and there should be mutual respect for each other in this as I bring you this encouragement I also respectfully tell you that we will no longer be complying with the mask mandate we are trusting and hoping that you will make the right choice in relation to all the reasons you have now to support Mass choice and end the Mandate but either way we are no longer participating so we we're asking for Choice as as anything else in our life we hope to make
091our own decisions for our own family for our own children so thank you very much for listening thank you very much we appreciate your family um Miss Elizabeth hall and then Anna Harrison yes hi Elizabeth Atley Hall I've been here before to speak on behalf of I believe that masks do reduce the disease or the virus in the schools and I think that you guys have done a very good job up and you know to this time um enforcing the mask rules and keeping the virus at a lower rate within the schools um Mr cologne at the at at the last meeting that I was that I attended you stated that you were going to follow what the health department recommends well the health department recommends that that or follows the CDC guidelines the CDC
092guidelines has been consistent throughout this entire P pandemic stating that um masks reduce the incident of virus and and they've been consistent throughout the entire pandemic regarding masks and I believe until our children are able to receive a vaccination and be protected in that way that it is imperative that we continue the masks in the school because I believe it reduces the incidence of the virus um I have a high schooler that is doing the valua live and next year you guys have said that you're not going to be offering valua live for Ace students and IB students and um so she will have to return to school in person because she you're not offering it and she actually would like to um would prefer to have a mask if she hasn't been vaccinated at
093that at that time hopefully in the Summer she will be vaccinated she goes to Deltona High School however my younger two eight and six will probably not be vaccinated by the time school starts and I would appreciate that um that they continue to be protected and and so that's that's why I'm here tonight because I'm speaking for Science and I believe that um that it's really important to follow the science and and in stating that everybody's tired of masks or that um you know they just have had enough that's not a reason and or that they're not following the rules that's not a reason to stop um trying to protect our kids and so that's my opinion thank you very much thank you very much Miss Hall uh Miss Anna Harrison and then Scott clearly
094Hann Hannah I apologize yes good evening hello my name is Anna Hannon my son attends seab breze I've served many years on the school advisory Council today I'm representing the Valia chapter of moms for Liberty about one quarter of our 250 vucha members are medical professionals which includes several nurse practitioners many RN's physical therapists the list goes on we come to you as both parents and medical professionals and once again request that masks be optional in school since our last meeting even more people have been vaccinated everyone who wants to get a vaccine and who wants to wear a mask for their own protection can and should we need to get out of the mindset of having children who are least affected by the virus be responsible for adult safety it's not a student job
095to protect others their children a few sorry a few weeks ago commissioner corkran sent a letter requesting that mass be o optional next year it would not be fair to have exception in the policy which should put the mask mandate back into effect as that would only cause confusion for parents who need to make a firm decision about school next year if there is a surge in cases or variance that is so bad the Governor State Health officer or commissioner can give an executive order about protection in schools there is a new law that says there's no covid liability in schools and businesses someone mentioned that it only applies to CDC guidelines uh if the CDC guidelines are followed followed We are following the CDC guidelines handwashing cleaning we don't send our kids to school
096sick wearing masks couldn't possibly be a requirement for the nooid liability Florida law because we don't have a mask mandate in Florida or valua and are not required by the state or County to have masks in school what I'm about to say next is very important last week the Florida parents Bill of Rights passed with that bill a school School cannot give a child a medical procedure without a parent consent a mask is a medical procedure I worked at Halifax Health for 11 years as a clinical analyst and supported their electronic medical record a mask is a hick piix procedure code a 4928 surgical mask and it is a medical device July 1st is the effective date for the parents Bill of Rights moms for Liberty and other groups are educating parents on their rights
097I do not consent from my to wear a mask or to be given a mask at school next year it is not fair to have the principles and staff have to be a referee for parents to stick up for their rights and send their kids to school without a mask your lawsuits will probably not be about covid liability they will be about violating the parents Bill of Rights law we will no longer be participating in masking thank you thank you very much Mr Scott clearly and then Rosanna Scalia good evening sir good evening Madam chair uh Scott clear newna Beach the argument on masks is not one that is for the sake of Heaven Nor is it or is the wearing of masks a medical decision it is no more a medical Choice than requiring
098protective gear in a high school lab it is one of safety we should not make masks voluntary prior to vaccines being made available to students from prek to 12 that is the only point at which Choice comes into play you are free to risk the health of yourself and your children by fing following unsubstantiated advice but you do not have the right to risk others the biblical scholar Hillel the Elder once said if I'm not for myself who will be for me and if I'm for myself alone what am I the same logic goes for masks they are not just protective to the wearer but to those around the wear not acknowledging that point is the height of H Hub hubis and self-centeredness look I hate masks I don't think anyone really likes them but
099to do away with masks which is really what making them optional will do on a date certain point ignore science and reason set milestones and if it slides a few weeks into next school year so be it in the end no one will hold keeping masks in place against you a bit longer but they very well may if you remove this vital protection too soon thank you thank you Mr Clary Rosanna Scalia and then Carol Sawyer good evening you have three minutes good evening the of the board and uh the the anyway good evening to everyone my name is rosan scotcher and I am from uh the Daytona Beach Shores area District to and tonight I'd like to talk about the mask mandatory or optional I'd like to present a few facts um for the
100optional position Dr fouchy expert epidemiologist has finally admitted that the need to wear masks in his own words is a common sense now is minuscula at this time second fact the New York Times has written few documented cases of Contracting the virus of people wearing masks there are few documented cases third fact China has conducted a study of 318 persons wearing no masks only one person contracted the virus another fact children are very are at very low risk of Contracting or transmitting the virus 0.005% we have known this for a long time another fact Dr Mary Harrow of cor Colorado stated masks on children causes low oxygen levels high carbon dioxide levels shortness of breath toxicity inflammation headaches anxiety and cognitive decline not to mention lack of intimacy and human contact a gym teacher also
101stated that children playing in the in the in the playgrounds and wearing masks all day the masks were covered with dust soot and in and other impurities they in turn breathe this this obviously is not a good thing children need to breathe fresh air my I would like to make a statement that masks are not to the best best interest of our children it reflects the best interests of adults who live in fear of Contracting this virus and I say this because because based on the science 99% of people who do contact this virus survive and and last but not least this is a violation of our first amendment personal constitutional right to Liberty to make decisions about our own health and bodily Integrity thank you very much thank you very much ma'am Miss Carol
102Sawyer and then Phyllis tber good evening good evening Dr Fritz chairwoman Cuthbert and board members I would like to say a few words about wearing the face covering on the school buses when we started the school year people didn't know what to expect with Co and we were fearful of the virus but many things have changed since then many students and parents are fed up with the face covering so the students are showing up to the bus stops in the morning without any face coverings many of us are handing out masks like candy 5 10 15 masks every morning transportation is handing out about a thousand masks every day and about 5,000 masks every week since the policy that you the school board set regarding face coverings was not disciplinary policy many bus operators are
103frustrated because they're writing referrals for not following your policy but no discipline is being giving do we continue to write referrals for students not following your policy of wearing face coverings this all sounds count counterproductive to me and is very frustrating as a bus operator what is a bus operator to do and then this this leads me to my second Point referrals we have a very small population of our students that have unacceptable Behavior while riding on the school buses some examples are vandalizing our brand new school buses throwing items around on the bus and opening the emergency door while the bus is driving down the street this and similar Behavior should not be tolerated on any of our school buses but with the current uh bus referral system you you would think that the
104district condones this type of behavior we have some bus operators writing 10 20 30 or more referrals this is not fair to our bus operators and it's Al also not fair to our students the referral system we currently have in place is not working the process for referrals has changed since Oracle and focus is useless to Transportation when it comes to referrals we input the referral electronically and then we never hear anything again the uncertainty of not hearing back from the schools make the bus operators frustrated thinking nothing is being done about the unacceptable student Behavior like raising kids when your child misbehaves you don't wait a day or two to discipline you take care of the unacceptable Behavior right away and if the school is taking care of it right away Transportation doesn't know
105it we need to work as a team bus operators should have direct contact with the disciplinarian at the schools with this contact of relationship is built between the bus operator and the school disciplinarian isn't that what we want I had a meeting last week with Miss Roland and I'm waiting on a response on how we can fix this broken referral system thank you for listening to me thank you thank you very much Miss uh Sawyer U Phyllis tabber and then margorie thank you so much uh mallerie excuse me and I I I cannot read M's last name I'm sorry I was talking about the woman who's coming up next after you I know it's a mallerie but I I don't know I can't read the last name I apologize but ma'am please please thank you
106so much I am Su Taber and I'm a teacher in Orman Beach um new covid-19 cases are continuing to rise in Bela County by over a thousand each week new cases in vucha schools taught 240 in just the past two weeks yet some elected officials are behaving as though their expertise supersedes that of the credible medical and scientific evidence that informs our present CDC guided mask policy Mr corkran included our commissioner voting to prematurely make maske wearing voluntary in schools prior to the CDC advising us to do so is a dereliction of Duty that demonstrates a blatant disregard for the health of thousands of Children and Families maske wearing is a public health issue not a civil liberties issue the same way some smokers fought against perceived restrictions on their freedoms when they were no
107longer permitted to smoke in public places so is a group of people who believe their freedom is being violated by the inconvenience of having to wear masks in public to reduce covid spread while no one would even think of lighting a cigarette in a classroom because smoke is Airborne and the CDC states there is no risk-free level of exposure to secondhand smoke the same is true with Airborne covid-19 virus there is no risk-free level of exposure meanwhile children and teachers like me continue to be confined in closed classroom spaces all day every day with about 25 people to room we aren't even permitted to open Windows or doors for ventilation masks are literally the only line of defense for those who are not vaccinated and there is no vaccine yet for children under 16 at
108its worst wearing masks in schools is a minor inconvenience that most students and staff have grown so used to we don't even think about it anymore there is a reason medical providers wear masks to protect themselves when others and others when treating patients it's because masks work the CDC informed mask policy has quite literally made this face-to-face school year possible by minimizing the spread of Co in our schools wearing them has enabled thousands of students to remain in the classroom learning instead of in quarantine at home due to infection or exposure we work in education where it is our responsibility to raise well-educated people with a solid understanding and respect for their civic responsibilities what lesson are we teaching our children by voting against the medical experts during a deadly pandemic that has already stolen
109the lives of almost 600 th000 people in America alone not to mention the hundreds of thousands of survivors now living with long haul covid disabilities including one of my daughters the message you will be sending is if you don't like the rules ignore them and behave with complete disregard for the safety of everyone else because your school board did it is your civic duty as our elected officials to put evidence-based Public Health above special interest when the CDC updates the guidelines to make masks voluntary in schools our district should immedi immediately comply but until that time please vote to keep the current policy in place and by the way I am a fully vaccinated person so this is not about me I am no longer worried thank you so much thank you very much thank
110you uh mallerie is there a mallerie I don't I can't read I can't read the last name m a l o r i e okay um I'll hang on to her in case we do find her um Tim Mahoney Tim Mooney and then uh Dr Smith is there Dr Smith and Tim Mooney okay oh I have a Tim Mooney and a Dr Smith okay I'll go ahead head and go guess Kim's coming in good afternoon last time I spoke in front of the board um it was a genuine message just like tonight as both an educator and a mother although social media and the newspaper really did a great job of omitting adding to and twisting my words um I return once again I will continue to protect and defend my parental rights this evening
111I'm here to address mask choice not getting rid of masks Mas Choice some board members continue to send a message that decisions have to be based on the blushia county health department and align with the CDC the week of March 25th uh two mothers myself and another made phone calls to school districts across the state and we discovered that 22 districts provide mask Choice how did these districts get around their County Health departments and the CDC Ruben you and I have spoke uh several times about the data um that I had supporting Mass choice because it's what's best for kids and each time you tell me that I need to contact my governor who can put an end to all of it so myself and other Freedom Loving Citizens did just that we called and
112emailed our elected officials we listened to the governor and medical experts who presented data about students transmission and masks the calls and emails no doubt yielded results in the form of a memorandum released on April 14th the Florida Commissioner of Education said and I quote face coverings are a personal decision and certainly families and individuals should maintain their ability to make a decision that is unique to their circumstances broad sweeping mandatory face covering policies serve no remaining good at this point in our schools Ruben I did my part as you requested now it's your turn to join the chancellor of Education Miss Haynes and Mr persus in making masks a choice there's no time for delay teachers and individuals over 16 years of age now have the ability and choice to receive a series of
