Chris Tim Tarja
>> Yes. >> Deborah Buelow >> Yes. >> Travis Neville >> Yes. >> Richard Pemon >> Yes. >> Matt Lardge >> Yes. >> Julie Loehila >> Yes. >> I think the first thing on our agenda is called student recognition and Marty, are you coming up for Okay, we'll start with Nick. >> Hello. I'm Nick Tengis, a social studies teacher at Inverness Academy and I'm am announce our student spotlights for this month. We'll get started with our in-person student spotlight, which is Theodore Wolf. COME COME ON OR TEDFORD, TEDMEISTER, OR THERE'S many curious names you'll hear around. >> Yeah, you can come over and stand on the side. >> You'll do a little thing with Tedford. >> I'll do something like that. >> I'll do that description if you want to. >> Sure. >> And you're Teddy
came to us last spring. Initially as a um as a as a virtual student and is now working with us in person and he is one of our hard working students at Inner Ness and he is very close to finishing up his credits. And we're super proud of him. We're super happy to have him in our class. He adds a lot of curiosity and vibrancy to the classroom. So, we're really glad to have him with us this year. So, THANK YOU, TEDDY. ALL RIGHT, NEXT UP IS our virtual student spotlight. For those of you who might not know, not only do we have an in-person component to our school, but we also have a virtual component. We allow our students work at home on our mental learning program and correspond with us and from their
homes and they do that in order to complete their education. And this month it is Malina Robledo. Sit right up here. I don't need TO GET UP. SO, UH MADDIE'S BEEN WITH US FOR A COUPLE OF years now, right? Um and uh a little bit in person, um mostly virtual for the last couple of years. Uh and Maddie uh we decided to go with Maddie because this year uh she's really put in the effort to get her schooling uh done and get her uh diploma, which is really awesome, great to see. Uh but also, you may notice uh she is a new mother, she has a child, and she's still working hard in order to get her education, and we really are proud of you for everything that you're doing. Um and SO YEAH, CONGRATULATIONS.
>> NICE WORDS ON YOUR STUDENT OF THE >> THANK YOU. Um Marty? >> Yep. Good evening, everybody. Happy holidays and all that good jazz. Congratulations, right? All right. I have the honor of uh recognizing our 7th, 8th, 9th, 10th, and 11th, and 12th grade students tonight. And we're going to start with Shelby Maxwell. If Shelby's here, COME ON UP HERE. SO, MS. MAXWELL WAS UH SPONSORED TONIGHT BY MS. JAN, and she said, "Shelby is a dedicated and hardworking uh student, along with being a very important student leader." She participates in class, is kind to her peers, and when done with her work, you're guaranteed to catch her with a book in her hand. So, congratulations, Shelby, in being our 7th grade student OF THE MONTH. NEXT, WE HAVE DECLAN ROBERTSON. DECLAN WAS NOMINATED TONIGHT BY
MISS HALEY Dolly and she said Declan is in my Spanish class for the first time this year. Since the first day he's been all in. He regularly regularly participates in volunteering answers and doing his work to the best of his ability. Declan's smile is one of my favorite sites every single day. Keep up the great work, BUDDY. FOR THE NINTH GRADE WE HAVE TEAGAN CUSTER. TEAGAN HERE? YEAH. THERE ARE A NUMBER OF GREAT THINGS THAT MR. WRIGHT shared about you. We have some of them highlighted tonight, but it says Teagan Custer is responsible, diligent, respectful, and kind student who is very deserving of this student of the month award. Even as a ninth grader, Teagan leads by example in his quiet perseverance and his work ethic. His resilience and determination along with his integrity and
work ethic make me proud to nominate this excellent student and wrestler as student of the month. CONGRATULATIONS. MR. WRIGHT ALSO NOMINATED OUR 10TH grade student as Nicholas Bence. COME ON UP. NUMBER OF GREAT THINGS ALSO SAID HIS WAY. SOME OF THEM highlighted are Nick is a hard worker, smart, respectful, friendly, and a pleasure to have in my class. His enthusiasm and knowledge of history made him one of the best students of the history I have ever had. I greatly appreciate his questions, his diligence, his knowledge, and his participation in my class. Nick is a helpful, kind, and respectful young man and has shown strong character and integrity in the years that I've known him. CONGRATULATIONS FROM MR. ZACHARY. NEXT WE HAVE OUR 11TH GRADE STUDENT, Nicole Speeder. Definitely one of the highlights for Mr. Wilson
and I morning every day when you come in here. Uh she was nominated by Danielle Proulx in the culinary program. Some of the highlights of Nicole is Nicole is one of our students that always comes to class with a desire to learn as well as coming in with a positive attitude and high spirits. Nicole is always willing to do whatever job is asked of her with no complaints, even if it's in the dish room. Staying late or coming in early to help cater for different events. Summing it up, Nicole has definitely shown that she can be a leader and get things done in the most stressful times in the kitchen. So congratulations TO NICOLE. AND ROUNDING OUT OUR SENIOR CLASS IS Nick Michael here. And I hear we're going to talk about him anyways. Also
nominated by Mr. Wright. Some of the highlights were Nick Michael is a friendly and active senior who is heavily involved in the school and is a well-deserving senior for the student of the month award. Nick has a Nick was a team captain of the Chiefs varsity soccer team. He's also a first-year wrestler for our varsity wrestling team. He has demonstrated to me outstanding hustle, integrity, and coachability in his short time on our team. In addition, he has good grades, is well-liked and respected by his teachers and classmates, and is a member of the yearbook class and key club. I'm proud to nominate Nick Michael as senior for the student of the month award. Yeah, great kids. Very, very good kids. >> Thank you. >> Um student of the month is the best part of the
board meeting always. We're so um glad to see the honors that are given out to the students. Also, we know that it takes a village to raise a child. And so, if you are here supporting your student, please stand up so we can give you a round of applause. Also, um I actually um need a photographer. >> Marty's at the door. >> Perfect. Um if you would step out in the hallway so we could get your picture of the student of the month and and at this time if you would like to leave, then that's fine. If you'd like to stay and enjoy this wonderful board meeting, then that's also fine. So Next thing on our agenda will be a full of minutes. I'll make a motion to approve the minutes of November 24th, 2025
