008being able to use some cash even I have to advertise it at 37 but the total secondary tax rate will go from 221 to 219 all right because I can buy down actually yes that's I remember when I young there was a named billon Bill billon was a real estate guy I think and um we sat at the board meeting and I was like I was like yeah the it do your tax would go down right yes you're right Jan this lady she was a cowboy poet she was a cowboy was what was that name she was the one that went on the found all right I S it to I itsea all right want but then the problem is you can't ad you have to say what's the impact of the override well the
009override is 4 but so how what is the process buy it down I mean it's like literally I have all this money sitting at in fund 700 code up at the county and for years we've been Gathering because you set tax rates assuming delinquencies soon some other stuff right then people that ow taxes pay it so you it's never that science right well we have like6 million sitting at the county that I don't use to lower the tax rate Now's the Time basically so then when when I go set tax rates with the county I usually go no don't use any of my cash am but then it adds up well now I'll be able to BU okay I need this what whatever use some of my cash to get that down got got that's
010I structure my what I think it's just years of delinquencies and I me in theory I over 11 right it all comes from tax it's a reest so then I don't account that bud in that when we anticipate they don't know how much interest you just keeps I mean I think I could say that hey we have we're restructuring some de there is an ability in I still have hit grow numbers which weeding value I still have toed so but all the models Crystal I wased she all the free all the people that are paid go through pretty that would be pretty sck because then it the double Landing is then they don't have de how would she do it I she has to apply for it you have but there's like formulas sheut on

013up uh thank you Dr streer president Lopez my fellow board members it was my pleasure to attend the groundbreaking ceremony for our new K8 and gladen Farms honor night at Mirana High School graduation ceremonies at Mountain View Mirana and MCAT and recently I attended the asba summer Leadership Conference where I was was very proud to be selected to serve as a secretary for the black Alliance today we had our first Zoom meeting with members from across the state to discuss how best to support our students of color I'm honored to be an ally and a trusted member I encourage everyone to support our schools students and staff and please have a great summer thank you go I have one as well and and certainly the graduations were amazing all the honors nights at Morana and
014Mountain View and I had I've been attending the Mirana chamber breakfast and I had an opportunity to speak to the Miranda Community about the great success of our students and the millions and millions of dollars of scholarships awarded to our seniors and I just let the whole town know it was great was really glad to go thank you I also want to say thank you to mirand high school and Mountain View for putting on a fantastic graduation at both high schools um it is always a highlight at the end of the year um other than that anybody else oh I didn't get to go that's why I was was great as to go to MCAT I was sad yeah but thank you next item is item F remarks from the public first one we have
015is Sarah [Music] kada good evening president Lopez vice president mcos board members senior staff my name is Sarah kada and this year I had the honor to serve as the negotiations chair for the Morana Education Association I'm happy to report that members have ratified the negotiated agreement MMA would like to thank the negotiations team for advocating for all certified employees we're grateful to work alongside senior staff thank you for sorry thank you for ensuring that our educators are valued as employees of the district thank you thank you next item uh next person is Curtis Merl Morana UniFi School District board thank you for your time I appreciate it um so uh when we came to the school district five years ago uh we found out that I believe kids ages are in the grades is
016it four and up or five and up I don't even know we all issued Chromebooks uh here in the district um I don't know what the agreement is with Google and the school district but I can from my own experience it doesn't appear that Google has any interest whatsoever in uh censoring their content or their products and services so just imagine giving a child a toy a video game or something and telling them don't play with a toy but use this toy as a tool for your educational success um in my household it's been a total disaster um there are uh all sorts of not so Whispering secrets about what children are doing in school when the teacher is not able to see the Chromebooks in class I I'm totally not impressed with the agreement
017that we have with um Google and our dear Chromebooks and how little monitoring is going on and again Google doesn't seem to have any interest whatsoever in censoring any of their products what do I mean by that well they're supped supposed to be filling out their Google spreadsheet or doing whatever it is they're doing uh YouTube is not censored and they have full and free access to it as far as I'm aware so you can only imagine what fifth graders to seniors are doing when the teacher is not watching and I'm not necessarily blaming the teacher it's just when she's given this product and said told you will use this uh what is here she's supposed to do so uh this dovetails on another uh Bugaboo of mine so during the lockdowns all the kids
018were giving crob books and we were doing the iner or the uh at home learning or whatever it was you can only imagine how that went um again when they're supposed to be a tuning into their teacher and YouTube is fully available um not a lot of learning was going on um I I I'd be interested in knowing how we can change all this an ancient Greek philosopher said uh in order to teach all he needed was a log with uh the teacher at one end of it and his students at the other end so I that's a little simplistic of course in our day and age I get that but it still kind of proves a point but beyond that um speaking of the covid-19 lockdowns um Dr Anthony fouchi uh did address Congress
019uh last week on Monday um and he said a couple of things that I found very very striking he said that there was no scientific basis that he was aware of whatsoever for the uh six feet of social distancing um he also said that they learned pretty quickly probably within days or weeks that uh the Corona virus was uh not spread through droplets but was aerosolized so a couple of things there obviously um we had the lockdowns and the six feet of social distancing and I'm a father of five children it was an absolute total disaster at my house it was a disaster um my wife was pulling her hair out uh it was awful we we looked for every opportunity we could to give the kids a decent education to to find ways that
020we could educate them properly without my wife going crazy um it was awful uh when they were sent back to school um we had to wear the masks and again as we are to understand the virus was aerosolized not with droplets and so the masks according to Dr Fat's own testimony Congress last week did absolutely nothing um now of course he he made other comments to uh kind of make up for the fact that he did say what he did say about those two things the social distancing and the droplets um so we can argue about what he said this but he may have said that he said that but he may have said this and I I get that my uh thought process and I I I hope and pray that the uh School