113vacines since these vaccines to those individuals lower the fear of infection and the ability to to resume a norm why doesn't the seem to apply to children's children and parents they too can choose to be protected from unnecessary psychological or social emotional harm this request is also on behalf of the working parents who couldn't be here in attendance this evening or families that are participating in sports or extracurricular activities the time is now we can no longer delay and we're just asking for Choice thank you very much thank you very much and you're Dr Smith correct okay thank you very much ma'am uh Tim booney and then after Tim is Jennifer um sent good evening sir hey how you doing everybody I'm I'm a retired CNA from Delona I'm one of 12 kids so I
114know all about kids and what they do and how many messes they get into well let me tell you something about messes when a kid comes to school and he's got that brand new mask on that does not prevent transmission and he sweats and then he goes out into the play playgrounds and he gets dirt on it now he's rebreathing the dirt the germs all day long without a break I talked to some of these kids on the buses a girl approached me today she says yeah I wear a mask because it's it's it's it's stylish she's not wearing it for protection this thing has become a big marketing mess we need to stop the charade I wish I'm going to give to all the members here 61 different studies of why the masks don't
115work and how they're actually not safe and I'll read you the last portion and then I'll somehow get your own copies to you the existing scientific evidences challenge the safety and efficacy of wearing face mask as preventive intervention for covid-19 the data suggests that both medical and non-medical face masks are ineffective to block human-to-human transmission of viral and infectious diseases such as Co 2 and covid-19 supporting against the usage of face mask wearing has been demonstrated to have substantial adverse psychological and physiological effects these include hypoxia stress response rise in stress horn hormones immunosuppression fatigue headaches decline in cognitive performance infectious diseases C uh wearing a mask can cause Health deterioration developing and and progression of chronic diseases and premature death governments policy makers and health organizations should utilize proper and scientific evidence-based approach with
116respect to wearing face masks when the latter is considered as preventive intervention for public health like I said masks don't work they're not safe thank you thank you very much sir if you have something to give to us please give to miss leben and we will receive it thank you sir uh Miss Jennifer Cent if I pronounced it correctly and then Tammy [Music] Ming jennif Jennifer I go first okay and you are hi my name is Tammy minck hi Timmy I am the mother of three boys who attend Holly Hill school I'm also an active sack member and a former PTA member um I'm here to speak for the kids for my kids um I have seen what this has done to my children children they complain of headaches all of the time they are
117having anxiety attacks it's just not okay um I am a biologist by degree and I work with data on a regular basis it's very obvious when you look at some of the data that is being put out as being uh data that everybody should believe it's very obvious that the data has been tampered with and I think we all know the CDC changed their death count how many times so I really think that we need to just stop for a minute and reflect on what we've seen over the past year we when the masks went into place as a mandatory thing nothing happened nothing dropped everything stayed the same and we have now leveled out 99.5% of the people who contract covid survive it's time to let our kids breathe my children are having gym
118class and they are mandated to be inside with the mask on for their gym class I have a problem with that we were told in the sack meeting on more than one occasion that there would be mask breaks and times if your child was having anxiety attack that they could stand to the back and they could have a few few minutes to breathe that is not being followed now I do not want to speak any ill will of Holly Hill school they are absolutely fantastic I have never met a group of people who care more about our children they are fantastic I have not met anyone at hly Hill school that has not been fantastic they're wonderful but you guys know better than most that you're up against these challenges where you've got parents that
119say one thing and you've got parents that say other things you have medical professionals saying one thing and you've got medical professionals saying other things that's why this should be a choice that's why it should be an option if you feel that you should wear the mask for your health and the health of your family then by all means do so I want you to if that makes you feel better I want you to have your mask but at the same time don't take the oxygen away from my kids who enjoy the oxygen and have active immune systems because we did not quarantine we didn't do all of the stupid things that we are being asked to do we use common sense we wash our hands thank you very much T um Jennifer Jennifer how
120do you pronounce your last name centi centi okay thank you I didn't get the last syllable thank you so much and then after uh Jennifer will be Michelle Maria okay go ahead ma'am you have three minutes tell us your name and then also uh what area of the county you're from um my name is Jennifer centi and I live in Deltona thank you um I just want to start by saying I am a critical care nurse practitioner I actively practice medicine and have worked as an intensivist and now as a hospitalist for many years as someone who practices medicine I believe in medical autonomy and will always defend the patient's right to inform consent sent throughout this entire ordal it has been shocking to see the complete disregard of parental rights and the right to
121Medical autonomy by some vucha count school board members and some teachers what was even more shocking was to see some schools illegally deny medical exemptions teachers have become oppressive and irrational in their fears I would never Force treatment or intervention on any patient I never bully them if they disagree the members some members of the vucha County school board and the teachers have become nothing but a bunch of tyrants for the last year you have been forcing children to wear Mass Social distance constantly be sterilized with known carcinogenic products and be caged in plexiglass all day they have denied our children a proper graduation forc lgbtq Awareness Week despite not getting the votes because of trans suicide risk yet seem not to care about the increase in suicidal ideations anxiety and depression among other vucha
122County Children because of this pandemic and nonsensical policies despite my fellow parents amazing job at showing you guys the science we refuse to hear the science each one of you continue to fall back on the LIE that vucha County Schoolboard is obligated to follow CDC guidelines but in case you guys have forgotten you've been in direct violation of CDC guidelines since the time you decided to do in-person schooling CD CC just a few months ago admitted that schools were safe to reopen vucha County School Board is also in direct violation of CD gu CDC guidelines when it comes to mask and face Shields it's now two mask and face Shields are never to be used instead of a mask majority of teachers I see are using fa shs because they figured out kids cannot hear
123them who figured fucha count schools do not have the proper ventilation system which is required by CDC and know that does not mean opening the doors or the windows once the majority of students came back to school vucha County School Board violated the CDC guidelines requiring six feet social distancing in classroom and on buses CDC just approved three three feet a few months ago the truth is you guys pick and choose which CDC guidelines you will follow you need to stop lying to yourselves in order to avoid the guilt of KN only harming children after almost a year and a half we have collected a lot of evidence and data regarding covid-19 although I know you're familiar because like I said my parents have done amazing jobs at showing you guys the evidence I'm going
124to repeat it again children are not the drivers of covid-19 transmission children do not get critically ill when infected with covid-19 less than 0.6% Jennifer yes thank you asymptomatic transmission is less than 0.8% and everyone over 16 is eligible for vaccines and many Floridians have already have natural immunity thank you very much it needs to stop um now Michelle Maria good evening even please state your name and uh what area of T of the county you're from my name is Michelle Mariah oh Mariah thank you I live in Daytona Beach I'm a mother of five I have seven grandchildren four of my children were coded for special ed my oldest son also had asthma I don't understand how children who have these disabilities speech impediments learning disabilities and Asthma and other health issues are managing
125wearing a mask all day long I also have a bachelor's degree in elementary Ed education from FAU and we talk about ventilation in the schools there is no better ventilation than being outdoors without a mask so why can't these children go outside why can't the teachers take their kids outside and do lessons this is wrong kids fidget I have three boys and two girls they fidget with their clothes they fidget with their hair I see them in the store the little ones wearing masks they fidget with their masks they take them off they don't have the nose covered I've worked as a CNA the only time we wore a mask in a nursing home was when we had a resident who had M or some other contagious illness we didn't wear a mask all the
126time in the nursing home and and I think what's happening with the children is wrong I think it's up to the parents it should be parents' choice I think it should be the Children's Choice if they want to wear the mask or not I know when I wear my mask even down here I've been down here for six years um from up North and The Mask makes my seasonal allergies much worse it makes it harder to breathe and it makes me hot all the time and I can't imagine wearing a mask in the summer I just think it would be totally impossible thank you for listening thank you very much and have a safe trip home Rani Oman is there a Heidi um gardi we only have four left there's also Ryan Fu and Trisha
127Lane good evening more than welcome to have seats just let us know who you are tell us the area and the of the county you're from and you have three minutes okay good evening good evening um this is my first time at a school board meeting and I'm very excited to be here my name is Heidi Gagliardi and I am the mother of two girls right here that attend Cypress Creek Elementary School in Port Orange I actually homeschooled at the beginning of this year because I didn't want my kids to have to wear masks I thought there would be an outbreak at school the virus and that they would send us home again to learn on the computer like they did last year and my 8 and 5-year-old did not school well on a computer
128it was actually a disaster so I wanted pencil and paper that's why I chose to homeschool well my social butterfly second grader and my kindergarten daughter really missed their socialization and I was miserable um it didn't work well for our family I had respect for teachers before but after that stent I have even more masks do not make sense at school anywhere in my opinion actually the kids share the same air inside the building you know they do not wear them properly I've seen picks from students who have phones at school for proof they do not wear them properly they're pulling them below their nose they're pulling them under their chin they're touching their faces my family and I are treating this virus covid-19 like any other sickness we wash our hands and do our
129best to stay healthy and hope for the best I am not getting the vaccine and neither will my children children until they're 18 and they can decide for themselves and I will support their decisions The Masks need to be our choice for the parents to be able to decide for their kids I do not consent for my child my children to wear a mask if given one next year I am my kids's mom I know what is best for my kids not the CDC not the government thank you very much for your time thank you for coming this evening thank you ladies and good go otters yay go otters thank you is there Ryan or brtan or [Music] Trisha are you Ryan Yes ma good evening sir have a seat um tell us your name
130the area of the county you're from and you have three minutes you got it my name is Ryan Fabro my son goes to South Daytona Elementary and I have many subjects to discuss but my message is simple no more mass in school not on our children not on our teachers and not on our staff this morning I sent everyone on the board an email within this email you will find irrefutable proof of the harm Mass put on our children you will find information has come from reputable doctors who put the careers on the line to get this information out to us we the people now this is a common fabric mask a child would wear I would say most parents or children have chosen this option during 2020 2021 is probably a safe assumption especially
131since many of us are wearing the same one today we' see them in the stores online everywhere pretty colors favorite sports teams my son can fulfill his Minecraft dreams whatever you want it can be made now what is the difference between this mask and one from 1918 influence a pandemic what has changed in over 90 years well practically nothing the same materials the same guidelines and the same methods of misuse and unfortunately the same public debates in 2008 Dr fouchi co-wrote a scientific report and I quote the majority of deaths in the 1918 to 1919 influenza pandemic likely resulted directly from secondary bacterial pneumonia caused by upper respiratory tract infection now without getting too scientific we can all understand that this affects our Airways the Mayo Clinic hospital says the most common type of bacterial
132pneumonia is Strep now the CDC itself says it's almost impossible to tell which virus or bacteria cause this now if this can occur on its own caused by bacteria then it's a safe bet our kids are at more risk right now than anybody else not from Co because children have already been proven to not be affected but from bacterial infections children are dirty that's how it goes they enjoy life to the fullest and Go full on with experiencing everything they can fingers in their mouths touching everything seeing how hard they can blow through their mask or the most recent one my son showed me how we can drink through it yes it happens they're kids so naturally we reached out to the manufacturers of these masks for guidelines to help us properly wear them and
133things to prevent Co well do you know there are no guidelines no manufacturer will come out and say their mask prevents Co why because it doesn't they're simply selling you a piece of clothing and they do not want to be sued in short it doesn't do anything for the protection against the flu or the ever evolving virus so in closing I ask knowing that the chances for bacterial infections are increased when wearing a mask that children in those over 65 are most vulnerable from those infections that masks have failed past pandemics and were proven to do more harm than good then why are we putting the extra stress on both our children children teachers and staff kids or kids they'll be unsanitary regardless of what we do thank you Ryan thank you it was a
134wonderful message we appreciate your your attendance tonight thank you sir so is there you are either mallerie um Britney or Trisha Trisha okay good evening ma'am tell us uh your full name the area uh the county you're from and you have three minutes my name is Trisha Lane I'm from Port Orange I brought some facts India Italy and a number of African countries have warrants out for Bill Gates arrest for crimes against humanity for his polio vaccine that killed and maimed hundreds of thousands of people in their countries Anthony fouchy and DeBry Burks headed pepar and pedal faulty AIDS treatments across Africa and turned the funding into their own slush fund fi went to in 2012 fi went to president Oba Obama and requested funding for a gain of function research on the SARS uh
135Corona virus and Obama said no foui brought that research to Wuhan China the CDC is not a government agency like the Federal Reserve it is a for-profit company in a subsidiary of the pharmaceutical companies that owns over 57 different Pat um vaccine pents they make $4 billion a year selling them in October on October 18th 2019 event 2011 was held in New York City to discuss the coming pandemic the goal was for depopulation and the introduction of AI into vaccines via Mna the M is for Messenger they nanop particles they discussed plandemic response control of the narrative incentivizing compliance overcoming overcoming sovereignty and the event was sponsored by John Hopkins University the world economic forum and the built and Melinda Gates Foundation covid-19 stands stands for certification of vaccination and identification AI a being the
