I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Dear God, please bless our elected officials. Grant them the wisdom to know and the courage to do what is right for all citizens. Amen. >> Amen. >> Roll call, please. >> Alan here. Lefor >> here. >> Mr. Ravage >> here. >> Ricks >> here. >> Schultz >> here. >> Warren, >> yes. >> Yellen, >> here. Good to see everybody here. Approval of minutes for the regular meeting of October 6th. Motion be in order. >> Motion support. >> Motion made in support.
Any discussion on the minutes being not. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. We move on to audience comments on non-aggenda items. Again, Mr. Superintendent, if you'd state your name. And we know you live in Richmond, so we won't require >> Good evening. Brian Wamsley and I do live in Richmond. Um, but I'm here as a superintendent of Richmond schools. I've been here multiple times before. Uh, just want to remind you and the listening audience, we have a bond uh, election coming up in 15 days. Um, it is about um, adding on to our buildings. Our current enrollment, as I've said before, has grown more students this year than we had in June when we left and all of our projections are are increasing. Um,
one of the biggest questions that I've been getting over the last two months of all the township count uh, city board meetings or meetings we've held as our school board is about the no increase. And this is our current debt rate as to July of 2025 is what we're asking voters to continue. So there is no increase over what we're currently paying. Um, we are all of our projections are showing an increase. So we're running out of space which is a good problem to have. people are choosing to come to Richmond, not only for the schools, but also the city, government, churches, all the fun uh great things that we have to offer. So, I just want to encourage you to go out and vote on November 4th. >> Thank you. >> Short of presentation
this time. >> Thank you. >> Moving on to adoption agenda. Mr. City Manager, any changes? >> No changes. >> City Council, any changes? >> Motion to accept the agenda as presented to be in order. >> I'll make the motion. >> Motion been made in support. Any discussion? All in favor of the motion signify by saying I. >> I. >> Against. >> Motion does pass. Is there a motion for the consent agenda? >> Make a motion to approve the consent agenda as presented. >> Support. >> Motion been made in support according to our rules. There's no discussion. All in favor of the motion signify by saying I. >> I. >> Against. Motion does pass. We move on to items for consideration. We have three this evening. The first one being consideration of a special event. Richmond
Lions Club Goodfellow Newspace Papers. Mr. City Manager. Council is scheduled to consider a request received from the Richmond Lions Club to conduct their annual Goodfellow paper sale on Friday, December 5th and Saturday, December 6th. The Lions Club is requesting permission from council to conduct the sale at the intersections of Maine and Division and County Line and Sinclair Highway. Uh this is a normal routine request they do every year. >> Thank you. Is there a motion? I'll make a motion to approve the request received from the Richmond Lions Club to conduct their Goodfellow paper sale at the intersections of Maine Division and County Line Road Sinclair Highway on Friday, December 5th and Saturday, December 6th, 2025. Further, the Lions Club agree not to be in the main division intersection on Friday, December 5th from 2:30 p.m.
to 3:30 p.m. And further that the Lions agree to sign a liability waiver. >> Motion been made and supported. Is there any discussion on this? Being not all in favor of the motion signify by saying I >> I >> against motion does pass. We wish him good weather for that. Item number two is consideration of adopting resolution 2025-15 Mcome County hazardous mitigation plan. Mr. City Manager >> Council is scheduled to consider adopting resolution 2025-15, which adopts the Mcome County hazard mitigation plan as the city's hazard mitigation plan to be fully compliant with state and federal law. The purpose of the hazard mitigation plan is to identify those natural and man-caused hazard hazards that pose a threat to the community, rank them based on their potential threat to the people and economy and recommend mitigation projects
to the to eliminate or reduce their impact. Uh every 5 years, uh the county updates the plan. Uh due to our size, we fall underneath that plan. uh they do uh get input from from the communities as part of their planning process. They have incorporated that input into this plan. Um and also the nice thing about the plan is it is flexible. So uh if during the course of five years we think of something else that we wanted to include to try and get grant funding, uh it is eligible to be adopted. Uh they've done all the leg work to put the plan together and have sent it to FEMA to make sure that it checks all their boxes. Um and it and it does. So now the next stage is for all the local
