004yeah I just want to say I want to thank Dan and and and his team because they've you know over the my 13 and a half years they've been awesome everything is is clear um I was just up in Seattle this week and there's a school district up there um who doesn't have a Dan CNO and and they are a complete Soup Sandwich with their finances and the state of Washington is gonna have to bail them out because there because everything is just so foued up so um yeah so thank you for everything you've done over 30 years 35 yeah that's a long time so um yeah thank you and Mr Bogart you got some big shoes to fill you can do it I know okay thanks thank you Tom next item is item F

005remarks from the public we don't have any tonight so we'll move to item G superintendent comments okay president Lopez governing board members members of our audience I hope that everybody was able to find some rest and relaxation over these past summer months uh but with that said I do want to officially welcome everybody to the 2024 2025 school year it's been an incredibly exciting and successful first week back as we have welcomed 12895 as of today uh students to our Morana schools as quickly as we celebrated a tremendous uh 23 24 school year and the many successes that occurred during that past year our incredible staff jumped right into focusing on the future our teachers administrators and support staff members were incredibly busy this summer reflecting on successes and opportunities and planning for the future

006and as we look ahead our expanded portfolio of Career and Technical education offerings now includes 50 diverse programs providing our students with valuable skills and Hands-On experiences uh additionally our early childhood education programs have grown to 11 School sites around the district laying a strong foundation for our youngest Learners and most importantly we are proud to report continuous Improvement in overall student achievement and as we continue to redefine success in musd we know that we are also changing the trajectory of our students lives and when we can change a child's trajectory we know that we are opening up a whole new set of beliefs for that child as well as a whole new set of opportunities for that child and none of this is possible without the incredible uh dedication and hard work of our

007staff and none of this is possible without the Partnerships that we have with our parents and our community so for that I want to say thank you tonight and we look forward to the continued collaboration as we kick off this new school year and that concludes my report thank you Dr streer we'll move to item H consent agenda can I have a motion I move that the governing board approve the consent agenda as presented sorry second do we have any questions yeah um I want to pull see it's h8 wait there sorry um I want to pull h8 um but just the which is uh travel but just the item or the the uh yeah the item for for governing board travel I want to I want to pull that one off and discuss it

008separately is there any other comments I think a little bit about that is that the travel requested is dealing more with an urban school so School District should I say um if we table this this gives the opportunity to discuss it at our um that was going to be the motion so you want to go for the motion well no yeah yeah we have to pull it off okay and then and then we'll deal talk about what we're gonna do with it okay so do you wanna okay so ahead I want to make a revised motion that we approve the consented agenda minus the uh governing board travel item second okay all those in favor I I okay so we will reschedule that for our study session no now we have to make a motion

009we have to deal with this can you yeah give me a motion please okay so so I want to make a motion or I move the governing board um table this particular um agenda item um until it can be discussed during a upcoming study session I see and I can explain in a minute okay second okay yeah so so this um travel item is for a couple people to go to um an an urban uh school conference um we not an urban School District why does my mic keep cutting off um so very weird um okay so so we're not an urban School District so um I think the I think the the larger discussion is um what what constitutes uh value added uh governing board travel because this this is talking about $5,000 a

010person um to to go to this thing and um I just think we should uh probably set some parameters around especially something new like this um you know and ba conference yeah that that's a you know that's old hat but um this particular one is not so I think that just just deserves some kind of discussion I'm going to add to that I think it is important as you move forward as a board that everybody knows what is the process of putting in for a conference because it's always just been the Arizona School Board Association and the national school board and that's pretty much it so that way you have a process As you move forward and you guys right have something all right all those in favor I I there is no unfinished business

011so we'll move to new business Dr streer item J1 is with regards to the governing board's Pro statement in response to the override that was called at the June uh board meeting by the governing board statute provides the opportunity for the governing board to submit a statement in favor of the maintenance and operations budget override that would be included in the voter pamplet the statement is limited to 200 words and must be submitted to the Puma county superintendent of schools by August 9th that's tomorrow uh Mr canoro will be making that delivery if if we have a pro statement to deliver attached is exhibit a which is a governing board statement that is in favor of the maintenance and operation budget override I know that uh the board has had the opportunity uh to review

