Good to see everybody here this evening coming out of a budget workshop here. Uh, we move on to approval of minutes for the regular city council meeting of April 6. Is there a motion?

>> I'll make motion. >> Support. >> Motion been made and supported. Is there any discussion? Being not, all in favor of the motion signify by saying I. I. against. Motion does pass. We move on to audience comments on any non-aggenda. I understand you gentlemen are here. You're on the agenda. Is that correct? >> Okay. Uh adoption of agenda. Mr. City Manager, any changes? >> No changes. >> City council. Any changes? Motion to accept the agenda as presented be in order. >> I'll make the motion. >> Second. >> Motion been made and seconded. Any discussion? >> Being not. All in favor say I. I. I against motion does pass. Is there a motion for the consent agenda? >> I'll make a motion to approve the consent agenda as presented. Support >> motion been made and support

according to our rules. There's no discussion on the motion. All in favor of the motion signify by saying I. >> Against. Motion does pass. We move on to items for consideration which we have five this evening. The first one is consideration of special event request. Richmond Little League. Mr. City Manager. Council is scheduled to consider approving a special event request for a mobile food vendor for the Richmond Little League to have Kona Ice at both the Richmond Lady Blueevil tournament on Saturday, May 2nd and Sunday, May 3rd. And the second request for Saturday, June 6th, and Sunday, June 7th for the Richmond Blueevil tournament. Uh in the past for their major tournaments, uh they have had a food truck, uh this Kona Ice, I believe, in the past. Um, so this year they're just expanding

it to both the Lady Blue Devil tournament and the Blue Devil tournament. >> Thank you, sir. Is there a motion before discussion? I'll make a motion to approve the special event requests uh from mobile food vendor from Richmond Little League to have Kona Ice at both the Richmond Lady Blue Devils tournament on Saturday May 2nd, Sunday May 3rd and the second request for Saturday June 6th, Sunday June 7th for the Richmond Blueevil tournament for the schedule uh followed below. >> Support most made and support. Is there any discussion on this item? I think the ice vendor goes over great with the kids and >> hopefully the hot summer day fall. >> Yeah, I don't think this is the first time either. >> No, no, they've had it uh at least one or two years before.

>> I was going to say probably >> I think it helps with their vend with their concession stand and alleviates some pressure there. >> Yeah. Yeah. Anything else, council? Any audience comments on this item? Back to the table. All in favor of the motion signify by saying I. I >> against motion does pass. Item number two, consideration of special event request Senco Walkathon. Mr. City Manager, the city council is scheduled to consider a mobile food vendor request from Veterans of Smco uh for their uh walk-athon benefiting uh veterans on Saturday, May 2nd in the Trail Head Park uh and Mcome Orchard Trail from 6:00 a.m. to 6 p.m. Uh this is the second year of the walk-athon. However, this is the first uh time for the mobile food vendor request. Uh Eric Bon, who's here

tonight, is requesting R.J.'s Dog House and more uh be present. Uh they have permission from the school uh to not only have the uh people attending the event park in the high school as well as our municipal parking lot, but they have permission from the school to park the mobile food vendor in the high school parking lot as well. >> Very good. Eric, would you like to address council at all and tell us what it is you are doing >> so >> you got to use the uh >> so they can hear you at home. >> Um we're having our Walk for Warriors event on the 2nd and it's a fundraiser to for Operation Injured Soldiers based in South Lion, Michigan and they have a lodge in Pelston that was donated to them. Uh it's

specifically for um recreational opportunities for either physically or mental health um challenge veterans is their first in suicide prevention uh program called Operation Renewed Hope. Um I apologize for the last minute with a food truck. Um, my brother brought it up to me on Easter that he worked with a woman and her and her and her husband operate and they sounded pretty legit. So, I scrambled to try to get them in this year. If it goes well, we'll start right out of the gates next year. >> Very good. Thank you. >> Thank you. >> Is there a motion? >> I'll make a motion to approve the special event request from Veterans of Smco, Operation Injured Soldier for a mobile food vendor, R.J.'s hot dog house and more to be located at the high school parking