communities that fall under that to pass resolutions like that's before council. Those will all go to the county and then they'll be able to formally submit the plan for approval at FEMA. >> Very good. Is there a motion? I'll make a motion to adopt resolution 2025-15, a resolution adopting the 2025-2030 Mcome County hazard mitigation plan as the city's hazard mitigation plan and authorizing the mayor and the city clerk to sign the resolution on behalf of the city council. >> Support motion made and support. Is there any discussion on this item? >> Being not, all in favor of the motion signify by saying I. >> I. against. Motion does pass. Item number three is consideration of special event request Santa Parade tree lighting event. Mr. City Manager, council scheduled to consider approving the Santa Parade road
closure and the events associated with the community tree lighting and Santa parade. Uh the event is scheduled for Saturday, December 6th. The Santa parade typically starts right around 5:30 depending on total number of entries into the parade. uh and typically arrive at the community tree next to the Veterans Memorial uh on Main Street roughly around six o'clock. Uh we then after the parade goes through, we keep that block of Main Street closed and have for the last few years that we've held it there. Uh seems to have worked well. So the the Santa parade and tree lighting are essentially kind of the same that we've had the last couple years. Uh we are again looking to do the Christmas cash with uh TIFFA and Richmond area good old days festival contributing towards uh the the
prizes uh the Chris Kringle market. Uh Teresa is uh looking to do similar to what she's done the last couple years. Uh Backyard Living has uh agreed to provide some sheds for outside. Again, uh, Rags will do an event kind of during the day in the afternoon, but end it by the time the tree lighting starts so that people can kind of transition and come up to Main Street and be there for that event. Uh, and again, Melissa is working on food trucks, more kind of Melissa Matrozac, who runs the farm market, uh, is part of the committee and and is I think she has two lined up, uh, more snack foods than like meal food trucks and is looking for maybe one more novelty type item. So, there might be a third one potentially.
>> Very good. Okay. We have three motions to that it's going to take to put this on. Uh, is there somebody who'd like to make the first motion? >> I'll make a motion to approve the Santa Parade route along Main Street from Forest Park Street on Saturday, December 6th, 2025 at 5:30 p.m. with the community tree lighting to be held at the Veterans Memorial Pocket Park on Main Street and authorized the city clerk to apply to MDOT for the road closure and across the road banner. support >> motion been made and supported. Is there any discussion on this? Me not. All in favor of the motion signify by saying I. >> I. >> Against. >> Motion does pass. We have another one for the food vendors. >> I make a motion to approve the special
event application for mobile food vendors from Melissa Madressac for three food vendors snack type foods to be set up in the municipal parking lot from 2 to 8:00 p.m. on Saturday, December 6th, 2025. support >> motion has been made and doubly supported down there at that end of the table. Take your pick, madam clerk. >> Thank you. >> Is there any discussion on this item? >> Being not all in favor of the motion signify by saying I >> I >> against motion does pass and we have a final one here for the uh vendors. I'll make a motion to approve the special event application from Teresa Maniachi to utilize the portion of the municipal parking lot for up to seven or up to 12 vendors and five sheds to be set up in the municipal
parking lot from 2 p.m. to 9:00 p.m. on Saturday, December 6, 2025. >> Support made and support. Any discussion on this item? It's kind of nice with those sheds again last year. >> Yeah. And uh we had talked a little bit in our committee meeting about the possibility of um getting some lights in there uh in inside the sheds uh for the people. Um that was one of the improvements that we can do from last year. So it's very nice of uh the company to lend those sheds. >> Yes, it's a lot of work to get those over there. >> Any other discussion on this? Being not. All in favor of the motion signify by saying I. >> I. I >> against motion does pass. It uh concludes our items for consideration. A short meeting
here. Miscellaneous matters from the city manager. >> Uh we are still experiencing some phone outages outages in the area. Uh it's definitely affecting our police department and our community center. Um I know some other uh law enforcement agencies also put across lean that they were experiencing similar problems. So I'm not sure how widespread it is. Uh some phones don't seem to be affected while others are. Uh but we still are uh the uh experiencing some phones or phone issues on our non-emergency number. Our 911 is working. Good. Good. John, could you give us a quick rundown on where we're at? Uh everybody's wondering what's going on with the the uh the big project that we've had this summer on on the water main replacement and uh you know conditions of sidewalks and roads. Could you