012that statement uh the action that would need to take place tonight was the board would need to adopt a resolution approving that argument in support of the M override that to take place on the November fth election go ahead I move the governing board adopt a resolution approving the governing board's argument in support of the November 5th 2024 special maintenance and operation budget override election second all those in favor I I next item is item J2 Miss insela good evening president Lopez governing board members Community tonight I bring before you some policy revisions for your approval policy GDC asba has removed this reference only policy referring people to other policies and they've recommended that we remove that policy GCF and gdf for professional staff hiring and support staff hiring 50509 added that any individual applying

013for employment by a K12 school district disclose if they pled guilty no contest have been convicted or is awaiting trial for various offenses so we've added that to those two policies policy JH student absences and excuses there are minor changes to JH that include mental or Behavioral Health as an excused absence and policy jhd and the regulation and Exhibits have minor changes adding uh changing certified professionals to licensed professionals and adding medical mental or behavioral I'm happy to answer any questions you have can I have a motion I move that the governing board approve the revisions to policy GDC support staff leaves and absences policy GCF professional staff hiring policies gdf support staff hiring policy JH student absences and excuses and policy JD jhd exclusions and exemptions from School attendance as presented second second I

014have one question and so those are great changes I read those and I was excited that the SBA changed that language what it but when we background check all of our new hires can you just refresh my memory on what the background clearing is for anyone we hire yes we do professional background checks for anyone we hire in certain cases where they're uh they may not have worked before this could be their first job then we so then we are looking at personal references in addition but we try to get something where they've even at least volunteered in some capacity so that it's more professional than personal in nature but we do have background checks and in our application we do ask that question perfect thank you you also do um criminal checks our employees

015have fingerprint clearance cards the ivp fingerprint clearance cards so yes and they are not in the interim if their fingerprint clearance card hasn't come back they have to be with a certified staff member we do make some exceptions until that comes but they're never left alone with a student okay and what about social media checks our district has not completed social media checks that I'm aware of not as a part of like a formal process right I know we did on you I I think informally you will I think many of our principles would tell you that they do some social media checks on on applicants okay okay um I have a question on on JH so so we're we're adding some I guess some some new categories yes and so I've I wasn't aware

016of this until I heard from some parents and these things are are I guess these new categories are rather intrusive so whereas in the past you could just call up and say Hey My My Kid's sick today now they want to know you know what flavor of sickness um which I which I think is intrusive now I didn't write the law of course but um okay so so what if a parent just says my kid's sick he's staying home today is that still going to be sufficient I I think that it would be sufficient yes now the one yes that would be sufficient if they're on the phone with us if they've left that message we don't have additional information but if they're on the phone with us we might ask if it's respiratory because

017oftentimes we're trying to track is there an outbreak or speak to this you know a situation we need to be aware of and let families know can I'm gonna I'm gonna actually have Mrs Rey if you're comfortable weighing in on this because this is also a reporting issue with the state with regards to how we track excused unexcused absences and receive funding for student attendance yep so the state provides us with categories of absences that are allowed to happen and so so things like legal or illness or religious holiday or religious holidays anything outside of those particular categories uh we actually have to count as unexcused absences so for a very long time in musd we absolutely had a personal code and so you could even call in and just say today is a personal

018day and we did not ask we just simply marked personal what we have found during our audits because it is tied to funding that anytime a personal absence code is used and not one of the state approved codes then it can actually it has a significant impact on our funding so each of those is considered a non-attendance day and we do not get credit for that student on that particular day and so we have worked to train our attendance clerks and have been working to communicate with families the transition we need to make to ensure that we're accurately reporting student absences in order to make sure that we're maximizing that funding okay so so it says here that that such reasons include illness okay so that's broad yes right so so that's fine um then

019it goes on mental or Behavioral Health bement you know and then just other things religious and family emergencies so so you know if a parent didn't want to be given the third degree um from the attendance clerk they could just say illness illness simply illness illness or family emergency yes and and that would be a that would be an excused absence then we would Mark that and designate that we received a parent phone call or an email that indicates that they are personal not personal I'm sorry um family emergency or illness and the question stop if a parent calls and discloses that a student is receiving some mental health supports and is unable to attend school then the attendance clerk then codes that absence appropriately and accordingly to according to what the parent indicates okay

