003of the adults in the audience for a little bit of a loop as we tried to go back to our science classes maybe not all the adults Copenhagen um and those are just the ones that I was able to spell correctly to put into this speech there were words that I had no idea where to begin um the spelling be did end with a a student misspelling their word and Bryant was then given the same word in which he spelled it correctly and then had to seal his win by spelling a final word correctly I think it was was it Bethesda city in Maryland uh I will say Bryant's principal Mr Udin is extremely proud in fact he stated we are proud to have Bryant represent Rattlesnake Ridge and musd he is an outstanding all-around

004student but also a great classmate Bryant has a genuine passion for Learning and it shines through all over the school with his eagerness to learn he's one of our lead Rangers in fifth grade due to his infectious enthusiasm genuine passion for Learning and how incredibly helpful he is with his peers and if you've seen Bryant in action you know that he brings that infectious enthusiasm uh in everything that he does uh his qualities as a person and student help Foster a positive classroom environment in every class he is in so Bryant will be joined by three top contestants and an alternate at the Pima County Spelling be on Saturday February 17th so a week from this week from this Saturday I'm trying to remember my calendar here uh and that'll be at cdio high school

005so tonight we want to congratulate Bryant and wish him all the best of luck at the County Spelling be so please join me in a round congratulations all of these shake your hands so one you shake some hands Ally you're [Applause] ready so where do you want us do we need to step out [Applause] next we would like to recognize Mrs Nicole pargas so I'm gonna have Mrs pargas join us up front so Mrs fargus is our director of health services and I will tell you when I started in this District on July 1 of 20120 that meant that I got my daily briefings from the director of health services for a little over a year I think we spent quite a bit of time together uh but tonight we get to recognize uh Mrs

006pargas for receiving her National Certified school nurse credential through the national board for certific of School nurses with this National certification she has met the highest national standards for school nursing care and will continue to provide highquality support for all of our School nurses and our students Nicole joined musd in August of 2015 as a health services facilitator and was then hired in 2018 as the Director of Health Services Nicole was named the 2021 musd administrator of the year so you have seen her up bo uh the nationally certified school nurse credential through the national board for certification of School nurses reflects competence and professionalism it is recognized as a nationally accredited credential that demonstrates high levels of Education clinical practice experience knowledge and advances the quality of school health services and school nurse practices

007along with this achievement Nicole has been selected to present at the National Association of School nurses annual com uh annual conference in Chicago Illinois this June the conference will host School nurses and school health team members from all over the world to participate in a learning event that promotes the power of collaboration and as you know Nicole will uh represent musd very very well so please join us in congratulating Nicole for this outstanding accomplishment and thanking her for her tireless work day after day in order to ensure that all of our district students and staff are safe so Nicole [Applause] conat right [Applause] thank you next item is item e board Communications have yeah I do um me and Mrs micronus got us spend a couple about five days in DC at the advocate in

008Institute um for nsba which is the National School Board Association and I want to say it was actually a really really really well-maintained conference it's been there a couple of years um that's been getting some pretty good reviews and we got to spend a day on Capitol Hill talking to legislators um specifically about the education issue and I just want everybody to kind of be aware of what is going on at the national level there's been a proposal in the house to cut title two funding completely and cut onethird of Title One funding it's been said that it could be debt on arrival at the Senate but we're still waiting to see so just a little update on that um another update that I have wanted to present is that the whole board I think

009would benefit from this conference as well so seeing a good a turnout there um would be really nice to see as well as bringing some teacher leadership on I'm so administrative would be nice to see at that conference as well so that's just all I wanted to say okay I'm gonna go ahead and just thank Miss pad and Miss Reinhardt for having me spend the day at gladen farms I don't get to do that very often so uh my boss let me go for a so I thank you and the outcome of that whole day besides lunch right um I want to say that there wasn't one classroom that I would not put my own child in so thank you both of you guys for doing a great job I would add to that to

012audience I have a lot to report back on I know this surprises you uh it's been a busy month uh but a lot of exciting things happening I'm going to go back uh to January 16th it was at the January 16th uh Miranda Town council meeting I have the opportunity to sit on that side of the dis uh as the council recognize love of reading month with the reading of a proclamation which emphasized the importance of fostering a lifelong love of reading in our community I want to thank the Town Council for the continued support of musd and remind our audience that February is the uh love of reading month and we will have uh readers throughout our schools reading to our students during this next month so certainly encourage anybody who has provided that