136first letter of the alphabet nine being the letter i in September 2020 the CDC stated that they misrepresented the number of deaths from covid-19 and confirmed that 90 94% of the deaths reported um had underlining Med medical conditions but they refused to change the official death count to date there are more than 7,000 cases of covid in fully vaccin ated people I'm telling you these facts to lay the foundation and state that we did not elect any of these people yet for the past 15 months we have lived under their control we did elect you to look out for our children's best interest there are a number of videos available to demonstrate Mass restricted air flow facts about the oxygen level there is 22% oxygen in our air it we naturally intake approximately 20.5% regular
137thank you you're 19% 19.5% is the minimum intake 30 I'm sorry 30 seconds after putting a mask on that is reduced to 17.4% and the alarms go off thank you for your message to us this evening we appreciate your contribution um your view has been heard but your three minutes are up you just cut me off before my 3 minutes yes no your three minutes is up ma'am thank you so much is there a m I'd like you to review thank you you can give them to our agency clerk right over here is Miss Le she'd be glad to take it from you and I went through thank you very much ma'am have a good evening Miss mallerie is there a mallerie or Britney left this isus so if there is no Britany or mallerie
138left um that concludes public participation we will take a 15minute break thank you e good evening welcome back after our 15minute break uh we'd like to continue to 7.01 uh Dr Fritz any items that need to be removed from the consent agenda not necessarily removed but I believe uh Miss Bernette would like us to talk about 1002 and 103 the calendar Miss f is that correct 1401 I think it is the next year or E any of the calendar I just yeah any of the calendars 14 1401 sorry were you gonna remove something 1401 no so I I had a concern Madam chair yes I had a concern about the insurance but the healthcare insurance is not a part of that so it's not on yeah that that'll be a separate item on another day
139okay I confirm that with Miss merer so you want to discuss which item I'm sorry none I'm good I didn't know whether you were looking for a motion to approve the consent agenda minus 14 01 item go ahead okay did you want to discuss it we can approve it then before we have the vote we can have a motion in a second then during discussion you can talk about the calendar okay if you'd like that's fine so wait are we going to approve it first okay did you yeah before we vote to approve it to Dr FR and I would like representation to talk about how the calendar is for okay well let's do that first then that way we can vote on it then okay all right sir Miss Hazel is going to come
140forward as you know Miss Hazel leads our calendar committee every year Pro don't fix it Miss Hazel is going to continue to lead the for us good job thank you Mr person Miss Haz don't you go through the process and who was on it and uh I do lead the calendar committee our calendar Committee just recently met um April 7th uh I believe the question was who's on the committee how is it formed what happens during the calendar committee um the membership of the calendar committee the roles that they are is dictated by policy uh the actual people on the committee are selected by the school board members and by our superintendent and they're based on certain roles that they're in that list was approved at the February 23rd Schoolboard meeting um and we have
141voting members and we have non- voting members and the non- voting members are typically there just to give information because they have certain expertise uh like uh FTE or curriculum or Transportation um and at this particular meeting we did have our representative Mr Moyer from transportation and our asme president and our view president are voting members and it's a majority rules kind of situation it is it is um the way it's run we put out a survey ahead of time well we've had a change because of covid to it um historically it was a face-to-face meeting where each date was discussed and then voted on in depth um because of Co the last two years I've changed it I sent a survey out ahead of time for each date on the calendar presented that back
142to the committee and then we went through each date and had discussion and they vote in the chat box but it was held virtually with a vote on the chat box thank you so much yes Mr colog and so I have a question and you know to presented to the board today was the argument that uh the there was a concern with spring break and it wasn't a concern as far as a preference versus one about the safety of our students and the safety of our bus drivers and so while I realized there is a process and I'm grateful for everyone to do that it would be I I don't know how we if we can look at you know I mean we had a a motorcycle hit a bus in person died and there
143were students on that bus there was a bus driver there were students who witnessed that and you can't unsee that if you've ever seen anyone die you can't unsee that uh and so well and and I guess Dr Fritz you know again I I get that there's a majority rules and most parents if you ask them you know you know do you want to do it during spring break the answer's or during Bike Week the answer is going to be heck no but is it a health and safety concern that we should look at it separate to um because that's I just again I I would hate for that to dictate spring break every week or every year but that that was real this year so I feel a little obligated then I can tell
144you what the discussion was at the calendar committee because that was the most um I don't want to say controversial but it was the largest discussion that we had was Bike Week um and just for clarification per policy the com the calendar committee makes a recommendation it's the board's pleasure as to how they approve the calendar you can approve it as recommended or you can make changes to it or you can direct us to go back now I will tell you with the same membership to have the same discussion I don't know that we would get a different answer from a committee wise and certainly as the facilitator I don't influence one way or the other I just ensure that all sides get to speak that's my role and I and I did make sure
145that all sides got to speak to this issue um the the pros you've just articulated beautifully to having spring break during bike week of course traffic's an issue um less dangerous the cons to having spring break that week was it would make spring break one week earlier where we already have an uneven split between third and fourth quarters it complicates grading somewhat um the third quarter has 47 days in it currently the fourth quarter has 53 so that would make that last quarter a 60-day quarter it would be our longest one um and that that was a major point of discussion the other point of discussion from parents was that to have spring break where they like to take their kids to the beach and do things with their kids during Bike Week um would
146make that difficult for them now one thing that this calendar does afford is that that last day of bike week that last Friday of bike week would be a teacher Duty day so that would not be a day that students are on the bus again I don't have an opinion or I'm not expressing an opinion one way or the other but it is certainly up to the pleasure of the board how you approve the calendar um this is the committee's recommendation it was a majority it was a large majority vote I looked back today to see um and certainly I know um I see both sides and so um so I guess my question to the superintendent that is you know can we look I mean and again you know this is the calendar for
147not this year the following year correct so can we look and see if there is a legitimate because I don't have the data I just we just know of that one accident that we had but you know do we have a lot of higher prevalence of accidents during this time you know you know do we have data on school buses being late do we need to tweak our school day during this week for the schools on that side of town where maybe they have extra time um you know what are the things we can do and you know and if it legitimately is a health and safety concern for our students and the drivers then we can say that and then take that into consideration if not then you know we you know there's a
148majority rules and and you know and we'll respect the decision but not having the data on you know do we have an increase of recks you know I mean I don't know outside of I can't imagine being a high schooler and seeing a guy dead on the ground well I can tell you that Mr Moyer did present some of that data to the to the committee he did talk about I mean of course um we haven't had any other fatalities during Bike Week whether other than during Bike Week whether that's contributed to bike week or not um and of course the increased traffic leads to later buses um primarily on the east side right and so you know just things that we consider but I think with a little bit more data like you said
149Mr Moyer because at the end of the day if it's really a health and safety concern then we may have to mitigate the the risks versus the benefits um I taught for a long time at New smah High and a lot of years during bike week and a lot in at a high school you're allowing if we were out a lot of those kids would be attending those events they would skip school to attend events but at least we we were able to hold them somewhat accountable um yes the traffic is is much more but if you have the kids out they're going to be out in their automobiles um contributing to that traffic um the the bike the the beaches are very crowded because uh spring break is a lot of Spring Breakers are
150in around the same time a lot of uh people are vacationing with families and it makes the the beaches are extremely crowded and then you add belusa County schools out that during that time that's going to put that many more people on the roads and on the beach and at those events um what we've done what the school district has done in the past is if there's event like uh for example Mainland High School would get out an hour early or uh Campbell Middle School would get out a little bit earlier on special events days if there's something special going on on in around their neighborhood on a Thursday they would get out a little early that day so we have worked around that so what we have to do is work with Daytona Beach
151or the surrounding communities to see what events they are and they need to be cognizant of our calendar as well it's not just we have to be cognizant of their calendar and that happens during graduations too the Ocean Center what was it last year we had or the year before we had we've had many events at the speedway and big monster trucks and they don't seem to really consult us whatsoever and seems like we're the ones that have to make all the changes so I think what we can do if this year's is fine I think we can alter the schedules or and work with transportation to see where we can pick up time otherwise because I would hate as a teacher would hate to have my quarter end so soon especially in you're in
152AP classes and and IB schools um all the programs Cambridge now I I think it would be too complicated or if even if you would not end the third quarter have spring break and come back for one week uh that would be that would be really rough uh for that um so we have managed it in the past we just need to be a little more creative yeah on that and I think we we're very capable of doing that yes Mr P yeah thank you madam chair and good good points that you brought up uh one of the issues always and I was you know in Orman I was at Orman Beach Middle School I mean booill Saloon is like right not booill Saloon um Iron Horse is right there and U destination and you
153know we just hear I'm not going to I'm not going to ask why you knew that so quickly uh the other the other factor is that uh so many of our of our employees work work at bike week and it is a good thing that that Friday at least because that is a heavy absent day everybody wants to on the east side anyway they all want they all want that day off support staff everybody wants that Friday off so um it's be better to accommodate them when the when the students are are not there um I do like the idea though if there's any way of consideration for uh ending the school day a little sooner um during that week particularly that Wednesday Thursday even those two days because it builds up as it approaches
154that final weekend um that would that would be great uh I wanted to ask the question Madam chair about the calendar I noticed for the first time I think ever that President's Day is not a holiday yes um I mean it's I I think it's uh you know the Daytona 500 is all what is back to the the Sunday before President's Day it's always the third Sunday in February and President's Day is always that M Monday right after it so I'm just curious as to why they eliminated what is really a national holiday the day after the day Tona 500 so I can answer that question um actually we didn't have President's Day off this year either it was not um a holiday and when the calendar committee part of the directions per policy of
155the calendar committee is that although um typically a lot of the preference is that days off be around holidays it's not it's not really a consideration as far as um days off but the discussion around President's Day and that was one that was voted on was that um to have another day off in February and then have that long hul after Spring Break um of 53 days straight with no day off the committee overwhelmingly voted to um take a day have a day off in the fourth nine weeks rather than take President's Day so I'm looking at the fourth nine weeks it was April a I don't I see April the 17 17 I can't see thank you yes it's that uh third Monday in April okay I'm looking at the 2122 calendar oh same
156thing there same thing that year same discussion was had yes same and I I didn't see a fourth quarter add in there should be I don't have that there's a teacher student Hall at there a oh yes there is April 25th Mond April I'm sorry yes the same discussion was had during that calendar committee meeting now the reason that we brought next year's calendar to you for revision is because of the October teacher Duty day it was changed from a Friday to a Monday and that is to accommodate FTE date certain because calendars are approved two years in advance and then we get the state calendar so we had to make that slight adjustment yeah I think uh a lot of teachers would be thrilled to have an extra day especially in April um to
157to alleviate that long haul and it is a very very long haul and is one who always had to grade research papers with no time off except for the weekends that was this is um this is very welcomed I think for faculties and I think it's good for the kids too really good as long as we don't you know there's testing they they probably really need a break as well we actually had the same thing happen this year we didn't have presid yeah I didn't realize that to be honest with you something um I don't know to me I think President's Day is is a is a more legitimate holiday it's been around for pretty long time and J rather than just pick a random day in the fourth nine weeks now if they want
158to have another day then you know you start earlier or go later or there's all kinds of ways to add in another another holiday but um and I know what's done is done but I just don't I know it's hard for me to accept that's and why doesn't someone say well let's not have Martin Luther King Jr day let's just have President's Day instead of Martin Luther King day and then we'll then we'll do something else and then somebody would say well wait me you can't do that that's that's a a national holiday so what you're kind of saying is Well we we're keeping Martin Luther King Jr day but we're not having President's Day you know so we're just going to pick a random day I don't know it just doesn't bode well well
159that the education system would not recognize the the importance of presidence there maybe it's just me but you know I kind of think the president there was a pretty cool thing okay any further discussion so I guess my question is do we want to vote on this today or do we or do we get that information and come back and redigested back and see if Mr Warrior and everyone else can figure out what we could do creatively I I wouldn't be in favor of shutting down school early and I'll tell you why because with unknowing without knowing hurricane days and things like that you start to jeopardize your FTE minutes right um with having partial days and we never want to end up in a situation where we have less FTE minutes so I I'm
160a little concerned about doing that I'd much rather my two sense is switch it completely if if that's the board's desire but shutting schools down early without knowing what kind of closures we may face could be detrimental to our funding and if the board wants us to have Mr Moyer come back and and um kind of share with you the same report he gave to the committee before you vote and make a decision we can put it off it's not not a big deal to us it it needs it must be passed by the board and submitted in by July first so as long as we get that done that's why it's brought to you a little early so you have in case there's any discussion and we're still talking about the 22 23 correct
