You don't know why you're clapping yet. So,
the Morirana Unified School District was recently honored with the certificate of excellence in financial reporting from the Association of School Business Officials International. This recognition reflects the dedicated work of the financial services department that has been led by chief financial officers Dan Conouto and Thomas Bogart, business manager Kim Belaloo, and a team of committed staff members. The Association of School Business Officials International will annually recognize districts that go beyond the minimum requirements in financial reporting to provide transparency and accountability to the stakeholders by preparing annual financial statements in accordance with generally accepted accounting principles. The Morirana Unified School District has established a consistent and reliable framework for accurate financial information. In its issuing of an annual comprehensive financial report, the district further enhances transparency by offering a detailed overview of the district's financial condition, including
management discussion and analysis. Ultimately, strong financial stewardship fosters confidence among our parents, our staff, and the community, reinforcing the Morirana Unifi's dedication to ethical and effective use of resources. The district has participated in the program for 18 years and received the certificate of find of excellence for its annual comprehensive financial report for the fiscal year ending in 2024. The financial services staff are to be commended for their continued efforts in achieving this recognition and continuing to go above and beyond. [Applause] We'll add a year or two. She does all the work. Jump over here for a picture. Very nice. Ready. Got to get back on the network. Thank you. Next up, board communication. Anyone want to speak? Um, I will I'll start. Um, it was a great honor to attend both of our graduations. It
was fun to be able to be there at the at and see all of our graduates the same day. It was it was really fantastic. And uh I know that's all due to the hard work of our our teachers, our administrators, all of our support staff. So I just want to congratulate everyone in the district for that. I do want to uh say what a wonderful time it was at the graduations. Um I really enjoyed all three. It was um a lot of fun and it was very nice being at the TCC. Uh I also want to let everybody know that I attended um ASBA summer leadership program in Flagstaff last week and that was a nice event and I attended SASBO with Thomas and our financial staff earlier in May. Um please get involved
with our schools. These are great places and we always can use your help. Thank you. Thank you everybody. Next up we're going to move on to item G. Superintendent comments. No remarks from the public. That's what I meant. Thank you. Marks from the public. We only have one tonight. It's Amber Jones. I'm already short now. Y'all are up there. So, um, good evening, President Holt, Vice President Micronis, and members of the board. First, I'd like to thank you all for your dedication and service to our community. I'd also like to congratulate Dr. Strereer on his recent recognition by the Arizona School Administrators as the distinguished administrator of the year. Congrats and very welld deserved. My name is Amber Jones and I'm the parent of two children who attend Gladen Farms Elementary and Morirana Middle School.
Unfortunately, I've not been able to attend these meetings because I teach college courses Thursday nights, but I don't teach tonight, so I'm grateful to be here with you all. I want to begin by expressing my deep appreciation for teachers, staff, and leadership in this district. My children wake up looking forward to go to school each day, and for a fifth and almost eighth grader, that says a lot. I know this is a reflection of the many educators, associate principles, and principles who have nurtured my children's curiosity, supported them through challenges, and created a space where they can grow both academically and socially. But I'm here tonight because alongside the many successes, this year has also brought serious safety concerns. Concerns no parent ever wants to face. This year, Mirana Middle School received a detailed online
threat targeting the school. Less than a month later, a student brought a loaded gun to Gladen Farms Elementary and fortunate for us all, was stopped before bringing it to campus again. These incidences were specific, real, and alarming events that have left an unshakable concern among parents. I send my children to school every day with a simple hope that they come home safe, not just physically, but emotionally. When that trust is shaken, it affects everything. How our kids sleep, how they learn, and how we as parents show up to support them. Safety isn't a checkbox. It's the foundation of learning, of trust, and of community. Without it, nothing else can flourish. I appreciate that the district has made progress, and I want to recognize them for the safety improvement efforts you all have made. Having a
safety coordinator and a school resource officer officers in place is certainly steps in the right direction. But this issue demands more than positions or procedures. It demands partnership. I urge this board and Dr. Strereer to make space for families in these conversations. Parents don't want to be left guessing in moments of crisis. We want to be part of the solution. That means sharing clear information about safety protocols and drills, setting expectations for communication when serious instances arise, and returning phone calls and emails when parents reach out with concerns. We're not just looking for updates, we're looking for assurance. Because when families are informed, we can reinforce messages at home. When we're engaged, we can amplify the district's efforts. Families can be one of your strongest lines of defense, but only if we're invited in. I
