Uh we held four budget workshop meetings in April, May, and

004June. Uh the budget calls for a tax levy of 15.3302 mills uh which includes funding from TIFA and the general fund for a set aside of 0.8 mills for street improvements. Uh the city does not carry currently levy any debt mills and uh the budget calls for a 1% admin fee for the collection of all taxes and a flat fee of $241.88 for the collection of trash. >> Thank you, sir. 0062026-27 budget. Mr. City Manager. >> Uh Council is scheduled to adopt resolution 26-2026-11 which adopts the fiscal year 26-27 budget. It also adopts a 2026 through 2032 capital outlay plan. Uh directs the levy of taxes and fees for municipal purposes and directs the preparation of the tax roll and collection of taxes. >> Thank you, sir. 007the administration on this. We've had four meetings, gone over the line items in the budget as we always have done for the the past many years. So, we understand what it is we're doing with the taxpayers' dollars. And I think again we've done a very good job. The belt tightened a little bit this year. We had to make some cuts. And um, they were more of the uh, uh, what do I want to say? The uh, wants versus the needs uh, came to the top this year. And uh, some of the wants that we want in the community wants, we're going to have to slide on a couple of those smaller things this year to get us where we need to be. Um, but uh, otherwise I believe we're doing very well. Any other comments?

Item number two, consideration approving fiscal year 2026-2027 fee schedule. Mr. City Manager. >> Council is scheduled to consider adopting the 2026-2027 city fee schedule. Uh, there are changes to uh, the assessing department, building department, rec department, uh, sanitary sewer and water. Uh, the assessor uh, is a fee for a database uh, that matches uh, a similar fee in the treasure department. Uh, building department, it was kind of uh, updating our city fee schedule to more uh, closely match the state uh, building code fee schedule. Uh, and some of the different technology changes that uh, have um, come come to be. Uh, the recreation department, we have Camp Richmond swim lessons that

009all needed to be increased due to the increase in minimum wage uh, uh, and and costs associated with that. Uh, we also have a uh, for both water and sewer uh, 4% use charge uh, increase uh, for those. And then also non-emergency uh, uh, water turn off fees for Saturday, Sundays, and holidays. >> Thank you, sir. Some that >> haven't been raised in 10 and >> uh, still uh, going to be looking through those. >> I think one of the big things that, uh, you brought to us, John, was the fact that the, uh, the, uh, minimum wage had increased so much, uh, on a lot of our part-time, um, uh, seasonal, I should say. More of the seasonal. It cost caused quite a increase in, uh, uh, areas, uh, of the budget. 011>> to a tax base sharing agreement agreement between the The city council is scheduled to consider entering into a tax base sharing agreement agreement between the City of Richmond and the Richmond Tax Increment Finance Authority. Under the under Under an agreement entered into by both the TIFA and city, a portion of the captured assessed value can be shared by TIFA with the city. As we have discussed during the budget approval in previous years, uh, administration worked with Miller Canfield, uh, to receive a legal opinion on the sharing of a portion of the TIF capture. The attached agreement proposes a 25% sharing of the general fund capture for the 26-27 fiscal year. Again, as the mayor mentioned, having to go through this budget with a little little closer eye on revenues and expenses, it's administration's recommendation

012to do this uh tax base sharing agreement, which will leave about $191,408 in the general fund versus in the TIF fund. >> Thank you, sir. 013medical service contract with Richmond-Lenox EMS. Mr. City Manager. >> Council schedule consideration approving a 2026 through 2031 emergency medical services contract with Richmond-Lenox EMS. The city has entered into previous five-year agreements with Richmond-Lenox EMS to provide emergency medical services. The current contract will be expiring in June 30th, 2026. And EMS uh captain Jeff White uh the uh con- proposed contract uh to the city. Uh it matches uh previous contracts, and Jeff is here to answer any questions you may have. >> Mr. White. Mr. Mayor, members of council, um you know, um this never gets old. It is really just an absolute privilege uh always to come before this particular council. Uh and it's a a privilege to to stand here and and represent uh what is now 80 uh young men and women that serve

