001Okay. I call the meeting to order. Please rise for the pledge of allegiance and the invocation following. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Dear God, please bless our elected officials. Grant them the wisdom to know and the courage to do what is right for all citizens. Amen. >> Amen. Roll call, please. >> Allan here. Lefor >> here. >> Mr. Ravich >> here. >> Ricks >> here. >> Schultz >> here. >> Warren >> here. >> Yellenage >> here. Good to see everybody here tonight. Approval of the minutes for the city council meeting of March 16th. Motion be in order. >> I'll make the motion. >> Support. Motion made in support.

002Any discussion on those minutes? >> Being not. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass, we move on to audience comments on any non-aggenda items. I believe everybody's here for the agenda today. Um, and when council gets to those items for consideration, council will deliberate first and then we will open it to the public. We'll move on. Uh, adoption of agenda. Mr. City Manager, any changes? >> No changes. >> City Council, any changes? >> Motion to accept the agenda as presented would be in order. >> I'll make the motion support. >> Motion made and support. Any discussion being not all in favor of the motion signify by saying I >> against. Motion does pass. Is there a motion for the consent agenda? >> Make a motion

003to approve the consent agenda as presented. >> Support. Motion been made in support according to our rules. There's no discussion on the consent agenda. Motion. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. We're on items for consideration. We have four this evening. The first one being consideration of special event request. MCOME 250th patriotic cruise. Mr. City Manager. City Council is scheduled to consider approving a special event request submitted by Mcome 250 LLC and Pete Lceto for the use of a portion of BB Street Park on Saturday, July 25th from 9:30 a.m. to 5:00 p.m. for a car show to be held at the end of a countywide car cruise celebrating the 250th anniversary of the founding of the United States of America. uh Pete formed Mcome

004250 LLC to coordinate an event in Mcome County recognizing this this event. Uh the city manager and recreation director recently met with Mr. Lucito and his assistant Chris Bllye on March 13th uh at BB Street Park to kind of walk the venue. Uh put together a game plan for the event. Uh the city does have the recreation department's garage sale uh that morning from roughly uh 9 or 8 am to 1 pm. Um but usually by the end of the day uh vendors are starting to pack up and the crowd thins out. So uh organizers and the rec uh department felt that we could uh make both events work that day in the park. Um the uh uh organizers and volunteers for the car crews uh will start arriving around 9:30 a.m. Uh the bulk

005of where they'll be setting up uh is near the pavilion behind the community center uh which is the other side of Festival Drive from from the garage sale. Uh the uh larger event uh will be a car cruise that starts in the south end of the county. They'll be traveling up uh through many of the communities in Mcome County uh arriving in Richmond. Some of the cars may not uh choose to come to the park, but those that do uh would come down pool drive. Um they would then park in the parking area between the pool and community center and the little league on the other side. that whole section and pool drive will be closed uh that afternoon for for them to access the park and to utilize that parking area. Uh they would

006then have hot dogs and and different food things uh behind the pavilion to DJ and and just have a nice event to kind of wrap up the cruise. Um and there is a committee that's meeting periodically to kind of plan and and work out all the details. Uh the next meeting of that committee is uh this uh ap this week on April 8th at the community center here uh at noon. Uh so I know the recck director, myself and our chief of police will be in attendance to kind of answer questions on the city's side and and uh make sure that uh everything goes smoothly and uh Pete Lceto is here to uh answer any questions. So >> thank you. Thank you members of the board. Um, and thank you John and Margot for meeting

007with us and accommodating us to go see how beautiful your BB park is. I was impressed, really impressed. Um, it's actually a perfect venue and it's actually a perfect site for the 250 years of this country. Um, I'm kind of a patriotic buff. In fact, when I was in the legislature, um, I had an opportunity to, um, introduce a bill that talked about the same test that our grandmas and grandpas or moms and dads took when they came to this country to become citizens. And it was very fought over for no reason because, as I said, if the instructors are instructing what they should, this should be a no-brainer. You take it online and you could cheat if you want to. I just want to see that they learn the same things those that came

