present. >> Trusty Windless, present. Thank you. We have a quorum. You will notice in front of you there is a um new agenda. Um, be it so resolved that the board of education accepts the December 3rd, 2025 agenda with the addendum of board members Derek Wall and Wendy Anderson to superintendent recommendations letter I to attend NSBA annual conference in San Antonio, Texas and the addendum of superintendent recommendations letter J board member Elise Stanovvic to attend the NSBA advocacy conference in Washington DC. A board member may request an item be moved from the consent agenda to superintendent recommendations. May I have a motion? >> Moved by Trusty Winless, supported by Trusty Sterlin. >> Questions or comments? Roll call, please. >> Trusty Anderson, yes. >> Trusty Dyro, >> yes. >> Trusty Sterlin, >> yes. >> Trusty Stavanovic,

>> yes. >> Trusty Wall, >> yes. >> Trusty Wless, yes. Trusty Battowski, >> yes. Motion carries. Thank you. Moving on to public comment on agenda items. Do we have any public comment on agenda items only at this time? Seeing none, we will move on to superintendent reports. Mr. Clans, take it away. >> Very good. Thank you. So, I just have one item to speak to and I've asked our attorney, Mr. Chisum, to stick around for this part of the meeting and then we're going to let him get on the road. As we know, the roads are slippery and he has a little bit of a commute. So, um I'd like to discuss the 31A health and safe mental health and safety grant. Um we spent about probably a good half hour discussing this at our

last board of education meeting. The whole issue um with this revolves around school districts waving privilege and we had quite a lengthy discussion at our last board meeting. you guys approved a resolution opting us out of that because of the the waving of privilege causing um not just this school district but many school districts um major issues with moving forward. Well, as a result of that, not only did we approve that resolution, we also approved the resolution as part of that to join the lawsuit. As a result of that lawsuit, the courts have stepped in and they've changed um the game a little bit. They basically set up a process where school districts that are considering taking this money to opt in by tomorrow, December 4th. And if so, when the court case is heard

and ruled upon, if the waving of privilege is unconstitutional, then you qualify for that money. If it is, if they leave that language in there to get the money, you have to wave privilege, then we can opt out before the end of December. So, um, there's I know I I put in Jeremy's letter that you guys had an opportunity to look at and in the board packet is the new resolution. So, I know I spent and I talked I spoke to this superintendent meeting. I spent a half hour trying to convince you folks to opt out and now here we are back at the board table asking us to opt in. So, I said that every superintendent in the room nodded and laughed said, "Yep, here we go again with this issue." But, um, so

hopefully you've had an opportunity to look at the background information, look at the resolution. Uh, we have Jeremy here. He's been involved in this from the get-go. And so if we have questions and open discussion, this would be a good time to do that. >> I was going to say, um, Mr. Wall, isn't this what you talked about at the last meeting? Yes. This is one of your, wasn't this one of your concerns? Right. >> So, I think it's addressed now. It answers your question. So, does anybody have any questions about it? No. Everybody's under understanding where where Mark and the lawyers are coming from. >> Awesome. Great. Thank you, Mr. Chisum, for being here. >> Glad. Thank you. Drive safe. >> Drive safe, please. >> We're grateful. >> Thank you. Happy holidays. >> Happy

holiday. >> Thanks, J. >> Thank you. Okay, then moving on to superintendent recommendations. Board of Education organizational meeting of 2026. Be it so resolved that the board of education holds its annual organizational meeting on Wednesday, January 7th, 2026 at 700 p.m. at OW Best Middle School. May I have a motion? >> So moved. >> Moved by Trusty Wall. Support >> supported by Trusty Sterling. Questions or comments? Um I do have one thing that I would like to say is that um for the committees, the um members of the public who would like to be on the committees that we make sure that Susan that we get those uh notifications for letters of interest out. Am I saying that correct? Am I saying that correct? >> Yes. that we make sure that we get the notifications

