002go through these with you um we get to do students uh some really outstanding Young Folks so we're going to start this evening we would like to recognize Karen opoku APO Marana Middle School 8th grade student and before your 2023 Arizona state spelling bee Champion Aaron foreign Karen competed against 31 other spellers ranging from 4th through eighth grades all from Miranda's elementary middle and K-8 schools to become the Marana Unified School District's 2023 spelling bee champion students were required to spell a wide variety of words including embezzlement corpulent seclusion spelling bee ended with the student misspelling of the word erstwhile Karen was then given the same word and spelled it correctly she sealed her win as the spelling bee Champion by spelling her final word tubular correctly Aaron or Aaron Karen went on to represent

003the district at the Pima County Spelling Bee and then on to the 2023 Arizona state spelling bee hosted by the Arizona Education Foundation at the Arizona spelling bee Karen outspelled 26 competitors from around the state to win you you want on passage which is good the 25th Arizona spelling bee coordinated by the Arizona Education Foundation was held in Phoenix in March and spellers competed against each other from different School locations as I mentioned from around the state Karen's family shared their excitement and proud and pride in her and in her and her competitors Karen's father Mr opoku Apo welcome made this statement we were just talking about how the winning word passage doesn't really tell the whole story of how intense emotional and gut-wrenching the spelling bee finals was all 27 spellers were highly competitive

004it was incredible to see kids spell words that are absolutely mind-boggling well said Karen now advances to the Scripps National Spelling Bee in National Harbor Maryland the preliminaries will be hosted on May 30th and the finals on June 1st the Arizona Education Foundation supports travel for Karen and her chaperones along with the student placing second and his or her chaperones to represent Arizona as the official Champions at the Scripps National Spelling Bee Karen's principal of Miss Dixon said one thing that stands out about Karen is how humble she is she's a bit overwhelmed by all of the attention but is a great sport please join us in recognizing Karen for her hundreds of hours of hard work and for being a champion speller [Applause] thank you [Applause] it's not often you get to you're sending

005someone to the National Spelling Bee championships that's a big deal can I have uh Daniel and Lillian join us up front please [Applause] thank you [Applause] so tonight we would also like to recognize and congratulate the Mountain View High School All-State wrestlers Champions and their coach on February 18th and 19th the Mountain View High School boys and girls varsity wrestling team competed in the state championship wrestling tournament head coach Mr Ricardo mahaka shared that the very young team worked hard all year and peaked at the right time the team finished in the top six in the team Race and brought home five All-State wrestlers including two state champions Lillian gradius and Daniel Miranda [Applause] this this is going to get really good Daniel was unscored upon during the entire state tournament and defeated an All-American

006in the state finals he is committed to Arizona State University go devils [Laughter] and we will and and we'll continue wrestling in college for the Sun Devils Daniel's prior accomplishments include the 2021 state champion 2020 third place Allstate in a 2020-21 and 22 National High School coaches association academic All-American Lillian was unscored upon and won every match by pin in this year's state champ state tournament Lillian qualified for the Arizona Junior National dual team and will be competing on the national level this summer as she prepares for her senior season at Mountain View Lillian's prior accomplishments included 2022 third place Allstate coach mohaka stated this season the mountain lions finished with the team dual record of 18-9 finished sixth in the state and were the highest placing division two team in Southern Arizona Mountain View

007will bring back all but two wrestlers next season and looks to have a very talented team coming back coach mohaka also shared his gratitude for the Mountain View Administration and staff and noted that the program's success is attributed to all the people who helped support the team please join me in congratulating our state champions Lillian and Daniel as well as the entire Mountain View High School wrestling team coach [Applause] yesterday congratulations [Applause] thank you congratulations to all next we're going to move on to item e which is board Communications thank you Dr Streeter vice president Holt Mr Carlson I also want to thank the Administration staff and students for the wonderful School site visit I had at tortolita we had a great visit and I was impressed with the systems that are being utilized to

008support the students and staff I want to thank Marana middle school for their Hospitality when I went to their production at Fiddler on the Roof I also want to thank Marana High School for welcoming welcoming me to their production of Guys and Dolls I am so proud that musd values the Arts I want to thank the 2430 foundation for hosting an amazing luncheon celebrating our students and staff I want to thank Mr cortarno and Mr goligowski for their school bond presentation I want to thank our community for passing prop 491 I want to invite everyone to attend these Bond meetings I also want to thank the district for sending me to the National School Board association annual conference with Dr Lopez and Mr Holt we learned so much and I know I will utilize the