021Board in the future considers when we have another inevitable virus please please please be very very considerate of what Dr fouchi said for the next time and how awful it was for me and many other families I get the people died of Co I get the people sick I I know people that died from covid-19 I'm not saying it wasn't real or anything like that but it did not affect my children it didn't even affect me and my wife um out of all the people that I know that were affected by covid almost all of us survived I know probably tens of thousands of people and I can think of a handful of people that I knew personally that died of it so I'm not saying it wasn't a concern but overall the social distancing
022and the uh the the The Masks were awful it was a it was one of the more trying times my family has ever had and I I I want people I want our school board to understand that the next time we consider things like lockdowns thank you thank you I did not have anything to do with him coming up here by the way I didn't I would say G Mr Merill if if only we had somebody who was encouraging independent thought thank you all right next item superintended uh comments president Lopez governing board members members of the audience uh it's been a busy time of year uh but we've made it through the school year and uh we are in the summer months I there are a couple events that I just want to touch
023on uh that really closed out our school year in in exciting fashion the first one is back on May 16th had the opportunity to attend the Morana winds concert this is an event that is always a highlight for the musd community It's a Wonderful concert that brings together students staff and community members where they're able to Showcase their talents and dedication to really creating a memorable musical experience uh in our community and this was another fantastic evening that exemplified the spirit of unity and collaboration within our community I would encourage everyone to keep an eye out for next Spring's Morana winds concert date I want to Echo something that's already been said about the high school graduations uh certainly one of the highlights of the year is is always having the opportunity to attend our
024high school graduations which take place typically the last week of May each of our high schools MCAT Mountain View and Mirana High put together great celebrations mcap marked its largest graduating class ever uh Mountain View saw off its largest class in the last nine years and not to be outdone Morana proudly acknowledged 475 graduates at their ceremony so certain a week of celebrations around musd and really on behalf of the musd team I want to extend my heartfelt congratulations to our graduates and certainly wish them the best of luck in their Endeavors I also want to extend some appreciation to our high school teams for their hard work in putting together these events uh really the exceptional organization that went with putting that together I also want to congratulate the entire MSD Community because really
025what these celebrations mean Morana is they signify the collective efforts of everybody who has been a part of the journey that our graduating uh students have been on so congratulations to all and thank you it's also been a busy start to the summer months uh for us two weeks ago we had the pleasure of working with the team from Project momentum this included our district coach and principal coaches for our six schools that are working with that program our six School leadership team spent the week planning for for the upcoming it's hard to say upcoming school year right it feels like we just finished a school year uh but already making that planning I was thoroughly impressed with the leadership that was demonstrated by our principles and the dedication and hard work that was exhibited
026by our teacher teams their commitment to advancing student achievement their collaborative teams and accelerating our vision is really set the stage for what I believe will be a successful and impactful year ahead and then immediately following that event we had our administrative Institute um and that was where we uh really took took part in some equally exciting work that was centered around our high reliability schools framework we welcomed Phil War back to musd to facilitate our leadership teams from each of our schools as we recommitted to levels one and two and started taking a glimpse into level three the work from our teams was incredible uh each school was able to reflect on its progress and this included reviewing the effectiveness surveys that went out to our students went out to our parents and went
027out to our staff uh this past spring so this was an opportunity for our teams to dive into that data set some specific goals for the upcoming school year and then submit their documentation for level two certification which all of our schools have done uh I'm incredibly impressed and pleased with the dedication and achievements of our teams this is really great work heading into the summer months so kudos to everybody that concludes my report okay thank you next item is item H consent agenda can I have a motion I move I move that the governing board approve the consent agenda as presented second any questions all those in favor I I we'll move on to item I and finished business there is none so we'll move on to Jay for new business um discussion and
028approval of 202 2425 employee compensation package Dr streer president Lopez governing board members members of the audience without the passage of a budget by the Arizona State Legislature although we're hopeful soon um discussions with employee groups related to compensation for the 2425 school year have been completed and based on an estimated 2% increase to the state budget uh with that uh this there are salary increases and benefits that are being recommended to the governing board based on those negotiations those were discussed in our executive session uh this first transmittal is related to uh salary and wage increases of 2.2% for our employee groups I move the governing board approve the 2024 2025 employee compensation package second all those in favor hi hi thank you we'll move on to J2 Dr streer president Lopez governing board
029members members of the audience item J2 continues with the tentative agreement with the Morana Education Association this part uh speaks to some of the stiens some of the changes to this pay schedule uh as well as uh some changes with regards to policies related to retirement benefits uh also in here has to uh references yearend contracts being moved from July to June and allowing teachers to be eligible for transfer after two years rather than three uh as well as some changes to our ESI procedures again these were discussed in our previous executive session have a motion I move the governing board approve the tenative agreement with the Morana Education Association second all those in favor I hi j3 Dr streer president Lopez governing board members members of the audience J item j3 references negotiations with
030the Mirana educational support professionals so our M mesp group um a lot of these are the same Provisions that have been approved for mea including the salary increases changes to ESI procedures policy language that uh cleans up some retirement um definitions and then continuing coverage of our lowest single health insurance premium have a motion I move that the governing board approve the tenative agreement with the Morana education support professionals second all those in favor I I we'll move on to j4 this is a tentative agreement oh wait wrong one maintenance and operation over call for election Dr streer all right president Lopez governing board members members of the audience on April 27th of 2024 a group of parents teachers and community members met with our Chief Financial Officer Dan canono and myself to discuss engage
