003Dr Ginger she's going to introduce our guest speaker for this evening for the audit presentation so Maria good evening School Board as you recall we have our new audit firm in place for this fiscal year 2324 we put out an RFP and they responded to the RFP and so this is their first time coming to our district to audit us went significantly smoother than what we what happened last year and yesterday I submitted our FID at seppy which is the finish line for getting our financial data to Michigan Department of Education it was not the case this time last year you're still waiting for the report so he did a great job and with no further Ado I'll introduce John Ringling he will come and speak to the board about our audit result thank you

004Maria yes and my name is John ring line um senior manager with MRI ceris I've been working at The Firm for about 10 years so thanks for having me um I've know Maria actually funny enough since the beginning of my career I worked as a very new one-year staff on Brighton when she was over there uh so it's kind of nice to be able to see that full circle so thank you to Maria and Mark and your whole team at the business office um really made this a smooth uh job for us so um yep we're going into our presentation uh we did go over this with the finance committee um if there's any questions I do have the audit report as well if anyone would like to follow up with anything beyond what we

005show here today so the 2324 audit is what we're looking at couple items about our firm uh just 140 plus I think we're closer to 200 now um we do uh expertise in um in school Finance we have uh well over a 100 School District audits annually I think we're up to about 120 um and then 200 plus governmental clients and about a staff of 50 uh that do work on schools and so we have a a nice uh you know a good good Resource Group to be able to tap into for any questions that come up throughout the year so please feel free if there is anything you know we're not going to nickel and dime we are we are here to help take that nature into all of our audits uh so audit

006results um right off the bat for some reason we're missing part of that slide but um I think you have it with you so those first two items there are actually the most important so we did have an unmodified opinion on the financial statements that is the highest opinion that we can provide really what that means is the items in the financial statements that were presented to us the numbers are materially correct in all respects uh so we didn't have any significant entries that were provided and largely what we were provided were the numbers that you see here today which is great um internal controls we don't do any um you know opinions on the internal controls but we do look over the controls of the district and if there's anything that we were required

007to report uh that was a weakness uh we would report that to you and we're happy to report that we did not identify any weaknesses controls either um on this side that blank for some reason on this report we also did do a compliance uh for major programs test because your District receives over uh 15 or 750,000 in federal funds we are required to do a single audit um over major programs for or federal programs the major programs this year were Child Nutrition cluster Title One grants and the education stabilization fund or Esser uh so we looked at all three of those programs and did not have any uh findings associated with those I do want to address there were two findings uh related to Federal Awards last year uh significant efficiency for proper uh

008preparing of the sea the schedule of expenditures of federal Awards um that was provided to us and prepared by management this year uh with with no issue there and then there was material non-compliance on the Esser uh which is part of the reason we need to test that again this year uh for covered payrolls being maintained and those were all adequately maintained on the ones that we tested so uh great to see that we did clear those findings from last year as well going into this year and then there's also a governance letter and management letter that are included with the audit uh governance letters just required communication to the board if there was anything that is outside of the audit that needed to be addressed or or provided to the board as far as

009communication we would put that in there that also outlines the estimates that go into the audited numbers and then also notes that we didn't have any disagreements with management no um significant journal entries as well uh so so all good things in that L you want to see a standard letter uh year after year there's also a management letter for excess fund balance so we did test the Child Nutrition cluster one of our tests is to ensure that the fund balance in the Food Service fund um is does not exceed three months of expenditures uh that is something we found does occur it is not a finding per se mde no longer wants this to be a finding as you know with a seamless summer option with free meals um dur during covid and then

010now at the State of Michigan providing free meals for all students you're getting the free reimbursement rate for every meal that comes across the plate of a child so that is just a significant increase in the revenue with not as much increase in cost uh within that fund so most districts I would say 80 to 90% have this excess fund balance it is something you'll still need to put forth a letter of spend down plan with mde uh and have it planed to spend that um but you're also unfortunately very restricted on what you can spend those funds for so you're you're kind of stuck in that way um especially with the continual uh free meals for all going forward so um there are some strategies that we can discuss uh with Maria management um