009knowledge I gain to improve the educated educational experience for our community I encourage everyone to come support our schools students and staff thank you uh yeah echoing what Mrs macrona said I had a great time at nsba besides the hotel issue we will not talk about that for the last three days I live there um yeah really wonderful knowledge besides um one of them not showing up but besides that everything else was great two speakers which was a former president um Bush's daughter that spoke there and then also somebody from Alexandria um TV show so it was really wonderful to hear that stuff next we will move on to item f super remarks from the public again we will be holding these to three minutes per our board policy Ms mccrones will give you a

010one minute up when you have one minute and the first to speak is Nicole Cozad s because you saw me coming I'm just gonna move the microphone away from her she doesn't need one good evening vice president Holt Dr Streeter members of the governing board Marana staff and Community my name is Nicole kozad and I'm a proud national board certified teacher and my 27th year at Marana High School my purpose tonight is to give you an update on the great work the Marana national board network has done this year and highlight our success as you know national board certification was was designed to develop retain and recognize accomplished teachers and to generate ongoing Improvement in schools Nationwide it's a highest certification a teacher May obtain in addition to being the most respected the three to

011five year process for initial certification is quite rigorous and teachers that achieve certification are then required to complete the steps to maintain certification every five years currently there are 14 national board certified teachers in the Mirena Unified School District because the process to achieve and maintain certification requires a significant amount of work outside the classroom many states and school districts offer programs to support their candidates the Marana school district has received a significant amount of resources from the Arizona K-12 Center to build a team of their own I am proud to be a part of marana's candidate support team along with Kendra Lewis from Twin Peaks K-8 Danielle Schroeder from Mountain View High School who's with me tonight and Carrie sejerson from Dove Mountain C stem K-8 I believe having both Elementary and secondary teachers

012that serve both sides of the district has already had a positive impact on our work this year has given us a lot to celebrate in December we had one candidate achieved certification and five candidates maintain their certification this year we coached 12 candidates pursuing initial certification and five candidates pursuing their maintenance of certification and had our last formal coaching session last night to prepare for the national board submission deadline of May 17th of course we anticipate many informal coaching sessions via Zoom email or at many of the coffee shops around the Marana community that offer Wi-Fi between now and May 17th I look forward to celebrating our new and maintained national board certified teachers when we receive the results in December in addition to providing support to those pursuing certification we also offer an eight-week

013pre-canidacy course during the three-quarter during the third quarter for teachers considering certification who wish to learn more about the process before making a decision to declare their candidacy this year we had seven teachers both Elementary and secondary complete the course and some have already indicated that they will be declaring their candidacy next year our goal for America for Marana is to increase the number of national board certified teachers in the district this year we visited the Marana education association's executive board and also attended a district principals meeting to encourage them to shoulder tap teachers at their sites to persuade them to consider certification and registering for the pre-candidacy course we are also taking steps to become more visible by creating t-shirts for Miranda's NBC teas and hosting Network events for our current nbcts candidates and

014pre-candidacy completers we appreciate the support the district gives us as well as our candidates many the community may not be aware that the cost of initial thoughts oh I'm sorry that's okay if I could just have a moment of personal privilege real quick we appreciate the support that you give us but I do want to acknowledge the the personal well I want to give personal thanks to Dr dumler for her hard work and support for the national board a lot of what the District offers to support national board candidates both professionally and financially is because of her I know I would not be standing here tonight before you if I had not been if it had not been for Dr dumber's leadership and her shoulder tapping me and giving me the inspiration of pursuit national

015board certification Dr dumler I'm not going to look because I'm going to cry your leadership has created a legacy that will live on through Miranda's teachers and their students thank you for all that you have done for for musd and I wish you all the best in your retirement thank you all for your support [Applause] thank you next ivy swingly Sweeney thank you hi good evening I didn't give like everybody you know thank you for letting me talk okay my name is Ivy Sweeney and I am a proud public school teacher I'm also a member of MEA and I've been teaching at Miranda middle school for 28 years but one of the one of the weird things I've seen lots of changes lots of things come and go right but one of the more disturbing