013opportunity to take advantage of that uh we talked about the spelling be during the recognitions and I I shared uh with uh this group that back on January 18th we welcome 32 of our top spellers to Mountain View High School to participate in The District spelling be uh certainly congratulations to our ch Champion uh Bryant bzaf uh also want to recognize the other students that will be representing musd at the county level our second place finisher zamariah Gonzalez from Dev Mountain third place winner Matthew Reyes uh from Rattlesnake Ridge fourth place Angley Mo from gladen Farms Elementary School and the alternate is Jackson Hayes from Dove Mountain so Bryant will be joined by three of those top contestants and then and um one of our alternate students at the spelling be as I mentioned on

014Saturday February 17th so congratulations to our winners and our participants I want to Echo what's already been said about the gladen Farms visit uh I want to thank the gladen Farms team for opening the doors to Dr Lopez Mr Willard and myself on January 19th for our superintendent board campus visit uh Miss pad and her team put together a very wellth thought out agenda uh you put us in in almost every classroom on campus uh but we also had the opportunity to meet with employees parents uh student leaders um really it was it was a great day uh during our classroom visits we saw a variety of activities taking place including small reading groups various writing activities and some collab collaborative math lessons as we met with the employee groups there was a common theme

015that came out of those conversations and it was really centered around the family and Community Field that this at gladen farms some of the specific comments included there is a family connection here we are a family uh we have a great community of staff and the children are great the community is great there is a family aspect here also during our meeting with the student leaders we heard some similar them as the students uh were quoted as saying our teachers are really passionate I really like this School parent quote was the teachers are great and as parents this has been our best experience educationally and the best thing is the teachers 100% the team at gladen should be incredibly proud of their work I want to just congratulate Miss Brad and your entire team of

016gladen farms and thank you for opening your doors to us a couple Fridays ago we had the opportunity for national board certified teacher Banner day um we were going to have a formal recognition at a future board meeting but I did want to mentioned that back on January 26 we were able to go around the district and celebrate the musd teachers who received their national board certification this includes four new recipients and five certification renewals bringing the total number of Moran unified school district teachers who have their national board certification to 18 that's a that's a phenomenal number um as a reminder or or maybe as an introduction attainment of national board certification is one of the most prestigious and respected professional certifications that's available in K12 education the advanced teaching credential demonstrates the teachers

017ability to meet the profession's highest standards have the Knowledge and Skills necessary to advance student learning and keep in mind that only 3% of all teachers across the United States have achieved um this certification so I think it says a lot for the dedication of the teachers of morand to have um on February 3rd this is just last Saturday I wanted to I just want to congratulate our HR department our principles and our directors for another successful well organized job fair uh the hard work and dedication of our team was evident we look forward to welcoming some of those participants into our Incredible musd family and then finally just yesterday uh once again I I have been provided the opportunity to represent musd on the moranic Civic committee uh the moranic Civic committee is an

01811 member Advisory Board that's appointed by the Town Council and Regional partners and the purpose of this committee is to increase citizen engagement and Foster Community part participation in projects and programs uh that will benefit from public input before being implemented throughout the town so I'm looking forward to tackling some exciting topics over the next year uh topics that will positively impact our community I believe tourism is the first uh topic that we will be dealing with so and this concludes my report thank you next item is item H consent agenda can I have a motion I move that the governing board approve the consent agenda as presented second does anybody have any questions no all those in favor I I there were two items on there that I thought was pretty need it was

019to approve Tor Middle School wrestling students club and the mirand high school writers skilled student Club so those are always positive ones to look for also there were three donations cot Trail received a thousand bucks to be divided into teachers and every little bit helps um gladen Farm's got $800 that's going to be used for after school uh clubs and activities and mount you got $1,500 to be used to support the eat Sports Club so going to move to item I there is no unfinished business so we'll move to item J Danno thank you in November of 2022 voters authorized the issuance of $90 million worth of Class B School Improvement bonds for various projects throughout the district in order to obtain those dollars to complete projects you need to issue we need to issue