011to to you know kind of have a good spend down plan um but you are capital outlay it comes to mind um and then you know increase in the cost of the food product that goes out the door as well so really it's just increasing costs so um the next slide we have the B sheet of the governmental funds uh this is really just your assets your liabilities and the fund balance of your funds so the major funds we had this year were the general fund and the 2021 Capital project fund so that was fully spent this year that's why we have a zero on the bottom line fund balance uh so assets offset liabilities there of 6,300 so that's really just a a cash on hand and a payable at year end uh so

012largely that fund is is uh depleted fully and then we have our non- major governmental funds that's your food service your debt funds um and your other Capital project funds so what we have in our general fund is 12.6 almost 7 million of fund balance the next slide is how that is derived uh so this is a lot more information because this is your income statement for all intensive purposes uh so what we see here is we had a general fund revenues of 50.5 million compared to expenditures or sorry 40.5 million compared to expenditures of about 40 so you had a approximately half a million dollar excess there and then there was a transfer out uh to General Capital project uh which is our other financing uh use and so all in all our net

013change in the fund balance for this year was about 1.5 million decrease which still puts you at a a healthy uh excess of 30% fund balance uh State average is around 21% uh you know we we'll see on the last slide why it is important to have a large or not large but excess uh fund balance beyond that uh msbo recommendation of 15 to 20% uh it keeps your district from having to Du short-term borrowing which we see quite a bit which is an excess cost and burden on the district overall um as you can see in the second column there Capital project fund fully depleted so that 2.5 million of expenditures was spent on um appropriate Bond expenditures uh that is a test that we do as well throughout the year uh throughout the

014entirety of the bond uh we did it for this year um and then that report then goes to Treasury and they look at that to ensure that uh 13 51a testing has been done throughout the year um this data is also summarized on pages 18- 19 of the audit that you have the next slide goes into the budgetary comparison uh so this is to see you know what we thought we were going to spend um and receive on the original budget which is typically in June of the pre year prior up until the final budget which is June of the year that which we're auditing uh and and you know pretty tight budgeting as we can see on this variance column here um you know we originally started with u seeing about 474 th000 excess

015uh where' we land by 478 you know so that's that's very very close to what was expected for the year the final budget wasn't too far off of that there was an amendment to uh as we saw transfer out to that other Capital project fund and this is to set aside funds for future needs of the district uh which is important to do uh you never know aging buildings um you know one: one uh technology those are things to plan for for certain so all in all uh 37% of budget expenditures is where our change in fund balance variant came in which is very very tight budgeting by Maria next couple slides I'll I'll go over pretty quickly um really this is just showing that about three qus of your funding comes from the state

016of Michigan uh per pupil funding allowance of about 9600 uh for the year that is unfortunately for FY 25 going to stay the same so we're not seeing that 450 dollar per people increase as we saw over the past couple years during co uh three-year Trend um on our on our Revenue uh you know largely we saw this increase due to um Co related funding I mean a lot of that is that Esser so that Federal ban there has gotten larger over the past couple years that should start declining back to what you saw preco um and then state of Michigan quite a few increases there due to a lot of those categorical funds that came through uh unfortunately uh once again just as the unrestricted State funding um is uh uh staying the same

017that 31aa was a large line item uh that they are taking off the budget for next year for that mental health so large am of that was deferred into next year so we can kind of spread that out over the last couple years yeah I'm noticing my slides through Google Sheets do not translate well through what we had here so sorry about that I'll try to get a PowerPoint next time um and our general fund uh you know State average um on instruction versus support is about 57% you know you're right in line with that at that 58% range um so that's good to see you know dollars going right into the classroom and then support is is supporting those um those teachers that you have in the classroom uh next slide this also looks

