So, I do need my level two and level four award-winning schools to join me up front right now. >> Yeah. Uh maybe start here and I'll see where you end up. might Yeah. So, tonight we get to celebrate and recognize the schools that have received state level recognition at the annual celebrating PBIS in Arizona event that was held back in November. Schools that are recognized for fully implementing

003one or more tiers of the positive behavior intervention and supports model at their school site were recognized at this event. The model school award is given to schools that the ACPBIS awards committee has verified to have implemented with fidelity all three tiers. And we're going to talk about those schools in just a second. The names of these each of these sites will be posted on the APBIS social media accounts and the website. And tonight we get to recognize our level two award which is tier one fidelity Morirana High School [applause and cheering] and then we're going to do the applause at the end of this next group. The level four award for tier 1, two, and three fidelity award was given to Butterfield, Coyote Trail, Degrazia, Dove Mountain, Estus, Gladen Farms, Ironwood, Picture Rocks. [laughter]

And so what I'd like to do with this first group, well, let's give them a round of applause. [laughter] And then separately, we want to recognize uh both Rattlesnake Ridge and Picture Rocks and wish them or offer them our congratulations for receiving the model school award that is given to schools that the PBIS awards committee has verified to have implemented with fidelity all three tiers on multiple evidence-based instruments. The names of the Arizona model school sites will also be posted on AZPBIS social media accounts and the website. But more importantly, when schools from around Arizona express an interest in PBIS and a desire to see implementation in action, these are two of the sites that the advisory group will recommend for those schools to visit. So, congratulations to both Rattlesnake Ridge and Picture Rocks for

Since our last meeting, I've stayed actively engaged across several district and leadership activities. I participated in our strategic planning committee meeting as we continue refining our long-term goals and priorities to best serve our students and staff. I had the pleasure of attending our district spelling be and was incredibly proud of the confidence and academic ex excellence our students demonstrated. I also joined the ribbon cutting for project inspire celebrating

007the expansion of supports and opportunities for students who benefit from that program. In addition, I attended the SASBO monthly meeting to strengthen my knowledge of school finance and operations and separately represented our district at the NSBA leadership and advocacy conference in Washington DC where I met with education leaders and advocated for Arizona public schools at the federal level. Thank you for the opportunity to serve and represent our community. >> Good evening. I also attended with Katherine to the um NSBA in DC as well. We met with Senator Kelly as well with Representative Adalita Ghala as well as Juan Cisco's office who are all part of our district and had very productive meetings with them about supporting public education. Um, and besides that, I just wanted to read my statements on a few events um, that

008happened at one of our schools today. I want to be clear. I am proud of our students. I'm proud of the way that they chose to raise their raise their voices, proud of the dignity and the respect they showed, and proud that they engaged without causing harm and disruption. They demonstrated a real understanding of the First Amendment, not just the right to speak, but the responsibility that comes with it. This is what being on the right side of history looks like. It looks like young people who care enough to participate, who are willing to stand up for what they believe in and who do so in a way that reflects the values we hold and hope to see in future leaders. Civil engagement like this should never scare us. It should inspire us. It's also

009important to acknowledge that meaningful action often comes with consequences and that doesn't diminish the moment. It reinforces how important it is. If standing up didn't matter, there wouldn't be weight attached to it. Consequences are part of understanding how democracy works and why real change is never passive. John Lewis reminded us to make good trouble. Good trouble is intentional. Good trouble is principled. And good trouble recognizes that progress requires courage even when it is isn't easy or comfortable. Moving forward, I want our students to know how proud I am of them. Years from now, they will look back at this moment and remember that they stood up. They used their voices with purpose and did so with dignity. One day they will tell the next generation that they were there, that they chose to engage. They

010chose courage. They chose to understood what it meant to be part of something bigger than themselves. And that's how values are passed down. That is how leadership begins and that's how history move forward. [applause] >> Thank you. Um, uh, Sandy Faul from MEA. >> [clears throat] >> Raina apologizes. She's not able to be here tonight, so I'm here in her spot. Good evening, President Mcronis, Vice President Raymond, members of the governing board, Dr. Strereer, senior staff, and members of the audience. My name is Sandy Faulk, and I come before you wearing two hats, both of which matter deeply to me. I'm a proud union member and past president of Morirana Education Association and I also serve as a special education instructional coach in the district working with new teachers to MUSD. I want to begin

