Do we have a motion for the consent agenda? >> Make a motion to approve the consent agenda as presented. >> Support. >> Motion been made and supported according [snorts] to our rules. There's no discussion on the motion. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. We move on to items for consideration. We have six this evening. The first one being consideration of special request mobile food vendor Ruckus enrichment. Mr. City Manager. Council scheduled to consider a special event request for a mobile food vendor from Will Trombley and Saving Destiny Animal Rescue to have a mobile food vendor from Main Street Tacos on site for the professional wrestling event to benefit Saving Destiny Animal Rescue
on May 2nd from 6:00 to 10:30 p.m. and the uh with the food truck being there from uh 5:30 to 9:30. Uh, council has approved food trucks for this event in the past and Will is here to answer any questions. >> Very good. Will you anything to add to that, sir? >> No, sir. He said it very eloquently. >> Very good. Then a motion would be in order, sir. [laughter] I'll make a motion to approve the special request from William Trombley on behalf of Saving Destiny Animal Rescue for a mobile food vendor, Main Street Tacos, to be on site for professional wrestling event to benefit Saving Destiny Animal Rescue on Saturday, May 2nd, uh with the hours of operation for the food truck being 5:30 p.m. to 9:30 p.m. >> Support May and support. Any
discussion on that? And what kind of what is it you're uh doing that day? >> Uh rest. good time for you to bring up what you >> Yes, we're doing a professional wrestling fundraising event for Saving Destiny Animal Rescue. It'll be the third event we've had and uh >> hope hopefully it's uh it's bigger and better. >> This is at the auditorium on Main Street. >> Yes. Yes. Yes, sir. And uh >> should be a really fun event like >> it has been in the past. >> If you want to come out, please come out. I've had to hold the city manager down when he gets too excited during those wrestling. >> Yes. >> Fiasco, you uh operate over there. So, no, it was a good time. We had a lot of fun. >> Yes,
sir. Couple >> years. So, we're looking forward to it. >> Thank you all. >> Is there any food trucks still in the going to be the same spot? >> Um I was going to talk to the city manager. >> We had we had talked with fosters and it can go in the same spot. >> Should be good to go. >> Right on. >> Anything else? Council being not. All in favor of the motion signify by saying I. >> I. Against. Motion does pass. Good luck, sir. >> Thank you. You all have a wonderful evening. >> Item number two, consideration of special event request, Rags Heritage Festival. Mr. City Manager. >> Council is scheduled to consider a special event request from the Richmond Area Historical and Genealological Society to hold the 7th annual Heritage Festival scheduled
for Saturday, June 27th from 10 to 4:00 p.m. on Sunday. and and Sunday, June 28th from 12:00 to 4:00 p.m. Uh the the event is generally the same as what has been approved in previous years. Uh they'll have uh vintage farm tractors and preWorld War II cars. Uh they'll also have various vendors uh there on site. Uh I think Mcome County has a couple different things out there. Uh and um Rags has some raffles and things like that. Uh this year uh they are kind of changing the location of some of their uh vendors that they had selling like wool, handmade wool items and things like that. They were on BB Street on the west side of BB Street just north of Park uh last year. Uh this year they would like them right at
the T intersection on the east side of BB Street uh to kind of increase their visibility. Uh I have spoken with um Don Graham who submitted all the paperwork uh to make sure that they need to kind of step up their enforcement of the traffic closure uh with their volunteers uh to it's not the it's the people that come after the volunteers if they open up the barricades and let go through and they don't close them behind them then other people kind of sneak through. So he understands that they're uh taking steps to make sure that that is taken care of. Uh they're also asking for the signage that they've done in years past. A couple signs kind of one at BB and Division and one near the trail head park that kind of gets
people heading in the right direction as well as an across the road banner uh that we've done for a couple years. And then uh they're also requesting a mobile food vendor, Deer Camp Traveling Cafe, formerly known as the Jerky Shack. Uh so that's the same food vendor they've had for uh the past couple of years as well. Okay. Thank you. Is there a motion? I'll make a motion to approve the rag special event request for the Richmond Heritage Festival on Saturday, June 27th from 10:00 a.m. to 4 p.m. and Sunday, June 28th from noon to 4 p.m. along with the closure of Park Street from Stone to BB Street and BB Street from Pool Drive to Festival Drive for both days and up and up to two temporary 4x4 signs to be placed at the
corner of BB Street and Division and at the trail head park from Thursday morning, June 25th until Sunday evening, June 28th. >> Support most made and supported. Any discussion? >> Troy, you're not getting in on any of these, are you? Troy's the only person we have in our audience at the moment. So, [clears throat] >> all in favor of the motion signify by saying I. >> I. I. >> Against. >> Motion does pass. We have a second motion. >> I'll make a motion to approve the request from rags to have an across the road banner in conjunction with their heritage festival to be displayed Saturday, June 13th through Saturday, June 27th, 2026. >> Support. Motion made and supported. Any discussion on that item? That doesn't interfere with anything that we already do, does it? >>
No. No. It's been I [snorts] think this will be our [clears throat] third year maybe putting it up. So, we It's one that's on our list. >> Okay. Good. >> Anything else? Council. >> All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. And we have a third motion necessary. I'll make a motion to approve the special event request for a mobile food vendor deer camp traveling cafe for the Rags Heritage Festival on Saturday, June 27th from 10:00 a.m. to 4 p.m. and Sunday, June 28th from noon to 4 p.m. >> Support. Motion made and support. Any discussion on this item? Do you not? >> All in favor of the motion signify by saying I I >> against motion does pass. We wish them good luck, good weather.