018to be back rots for some reason but really what we're seeing here is our expenditures are following the revenue that we've had as well uh fund balance three-year Trend there um gosh back in 22 we had about a 44% uh fund balance as a percentage of expenditures uh 38% last year and and down to about 31% uh for this year as we saw that you know Rec recommendation um is is in that 20 plus range um to you know a lot of this is due to Esser funding and the ability to supplant those funds that's not something you can typically do with federal funds um so that's that's been essentially a gift from the federal government but you know that is has ended as of 93024 so Sr funding is is no longer in play

019um so having that excess to you know plan for the future I think is is a good thing to have um you know we're not seeing this um Esser funding in the ability to supplant and we're already seeing Cuts if you will uh from the state of Michigan so so having an a healthy EX um is good to see and the reasoning for on the next slide um so that 31% we talked about it does exceed the MSB recommendation of that 15 to 20% but you do get better credit ratings and favor favorable rates on debt uh no need for that short-term cash borrowing that is an expense uh to the district unnecessary burden uh especially for a district dis size then you have reserves on hand you know there's some uncertainties that could erupt

020um you know pandemic did happen could have happened again don't know right so we don't know what the future has in store uh we did Implement a new gby this year uh gby 100 uh this is if you had an error on the statements um it's just how we disclose that error uh having a report we did not have one we do have a note in the financials that explains this um sorry we we did have one uh for this year but it was associated with u the predecessor and how they uh record deferred inflows on 147c so so not an error of the district there was a way in which it's reported by uh the predecessor auditor that's in note 13 future implementations uh we have gasby 101 102 and 103 coming up 101

021and 102 and fy2 so that's right right now next year's audit um that's associated with compensated absences and the way in which that's reported uh we'll likely see a change in the calculation for that uh so we'll work well with Maria to see how that impacts your District then certain risk disclosures this is going to just expand um any disclosures associated with the risk footnote that we have um and so we we'll make sure we get the language correct as far as what the gby requires uh going into next year and then gasby 103 financial reporting uh model improvements this is really going to change the mdna and all what's required to be in there and we'll work with management to ensure um that you're you're on that excuse me as well so last slide

022is uh you know thank you to the district for for taking us on as your auditor it's it's been great working with your or ation and and you looking forward to many audits to come thanks any questions at all anybody have any questions yes trusty Gator none for John but to the finance committee did you guys come up with anything that you may have had concerns or questions about uh we didn't that iall now everything usly everything lined up yep was it for me I think there was one slide one thing to correct but I got correct minor original budget yeah we got that in there unfortunately other slides somehow flip flop that I think that's just a more of a Google Sheets versus Microsoft PowerPoint thing so sorry about that but but I will

023say though when this started when John started he did reach out to me and asked for input we were on the phone call about 20 to 30 minutes I didn't have that with the other Oni they reached out to me anything so it was refreshing for him to come and ask questions of me and and that's when I emailed you guys said do you guys have any questions so I mean that that was really nice that was good yeah I appreciate that I think that dis or that full transparency you know to have any disclosures that might need to come in you know we do send legal Letters Out reach out to the board you know it's more than just management that you know brings us all together at the end of the day so

024appreciate that as well Mr clons yeah so the last audit that I sat through there were no numbers if you guys recall and so John please know I really appreciate you explaining the numbers especially the importance of a fund balance there's also an issue though that you can't have too large of a fund balance so we're doing the spend down Y and putting the two million set aside in case a boiler goes out in case we have a roof that starts leaking so um so I think that that was a good plan um so I do appreciate that I appreciate your um presentation both at the finance committee meeting sir here and I really appreciate the work that Dr get singer's done in guiding The District in the financials and dealing with everything and prepping

025for this I know it's a ton of work to get ready for the audit all the paperwork and so um and her recommendation of doing this set aside as a planned spend down so uh very nice work Maria thank you thank thank you so much thank you appreciate it thank you super recommendations which I think is just my yes minutes for the building and site you'd like to go and go through the minutes that would be great thank you you okay so the building and site committee met on October 9th uh 5:30 pm present was myself trusty balowski Mr pinan Miss grea Mrs virgin I'm sorry Mrs grea M Morgan Mr Armstrong Mr Gary and Mr Mark Chamberlain from zman's architect not present uh trusty sterin which she did in for uh for old business

