Um Ariel and I live in the same hometown of Wolverine. I've known her for
004many years. Um she came to Inessous uh last year and uh very very delighted to watch you receive your diploma. Um choked up a little bit when I called her name. choked up a little bit the next day when she sent a message um that she's agreed to share. It was it was sent to me to share with others. I shared it with Miss Juel and she said, "Wow, wouldn't it be great if we could share that with the board?" I said, "Wouldn't it be great if Ariel would share that with the board?" For as long as I've known her, I have known that she is an intelligent young woman with a bright future. I've told her that many times, but I don't know if she's always believed that. So that's why I'm happy to
005hear her share what she's shared with us. >> I'm Ariel Flickinger. I grew up in Wolverine and attended in in Verness this past year. Um first off, I'd like to say that this time last year, if I had been asked to give a speech, good luck finding me. I would have been nowhere to be found. But I felt I just had to thank my teachers here. One year ago, I was looking at this being my third year in 10th grade. I was scared to go to school, hate showing my intelligence. I figured I'd never managed to do anything and I wanted to drop out. Even ended up on probation in the Compass program. But then when I moved schools and ended up here, I found teachers who were patient. They taught in a way I
006actually understood. They actually cared and wanted to help me. They made me feel understood. Made me feel safe to open up and ask questions. I actually wanted to learn for once. I was no longer afraid of showing what I could do. They showed me they'd have my back and that unlike what I thought, I wasn't just some screw-up. I should dream big. When I started in Inesse, this was my third year as a sophomore and my GPA was only 0.6. I didn't think I'd ever graduate. My graduation date was estimated at 2029. Now, as of May 21st, 2026, I can proudly state that I am a graduate of Infernose Academy. Even received an award for my grades. I will even be attending North Central in the fall for a degree in teaching so I can
007aspire to be the kind of teacher that I had here at Inesse and help as many students as I can. And I thank all of my teachers that I had here. Ariel, you have just made my day. and that that was that experience that you had at DNS is what we hope for, what we want to happen as every student. And I'm so glad that you found that here in our district and your teachers. Uh we're so proud of everything that they put forth and uh how they make you feel, the culture of that building, all of it. I don't know if you got one. >> You did. It just has It's just not blue. >> Sorry. >> But I think a lot of you guys, uh, if you haven't heard, uh, this
009has been a very popular topic, House Bill 5797, snow day forgiveness. And as a matter of fact, I I I applaud the board for making an adjustment at the last board meeting and adding five days just in case this legislation didn't come through. But it appears in Lancing that and I tried to keep everybody ab breast through email and through my Sunday soup that House Bill 5797 has passed committee uh and it has passed the House and it has now passed the Senate. Both of them um significantly. uh it was lopsided vote in favor of support and now the governor has it and she has not signed it yet but I do think it's important that we act um accordingly. Uh, what I mean by that is I I would assume that the governor would
010sign this bill, although she has not yet, but because it has passed with so much support and I think parents need to know, hey, we're we're getting forgiveness for those days that we added last month so people can do better job planning for vacations or our professional development. We have some summer camps that this would impact. So, uh, what I've what I've given you today is from Michigan Department of Education. And uh this was sent to me at 4:30 today. We finally got written notification from the Michigan Department of Education that we are eligible for the blizzard days, which they they gave specific dates, the 12th, 13th, 16th, and 17th. We were not on the 12th, but we were out on the 13th, 16th, and 17th. Um so three of those four days we can
011use. And then also I want the part that was most confusing was an additional five days for being a part of a state of emergency with all the ice storm and the flooding that went on that the original House Bill 5797 did not really talk about those other days. So, we got it in writing at 4:30 tonight that we're going to get an additional five days grace for uh the significant uh challenging weather that we had this past winter. So, if you do the math, um we can go back to our original uh end date of June 5th. Is it June 5th? >> So, we we will essentially get grace for the eight days that we thought we were going to have to make up. five for uh state of emergency and three of the
012four uh due to uh the blizzard. So what my recommendation to the board would be is to make a motion tonight to change uh we can say tentatively change the schedule or change the schedule to June 5th, but also we need to make take into consideration that the governor hasn't signed it yet, but I know of a lot of school districts that are doing the same thing for planning purposes pending the governor's signature. 014uh regardless of what Facebook says. So, but we do that quite a bit, by the way. I think Steve, you can uh attest to that. We have 40 to 50 uh building rental uses a year where people use our gym, uh asked to use our chairs and our tables, and we extend that courtesy to all of our community members. So, it happens quite a bit. I think the last time I recall, we allowed uh the funeral service for Chuck Atkins to be take place in the gym and set up all the stuff there, too. So, thank you for allowing that to happen. I appreciate that. >> So, the next thing on the agenda is the approval of the site logic bid. And um Steve, will you just go through them quickly for the board? >>
015Sure. >> So, we're clear. >> So, I'm recommending ENL Construction because they're the only uh um company that put all the work packages in. So they have work packages one, two, three, four, and five for the high school, which includes electrical, includes the mechanical, general trades. Um, and they they and they had everything listed that was required in the initial uh bid forms that included the sprinkler systems. There's there's contractors didn't include that. They had uh the roofing company that has a warranty on the roof. They included that. There's other contractors that did not. Um, and we certainly don't want to avoid warranties. um on our roof. For instance, um give you a little example. Uh about a week and a half ago, uh East Elementary, the wind blew the membrane off in the gym.