008from foreign lands did to become citizens of this country. Anyways, it did pass finally and the lieutenant governor was there to sign it into law when the governor was gone. But I'm excited about this and I'll tell you why. We're going to start off at 8 Mile Road and make our way right up Grashid. And Grashet comes right into Richmond. It's the end of the county kind of the way I look at it for us. And it's also a focal point or a perfect launching and landing where we need to here in Richmond. I had a sign that um I had worked with John in regards to a big banner that would you know present itself here in Richmond. Uh I know a lot of your owners of businesses down here. Uh I've actually had

009a chance to work with them when I was in private practice for many years. So Mcome 250 Patriotic Cruise is what this is all about. There's a website and it says Mcome2250 LLC or mcome250.com and on it you're going to start seeing after the approval that we're going to have these sponsors that are going to help us defer some cost but we've got also some individuals that are going to be participating giving us like hot dogs. Uh I would like to have apple and cherry pie. Um just staple items, potato chips, bagel pop for the kids. Have a DJ out there. So play some music and patriotic music at that to make it something special that the families can all enjoy on that day. Give them a little something and maybe have a somebody talk

010about what it means to be in this country for 250 years. And that's really about it. If I don't do nothing good in my lifetime, at least I might do this. So it means something to me. I was around for the 200 and I see most of you were probably we were kids but we still were around for that. Now it's the 250. If we God willing maybe we'll make it to the 300 years of this country. >> Very good. >> Thank you. Is there a motion? I'll make a motion to approve the special event request from Mcome 250 LLC to hold a car show at the end of uh MCOME at the end of Mcome 250 uh patriotic car cruise on Saturday July 25th from 9:30 a.m. to 100 p.m. on BB Street Park.

011>> Support motion made and in support. Any comments, questions, council? Sir, do you have any idea number-wise? >> I could give you a number, but I might be lying to you. So, I'd rather just tell you this. We have a couple crews that are, you know, there and a magazine that is this is going on and we already wrote the I don't know if Chris sent it to you, but we've already wrote an article about it. We're landing here in Richmond. >> Mhm. I think there's going to be a good turnout just how many but we're going to register the vehicles for the show itself at the end >> and then anybody that going to go on if it gets too busy then I think the chief would >> agree with me that we're going

012to have to cut it off but I'm hoping it doesn't I hope the flow would be coming in having a hot dog doing something and then taking off and those that want to hang out and enjoy the rest of the day up till five o'clock join us. >> Yeah. I I don't >> I think we're all looking forward to it. You know, >> I'm celebrating Richmond. That's what I'm going to do because I have been in I don't know five or six of the parades down here that you've had and good old days. And >> see, you're already signed up for it too on January 20th. >> Thanks, Chris. >> My daughters I just left my daughters. They run the parade for the last uh >> But they do a great job and it's nice

013how you got the streets, how everybody's intersecting, jumping in. But we have a good time and >> you know we we knew uh some of the business owners and one of Joe that passed away with the meat >> uh >> who happens. >> Yeah. >> Mhm. >> Yeah. >> And they all were that day like it was something else and in morning when he was think the piano player was playing on the on the float and everything. So >> yeah. Yeah. Any other questions, comments? Anybody? No. >> Uh is there any public comments on this item? Okay. Back to the table. I I have some concerns. Um I'm a cruiser. Uh and I just got real concerns about the park and the numbers that you could pull if you get a nice weekend there and

014they predict a nice weekend. Um, I know that, you know, and I've always gone to the garage sale, but they came up pretty close to uh the uh community center, >> you know, and um you know, one of the things that happened in a car show is some of those cars won't go to the cruise. They'll go to the car show. You they could be there as early as 8:00 in the morning to get a prime spot, which is great. Um, but I'm kind of concerned that we're having that uh garage sale in the same same time. Um, some of the cruise some of the shows that I've been to last summer um it'd be nothing, you know, to see 200 250 cars. So, I don't know. I understand you have a few car clubs

