education to sustainability I want to thank the chamber and the impact Mirana program for the great opportunity that they have afforded us and we look forward uh to continuing to support this program as more members of the musd community go through this I also want to thank Estus band instructor Michaela salmon for the invitation to this past Tuesday's Estus band concert Miss sammon has put together a great fifth and sixth grade Ensemble that came together to put on an incredible show I think the way that uh Miss Sammons coordinates that event and and kind of walks you through what's happening uh adds to uh the joy of of seeing our students in action so congratulations to the students of esus they did a a fantastic job with their concert please pass that along um this

past Monday uh several of us were also able to attend the honors and awards ceremony at Mirana or I'm sorry at Mountain View High School as we celebrated the incredible achievement of our students with over $8 million in scholarship money being recognized it was truly a testament to the hard work dedication and the academic Excellence of our students congratulations to all of the recipients and may this be just the beginning of their Journey towards uh greater successes we are all looking forward to Morana High School's own event uh which will take place a week from Monday also had the opportunity I'm looking for Mr singer uh to celebrate the vibrant Spirit of the Quail Run Community uh that was showcased at their birthday uh celebration last Wednesday uh it's great to see the incredible attendance

with families coming together to uh just commemorate the uh special occasion the performances were outstanding the array of fun games provided for Non-Stop action uh Mr singer it has an incredible talent for balloon animals I I learned this last week um I'm not sure how we'll use that but we will find a way to put that to use that's called retirement [Applause] um but I do want to thank everyone who contributed to making that celebration a resounding success and and here's to many more years of fostering growth learning and togetherness in the Quail Run uh community and then finally I I have to say that certainly one of the highlights over the past month was the governing board retreat that was held back on April 27th we experienced an incredibly busy day with valuable participation

and engagement from everybody that was in a attendance the conversations were meaningful and insightful and covered a wide range of topics that are critical to mus usd's future and success we are now in the process of analyzing that information synthesizing that information uh really with a goal of extending those conversations into the next school year and bringing more stakeholders to the table I do want to extend a big thank you to our governing board to the senior staff members and to mea president Raina York who took time out of their weekends to engage that's valuable work for our school district and this concludes my report thank you next item is item H consent agenda can I have a motion I move that the governing board approve the consent agenda as presented a second oh second

second sorry thank you double second um anybody have any questions um this includes some voucher reports gifts and donations um also the Mirana High School Desert Bloom Garden student Club I thought that was pretty neat so there's some good stuff in here so um thank you for that oh yeah but but there's more also there is a vehicle donation so in reading that um it's a brand new car from Jim Click which is pretty amazing but it kind of sounds like it might be more than one so I wasn't quite sure how to read that or state that but um that's a wonderful brand new car that's a great donation um all those in favor I I I next item is I unfinished business there is none so we'll move on to item J new

business um discussion approval of the school principal appointment for the new K School in gladen farms president Lopez governing board members members of the audience the principal position for the new for the new K8 School in gladen farms was posted and five applications were received for the opening the screening committee that included one governing board member one principal two teachers and a support staff member and a parent uh two assistant superintendents and myself vetted the applications and selected the final uh finalist to bring in for an interview the candidates were interviewed by the same committee and we are pleased to recommend to the governing board Zack singer for the principal position of the new K8 and gladen Farms Mr singer currently is serving as the balloon animal maker and principal at Quil Ron Elementary School

uh a position in which he has held since 2019 uh prior to that he served as principal at Thornydale elementary school for three years and was the associate principal at Desert Winds for three years and taught at Roadrunner Elementary for four years you have a motion I move that the governing board appoint Mr Zachary singer as the principal of the new K8 School in gladen farm effective July 1 2024 second all those in favor I I now you have to stand up so everybody can [Applause] see thank you next item is J two discussion approval of the FY 2024 District expenditure budget revision number two Mr contorno thank you the State of Arizona requires governing boards um to revise the expenditure budget for school um years to reflect actual carry forwards prior year expenditures actual