020all right what is the max cap of excus absences per student per year refresh by it's a 10% is yeah 10% so would this change that at all I could just jump over to a new category or it's the that didn't change 10% is 10% okay unless they're on a chronic Health Plan correct and so if uh if a chronic Health Plan is updated regularly and is on file in a health office and is being overseen by the health professional there then when a parent calls in we request that children on a chronic Health Plan call in and say today my child has has an absence due to their chronic health condition and we Mark chronic and students who are on a chronic health plan they uh it does not adversely impact our funding and

021nor our school letter grade thank you sure thank you all right all those in favor hi next item is J three all right now I bring before you a calendar for the 25 26 and 26 27 school year the calendar committee met last last year it consisted of two teachers three parents one student three support staff and three administrators and we're bringing to you these two calendars with very minor changes the two changes that we are making is that a movement in the professional learning day from the Friday before Labor Day to the Monday after fall break and the Friday before Civil Rights Day to the Monday that we return from winter break uh the second change is that we are moving fall break up one week so that quarter 1 and quarter two are

022more even in days what questions can I answer for you I'd like to thank the committee for their hard work me too I move that the governing board approve the 2025 2026 and the 2026 2027 school calendars second any questions all those in favor I I thank you next item j4 and next I'm bringing a request to you for one additional section of high school math at talita Middle School at the middle school we currently have at Torita middle school there are currently 15 students on the acceleration pathway that need to take high school geometry this year and currently none of the Middle School teachers are appropriately certified to deliver award credit for this high school dream geometry class so we're asking for a Mountain View High School teacher to come teach that class and

023pay them for that additional section I move that the governing board approve the addition of one extra section of a high school map at Torita Middle School effective immediately second any questions yes so is this the first time that we've had to deal with this Kristen did we have a teacher that was appropriate certified for that last year at Torita we did so the teacher at Torita so last year there was a high school certified teacher there the teacher that they hired to replace that individual does not have high school certification in the state of Arizona you can you can teach Algebra 1 and not have a high school certification but you cannot teach geometry and award Core Credit so we do need a high school certified teacher to to be physically present at Toral

024to do so we looked at busting students from talita to Mountain View but the time periods and the transportation a student would actually miss an elective or an extra class and we didn't want to penalize a student and so it works out that mountain views end time uh the teacher is able to transition from her classroom go to Torita and then still make it to coach swimming for Mountain View okay so did the Torita teacher retire or I do not the the high school master I teacher no he resigned okay thanks our other option was doing distance learning and when we can we prefer a teacher in the classroom with our students right agree thank you all those in favor I thank you guess we appr proof of it oh geomety joke not everyone got

025it right so I was always told that you couldn't do the angle side side theorem that would that was forbidden that's good well J we have no math people in here who he picked up on it yes yes I got oh Chris picked it up yeah so so that's an OB it's hard to follow this um but uh good evening Dr Lopez members of the board Dr streer members of senior staff our audience and our community um due to the significant increase in job responsibilities we are requesting that the current position of instructional technology systems specialist be reclassified to an instructional technology systems manager the reclassification is necessary to effectively enhance the Technology support for the district uh the role of the instructional technology system specialist has evolved substantially um and now includes greater responsibilities

026associated with security getting more resources into the classroom expanding our use of Gaggle Google um Gmail and so forth uh these expanded responsibilities require a level of expertise strategic decision making and Leadership skills that are more aligned with a managerial role that is uh that is focused on security and resources for students and staff the cost associated with this reclassification including benefits is $828 this expense will be funded through our maintenance and operations budget and will not necess necessitate an increase in our current salary budget the savings actually will be around $65,000 uh based on the fact that we have a vacated position now that that individual is moved into the role as our uh director of Technology thank you can I have a motion I move that the governing board approve the reclassification of

027the instructional technology system specialist position to an instructional technology systems manager position effective July 1 2024 second okay any questions all those in favor I I thank you Mark but you're staying up here yes j s thank you so due to the significant increase in the number of special needs students uh requiring transportation we are requesting the addition of Two and a Half special needs bus drivers two Special Needs Bus attendant and one special needs van driver um at the beginning of the 2024 school year year our transportation department will need 32 Special Needs routes to properly serve and accommodate these students um I do actually have a correction that I want to share with you um I shared with you the numbers for one of the two routes that each of these uh drivers