for the letters of interest to serve on the building and site committee, the policy committee, the finance committee. What else am I missing? I think that's it. Those three committees to make sure that we have those out as well before that meeting. That's all I have to say about that. Anybody else? >> Okay, roll call, please. >> Trusty Dyro, >> yes. >> Trusty Sterlin, >> yes. >> Trusty Stanovic, >> yes. >> Trusty Wall, yes. >> Trusty Winless, yes. We have a motion. >> Moved by Trusty Dyro. >> Supported by trusty windless questions or comment. >> A ton of reading, guys. I mean, it's backside. This is back to back. It's huge. There's a lot of information. Hopefully my explanation um made sense that Neola

is trying to streamline its policies. So basically what they're doing is they've updated 1422, 3122, 4122. They took the items that weren't in there from the next six that were listed and implemented them into those policies. And then the the other five are are technical corrections based on the change of the Office of Civil Rights. So hopefully that made sense. I That's what I thought as well. I thought I was losing my mind. >> Maybe it was from when I was on PTO that I'm thinking $500. >> Mrs. Dyra. >> It used to be $500 and I would say

about two years ago, maybe three. Um, somewhere along the line it was increased to a,000. >> Oh, okay. So, this has been three three years maybe. >> I was just making sure cuz I remember $500 like >> it was right. Okay. >> I'm just wanted to make sure we were being fair. >> Inflation. [laughter] >> Roll call, please. Trusty Sterlin. Yes. Trusty Stavanovic, yes. Trusty Wall, yes. Trusty Willins, yes. Trusty Anderson, Trusty Dyro, >> Trusty Belttowski, >> yes. Motion carries. The cost of the district is

not to exceed $2,500, which covers registration, travel, room and board, and meals only. May I have a motion? >> So much. >> Moved by Trusty Sterlin. >> Supported by Trusty Stavanovic. I do have something to say. Um, the conference is April 10th to April 12th, but we will be leaving on April 9th. Do we have to change that to April 9th or are we just >> keeping it at April 10th because of the conference? >> I would think you would. Yeah, because the conference is 10th to the 12th. So, >> okay. I just wanted to make sure that we were being transparent. Okay. Thank you. Um, any other questions or comments? I was going to go but >> I mean we can amend it. Can't we amend it to add her to this? >> Oh

go >> she said to me that she was go to the advocacy one in February. >> I know that's why I was I chose that one instead. >> Okay. >> I was going to see if I can change the dates but um it's fine. We can always we can always miss asked Miss Stavanovic if she wanted to go to this. I'm sorry, Miss Susan. Um yeah, and Elise chose to go to the advocacy in Washington DC is my understanding. >> I had that one planned or I was planning on going to Washington DC first. >> Okay. >> Because I didn't know about if I can make the San Antonio one. >> Okay. >> So that's okay. >> Are you sure? I don't want to make a rash decision. >> Bring it up. >> You've got

time. This was this was we were this was based on >> I don't want to make a rash decision. That's why I was like going um >> it's fine because this is just this is for the early bird registration. There's still plenty of time to register. >> So, okay. Well, oh, I'm sorry. >> I'm sorry, Mr. The other thing too, this is kind of like a we can say we want to go to a conference and it doesn't have to come through the board. Correct. Correct me if I'm wrong. So if you wanted to go, you could let Mark know say, "Hey, is it okay to go or tell from Mary Beth and whatever." So >> it's not something It's kind of This is kind of like a courtesy and to let everyone else know

Be it so resolved that the board of education approves the attendance of board member Elise Stanovvic to attend the 2026 NSBA advocacy conference in Washington DC February 1st 2026 through February 3rd 2026. The cost to the district is not to exceed $2,500 which covers registration, travel, room and board and meals only. May I have a motion? So moved. >> Moved by Trusty Walls. support by trusty windless. Questions or comments? Mrs. Devanovic. >> Uh,

Trusty Anderson, >> yes. >> Trusty Dyro, yes. >> Trusty Sterlin, >> yes. >> Trusty Stanovic, >> yes. >> Trusty Bowski, >> yes. Motion carries. Thank you. Moving on to unfinished business. Do we have any unfinished business, Miss Dyro? >> I'm I apologize. I should have said this when we went over the NSBA conference. You know, it says the cost to the district is not to exceed $2,500, which covers registration, travel, room, and board. It should probably say per person. >> Oh, >> per person. Yes. >> Susan, can we change that? Thank you. Just I mean, >> yes, just for