regular meeting. >> I make that motion. >> Motion made by Deb. Seconded by Deb. Richard Kielbasa? >> Yes. >> Tim Tarja? >> Yes. >> Deborah Wiener? >> Yes. >> Matt Larchick? >> Yes. >> Cathy Neville? >> Yes. >> Julie Winger? >> Yes. >> Next thing on our agenda is our president's report and I do have a couple things um this month. Um first, last month it was brought to the board's attention that the deadline was missed for the volleyball athletes to be recognized for regional recognition. I would like to express the board's sincere apology for missing the deadline. Corrective actions have been already have already been implemented to ensure that this does not happen again, including improved tracking and internal review procedures. We remain committed to maintaining the highest standards of >> See you next
week. >> and communication moving forward. We thank you for your understanding. And uh secondly, um we also last month had a concern was raised regarding the nutritional value of our school meals. Um John Hausman, our food service director, has begun to address this concern in the following ways. Moving from a monthly menu to a 2-week menu to provide fresh food choices, removal of removal of Pop-Tarts, homemade waffles, pastries, and breakfast bars from the menu, adding parfaits, smoothies, and breakfast sandwiches, removing cranberries and replacing them with raisins due to the sugar content of cranberries, educating students about nutrition and providing taste tests for students, and these changes will occur in January. And we appreciate the concern being brought to um the board, and I think as the year goes by, you'll see even more changes in
that area. Okay. Um the last thing on my my uh report this month is I would like to thank the board for an outstanding year of service. Each of you brings a much-needed strength to the board, and your dedication to our mission, your thoughtful leadership, and your willingness to serve have made a meaningful have made a meaningful meaningful impact this year. The time, energy, and expertise you contribute do not go unnoticed. Because of your commitment, we have been able to navigate challenges, build on our successes, and continue moving forward moving Saginaw City Schools forward with confidence and integrity. On behalf of everyone we serve, thank you for your hard work, collaboration, and continued support. It is truly a privilege to work alongside such a dedicated, capable board. Thank you. >> Thanks, Julie. Let's give those
board members a ROUND OF APPLAUSE. >> AND THE NEXT THING ON OUR AGENDA IS the >> Superintendent report. >> Great. I have a few things to talk with you about um this evening. Um but first, Liz, if you could join me up here, you can help me with a couple things. I think everybody knows Liz McNeill. She's our special education director. Uh the first thing um I wanted her to help you with is this. Uh she was instrumental in bringing this to my attention and to the board's attention. But essentially, um we were having difficulty finding uh homebound tutors, correct? And ideally, what we found is that there was a disparity in the amount of uh wages between non-contractual hours that was already a part of the contract and what it was stated for um
for homebound tutors. So, we we had a lot of discussion. You want to explain uh what a homebound tutor is, please? >> So, a homebound tutor is for somebody that medically has to stay home um due to doctor's a written doctor's statement. Um we deal more with the home-based um and that's for discipline, you know, for a longer period of time. If they were suspended due to um you know, assault or uh so many times of vaping, etc. Um if they are special uh receive special education services, we still have to provide services to the student and give them an education even though they're still according to faith even though they're still um uh suspended. So, um the law is two non-consecutive hours a week. Um, sometimes get more than that but we think it's
a student that's really going to apply themselves and work. And but you have to by law have to have somebody to do this. And for $25 an hour after the end of the day the teachers are exhausted and we couldn't get anybody to pick it up. >> And cuz this is after the school day typically, right? So after they teach a full day, then they go meet with these students for 1 hour twice a week? >> Yeah, about um 8 years ago I want to say they I I I don't know exactly when but it was around 8 years ago, less than 10 years, they switched it from it used to that it had to be a certified special education teacher. And then they opened it up and said it could be any kind of
certified teacher. So like right now we have a social studies teacher um certified social studies teacher doing it for a student. That's one of them. >> And currently we have two home uh home-based I think home-based home-based students receiving services through this program. And I think we have a couple more that probably are going to need some help as well, right? On the horizon. So this is a motion for you guys today. When you get to it, just want to give you a little bit of background about what it is. This is an MOU because it does it doesn't impact the teachers' contract. As you guys know, the teachers' contract expires this year. We're going to be negotiating for a a new contract soon but we've already made this move so that we can get
some of our best teachers best employees working with some of these kids that are struggling the most. Any questions about this MOU? From Liz Wright. Here's another reason why Liz is up here. I'm going to turn it over to her for a little bit but it was quite a surprise to me on Thursday. Liz sent me an email uh at I forwarded to all of you, but um Lois McNeal would be will be resigning and uh stepping away. Um and I'll let her tell her story. >> So, um I've worked for 22 years for the William Allen School District. It's um a wonderful place to work, a wonderful place to send your children. Um about uh 7 6 years ago, 6 years ago, I decided to step into the admin role and away from students.