Item number three is consideration of special event request, the Lions White Cane sale. Mr. City Manager, >> council scheduled to consider the request received from the Richmond Lions Club to conduct their annual White Cane sale on Friday, April 24th and Saturday, April 25th. The Lions Club is requesting permission from the council to conduct their sale at the intersection of Maine and Division and County Line and Sinclair Highway on the city side from 9:00 a.m. to 5:00 p.m. on Friday, April 25th and 8 to 12 on Saturday, April 25th. Uh, I think that'd be the 26th. Sorry. Or it's April. Do we have a right a wrong date in there, Jeff? It says Friday the 24th in a motion. >> Okay. >> Yep. I think you're >> Sorry. I think we're okay. >> Yep. >> Um
and then we just ask that they not be in the intersection uh when school gets up. >> Very good. Is there a motion? I'll make a motion to approve the request received from the Richmond Lions Club to conduct their white cane sale at the intersections of Main Division and County Line uh Road Sinclair Highway Cityside on Friday, April 24th and Saturday, April 25th, 2026. Further, the lines agreed not to be in the main and division intersection on Friday, April 24th from 2:30 p.m. to 3:30 p.m. And further, the lions agree to sign a liability waiver. support. >> Those been made and supported. Is there any discussion on this item? Annual event. Not all in favor of the motion signify by saying I. >> I. >> Motion does pass. >> Item number four, consideration adopting resolution
0142026-4, moratorum of database centers. Mr. City Manager >> Council is scheduled to consider adopting resolution 2026-4, a resolution to establish moratorum on the establishment, erection, construction, and installation of data processing [clears throat] and computer centers for a period of 12 months within the city. When council adopted the most recent major update to our zoning ordinance, ordinance number 156 in 2005, data centers were not def defined use. And the closest use under our ordinance would be technical centers, which are permitted uses in our limited industrial and general industrial areas and our special condition uses and office. The modern-day processing and computer centers has evolved dramatically beyond what was anticipated in 2025, especially with the advent of artificial intelligence and high performance computing. Though the zoning ordinance provides for setbacks and landscaping requirements and other nuisance mitigation,
uh it does not provide for any uh special condition uh regulations um uh related to that use. And so uh the data centers uh have been a topic in many of the surrounding communities. Uh many of them are doing moratoriums uh to prohibit the establishment of these for the next 12 months while everyone kind of goes back looks at their ordinances um and to determine what supplemental standards should be in place uh for these types of uses. Um so the the uh moratorium is for a defined period of time so that we can give us time to do that. Uh both the city planner and I did a webinar uh just last Thursday uh through the Michigan Society of Planning or planners. Um and they kind of likened it to uh all of the communities
getting these uh um requests for data centers as trying to build the ship while you're sailing it. and and so uh with um putting these moratoriums, it gives us time to do a little bit more research, look at best practices other communities are in putting in place. Um and and so um we've done that. Uh the resolution is written in such a way that it's uh provides the legal references on why we're doing this. Um, and so, uh, administration, uh, is recommending that we adopt this ordinance or adopt this resolution, which will provide for a 12-month moratorum. >> Very good. Troy, anything to add to that? >> Got her covered, huh? >> Very good. City council, are you ready for a motion? >> Go ahead. I'll make a motion to adopt resolution 2026-4, a resolution
to establish a moratorum on a on the establishment, erection, construction, or installation of data processing and computer centers for a period of 12 months within the city. >> Support made support. Any discussion on this item? >> I think some people are going to say, well, Rich, city of Richmond doesn't have 200 acres to put it on, but this is this is any type of item like this. Yes, we don't have 200 acres that this would go on right now within the city limits, but they're also talking about smaller type buildings that >> can do some of the same things that we don't want to see happen in our community possibly. >> Yeah. Kind of the larger or kind of hypers [snorts] scale uh data centers that are kind of being talked about in the newspapers
now. we don't have the acorage but they also have kind of enterprise data centers or hyper uh uh or [clears throat] I'm sorry uh collocation centers where once they build a big one then they'll have these offshoot and have small so [cough and clears throat] those are more likely to come our way although we haven't had any any discussions with anyone now >> very good so we're just being proactive at the at this point uh very good any other discussion All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. [clears throat] >> Thanks for bringing that to us. Item number five is consideration of second reading and adoption ordinance 75-3 livestock. Mr. City Manager. >> Council scheduled to give second reading and adoption of ordinance 75-3 and ordinance