026uh with the 2024 summer project um Mr Clan uh updated us with the uh Bedford I missed that part Bedford Elementary un event project it's there uh near completion so that's that's a good sign the 2024 fall plan was for the Anapolis High School auditorium HVAC and the plans were for the HVAC unit to be placed on the roof on October 15 and uh Mr has this confirmed it is on there that's exciting uh 2025 summer project is uh for the pen party HVAC but we're waiting for the start of the project when the school gets out in the summer of 2025 20126 summer possible mass and reopening project there was no discussion on that uh the next part was the Bedford site project update quite a lots in this uh with planning phase there

027was discussion with having a nor drop off from Anapolis Road and uh the south parking lot design option allowed for more spaces because we had a couple options to look at there's more spaces uh between the parking lot and the school doors uh which there was also more discussion on the parking lot not being uh over any buried utility lines and uh with the south parking lot option this would also include the removal of the tennis courts the uh committee asked for another s estimate with regards to the price of the cost for uh the playground base uh with more associations like with whether it be chips or a matted base uh the discussion on resurf resurfacing of the basketball courts uh with new basketball hoops and Nets that was also discussed and then uh

028also upon discussion a committee agreed to place a request to the board of education for approval to move forth with uh seeking bids and projects which will see coming forward on this meeting the committee also approved uh to ask the Board of Education to seek bids for the renovation of the baseball softball soccer fields and a paid walking pathway on that uh grounds on Bedford grounds the playground inspections were completed and mass and playscape was removed per inspection and the committee agrees to ask the board of education for approval for new playground equipment party Courtyard discussion was within the committee agreed to put a request for the Board of Education to approve the renovation of the courtyard and the construction road south of the baseball field on parie grounds uh the director of operations is

029waiting to hear back from another company on trying to obtain estimate for that work under new business we talked about the high school restrooms and discussions on getting a refresh with options and the locker refresh was brought up with uh discussion on replacement option for the lockers at party and Mr C's pried an update with the building of fund balance that would look towards the 2526 school year uh so with the revenue of the beginning of 2024 with with the 2024 25 this current school year estimated revenue and 2526 estimated Revenue Vue uh that would come up to 3,967 713 the expenditures uh at this time is uh for the Anapolis High School poke party HVAC for all the schematic designs the documents from the state for the State uh the bidding in the construction

030um and that's not the actual work it's the um engineering's work that get that prepped up that 74 well I'll just put it all one Lum some to make it easier the Annapolis High School auditorium HVAC the Poke party HVAC mechanical and the typle PO pulk party HVAC electrical and the Bedford site with their schematic design State documents spitting and construction that came up to 1,724 271 so the estimated building and site fund balance remaining would be be 2,243 422 and that would be through the the 2526 yes trusty Bowski um I noticed that the Madison playground equipment is not did we not include that in the account so the information I presented was pre correct thank or approval thank you for reminding me thank you and then for uh other business and then once

031again this is also just estimated too because the revenue is estimated the other business there was no other business uh reviewed at the meeting public comment there was none the next meeting plan is to be determined and the meeting adjourned octob well same day October 9th they did that correct at 7:49 p.m. yes trusty dyra so I I see that you've added in the 2526 estimated Revenue already um when will you start discussing um project for that for next so um what we did is we put all of the dollars together um and then um by looking at that then we'll be able to make a determination of when the bids if you guys approv to go out for bids where those uh bids come back but some of those dollars could be appropriated for

032this project that make sense and come out of the 252 okay that makes sense on why it's in there that okay thank you I appreciate that you have question no I was just going to make a comment if you would finish I'm finished with my not I just want to say kudos to everyone who's on that committee um I can see that you guys really stayed on top of that three-year plan that we proposed last year during that committee and so again I see that nothing was kind of like lost in us off from the other projects uh from the Bedford and the beautification projects in the bathroom that we wanted to refresh I can see that you guys are staying on top of it so I just want to say thank you everyone on

