Uh tonight we get to do a special uh recognition as we are honored to also be able to recognize the 2026 Morirana Unified School District Employees of the Year. My first uh

004recognition is going to be Carrie Stanford. So if I could have Carrie join me up front. So, this year's support staff of the year is Carrie Stanford. Uh, her official title is career and technical education data integrity specialist. Her real title is we don't know, somebody call Carrie. Uh we are proud to honor Carrie Stanford, a remarkable employee who truly represents the heart of the Morirana Unified School District. For more than 14 years, Carrie has served the district with dedication, integrity, and an unwavering positive spirit. Throughout her career, she has supported the district in various roles, including exceptional student services aid, exceptional student services secretary, and currently, as I mentioned, the career and technical education data integrity specialist. In every position, Carrie has brought deep institutional knowledge, a strong work ethic, and a genuine commitment

005to excellence. Car's positive attitude and outgoing personality motivates and inspires those around her. She takes the time to learn each program she supports, showing sincere care for both staff and students. Her dedication goes far beyond her daily responsibilities. She willingly volunteers for field trips and school activities and is always ready to step in and help wherever needed. Her teamwork, enthusiasm, and commitment make her a true asset to our district. He teaches students not only

006how to sing, play instruments, and read music, but also how to think critically about musical pieces and perform with confidence on stage. His dedication extends well beyond his own classroom walls. his reg he regularly contributes to the district's professional learning communities and co-creates musicals that are performed at multiple Morirana schools. On weekends, Tom can often be found repairing students instruments quietly, ensuring every child has the tool they need to succeed. His kindness and creativity touch every corner of the school community. He writes and performs personalized songs to celebrate promoting sixth graders, honor retirees, and recognize staff during special events. Tom's influence is lasting. Former students frequently return after performances to share how he inspired their love of music. To call Tom the spirit of Picture Rocks Elementary only begins to capture his impact. He is

007a legendary educator whose legacy will resonate throughout the Picture Rocks Elementary community and the entire Morirana Unified School District for years to come. And not in this reading is for a hundredyear celebration the amazing song that you were able to hear was composed by Mr. Carmichael uh and something that we're hoping to get out to all of our schools to become a part of our regular music curriculum. I'm I'm get I I know everybody knows that Jill is a literacy coordinator. You have to know that. Um you know Jill is a leader whose heart for service has transformed literacy across the Morirana Unified

008School District. In December of 2021, when data revealed a critical reading crisis for our K3 students, Jill was the first to step forward. She rolled up her sleeves. She sounded the literacy call to action and led a collective effort to change the trajectory of student success. Jill has a true heart for serving our students, our staff, and our school communities. She puts her heart and soul into her work and into the people around her. When anyone needs support with literacy, she is always ready to lend a hand. While her role focuses on leading and managing elementary literacy processes, she consistently goes above and beyond to support their implementation across our schools. Jill is visible, accessible, and deeply connected to our educators. Evenings and weekends often find her in schools and communities engaging in meaningful, collaborative

009conversations. She always makes time to do what's needed to make the greatest impact. Through her leadership, literacy is extended beyond classrooms and into homes, strengthening families, schools, and our entire district. Hearing none, we will go to remarks from the public. First up will be uh Jessica and S from Youth on Their Own. >> Good evening, governing board members and superintendent. My name is Jessica Cornes and I am the program manager at Youth on Their Own. Yodo is a dropout prevention program that supports students experiencing homelessness. The services we provide include an earned academic stipend that is based on school attendance, access to free basic needs items like food and hygiene supplies,

010and consistent guidance from Yodo staff. We are very proud to partner with MUSD. This year, Yodo supported 38 MUSD students in their commitment to stay enrolled in school and graduate. We look forward to cheering on many of our MUSD seniors at their graduations this month. We are here today to thank you for your partnership with a special thanks to the school counselors and other staff who serve as Yodo liaison providing daily support to Yodo youth. Working together with the districts throughout Pum County, we've achieved an impressive graduation rate of 89% for Yodo seniors. If you aren't familiar with our program, I invite you to visit us and tour our youth center in Midtown. We'd love to show you around and show you more about our services. With me today is one of our Yodo staff