161and and also you know again Mr Moyer made a presentation to them that we haven't seen that we haven't had the benefit of considering so I mean that sounds like a really important one to me you know again we may make our decision but at least we had we're making it with the decision with the same same information that the committee was provided okay Miss hes so Mr Fus when I realized that President's Day was not a holiday this year I was a little taken back off yeah okay I'll be honest with you um at the same time I I don't think having a a huge discrepancy between the third and the fourth nine weeks with days is beneficial either um for our students you know I think we we need to have a more
162Equitable amount of time you know I see both sides as far as not having spring break during bike week because there's a lot of families that you know stay home and then we also run into this piece um some individuals in the business that they work during that time parents can't even get the time off and so now you put my kids at home for that week but I can't even get the time off I mean I hear what happened and any accident we don't ever want to have happen you know but you know recently we all saw on the news where that fire trck you know was hit and flipped I happened to know the young man that was driving it I mean that that was something that was devastating but you know he's
163back behind the wheel driving and no fault of his own um what happened I I really you know I'm I appreciate Mr Moyer I appreciate what Kathy came up here and said tonight um and and it's hard not to take all that into account but I still have to go back to our primary responsibility is our students and their education and making sure that you know we're meeting their educational needs and and you know giving them the time that they need and and it's not good to take a week off off and then come back and and fin you know continue in nine weeks cuz then you still have to stop and take a day for teachers to be able to do grades and things like that and and the longer that last nine weeks
164is all of us that have been in education know that last nine weeks can just about do you in because there's no break in sight and you know that whole spring hits and it stays light longer and kids are out involved in sports and just changes the whole atmosphere of school because they get very antsy like they're ready for summer break and all of that so I appreciate um M Hazel all the work you and all I mean that's a that's a large committee to manage it is they were wonderful everyone on the committee was wonderful to work with but I mean that's that's not like the insurance committee with only eight people I mean there's lots of people on this committee that you have to manage and hear the input from and and I
165I hear Mr what you're saying I heard what Kathy was saying but right now you know I'm not opposed to hearing information but I stand by what the committee has brought us at the moment thank you Miss Haynes um I'm fine okay so we're so the the 11 the um calendar for 2122 is 10.03 the one the calendar for 2223 is 14.01 okay so is there a motion to accept the consent agenda move approval okay Mr persus has um made the motion to approve the consent agenda is there a second a second Miss Haynes um uh has uh has made the second motion is there any further discussion I I think um there is um because since this is um something we're voting on we do have have a speaker to ask who to who
166who would like to address um address the board on on an issue on the consent agenda Miss Albert good afternoon you have your threee or I should say good evening I apologize but thank you Mrs cut for for not um forgetting me I was was worri hard person to forget good evening Madam chair members of the board Dr Fritz and members of the audience I just want to speak to you very quickly about the sr2 that you're getting ready to vote on that that application for $64 million that's been awarded to our district and so just a couple thoughts here perhaps um instead of purchasing tangibles or items in instead of spending the money on things I'm asking that you consider investing this money in your staff which will then absolutely uh produce positive results
167in the form of student achievement asking you to consider uh money to afford teachers and Paras because remember prayers deliver instruction in small groups oftentimes um using that money to provide an opportunity for additional planning to take a deep dive into the standards um and just setting aside some time so that planning doesn't have to be just one more thing that we're SC to do in a moment here or a moment there or during the weekend even um because there's never enough time for planning providing additional planning time will give our teachers some breathing space and uh that will really allow them to become the content experts that our students need really providing them an opportunity to deliver the highest quality core instruction to our kids and then another suggestion that I have in my
168remaining minutes um what about a monetary thank you to our employees uh you know the governor mentioned a bonus some something perhaps along that lines but we can do it the valuch way and make it better during a time when our folks showed up and did what they needed to get done for our families and our students and for us quite frankly uh this money should be be should be used to reward our folks and acknowledge their commitment and loyalty to vucha County schools and our students and did you know that just today in Broward County they signed anou that every employee in Broward County Schools would receive a $1,500 bonus now this is non- reoccurring funds a bonus is non- reoccurring so why don't we use it to reward our folks and did you
169also know that in dup ball because this is a multi-year um accessibility that they have set up a a three-year plan to reward their veteran teachers so Mr persus you asked about covid and if there was any way we could use some of this money to offset that why not use it as a monetary thank you and then people could do with it what they choose to do so investing in your employees is a right thing to do after they have demonstrated this this year how much they care about valua County schools and our students by being here so I'll leave you with a quote from ellar Roosevelt for our own success to be real it must contribute to the success of others thank you oh and transparency I have discussed this in part with
170Dr Fritz so thank you okay thank you so much you're welcome thank you okay um all those in favor of the consent agenda please say I I all those um against please say nay consent agenda is passed thank you okay let me see where we are um 1601 superintendent announcements yes I got a few announcements today middle and high school FSA testing will resume on Monday May 3rd the elementary FSA testing will be resuming on Tuesday May 4th our next board Workshop is in this boardroom on Tuesday May 11th at 10:00 a.m. uh the next regular scheduled board meeting is uh May 11th at 3:30 board members and audience I'd like to highlight a very special event that occurred in bloa County uh when we had our job fair um at the Ocean Center and
171this to about the recruitment of our staff is extremely important at all levels um very very proud of our staff at the district and our school staffs our principls as they went out and they engaged highquality Educators to bring to vucha County we have a video that we'd like to share with you and the audience today we're hosting our 2021 spring instructional job fair at the Ocean Center we have over 148 in-person candidates that are participating here today and we are also have 146 candidates who have chosen to participate virtually over the next two weeks today I came to the Ocean Center for the for the job care for educators I got hired by Palm terce Mr Tucker Harris I'm so excited I grew up here in Daytona Beach I went to Palm ter so
172it'll be nice to go back and um just give back to students just how I was given to by my teachers there are so many schools some schools I've never even heard of so it was nice to walk around and meet people very nice experience you know I've always wanted to be a teacher that's my biggest goal and just signed with Blue Lake Elementary so I'm very excited about that it was great it was set up great um you know everyone in HR has been a great help everyone around you know the building it was very well planned you can tell and you know it's just exciting to get out here and you know for everyone to give us the opportunity to find a job it's been a great day and I'm excited to be
173a teacher in blushia County super excited that we were able to host our face-to-face event and get our future teachers back in front of principals and just have an opportunity to connect and to talk about our students and what we're going to what our game plan is for next school year if you are interested in joining our team please visit our district website vcsedu.org let's give him a he here on that one board members you charged me with a task a little over a year ago and it was to recruit develop and retain high quality staff and we had to do a lot of things to make that easier in our HR department I'd like to publicly thank Mr West and his team U Miss mahaney who who very much was was the person the
174app Point person to organize um this virtual or this virtual and the job fair at the OC center with Waffa and a few other folks in HR they do a lot but very little and we're very appreciative and our schools will pay dividends as we move forward so good job guys okay thank you Dr Fritz 17.01 we're moving to board action items first one is cardiac screening for middle and high school athletes Dr Fritz this is very exciting we have Miss Amy coming up um our manager for strategic uh Partnerships as well as Eric n from Advent Health Sports Outreach and we have Mr Evan Ernst as well and Larry Beal good evening Madame chair school board members and Dr Fritz we are ecstatic to be in front of you tonight to bring something exciting
175forward for the student athletes in Belia County Schools we are thrilled to be here with Eric n from Advent health is one of my counterparts um with our partnership and also I'd like to recognize Miss Anna Donaldson she's the director of Sports Marketing for Advent health and also strategic Partnerships so she's here this evening with us as well Mr Evan Ernst is um right there he's going to be up and speaking to he's from who we play for and you'll hear a little bit more about him and of course we have Larry Beal a specialist over Athletics so we all have a little bit to share in this partnership um but let me say that we are excited to bring this screening for Cardiac Care uh to valua County schools and we feel like we're
176really ahead of the game uh bringing this opportunity forward so with that I'll let Eric take over well good evening thank you so much uh for having us uh this is an exciting occasion every time we are at this table to present something to vuch County schools and the school board uh it has one thing in mind is that we want to make the schools and our athletes uh our healthies and the students uh participate and engage in a safe and healthy environment So today we're going to talk about cardiac screening and the importance of that and why we're bringing this potential protocol uh to the school board for making it a requirement across our our County our partnership Advent Health uh and vucha County schools has been a historic partnership and over the last
177three or the five years we've moved along so quickly uh you know we are trying to tackle uh pillars of of success such as chronic absenteeism uh which has been a challenge during the the covid season but we're anxious to get together with our schools and figure out uh improved outcomes and more things to come as we try to get back to a quote unquote normal uh and engage with our children the healthies has been a great success as we are able to create job shadowing opportunities and tours and and uh internships and with our with our hospitals and kind of a a challenge with covid uh we are also looking at the challenges that are coming in the future and excitement of New Opportunities uh to engage with our students and the one area
178the one pillar that we've had continued success with is our athlete health and safety and that's what we're going to talk to uh about today uh one of the first years we were here we brought in a concussion management and we all agreed on mandating impact testing to all of our athletes so that we would have a baseline of brain function and body function so that we could properly evaluate and manage the proper return of an athlete safely to sport that has been a huge success and has been implemented all across all of our high schools last year or a couple years ago we brought in uh the the proposal for exertional heat illness management we've had children die in our state States because of exertional heat illness and were able to save their lives
179by a preventable task of rapidly cooling off the body we put that protocol in the practice it has saved a life of a child during a football game in Palm Coast it is working every school is engaged and that was done one year before legislation in Tallahassee made it a mandate in all high schools across Florida valua county was ahead of the game so what I'm bringing you today is that same mentality that we want to implement best practices that we find in sports medicine through evidence-based research and practices to give you a preventative protocol that ultimately could save a child's life and I think we would all be in agreement that that is a top priority when it comes to athletes and athletic participation so we're going to talk about sudden cardiac arrest and
180I just want to set the stage of what sudden Cardiac Arrest is it's just that it's sudden it happens unexpectedly it results in a loss of Consciousness and the UN unexpected loss of heart function it stops and cardiac arrest usually is the result of an electrical disturbance in the heart it is unlike a heart attack it's not a blockage or a cardiovascular component it is electrical malfunction of the heart the main symptoms are usually loss of consciousness and unresponsiveness and there's a lot of times in athletics we don't know what we're dealing with are we dealing with a concussion are we dealing with exertional heat illness are we dealing with some other health abnormality uh it's very confusing because it comes upon us so quickly and this medical emergency that we experience with sudden Cardiac
181Arrest needs Urgent Care Rapid CPR and the use of an AED or defibrillation device and we've implemented that uh and we're engaged in that I'm going to share some information about that in just a second and we need to have proper emergency action plans at all of our high schools that include rapid transportation in proper care um when they get to the hospital the procedures that are understanding uh for sudden Cardiac Arrest are uh some Dei implantable devices drugs and different procedures and knowing the medical history of the athlete prior to any kind of event like that would put us in better hands in saving the life of a child and sudden card cardiac arrests are commonly related to undetected cardiac abnormalities and that's what I'm really here to share with you that these are
182undetected cardiac abnormalities that unless use of an ECG and a screening of the heart a a typical physical is going to be very challenge to find those abnormalities so that we can identify those individuals at high risk and care for them accordingly this is kind of just to set the stage of how serious sudden Cardiac Arrest is uh you can see a list here of very common um uh responsibilities high-profile uh diseases and accidents that cause and take lives Among Us uh all the time 316,000 deaths uh total these these handful of diseases and firearms and motor vehicle accidents but sudden Cardiac Arrest will take on average according to the American Heart Association 325,000 lives a year and that's a big impact now here's let me drill it down a little bit now let's look
183at our student athletes let's look at our children so those that are 18 and under sea sudden Cardiac Arrest is the number one killer of student student athletes the number one if it's the number one in research shows it's the number one we need to do something about it we need to help prevent that it's the number Med number two medical cause of death and it's the number one cause of death on school campuses so one in 300 student athletes have an undetected heart condition that puts them at risk for sudden cardiac arrest so let's put this into perspective valua County school has approximately 5,000 athletes give or take okay with that ratio that puts us at 17 students could be participating in this next week in some kind of sport that has an abnormality
184in their heart that could cause them to suffer from Sudden Cardiac Arrest it's a possibility and 72% of them that suffer sudden Cardiac Arrest have perceived symptoms but they don't recognize them they're confused of what those symptoms are this leads us to proper education of coaches athletic trainers medical staff uh and administration and sea as we said on the previous slide is a leading leading cause in death claiming uh you know annually this last year 250,000 on average the last 3 years 325,000 lives of them 8,500 have been young people under the age of 18 so I think I've set the stage for how important this is and how at risk some of our athletes could be and the best practice recommendations so when we come to you as Advent Health our our partnership our