Um You have yourselves an amazing admin team. It's an extremely stressful um job um that you have to take home with you at nights and on the weekends. And um my family and I, my husband and I, um just decided due to um my health and other reasons, um I can't leave my job at my job. I wish I could. I'm just not one of those people that can do it. So, um it was uh truly affecting me. Um so, um I decided that I would uh step down and I accepted a position to teach um to sort of as my daughter puts it, um heal my teaching heart um with some students at the end of my career. You know, I only have 3 and 1/2 plus years left till retirement. And so, I'd
like to end it working with um some students. Um But I I again, I don't want to minimize the stress like that my that my position had more stress than anybody else. But they are amazing in what they do. Um and uh the William Allen School District is a wonderful place to work and and I I will miss it. >> Yeah, I'd just like to thank Lois for her service. She's been a wonderful team member. Uh special education is um all administrative jobs as Liz put it uh come with their level of stress, but special ed in particular are some of the most uh students that that need the most supports, interventions, modifications. She deals with on a day-to-day basis. So, uh we're all in full support. We we hope uh Liz uh gets better,
healthier, right? Happier, all that stuff. And I know her heart is in Sheboygan. 22 years. Uh this was not a uh an easy decision for her, but I want to give her an opportunity to come and and talk talk with the board. Uh again, this is this was happened Thursday night. I think I informed Julie on Friday and today's Monday. So. Does anybody have any questions for Liz? Or Liz, do you have any uh any more comments? >> No, um all four of my children graduated from Sheboygan Area High School and they lead very productive adult lives. Um they were given everything they needed to get. >> Well, thank you for your service. We appreciate it. >> Thank you. THANK YOU, LIZ. >> THANKS, WALLACE. STEP UP HERE, PLEASE. ARE YOU IN TROUBLE? ARE YOU
IN TROUBLE? Talk about another uh kind of strange one. Maybe. You want to talk about you just had a um resignation. Right? There it is. You want to talk about the circumstances? They're kind of strange. In the middle of the night. >> Oh, um it's just We hired uh someone as a Title I teacher. Um she did it for a little while and then it was a uh tough position. A Title I position does a lot of um works with multiple groups throughout the day. And so it's a uh it's it's a challenging position to come in the middle of the year. Um so she as a result stepped down. >> Yep. And this one with unlike I mean, we were a little concerned because I think she gave you one day notice. Right? So,
this happened a couple weeks ago. I really appreciate Ben and Ashley jumping on it and and actually doing some interviews last week and we actually we're going to have a motion to accept Julie's resignation, but thankfully within since that time, which was December 3rd and this is whatever December 15th, we we found a replacement. So, you're also going to find in your packet that there's a motion for for her replacement, which you want to talk a little bit about her. I think we found a good one. >> Yeah, Cindy Homant is she's taught for 35 years. She just retired from Bishop Baraga this past school year. She was a middle worked in the middle schools, worked with Laurel as well, but also was a intervention teacher, but also worked with gifted students. So, she's got
that wide range of the spectrum that we're kind of looking with because our our title one teacher in our power hour intervention program doesn't work with just students that we're remediating. It's working on acceleration and trying to push kids as well. So, she's kind of got skills on both ends of the spectrum. So, we're excited to hopefully at the end of the day bring her in and have her fill that spot. I think with her experience in this type of position, it'll be a lot easier for her to step into this role that has a lot of moving parts. >> Yep. And Ben, Ashley, and Jessica interviewed her in the first round. They sent her to Marlene and I highly recommended. We interviewed and talked with Cindy and we think she'll be a great fit.
Retired from Bishop Baraga and just a teacher wants to get right back into it and loves the idea of working here in Sheboygan. Right? Anything else? >> That's it. >> Thanks, Ben. Um 31 AA resolution D. I know we've talked about 31 AA quite a bit. I'm going to try to boil it down to the smallest parts that you need to know, but tonight we have a motion to accept resolution D, which came from Thrun, our attorney service, and they recommend that we adopt this resolution, but essentially what this resolution says is that, first of all, opt in by December 4th, which was the deadline. We've done that. Jessica helped us make sure that we were opted in to the 31A money um by December 4th, so we're in. Here's the weird part. The weird
part is that there's a lawsuit against the state wanting the state to remove that unconstitutional language. They're not going to have a resolution for that language until the 19th. So, what what what all the attorney services throughout the state told school districts to do is go ahead and opt in, wait and see how the litigation plays out. On the 19th, they're supposed to have a verdict. They're supposed to have a conclusion. And if the conclusion is not what we hope it is, and that is the removal of the unconstitutional language, then we can pull out before the 30th. So, my understanding is there's a lot of people betting that they're going to pull this language out, but if they don't, we can still opt out between the 19th and the 30th so that we keep
our constitutional rights, which were we've talked about them quite a bit a few times. Um kind of an interesting system. Are there any questions about this? Uh the attorney services Thrun just suggested that we adopt this so that there is a paper trail. I mean, we we're we're going to do this anyways, but they wanted to have a They said it's a good idea to have your board adopt this formal resolution stating that you're essentially doing this and why. So, if ever anybody should ever come back and say, "Well, you didn't do that." or you did or whatever, want to question our processes, this will this will cover us." Any questions? >> Who is opting >> Between the 19th and the 30th. >> What Yeah. >> Who makes the decision to opt in or opt
out though? >> Through you. >> So so so we're No, really really if they don't take the language out, then any That's pretty much everybody's going to get out, right? There's >> But you have to file something, correct? >> Yeah, Jessica and I will do that uh between the 19th and the 30th. It's not very difficult. And I'm There's There's uh I shouldn't say It's not difficult to opt out, but the way that they're going to, my understanding the way that the state is going to kind of handle those who opt out with their money is ridiculous, but that's a 30-minute story. Um but anyways, Jessica and I will keep an eye on that. Now on the 19th, we'll be looking for the verdict. And if it's not in our favor, we have some time
to get out. So that's what we're doing. Okay. New buses, Steve. Can you tell us about the new buses that you're proposing to the board and and they're going to make a motion to hopefully approve this evening? >> Uh yes, we're going to uh purchase one general ed bus and one special ed bus uh with bond money. And uh this will put us in pretty uh good shape bus-wise to next year uh we'll buy two more and that will end the uh the the money we had earmarked in the bond for for buses. And after we purchase the buses next year, we'll we'll be in uh good shape for a couple year or uh approximately 4 years after that, we won't have to purchase any buses. >> And I just want to make sure that