038I am um wondering how it is that the two people who are named in that policy as being the Title Nine investigators um were given that position Cheryl Howard and Dr Peller so when they have been the title n coordinators in the district prior to my arrival Contin with that process um there were some issues in the past with one of those people being an investigator because that person was named in an investigation um just wondering if there's somebody else who would be willing to be in that position or how that is determined normally yeah so so typically the the district appoints right so we continued with those two now since this has happened we do have another person we have two other people trained in the district this is under the old title n

039policy so they were in here already we just had to clean up their titles and their names um so we just continued with that now since that time Mr Armstrong and myself have both gone through the title n training um but that was prior to this being done there is a new title 9 policy 2264 is that correct um that's uh school districts are directed to keep this policy and then consider the new regulations under 2264 the committee did not feel comfortable at this point to bring that forward yet and so we're still working on that but this really is the same policy just cleaned up and if you look the change is that if we have a situation that happened prior to August 1 2024 you use this if after then you use the

045dollars so it's a high ticket item so I have reached out and we are seeking uh different options on that to try to bring that down so but I just wanted to be clear that this is everything but that last piece and the way that it works with playground companies because all of that stuff is vetted through the state is that um you do it on contract so but the committee did ask me to go out and seek additional information and so I met with the another gentleman I um earlier this week I think it was Tuesday we met over to Bedford we talked about it um we hooked up him and the uh architect talk about uh the the actual area it's about um 16,000 square foot of playground and so um that's the

057on the roof and now is the waiting game we have to wait 10 to 12 weeks for the electronics they've been ordered they've been ordered for a while it takes uh quite some lead time for this once that's completed they'll come in and hook it up we are but according to everyone I'm speaking to we're still on uh track to have this ready to go for having air condition in our for our spring events so that is on track um but we're happy to have it up there and that that part of it is completed the pul and party hbac so as we had indicated planning for installation is underway um the plan here is that uh as soon as the students leave the end of this school year the the um companies that the

058board has approved in the contracts they'll come in and start their work start placing the units and getting that project underway um as you know we had some issues with the installation of HVAC at Bedford and so um in talking to the Architects we're hoping that we don't have those issues and they believe because that was a total ripout of all of the univent replaced the univent and then put the air on that um that certainly is uh more significant than the univent in these two buildings already new they're already done so it's a matter of placing the units and hooking them up so hopefully that will go well the Bedford site project um I'm very excited thank you everyone uh for supporting that and going out to seek bids tomorrow I'll um talk to

059the architect we'll get those bids out on the street um they'll conduct uh the opening of those bids they'll go through the process of vetting vendors and all of the work that they do and they I sat through uh some of the interviews and I probably will with these as well with the companies and then we'll come with formal um recommendations on getting this word started the plan is again the same kind of thing when the students walk out in the summer the construction folks walk in so um this is a I'll say it right now this is a major project of that area back there and a much needed project that's why I'm happy that we're at this point guessing right now probably not every single thing will be done when the kids come

060back after the summer for the fall but uh most of it will be completed I'm sure there'll be some odds and ends that we'll have to take care of and then I would just like to to make sure and um president well I'm glad you read the um the the dollar figures this is from the building and site District funds um that those funds uh because of the influx of Esser dollars have not been um used so this is a great time time to use uh the money we call it the syncing Fone but I think everybody knows it's the district building and site fund so we'll be getting up some signage to U on these projects thanking the community for their support and uh we're working on that as well I already talked about

061the audit and I just want to say thank you to Dr Jinger and all of her staff and central office every year as you guys know we conduct the audits it is a lot of work um um and the audit was was really good it's interesting that um the only finding they had is we have too much money in the um in the Food Service account so we discussed that at the finance committee and uh MD has a list of things that we can use these dollars on and I believe he estimated about 600,000 is that right yep about $600,000 that we would need to um um you know need to use so we'll get input from Paul was here from Chartwells from the principles uh we'll start looking at we'll bet that list and