student enrollment and interest earnings these are mere um estimates at the time of adoption in July um districts must submit their final revision by May 15 which is the final revision is um in this year was um revision number two that's before you right now at this time we're making the final adjustments to the 24 expenditure to reflect actual tuition revenues and then um some small fluctuations in our 100th day enrollment data this budget was revised in December revision number one um by the governing board and and so there's only a small fluctuation between revision number one and number two um the impacts of this revision are maintenance and operation is increased by $940,000 classroom site fund was 730 or 77,000 $312 and District additional assistance I decreased by $885,000 um that's the budget summary

in front of you um if I have if you have any questions please ask can I have a motion I move that the governing board approved the 2023 2024 School District annual expenditure budget revision number two second do you have any questions I do so so this is a basically a million dollar correct I mean it's going to net out to almost zero correct but it's a million dollar that's not that's not insignificant no it isn't so um in in um December of um in December's revision I had taken you have the opportunity to um put District additional assistance which is capital dollars I was only keeping $1.1 million of those in m and the rest of it I think it's $6.6 million was in Capital um as we go throughout the year we kind

of look at the budget and then I can have the ability to swing those Capital dollars back in the m&o um and that's what I felt like I needed to do in order to have this balanced a balanced budget this year so okay so the the 885 decrease in capital that's that's being moved into ml correct well it's it was $900,000 impact I flipped 900 ,000 um from Capital to M so I mean I was off by 15,000 oh that's what this so okay so so this whole 40,000 in M okay all right okay thanks okay all those in favor I I next item is j3 discussion approval uh to offer contracts to principles Miss Harper good evening president Lopez Dr streer governing board members and the community identified on the attachment are those principles

to whom we intend to offer contracts to for the 2024 2025 school year I have a motion I move that the governing board approve the offering of contracts to the principles for 2024 2025 a second any questions I have a I don't see Mr singer's name on here I'm kidding yes he's there yes I know he's there well played he didn't know though I guess we just like you Zach I think it must be it all right all in favor I I thank you thank you next item is j4 discussion approval of graduation Alliance drop out memorandum of understanding Miss Rey good evening Dr Lopez members of the board Dr streer members of senior staff and members of our in-person and virtual audience previously the Arizona State statutes have approved high school programs or districts

with high school programs to have Arizona online instruction programs or Dropout recovery programs and as a district we made a decision to have an aoi program and so we have partnered with mdl and we have operated that through the through MCAT High School in our Alternative Learning Pathways for many years there was a recent statutory language clarification which then indic which provided us with the opportunity to have both an aoi in musd so to continue to have mdl but we are also able to have uh to partner with a Dropout recovery program as long as we do so through our our Alternative High School so we had an opportunity to connect with folks from graduation Alliance uh we have some representatives from that organization here today Jay de laa DEA and Mary Harris so if

yall will come on down as well as Miss principal Green from MCAT and so while they're coming down I want to give you a little bit more information in AR in the state of Arizona the dropout rate is right at 6.33% we are thrilled that our dropout rate is uh last year in 2023 was only 2.33 I say that but we're not that's that's great that we're well below the state average but we're not satisfied with that number because ultimately we want all of our students to graduate from high school and have that diploma in this partnership with graduation Alliance students who leave our district for a lot of different reasons maybe sometimes they have to work sometimes they're frustrated with the system some times they may have uh individuals that they need to take

care of maybe they've had a child a lot of different reasons why people why students step away from our district and uh don't enroll in another educational institution in the event that that happens graduation Alliance is an organization that we work with to provide a list of those students to this company and they work to re-engage students in their education our first and primary goal would always be to have our students reenroll within our own schools and within our in-person instruction learning options at MCAT but the reality is some kids are not able to come to school during the time that we have school and so what we appreciated when principal green and I had the opportunity to meet with graduation Alliance is this company takes the whole student approach they not only have the