028um on these routes actually um transport students so there's actually 47 students that are transported on the morning routes on Special Needs routes there's an additional 75 on the midday routes and 397 on the afternoon routes so as we continue to grow and serve these students we do need more drivers and attendance on those buses the total cost for the salaries along with benefits for the um additional staff is around $167,000 this total is based on allocating um 79,000 to cover the salary and benefits for the drivers and 53,000 for the attendance and 34,000 for the additional van driver uh the cost of this will be covered through M&L I move that the governing board approve the addition of 2.5 special need bus drivers two bus attendants and one special needs van driver effective August

0299th 2024 second any questions I do so and you may well I'll ask it and somebody answer it perhaps um so where are these these this influx of special needs kids coming from are we doing a better job of detection identification or are they flowing into the district I think both um I would say pretty yeah we uh we have quite a few I mean it's just my experiences working in the schools and so forth I mean we catch kids honestly really well real early provide those interventions in there um obviously these are students that are requiring specific Transportation based on meeting those needs that we've assessed early to and then obviously I mean our schools are growing they are popping right now I think it's great that we are considered a safe space in

030a safe place and a great place for these students oh absolutely I mean we've always um our special ed that that has always been well respected absolutely as a parent of a special needs kid I can tell you in the special needs Community you hear three school districts it's Morana catf foot hills and Vil so when people are moving here they go on the social medias and they hear people Morana come to Morana so they're moving into our district because of our okay that's why we see such a high number okay thanks good welc all right all those in favor thank you Mark thank you all right j s even Mr canoro good evening the district is seeking governing board approval for the um of the guaranteed maximum price and I'll refer to it as

031GMP um throughout this presentation um package from Chase Building team for the remodel of the 8333 North Silverbell location the um the GMP represents a maximum price that the project will um cost providing us clear framework to manage expenses and mitigate any unforeseen circumstances that may occur during construction um as you're familiar we use a cmat risk model which that's when the guaranteed Max maum price comes into play if we were to do the more traditional construction model we would be subject to change orders and whatnot so this dispose this kind of brings those out before we even start breaking ground um to by um this project if you remember is is funded by Arizona school facilities board um oversight board and they will also have to um approve the GMP from Chase at of

032at up coming meeting the total budget approved by as a Arizona school facilities oversight board was based on 34,700 square feet and was two 12.2 million just slightly over there will be three components of to this project there's the precon which is design and construction team getting together and and kind of Designing the building and finding cost um saving opportunities um that was a that's complete right now now it's one that was just over a million dollars this GMP is for 9.7 almost $9.8 million the remaining um budget of $1.3 million um will be available for furniture and equipment and finishing this project um it the project budget did come over slightly over that number um it's about $18,000 over that budget but we kind of knew that getting into this so we're going to

033be utilizing funds such as adjacent ways which is a levy that we set that's available for new construction there's very small amount in this project e- rate for some of our technology needs um CTE funds for the CTE wings um Food Service Grant or funds um we're actually going to be using Bond proceeds um in the food service area to finish some of these projects um and then also some a little bit of civic center which comes from reals and whatnot um the level to which the district must utilize These funds will be determined throughout the project because there's a couple of contingencies both owner and contractor contingencies that we're holding which are set asides for like kind of in in the GMP they kind of Define those for us those total over well $367,000

034so if we do not have to touch those contingencies we will not have to hit um or utilize those outside funds as much as the $518,000 um what also you're approving because we did we did it throughout this whole process we've had a meet with the school facility I'm G to refer to as school facilities board but I think there's an oversight word in there um oversight board um to discuss the process and they want to stay AB breast because they are spending $12.2 million with us um one of the things that came up during the last meeting that we had via Zoom or online um was the the the need in this case particularly because it's not it's a unique school there's minimum guidelines that you must meet those were established 20 some Years

035Ago by the school facilities board and you must meet them they're little things like um um you must have a hood in the kitchen um fume Hood um you must have textbooks Library shelves those kinds of things um we are asking at this point and I we included them in the packet there's about eight I think I think there's eight different exceptions that are common um some of them are pretty unique to this school because it would be in a program like the outside basketball court um that's one of them um so anyways the um Regina Hernandez from DLR is sitting right there and um she put together the package of exceptions that the school facilities boards will be voting on um but I'm sharing those the the school facilities board also said we could