062we'll start working on a spend down program um with those dollars so um it sounds like we're not the only School District that's in that situation so smart boot lockout system continuing with our drills and practices in our building again the system is is new um we're working with staff and students to make sure they're safe and comfortable uh I think uh this building has another drill coming up this week I think Friday yep so we're continuing to practice on the system to make sure that everyone is comfortable we did have an issue with the tablets and that um when you plug the power into the tablets we're so used to um the devices that we just plug in and it doesn't matter which way the the plug is and so what's happening is that

063uh people not knowing they're plugging they're plugging them in and there's uh Little Fibers in there are getting twisted so we're working on a solution on that Shaheen has found um a magnetized system that we uh could use it's primarily for the elementary tablets uh because those are the ones that staff members are unplugging taking out to the playground which is exactly what we want and then bringing them back in so we're working on a solution with the tablets but uh the system is rolling and we're also working on when you're walking through here you'll see there are some mirrors throughout um in this building and the other building and I'm not real pleased with those mirrors they're tiny so we're working on a solution for that as well um folks have been busy staff

064and um working on the math curriculum adoption committee they're um learning how to do curriculum audits not just for math they're learning the process but there's been a number of people that are being trained and so I just want to thank those people that are going through the training for that uh the next item is information was sent out to families and placed on our website in regards to the Dearborn Height school district 7 Operating millage renewal and the Wayne Risa enhancement millage renewal both are very important uh to the district as they fund operations here the revenue is a key part of the the dollars that you saw there it's it approximates to to about $2.5 million together total so we use those dollars to support the teaching and learning technology school safety facility

069wondering maybe you can send them through email if they are prepared way I can just review yep wait your hand yes I have other business yes I have a statement I'd like to read um I was not in attendance at the last regular board meeting for two reasons reason number one was in protest of police presence which I will address and reason number two is due to an disclosed illness normally I would not air grievances in public but since an email that I sent Inc confidence to the board president and copied to fellow board members was read publicly I feel I need to clarify and respond to misinformation and several racial overtones and microaggressions that were in the statement read by our new vice president first I will acknowledge my concern and disdain over police

070presence at board meetings or anywhere for that matter from 2013 to 2019 1,944 black people were murdered at the hands of police officers in the last four years an additional 111 happen Tamir rice was 12 years old when he was shot by police for walking down the street Elijah mlan who was neurod Divergent was illegally injected with 500 Mig of ketamine when police officers could not recognize that he was neurod Divergent police presence was requested by one board member and what was not read at the last meeting were the other two board members email expressing concern and disdain over police presence I wonder why I didn't get as for the racial overtones and microaggressions in the statement read by the new vice president I will point out that color blind racism I don't de color

071I don't care what color you are is it because I'm white along with overexaggerating the events that happened at the meeting before were all part of a racist agenda and bias color blindness is the racial ideology that posits the best way to end discrimination is by treating individuals as equally as possible without regard to race culture or ethnicity at face value this belief appears to not only amount to dismissal of the lived experience experiences of people of color but it also suggests that racism does not exist so long as one ignores it however within the context of enduring structural and systemic racism racial color blindness serves as a device to disengage from conversations of race and racism entirely why does color blindness act to continue to perpetuate racism the word blind means not being able

072to be this means that in terms of racial color blindness a person is also choosing to not just see race or skin color but also the racial disparities inequities History of Violence and current trauma perpetuated within a racial Society black indigenous and people of color will explain that race and ethnicity does matter as it affects opportunities perceptions income and so much more race is something that biopic people cannot remove they cannot change their skin color and the racial identity is something that they see and live with every day when race related problems arise color blindness tends to individualize conflicts and shortcomings rather than examining the large picture with cultural differences stereotypes and values placed into context a color blind approach allows us to deny uncomfortable cultural differences in a colorblind Society white people who are

073unlikely to experience disadvantages due to race can effectively ignore racism in American Life they can justify the current social order and you can feel more comfortable with your relatively privileged standing in society as for microaggressions there are three different types but the two that vice president partook in were micro insult and micro invalidation a micro insult is a common or action that communicate insensitivity or disregard of a person's identity a micro invalidation is a comment or action that dismisses the thoughts feelings or experience of a member of an oppressed group The Amite amount of micro invalidation that happens on the part of the President and Vice President towards trusty winless and black community members is disturbing I highly recommend that this board this Administration this District participate in mandatory Dei training furthermore it was suggested