020our second series of of $35 million of that authorization in other words we need to sell the bonds to investors to gain the cash in order to um to fund those projects um due to statutory constraints valot language dictates the usage of these dollars proceeds from this sale will most most be used for the follow or must be used for the following projects um class uh campus improvements and renovation to existing sites the construction new school and facility construction um technology security upgrades enhancements and student transportation um tonight what you're you're um we're presenting a draft um preliminary official statement which is a POS um that's what's going to be giving to investors prior um prior to um their their um putting their dollars into our district um um you have an opportunity up until

021um the sale to give me um to look through it and and see if you see anything um we put that together with Bond Bond Council Gus Rosenfeld and steel our bond um advisers um if if we do uh if the resolution is passed tonight and it authorizes myself to kind of complete the contracts as we go through the process that it starts quick we'll um next week um next week we will be talking to standard and pores in order to try to um convince them of a rating increase um we currently are at an A+ um which is not bad we actually got in we actually a got a rate increase last time so I don't anticipate um it going up again however you never know regardless we will probably most it will be

022um something we will purchase inur insurance and and actually get to an AA a doublea insured to get our rates down um following that um rate increase that's when we will actually finalize That official statement and and distribute it to bond investors and then a week after the sale which um happens he doesn't put that in oh um February 19th um then a week after that's when we'll actually start to see some of the proceeds or or it's actually March 11 that will see proceeds come to the district for the for the um completion of some of these projects The Lion Share of it obviously um we're looking at um scheduling the finishing of the new K8 um and then the we're going to start um re um we're going to start design process of

023the of the um gym at Twin Peaks and then we've got a lot of other shares um we're really looking into um escalating some of our transportation Fleet due to the fact that um many of them are coming off a warranty um so we would like to get those refreshed and and saved some of this we're replacing a lot of engines I guess I want say um so that's the package and what that's in front of you um after the motion if you have any questions okay I have a motion I move the governing board adopt the resolution exhibit a authorizing the issu is issuance of the bonds within the parameter set for in the resolution providing for the annual Levy of a tax the payment of the bonds delegating the authority to approve certain

024matters relating to the bonds to Mr Dan canno Chief Financial Officer and approving the form of financing documents including the preliminary official statement second do we have any questions I have a couple so um for school districts what's the highest rating available I believe it's that double A AA um but I mean it's a factor it's it's actually a comical process because you comical is it Dan it's very comical well that it's the most safe investment you can make right our property taxes I don't even we don't even have the ability to not pay our debt right we have the te the treasure collects taxes through the secondary tax levy and sends it to and and it's like you go through all these things and it's and it really comes down to you live in

025Arizona you're 49th or 50th funding you're going to only get to this level and and it's like all that's all of that is kind of mute um because it is a safe investment so anyways we will we've all um A+ now we'll probably buy the insurance to get to double a how much does that cost well I don't I don't I have it somewhere it's it's if it's a um i h i I actually it's on my phone actually the um I don't know if it's actually designated the um no um when they when they price these bonds what what happens is they actually look at whether or not it's can we is it more favorable just to leave it at an A+ or is it do you make up the premium by paying so

026I don't know what the premium is but it's can you buy down the interest rate by correct the insurance yeah okay um okay so you mentioned replacing buses on an accelerated schedule those the new buses are they are they Diesel and natural gas or um we are right now looking continuing to look at diesel CG is and I'm not going to knock CNG but c& we have had some issues with um what a it's you know we're still riant upon well um and bl we're actually bless to have a partnership with um Waste Management so we fill up on Ina Road but I mean there's days when it it's it's not as convenient you're um the fleet and plus the fleet doesn't have the range so you have to strategically put them in routes that

027that makes sense um and we've also had some issues with with CG um things like it's the minute you if you get a little fender vendor or if you bump into something in a parking lot you must have those tanks you know um inspected for and there's a lot to do with CG our our garage um manager um really likes to buy diesel and sometimes actually we've been and Mark's probably more educated than I am I think the last ones we bought were unlet right or many of them are unlet so okay all right thank you all right all those in favor I next item is J2 Dr streer Dr Lopez governing board members members of our audience uh this agenda item provides an opportunity to discuss and take action on the schedule time and