011by acknowledging the incredible work happening across our schools every day. Our special education teachers, service providers, and support staff show extraordinary commitment to meeting the diverse needs of students with disabilities. At the same time, our general education teachers are working tirelessly to support inclusive classrooms, differentiate instruction, and meet the needs of all learners, often with limited time and increasing demands. As an instructional coach, I have the privilege of working alongside both general and special education teachers. I see the collaboration, the problem solving, and the deep care they bring to students. I also see how challenging this work has become. Educators across roles are stretched thin, trying to balance instruction, compliance, behavior support, collaboration, and paperwork, all while maintaining high expectations for students. Special education teams need adequate staffing time and resources. This positively impacts not

012only our students with disabilities, but also the general education teachers and classrooms striving to include and support them as well. With these, our programs for our students with disabilities are easier to sustain, and staff no longer feel the weight of these gaps. Our students do not need us to lower expectations, but they do need us to raise the level of support. They need educators who are supported, respected, and given the capacity to do their work well. They need systems that prioritize collaboration, sustainability, and thoughtful decision-making. I'm here tonight to ask for continued partnership. I ask you to always consider how staffing decisions, policies, and resource allocations are impacting classrooms, both general and special education, on a daily basis. I ask that all voices of educators closest to the work continue to be included meaningfully in

013decision-m. And I ask that we continue to commit to solutions that are not only compliant, but also sustainable. When we invest in educators, we invest in students. When we protect educator capacity, we protect instructional quality. And when we center collaboration and support, we move closer to the outcomes we all want for our community. I am beyond proud of the work being done in this district. And I want to continue that work with integrity, with excellence, and with the support of our students and educators deserve. Thank you for your time and your commitment to serving all learners. >> Thank you. Next, um, Marie Og. Good evening and thank you for your time. My name is Marie Og and I wanted to share my disappointment that students who participated in a protest earlier this week are facing

014suspension. I believe that these students do not deserve disciplinary action. For now, let's put aside the fact that I myself agree with what they are protesting. Their actions show that they are committed to civic participation and this is behavior we should be encouraging in young people, not shunning. Civil disobedience is something that most adults are not brave enough to do. I also don't believe that whether they had parental permission should in fact make a difference. In fact, if they didn't have it, it means that in all likelihood, they are doing this because they have different beliefs and values than their parents. And schools should be encouraging young people to think for themselves. Please do not punish these kids. Thank you for your time. >> Thank you, [applause] Amin Abdul Jawad. I would first like to

015say that I understand how difficult it is as an administrator in a school to um deal with a walk out from students, but I do feel like that um we were punished too harshly for doing so. So, I attend Mountain View High School and we um attempted to orchestrate a walk out, right? And days before the walk out, we were um actually the day of the walk out, we were notified that we would face suspension if we participated in the walk out. That suspension does not correlate with the usual punishment we have for ditching. Usually, if you ditch, you get maybe lunch detention, maybe you get um inschool suspension, but an out of school suspension goes on your permanent record. For seniors like me who possibly are going to prestigious universities, an out of school

016suspension could change our our life. It could change where we end up. And I feel like that punishment does not fit the crime of missing one or two classes. And it feels like we were unfairly punished just for protesting, not just for missing class, which goes against Tinkerv De Moan, which claimed that we would should not be allowed to be punished just for protesting. Um I also feel like our school as a general does not adequate adequately handle um politics on campus. We are currently running a mock election in our government class where we use real politics to gauge kind of how our classmates feel about real world real world policies. And at every turn, it feels like we are being hampered by our administration and they're trying to end this program. I feel like

017that civil knowledge and civil engagement should be really pushed by administration to get our classmates to um engage more and go to these council meetings and like participate more in our own community. [clears throat] President Mcronis, governing board members, members of the audience, it's been a busy month uh since we last met. We had an early meeting in January uh and and really coming back from the holidays, kind of a a full slate. Uh this week marks National School Counseling Week. So, I did want to take this opportunity to express my gratitude and to let our counselors know just how fortunate we are to have them in our district. I think we can all agree that no