access to Virtual instruction provided for students but they support students with IEPs they actually once we get get to a certain number of enrolled students they hire a local Advocate somebody that can help connect students with resources and support them as they finish um earning their remaining credits and so these students would be enrolled in MCAT as a part of this partnership and um would be able to walk across our graduation stages once they've earned the credits that they are deficient in so we're excited to share this program with you this evening and to hopefully get approval for this partnership have a motion I move the governing board approve the Dropout prevention and Recovery Master service agreement between graduation Alliance Incorporated and the Mirana Unified School District second do you have questions I have a

question so um this is great and so I just so you we provide the list of students who have you know for all the reasons you mentioned and so we provide you that list and then you pursue relationship and creating those connections and I suppose at any how do you do that emails phone calls iners whatever you need to do I guess I'd like a little bit about that yeah yes Mr Willard when we re-engage students we will use a mult multimodal approach it's a lot of the things that the district has already done so we will call we will text we will email all of those things but we do it at such a volumous scale we have people that are doing this all day every day and weekends and so we are really

reaching out to students and families at hours that they tend to be home so later evenings weekends things of that nature we also have some interesting data points where we can try to find the newest phone number for them and those are items that we can bring back to the district too so your records can be updated um once we actually get a hold of the student or family family member one of the interesting things that um Miss Rey didn't mention is if we find a student that has moved out of the district they've enrolled in another school District which I'm an old former assistant superintendent and I am always shocked that students can enroll in other districts and records are never um ask for transcripts never received from the other District but it happens

and so when we locate those students we actually bring all that Mobility data back to the district so then the district can clean up their books and make sure that those students are removed from their books which is kind of a nice perk as well so followup question um let's say we have 200 students I mean I'm sure you have some data what percentage of success have you guys had to reach these students because this is really I think very important yeah so our Nationwide data we are in right now 13 states across the country and so this is a compilation of all of those States um but when we have a student that is a last Miler so a student that who is a senior that is only missing a certain number of credits

they are credit deficit and they're not on track to graduate in cohort we have about a 50% percentage that we can get those students across the line now as they get younger of course that gets a little bit harder um if they are a freshman to a junior and we have about a 36% rate of success with those we also um work really hard if they are a younger student we don't believe they should be with us and in our program for the life of their their experience at high school we work really hard to matriculate them back into a district school so that is one of our biggest goals we want to build up their confidence academically behaviorally and have a good Cadence set where we can bring them back into a program or

a high school in the district and they are set up for success and so that's where we really work I'll take 36% and 50% over 0% yeah I know some people are kind of those numbers I think that's very great and Miss R can you remind me what's the age limit if if somebody drops out or Falls away before they can come back and complete the program is there an upper age limit 22 okay that's what I thought yeah yeah and we've been working in Arizona since 2021 with adults so once they hit that age we have been actually providing um High School diplomas to the adults or the adult program for quite some time in Arizona through and that's funded through the State education department great thank you yeah you're welcome so the um

the the students if you are able to get them back into the system do they attend class at MCAT or do you have some kind of so they go through our education program and that is very strategic these students these are students that you will refer to us that I I lovingly refer to say they can't or won't attend school there's a difference between those two types of kids but for whatever reason they can't or won't attend school so we have found with this population of students an online asynchronous program is best for them and I know we all have a little bit of heartburn with that postco with the online programs but they really do need that flexibility um but it also comes with high accountability from us so we have really low numbers

um for our teacher ratio just like a high school classroom would some these online programs have hundreds and hundreds and hundreds of kids per teacher we don't do that because we know these kids are at risk um the other factor in that is we make sure that they have the wraparound services to support them but I said there's High accountability they have assignments du every single week they're due by midnight at on Sunday and if those assignments aren't in you can bet their academic coach the teacher their local advocator reaching out saying what's going on kiddo they they're making sure they're getting a hold of them okay and the and when when the kids are in the program doing instruction that that's taking place here and a I mean obviously the kids are here but

