003honor. Um before I get to mine, I just want to go on the record and thank our committee. Um I really look forward to that meeting every year because I feel like I walk out of there with like twice as many ideas and names as I came in um before. So I I thank them for that. Um and all the people that submitted, we had another probably dozen or so submissions this year. So we're we're continuing to do that. And just to remind people that um if we have a submission for one year and they don't get chosen, we keep that list and we roll that list over to the next year. So we just kind of build that running list and then take people off um as they are chosen. So um I'll get
004to it. Um our first well two inductees in the athlete category um are Shawn and Cine Whiteman um who are class of 1998. Um they're often regarded as two of the best basketball players that come through Richmond. Um they both played uh attended and played at Western University, Western Michigan University um for three seasons. And all of these I kind of just give a brief brief synopsis and then um when we get to the ceremony, you'll hear me gush over some of their their stats and accolades. Can you guys hear me? >> Yeah. Um, our our third inductee is Tracy Kates, who is class of uh 2005. She's a two-time all-state softball player here at RHS. Um, she also played volleyball and basketball. Uh, her collegiate career started at Mcome and then she transferred to
005CMU um where she was an allconerence outfielder and an all-American there. Um, she also received the was the second CMU athlete to receive the Dick Edberg Scholar Athlete of the Year Award, which is CMU's biggest athletic honor. Um, our fourth inductee is Carl Phillips. Carl Phillips is a longtime coach at Richmond from 1965 um into the '9s, coaching mostly subarsity boys basketball and then into um varsity girls basketball. and then he finished his career coaching golf with Don Reky. Um, our two teams being inducted this year are the 2016 state championship softball team. Um, it was the first title for RHS in program history. Um, and when you talk about the I was looking at the bracket, the two sides of the bracket. Um, the road they had to go through featured C softball powerhouses,
006Country Day, Notre Dame Prep, Divine Child, and Esanaba just to get to the finals. So, kind of a who's who of high school softball. >> Yes. >> Um, and then our final inductee is the 2010 wrestling team, which were state champions. Um, record of 48 and four overall. Um, they were, if any of you recall, two years ago, we inducted the 2002 wrestling team that's had the national record for wins at 49. This team was one win shy of that with two less duels. Um, couple nationally ranked wins in that season and the 24 to 23 score in the state finals is still the lowest scoring state finals match in MHSA history. So, we're very excited. Were you on that team? >> I I WAS he wasn't going to say it. I was full disclosure.
007We went around and around with that like guys guys been like no this team was they were good. So um yes, we're very excited about that. >> That is our >> uh 2026 Hall of Fame team or Hall of Fame class >> and the weekend it is. Yes. Um, so homecoming is October 9th. Um, because of the way the football schedule is, we lost we're away the two good weeks for homecoming. So, we're a little bit later. Was either that or the second week of school. So, that was um it's also against that school down the road. So, I'm not thrilled about that. Um, and so then the ceremony, sorry, the ceremony will be um October 11th, >> Sunday. Yep. >> Yep. Sunday. So yes. >> Okay. Um I am here on behalf of the
008education foundation and we do the hall of honor academic part and this year we have two individuals that we are inducting. Our first one is Keith Renert who is class of 1966 and uh Keith is amongst many things but he is retired program director at the Lance Cruz Juvenile Justice Center um and just an amazing person and has done a lot of things for our Richmond community. So we're very excited. And our second is Dr. Dr. Paige Porit who is class of 1993 and she is the director of VCA transplantation at the University of Alabama Birmingham Comprehensive Transplant Institute. um amazing story for her. Uh first one in her family to go to college and um her story. I'm going to have to practice Preston because there's lots of really big words that I would
009have from her in the medical field, but she has been doing some amazing things. So, we're very excited to induct her as well. Thank you. >> Thank you both. Any questions for them? Thank you guys. Okay, next item on our agenda is our debrief. So, I'm going to on our district transition back with our new superintendent. So, I'm going to turn it over to Billy. Thanks. Um, so I did prepare just kind of some some responses to the three questions that Danielle helped narrow it down to and then I maintain the last question from Deb's list. Um, so I'll go through those responses. Um, so the first was the question, what has been going well during the last six months? While serving as interim superintendent, I've been fortunate to experience many aspects of district leadership
010that have contributed both to my own professional growth and the continued success of Richmond Community Schools. Over the last six months, the district has successfully navigated a number of significant and complex matters, including the bond campaign, contract negotiations, legal hearings, personnel concerns, periods of heightened community engagement through social media attention. And each of these challenges district operations rem maintain stable and focused on serving students. One of the accomplishments I am proud of is uh having the opportunity to continue strengthening the relationships that I have began to build as curriculum director um and continue to build those relationships throughout the district and community. Uh I was able to build upon um more upon connections with families and community members and other stakeholders and staff and students. Uh, one of those items was the introduction of the