this is bond money? So what that means is back in November when um it was put to the community, the community supported the bond. Part of the scope of the the expenses of the bond were to buy new buses. Two this year, two next year. That'll be four new buses for our fleet of 13 buses? >> And we also purchased uh two last year with bond money I a special ed bus the first year. We have two special ed buses. Um so that So we have a total of uh seven buses will be purchased with bond. >> And that'll that'll pretty much update our fleet for for a while, right? I mean, what what is the next time So if we buy two buses this this year, which means if we order them now, if
it's approved, we'll get those buses maybe in the summer? >> Summer, correct. >> Okay. Next year we'll do the same thing, right? Get them in the summer? >> them around this time so they uh they come in the summer. And I guess it's time to uh you know, add cuz we have to install radios and uh cameras and everything in them, too. >> Okay. >> So that gives us time to do that before the school year. >> And then we probably won't need to buy any new buses years We were talking this afternoon for another 4 to 5 years after >> Yes. >> we buy these two, we buy the next two, we should be good for 4 to 5 years. Okay. Any questions for Steve about uh the motion uh this evening to uh
buy new buses? Payment of bills, I think you guys had an opportunity. I know in the finance committee we looked at the bills. Um this is the total for this month. Um we're going to do that. Uh there weren't any questions at the finance committee. Um I know uh Matt's going to give a report and um if there are questions, we can dive deeper into them at that time. Um and then also board operating procedures, there's a motion tonight to get the board operating procedures approved. And um Deborah? Julie, can you explain to us what that is a little bit? The board That's through the >> policy committee, correct? >> And I think Julie, you took a class, didn't you? >> Yes. And at that time um we were presented with another district's um board
operating procedure, and it just um will help board members who are coming onto the board so that they understand what their job actually is. We also um within that document um it says that the board needs to have an an onboarding packet available for board members and not only for board members that win the election, but for board members that are um just thinking of signing up or just does do sign up to run. We have a packet for them also, so that when they come on the board, they have a better understanding of what exactly a board member does. >> And last month was the first reading, right? So, everybody was given a copy of it 30 days ago. You were able to take it home, read it, digest it. Today, second reading and
final uh motion to get it approved. Is there any questions for Julia or I about the new board operating procedures? I think Julia did a great job taking stuff some stuff back from one of her classes. I think it'll help uh give us a little bit more structure. And people will better understand what they're getting themselves into, right? All right, there's no questions on that. On the um building and grounds committee, um and uh Megan Fenlon came and sat in our building and grounds committee meeting um earlier this month. And she had a request to have access to uh actually, the request came a month ago, but she was unable to attend the the building and grounds committee meeting a month ago, so we tabled it last month, if you recall. But this month, she
was able to attend. I know some people had some questions. Tim, you had a few questions for Megan. I think Megan did a pretty good job of satisfying and answering everybody's questions. So, this month, we put it on the on the uh the board in the board packet for the board to determine whether or not they want to grant access to uh Compass. And the one thing I will say, uh just want to make sure that we delineate that this is this is helpful, right? Um and they only they will Megan will only have access to the live stream, right? Cuz there were some questions about FERPA, and that would only be a problem if she had access to record and go back in time and some other things. But right now, uh the way
that it was explained to the Building and Grounds Committee, uh it's just another set of eyes uh on the camera system uh to help uh with safety and security for the Inverness Academy, right? And you guys know, I believe the Inverness Connect Academy has approximately 50 in-person students. 15 of those students are Compass students or court-appointed students. And the court provides us five employees. I think it's five. Is that five, Chris? They have five Compass has five employees, right? Four employees. And I think we have five, right? We have five, they have four, is that what it is? So there's nine employees working with um about 50 in-person students. And then also, we work with another 50 online as well. So this would just add another set of uh eyes to the hallway. Hopefully add
a little bit of security, allowing Compass to be uh have access to just the live stream. Those that were part of the Building and Grounds Committee, did I miss anything, Tim? >> Yeah, we were going to come up with some sort of written limitations of just what exactly that access constitutes. Whether through policy or somewhere so that it's not left to verbal >> Yep. And right now, I think that what we what we uh verbally agreed to was that uh only the live stream. Right? That that was the big question. Are they going to have access to uh going backwards and/or recording? And that that that question was answered at the meeting. So you guys will get a chance to vote on it today. Uh whether or not you want to grant Compass uh the
>> But but along Tim's question, is there a document that we're both >> No document was created. >> I think there there should be a document to say, "Hey, you know, I I sure she's very trustworthy, but there should be a limitation of what she can, you know, desk computer only, live stream only, blah blah blah." Because if you don't have that, the scope's going to expand over time. >> And I think that's a great idea for the safety committee, Tim. I think you were in charge of the safety committee. I think that would be a great project for that committee to delve dive right into and start talking about a rough rough draft document. And that could be appropriate. Um so, if we don't feel comfortable voting on that today, we can make a
motion or excuse me, we can table that if we don't if we don't feel we're prepared to vote on it today. Any other thoughts? Okay. Uh here's the last uh motion for this evening. Um this is something that came from the athletic committee. Uh the the the fall coaches season has ended and um we have five uh fall programs. Uh they were the pro- the way that the process, if you don't know, the way that the process goes for head coaches, um all all coaches um all statements are 1-year contracts. So, that includes head coaches, assistant coaches, uh clubs, activities, and at the end of every year that contract expires. So, then what happens, so now that we're at the conclusion of the fall sports, their contract has expired. The next step is that the
athletic director evaluates the coaches and that has been completed. The athletic director then brings the evaluations to the athletic committee that had a meeting a week and a half ago. At that meeting, it was determined that the athletic director um recommends all of them to return. So, he gave them all favorable ratings, right? So, then the athletic director can only recommend. He's recommending to the board that we consider giving these people another 1-year contract. But, you are the only people that who can hire and fire. So, you will have to vote yes or no on taking the athletic director's uh recommendation. You as Am I missing anything, Travis? You're the chair of the athletic committee? >> I said we we looked at uh just kind of simply agree with all five and we chose to