the teachers are Arizona certificated teachers they are certificated um all of our our curriculum is aligned to the Arizona standards as well all of our curriculum is prioritary so we have a curriculum writing team which I really appreciate because um it's not a third party so I have some high school kids I know they can just put the question in online and they're going to get the answers that's a little bit harder we have a little more Fidelity with our curriculum because it is an in-house curriculum um but that piece isn't all online all of the teachers are online and that's why that local Advocate piece is so important we want someone on the ground in the district because you know two three times a month we want to get eyes on these kids kids

love it it's a social um opportunity for them usually feed them you know make sure we have discussions with them on learning plans those types of things but truthfully it's for us to be able to get eyes on these kids so we're able to see is there insecurity with housing food is there resources they need from the community or the school okay thanks so I had a whole bunch of questions that they've already been answered good I read the board packet right and good for you asked Christ a whole bunch of questions and got them answered I I will say you know for everybody in the audience out there on YouTube land um the uh the uh the little pamphlet that accompanied the packet that had described the program and had all the statistics those

are those are very chilling numbers that that are in there frightening yeah and so I would encourage people everybody to reach out sorry reach out to the district office and request a copy of that because it it's it's it's good reading it's well good reading it's important reading it's important reading yeah we would love to be put out of business someday right I do have a followup if you're done go ahead so if a student if you realize a student has a lack in a certain subject area or in need is there tutoring or is that all online or how do we address oh that okay yeah the academic coach that is their their person and we lovingly refer to this person as the neag but that is the one that they can come to

on a onetoone basis but um we know that they're not available all hours and our data is showing us that our students are working between midnight and two in the morning that is the most Tom will do it I I cannot Tom I'm good for you I cannot but yeah but we also have 247 tutors so those students that are working through the night for whatever reasons they have access to tutors if they have an algebra question at two in the morning they can get that support thank you fantastic program thank you thank you yeah we're very excited thank you all those in favor I thank you next item is J5 discussion approval of book nuke memorandum of standing and addendum you're here Mr thank you uh president Lopez vice president M cronis Dr streer

members of the board and Senior staff and members of the audience I'm here to request an approval for a memorandum of understanding with booknook for the purposes of literacy enrichment and re remediation for the upcoming summer months through the Arizona achievement tutoring Grant the Arizona Department of Education selected booknook to provide free literacy support and instruction for K through 8 students excuse me kindergarten through 8th grade students uh as a SM in a small group online tutoring environment our goal is to engage 300 students across Elementary K8 and middle schools students will be placed into groups based on reading skills and will participate in a zoom or Google meet like setting there will be a teacher on the other side of the screen uh leading a maximum of three students through a 30 minute lesson

four times a week booknook excuse me booknook background checks for tutors May or that of ades Arizona Department of Education and booknook will be hiring teachers to fill their tutoring positions if approved families will have an opportunity to sign up and register their students for booknook during these last two weeks of the school year uh the memorandum of understanding um was reviewed by our legal council and includes the attached addendum okay I have a motion I move that the governing board approve the memorandum of understanding and addendum between booknook Inc and the Morana Unified School District second any questions yes so what is the age bracket on this it it goes the booknook told us that it's kindergarten through 8th grade uh but what in some of the preliminary conversations that we've had with principal

and just Gathering their feedback we really want to select students that are able to uh engage in that Zoom like atmosphere um by themselves and not have to have um relyance like a parent or a family member that sits right by them so I imagine while it goes down to kindergarten I imagine we might be targeting more of our third fourth graders on up okay and and this is strictly a reading tutoring program yes literacy so phonics comprehension fluent see um so on and so forth okay yeah because that information isn't entirely clear in the the stuff in the packet okay thank you Dr Sher and I talked about that already so I appreciate that thank you for that Fe yeah yeah I had to read it a few times and still not quite sure