011weekly original review, which created additional avenue for communication and transparency to help families stay informed. And throughout this transition and period, many staff members have shared their appreciate appreciation for the welcoming and supportive environment that's continued to develop across the district since January. Uh, the district has also made meaningful progress on several organizational opera operational priorities. um streamline streamlining some of the report card processes both at the elementary and middle school level. Um all evaluations were completed in a timely manner this year including central office administrators. We've strengthened communication processes and maintain focus on key district initiatives um to ensure consistency during this time. There's always additional work to be done but these improvements have positioned the district well I believe for success under the next superintendent. Next question was what would you have done
012differently in the last six months if anything um as I reflect on the last six months there's always uh areas where additional time or a different approach may have produced different or stronger outcomes given the unique nature of serving in the inner role while simultaneously maintaining continuity for the district. I often found myself balancing immediate needs with long-term improvement efforts. Um, if I were to do something different, I would have spent more intentional time establishing some of that structured opportunity for stakeholder feedback for those long range planning opportunities. Um, significant attention was devoted to addressing immediate needs, personnel matters, um, budget negotiations and other pressing concerns. Um, but I think again additional opportunities could have existed for those collaborative conversations around our future direction sooner. Um I would have also prioritized advancing a few of
013the organizational initiatives again sooner um particularly on some of our systems and processes um at the district level and uh again I do absolutely believe there was meaningful progress made in areas and and certainly the day-to-day demands often required attention. Um so for the short time I think that very well but given longer chance I think we would have seen some different outcomes. Uh overall very proud of the work accomplished during that time and again I think things are being left in a good position for a future superintendent. Um as far as items that should be on the radar um for the board or the incoming superintendent um certainly I'll take an opportunity when Mr. Kusmano starts next week to meet with him in person to really go over in detail everything that's in action.
014Um but a key piece would be continued attention to the district's financial position. Um there continues to be opportunity to review and refine processes, communication, operational efficiencies within the business office to make sure things are being handled efficiently as possible. Uh also to recognize that organizational transitions can be challenging for staff members. So over the past 6 months, we've gone from having a long-standing superintendent to an interim superintendent to now a new permanent superintendent who we have no prior relationship with. And those transitions do naturally create uncertainty. um there can be some shifts in expectations, accountability, communication, and really I think a big one to focus on is that workplace culture. It's hard to kind of move that quickly and transition to new leadership um that rapidly with three different people in in such a
015short period of time. So I think that's um a challenge to be on on again on the forefront. Um I would say the district the new superintendent district should remain mindful of staffing capacity within central office. So we really kind of dealt with that actually through our conversation today. So I will kind of leave that at that. I was going to talk about some of the things we already mentioned this this evening. Um and if I had to leave uh Mr. Guzman with a piece of advice, uh what would that be? And I would say to invest heavily in relationships and trust. Um a superintendent's effectiveness is built on strong partnerships with staff, students, families, the community, and the board of education. When trust is established and roles are clear and understood, the challenges do
016become easier to navigate and collaboration becomes stronger. That allows the district to remain focused on what matters most, which is serving our students and supporting the people who work with us every day. I would also encourage our superintendent to prioritizing and maintaining a healthy work life balance um and to remain grounded in the personal values that brought him to the educational leadership role in the first place. The demands of the position are significant and it can be easy to become consumed with the challenges and pressures and impeding perspectives that naturally accompany this role. During these moments, it's important not to lose sight of who you are and what you believe in and why you chose this profession. Decisions rooted in integrity and relationships and a commitment to our students will always lead to the right
017outcomes. Richmond Community Schools is fortunate to have dedicated staff and supportive families and engaged community members and outstanding students. It was just a really fantastic uh opportunity to be a part of it. Actually this weekend um they hadn't won since 2018 I think it was. So um kind of a big deal for um we had 12 seniors going out this year and actually zero coming in next year. So, kind of a big thing. Um, they're still loaded with >> with um shooters, but um if anybody is interested, they're it's a great >> when they do the Blue Devil days, they'll >> they always do the team things. Maybe >> we'll get some kids. >> How many kids are on the team candidate?