031support for an override election that would happen this November the proposed November override would be a continuation of the existing authorization that was previously approved by the voters in November of 2020 override elections typically are set for seven years five years of a full authorization followed by two years of a phase down before those dollars uh go away this call for an election would be in year four so this would protect a potential phase down if we were unsuccessful at the April 27th meeting the question was posed by the group asking if the district would consider increasing the current 10% override to a 15% primary Consultants conducted a phone Poll for us it resulted in a positive sentiment for the increase these results reported were reported back to the committee on May 15 and that
032committee unanimously suggested that I bring to the governing board a request to call for an election for the 15% override the governing board has the authority to call for the election by passing a resolution that's been prepared by our legal council in your packet there are two resolutions one is for a continuation of the existing 10% and the second it would be the one that seeks the additional 5% the 15% which is the recommendation tonight continuing the existing budget override is not a request for new funding or programs that budget override would be funded from a levy of taxes on the taxable property within the district and would be in effect for a period of seven years that's the existing impact that's already in place one of the things with with the continuation of the
03310% not in not creating a new tax one of the things that the district has done is continue to control our secondary tax rate over the past five years so upon reauthorization the estimated Associated Tax Rate would remain approximately equal to what it is now with the growth in the community you actually might see some reduction in that tax rate it's as a matter of fact uh if the override is not approved by voters in 2024 then we would have to consider going back out in 25 otherwise we would begin reducing our budget by $10 million over the following two years which um obviously would result in unavoidable increases in class size the elimination or reduction in the level of classroom and support services that we're able to provide uh across our campuses if the
034governing board chooses to seek the 15% the tax rate would increase in 2026 by about 04 uh per $100,000 of homeowner property valuation this will account for the additional 5% in that override so that's about $40 per year for each $100,000 of uh valuation as our district grows in assess valuations this impact will decrease this additional 5% would generate just over about $5.1 million in budget capacity in year mon thank you could have a motion I move that the governing board adopt resolution B 15% ordering and calling a special budget override election to be held in and for the district and declaring the deadline for submitting Arguments for and against the election to the Pim Pima County school superintendent as of August 9th 20124 at 5m second do we have any questions yeah so okay
035so I guess I'll ask Mr money over here um okay so $40 increase with with the 15% right $40 per 100,000 so how many how many houses are being built right now out here other than Lots I have no idea it's thousands right I don't know about thousands but um I can tell you that all the models that we've created um in anticipating assess growth last year our assess um value in the district went up 99.7% um which um exceeded the previous year I think it was like 7.5 um the models that we've created um going forward you have to kind of take the average over the last 10 years and we're going to use 6% as that but that's not just homes I don't know the breakdown of homes versus you know the you
036see all the commercial growth in the area also right so that that also um impacts our total District assessed value so so if you so does this $40 include that 6% growth correct um it includes 9.7 for for the that we know because they've already given us given us the uh cess value for next year um and then we've built 10 six% um so there the um the way the the way you have to put the numbers into the the um pamphlet are not always advantageous to school districts um so I mean we could be more aggressive with um trying to and use more numbers a higher number of growth and then that 40 cents would not be 40 cents right it would but we have to use the six six% as growth does that
037make sense it do the 40 cents does include 6% of growth in 9.7 for the year we're in okay and and you have to use the 40 the 40 cents because that's the average over the last 10 years um the we have to use 6% growth in our assess value because that's the average over the last yeah and that reflect when you do all the math the interesting thing um about this um is when you because is override is just a portion of your tax rate right the tax rate secondary tax secondary tax yeah the secondary tax rate includes both bonds payments um and override um when we take and look at use the model that was Pro provided to us by steil just using the 6% our tax rate even going to 15% might
038go down four 4 cents in 2026 I it's yeah four yeah two cents two cents which is not much but we are actually going to be able to increase our override um and and reduce our tax rate we are not allowed to have that in our backs pamplet or the P um the agenda or the the resolution um because you have to only isolate the override impact but when you put it in total with the whole secondary tax rate we actually could see a decrease even at 15% okay so the the 6% growth is really pretty darn conservative because I feel so right because I mean we got a couple thousand 2500 homes or so going into gladen 2 I um just so I was at several meetings with the mayor not to quote the
039mayor but I think he mentioned in the meeting there's either 130 or 180 I can't remember the exact number so let's just use 130 building permits for new houses every month right so it's just there's also a phenomena and I'm not going to get the words correct cor and I apologize but there's a phenomena that um if you remember I think it's been five six years ago that they would your cess value on existing homes could not grow more than 5% right well cess values have been growing larger than 5% um so there's this lagging kind of and we've almost got it built in that just if without new home growth in our district for the next foreseeable five six years we're going to grow 5% just on that phenomenon of of it getting to
040each other so yeah it's the limited value versus the other value I don't remember the other value yeah okay so yeah 6% is very attainable but like um Brian lenberg from steel and I were speaking it as we get larger you know 6% is a lot it's a bigger number right so that's why it's not like we're going to use 9% so we we settled on 6% but we've usually we know that's a conservative number okay all right thanks what's that I I think what you were hitting I think we kind of circled it and I think what you're hitting on is is we have to put in the voter pamphlet a 6% growth number the reality is growth in the area over the last few years has been much higher than 6% so and
041that's what you were getting yeah exactly thanks um up at the Tom on your point at the conference I was up with asba and I this was a breakout session I found out that like Zaford nog Galis uh sarid sarid is at 14 Safford nog Galis all went to 15 um I think this is the way that districts are going to have to go to stay competitive is you're going to need that funds coming in right yep right oh have another question so okay so if we're increasing 5% on the override how is that 5% going to be used so the way one of the things that we did in our surveying was not just getting support for 10% and 15% then but then what is the community support the community supports attracting and retaining