015that you've consulted with um >> which we can give you a better idea to answer the questions and I think they're very fair and and and deliberate questions. The cars show people will be here and I invite all of you to be here. I'm bringing lunch in and I don't know I I'm bringing lunch in for a reason. I want to talk about it to make it right. So all of you are welcome. I know the chief's going to be there, but it's going to be something more important and that's this. Let them tell you because they are cruisers like yourself, >> right? >> How many people they expect of their group and then the guy that owns Mickey that owns the car uh cruise magazine. >> Yeah. >> Mickey and I have met and

016Mickey said, "I want to do an article for you, Pete. I hope you take an ad." And I said, "Mickey, I just happen to have one already done." >> And basically, it's got the QR code to go to the website. Once we register 250 cars, I think that's about what I counted the spots. >> Mhm. >> For the show, that's it. There's no more cars to register. You're done. >> Mhm. >> So, we are going to say on the website, there's no more cars that you can register. So, you better register quick. And that's in the article. >> But after 250 the cars, now it's just a matter of people coming to the park, >> right? Yeah. You you're going to have all those people also. That's my concern. And it's something >> and certainly

017we could work on that. Like in my mind, at least when we met with Pete, there wouldn't be a car show until the cruise is over. That they wouldn't be allowed to come early. Now, I understand what you're saying. >> Hard to tell somebody not to come in. >> Yeah. And so, as we're talking, you know, maybe this year, uh, for one year, we've moved the, uh, uh, garage sale to be Bailey Park. Yeah, that's what I was thinking. >> Outfield. >> Um, you know, and do it that way. And then but that would necessitate then also closing festival drive for the car you know if that's where we're going to put those car the overflow cars then then we'll need to completely close the park which will cause people to have to walk from

018the neighborhoods you know so um >> but if you got a nice day I think we can use the good old days you know the festival property to >> Right. Right. If it hasn't if it hasn't rained up to that point as we all all know. I even thought about putting the, you know, the possibility putting the garage sale >> in the midway for, you know, that way they're >> off the main drag there, but yet still, you know, accessed easily. >> But I think that's something we can talk about. >> Absolutely. >> But I want to see this happen. This is something, >> you know, we do 165 cars on Thursday night of good old days in this little town. 165 cars and all they do is group cruise from one end of town

019to the other and that's it. Now they do go out Memphis around our maid and and drop off wherever, but it's getting bigger every single year. And that's just in here on Thursday night. >> Are these the car clubs, too, that are are involved with that? >> There's a few, but no, it's just generally everybody brings their cars out. It's huge. >> Yeah. Then maybe you ought to be there with us on Wednesday cuz I really do. I do want this to be I mean, I don't want a massive group. You know, the Dairy Queen, the Abro family and everything said, "Pete, I want to give you all these free coupons to get ice cream to the kids." They said, "Whoa, whoa, whoa." >> And they want to come there and give our ice cream

020out and everything. And then the >> the pie companies and everything else, people, we want to donate the pies. Everybody wants to do something because they they feel that patriot patriotism at this time. >> But it's it's just a matter of this. I want orderly. I want it normal, if you can say that. But I think there's going to be enthusiasm. We got pins for people that participate. I had a maid that say 250. >> Yeah. Yeah. Yeah. No, I think it's I think it's it'd be a great event. >> I'm looking forward to it. >> From the south end to the north end, it'll be a great event. So, hopefully we have the weather for it, too. Is there a rain date just in case? >> No, we really didn't do that. I got

021to tell you why. I think there's so much I mean enthusiasm. We're starting all the way down at 8 Mile Road. So, we're coming all the way up Grash at night. I you know, I just did the trail tonight. The sun was coming out and everything. It's such a beautiful strip to see not only city but then to come into the country it's just perfect. >> Yeah. The question I have with the chief is going to be about, you know, making sure traffic patterns and everything is adhered to to make it the most desirable, but at the same time safest because I know that, you know, if we have the things that we talked about at our first meeting, uh, we've had four or five meetings. There's a group of people that are involved with,

022you know, Frank Bushami, I could go over the whole group of guys and Top Hat, John and >> they're all coming and they said, Pete, we're coming. We're excited and we really want to do this, but let's just make sure we got it on track that it's going to be the number one that everybody talks about. I got drones that are going to fly over >> to capture this on video so we have it for the, you know, for the next 50 years. >> Great. Great. Sounds good. Anything else, council? >> All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. We need one more motion for the across the road banner. I'll make a motion to approve the special event request for an across the road banner