016things in education is school violence every year before school starts I have a conversation with my family in regards to school violence it's hard waiting to them to my family and friends that I'm not a hero I describe my plan you know the Sweeney you know The Sweeney plan if there's ever a gunman on campus I've told them that I will flee they'll be able to go to Miranda Circle okay they'll be able to find me with all my students you might ask why Circle K and not like the LDS parking lot right by our school it's because have you ever been on our cafeteria roof I have it's too close and everywhere else they'll all be in lockdown we won't have anywhere else to flee but to go as far away from the place

017as possible I have a plan for how we will escape but the shortest distance to Freedom requires me to be a contortionist through two gates not one but two where I have to wiggle around and try to unlock the lock that keeps people out but keeps me in I just want to know have anybody ever heard of the Breakaway Gates where you can just push them open I would really like that please I've timed myself practice but I cannot imagine what it's going to be like if I'm shaking or nervous for a bit if there's gunshots what will I do the second part of my conversation with my family is that what will I do if there's a shooter in my room you see my family knows me as a Survivor and I will survive

018but I will not watch well each one of my students are picked off only then and only then if there's a shooter in my room will I fight well that's the plan anyway how sad it is I have to have this conversation with my family that there might be a day that I don't come home and yes they all know my end of my life plans I've had a death book for years now not just because I'm getting older but because my job is not safe not only am I concerned about our possible school student but I also have other school safety issues our musd schools are in crisis why are teachers fleeing well one of the reasons is we don't feel safe discipline is lacks our odrs are down but we were told not

019to even write any the beginning of the year now please wrap up your thoughts teacher being abused by teachers we are being disrespected by students we're being cursed at by students students have laid Hands On Us spat on us and our admins responses did you call home calling home is not enough we are being desensitized to this abuse okay I'll say we are being groomed to accept abuse no more I will take no more we will take no more we are truly wary and physically and emotionally tired thank you Rayna York foreign good evening vice president Holt governing board Dr Streeter senior staff and community members as you know our nation was rocked once again recently by census violence in our schools in Nashville Tennessee you also know that our Marana schools are not exempt

020from these issues mea alongside the Arizona Education Association and the National Education Association support reasonable school safety legislation that supports School District security plans and Mental Health Resources in order to provide safe schools for our students employees and volunteers while we call on the legislator to appropriate funding to support school and District safety plans we call on you to look closely at the systems and resources our district is allocating to ensure that our kids and educators are safe I want to thank the administration and the board for prioritizing this discussion and allocating funds for some major improvements and I am also grateful to our community for passing our bond to allow for these improvements there are changes that must be made in regards to emergency communication student and educator resources for increased mental health support

021for social emotional well-being school-based violence prevention programs Community Education resources campus security student discipline specifically how we reintegrate students back into the classroom after aggression or violence related discipline or trauma our students and staff are rightfully scared and action will reassure them that you are doing everything within your power to protect them Marana has been at the Forefront of addressing educational issues in this post-covet world and I implore you to lead Marana in school safety as a model for everyone else to follow our lives depend on it next up is Mari Harrison ment well good evening my name is Mary Harrison I'm a resident of Marana and I'm speaking for Mikhail Roberts like most of several of us here I have heard that there are board members that are hoping to use taxpayer funds for

022a trip to a conference in Baltimore didn't we just pay for those same board members to go to Orlando for a conference I'm worried about board members starting to treat our tax dollars like perks education budgets are tight it worries me the board members see an amount like 500 and treat it like it's not very much who cares so I asked a teacher friend of mine to ask around her campus and see what they would do with five hundred dollars here are the answers she got all the necessary supplies to hatch chicks from my Kinder students incubator eggs warmer food pellets cage this could be used year to year and shared this could sponsor a student on their sixth grade field trip I could buy covers for the flowers and lights in my room and

023provide for all the light sensitive students in my room I could provide headphones for my students that are noise sensitive I could provide appropriate fidgets for students ones that are helpful for them and not distracting for the class they can always use more library books I could fund so many special aid needs as you can see 500 could help a lot of kids I know you have a board budget but every dollar you save will help the district that's undeniable our teachers are good at making every dollar count you should not be taking money away from teachers and classrooms for your perks please stop taking money away from teachers away from classrooms and away from our students you're supposed to be fighting for every penny for our kids not finding reasons to take them away