042highly effective staff teachers and support staff the the recommendation would be that this additional 5% be solely based on attracting and retaining our teachers and support staff so you're talking about class sizes you're talking about salaries and wages for certified and support staff so pay increases for staff yes not new programs not pay increases for staff not new not this 5% not for new programs but for really focusing on our staff and our class sizes perfect thank you good question all right all those in a few times I I I next next item is j five discussion and approval of the school principal appointment for Quail Run Elementary School apparently I'm on every transmitt tonight president Lopez governing board members members of the audience Zach singer who is currently serving as the principal at Quil
043Run Elementary School position that he has held since 2019 has been appointed the principal for the new K8 School in gladen farms effective July 1st 2024 the principal position for Quil Run Elementary School was posted eight applications were received for the opening a screening committee including one governing board member one principal two teachers one support staff member one parent and assistant superintendent and myself vetted the applications and selected five individuals to interview the candidates were interviewed by the same committee and candidates were forwarded for a final interview with myself and governing board president Dr Lopez we are pleased to recommend Andrea Evans for the position of principal at Quil Run Elementary School for the 2425 school year Mrs Evans currently serves as an assistant principal at University High School and was previously an interim principal
044at Borton magnet prior to her move into Administration Andrea Tau kindergarten first grade third grade and served as a multi-tier system of support coordinator we had already hired as an assistant principal in this District this spring but yeah I know we had big plans for her can I have a motion I move the governing board appoint Andrea Evans as the principal of quill Run Elementary School effective July 1 2024 second all those in favor I I now you have to stand up congratulations all right we're gonna move on to item j6 Mr contorno thank you my turn um as you know um and Dr streer alluded to earlier there is not a state budget that's passed um but the auditor general um sent um preliminary budget forms for us to fill out in order to
045submit and make the deadline of July 15th you must adopt the budget but that brings you 10 days or or more into June you need to propose a budget um and that's what's happening tonight we're going to be proposing or what I prepared for you was proposing the 200 26 which is hard to say or 25 um budget I I did increase um this budget and they actually had this number already put in there um for a base support level of an increase of 2 %c bring it I think it's like 5,13 now classroom site fund we do know that number and it's reflecting an increase to the um per weighted student um and also there's a small increase to District additional assistance which is capital that one's sort of I don't I've seen it
046both ways in budget proposals um we're hopeful that that comes um due to the ability to revise this budget after we adopt it um the only impact that could potentially happen by Low by by um adopting a budget that's too low which I don't think we have to worry about this year it's not like they're debating on how much to give the school district it's it I think it's going to land kind of in this general area is that when we set tax rates in September at the Puma County um we need to we need to be clear with them what what we need to Levy in order to support this budget um and I would assume as soon as a budget's opted we will bring a revision the very next School District or the
047very next school um board meeting in order to reflect the actual budget numbers um I just a little um part of this is that if the board approves the proposed budget this will be published um a copy of the budget summary and notice a public hearing um in in the date of the notification for the the date that we adopt it which is July 15 um we will be hire or having a um um required to have a truth and Taxation letter and we've published we will be publishing that it's already in Works to be published um because you're required to have a truth and Taxation letter every time you in Levy for um in our case adjacent ways which we I'm proposing in this budget $1.2 million for adjacent ways those dollars that level
048keeps the tax rate the same as what we have currently if um associated with adjacent ways those dollars are used for um projects most mostly projects fire Lanes um but big ones are going to be our new schools we're going to have um the need for adjacent dollar or ways dollars um this is the budget as presented um like I said in July 15th there will be an uh there will be an opportunity to to adopt it um and then after that revisions will come um as we get the state budget thank you can I have a motion I move that the governing board approve the 2024 2025 School District annual expenditure budget as proposed second any questions yes okay so so you're expecting a 2% well they they factored in a 2% increase right
049to the base support level yes okay and so so so we just gave 2.2% raise everybody so what happens if it's not 2% what happens if it's l legal legally they have to do 2% um that's part of the the law says that um you get the lesser of of of CPI I believe it is and um War 2% CPI obviously was much higher than 2% so we legally that they required I that I don't even think that's a debate that's in all the budgets the jbc's budget and the governor's budget okay right thanks okay all those in favor I I next item is next item is j7 Mr contor thank you um as as um the district is seeking approval of the final guaranteed maximum price which is we I I may refer to
050it as GMP um package from Core Construction for the construction of the new K8 and gladen Farms um the GMP represents the maximum price that the project will cost that's the beauty of of choosing a a delivery method for um of design build or we can we actually we did design build but there's actually um CM at risk but both of those the neat thing about it is they design and then we get a price and and it's it's approved through a GMP process um so we we have a defined number and there's no like change orders and those kinds of things there's some contingency built in um um at this point we were when we went out to bid for this the the interesting thing is we we anticipated that we would have about
051a $40 million budget for this school and we anticipated 80,000 square foot they're actually going to be able to meet our budget which which consists of adjacent ways $2.1 billion for adjacent ways um we have a Furniture line in the bond um that will'll utilize for about 1.2 to help offset some of the furniture cost of this but then the $40 million um is for the line item for this new school so it's we actually were able to do that and they actually gave us 90,000 square feet so they were core was proud of that I said I would mention it at the board meeting I said it was a guess at they even know I'm um so first and foremost this is um this is the price um there is about $820,000 in contingencies
052which I've been very clear and Mark Mark sits through all those meetings that every time we go through a we've already started because you approved gmp1 which was for site improvements um they go through in one of the agenda items is contingency hit you know and and they go we haven't hit any and I'm like thumbs up so we are be very cautious and optimistic with those with that contingency dollars So in theory the $ 820,000 could be something that comes back to the district and I would hope that's the that's the case um that that is the presentation from um core with with GMP um two this is the total project of that that with no unforeseen hurdles to jump in in in the future because this is what they're going to build it