vote on each one individually. That was our adjustment. >> So, essentially you're you're voting yes or no to take the If if by chance, let me just play this out in a I I opposite scenario. Let's say for some reason they need each one of these coaches needs four affirmative votes to get a 1-year contract extended. If if one of them did not get four votes, what would happen is that the the the position would be posted, right? Because none of these are currently hired. Their contract has expired. So, I want to stay away from Sometimes, when I talk with school boards, they want to use the word, "Well, we're going to terminate or fire somebody." There's nobody being terminated because nobody has a end of the season. What you're deciding is, do we just
want to, based on the athletic director's recommendation, take it and move on, or do we want to post and see who's out there, including the person who was the previous head coach? Can also apply. Sometimes they don't cuz they're mad because they weren't approved. But, um they can surely still reapply if they want to. So, what's happening is is whether or not you want to extend them another year or you want to post the position. Does that make sense? Anybody have any questions about that when we get to this piece? Yes. >> Is 1-year contracts a standard in the >> Yes, most of them are. The only thing that The only The only that is guaranteed is the teachers' contract. >> That's only for 3 years. >> Well, it yeah, what what you get Yeah,
once you get tenure, non-tenured teachers go from year to year, but after 4 years you then you then obtain tenure. Once you obtain tenure, you have a guaranteed contract. You have to be then you have to be terminated, right? If after you've received tenure. So, all stipend positions, which matter of fact, I think Richard on the negotiation team, right? We just we just busted this out today at the cabinet meeting is that we really need to take a look at schedule B1 and schedule B2. We started looking at it today. Those all those stipends are 1-year 1-year stipends. So, there's about I don't know how many there are, 50? Yeah, there's So, you got you got all athletics in B1, I think it is. B2 is all activities and clubs, and those are 1-year because
sometimes there's the other thing, too. I think what you find quite a bit in athletics and activities and clubs, some people don't want to do it forever, right? So, if you have somebody who's the freshman club sponsor, um they do it for a few years, and then they say, "I don't want to do it anymore." So, you have to go out and find somebody. But, these are 1-year contracts that are added to the teachers' salary, but again, they're only guaranteed for 1 year. Any questions about coaching renewals? I think that's the last thing that we have on our docket today for >> have a question. >> Yeah. >> Is just while we're on the subject, I was going to ask later, but now, is that the athletic committee meeting it was I believe recommended that
Jason and the volleyball coach hold a meeting with the players and the parents to explain what happened, and to my understanding, Jason made an attempt to do that, but the coach did not. Is that >> Yeah, so at the cabinet meeting, I talked to Jason after the athletic committee meeting was at the athletic committee Yeah, the athletic committee meeting it was uh suggested to me that Jason and the volleyball coach um >> Hold a meeting together. We actually had three angry parents at the athletic committee meeting. They they they requested that we have a meeting. I talked with Jason and uh Marty a little bit and I know Jason had a meeting. He called a meeting last week. Last Thursday. Um Jordan was not available. Well, I believe Jordan had to go to surgery that
day. And I think there was not many days open last week for Jason because I think he had three home basketball games that week. Is that correct? So, it was like Tuesday or Thursday and he picked Thursday last week. So, uh Jason held a meeting on his own. He opened it up to all volleyball parents and all volleyball players. That's what he told us today at the cabinet meeting and he told us that two parents showed up and one player, I think. Is that right, Julie? >> Yes. >> Yeah. >> Um did Jordan contact the volleyball players and express her >> She's still in Ann Arbor, I believe. Is that correct? >> Well, she's there a month and a half, so >> Right. Well, I mean since since I since I requested since I requested
uh >> She she did, right? >> I I can speak to this. >> Sure. >> She apologized profusely to the girls at the banquet the day that it happened. She also contacted all of the girls through text. She asked if they wanted to meet. I mean, she has made numerous contacts. >> Great. Thank you, Heather. So, any other questions about uh athletic head coach renewal process? That's all I have for you. Thank you. >> All right. The next thing on the agenda is the curriculum committee update. We um We had our curriculum committee committee meeting on December 9th. Uh The first thing on our agenda was the AI guide. Uh the district created an AI guide and it is complete. Um the committee members will review it and it will be added to the January
board agenda for the first reading. The next talks about 31 AA and that was pretty well covered by uh Spencer. Uh what happened at that meeting. Next, we talked about professional development days. The next professional development day is February 4th. The focus will be on curriculum. Building specific agendas are being developed. Specific with building specific agendas. They're being developed. The remaining PD days will cover MTSS, safety, and final curriculum day for summer planning. An MTSS guidebook is being updated. Discussion continues around establishing a dedicated MTSS team, professional development, and consistent tier one interventions to reduce IEPs and bilingual needs. Next, we talked about Molly and Rebecca. They continue with their current curriculum supports with the district last week. Jessica continues to oversee activities to ensure needs are being met. Follow-up with building principals is uh
pending. NWEA was talked about next. The data shows more student per more students performing in higher tiers. Uh And they attribute that to the curriculum improvements with uh continued gains expected. We talked about the consolidated app and the work is completed there. Title VI, the surveys are also completed. Those are two things that Jessica needs to do each year. Um the curriculum high school guide was also um talked about. The guide will be reviewed next week, added to the January board meeting for the free first reading, and aligned with the student handbook. Uh we talked about those virtual students internet access, internet access for virtual students. Um we used to be T-Mobile. They had free hotspots, but the program is over, so we're looking at more options. And then we looked at the special education
enrollment and staffing needs were reviewed. And that was the end. Any questions? All right. Next on the agenda is the the fall count update. And I'm assuming that is Hugh Spencer? >> Yeah, do we put we put that in the packet, correct? >> No. >> Oh, okay. Yeah, I'll I'll forward that out to you guys. All I want to do is share with you our new count date number on October whatever it was, the 8th I believe or something like that. Uh the the number's a little bit less than it was last year at this time, and I was just going to share it with you. It's not in your packet apparently, but I'll send it to all of you via email. And the most important thing about count date information, as you know, is
