as presented. >> Second. All those in favor? >> I >> please stand for a moment of silence and pledge of allegiance. >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Next on the agenda is recognitions and presentations. Dr. You just want to join me down below. So this evening we get to recognize and celebrate Christy Hessie, one of our social workers. Yes. So Christy, I'm going to have you come stand next to me for this part. So Christie, uh, as I mentioned, one of our MUSD social workers has been selected as this year's Celeste Nameoth PBIS leadership award recipient. This prestigious statewide award recognizes a leader who has made outstanding contributions through

policy, practice, and education to advance positive behavioral interventions and supports in Arizona schools. Christiey's dedication has resulted in greater recognition of the benefits that PBIS brings to students, staffs, families, and the wider community. Out of the Arizona PBIS leaders nominated this year's, Christiey's application stood out to a panel of judges. Her application and track record demonstrated her expertise, her unwavering commitment to student success in school culture. Christy is a true systems thinker and PBIS champion, said Dr. Cindy Ruich, our director of student and family support services. She offers mentorship and coaching to school and district teams, helping them build sustainable tier 1, two, and three frameworks. Her humility, strategic vision, and collaborative spirit make her a role model to colleagues across the state. We are incredibly proud of Christiey's impact and the difference that she

continues to make in the lives of our students and our families. Please join me in congratulating Christy on this outstanding recog. [Applause] >> So come on over here >> and we're gonna look at Allie's gonna tell us what to do. Congratulations. [Applause] literally. Uh, next item is item E, board communications. Anyone want to speak? Uh yes, thank you Dr. Strereer, President Holt, and my fellow board members and the audience. It was my pleasure to attend the safety committee meeting recently and the parent partnership meeting. I encourage everybody to get involved on some of these committees. Um we also attended the ASBA law conference with President Hull, board member Miss Raymond, Mrs. Raymond, and several members of the senior administration team. I found this year to be really insightful and I learned a lot. It is

great to see everyone so involved in our district and I look forward to meeting more public education supporters at our next events. Thank you. >> Anyone else? >> Yes. Um I also was honored to attend the ASBA law conference. Learned so much and it was so upto-date. It was uh really well worth our time uh that we spent there and then to really work with some of senior staff while we were there. Thank you. As you could guess, I was there as well. So, I'll leave it at that. Um, next item is item F, remarks from the public. We have two tonight. First up is Raina York. Good evening, President Holt, members of the board, district administrators, and community members. Tonight I am here with a very specific ask for all of our stakeholders in

Morirana. As you may know, the US House Appropriations Committee has put forward a fiscal year 2026 budget proposal that calls for a 27% cut to Title One funding for low-income schools and districts. In dollar terms, that means a reduction of roughly $5 billion from the current Title One levels under the House plan. The plan also includes the elimination of several other titled programs that schools rely on to improve student outcomes and opportunities. Arizona is facing over $124 million in possible impacts from these cut these kinds of federal funding freezes and cuts. Arizona's already seen a 20% decrease in Title One funding this year and about $28 million loss. Loss of more funds would be devastating to our schools in Arizona that already rank at the bottom in education funding. These funds allow us to support

enrichment, tutoring, reading and math interventions, summer school and afterchool programs. These funds have added teachers to support smaller class sizes, professional development, and funding for our EL programs. Cutting these funds by over one quarter would force our schools to reduce or eliminate many of these supports. That means more students falling behind, especially in reading and math. We all share the goal of giving every child in our district the opportunity to thrive. Title One and its companion federal programs are essential tools to help us achieve that. If we lose this support, our ability to ensure equity to close achievement gaps to support our most vulnerable students will be severely diminished. This isn't just a school problem. It's a community problem. When students don't get the support they need they need, the whole community feels it, families

feel it, teachers feel it, and down the road, our local businesses and economy feel it, too. Strong schools are what make strong communities. They prepare the workforce. They attract families to our neighborhoods, and they give to kids the tools to succeed, no matter their background. That is why tonight, I am asking all of us to speak up. I am asking you to please reach out to your members of Congress and share your personal story. to tell them how cuts like this would affect your child's classroom, your school, your students, or our district. Lawmakers need to hear not just the statistics, but real voices from the people who live here. Together, we can remind them that investing in our kids is investing in the future of Morirana. I am asking everyone that cares about our kids

and community to please make that call. Thank you. >> Thank you. Next up, Megan Vanel. Uh good evening, Dr. Strider, President Holt, and uh board members, and everybody who's here this uh tonight. Uh having some mic issues there. Um I wanted to just come tonight uh provide a parent p perspective on the first couple weeks of school. And uh specifically because our youngest is entered her freshman year at Marina High and six years ago, one of our other children entered their freshman year at Marina High. and it was a very different experience and I really have seen a difference in the district in the schools in the last 5 to six years. It has been a transformative process for I think parents and families, the students and certainly the results that we're getting. Um I