018student can reach their full potential without the foundation of safety, belonging, and the support that our counselors provide to them each and every day. So, thank you to our counselors. Your impact is immeasurable. This past week has also allowed us to celebrate some additional outstanding staff members from across the district. Uh we are proud to announce that four additional uh nationally board certified educators have achieved their certification. Uh NBCT is the most prestigious professional uh credential in K12 education. This achievement signifies a rigorous commitment to the highest teaching standards and to a proven impact on student learning. So, I want to wish uh congratulations to Robin Ule at Morirana High School and Lauren Lundberg at Rattlesnake Ridge Elementary School, uh Charlene Proer from Roadrunner Elementary School, who put me into some jump roping during the

019delivery. I don't know if maybe less worked me out. Uh Jana Akens, who's joining us tonight from Dove Mountain. and of course Erin Guyire, who's also from Dove Mountain, who maintained her previously earned certification. This week, we also got to celebrate the 2340 Foundation employees of the year. We did our annual surprise announcements. So, I want to wish a congratulations to our teacher of the year, Mr. Tom Carmichael, who's the band and choir director at Picture Rocks Elementary. >> [applause] >> our support staff of the year, Carrie Stanford, our CTE data integrity specialist. And of course, our exempt employee of the year, Jill Cordova, our elementary literacy coordinator as well. So, and we look forward to recognizing each of these outstanding employees at future board meetings. I also want to thank our MUSD parent partnership.

020Uh this past week we held our quarterly parent partnership meeting which this was our first uh safe schools panel and we were able to bring together a crossf functional group to provide vital information to our families that were in attendance. Uh special thank you to those who served on the panel. Uh representatives from the Morirana Police Department, representatives from the Puma County Sheriff's Department. Uh Mr. Mark Golagosski our own assistant superintendent of operations. Adam Omeer, who's our safety and security coordinator, and Christy Hessie, who's our social worker and student and family and support services. As was mentioned earlier, I want to congratulate Bryant Bonszaf, a seventh grade student from Morirana Middle School who earned first place in the annual Morirana Unified School District spelling bee for the third consecutive year. Uh, an extraordinary accomplishment. Uh

021Bryant along with our other finalists will be representing MUSD at the Puma County uh spelling be on February 14th. And then [clears throat] finally, I want to take a moment to thank the Quail Run team uh who opened their doors to Mr. Holt, Mrs. Raymond, and myself back in early January for our superintendent board campus visit. We had a great day. Uh during our classroom visits, we saw a variety of activities, including several examples of small group reading instruction, uh collaborative math groups, a music lesson. There was a fun investigation into whether Spongebob committed a crime. I haven't heard back yet on the results. Um but we will need to get the outcome of that trial. Uh it was clear that meaningful intentional learning is happening at Quail Run and our meetings with the different

022uh employee groups always a highlight. Uh we heard a strong theme of community and just positivity that emerged from those conversations. Specific comments shared with us included there's an overall positive environment here. There's a sense of community here. There's a positive energy here. Everyone is so helpful. We're on a positive trajectory and I can't wait to see what the future holds for our kids. When we had the opportunity to speak with the students, they shared their admiration for each of our teachers. uh their quotes, comments included. We have great teachers here. All of our teachers are so nice and of course Miss A is the best. So these statements I think speak volumes of the positive, supportive environment that's been cultivated at Quail Run. I want to congratulate them and thank them for opening their

I'm happy to present some new numbers as it relates to the Moran Unified School District's expenditure budget. Excuse [clears throat] me. The last time we presented the expenditure budget for this fiscal year was on July 14th. And so it's been a few months since you've been able to dig into some of the district's financials. Um, fortunately for our