record sake. Yes. Thank you very much for pointing that out. >> Okay. No unfinished business. Do we have any new business to come before the board? >> Seeing none, district points of pride, Mr. Kleinand. >> Very good. Thank you. So again, I want to just make sure that we everybody understands and thank everybody for their work on the passing of the building and site seeking fund renewal. Um again, we'll um we have a plan set forth. We'll need to reconvene the building and site to confirm and get ready to go on some of these projects. The first couple of years aren't as major is what we just went through. So, um but we'll definitely want to get um the committee back together and make sure that we're good to go on um on the plans

moving forward. We want to certainly thank our community for supporting um this endeavor and this certainly will help as we move forward. Also, I want to thank all the administrators, staff members, parent volunteers for all the Thanksgiving events that took place last week. Uh the students really look forward to all the events. We were out and about. Um especially the elementary students participating in the Charlie Brown Thanksgiving, so I could have sat there all day and ate popcorn, but I had to get back to work. So, it was wonderful. But again, thanks to everybody. I was amazed with all the parents that were in the building and supporting and again every toaster in D7 was at our school. So love it. Um just a quick updates from the buildings. Madison, they're hosting a holiday puppet

show. Uh kids are pretty excited about that. That's on December 10th in the morning. They're also they also have spirit days planned at Bedford. Their spirit week. I think it's the same for all three elementaryaries. December 15th to the 19th. They have fun activities all week for the students and they're bringing in a a coffee truck, but they're going to do hot chocolate for all the kids. So, I thought that was kind of new. Marcy Joby wanted me to >> to uh put that out there. Brand new event. They're going to give it a shot. >> At Pulk, the holiday nights, fun event for Pulk families, December 10th from 5:00 to 6:30. Again, the spirit week from December 15th through the 19th. at party holiday nights for their families is December 11th, 5:30 to 7:30.

And their spirit weeks that same week, the last week before uh the vacation, December 15th through the 19th, the OW vest tonight, they had a celebration. Um the building principal wanted me to announce that um they had the cheer and the basketball parents here this evening doing um was parent night and a celebration and um all of the good stuff that was going on at the high school. Um, hopefully you guys saw the pictures of the cafeteria. If you not, if you haven't, they're in this update. I can't remember. Were they in the last one or this one? >> They were in this one. >> This one. Yeah. Yep. So, um, if you get a minute and get over there, if there's an event, please look at that. That's um, your guys's approval of doing

that project. I think it was Tanya that said, "Man, that place needs to be spiffed up." And if you go in there now, it really is something. though with every good thing there becomes complications. So basically um students had places that they sat in the old configuration. >> So they're working through some issues about seating about about all of that kind of stuff. So but it really looks fantastic and thank you board for supporting that. Um it is much better. We will be able to use um that space now for professional development. we never could because we couldn't have staff members sit on those chairs. So, now that we have tables and chairs, um we could use it for that. However, for uh the uh PD on the 12th, we're unable to use it because

we'll have some folks in changing out water um uh they got to do some work on the water line. So, we won't be able to get in there until the afternoon. So, water meters, that's the word I was looking for. So, they'll be replacing the meters that are back in the uh boiler room. >> That's a good question. Yes. >> Are the kids happy about the tables and all that? Do they like better >> students? Other than the ones that got displaced? Yes. >> Yeah. I really think they like it much better. It um there's one, two, three tall uh tables. I think those are kind of cool that they really like. Um they I think um they're they're moving some tables around from the you know, we had the gentleman come out who gave

us a whole layout and actually did a video of what it was going to look like. And so when we um put all the tables and chairs in there, we followed that that format. And I think um they may end up moving a couple tables and that kind of stuff, but I think all in all um the kids that I talked to really enjoyed it much better than >> the other seats were. So if you anybody didn't see them, there was like for little kids, like elementary kids. >> Yep. Exactly. Exactly. So those old tables are in storage right now. And um this summer we probably will need to do a auction or something. We have an Madison's pretty full with u that's where the most of the tables are right now. Um so we

have a lot of equipment in there. We may want to look at at moving that an auction forward and there's board policy that talks about that. We'll follow that board policy and notifications. I haven't finalized that but we're running out of space um at Madison to >> I thought we had a company coming in purchase. Um well we did but um it so the one company that uh was interested they just take them and their payment to us is they're just taking them. So we were getting nothing out of them and they're in great shape >> and that's they're a recycling company so that's what they do. The other option was to just put it out on a >> on a a site where someone could come up and buy one table buy two tables