074by the vice president that if someone cannot come to this table and adhere to the board Norms then perhaps they should set down apparently following board Bo Norms is only for those of us without the last name drro as for being an elected official yes I was elected to this board not appointed and I said from the jump that I would serve on this body for four years and only four years because it is my belief that if I don't do what I was set out to do I will have not accomplished my goal excuse me if I do set out to do what I accomplished to do I've accomplished my goal if not then I have failed in my job in it's time to move on I'm not here to make a name for

075myself I'm here to make a difference for all families and students in this District as to police presence in schools and in board meetings and public places school shootings that have occurred in this country where there are school resource officers those school shootings still happen in Uvaldi those school resource officers and other police officers didn't even go into the building in appalache those school resource officers did not prevent those students from being killed those teachers from being killed police officers do not prevent crimes from happening they come after the fact and the fact that black women and black girls are more likely than white women and white girls to be arrested for aggression or sus suspended from school is outrageous thank you anybody else for other business so I too have a statement not as

076eloquent as Miss belowski um I was debating about saying this or not but after the email regarding the police um presence today I kind of started writing some things and may or may not be relevant but I just wanted to get it out so as many of you know I graduated from this school district my family has lived here since the 60s I've been coming to meetings and listening to meetings online for years prior to serving on this board I chose to run for school board because I saw how parents like trusty winless Mrs Young Mrs Sanders Etc and now even our past superintendent Jen Mass was being treated by the school board many of whom the school sits on this board today after the meeting regarding the incident with the parent trusty winless and

077I got to hear how disgraceful this board is but how quickly everyone forgets how this board has been in the past as trusty winless previously mentioned our prior board either bullied or allowed to be bullied are then superintendent Jen Mass they bullied her so much she resigned listen to that bullied her to resign how some of the same board voted to not allow non-board committee members to have a vote um for committees how some of the same board knowingly allowed two non-residents to sit on the school board and make decisions how the board had multiple police officers show up at board meetings used in my opinion as a scare tactic to keep the parents quiet and here we are again today doing the same thing scare tactic to keep the parents quiet or doing so

078because they know it's triggering for some the public doesn't get the privilege of knowing what takes place behind the scenes when cameras are off as trusty windless previously mentioned what happens when cameras are on is different when they are off you don't see and hear how trusty winless is treated behind the scenes maybe that's where we screwed up maybe we should have brought it to the board table maybe then you would understand where she and others are coming from maybe we need to start last meeting we had a board member mentioned how we should all be acting as one and not disrespecting one another yet after the meeting got up and in my opinion tried starting something with trusty wless and parent Mrs Young going after a parent is this how a board M should

079act again cameras off so you don't get to see the full picture of what some of us have been dealing with on this board we should be doing better for this District than these kids we need people on this board that want that is well both on camera and off thank you so I'm going to make one comment because I think it's needed I currently the president of this board my job is to provide provide a organized meeting and because I'm a nurse a safe meeting I understand people have fears with police I understand that but I also know there are people who have fears when there is not police presence I unfortunately cannot make everybody in this world happy I'm sorry but I can't happen because they're too opposite on the other hand though

080when there was a police officer who protected me from almost getting hurt by a patient in a hospital that wanted to rip my head off I'm glad that officer was there on the other hand I don't walk down the hallways with an officer next to me the thing is though where you know yes you going to have reports of things that have happened with officer shootings and that yes everybody knows that that has happened but how many officers have saved lives that number is not in there and I'm not trying to to disregard the officers who have shot somebody that they shouldn't have and I'm sure everybody here can agree there are some officers that yes they should get full prosecution just let you know less than 1% have gotten prosecuted I'm just talking go