lot on Saturday, May 2nd, 2026 with the hours of operation for the food truck being 10:00 a.m. to 5:00 p.m. >> Most been made and supported. Any discussion on this? >> Any audience comments on this? Back to the table. >> Good luck on this. Hope you got good weather. >> Yeah, they definitely should be. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. >> Thank you. Item number three is consideration of Howard Street drainage project contract award. Mr. City Manager. Council is scheduled to award the Howard Street drainage improvement contract. Uh in 2122, council authorized the evaluation and design of a storm sewer uh outlet under the uh railroad tracks here on Division Road near Howard Street. The 2526 budget includes 394,000 for the construction of this

outlet. Uh currently the water uh from Howard Street travels north on Howard to Division and then uh to the east on 32. Uh this project will redirect that flow once it travels north on Howard to division. It will then travel west underneath the railroad tracks to the drain that runs along the railroad tracks on this side of of the tracks to the north. Uh that's the portion of the drain that the city and county work together on uh to clean out in anticipation of this project. Uh so we've done quite a few uh steps to get to here. Um and then uh this this is the project that will kind of create the outlet so that uh water coming north on on How Street will go and run the a different direction than what it

historically has uh underneath the railroad tracks. Uh we did receive five bids and lag >> but this name uh Jim >> it's El Dagustinini. >> Dustini is the low bidder. uh they are reputable uh boring contractor. Uh Jim did check the references. Uh they all uh while not working directly for us are often the sub for uh boring contracts. >> Thank you. Jim, anything to add? >> Just that I have been in contact with them multiple questions regarding the railroad permit. They they seem they're very knowledgeable and have a lot of experience specifically with boring under railroads. So >> very good. Is there a motion? I'll make a motion to award the Howard Street drainage improvement project to LD Augustini in the amount of $361,025 for the expenses charge of appropriate light item major street

funds. >> Support mostly made and supported. Any discussion on this item? There's been a lot of discussion on this over the last year or two. Uh once we found out that we could run water the opposite direction of what we all believe it was supposed to run. Um, this makes something possible that the city's wanted to do for at least 50 years that I know of. Uh, and that's to put in storm drains for Howard Street. So, um, do we have an idea when this would be done? >> Uh, not exactly. Pro noon, June at the earliest. I mean, there'll be some time. They have to order materials and they were not actually aware how quickly they could get their materials. The project is uh does have a completion date in August. So, >> Okay.

Cuz I just concerned with uh the county coming in and repaving >> we >> from the railroad tracks east. >> We'll be ahead of that. >> Good. Good. Okay. Any other comments, questions? Any comments, gentlemen? Back to the table. All in favor of the motion signify by saying I. I. >> Against. Motion does pass. Item number four, consideration of adopting resolution 2026-8, reciprocal aid agreement for the police department. Mr. City Manager, >> council is scheduled to consider approving resolution 2026-8, a resolution approving the reciprocal aid agreement and response protocol for police agencies within the county of Mcome. The city of Richmond approved a resolution adopting this reciprocal aid agreement in 2017. Uh the original agreement was established in 2005. Uh at a recent uh Mcome County Chiefs of Police uh meeting, they had approved some

minor wording changes that did not uh change the um substance of of the agreement. uh they felt uh with uh how long it's been since all the communities adopted the resolution um that we uh update the uh resolutions for everyone to make uh and and get a new copy on file for all the communities. Um, again, it just sets forth that uh during emergencies, everyone agrees that we you go go and help out and you're paying for your people, they're paying for their people. Um, it's similar to the uh Mavis agreement that we do with the uh fire departments. >> Very good. Thank you. Is there a motion? >> I'll make a motion to approve resolution 2026-8. A resolution approving the reciprocal aid agreement and response protocol for police agencies within the county of Mcome.

>> Support. >> Motion made and support. Is there any other discussion on this item? Just a renewal basically. >> Yes. Any comments from the public. Back to the table. >> All in favor of the motion signify by saying I. >> I. against. Motion does pass. Our final item is consideration of adopting resolution 2026-9, Mcome County solid waste plan amendment. Mr. City Manager, >> city council is scheduled to consider approving resolution 2026-9, a resolution supporting a proposed amendment as adopted by the Mcome County Board of Commissioners to the Mcome County Solid Waste Management Plan. uh and authorized transmitt of this resolution to Mcome County's designated planning agency for uh inclusion in the plan amendment approval record and submission to Eagle. Uh as we've uh provided information uh the current landfill has kind of an estimated uh