053for thank you can I have a motion I move that the governing board approve Construction contract amendment number two attached as exhibit a with Core Construction for the construction of the new ka8 located in gladen farms second any questions I have a question um so the the 800,000 in contingency who controls that is it core is it us is there an approval process there is an approval process I mean it's it's mostly for unforeseen design problems that's if we add to scope right that's different which is a total different subject but at this point I mean that's not something we're we're gonna we're going to address but yeah it's it's mostly for like unforeseen design problems um like they get halfway through it and decide they need to you know so the air conditioning load
054might be different the engineer made a mistake so then they come to us there's an approval process and then we release the funding of some of that contingency got correct okay thank you right all those in favor I I we'll move on to j8 discussion approval of lunge prices increase Miss Kart hello president Lopez governing board members members of the audience I'm here to request a meal price specifically lunch price increase what questions can I answer sir it's not that much you have a motion for oh I'm sorry yeah go ahead a motion in a second okay I move the governing board approve the lunch price increase as presented second now is there any questions yes okay um all right so what the heck happened my thing just went away I know I've been having
055problems with it okay so I think my numbers are off because I can't pull my thing up that's okay I'll help but but um I can't read that um so I think that the government says we need to be charging what like 385 yes is that right a weighted average of 385 okay and and so and we're charging right now 280 282 right now yes we're at 2 282 as a weighted average okay so that's a dollar and something difference um okay so so you want to increase 5% which is 16 cents average average okay so that's going to bring us up to 28 whatever it is depending on the the group yes okay so okay so we now we have a a Delta right between what the feds say we should be charging and
056what we're actually charging so can you explain that please I can so essentially when the paid lunch equity and just for purposes of not twisting my words I'll just call it P when PL was conceived it was because it was clear to USDA that districts were not increasing paid lunch prices so essentially the free reimbursement was supplanting the paid lunch price and that's that's not the intent of the program so what USDA did in their wisdom very smart was was they forced us as food service directors to look at our paid lunch every year every year I fill out their form and every year before I can be approved for the the next year to participate I have to show that I've done my due diligence I fill out their form some years I don't
057have to raise prices covid I didn't have to raise prices didn't have to raise prices last year because we had a surplus of money because of a supply chain assistance that they were giving school districts so I opted not to raise prices prices were increasing everywhere I figured if I could hold off another year that would be best that that year has come and so essentially USDA says we don't have to raise more than 10 cents so that in and of itself tells you they realize that that Target is a moving Target every year they're going to raise that it's going to be something new next year that we aren't quite at their intent is that we do our diligence look at what we are charging and we increase as we can and as our
058community can support so that's where we're at okay so so I think you just something important in the beginning that um so the the the free and reduced supplants payments or subsidy whatever reimbursement reimbursement right that we get the the idea is that that not subsidize what the pain kids are paying yes yeah okay but as you can imagine if we increase lunch too much our participation goes down and it's in in essence we're shooting ourselves in the foot right so we I try to be very careful when I'm looking at those numbers and and I I try to I try to keep it as reasonable as possible but I also don't want to have to ask you every year so it would be wonderful if the 16 CS can carry us through and next
059year when I do the pl tool based on how inflation goes I may not need to raise as much so I may have a year where the pl says I don't have to raise prices and that would be ideal I had another one okay I'll jump in while you think yeah please do so the increase in the price is based on the government saying hey you're not charging enough to some degree but also I'm assuming just inflation food prices the reality it's the consumer index yes the CPI 2% I think is the way that they say I can't quote it the government's favorite percentage 2% does seem to be a theme so okay thank you okay I have it I helped you yes thank you um so is our program uh self-funding 100% my my
060department fuels itself every meal is what pays every aspect of it right so that includes so I already know the answer to this but you know for the good of everybody watching so the the um the the revenues from the lunches they pay for the food they pay for the the labor pay for benefits everything the benefits gas all that paper products 100% y chemicals yep t-shirts okay yeah everything perfect yes sir thank you I knew what the question was because Mr Carlson had reached out to me earlier in the week so I was you were G to help him okay all right thank you all right all those I just want to say great job by the way keeping our cost down thank you well we we try at every kitchen every day we
061are doing everything that we can it it's about kids and that's our job y thank you we just need some better food now are you seeing better food is that what you said no I said we need we need I went to one of the schools and had like a chili and a bag of Fritos that's just like that's good that was an experience so and again that's that's that is Jenny O chili meat it's made with Jenny O Turkey it so there's no mystery right it's not a mystery food at all I mean I went home and told my wife I'm G to make that for dinner she would not let me I love that just surprise her yes like you're like wait what day is that I I yes thank you thank you
062thank you all right we're moving on to J1 oh I'm sorry j9 Mr contorno thank you the purpose of this agenda item is to improve both the financial service and procurement Department Staffing structure currently procurement has one opening um vacated um in the general fixed assets area because that person was promoted to be a procurement assistant I believe procurement specialist yeah um when we have vacancies like that it's always nice to sit with I sat with the um with Ken beloo our business manager and then Susan Rose our procurement manager our director and um just discuss like those two our two our two departments work closely together are we staffed appropriately and should we look at is there something that could benefit both of us we came up with a a possible um fix this
063is is um with the vacated position that the the position that was vacated prior was a procurement I'm sorry was a purchasing agent senior and we made the the person got put into purchasing agent not senior so there was some savings that generated with that but then we looked at that GFA position and said maybe it's lives better in in finance in works better um through our processes you know through the audit and whatnot so we've discussed bringing that back to financial services in the form of of a financial service specialist um the the before the before and after of this is going to save um it was costing about 6513 an hour um afterwards we're going to with um is go to about 6190 so there's a savings to the school district of almost