014uh at the EMS, whether in our emergency medical service division or in our transit division. Tonight, we're just here to talk about the EMS. Council was uh kind enough to move the uh transit funding forward at their last agenda. I I would just share with you tonight, cuz I think it's uh relevant for the public to be aware, uh in the city of Richmond, we average uh just over 100 uh 911 calls per month uh in your community. And our average response time is under 6 minutes. That's um unheard of in by any standard uh actually, whether it's urban, suburban, or rural. Um it just does not happen uh in in uh in in the world of our of our industry. So, um I think we all have uh much to be very proud of

015in this community, and uh and and in those young people who who serve us so well. Thank you. >> Thank you, Jeff. Consideration second reading and adoption of text amendment 156-36, site plan review. Mr. City Manager. >> Council scheduled to consider giving second reading and adoption of ordinance 156-36, which amends section 18.02, site plan review, to adjust how temporary special event and other uses are reviewed by the city. As the council is aware, planning commission from

017time to time looks at sections of the zoning ordinance, uh specifically those that haven't been looked at in quite some time. Uh planning commission recently reviewed uh the site plan review section of the ordinance, uh and realized that we weren't kind of following uh how we handled uh temporary uh you uses on private property. Uh >> [snorts] >> Temporary uses on or special events on public property always do come to the council uh per charter, but uh those events that occur completely on private property had been going through administration. Um and the planning commission uh felt it was better handled through adminis- administration than coming to a planning commission meeting when they only have one a month and uh uh timing can be uh sometimes problematic with that. Uh so, this actually matches up with

018how we've been handling it uh over the years. Um at the last council meeting, uh council did give introduction and first reading to this ordinance, and our city planner is here if you do have any questions tonight. >> Thank you. Troy, you have anything to add to that? >> No, I think uh the city manager covered everything. Planning Commission did go over it, and uh it would be problematic to make it a lot of these events go through Planning Commission or wait for a Planning Commission meeting. So, I do believe it's a fair uh compromise and change. >> Okay. Mr. Sayed Manager. >> Council is scheduled to consider a request from the Richmond Band Boosters to have a banner across Main Street and temporary signage that would advertise and direct people to their 13th annual pumpkin craft and vendor sale, which is scheduled to be held the week weekend of October 3rd from 9:00 a.m. to 4:00 p.m. and October 4th from 10:00 a.m. to 3:00 p.m. Uh we've approved this request many times. Uh it often comes in the end of the school year as they transition from

020the outgoing senior parents to the new senior parents. >> Thank you. City Manager. >> City Council, Scott Dudley has a special event request from Overflow Cafe to use the Festival Field in BB Park for our worship night in the park on July 18th, 2026 with an uh an alternate date in the future. Uh Overflow Cafe holds a weekly Bible study at their coffee

022shop. Uh but uh they would like to do one in the park outside. They would like to set up a tent kind of towards the east end of of the uh concrete slab there. They'll have a small 10 by 10 tent with where the speakers and the performers will be and then I think the intent is to have people in the audience set their lawn chairs up on the concrete. Um Their alternate date of July 25th is the same day as the patriotic cruise that Pete Lucido and others are putting together. So, I did notice in the motion I would just say alternate date in August versus July 25th and I'll work with them on finding a suitable date. Hopefully they'll have good weather and July 18th will work out for them, but just due