remaining life of 6 to8 years. Uh this amendment will provide uh sighting of approximately 236.5 acres adjacent to the existing facility approximately 135 acres of which would be used for additional landfill uh disposal area. It would also site a recycling transfer station at 29 mile uh on the north side of 29 kind of across from the main entrance uh into Pineree Acres. Um the county has been working with WM uh on this this proposal. Roughly 80% of the trash for Mcome County uh goes to Pineree Acres. Um as we've kind of done our research on it, um the the one thing that uh we kept hearing from our residents uh our concerns with uh the amount of Canadian uh trash coming to the facility. Um and so we have uh provided council with a couple

options on the motion. Um in order for the plan to move forward to the next stage with Eagle, uh they needed um 60% of the 27 municipalities uh to pass the amendment. Uh currently uh which is roughly 18. I think they're in the 20s. Uh so uh they do have the required 60%. Um as I've met several times with uh the team from waste management um going over just to make sure I understood the plan amendment uh there there's kind of uh two plans in play right now. We have kind of what is called the uh solid waste plan. They're going to amend that right now, which would provide for the additional space in the pine tree acres. The state is moving towards a material management plan, which is kind of the next version of

the solid waste plan. Prior to going to that, which the county is going to be doing that next year, the county wanted the answer on whether or not Pineree Acres was going to get this expansion. Um and so this is kind of the last amendment to that existing plan. In the future, the county will transition to the materials management plan. Um but again, they wanted the answer on the uh existing landfill. Uh they have received their uh numbers that they need to submit to Eagle. Now, um the the biggest concern that I've had uh in speaking with both residents council uh in the community at large um is uh there's essentially two communities in Mcome County that this plan is going in front of that um are impacted by the Canadian trucks. Uh one of

them being Richmond, the other being Lennox Township. Uh obviously Lennox Township uh receives a benefit direct benefit from from the landfill uh in their in their revenues. Uh Richmond does not. Uh the the county has uh explained that by accepting the Canadian uh trash, the the kind of cost of the landfill is um moderated by accepting that and theoretically uh is a benefit to all county residents by lower tipping fees at that facility. However, uh with all of the trucks coming from Canada that either get off at 32 or 26, a lot of them come right through the heart of Richmond, uh on Grashet Avenue. Uh and and there there's quite a few residents that are upset with that. So, um there's two motions for you to consider. Uh motion one is approving the plan.

Uh motion two is denying the plan and listing our reasons for that denial. Thank you. Uh, gentlemen, would would you like to address council at all? >> Unless anybody has a question. >> Okay. Pretty much. >> Yeah. >> Okay. Thank you. Is there a motion? Council's wishes. I'll make a motion to deny the pro to deny the proposed amendment to the Mcome County solid waste management plan for the following reasons. The proposed Pineree Acres expansion is expected to continue accepting waste originating from Canada. The transport of Canadian waste has resulted and is expected to continue to result in a substantial increase in heavy truck traffic through the city of Richmond roads. This increased truck traffic contributes to road deterioration, traffic congestion, noise pollution, air quality degradation, and heightened safety risks for residents, pedestrians, and schools.

Is there any support? >> I'll support it. >> Second made and support. Discussion. >> I would agree on the on the the safety part with the truck traffic. Um uh I get a lot of complaints uh working on 32-mi road out by Grashett. Um the amount of trucks that come through there and come through unsafeely. Uh they follow each other through red lights. Um and those are just I mean multiple mult multiple times. Um and just get complaint after complaint and our employees see it all the time coming and going from work. Um it just and then this the the holdups on Grashet them starting to try and get moving again this holds up traffic all the time uh going through there. So but that's some of the concerns I've had that and and there's

a small stretch there uh of Grashet that is not part of the M19 that we are responsible for and that's I believe aren't we in need of repairing that right now at 250. >> It'll be this spring. Yeah. This spring, wasn't it 250,000? Is that what I >> actually aboutund 135,000? >> 135. Okay. What was there something that was 250? >> No. >> Uh, no. At least at least this is just for a mill and resurfacing. That's not a full reconstruct though. So certainly a >> bigger scope would be a much larger price. >> Okay, I stand corrected then. Um, so yeah. Um, again, we've we've uh taken the trip out to uh Pine Tree Acres. I mean, it's it's unless you've gone out there and taken the trip in the uh bus that goes