011members, S, who works directly with youth in our program. S would like to share with you a story of one of our Yodo graduates who attended Morirana High School. Thank you. >> Hello everyone. Uh today I would like to take a moment to recognize an incredible perseverance of one of our graduating youth, Rain. When people hear about homelessness, uh they often picture someone sleeping outside. But for many of the youth that youth on their own serves, homelessness can look very different. Sometimes it can look couch hopping, moving from one place to another, staying wherever there is space, and never fully knowing when or where will home be. That was part of Rain's reality. In the middle of housing instability, Rain was moving from one place to another while trying to stay focused in school. And

012despite everything that she was carrying, she continued to excel academically at Morirana High School. Being a straight A student, we know that housing stability can deeply impact a student's success. Nationally, students experiencing homelessness are less likely to graduate high school than their peers. Yet, RAIN continue to show determination, resilience, and in the face of uncertainty. Through Yodo's stipen support, Rain was able to access things that she needed for herself and to reduce some of the financial stress that she was facing for the housing and stability part of it. During a very difficult time in her life, Yoda was able to walk alongside her and offer support when she needed the most. So today, we are proud to celebrate that Rain is graduating this year and transferring to Puma College. Today we are proud to celebrate

013her graduation and also her counselor Miss Gretchen from Morirana High School and along with the Yodo staff are incred incredibly proud of all that she has accomplished. Ray's stories reminds us that difficult circumstances cannot define a young person's future. With resilience, support, and hope, amazing things are possible. 014for their dedication to advocating for all certified staff. I would also like to thank the administrators and senior staff members who collaborated alongside us at the negotiations table. I am grateful for the time spent in solution focused conversation. Thank you for committing the time and the resources that will support both educators and students. I would also like to congratulate our MUSD retirees. Your dedication, leadership, and hard work have left a lasting impact on the Morirana community. Also what I saw earlier beautiful uh evidence of the love that Moranny Unified School District ha the people have for the school district and how much people love serving in that school district not just teachers but school bus drivers you know groundskeepers. It was great. It was so nice to see it and I hope we have many other teachers, new teachers, support staff moving in on where when they leave and after so many years of service, some of them eclipsing 30 years of service was just

016really wonderful to see. Dedication, you could tell the love they had working for in this school district. Uh this is also uh a unique time of of year and and really a unique time in our district's history in that we're not too far removed from the 100year celebration that took place just a few weeks ago. 018opportunity to be a part of that celebration uh the day uh at Morirana High School where we had students running around, we had student performances. Uh we had jump houses in the back fields. We had a mascot uh race, a mascot uh dance dance danceoff. Uh just really a neat fun-filled day where we got to celebrate our our kids and everything that is MUSD that then rolled into that evening at the pumpkin patch where we welcome back uh several alumni uh past educators uh community leaders who celebrated the district centennial. It's such a unique and neat thing that I hope is not lost on anybody how fortunate we are to be in a place that gets to celebrate 100 years. Uh and maybe more special is all of us knowing that the best is still

019ahead of us as we continue to move forward. Uh and I will leave you uh tonight with it is promotion and graduation season. I want to congratulate our students. I want to congratulate our families as we wind down another successful school year and we get ready to celebrate uh all of next week. Uh the tremendous accomplishments of our students and the partnership with our families as we promote students from from one grade to the next and graduate an unbelievable uh senior class that is uh shattered records in this district for with some of their successes. The following salary increases and benefits are recommended. Uh salary uh 2% raises across all employee groups. uh one step on coaches and extracurricular contracts, two retention stipens of up to $500, and continued coverage of the lowest single health insurance premium. >> Can I get a motion? >> I move that the governing board approve the 2026 2027 employee compensation package. >> Can I get a second?