want to highlight two specific people. U Mrs. Kaufman up at Marina High. I cannot believe the night and day difference from six years ago to what my daughter walked into five weeks ago. Um she has not only thrived, she's on the cheer team. She's doing amazing, but she went from being needing extra reading support to now being recommended for AP uh English next year. So, I just feel like what Mrs. Kaufman has has done up there has just been absolutely amazing. But I also want to recognize u Miss Britney Kai at Mountain View High School who has done a world for my other child who was there who didn't have such a great experience to start but with Miss Kai and some of the other support there is now actually graduating a year early. So,

she was able to take some extra courses online and courses over the summer. Um, and I cried a little bit filling out the Justin's, uh, cap and gown forms earlier today. So, um, this I just wanted to say I know there's a lot going on this beginning of the year, but it has just been absolutely amazing and I just wanted to let you guys know how everybody is doing in your schools. So, thank you. >> Thank you. Next item is item G, superintendent condoms. Mr. President Holt, governing board members, members of the audience, uh earlier this week, we hosted our first MUSD parent partnership meeting of the new school year. I want to thank the parents who joined us at the Morirana Vista Academy for this event. Uh we had a great evening focused on

supporting our local parent organizations. Uh Mr. Go Mr. Bogart did a great job of sharing information about budgets, bylaws, and fundraising for our our parent organizations. And as always, a highlight of the evening, of course, was the informal Q&A that we get to have with our parents when we're in environments like that. As was mentioned earlier, uh last week was also the Arizona School Boards Association law conference, and I had the opportunity to attend uh this conference. This is always one of the better events of the year, I think, with regard to ASBA. Uh it was really nice to have a team in attendance. I want to thank Mr. Holt, uh Miss Mcronis, and Miss uh Mrs. Raymond for joining uh Mr. Golagoski, Mr. Bane, uh Mrs. Lin Salada, and myself in Phoenix, I think.

Uh and I know Mr. Alexander was traveling for work, so we won't hold it against you. and I went to the golf tournament. >> But uh some some great uh um sessions uh school safety pre-conference which was a great experience to have our team together uh to to hear information from the state and then be able to immediately engage in conversation around that. We heard about uh updates with regards to the capital lawsuit uh that has been really ongoing for the last decade here in Arizona. uh we heard updates with regards to some of the Supreme Court decisions that have come down and may be forthcoming and what those impacts on public education may look like uh as well as just the legal and legislative update that we get each year at this conference. So

again, a great opportunity uh to be together and kind of work through uh some of the the things that are coming down the road for for public education. And then finally, I just want to thank Dr. Singer and uh Mrs. Golagoski who served as great hosts for our county superintendent uh Mr. Dustin Williams uh who toured and was able to see firsthand some of the great things that are happening both at Tangerine Farms K8 and the Morirana Vista Academy. Certainly we appreciate the hospitality of uh both our principles, our campuses, the staff, and of course our students for those visits. And this concludes my report for tonight. >> Thank you. Next item is item H, the consent agenda. Is there a motion? >> I move the governing board approve the consent agenda as presented. >>

Second. >> Any questions? All those in favor? >> I. >> Thank you. Next item is item I, unfinished business. There is none. So move to item J, news business. Item or item J1, discussion approval of right ofway easement with Tucson Electric Power. Mr. Golagosski. [Music] Good evening, President Holt, members of the governing board, Dr. Strereer, senior staff, and all in our audience. Uh, Tucson Electric Power has requested a rideway easement along the MUSD property located in the Sarro Bloom community. The proposed easement will allow TEP to construct, use, maintain electrical lines and related facility uh related facilities necessary for the transmission and distribution of electricity in the neighborhood. The granting of this ement easement will not interfere with district ownership of the property and will ensure continued delivery of reliable electrical service for district operations

and the surrounding community. The agreement has been reviewed by legal counsel and is approved in its form. Do you have any questions? >> I move that the governing board approve the granting of a perpetual non-exclusive right-of-way easement to Tucson Electric Power Company for the construction, operation, and maintenance of electrical transmission and distribution facilities as described. >> Second. >> Any questions? No. All those in favor? >> I. >> Thank you. Next item is item two. Um J2 discussion approval agreement with gauge precision precision consulting. Mr. Kosski. >> All right. Thank you. Uh the Morirana Unified School District continues to seek to identify ways to improve efficiency, compliance, and service delivery within our transportation operations. District leadership has engaged in conversations with the transportation department representatives and determined that due to the complexity of routing, staffing, and