023for MCOME 250 LLC to hang a banner on Main Street near ball equipment from July 10th through Saturday July 25th. >> Supportment been made in support. Any discussion? Any audience comments on this item? That doesn't interfere with any of our other >> planned. I believe we checked no. >> Okay, very good. All in favor of the motion signify by saying I. >> I. >> Against. >> Motion does pass. We look forward to it. We hope for good weather. >> Thanks guys. I appreciate it. Have a great evening. >> Insurance. >> Oh. Oh, one thing on the insurance. I'd like to get whatever you guys want me to have a as a city, as a as a council. I I I'll get it whatever because I don't want to get the wrong thing. So, I want

024to put a a shorty on there that if in case anybody gets hurt that we've got coverage on this and everything else for the park just in case anything happens. >> Sure. >> Thanks, Chris. >> Get with John. Yeah. >> Yeah. I just need a copy of whatever deck sheet you want so that I can give it to the insurance industry and or the the company I got and say, "Listen, this is exactly what they want." >> I'll insurance company and make sure we get you the right information. >> So, I make it right for you. >> Thank you everybody. Uh, go blue, I guess. Huh? >> Yeah. Oh, yeah. at 9:00 or 8:50, whatever. Take care. Moving on. Item number two, consideration of lots split combination for Possper Tech on Skinner Drive. Mr. City

025Manager, city council is scheduled to consider a lot split request to create a 6.328 acre parcel from the remaining uh 26.83 acre parcel of industrially zoned property located on Skinner Drive, currently owned by Sun Communities. The application was submitted by Prosper Techch Machine and Tool LLC on behalf of Sun Communities uh with authorization through Sun Communities. Uh the letter of authorization is in your packet as well. Um again, this is the uh next uh industrial parcel that will be developed uh just across the street from Master's Machine. Um, and uh later this week on Thursday, uh, the planning commission will be reviewing the proposed site plan uh, for this uh, development. And uh, Heidi and Bob are here tonight um, if you have any questions, but this part of the process is pretty much a

026straightforward splitting off the uh, 6 uh 328 acres. Very good. >> Do you guys like to address council at all at this time? >> Would you like to hear about >> Pardon me? Would you like to hear anything about >> You sure would. People at home would too. That's why I got to get you up here. I >> wasn't planning on this, but um >> And your name, please. >> My name is Heidi Devy. I'm a co-owner with my husband Bob of Prosper Tech Machine and Tool. We've been in Richmond for since 2014. This would be our fourth location. We started in our garage in 2007 in the recession and um it was a rough ride at the beginning but um fortunately we were blessed. We moved to Lennox and we were in Lennox for

0275 years and then we were looking to expand and so glad we came to Richmond. The city was wonderful to work with. Um we bought the building over on Skinner Drive and remodeled it, moved in. We've grown significantly since then. Um, we're a defense contractor, so you know what's happening in your backyard. We do a lot of work with new space companies, which is like um drones and spaceships and things you see on TV have our parts on them. Um, we also do a lot of medical um work for a company that does prosthetics, so people that are need help walking and things. So, it's really exciting work that our people are doing. Um, we have 38 or 39 employees right now. Um so and a lot of them are local. Um some come from

0284. A lot of the tech schools we employ from average age of our employees is probably 32 I would say. Young workforce as our older guys are retiring. We're trying to get the younger people in. We have a department of labor um apprenticeship program that we constantly put um people through. It's like a four to five year program. Um they become machinists. Um, so we have anything from um part-time kids that come in to um operations managers, engineering managers. So a lot of career paths in our company, but we have had so much growth that we were looking to move and we looked around. We've we talked to Slair County. We just love Mcome County. um the services that they offer, the economic development, um the support, the grants that are there, just we wanted