036delegate that Authority so you don't have to sign them all um but they wanted you to be aware of the exceptions that we're asking for prior to Dr streer having the ability to sign those forms um that is my presentation after the motion I'd be glad to answer any question thank you I move that the governing board approve the construction contract attached as exhibit a with Chase Building team for the remodel of the 833 8333 nor Silverbell Road location I further move that the approval of all related Arizona school facility oversight board required forms related to the funding design and construction of this site be executed by Dr Daniel streer superintendent second any questions I have a question on the the GMP just the process of it okay so so this is coming in or

037so we're saying that the max price would be 12,2 221,000 that's the that's the budget from the provided by the um State when um oh right then we have to kick in a half million correct okay so so 127 y um okay so that's the maximum price so the so Chase or I mean we're going to vote on on Chase here but assuming the vote goes their way um okay so so they've assumed a certain amount of risk right in guaranteeing that that 12.7 million price um and so you have to compensate them for risk so um if the I guess what what is their incentive to come in below the 127 correct yeah um I mean that's a fair fair question um it's through the negotiations of of working together as a team and

038you got and hopefully your partners are are being honest with you right um the whole process is is the the architect contractor meets in works on budgets and kind of looks at sanitizes or sanity checks them then they present to our our our staff and we look through them um there are one could make that argum that's one of the cons I guess you would say to the cmat risk model I don't know if I could make the argument you could do that with hard bid also right so it's it's there's a certain point when you pick the right partners and and and and it becomes a trust issue right um they're also very proud during presentation so that what we the procurement was made to S and we selected Chase as the and you

039approved Chase as the CM at risk contractor what tonight is just the GMP so during the the selection process of the of the um actual contractor for the GMP they all Pride themselves on being able to release back money and and it sort of would fly against them to not do that um yeah I mean you bring up valid points that have been but okay same point and okay so the the new school in gladen that's a GMP there is a GMP but that was designed build which was slightly different but it's Sim very similar in model okay and and that's going well so far yeah and okay and then have we done this we've done this this is the model that we've chosen this the first time well I mean Silver Bell is the

040second time glad no we are this is actually called cmat risk CM risk we hired we hired the contractor and the architect and the first thing that we ever the first time that you're recalling and I think you're referring to is design build where we hired a contractor who hired the architect and hold the contract to the architect right so that's the different that's the one we're trying at for the first time okay all right and I I actually I mean it'll be we'll see at the end of the project I actually like that model quite a bit for my own reasons but okay right thank you okay all those in favor hi hi hi thank you Dan j8 Dr streer president Lopez governing board members members of the audience the Arizona school board's Association

041delegate assembly will be held on September 7th of 2024 where representatives of asba member boards will convene to decide the association's political position on the diverse interests of public school governing boards each district is encouraged to send delegates in order to participate in setting uh asb's agenda for this work and for the upcoming year the asba proposed 2025 political agenda will be a part of the August 22nd study session so as a board you'll go through that to then hand off to your delegate to represent the board's interest um tonight you're simply selecting who your delegate uh will be uh in the past Dr Lopez has served as as the I should several times in the past Dr because has served as that delegate and I think last year uh Miss Micon has served as

042the uh alternative delegate so tonight your task is select your delegate and select your alternate I move that the governing board appoint Dr Marbel Lopez as the district delegate and Katherine micronus as the alternative uh Delegate for the September 7th 2024 Arizona School Board Association delegate assembly second any questions why do you want to do it no no no I know I know this obligated to to throw one out there for you now you can go whole ham you can just tear it up and give your strong opinions that's right I don't want to see any pictures of lamb you dancing with lampshade on your head oh my goodness all right all those in favor thank you uh next item is item K board member request I need to formally request that we look at

043the governing board travel or was that already inferred I think it's already already was put in that motion yeah we're good thank you there is none uh future meetings the next meeting will be held here for regular meeting is September 12th can I have a motion to adjourn I make a motion we adjourn second all those in favor I I thank you okay