fleet management, a review by an independent agency would help improve operations. Gauge Precision Consulting, represented by Mr. Paul Novak, who is actually joined us here tonight as well, has extensive experience in comprehensive transportation systems analysis for school districts. They have proposed a detailed project plan to evaluate all aspects of our transportation program and provide actionable recommendations for improvement. Gauge Precision Consulting will conduct a study requiring frequent on-site engagement and dedicate the majority of the 2526 fiscal year exclusively to uh checking our efficiency and routing, data analysis, budget and fleet management, staff and training, policy and communications, as well as a bell time analysis. I can answer any of your questions or Mr. Novak is available to respond as well. I move that the governing board approve contracting with Gage Precision Consulting to perform a comprehensive

transportation study and provide recommendations that will help improve operations within the Morirana Unified School District transportation department. >> Second. >> Any questions? >> The only question I have, we've had this discussion. I think it might be a nice highlight, you know, for everybody to share what type of results come from an engagement like this and what kind of savings we maybe not can expect that are guaranteed but we have the opportunity to to get. >> Excellent question. >> Uh that's a great question. President Holt, uh, Vice President Mike Mronis, members of the board, Dr. Strereer. Um, when we perform these engagements, um, typically, um, what happens is I I think I've addressed this in the past that departments like this evolve into very inefficient operations over a number of years. And so what we do

is peel it back all the way back down to the ground. and kind of the approach we use to uh achieve the savings that we're looking to achieve and the efficiencies and the improvement and on-time service and um satisfaction of the customers both the schools and the families is we take it down to the ground as if the district was brand new and we plot out the schools, plot out the students, the geography and then we put it all back together. Um, we have not had an engagement in in nearly 10 years that we've been doing this where the savings to the school district which are recurring year after year. They aren't onetime savings. Capital savings for instance um are exponentially higher than any of the engagement costs. Um we never make a guarantee. Um,

this district will be challenging simply by virtue of the fact that it's such a large footprint, but we've served a district with 6,000 square miles up in the Navajo reservation and had great results. And we Rapid City, South Dakota, same thing, about 500 square miles. So, um, we don't think that that trend is going to change as we, you know, go in and do our thing and create some efficiencies for you. So, I hope that answered your question and we will report back. I I plan um excuse me on having um maybe bi-weekly updates um with the team with leadership and then I'll be in the transportation department personally uh every week for the next eight nine months. So, we'll give updates as we go along. >> Thank you. >> Anything else? >> Thank you.

All those in favor? >> I. >> Thank you. Next item is item J3, discussion, approval of policy considerations policy FEDB, construction plans. Mr. Gowski. >> Yes. Uh, Arizona law grants school districts the authority to oversee the design and construction of their own facilities provided they follow professional standards and comply with applicable codes. Specifically, ARS 34461G allows school districts to elect not to use the municipal permitting process for new construction and renovation projects. Instead, the district assumes responsibility to ensure projects meet all applicable building and fire codes. Adoption of policy feedb using language provided by the Arizona School Boards Association provides clear and consistent direction for the Morirana Unified School District in managing construction projects while ensuring compliance with statutory requirements, safety codes, and best practices in facility development. For any project, the district administration will

notify the local building official that the district elects not to use the standard permitting process as permitted by law. The district will also maintain its permanent files, all inspection reports, and certificates of occupancy. Do you have any questions? >> I move that the governing board, >> Excuse me. I move that the governing board approve revisions to policy FEDB, construction of district facilities, exemptions from building permits as presented. >> Second. >> Any questions? >> All those in favor? >> I. >> Thank you. Next item is item J4. Discussion approval of intermental agreement with Floying Wells Unified School District. Mr. or Dr. Streer. President Hulk, governing board members, members of the audience, for the past several years, students from the Morirana Unified School District have had the opportunity to participate in Junior Reserve Officer Training Corps, JOTC,

uh, programming at Flowing Wells High School. Uh, this has typically been limited to a small number of students each year. Uh, but there has been popularity in this opportunity that has increased or we've seen an increase in enrollment over the past couple of years. The goal tonight is to continue uh this opportunity for for our students, but to create a much more formalized agreement between the districts. Uh MUSD and Flowing Wells have collaborated to put together an intergovernmental agreement that now clearly articulates the roles and responsibilities within this relationship. This agreement has been reviewed by legal council and it is approved in its form. I move that the governing board approve the intergovernmental agreement with Flowing Wells Unified School District for student participation in high school junior ROC programs effective July 1, 2025. >> Second,