029to stay in Mcome County. We were get emails to move to Ohio. We could build in Texas, another location, um California, anywhere where where some of our customers we do nationwide because we're government contractor. We don't do um um global, but we have customers all over the nation. We want to stay in Richmond. So, I nagged Sun Community probably for 9 months to sell us this piece of property, and finally they're selling us this piece of property. Um, we do plan on keeping the location that we're in um as a second location. We would like to be in by the end of the year, barring that we're um approved on Thursday night, but um um the demand is there to um definitely build right away and to fill that. We probably um hope to employ

030about 75 people in the new building and then we'll keep the second building. We have some some plans for how we're going to utilize that space. But um excited to stay in the city and just we're really glad that it worked out with Sun Communities and I think they just got tired of me emailing and calling them to sell the property, but they were never going to develop it as far as what they've told me. So, um they were happy to sell it to us and they they knew that we wanted to stay in the local community. So, we really appreciate um your support and hope that you pass the approval so we can close on this property and get going on this building. So, anybody have any questions? >> Not yet. They don't. You

031have to have a motion first. >> Okay. I'm sorry. >> Is there a motion? I'll make a motion to approve the lot split actions requested from Prosper Tech Machine and Tool LLC on behalf of Sun Communities for the appropriate parcel number and to include the following uh actions. >> Support motion made in support. Any discussion on this item? Pretty cut and dry as the city manager stated. Any audience comments on this? She's already talking for you, right? >> Yeah. did a good job too. >> 15th year this year. >> There you go. There you go. Back to the table. >> All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. >> Thank you. >> We'll see you Thursday night. >> Item number three is consideration of adopting resolution

0322026-7 annual Memorial Day parade. Mr. City Manager. Council scheduled to consider a request from Timuricks on behalf of the VFW to conduct the annual Memorial Day parade on Monday, May 25th, 2026, beginning at 10:00 a.m. This will be the sixth year that uh Mayor Ricks has coordinated the parade and ceremony. Uh the parade will line up uh over near uh BB and Bailey parks. Uh it'll start off uh next to Bailey and make its way up uh Main Street from Washington and then travel south uh down past the Veterans Park on Main Street and Veterans Memorial there. Uh once it passes that uh Main Street will open up, but that block of Main Street from Monroe to Water will remain closed. Uh again this year uh once approved tonight we'll email out to uh public

033safety and the various groups uh to ask for their participation. Uh we'll also uh send letters to all the registered golf carts uh asking for theirs and and we already have a flyer ready to go encouraging uh kids to decorate their bikes and families to come out and participate as well. >> Thank you, John. Is there a motion? I'll make a motion to adopt resolution number 2026-7, which directs the city clerk to apply to the Michigan Department of Transportation to close M19 on Monday, May 25th, 2026 from 9:00 a.m. to 11:00 a.m. for the purpose of conducting the annual Memorial Day parade. >> Support motion made and support. Is there any discussion on this item? >> City manager said it's pretty much uh what we've done. It's a tradition and uh it's not we have

034a big parade uh weekend after Labor Day. You know, this is more of a solemn parade that Richmond's always had. Uh but we do allow the golf carts since we've uh uh okayed them in the city. Uh so, um hopefully we have good participation. Uh the crowd has gotten bigger every year. Uh that location is a perfect location. Closing off that little block uh there is really worked out really well. Um and with co cooperation of everybody, it's turned out to be a very nice uh remembrance uh and uh certainly appreciate all the help that uh we get here to put this all together every year on behalf of the BFW. Any other discussion? Any audience participation on this item? Back to the table. All in favor of the motion signify by saying I. >>

035I. >> Motion does pass. We also need the second motion for the uh wreaths. Is there a motion? >> I'll make a motion authorize the purchase of three wreaths to be placed at the Richmond Cemetery, St. Michael Cemetery, and the Veterans Memorial. >> Support motion been made and supported. Any discussion on this item? Any audience participation on this item? Back to the table. All in favor of the motion signify by saying I. I. against. Motion does pass. That's only six weekends before Memorial Day weekend. Can you believe that? Got to find a speaker here. They're all deployed right now. Uh item number four is consideration of special event request ball equipment mowerfest. Mr. S manager. Council is scheduled to consider a special event request for a mobile food vendor, Dos Locos Burritos, from Ball Equipment