around the whole thing, you can't imagine what that is out there. There are deer, there are animals throughout that whole area. It's uh ponds. Um it it's it's a great operation out there. I don't think we're against the plan or necessarily against the fact that they need to grow. What we're against is we feel or at least I making the motion feel that the growth that's being requested now is because of the Canadian trash. um the expansion out there going from what was itund uh some acres uh in 1987 I think it opened up I have those numbers somewhere um to I think it's 800 >> yes >> and some acres y >> um you know again I'd like to know out of the 600 trucks that we were told today that go in there

how many of them are Canadian and if you know I don't know that the solid waste uh county commission took a look at what the Canadians are doing in our county. um when they ask for the expansion of uh this acreage. Now, um you know, if it if it's county uh uh waste that goes into that area, I think we'd have probably a different motion made today. But given the fact of what these trucks uh are doing um and Dennis brought it up, one of the worst corners is 32 and um in Grashet. They come through three at a time on a red light. They don't stop and and we've called the police. Uh you know, it's a it's one of those no man areas whether it's Mcome County or it's Slair County. Um it's

it's and then for them to uh get up enough speed to get going, it holds traffic all the way up. Uh they they uh get stopped at the light at uh our main street and grash it and then you know they take off and you know just uh especially when they're loaded, the smell uh that goes through that what we call the Muttonville area um it just uh uh it's it's not something that I imagine that we can support. Uh but uh it is an amazing facility out there. Um I think the county probably was right in saying yes, it needs to be expanded and they have no control over the uh uh use of the uh facility by the Canadians. Um I believe that was more of a federal >> Yes. >> uh issue.

And um but I also understand that it is also a waste management issue. They don't have to accept uh the Canadian trash. But again, it's a business. It offsets cost. Uh evidently according to some of the information that we got, it offsets the cost of the operation, which you know, it reflects back on what we have to charge our residents for garbage pickup. Um, but as long as those trucks are sticking off on 32 mile road and going through our town uh and causing the issues that they're causing, I don't believe that we should be uh accepting the plan as written. And the sounds to me, John, the the high side of this is the plan has already been approved by uh over 67 or 68% that they needed a municipalities Mcome County that uh

now we go on to this new plan and the new plan could include uh uh uh 26 milei road exit for these uh trucks. Certainly in speaking with the county, they as part of that plan, they will evaluate that of routes uh in the new plan. Any other comments on this? Any public comments, gentlemen? Thanks for being here tonight. >> Back to the table. All in favor of the motion signify by saying I. I. against motion does pass. We move on to miscellaneous manners from the city manager. Sir, >> uh I have uh none tonight other than thanking everyone. I know it's been a long night with uh the budget meeting starting at 5:30 and then uh going into this meeting. >> Okay. Council comments. Mike, >> uh nothing tonight. Thank you. >> Dennis, >>

uh nothing. >> Jim, >> nothing. >> Emily, >> nothing. Thank you. John, >> nothing. >> He pick >> outside. >> Um, we have things that departments want us to announce at the meeting tonight. It lasts about 20 minutes. and afterwards the uh a lunchon is uh held sponsored by

the Richmond good old days festival. Is there any else that we need to add to the calendar at this point? Okay. Uh there is no closed session. Is there any other business for the city council this evening? >> I apologize, Mr. Mayor. Uh when I went around, I was uh forgot to bring up uh this week our DPW uh are staying after uh several nights. Uh the state requires the city to identify uh the type of material on water lines entering people's homes. Uh in particular, they're interested on homes of a certain age. Uh we've been working with residents. We've been sending letters explaining how to take a picture of your waterline and email it into the city. Uh we've done door hangers uh to to people that didn't respond uh to the request on

the letter uh asking and and with another copy of the letter asking them to take a picture of your water line. Um we're down to >> about 150 residents that we need to get that information. So DPW is staying after knocking on doors. Again, it's a state requirement that we identify the type of material. So this week, uh, residents may see DPW, uh, with the bedroom community. We felt it important to kind of have them stay after, uh, after a little bit now that it's lighter out, knock on some doors, and see if we can't get that list down even further. >> Good, good, good. They'll be, uh, well dressed so people realize who's coming to their door. Hopefully, >> they are driving city vehicles and they're wearing their DPW uniform. So, >> Right. Good.

Okay. Anything else, John? >> No. Sorry. Okay. Um motion to adjurnn and be in order. >> I'll make a motion to adjurnn. >> Support. >> Motion been made and supported. There's no discussion on the motion. All in favor say I. >> I. >> Against. >> Motion does pass. Thanks for being with us. Heat. Heat. N.