024thank you [Applause] Susan traba hi advice vice president Holt board members and Dr Streeter Administration um my name is Susan taraba I've been a resident in Aver Valley for 40 years with my husband we raised three children all went to Marana schools all graduated from high school ran high of course that was many years ago so it has come to our attention that a few board members have put in a request for musd to pay some expenses for a trip to Baltimore Maryland have you noticed any high prices at the fuel pumps or high prices at the grocery store we're retired we have to live on a limited budget and so musd has a limited budget you have a budget you need to work within so imagine how these prices are hitting your budgets fuel

025for buses food for the cafeteria supplies for teachers Breakaway Gates right that money could be used for safety okay musd board members should not allow money for other members to attend special events budgets are already strained as tax paying citizens my husband and I we profoundly object to this expenditure for travel once you open the door it's hard to get it closed but as I've heard the door has already been opened so is this going to happen again and again and again please stop thank you Carl herring good evening Dr Streeter board my name is Carl Herring and I would like you to urge to urge you to vote no on providing funds to school board members to attend the conference in Baltimore with the group local progress I've not heard good things about the

026group but I've decided to look into it myself the work they do seek to do is clearly political and Progressive but that didn't worry me as much as the people involved I decided to do some research on the people on the local progress School Board steering committee how are they going to urge our school board members well let's take a look at how these folks are doing in their own districts first up is two people have worked on in Baltimore schools as of the 2021 naep scores Baltimore city schools scores among the lowest in the country and are getting worse thanks anyway we don't need their help next we have several from California from districts in LA county that are failing and one that openly supported defunding the police Miranda doesn't need advice from someone

027with that track record and since I can't feel your time tonight with the long list of these folks folks failures I'll just leave you with this one one member of the steering committee is from Milwaukee Wisconsin where they have 39 failing schools and only Detroit has worse math scores please don't use our tax dollars to send board members to hear their advice these people are failures in helping students achieve Marana doesn't need anything they have to say thank you Kimberly McAllister them good evening my name is Kimberly McAllister I'm a resident of Marana and I have lived in Marana for the past 30 years I'm a mom of seven all seven of my children graduated from Mountain View High School and I'm now a grandma of 14. 11 of them also live in the Marana

028School District I was Disturbed recently to find out that there are two board members who want to attend a conference in Baltimore hosted by a group called local progress this is a group that is dedicated to training school leaders to advance a radical far-left woke agenda and they want the board to fund their trip I'm here today to voice my opposition to the school board funding a trip to a political activist event where participants will be trained to push a belief on kids that America and the West are evil trainings like this are very busy these days training school board leaders to use a combination of propaganda and and suppression to push kids into the grips of socialism and anti-patriotism this must be stopped there is absolutely no reason for school board members to attend

029this conference except to learn how to come back here and radicalize those in their schools not only are leftist policies not good for our kids they hurt our kids it's a sad fact that every time leftist policies are practiced and taught in schools they have lowered grades lowered self-esteem and the kids become more violent this is not what the parents the grandparents and the families in Marana wants this is unacceptable from what I understand this conference um is so desperate to radicalize school leaders the event I believe is free they will refund their cost for travel pay for accommodations and most of their meals as well so I understand that the cost to the taxpayers isn't huge there is still cost and so it might make it easy for you to approve but just because

030something doesn't cost very much doesn't make it a good thing and doesn't it all seem strange if this conference is so great that your board members have to fly across the entire country to attend it why is it that it's not only free but they are paying out big money just to make sure people get there and get this training I have the answer local progress is owned by another group called Center for popular democracy and that group is funded by George Soros who wants to destroy our country and now he's coming after our children that's pretty much all you need to know this is wrong on so many levels you work for us the taxpayers of Miranda and this is not what we want thank you for listening Catalina Hall in the movie The

031Help of character early on says as justification to keep black people and whites apart in in bathrooms I'll do anything to protect my children does this sound familiar I do not need to explain Prejudice to you or maybe I do this is the same lie that some people who fear gaze lesbians and transgendered they use it to justify their prejudice it was wrong then it is wrong now I'm not afraid and you should not be either a child learns to face a fear of the dark with light and love and eventually faces fear down I feel the same way about racism I face it down with the light of education and the love of freedom and equality that light education comes from learning all sides of an issue listening to all points of view now