064$8,000 annually and we think we're going to be able to there's a couple of things with the gafa position that that's coming back to our procurement um we're going to be able to provide that person a dollar um raise um which may help retain that person um which I'm thrilled with um he does a great job um and it and it gives purchasing basically a half a position in per that's dedicated solely to being purchasing because that person was GFA and purchasing at the same time and it was hard to get like there was push and struggle between those two positions and we need somebody really dedicated to GFA which oh GFA is General fixed assets the inventory of all of our equipment and and those type of items um so the I think we're
065going to be able to match the needs of the school district a lot more and it's actually a cost of about $8,000 okay can I have a motion I move the governing board approve the proposed financial services and procurement Department restructuring as presented second any questions I just have one clarification dat and it's right here I'm just double checking for those listenting when we go from 6513 to 6190 that's three positions is that correct they'll still be so we have don't have the whole town applying for this job but that's three people oh yeah yeah yes people yeah thank you those in favor I next item is J10 discussion approval of reclassified communications and social media coordinator position Miss Benjamin good evening president Lopez governing board senior staff and members of the audience this is
066a request to reclassify a manager level position to a coordinator level position resulting in a $6,000 savings to the district annually the public relations office currently has two staff members the director of PR and Community engagement and the digital Communications manager this reclassified position is the third member of our small But Mighty team following the resignation of our previous manager we evaluated our department and District needs we believe we can best meet our communication goals by reclassifying the position to a coordinator level the complete description of the primary duties and responsibilities are included in packets do you have any questions for me I move the governing board approve the communications and social media coordinator position second any questions just a comment um I don't love social media but every time I pull up any of
067my social media our department is all over social media and I think that is just amazing ing the great press and all the communication you guys are doing so well done thank you thank you very much okay so so you're going You're eliminating them eliminating the manager position and reclassifying to a coordinator level position correct um do you you already have somebody in that position now no I don't have anyone in the position now it's been vacant since about spring break oh wow okay um that seems like a long time it's been we got her to stay as long as she could we got her to start stuff and it's been a it's been a it's been a transition yeah okay so do you have confidence that you're going to be able to fill that
068in short order or I sure hope so um I have a couple of people in mind who I think may be great candidates for the position um but it is and I'm going to really w to try to create some excitement around it I feel confident in the position and what it offers and what the person could do that it's a desirable position for somebody who has the qualified skills for it so I guess I'm wondering okay so a coordinator not a manager but you know are are we suffering or are you being hampered because you may not be wanting to pay as much you know for that lower skilled position the reality is is I think our our my department always looks at budget right and we're a small staffed office and the reality
069is is I'm looking at all three of our positions and trying to create three positions that are unique enough and that are able to meet the needs of the district moving forward they're likely I'm going to be back here again in the future looking at another reclassification with approval from senior staff as well but it's kind of a shuffle as we look at trying to create the department so that it can do the work that we need to do with with a staff of three okay all right so this is kind of like the first step this is this is one we've taken a couple of steps before that don't need board approval just in R you know changing software looking at efficiencies cutting out things that we don't use so okay it's a con
070well to Thomas point I mean I'm kind of thinking maybe is there a way to leave that money in your department so that we can hire have more flexibility to get this position filled because again is really important to keep our message in front of the public in front of everybody and and I think that's a really good question is just her I mean it's great thank you so much for trying to save the district money but if it's the difference between getting the person you need and waiting another three to five months maybe I mean I don't know how that would work we leave that money in that department and let you have that ability to make a a better decision I I mean I of course we would always welcome that you know
071I think it could always benefit the district I think if we do a comparison to other Communications and PR um offices in Southern Arizona we are the we are the smallest and we we we're gangbusters we publish a lot of stories a lot of media press like I'm proud of the work that we do so I think it's absolutely worth the investment I think the predecessor in my role before me did an amazing job in this role and I have tried to fill her shoes and just tried to to keep keep growing it as best I can but also realizing that I'm I'm on the operation side of things I I of course want to see money going to schools and to students and to teachers but it's a struggle I see the business side
072I and I I appreciate and I love and I you know I'm here to work for the K12 side so I it's a struggle but I think it would be Wonder can I change this and can we leave that money in her department so she can hire the right person is that something I can do or do we need to like make a new is that a new motion and a new thing make a motion going on the Fly here yes um I move that we leave that $88,000 in our social media department so that we can hire the right people to keep pushing the message of our district forward $8,000 second that so question um since we've looked at it as a budget already it's kind of been done is it hard to go
073back I mean I don't want to I don't want to minimize $8,000 but we have a $110 million budget um I would work with Dr streer and Ally and yeah the money can sit there for that position I don't that's where I'll leave it yeah all right so going back to that we do have to vote on the first motion right because that was already on the table which just to take it away yes so that's all no no no no so now the second motion so I move that we leave the $88,000 in our social media Communications budget to hire the right person and keep the message going forward all those in favor I thank you so much all right J 11 this Salada that was unexpected good evening tonight I bring before you
074a request to reclassify a secretary 2 position to a secretary 4 position due to the increase in job responsibilities we're requesting that the state and federal secretary 2 position be reclassified to a secretary 4 position this would allow us to better utilize the exis in position to support the district for the upcoming school year the increased support required from Educational Services Department to ensure schools have the materials they need to implement the guaranteed and viable curriculum has prompted this request the cost for this change including benefits is $794 over the past two years we have ordered and distributed over $2 million in literacy curricular materials this position includes inventory control for all of these materials and serves as the liaison to every Elementary and K8 School the responsibilities of this position have extended Beyond state