023to the congestion that's going to be in the park that day, I don't think July 25th will work. Um, the owners did apologize they can't be here tonight. I believe they're in Sweden traveling and they did say they could come back at the next meeting if there was any questions or wanted clarification. I did talk to them about meeting us out there either myself or myself and representatives of of the festival to kind of look at the grounds prior to their event. 025has scheduled to approve the purchase of a new skid steer [clears throat] for DPW. Uh funds were just approved in the 2026-2027 budget for the purchase of the skid steer. Uh the city of Richmond is in the process of installing a new sludge screw press at the wastewater treatment plant. Uh the press will generate material that needs needs to be handled. Uh the press also uses a polymer that is shipped in 250-gallon containers. Uh we currently don't have equipment out there to handle this. Uh so the idea is to uh purchase a new uh skid steer for the DPW and then sell the old skid steer to the wastewater plant uh in the sewer fund. Um we had originally intended to bid this out through the grant, uh which is why we did all the

026work already. Uh but as we uh progress through the grant, we realized there was other needs at the plant that needed the grant funding more than this. Um there is a chance that should we get to the end of the grant process that we might be able to reimburse uh the city for uh some of these funds. Um uh paid for by the uh DPW equipment replacement fund. Uh and so we're still wanting to follow all of the uh bid requirements that the EPA has. Um the uh lowest qualified bid received was for a Case SR 210 B and Jim Gutzinger, our public service director, is here to answer any questions. Jim, anything to add? >> [snorts] >> Uh, no. 032uh to hold the workshop on the July 20th meeting uh as July 6th with the holiday and getting just just getting through the budget is kind of time uh a little too close uh for administration to get the packet done. This weekend, we have the Hometown Hoedown block party. That is being put on by our Hometown Heroes group. Which is made up of our police, fire, EMS, and others.

035They will be doing the fundraiser there. That is in the North Forest parking lot that's behind Commercial House and that block back there. They'll have 50/50 raffles, door prizes, line dancing, DJ services, food vendors, and drinks back there. That is again That's on June 20th from 5:00 to 10:00 p.m. So, get out and support our our people there. Voter regis- vendor registration for the Thursday um uh what I Yeah, farmers market is uh which runs from 4 to 7. Uh that vendor registration is always open by calling uh 727-3064. The summer volleyball camp at the Odd uh runs from June 22nd to the 25th. Uh third through eighth graders uh three different times for the different ages. There is a charge. Uh that's being held at the Odd on Maine. The number is 586-430-4950. And

036if you can't get through to that, 727-3064 will get you into our rec department. Uh preschool sports sampler at the Odd, very popular. Um June 16th already. Uh that's tomorrow. And there's a second session that starts August 4th. So, this is a fun introduction to sports uh for ages 3 to 5. It helps kids build basic skills, coordination, and confidence through playful games. Again, uh held through our parks and recreation. Uh looks like it's at the Odd. And again, the number is 586-430-4950. Book folding workshop. This is an annual thing that's held at the Lois Wagner Memorial Library meeting room. Uh spots are limited. Give them a call at 727-2665. It's a book folding workshop. Adult mahjong uh every Thursday beginning at 1:30. Uh everyone is welcome. You don't have to know how to play.

037They'll evidently teach you how. This is held at the community center. And this is every Thursday, 1:30. And we go to the regular, uh city calendar here. We Uh, well, it's going to be happy Father's Day this Sunday and first day of summer already. And June is, uh, we're running through June awfully fast here. Uh, we have a TIF meeting at 7:00 on the 24th here at City Hall. The historical society will be having their heritage festival on, uh, the Saturday the 27th and the 28th. Uh, come on down for that. Uh, a good time. That is, uh, uh, free to to go around the historical buildings that we have. And, um, a lot of tractors and and older, uh, uh, cars and other things to see there. Our next regular scheduled meeting will be

038held on Monday the 6th. And that is our summer hours starting. That will be a 6:00 p.m. City Council meeting. And as we did tonight, following that will be, uh, our round table meeting. Recreation Department will be meeting on the 7th at 7:00 right here at City Hall. Uh, during the 4th of July, uh, that Friday is the 3rd. City Hall, library, and community center will be closed and the library will also be closed on Saturday, uh, the 4th. So, hopefully everybody have a safe and and happy 250th celebration of, uh, the independence of our United States.