185liaison as a care Advocate is to bring best practice practices in sports medicine to identify um opportunities for us to engage as a partner to deliver uh a safe environment for athletes in the Journal of athletic training uh the national athletic trainers Association put out a a document um that researched uh preventing sudden death in secondary schools and their number one finding is that the most uh common thing that should occur is every athlete should undergo a cardiovascular screening before participation that aeds should be on site and readily available within 3 minutes do you know that the Zach Martin law that passed last year a legislation expansion of the athlete health and safety Bill expanded the the requirement that every school have an AED within three minutes of themselves at every athletic competition that means
186a summer practice where the coach says let's go to the football field and run stairs that means a weightlifting event in the in the weightlifting room at the gym uh that means any kind of conditioning preseason out of season on campus out of off campus there needs to be an AED there Advent health and through our partnership money we've purchased 30 aeds put three more in each athletic training room for each athletic trainer to take to that remote golf course that tennis course that pool the bowling alley the cross country meet where there isn't that AED sitting right on the wall readily available in those locations they can use these as of June 1st every uh every um athletic event will have to have someone that's AED and CPR certified on the sideline that is
187a state law and so we are working with the high schools to find ways to make sure that there are enough trained individuals in each High School to be able to fulfill that legislative mandate and this article also uh dives into proper management and that deals with the EAP uh uh emergency action plan that I know Larry and Beal and myself we work with the athletic directors and the athletic trainers to make sure their eaps are up to date they're clear and understood but more importantly that they're educated and delivered to those that need to know what's in those eaps so we know what's going on one last article from the American Medical Society and for sports medicine they put out a a position statement stating that uh the current PP PPE which is the
188pre-participation examination that history and physical examination is not thorough enough it's not detailed enough to really identify those students that are at risk we proudly put together our sports physicals with Advent health for our athletes and we do it every year and it's a huge event but we know that there's steps and and better procedures that we could Implement to have a more thorough screening and that would be with cardiac screenings the result from centers like uh Evan and his group with who we play for that do screenings thousands of them every year they're finding that they have demonstrated improved detection techniques and different International standards that identify cardiac abnormalities in young athletes and this decreases the false positive rates makes it a very successful and reliable U program the the primary goal cardiovascular screening
189in athletes is simple to identify the underlying cardiac disorders predisposing to sudden Cardiac Arrest we want to identify those those children that have this predisposing factor and through Advent health and our other service lines and resources deliver the service and the care that they need to be educated to have further evaluation and to be treated accordingly and this is kind of a a a an obvious point but there's no screening program that's going to provide absolute protection against this this is just to take screening to the next level to evaluate the hearts that we cannot evaluate without an ECG this is the FHSAA which is a Florida High School Athletic Association physical form if you've been involved in physicals or ath Athletics in high school you know what it looks like um it's a medical
190history on the back of it the medical evaluation along with the muscle skeletal evaluation the doctor signs it and this is handed over down at the very bottom of this page you will see a small paragraph and it looks like this and probably most people don't read it but they sign the student and the parent or Guardian Signs it and it does State and I'll quote in addition to the routine medical evaluation required by the Florida Statutes and FHSAA bylaw 9.7 we understand and acknowledge that we are hereby advised that the student should undergo a cardiovascular assessment which may include such diagnostic tests as an electrocardiogram so we want to take that highly advised statement and we want to put it into reality so our proposal is this and we want to have a best
191practice we want to implement best practice standards here in vucha county and we want to advance the screenings that we do in our physicals and we want to require EKG screenings for All vucha County student athletes as part of their pre-participation physical our suggestion is Phase One Year One starting June 1st in just one month that we create an educational optional year that we educate parents athletes coaches Administration and and uh individuals in the school about sudden cardiac arrest and the importance of screenings and that's an optional year one where they would have the opportunity to have a screening but if they opted out they would have a form signed by a parent that would opt them out and then year two starting June 1st 2022 we would then have required EK screenings for all
192athletes this would be part of the Mandate of their pre-participation physical that is brought forth by FHSAA Advent health will be proudly partnering with who we play for and I have Evan Ur here who is the director of who we play for who has an incredible story of where he's come from and where his program his nonprofit organization has come from uh they do screenings across uh the state for thousands and thousands of students and have amazing testimonies and I'll let him speak just um in just one moment and Advent health will be providing free EKG screenings and I want to identify one thing for your clarification when it comes to the term EKG ECG and EKG are inter exchangeable they mean the same thing electrocardiogram ECG is American rated ECG comes from the German
193spelling of electrocardiogram so please recognize that ECG and EKG mean the same thing Advent health will provide these screenings during our annual free participation physical uh coming up June 3rd 4th and 5th at the Daytona International Speedway we will provide our free physicals for all athletes that would like to attend over those three days and then we will also have a separate Wing um in the Rolex Suite of the Dayton International Speedway that will be operated with along with uh Evan and his who we play for team that will do all the cardiac screenings that advent health will fund after that any child that would like to participate in in these screenings uh Evan and his team with who we play for will make arrangements with each of the schools to set up multiple days
194after school where the athletes can come in and receive this electroc cardiogram screening for a small fee of $20 and I'll let uh Evan then speak on that and athletes can obviously go to their personal Physicians or cardiologists for screenings or their physicals whatever uh they would prefer but I want to take a moment to allow Evan just to share a little bit about who we play for um what the what his mission is and uh some of the statistics around uh their years of screening athletes all right thank you guys for taking the time to hear us out thank you Eric for putting together such a great presentation um and thank you really for staying this late to hear uh our story and some of the facts um we don't have a choice so
195God bless you for it God bless you for it thank you for being here and he's a tough act to follow here very tough I I'm not going to be able to get that kind of momentum here but um Mr clone you mentioned it earlier about when a student sees a kid die and the effect it has on a community who we play for is started because growing up in our Tiny Town just south of here at Coco Beach we watched our life our lifelong best friend collapse and die on the sports field due to a detectable heart condition that he passed every single sports physical he ever had and was the perfect picture of Health his pediatrician was the president of the Academy of Pediatrics she was also my pediatrician and now she serves
196on our medical advisor three team and she speaks to the blind spot that this is in medicine for care for all kids you guys by making this decision we'll be joining a handful of school districts in Florida that represent the first in the United States to make this advancement the difference it's going to making kids as you heard so beautifully put by the bosset family when they spoke to you is the difference between kids like raef my teammate who's buried in the field down the road and the difference between kids like Julia who get to still show up to school who get to go to college who will get married one day Julia has a detectable heart condition whose first symptom was sudden cardiac death and God bless an incredible resource officer who responded heroically
197and miraculously to save her life kids in Bard with that same condition at Titusville High School Sarah Worthington she showed up to her sports physical she got an ECG read by a Pediatric Cardiologist trained on the international criteria with who we play for and for $20 she was identified with a deadly heart condition seven more members of her family many of them who were lifelong teachers in bravard County Public Schools were identified with that same deadly condition so I'll get to the stats but when this is done there'll be a generation of vucha County kids who will get to grow up and a group of their parents and family members from all over the country and when that's done there will be a nation that looks to valua County to say how in the world
198did they do this that school district with the Daytona 500 we want to do it too so this takes about 5 minutes per test 3 to five minutes with our system we have folks sign up online as much as we possibly can to reserve an appointment um and if they can't afford it we will never turn the kid away and we'll fund raise endlessly to make sure that if they can't get the 20 bucks whatever we'll get them screened anyway um we'll put some metrics in place to trying to make sure we're not getting taken advantage of here um but 80 to 95% of heart conditions will be caught through this compared to one or four one to 4% depending on the study with the standard physical other countries this is a required standard to
199care in Italy they reduced sudden cardiac death by 90% by requiring heart screenings every year for every student athlete our medical advisory team who will be overseeing this makes up not just the national experts on this and the regional experts who are supporting an advent Health but the international Dr pelicia who's the guy in 1982 who made that policy possible in Italy is on our team has been helping us for years on this movement in our country compared to Italy we haven't reduced the sudden cardiac death rate by one percentage Point not one point their country since 1982 90% in this population through preventive screenings our country zero and I'm I'm honored to be a part of this with you guys and changing no stats in Valia and then all of Central Florida and then
200all of Florida and to close this out the false positive rate thank God because of the international criteria which started 15 years ago as the Seattle criteria or the Stanford then became the Seattle now the international so this has made this possible by driving the false positive rate from what used to be 30% commonly thought to around 1 to 3% % all right if I forgot anything bring it on Eric I love his passion I love his stories and I love going to uh fundraising events with them where I get to hear the stories of those whose lives were saved by this simple $20 screening um and not only just from the athletes but from the parents themselves thanking uh who we play for for stepping out and making a change in someone's life I
201just wanted to put forth this final slide it's just a I call it project cardiac health it's a timeline um June 1st 2021 coming right up we would do the optional year of required EKG screening protocols uh that would give an opt out um via parent or Guardian for any student that would like to opt out we will engage in educational opportunities we will have Evan and his team we will have our Pediatric Cardiologist Dr travetti be engaged with Education and Training of our of our uh athletic trainers uh June 1st then 2022 will be a required EKG out of the opt out stage and the only time that we could opt out is if a child is currently being managed and and cared for by a Pediatric Cardiologist or a physician for a medical
202condition and and can identify that they are under his care and they can uh we can work an opt out but we want to make it clear that every child just like every physical this is just an extension of the bottom of that physical form to take that cardiac screen just one level further June 1st 21 which is coming up is all practices all conditioning events all competitions everything athletic will require a CPR and AED certified individual to be on the sideline of every event it's a state law that is not Advent heal valua County Schools is a state law we're proud to be able to implement the aeds across the county and hope that we can uh be able to supply more and fill in the needs uh where they might lie June 3rd
203through 5th please mark your calendars and this uh coming up we will have our free uh sports physical event at the Daytona International Speedway in the Rolex Lounge last year we had 425 registered individuals we sold out based on our covid registration online this year we've been approved to increase that we added an extra day we have 900 slots and we plan on filling them all uh last year we had about a 20% no-show rate but we had a 20% walk-in rate so we broke even uh and we are expecting to do bigger and greater things this year uh we're happy to have who we play for to be there to provide these ECG screenings free of charge uh through our partnership with Advent Health uh and we're excited what are your hours okay the
204hours June 3 we know this is graduation week that we went through a lot of uh questioning and evaluation that's why we extended some more days so June 3rd is uh 4 to 800 p.m. June 4th which is Friday is same 4 to 8:00 p.m. and Saturday June 5th will be 9:00 a.m. to 4 a 400 p.m. thank you sorry to interrupt you're absolutely fine it is important yes it is it is and we do have um uh flyers and a launch date for registration uh next Monday May 3rd uh if it's not that day it will be happen soon uh and uh we will have definitely I know Kelly will be helping deliver all that information to all the schools along with Larry to all the athletic directors and and school board so at
205this time that is our proposal um we are hoping that vucha County Schools wants to jump on board and support this uh Oola County uh and bravard County are already have already implemented this and I believe that tonight's uh Orange County just jumped on board tonight with a unanimous vote to move forward and we hope that vucha County will do the same um questions from the board I have I'm sorry go ahead Mr I just wanted to make sure um Mr persus had a chance to speak on behalf of the boset family they we reached out to them they could not be here tonight but they did send Mr persus and I a short brief and I think there was some highlight points that he wanted to pull in okay thank you Mr persus Sure
206uh thank you madam chair uh thank you Mr Beal U I just want to say that yes Jeff Jeff boset uh who's the father of Julia of course um he did write a letter he regrets he couldn't be here in the family they had previous commitments but he he says in his his letter that uh it was in no no November I guess has passed when uh we asked him to come here and to celebrate and recognize the quick life life saving action of CPR performed then by um arba arba Beth Lee our our SRO and the call to 911 and the support of coach John Rogers when his daughter Julia collapsed from Sudden cardiac arrest in the gym at cabb high school on October the 13th it was for their heroic efforts along with
207those from the EMS administering a shock to her with an AED that ultimately saved her life she has no physical or neurological deficit um he was pleased to see the the the bill that is currently moving its way through through the through the legislature now and getting ready for the governor to sign it I I we all hope so that is good good good news and he just wants everyone to know uh how much the family appreciates the relationship and the collaboration between the blushia County School Board and Advent he health for increasing the number of Avail available a aeds at our Count's high schools in addition we are so grateful for the ongoing effort which now will include free E kg or ECG uh heart screenings at this year's physicals at the Daytona International