that that's what our uh financial our funding is based off, right? You know what I always want to keep that number preferably going up instead of going down. It did go down a little bit, but the number that I'm going to send you does not include pre-K. So, if you add 30, Deanna, how many students? If you add 30 to that, we're almost exactly where we were last year. So, thank goodness for pre-K. Um and hopefully, as we continue to improve uh each elementary school, uh we do believe that there's an opportunity to add a third and possibly fourth section of pre-K. Again, adding programs that will add uh enrollment and that also increase our revenue. >> Thank you. Okay. So, the next thing on our agenda is the approval of a homebound home-based teacher
posting MOU and Spencer talked about that um increasing the wage from $25 to $38 per hour, which is what all teachers get when they do work outside of their contract day. And so, I need a motion to approve the memorandum of understanding between Sheboygan Area Schools and Sheboygan Area Education Association regarding posting for homebound home-based teacher from October 20th, 2025 through the end of the current school year. >> I'll make a motion to approve the memorandum. It's about the MOU between Sheboygan Area Schools and Sheboygan Area Education Association. >> Support by Rich. Any discussion or are there questions? If none, Chris. Richard Phelan? >> Yes. >> Tim Tarja? >> Yes. >> Deborah Buelow? >> Yes. >> Matt Lauer check? >> Yes. >> Travis Neville? >> Yes. >> Julie Lohila? >> Yes. >> Okay, the next
thing on our agenda is acceptance of resignations. Uh we have um the resignation of Julie McLaren and um Spencer talked about that along with Ben. And so, are there any questions about that? Okay, so I I need a motion to to accept with regrets the resignation of Julie McLaren Title One teacher at Sheboygan Intermediate School effective December 3rd, 2025. >> I'll make that motion. >> Motion made by Matt. >> Support by Travis. Any discussion? >> Richard Pilon? >> Yes. >> Tim Tarja? >> Yes. >> Deborah Beuner? >> Yes. >> Matt Melarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Loviva? >> Yes. >> Okay, and our other res- resignation to accept with regrets the resignation of Elizabeth McNeal, special education administrator, effective December 19, 2025. Any questions? So, I need that motion to >>
make that motion. >> Motion made by Deb. >> Support by Tim. Questions? >> Richard Pilon? >> Yes. >> Tim Tarja? >> Yes. >> Deborah Beuner? >> Yes. >> Matt Melarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Loviva? >> Yes. >> We will miss you. >> Thank you. Thank you for all you've done for 22 years. You will be missed. Okay, the next thing on our agenda is the approval of a new hire. And Spencer, give us information on Cynthia Holman. Is that how you say it, Cynthia? Holman? And uh she will she's looking to be hired as a Title 1 teacher. And so, I need a motion to approve the hiring of Cynthia Holman as Title 1 teacher for Peak Intermediate School. >> I'll make that motion to support. >> Motion made by
Travis. Supported by Matt. Questions? Concerns? Discussion? Chris? >> Richard Phelan? >> Yes. >> Tim Tarver-Jacobs? >> Yes. >> Deborah Budner? >> Yes. >> Matt Melaragnon? >> Yes. >> Travis Neville? >> Yes. >> Julie Lavelea? >> Yes. >> Okay. Uh make sure I didn't skip by anything. Uh Next thing on our agenda is stable finances and we have a finance and building and grounds committee update. >> Okay. Uh first on the agenda was the compass camp uh compass camera access request. We already talked about that, so I'm not going to revisit it. Uh second, a topic we talked about was the transportation update with Steve with the buses. So, again, I'm not going to go over that cuz we already discussed it. Um third was a facilities and up update from Steve on some of the
current projects. Uh we're working still on getting a uh design on the high school bathroom update. And on the uh intermediate school um walkway covers, I think we're trying to scale that back and um with a smaller footprint idea to have some sort of kind of covers for the kids out there when they're waiting in the pickup line. Um Steve requested a quote from the company that put in our high school new bleachers um for intermediate school bleachers cuz we just had a lot of issues with young kids now there and um everybody else trying to climb up on when they go to watch a game there. They're fairly dangerous. Um Steve said the excavated amount was 143,000, which included permits and demo. Um he was going to look into I know the last time
when we did the high school ones, we had some people come and demo it for free cuz they wanted the scrap. So, I think Steve was going to look into that. Um see how that goes, but um then we talked about uh Steve brought up redoing the gym floor in the middle school. It's really never been done. They just kind of redid the the surface coat, but not sanding it down and redid it like we did at the high school. Something like that has never been done there. So, it's kind of looking old and dingy there. Just thought as you're going to redo the bleachers, maybe that would be a time to redo the floor there as well. Um Site Logic has a new coordinator now. They're And it was supposed to be meeting the
guy soon, but the idea is they're hoping to break ground this spring there with those projects. We have a couple quotes for security fencing around the intermediate school. Um around kind of the where the basketball courts are there to kind of fence in the playground essentially is what they were looking for. And also there was um Steve wanted to wait to get a fencing quote over at East Person Fencing until we do all the construction there cuz he doesn't want to put the fence then have to take it down for re-equipping purposes. So, he kind of tabled that request. And then last, uh we just talked about the other week. We talked about the 31 AA. So, I don't need to go over that. Just a couple little things. The internet out at the football
stadiums currently being paid by the football boosters, and they kind of requested that the school pay for the internet out there. Basically, that's used for the radio broadcast and the huddle camera systems that are used out there. Um it's not very much, but I think Spencer's going to look into doing to see if we can run like a a laser internet from the school over to the stadium and then we'll um getting a separate service. He's going to have Jordan look into that. Um we just talked about that in the staffing update. It was retiring where our seniority was, current staff councils. So, that's kind of continuing to be evaluated as the year goes on. Um and then we just talked about the sinking fund that's uh will have to be renewed I believe it
ends in at the end of '27, so we would have to um go to the voters again in probably sometime in '26 to have that renewed for the future. So, we currently have about a million dollars in there. I think we'll probably be down to 700-ish by this time next year as Steve has got some projects he's he's paying for out of there, so um and we talked about using maybe some of that money for the Inverness bathroom project, but scaling it back from what Psychological originally proposing. And that was it. >> Any questions for Matt? Okay. Uh the next thing on our agenda is the approval of 31A resolution D. And Spencer's talked about that. So, I need a motion to approve the resolution D for 31A grant. >> I'll make that motion. >>
Motion made by Matt. >> Support by Tim. Any further discussion? >> Richard Peloquin? >> Yes. >> Tim Tarsha? >> Yes. >> Deborah Buener? >> Yes. >> Matt Malarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Lohela? >> Yes. >> Okay. Uh the next thing on the agenda is approval of the new bus purchases. Um that's been also talked about, so uh I need a motion to approve the purchase of one conventional 77 passenger bus in the amount of $158,979 and a 53 passenger bus in the amount of $165,307. >> I'll make that motion. >> Support. >> Motion made by Matt. Seconded by Travis. Any discussion? Chris? >> Richard Phelan? >> Yes. >> Tim Tarsha? >> Yes. >> Deborah Buener? >> Yes. >> Matt Melarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Loquillano?