give us just a quick rundown? So, uh, last week the final tie-in from, uh, the new water man into the old running northbound on Main Street was was done. Um, they also then had to do some work to abandon the old water man that's still underground. So, all of that was done, completed, all of uh, last week. Prior to that, all of the service uh services to the various uh businesses and homes from 32 down to the railroad tracks were also completed. So, they are truly transitioning now to the restoration work. So, working on you know yard restoration, concrete restoration and ultimately they'll work to uh do pavement restoration at the at the very end. But all of the it's we're now transitioned to restoration work. Um they did uh today do millings at that
patch um at Division in Maine. Obviously uh they were running traffic on that gravel to try and get it to pack down as best as possible that did sink a little bit this weekend obviously with the weather. Um but today they did install a cold patch there until the point where they >> um clean all that out and put the concrete and the asphalt back. >> Yeah. Good. Great. Thank you. Uh, council comments. Michael, >> uh, >> nothing tonight. Thank you, >> Dennis. >> Nothing. >> Jimmy, >> nothing tonight. Mayor >> Emily, >> nothing. Thank you, John. >> Nothing tonight. >> All set. >> Well, I guess I need to do these announcements. Pickle ball Halloween. Uh, it's a costume party at the Odd Wednesday, October 29th from 9:00 a.m. to 12:00 p.m. It says,
"Come dressed up in your best costume and play some pickle ball at the odd." So, any questions on that? Again, get a hold of uh the uh parks and recreation at 7273064. >> 3064 is the community center. I think maybe on there. >> This is going to be over at the odd. >> That's at the odd. There's a different phone number. Okay. I'll talk to them about that. >> Or stop by the odd on Main Street. They'll tell you what's going on. Um also at the Odd, uh they opened up this past weekend. The teen open gym at the odd is on Sundays from 2:00 to 4:00 and the adult open gym is from 5:00 to 7:00. That's at the odd on Sundays. Um this is uh happening it's just around the corner here. Saturday,
November 8th. It's a six week program that will be held at the Odd. Um it is uh girls empowerment group program covers a lot of different uh areas uh resolving conflict and management of uh life and healthy relationships. Um to uh direct any questions to Lisa at 5866016097. Again, that is going to be a six-w week program. It starts Saturday, November 8th. We have a TIFFA meeting this Wednesday at 7:00 right here at city hall. >> Actually, it's going to be at the odd. >> Oh, it's going to be at the odd. >> Yeah. >> Okay. That's the TIFFA at the odd. Uh 7 p.m. this Wednesday, the 22nd. Uh and then that leads us into Halloween. Uh the no tricks only treats uh has been moved to the municipal parking lot between uh Maniachi's
Hall and Jay's Silkcreen on the north end. Uh in case of really bad weather, uh we will be moving that to the auditorium on Main Street. And trick-or-treating officially in the city of Richmond is going to be from 6:00 to 8:00 p.m. I believe the whistles will be blowing starting and ending. Correct. So 6:00 to 8. Uh 2 weeks from tonight will be November 3rd, believe it or not. God. Uh don't forget to change your uh smoke detector batteries. Uh daylight saving time starts on Sunday the 2nd and the next day. Monday the 3rd will be our city council meeting. That will be the uh day before the election. And madame clerk, I know you're not ready for this, but you're so knowledgeable. Could you tell the people what they need to do to vote
this year? >> So, obviously, um, any voter is allow if they're a registered voter and live here in the city of Richmond, um, any voter is allowed to vote an absentee ballot. Just have to come in and fill out an application to acquire that ballot. Or you certainly can vote in person um, bringing picture identification. If you live north of Division Road, that's going to be precinct one, which is at the community center. If you live south of Division, it is here um actually in this room. Uh the polls are open from 7:00 a.m. until 8:00 p.m. >> Great. Great. Thank you. Okay. Uh is there anything else that we need to add to the calendar? If not, motion to adjourn and be in order. >> I'll make a motion to adjurnn. >> Support. >>
It's been made and supported. There's no discussion on the motion according to our rules. All in favor of the motion signify by saying I. >> I. I >> against motion does pass. Thanks for being with us. [Music]