208Speedway uh our daughter's heart condition which is an electrical condition called long Q t syndrome could have been detected by a simple EKG I mean you just can't say that strong enough um that says it all he wants to thank you superintendent Fritz uh members of Lucia County School Board uh Eric n and uh and of course um Evan uh you too and for everyone at who we play for for making this a reality and I want to thank you than you um Kelly for uh really reaching out to him and um and and and inviting him to to be here and of course he couldn't but he did was kind enough to write this SL letter and uh he thanks you Mr Beal too thank you madam chair thank you Mr colum so I
209had the honor last year of meeting Evan at the physicals and you know the story with Julia happened in October But Eric and the team identified this as being an issue and I remember Evan was there I was working uh it was a busy day yeah uh Evan was there to see the machine he was there to see how it all worked out and how we could add this to um our students screenings for this year and so you know I'm I'm grateful to Advent Health that they were able to see ahead and just the thought that we could have prevented potentially you know there was a good outcome however you know it's not a matter of if it's a matter of when and so the fact that you know we've our through our partnership
210we've been able to identify that and proactively do that is is amazing I I do have one question and it is why would we start this mandatory next year versus this year uh that's a great question I'm all for starting it now but we've we've seen with a couple other counties of how the roll out has improved um I know uh I've kind of uh worked with Evan in his suggestions and his Communications with other counties I'll let him share a little bit of maybe the response from the other counties um starting it effectively June 1st is is absolutely fine but being respectful of a new protocol being set forth so quickly and uh just you know we would take your advice on that Evan did you have anything not a whole lot to add
211we've only ever done it really instantly but if we could go back in time I think the more effective policy the more conservative is to put it a year out from now and I think that's the best um just for getting the medical community caught up to speed getting the athletic trainers and athletic directors on the same page the lucky for Valia obviously aan health and really lucky for Valia Larry Beal so it's possible so you know I and I respect that and you know it's an opt out so I I think really we should put some energy and resources behind educating the public because I don't want it to be well I didn't make it that day so I'm gonna opt out versus you know I mean and I tell you I I recently
212had an EKG done and I hadn't met my deductible yet and so when I went to register at my beautiful Hospital for an EKG that I've been doing for 20 years on the whole world they said well it's 771 okay now if you all know me I'm not paying for anything okay I could go to I could call any cardiologist I want say hey I'm coming over for any you you're going to read it and thanks and I'm going to do it for free I didn't realize that's what it was going to cost so uh I think that hund you know there's there's the EKG fee then there's a pro fee which is the fee to have the therapist do it then you have to send it to a doctor to read it I mean
213it's 700s when you're done and if they owe you any money when they're done good luck getting it takes a little while and so I think that at the $20 again I think if we educate the public on the importance I don't know Dr Fritz if we can get some quick videos made to just get that out there on why this is important because you know again I we really truly don't want it to just be a you know I'm not going to do it because I didn't make it there that day and for 20 bucks to bring I think we I certainly think we can Market this and do it well I will tell you because of where I'm coming from I appreciate of that you said that that soft roll out that first
214year is important and in ool it made a big difference um I think it's culture now um as as they really get to go forward there's no question about it more people very few people opted out I mean you don't you don't have this as a people wanting to do this but to your point I think Kelly um Amy and Kelly Schultz can help us Market this and get this out to the schools absolutely and we can um I I think the opt out will actually be minimal but I but I do respect what you said and I know that that that certainly was the case in ool let me let me remind you too that um if students are not able to attend the free physicals where it is it is free of charge
215um will be working with Evan to schedule time to come out to individual high schools so through that marketing and education if parents say oh we really want this now they have that opportunity to have that same screening at their School site so we're going out of our way to have that extra um push um and certainly it would only be that $20 fee at that point if they chose to get it after the school physicals so just something for us to consider and I know Anna back there is probably going to look at me cross-eyed but at some point how do we get in our middle schools you know whether it's through going directly through who we you know because our Advent Health Partnership has there is a finite point and so even as
216a school district how do we get you know because they do basketball yep and they need physicals for that and what happens is those students because it's at later on in the year those students scramble at least in Delona they scramble to get those physicals done because there's no real opportunity so middle school students are allowed at the free physicals it goes down to middle school students as well so we have we had a good number of middle schoolers come to last year's event so again increased marketing to those parents so that they know that they can take advantage of that uh free physical we are also looking at at some point being able to expand aeds down into Middle School we do have some on campus but we do um also recognize that there
217may be a higher need to have those available as well what's the law yes have more available absolutely yeah the the law is the the loophole in the law is the law that has gone through legislation is an advancement of the athlete health and safety bill for those that are members of FHSAA which is the High School Athletic Association which doesn't include Middle School it doesn't mean we don't we that's why we opened up our physicals to include middle school and that's where the need is more high school but to follow your point yes absolutely I think uh with Advent health and and the school district we want to not only educate but perform and back it up with the aeds uh training making sure that those coaches even though it's not mandatory in Middle
218Schools but it needs to be a an Emergency action you know plan and a standard absolutely yeah um Miss Bernette no I think this is a great idea and uh I'm I'm a medical professional as well and um I mean $20 to save somebody's life that's that's a a no-brainer yeah thank you thank you Miss Haynes okay I just have one question yes this is for only students this is for student athletes um what can we do for the coaches well I would I I will let Evans speak speak on this but when we have the screening days at the high schools I believe that this possibly could be open to any coach or staff that is associated with um the sports teams and you you're absolutely right because unfortunately there has been that that
219that basketball court uh basketball coach going up and down the court during a game that that has that sudden cardiac right and I get it and so we definitely whatever way we can we can create a safe for environment including the coaches and their staff uh is that something that we can do with so there you have it because even cross country coaches run with their students absolutely and football coaches I mean they're always get excited so you know if they're going to work with students we want them to be healthy as well so that would be wonderful if we could include our coaches and they lead by example yes abely I think that's the biggest component too is they lead by example example and encourage their students don't opt out get this it's you
220know yeah the coach can rally everybody to get up there to get it done okay thank you very much yes quickly be before the recommendation uh as a state public officer I may not vote on any matter that I believe will Ure any special private gain or loss as everyone knows I am employed by Advent health and I'm required to make every effort to disclose that members are required to vote on matters before uh and not and abstain if there is a personal gain to that and which in this case there is no personal gain but I will disclose that I am employed by Advent Health there's no consideration being exchange they are giving us this service and so for that reason I do plan on voting tonight okay um Miss Schultz do we have
221any cards for public a comment no okay thank you uh Dr Fritz the superintendent recommends the approval of the addition of cardiac screening as part of the Advent Health's free sports physical for VCS middle and high school athletes um coaches well it's not in the resolution I think what they said was that they would work on that as a potential okay we will um uh I guess hold yeah we'll we'll rely on your good judgment we we will take care of them okay thank you so much all right is there a motion ahead rben I'm GNA I'll let you you don't want to make you to talk on this I'll make the motion there go is there a second okay the motion was made made by Ruben cologne and seconded by Mr Carl persus uh
222any further discussion all right all those in favor please say I I all those opposed please say nay thank you very much it's wonderful to be a business partner with you thank you very much for having us thank you thank you so much for coming tonight 17.02 approval of job descriptions i' like to call Mr West to the table please we have one job description this evening board members as Mr Wes is coming up um I'll share with you that part of our goal to is to develop our leaders and that's at all capacities uh school-based and District level and so uh part of what we're doing today is making sure that we're preparing to have someone to build to step into the roles when that time comes it's not a guaranteed but it it's
223it's part of the investment in our own folks so Mr West go ahead yes sir thank you Dr fris thank you board members uh we're just bringing one job description to you tonight and it's a new job description for the director of Stu student services and bringing the recommendation to um bring this position in as Dr frit says for succession planning um for our assistant superintendent for student services that person will report to um the assistant superintendent for student services the lovely Miss Rose Roland and uh but also will assist in in a number of the duties we recognize that social emotional learning is obviously a critical uh part of what it is that we're doing right now with our mental health programs that uh we're we're putting forth and that sort of thing as
224well so we're bringing this job description for tonight so thank you very much for your consideration um any questions for Mr West yes so if we vote this down tonight does that mean Miss Roland doesn't get to retire oh there's a question I don't think it works that way but we've got worry we've got we've got a couple more years with this we can still we can still work that out and that was my only qu that was my only question thank okay any others for Mr W I know all right Dr Fritz the superintendent recommends the approval of the new director for student services job description is there a motion I'll make the motion uh Miss berett has made the motion uh to approve directorship for uh Focus schools is there a second second
225second it's been seconded by uh Mr persus um is there any public comment on this okay thank you um any further discussion all those in favor please say I I I all those against please say nay the motion is passed thank you Mr West thank you okay 17.3 approval of certificates of participation Dr I'd like to call Miss Deb mher our CFO for financial services and Mr Jay Glover managing director for p pfm financial advisors and Mr George Smith and I'm sorry Bryant Miller good evening evening good evening Madam chair um board members and Dr Fritz uh as as um Dr Fritz said we have some guests here with us um tonight and we're bringing forward the resolution for the cops financing for our half cent sales tax projects and um I'm going to go
226ahead and turn it right over to Mr Glover first and then um Mr Smith is here as well to assist with any of the uh legal piece that you may have questions on thanks de Madam chair school board members Dr Fritz Jay Glover from pfm financial advisors We Are The District's financial adviser on debt related matters and just to go back into history a little a little bit you recall during your last Capital planning process we discussed a number of financing scenarios uh in order to accelerate some school construction within the district and we were given Direction due to the very low interest rate environment at that point to move forward with preparation for an $80 million cops financing to be repaid from sales tax revenues uh most recently at your February 23rd Schoolboard meeting
227we came before you all to consider a reimbursement resolution and as you recall that gave you some flexibility in case you went ahead and started spending funds that you could actually reimburse yourselves from Cops proceeds of a future issuance at that point you also gave us direction to move forward expeditiously with bringing back the actual cops financing documents so we could take advantage of the still currently historic low interest rates so we are back before you to ask you to take take the final step that the school board will take to approve the issuance of these cops um there's two resolutions before you one serving as the school board and one serving as the leasing corporation which will approve the issuance of 80 million dollar worth of uh cops to fund a number of school
228facilities uh when we started the process uh back a number of months ago we mentioned that an estimated interest rate on a $80 million Finance ing to re to re to be repaid over the term of the sales tax which is 2031 would be about 1.8% which would result in about $9.3 million of net interest cost paid above and beyond the $80 million that you borrow uh today as we sit here we are projecting a 1.2% borrowing rate so I'm pleased to announce that over the last couple of months while we've been preparing the financing documents interest rates have remained historically low especially on the short end of the yield curve that we're talking about here within 10 years and what that means in terms of net interest cost is about $6.2 million so that's
229about $3 million less interest cost than what we were originally projecting uh assuming we get your approval today to move forward with the financing we would look to move into the market expeditiously and hope to lock in those interest rates the week of May the 10th and then close the financing the week of May the 25th so again I'm here to address any questions you all might have George Smith to my right with Bryant Miller Olive is the district's special tax Council on the financing he's the one that drafted both of the resolutions and the number of exhibits that are associated with those and he can address any legal questions you might have and I'm also happy to address any Financial questions you all might have um any any any questions from the board so
230you yes Miss P I just have something to say I'm smiling underneath this because you know how I give you a hard time every time you're up here um I never thought you I was just sitting here waiting for you to tell me it was going to be more than 1.8% so 1.2% is fabulous so thank you very much that's not locked in yet but we will I don't foresee rates going up dramatically in the next few weeks but we will move as quickly as possible to lock that in assuming we get approval tonight okay Mr persus well to to miss A's Point too and it's just that U earlier I'm not sure that you were here earlier J I was here I'm I'm sorry um I don't know how early you weren't here at
2311:00 no I was here at 1:00 well we were we have been here since 1:00 but anyway um uh we heard earlier as the building costs are going up uh you know they one one comment was 8% or something I mean you know things are really going up so this really helps to offset those those costs going up and we're saving money with this so it's good it's good that we're borrowing the money that's what I'm saying so we can get these projects out and going and uh and not you not have to wait so long because the costs keep going up thank you okay um could um miss m any other question Miss Miller could you uh refresh us what the $80 million would be used for yes um uh in on page 20