032if you tell a kid don't look at this don't read this guess what they'll do most will find out some way and many times they'll learn the absolute wrong information and some kids if you say don't do this they'll do it love equality because discrimination Prejudice and bigotry are wrong censoring books and papers that Express equal treatment of all individuals is wrong I believe in age appropriate fiction and non-fiction like this book she persisted it's about Ruby Bridges it's it's fine for six-year-olds and up or this book The Diary of Anne Frank which is fine for 12 year olds and up if you think you are making protecting children by making rules against gays lesbians and transgender people policies that are an exact replica of the unconstitutional rules of the water fountains and bathrooms of

033the Deep South you are wrong in other words face down fear and by the way I appreciate the fact that you all work for absolutely no money at all thank you Brenda Travis good evening vice president Holt Dr Streeter Miranda board and community I come tonight with a lot of concern mainly about the safety of our kids there have become more and more violent episodes happening including guns now appearing at our schools that happened as I know you are aware at Marana High School recently and being a teacher of 30 years and having a son at Marana High School I was terrified I was absolutely terrified that needs to be our Focus that's where the money needs to go I understand there's different trainings that need to be out there people need to learn things

034we are in the business of Education but we can't do education if we are in fear nobody's going to learn nobody's going to be able to absorb this so approving funding for any type of out-of-state travel at this time I think we need to get our priorities straight and focus on safety whether it's additional sros whether it's getting stronger Gates and yes I know that's part of what the bond was supposed to do I just want to make sure that it does get in the right prop right prop yeah right right little pockets but that's got to be our top priority at this point because I'm terrified I was raised by a cop I have lived in this community my entire life and I've never been afraid but I am now and don't get me

035wrong that's not going to stop me from doing my job and protecting my kids because every student on that campus is one of my kids there's just one I bring home every night you know so thank you very much for your time [Applause] Scott Travis Dr Streeter ysp Holt the board it was very scary day I got I got a phone call from my wife okay my love of my life okay I better remember this community okay for many years I've coached Little League Baseball Tucson quarter majors and busting my butt to make this thing where Miranda was nothing okay and I can't get it right now why are we wanting to spend money on things like sending people to the East Coast okay if you want to do it do it out of your

036own pocket man watch some cars fix do something you get what I'm saying we need speed bumps we need better security we need sros I don't want these calls anymore okay that's a waste of taxpayer dollars has anybody been from Moran exit because he's trying to get through that thing without stop signs has anybody gone ahead and been to Tangerine not seen how the stop signs would help us but no we're sending our taxpayer money to send board members 2 300 miles away I am from the East Coast I'm from Florida I'm displaced from the hurricane but that's excuse me I'm a little nervous I don't do much public speaking but I think it's absolutely asinine to spend money to go to the east coast what don't we have here in our community that I

037just can't say it any better though I just safety put the money into safety I I'm trying people you know I'm just a concerned husband and a father of a son I've raised three kids they've gone to the marina High School I have one currently now and I don't have much opinion of an independent but let's use this money elsewhere rather than send students to the east coast in Maryland I mean board members excuse me to the East Coast and in Maryland I think if they want to do it pay for it on their own pocket you know that's all I can say don't waste our money Nancy Newman well I'm a good closer here I'm very short and sweet I am a grandmother I live in Marana my kids I have a preschooler and

038a and a sixth and a first grader so I'm very much against funding trips for teachers to attend Progressive conferences sponsored by George Soros who is a who is hateful and he works constantly to bring down our precious United States of America why would we have teachers that would want to go attend such a gathering and then bring the experience back to the classroom to poison their students I'm very much against taxpayer-funded employees using taxpayer funded funds to learn how to destroy our Constitution and warp the minds of our children so thank you very much Daniel Cook good evening board members and Miranda Community my name is Dan Cook I've been a resident of Marana for 18 years I have four students who attend Marana schools at this time I read the agenda of the

039board meetings every time before they come out after they come out before the board meeting and I only come as often as I can and I definitely come when there's things that concern me I too see that two board members want to use taxpayer funds to go to a conference in Baltimore my question would be what is gained for the Miranda Unified School District and the Marana Unified School Board by attending this conference um in addition weren't board members just sent to a training that was specific to boards and what they do I have some other things to consider District funds across the board are scarce yet we're spending money in things like this even if the trip is covered by other entities in this case local progress the money from the district is still