urge this board and leadership to make school safety a visible ongoing priority, not just a policy, but in practice to build processes inclusive of families as safety partners. Give us a seat at the table. Thank you. Thank you. Next is superintendent comments. Item G. President Holt, governing board members, members of the audience, I want to echo uh what's been said about our graduations. Uh certainly since the last time we we came together, we had the opportunity uh to celebrate another great year in the Moran Unified School District, another record setting year with the number of graduates walking across our stages and almost $20 million in scholarship money earned by our seniors. Uh we're certainly in incredibly proud of of our seniors, thankful for our families and staff and the great work that they've done, and
we wish our our students the best of luck in their future endeavors. I also want to share that back on Friday, May 23rd, we held our first MUSD business education coalition breakfast. Uh Mr. Holt and I uh brought a group of uh leaders together in the community as really a part of our goal to develop an MUSD business coalition. This first step was really about bringing together key leaders from the region to share our vision and invite participation in a steering committee for the future. Really the ultimate goal uh with the coalition is to create a dynamic partnership between the Morirana Unified School District and key business and industry leaders across southern Arizona. We are looking forward to this coalition to help guide and enhance our career and technical education programs, align our workforce development
with industry needs, and advocate for highquality education that prepares students for the careers of tomorrow. We had a great first step in this partnership opportunity. I also want to uh recognize uh back on uh May 30th, we held our annual Spirit of Morirana breakfast where we brought together our administrators and directors from around the district to reflect on and celebrate this past school year. Uh this also allowed us to recognize our retirees at the administrative and director levels. Uh in that said, I also want to recognize that this year's Spirit of Morirana award winner was Shelley Buu uh retiring principal at a Tora Lita Middle School who has done fantastic things for her students, staff, and community. And then finally, I want to thank the administrators and teachers who participated in last week's summer institute.
We had an exciting week that was centered around our work uh with high reliability schools. We welcome Phil Warick back to MUSD to facilitate leadership teams from each of our campuses as we recommitted to levels one and two and took a glimpse into level three. I have to say that the work from our teams was incredible. I was really impressed with the level of reflection and collaboration around the progress that we've made and the goals that are being formed for this upcoming school year. And this concludes my report. Thank you. Next up is item H, the consent agenda. Is there a motion? I move that the governing board approve the consent agenda. Excuse me, consent agenda as presented. Second. Second. Any discussion? All those in favor? I I. Next item is item I, the unfinished
business. There is none. So move to item J, new business J1. discussion approval of the 2025 2026 employee compensation package. Dr. Strereer, President Holt, governing board members, members of the audience, without the passage of a budget by the Arizona State Legislature, uh discussions with employee groups related to compensation for the 2526 school year have been completed based on an estimated and expected 2% increase to the budget. That would be our inflationary dollars. and then the voter approved override that uh all of our staff work so hard in November to get approved. The following salary increases and benefits are being recommended uh for salary. That's a 5% raise to all certified staff setting aside the provisions of the salary plan and 5% raise to current base salaries of the certified staff hiring schedules. 5% raise to
all support staff employees and to the base rate of pay for each position listed on the support staff employee pay scale. 5% raise to all exempt and professional non-eing staff and 5% raised to the current base salaries of the exempt and professional non-eing staff hiring schedules. 5% raise to administrators and 5% raise to the current base salaries of the administrator hiring schedule. Also one step on coaches and extracurricular contracts for current employees. uh two retention stipens of up to $500. The first stipen dependent on available monies by October 31st of 2025. The second stipen dependent on available monies by March 31st of 2026 for all certified exempt professional non-eing and administrative staff members and the continued coverage of the lowest single health insurance premium. Is there a motion? I move that the governing board approve
the 2025 2026 employee compensation package. second. Any discussion? Um I'm really I'm really thankful for the passage of 411 which helps with the 5% and gives a complete um 5% raise to the certified staff members um and support which we went upon on. Uh, I am super thankful that we're moving up one step in a extracurricular contracts for current employees and that we're retaining our retention stipens and continuing the coverage of low low single health insurance premiums as some districts do not do that there. There's a few things I do have some concerns about this. So, I'm just not going to be voting in favor for this package, but that's mine. So, if there's no other discussion, we can go to the vote. All those in favor? I. All those against? No. Next P next
item is item J2, MEA tentative agreement. Dr. Strereer, President Hold, governing board members, members of the audience, this is a continuation of the negotiations with the Morirana Education Association being completed. Uh I just mentioned uh section one of your transmitter, which is the salary, and section two, which is the continued coverage of the lowest single health insurance premium. Uh, section three includes minor changes to policy GCL, which is professional staff schedules and calendars, including the addition that the superintendent or designate may alter or extend the school day for meetings, special events or activities, and that outside of scheduled open houses and parent teacher conferences. Teachers may be required to attend a maximum of two additional evening events per academic year. and that an evening event is defined as any school-related activity that begins after the