Uh included in the package are minor revisions to policy GCL which have to do with uh employee travel throughout the school day. uh educator plan time, which includes uh an opportunity for individual plan time over the summer, as well as collaborative uh team planning during the school year. And

022then allowing uh some time for each professional development day to be to have 90 minutes allocated for individual teacher planning time. Um also ensuring that our teachers receive their 120 minutes of indiv individual plan time each week. There are minor changes in this revision from when you adopted it in February. Most of it is moving it to realized expenses um by moving some dollars from capital to

025M. Most of the budget thresholds remain approximately the same dimminimous in value. Um just as a highlevel note, tax rates were decreased this year over last year. We did have a budget of maintenance operations about 126 million 8 million in capital and about 17 million in federal and state grants. Uh we do also intend to spend about $13 million in classroom site fund this year uh if approved on the performance-based p uh pay later on in the agenda. Um as in every year and based on negotiations uh we bring uh a a plan together to compensate for performance-based pay plan as well as the Indian gayman stipens at the at the Mar at the May governing board meeting this year. Um for the performance-based pay plan, the total amount that can be awarded will be 4,250. This is a decrease of about $267. It's important to note, however, that at the beginning of the year, we did add $4301 to the base of teacher compensation, which means that there's a realized net gain of $262 for teachers. Indian Gaming from fund 02, it'll be at $250, the same it was in the fall semester. With that, I'll stand for

This uh agenda item is addressing the Morirana High School teenage parent program or TAP and preschool tuition rates at Morirana High. These tuition rates have not been increased in at least a decade from our records um and our lower than market rate. We're also in a budget deficit position and a tuition raise at this point would seem reasonable for us to balance

We do an analysis every year when we're closing up our books um and and just throughout the year on each of our funds. There's a specific subfund for this account and when I was reviewing in about January or February, I noticed that we were in a deficit of tens of thousands of dollars which spurred an internal conversation on the direction we could go towards fixing

029that deficit. There were three identified pathways to doing so. One was increasing enrollment. And so we immediately implemented enrollment um recruitment effort, if you will, and we moved from 19 to 25 individuals um who were ready to to register for next school year. The other one was to raise tuition, and the third one was to um reduce staffing levels at that site. The the third one in terms of reducing staffing was done through a voluntary election for someone who wanted to move from a full-time position to a part-time position. When we calculate all three of those things together, this would put us into a budget surplus of under $10,000, which seems like an appropriate place to be. So when you said that we were in a deficit probably for many years, was that deficit covered

030by regular M budget? >> That's a fantastic question. Thank you, Mr. Carlson. Yes, before last year, um really the the the program has been at a pretty balanced budget. Precoid, you either finished up 67,000 or down 67,000, which is where that barometer of like 10,000 in surplus seemed appropriate. When COVID happened, we gained a lot of federal grants and state grants to support preschools. And so their um their cash balances rose to over $100,000 in just having cash balances to carry over. This year we had a little over a h 100,000 to roll over. So theoretically we we could limp this along for one more year and eat our cash until we go bankrupt. But we thought it'd be best to be proactive in this moment. >> Okay. And how much is the increase? >>

031The increase is going to be going from $121 per week to $150 per week uh for full-time and for part-time from $73 to $100 per week. >> Okay. All right. Thank you. >> Yep. So, this is a reduction of a fee. 034five years. This scope and sequence provides a clear framework to ensure consistent highquality services for gifted learners across the district. Our building leadership team is now referred to as the leadership team and the number of pre-ervice days for induction has increased from six days to seven days. Uh the Moran Unified School District has received uh a request for placement of a social worker interning during the upcoming 2026 2027 fall semester including supervised fieldwork experience throughout the district and with all schools. Uh Grand Canyon University's social worker program is accredited by the higher learning commission. This contractual agreement has been reviewed um and approved by a district legal council and this opportunity comes at zero cost to MUSD. >> Thank you. Can I get a motion?