232of the uh resolution and the POS that are attached um the projects are Woodward AV um Elementary School um there's 2 million in planning and design which would not be part of the cops um but 19 million for uh construction and acquisition and then 1.75 million in furniture fixtures and equipment um tamoka Elementary School which would be um 2 million not included in the cops but 26 million in construction and acquisition 2 million in FF for a total of 30 million and then Stark Elementary Renovations um 1.55 million in planning and design 10.5 million in construction and acquisition and a million and FF for 13 million and then and Orange City Elementary School Renovations um with 700,000 in planning and design not part of the cops borrowing uh 17 million in construction and acquisition and
2331.2 million in Furniture fixtures and equipment for 18, 900,000 so we have five uh Four elementary schools Woodward tamoka Stark and Orange City okay so ter is not part of it it's for something else else yeah we'll be bring We'll be bringing the capital uh plan project in um June for your review so that is in the project plan but it's just not part of the financing and obviously borrowing this money frees up other monies for the other projects that that we've that you had approv for the fiveyear plan so obviously we're just um budgeting for one year at a time that you actually approve but we will be bringing the the projected or the proposed fiveyear plan forward in June for you okay and Mr Glover um I've asked this question many times that
234you've been here will we still have half cent sales tax to to spend yeah that that that's that's a very good question so as you might recall after we do this financing there will be three uh financings uh in total that are repaid from sales tax originally we did a small financing in 2016 uh and then we did another short-term financing in 2019 I think it was a $100 million or so at that point and then we have this financing so in total uh you know we're talking about $27 Million worth of payments on your sales tax uh and I think you collect well over $40 million of sales tax now so there's there's still plenty of capacity to pay your debt Service uh have additional funds for pay as you go as was mentioned
235in the capital plan and withstand any potential fluctuations in the revenues and I will also point out that the deal we did in 2019 uh was uh will be paid off in 2024 so there's a significant drop in the debt service at that point to the tune of about $20 million so after 2024 you're really only paying about $14 million from your sales tax revenues for debt so it's a still fairly conservative debt profile in terms of the amount of sales tax revenues you collect versus The Debt Service that you owe and it also generates potential capacity in the future if you wanted to accelerate projects down the line two or three years from now um I just uh I didn't want us to um get to a point we have six years left uh
236before we can renew and not be able to build because um it was all borrowed from the last time and I'm still thinking in my district of a high school that will need to be replaced and so I just want to make sure there's there's um money there um for that high school at a later date when they get to be 50 years old which school Spruce Creek High School so I just want to make sure that that's in reserve um any other comments thank you um thank you for staying again late I think uh we should set up a c a cot not just cops but a cot for you sometime soon but we do appreciate you coming in and explaining all this to us one more time so thank you uh Dr fr
237the superintendent recommends the approval of resolution number 202-21 authorizing the assuance of certificates of participation series 2021 to finance Capital Improvements including a middle school and two elementary schools and to pay cost of the assuance on such certificates okay is there a motion I make the motion that we approve this Miss haes made the motion to uh accept the approval of certificates of participation series 2021 is there a second second all right Mr persus has approved U second the motion for this approval any further discussion okay do we have any public participation for this probably not um all those in favor please say I I I all those against please say nay that's a lot lot of money so that's a lot of effort but it it did pass so thank you so much one
238one more action I think you'll have to take on this yes sir get oh yes yes I just wanted to say thank you for this it's that's huge 18.01 uh we need to um uh adjourn our school board meeting and then convene the lease incorporation and just just to clarify you're only re you're only recessing your school board meeting recess correct yes ma'am yes so I would like to recess thank you long term um recess our school board meeting at this point of time then I would like to convene our leasing Corporation um session meeting all right we are now in our lease incorporation meeting we would like to have 18.02 the election of the secretary and treasure to the blsh County Schoolboard lease incorporation is there a motion Nom we need to elect a
239secretary and Treasurer one position is that correct one secretary treasur oh secretary treasur one person who's traditionally held that is that all right let's give him another job I I I moved at Dr Fritz uh be our secretary treasurer to the bla County school board's leasing Corporation the motion has been made uh by Mr Mr um persus um to recommend our superintendent Dr Fritz to be the secretary treasur of the Vish County School Board leasing Corporation is there a second second it has been seconded by Mr cologne any um further discussion is there any public comment seeing none um all those in favor please say I I I all those against please say no no it has passed okay then I go back correct no 183 okay all right thank you I'm glad we have
240somebody keeping us on board here um 1803 the resolution authorizing execution and delivery of certificates of um participation Dr F the superintendent recommends the approval of resolution number 202-20 LC authorizing assuance of certificates of participation series 2021 okay we already done that um is there a motion so moved so moved um Mr persus has made the recommendation or the um uh recommendation to approve is there a second I'll second it second it by before you vote are we okay with the superintendent making a recommendation we're not Schoolboard right now ye yes he he's he's available to make that recommendation is a um I mean he I guess officially now he is your secretary and appearing that capacity but he would also be appearing as a staff person if you will the corporation has no official
241staff um but I think it would something that we traditionally see and I would expect that he would make it in this position okay I just want to make sure you were comfortable with that yes sir all okay um you seconded Mrs Haynes is there any further discussion all those in favor please say I I I all those against please say nay motion is passed yay okay thank you all right now we have now we go to 1804 all right 1804 I would now like to adjourn our leasing uh Corporation meeting and I would like to um reconvene our Schoolboard meeting thank you very much all right Dr frit you're back in session here um we do have public participation um we've already had it um so I'd like to continue with superintendent presentations 20.01
242board members I'd like to call up Miss Hazel and and Miss Bruner um Miss Bruner you you have been baptized by the school board this evening you can tell everybody in the principal world what it's like to sit through a board meeting all the way to the end um board members you know we went through our Workshop today with AIO orona and the consolidation with brph so that you could see that but but I also wanted to give you a little more wanted to make sure that you were able to see the timeline that we're working with with staff to make sure that we bring them together successfully so that we start this school the right way um so miss Hazel's going to go through that but then I also wanted Miss Bruner to share
243she is the leader and the most important thing I do is put leaders in schools and wanted her to be able to share with you the commitment she's made to the community how she's reached out to them um from everything from talking about mascots to um um School themes and so she's going to share some of that with us this evening and tell you how she did it but we'll start with Miss hael missel all right good evening again Mrs Cuthbert school board members and Dr Fritz and I I would like to thank Miss Bruner for sticking with me and and not having me up here by myself that's I appreciate it um we are going to present with you a timeline for the merger and you can see uh this work began um I'll
244go through it quickly this work began really before for October 2020 but that's where we're going to start um for this presentation in October of 2020 we had our first new school meeting with District staff and the school leadership and it was the leadership from both schools in November of 20120 we began merger updates at sack meetings and when I say we I mean the school um leadership teams started updating their sack and letting them know how the process would unfold in January of 2021 we new Portables 12 of them were installed on Oola's campus in preparation for the move in January of 20121 there were also design meetings that began between District staff and the school leadership we also laid out a communication plan in January of 2021 and um that was specifically geared
245towards School staff and families one of the things that uh the principals did was create an Office 365 shared document so that teachers could go in and ask questions and they check that regularly and update those questions uh for Family School messenger updates were started in February and March uh February uh was a a fun meeting with the Shannon Young the school principal at George Marks Elementary and they called that Lessons Learned they had a conversation about what went well what didn't go well so that um this project could transition smoother in but March and April uh the new school name and mascot survey was opened up to school staff the sack members families third fourth and fifth graders were also asked to participate we'll share that the results of those surveys with you in
246just a minute on March 8th uh was the first faculty meeting to take a deep dive into what would be packing um and moving kind of getting gearing people up for that conversation and then you can see April busy month um April 2nd the logistics involving moving and the utilities were reviewed um also on April 2nd that was when staff was notified of tentative placement for next year and that included any displacements that occurred April the 9th um is when bi-weekly meetings started with it schoolway Cafe and maintenance to ensure that we're all in sync and on the same timeline April 12th was a faculty meeting regarding the followup for packing so they have that first initial meeting and then this followed up with it to answer any questions specifically April 12th was also the
247walk through the Oola site with schoolway Cafe April 15th technology Services did a walkth through and also sack uh at their April meeting was updated and there's a joint effort between the sack committees to start that merger and make sure that there's one sack election so you have one sack team for next year and that the climate surveys are distributed at the same time looking ahead to May which is just next week uh the SAC meeting will be held jointly for the first time um you will be able to approve a new school name and Mass mascot week of May 11th The District staff is going to assist the schools with packing they'll be on hand to start that process May the 13th the new car Loop and additional staff parking construction will begin and
248on May the 19th there will be a meet and greet between ortona and Oola staff at Oola um I think there's ice cream involved and I think you're all invited so you might want to put that on your calendar now and get your orders in are you taking orders yeah it's actually going to be a build drone ice cream Sunday so yes everyone's invited sprinkles someone said someone said they loved hot fudge I can't remember who it was but yes we we truly are we're gonna tour the campus as well so that we can just have a good time on campus and maybe extend in a local place nearby after not that I'm going to organize it Miss cor may know where to go pardon me Miss core may know where to go we heard
249she might so then we're not going [Laughter] there looking ahead to the summer um that's when the moving will actually take place and and we want to be real clear this is not just impacting the ortona people moving to Oola because Miss Bruner has made a real concerted effort to make sure that it is a true merger not just a joining us her a most of her grade levels are moving as well because they're joining together so there there's a lot of movement on campus for everybody not just one campus so June the 7th through 11th um the big items that are more Community items will be moved June the N9 the 9th and August 9th I want to talk about together because those are dates that Miss Bruner and I have identified for teachers
250to come on campus and move their own personal belongings and that is a date that we'll be identifying some funding to pay them to come on campus should they choose that day to move we recognize this is more than just moveing your classroom and so um we wanted to provide them with that time June the 14th through the 18th are official moving days now we do have District staff and uh companies identified to help move those the heavier items but that's when it will happen J June the 14th through the 16th the warehouse will begin deletion of the inventory items June the 21st through the 30th will the Salvage of the existing items that we're going to be reusing will occur and then August 9th is that teacher designated day so now I'm going to
251turn it over to miss Bruner she's going to review the survey results with you for the mascot and school name so this this truly was a lot of fun we did start with our um our school advisory Council PTA and our school staff and we did have 68 of 90 collectively between ortona and Oola complete the survey and you can see the results beach side coming in first at 38% then Oceanside sea turtles overwhelmingly I'll just jump right to it you can see from the chart that that overwhelmingly with all three groups surveyed which is everyone that that came out on top for our parent and guardian responses we had 55% complete the survey and we I I meant to say too we used Microsoft Word and I really meant to back up and say
252Dr Dyer needs just as much credit for the work I mean this has been such a joint effort and not certainly not just the two of us everyone involved at both schools has truly come together a lot of times virtually on the phone but um so parent and guardian responses 165 of roughly 300 families and again Beachside coming in first and then Surfside our student responses we had 147 of 240 and that pardon me is 61% of our students and and just third fourth and 5ifth we we chose many I I don't know how long it's been since you've spoken with kindergarten students in first graders but we just chose not to try and and Survey them so so of our third fourth and fifth Seaside Elementary and Surf Side so did a little research
253with Dr Dyer and Beachside is not a public school name in the State of Florida so that's interesting Sur side is it's in Bard County Oola is in two places and it's a county um so that that's interesting I truly don't have a set I really am looking for direction because you see our results um other than sea turtles I mean that seems pretty set I I think everyone would be happy with any of those names but I think it'd be nice to have a name that isn't already in the State of Florida so this will be brought back to you for a vote um for both of these items in May um but we wanted to share those results with you now and at this time we'll entertain any questions that you have demand
254a recount that's too much pressure uhuh give me that b well yeah Mr persus thank you madam chair yeah I want to H just say uh I think you've all done a great great job this is not easy not easy work not easy at all and the I mean you're just done the planning now but then all the real work is all the physical work work you know and uh so it's great I loved I said to Dr Fritz I think when you first came back I said one of the things once you get back in the saddle I said is the to talk about this merger and I think one of the first things I said to you was they have to change the name um it can't be Oola or or Tona it
255has to be a name that they come up with and uh that's as soon as possible blend these schools and I'm so happy uh one of the other things I said was when when or ortona gets displaced and they're on the Oola campus that it's not all the ortona kids in in the Portables and all the Oola kids in the main campus you know blend it blend it and I'm so happy that you're doing all of those things so I want to commend you for that uh and I think it's great that you're having you know one sack and just the more everyone gets the know each other and like each other and and just it makes me think back when we met at the remember when we had the two meetings in March of