regular contract time and for which no additional stipen or additional form of compensation is provided. Also, as a part of the agreement, there are two minor changes to policy IIB and this is a reduction in class sizes at the kindergarten level uh from 25 to 23 and at the first and second grade level it would be changing that from 30 to 28. Is there a motion? I move that the governing board approve the tenative agreement with the Morirana Education Association. Is there a second? Second. Any discussion? All those in favor? I. Next item is item J3, MESP, attentive agreement. Dr. Streer, President Hold, governing board members, members of the audience. This item is very similar to the previous items and that the salary includes the 5% raises as well as the continued coverage of lowest
single health insurance premium. Is there a motion? I move that the governing board approve the tenative agreement with the Morirana Education Support Professionals. Is there a second? Second. Any discussion? All those in favor? I. Next item is J4, the proposed expenditure budget. Mr. Bogart. Thank you, Chairman Holt, governing board members, Superintendent Strereer, and guest. Happy to present with you the proposed FY26 expenditure budget. There are two areas that I want to draw your attention to before I um I take your questions. One is in the budgets for our major funds. And so our M budget is uh going to be at 123 million. our capital budget $9.5 million and then federal and state projects at $14.9 million. The other thing that I'd like to point your attention to on the cover page is the tax
rates of your primary and secondary tax rates as you compare last year to this year. Lots of talk about Prop 411 um this year and how it could impact negatively our tax base. As you can see through our proposed budget and our projected um tax rates, we are actually potentially seeing a tax decrease for our our citizens. And so I think that's a really powerful message that we're sending our community and passing an override and keeping our secondary tax rates pretty steady. With that, I'm happy to answer any questions. Is there a motion? I move that the governing board approve the proposed 2025 2022 2026 expenditure budget. Is there a second? Second. Any discussion? I just have a comment. I think it's great that we're going to be able to decrease some taxes with the
passage of 411 and we kind of kind of knew that, but we didn't know till now. So, I appreciate all the work from everybody. All those in favor? I. Item J5, new course, new high school courses. Miss Rey, President Holtz, Vice President Mcronis, members of the board, Dr. administrator, members of senior staff, and our virtual and in-person audience. This evening, I'm bringing forward to you two high school math courses for your consideration of approval that would be implemented, if approved, would be implemented at Morirana Vista next school year. As you all would know, as you all are aware, there is a a unique personalized and integrated curricular approach that's going to be utilized at at Vista. And the courses that are before you today really take the first two levels of high school math, and
they integrate the algebra, algebraic, and geometric concepts throughout both of those courses. By offering these two courses, math one and math 2, in the way that they're outlined in the course proposal, it will allow students that are taking both algebra and geometry to be able to learn side by side with this unique approach. Is there a motion? I move that the governing board approve the new high school course proposal as presented. Second. Second. Any discussion? All those in favor? I. Next item is item J6 discussion approval of intervental intergovernmental agreement with Arizona assessment collaboration. Miss Reed. The second item I have for you this evening is a request for the Moran Unified School District to join the Arizona Assessment Collaborative. And so this is a an approval request for an intergovernmental agreement. When Dr. joined
the Moran Unified School District. He also brought Moran Unified School District into the organization Guppy, which is a coalition of school districts from throughout Arizona that work together in order to address pressing issues across the state. Uh there is a group that meets right after that organization meets and that is the assess Arizona assessment collaborative. And as you can see, it's a nominal cost to be a part of this group, but it does provide access to a lot of incredible information in terms of assessment, assessment items, professional learning, and how we can best address uh student data and student data needs regarding assessment in the state of Arizona and also school letter grades um and the student accountability systems. And so being a part of a we were voted in and so pending your approval
um we will go ahead and become members and then our uh and then our school district would have access to those resources. Sir, I move that the governing board approve the intergovernmental agreement between the Morirana Unified School District and the Arizona Assessment Collaborative. Second. Second. Any discussion? All those in favor? I. Item J7 is discussion approval of policy considerations. Miss Rey, my final item for you this evening is a consideration for some policy uh updates. All of these policy updates that I am bringing forth were recommendations from the Arizona School Boards Association and have been reviewed by our own legal council and there and these are recommended changes. And so the first suite of policies are all associated with um title nine. Specifically, after the after the 2024 title 9 final rule was rescended, ASBA
updated the policy language, most of its language language shifts, really shifting from sexual discrimination, changing that language back to sexual harassment throughout all of those suite of policies. The second policy that I'm bring the second suite it's only one policy that I'm bringing forth is a request to shift the language in policy IHA the basic instructional program. Uh we are required to provide 911 uh 911 curricular uh instruction to our students across the district. One of the ways that this policy language changes is to make sure that the content that is provided to students across the state is uh measure it with the maturity level and the age of the students to make sure that we are only showing appropriate images and information with students of a certain age as appropriate. Is there a motion?