089are being evaluated it should be a better process here in this District you cannot get an an efficient data you you can't get efficient data about a child from watching it for 30 or 45 minutes one day not even two days honestly if we continue to do it that way we will be we will keep filling our our kids with with different abilities something has to change the um the I oh as as pack up I would love to support any family going through IEP and 5 process the Special Education team should make sure families understand what they are being told what they're reading what's wrong what's exactly wrong with their child and how then how they can help at home if they're only getting the help at school and we're not giving them the

090families more tools for them to help them at home we're failing those kids I need you guys to understand that that's what they do in ABA we have to go to parenting classes in order to know learn how to parent the kids correctly with the special needs it's a must like you have to do it you're not treating it's not called treating them different they are different so they must be treated differently like you have to if you don't you're failing them so it's all great inclusion is great yes include them but include them the way that they need to be included that's that's that's what makes sense guys um the staff should be willing to do whatever it takes to teach all students not just the ones without an IEP or for all students

091and that's across the whole District it's not called extra work it's called being an educator that's what that's called being an educator if you don't want to teach the the the the kids with with different abilities you shouldn't be in that position because they're in your classrooms so therefore teach them how they need to be taught um detention is a good alternative for discipline yay but before it's given ask why why are why did the kid do whatever they did why are they late to class maybe their lockers are in the in the SE eighth grade hallway then but then they have a class allall in the sixth grade hallway if you have a son like mine who never moves fast we don't know why it's a part of his plan with with with ABA

095gonna go to Kudos do we have any Kudos okay start with trusty Bowski to the Annapolis High School counseling team Dr Prince Mr Osman and Miss Arrington from Katie branagan the Annapolis High School reading interventionists dated October 14th 2024 for being amazing and flexible at reworking student schedules and having important conversations with students who are identified to be placed into our high school reading Intervention Program I asked for their help and they delivered fast they are so supportive of our students and their needs it was a hectic time to test students place them into the class and communicate these changes with families other teachers and the students themselves however Dr Prince Mr Osman and Miss Arrington were the best at making things go smoothly students and staff alike depend on this team for so much

096at AHS and they deserve some serious recognition for their tireless efforts to William Clement from the pulk family dated October 16th for will is amazing since joining the pulk family will has done an outstanding job will keeps pulk clean neat and sparkling he is always busy doing something will is also friendly and personable we appreciate that will is always helping at lunchtime and responds to student needs and staff concerns quickly the dedication will demonstrates in his work as PK's Day Cleaner has not gone unnoticed and is much appreciated to everyone in Annapolis from the admin team dated October 16th 2024 we would like to show appreciation to all of you for everything you have done this school year your dedication to going above and beyond each and every day for the students of Annapolis is

098believe they're undefeated and they are having a meet I think it's here October 22nd they're asking everyone to show up I can't remember what time either 6 or S but I believe it is at 6 thank you so yeah to girls keep it going and I hope they pick some but can I do a Kudos oh I have one too but go ahead okay so um you guys know I've been in this gig for a while right I saw something that I've never seen before that happened last Friday night at our football game the athletic director Mr Buchanan and the high school team put together an opportunity for students to identify a teach teacher or a person in the school that made a difference in their life and they walked them out on the track

099and they went through and the students actually wrote why this person made a difference in their life and I just thought that was the neatest thing that I have seen I've never seen that done before so there were a number of Staff members that were all smiles the kids were all smiles it was it was it was just a wonderful thing so anytime that you know we can recognize significant people in our children's lives it's huge and so my Kudos would go to the the high school administrative team for putting that together Mr Buchan and congratulations to those teachers that that were identified it was wonderful and then uh I just want to mention one that I was driving home Monday night and come down amplis and police are blocked off uh right by the

100uh school already school yes and um I was like what's going on you know people are out there I'm like is everything okay so of course officer came to me and uh said um are you from this district and of course I smiled yes and they said well they're doing they're here for observation for Joey so which I didn't know about I did someone did tell me it was on social media but I'm not on social media a lot so I don't see see a lot of things but I want to give a huge Kudos out to the students and some of the community that came out there to support the mom all right I don't even know the child don't even know the mom but just to see those people come out there amazing