256U 2020 just before covid shut down that next week but we had a a meeting at ortona on March 9th I think it was and then two days later a meeting at Ooa March the 11th and we were talking about the the uh school and the new thing and there was a teacher from ortona who stood up I remember I don't know who she is but I remember her standing up and saying oh well this will be great you know we'll need to merge the school we need to we need to call it something new and and she said I think Beachside would be great name and I just remember her saying that and everybody just kind of like yeah yeah yeah you know but that was so so early into the game uh so
257um you know I'm happy I'm happy that they're um you know they seem to get along and everyone's excited about the brand I'm sure everybody's seen the brand new drawings and yes that's occurring regularly as well I'm I'm excited to get ortona a little more involved Sarah sell Rob Brinson and Stephanie they're they're wonderful they send us the um designs we're looking at mill work very that's very exciting and that's occurring as well um so yes I we interestingly had such similar results because we didn't really the schools didn't talk to each other yeah so that was interesting too and just um another happy moment because yes we are one school we're just one school on our temporary campus just just and I know that you're handling this right but it is harder on the
258school that is leaving like right now it's or ortona MH then they I mean they're physically leaving that campus so you know there's going to be a lot of emotions there with some of those folks who have been there for a long time and it's kind of sad you know I mean it is sad for them to pack up and leave and do all those things I know you'll be sensitive to all all of that yeah we we actually I was talking with Cindy Lane about a video maybe of video memory at ortona and then I've had former staff a pair of professional at CBR Reach Out and want to come to Oola and take pictures and we're starting to just capture and think about what are the things we want to preserve to have
259at the new school so yes I I do recognize that I've met with Artona staff some one-on-one I'll resume that one testings over and open my door back up to come and meet with me oneon-one and I'm going to spend some time there tomorrow yeah that's good because they'll feel you know at first it's well we're going to Oola and and ool Sol a principal is now our principal you know what I'm saying there's a lot that they're leaving at the beginning and of course it'll all come back but but uh for the moment you know there's just things to be you know just as sensitive to um absolutely because both schools Dr FZ were so similar when they started one was 54 I think was built the other one was 55 they both started
260as the you know it was k6 then they went to K8 they were both k made schools for a while uh because then U CB's Junior High you know opened and mean mean CB high school so they went K8 and then they went to sees 9 through 12 and it wasn't until Orman Beach um Junior High um opened and you know then they went there they went there seventh eth and 9th and they came they went from K8 schools to k6 schools uh and you know that's how that's how it was so their their their history is very similar um up there so it's going to be fun it's G to be good absolutely yeah thank you sir any other comments I was very happy to hear you say um you know that everybody's going
261to be moving and you're going to be combining them because that was one of the questions that I had too um and I'm happy that you got a chance to you know work with Shannon Young at George Marks and when I hear you talking about like The Preserve Green Piece you know and looking at both schools you know we do have another set of schools that this did happen to because ceville Elementary left their site and they actually had to go to the old Pearson site and be housed there for a number of years before the new school opened that you know opened to service all of that area and so I I would like to just recommend you may want to reach out to Kim hutter because they did preserve some of the piece
262pie out of Seville as well as out of Pearson and she found a way to incorporate it you know into the new school and it's really neat um because one part of it's like right outside the office area that you they've got photos you know that you can stand there and see that history piece from those two schools and since your prototype is similar not exactly identical to theirs I would just say she'd be a great resource to reach out to and so so I want to thank you I want to thank what all of you are doing you and Katie Dyer and Miss Hazel and the team and everything you know because the idea because like I said ceville and Pearson face this the idea is not to keep them separate the idea is
263to go ahead and start building that relationship and getting everyone to work together um so I appreciate the fact I know it's tough for everybody to move but you know all kindergarten needs to be together um years ago I faced this um um when we were going to open to Barry Elementary and it was going to open late and so we had to stay at Enterprise and they were very accommodating there you know and kind of put us together because we were going to be on campus anywhere from six months to an additional year there um and so they put us so that we could work together and that that just makes that helps build that Community piece so that then when the new school is open because you're going to have to move like
264Midway through the year just like DeBry and Forest Lake did years ago um um when we said on Discovery and Enterprises campus it'll just help them move easier because they'll kind of have build a relationship and they'll be more willing to like work with each other and so I appreciate everything that you're doing and I agree that's that's a tough choice but I kind of like the idea that nothing else has named that and um but I think SE Charles is probably like one I I don't see any difference there but thank you for everything you're doing thank you Miss cber you're welcome oh I'm sorry oh no I was just saying you're welcome and I'm seen Dr Fritz stand up so we got to wrap it up just just stretch are I like that
265that's that's like blinking the lights it's like blinking the lights I'm good with that I'm totally good with that stand up time to stop talking it's time to stop talking Miss brette yeah so so this is new to me but yet I'm hoping to to be working close with you on some of this as much as I can um there's still a lot of work to be done and I know I messed up on the sa meeting May 10th come to that now there's still lot I think I can I think I can you mentioned May 19th and I looked at Jamie and I said right away said we have plans so I don't know if we're able to to change that or you know or we can plan another event to uh I'd be
266happy to plan another event I mean I I want to keep the may9th DAT but we're happy to do another one maybe just maybe just an alternate um because we we were we can do another let keep the master board let's keep the master board we can go down there it'd be good if the two of us went down there yeah I think surprise you go to Team so we get to go do a couple times but I look forward to to being part of this process it's all new to me so so I'm like a kindergartener with you know a sponge so thank you wonderful yeah okay um ize it when we go you know uh I too like Beachside it's original just like the combination very original brand new birthing um I think
267Seaside and sea turtles would get I would be a tongue twister and get that confused and sea turtles are very precious and endangered um it's kind of what the schools were back built in the 50s they too were endangered from from the sea so I you know those two to me if you're looking for Direction I mean that Rings true to me to be original and also very precious at the same time thank you thank you um anything else Dr Prince I I Just Want to Thank You Lynn um there's nothing like stepping into a role as a leader bringing two faculties together bringing two communities together you know erecting a new building this is a real test of leadership I appreciate you taking the hel Rachel I thank you as well for being with
268the team making sure what I want to make sure that the day one on our school is opened and everybody is ready so thank you very much thank you thank you very much have a good night sleep thank you okay uh 20.02 Madam chair I'm going to make a recommendation it's up to the board where you want to go but you know legislation a lot of the laws were a lot of the laws and statutes were passed today so Mr penley did a lot of preparation um getting ready for today if the board has a pleasure we could bring this back on May 11th and give a more accurate up update is Mr wager here you kept me here all is Mr wager here with you no it's just me sorry disappoin if Dr Fritz
269is going to stand up getting kind of feisty here at the end of night list this crowd gets Punchy after 10 so I'm just warning I'm happy to do it if you want to do it toight well it's it's really the board's pleasure I was just thinking that several of the legislations were were recently passed and I know Kevin was scrambling today to try to stay on top of it all it's up to you if you'd like him to share what he has so be it if not then we can certainly bring it back your your call um to make sure that he's not too Punchy I think it be be great if you came back at an afternoon meeting on the 11th is that okay with you sir absolutely there were over 2,000 bills
270filed in the legislature this session and trying to wnow it down to something manageable really it's it's it's a packet um it would be to your ADV the uh conference committee just reported the budget out this afternoon I got a copy at 5:00 uh we need to refer that to finance to have that analyzed further there's some challenging issues there that we need to address it would be to your benefit to have this discussion in the as Florida likes to say in the sunshine of day I think that would be great plus we'd know what the appropriation would be as well okay thank you um maybe we'll get some ice cream for you fo no ice thank you very much Mr penley okay um we have one last H session of um public participation um
271we have Kim oh that we have two Kims um we have Kim short and then we have Kim Maples Kimmy Maples did she come she stay okay all right Miss Kim you're you're up then ma'am good evening I'm sorry I apologize that's okay thank you um I don't know if this is the latest you've ever spoken before I I don't know about all that maybe later I'm not sure all right thank you for coming I I wanted to speak tonight um on the issue that Mr Hyatt brought to everybody's attention I for those who don't know the reason why the FTE minutes um were needed to be changed at the time and I think it was in September 2019 with the middle schools was due to the hurricane and so by by eliminating those five
272schools in those minutes we didn't have to touch everybody's you know schedules in the entire County so it it did impact the least amount of students um however I am also on his same page uh full disclosure he's an amazing teacher he's teaching my seventh grader right now he's also taught my older two children and it wasn't all by accident let's just put it that way so um he uh you know he's a tough guy he's great but he's right I mean it when I when I look through it all and and I think about all the things that I was a I've been able to do during that time just as a volunteer it's fully in line with our strategic plan and so I I would ask the district to go back and and
273really take a look at it it's uh we went from having four minutes in between classes to 5 minutes in between classes we had 49 minutes I think in each class and now we have 45 minutes in each class and I mean uh in my ideal world we wouldn't have seven classes in middle school at all we would actually have six which would pick up seven or eight minutes each class and you know all the logistics of all of it I know is super important to FTE but when you you go through it I mean I'm a mentor and I had that time and and and again it never happened on days when we had early release so this is just the rest of the time as as a person who mentors you could come
274in once a week and I had a six seventh and eighth grade boy and we could play cards and connect and I could put incentives out there like if you don't have any C's on your report card what lunch do you want me to bring you everybody got Chick-fil-A you know stay out of internal suspension I was able to do those things and connect with them and it didn't touch their classroom time and we have quite a few students who cannot get to school before and after school so that that was a huge benefit not to mention the fact that as you know I'm I'm part of the PTA there and we sponsored we sponsored many clubs Any teacher who basically brings me an idea I will fully we will try to find a way
275to fully fund it so if it's photography yearbook uh Book Club Battle of the books whatever culinary Club math counts uh robotics sgaa you name it if there's things that they want we will try to fund it and it goes on during that time there's also drills I know that the administration really liked it because of it was a time to provide you know have those drills we have also done incentives like um whenever every student who completes the Algebra Nation we would do a PTSA sponsored um uh party for them it also gave us time for social emotional learning so I there's quite a bit more I could probably go into but I fully support this and it does fully align with our our strategic plan so it would be mean a lot to
276me to take a look at it thank you thank you very much and you only got that extra time because you waited so long just let me know thank you and I think Miss core promised to take you out afterwards oh my God okay this concludes our our rig I'm sorry and a yellow okay I had one unless I lost it please come on up Miss Albert W use all minutes okay all right I'll take what she used off of yours and you know I I appreciate you um allowing me to speak at the end because I just figured there was so much going on at the beginning I would move it so again um thank you madam chair members of the board Dr Fritz and members of the audience just very quickly I wanted
277to thank you all for the conversation that you had around um insurance today uh we have as a committee had conversations with Aon that were exactly mirroring what you talked about today the current situation with insurance is UN it's unsustainable um our folks are falling further and further behind and exactly as you pointed out um at times they are paying the district so this has got to be something that we look at through a very serious lens um and just keep in mind that the uh percentage increase that is uh received by the district is not always the percentage that the employee realizes because it all depends on what type of option they choose and then what subcategory they fall into for example whether they're single pay or just for themselves if they have the
278family or they have the split plan so it's it's very specific to what they're attempting to do um and I would say to you Mr cologne I know you made some comments about the $8 Workforce Wellness please please that is the lifeblood of many of our folks that they go and they get health care for $8 and it's accessible to them and and it's something that they can afford and then they figure out their prescriptions afterwards so that's critical component of what we offer our employees particular our folks that work split shifts or those that you know perhaps don't make teacher or you know Administrator salary non- bargaining perhaps so so um just want to wrap up very quickly um to just say there was a little bit of a discrepancy between what was what
279Jonathan presented to you and what the understanding from the committee was and I've already reached out to um Miss swallow and Miss Müller and we're going to talk about that this week and make sure that we get everything ironed out correctly so that we're all understanding the same thing moving forward but I want to also thank you Dr Fritz for inviting the committee to actually be a part of the discussion I think that's very powerful and that will um work to create solution that works for everyone so I got it left some on the table Mr CL thank you thank you Miss Albert very much thank you I think Miss core wants to take you out [Laughter] too okay [Laughter] um we are getting Punchy I must say all right now we are going to
280uh board comments I dare anybody say anything I think we've said enough I wouldn't dare okay anything anything yes Mr cologne I'm timing you now just a quick one so uhhuh you said that before I don't want to dismiss the the comment that was made about our folks returning back after Christmas break and being at school alone I think that's something we can look at yes uh whether it's an administrator I I I don't know the who but I think that's a legitimate concern considering a lot of our managers are ladies um and the other thing again we talked about the Insurance in the workshop um and I think that there's a lot of work to do there and I think that should be a priority U to see what what can happen between now
281and when I don't know then I say when and that was it other than that thank you all right anything else U Dr Fritz um Mr Doran all right you all have a wonderful rest of the week and a good week