and I just thought that that probably is not the best route. So, um, that's why I'm thinking about maybe this summer doing an auction and putting it out there and let other districts know that we have >> they're in great shape. Bunch of tables that, um, are out there. But the other thing, Tanya, I know you always talk about this is engaging our students and and I just need to say this that a special thank you goes to the staff and the students. It was all hands- on deck. kids were I mean they sent a setup crew and the setup crew they were great people but um we had to get them ready to go for lunch so we had kids on deck pulling chairs moving tables so I know that's something that you really

advocate for um so we uh did that they did a great job and I want to publicly thank them for that so yep >> very cool but it it's I just think it looks so much better over there um also at the high school there's a an anonymous person out there that um donates I think 60 turkeys and works through the high school to distribute. And so they did that again this year. That worked very well. They also did a blood drive um and that went well. And their band concert is December 18th at 6:00. In the high school, athletic sports have begun. We want to wish all of our athletes um the very best. And this is what I thought was really cool. We had a all region football selection. So congratulations goes out

to Cardell Wilson. Uh to be honored to be all region is quite an accomplishment. So we want hats off to Cardell and the football program for having a a member I you know >> Yep. really really cool. >> And then in the curriculum uh area the December 12 staff and service is ready to roll. The focus is curriculum and PLC's. We'll have consultants from Wayne Rei ready. We'll be working with our teachers to improve instruction and as I spoke uh earlier, we will also have some folks here working with our paras on trauma informed practices. So, we're really excited about that. We also are trying something new. Typically, we have everyone come here in the morning um and then they disperse to their different areas, but um due to space and locations, we're going to

um we're going to do our continental breakfast at the different elementarymentaries for the groups that have been assigned there. So, just a little bit different twist on that, but hopefully it it will go forward. So, as we move into the holiday season, we want to thank all those who are participating. We're doing toy drives, food drives, fundraisers to assist those families during the holiday season. I would just say uh for any families out there that are struggling, please go to our website. The citizens advisory committee put together a wonderful document. It's on our web page. um if you need assistance um please uh you know visit that there's a lot of resources there that can help families out but just want to thank everyone that's been involved and thank everybody for supporting D7 >> thank

you Mr. Um the dear night's good fellows too. They also do like no child what is it? Child without a Christmas. Okay. >> So if anybody's struggling needing something for Christmas gifts and food and that reach out to German Heights um actually the fire chief at the main station you can reach out to him or they should be reaching out to our school district to see if anybody needs assistance. Yes. >> And I think those contacts have already been made to the building principles. Yep. Very good. Thank you. Thank you. Okay, moving on to other Oh, I'm sorry, Miss Swimless. >> I just wanted to know like the process of um inviting student athletes to the board meeting like um is there a reason like we didn't have him come and then like give them

the >> Yep. So, the swag. Yeah. So, we'll we'll set that up. I just I just got this the other day. >> Okay. I just make sure. All right. >> Anybody else have any questions? Okay, moving on to other business. Board committee updates. We have no updates at this time. Upcoming board committee meetings. We have a policy committee meeting scheduled for Wednesday, December 17th, 2025 at 5:30 p.m. here at OW Best. Any other business? No. At this time, we will accept public comment from the public. Do we have any public comment at this time? Please come forward. State your name and your affiliation. >> Hello, Karen Low, staff member and parent of a freshman and a senior. Um, I'm the co-chair of the senior all night party committee. So, on behalf of Well, I'm the

only one here, but on behalf of the entire committee for the all night party, I just wanted to thank you all for your very generous donation to our all night party this year. So, thank you very much. >> Our pleasure. Thank you. Any other public comment at this time? >> Please approach the podium and tell us your name. >> Uh, hello. My name is Jonah Young and I'm a student at OW. before he before he even starts talking this timer. You're not going to um raise his anxiety with that nonsense. You guys are going to take the time to listen to him. Remember, I have multiple I've let you guys know if we have multiple kids on the spectrum. This is one of them. You guys are going to take the time to listen to

him. He's going to You guys are going to give the respect to find his words and you guys are just going to listen to him. Do not interrupt him. Okay. >> I understand the policy, but this is different. This is a kid. This is one of you guys. >> Yes. I'm just letting >> So, I don't really care about the policy right now. This is your one of your students. This is one of your special education students. You guys are going to listen. >> Can May I finish? I I understand. I just want everybody to know that we do have a policy. >> I know your policy, Mr. >> Can Mrs. Young, May I finish speaking, please? But I already >> May I finish speaking please? >> Mother just mother just let her finish. >>