075and federal programs and into Educational Services and this cost difference would be funded through the District Maintenance and operations budget I'm happy to answer any questions you might have can I have a motion I move that the governing board approve reclassification of one secretary 2 position to a secretary 4 position effec of July 1 2024 second any questions yes so do you have somebody in that position now we currently do and she's added a lot of those responsibilities to her workload so her current job description does not match what she is currently doing for us gotta okay all right that's that's that's what I thought all right thank you all right all those in favor I I item 12 all right my next Staffing request is an additional special education teacher at Coyote Trail Elementary
076School due to an increase in 10 additional special education students identified for services at Coyote Trail Elementary were requesting one additional special education teacher this increase in identified students coupled with the current existing case loads underscores the urgent need for additional support within coyote TR special education department without this position for next year both teachers would begin the school year with a case load of over 30 students each which is stretching their capacity to effectively meet the diverse needs of every child given these circumstances I recommend the hiring of an additional special education teacher at Coyote Trail Elementary this additional resource will not only alleviate the strain on our existing staff but also ensure that each student receives the individualized attention and support they require to succeed academically and socially with an additional teacher hired
077at approximately $56,000 we can reduce at least two filled special education Aid positions which would cost about $63,000 this position change would result in a savings of about $6,000 to the m&o budget can I have a motion I move the governing board approve the addition of one special education teacher at Coyote Trail Elementary School effective July 22 second any questions yes okay okay so you're getting 10 additional students they have qualified 10 additional students in the last quarter at Coyote Trail okay so so that requires an additional teacher certified certified teacher So currently there are two teachers and they would are at over 60 students there're always our new students and we always uh tend to identify additional students during the school year we currently have two special education Aid positions posted to assist the
078two existing special education teachers but we feel a better option would be to hire a teacher instead reduce the case load of all three teachers and provide that support through a teacher versus 28s right right that's where I was going so so one teacher replaces two AIDS yes that is Miss Clem's recommendation who's Miss Clem the director of special education um okay now I know the AIDS provide a a vital you know they fulfill a vital role they do so are we gonna are we gonna you know few months in find out that we need AIDs that we got you know Aid positions that we got rid of I don't anticipate that based on this change I think that this teacher can provide those services within the classroom and as resour resource pullout services but
079should our case load explode at Coyote Trail we could be coming back to you that's a different story right right yeah right but I no I think Miss Mrs Clem's recommendation is that this would be a better support to Coyote Trail students okay thank you you're welcome right all those in favor I I I okay item j13 all right I'm bringing before you tonight policies revised as a result of negotiations with the Mirana Education Association and the meet and confer process with Mees in policy GC K there are two minor revisions one Dr streer already mentioned the number of years probationary teachers must remain in their original assignment to transfer be changed from 3 to two and amending the date for year in contracts to be June 15 rather than July the second two policies
080are pertaining to retirement of support staff members and retirement of professional staff members and there are substant substantive changes to policies gdq C and gdq that include the number of years a individual must be employed by the district to qualify in the district's retirement program have a motion I move the governing board approve the revisions to policy GC yeah I wented to add one just one more quick sentence sorry uh I'm recommending you approve those two policies without the last two sentences that were added at the the last minute based on our conversation and executive session okay so I move the governing board approve the amended revision to policy jck professional staff assignments and transfers policy GB QC retirement of support staff members and policy gcq retirement of professional staff members as presented second any
081questions I just want to say that okay so what we're talking about here folks is that the the language change in the policy says that this policy shall be effective for those individuals who executed a contract with the district after its effective date well that effective date is today there were a lot of teachers and staff executed contracts prior to today so we don't want to exclude them from this so that's we're cleaning that up thank you all those in favor I thank you next item is j14 this reading hello president Lopez members of the board members of our audience I'm very excited I think you Sav the best for last all right no um y'all are doing a great job so it's the summer good mood you all no y'all are doing doing a
082great job so this evening uh for this particular item I'm bringing forward a a proposal with um a proposal that we are going to have with the United Way so back in 2016 we entered into a partnership with the United Way and we've been engaged in programs and projects with them through their crados of career program for early childhood ly early childhood education post-secondary outcomes as well as middle school math and so a couple of years ago we had a very similar project involved involving middle school math where our Middle School Math teachers met on Saturday they learned together as a community of practice and they grew and they learned and they studied pedagogy and content what we would like to do with this project is extend some of the lessons that we've learned with
083our sixth grade program and extend it to grades seven and eight Math teachers as well so all six7 and eighth grade teachers would be engaged in some programming to support a review of them the math content reviewing of math pedagogy as well as giving some of the giving the teachers the opportunity to observe in each other's classrooms and engage and focused coaching Cycles with our middle level Math teachers in grades six through eight not just with grades six so that is why we're excited to bring this partnership to you tonight for approval can I have a motion I move that the governing board approve the memorandum of understanding partnership working to improve Middle School mathematics instructions between Morana Unified School District and the United Way of Tucson in Southern Arizona second any questions yes okay
084so just so I understand really so they understand of course I have it in black and white in front of me so this agreement is providing funding for that extra for the extra work that those teachers are going to be doing yes so the United Way is generously providing our school district with with funding so that we can pay teachers to participate in activities outside of their contract time or during their planning time and also to provide substitutes and resources for teachers so that they can go and engage in all of the work I described so so this is free to us we are um recipients of this yes we are incredibly grateful for the partnership that we have with United Way and their cradle to Career program in fact if you go on their