024district, the financial position has improved since July 14th um by a sum of $1,110,881. The vast majority of that improvement has come from an increase in resource students in our exceptional education services. Um we had a number of uh students, dozens of students that were added to the system >> [clears throat] >> um who had resource services for multiple disabilities. Um and that is really the substantial jump that you see here. Our total aggregate uh spending budget sits at about 152 million. And I'm happy to answer any questions you may have. Good evening, President Micronis, Vice President Raymond, members of the board, Dr. Strereer, senior staff, and those in attendance. I'm here tonight to request governing board support to submit a competitive grant application on behalf of MUSD, specifically Morirana Middle School. Typically, competitive grants grant applications are brought to the board for approval after application process is complete and an award has already been granted. However, the POSaki tribe gaming revenue sharing funds program

026requires governing board approval at the time of application submission rather than after an award has been granted. For the current grant cycle, we are proposing to submit an application in partnership with Miranda Middle School. This opportunity is especially meaningful as the idea originated last year from an eighth grade student leader who participates in the A sc who participated in the A science class in the 21st century grant after school FFA program together with his father. The student not only brought this funding opportunity to our attention but also drafted also drafted an initial version of the grant application. Upon review, we confirm that Morirana Unified School District and Morirana Middle School are eligible to apply as a public school district. Therefore, in the grant application, we will be seeking three uh $35,86.34 in funding from the

027Pasco Yaki tribes gaming revenue sharing grant to purchase a compact tracker tractor. This equipment will give our students hands-on experiencing experience in farming, land stewardship, and livestock care. With this grant, Miranda Middle School students aim to expand agriculture learning opportunities, promote s sustainability, and create a self-sufficient program that benefits students, teachers, and the community. Miranda Middle School is also the recipient of the 21st century learning community center grant. >> [clears throat] >> With this grant, we are required to seek new and innovative funding opportunities, including additional competitive grants that complement Miranda Middle School before and after school and summer programs. This fulfills that requirement. Finally, uh this grant opportunity has been reviewed and approved by district legal counsel. >> Thank you. >> I'm here for any questions. >> Can I get a motion? So, um we uh brought this forward to to you for permission. >> Okay. I we've never pursued this in the past, right? >> No, this is unique and different, correct? >> Okay. H have they or has this pot of money been available for

029you know for some number of years and we just weren't aware of it. >> It that is quite possible. Um I know that uh the um the family that I spoke to of the student that brought forward um he works as a public school. This evening, I'm bringing forward uh an agreement to you for consideration of approval between the Morirana Unified School District

030and the Arizona Board of Regents. Uh the Arizona Board of Regents launched over the summer of 2025 the 50 by fall project. This is an effort to increase free application for federal student aid FASA completion rates and create a collegegoing community at the high school level. This project provides fiscal support for fiscal support and resources for schools with the aim of reaching certain milestones outlined by the Arizona Board of Regents. And this project, we were notified at the beginning of January that Morirana High School was able to complete their FASA was able to increase their FASA completion rate by 10% uh compared to their last completion rate in by March of 2025. As such, they are eligible to receive a fiscal award in the amount outlined in the agreement. So, just over $2,000. Thank you

It's the incremental amount that we are eligible for because we hit that we Miranda uh hit that 10% increase by December by the end of the first semester. If in fact we hit a future milestones, we are eligible and this is for both Moran and Mountain View. Both are on track to have their best year ever would both schools could potentially be

032eligible for additional dollars as we move into the spring semester. >> So this $2,200, I mean, it's not a lot of money, but So what do you do? >> It isn't, but I will tell you >> flyers or something, but >> Oh my gosh, let me tell you. Roger Hill, who is one of the um college and career ready lead teachers at Morirana High, he has some big plans. he wants to um to to create some events where families would be able to come in and learn more about a collegegoing culture. So, one of the things that he wants to do is provide meals for families to be able to come in and have some dinners and learn more about uh collegegoing as well as additional FASA completion. >> Okay. And so you said that

033Mountain View is on track, but they're doing great, but they're not part of they didn't hit the the um threshold by the end of the year. >> They didn't hit a 10% increase. They have a like their rate was higher than it was at this time last year. It just wasn't 10% higher. Mountain View has consistently done a a wonderful job with FASA completion rates compared to other high schools in Southern Arizona. So, it's that improvement piece. And so, Morirana's done some great work, too. Actually, Morirana and Mountain View are neck andneck right now. Um, and for the first time in a very long time. >> So, will will Mountain View be able to uh they'll be eligible for this $2,200 or whatever it will be next year then? >> So, they would have to