I move that the governing board approve the recommended revisions to policy AC non-discrimination equal opportunity policy ACA sexual harassment policy ACA title 9 sexual discrimination policy GBK staff grievances policy IHA basic instructional programs and policy JI J III student concerns complaints and grievances as presented. Is there a second? Second. Any discussion? All those in favor? I thank you. One additional Did I get read? What? IA. It was that was red. Okay. I think I said that one. Uh, next item is JA discussion policy. Miss Lada. Good evening, President Holt, Vice President Micronis, governing board members and guests. Tonight, I bring before you some policy considerations. Dr. Strereer has detailed two of those already as a result of negotiations, policy GCL, professional staff schedules and calendars, and policy III, class size. This third policy I bring
for you tonight is policy JLIF, which is being revised to include revisions to Arizona Revised Statute 13-3825. And these changes have been approved by legal counsel. I'm happy to answer any questions you might have. Sir, motion. I move that the governing board approve revisions to policy GCL, professional staff schedules and calendars, policy IIB, class sizes, and policy JL if sexual offender notification as presented. Is there a second? Second. Any discussion? All those in favor? I. Thank you. Next item is item J9. Discussion staffing for 2025 2026. The next item I have for you tonight is approval of new staffing. With the addition of 15 new adaptive cluster students and an increase in in enrollment at Tangerine Farms K8 and Roadrunner Elementary, we're requesting the following new staff. Gladen Farms Elementary needs a resource teacher to
replace a position previously transferred to Tangerine Farms K8. Roadrunner Elementary needs three adaptive cluster aids and a fifth grade teacher. Tangerine Farms K8 needs a middle school teacher counselor, one special education teacher, one behavior cluster aid, two teachers assistants, and 1.375 FTE crossing guard. These positions will be funded through M. Is there a motion? I move that the governing board approve the following new staff. um one resource teacher, three adaptive cluster aids, one fifth grade teacher, one middle school teacher, one counselor, one special education teacher, one behavior cluster aid, two teacher assistants, and one 3.375 FTE crossing guard effective for the 2526 school year. Is there a second? Second. Any discussion? I have one question. Sure. of the of the positions listed, are any of these replacement hires or are these all new positions at
each school? These are all new staffing positions. Some of them may be filled by transfer requests from existing schools, but they are all new and do not currently exist in our position control. Okay, thank you. All those in favor? I. Next item is item J10, discussion approval of field placement agreement with Arizona board of regents on behalf of University of Arizona business. Thank you. My final uh item I bring to you tonight is a field placement agreement between the University of Arizona which is represented by the board of regents and the Morirana Unified School District. This agreement describes the roles and responsibilities of both the university and the district as related to the placement of university students in classrooms for practicum work and student teaching. This agreement is an extension of a previous agreement and
allows us to continue to work with the University of Arizona personnel to place student teachers in MUSD classrooms. We feel that this is a great recruiting component and by accommodating the placement of student teachers, it enables them to become familiar with our district and has proven to be one of our most effective recruiting tools. Is there a motion? I move that the governing board approve the field placement agreement between the University of Arizona represented by the board of regents and the Morirana Unified School District. Is there a second? Second. Any discussion? I have a couple questions. Um, did we have any student teachers last year? Oh, yes. Okay. And how many did we have last year? I believe we had 16 student teachers. Not all with the University of Arizona, though. We work with GCU,
UOVA, uh, Puma Community College. And in fact, in August, I'll bring bringing you a recommendation for Morland University. So, we work with a multitude of universities. I didn't bring my list. I'm sorry, but I can email it to you. No, that's good. That's good. Okay. Thank you. Any other questions? All those in favor? I Thank you all. Next item is item K, agenda item requests. Is there any? Next item is item L, future meetings. We have a meeting on August 14th, September 11th, and October 2nd. Next item is item M, adjournment. Is there a motion? I make a motion to adjurnn. Is there a second? Second. All those in favor? I. Thank you all. Sorry for being late. Oh god. God.