Go ahead. >> Well, what I was going to say is we have a policy that's five minutes but if it is up if it is okay with the rest of the board I would like to suspend that five minute policy for this young man. That is what I was trying to say if you would have let me finish. Thank you. >> Miss Stanovic, do you have a problem with our this student going over? >> No. >> Mr. wall. >> Do you have a problem suspending the rule? >> I'm just going to pass. >> Okay, Mr. Sterling. >> No. And I we don't want We don't want the timer. Just let him tell. >> Correct. Mrs. Dyro. >> Mrs. Anderson. >> Mrs. Windless. >> I was just going to say that I think that a motion

should be made and a support in order to suspend the rules to follow Robert's rules of order. And I was going to I was raising my hand to make the motion. >> Okay. Go ahead, Mrs. Wless. >> Yep. I make a motion to suspend the rules uh and to suspend the timer so that the student can present public comment. >> May I have a motion? >> Supported by Trusty Sterlin. >> Seconded by Mrs. Anderson. Sorry, Mrs. Sterling. Sorry. >> Who made it? >> May. >> I made the motion. >> Yes, she made the motion. >> Mrs. Windless made the motion. The support was by Mrs. Sterlin. >> Roll call, please. >> Trusty Wall. Yes. >> Trusty Wless. Yes. Trusty Anderson. Yes. >> Trusty Dyro. Yes. >> Trusty Sterlin. >> Yes. >> Trusty Stanovic. >> Yes.

>> Trusty Battowski. >> Yes. Thank you. Young man, you may continue with your statement. Miss Sur. >> All right. So, one thing that the school that ticks me off is the racial slurs that people are giving to the uh to the other people, other races. And now I I've been telling my mother this, but because there's more because I feel like because I feel like there's more Europeans than African-Americans, I feel a little bit intimidated by that. So um and the fact is the office yesterday stole took my parro away from me for the entire day. So, I did not have a good day that day. And I feel like and when I and I feel like one of my math teach well my math teacher is sexist mostly because one time on free day

Friday I was on a game and he told me, "Jonah, get off and do something productive." And I was like, "Okay, shoot. Why not?" And so a girl calls me over. I go over and she's playing a game. Almost half of almost half of the boys in the class were off the games, but some were still on there. And I'm like, why did I get off the game, but you're still on one? So now I go to my I go back to my scene. I'm wondering, was my teacher being sexist? And another And another thing, my art teacher He might be a pervert. Mostly because back in quarter one when I used to have Mr. Barry's class, anytime a girl bent down bent down to get something, he would look. And I saw that clear

as day. And I'm busy and I'm busy here running and I'm busy here like looking around like, "Did anybody else see this?" and the and the table with with a group of girls. They saw it and they looked at me shocked and I'm like, "And lastly, I don't want my teachers going too fast and because apparent because of the um time on the clock. If I need you to slow down, slow down." And it's mostly my science teacher and she so anytime we're watching a video or doing a science project, she never slows down the videos. The only time she slows down is when she's feeling generous, which is pretty often, but not very often. Now, um, she doesn't slow down and she and she just says, "Well, it's too that's too bad. You got

to pay attention." And when anyone tries to say, "Hey, can we go back?" She says, "Nope, you got to pay attention." Excuse me. I I I need I need to go back. I need to go back a few seconds. Go back. But no, apparently But no, but apparently they don't do that. Also, one of my also so y'all know that y'all know about the Royals basketball team. And one boy on the team called me the hard R. And so I'm not going to say his name because that'll be pretty messed up. But I didn't tell the coach because well I don't know why I didn't tell I I didn't tell her and I feel and I feel really mad about it that I didn't tell her. Someone called me a racial slur and I didn't