020So, with those 12 leaving, about how many? >> Yeah, I think it was between like 40 and >> 55ish. There's still a lot. Um but it was a it was a great time. Great time. so many schools. Um the just to start the district update, I just wanted to again thank um our board of stakeholders who've been really supportive during my time as interim and again just echo what I kind of
023said in our transition update that Richmond truly is a special community and it's a special school district to be a part of at any level. I really appreciate having the opportunity to serve in a school for the last 6 months. Um, legislative updates. So, the House did pass a version of that letter training that we've talked about, the science of reading training, um, with some changes. So, there are some positives coming out of it. Again, we didn't really expect that it was going to go away. So, I will say I'm encouraged by some of the changes. Um, most notably to highlight, um, they did extend the deadline by two years. So, initially, uh, all staff were to be trained by the 2930 school year. They've extended that to the 203132 school year. Um, they've adjusted
024a little bit as far as how many educators within that K5 have to be trained. Initially, it was like if you, you know, see a kid at any time during the day, you have to be trained, you know, the gym teacher, everyone. Um, and so they've kind of scaled that back a little bit. Um, and then most notably, they are saying that they have removed the mandated um, single provider. So, it was the reason we keep calling it the letters training is because that is a a vendor of science of reading. They they offer that training um and they are going to open it up to other vendors. I'm sure we're be expected to see an approval list, but um just to kind of remind ourselves here, our elementary staff had begun the science of
025reading training through um NWA's version of the science of reading rather than letters um for a number of reasons. Um and so um we're hopeful that that would be part of that approval list. So hopefully we don't continue on our path rather than starting. So that's that's good news in that regard. Um also the house passed House Bill 5983 and 5984 which created a new would create a new public innovation program framework and that would allow school districts or ISDs to seek state approval for innovative educational models that may operate outside of those certain requirements for the Michigan School Code and School Aid Act. Approved programs may receive waiverss from provisions related to instructional time or seat time or course credit and other requirements uh to support personalized learning and competency based education career pathways
026alternative instructional approaches. Uh it ensures participating students remain eligible for state funding under modified instructional models. So that could be relevant especially when we think about CTE programs and sometimes those are you know they are different they have different expectations or perhaps students that are doing different dual enrollment or college opportunities. So it does look like the state's looking at okay well how do we make sure and protect the state the the school's funding when students are doing kind of those outside the traditional expectations during the school day. So that could be good news for us as well. Um not a whole lot on the budget process. Obviously we know nothing has has been set in stone. Um it doesn't sound like from what's being talked about that there's any talk of any additional funds
027being considered uh above and beyond that $250 that we've already heard. Um it looks like if there was any excess funds available, they're discussing now how they would use that to balance the general fund. Um kind of disappointing. We heard with section 31A that the governor was celebrating that the Supreme Court denied our appeal for relief. Um so again, I don't see that changing unfortunately. Um, couple other items just to sort of have out there for us to continue fighting for from the educational front. Um, reminding legislators that funding challenges for rising costs like transportation, healthcare, um, data concerns, um, that without a lack of serious serious operational increases, uh, we will really start to feel those impacts more and more. Um, also definitely keeping on the forefront the service cost and restoring that section
028147A offset from the previous year. Um, and I think and then the ISD also sent out a notification that they are working to restore the section 56 language which would bring back a potential up to $5 million in special education funding for the county. So, they are working on that. Um, that's all I have. >> Did the cell phone thing pass? >> Oh, yep. The cell phone piece has passed. So um our administrative team did meet um and were I say on the final stages basically had planned out what you know potential we essentially almost already met the criteria. There really wasn't a whole lot that had to be changed and really it was only the high school and some of the language that had to be changed. So um the teams will bring that