016Um and it was it was Niagara Falls at the gym. It was just coming down and um I called a local contractor here. He I was over there within five minutes. He showed up the same time. you stop the leak within 15 minutes and it's still currently bold. You know, we're not going to get that from a company now, you know, on Detroit. You know, we have a leak, who knows how long it take. We want to keep that warranty and we also want to keep that relationship or any significant damage. So, I'm recommending ENL construction because they include all the work packages for the high school and I'm also including the intermediate school work packages uh two work packages. Not at this time. Um the controls I want to um put that out to
017bid at a later time just just because the uh the amount of work the company has going on next summer. I feel I feel like we can get a better uh price if we wait on that. >> Can you also quickly um explain Steve um what the work packages are actually at the high school and at the intermediate school? >> Okay. So, um the work packages includes um for the uh for the high school includes general trades. Um so, it's going to include um bringing the two gang bathrooms at the high school up to the the newest ADA standards, >> right? >> Um the the ADA standards uh changed in 2019. So, we're going to bring them up to the the current standards. Also going to redo the entire we're putting all new HVAC units
018in uh ventilation units. We are um doing some roofing uh repairs that haven't been done yet at the high school. We're also putting an elevator. The elevator is going to bring it's going to be so we can bring accessible everybody will have that accessibility to the new fitness center we have up there. Um and the controls all the controls will update the controls with the newest technology which will improve um uh energy cost. we'll have more uh you know better heating and cooling temperatures throughout the building because right now it's you know some days a classroom will be 62 degrees on one side of the building and 84 in the next. So it's going to bring that up. It's going to be all new modern equipment and when you bring in the modern equipment you're
019also bringing in the you know the the highest energy efficient efficiency we possibly have. >> So it's going to save the the the district you know tens of thousands in energy cost. >> Yeah. So those five work packages that you speak of at the high school, essentially what we're going to see is a new elevator, new restrooms. But what we're not going to see is the heating, cooling efficiency, and air quality control that'll be going up into the, you know, above the uh ceilings, right? And throughout the throughout the high school building. >> Yeah. There'll be a lot of things you won't see, like your eyes won't see, but you you'll you'll be the teachers there will be weeping the benefits because we'll have consistent temperatures throughout. So if I get an email, you know,
020I can I can I can with the new controls, I can do everything from a laptop. I have it I have it now, but it's you know, it's it's not really like if I want to adjust the temperature, I adjust it. Sometimes it takes four hours for it to sometimes it doesn't work at all. So >> So you're recommending this one company this and we are recommending a motion tonight to approve these five work packages to do the work on the high school that will impact the things that you just spoke of. >> What what are the things at the intermediate school? This will be a separate motion, correct? >> Yes, a separate motion. So, the intermediate school is going to be uh there's two work packages. It's for general trades and also another uh
021HVAC upgrade um intermediate school. It seems like it's not that old of a building, but it was built in 1998, so it's almost 30 years old. So, it definitely needs HVAC upgrades um throughout. There's some other uh benefits with uh um with controls going in uh not the actual control units but different controls for the um ventilation and everything. So it's going to be up for it's going to be up to the new standards >> more efficient. >> Yeah, more efficient. Do you guys have any questions for Steve? So we'll have two motions uh to to approve some work hopefully. And if we don't approve this work, it's my understanding that these bids will expire on Thursday. Is that correct? >> Yes. >> 30 days. 022on Thursday, then we would have to rebid all of the work, which >> could become costly, right, with inflation and the cost of gas going up. >> I'm concerned because when we've received these bids before the u you know, the petroleum costs, the petroleum costs skyrocketed. They doubled, you know, what they were two months ago. So, >> right. >> And also, what do you think? Well, petroleum is used in almost everything construction wise. People don't realize that, you know, Detroit. So when you have Detroit cost that skyrocket like the art, everything the price of all goods is going to go up in construction. And what I'm worried about too is if um in 2021 and 22, we were remodeling the science labs and we put them out the bid in the late fall and first
023time we put out the bid, we didn't receive any. And the second year we put it out, we received one bid. When he received one bid, there's no competition. There's no competition. skyrockets, >> right? >> And just for clarity, this is all bond work, right? The meaning that the the projects that you are working on will be the bond money that was >> it's the bond money that people voted on and approved. 025into the agreement submitted by Miss Lake. The review determined that the contract language cited does not provide grounds for agreements under the collective bargaining agreement. However, the board recognizes that past practice has established a consistent pattern of payments of similar duties and precedent carries significant weight in maintaining fairness and and continuity. So, I would like um a motion to pay Andrea in accordance with the letter of agreement presented to the board recognizing established president and ensuring fairness. 026agenda is a policy um update by Deb. Okay. uh responding to um several situations that have come up in our monthly meetings lately. Um policy committee met. We went through our current policy, our operating procedures, and our board bylaws um to make sure that we were trying to condense everything in one place and keep consistent in the way we do what we do. Um the reason that boards have public comment forms is to ensure orderly meetings um to try to manage our time efficiently, verify district residency and meet transparency standards. These are considered registration logs um and they actually become part of the public record from our meetings. We know it's been confusing. Um, we've been sorting out a lot of things over the last year, year and a half that needed some cleaning up.