do anything about it. Thank you Joe for Thank you for Joe for your comments and your bravery of standing up and speaking to all of us. Thank you. >> Thank you. >> Okay. Okay. Thank you. >> We're going to start the timer for you though. Thank you >> and thank you for the Thank you for the the time and for him excluding everything like that. And um I apologize miss uh Mary Beth for for interrupting you. If not, thank you again and for everybody for allowing him the time. Like I said, um my name is Barb Young. Um thank you. Yeah. Yeah, that was great. I wanted to just say having the staff trained to deal with our special needs students um is a must. Uh better training so that they know how to deal

with the behavior and so they can teach them will be will benefit the school as a whole. Uh we are dropping a ball with our special education students and you can tell by the grades and test scores. He hasn't been proficient in anything since he started school. One of the reasons is because I've been telling telling you guys that he needs a um a pair since he's been in kindergarten. Honestly, I've I told you guys that he needed a pair and you guys said no and I I just said well bless him to you. But it's been horrible for him educational wise, but because you guys won't give him what he needs. I know the testing the way that you guys are testing is horrible for the re one of the reasons why is because

the way what when when the uh when the lady came in and said to me, well, he he wasn't have I know know that he wasn't having too good of a day because he said, well, c can we just do it and get it over with? How can you test a student accurately when he's not having having the best day? He just said, "Well, can't we just do it and get over with?" What kind of data are you getting from that student? Please tell me. And then how can you then how can you ask the teacher who doesn't know the signs of special of a special needs student? She doesn't know sign of autism. Tell me what data did she get from my child that whole year. I really need to understand that. And then

you're lying on my child. You're pretty much telling me that that my son was lying the whole year. If that if the if this if the um if the parent in the classroom is saying that she only helped my son two times out of the month, you're lying. My son says you helped him. You help him every day. Who's lying? The pair or my or my son? I believe my son. That pair is a lie. How are you getting the correct data? Y'all have been lying on my son for 5 years straight. He has not been getting what he needs for five years straight. So I trying to because I because I've been trying to spare. But now look where we are. He's in the sixth grade at what I say maybe a third grade

on on paper at third grade reading level. But you hear how he speaks. You wouldn't a lot of people say would say he doesn't have autism but he does. behavior wise. If you hang around him long enough, he'll see it. I need you to understand he needs a pair. The lady that's in the classroom, she's with him that she's amazing. Miss Stacy, do not remove her from him. What you did, what was done to him yesterday was horrible. He did not have a good day. What was the purpose? What was the reason? You did not tell him that she was going to be removed from him. You took somebody away from him to give her to somebody for what? Stop doing that. Stop doing that to kids. It shouldn't be done to him. It shouldn't

be done to another student. Stop doing that to these kids. If you knew about special needs kids, you wouldn't do that. You would not do that. You wouldn't snatch somebody that's close to them if you knew what it did to their mind. So, this is another reason why I say the staff needs to be trained. If they were trained, they wouldn't do it. Please get these people trained. I love that Wayne Reese is coming in here to do whatever kind of training that you guys are about to get them trained in. It's a beautiful thing cuz I've been asking you to get Wayne Reese in here for quite a bit of time. It seemed like you were scared. I'm not sure. But I'm trying to avoid going to bring Wayne Reese. I'm trying to avoid

the state complaint. But you have me on my toes because my son is suffering. You have me on my You have me at the brink. This is where I'm at. We went from sugar to spit for a school year. You have my my other son at the high school being called blackie in class. I'm tired of getting I'm tired of getting being called two times a week because my son is he say I'm about to crash out. Why is he in the middle of class about to smack somebody and we have two people in the classroom? They're not even aware of what's going on in the classroom because it's too much going on. The counselor said should not tell my son. ignore a cadated unless it unless it's about you. That should not be the

response to a racial flow. Address it regardless of who it's who it's uh towards. If it's not towards him and he heard it and he came to you and he said, "Hey, I heard this." You need to address it. Correct your staff and stop telling him to stop being afraid. This is pissing me off. I was all right. Thank you, Mrs. Young. Do we have any other comment at this time to come before the board? Seeing none, we're going to move on to kudos. I have one.