>> Yes. >> Okay, the next thing on our agenda is the approval of of of the Matthew approval the acknowledgement of bills. So, uh I need a motion to acknowledge acknowledge the payment of the regular and bond invoices in the amount of 776,478.54. >> I'll make that motion. >> Motion made by Matt. >> Support by Tim. Discussion? Chris? >> Richard Phelan? >> Yes. >> Tim Tarsha? >> Yes. >> Deborah Buener? >> Yes. >> Matt Melarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Loquillano? >> Yes. >> Okay. The next thing on the agenda is the approval of board operating procedures. Um There are some uh some I have a correction >> list. >> Okay. >> Um the things that we One of the first things we needed to make a decision on was on
page nine. On the public comment section, do we want to leave that at three or five? Or leave it at five or take it to three? >> I would like to I would like to I think five minutes. But, what everybody else thinks? >> We haven't had any problems with five thus far, right? >> Yeah, we haven't really >> Not that I'm aware of. >> So, leave it at five. >> Okay. >> That sounds real good. >> comments actually, 5 minutes. >> Um, on page 14, what did y'all think about that color code system? >> What section? >> I'm sorry, it would be >> 2.5 letter B The green, yellow, red. >> It was just a suggestion. I like the concept, but I think it would be nice to have what a green is, what
a yellow is, as an example. If if these are for other board members or new board members, I mean, what what's what's a red crisis? >> I think >> Definition. >> Yeah, what >> I think like a like a red crisis would be something like um Let's try. >> What happened at East? If there was a a breach in our building, if there was something that the superintendent couldn't couldn't like do himself, somebody else would do it for him because he would be involved in it at that minute. So, it would be red. He might call, I don't know who the person would be, probably could maybe Chris and say, Chris, call now, this is happening. And then she he would >> call the board members. >> Um, fire in one of our buildings. >>
Fire a fire in one of our buildings. >> A lost school bus. Thanks. >> A school bus, something that would be >> I'm just saying it >> that you need to know right now. >> Just examples or whatever. Add to it. >> Yeah, put in here. >> Yes, yes. >> Okay. So, we have >> I can I got that. >> Okay. Um 2.6 Thoughts on having that statement on the website. Um that just kind of restates that the school board members are primarily in charge of vision, budget, goals, policy for children. Operational staffing issues should go through the building principal first then to administration. And then adding of an automated email response if um thank you for sending it that please note it will be handled. Something along those lines. Do we want that? Do
we not want that? >> Is that something that um Jordan could set up? >> I'm sorry. Set up >> an automated email response acknowledgement receipt of a citizen's inquiry from the like if they sent an email to the board and it was automatically responded. I This is what I'm thinking in my head what it is. When my son is out of his office, an automatic message goes out and says I am out of my office right now but I will get back with you as soon as possible. But so do we are do we have that capability? >> I can look into it. I I would imagine >> Okay. So that would be that would be if someone sent an email. A cell person can >> What email address are you are they emailing? >>
Okay, so if there's a com- if there's a complaint or is there anybody in the community can go to the school's website, click on our names, and email us. We've had We've received everybody's received communications through the school. >> I I wouldn't want to just I wouldn't want like a fake response if I was emailing. Like I would want to know the person actually took the time to read it and responded back. If somebody emails somebody, I would want them to like respond. >> So they know So I know they actually read it or not. Just get a blanket response. Like that would probably anger me even more. >> I agree. >> If you're going to email me to complain, maybe email me to say how great a job I'm doing. I don't get a
whole lot of those emails. >> I don't get any. Okay, so we we can just wipe that whole that section out. And uh What do What do Do we want to address what our procedure is though for like when we do get complaints? >> agree to address the procedure, but I think if you're trying to just to get an automatic response from >> So that would be number three. We would get rid of number three. >> I think it's good to have the procedure on the website so people understand like >> to go through the principal first, then the superintendent, then to the Board of Education. >> So we just eliminated number three. >> Just the automated response. >> I agree with that. Yeah, I think that would be a good idea. >> And we're
getting rid of number three. >> That was >> I did. >> Bridget? >> Yep. >> Kim? >> Yes. >> Beth? Okay, we'll get rid of that number three. I got that down too. Those were basically the ones that we were looking for some input as far as But I did hear some I think I heard Bridget say he had some >> Well, I was looking at 2.2. >> 2.2. >> Okay. >> And I you know, it's the right procedure to refer this is into the appropriate person {slash} chain of command. But I for the newer people, it would be nice to know you know, like an org chart. An updated org chart with contact information that you know, you can sit there and say, "Hey, oh, I'm sorry. You don't don't talk to me. Talk
to Betsy Myers. Here's his number." Or whatever. >> Yeah, and and the chain of command is listed in here, but >> I don't know exactly where. So, we can restate it right there. >> for sure. Yeah. >> Or if there's an appendix. I didn't see any appendix saying here's the current organizational >> No, but that's That's a good idea. And then that'd be easier to update. We can't update this. Okay. >> I had um 3.2b written down. I don't know why or what it is. >> I'm sorry, Julia. What number? >> 3.2 >> That's new board member. >> That was the onboarding >> I just Yep, I just wanted to look through there and see if those are all like people who things that we can get a hold of. Like uh to put in
the packet. I want to make sure that it's in our our you know, our abilities to do that. I mean, there's things in here um so, it has uh the district info sheet. Board member term of office and information. We do have that, I know. Uh Board of Education schedule monthly meetings. We have that. Board operating procedures and code of ethics. That's in here. Um budget updates. That would be an update. >> We could cross that >> That could probably be I that >> Um most recent audit report. Cross that off. Or maybe have one so they can look at it. Maybe that might be a good idea. >> I would I think I was handed one when I first came on. >> That That without explanation I think is >> a lot of >>
a lot. >> Yeah, I agree. >> The school district calendar, we have that. Central office and staff directory. We We can get a hold of that. Okay, so we'll go with that. Student code handbook. We have that, right? Collective bargaining contracts, I don't think they need to be in the packet. >> think you need that. >> Superintendent and other employees' contracts, I don't think they need to be in the packet. Uh MASP school revised code. Um I did look that code up. And um I think that would cause a lot of confusion, but I guess we can >> out. >> Yeah, I think we should take it out. Sample board packet or the board a board packet. I'm not too sure about that either. Does anybody else think anything? I mean, should those things be
removed or does everyone agree with that or >> I'd remove it, but I think what we're missing is at least someone gave me an MASB open meetings >> Open meetings >> Rule book. There's another rule book. >> It also says something or something to my knowledge, but It was on the book. >> Okay. And >> And it's not specific to Shipwreck this is what open meetings have to do. >> Right. Right. Yeah, that would be good. And also um the school email and access being shown at access to MASB site. That probably should be in there. And it says list of acronyms. Oh boy, would that be a list? That would be a lot of a lot of Oh. It'll be a big list. So. We have that? >> I got >> Oh, Chris has
it. So we'll go with that. >> She has it. >> Perfect. So, are those changes good? Anything else we should add? Did you have anything else, Bridget? >> Nope, that was it. >> I I also had 4.3. So, not 4.3, I'm sorry. 4.6c. >> Board president Board president shall meet with administration quarterly to review budget. >> Yes. That That is something that we never done. We do it we do it all together. Uh >> How often is this as needed instead of quarterly? >> That would be good. Everybody agree with that? Change? And 6.1c. >> Consultant Rami as being the lead to work to consensus for the superintendent. >> Yes, and I should I just suggest we change that word from will to may. >> Yeah, that's what I was probably going to say. >>
Okay. That's all I had. Does anybody else have anything? Okay. So, you can still you can still approve this uh with the changes. So, is it as long as we have that to be a um yeah. So, >> I would propose that we table this motion until there's so many refinements here until this document is cleaner finalized. Gives everybody a chance to to get all their input on here and get this This is this is There's too much work in progress happening here today. >> Yeah. >> Agreed. >> Satisfied with that. >> Okay, so I need a motion to table the motion to approve the operating procedures. >> I'll make a motion to table the operating or operating procedures. >> Support by Travis. >> Okay, so motion made by Matt supported by Travis. Richard Pilon?