040being spent as little as it may be or as big as it may be I'm sure any amount of money however small could help in other areas within the district there's also a district-wide effort to reduce travel if we're sending to another conference we're not really reducing travel we're also not on a high reliability organization Journey at that point the conference organizers website States facts and opinions but lacks actionable outcomes musd is on an hro journey and spending money to spend send board members to a conference like this is not in line with hro principles so how does it fit it doesn't this organization and Conference appear to have connections or at least associations with political parties school boards in Arizona by law are nonpartisan now don't get me wrong all board members can have

041their own political views and they do and they're welcome to have those however they're not welcome to bring them into the board Miranda taxpayers just passed a bond as well which allow for a lot of great things within our our school system however if taxpayers see things like this being done they're going to be far less likely to vote for a bond like that in the future and I might add that that Bond didn't pass by a lot so I'll wrap it up by saying I encourage all board members to consider what they have heard tonight to think about what's best for the students of the district the teachers staff and taxpayers and then evaluate how they vote on this matter High reliability organization is a great journey with many proven outcomes let's not derail

042this journey with frivolous spending please don't support this travel with any part of of musd District funds thank you last one Curtis Morrell foreign I appreciate the time here thank you um I've noticed perhaps it's just me that the community engagement for things like school boards have gone up in the last few years um I don't think that's coincidental it's certainly the case for me I never dreamed of coming to a school board meeting until about well three years ago part of My worry is just how I believe politicized things have come have become so engagement is increasing but for probably the wrong reasons um my kids go to school what I'm interested for them when they go to school is uh three R's Reading Writing arithmetic I'm not particularly interested in the political aspect

043of things um and that where it to me as a parent is where safety comes in if everything is politicized at school down to the bathrooms um I think there's going to be some controversy there and I think there's going to be some problems so when I hear about a school board member a couple school board members going to Baltimore to attend a meeting that to me seems to be highly politicized that that's a concern to me cost is a concern as well but mostly um if it's going to cause controversy like the last couple of meetings uh at the Catalina Foothill school district who's been I I thought those last couple of meetings were probably a debacle um it's because they're introducing things that are inherently controversial I think it's a duty of the

044school board to not make things controversial to me a safe school as a school where my kids can live the way they are taught at home can feel comfortable with opinions that may not be popular with everybody but they feel comfortable sharing them I'm worried that meetings like this school school board members attending means like this in Baltimore will erode that feeling of safety for kids at school we don't need to politicize the schools we don't need to attend things that are political let's go to let's go to conferences and stuff that enhance Reading Writing arithmetic in the basics of Education let's not make things political let's get people like me who are normally unengaged to remain engaged because we can trust that what's going on at a school board is what is in the

045best interest of everybody and not just half of the aisle thank you [Applause] next we're going to move on to item G um superintendent Cummins Dr Streeter vice president Holt governing board members members of our audience it's been a busy last uh month I want to Echo some of the things that have been shared previously during the board comments um we had our final superintendent board campus visit for this school year uh Dr Lopez Mrs macronas and myself were able to spend the day at tortolita middle school we had a great day well organized agenda a little bit different than most of our visits but we were able to visit classrooms as well as meet with employees and student leaders at tortolita also we're able to learn about some of the work that Toyota lead

046has been engaged in over these past few years with regards to the unpacking of standards and the work that they're doing around assessments as we've met with employee groups there was a common theme that emerged from those discussions and it was really based on the family and team and team oriented environment that's in place we heard specific comments that included we are a family here there's a good atmosphere here and I love our family our team and our kids we're a family and you get that feeling from day one we have a strong bond here the tortolita team should be incredibly proud of the work that has been put into place that's some great conversations walked away I think I'm speaking for people now but we walked away very impressed with the level of camaraderie

047that this campus has in place so congratulations to tortolita also back on March 29th I had the opportunity uh to host our musd student Forum this is a meeting that I hold with us our students from Mountain View Miranda and MCAT I have to say I continue to be incredibly impressed with our students and the feedback that they provide we were able to celebrate some of the successes and positive things that are happening at each of our schools as well as Identify some of the areas that could really enhance our students experiences they matriculate through the musd system I'm looking forward to continuing to work with our students our staff and our parents as we build that future for our students also had the opportunity to attend the state of the Town Event last week