027So, um, we are going to start tonight. I'm going to recommend that we take our public comment form. Um, and I'm going to say this in the form of a motion and then I'm going to pass the form so you can see what we're talking about. um to re I'm making a motion to remove the statement prior to the start of the meeting on our participation form and change the wording at the bottom from request to requiring the form be filled out. So, if you give me just a second, would you mind passing that so Tim could see or Rich wasn't in our meeting earlier today. But um so we were looking at the uh contract last week and there were some questions but can you just kind of summarize what uh this is an annual contract. It's kind of typical business every year. Uh we've been working with Chartwells I don't know for how many years way before I got here but uh we have a lot of new board members too that uh saw this for the first time had some questions but can you give us a quick summary of our
032relationship? >> Yep. So, uh, school's been partnered with Charwell since 2012. Um, had long-standing relationship, then renewing it, um, every 5 years since. So, this is a renewal of the 5-year contract that was signed in 2024. Um, it's asking for a 3% increase, which was in the contract it was at or the CPI, the lesser the amount. Um, the CPI is at 4%. Um, and 3% for the management fee and the cost per meal. >> Any questions on that? Yeah, on the spreadsheet >> in the original contract they had like food was like I don't know three quart of a million dollars and blah blah and then you have your admin thing those are the 3% going up. What about all the other line items? >> Well, that um is >> is that fixed? >>
033Um it's not a fixed cost. It's whatever the market is. But that original contract has also changed what we getting reimbured from the state. But we did a good job of managing the finances. We were put on a spend down plan. We had an excess amount that they told us we had to spend. Um, so there is no concerns of us running out of money if if that's >> Well, no, but I mean what I was on Yeah. >> What is the price of the food now? >> It it varies um from truck to truck um in all honesty, especially the last few months. Um but it it's whatever Gordon says when they go to place that order. >> Are you guys seeing a reflection in the gas prices uh being pushed down to you?
034>> It's gone up with some. The commodities are pretty set. uh those don't fluctuate as much, but yes, um cheese and meat has fluctuated quite a bit the last few months, >> right? >> And there's potential for fuel charges to be added like we've seen before. >> Yeah. And we did budget increases for that next year for that, but um again, we managed the money on that and we've managed the funds quite well to where there there's an excess that needs to be spent. So, >> do they give us I think it's like page 32 of the contract. You know, a table of all the Do they give us a new one every year? >> Uh that the only thing that changes is the management fee and the cost per meal. Um the the food
035has been paid for by the school the whole time. That's what that's how it's been since 2012. Um but it's always whatever the market cost is when we go to a place that we're that's how we have it budgeted out, but it's could be less, it could be more based on market. >> Okay. This time limit ensures fairness and allows everyone who wishes to speak an opportunity to be heard. We ask that comments be directed to the board, remain respectful, and focus on manners within the board's responsibilities. Under the Michigan Open Meetings Act, the public has a right to attend and observe our meetings. The act also requires that the board maintain order so the meeting can proceed. To ensure our meeting remain constructive and welcoming, these standards protect every participant's right to speak and to be heard in a safe civil environment. Disorderly conduct such as shouting, trumpeting speakers, refusing to yield the floor, or otherwise preventing the board from conducting its business may result in a call of
037order. a warning or removal from the meeting. These steps are taken solely to preserve the public's ability to follow the meeting and are never based on the viewpoint being expressed. Um, one before I mention the other thing, I just wanted to say thank you to the board for uh the tenative end of school date June 5th. I was asked by one of my intro teaching um students the other day, Mrs. Safford Brown, is it really hard to plan for the end of the school year? We don't really know. Yeah, actually it's really hard to know. So, um that helps to know with with the governor and I know we