>> any questions? Nope. All those in favor? >> I. >> Thank you. Next item is item J5, discussion approval of memo of understanding with teachers of tomorrow. Miss Lelada. >> Good evening. President Hull, governing board members, tonight I bring before you a memorandum of understanding between Teachers of Tomorrow and Marina Unified School District. Teachers of Tomorrow is a fully accredited and Arizona State Board approved educator preparation program. And since recruiting teachers is a great area of need, we are asking the governing board to approve this memorandum of understanding between teachers of tomorrow and the Miranda Unified District. Teachers of Tomorrow is an alternative teacher certification program that helps individuals who have already obtained a bachelor's degree in a non-educated non-education field become certified teachers through this accredited program. This memorandum of understanding has been approved

by district legal council and I'm happy to answer any questions you have. I move that the governing board approve the memorandum of understanding between teachers of tomorrow and the Morirana Unified School District. >> Second. >> Any questions? All those in favor? >> I. >> Thank you. Next item is item J6. Uh discussion and approval of a memo of understanding of Scholastic. Miss Lada. >> Thank you. The purpose of this memorandum of understanding between Scholastic and the Moranny Unified School District is to allow for for participate participation in a research study whereby MUSD will provide Scholastic with anonymized demographic and achievement data for participating students and schools and anonymized formative assessment data that's already in use. Districts that participate in the study will will receive a virtual professional learning package determined by the needs of the

district. The memo of understanding has been approved by district legal council and I'm happy to answer any questions you have. >> I move that the governing board approve the memorandum of understanding between Scholastic and the Morirana Unified School District. >> Second. >> Any questions? I just have one. What is the responsibility of teachers and staff for this? There's no no teacher responsibility district office can provide the data that they need. >> Perfect. Thank you. All those in favor? >> I. Next item is item J7, discussion, approval of additional staffing. Miss Lelada. >> Thank you. With an increase in adaptive cluster enrollment and in English learners, we're requesting the following new staffing for this year. an adaptive cluster special education aid at Roadrunner and a half-time equivalent e teacher for Tangerine Farms. These positions will be

funded by M and the cost with employee related benefits is listed. I move that the governing board approve the following additional staffing. an adaptive cluster special aid, a special education aid at Roadrunner Elementary School and a half-time full-time equivalent e teacher year end at Tangerine Farms K8 School effective immediately. >> Second. >> Any questions? All those in favor? >> I. >> Thank you. Next item is item J8. Discussion appro discussion approval policy consideration. Miss Lada. >> Thank you. Policy JR, student records and reg and regulation JRR are being revised to reflect changes in House Bill 2514, which amends Arizona Revised Statute 15-102 and 15-142 relating to parental involvement in schools and student directory information. The policy and regulation have been updated to ensure compliance with the new requirements. There are two major changes including the

ability of parents to opt out of disclosures of directory information and opt into disclosures of student address, telephone number, andor email address. In addition, it defines what directory information is and how transcripts may be released. Subheadings were added to the regulation to support clarity in organization and legal council has approved these changes. I move that the governing board approve revisions to policy JR student records as presented. >> Second. >> Any questions? All those in favor? >> I. >> Thank you. Next item is item J9 discussion approval of Arizona schoolboard recon school board association recommendation of policy manual revisions for section B, section C, and section D. I believe this is Dr. Shreer. >> Yep. President Hulk, governing board members, members of the audience, similar to a few other items that we've covered tonight. This was

uh discussed at length during our last study session item where the board engaged in in deep dialogue and and had several questions. Um this item tonight, this is the Arizona School Boards Association that is in the process of conducting a comprehensive review of their model policy manual and they've been distributing sections for school districts uh in a format that's a little bit more manageable. The manual update is really an an effort of policy and legal experts coming together as well as district and educational leaders who have been vetting each document prior to sending the sections to school districts. These revisions are due to a reorganization that aligns with similar policy content and maintains comprehensive information for effective board governance governance. Basically, what the approval of these policies tonight doesn't change our policy manual. It just

reorganizes where some of those policies are found, where there are changes, whether they're minor uh changes are reflective of what we've seen with statute changes, but those are marked in, as I mentioned at at the study session, we we went through this and those are marked in your packet as well. So, the following sections being presented tonight for review and approval are section B, C, and D. I move that the governing board approve revisions to section B, school board governance and operations, section C, general school admissions, and section D, fiscal management of the Morirana Unified School District policy manual as presented. >> Second. >> Any questions? >> Nope. Perfect. All those in favor? >> I. >> Thank you. Next item is item K. Board member request for future agenda items. Is there any? >> Nope.

Next item is item L, future meetings. We have one on October 2nd, November 13th, and December 11th. Next item is item M, adjournment. Is there a motion? >> I make a motion that we adjourn. >> Second. >> All those in favor? I. >> Thank you all.