048with Mrs macronas I want to offer congratulations to the local Chamber of Commerce as well as the town for putting together a great program that highlighted the future of Marana it's really an exciting time to be in Marana and it's an exciting time to be a part of this future of this town and lastly this past Monday our local Delta Kappa Gamma chapter group of retired School teachers many from musd hosted their open house and recognized and outstanding early career educator and Veteran educator from each of our campuses so certainly congratulations to those well-deserving recipients maybe more importantly thank you to the dkg group for continuing to support the Moran Unified School District and this concludes my report thank you Dr Sharon next item will be item H1 the consensus Journal but any board member

051heard earlier could be put to much better use while 500 is not much compared to the four thousand dollars plus that was recently spent for each person to attend the nsba conference the dollar amount is irrelevant the nsba conference is a valid trip for a board member I've gone twice and while I won't go again because of their collusion with the federal government to label parents who speak at board meetings as terrorists it is a useful conference this travel is a bad idea on several fronts it's overtly political it aligns us with radical left-wing groups it literally takes money out of the classroom the Optics are horrible taxpayers have as we've all heard are against it and there's no demonstration demonstrable benefit from two of our board members attending as Mr Merrill just said historically

052this board has not attracted a lot of attention because we stayed away from divisive topics unless the matter came directly to the board contrast this with other districts in Pima County that are constantly in the news so I think we should get back to the basics leave controversial things outside and I hope tonight is that at least three of us now Mr post is an ear um that that um enough of us vote against this motion so that we're not distracted from our purpose of providing a quality non-political education to more than 12 000 students I wasn't going to speak and actually I'm going to say something um local progress was forward to me by somebody at the asba which is our association because it's a brand new thing to go check it out so

053all of us could attend and have it actually it's actually been around since no but not for boards though that's the difference Tom so let's do our research before we speak then um next I'm going to call for the vote on this so we can have a vote this is to not approve all those in favor not approved to not approve okay always in opposition I I can't get a motion to uh yeah I think he said to approve it no to not approve it's a this is the oppose the emotion is do not approved so we have two that said no not approving I Believe Miss mccrones I know I have some questions before we go to a vote um did we find out any information from our legal department if this is something

056I mean it's up to these Pages thank you Dr Streeter unfinished business we have none and then item J1 Dr Streeter the executive director of state and federal programs position was posted several applications were received for the opening a screening committee including two principals and Senior staff vetted the applications following the review of applications and discussion the committee is recommending that Joshua bainby appointed to fill the position Mr Bain is currently the principal of Butterfield Elementary School where he has served for seven years he previously served as an associate principal and athletic director at Marana Middle School prior to joining the Miranda Unified School District in 2011 Mr Bain worked as a teacher and instructional support assistant in the Amphitheater School District can I get a motion please I move that the governing board appoint

057Mr Joshua Bain as the executive director of state and federal programs effective July 1 2023. second any discussion no Perfect all those in favor aye congratulations [Applause] [Music] next item is J2 Mr contorno thank you um the Arizona auditor General's annual School District spending analysis is published annually um this is an analysis of the Arizona of Arizona School District spending at both the state and individual District levels um and IT addresses statute that's that's in place that they need to report on this and um tonight's presentation will provide some insight as to where the district is spending our our our budget and I don't oh there we go um the the the the change of this has been it was kind of the same for a lot of years it's changed format um but the

058format is in a similar method as last year um you can find it at that web link right there and like I said it takes it it um really looks at by the function and we'll get into the tables it Compares us to peer groups that they've determined and then it literally looks at the state average the source of data which I think is a pretty clean set of data is our our annual Financial reports which are audited every year um they actually the auditor general performs um performance audits to really try to dial in and make sure that we're comparing apples with apples so it's um really a good report it takes the office of school facilities and other state agencies um for this data and this is a pie chart of buy function

059where the school districts are spending their the dollars as you could see 57 percent is classroom but you have to really consider that's just instruction so teachers um and um only but when you can I like to look at instructional support and student support as being part of that classroom spending which brings our total well over the 65 70 percent um and you can go through I always break down because the one the one section that most people point out um when they when they look at this is Administration and ours is 8.7 um and you think of administration it's not just um you know the the superintendent and and myself and we're talking School super um schools um site um which is what is that five five percent um and three percent of central