>> Yes. >> Tim Tarjan? >> Yes. >> Deborah Beaudry? >> Yes. >> Matt Melchert? >> Yes. >> Travis Neville? >> Yes. >> Julie Lohe? >> Yes. >> Okay, so I'm just going to make sure Okay, so um The next thing on the agenda is approval of the compass camera access and um So, we talked about that. Um I need a motion to approve the access to live camera feed at Compass for the purpose of additional safety monitoring. Is there any discussion about that? >> Yes, I'd like to make sure that there's a stipulation that the guidelines will be a draft will be created and and motion presented to the the board for approval as soon as possible in 2026. >> Can we modify that motion? Because it it says now you're allowing them to have
access to live camera feed, but it doesn't say where. >> We could take >> Well, we can always we can always revoke the access access to it in the future. >> No, but I mean if you make the change the modification at the desktop located in the administrator's >> You can change the motion anywhere you any way you like. So, you can >> I'd like to go back to where whoever passed that out. Where did that go? There was something maybe it was an email but or in your presentation where it said live access only at the desktop located in the administrator's office. >> You can make it yep. >> make it anywhere you want. I'll make that change. Then I'd be okay with it for now until we can come up with a procedure.
>> Can you state it in a motion? I need >> Uh to approve access to live camera feed to live camera feed located at the desktop in Compass office at Immersant Academy for the purpose of additional safety monitoring. >> Chris, did you get that? I did. >> Would you restate it for me, please? >> I motion to approve access to live camera feed located on desktop at Compass for the purpose of additional safety monitoring. >> I second the motion. >> I made that motion. >> I'll second that motion. >> Well, you made it by saying it. >> Yep. >> Okay. Um Motion made by Travis. No, no, no, no. Motion made by Rich, supported by Travis. Any discussion? >> Richard Keelon? >> Yes. >> Tim Tarbet? >> Yes. >> Debra Beuner? >> Yes. >> Matt
Malarchek? >> Yes. >> Travis Neville? >> Yes. >> Julie Bolson? >> Yes. >> Okay, next on our agenda is the athletic committee update. >> All right. So, we're looking at putting an elevator into what would be the weight room area there above the gym. And uh looks like it's going to be a lot less expensive than originally estimated. But, still a little over budget. Anyway, we're going to put it outside of the building. Uh which is going to just allow us to move larger things up and down. Like, for example, I don't know, weight equipment. Uh cheerleading, looks like participation is increasing. We're at 10 students right now, and uh we're looking at maybe adding some next year, which is great. We haven't really had cheerleading since I've been here. Ordered some new uniforms and
mats for them as well to practice on. Currently, they're using our old wrestling mats to practice, which is good. At least they got something for now. Our basketball court was dedicated to Scott Hancock on December 9th. That event was well attended by former players and coaches. If you guys aren't familiar, he's been coaching here for 50 years. That's pretty impressive. Uh we did finally put together an athletic bus uh for the purpose of going to away contests. Uh it's pretty cool looking. If anybody wants to see it, I've got a picture of it on my phone. Come up after the meeting, I'll show you. Uh or also, Mr. Fleming's got one as well. I think Matt does, too. Um Anyway, we've got that. It's in. Looks really cool. We're going to try to avoid driving
in the snow or salt to protect the final coating that's on it, make it last a lot longer that way. Middle school bleachers are really set up kind of weird. There's only three steps there and then it's just all bleachers. Anyway, it's difficult to access. So, Steve thankfully looked into getting a new set. We estimated that at about 143,000. We could probably save a little bit by grand or so by doing having us scrappy company come do the demo for us. And that money will come from our sinking fund, which is great. That's already there. We still don't have an update on our championship banners in the gym. Uh those were in the process of being ordered when I started on the board, which was about 14 15 months ago. So, still not sure what's
going on there, but um they'll come eventually. Uh all we currently have some open coaching positions. That's JV softball, girls head track, girls assistant track, and uh we did also approve that now administrators can and will coach for us, which is great. Uh before we had some language saying that administrators couldn't coach. I think that's just a that's us being negligent in not tapping into the talent that we have in our administrative pool. Uh we wanted to make sure that we are clear about what the expectations are. When we do that, of course, we verify that. Uh fall coaching evaluations are complete, as Spencer mentioned. Um Yep, that we already talked about that. We are pretty much nailed down on our assistant principal athletic director role, which will be the new job description for whoever
comes in to replace Jason Friday. We think we need to add an AD, someone who is responsible also for 7th and 8th grade at this point, which is that smart we're all in the same building. So, we're going to look at uh posting in January, try to bring in some applications applicants at that time. If we get somebody in the building uh as our new athletic director before Jason's gone, we'll have some very convenient and and useful a time where they can share information and kind of get rolling. We talked about using our athletic gyms by travel teams or teams essentially that are not organ schools. We're using the same procedure we've always used and that's by using a facility use form and provide liability insurance with that we should be fine. Only when proper
procedures are followed of course the principal needs to be involved all those usual things. Uh Matt talked about the football stadium internet. We went through that I think we'll be fine on that one. And then we talked again about the volleyball situation. You know, missing the all region player submissions. I've to look past that. Spencer met with parents coach Danny Diaz he said we still have frustrated parents and kids as they should be. Um yeah, I don't feel like that's completely resolved yet but that's where we are with that players. >> Any questions for Travis? Okay, uh next on the agenda is approval of fall coaching renewals. Talked about them. So, I'm just going to read motion one at a time here. So, first we need a motion to approve the renewal of the boys
varsity soccer coaching contract Ryan Davis for the 2026 season. >> I'll make that motion. >> Motion made by Matt. >> Support by Travis.