034then increase what they had what they so on March 1st of 2026, whatever they have on that date, they would have to increase it by 10% for the senior class for next year. >> Next year. Okay. The second item I have for you this evening is uh your consideration of approval of some additional high school courses. So typically I bring all of the high school courses in December for consideration of the next year. However, one of the things that we want to make sure that we are doing is offering our students opportunities as

035they become available to us. And so uh we have had some recent information and and data come to us and so we're asking your consideration of the following courses. So, we would like to go ahead and uh officially offer advanced placement AP pre-calculus. Um, and we would like and we're anticipating that this would be offered at both Morirana and Mountain View High School next year. So, we already have an incredible dual enrollment program for pre-calculus that's offered through Puma Community College. What we are seeing is an actual increase of the number of students who are eligible to take that course and an increased desire of the number of students to take the course. With that being said, the the instructors for the course must be qualified by the higher learning commission in order to be

036eligible to teach a Puma Community College course. The same certification requirements are not required for students who do AP or I mean for teachers who teach the AP courses. And so what we want to ensure is that every single high school student that wants to take a a high school mathematics course where they could be eligible for college credit is able to do so and not limited by our ability to provide a certified teacher. So ideally we would all want our students to be able to take all of the courses but we want to make sure that we have a backup plan in case um we need sections of AP pre-calculus. The other course that I'm bringing for you is a series of four courses, advanced placement seminar with ELA credit and that would be

037for uh I'm sorry, three courses for um English 10, ELA 10, 11, and 12 to be run concurrently. We recently got a notification from the college board that they do now offer this as a concurrent enrolled course. AP Seminar is a year-long course that engages students in cross-curricular conversations that explore complexities of academic and real world topics, real world topics and issues by analyzing divergent perspectives. In this students are able to engage in multiple learning modalities and analyze by analyzing articles, research studies and foundational literary and philosophical texts, listening to and viewing speeches, broadcasts and personal accounts and experience artistic works and performances. Uh really this course enables students to look at information from multiple perspectives and analyze it uh in an effort to increase their understanding of the world around them. really helping students

038understand and process lots of different types of information. We were thrilled that the college board was able to articulate this along with uh the essential Arizona well the essential ELA standards which do um align with the Arizona state standards and so we anticipate next year this course this is actually because of the crosscurricular nature of this course we ant this course will be offered at Vista so our Vista students would have the opportunity there in addition we've had interest at both Morirana High and at Mountain View for a course of this nature I do know that Morirana High is moving moving forward with the 10th grade version of this course that they incorporated into their course book. So theor theoretically for AP calculus and >> pre-calculus thank you um theoretically dual enrollment how how are we going to fill like what is what is the I'm trying to word this in a certain way because if you take dual enrollment you don't have to take the AP test there's not a test you have to pass the class and then you get your credit but AP you have to take the test and score a certain percentage to get your credit so theoretically dual enrollment makes more sense, but if we have a surplus of students in dual enrollment, are we back is the AP like our backup plan? Are

040we promoting it the same? What is that going to look like? >> It's a it's a great question. So, we're promoting them equally. And one of the things that we wanted to do is to see which students signed up for which courses. What we do know is that we have an influx of students that would like to go ahead and get college credit. There are some students that have some AP scholar aspirations and so they actually want the AP credit and they want to be able to have that distinguished um recognition and so we do have some students would opt yes to your point >> my my own children will be in this I I would love for them to take the dual enrollment course next year um as the college credit is automatic but

041there are some students who have some different aspirations and we wanted to be able to provide both as a backup plan. >> More opportunities are great. >> Absolutely. >> Do you know what the score on the AP test to get the credit is for pre-calc? Those.33s we're actually having some really great interest in. I know Miss Golagoski is super excited about the quality of applicants for some of those positions. Uh she is also very flexible in combining some of the positions. So an electives teacher might also teach uh let's see one of our examples was Spanish also did fitness and fitness and wellness. So we've made some combinations. So it is more desirable for someone looking for more a full-time position versus part-time. But we were very pleased with the number of part-time