to amend article 3 uh of the livestock article of chapter 14 of the animal ordinance. Uh over the years the council's been has seen an increase in the number of requests to keep livestock in the city and a recent request uh prompted us to do a review of not only our or our own ordinance but also the ordinances of several of the communities around us. Uh and we found that ours was uh a little more laxed than others. And so uh the ordinance that uh is before you tonight for adoption uh kind of has several changes. uh one it's the reordering of the sections uh in order to more prominent feature the requirement to uh get a permit before having livestock. The other is to remove uh some language for administration's uh review of these
things or make a recommendation and then also it creates a minimum lot size of two acres in order to have livestock. >> Thank you sir. Is there a motion? I'll make a motion to give second reading and adoption of ordinance 75-3 ordinance to amend article 3 livestock section chapter 14 of the animal ordinance >> support been made and supported any discussion on this item as council wells know uh knows we've had a lot of discussion over the years uh on livestock in the community I think it was enlightening when administration came back with uh the uh communities ities around us that allowed none whatsoever. Um I was uh shocked that uh we were that far basically uh or were being that liberal allowing you know certain types of uh animals in in the community. Um,
one of the things uh we talked about in the the first reading of this was the fact that we felt as a council that we were pitting neighbors against neighbors when requests came in um for animals and uh that was one of the issues that uh we felt very strongly about. Um this puts us more in line with the communities around us. Uh one of the interesting facts also that uh administration brought to us was the fact that the townships which uh usually are 36 square miles, some of them you must have 5 acres before you can have livestock and we were allowing some of this on uh you know quarter acre parcels uh in some occasions. So um hopefully this makes for a better community. Uh we're not after anybody. the people that have
um permits right now. We are not going after them to eliminate their animals, they are grandfathered uh accordingly. And um but in the future, you must come into city hall and and uh see if you're if it's available to the properties that you own in the city limits. Anything else on this? All in favor of the motion signify by saying I. >> I. >> Motion does pass. Our final item, item number six is consideration of adopting resol resolution 2026-5 blanket maintenance permit. Mr. City Manager, the city maintains some water and sewer facilities located in Mcome County Department of Roads rightways. Uh the Department of Roads does require that the city obtain an a blanket maintenance uh permit for maintaining those water and sewer lines uh that fall within uh county roadways. Uh the last time
that we approved uh the resolution and permit were uh back in 2020. uh as they were reviewing uh their records, they noticed that and sent us an email saying it's time to uh update that. >> Very good. Is there a motion? [snorts] I'll make a motion to designate designate the public service director and city clerk as the individuals authorized to sign permit applications between MCDOR and the city of Richmond and to adopt resolution 2026-5 designating individuals authorized to sign the Mcome County Department of Roads blanket maintenance permit applications. >> Supportment been made and supported. Any discussion on this item? Little in-house maintenance here. Nothing. All in favor of the motion signify by saying I. I. >> Against. Motion does pass. We move on to miscellaneous matters from the city manager. Sir, >> uh just a
reminder that the deadline to pay winter taxes or uh summer if you have not paid your summer yet uh is February 28th. >> Very good. Thank you. Council comments. Michael. >> I'm good today. Thank you. >> Dennis. >> Nothing. >> None. >> Nothing. Thank you. >> Nothing. Y all set. >> Okay, let's do a calendar quick. Today's the 16th of February, President's Day already. Um, we have a library board meeting a week from tonight at 5:30. That's the 23rd at the library. The TIFFA will is TIFFA still on the 25th? >> Uh, I think it's the last Wednesday. It's on Yeah. >> Yeah. Whatever is on the calendar. >> Seems like you just had a TIFFA meeting. It's been a month already. Gosh. Uh so the TIFF will be meeting on the 25th right here
at city hall at 7:00 and two weeks from tonight we'll be already March 2nd and at 7:00 the city council will meet right here at city hall. Is there anything else for the calendar at this time? But that's the annual jigsaw puzzle sale. Very, very uh uh fun time. You got to be there on time or else uh from what I've been told, seasons past, but they do a heck of a job uh there at the Louiswis Wagner Memorial Library. Uh is there any other announcements? I think we covered it tonight. We need to have a motion to go into close session.
>> I'll make a motion to convene into close session in accordance with section 8A of the Michigan Open Meetings Act Public Act 267 of 1976 as amended for the purpose of considering a periodic personnel evaluation of the city manager as requested by the city manager. >> Support made and supported.