036on Friday, April 17th and Friday, April 24th from 9:00 a.m. to 6 p.m. each day. Uh this is in conjunction with their annual Mower Fest, which is scheduled to take place beginning Wednesday, April 15th through Thursday, April 30th. Uh council approved a similar request for Mower Fest in 2024 for food trucks on a Friday, Saturday. uh this year they're going to have it uh on the Fridays for uh the two weekends rather than the Friday Saturday of one weekend. Um other than that, very similar request to what's been approved. Uh we do have two representatives from uh Ball Equipment here to answer any questions. The uh overall uh mower fest uh takes place entirely on private property. So uh that is approved administratively through the planning department, which Troy has already done that. Um, a

037copy of that is in your uh, packet as well. >> Very good. You guys like to speak to that at all? >> Covered everything, did he? >> Okay. Uh, is there a motion? I'll make a motion to approve the special event request for mobile food vendor from Ball Equipment to have mobile food vendor do Locos uh burritos on Friday, April 17th and Friday, April 24th, 2026 from 9:00 a.m. to 6:00 p.m. each day in conjunction with their annual MOF fest made and supported. Any discussion on this item? >> Did you guys bring the samples with you? All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. Good luck on your motor. >> This matters from the city manager. Sir, >> uh we will be meeting uh Jim Ginger

038and I had some pointed conversations with uh the fiber crew on Main Street. >> Good. >> Um he's uh we brought up a couple locations. I brought up that they've to be appear abandoned their work site. Maybe we should just rip out all the fiber they installed. And uh so that seemed to have gotten some action today when I told that to two different people at 123 Net. >> I certainly hope so. I mean St. A's Jimmy brought it up at the last meeting that St. A's spot. I mean there's >> literally hundreds of people that are walking through there, you know, from church and it's just a, you know, gone right down. You know, it's sunk in and a couple other spots. His front yard looks like a mess. >> There's two two spots

039that are specifically called out for the meeting tomorrow. So yeah. >> Yeah. I hope so, John. That's just I don't know how, you know, they can even get away with that. It's just like you come in here in the middle of winter to do that type of work and then you leave us, you know, it just that's that's there's got to be some kind of a I don't know if we can get into uh uh it's not our contract, of course, but do is it MDOT that gave him the rightway because it's all in the right way. >> It's true. state. It's a larger state state project to install fiber where it's needed in the you know to bring highspeed internet to or >> broadband to underserved areas of the state. So yeah, >> it's

040it's kind of starting down on 69 working its way down M19 and then around Gratchet there's another line heading down 33. Um so yeah. Yeah. So it's through the state and through that metro act. It's probably why it's done so well, you know. I'm sure it's two different crews or three different crews. >> At least two that are working here in Richmond. Yes. >> Yeah. Yeah. Well, let's let's hope they get it done sooner than later. It's too bad we couldn't find them for tearing the town up, you know, but >> Yeah, we are charging them every time uh they have water. So, >> good. Good. Good. Is are we charging them a tap fee? >> Well, they're char getting charged a road fee on Water Street there. >> Yeah. Yeah. Okay, very good. Uh,

041council comments, Michael. >> Um, just one thing. I I know we got the text just a little while ago about priority and the uh waste being delayed. I know this is going to be aired after obviously the meeting and after the problem's over, but just for people watching afterwards, what was the reason? Is it just I know before they had trouble with the vehicle? >> Yeah. And they've been working to try and get me an answer as far as when our service would be. Uh usually it can either be a combination of equipment issues or manpower issues. They have both unfortunately uh but I haven't heard which one this is. I know uh they corresponded with me pretty early this today to say they were behind and would get me an answer before the end

042of the day so I could put it out online uh what what the issue was or what the resolution is going to be whether they'd be working late or coming in tomorrow to complete. >> Okay. >> All right. Thank you. That's it. >> Okay, Dennis. >> Nothing. >> Jim, >> nothing. Nightmare. >> Emily? >> No. Nothing. Thank you. >> Nothing. >> All set. Well, I got a whole lot of things from the parks and recreation department. Probably the library, right? It uh some seniors, let's talk coffee and conversation at the odd.