085website almost all of the pictures that are on there are of musd teachers and so we continue to be proud benefactors of this partnership and we're grateful uh for their ongoing support of our aligned work thank you all those in favor next item is j15 yes all right for my second item this evening I'm bringing forward to you uh a recommendation for an approval and an adoption of a tier 2 reading program and so a couple last year we were here we adopted the Scholastic program for Implement Scholastic and Foundations programs for implementation in our elementary grave levels aligned with move on when reading so the move on R when reading legislation that was put into effect in 2013 says great you need a tier one program so check now we need a tier two
086program that's approved by the state in order to make sure that we're providing tier 2 supports so we followed a very similar process that we did with our tier one approval prog their tier one selection process we convened stakeholders uh into the tier one uh program selection committee and so tier two are students who might need a little bit more so our special education students and also students who struggle with reading and phonic skills so we brought together reading special Specialists literacy leads special education teachers school and District leaders um we came together worked together selected a program and that program is being brought to you this evening for consider consideration for adoption and approval the program is the 95% group uh aligned with our district policies we did put this program out for public
087display today at five o'clock that window closed uh we had one individual come and take a look one of our teachers came and took a look at that particular program so if approved we would then work to secure the resources and then provide training and support to our tier 2 instructors and supporters of literacy across the district next school year can I have a motion please I move that the governing board approve the 95% group as a tier 2 reading and Intervention Program for use in classrooms in the Morana Unified School District second any questions yes so what what is tier two so tier one is we want to make sure that we provide instruction to all student students and so when so when some of the when those students that we provide tier one
088instruction to when they still continue to struggle and need additional supports in order to be successful then we provide tier two or a more intensive level of support for those students and so not all of our students in musd would be exposed to the 95% group just students who may need a little bit more and so we're actually asking the board to approve this for not only our Littles but for K12 because we do have students who have been either a part of our system maybe they have a a disability that prevents them from being able to decode words so that we could use this at all grade levels in order to help students learn how to read with more fluency and is this based on the science of reading it is excellent music to
089my ears thank you so is this a during classroom time or after class or just it would be during the school day one of the things that's really type thing we actually have intervention time periods built into our instructional day uh it would not be in place of tier one instruction I think that's a really important designation thank you for asking because we feel very strongly that all students should be exposed to grade level content so they have the opportunity to have that exposure but then this would be supplemental to help provide uh to fill the gaps the skill gaps that students May EX exit uh so that they can be more successful in a tier one setting great thank you all those some favor yes J 16 Miss reading all right last one for
090me tonight so this this item is uh is actually very simple and not very exciting although if one were to read it people might scratch their heads so yeah but you're going to amp it up for us yes I am thank you all right so something that's really important is making sure that we follow our our the state requirements for fiscal reporting of our students however sometimes students have needs that fall outside the bounds of a typical school so we recently got clarification from the Arizona Department of Education that it is important that students who receive instruction at a school site that they are enrolled at that school site so that we for the time that they are there in order to make sure that uh we are able to then draw funding aligned with
091the school that they are attending at the time and so that seems really simple but sometimes there are students that don't fit into the traditional boxes that we have and so there are times when we have students with IEPs that may require them to be at a location for to receive a particular service during a port of their day or we have students who may be engaged in our math acceleration model that fall outside the bounds of instruction offered at their grade level and they need a little bit more so a couple examples we had a special needs student uh at Quail Run who needed very specific supports and we had a teacher that was available to provide those supports at Quail Run and so the student attended essentially experienced seventh grade at Quail Run
092instead of having to transition to Torita where those supports weren't going to be there and we didn't have to hire somebody else to provide those supports so what and then on the other end with acceleration we had an amazing sixth grade math leete at Ironwood this year take algebra at Mountain View High School because that's what he needed in order to continue with his math progression and so what this item does is it provides us the opportunity to draw funding and enroll students at grade levels outside the bounds of traditional of our traditional uh leveled schools in order to make sure that we can provide them with the individualized supports that they may need so Morana Middle School would be would go from just being approved to offer supports from just 78 to 5 through
093eight Morana High 7 through2 Mountain View 7-2 and talita 5-8 but really this is only on these individualized circumstances where we just need to be able to provide kids with what they need and this provides us with the opportunity to do that and not have to and also be fiscally responsible with the resources that we have in our district so this would actually go into effect next year we have um a student at Quil run who is slated to attend talita middle school and take the algebra course there instead of of having to have the student do it on distance learning without a teacher I move that the governing board approve the Arizona Department of Education entity grade level additions second any questions no you explained that exquisitly thank you all those in favor I
094I next item is J1 17 so uh a little background on this is is on our superintendent contract there are three goals that he will complete he has completed two and when it will be coming up in the near future before December right November 1 okay November first so when we read the motion it's he's doing an excellent job so go ahead I move that the governing board approve of 66% to be paid to Dr Daniel streer superintendent based on the 2023 2024 performance pay second all those in favor I I next item is item okay is there any board member request yes I want to have an agenda item where we talk about board member attendance at board meetings meaning you know specifically um if if we're here having a meeting then we should
095be here having a a meeting not not calling in on the phone because otherwise we could all be sitting at home tonight calling in on the phone this is not the first time so thank you we'll move on to item L future meetings the next one is August 8th item can I have a motion to adjourn I make a motion that we adjourn second all those in favor hi thank you happy summer no stay stay dry thank you byebye e e e