039also had the June 12th date as well, but uh gives us kind of some peace of mind on either end of the spectrum. Um the other thing I wanted just to mention is um thank you to the board for uh the grievance decision for tonight and recognizing the important valuable work that Andrea Schlack has done um as a 28-year teacher in our district. She is very much valued and um she has been a rock star for many years. She was my mentor when I first came to Shabboan and um it's nice to know that the board appreciates and recognizes the hard work that she put in outside of um her contractual time. And um I had written up a whole thing about you know teachers buying supplies for kids and maybe you're going to stop buying supplies for schools now too. I don't know but good good job. Thank you. 041denied the opportunity to speak um at the last meeting and the reason given frankly was not supported by the policy. So I understand that you're revising policies now and you know that's that's a good place to start. Um last week the form was used as a requirement and that's not what its purpose is. um it doesn't require that that people that come to participate in schoolboard meetings are psychic or mind readaders. Um so it was kind of difficult to sit here and know what you're going to talk about until you hear everything that's that's been said. And so I appreciate um you going forward and saying that that this is not a requirement anymore that it that be submitted ahead of time. Um, let's see. The public has a right to speak, not when it
042is convenient for the board and not when they filled out the right form at the right time. This right to public speaking belongs to the community. Um, so you've already done the right thing. You're leading with transparency and accountability. keep doing that because as we've been echoing throughout the past, you know, few months, our students are watching. 043um for the board there in the previous meeting there was the discussion about the bids not being apples to apples. Um I didn't hear any of that discussion here tonight about how that had been resolved so that you could make that informed decision. Additionally on the topic of the bids um maybe this is just a general question are these bids um a cost guarantee? Um one of the questions was or the comments was about getting these bids approved so that the costs don't increase but are the bids written in such a manner that they are a cost guarantee? I would assume that most contractors would not rate them like that because costs can increase so quickly over time. >> Jenna, I'm going to stop you for one second and you can continue. Um, it is

So, one of the questions I had is that the form that was available last week changed prior to or yeah, last week changed prior to last week's meeting, but there was not any discussion about the form changing because the form that had been in place did not have that required prior to meeting information on it when I attended the meetings in February, March or April. So, I'm curious about how that was added to the form without a motion when we had to make a

Additionally, just something to take in consideration for your policy meetings. in my experience in working with um policy operating procedures and state requirements which I do frequently in my line of work that your policy and procedures outline what is going to be done how it's going to be done and then you cannot put additional requirements on a form. A form is has to comply with what's in the policy and the procedure. So adding additional language requirements in the form outside of your policy or operating procedures would be going it's not within the policy and procedures. So something else to take into consideration there for the food service contract the 3% increase I would be interested to know what the original number was what the total is that is being

048that. Um, but I also wanted to speak today to ask everybody that's involved in our district to remember what education has all of them. Student learning. Schools are evaluated based on how well they meet state standards. Student achievement is shown by standardized state testing and graduation rates. The things that impact student achievement the most are teachers and students working together in the classroom. Class size, quality curriculum, and supports being available. Those are the biggest predictors of academic achievement. What does not impact student achievement and test scores are things like cool wraps on school buses, pickle ball courts, and new paint schemes in offices. I believe the focus has shifted in recent years to a sports emphasis instead of an academic emphasis. In our district, for example, I teach in the science department at the high
049school. We have cut science teacher positions the last two years in a row. Two science teachers, one each year. That means our class sizes have skyrocketed. And this year, not all students who signed up for biology, our required class, were able to take it as we only had room for two sections in our schedule. Maybe instead of spending money to wrap buses, repaint the football field, or redo tennis courts that nobody's ever used, we should try to keep class sizes smaller and elective and upper level courses available. Or maybe fix our roofs. As Steve said, we had a trash can in our hallway for months this year catching a drip from the ceiling. That's not professional when people come into our building. Lastly, I want to say that I support our teachers. We all work
050on the weekends, evenings, holidays. We stay late, come in early, and respond to students any time of the day and night. Staff deserves all the accolades they can get. and district emails. Instead of five paragraphs about the new basketball coach, maybe we should focus on new hires. It's nice to get updates about the coach and at least three emails, but the season doesn't start until next winter. Postings for teacher positions that start in August have been largely ignored. We've had no updates on the new science teacher that's replacing Mr. Wade, who's retiring this year, and starts in August. Please remember teachers and students are the hearts of our schools.