060offices So you you're really looking at the that's the payroll department the accounts payable department and all the department staff the other thing I like to point out when looking at this this is not just salaries this is everything so inside that Central service is three percent is my payroll system my um property insurance for the whole District sits in in um in the plant area so I mean these are not just salaries um it's every expenditure used for running in the school district this is where I think it really well it's actually the next one this one probably shows not much other than it's comparing the years and it's at its um you can see we did not have much change which is a good thing because I think our numbers were going to

061show in the next few slides are pretty good we did have a decrease of 0.8 percent in administration um and then you can see transportation did jump up seven percent but it's some of that has to do with obviously fuel cost um the other thing I caution when looking at these numbers is we are still coming out of that comparisons when we looked at covid years right so we weren't transporting so it may have looked like a 0.7 increase but it was a covert years prior this is where I think the this is a scorecard for the school district in my mind and it's something to be proud of in in of how we're handling our dollars and and it's showing Administration and then they and if you look at the far right it kind

062of gives us that relative to pure and it it there auditor general um says that we are low um in in comparison um we're very low in plant operation and I attribute that um to our aggressive stance on in solar and Energy savings because that's where all of our utilities are paid for out of there um food service is comparable and I'm going to touch on that that's why I had a little asterisk there in my next slide um and then we're Transportation we're very low and then you can see spending per Rider is a different Matrix they consider that low um one thing that I promised last year when I presented this was food service if you can look at fiscal year 21 was I um and I and I really ran the numbers

063to kind of show why it's high and that was definitely the impact of of the covet years um and then I kind of made a promise that uh that I feel that that it would be coming down once we got into a more stable um year and the number did prove itself to be back down to comparable um and so that I was very happy when this report came out and we actually could see that um one of the things on the the new new um new report really takes a look at average teacher salary which is always something that's got to be on all of our websites but it puts it together for us in a kind of easy way to look at it um and you can see that the dark blue is

064classroom site fund which is the prop 301 monies and then it's the light blue is what's being the average teacher's salary so you combine those two is what's kind of a take-home kind of the average pay is 55 108. I also I often caution this because a lot of people look at this and go there's no way that this is every dollar that a teacher may make right so this is this is adding in coaching stipings and you know those kinds of things so the so this is the average the state average is higher but I think we'll that becomes probably heavily skewed for Maricopa County that's what my guess is I took it to a local level this year and just use their report you can page around and find different districts and I

065highlighted Miranda um they did not have an average class size in in um for the state average but you can see where we stand um in relation to the our fellow districts around here we are third um yes the The Sunny Side and Flowing Wells is slightly are flowing well or sunny side's High um Flowing Wells is slightly higher than us um but then I thought it was it's important to note it's the there are choices right choices are made with class sizes versus salary I mean that's that's so it kind of illustrates that point right there is is you know Flowing Wells is at 17 students per class and we're 15.7 so obviously if we were if we had made different choices we may have creeped up to be a little closer to Flowing

066Wells so at this point I'd like to turn it over to questions if you have any but this is um there's no action on this it's just a report to kind of show you demonstrate to the board in the community um how the district's doing and spending those dollars any questions no it's really straightforward thanks perfect now we're gonna move on to item j3 Dr dudler okay I'm presenting to you an intergovernmental agreement with College there's been recent legislation that will require all teachers of K5 literacy to have a literacy endorsement by 2028 and the endorsement will include basically two courses in taking an exam and we are working on different Pathways to make it as easy as possible for our teachers to take those courses and get the um the investment that they need

067and one of those is this partnership with payment Community College so by putting this agreement into place we would be able to set up our own cohorts of teachers so that our teachers could take the courses together and we would also have control over the scheduling of courses start in the summer we can stretch them to 16 weeks instead of eight weeks so we can basically use our teachers as instructors and set up the courses our own teachers so that's what this agreement will allow us to do um and it has been approved by our legal counsel can I get a motion I move that the governing board approved the intergovernmental agreement between Pima County Community College District and the Marana Unified School District for K-5 literacy endorsements second any discussion I have a question