029to you in August. Um it was important for them that they were able to have a chance to speak um about those changes to the handbook and the policy you know protocols themselves rather than just having present it tonight. So they asked if they could bring that or we talked about them bringing that in August. Um first meeting for approval of second meeting which shouldn't be an issue this year with school starting a little bit later. That should give us plenty of time to still get that in front of everyone um and plenty of time to enact it for the school year. But like I said for us uh and in the district we really already had a relatively strict cell phone policy. So it did not create a major change for us. So that's
030really the the major thing in the handbook change is what you're saying is that only because of the law. We just got to fudge it a little bit. >> But they did really go through there was a lot of cleanup. So we actually spent a lot more time than I think at least from my own experience than we had the previous year just really making sure that the language from the athletic handbooks to the school the student handbook to the staff handbook. We really made sure to streamline everything and we were, you know, really and truly like copying. this is the section that we all like the best out of the three. Let's make sure that same language is in all three. So, we really did a lot of work to revamp them. Again, not
031anything you're going to see major like, oh, we we that's nothing that we talked about. Um the only other piece though I would say that is is different and and it'll make a little bit more sense to as we think about discipline. They really did streamline that section. So, there was a number of things that I'm guessing just over time through policy changes probably got changed in one part of the handbook and then not another part of the handbook. So it stayed there and should have stayed >> and so it will look like it might have changed a lot but it's really just okay hey this is the most current language and we've got to make sure that that is consistent throughout. >> Okay. >> Yeah. >> And then we'll get all those in. >>
032Yeah. So those will be presented in August and then like I said the administrators already have it kind of on their calendar to plan to be here to talk through all of those changes with everyone. Have you heard anything about the librarians or the media centers needing some sort of special certificate or um course? >> I heard that it was in the works, but I didn't know if it got approved. >> So, I mean, we've always >> our media center pair pros are not qual like they don't count the same as like having a a trained certified media media specialist. Um, so again, per state regulation, we all school districts are expected to have that rule, but I mean the reality is those people just don't exist
033anymore. So that is something that we do take a very small, it's a very very small percentage, but we do take a hit on that every year with our state accountability score um because our pair of professionals are not trained in that. But again, I mean, in work that I've done across the county, very, very, very few school districts have that person in place. It is just it's one of those again where the state expectations haven't really matched reality I would say. Um I would say that we're far ahead in the fact that we actually have somebody fulltime in all three of our media centers. It's really to me we're doing good work by having that. >> Yep. So what does it look like to get certified? Exactly. Well, I mean, as the current um
034rule would be, I mean, it's it's very similar to the training that a teacher would have, but rather than going into a teaching route or maybe someone might go into a social work route or a counselor route, it would be a center route would be another avenue of having that that level of certification program. It's a four-year program certified program. So, again, they may be insanely what you saw. I mean, perhaps they're trying to make something out there that could be They were I saw folks. >> That's what I saw. They're trying to come up with like a a certif certification >> that could be could be doable to whoever you have in there so that we could then not get hit. >> So that would be great and we absolutely want to work on

Um, I think she's gonna be a good asset, her and Kelsey working together and um, they're going to get um, Claire and I will have a the little orientation thing with Pasquali. Um, and then, uh, the two girls are going to sit down because, you know, Pasquali talked about in his interviews and that the student advisory council, right? >> They've got lots of good ideas and things that they're interested in doing. So, I think it's going to be really cool. So Claire will be joining us with Kelsey back that second meeting in August just before school starts. Um that's when administrators are back.
